Nigeria, South Africa Forge Ties to Enhance Fight Against Drug

Nigerian and South African anti narcotics agencies have met to forge stronger operational ties that will enhance the war on drug syndicates operating between the two countries.

A signed press statement on Tuesday by the spokesman of the Nigerian anti-narcotics agency, Femi Babafemi read that as part of efforts to combat illicit drug trafficking between Nigeria and South Africa, senior officials of the National Drug Law Enforcement Agency, NDLEA have held a two-day meeting with their South African counterparts in the Directorate of Priority Crime Investigation popularly known as HAWKS to forge stronger operational ties that will herald tough times for drug syndicates operating between the two countries.

Speaking during the start of the meeting at the NDLEA national headquarters in Abuja last Monday, Chairman/Chief Executive Officer, Brig. Gen. Buba Marwa (Retd), who was represented by the Agency’s Secretary, Mr. Shadrach Haruna, said the deliberation which is a follow up to a virtual one held in April 2022, will “bridge the gap and rekindle our efforts by deepening collaboration in line with the principle of common and shared responsibility in tackling the global drug problem.”

According to him: “Among other expected outcomes of this visit is the need to have a collaborative Memorandum of Understanding to combat drug trafficking and related crimes between the National Drug Law Enforcement Agency (NDLEA) of Nigeria and the Directorate for Priority Crime Investigation (DPCI) HAWKS, of South Africa. This will provide a framework for enhanced information exchange, and Joint Operations/Joint Airport Interdiction; all promising dividends that will benefit our two organizations and countries greatly.”

Marwa, while emphasising the increasing sophistication of drug trafficking cartels, particularly the proliferation of methamphetamine laboratories and the emergence of fentanyl production facilities, which pose grave threats to the safety and well-being of citizens in both countries, said this demands swift action through the seamless exchange of intelligence and technical expertise.

He added that: “This will not only help to halt the spread of illicit production of these deadly illicit drugs but also prevent locally produced ones from being smuggled between both countries. The need for collaboration became urgent given the volume of trade and social interactions between the two countries leading to a corresponding trade in illicit drugs. Another expected outcome of this visit is the expectation of an agreed mechanism that would lead to the dislodgement and disruption of major drug trafficking syndicates operating between the two jurisdictions.”

In his response, leader of the South African delegation, Lt. Gen. Senaba Mosipi stressed that the collaboration between the two countries was necessary because criminals operating in the drug trade recognise no borders, or geographical boundaries, noting that to effectively combat their criminality, proactive measures within the arm of the law are imperative.

He said: “We have the capacity to work together no matter the distance between our countries. The operational collaboration between NDLEA and HAWKS is important to combat the operations of criminal syndicates in our two countries.”

Tribunal Declares Ndudi Elumelu, Winner, Sacks Labour Party’s Ngozi Okolie As Reps Member ….Its Victory for Democracy, Rule of Law – Elumelu

The election of Mr. Ngozi Okolie of Labour Party as member representing Aniocha/Oshimili Federal Constituency of Delta State in the House of Representatives was on Monday nullified by the National Assembly Election Petition Tribunal sitting in Asaba, Delta State.

In about 107-page judgement that lasted over five hours, the three-member tribunal headed by Justice A.Z. Mussa, disqualified Okolie and consequently declared the runner up in the February 25, 2023 National Assembly election, Ndudi Elumelu of the Peoples Democratic Party (PDP), as winner.

Elumelu, who is the immediate past Minority Leader of the House of Representatives, had in petition number EPT/DL/HR/06/2023, approached the tribunal, seeking to disqualify Okolie on the grounds that he was not properly sponsored by the Labour Party and that he did not resign his position as a public office holder.

The tribunal agreed with the petitioners that the Second Respondent (Okolie) was not duly sponsored by the Third Respondent (Labour Party) as he was not a member of the party as at May 28, 2022 when the LP primary purportedly held.

The tribunal also resolved in favour of the petitioners that the Second Respondent did not resign from public office to contest the elections which is in violation of the provision of the law.

In an interview with newsmen the Petitioners’ Counsel, Andrew Osememedua Odum, SAN, described the judgement as “a correct exposition of jurisprudence and the law.”

“We also proved and the tribunal agreed with us that there was no primaries, there was no sponsorship, the Labour Party did not conduct any primaries for the National Assembly election.

“Sections 65 and 66 of the Constitution require that for a person to be qualified to contest election into the House of Representatives, he must belong to a political party and must be sponsored by that political party. In this instance, Okolie, the tribunal found was not duly sponsored by the Labour Party because there was no primaries.

“On the second ground, the tribunal also found in our favour that Okolie was in public office, he did not resign, he continued to collect salaries and emoluments in breach of the law.

“So, for these two reasons his election was nullified and in line with Section 135 of the Electoral Act, Hon. Elumelu who was the first runner up was declared winner of that election,” he added.

Reacting, Rt. Hon. Ndudi Elumelu commended the Judiciary for the courage in upholding justice and described the judgement as victory for democracy, Rule of law and the people of Aniocha/Oshimili Federal. He maintained that the judgment has further reaffirmed that the judiciary is the last hope for the common man who feels aggrieved and followed due judicial process of asking for redress.

Elumelu appreciated the people of Aniocha/Oshimili Federal Constituency, the Governor of the State, Rt. Hon. Sheriff Oborevwori and the wife.

He also appreciated the former Vice-president and Presidential candidate of the PDP in the last Presidential election, Alhaji Atiku Abubakar, his supporters as well as the media for their roles in the quest for justice on the matter.

The immediate past Minority Leader of the House of Representatives, also commended Ngozi Lawrence Okolie for the way he comported himself throughout the period of the sitting of the tribunal and urged Okolie to join hands with him to move the Aniocha/Oshimili Federal Constituency forward.

Chairman Nkem Okwuofu in her reaction also commended the Judgment of the tribunal and described it as an act of God. Others who reacted to the Judgment included, Chief Chris Agbabu, Chief Patrick Ukah, Hon. Chikazia, Chief Edwin Uzor, Chief Emma Chinye and Chief Dada Okonji.

They all congratulated Elumelu for the his victory at the Tribunal and called on the people of Aniocha/Oshimili Federal Constituency to remain steadfast in rallying round Hon Elumelu as he continue with his effective representation in the House of Representatives.

Revitalising Nigeria’s food systems key to rescuing Sustainable Development Goals – UN

United Nations Resident and Humanitarian Coordinator in Nigeria, Matthias Schmale has underlined the importance of addressing widespread food insecurity by revitalizing Nigeria’s food systems.
He described the recent declaration of food security as a national emergency by President Bola Ahmed Tinubu as a positive step, and said that “we hope it brings meaningful investment into Agriculture to tackle rising food prices and shortages.”
Schmale called on all stakeholders to use the Africa Social Impact Summit being organised by the Sterling One Foundation in collaboration with the UN in Nigeria on August 10 and 11in Lagos as an opportunity to join hands to formulate a rescue plan for the SDGs.
He urged federal and State governments, the private sector, development partners and other critical stakeholders, to generate new ideas, new solutions, and new hope in particular for the most vulnerable citizens. “Let’s put our collective foot on the accelerator and build momentum for 2030”, Schmale added.
The Managing Director/Chief Executive Officer of Sterling Bank, Abubakar Suleiman, said the Africa Social Impact Summit had grown and gained so much traction that it provided all involved in development work to translate available capital and resources into meaningful and sustainable impact.
UN Resident Coordinator Schmale noted that Nigeria could feed itself and that solutions to food insecurity did not lie with the international community bringing food aid.
To cushion the impacts of fuel subsidy removal and the attendant increase in the cost of goods and services in the country, Schmale emphasised that the “United Nations stands ready to support the government of Nigeria in designing both impactful palliative measures as well as translating effective and enduring measures to increase sustainable agricultural production.
The Africa Social Impact Summit is a key step on the way to the global SDG Summit being organized by the UN in New York this September.  Schmale noted that the SDG Summit in September 2030 , provides leaders a global platform to move from rhetoric to reality.  Unless we build on existing positive initiatives and “take urgent action now, the 2030 Agenda will become no more than a broken promise to the world’s most vulnerable people,” he said.
Chief Executive Officer of Sterling One Foundation, Adepeju Ibekwe, disclosed that the first edition of Africa Social Impact Summit exceeded expectations in terms of attendance, outcomes and impacts in the development ecosystem.

Tinubu’s food emergency: Zulum visits Baga, shares food to 23,000 households

About 23,000 households on Monday received food palliatives at distributions that were directly supervised by Borno State Governor, Babagana Umara Zulum in Baga town of Kukawa Local Government Area. 

“Distribution of palliatives is one of the agenda of President Bola Ahmed Tinubu. He (Tinubu) has declared an emergency on food security, and in line with this objective, Borno State Government is distributing food items to communities. We have provided food and non-food items to over 20,000 men and women (today)” Zulum said. 

While working on permanent livelihoods through revival of commercial activities and farming, Governor Zulum frequently distributes food palliatives to beneficiaries who could not farm in substantial quantity to feed them year round due to over 10 years of the Boko Haram insurgency. 

Zulum’s latest intervention in Baga reached 13,000 households in Baga town itself, 3,500 at Cross Kauwa, a town near Baga and 6,500 in Doro Baga, another community, making 23,000 households in total. 

Each of the 23,000 households received bags of rice, spaghetti and maize grain with women getting a wrapper each.

In Baga the 13,000 households were made of 4,000 males heads of households who received a bag of rice and a bag of maize grain each, and 9,000 females, each of who received a carton of spaghetti and one wrapper each.

In Doro Baga, 3,500 male heads of households received a bag of rice and maize grain each, and 3,000 females received carton of spaghetti and a wrapper.

In Cross Kauwa, another 1,500 male heads of household received a bag of rice and maize grain and 2,000 females received carton of spaghetti and a wrapper.

Borno’s palliative task force Chairman, Engr Bukar Talba, and Dr. Barkindo Muhammad Saidu, Director General of the State Emergency Management Agency (SEMA) led officials to Baga on Sunday to begin the distribution before Zulum joined them on Monday morning and completed the exercises. 

The distribution had other participants who included the member, Mamber house of representatives for Kukawa, Abadam, Guzamala and Mobbar federal constituency- Babagana Malam Gana Kareto, Member representing Kukawa at the Borno State Assembly- Karta Maina Ma’aji Lawan, the Special Adviser on Monitoring and Evaluation, Engr. Baba Bukar Gujbawu, Executive Secretary of the Borno Geographic Information Services (BOGIS), Engr. Adam Bababe and the Executive Secretary, Borno State Primary Healthcare Agency, Professor Mohammed Arab Alhaji.

Zulum returned to Maiduguri on Monday night after the successful humanitarian trip.

Russia and Africa: Joining Efforts for Peace, Progress and a Successful Future

On July 27-28 , St Petersburg will host the second Russia-Africa Summit and Russia-Africa Economic and Humanitarian Forum. On the eve of these large-scale representative events which will bring together heads of state and government, entrepreneurs, academia and public figures, I would like to share my vision of the development of Russia-Africa relations with the readers of the leading media on the African continent, outlining priority cooperation areas for the coming decades of the 21st century.

The partnership relations between our country and Africa have strong, deep roots and have always been distinguished by stability, trust and goodwill. We have consistently supported African peoples in their struggle for liberation from colonial oppression. We have provided assistance in developing statehood, strengthening their sovereignty and defence capability. Much has been done to create sustainable foundations for national economies. By the mid-1980s, with the participation of our specialists, over 330 large infrastructure and industrial facilities have been built in Africa, such as power plants, irrigation systems, industrial and agricultural enterprises, which are successfully operating to this day, and continue to make a significant contribution to the continent’s economic development. Tens of thousands of African doctors, technical specialists, engineers, officers and teachers have received education in Russia.

I would like to specifically mention the traditionally close cooperation on the world stage, the firm and consistent advocacy rendered by the USSR and then Russia to African countries at international fora. We have always strictly adhered to the “African solutions to African problems” principle, standing in solidarity with Africans in their struggle for self-determination, justice and their legitimate rights. We have never tried to impose on partners our own ideas about the internal structure, forms and methods of management, development goals and ways to achieve them. Unchanged remains our respect for the sovereignty of African states, their traditions and values, their desire to independently determine their own destiny and freely build relationships with partners.

We highly value the honestly-gained capital of friendship and cooperation, traditions of trust and mutual support that Russia and African countries share. We are brought together by a common desire to shape a system of relations based on the priority of international law, respect for national interests, indivisibility of security, and recognition of the central coordinating role of the United Nations.

Today, the constructive, trustful, forward-looking partnership between Russia and Africa is especially significant and important. Major centres of economic and political power and influence are emerging in the world, which are asserting themselves more and more insistently, demanding that they be reckoned with. We are sure that a new multipolar world order, the contours of which are already seen, will be more just and democratic. And there is no doubt that Africa, along with Asia, the Middle East and Latin America, will take its worthy place in it and finally free itself from the bitter legacy of colonialism and neo-colonialism, rejecting its modern practices. 

Russia welcomes the rising international authority of individual states as well as Africa as a whole, their desire to make their voices strongly heard and to take the continent’s problems into their own hands. We have always supported the constructive initiatives of our partners. We stand for granting African countries their rightful place in the structures that determine the world’s fate, including the UN Security Council and the G20, as well as for reforming the global financial and trade institutions in a way that meets their interests.

Regrettably, we see that the situation in the world today is far from stable. The long-standing conflicts that exist in nearly every region are deepening, and new threats and challenges are emerging. And Africa feels the burden of global challenges like no other part of the world. In such a challenging environment, we look forward to working with our African partners to shape a non-discriminatory agenda for cooperation. The strategic areas of our interaction are set by the decisions of the first Russia-Africa Summit held in Sochi in late October 2019. The Russia-Africa Partnership Forum was established for their effective implementation. We have set up bilateral intergovernmental commissions for trade, economic, scientific and technological cooperation with many countries of the continent, and the network of Russian embassies and trade missions in Africa will be expanded. Further instruments are being actively developed to better structure economic relations and make them more dynamic. 

I would like to note with satisfaction that Russia’s trade turnover with the African countries increased in 2022 and reached almost 18 billion US dollars. However, we are all well aware that the potential of our trade and economic partnership is much higher. Russian companies are interested in working more actively on the continent in the sphere of high technologies and geological exploration, in the fuel and energy complex, including nuclear power, in the chemical industry, mining and transport engineering, agriculture and fishery. The changes taking place in the world require the search for solutions related to the establishment of new transport and logistical chains, the formation of a monetary and financial system, and mechanisms of mutual settlements that are safe and free from unfavourable external impacts.

We understand the importance of uninterrupted food supplies for the socio-economic development and political stability of the African states. On this basis, we have always paid great attention to issues related to the supply of wheat, barley, maize and other crops to African countries. We have done so both on a contractual basis and free of charge as humanitarian aid, including through the United Nations Food Programme. Thus, in 2022, Russia exported 11.5 million tonnes of grain to Africa, and almost 10 million tonnes more were delivered in the first half of 2023 – despite the sanctions imposed on our exports, which severely hamper the supply of Russian food products to developing countries, complicating transport logistics, insurance arrangements and bank payments.

Many have probably heard of the so-called “grain deal,” whose initial purpose was to ensure global food security, reduce the threat of hunger and help the poorest countries of Africa, Asia and Latin America – the reason why Russia undertook the obligation to facilitate its implementation in the first place. This “deal,” however, while it was publicly advertised by the West as a gesture of goodwill that benefited Africa, has in fact been shamelessly used solely for the enrichment of large US and European businesses that exported and resold grain from Ukraine.

Judge for yourselves: in almost a year, a total of 32.8 million tonnes of supplies were exported from Ukraine under the “deal,” with over 70 percent of the exports ending up in high- and upper-middle-income countries, including in the European Union, whereas such countries as Ethiopia, Sudan and Somalia, as well as Yemen and Afghanistan, received less than 3 percent of the supplies, i.e. less than one million tonnes.

In the meantime, none of the “deal” provisions relating to the exemption from sanctions of Russian grain and fertiliser exports to world markets, were fulfilled. Moreover, barriers have been mounted even to our attempts to supply free of charge mineral fertilisers to the poorest countries in need. Of 262,000 tonnes of goods blocked in European ports, only two shipments were delivered – one of 20,000 tonnes to Malawi and one of 34,000 tonnes to Kenya. The rest is still unscrupulously held by the Europeans. And this is a purely humanitarian initiative we are talking about, which should be exempt from any sanctions as such. 

Considering all these facts, there is no longer any use in continuing the “grain deal” as it has failed to serve its original humanitarian purpose. We argued against further extending the “deal,” which terminated as of July 18.
I want to give assurances that our country is capable of replacing the Ukrainian grain both on a commercial and free-of-charge basis, especially as we expect another record harvest this year.

Notwithstanding the sanctions, Russia will continue its energetic efforts to provide supplies of grain, food products, fertilisers and other goods to Africa. We highly value and will further develop the full spectrum of economic ties with Africa – with individual states as well as regional integration associations and, naturally, with the African Union. We welcome this organisation’s strategic course towards further economic integration and the formation of the African Continental Free Trade Area. We are ready to build pragmatic, mutually beneficial relations, including within the framework of the Eurasian Economic Union. We are also willing to step up cooperation with other regional integration organisations on the continent.

In keeping with the existing tradition, we intend to continue providing assistance to African states in building their national human resource capacity. There are currently about 35 thousand students from the continent in Russia, more than 6,000 of them receive Russian government scholarships. Each year we increase the number of scholarships, promote paid higher education options and facilitate inter-university ties, which have gained significant momentum in recent times. 

Bringing humanitarian, cultural, sports and mass media cooperation to a whole new level would serve our common interests. I would like to seize this opportunity to invite our young African friends to the World Youth Festival, which will take place in Sochi, Russia, in March 2024. This large-scale international forum will bring together more than 20,000 participants from more than 180 countries for an informal, friendly and open dialogue that is free from ideological and political barriers, racial and religious prejudice and would consolidate the young generation around the ideals of lasting and durable peace, prosperity and creative spirit. 

In conclusion, I would like to reiterate that we attach great importance to the upcoming second Russia–Africa Summit. We expect that the Summit would adopt a comprehensive Declaration, a number of joint statements and approve the Russia – Africa Partnership Forum Action Plan to 2026. We are working to prepare an impressive package of intergovernmental and interagency agreements and memoranda with individual states as well as regional associations of the continent.

I am looking forward to welcoming the African leaders in St. Petersburg and stand committed to a fruitful constructive dialogue. I firmly believe that the decisions adopted at the Summit and Forum, coupled with continuous diversified joint work will contribute to further development of RussianAfrican strategic partnership for the benefit of our countries and peoples.

UN Appeals for Multidisciplinary Research on SDGs

The United Nations Resident and Humanitarian Coordinator in Nigeria, Matthias Schmale, has appealed for multidisciplinary research on the Sustainable Development Goals (SDGs) to drive advocacy initiatives and influence policies.

He stated the importance strengthening the role of the academia in the implementation of Agenda 2030 and achievement of the related 17 Sustainable Development Goals (SDGs), while highlighting several institutional and individual actions that could be taken, including conducting multidisciplinary research on the SDGs to drive advocacy initiatives and influence policies.

Speaking at the inauguration of the Lagos State University (LASU) SDG Youth Club organised the University’s Centre for the Actualisation of the UN SDGs (LASU-SDGs), in collaboration with the United Nations Information Centre (UNIC) Nigeria, Schmale said: “An interdisciplinary centre like this can act as an incubator for new ideas, innovations, and approaches.”

The inauguration ceremony which was officially declared open by LASU Vice Chancellor, Prof Ibiyemi Olatunji-Bello, was also attended by the Permanent Secretary, Lagos State Office of SDGs and Investments, Mrs Abosede George; Director, LASU-SDGs Centre, Prof. Tayo Ajayi; and other senior management staff of the university.

Explaining further, the UN Resident Coordinator said that it would be desirable to have a study done on how to make Lagos transport greener; demonstrate through research, the simple value of recycling packaging or eating a more plant-based diet; organise conferences, summits, and workshops for the purpose of knowledge generation; and get the private sector to see the need to accelerate towards sustainability.

He said with COVID, Conflicts and Climate change stalling the progress of Sustainable Development Goals (SDGs) in Nigeria and across the world, “urgent action is required now if we are to rescue the SDGs.”

Schmale noted that a global SDG Summit in New York scheduled for September marks the halfway point to the 2030 deadline, and “provides an opportunity for world leaders to move from rhetoric to reality, from promises made to promises kept.”

The Vice Chancellor of LASU, Prof Ibiyemi Olatunji-Bello, disclosed that 800 students across all faculties and Schools in the three campuses of the university, had enlisted to be a part of the LASU-SDG Youth Club, stating that “and I find that very commendable. I congratulate the Centre for this laudable initiative.”

She said: “I believe that this is a bold step that will go a long way in building your human and leadership capacities and prepare you for a lifetime of impact. The benefits are also enormous among which is the exposure you will get to several opportunities available to you as an SDG Ambassador.”

The Permanent Secretary, Office of Sustainable Development Goals & Investment, Lagos State, Mrs. Abosede George, asserted that the younger generation remained the best asset that could drive a thriving society.

She said that the Lagos State Government established the Office of SDGs and Investment to engage the citizenry and inspire both the old and new generation of leaders towards galvanising action to urgently achieve the global agenda.

The Director, Centre for the Actualization of the United Nations Sustainable Development Goals, Prof. Tayo Ajayi, stated that the LASU-SDG Youth Club was established to serve as a platform for the youths to share their perspectives and ideas to achieve the SDGs by 2030.

“Active engagement of youth in sustainable development efforts is central to achieving sustainable, inclusive and stable societies by the target date and to averting the worst threats and challenges to sustainable development”. He added.

The President, LASU-SDG Youth Club, Obadare Adenekan, called for continued support and partnership of the United Nations and the Lagos State Government to scale up the reach and impact of the club.

He said: “I am confident that together, we can achieve great things for ourselves, our university, our country, and our planet. Together, we can raise high the banners of the Lagos State University as a model of excellence and sustainable development in Nigeria and beyond.”

The UN Resident and Humanitarian Coordinator, with the assistance of Assistant Director, LASU-SDG, Dr. (Mrs.) Olayemi Soladoye, later decorated the Vice Chancellor with “SDGs-Wheel” pin as a Champion of SDGs.

Railway Vandalism: NSCDC Arrests 12 Suspects, Impounds Trucks, Warehouse

The Nigeria Security and Civil Defence Corps (NSCDC) said it has impounded two trucks conveying large quantities of stolen railway sleepers, arrested 12 suspected vandals and clamped down on two illegal warehouses with vandalised railway sleepers in the last two weeks.

A statement on Sunday by the spokesman of the Corps, Olusola Odumosu revealed the arrests were made during three separate operations by the Commandant General’s Special Intelligence Squad (CG’s SIS) at Kafanchan- Kwoi Road, Jama’a local government area, Kaduna State and Agwan-Kuje village, Kadarko area in Keana local government area of Nasarawa State and at the National Youth Service Corps (NYSC) orientation camp, Keffi- Abuja express way.

Odumosu said following intelligence report, the first five arrest was made when suspected vandals were loading vandalized and stolen railway sleepers at a bush in Nasarawa.

He said a long open body Man Diesel trailer already loaded with over 500 pieces of vandalized railway sleepers alleged to be owned by the Nigeria Railway Corporation (NRC) was also concealed under sacks of groundnut dust, with a forged copy of the Nigeria Railway scrap delivery paper retrieved from the suspects.

He said in another operation at the National Youth Service Corps (NYSC) orientation camp, Keffi-Abuja express way, three suspected vandals were also arrested while conveying large quantities of vandalized railway sleepers concealed with rice chaff inside a J5 Boxer Bus.

Odumosu said another four suspected vandals were arrested by the CG’s SIS while loading railway sleepers into an already filled illegal warehouse in Kaduna.

He said acting on a tip-off, the squad immediately swung into action and succeeded in intercepting one white long open body truck fully loaded with large quantities of vandalized rail track irons, covered with a blue trampoline.

The spokesman disclosed that all the arrested suspects and the exhibits are subject to preliminary investigation by the Corps which will help to make further arrest and subsequent prosecution to reduce the rate of critical infrastructural vandalism in the affected territories.

He said citizens are advised to continually provide credible and useful information that will help in the arrest of vandals and criminals across the country, urging Nigerians with criminal intent of robbing the nation of its assets to desist as the Corps will not spare anyone caught in the act.

Buhari receives bride for Zulum’s son as VP, Governors, Dangote, others attend wedding

Former President, Muhammadu Buhari, on Saturday in Maiduguri, served as the ‘wali’ (groom’s representative) who received wife for Mohammed Zulum, eldest son of Borno State Governor, Professor Babagana Zulum.

The wedding Fatiha took place at the Maiduguri Central Mosque around the palace of the Shehu of Borno, Abubakar Ibn Umar Garbai Al-Amin Elkanemi.

The wedding was attended by Vice President Kashim Shettima, Governors of Kwara, Gombe, Yobe, Ogun, Niger, Ogun, Bauchi, Abia, Lagos and Katsina States, National Security Adviser Malam Nuhu Ribadu, former Governors of Borno, Maina Ma’aji Lawan and Ali Sheriff, former Governors of Kano, Jigawa, Kebbi Kaduna and Zamfara States, Malam Ibrahim Shekarau, Mohammed Badaru Abubakar, Atiku Bagudu, Nasir El-Rufai and Bello Matawalle, former Senate President, Ahmed Lawan, immediate past IGP, Usman Baba Alkali, GCEO of NNPCL, Mele Kyari Kolo; numerous serving and former ministers, national and state assembly members, Africa’s richest man, Alhaji Aliko Dangote, billionaire businessman, Alhaji Muhammadu Indimi, traditional rulers from within and outside Borno State amongst other dignitaries.

Performing religious rites, former President Buhari asked for the bride’s hand (Ummi Kaltum) on behalf of Zulum’s son and thereafter handed the dowry to a representative of the bride.

The wedding Fatiha was then officiated by the Chief Imam of Borno, Imam Zanna Laisu.

The Shehu’s palace was filled up as political leaders, particularly from the APC, academics, other prominent persons and citizens from across the state graced the wedding in honour of Governor.

Group Expresses Apprehension Towards FG’s Fiscal Action… Demands Accountability

The Centre for Social Justice (CSJ), a Knowledge Institution and leading advocate for fiscal transparency and accountability, has expressed apprehension over recent developments regarding the Federation Account Allocation Committee (FAAC) and the establishment of the Infrastructure Support Fund (ISF) for the 36 states of the Federation.

In a press statement on Friday, CSJ said it takes note of FAAC’s recent resolution to save a portion of the June 2023 distributable revenue, noting that: “While it is commendable to consider saving for the future, we are keen to understand the policy or legal framework guiding this decision.”

It asked: “Is this done under the Excess Crude Account set up by the Fiscal Responsibility Act or under which law or policy framework. Therefore, the establishment of this savings fund must be based on a clear legal and policy framework showing how the funds will be managed including its distribution, accruing interest and investment by the three tiers of government.”

CSJ recalled that the Infrastructure Support Fund (ISF) set up by pronouncement is without legal or policy foundation, insisting that such a fund needs legislative authority for its establishment and operation.

It argued that the reliance on Exchange Difference revenue, which constituted the largest part of the N907 billion distributed among the three tiers of government, is not sustainable, urging the Nigerian government to prioritize diversifying revenue sources to ensure stability and reduce vulnerability to economic fluctuations, also calling on the government to explore more sustainable and viable means of revenue generation.

On the National Economic Council’s Decision on the National Social Register, the CSJ acknowledged the decision of the National Economic Council (NEC) to discard the National Social Register used by the previous administration for conditional cash transfer, citing integrity concerns, adding that: “However, we are apprehensive about the proposition that states should prepare their own registers. This approach may potentially lead to political patronage and lack of transparency.

“We advocate for the establishment of comprehensive criteria applicable across all the states of the federation, to determine the poorest of the poor, ensuring that the register is credible and truly serves its intended purpose. Furthermore, the expectation was the states should clean and correct the lapses identified in the existing register. This would not take more than one to two months.

“Starting the compilation of a fresh register by states will require not less than four months to complete at a time Nigerians are already in dire straits and need immediate action to ameliorate the hardship arising from fuel subsidy removal and unification of the exchange rate.”

CSJ also called for the reintroduction of the practice of publishing allocations to states and local governments in major newspapers and on the website of the Federal Ministry of Finance, noting that increased transparency in revenue allocation will enhance public awareness and promote accountability in the use of public resources.

CSJ urged all Nigerians, civil society organisatiins, organised labour, media, and religious leaders to actively monitor and report on the use of government revenue at the federal, state, and local levels, stating that: “By promoting transparency and discouraging the abuse of government resources, we can collectively work towards a more accountable and responsible governance system,” urging the government to adhere to the rule of law, ensure transparent allocation and usage of public funds, and prioritize sustainable revenue generation for the benefit of all Nigerians.

NSCDC Collaborates on Safe Schools Programme

The Commandant General (CG) of the Nigeria Security and Civil Defence Corps (NSCDC), Dr Ahmed Abubakar Audi, mni, OFR, has expressed willingness to work collaboratively with local and international partners to enhance effective and successful implementation of the Safe Schools programme in Nigeria.

The CG stated this during a working visit of the Head of Advocacy and Campaigns Impact, Accountability and Learning, Save the Children Ankara Turkey, Mr Vahit Kutluer, to the National Safe Schools Response Coordination Centre (NSSRCC), at the NSCDC National Headquarters, Abuja.

Represented by the Commander of the Centre, CSC Tersoo Shaapera, PhD, the CG said he was delighted with the contributions of Save the Children International (SCI) for its role in sponsoring efforts aimed at protecting children globally and stressed that the centre welcomes partnership from local and international stakeholders like the SCI.

“With the establishment of the centre, schools have been securitised, thus placing high premium on the protection of students, teachers, workers and communities”, the CG said.

He announced the determination of the Corps to synergise with other security agencies and critical stakeholders in ensuring maximum success of the programme.

The CG explained that, prior to the implementation of the Safe Schools programme, a national vulnerability survey was carried out by the NSCDC on schools in the country, which provided background for implementation and official launch of the centre on July 13, 2023.

According to him, the centre was established to be proactive rather than being reactive in its operations and so far, over 37 attacks have been prevented on schools across the country.

The Head of Advocacy and Campaigns Impact, Accountability and Learning from Save the Children Ankara Turkey, Vahit Kutluer, in his speech, explained that the visit to the NSSRCC provided him an opportunity to ascertain areas of possible collaboration with the centre.

He expressed delight with the information gathered at centre and assured that Save the Children International (SCI) could support the centre in areas of need, having understudied the implementation of Safe Schools Declaration in Nigeria.

An education specialist, Safe School (UNICEF), Mr Believe Eke, who was part of the delegation, in his remark said that he was pleased with his experience at the centre, noting that UNICEF will also collaborate with the centre to harmonise its work with the Ministry of Education.

He extended invitation to the centre to participate in the forthcoming seminar organised at the instance of United Nations in Abuja, to provide the global body the opportunity to underscore the implementation of the safe schools program so far.

Also in the entourage was Mr Badar Musa of Save the Children International, Nigeria office, a leading global independent organization working for the rights and welfare of children for over 10 decades.

ECOWAS Parliament, East African Legislative Assembly Strategize To Enhance Business

The ECOWAS Parliament and the East African Legislative Assembly (EALA) have mapped out strategies on how to collaborate on initiating an active framework to promote integration, through free movement of people , which would expectedly grow business, trade and investment  in the continent.

Indications to this development emerged when the Speaker of the EALA, Rt. Hon Ntakirutimana Joseph paid a courtesy visit to the Speaker of the ECOWAS parliament, Rt Hon. Sidie Mohamed Tunis in Abuja on Thursday with both sides revealing plan on their work on modalities legislative action to promote integration.

Addressing a press conference after a closed door meeting, Hon Joseph said “ECOWAS and EALA have been working closely together, our aim is to   build an Africa where we will have free movement and free business,” adding that  “Africa should be one and the two  regions can work together to achieve this dream.”

He stressed  that although  his region has challenges  of economic  crises in some of the member  countries including  political  problems, he however insisted that these challenges  can be surmounted through  mediation  and with the support  of ECOWAS via  exchange of ideas and knowledge.

Joseph, who was accompanied on the visit by a member  of the Tanzanian parliament, Dr. Mlozi Shogo, used  the opportunity  to solicit  for the support  of the ECOWAS Parliament  for the candidature of  Dr. Tulia Ackson, the Speaker of the Tanzanian Parliament who is vying for the Speakership of the Inter- Parliamentary Union(IPU). 

According Shogo,  Ackson is a female  lawyer, academic and politician that is said to possess  profound  credibility to lead the IPU, which represents women empowerment and progress and an inspiration to women not only in Africa but to the rest of the world.

Also speaking to reporters during the conference, Speaker Tunis noted that  “free movement, “is an integral part on how we can collaborate more and because we represent   the people of Africa, and we believe we can come up with the resolutions that can enhance free movement of people from West Africa to East Africa and vice versa. That is why I said that the aim is to work together for Africa to become one.”

On the issue of the candidature of Ackson, Tunis, while speaking  when he accompanied Hon Joseph for a visit  to Nigerian  National Assembly said “we are very happy  that African Union has already endorsed her.  If we support her we will be doing so as Africans because she will represent Africa.”

 Deputy speaker of the Nigerian  House of Representatives, Ben Kalu, who received the delegation, said the visit was significant  because it is a step forward in the continent for closer collaboration for mutual  interest and for Africa  to speak  with one voice.

He added that  in unity ” we can tackle problems such ” climate change , human trafficking” especially in sub-Saharan Africa.

 He also encouraged  Ackson in her dream of becoming the Speaker of IPU.

Centre Calls for Massive Campaign to Arrest Threats of Climate Change

The Centre for Media and Peace Initiatives (CMPI) has called for massive awareness campaigns across the country to sensitize Nigerians on sustainable practices to arrest growing threats of climate change.

CMPI is a nonprofit organisation that seeks to promote conflict-resolving media practices and ensure better policy around the world.

The President of CMPI, Dr. Uchenna Ekwo, made the call at the African Youth Leaders Dialogue on Climate Change, organised by ECube, a non-governmental organisation, in collaboration with the CMPI and the United Nations on Monday in Abuja.

Ekwo said the call has become imperative for community stakeholders to constantly engage dialogue as tool to sensitize people about the dangers of climate change, to tackle issues relating to it.

He said it is very important that we have conversation and begin to think how to deal with challenges that climate change poses on us.

He said: “For us at CMPI, we try to see connection between peace and conflict as well, because they are all interrelated.

“These problems do not have particular area that shows their correlation, however when we have a climate change induced challenge, such affects us in one way or another, therefore the need for awareness creation, to encourage people to hold their leaders accountable.

“Sometimes you see conspiracy theories about climate change as issues related to politics or religion, but the truth is that scientifically climate change is real.

“So, there is the need for awareness creation to encourage people to always imbibe best practices and sustainable approach to mitigate climate change.”

Speaking virtually at the event, Bitsat Yohamnes-Kassahun, Lead, Energy and Climate, UN Office of the Special Adviser on Africa, emphasized the need for holistic approach to tackle climate change.

She said people must constantly dialogue to find solution to challenges associated with climate change, stressing that “if we do not care, this is going to be untenable”.

Yohamnes-Kassahun added: “Here in New York government has set up cooling devices against harsh weather condition, but we do not have most of that in many cities globally.

“We have started to experience extreme torrential rainfall and flood in places like New York that infrastructures and homes are not equipped for.

“So, what you have is flooding, people are getting very nervous during flooding, but the local authorities here are overhauling structures to mitigate that.

“When we come to Africa in this context how prepared are we? When we talk about heatwave, we consider the impacts on water shortage and lots more.

“There is the need for awareness creation through different reporting method about the dangers of climate change, to bring about lasting solution to the problem such poses.”

In separate interview, Ilan Lugassy, Country Manager and Managing-Director of ECube, said his organisation had designed measures aimed at encouraging public private partnership to tackle climate change.

He said: “We have been working closely with relevant agencies to promote the awareness,” noting that: “Many government institutions have been here like the Federal Ministry of Power, Rural Electrification Agency, Ministry of Agriculture and other community-based organisations, and every stakeholder has been enthusiastic about the ECube idea.

“The solution to climate change is not just about electrification, our ECube system has been built to provide electricity and connectivity to provide basic amenities for communities.

“By this we are capable of providing services to various communities, which is a game changer in the fights against climate change. “

He revealed that the dialogue was put together to promote best practices in providing support for rural-urban areas with no acces to electricity to mitigate climate change actions.

Group Tells Sylva to be Objective about Diri

The Bayelsa Mandate Group (BMG) has advised a former governor of the state, Chief Timipre Sylva, to be objective in his assessment of the administration of Governor Douye Diri, advising him not to allow partisan politics to becloud his sense of judgment.

The group, in a statement signed by its leader, Chief Nazuan Godfrey, asked Sylva, who is also the immediate past Minister of State, Petroleum, to act as a true statesman by acknowledging the giant strides of the Diri administration in the last four years instead of the baseless criticisms he has embarked upon.

According to Nazuan, what interests the people of Bayelsa, the only homogenous state in the country, is its development and the ability of the leaders to make life better for the citizens, this the group insisted is what Diri has been doing.

Taking a swipe at the performance of Sylva when he was the governor of the state and when he served as a minister, BMG noted that it was nothing to write home about when compared with the tenure of Governor Diri.

The group lamented that Sylva left Bayelsa underdeveloped and littered with abandoned projects.

“We are all witnesses to what happened in the recent past, during the Sylva era. The Glory Drive Road for which over N9 billion was earmarked, what came out of it? The Kolo Creek Electric Power Station switch gears project which was varied from an initial sum of N486 million to over N1 billion, only has an abandoned control room to show for it. What about the revocation of our prized jewel, OML46, otherwise called Atala Oil Field, who stole it through the back doors?

“For the records, we gathered that Sylva is talking about some gas turbines, when we all know who sold as scraps, the turbines bought by the late Melford Okilo. The Olympus Rolls Royce Gas Turbines were bought and installed by Okilo, while the other turbines were the Russian made Salut bought by the late Chief DSP Alamieyeseigha and the Rolls Royce RB211 bought by former President Goodluck Jonathan during his brief stay as governor of Bayelsa State. What happened to them?

“Let Sylva mention the year, model and capacity of the turbine he claimed to have bought that was sold by his successors,” the group stated.

They berated Sylva for obliterating a major legacy of Okilo by selling the power turbines for peanuts.

BMG also accused Sylva of inaugurating projects that were not completed and recalled how the late President Umaru Musa Yar’dua was invited to inaugurate an uncompleted plant with a stand by generator, adding that it was in fact the last official engagement of the late President.

Godfrey stated that Sylvia’s desperation and obsession to get back to Creek Haven with claims that Bayelsa is owing him four years of governance is misplaced and provocative.

“Goodluck Jonathan as a Governor of Bayelsa State procured the RB211 Rolls Royce Gas Turbine which was haphazardly installed under the Sylva’s administration. Due to lack of proper project management, that project suffered serious structural defects that was extremely difficult to salvage. Professional technical evaluation indicates that the contractors engaged had little or no background to execute such a project,” he said.

The group stated that the 500-bed hospital started by Chief DSP Alamieyeseigha at Imgbi Road was turned into a cash cow by officials of the Sylva administration under the guise of remodeling and Public, Private Partnership (PPP) arrangement.

“After wasting so much money, the project was abandoned with the excuse that it was too bogus to manage, so nothing was done.”

Godfrey said the group would dust its file and would make public its findings on some other misadventures of the Sylva administration.

“Under his watch as the immediate past Minister of State for Petroleum, over N750 billion was allocated for road construction nationwide for the NNPC, yet he couldn’t attract a single kilometre of road to Bayelsa, but wants to return as governor. Four years after initiating COVID-19 referral hospital with fanfare, the project remains an eyesore.

“All Sylva knows in politics is violence, bribing of security and electoral umpires which we are keenly watching. If anybody or group attempt to subvert the will of the people through intimidation, harassment and declaration of fake results as the Sylva group is planning like the Adamawa case they will know the true resilience of the Bayelsa people.”

Deaconess Oborevwori Comforts Family of NDLEA-Slain Baby

Wife of Delta State Governor, Deaconess Tobore Oborevwori has visited the family of two-year-old, Ivan Omorhiakogbe slain by stray bullets from operatives of the National Drug Law Enforcement Agency, NDLEA, at Okpanam area of the State, on Thursday, July 14, 2023.

Deaconess Oborevwori, who described the incident as unfortunate and prayed God to comfort the family and give them the fortitude to bear the irrepairable loss, stated this when she visited the family at their residence on Okpanam road with her entourage.

Deaconess Tobore Oborevwori said it was not the will of God for parents to bury their children, adding that the enemy was responsible, and advised the parents of the deceased to take solace in the word of God, noting that there is no peace for the wicked and that God will fight for the family.

Praying for speedy recovery for the younger sibling, Eromonsele, a one-year-old, who is receiving treatment for bullet injuries sustained in his left eye on the same day the brother died, Deaconess Oborevwori declared Isaiah 53:5 over the child.

The Governor’s wife assured the family of full support towards ensuring that Eromonsele regains his sight.

She advised the father Mr. Fidelis Omorhiakogbe to encourage the wife at this trying moment for the family, stressing that the culprits would be made to face the full weight of the law and prayed that Delta state will never experience such painful incident.

“Heritage is yet to Dialogue with Oleh Community, The Protest Continues” – Believe Alakri

The president general of Oleh community, Chief comr. Believe Alakri says, the ongoing protest by Oleh community over the marginalization of employment slots by Heritage Energy Operational Services Limited management, will continue until the demand raised by the community are meet.

Alakri made the statement while speaking to journalists at Oleh, Isoko South local government area of Delta State, as the protest by Oleh community women continued the second day.

He stated that, Heritage Energy Operational Services Limited, manager Cluster 5 of OML 30, must have cordial relationship with Oleh community to enable them operate, noting that the protest is a fight that will benefit the entire community.

Alakri stated that, “until the company responds to all the demand in a concise dialogue, Oleh community will continue the protest, adding that phone response to unknown individuals is not the solution”.

He maintained that Oleh community will wait for the management of the oil company for dialogue, emphasizing that, everything to sustain the protest is readily available.

While reacting to insinuation that Mr. Clement Uzi, has been reinstated by the contractor, Gran – Abiams catering department, the president general said, Oleh community is not aware, stressing that all the demand must be resolved through dailouge without sentiment.

Alakri said, the Odiologbo of Oleh Kingdom is aware of the protest and not happy with the development, adding that the ‘Freedom to Operate’ contract by the catering department in the GMou is yet to be signed by Oleh community.

He posited out that, “Heritage must go, if Oleh community demands are not met “, emphasizing that dialogue is the way out with Oleh people or at the local government council.

He restated that the employment slots hijacked by the management of Heritage Oil Firm must be released , just as he decried intervention job ricketing, adding that indegenous contractors gets menial work, while major work goes to contractors from other ethnic nationality.

Also speaking, the women leader of Oleh community, Mrs. Juliana Itewor, expressed the frustration of the women, noting that no Oleh woman is employed as staff of the company.

She stated that, the women will remain at the logistics base of the oil company, no matter how long, until the company responds to their demand.

Oleh / Olomoro Flow Station Shutdown, Over Oleh Community Employment Slots Equity

Irked by the continuous marginalization of employment slots from Heritage Energy Operational Services Limited, manager Cluster 5 of OML 30, again Oleh community has staged a peaceful protest at the Oleh / Olomoro Flow Station, Isoko South local government area of Delta.

Oleh woman in their numbers, blocked the logistics base of Heritage Energy Operational Services Limited and the entrance of Oleh / Olomoro Flow Station, and chanted songs of anger with placards that reads, “Gran – Abiams caterer must go”, “Clement must be restored”, “Oleh need their fair share”, “Oleh demand for their job slots” among others.

The protesters who sat under hired canopies at strategic positions, bemoaned long neglect of deprivation caused by over time marginalization of oil companies that has operated in the area and never showed sign of corporate responsibility.

Speaking to newsmen, the president general of Oleh community, Chief comr.
Believe Alakri stated that, Oleh community 4 pump maintenance and 2 DSS employment slots for Oleh indigenes were hijacked by Heritage Oil Firm management.

He noted that several letter’s were written to the oil company over employment slots equity, but never responded.

Alakri maintained that a month ago, Oleh community through Itesa Oil and Gas landlords families protested over employment marginalization but Heritage Oil Company, failed to respond. He added that several calls and visit made were disregarded.

The president general noted that Oleh community is pained as over 70% of the company staff that occupied senior management positions are from other states and ethnic groups, just as less than 30% of the staff from the area are casual workers. He demanded for staff verification of Oleh indigenes employed in the oil company.

Alakri said, the issues of the flare – site, camp – site and pipelines owned by Oleh community must be resolved, adding that Mr. Clement Uzi, who was sacked by the catering department contractor, Gran – Abiams, must be restored.

He emphasized that, until dialogue between Heritage Oil Firm and Oleh community is successful, the protesters will remain at the logistics base and entrance of the company’s flow station, and stressed that Oleh community with 21 oil wells need gas turbine and constant electricity towards the development of the area.

For his part, the chairman of Oleh oil and gas landlords families, Mr. Emmanuel Okpaudhu berated Heritage Oil Company that promised to comply with the demand of Oleh community in three weeks time, after the last protest.

He noted that efforts made by the community to ensure job slots equity was resisted by the oil company, just as he alleged that the company security manager, Mr. Hammer threatened to arrest him for shutting down the flow station.

Okpaudhu maintained that, former Delta State commissioner for oil and gas was aware of the development, and noted that Oleh community will wait for the new commissioner to resolve the issues.

Phone call to management of Heritage Oil Company was declined at the time of filing the report.

Gov. Oborevwori visits family of two-year-old killed by NDLEA officials

Delta State Governor, Rt. Hon. Sheriff Oborevwori on Monday visited the family of two-year-old Ivan Omorhiakogbe killed by stray bullets from operatives of the National Drug Law Enforcement Agency (NDLEA) at Okpanam area of the State capital on Thursday, 13th July.

Oborevwori visited the family at the Federal Medical Centre, Asaba, where the younger sibling, Eromonsele, a one-year-old, is receiving treatment for bullet injuries sustained in his left eye.

He commiserated with the family on the unfortunate demise of Ivan and promised that all efforts would be made to bring the culprits to book.

The Governor said that the Police were already investigating the matter and would make its findings known to the general public at the end of the inquiry.

Oborevwori said: “When we heard the unfortunate news, we immediately issued a statement calling on the NDLEA authorities and the Police Command to quickly investigate the circumstances, which led to the death of your son and injury to his younger sibling.

“On behalf of the Government and people of Delta State, we commiserate with you and your family over the loss of your son, Ivan.

“We have so much confidence in the police and as you know, they are carrying out their investigation; they will not make the outcome public until they are through with their investigations. So be rest assured that the culprits would be brought to book.

“Once again, I commiserate with your family for this loss and am happy that Eromonsele is recovering,” he said.

He commended the medical personnel at the hospital for their proactiveness in treating the younger sibling, assuring that the State Government would pick up all the medical bills related to the incident.

“Let me also appreciate the Federal Medical Centre, Asaba for the proactive action they have taken so far since the incident occurred.

“I had sent people here earlier to find out what they are doing and I am happy that they were able to save Eromonsele’s life and I know that he will come out strong.

“The State Government will foot the bills for the hospital treatment, so no money should be taken from the family,” Governor Oborevwori directed.

Also speaking, the State Commissioner of Police, CP Wale Abass assured the Governor and the family of the Command’s commitment to ensuring thorough investigation into the matter.

“Your Excellency, we will do our best to unravel the mystery behind the whole incident. We have sent messages to the NDLEA and they have responded and in no distant time we will come out with a report that would be made known to members of the public.

“Once again, we commiserate with you and we pray that God Almighty will give you the fortitude to bear this irreparable loss.

“For Eromonsele, we are praying that God will lay His healing hands upon him to perfect his health,” CP Abass said.

Briefing the Governor earlier, Head of Opthalmology Department at the hospital, Dr Ernest Ogbedo, said they have successfully covered the eye to prevent infections from entering it, adding that further surgeries would be carried out on the eye.

“We have done one surgery but the child is going to need some other surgeries because there is an eye injury which the doctors went through and covered the injury.

“We did an x-ray first and luckily there was no bullet pellets around but we are going to carry out further investigation to see the extent of the injury.

“We have succeeded in covering the eye so that there will be no infections and other diseases to the eye,” Dr Ogbedo said.

Borno State Governor, Prof. Babagana Zulum has granted approval for the use of a Government Secondary School as temporary site for the take-off of a newly established Federal College of Education (FCE) in Gwoza.

The site is at Vile, a community in Gwoza town, Headquarters of Gwoza Local Government Area.

The new school is the first of its kind, a Federal Government College of Education, in Borno since the state was established in 1976. Most of the 36 states and the FCT each has federal University, federal polytechnic and federal college of education. Borno had been without federal polytechnic and federal college of education until they were established by the Buhari administration.

Zulum who had facilitated take off of a Federal Polytechnic sited in Monguno and now did same for the Federal College of Education in Vile, Gwoza.

The governor during his trip to Gwoza on Saturday gave a directive for the immediate rehabilitation of the GSS Vile to serve as temporary site for the federal college of education to commence operations.

Zulum gave the approval during an assessment visit to the temporary site, located along Gwoza-Mubi highway.

Approach Guinness for Certification of Your Road As World Most Expensive, Group Asks Rivers Government

The Network for the Actualization of Social Growth and Viable Development (NEFGAD) has called on River State Government to approach the Guinness Book of World Records for certification of its 50.15 kilometres Port Harcourt Ring Road Contract awarded at the cost of N195.3 billion standing at approximately N4 billion per kilometre as the most expensive road in the world.

The group accused Rivers State Government of outrageous cost of contract award in the state, insisting that recent contract award was nothing more than a bazaar.

It said the Rivers State Government recently awarded the world’s most expensive contract in the anal of public procurement in Nigeria and globally.

In a statement released at the weekend in Abuja by the Executive Secretary of the Group, Mr Akingunola Omoniyi, quoted River state governor, Siminalayi Fubara, to have tweeted a video on July 11 where he revealed that the Port Harcourt ring road project was awarded at the cost of N195.3 billion.

NEFGAD, reacting to the governor’s disclosure, said, ‘’the 50.15 kilometres Port Harcourt Ring Road Contract awarded at the cost of N195.3 billion standing at approximately N4 billion per kilometre shows that the Rivers state government is insensitive to the economic plight of the people and engaging in a show of shame by coming to the public to sign such world’s most flamboyant and luxurious contract.”

The statement further read that: “The Anti-Corruption Group has observed with dismay that the cost of road construction in Nigeria has been consistently outrageous which now calls for serious concern and scrutiny. Going by a World Bank report, the cost of constructing 1km of road is less than half a billion Naira anywhere in the world irrespective of topographic differences. This figure is the benchmark that should not be surpassed regardless of several factors except vested interest that usually characterize public contract in Nigeria,

“The only thing left out of the contract is for the Rivers state government to apply to the Guinness World Record (GWR) for verification and certification as world’s most expensive contract.

“This is barbaric, outrageous and questionable and will not go unchallenged’” Mr Akingunola stated.

He however called on relevant anti-corruption agencies to look into the procurement process and all financial details of the contract for possible remedy, failure which should compel them to engage in serious advocacy against the uneconomic practice of the Rivers state government.

Borno State Governor, Babagana Umara Zulum, was dismayed by the lack of electricity and other situations at the General Hospital in Gwoza town.

The governor paid a surprise visit to the hospital at midnight on Saturday.

Zulum was on a one-day working visit to Gwoza. He spent the night in the town which is the headquarter of Gwoza Local Government Area in southern Borno.

The governor has the habit of paying surprise visits at odd hours to hospitals and schools during classes in a bid to see realities for himself.

The governor has been to a number of hospitals in the middle of the night.

In his latest of such visits on Saturday, Zulum went round Gwoza general hospital to assess functionality of the hospital. He was at all wards and he checked facilities.

Governor Zulum was disappointed with what he saw.

“It is unacceptable that a critical healthcare facility like this Gwoza General Hospital is deprived of basic amenities such as electricity. This situation compromises the quality of care provided to patients and hampers the efforts of our dedicated healthcare professionals. We are not here to trade blame, we are here to find solutions. Nobody brought to my knowledge the deplorable conditions of this place”, Zulum said in anger.

He added, “I will neither exonerate myself nor the local government authority. We (all) have failed to provide what is needed. However, I want to assure you (patients and the rest of the people) that insha’Allah, we will fix this, we will make the working environment here better than it is now.”

As part of measures to change the situation he saw, Governor Zulum on Saturday night ordered the immediate commencement of rehabilitation works which will include power restoration at the General Hospital in Gwoza.

Zulum announced reward for all the staff for being dedicated in the face of challenges.

Europe-bound teenage student arrested with Meth consignment at Abuja airport

Operatives of the National Drug Law Enforcement Agency, NDLEA, at the Nnamdi Azikiwe International Airport, Abuja have arrested a 19-year-old student, Benjamin Daberechi for attempting to export 7.2 kilogrammes of methamphetamine concealed in crayfish to Europe where he was going for undergraduate studies.

According to a statement on Sunday by the spokesman of the anti-narcotics agency, Femi Babafemi, the teenage suspect was intercepted last Wednesday during an outward clearance of passengers on Turkish Airlines flight TK 0624.

Daberechi during interrogation operatives claimed he was a student on his way to Cyprus for studies, but upon a thorough search of his luggage, he was found in possession of 7.2 kilogrammes of whitish substance neatly concealed inside a sack of crayfish, a field test of the substance however proved it to be methamphetamine.

Also during last week, operatives of the Tincan Port Command of NDLEA last Tuesday intercepted 116.5 kilogrammes consignment of Colorado, a strong strain of cannabis concealed in bags hidden in a heap of used vehicles parts on the floor of a container marked FCIU 8459700, bearing three units of used vehicles imported from Toronto, Canada.

Babafemi said based on intelligence, the agency had requested for a 100 percent examination of the container which arrived the TICT terminal of the port last Friday, adding that a joint examination with the Nigeria Customs, DSS and other stakeholders last Tuesday however led to the discovery of 233 parcels of the illicit substance stashed inside travelling bags on the floor of the container, covered with used vehicles spare parts.

He said attempts to export various quantities of illicit substances through courier companies were equally thwarted by NDLEA operatives of the Directorate of Operation and General Investigations (DOGI) in Lagos; while 336 grammesc of skunk stuffed inside computer hard drives going to Dubai, UAE, were seized at a courier firm.

A suspect, Ibrahim Analu, 28, was arrested at Iddo motor park, Lagos while attempting to send 151,700 pills of opioids to Kaduna. A total of 4.830 kilogrammes skunk was also discovered at another courier firm in a shipment from Douala, Cameroon passing through Nigeria to Oman. The drug was concealed in 10 of 12 cans of palm fruits paste, locally called Banga, packed in a carton.

Meanwhile, a Lekki Lagos based female lawyer, Ebikpolade Helen, who specialises in production and distribution of skuchies, a mixture of cannabis, opioids and black currant has been arrested in a follow up operation in Awka, Anambra state following an earlier seizure of 5 kilogrammes cannabis and 12 bottles of prepared skuchies in her apartment at Lekki.

Abubakar Shuaibu was arrested last Thursday at Cappa, Mushin/Oshodi road with 86 bottles of codeine-based cough syrup weighing 8.6 litres in his Toyota bus marked FFA 241YB, two other suspects: Razak Ogunbo and Adeola Idowu were nabbed last Tuesday at Ikorodu with 51 litres of skuchies. This is even as 372kg cannabis sativa and 48 bottles of skuchies measuring 48 litres were recovered from the home of a fleeing drug dealer at Akala, Mushin Lagos last Wednesday.

In Ondo state, operatives stormed a building at Ehin-Ala, Akure South local government area where they arrested one Abubakar Gyambar, 28, with 162 jumbo bags of skunk weighing 1,944 kilogrammes, while another suspect, Henry Wilson, 50, was nabbed at Ogume town, Ndokwa West LGA, Delta State with same substance weighing 216.5 kilogrammes.

A total of 45.41 kilogrammes cannabis was recovered from Adam Hassan, 27, along Inga wa-Mani – Mashi road, Katsina enroute Niger Republic, while 70 kilogrammes of same substance was seized from Mamman Nur Shettima last Saturday along Kano – Nguru road, Yobe state.

In Kano, a suspect, Abdulhamid Bayaro, 48, was last Friday nabbed at Dan Agundi area, Kano with 114 blocks of cannabis, weighing 71.7 kilogrammes, just as operatives recovered 50,000 pills of Tamol, a brand of Tramadol at Kofar Waika area of the state.

While a total of 912,600 pills of pharmaceutical opioids including tramadol were recovered from two commercial vehicles; one coming from Lagos to Kano, the other was intercepted along Abuja-Jere-Kaduna expressway, with a suspect, Sahabi Lawal, 25, arrested. In Borno state, 32-year-old Umar Tijjani Mustapha was arrested at Gangamari, Maiduguri Metropolitan Council (MMC), with 55.25 kilogrammes skunk last Thursday

NDLEA investigating shooting incident involving officers in Delta

The National Drug Law Enforcement Agency, NDLEA, has said that it is investigating a shooting incident involving its officers during the raid of a drug joint at Okpanam area of Asaba, Delta state, where a young person was hit by a stray bullet resulting in death while undergoing treatment in the hospital.

The agency in a statement on Saturday signed by its spokesman, Femi Babafemi, said the Chairman/Chief Executive, Brig. Gen. Buba Marwa (Retd) has after receiving initial briefings from the Delta state command of NDLEA, set up a panel of top officials from the national headquarters in Abuja to immediately proceed to Asaba for an on the spot investigation of the unfortunate incident with a view to establishing the actual facts of the case.

He said that this followed an initial incident report, which revealed the following:
“A team of NDLEA operatives carried out an intelligence-based raid of the joint of a notorious drug dealer located at Okpanam area of Asaba at about 1600 hours on Thursday 13th July and in the process of the operation, a Toyota Camry 2008 model, light blue colour at the scene suddenly zoomed off and knocked down one of our officers who is currently in critical condition, undergoing treatment in a hospital.

“In a bid demobilize the car and prevent it from escaping, another officer fired a shot aimed at the tyre of the car, which eventually escaped. While the injured Officer was rushed for treatment, the officers got reports of a stray bullet hitting a young person and immediately located the father of the victim, followed him to the hospital and supported in facilitating his treatment but unfortunately died in the process.

“We’re in touch with the family to provide necessary assistance while we conclude our investigation of the incident. We will like to assure the family and members of the public that we’ll get to the root of the case and take necessary action(s).”

20 Nigerians Depart for Sponsored University Education in India

Twenty Nigerians are departing the shores of the country between mid-July and early August for university education in India, which is fully sponsored by the Government of India.

The Nigerians are mostly going in for MBA, Bsc or Msc (Zoology, Chemistry, Physics, Geology, Space Science, etc), PhD, Pharmacy, Engineering, Economics, Agriculture, IT, Cyber Security, among other.

The Indian government has yearly since 1958 been sponsoring Nigerians to study at various Indian university under the Indian Council Cultural Relations (ICCR) Scholarship Programme which has seen several thousands of student worldwide and over a thousand Nigerians benefiting from the scheme.

The Indian High Commissioner to Nigeria, Mr. Shri Balasubramanian speaking at an orientation programme for the 20 beneficiaries, asked them to be good ambassadors of Nigeria to India by being well mannered and facing their studies.

He equally advised them to make sure they return back to Nigeria and involve in their homeland socio-economic growth.

He said India is counting on them to be promoters of Indo-Nigerian relationship as they are going to be accustomed to the two cultures, which noting that both Nigeria and India are multicultural and share many things in common.

FG Threatens to Sanction Illegal Operators in Forest

The federal government has warned against illegal activities in forests across the country, insisting anyone caught involved in any form of illegalities in forest reserves would be severe sanctioned.

The Permanent Secretary in the Ministry of Environment, Alhaji Ibrahim Idris issued the warning on Friday during a workshop on the operationalisation of the Forestry Inter-Ministerial Joint Task Force (FIM-JTF), on the exploitation of Forest Resources.

The Permanent Secretary, who was represented by the Director, Forestry Department, Mrs Hajara Sani, urged members of the JTF to work assiduously for a smooth take-off.

He tasked them on effective operations that would forestall all forms of illegalities in the country’s forests, in order to achieve Sustainable Forest Management.

Idris warned that anyone identified as a refractory logger, must be apprehended and documented, and handed over to the appropriate authority for sanctions, which include being blacklisted from export, depending on the gravity of the offence.

He said: “As you are aware, Nigeria is facing replete environmental challenges such as deforestation and land degradation, among others, due to unsustainable logging activities, especially as witnessed during the recent ban on wood and related product export from 2018 without corresponding forest replenishment.

“This, therefore, prompted the former Minister of Environment, Mr Mohammed Abdullahi, to conditionally lift the ban/suspension, and put in place effective measures to regulate the sector so as to achieve Sustainable Forest Management,” he said.

Idris however noted that the JTF’s mandate was to bring sanity to the sector, by ensuring investors and other players in the sector complied with Forest Laws, Standards and Regulations, to checkmate forest/wildlife crimes, illegal logging, environmental degradation and consequently, help to reverse the deplorable state of the forest.

He said: “It is very important we manage the forests sustainably for the continuous provision of an array of products and services for both the present and future generations.

“To advance progress already made on lifting the ban effective and productive, it is expedient that members of the reconstituted Inter-Ministerial Joint Task Force, meet to deliberate on strategies for surveillance and operations.

“This leap is aimed at curbing illegal forest exploitation, which has affected and destroyed the country’s rich biodiversity, thereby denying our nation the full realisation of its potential.”

He equally said that the states had very important roles to play in the forestry sector, being custodians of the forests. He added that: “With the vast experience the states have in the wood industry, coupled with diverse efforts of the ministry and the private sector, illegal activities in the states can be tackled effectively if we are all committed to the task.”

He promised stakeholders that guidelines and standards would be put in place to regulate the sector, and ensure sustainable forest management, while they generated increased revenue for the country.

He said: “Let me intimate you here that National Forestry Trust Fund is also planning, as part of these measures, to curb deforestation by establishing whistle-blowers.

“I believe the contribution of whistle-blowing will make the work of JTF easier and more effective.

“On this note, I urge all members of the JTF to discharge their duties without fear or favour. Compromise should not be ‘heard of’ or ‘seen’ in the execution of this national duty.”

On his part, the representative of the National Park Service (NPS), Mr Danjuma Magaji,, said the service played a very important role in forests conservation.

While also speaking at the event, the representative from the Nigeria Customs Service, Mr Oluwadamilola Olaofe,, said that as a revenue generating agency, the service knows the importance of forestry, and assured the ministry of its full support for the FIM/JTF.

The representative of the National Environmental Standards and Regulations Enforcement Agency (NESREA), Mr Afu Peter, said that Prof. Aliyu Jauro, the agency’s Director General, had promised to assist the JTF work effectively.

Anam Boys Who Gang Rape, Seize Girls’ Pants For Rituals In Police Net In Anambra

Anambra State Police Command have arrested some boys in Anam Community in the Anambra West Local Government Area who allegedly specialised in gang raping girls and using the pants for rituals.

The mother of a victim said, “they (Anam Boys) are known for raping girls and collecting their pants which usually results in the death of their victims after a period of time.”

The six suspects, identified as Afam Ezenwa, Chijioke Ifeanyi, Collins Obadom, Abuchi Okechukwu, Chima Obiekezie and Sunday Okafor had been apprehended for allegedly gang-raping a 19-year-old girl.

It was gathered that the incident happened in the Anam Community, Anambra West Local Government Area of the State, a few days ago.

The suspects, who are between the ages of 16, 17, 18, 20 and 27 years old, were said to have carried out the act after ambushing and forcing the victim into a room where they took turns to defile her.

The State Commissioner for Women and Social Welfare, Ify Obinabo, in collaboration with security operatives in the State arrested the suspects.

Mrs. Obinabo added that the rape victim had been rescued and the suspects transferred to the State Criminal Investigative Department of Police in Awka, where they would be charged to court for their crime.

She said the arrest was carried out following a viral video on the internet of a 19-year-old girl who was allegedly gang raped by about six boys in Anam, Anambra West Local Government Area.

She said, “The Ministry and security operatives did not only rescue the victim but equally apprehended the suspects and had the case transferred to the State Criminal Investigative Department of Police in Awka where they would be charged to court for their crime.

“The high rate of crimes amongst delinquents in Anambra is alarming. Parents and guardians should stop sparing the rod and thereby spoil the child.

“The administration of Prof. Chukwuma Soludo will not allow any form of crime to strive in the State, justice will take its full course.

”The victim, during interrogation, explained that the incident happened when she visited her maternal home in Oramaetiti and got ambushed by a group of boys who took her to a room and took turns in defiling her.

“She noted that despite her plea, the suspects did not stop, but continued having their sexual fill with her while one of them was filming her during the act.

“She also stated that after she was rescued by some neighbours who heard her shouting for help, she left for her house only to be accosted on her way home by another set of boys who first harassed her and further forced her to pull her underwear and give to them which she obeyed because they threatened to kill her.

“She revealed that it was a good Samaritan that later took her home to her parents.The mother of the victim, who pleaded anonymity, said her daughter was the third victim of the alleged rape suspects and they are known for raping girls and collecting their pants which usually results in the death of their victims after a period of time.

“She, therefore, urged the State government not to take the case lightly as their daughter’s life is at risk, especially as they are yet to retrieve her daughter’s personal effect.”

Onyeme Urges Political Office Holders To Be Selfless In Their Actions

POLITICAL office is to serve the electorate and not for selfish gains, Deputy Governor of Delta State, Sir Monday Onyeme has said.

Onyeme, stated this on Thursday at Government House, Asaba, when the people of Onicha-Ukwuani clan, Ndokwa West Local Government Area of Delta State, paid him a congratulatory visit at his office. Sir Onyeme is from Onicha-Ukwuani.

“Political office is not for yourself or your family alone; it is a platform to serve the people, the electorate, attract development to the people that you are representing,” the Deputy Governor said.

Onyeme, expressed joy that people from his community paid him a congratulatory visit.

He said, “I am very happy to see your faces today in my office and it will go down in the history of this State that today, my own people, the people of Onicha-Ukwuani, came to this office and sat down with their son.

“We cannot appreciate God well enough; we are experiencing this for the first time in the history of politics in Nigeria; as far as it concerns our people, this is the first time an Ndokwa man is seating on a position like this.

“We are so privileged in Onicha-Ukwuani as the people say, ‘when it was time for Ndokwa to produce a Senator, God found favour in Onicha-Ukwuani; when it was time to produce the Majority Leader of the Delta State House of Assembly for the first time, God found favour in Onicha-Ukwuani and when it was time for a Deputy Governor to also emerge from Ndokwa nation, God said take it to Onicha-Ukwuani,’ so we are God chosen people.

“If you read the Bible very well, what God did for the Israelites, is what He is doing for us, and we should give Him thanks always.”

He assured the people that he would work closely with Governor Sheriff Oborevwori to attract development to the clan.

Speaking on behalf of the people, Ogbuiji Aneke Ifemeni, congratulated Sir Onyeme for his assumption of office as Deputy Governor and expressed confidence that he will work successfully for Deltans.

He appealed to Sir Onyeme to facilitate the construction of roads in Onicha-Ukwuani and also, provide necessary amenities, stating, “since 2013, no community in Onicha-Ukwuani has seen electricity from public power supply.”

Borno: Zulum swears in SSG, 3 Advisers, Perm Sec

Borno State Governor, Babagana Umara Zulum, on Friday presided over the swearing-in of the Secretary to Borno State Government, three Special Advisers and a permanent secretary to the Borno State Civil Service.

In a ceremony conducted at the International Conference Hall of the Musa Usman Secretariat in Maiduguri, the Chief Judge of Borno, Kashim Zannah, administered the oath of office to the new appointees.

Delivering his address after the swearing-in formalities, Governor Babagana Umara Zulum announced that files and all Government communications should be channelled to him through the office of the Secretary to the State Government.

“All communications to my office on the conduct of Government business must be routed through the office of the Secretary to the State Government for necessary guidance, direction and advice”, Zulum said.

The governor called on the appointees to live up to the expectations of the government and people of Borno State. He charged the permanent Secretary to ensure no administrative vacuum is allowed to linger.

The new SSG, Alhaji Bukar Tijani, was a former minister of state for agriculture from July 2011 to September 2013.

Mr Tijjani a seasoned administrator and agriculturalist was Assistant Secretary-General/ Assistant Director-General (ASGADG) of the Food and Agriculture Organisation of the United Nations (FAO). He coordinated several agricultural programmes including World Bank’s Fadama Project.

Also sworn in are four Special Advisers, Hon. Ahmed Sanda, Protocol, Engr. Baba Bukar Gujibawu, Monitoring and Evaluation, Engr. Ibrahim Idriss, Special Projects and Aisha Ibrahim Abdurrahman as Permanent Secretary to Borno State Civil Service.

Speaking on behalf of the appointees, the newly sworn-in SSG, Bukar Tijjani, has assured of their commitment to serving Borno State diligently.

The event was attended by the APC Chairman, Ali Bukar Dalori, Senator representing Borno Central, Barr. NDLEA intercepts 64,863kg ‘laughing gas’ consignments at Lagos port, Imo

Barely 24 hours after the the National Drug Law Enforcement Agency (NDLEA), commenced a total clampdown on illegal sale and use of nitrous oxide, otherwise known as laughing gas, which has become the latest source of abuse as recreational drug, operatives of the anti-narcotics agency have intercepted over 64,863.5 kilogrammes consignments of the gaseous substance at the Apapa seaport in Lagos and in Imo state.

A statement by the spokesman of the agency, Femi Babafemi read that following credible intelligence, NDLEA operatives at the Apapa seaport on Wednesday intercepted two containers marked MSKU 7626856 and MSKU 7689448 suspected to contain cartons of nitrous oxide and plastic pressure release nozzles imported from China, this led to a joint examination of the containers by NDLEA officers, men of the Customs Service and other stakeholders the following day, Thursday during the search of the two containers, a total of 522 cartons of nitrous oxide, containing 16,366 packages weighing 64,852 kilogrammes were recovered along with the paraphernalia for recreational use.

He disclosed that the importer of the consignment, 30-year-old Stephen Eze and his agent, Michael Chukwuma were thereafter arrested and detained for further investigation.

In the same vein, NDLEA operatives on patrol along Owerri – Onitsha expressway in Imo state on Thursday intercepted three cartons containing 18 canisters of the same substance weighing 11.5 kilogrammes heading to Port Harcourt, Rivers State.

According to Babafemi, a swift follow up operation was conducted in the stadium road area of Elekahia, Port Harcourt same day leading to the arrest of the owner of the shipment, 24-year-old Tonye Kalio.

Meanwhile, while commending the officers and men of the Apapa Port, and their Imo state Command counterparts for being pro-active and swift, Marwa said the clampdown on illegal sale and use of nitrous oxide will continue nationwide to protect young Nigerians from the devastating effects of abusing the substance and in the overall interest of public health.

He equally commended the cooperation of other sister security agencies and stakeholders towards achieving the set objective.

Tackling Maritime, Riverine Insecurity, Promoting Community Resilience in Bayelsa State

Piracy and armed robbery in the Gulf of Guinea (GoG) have posed significant challenges in recent years. While 2022 saw a massive reduction in piracy incidents, UNODC in partnership with the Bayelsa State Government and with the financial support of the Government of Germany embarked on the implementation of a project titled “Combating Piracy and Maritime Insecurity in Nigeria Through a Community-Based Crime Prevention Strategy with a view to sustaining gains made and preventing the shifting of criminality into the riverine areas of Bayelsa state.
Its overall objective is to support the Bayelsa State Government and people in the development, testing and implementation of a community-based crime prevention strategy concept.
Ultimately, the project aims to empower communities in giving practical meaning to the Freedom from Fear as one of the four fundamental human rights recognized under the Universal Declaration of Human Rights.
After its launch in 2021, the project as a first step supported stakeholders, including the Federal law enforcement and security institutions, the Bayelsa State Government, local government actors, traditional rulers and organized civil society in developing an overall concept and strategy of community-based crime prevention. This process cumulated in the adoption of the first Bayelsa State Crime Prevention Strategy on 17 March 2022 by the Honorable Attorney General of Bayelsa State on behalf of the Government of H.E. Governor Diri.
Then the project facilitated the formation of a Joint Security Committee comprised of members from the Nigerian Navy, NDLEA, Civil Defense, the Nigerian Police Force, including the Marine Police, the Bayelsa State Government, Community Representatives and Civil Society Organizations to provide guidance and coordination and to regularly review progress in implementation.
With a view to testing and further refining the conceptual validity of the strategy, it was first launched in three pilot communities, namely Ayamasa, Ikebiri 1 and Otuan. With the support of Synergy Care Development initiative, communities developed action plans for the localized implementation of the Bayelsa State Crime Prevention Strategy addressing the specific security and crime prevention needs within their respective environments.
As of today, the project has achieved significant milestones in the three pilot communities, including the refurbishing and equipment of police posts, youth development centers, cassava processing facilities to enhance employment and solar powered street lights which were inaugurated on 5 July as part of the implementation of the community based crime prevention action plans. As Dr. Oliver Stolpe, the UNODC Country Representative remarked “together with the community oriented policing training and the roll out of the Line Up Live Up life skill training for youth, these interventions will help to empower the benefitting communities to shape their security environment going forward.”
The intervention also already started to develop catalytic effects by motivating the State Government to invest in an expansion of the garri production and a refurbishing one of the dilapidated school buildings, in addition to the deployment of additional police officers by the Commissioner of Police of Bayelsa State.
Dr. Stolpe expressed gratitude to the German Government for their support and extended appreciation to Governor Senator Douye Diri and the Bayelsa State Government for their unwavering support and commissioning of the project. Dr. Stolpe highlighted that Bayelsa State was selected for the pilot project due to its unique context and vulnerability to piracy and other criminal activities, with a focus on addressing the root causes and preventing youth involvement in organized crime.
The projects were officially commissioned on July 5, 2023, by Governor Senator Douye Diri, with Her Excellency the German Ambassador, Ms. Annett Gunther, and other esteemed guests in attendance. The people of Otuan community expressed their deep gratitude to the UNODC, the German Government, the Bayelsa State Governor, the state government, and the security agencies for their contributions to the successful completion of these projects.

FG Says Over 3.5 million Children Suffer from Diarrhea

The federal government has revealed that more than 3.5 million children suffer from diarrheal diseases, calling for improved hygiene from Nigerians.

Speaking at the Year’s National Environmental Sanitation Day (NESD), the Permanent Secretary, Ministry of Environment, Mr Ibrahim Yusufu lamented that hygienic habits mostly affect children who are are less than 5years old.

He said: “Poor sanitation has been identified as being responsible for a significant percentage of preventable communicable diseases particularly in developing countries including Nigeria. A large number of children die every year due to sanitation and hygiene enabled diseases. More than 3.5 million children suffer from diarrheal diseases and this is not a small figure. Children, who are less than five years old, are more prone to such diseases.”

He added that: “The advent of emerging and re-emerging diseases such as COVID-19, Lassa Fever, Monkey pox, Cholera etc. in Nigeria has further underscored the fact that access to Sanitation and Hygiene is not only a fundamental human right that safeguards public health and human dignity but also an essential need when it comes to disease prevention.”

Yusufu said: “This year’s National Environmental Sanitation Day, therefore calls for individuals, communities, governments at all levels, development partners etc. to be involved in the planning and implementation of sanitation and hygiene activity within their immediate environment, community and the nation at large.

He said this year’s theme “Promoting sustainable waste management for a healthy environment: stop open dumping” could not be more apt and timely considering the critical role sanitation and hygiene play in preventing and controlling the spread of infectious diseases such as Cholera, Typhoid fever, Lassa Fever, COVID-19 virus, Monkey pox virus etc. The theme is also a clarion call for every one of us to work together and leverage on lessons learned from response to COVID-19 to address the neglect of sanitation and hygiene as a major means of preventing and controlling transmission of sanitation and hygiene associated infectious diseases.

The Permanent Secretary said: “Let me at this point use this forum to call on all State Governments, Commissioners of Environment, Local Government Chairmen and Councilors, Environmental Health Officers, NGOs, CBOS, FBOs, Development partners, Organized private sector, Traditional and Religious leaders etc. across the country to actively step up their Sanitation and hygiene campaigns as an effective means of controlling and preventing disease transmission.”

He commended the contribution of World Health Organisation (WHO), United Nations Children’s Fund ((UNICEF), United Nations Development Programme (UNDP), Water Aid, United Nations Environment Programme (UNEP), Action Against Hunger, Procter and Gamble, and other stakeholders in supporting sanitation and hygiene in Nigeria.

A Director in the ministry, Mr Charles Ikeah, said that open dumping of waste had long been a detrimental practice that not only polluted the environment but also poses serious health hazards to communities.

“The consequences of open dumping are far-reaching, affecting not only the present but also the future generation. It is a problem that demands our immediate attention and concerted efforts.
“By addressing the issue of open dumping, we contribute to the preservation of our natural resources, reduction of pollution and protection of lives,” he said.

Ikeah noted that the theme was appropriate, as promoting sustainable waste management was not just a responsibility but also morally imperative.
“It is our duty to safeguard the environment for our children and grandchildren, ensuring that they inherit a planet that is conducive to healthy living.”

The Department of State Services (DSS) on Thursday said that the suspended Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele has been charged to court in compliance with the order of the court.

The statement reads: “Sequel to an Abuja High Court Order of today, 13th July 2023, the Department of State Services (DSS) hereby confirms that Mr Godwin Emefiele has been charged to court in compliance with the order.

“The public may recall that the Service had, in 2022, applied for a court order to detain him in respect of a criminal investigation.

“Though he obtained a restraining order from an FCT High Court, the service, however, arrested him in June 2023, on the strength of suspected fresh criminal infractions/information, one of which forms the basis for his current prosecution.

” The service assures the public of professionalism, justice and fairness in handling this matter and indeed the discharge of its duties within the confines of the law.”

The Branch Chairpersons of the Ambrose Alli University Alumni Association Worldwide, Ekpoma, have passed a vote of implicit confidence on the Presidency of the Alumni Association, worldwide ably led by Dr. Clifford Omozeghian.

They commended the recent interface with the University Management and Special Intervention Team (SIT) on the recent increment in fees for incoming students, saying that the result achieved so far is satisfactory to them.

The Branch Chairpersons of the Ambrose Alli University Alumni Association Worldwide, Ekpoma, also dissociated themselves from an alleged misleading report by one Ehiorobo Friday, Chairman, Benin branch on their behalf.

The chairpersons of the Association Branches in Nigeria and in the Diaspora said that the publication was done in bad faith and with an intent to create a wrong impression about the status of the Presidency of the Alumni Association, worldwide ably led by Dr. Clifford Omozeghian.

They however expressed full confidence in Dr. Clifford Omozeghian Esq and his executives.

They therefore warned Friday Ehiorobo and his cohorts to urgently desist from misrepresenting the alumni association and casting the image of the reputable university in bad light.

They condemned the action of Mr. Ehiorobo Friday for disparaging the office and authority of the Acting Vice Chancellor of the institution, Prof. Asomwan Sonnie Adagbonyin and urged members of the public to ignore Mr. Ehiorobo Friday and his claims forthwith.

Former Minister Appointed SSG in Borno

Borno State Governor, Prof. Babagana Zulum has appointed the former Minister of State for Agriculture and Rural Development under the Goodluck Jonathan’s administration, Mallam Bukar Tijani as the Secretary to Borno State Government (SSG).

The governor also reappointed Prof Isa Marte as his Chief of Staff.

The two appointments were announced by the Governor’s spokesman Mallam Isa Gusau in a statement issued on Wednesday.

The statement noted that Zulum considered Tijani’s very high level experience from his services as minister from July, 2011 to September, 2013 and as Assistant Secretary-General/Assistant Director-General (ASG/ADG) of the Food and Agriculture Organisation of the United Nations (FAO).

Tijani, according to the statement, through both offices and other national positions such as being the national coordinator for Nigeria’s National programme for Agriculture and Food Security as well as his coordination of the World Bank’s Fadama project, visited about 50 countries for different official engagements and made significant contributions to the development of agriculture and food security in Nigeria, Africa and at the global level.

62-year old Tijani was born in Damasak but hails from Dikwa local government area of Borno State.

The former minister holds a Master of Science (degree) in Tropical Agricultural Development from the University of Reading in the United Kingdom, obtained in 1989.

Before that, he obtained his Bachelor of Science (degree) in Plant and Soil Science from 1982 to 1984 at Tuskegee Institute (now Tuskegee University) in Alabama, United States of America (USA).

The Chief of Staff to the Governor, Prof. Isa Hussaini Marte is making a return as he occupied the same office before the dissolution of the last cabinet on the expiration of the first tenure of the governor.

Professor Marte hails from Marte local government area of Borno State, and before his appointment on August 17, 2020, had previously served as Borno State’s commissioner for Higher Education from August 2019 . He also served as overseeing commissioner of health in 2021 while being chief of staff. He held both positions under the Zulum administration.

Marte is a professor of pharmacology with specialty in cancer research and he is a fellow of the Nigerian Academy of Science, member of the Society for Neuroscience, member of the American Association for Cancer Research (AACR) and member of the Pharmacists Council of Nigeria amongst others.

Marte holds a doctorate degree (Ph.D.) in pharmacology from King’s College London in 1987. He holds Masters Degree in pharmacology from Chelsea College, University of London in 1983. In 1997, he received obtained MBA from Averett University, a private non-profit college in Danville, Virginia, United States of America. He obtained a bachelor’s degree in Pharmacy from Ahmadu Bello University, Zaria.

At visit by UN- DSG, Malala, Zulum wants 500,000 girls enrolled in Borno

Borno State Governor, Babagana Umara Zulum, on Tuesday hosted the United Nation’s Deputy Secretary General, Amina Mohammed, alongside Malala Yousafzai, a girl-child education activist and UN peace ambassador in Maiduguri.

During the visit, Zulum said his administration have enrolled thousands of out-of-school girls in an ongoing target of admitting 500,000 girls to public primary schools across the state.

Malala Yousafzai, came to Nigeria to commemorate 10 years of her first speech at the UN General Assembly and to celebrate Malala Day.

Every July 12th, the UN celebrates Malala Day in honour of Malala Yousafzai. The day falls on her birthday, which seems fitting to honour her extraordinary life spent fighting for the rights of children and women.

Joining to honour Malala, Governor Zulum cited that girl-child education is key to addressing social and economic problems in the long run. He said out-of-school girls are significantly more than the number of boys not yet in schools across Borno, which is why the state government is strongly keen on enrolling girls into schools.

Speaking earlier, the UN Deputy Secretary-General, Amina Mohammed said, “We are here (Maiduguri) your Excellency, because this is the place where Malala started her efforts in Nigeria to call for girls’ education, the safety of their education and the right to their education, the progress in their future so that they also join the people of their community, their state and Nigeria to be part of their economy.”

Also speaking, Malala expressed optimism about the future of girls’ education. She said, “They (girls) are so determined, dedicated and optimistic about a better future. I am celebrating 10 years of my UN speech and will be celebrating my 26th birthday tomorrow (Wednesday).

She added, “Ever since my UN speech, I have been travelling to different countries around the world, because I want to bring stories of other girls. People heard my story and realised how it is for one girl to have an education, so we want to remind the world to think of other millions of girls who do not have access to education.”

Commenting on the investment in the education sector, Malala said, “We need all leaders to invest in the education of the future generation, we need to ensure we are investing in innovative and digital ways to make education more accessible. Education is the foundation of building a strong country, a strong world, giving it a strong economy, peace and stability.”

The DSG was in Maiduguri along with Nigeria’s resident Coordinator of the United Nations, Mr Matthias Schmale, Malala’s father, Ziauddin Yousafzai and some officials of the UN.

The wife of the Borno State Governor, Dr Falmata Babagana Umara Zulum, who received the delegation at the Maiduguri International Airport, was also present during the meeting with the Governor.

Torture: ECOWAS Court Awards N60 million Against Nigeria

ECOWAS Court has awarded N60 million in damages against the Nigerian government for the torture of Sunday Olaniran Ayodeji by a police officer.

Ayodeji, leg was amputated as a result of gunshot by a Police Officer in Kaduna State and had his possessions including; a car and the sum of N900,000 confiscated by the same police officer who inflicted the permanent injury on him.

Ayodeji’s case was handled at the court on pro-bono basis by Avocats Sans Frontieres France under the European Union (EU) and Agence française de Développement (AFD) funded SAFE Project

A statement on Tuesday said, “Avocats Sans Frontieres France (Lawyers without Borders France) is delighted to announce that the ECOWAS Court on the 10th of July, 2023 held the Nigerian Government responsible for the torture of Mr. Sunday Olaniran Ayodeji whose leg was amputated due to a gunshot by a Police Officer in Kaduna State, Nigeria. Mr. Ayodeji’s possessions including; a car and the sum of nine hundred thousand Naira (NGN 900,000) were also confiscated unlawfully by the same officer.

“The torture victim whose case was handled on pro-bono basis by Avocats Sans Frontieres France under the European Union (EU) and Agence française de Développement (AFD) funded SAFE Project was awarded Sixty Million Naira (NGN 60,000,000) with an order for the immediate return of his confiscated possessions. The Nigerian Government has also been ordered by the Court to internally investigate the human rights breach of Mr. Sunday Olaniran Ayodeji.

“Avocats Sans Frontieres France commends the ECOWAS Court for its judgment on this case and urges the Nigerian Government to uphold the directives of the Court. ASF France is also delighted that this judgment is coming on the heels of the commemoration of the 2023 International Day in Support of Victims of Torture (IDSVT), which re- emphasizes the need for collaborative efforts amongst all stakeholders of the criminal justice system to establish a
zero-tolerance culture to torture in Nigeria.”

Speaking to the members of the press today in Abuja, Nigeria, the Country Director of ASF France in Nigeria Mrs. Angela Uwandu Uzoma-Iwuchukwu said “We are delighted that despite all challenges and legal hurdles faced by our legal team in pursuit of justice in this case, justice was served. We are optimistic that this will serve as a deterrent against the systemic use of torture in Nigeria. The amount awarded by the Court will not restore our client who has been permanently disabled by torture, but it has given hope to not just Mr. Ayodeji but other torture survivors that justice is possible even against powerful governments and institutions.”

Ayodeji reacting to the ruling of the ECOWAS Court said “My joy knows no bounds and I feel fulfilled and relieved from the inner pain that I have carried for so long due to the great injustice done to me which led to the loss of my leg. I am very grateful to Avocats Sans Frontieres France who provided a platform for me to obtain redress. I am also happy for what this judgment means for me and other victims of torture in Nigeria.

The case was handled by Avocats Sans Frontieres France under the auspices of its Strengthening the National Actors and Advocating for Ending Severe Human Rights Violation (SAFE) project funded by the European Union and Agence française de Développement (AFD) aimed at ending human rights violations of torture, extra-judicial killings and arbitrary detention in Nigeria. We believe this symbolic case has contributed to the development of the jurisprudence of the regional court on torture and we continue to stand in solidarity with all victims of torture and reemphasize the fact that torture remains a crime against humanity all over the world.

The Chairman who spoke to our correspondent in the early hours of Sunday, July 9, 2023, in Sapele stated that the leadership of the Association at the National level is very focused in ensuring that our alma-mater is well positioned to adequately compete among other universities.

He said further that the commitment of the President, Dr. Clifford Imade Omozeghian Esq and members of his executive committee in ensuring peace and tranquillity in the university is unprecedented.

Management, on the other hand, must ensure transparent and judicious utilization of the resources at their disposable.

He went further to advise the Dr. Omozeghian led administration to continue to partner with the State Government to ensure peace and progress in the university and appealed to all the stakeholders in the university, including ASUU, SUG, NASU, SSANU and the entire university community to be on the same page in ensuring that the vision of the founding fathers of the University is not only sustained but improved upon.

AMBROSE ALLI UNIVERSITY SLASHES TUITION FEES FOR IN-COMING STUDENTS

The Ambrose Alli University on Friday July 7th, 2023, slashed the tuition fees of in-coming students of the University.

This followed appeals by representatives of the AAU Alumni Association Worldwide who met with the Special Intervention Team (SIT) and the University Management at the Conference Room of the Secretary to the Edo State Government, Government House, Benin City.

The eleven-man delegation from the Alumni Association which was led by its President, Mr Clifford Omozeghian, said it had come to help resolve the issues arising from tuition fees increase for in-coming students in the University.

Briefing the press after the tripartite meeting, the Acting Vice-Chancellor (AVC), Professor Asomwan Sonnie Adagbonyin, who led the Management team, said the Management and the SIT agreed to the reduction in deference to the Association and other well-meaning individuals who had intervened in the matter. He maintained that the University’s decision to increase the tuition fees in the first place was not borne out of the desire to punish the incoming students and/or their parents, but to respond to the challenges posed by rising cost which was impacting heavily on the University.

The AVC noted that the Senate of the University had last week appealed to Management to accommodate interfaces on the school fees increase for in-coming students and encourage possible reduction. He said the University decided to re-evaluate the increase as a listening institution.

The AVC praised the Alumni Association for its genuine concern about the University and appreciated the peaceful manner it approached the issue of tuition fees increase for in-coming students in the University, noting that the University deferred to all the proposals it brought to the table on the reduction in reciprocity. Of particular interest is the slashing of tuition fees for the in-coming Law students by about 50%.

Following these downward reviews/readjustments, parents/guardians were advised to avail themselves the opportunity to pay the new approved fees as a follow-up to the acceptance fees they already paid. It was noted that despite the hues and cries raised by some non-state actors who led protests and over-heated the public space with exaggerated figures and percentages of increase, virtually every potential student who was offered admission into the University for the 2022/2023 academic session had already accepted the offers. Trouble makers, saboteurs and selfish politicians masquerading as student activists were advised to go and look for work elsewhere as Ambrose Alli University is not a haven or rallying ground for them. It was stated that Management had been patient enough and that nobody should take its calmness for weakness.

In-coming and returning students were charged to be law-abiding and not to allow themselves to be used as cannon fodder. They were also requested to be mindful of the recently approved re-adjusted academic calendar as the University Management and the Senate are ready to follow it through in full throttle. Delta underscores Igbo entrepreneurial spirit 

Delta State Government on Tuesday lauded the enterprising and wealth creation spirit of Ndigbos to the economic development of the country. 

Senior Political Adviser to Governor Sheriff Oborevwori, Senator Emmanuel Aguariavwodo stated this when he received on courtesy visit, the Chairman and members of Ohaneze Ndigbo Delta Central and South Senatorial Districts led by its President, Chief Chiedu Idama in his office in Asaba. 

Aguariavwodo said that the state government would continue to partner with Ohaneze Ndigbo and other investors for the growth and economic development of the state. 

He called on the Ndigbos to take advantage of the investor-friendly atmosphere in the state to bring more of their businesses to Delta State. 

He said: “I am very happy to receive you this day in my office and I thank you immensely for this visit and for your presentation. 

“I am always impressed whenever am in the midst of the Ohaneze because of your enterprising spirit.

FG Asked to Take Immediate Action Against Revenue Leakages

The Centre for Social Justice (CSJ) has called on the federal government to take immediate action to block revenue leakages and implement measures to improve the economy without further delay.

The call was made on Tuesday on the heels of the interception of a vessel carrying stolen crude oil, with a capacity of 800,000 litres which was estimated at N45 billion.

The CSJ in a statement said only by curbing such criminal activities and ensuring accountability can Nigeria overcome its fiscal challenges and create a better future for its citizens.

The NGO commended the Nigerian National Petroleum Company Limited (NNPCL) for the significant breakthrough in its ongoing efforts to combat oil theft and protect public revenue with the Monday’s announcement of the successful interception of a vessel carrying stolen crude oil, with a capacity of 800,000 litres.

The the Chief Corporate Communication Officer of NNPCL, Mr. Garba Deen Muhammad had disclosed that the interception was made possible due to credible intelligence received by the company, noting that a private security contractor engaged by NNPCL Limited, Messrs. Tantita Security Services, took swift action and apprehended the suspicious vessel, named MT Tura II (IMO number 6620462), on July 7, 2023. The vessel, owned by HOLAB Maritime Services Limited, a Nigerian registered company with the Registration Number RC813311, was en route to Cameroon with the illicit cargo on board.

He also revealed that the captain and crew members were detained along with the vessel, with preliminary investigations revealing that the crude oil cargo was illegally sourced from an offshore well jacket in Ondo, Nigeria.

The CSJ based on the current price of $75 per barrel, the seized 800,000 litres of crude oil amounts to approximately $60 million. When converted at an exchange rate of N750 to $1, the value of the stolen crude oil equates to N45 billion.

The Centre said it is deeply concerned about this incident, particularly in light of the President Bola Tinubu administration’s commitment to combating corruption and strengthening public finances, while lamenting that for the past two years, Nigeria has been unable to meet its OPEC production quota, largely due to rampant oil theft and pipeline vandalism in it’s Niger Delta.

The CSJ, in the statement said: “Nigeria’s debt burden is already significant, with the World Bank’s Nigeria Development Update of June 2023 reporting that public and publicly guaranteed debt reached 40 percent of GDP in 2022. Additionally, the debt servicing to revenue ratio surpassed 100 percent of general government revenues for the first time, reaching 101.5 percent. The World Bank projects that Nigeria’s debt servicing to revenue ratio will peak at 121 percent in 2023.

“In light of this precarious situation, it is imperative to prevent the loss of public revenue to criminal activities while citizens bear the brunt of increased taxes and economic challenges. CSJ strongly recommends that the perpetrators of these crimes be publicly named and brought to trial within a reasonable time to serve as a deterrent to others.

“Furthermore, CSJ advises the government against the traditional approach of burning intercepted vessels. Instead, the stolen crude oil should be salvaged to recover the value lost, the vessel sold and the proceeds transferred to the public treasury. These large-scale thefts of crude oil must not be allowed to persist if the government is to achieve its revenue targets and stabilise the economy.”

It lamented that the current economic conditions have already pushed an estimated 4 million Nigerians into poverty between December 2022 and April 2023 and 7 million more may be pushed into poverty before the year ends (if the government fails to act to alleviate poverty), insisting that according to the World Bank. Nigeria’s inflation rate is currently one of the highest in Sub-Saharan Africa, severely affecting household purchasing power.

Zulum bans metal scavenging in Borno

Borno State Governor, Prof. Babagana Zulum has imposed an indefinite ban on metal scavenging activities in all
nooks and crannies of the state.

According to a statement by the spokesman of the government, Mallam Isa Gusau, the governor’s ban aims to forestall continued killings of scavengers by Boko Haram insurgents at the outskirts of some local government areas and to stop theft of public and private property.

Gusau recalled that known and unknown number of youths who go to deserted communities in search of metals have been ambushed and killed by insurgents.

Gusau, said the governor while announcing the ban on Monday in Maiduguri, said: “Within the last five years, many people were killed as a result of metal scavenging. That has informed the government of Borno State to investigate such nefarious activities.”

Zulum added that: “You have seen this place, all these are government properties and behind you are properties belonging to telecommunication companies. Such activities can only be tagged as economic sabotage both to the federal and state governments. Therefore, I have directed the ban of metal scavenging in all 27 local governments until further notice.”

Zulum explained that those scavengers are notorious for destroying both public and private properties in most local government areas where the activities of Boko Haram forced residents to flee.

He noted that the state government lost valuable properties worth billions of naira in the last five years resulting from the activities of scavengers.

The governor said the ban on metal scavenging extends to all forms of informal and unregulated metal recovery activities, including the dismantling, collection, and transportation of scrap metals.

Borno government, he warned, will work closely with security agencies to effectively enforce the ban by imposing stringent penalties on violators.
