Delta State Commissioner for Special Duties (Government House), Dr. Ifeanyi Osuoza has felicitated the immediate past Governor of the State, Senator, (Dr.) Ifeanyi Okowa on the occasion of his 66th birthday, describing the former Governor as a visionary leader, whose indelible impact and astute acumen continues to be relevant in the State.
