DELTA: EBIE CHALLENGES COMMUNITIES ON PEACEFUL DISPOSITION FOR DEMOCRACY DIVIDENDS

Communities in the state have been charged to live peacefully amongst themselves to enable them attract the dividends of democracy to their areas.

The Secretary to Delta state Government, Mr Chiedu Ebie, gave the charge when he presented cheques to victims of the 2014 Ibrede Community crisis.

Mr Ebie said that dialogue should always be engaged during misunderstanding between parties instead of violence, stressing that no meaningful development could be archived in the midst of crises.

He said that the state government was appreciative of the role played by the Isoko Development Union in bringing lasting peace to Ibrede Community and assured the union that the state government would do everything possible to ensure that the peace in the community was sustained.

“The state government was not unmindful of the hardship experienced by the persons affected by the community crises in 2014, hence His Excellency Senator, Dr Ifeanyi Okowa approved funds for fifty four individuals that were affected by the crisis as well as four families that lost their loved ones,” the SSG said.

The president-General of Isoko Development Union, Chief Iduh Amadhe, commended the state government for its commitment and support to the welfare of the victims’

He promised that the union would continue to partner with the state government to ensure that the peace currently being enjoyed in Isoko nation was sustained.

Mrakpor To Pay For Open Space At Midwifery Market To Accommodate Street Traders

Informed by myriad of criticisms on the recent clean-up exercises by agents of the Delta State Capital Territory Development Agency, the Director-General Hon. Mrs. Joan Onyemaechi Mrakpor, has offered to pay for an open space to accommodate street traders evacuated from the private market at Midwifery Junction, along Okpanam Road, Asaba, the Delta State capital.  

A statement signed by the Special Assistant to the Director General, Fortune Ngozi Onwordi  and made available to Blank NEWS Online, noted that the items sold by the traders are essential commodities, she said buyers will always seek them out to patronize them, irrespective of their location in the market. 

“I will pay for a space to accommodate you inside the market as long as you keep off from trading at the setback. You must not stand by the middle of the road or litter the environment in the name of making ends meet,” Mrakpor said. 

Residents around the market and shop owners have supported the evacuation of the street traders, saying that they have been at loggerheads will the street traders who barely allow their customers access into the market. The story was similar for a widow, who lives close to the market. According to her, the fence of her house has been converted to shops by traders with illegal attachments and shanties depriving her access into her home. 

Since the evacuation of the traders, the crippling traffic gridlock that was a permanent feature in the area is now a thing of the past as motorcycle operators, popularly referred as “Okada riders” have been shifted to a park located 100 metres away from the Asaba – Okpanam dual carriage way.

On the sustainability of the exercise, Mrs. Mrakpor expressed optimism that with continuous monitoring, the exercise will be sustained. 

“His Excellency, Sen. Ifeanyi Okowa has approved the employment of 40 environmental monitors, whose job is to ensure that the places we have cleaned up remain clean. He also approved an increment in the salaries of Road Sanitation Officers who we have been assigned to different locations to keep the city clean,” Mrakpor, a former member of House of Representatives, said. 

In addition, “we initiated beautification of some areas such as Summit Junction, from Legislator’s Quarters to the U-turn after Akpụ Junction, along Okpanam Road, etc. Thesame activities can be seen going on around DLA junction. I am sure that nobody will trade on green areas.” 

On the palliatives to cushion the effect on affected traders, she said the Agency is presently building vendor zones for specific businesses in different parts of the city. Displaced traders who have applied for a space in the designated vendor zones will be allocated to a shop upon its completion. 

The fruit arenas/vendor zones are located at the old bus park at FMC, Summit Junction, NTA Road and Akpụ Junction.

Borno Gov presents N134.5 bn proposed budget for 2020

Borno Governor, Prof. Babagana Umara on Monday presented an appropriation bill of  N134.5 billion for 2020 fiscal year to the State  House of Assembly. 
Presenting the budget proposal to the Borno state House of Assembly tagged: “Budget of Recovery and Stabilization,”  disclosed that it has  recurrent expenditure of N67.5 billion, 50.3% and capital expenditure of N67 billion, 49.7%. .
He said the  2020 budget is slightly less than that of the 2019 by about 7.5% as the proposed crude oil price benchmark of US$57 per barrel is  used as against US $60 for the the ongoing fiscal year.
Projects and services related to education have the largest allocated of N23 billion, out of  which N9.1 was earmarked for higher education with greater emphasis on the Borno State University(BOSU).This is in addition to plans to build seven primary, secondary and higher schools next year. 
Also, N19.1 billion was allocated to the ministry of finance which is to fund series of government procurements; N11.6 for Health & Human service, N9.2 billion for reconstruction of communities destroyed by insurgents,  N7 billion for roads and other infrastructure, N5.3 billion for the state assembly’s projects, N4.4 billion for major housing estates and N4 billion for agriculture. 
The governor told the lawmakers that: “In the coming financial year (2020), we will construct (2) new mega schools in Wuyo and Chibok, and (2) technical schools in Mbalala and Bulabulin (Maiduguri). We will also construct (3) new Higher Islamic Secondary schools in Dikwa, Monguno and Biu Local Government Areas,” the governor announced. 
Umara also stated that his administration would, in 2020, rehabilitate and reopen secondary schools currently closed in Monguno, Damasak, Gajiram, Gubio, Dikwa, Ngala, Konduga, Bama and Gwoza towns.

Evwreni Clan Leadership: Stakeholders Resolve To Back Adjogbe

UGHELLI- THE leadership struggle in the oil rich Evwreni community in Ughelli North Local Government Area of Delta State has finally been laid to rest following a mutual legal agreement by all parties and stakeholders involved to swear-in Mr. Bright Adjogbe and members of his team as a winner and President General along side his Executives of the Evwreni Clan Improvement Union, ECIU.

According to the peace agreement signed by Mr. Bright Adjogbe, Chief Collins Udi, Presidents and Secretaries of ECIU branches and other stakeholders, and read by the presiding Chairman of the Peace Committee, General Oviemo Ovadje (Rtd) who was represented by his Vice, Major John Ovwufeti, Mr. Bright Adjogbe and his line of executives would lead the community for a period of three years, at the expiration of which, a conference will be called to swear-in Chief Collins Udi and members of his team would be sworn-in as President General and Executives of the ECIU.

It held that election into the ECIU executives would not be conducted until after six years when both groups would have completed their respective tenures.

Speaking shortly after his oath of office as President General, Mr. Bright Adjogbe, thanked the peace committee and the people of Evwreni Clan for the peaceful manner in which the issue was resolved.

He said, “before now people were thinking drums of war will be rolled out and there will be crisis, but right here, with all differences, my opponent and I are here rejoicing together for the sake of one goal, which is the peace and development of Evwreni. I am promising to use this opportunity given to me by the Evwreni people to bring notable change to the community that will make my people to be overwhelmed.”

In his response to the peace accord, Chief Collins Udi said he was never desperate about holding any position, adding that his priority has always been the interest of the community than personal.

Udi said, “the issue here is that I am not going to rule myself. Like I said from the beginning, whatever the community agree, I was going to follow and since the community, the elders and stakeholders has said let it go this way I just have to follow. My advise to the new executive is that they should ensure they carry everybody along, there should be no sign of discrimination. For me, I will continue to support the community and continue to do the things I used to do for the community.”

DINO MELAYE AS A METAPHOR

The crow, reveling and gloating by the ruling party over the recently announced loss of the Kogi-west senatorial supplementary election by the enigmatic Senator Dino Melaye , showed how petty, self-serving and vindictive Nigeria politics can be.

Not only did they boast of trashing ” the last of the 19 senators” led by Sen Saraki, who ingloriously left for the opposition ; they equally boasted of the demagoguery of their party chieftain and invincibility of the party’s electoral arsenal. Sen Dino has suddenly become the fly that needs to be smashed by a sledgehammer, vilified and thrown into the trash can of history.

No! I would rather think his ordeal is metaphorical of the desperate but bizarre desire by a privileged politician and his godfathers to uproot an opposition without regard to the feelings of the people he adequately represents, as long as he’s considered to have cross the red line. This is truly petty, mundane and revealing of the base mind set of the average Nigerian politician towards wining an election.

There’s no gainsaying the fact that Senator Dino Melaye, himself, could have wax a musical album out of this electoral outcome had the table turned to his favour, it is rather pertinent to know that an almighty ruling party will have the scarce luxury of time and ego to engage in such petulant perversities.

The supplementary election, no doubt, was a test of resolve between a serial loser and a vociferous winner. This time around, the ‘usual winner’ could not withstand the fire power of the Abuja lubricated machinery but bowed to the many salvos shut at stopping him. Dino must take solace in the fact that he fought a good fight. He has contributed his quota to the development of opposition politics and politicking in Nigeria, no doubt. He represented the lone voice of reason and the cacophony of dissent in the upper chambers as at when necessary, in his day.

His time was a challenge to the effectiveness of the generality of the Nigerian youth; indefatigable, verbose, valiant and vocally vociferous.

He sometimes, if not most of the time, played to the gallery. He became a musician of the thespian order, a gloat master himself. He was good at dramatizing his victories and his defeats. He could sing in an academic gown to the consternation of those who said he didn’t go to school. He could jump off moving vehicles with an awed precision of a Jackie Chan and climb trees with the speed of a reptile all to the amazement of those who held him in high esteem. That is the quintessential Dino Melaye we shall all come to miss.

In Nigeria, those who had so much but did so little often insist on those who had so little but did so much what to do. This is why yours sincerely will not and never listen to the ranting of Dino’s political party who obviously could not come “to his aid” when he needed them the most. He should outrightly reject their counsel of going to challenge the election in court. Our courts are full of jesters who dispense only judgements but ignore justice.

Dino should consider going back to his anti- corruption advocacy as he did the other time. Perhaps, he should begin to auction his arrays of exotic automobiles to raise fund for this while preparing himself for the next opportunity. Life goes on, so must Dino.

Fraud Allegations: EFCC Seals Opeans Offshore Safety Training Centre In Warri

The Economic and Financial Crimes Commission EFCC has sealed up an Offshore Safety Training Centre along Opete Road in Warri, Delta State belonging to Opeans Nigeria Limited.
It was alleged that Opeans Nigeria Limited which operates an Offshore Safety Training Centers both in Warri and Port Harcourt has been fraudulently issuing International Association of Drilling Contractors (IADC) approved certificates to innocent Nigerians and Foreigners working in the Nigeria Oil and Gas Industry. 

It was gathered that some of the forged/fraudulent ‘IADC Approved’ certificates being issued by Opeans Nigeria Limited includes the Basic Offshore Safety Induction and Emergency Training (BOSIET), Helicopter Underwater Escape Training (HUET), Survival at Sea (SAS). The BOSIET, HUET and SAS certificates are mandatory safety requirements for traveling to Offshore and Swamp locations in the Nigeria Oil and Gas Industry.

It was further alleged that over the years, Opeans Nigeria Limited have issued thousands of these fraudulent ‘IADC Approved’ BOSIET, HUET, SAS certificates to innocent Nigerians and Foreigners, and obtaining money into millions of Naira from unsuspecting Oil and Gas workers under false pretense by claiming that the certificates and courses are accredited by the International Association of Drilling Contractors (IADC).

The BOSIET, HUET & SAS are mandatory certifications needed to travel offshore of the Nigeria Oil and Gas industry,  but it was alleged  that  thousands of these fraudulent certificates have been issued to innocent Nigerians and foreigners by Opeans Nigeria Limited, thereby compromising the safety of personnel working in the Nigeria Oil and Gas Industry as well as  putting the lives of innocent Nigerians and foreigners in grave danger.

When contacted via email the IADC Vice President Accreditation Operations Mark Denkowski stated that, Opeans Nigeria Limited is not an accredited IADC training provider. He further stated that the International Association of Drilling Contractors IADC does not currently have a BOSIET and HUET accreditation program. That, the use of the IADC logo on training certificates by Opeans Nigeria Limited is an abuse of the IADC logo.

Sources within the EFCC informed newsmen that Opeans Nigeria Limited was petitioned and the Commission commenced investigation, adding that the EFCC raided Opeans Offshore Safety Training Centre along Opete Road in Warri, Delta State and uncovered several allegedly forged ‘IADC Approved’ certificates. That, to prevent the public from being continuously defrauded, the Commission had to seal the fraudulent training centre. 

According to the sources also, the Directors of Opeans Nigeria Limited are currently being questioned by the Commission.

Efforts to reach the Management of Opeans Nigeria Limited and Director of Department of Petroleum Resources DPR who are the safety regulators for comments proved abortive.

It was gathered that a concerned Nigerian had petitioned the Economic and Financial Crimes Commission, (EFCC ) on the alleged fraudulent activities of Opeans Nigeria Limited, which led to the commencement of the investigation.

NAF AIRCRAFT DESTROYS BOKO HARAM TERRORISTS’ GUN TRUCKS AT BORGOZO IN BORNO

The Air Task Force (ATF) of Operation LAFIYA DOLE has destroyed 2 Boko Haram Terrorists’ (BHTs) gun trucks and killed some fighters at Borgozo in Borno State.

The Nigerian Air Force Director of Public Relations and Information, Air Commodore IBIKUNLE DARAMOLA, revealed that “This was achieved on 26 November 2019 when Nigerian Air Force (NAF) Jets and a helicopter gunship were scrambled to provide close air support to ground troops as they repelled a BHT attack on the location.”

According to him, “The aircraft, upon arrival overhead the target area, tracked and engaged three of the BHT gun trucks that were involved in the attack.

“The BHTs moved the vehicles under some trees, while some of the fighters alighted the vehicles and attempted to escape into the surrounding bushes.

“The attack aircraft engaged them, scoring accurate hits on two vehicles, which were seen engulfed in flames, and neutralizing some of the fleeing terrorists.”

He said “The NAF, operating in concert with surface forces, will sustain its efforts to completely destroy all remnants of the terrorists in the Northeast.”

EFCC Has Not Dropped Charges Against Diezani, Others

The attention of the Economic and Financial Crimes Commission, EFCC has been drawn to reports currently circulating in the social media purporting that the Commission had dropped the criminal charge against a former minister of petroleum resources, Diezani Alison-Madueke and other persons indicted for money laundering.

The Commission enjoins members of the public to disregard the report which is false and misleading. At no time did the Commission withdraw the charge, which is still before Justice Muslim Hassan of the Federal High Court, Lagos.

The only development was that the Commission took a prosecutorial decision to split initial 14-count charge to enable separate arraignment of defendants following a spate of adjournments that prevented arraignment of the defendants more than one year after the case was listed.

The charges were first filed on November 28, 2018. Since then, every attempt to arraign the defendants had been frustrated by one excuse or the other.

In more than four times that the matter was called for arraignment, it was either Lanre Adesanya was sick, bedridden in a London Hospital or Nnamdi Okonkwo was hypertensive and on admission in a hospital or StanleyLawson had had a domestic accident and could not appear in court.

It was clear that these recurring excuses were ploys to frustrate the arraignment. To get around this, the Commission took a deliberate decision, which was disclosed in open court, to separately prosecute the defendants in different courts.

This explains why the four count amended charge brought against Dauda Lawal, a former executive director of First Bank, did not include other defendants, except the two who are at large( Diezani Alison-Madueke and Ben Otti).

And the ingredients of the offence stated therein only pertains to Lawal’s involvement in the alleged crime, which is the receipt of $25million from the $153million 2015 Peoples Democratic Party presidential election slush fund.

The non-inclusion of other defendants in the original charge in the amended four count charge does not mean that have been exonerated by the Commission of any criminal allegation.

Yobe Town Attack Update: Residents Alledge NAF Jet Kills Two Civilians

Residents of Babbangida, in Tarmuwa local government area of Yobe State which was attacked on Wednesdays afternoon by Boko Haram, have alleged that a shot by the NAF jet on a residential quarters has led to the death of two persons. 
According to residents of the town who spoke anonymously on phone to our correspondent, one of the two NAF jets deployed to repel off the marauding insurgents shot at a resident injuring three persons,.

The three were rushed to the hospital where two were later lost. 
One of the residents, said on phone that: “”Of the three injured persons  I told you earlier, two have been lost.” 
When contacted the Assistant Director Army Public Relation, Sector 2, Operation Lafiya Dole, Damaturu, Captain Njoka Irabor said the Army learnt about the death but was still investigating how it happened. 

A statement by the police, which confirmed the attack was however silent about the casualties. 
The statement signed by the Yobe Police Public Relations Office, AbdulMalik AbdulHafeez, an Assistant Superintendent of Police, read: “Security Situation in Babbangida is relatively calm for now but still remains volatile and unpredictable.
” Today (yesterday) being 27th of  November, 2019 at about 1230hrs, suspected Boko Haram insurgents  stormed into Babbangida of Tarmuwa LGA on nine hilux vehicles, heavily armed shooting sporadically into the air. 
” They were successfully repelled by Army troops of  “Operation Lafiya Dole, “supported by the Nigerian Airforce, as well as police personnel attached to JTF.” 
He promised to give further details later, while adding that:”In this regard, Yobe State Police Command is calling on the good people of Yobe State to report any suspicious movement(s), person(s) or object(s) to the nearest Police, Military, or any Security formation nearest to them.” 
He asked the general public to cooperate and collaborate with the Police to ensure public safety in the State.   

Breaking: Boko Haram Attacks Yobe Town

Suspected members of Boko Haram on Wednesday attacked Babbangida town in Yobe State.

The group launched the attack on the town in an ambulance, which they had earlier siezed from a team of immunization officials at a nearby Muri Mafa village in Tarmuwa local government area of Yobe State. 

The immunization staff were said to have left Babbangida, the headquarters of from Tarwuma local. government area for a routine immunization exercise before they were attacked by the insurgents who carted away their ambulance. 

According to people in Babbangida, the insurgents subsequently used the ambulance belonging the primary health centre in the local government to move into the town at top speed. 

They were said to have shot sporadically in Babbangida and carted away foodstuffs from the town. 

Residents of the town, who spoke anonymously  to our correspondent on phone, said: “The attackers who came to the town through Mafa village of Tarmuwa local Government area were on board an ambulance.” 

They added that the insurgents shot sporadically on arrival at Babbangida, scaring many off the streets. 

A source in the town, said the insurgents however escaped through the desert part on sighting the NAF jet that flew over the area moment after the siege. 

Host Communities Will Witness Integrated, Significant Development –Says Bashorun Askia MD/CEO DESOPADEC

The Managing Director/CEO of the Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh FCNA, CrFA, has assured the oil and gas bearing ethnic nationalities in the state, that the Commission will execute all its projects, without abandonment.

Bashorun Askia gave the charge during the supervision of projects, at the Engineering Faculty of the Delta State University (DELSU), Oleh Campus, alongside the President General of Isoko Development Union (IDU), High Chief Idu Amadhe.

He intimated that the Commission has put modalities in place, to make sure host communities will experience massive and significant development of model infrastructure projects across the ethnic nationalities, in the mandate areas of DESOPADEC.

Speaking during the inspection, the IDU President General, High Chief Idu Amadhe described the DESOPADEC boss, as an experienced and detribalized politician who has properly keyed into the stronger Delta mantra of His Excellency Senator Dr. Ifeanyi Arthur Okowa.

He also called on the youths to work hand in hand with the DESOPADEC Team, assuring that host communities will experience the delivery of massive projects across the ethnic nationalities without abandonment.

In his words, “The UDU of Isoko land, my words are not enough to describe your contributions to building a Stronger Delta. Indeed You have proven your worth to your constituents and people.”

Senator Sabi Abdullahi of the APC and the Present Deputy Chief whip of the upper chambers, may not be a household name. But his controversial bill, THE PROHIBITION OF HATE SPEECH BILL, has become a household discussion in Nigeria today.

Suffice it to say that the bill itself may have emanated from an hateful mindset of a privileged elite against a perceived aggressor, hater or a political foe; the dust, fury and anger it has generated so far is definitely an indication that it is a joke taken too far.

The fact that it has passed its first reading on the floor of the national assembly is a tacit indication of its seriousness and the determination of its sponsors. The questions frequently asked are: what constitute an Hate Speech? How are the boundaries defined? Are the political elites the right people to determine what an hate speech is? Who’s afraid of free speech? Or is every free speech an hate speech?

When a 75 year old minister of Agriculture openly tells whoever cares to listen, that 30 Naira can still afford us a meal in Nigeria: and his colleague in ministry of Works affirmed that Nigeria roads are not as bad as the people portrayed, should Nigerians clap for them? Are actions and reactions no longer equal and opposite?

Hate Action can only produce hate speech just as hate speech can be traceable to the same elites who are trying to use it to set traps to defend themselves and frustrate free expression in our polity. It should be noted that electioneering and campaign periods in Nigeria thrives in and with Hate speech. Politicians dished out speeches and sloganeering laden with hate, venom and negative innuendo all in a bid to outsmart their opponents.

Instead of concentrating on the onerous task of good governance, as part of the fulfillment of the social contract now that they are in office, they would rather engage in totalitarian frivolities to safeguard themselves from the prying eyes of the people. It’s a pity.

There’s equally the INTERNET FALSEHOOD AND MANIPULATION BILL, the very brainchild of Senator Mohammed Sani Musa (APC Niger East) The furore generated by this draconian bill is twice as intense as that of Senator Abdullahi’s Hate speech bill.

There’s no denying the fact that social media has become our community engagement platform and any attempt or action that suggests a possible denial of this veritable tool of expression will elicit a viral condemnation and resistance by the citizenry. And this is the case, presently, in Nigeria. What happened to the cyber crime bill signed into law by the previous regime of President Goodluck Jonathan? What about the extant laws of libel, sedition etc? Are these constitutional provisions not enough to deal with these issues instead of smuggling in some self-serving and ill motivated bills?

Just like every other good thing, there are bad sides. The social media has truly changed the world such that even the traditional media depends on them for survival.

I’m of the opinion that a government that is set out to satisfy the yearnings of the people will never be perturbed about bad Press, Hate speech or dissenting opinion whatsoever. The solution to all of these is good governance, patriotism and love for fellow citizens. As long as there’s greed, avarice, pilfering, primitive and dishonest acquisition and accumulation of our common patrimony by a few; the display of negative emotion and energy ( not minding the name it is called) on the part of the voiceless majority can never be avoided.

Delta State Commissioner for Youths Development, Mr Ifeanyi Egwuyenga says his ministry is intensifying efforts to commence training of youths from seven tertiary institutions in entrepreneurship in the state.

He stated this in Asaba when the executives of the Delta State Council of Nigeria Union of Journalists (NUJ) paid him an advocacy visit.

Mr Egwuyenga who also restated commitment of his ministry to collaborating with other relevant ministries of science and technology, agriculture, oil and gas in training youths to become entrepreneurs and contribute positively to the development of the state, said youth development programme was encompassing and would be done in strata.

‘’It will need a lot of collaboration, synergy even from the government, private sector, family to be able to have a wholesome youth development process. The Governor himself has made a lot of efforts to ensure the successful implementation of YAGEP, STEP, and other youth programmes but there is still a lot to be done. We are looking at youth development in strata……one for the semi –literate and non literate youths who are predominantly resident in the rural areas. We have designed a programme for them called the rural youth skill acquisition programme which will be domiciled in the local government area as part of efforts to develop rural economy and engage the semi literate and the non literate youths in their immediate environment . There is also the need to capture the literate minded youths who we believe are the best people to be trained in entrepreneurship because of their level of educational exposure and environment. ’’, Egwuyenga stated.

He stated further, ‘’ The Youth Development Ministry was charged with the responsibility to train youths in entrepreneurship from the seven tertiary institutions . We are already working on that because it has been captured in next year budget.’’

The Commissioner who said the ministry was also having a programme in value orientation to create a consciousness, mental rebirth in the youths, disclosed that the directive from the Federal Government on new youth policy that regards persons between the ages of 15 to 29 years as youths would be implemented to enable the state to achieve the Sustainable Development Goal (SDG) in terms of youth development .

While commending the Delta State Governor for the upgrade of the directorate of youth affairs to a full fledged ministry of youth development, Mr Egwuyenga said the collaboration of the media, NUJ, Orientation Bureau, was key to successful implementation of youth programmes.

He commended the leadership of the Delta State Council of NUJ for ensuring proper reportage of state government activities and also some degree of meaningful criticism which according to him will help to bring about a better society.

Chairman of the Nigeria Union of Journalists, Delta State Council, Comrade Michael Ikeogwu gave an assurance that the union was ready to partner the ministry of youth development in its programmes designed for the wellbeing of the youths in the society.

Comrade Ikeogwu expressed concern over involvement of some youths in social vices including cultism, terrorism, ritual killings , armed robbery which he said posed a serious threat to the society and the youths .

He told the Commissioner that his office is very strategic particularly as it has to do with youths engagement, warning that any society that toys with its youths is doomed.

‘’For Delta State to grow to become a state to be reckoned with, the youths of today must be properly engaged, reoriented and well groomed to bring out the best in them’’, Ikeogwu asserted.

He called for the inclusion of the youth commissioner on the Delta State Committee/Task Force against human trafficking and irregular migration.

While advocating proper youth engagement that goes beyond just training and empowering them, the NUJ Chairman harped on the need for effective and sustainable mentoring of youths.

He used the occasion to intimate the Youth Development Commissioner about the forthcoming NUJ PRESS WEEK holding in Asaba.

Borno Gov Deploys 150 Cameroonian Vigilantes Against Boko Haram

Borno Governor, Professor Babagana Umara has deployed 150 Cameroonian vigilantes to flush out remnants of Boko Haram for his state.

The newly engaged Cameroonians, who are also equipped for the task, are to work side by side Nigerian hunters and vigilantes currently assisting the military in the ongoing battle against Boko Haram in  parts of northern Borno.

The Cameroonians, who are mainly from the Kesh-Kesh vigilante group, were presented with four surveillance vehicles and other fighting equipment on Saturday at a brief ceremony in Damasak, headquarters of Mobbar local government area, in the fringes of the Lake Chad.

Conducting the ceremony were Borno State commissioner for local governments and emirate affairs, Sugun Mai-Mele and a member of the Borno state assembly, representing Mobbar State constituency, Usman Moruma leading other members of the team from the state government.

A security source in Mobbar told our correspondent that vehicles and other items needed to mobilize the Cameroonians were given at a brief ceremony.

The governor, who had expressed his willingness to fight insurgency in the State to a logical on his inauguration on May 29, 2019, had in August ordered  the recruitment of thousands of hunters and vigilantes from different parts of northern Nigeria.

He had also supported the military, the deradicalization and re-integration of repentant insurgents, investment in education to fight the Boko Haram ideology and use of social protection and creation of jobs to combat economic inducements used by the insurgents as part of recruitment strategy, in a multifaceted approach to fighting insurgency.

One of the recent wonders of the world is the recent ignoble return of the controversial and underperforming governor of Kogi state, Yahaya Adoza Bello. To the ruling party, it’s a fait accompli ; but to the teaming helpless ordinary people of Kogi state, there’s the palpable fear of another four years of political buffeting, emasculation, impoverishment, workers agony, governmental grandiloquence and youthful tactlessness.

On whose interest does the return of GYB serve? Is the Party ego more paramount and important than the cry or well-being of the generality of the Kogi people? It is obvious that the meaning of the ambivalent of a mantra called CHANGE, is gradually coming home. Is this a change for the better or a change for the worse? What can we expect from a garrulous youth like GYB, this time around?

These are the tilting questions pivoting the mind of the average political watcher, especially in Nigeria, today?
This writer is permanently bothered about the negative connotations and the wrong signals GYB emergence as his party flag bearer, in the first place, and his final return to power, is sending to our overall political system and posterity. GYB’s return makes it practically correct to assert that leadership recruitment in our clime has nothing to do with capacity, intelligence, tact and performance. It has everything to do with the power bloc and the camp of the philosopher king you belong to. Above all, it represents the collective ego, desire and desperation of a privilege party to assert her claws on the pie not minding her hungry contemporary.

The feelings and wishes of the people have become inconsequential as long as the desires of Party king pins are adequately satisfied. This is the reality of today party politics in Nigeria.

Gov Yahaya Bello may be the metaphor for today’s discourse, but looking beyond him to the unforeseeable political future, where excellence, competence and patriotism is placed above primordial considerations, should be the concern and the focus of every true Nigerian today.

While many may call my postulations and position here a diatribe, it should be noted that evil prevails and dominate when good men says or do nothing. I may not be from Kogi state, yet the scenario in Kogi is but a microcosm and a statistical representation of the general Woe, on one hand and the dangerous precedence it has set for the political future of our dear nation, on the other.

Let someone help me tell GYB that he’s the luckiest youth on the face of the earth today and as such, has the unique and rare opportunity to right every wrong that history has written about him. Let the celebration be short-lived and let him get down to business immediately. He must not only be seen as hitting the ground running, but hitting the sky flying. To stumble twice upon the same stone given the same circumstances, is a proverbial disgrace.

Dr. Arthur Ifeanyi Okowa, on the appointment of Bashorun Askia Ogieh led Board of Delta State Oil Producing Areas Development Commission (DESOPADEC).

The Traditional Rulers led by the Chairman of TROMPCON, HRM (Dr.) Emmanuel Sideso, Abe1, the Ovie of Uwie kingdom, said this during a courtesy visit to the management of DESOPADEC, in their corporate head office, in Warri on Friday November 22nd 2019.

While reading his address, he congratulated the Bashorun Askia led board, stating that their appointment was well deserved and that TROMPCON was confident in the choice of His Excellency, Sen. Dr. Arthur Ifeanyi Okowa, of them.

He further stated that the visit was mainly to formally introduce the newly inaugurated executives of TROMPCON, Delta State Chapter, whose inauguration took place on the 8th of October 2019, to the board and to intimate them about their activities, which include Seminars, Conferences and Welfare of Traditional Rulers.

Crack In PDP NWC Over Reps Caucus Crisis…As Dep Nat’l Chairman, Youth Leader Disown Suspension Extension On Elumelu, Others

There appears to be a crack in the National Working Committee (NWC) of the Peoples Democratic Party (PDP) over the crisis in the selection of the House of Representatives Minority Leader as some members of the national leadership have disowned the extension of Hon. Ndudi Elumelu and others suspension from the party.

Elumelu, representing Delta state, emerged as the Minority Leader of the House against the wish of the national leadership, earning him a one-month suspension from the PDP.

The party’s preferred candidate for the post is Hon. Kingsley Chinda, who it has since appointed as the leader of the PDP Caucus in the House.

At the expiration of the one month period, the party through a statement by its National Publicity Secretary, Kola Ologbondiyan, recently announced the extension of Elumelu and others suspension.

This has now been challenged by some members of the party’s NWC, including Deputy National Chairman (South), Elder Yemi Akinwunmi and the National Youth Leader, Sunday Udeh Okoye.

They spoke at separate interviews with reporters in Abuja on Tuesday.

The Deputy National Chairman (South) denied knowledge of the extension of Elumelu and others suspension which he said was not discussed at the NWC level.

He said: “I am not aware of the extension of the suspension. I do not remember any occasion where it was elongated,” adding, “I am only aware that he was suspended only for one month, after that, I am not aware of any further action.”

Asked about the status of the suspension, Akinwunmi further said: “I am an integral part of NWC, but I am telling you that to the best of my knowledge, I am aware that he was suspended for one month and that was about six months ago.”

The party national deputy chairman affirmed that Elumelu’s suspension had lapsed but did not say whether he has now been recognized as the Rep Minority Leader, saying: “It (suspension) has lapsed).

On his part, the National Youth Leader also denied knowledge of the suspension extension, saying that the NWC has not given such order.

He suggested that the party spokesman had no authority to issue the statement announcing the extension of Elumelu’s suspension.

“That is not our statement,” he said, adding: “We did not do that.”

Okoye further explained: “The Constitution of the party says that you have to give them one-month suspension, you have to set up a committee and the committee will have to make a recommendation within that one month. And whatever the committee makes, that will be the basis of your next action.

“If you recommend that they will be expelled, they will be expelled. If they say suspend, you suspend them. If they say fine, you fine them. You do not just elongate, the Constitution does not say elongate after the one month.

“And anybody who is saying that we elongated, you can ask the person where lies the report of the committee setup. Where is the report and we were in the meeting of the NWC all through this month and we never for one day, discussed the matter.

“It has never been in our agenda. You can also request from the person (spokesman), the agenda of each of the NWC’s meeting within this November or that of October.”

Also affirming that the decision to extend Hon. Elumelu and others was not the party leadership’s decision, the National Youth Leader declared, “I was in all the meetings, it was not discussed.”

BREAKING: FIRE GUTS UGHELLI MARKET, DESTROYS GOODS WORTH MILLIONS OF NAIRA

A section of the Ughelli Main Market that leads to Oteri Community was today gutted by fire destroying goods worth millions of naira.

The cause of the fire could not be ascertained but an unconfirmed account however disclosed that it started from a welding workshop where adulterated kerosene was kept and spread to other stores in the area.

The welder who was not in the workshop at the time of the fire incidence but was called by friends expressed shock that everything he laboured for had been destroyed by the fire.

Reports said efforts of the Delta State Fire Service spirited efforts from market women, Okada riders and passersby kept the fire from spreading far into the market until the arrival of the SPDC Fire Fighters vehicle which finally put out the fire.

Our correspondent reported that one of the victims, popularly known as Madam Bead, an elderly woman, was seen weeping and wailing over what she lost to the fire.

According to her, she just returned from Onitsha market a few days ago to stock her store in preparation for the yuletide before the fire destroyed everything.

While being consoled by friends, she appealed to the state government to come to her aid to ameliorate her suffering.

Others affected included a welding workshop, part of Akpovoka Cold Room and provision stores.

Meanwhile, some market women have vowed not to pay the yearly state fire service bill, stressing that they were not able to render the needed services at crucial time. 

According to one of the market women who spoke in Pidgin English and refused to disclose her name, “Me I no go pay this money again. This people collect money finish but dem nor fit help us when we need them.”

At the time of filing this report, the market was in disarray with police officers guiding the affected section of the market.

Breaking: Delta Govt Sets Up Implementation C’ttee On New Minimum Wage

In a bid to actualize the promise made to Delta State workers by Governor Ifeanyi Okowa on payment of the new minimum wage, the State Government has fomally constituted a Committee to parley with the Organized Labor on its implementation.

The Secretary to the Delta State Government (SSG) Mr. Chiedu Ebie, who inaugurated the Committee on behalf of Governor Okowa, said government was passionate about the wellbeing of Public Servants in the State.

He disclosed that the Governor directed that talks with Labour should commence immediately so that a mutually agreeable scheme based on the new minimum wage could be developed for Delta state workers.

The SSG is the Chairman of the Committee, with the Chief of Staff to the Governor, Olorogun David Edebvie; the State Head of Service, Mr Reginald Bayoko, Senior Policy Adviser to the Governor, Professor Sylvester Monye; Commissioner for Finance, Sir Fidelis Tilije; Chairman Civil Service Commission, Dame Nkem Okwuofu; and Chairman Local Government Bureau for Pensions, Mr. Ben Igo as members.

The Permanent Secretary, Office of the Secretary to the State Government, Mr. Jerome Morka, will serve as Secretary of the Committee.

Meanwhile, the inaugural meeting of committee set up by Delta State Executive Council to examine request by labour unions for payment of interest on accrued pensions liabilities took place yesterday Monday November 18, 2019 at the office of the Senior Policy Adviser to the Governor.

According to the statement signed by the Secretary to the State Government, Mr Chiedu Ebie, the committee was expected among other things to examine the merits or otherwise of the request on accrued outstanding pension benefits and advise on the cost implications.

Policy Implementation: DESOPADEC To Collaborate With Delta Assembly C’tee -Bashorun Askia MD/CEO

Hon Guwor urged members of the DESOPADEC Board to work as a team and avoid rancor to enable them achieve the desired results, even as he tasked the board to also adhere to the law establishing the commission and abide by the financial guidelines as well as the extant rules of the State.

He however applauded the Board for embarking on town hall meetings with the ethnic nationalities as a bottom to top approach to ensure that projects executed have direct impact on the people, adding that the upcoming fiscal year will consolidate on the Board resolve to make DESOPADEC better positioned in delivering on its mandate.

As Deltans all over the world celebrate the victory of Governor Ifeanyi Okowa at the Court of Appeal in Abuja on Friday, the Managing Director/CEO of the Delta State Oil Producing Areas Development Commission (DESOPADEC) Bashorun Askia Ogieh FCNA, CrFA) has applauded the judgement, saying that truth must always prevail over falsehood.

According to him, the resounding victory of Senator Dr. Ifeanyi Okowa during the last governorship election remains unchallenged, since he won his second tenure bid convincingly as a result of his governance prowess in his first term in office.

“How can you challenge an election that was adjudged as free, fair and credible by both local and foreign observers?” He queried.

He said that the verdict of the appellate court had further vindicated the confidence which the entire people of the state expressed in the governor through their votes.

Recall that the five justices of the court had in a unanimous decision, affirmed the decision of the Governorship Election Petitions Tribunal which upheld Okowa’s victory over the All Progressives Congress (APC) candidate, Chief Grfeat Ogboru, in the March 9, 2019 election.

The Udu 1 of Isoko nation expressed optimism that the vision of Governor Okowa transcends litigation but the political will to build a formidable and stronger state with policies that will yield transformational dividends of democracy to the citizenry.

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has commended the Judiciary for the “sound judgment” by the Court of Appeal, which affirmed his victory in the March 9, 2019 Governorship election in the state.

His main opponent in the polls,  Chief Great Ogboru of All  Progressives Congress (APC), had approached the appellate court to upturn the decision of the Election Petitions Tribunal which dismissed his petition against Okowa’s victory.

The court on Friday in Abuja, endorsed the verdict of the tribunal and dismissed the appeal in its entirety for lacking merit.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, on Friday in Asaba, the governor thanked the judiciary for the verdict and appreciated Deltans for their dogged support.

He said that the victory was an affirmation of the popular votes given to him by Deltans at the polls.

The governor expressed reservations on the needless petition, because, according to him, the election was won and lost at the polls.

He also lauded his legal team and all those who contributed to the  victory at the two levels of the judiciary so far.

The assured Deltans that his administration would continue to build on its successes.

“Let me congratulate Deltans and our great party, the Peoples Democratic Party, for this great victory.

“This judgement is victory for democracy because, the Judiciary has always proven that they are just and always committed to the course of justice and equity.

“It is also a confirmation of the popular votes given to us by the majority of Deltans who voted in that election.

“Our administration will remain committed to the development of our dear state in spite of the litany of court distractions from a needless electoral dispute.

“Let us continue to pray for our dear state and our country because we believe that your prayers have continued to pave the way for our serial victories and achievements.

“Let us continue to have trust in the Lord, our God, to be with us in the time of our needs so that we will continue to remain peaceful and united as we strive to build a Stronger Delta of our dream,” Okowa said.

The five Justices who sat at the Appeal Court and led by Justice Uzo Ndukwe-Anyanwu declared Okowa as duly elected governor of the state.

In a unanimous judgement delivered by Justice Habeeb Abiru, the appellate court upheld the judgement of the tribunal which dismissed Ignore’s petition for lacking in merit.

The court aligned with the tribunal judgement which had on Sept. 20, 2019, ruled that the APC candidate could not prove his allegations of over-voting and other electoral irregularities leveled against Gov. Okowa, Independent National Electoral Commission (INEC) and PDP at the poll.

The Nigeria House of Representatives has decided to put a stop to the impunity of some of its members who it noted derives joy in breaching its rules and standing orders.

Consequently, the House through its Committee on ethics and privileges has singled out four members of the House of Representatives alleged to have breached order six, rule 1 and 2 of the standing rules of the house.

The four members who are Hon. Chinda Kingsley, Hon. Chukwuma Onyema, Hon. Umar Barde and Hon. Muraina Ajibola, have been invited by the House Committee on ethics and privileges to brief the committee on details of the alleged breach of the rules of the House leveled against them by a member of the House.

It will be recalled that Hon. Ben Rollands Igbakpa representing Ethiope East and West Federal Constituency on Wednesday 6th November, 2019 at the floor of the House, drew their attention to the relevant section of the rules where he alleged was brutally violated by Hon. Chinda and the three others for parading themselves as PDP Caucus Leader, Deputy Caucus Leader, Minority Whip and Deputy Minority Whip, contrary to the House Speaker’s announcement of Minority leadership of the House on Wednesday 3rd July, 2019.

The House, sequel to the allegation, had also earlier referred the matter to the Committee on ethics and privileges to look into it and report back.

In the letter of invitation, addressed to each of the aforementioned members of the House, dated November 14, 2019 and signed by the Deputy Chairman of the House of Representatives Committee on Eithics and Privilege, Hon. Ibrahim Hamisu, Hon. Chinda and the three others have been directed to appear before the committee on Wednesday 20th November, 2019 by 11 in the morning.

The development has become an embarrassment to not only the house leadership, but PDP faithful and observers, who wonder why Chinda is so desperate and want to destroy his political career out of desperation.

A PDP faithful who pleaded anonymity said: ” Does he know that power belongs to God and that chairman of PDP was zoned to South west but Secondus hand twisted the South West and they didn’t kill him, so why is Chinda and his group living as if there will not be tomorrow.”

A socio-cultural and political pressure group, the Arewa Youth for Peace and Security (AYPS) has cautioned the National Working Committee (NWC) of the Peoples Democratic Party (PDP) against interfering in the affairs of the PDP caucus of the House of Representatives to avoid distraction in the discharge of their constitutional responsibilities.

The group also called on the Speaker, House of Representatives, Rt. Hon. Femi Gbajabiamila to sanction Hon. Kingsley Chinda, Hon. Yakubu Barde, Hon. Chukwuka Onyema and Hon. Muraina Ajibola from further parading themselves as leaders of the PDP caucus at the House of Representatives.

The National Chairman of the group, Alhaji Salisu Magaji who made the call Tuesday during a Press Conference held at Zaranda Hotel, Bauchi was reacting to the statement credited to the NWC of PDP over its position on the PDP caucus at the House of Representatives.

It would be recalled that the NWC of PDP recently in a unanimous decision conveyed in a statement issued by its spokesman, Kola Ologbondiyan, noted that “the suspension placed on some PDP members who connived with others to supplant the Party decision with regards to Party positions in the House is subsisting and has not been lifted.

But the AYPS in his reaction criticised the PDP’s continued decision to suspend the House Minority Leader, Hon Ndudi Elumelu, and six other members of the party in the House of Representatives, and called on the party to immediately withdraw the suspension of Elumelu and allow the Minority Leader to assume his leadership role.

According to him,”We are calling on the leadership of the House of Representatives under Rt Hon Femi Gbajabiamila to sanction those PDP members including Hon. Kingsley Chinda, Hon. Yakubu Barde, Hon. Chukwuka Onyema and Hon. Muraina Ajibola. who are parading themselves as leaders of the PDP caucus in the House”.

The AYPS chairman expressed regret that the party suspended Elumelu and the six others without giving them a fair hearing.

He said: “Elumelu has been in the House for many years and he has delivered. He
was not elected by the PDP alone. He was elected by the people of his constituency. He is there representing his people, not the party.

“True he contested on the platform of the party, but the Members of the National Assembly have the power to elect who they feel should be their leaders, so the PDP has to know that. We don’t understand why they are holding meeting and suspending members; it is uncalled for.

“We call on the party to withdraw the suspension and allow the authentic leadership of Minority of the PDP under Elumelu to continue. Elumelu is a grassroots politician and mobiliser”.

Gov. Buni Presents N108.4 Billion Appropriation Bill For 2020

Yobe State Governor, Alhaji Mai-Mala Buni on Wednesday presented an appropriation bill of N108.4 billion to the Assembly. 

The proposed budget, the first by Buni, indicates an increase of N16.7 billion or 15.5 percent over the budget of N92.2 billion for this fiscal year. 

The recurrent expenditure is to get N58 billion or 53.8%, while capital expenditure stands to get N50.4 billion or 46 5%. 

The breakdown showed that education got the largest share, followed by health and then works, with N22.9 billion, N16.1 billion and N12.7 billion respectively. 

The governor, who tagged the budget: “Budget of Continuity and Consolidation”, said:” it is about the lives of our people, values and about our vision, mission, commitment to work hard, sacrifice and resolute determination to move our State forward, to the path of socio-economic prosperity.”. 

He said it would build on “the momentum to revitalize our education sector, will seek to boost agriculture by encouraging a transition from our traditional subsistent to commercial farming, seek to improve access to qualitative and affordable healthcare for our people by upgrading healthcare infrastructure and making sure that our hospitals, clinics, and health centres have the basic requirements to function efficiently and effectively.

“It will also build and upgrade critical infrastructure such as roads, water supply and sanitation facilities, electricity, among others to accelerate our effort in post-insurgency resettlement, rehabilitation, reconstruction and peace building. The budget will also focus on tapping from our vast solid mineral and tourism potentials and promoting commercial activities by providing incentives to attract private investments and entrepreneurship.”

The governor said for the effective performance four new Ministries would be created. 

Police warns against herders/farmers clashes

Yobe Police Command on Wednesday said it won’t tolerate herders/farmers clash in the State. 

The warning was issued by the Yobe Commissioner of Police, Yahaya Abubakar during a meeting organized by his office with farmers and herders. 

He said that the meeting was called to discuss   ways of ensuring peaceful coexistence between farmers and herders across the state especially in this precious time of harvesting farm produce.

He said that the meeting, which should have been conveyed earlier, was conceived as a result of rising cases of farmers and herders clashes in some parts of the state.

He said: “As from today, clashes between farmers and herders must end, the Nigeria police is ready to partner with all concerned groups to halt the situation.” 

The Chairman of Miyetti Allah Cattle Breeders Association of Nigeria, Yobe State chapter, Ibrahim Nangere had earlier said Miyetti Allah is a peace loving association and will not condone any uncharitable behavior from its members.

He assured of the readiness of Miyetti Allah leadership to support all the security agencies in the state to address the existing conflicts between farmers and herders.

The Police Commissioner gave opportunities for comments, suggestions and advice from stakeholders. 

The herder groups raised alarm on the encroachment into cattle routes and grazing reserves attributing most of the clashes to this. 

Caretaker committee chairman from Bursari Local Government, Alhaji Zannah Abatcha whose area witnessed such clashes in recent days called for dialogue and peaceful living between farmers and herders.

At the meeting were Local Government officials of areas recently by farmers/herders clashes., herder groups, among others.

NORTH EAST DEVT COMMISSION TO PARTNER NIG ARMY TO REPAIR DESTROYED FACILITIES IN THE NORTH-EAST

The North-East Development Commission (NEDC) has assured the Nigerian Army (NA) of its desire and unwavering commitment to repairing roads and other critical infrastructure destroyed as a result of insurgency in North-East.

Its Chairman Governing Board, Maj Gen
Paul Tarfa (rtd), gave the assurance while receiving the Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai, and some principal officers of the Army, who paid a courtesy call to the Commission’s office in Abuja today the 12th of November 2019.

According to Gen Tarfa, the leadership of the Army has done a lot in terms of the war against terrorism and insurgency as well as rehabilitating and constructing important infrastructure and other basic amenities that were totally destroyed or affected by Boko Haram terrorists in the last ten years.

While welcoming the COAS, and his delegation, the Chairman, said his commission will support and offer necessary assistance to officers and men of the Army, in a bid to ensure that they effectively prosecute the war against insurgency which is for the common good for all Nigerians.

“The Nigerian Military, especially the Army, is one of our strategic partners in the North-East.

“Indeed, we appreciate the good work the Army is doing in the areas of security, rehabilitating several obsolete amenities and damaged infrastructural facilities.

“It is heartwarming that most of the facilities and buildings, have been rebuilt and new ones constructed by the Army, at several affected communities across the North East Zone.

“These kind gestures done by the Army leadership, have tremendously assisted the traumatized and affected people of Borno, Adamawa, Yobe and other parts of the North-East.

“Once again, we sincerely appreciate what you and your team are doing. And we want to assure you that we will partner with you, and assist you in diverse ways,” he said.

Earlier in his remark, Lt Gen Buratai, said their visit to the Commission is the beginning of good, and beneficial relationship between the Army and NEDC.

He noted that both the Commission and the Army have and are pursuing common national interests and goals, hence there is need for a robust partnership in order to actualize the laudable objectives of the commission.

The COAS, who described members of the recently-established Commission as men of impeccable integrity and exceptional administrative pedigree, disclosed that the collapse of several infrastructure in the North-East is impacting negatively on the Army’s operations.

He said: “There are several infrastructure that have been damaged beyond repair in the North-East as a result of Boko Haram’s insurgency.

“On the other hand, several of our military barracks are also dilapidated, and urgently require speedy renovations works to be done on them. Also the families/widows that are left behind by our deceased colleagues require some form of incentives to pursue a worthy meaningful means of livelihood.

“As such, the Commission should strive and look into the problem of collapsed infrastructure in the North-East, especially roads and housing as well as the condition of widows in the Barracks.

“There is need for fundamental steps to be taken to repair the collapsed roads, and other facilities, so as to assist troops prosecute the counter-insurgency war and also decimate the remaining terrorists.”

All the Executive Directors and other members of the commission/Board were present during the visit.

NIGERIAN ARMY, DICON SIGN AGREEMENT FOR EZUGWU MRAP VEHICLES PRODUCTION

The Nigerian Army on Tuesday formalised agreement with the Defence Industries Corporation of NIGERIA / Command Engineering Depot on mass production of 28 Mines Resistant Ambush Protected (MRAP) vehicles for its counter terrorism/insurgency and other operations across the nation.

The agreement was signed by the Chief of Army Staff, Lt Gen Tukur Yusufu Buratai, represented by the Chief of Policy and Plans, ‘Army’ Lt Gen Lamidi Adeosun and the Director General of DICON, Maj Gen Victor Ezugwu at the Army Headquarters Abuja.

Buratai disclosed that the agreement would enable DICON/CED to roll out the vehicles within a specified period of time.

This act by the Nigerian Army under the dynamic and ingenious leadership of Lt Gen TY Buratai is in line with the Federal Government of Nigeria local content policy, where the Army has since been working assiduously to locally manufacture/ produce her basic requirements in the areas of lift capability, light weapons, Armoured Personnel Carrier and kitting.

According to him ” it was in furtherance of the government’s effort to reduce reliance on foreign countries to acquire the needed equipment for its operations towards addressing the prevailing security challenges across the country that this event is been executed today.

Buratai commended DICON for its commitment to developing local content and capacity of the home based engineers of the Nigerian Army to solve the nation’s security problems.

He added that the initiative was to look inward through research and development to come up with what can be called indigenous MRAP vehicle.

“We are gathered here today to actualise one of the lofty dreams of the army in reducing challenges of having to rely on everything from outside Nigeria in terms of lethal equipment for Nigerian Army.

“Lethal requirement is one of the critical requirements that assist in professionally discharging our duties after good training.

“We have been relying solely in getting this critical equipment from outside.

“All of us are fully aware of the challenges that the Nigerian Army and Nigeria as a country has continued to face in all attempt to acquire all important military equipment for Nigerian armed forces particularly the army.

“We will go ahead to sign the agreement for the first ever locally produced MRAPs by the Nigerian Army in collaboration with DICON and Command Enguneering Depot in phases of the contract agreement,’’ he said.

Responding, the Director General of DICON, said that the first batch of the 10 MRAPs in production at its factory in Kaduna would be delivered in December, 2019.

He assured that the company had the capacity and the manpower to execute the agreement in line with the government’s plan to develop local content.

According to him, I want to assure you that we will meet the timeline for this contract and the first set of 10 of these vehicles will be ready by early December this year.

“The partnership has brought about the first indigenous MRAP vehicle and I want to thank the Chief of Army Staff for having confidence in us which ordinarily would have been mission impossible.

“The beautiful thing about what we are witnessing today is that we are doing both research and development and production of this vehicle together.

“That is why in less than a year, we have the prototype produced and we are going into the mass production phase with this contract signing.

“I want to assure COAS that the standard that is contained in the characteristics of MRAP vehicle would be maintained.

“We have passed the phase of research and development, we are in full production,” he said.

Many senior army officers were in attendance during the historic event which include the Chief of Logistics Army Maj Gen JI Unuigbe, Chief of Projects and Programmes Maj Gen MSA Aliyu, Corp Commander Ordnance Maj Gen OA Akintade, Director Legal Services Maj Gen YI, Shalangwa and Commander Command Enguneering Depot Brig Gen SS Araoye.

Oshimili South PDP Ward Seven Lauds Okonji’s Leadership Style

The Chairman of Ward 7, Comrade Michael Odiatu, while receiving Ogbueshi Okonji, said that the exemplary role he had played in the Local Government was commendable and justifies his call for a second term as party chairman. 

Odiatu also applauded other party leaders for their support to the ward, promising to mobilize the ward to return the local government party executives for a second term.

In their remarks, the Senior Special Adviser to the Governor on Security Matters, Ogbueshi Cassidy Iloba and former Onoi of Ahaba, Eso Yaya, said they were impressed by the development of the party in the local government area since the assumption of Ogbueshi Okonji, noting that several opposition members had decamped to the PDP.

Others, who spoke, including Obi Okunwa Odiaka, Ogbueshi Akaeze Ibonye and Ogbueshi Charles Halim, declared that Ogbueshi Okonji was a focused and accommodating leader, who had piloted the affairs of the party to greater heights.

Speaking with the Press, the Senior Special Assistant to the Governor on Youth Empowerment, Mr. Darlington Ijeh, said that Okonji was disposed to rendering selfless services to the party and people of Oshimili South and commended the people of Ward Seven for having confident in him.

Addressing the gathering, Ogbueshi Dada Okonji thanked the people of Ward seven for their contributions to the achievements of the party, assuring them that Governor Okowa will complete all ongoing projects in the local government area, in addition to embarking on new ones.

He prayed for the governor and his cabinet members, contending that God had used Senator Okowa to touch the lives of the people. 

Highlight of the visit was the endorsement of Ogbueshi Okonji for a second term as party chairman by the leadership and chieftains of PDP Ward Seven.

Borno Govt Gives 3000 Beggars N30,000 Each

Borno State Governor, Prof. Babagana Umara has assisted over 3,000 street beggers with a token of N30,000 each in the last two months. 

This is part of his administration’s social protection scheme which has seen over 7,000 persons assisted in the last two months, in a total package of N384 million. 

The package involves disbursements to different categories of vulnerable persons, and it is aimed at lessening the ongoing economic hardship. 

The Borno State Commissioner for Poverty Alleviation, Nuhu Clark, who told journalists on Tuesday that though the government has already invested N384 million in the scheme, said the State Governor is not considering stopping it for now. 

Clark said 3,127 physically challenged persons; majority of whom were into street begging were amongst more than 7,000 persons given N30, 000across the state.

He said the scheme was aimed at preparing grounds for the enforcement of the government’s ban on street begging in the state.

The commissioner said that of the physically challenged, a total of 1,550 were crippled, 357 were lepers and 189 were deaf. 

He said this group had so far received financial support; with 1,037 blind persons slated to receive financial assistance during the official flag off of the scheme. 

He disclosed that apart from the 3,127 physically challenged persons from across the state enrolled into the scheme, another 2,862 youth from Maiduguri and Jere are being given N30,000 each monthly for six months.

Muoboghare, Eta, Onowakpor, Afahokor, Others Attend Book Launch On Isoko Ethnic Nationality

The Delta State Commissioner for Higher Education, Professor Patrick Muoboghare, Hon. Eta Enahoro, Managing Director Skywards Resources limited, Hon. Joel- Onowakpor Thomas, Chief executive officer, Elomas group of companies and others have officially launched a book on “Isoko Ethnic Nationality, In time Perspective” written by one of her illustrious sons, Mr Edafewotu Onokarojakoma Endurance.

The event which held at Isoko Development Union National Secretariat, was chaired by a renowned lawyer and multinational community relations expert, Chief (Barr) Afahokor Akpovienehe Duncan, the Ododo of Umeh Kingdom and the Delta state commissioner for higher education, Prof Patrick Muoboghare as the special guest of honour.

Speaking during the ceremony, the chairman of the occassion, Chief Afahokor Duncan commended Mr Endurance Edafewotu for his efforts in ensuring he joined other educationists and historians who at separate times, had written about the history of Isoko ethnicity’s origin such as the great historian from Uzere Kingdom, Prof (Chief) Ekoko Abednego and Prof. Ikime respectively.

Barr. Afahokor however admonished everyone who will have a different view from the one written in the book not to fight or query anybody but to tow same path with the author of the book by putting their own understanding of Isoko history into writing to correct their perceived errors of their ancestral origin.

“While going through the book, whatever criticism we have about it should not cause chaos rather we should bring the debate on” he said.

He stated that the author wrote the book with the little knowledge he has about the Isoko race, pointing out that it is very good for us to know about our origin. The book didn’t talk about our origin alone, it also talks about our lifestyle, our dressing code and everything attached to us.

The President General of Isoko Development Union, High Chief Iduh Amadhe in his remarks said, God has given all of us special gift, if we don’t make use of it, it will be collected and given to those who have even more than we do.

“The youths should come and do something meaningful, it is their gift that makes way for them and enable them sit with Kings and Queens.”

He further opined that technology is one of the thing killing the vision of our youths and it has become a major distraction to them, noting that the youths should come out from their comfort and confront the world before them while making use of the gifts God has given them.

Meanwhile Dr. Alex Uriri, the book reviewer said that the book focuses on the origin of the Isoko ethnic nationality, its development, goals, quality and good life, it challenges a large number of communities.

He said, the Isoko kingdom consist of the Ellu community founded by total strangers, the Ozoro Idudu with a popular adage attached to them because of their origin.

He added that the name Ozoro was given after the wife was Pouted and that alone demonstrates the power of a woman. Saying that women should not be looked down upon because they’ve alot of role to play in the society as large. Other communities include Oleh, Ovrode, Lagos-Iyede among others.

Also speaking during the event the special guest of honour, the Commissioner for Higher Education Delta State, Prof. Patrick Muoboghare said “we are here today because an Isoko illustrious son Mr. Endurance Edafewotu has written a book about Isoko nation”.

According to him there are many women here who are not educated, who cannot read and write like my late mother, not that she was blind but because she was not formally educated. But before she died in 2011 the son of an illiterate mother was already a professor.

“The women who are here today if you ensure your children are able to go to school it means you are also educated. You should endeavor to buy a copy of this book so that your literate children can read it and interpret it for you”

Prof. Muoboghare also said that, ” I am not just here today because I am the commissioner for Higher Education in Delta State I came here in my own right and capacity as an illustrious son of Isoko because my mother is from Edherie (Aviara).

Prof. Muoboghare however recommended the book The Isoko Ethnic Nationality in Time Perspective for students of tertiary institution and secondary school in Delta State.

Mr Edafewotu Endurance appreciated everyone who supported him in actualizing the vision and returned all thanks to the Almighty God for giving him the inspiration and zeal to pen down the historical masterpiece which was borne our of his passion and love he has for Isoko nation.

The highlight of the event was demonstration of various Isoko cultural dance groups that trilled the audience with their sensational voices and simultaneous artistic steps. selected pupils from the primary schools also performed

The ceremony was attended by notable sons and daughters of Isoko extraction amongst whom are, Hon Joel-Onowakpo Thomas, CEO Elomas Group of Companies, The state coordinator, FIRS Rivers, Edo, Delta and his team, Prophet Jones Erue, APC state chairman.

ELUMELU, OTHERS ARE LOYAL PARTY MEMBERS …On Rule of Law We Stand

The attention of the leadership of the Minority Caucus of the House of Representatives under Hon. Ndudi Elumelu has been drawn to allegations of disloyalty leveled against it in a statement issued by the National Publicity Secretary of the Peoples Democratic Party (PDP) on Friday.

This is completely against the principle of democracy, rule of law and fairness upon which our great party, the PDP is founded and known since its formation 21 years ago.

For the avoidance of doubt, the Minority leadership of the House of Representatives was elected in strict observance of Section 60 of the 1999 Constitution (as amended) and Order 7 Rule 8 of the Standing Rule of the House of Representatives.

Section 60 of the 1999 Constitution unambiguously provides that “Subject to the provisions of this Constitution, the Senate or the House of Representatives shall have power to regulate its own procedure, including the procedure for summoning and recess of the House”.

Accordingly, Order 7 Rule 8 clearly states that “Members of the Minority Parties in the House shall nominate from among them, the Minority Leader, Minority Whip, Deputy Minority Leader, and Deputy Minority Whip”. 

This, the overwhelming majority of the Minority Caucus comprising nine political parties (PDP, APGA, ADC, LP, SDP, PRP, AA, APM, ADP) did, and communicated their decision to the Speaker in a letter dated 2nd July 2019 and signed by over 100 members of the 147-Member Caucus.

By parliamentary rules persons so elected become the leaders of the party caucuses in the legislature. While the party can GUIDE their elected Members through the zoning of various Minority leadership offices, it is not in the place of the party, by the provisions of the Constitution, House Standing Rule, and parliamentary traditions, to APPOINT or FOIST Minority or Majority Caucus leadership on its Members.

The conduct of the lawmakers in choosing their leaders therefore falls within the framework of the spirit, ideals, beliefs and underlining principles of the PDP and our founding fathers, who championed the enthronement of the tenets of democratic practice in Nigeria.

It would be recalled that a similar attempt by the All Progressives Congress (APC) to foist leadership of the Majority Caucus on the National Assembly in 2015 could not stand as such obnoxious action was vehemently resisted by the Senate, which stuck to the list of elected leaders of the Majority Caucus submitted by APC Senators.  

The stand of our great party, which also had Prince Uche Secondus, the current National Chairman, as the Acting National Chairman at the time, is still very fresh on the minds of Nigerians. The PDP strongly criticized and lampooned the APC for impunity and meddlesomeness in the internal affairs of the parliament.

It is, therefore, ironical that the same party, under the same Chairman, has now chosen the same path for which they pilloried the APC in 2015. 

It is even more distressing that the same party, under the same Chairman, has now branded the Minority leadership and their colleagues who transparently elected them, as disloyal for the simple reason that they strictly followed the Constitution, the Standing Rule of the House and best parliamentary traditions. 

Such malicious allegation is therefore totally insupportable as Hon. Elumelu and his colleagues in the PDP remain loyal and law-abiding members of the party.

It is equally curious that over four months after various organs of the party set up Committees to investigate this matter and related issues bordering on PDP National Assembly Caucus within two weeks, the party has been reluctant and/or refused to consider the reports of these various Committees so that the issues can be laid to rest. 

Moreover, the endless suspension of loyal party members outside the provisions of the PDP Constitution, 1999 Constitution, and rules of parliament as palpably oppressive.

In this regard, Hon. Elumelu and the members of the Minority leadership in the House respectfully urges the leadership of our great Party to weigh its actions and not allow certain individuals with vested personal interests to destroy the reputation and democratic foundations of the PDP, a party Nigerians look up to for direction at a time like this. 

Indeed, those who stand behind the scene spurring such disorder in our great party for their personal interests do not wish both the PDP and our dear nation any good.
 
We are the Peoples DEMOCRATIC Party, and we must act true to our name.

NATIONAL ASSOC. OF TEACHERS OF LANGUAGES IN COLLEGES OF EDUCATION, POLYTECHNICS HOLD 25TH ANNUAL CONFAB, WORKSHOP

The National Association of Teachers of Languages in Colleges of Education and Polytechnics, has held its silver Jubilee/ 25th annual national conference and workshops towards peaceful co-existence, National cohesion and development in Nigeria.

The four days conference and workshop opening ceremony held at the mini auditorium of Delta State Polytechnic Ozoro, Isoko North local government area of Delta State, has the theme; “Language Literature and Communication for Peaceful Coexistence, National Cohesion and Development”.

In his opening address, the convener and national president of National Association of Teachers of Languages in Colleges of Education and Polytechnics, Mr. Nwoko A.N., hinted on peace and prosperity of the nation. He emphasized that the association has held several conferences at different zones within the country, which according to him focused on vital areas of Nigeria economy that requires solution.

Nwoko noted that national peaceful coexistence and cohesion in Nigerian needs collective efforts. He stated that the association needs government assistance to enable teachers use the language effectively towards achieving effective communication for sustainable development.

Also speaking, Dr. (Barr) Patricia Izuka Tom, dean school of general studies, Delta State polytechnic Ozoro, represented by Mr. Sam Agbagbatu, head of department Arts and Humanities, Delta State polytechnic Ozoro, stressed on the language as a general medium of communication. She reiterated the impotence of enlightened rudiments of English language, so that its use will not be misinterpreted.

 Dr. Patricia noted that, experience has shown that English language is the main medium of fake news in Nigeria which according to her has created lots of conflicts between tribes and religious groups, government and citizens in Nigeria. She sued for a better understanding of the language for peaceful coexistence and stability in Nigeria.

While delivering the keynote address on “Has the Arts the propensity to provoke peace and National Development, Rethinking the utility of Arts in the age of Crisis”, professor Ogaga Okuyade of the department of English and literature studies, Niger Delta university, urged leaders at various level of government to use dialogue as a means of resolving crisis and enforce the rule of law for peaceful coexistence and national development.

On his part the rector of Delta State polytechnic Ozoro, Professor O.J. Odiete, represented by the deputy rector James Love Kperegbeyi, bemoaned on the domiciliation of some English language and communication in English courses in the department of Office Technology and Management(OTM), which according to him is generating confusion among staff and other school. He called on the association to reach out to relevant agencies and resolve the problem amicably.

Other lead paper presenter at the conference was Dr. Femi U. Balogun. The subject of his presentation was “ language and communication for peaceful coexistence, national cohesion and development, what role for the polytechnic”.  Balogun disclosed that language and communication facilitate peaceful coexistence which conduces to national cohesion and development.

He recommends the establishment of departments of English of languages in all polytechnic for the studying of documents and invention and make them relevant to the society, noting that the growth and flourishing of languages leads to purposeful development and national cohesion.

Balogun posited that graduates of English, linguistics and other foreign languages be given automatic employment  both in the state and federal polytechnics, so that they can help in the identification, codification, standardization and preservation of all endangered languages.

Dr. Ojogan Izehiese of the department of English, college of education, Warri, Delta State in her presentation on the subject; “ literature  peaceful coexistence, National cohesion and development said, no nation can function without harnessing human and material resources as prerequisite for national cohesion and development, stressing that lack of peace deprives people to live in harmony.

She maintained that the place of literature in the primary and secondary school curricula be emphasized and made compulsory, adding that Mathematics and English should be a core aspect of general studies program. Ojogan stressed that in selecting literary texts for study, consideration should be given to texts with thematic contents geared towards achieving peaceful coexistence, national cohesion and development.

In attendance was the chairman of Isoko North local government area, hon. Emmanuel Egbabor, represented by Mr. Kome, secretary to the local government area, Pastor Joseph O. Ikupa, chairman local organizing committee, some members of national executive council of the association and members of language unit of Delta State polytechnic Ozoro, local organizing committee.

Delta State Governor, Senator Dr  Ifeanyi Okowa has presented the year 2020 proposed budget of N389,190,799,362 Billion to the State House of Assembly.

Presenting the 2020 Budget
Proposals, christened “Budget of Sustained
Development” at the Assembly Chambers on Wednesday, November 6, 2019, the governor said the proposed budget estimate includes the capital and recurrent expenditures for the year 2020.

According to him, “the proposed size of the year 2020 Budget is three hundred and eighty-nine billion, one hundred and ninety million, seven hundred and ninety-nine thousand, three hundred and sixty-two naira (N389,190,799,362).

Meanwhile, the total proposed budget size for 2020 dropped by N1.18bn from the budget figure of 2019 which stood at N390,378,671,178.

Governor Okowa hinted that the 2020 revenue and expenditure estimates are
based on a Medium-Term Expenditure Framework (MTEF), which projected a $57 benchmark price for crude oil at production levels of 2.18 million barrels per day, 10.36% annual inflation, 3.60% projected real GDP growth and an exchange rate of N305 to the US Dollar.

The Recurrent Expenditure is one hundred and seventy-one billion, five hundred and forty-nine million, three hundred and forty-eight thousand, three hundred and fifteen naira N171,549,384,315) while the provision for Capital Expenditure is two hundred and seventeen billion, six
hundred and forty-one million, four hundred and fifteen thousand and forty-seven naira (N217,641,415,047).

“This represents 44.08% Recurrent Expenditure and 55.92% Capital Expenditure, consistent with our agenda
to spend more on projects and programmes that will impact directly on the socio-economic well-being of our
people”, the governor emphasized.

Recall that during the 2019 fiscal year, the state government budgeted the sum of N390,378,671,178, comprising N157,096,029,253 for recurrent expenditure, and N233,282,641,925 for capital expenditure.

In his remarks on Wednesday, shortly after the presentation of the 2020 budget  by the State Governor, Senator Dr Ifeanyi Okowa,  the Speaker said that the budget, christened ” Budget of Sustained Development was another milestone in the rapid transformation and development that Deltans have witnessed in the State since the beginning of the Governor Okowa’s led administration.

 “I believe strongly that after the Assembly’s legislative processing of the Budget, diligent implementation by the Executive and scrupulous over-sighting by the Legislature, the Budget will impact the State economy and the general wellbeing of our people positively”, he said. 

According to him,  the   House will not relent in  scrutinizing the Budget in line with their oaths to make law for peace, order and good government of the State, adding that; “As usual, we are duty bound to painstakingly look at the details of the Budget for the purpose of transforming same for the benefit and aspiration of our people”.

ADDRESS BY HIS EXCELLENCY, SENATOR, DR. IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON THE OCASSION OF THE PRESENTATION OF THE 2020 BUDGET PROPOSALS TO THE DELTA STATE HOUSE OF ASSEMBLY ON WEDNESDAY, NOVEMBER 06, 2019

Mr. Speaker,
Honourable Members.
As is customary, it is important to express my appreciation to this honourable House for the opportunity to make this presentation today. As an elected Governor, I consider myself and, indeed, the State blessed by the candour and civility with which this House conducts its business. It is one that makes for unabridged development and I continue to count on this strong partnership as we strive to build a Stronger Delta standing on the tripod of Prosperity, Peace and Progress.

  1. I will begin by saying that I am presenting this budget from a position of cautious optimism. Several reasons account for this.
    • Beginning with recent trends in the oil sector, the mainstay of the national economy, there are major policy issues which face the country, not only in this new budget year, but over the medium term, which will impact significantly on politics and governance at all levels of Government.
    • Although the global price of oil remains relatively stable at about $57 per barrel, it is still low and under the federal budget benchmark of $60. Matched against the fluctuating oil production levels, which, in recent months, dropped to as low as 1.78mbpd as against the projected 2.18mbpd, there is serious cause for concern.
    • Coupled with the commencement of the deduction at source of the Bail Out Funds to the States by the Federal Government, we are faced with the prospects of continual fiscal adjustments that will doubtless be challenging and problematic.
    • Although all available indices project a positive national economic outlook in 2020, the cost of governance at all levels of government is at the same time expected to rise sharply with the implementation of the new minimum wage.
    • The new VAT regime of 7.5%, designed to shore up the national revenue, more than likely, will not induce any dramatic changes in terms of the net gain to the fiscal revenue as the anticipated increase will largely be offset by the attendant rise in the cost of goods and services as well as the new minimum wage.
    • While the various reforms and fiscal adjustments of the last four years of this administration have placed Delta State on a much more secure and sustained growth trajectory, our GDP is still dominated by the oil and gas sector notwithstanding significant incremental outputs from the social services and agriculture sectors.
    • The pension liability of the State remains onerous and continues to exert a huge toll on our finances.
    • Private investment is still hampered by environmental factors, notably high interest rates, macro-economic instability and security concerns.
  2. Given the above scenario, the 2020 budget proposals, the first in the second tenure of this administration, is a critical budget and even if we focus on one objective, that of achieving stability in governance, it is one requiring deep introspection and public understanding. The broad strategy of the budget, therefore, is to:
    i. Achieve fiscal stability and promote accountability as imperatives for sustained economic growth;
    ii. Prioritise efficiency in expenditure through stringent control on non-productive expenditure, judicious allocation of resources and cost effectiveness of project delivery;

iii. Accelerate rural-urban integration and urban renewal through roads and flood control infrastructure, markets development, housing and sanitation;
iv. Grow the non-oil sectors to produce an economy that is truly diversified, self-reliant, resilient and that can withstand external shocks;
v. Continue to pursue Health for all Deltans (HeFAD) in line with the Universal Health Coverage mandate of the United Nations Sustainable Development Goals;
vi. Increase investment in youth entrepreneurship development programmes as well as technical/vocational education designed to foster a new generation of wealth creators, business leaders and managers;
vii. Deepen and strengthen our social investment programmes for improved protection of the poor and vulnerable segments of the society;
viii. Escalate our peace building initiatives to secure our oil and gas installations, ensure public safety and engender an investor-friendly climate;
ix. Boost revenue through widening of the tax base and administration of a functional tax regime that is fair, just and equitable; and
x. A more responsive and efficient public sector.
KEEPING THE MOMENTUM GOING

  1. As usual, I will precede my presentation this morning by acquainting you with some important developments in our State since I was sworn into office for a second term.
    The Future of Asaba Airport
  2. We achieved another breakthrough with Asaba Airport in August this year with the approval by the State Executive Council for the concessioning of the Airport to a consortium of investors led by Menzes Aviation, a world-renowned aviation company. It is the first full brownfield airport concession in Africa and a hybrid arrangement covering further development and management of the airport.
  3. Key highlights of the transaction are as follows:
  • Menzies Aviation to manage the Airport and provide airline support services;
  • First Investment Development. Company to build Radisson Blu Hotel and Convention Centre at the Airport;
  • Air Peace to operate as Anchor Airline and to build and operate a commercial Maintenance, Repair and Overhaul Facility;
  • Rainoil to operate the Tank Farm and provide Jet A1 Fuel for Aircraft;
  • Cybernatics to develop the Cargo Terminal and Logistics Centre;
  • Quorum Aviation to build private jets terminal and operate helicopter services for the oil and gas industry; and
  • Arbico Construction company to develop and manage the business park.
  1. The concession is, in the first instance, for a period of 30 years with annual concession fee of N100m payable to the Delta State Government, escalating by 10% every five years. There is also annual royalty of 2.5% of Gross Annual Revenue payable to the State. With over N28b expected to be pumped into the airport development by the concessionaire over the next three years, the benefits to the State in terms of employment opportunities, urban renewal and tourism potentials are enormous.
    Kwale Industrial Park
  2. As you are aware, I just returned from China where we held a Road Show for the proposed Kwale Industrial Park. It afforded the State Government delegation the opportunity to market the Park and our State to the Chinese business and investment community. So far, we have received expression of interest from companies willing to establish a glass factory, ceramics factory and an agro-allied industry for soya beans.
  3. In a meeting with another group of investors in Nanjing, Jiangsu Province, a company with a 400-metric tonne capacity methanol plant indicated its readiness to immediately set up a plant at the Park. It was agreed that a team from the State would visit their factory within the next month while officials of the company are to come for a site visit immediately thereafter. The company is hopeful of moving their operations to Kwale Industrial Park within the first half of 2020.
  4. To refresh our memories, the Kwale Industrial Park is designed to profit from the competitive advantage of the State in the gas and energy sector. Located along the Ughelli-Asaba road, the Park is envisaged to be one of Nigeria’s biggest location for gas and energy intensive manufacturing, encompassing ceramics, rubber, methanol, pulp and paper. It is a mix-use industrial/business location featuring industrial, commercial, administrative and residential sections in the Park. Heavy and light manufacturing activities will be in the industrial sector while schools, shopping centres, banking halls and recreation facilities will be concentrated in the commercial sector.
  5. Once fully operational, the Kwale Industrial Park is expected to be a major driver of this administration’s industrialisation agenda and provide immense employment opportunities for our people.
    Agro-Industrial Park, Aboh-Ogwashi-Uku
  6. In line with the agricultural transformation and wealth creation objectives of this administration, the State Government is implementing a public-private partnership for the establishment and operation of an Agro-Industrial Park at Aboh Ogwashi-Uku in partnership with Mirai Technologies Ltd as technical partner and anchor investor, and Norsworthy Investments Ltd. as participating investor.
  7. Following rigorous project appraisal and the completion of all design-phase activities, the project development is currently at financial closure, preparatory to the construction phase. When fully established, the Agro-Industrial Park will be the principal catalyst of the agricultural commodity value chains, create thousands of new jobs and multiply wealth for the teeming youth and agricultural population of the State.
  8. In the 2020 fiscal year, the construction and development of the Agro-Industrial Park will be prioritized among the crucial public investments of the State Government.
    Opening the Riverine Communities through Road Infrastructure
  9. On July 12, this year, this administration recorded a major feat with the commissioning by Vice-President Yemi Osinbajo of roads in the hitherto neglected riverine communities, notably the 20.29 km Obotobo 1- Obotobo 11 – Sokebolou – Yokri, Township roads (Phase 2) and the Main Axial Road at Okerenkoko in Warri South West Local Government Area. In the case of the Obotobo 1 -Obotobo 11 – Sokebolou – Yokri road, it is not just the length of the road that makes this project unique; it is that the road is located right beside the Atlantic Ocean with all the human, material, ecological and financial implications that this difficult terrain presents.
  10. Also, this major access road in Ogulagha Kingdom cuts across four communities that contribute a large chunk of crude oil to the national economy as well as right through the various oil production companies and the oil pipelines manifolds along the road. It goes without saying, therefore, that this road would ease the movement of people, goods and services within the communities as well as improve their socio-economic life.
  11. Similar road projects undertaken by this administration in riverine communities include the paving of Burutu Township roads, on-going construction of Rigid Concrete Pavement Road at Ogidigben, construction of Access Road to Nigeria Maritime University Okerenkoko (Kurutie Campus), construction of Oporoza Palace Road in Gbaramatu Kingdom, all in Warri South West Local Government Area, as well as the Construction of Ogulagha/Youbebe/Biniebiama Road, in Burutu Local Government Area.
  12. These projects demonstrate our commitment to bring development to every part of the State, no matter how remote. Furthermore, they have greatly helped to ensure peace in the State, which bodes well for uninterrupted oil production and the health of the national economy. As I remarked during the June 12 commissioning ceremony, “it is a triumph of will over danger, hard work over resignation and determination over adversity.”

Warri, Uvwie and Environs Storm Water Drainage Project

  1. The State Government has commenced the process of constructing a massive storm water drainage project in Warri, Uvwie and Environs to tackle the recurring problem of flooding and environmental degradation in the area. Before now we appointed a consultant, who, working with a Government-appointed Committee studied the problem of perennial flooding/erosion in Warri, Uvwie and Environs, and drew up a Master Plan to tackle the problem.
  2. Given the massive nature of the project and the huge costs involved, the State Government has decided to execute it in phases. The first and second phases, expected to commence this dry season, will cover the high-risk areas within the Warri metropolis. It will involve desilting of natural drainage channels (some of them will be dredged), demolition and reconstruction of undersized drains and construction of new water channels. We are currently processing the award of contracts for the first two phases worth N9.5b Hopefully, we should be able to complete the project in good time so that our people can have some relief when the rains come.
    School Census, Audit and Mapping
  3. Through the Ministry of Basic and Secondary Education, we have commissioned a comprehensive study of all public primary and secondary schools in Delta State. This study is being carried out by a renowned international research company to assess the current state of our primary and secondary schools, especially in terms of physical infrastructure, manpower distribution and curriculum development. The outcome of this study will guide future government intervention and the construction of infrastructural facilities in our primary and secondary schools.
    REVIEW OF THE YEAR 2019 BUDGET
  4. I will now begin my presentation by reviewing the performance of the 2019 Budget.
    COMPONENTS OF THE 2019 BUDGET
  5. During the 2019 fiscal year, Government budgeted the sum of three hundred and ninety billion, three hundred and seventy-eight million, six hundred and seventy-one thousand, one hundred and seventy-eight naira (N390,378,671,178). This comprised One Hundred and Fifty Seven Billion, Ninety Six Million, Twenty Nine Thousand, Two Hundred and Fifty Three Naira (N157,096,029,253) for recurrent expenditure, and Two Hundred and Thirty Three Billion, Two Hundred and Eighty Two Million, Six Hundred and Forty One Thousand, Nine Hundred and Twenty Five Naira (N233,282,641,925) for capital expenditure.

  1. Despite some economic hiccups at the national and sub-national levels, the State was able to record improved performance in statutory allocation and Value Added Tax. The Statutory Allocation in the first eight months of the year brought in the sum of one hundred and fifty-one billion, two hundred and twenty-four million, one hundred and eighty seven thousand, two hundred and eighty nine naira only (N151,224,187,289) as against the proportionate sum of one hundred and forty-five billion, two hundred and sixty-three million, one hundred and sixty-five thousand, two hundred and eighty-nine naira (N145,263,165,462) amounting to 104% performance.
  2. From Value Added Tax, we received ten billion, twenty-five million, seven hundred and fifty-three thousand, seven hundred and thirty-six naira (N10,025,753,736) against the proportionate budget of eight billion, seven hundred million, seven hundred and eighty-six thousand, four hundred and eighty-one naira (N8,700,786,481) or 115%.
  3. As at August, Internally Generated Revenue has raked in the sum of thirty-six billion, one hundred and sixty-eight million, four hundred and eleven thousand, six hundred and eighty-nine naira (N36,168,411,689), amounting to 74% budget performance. This relatively good performance in all revenue streams could be attributed to increased oil sales and improved performance of our revenue collection efforts.
  4. Our overall revenue performance for the first eight months of the year (January to August), 2019 amounted to two hundred and thirty-eight billion, five hundred and fifty-six million, four hundred and twenty-four thousand, five hundred and eighty-eight naira (N238,556,424,588) as against the proportionate approved budget of two hundred and sixty billion, two hundred and fifty-two million, four hundred and forty-seven thousand, four hundred and fifty-two naira (N260,252,447,452), which is approximately 91.66% performance.

The recurrent budget for year 2019 is one hundred and fifty-seven billion, ninety-six million, twenty nine thousand, two hundred and fifty three naira (N157,096,029,253) with eight months proportionate budget figure of one hundred and four billion, seven hundred and thirty million, six hundred and eighty six thousand, one hundred and sixty-nine naira (N104,730,686,169). The actual expenditure within the period under review is one hundred and eighteen billion, five hundred and thirty-six million, four hundred and ninety thousand, seven hundred and thirty-one naira (N118,536,490,731) or 113.18% budget performance.
  6. One of the transactions that accounted for the robust performance is our resolve to clear all backlog of workers promotion arrears, some dating back to 2013. This accounts for the high personnel cost performance for the period under review.
  7. Against an approved budget of sixty six billion, one hundred and sixty five million, three hundred and fifty six thousand, seven hundred and ten naira (N66,165,356,710), the sum of fifty two billion, six hundred and seventy two million, seven hundred and seventy four thousand, four hundred and sixty seven naira (N52,672,774,467) was spent on payment of salaries for the period January to August 2019.
  8. Matched with the proportionate budget of forty-four billion, one hundred and ten million, two hundred and thirty-seven thousand, eight hundred and seven naira (N44,110,237,807), this accounts for a performance of approximately 120%.
  9. In keeping with our desire to continue to motivate our workforce in order to elicit the highest level of productivity possible, Government has thus far cleared all historical arrears that have to do with workers’ salaries.

  1. Our capital budget in 2019 was two hundred and thirty-three billion, two hundred and eighty-two million, six hundred and forty-one thousand, nine hundred and twenty-five naira (N233,282,641,925). This gives a proportionate figure of one hundred and fifty-five billion, five hundred and twenty-one million, seven hundred and sixty one thousand, two hundred and eighty-three naira (N155,521,761,283) for the period, January to August 2019.
  2. Actual payment for the period stood at one hundred and thirty-nine billion, four hundred and fifty million, six hundred and eighty-seven thousand, six hundred and seventeen naira (N139,450,687,617) which represents a performance of 89.67 %. Considerable increase is expected in the level of expenditure in the fourth quarter of the year due to the volume of civil work that will pick up from the month of October as we take full advantage of the dry season.
    YEAR 2020 BUDGET
  3. Mr. Speaker, Honourable members, it is my pleasure to present to this honourable House the 2020 Budget Proposals, christened “Budget of Sustained Development.”
  4. The 2020 revenue and expenditure estimates are based on a Medium-Term Expenditure Framework (MTEF), which projected a $57 benchmark price for crude oil at production levels of 2.18 million barrels per day, 10.36% annual inflation, 3.60% projected real GDP growth and an exchange rate of N305 to the US Dollar.
  5. The proposed size of the year 2020 Budget is three hundred and eighty-nine billion, one hundred and ninety million, seven hundred and ninety-nine thousand, three hundred and sixty-two naira (N389,190,799,362). The Recurrent Expenditure is one hundred and seventy-one billion, five hundred and forty-nine million, three hundred and forty-eight thousand, three hundred and fifteen naira (N171,549,384,315) while the provision for Capital Expenditure is two hundred and seventeen billion, six hundred and forty-one million, four hundred and fifteen thousand and forty-seven naira (N217,641,415,047). This represents 44.08% Recurrent Expenditure and 55.92% Capital Expenditure, consistent with our agenda to spend more on projects and programmes that will impact directly on the socio-economic well-being of our people.
  6. The total proposed budget size for 2020 dropped by N1.18bn from the budget figure of 2019.

SECTORAL HIGHLIGHTS
ROADS AND PHYSICAL INFRASTRUCTURE

  1. I don’t think I need to say much about improving roads and physical infrastructure. We must continue with significant investments in this sector to connect our communities, renew our urban centres, boost commerce and provide a more civilised living environment for our people.
  2. The sum of N84.54 billion is provided for the Ministry of Works in the 2020 fiscal year.
    BUILDING A KNOWLEDGE ECONOMY
  3. We intend to continue to reposition our educational system to equip our youth population with the skill set needed for this new world of rapid change and digital revolution. As you are aware, technical and vocational education has been our main policy thrust in this sector. During our first tenure, we completed the rehabilitation and equipping of the six technical colleges in the State. Accreditation of all trade subjects by the National Board for Technical Education (NBTE) was achieved in 2018 and plans are underway for the establishment of additional Technical Colleges in the remaining 19 Local Government Areas of the State.
  4. The Ministry of Technical Education was recently created to consolidate the gains we have made and institutionalise technical/vocational education in our schools’ curricula. Part of the functions of the new Ministry include formulation of policies for technical education and management of technical colleges in the state. The new Ministry will also coordinate the accreditation of technical colleges and vocational centres, process the registration and licensing of vocational enterprise institutions, coordinate partnership and investment of technical colleges and vocational Centres in the State, as well as liaise with appropriate Ministries, Departments and Agencies in the implementation of technical and vocational education and training programmes in the State.
  5. The sum of N31.6 billion is proposed for the education sector in the 2020 fiscal year.

DELIVERING QUALITY HEALTHCARE

  1. Health is a right and quality healthcare delivery is a cardinal objective for government at all levels. This administration has remained passionate, deliberate and focused in its quest to formulate tangible and lasting policies and programmes for improving the health of all residents in the State. The overarching goal of my administration is to achieve Universal Health Coverage (UHC), by providing quality healthcare services that is readily accessible to all residents in the State irrespective of their status in the society and their residential location.
  2. We are making steady progress in our implementation of the Universal Health Coverage being implemented and managed by the Delta State Contributory Health Commission. As at September 2019, the total number of the enrolees registered under the scheme was 657,436.

  • informal Plan: 8,108.
  1. To boost informal sector registration, the Commission has deployed Community Based Liaison Officers (CBLOs) and supervisors across the State. Their main function is to implement a “compound to compound” advocacy about the benefits of participation in a health insurance scheme, adoption of better health seeking behaviours, uptake of better living standards and upfront prioritization of expenditure for health through payment of premium for health insurance.
  2. There will be family discounts for group premium payment, and payments can be done in convenient instalments. Wealthy individuals and philanthropists in the area will be encouraged and supported to make premium contribution(s) on behalf of the poor and vulnerable in the various communities. Efforts are also being made to leverage on the implementation of the Basic Healthcare Provision Fund (BHCPF) to enhance the Informal Sector registration through the integration of the Basic Healthcare Provision Fund and the Delta State Contributory Health Scheme.
  3. Our administration has also made significant progress in the upgrading of public healthcare facilities spread across the State. Through the efforts of the State Primary Healthcare Development Agency, the Ministry of Health and other State Government agencies, 107 Primary Healthcare Facilities and 63 General Hospitals have been fully functionalised to meet up the basic requirements of the Federal Ministry of Health for the implementation of the Basic Healthcare Provision Fund.
  4. Through the “Access to Finance” programme, a PPP initiative between the Delta State Government, Bank of Industry and the Pharmaccess Foundation, to revitalize and operationalize defunct healthcare facilities in rural communities, healthcare services and the benefits of the State health insurance scheme have been extended to remote communities in Delta State with significant benefits already being recorded.
  5. What this means is that a total of 395 public primary and secondary healthcare facilities including private healthcare facilities were inspected and accredited to provide healthcare services under the Delta State Contributory Health Scheme. The Commission (DSCHC) is also implementing a governance framework, an organizational structure and an elaborate ICT enabled operations tool for the scheme.
  6. With the several initiatives through Public Private Partnerships, this administration is addressing the problem of “Brain Drain” in Nigeria by turning it around to a “Brain Gain” towards Delta State. Private sector participation in the Delta State healthcare space is being supported and encouraged with favourable incentives and a ready pool of patients under the Delta State Contributory Health Scheme.
  7. We intend to have doctors and other healthcare service professionals, consulting at the various primary healthcare centres in Delta state on full time or scheduled visiting status to boost quality healthcare services across the State. The Delta State University Teaching Hospital Oghara, and the Asaba Specialist Hospital are currently being renovated and upgraded for specialized healthcare services that will boost medical tourism in Delta State. Meanwhile, special intervention programmes for HIV care, TB management, birth control activities and mental healthcare services are being planned for incorporation into the State Health Insurance programme for sustainability.
  8. Let me also acknowledge the invaluable contributions of the 05 Initiative to healthcare delivery in the State. Headed by the Wife of the Governor, the Non-Government Organisation has constructed and equipped 12 Sickle Cell Clinics in the State, including a world class referral centre in Asaba. These clinics will boost healthcare services and other necessary social support for people living with the Sickle Cell Disorder not just in Delta State but from all over the country.
  9. The sum of N9.7 billion is proposed for the health sector in the 2020 fiscal year.
    ENERGY
  10. Mr. Speaker, the availability of reliable power supply is a critical input to production of goods and services in the economy. Availability of power supply can also contribute to the improved living conditions of all households, especially in the rural areas. In this regard, this Government has continued to invest in power generation and distribution in order to support economic growth, promote employment creation and improve the living standards of the citizens.
  11. In our first tenure, we provided electricity to more towns and villages than the number we met on ground. We shall continue to improve the tempo in order to enhance power supply to reach more towns and villages in the State. The target of this administration is to keep intervening in the provision of electricity infrastructure in both the urban and rural communities of the State to ensure the well-being of our people and promote socio-economic activities. In the medium and long term, the Government will seek alternative means of providing steady and sustainable electricity power supply to all Deltans.
  12. The sum of N3.6 billion is proposed for the energy sector in the 2020 fiscal year.
    WATER RESOURCES
  13. To boost service delivery in the provision of potable water in the State, Government has proposed to spend N2.5b in the 2020 fiscal year.
  14. We have domesticated state of emergency in the water sector (WASH) as declared by the Federal Government. We have also set up an inter-ministerial steering committee on water sanitation and hygiene to ensure effective implementation of the goals. The focal point of the state of emergency is to work towards ending open defecation in the State in no distant time.
    AGRICULTURE
  15. Our commitment to our farmers runs deep. One of the key elements of the agriculture-based job and wealth creation strategy of this administration is the market-oriented development of the commodity value chains. Within this context, the Delta State Foods Export Initiative was set up to link farmers and processors to domestic and export markets in order to ensure better prices and sustained higher incomes. The initiative started, on a pilot scale, with the production, packaging, branding, international certification and successful export of high quality garri to the United Kingdom.
  16. Through this pilot initiative, this administration has demonstrated that it is achievable to reach high standards of food quality and export same to Nigeria diaspora markets across the world. Specifically, the initiative has attained four fundamental enablers of foods export namely;
  • the creation of food quality assurance and verification mechanisms along the cassava-garri value chain;
  • the establishment of food quality testing laboratory;
  • the establishment of state-of-the-art garri packaging factory at Issele-Uku; and
  • the existence of diaspora off takers of the high quality garri.
  1. The immense impacts of the foods export project on job and wealth creation along the commodity value chain is evidenced by the initial direct and indirect economic benefits and incentives to cassava farmers, processors and logistics operators.
  2. In the 2020 fiscal year, we will aim at consolidating the success of the pilot initiative to strengthen already established systems and upscale foods export. Efforts will be directed to cover more cassava processors, improve training of value chain operators, streamline the cassava supply chain, expand market off-take and enhance capacity utilization at the Issele-Uku packaging factory.
  3. The sum of N2.0 billion is proposed for the agricultural sector in the 2020 fiscal year.
    JOB CREATION
  4. The faithful implementation of our job creation programmes in the last four years is ensuring a stronger and more resilient economy and better living conditions for Deltans. The impacts of these programmes, particularly the Skills Training and entrepreneurship Programme (STEP) and Youth Agricultural Entrepreneurs Programme (YAGEP), have been felt by various segments of Delta society – unemployed youths, workers, micro, small and medium enterprises, Persons with Disabilities (PwDs), farmers, traders and so on.
  5. One remarkable social impact of the job creation programme is the mind-set shift, among youths, from government (salaried) employment to entrepreneurship and self-employment. Through the training and reorientation modules of STEP and YAGEP, the youths are imbibing the principles of skills acquisition and entrepreneurship as a viable employment option. They are now looking beyond and outside their academic certificates for employment and livelihoods, as owners and managers of skills-based enterprises.
  6. The job creation programme is also impacting positively on the growth and development of Micro, Small and Medium Enterprises (MSMEs) sector in the state. By providing services as training centres, facilitators and mentors to the job creation programme, hundreds of small and medium enterprises have been stimulated and supported to upgrade their technical, entrepreneurial and managerial capacities, increase visibility/patronage and improve the quality of their services and achieve enterprise development.
  7. In line with the goal of strengthening job and wealth creation, efforts will be devoted in the year 2020 towards consolidating on the impacts already achieved, upscaling the coverage and institutionalization. The sum of N1.5 Billion is proposed for the Job Creation Office in the 2020 fiscal year.
    CONCLUSION
  8. As I stated at the beginning of this presentation, there are challenges ahead, some domestic, some international. The best we can do is to prepare ourselves against any future “shocks” and their probable impact on the performance of the economy. The reduced size of the 2020 budget compared to last year’s budget is evidence of our continued commitment to fiscal prudence.
  9. Towards this end, at least 70% of the provision from the budget envelopes (capital limits) are to fund the relevant budget lines for:
    (i) certified jobs already listed, awaiting payment;
    (ii) certified jobs yet to be listed for payment;
    (iii) jobs executed awaiting certification at the MDAs;
    (iv) contracts awarded which are currently being executed by the contractors.
  10. The balance 30% is to be applied to very critical, essential and key capital projects with measurable socio-economic value. To support these efforts at fiscal prudence, we have intensified the implementation of the Integrated Payroll System across MDAs to automate personnel records and salaries’ payment process, with the goal of eliminating ghost workers.
  11. I am happy to report that the credibility of our Government has continued to attract local and foreign investors, and Delta ranks very high on the Ease of Doing Business index today. Going forward, it is very important that we strengthen the partnership with the Federal Government and continue to support and promote micro and small businesses to expand the economy.
  12. Let me now take few minutes to appreciate all the officials who, and institutions which worked tirelessly to put this budget together. Specifically, I thank the Ministries of Economic Planning and Finance, the Office of the Accountant-General, the Directorate of Government House and Protocol, and Chairman and members of the Internal Revenue Board.
  13. I also express my gratitude to the Deputy Governor, Deacon Kingsley Burutu Otuaro, and the other members of the State Executive Council for their zeal and dedication. As is often the case, no Ministry, Department or Agency got all that they wanted. It is the very nature of budgeting where needs always exceed available resources.
  14. That notwithstanding, I solicit the understanding and support of all MDAs to continue to cooperate with one another for the development of a Stronger Delta where prosperity, peace and progress reign. It is in that spirit of unity, cooperation and collective responsibility that we will be able to successfully tackle and overcome the challenges that confront us now and in the medium term.
  15. It is on this note, Mr Speaker, that I present the 2020 Budget Proposals for debate and passage by this honourable House.

Mr. Speaker,
Honourable Members.
As is customary, it is important to express my appreciation to this honourable House for the opportunity to make this presentation today. As an elected Governor, I consider myself and, indeed, the State blessed by the candour and civility with which this House conducts its business. It is one that makes for unabridged development and I continue to count on this strong partnership as we strive to build a Stronger Delta standing on the tripod of Prosperity, Peace and Progress.

  1. I will begin by saying that I am presenting this budget from a position of cautious optimism. Several reasons account for this.
    • Beginning with recent trends in the oil sector, the mainstay of the national economy, there are major policy issues which face the country, not only in this new budget year, but over the medium term, which will impact significantly on politics and governance at all levels of Government.
    • Although the global price of oil remains relatively stable at about $57 per barrel, it is still low and under the federal budget benchmark of $60. Matched against the fluctuating oil production levels, which, in recent months, dropped to as low as 1.78mbpd as against the projected 2.18mbpd, there is serious cause for concern.
    • Coupled with the commencement of the deduction at source of the Bail Out Funds to the States by the Federal Government, we are faced with the prospects of continual fiscal adjustments that will doubtless be challenging and problematic.
    • Although all available indices project a positive national economic outlook in 2020, the cost of governance at all levels of government is at the same time expected to rise sharply with the implementation of the new minimum wage.
    • The new VAT regime of 7.5%, designed to shore up the national revenue, more than likely, will not induce any dramatic changes in terms of the net gain to the fiscal revenue as the anticipated increase will largely be offset by the attendant rise in the cost of goods and services as well as the new minimum wage.
    • While the various reforms and fiscal adjustments of the last four years of this administration have placed Delta State on a much more secure and sustained growth trajectory, our GDP is still dominated by the oil and gas sector notwithstanding significant incremental outputs from the social services and agriculture sectors.
    • The pension liability of the State remains onerous and continues to exert a huge toll on our finances.
    • Private investment is still hampered by environmental factors, notably high interest rates, macro-economic instability and security concerns.
  2. Given the above scenario, the 2020 budget proposals, the first in the second tenure of this administration, is a critical budget and even if we focus on one objective, that of achieving stability in governance, it is one requiring deep introspection and public understanding. The broad strategy of the budget, therefore, is to:
    i. Achieve fiscal stability and promote accountability as imperatives for sustained economic growth;
    ii. Prioritise efficiency in expenditure through stringent control on non-productive expenditure, judicious allocation of resources and cost effectiveness of project delivery;

iii. Accelerate rural-urban integration and urban renewal through roads and flood control infrastructure, markets development, housing and sanitation;
iv. Grow the non-oil sectors to produce an economy that is truly diversified, self-reliant, resilient and that can withstand external shocks;
v. Continue to pursue Health for all Deltans (HeFAD) in line with the Universal Health Coverage mandate of the United Nations Sustainable Development Goals;
vi. Increase investment in youth entrepreneurship development programmes as well as technical/vocational education designed to foster a new generation of wealth creators, business leaders and managers;
vii. Deepen and strengthen our social investment programmes for improved protection of the poor and vulnerable segments of the society;
viii. Escalate our peace building initiatives to secure our oil and gas installations, ensure public safety and engender an investor-friendly climate;
ix. Boost revenue through widening of the tax base and administration of a functional tax regime that is fair, just and equitable; and
x. A more responsive and efficient public sector.
KEEPING THE MOMENTUM GOING

  1. As usual, I will precede my presentation this morning by acquainting you with some important developments in our State since I was sworn into office for a second term.
    The Future of Asaba Airport
  2. We achieved another breakthrough with Asaba Airport in August this year with the approval by the State Executive Council for the concessioning of the Airport to a consortium of investors led by Menzes Aviation, a world-renowned aviation company. It is the first full brownfield airport concession in Africa and a hybrid arrangement covering further development and management of the airport.
  3. Key highlights of the transaction are as follows:
  • Menzies Aviation to manage the Airport and provide airline support services;
  • First Investment Development. Company to build Radisson Blu Hotel and Convention Centre at the Airport;
  • Air Peace to operate as Anchor Airline and to build and operate a commercial Maintenance, Repair and Overhaul Facility;
  • Rainoil to operate the Tank Farm and provide Jet A1 Fuel for Aircraft;
  • Cybernatics to develop the Cargo Terminal and Logistics Centre;
  • Quorum Aviation to build private jets terminal and operate helicopter services for the oil and gas industry; and
  • Arbico Construction company to develop and manage the business park.
  1. The concession is, in the first instance, for a period of 30 years with annual concession fee of N100m payable to the Delta State Government, escalating by 10% every five years. There is also annual royalty of 2.5% of Gross Annual Revenue payable to the State. With over N28b expected to be pumped into the airport development by the concessionaire over the next three years, the benefits to the State in terms of employment opportunities, urban renewal and tourism potentials are enormous.
    Kwale Industrial Park
  2. As you are aware, I just returned from China where we held a Road Show for the proposed Kwale Industrial Park. It afforded the State Government delegation the opportunity to market the Park and our State to the Chinese business and investment community. So far, we have received expression of interest from companies willing to establish a glass factory, ceramics factory and an agro-allied industry for soya beans.
  3. In a meeting with another group of investors in Nanjing, Jiangsu Province, a company with a 400-metric tonne capacity methanol plant indicated its readiness to immediately set up a plant at the Park. It was agreed that a team from the State would visit their factory within the next month while officials of the company are to come for a site visit immediately thereafter. The company is hopeful of moving their operations to Kwale Industrial Park within the first half of 2020.
  4. To refresh our memories, the Kwale Industrial Park is designed to profit from the competitive advantage of the State in the gas and energy sector. Located along the Ughelli-Asaba road, the Park is envisaged to be one of Nigeria’s biggest location for gas and energy intensive manufacturing, encompassing ceramics, rubber, methanol, pulp and paper. It is a mix-use industrial/business location featuring industrial, commercial, administrative and residential sections in the Park. Heavy and light manufacturing activities will be in the industrial sector while schools, shopping centres, banking halls and recreation facilities will be concentrated in the commercial sector.
  5. Once fully operational, the Kwale Industrial Park is expected to be a major driver of this administration’s industrialisation agenda and provide immense employment opportunities for our people.
    Agro-Industrial Park, Aboh-Ogwashi-Uku
  6. In line with the agricultural transformation and wealth creation objectives of this administration, the State Government is implementing a public-private partnership for the establishment and operation of an Agro-Industrial Park at Aboh Ogwashi-Uku in partnership with Mirai Technologies Ltd as technical partner and anchor investor, and Norsworthy Investments Ltd. as participating investor.
  7. Following rigorous project appraisal and the completion of all design-phase activities, the project development is currently at financial closure, preparatory to the construction phase. When fully established, the Agro-Industrial Park will be the principal catalyst of the agricultural commodity value chains, create thousands of new jobs and multiply wealth for the teeming youth and agricultural population of the State.
  8. In the 2020 fiscal year, the construction and development of the Agro-Industrial Park will be prioritized among the crucial public investments of the State Government.
    Opening the Riverine Communities through Road Infrastructure
  9. On July 12, this year, this administration recorded a major feat with the commissioning by Vice-President Yemi Osinbajo of roads in the hitherto neglected riverine communities, notably the 20.29 km Obotobo 1- Obotobo 11 – Sokebolou – Yokri, Township roads (Phase 2) and the Main Axial Road at Okerenkoko in Warri South West Local Government Area. In the case of the Obotobo 1 -Obotobo 11 – Sokebolou – Yokri road, it is not just the length of the road that makes this project unique; it is that the road is located right beside the Atlantic Ocean with all the human, material, ecological and financial implications that this difficult terrain presents.
  10. Also, this major access road in Ogulagha Kingdom cuts across four communities that contribute a large chunk of crude oil to the national economy as well as right through the various oil production companies and the oil pipelines manifolds along the road. It goes without saying, therefore, that this road would ease the movement of people, goods and services within the communities as well as improve their socio-economic life.
  11. Similar road projects undertaken by this administration in riverine communities include the paving of Burutu Township roads, on-going construction of Rigid Concrete Pavement Road at Ogidigben, construction of Access Road to Nigeria Maritime University Okerenkoko (Kurutie Campus), construction of Oporoza Palace Road in Gbaramatu Kingdom, all in Warri South West Local Government Area, as well as the Construction of Ogulagha/Youbebe/Biniebiama Road, in Burutu Local Government Area.

Okotie-Eboh Pry School 1 Pupils To Return To Class Soon -Delta Govt Assures

Pupils of Okotie-Eboh Primary School 1, Sapele, Sapele Local Government Area, are to return to their fully reconstructed block of classrooms soon following the completion of work on the project by the state government

The state Commissioner for Basic and Secondary Education, Chief Patrick Ukah, disclosed this when he visited the school to inspect the project recently.

Chief Ukah expressed satisfaction with the job done by the contractor and said that with the completion and furnishing of the block of 10 classrooms, the school is ready for the return of the pupils who were relocated to make the reconstruction work possible.

The Commissioner also visited Okotie-Eboh Primary School 11, Sapele, to see the completed blocks of classroom.

At the newly established secondary school at Family Support Programme (FSP) centre, Asaba, Chief Ukah directed the contractor handling the renovation of existing structures in the school to complete the work immediately to enable the students, who have been using makeshift structures, move into the classrooms to continue with their academic activities.

The Commissioner said that once the students move in, work on new structures for the school is expected to commence immediately to enable it realise the objective of its establishment which is to help decongest Government Model Secondary School, Asaba, and provide for the upsurge of students of school age in the state capital territory.

Delta Gov. Okowa Presents 2020 Proposed Budget To House Of Assembly Today, Nov. 6

Delta State Governor, Senator Dr  Ifeanyi Okowa will today, Wednesday, November 6, 2019, present the year 2020 proposed budget to the State House of Assembly.

The notification of the 2020  proposed budget presentation by the governor was  contained in a letter to the House and read by the Speaker, Rt Hon  Sheriff Oborevwori who presided over Tuesday’s  plenary.

The governor said the proposed budget estimate will include the capital and recurrent expenditures for the year 2020 stressing that the letter was to seek the audience of the House to enable him present the proposed budget. .

The Majority Leader, Honourable Tim Owhefere moved a motion for the House to receive the letter for further consideration and was seconded by the member representing Patani Constituency, Honourable Emmanuel Sinebe.

Confidence In Health Care System Will Curb Medical Tour–Says Okowa

Governor of Delta, Senator (Dr.) Ifeanyi Okowa, has said that medical tourism will greatly reduce with effective Patient Centered Care (PCC) system as Nigerians will have more confidence in the health facilities.

Delivering a keynote address at the 2nd National Health Summit and the 25th Commonwealth Medical Association  (CMA) triennial conference in Abuja on Tuesday, he noted that PCC has the “great potentials to produce much better outcomes in a cost-efficient manner, reduce system errors and increase patient satisfaction that would radically alter the current unfavourable perception of our healthcare system by majority of the public.”

According to him, while expansion to access and functionality of our health institutions is necessary, the greater need is a resolve by healthcare providers and teams to be more committed to their duties.  

“We must practice with some reasonable level of integrity, ensuring that the voice of the patient (and family) is not silenced and in consonance with the Physician Pledge, our patients ought to be respected and treated fairly because, saving lives is not just the cure of an ailment, it is the total wellbeing of the patient, who must be a friend and partner in the healthcare process.

“The structure of the PCC must be such that encourages the participation of all while enabling the patient to fully share in the decision-making process as the PCC model is enhanced when roles of team members are clearly spelt out in a way that is empowering and invites accountability.

“The Patient-Centred Care focusses on the patients’ satisfaction and their perception of good quality as indicators of quality healthcare.,” the governor said.

He said that the National Health Summit would shape and influence the national conversation on healthcare system in Nigeria.  He observed that “Nigerian Medical Association deserves commendation for its drive and passion to improve medical practice in the country for better patient care and health outcomes, as well as canvassing for standard operative environment for its members and other healthcare providers”

“In line with global best practices over the years, the NMA has continued to impress with its robust advocacy, training and development of its members as well as engaging in corporate social responsibility through public enlightenment programmes, especially with regards to communicable diseases.”

President Mohamadu Buhari represented by the Minister of Health, Dr. Osagie Ehanire, at the occasion,  stated that patients expect to be accorded full confidentiality and respect.

“A patient must be kept updated to the nature and possible complications of his treatment and patient dignity must remain sacrosanct.”

The President observed that loss of confidence in the hospital was the cause of medical tourism, assuring that the federal government will open conversation with Doctors and Nurses to improve healthcare delivery.

Chairman of the occasion,  General Yakubu Gowon it expressed hope that the  summit will bring more suggestions to improve the Nigeria health sector.

President of NMA, Dr. Osahon Enabulele said that all the disadvantaged communities within the Commonwealth must be given a voice and foundations to take health care  systems in the Commonwealth to a new direction.
