Police warns against herders/farmers clashes

Yobe Police Command on Wednesday said it won’t tolerate herders/farmers clash in the State. 

The warning was issued by the Yobe Commissioner of Police, Yahaya Abubakar during a meeting organized by his office with farmers and herders. 

He said that the meeting was called to discuss   ways of ensuring peaceful coexistence between farmers and herders across the state especially in this precious time of harvesting farm produce.

He said that the meeting, which should have been conveyed earlier, was conceived as a result of rising cases of farmers and herders clashes in some parts of the state.

He said: “As from today, clashes between farmers and herders must end, the Nigeria police is ready to partner with all concerned groups to halt the situation.” 

The Chairman of Miyetti Allah Cattle Breeders Association of Nigeria, Yobe State chapter, Ibrahim Nangere had earlier said Miyetti Allah is a peace loving association and will not condone any uncharitable behavior from its members.

He assured of the readiness of Miyetti Allah leadership to support all the security agencies in the state to address the existing conflicts between farmers and herders.

The Police Commissioner gave opportunities for comments, suggestions and advice from stakeholders. 

The herder groups raised alarm on the encroachment into cattle routes and grazing reserves attributing most of the clashes to this. 

Caretaker committee chairman from Bursari Local Government, Alhaji Zannah Abatcha whose area witnessed such clashes in recent days called for dialogue and peaceful living between farmers and herders.

At the meeting were Local Government officials of areas recently by farmers/herders clashes., herder groups, among others.

NORTH EAST DEVT COMMISSION TO PARTNER NIG ARMY TO REPAIR DESTROYED FACILITIES IN THE NORTH-EAST

The North-East Development Commission (NEDC) has assured the Nigerian Army (NA) of its desire and unwavering commitment to repairing roads and other critical infrastructure destroyed as a result of insurgency in North-East.

Its Chairman Governing Board, Maj Gen
Paul Tarfa (rtd), gave the assurance while receiving the Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai, and some principal officers of the Army, who paid a courtesy call to the Commission’s office in Abuja today the 12th of November 2019.

According to Gen Tarfa, the leadership of the Army has done a lot in terms of the war against terrorism and insurgency as well as rehabilitating and constructing important infrastructure and other basic amenities that were totally destroyed or affected by Boko Haram terrorists in the last ten years.

While welcoming the COAS, and his delegation, the Chairman, said his commission will support and offer necessary assistance to officers and men of the Army, in a bid to ensure that they effectively prosecute the war against insurgency which is for the common good for all Nigerians.

“The Nigerian Military, especially the Army, is one of our strategic partners in the North-East.

“Indeed, we appreciate the good work the Army is doing in the areas of security, rehabilitating several obsolete amenities and damaged infrastructural facilities.

“It is heartwarming that most of the facilities and buildings, have been rebuilt and new ones constructed by the Army, at several affected communities across the North East Zone.

“These kind gestures done by the Army leadership, have tremendously assisted the traumatized and affected people of Borno, Adamawa, Yobe and other parts of the North-East.

“Once again, we sincerely appreciate what you and your team are doing. And we want to assure you that we will partner with you, and assist you in diverse ways,” he said.

Earlier in his remark, Lt Gen Buratai, said their visit to the Commission is the beginning of good, and beneficial relationship between the Army and NEDC.

He noted that both the Commission and the Army have and are pursuing common national interests and goals, hence there is need for a robust partnership in order to actualize the laudable objectives of the commission.

The COAS, who described members of the recently-established Commission as men of impeccable integrity and exceptional administrative pedigree, disclosed that the collapse of several infrastructure in the North-East is impacting negatively on the Army’s operations.

He said: “There are several infrastructure that have been damaged beyond repair in the North-East as a result of Boko Haram’s insurgency.

“On the other hand, several of our military barracks are also dilapidated, and urgently require speedy renovations works to be done on them. Also the families/widows that are left behind by our deceased colleagues require some form of incentives to pursue a worthy meaningful means of livelihood.

“As such, the Commission should strive and look into the problem of collapsed infrastructure in the North-East, especially roads and housing as well as the condition of widows in the Barracks.

“There is need for fundamental steps to be taken to repair the collapsed roads, and other facilities, so as to assist troops prosecute the counter-insurgency war and also decimate the remaining terrorists.”

All the Executive Directors and other members of the commission/Board were present during the visit.

NIGERIAN ARMY, DICON SIGN AGREEMENT FOR EZUGWU MRAP VEHICLES PRODUCTION

The Nigerian Army on Tuesday formalised agreement with the Defence Industries Corporation of NIGERIA / Command Engineering Depot on mass production of 28 Mines Resistant Ambush Protected (MRAP) vehicles for its counter terrorism/insurgency and other operations across the nation.

The agreement was signed by the Chief of Army Staff, Lt Gen Tukur Yusufu Buratai, represented by the Chief of Policy and Plans, ‘Army’ Lt Gen Lamidi Adeosun and the Director General of DICON, Maj Gen Victor Ezugwu at the Army Headquarters Abuja.

Buratai disclosed that the agreement would enable DICON/CED to roll out the vehicles within a specified period of time.

This act by the Nigerian Army under the dynamic and ingenious leadership of Lt Gen TY Buratai is in line with the Federal Government of Nigeria local content policy, where the Army has since been working assiduously to locally manufacture/ produce her basic requirements in the areas of lift capability, light weapons, Armoured Personnel Carrier and kitting.

According to him ” it was in furtherance of the government’s effort to reduce reliance on foreign countries to acquire the needed equipment for its operations towards addressing the prevailing security challenges across the country that this event is been executed today.

Buratai commended DICON for its commitment to developing local content and capacity of the home based engineers of the Nigerian Army to solve the nation’s security problems.

He added that the initiative was to look inward through research and development to come up with what can be called indigenous MRAP vehicle.

“We are gathered here today to actualise one of the lofty dreams of the army in reducing challenges of having to rely on everything from outside Nigeria in terms of lethal equipment for Nigerian Army.

“Lethal requirement is one of the critical requirements that assist in professionally discharging our duties after good training.

“We have been relying solely in getting this critical equipment from outside.

“All of us are fully aware of the challenges that the Nigerian Army and Nigeria as a country has continued to face in all attempt to acquire all important military equipment for Nigerian armed forces particularly the army.

“We will go ahead to sign the agreement for the first ever locally produced MRAPs by the Nigerian Army in collaboration with DICON and Command Enguneering Depot in phases of the contract agreement,’’ he said.

Responding, the Director General of DICON, said that the first batch of the 10 MRAPs in production at its factory in Kaduna would be delivered in December, 2019.

He assured that the company had the capacity and the manpower to execute the agreement in line with the government’s plan to develop local content.

According to him, I want to assure you that we will meet the timeline for this contract and the first set of 10 of these vehicles will be ready by early December this year.

“The partnership has brought about the first indigenous MRAP vehicle and I want to thank the Chief of Army Staff for having confidence in us which ordinarily would have been mission impossible.

“The beautiful thing about what we are witnessing today is that we are doing both research and development and production of this vehicle together.

“That is why in less than a year, we have the prototype produced and we are going into the mass production phase with this contract signing.

“I want to assure COAS that the standard that is contained in the characteristics of MRAP vehicle would be maintained.

“We have passed the phase of research and development, we are in full production,” he said.

Many senior army officers were in attendance during the historic event which include the Chief of Logistics Army Maj Gen JI Unuigbe, Chief of Projects and Programmes Maj Gen MSA Aliyu, Corp Commander Ordnance Maj Gen OA Akintade, Director Legal Services Maj Gen YI, Shalangwa and Commander Command Enguneering Depot Brig Gen SS Araoye.

Oshimili South PDP Ward Seven Lauds Okonji’s Leadership Style

Chieftains of the Peoples Democratic Party (PDP), Ward 7 (Umuagu) in   Oshimili South Local Government Area, Delta State, have lauded the Chairman of the party in the area, Ogbueshi Dada Okonji, for providing good leadership for the party.

They said that his leadership has attracted several gains for PDP including electoral victories and increase in population of party faithful.

The people spoke during the visit of the Local Government party executives led by Ogbueshi Okonji, to the ward as part of the ongoing ward visits by the leadership of the party.

The Chairman of Ward 7, Comrade Michael Odiatu, while receiving Ogbueshi Okonji, said that the exemplary role he had played in the Local Government was commendable and justifies his call for a second term as party chairman. 

Odiatu also applauded other party leaders for their support to the ward, promising to mobilize the ward to return the local government party executives for a second term.

In their remarks, the Senior Special Adviser to the Governor on Security Matters, Ogbueshi Cassidy Iloba and former Onoi of Ahaba, Eso Yaya, said they were impressed by the development of the party in the local government area since the assumption of Ogbueshi Okonji, noting that several opposition members had decamped to the PDP.

Others, who spoke, including Obi Okunwa Odiaka, Ogbueshi Akaeze Ibonye and Ogbueshi Charles Halim, declared that Ogbueshi Okonji was a focused and accommodating leader, who had piloted the affairs of the party to greater heights.

Speaking with the Press, the Senior Special Assistant to the Governor on Youth Empowerment, Mr. Darlington Ijeh, said that Okonji was disposed to rendering selfless services to the party and people of Oshimili South and commended the people of Ward Seven for having confident in him.

Addressing the gathering, Ogbueshi Dada Okonji thanked the people of Ward seven for their contributions to the achievements of the party, assuring them that Governor Okowa will complete all ongoing projects in the local government area, in addition to embarking on new ones.

He prayed for the governor and his cabinet members, contending that God had used Senator Okowa to touch the lives of the people. 

Highlight of the visit was the endorsement of Ogbueshi Okonji for a second term as party chairman by the leadership and chieftains of PDP Ward Seven.

Borno Govt Gives 3000 Beggars N30,000 Each

Borno State Governor, Prof. Babagana Umara has assisted over 3,000 street beggers with a token of N30,000 each in the last two months. 

This is part of his administration’s social protection scheme which has seen over 7,000 persons assisted in the last two months, in a total package of N384 million. 

The package involves disbursements to different categories of vulnerable persons, and it is aimed at lessening the ongoing economic hardship. 

The Borno State Commissioner for Poverty Alleviation, Nuhu Clark, who told journalists on Tuesday that though the government has already invested N384 million in the scheme, said the State Governor is not considering stopping it for now. 

Clark said 3,127 physically challenged persons; majority of whom were into street begging were amongst more than 7,000 persons given N30, 000across the state.

He said the scheme was aimed at preparing grounds for the enforcement of the government’s ban on street begging in the state.

The commissioner said that of the physically challenged, a total of 1,550 were crippled, 357 were lepers and 189 were deaf. 

He said this group had so far received financial support; with 1,037 blind persons slated to receive financial assistance during the official flag off of the scheme. 

He disclosed that apart from the 3,127 physically challenged persons from across the state enrolled into the scheme, another 2,862 youth from Maiduguri and Jere are being given N30,000 each monthly for six months.

Clark noted as part of the scheme, 1,092 petty traders in Mairi, a community in Maiduguri, had already been given N30,000 each.

Muoboghare, Eta, Onowakpor, Afahokor, Others Attend Book Launch On Isoko Ethnic Nationality

The Delta State Commissioner for Higher Education, Professor Patrick Muoboghare, Hon. Eta Enahoro, Managing Director Skywards Resources limited, Hon. Joel- Onowakpor Thomas, Chief executive officer, Elomas group of companies and others have officially launched a book on “Isoko Ethnic Nationality, In time Perspective” written by one of her illustrious sons, Mr Edafewotu Onokarojakoma Endurance.

The event which held at Isoko Development Union National Secretariat, was chaired by a renowned lawyer and multinational community relations expert, Chief (Barr) Afahokor Akpovienehe Duncan, the Ododo of Umeh Kingdom and the Delta state commissioner for higher education, Prof Patrick Muoboghare as the special guest of honour.

Speaking during the ceremony, the chairman of the occassion, Chief Afahokor Duncan commended Mr Endurance Edafewotu for his efforts in ensuring he joined other educationists and historians who at separate times, had written about the history of Isoko ethnicity’s origin such as the great historian from Uzere Kingdom, Prof (Chief) Ekoko Abednego and Prof. Ikime respectively.

Barr. Afahokor however admonished everyone who will have a different view from the one written in the book not to fight or query anybody but to tow same path with the author of the book by putting their own understanding of Isoko history into writing to correct their perceived errors of their ancestral origin.

“While going through the book, whatever criticism we have about it should not cause chaos rather we should bring the debate on” he said.

He stated that the author wrote the book with the little knowledge he has about the Isoko race, pointing out that it is very good for us to know about our origin. The book didn’t talk about our origin alone, it also talks about our lifestyle, our dressing code and everything attached to us.

The President General of Isoko Development Union, High Chief Iduh Amadhe in his remarks said, God has given all of us special gift, if we don’t make use of it, it will be collected and given to those who have even more than we do.

“The youths should come and do something meaningful, it is their gift that makes way for them and enable them sit with Kings and Queens.”

He further opined that technology is one of the thing killing the vision of our youths and it has become a major distraction to them, noting that the youths should come out from their comfort and confront the world before them while making use of the gifts God has given them.

Meanwhile Dr. Alex Uriri, the book reviewer said that the book focuses on the origin of the Isoko ethnic nationality, its development, goals, quality and good life, it challenges a large number of communities.

He said, the Isoko kingdom consist of the Ellu community founded by total strangers, the Ozoro Idudu with a popular adage attached to them because of their origin.

He added that the name Ozoro was given after the wife was Pouted and that alone demonstrates the power of a woman. Saying that women should not be looked down upon because they’ve alot of role to play in the society as large. Other communities include Oleh, Ovrode, Lagos-Iyede among others.

Also speaking during the event the special guest of honour, the Commissioner for Higher Education Delta State, Prof. Patrick Muoboghare said “we are here today because an Isoko illustrious son Mr. Endurance Edafewotu has written a book about Isoko nation”.

According to him there are many women here who are not educated, who cannot read and write like my late mother, not that she was blind but because she was not formally educated. But before she died in 2011 the son of an illiterate mother was already a professor.

“The women who are here today if you ensure your children are able to go to school it means you are also educated. You should endeavor to buy a copy of this book so that your literate children can read it and interpret it for you”

Prof. Muoboghare also said that, ” I am not just here today because I am the commissioner for Higher Education in Delta State I came here in my own right and capacity as an illustrious son of Isoko because my mother is from Edherie (Aviara).

Prof. Muoboghare however recommended the book The Isoko Ethnic Nationality in Time Perspective for students of tertiary institution and secondary school in Delta State.

Mr Edafewotu Endurance appreciated everyone who supported him in actualizing the vision and returned all thanks to the Almighty God for giving him the inspiration and zeal to pen down the historical masterpiece which was borne our of his passion and love he has for Isoko nation.

The highlight of the event was demonstration of various Isoko cultural dance groups that trilled the audience with their sensational voices and simultaneous artistic steps. selected pupils from the primary schools also performed

The ceremony was attended by notable sons and daughters of Isoko extraction amongst whom are, Hon Joel-Onowakpo Thomas, CEO Elomas Group of Companies, The state coordinator, FIRS Rivers, Edo, Delta and his team, Prophet Jones Erue, APC state chairman.

ELUMELU, OTHERS ARE LOYAL PARTY MEMBERS …On Rule of Law We Stand

The attention of the leadership of the Minority Caucus of the House of Representatives under Hon. Ndudi Elumelu has been drawn to allegations of disloyalty leveled against it in a statement issued by the National Publicity Secretary of the Peoples Democratic Party (PDP) on Friday.

This is completely against the principle of democracy, rule of law and fairness upon which our great party, the PDP is founded and known since its formation 21 years ago.

For the avoidance of doubt, the Minority leadership of the House of Representatives was elected in strict observance of Section 60 of the 1999 Constitution (as amended) and Order 7 Rule 8 of the Standing Rule of the House of Representatives.

Section 60 of the 1999 Constitution unambiguously provides that “Subject to the provisions of this Constitution, the Senate or the House of Representatives shall have power to regulate its own procedure, including the procedure for summoning and recess of the House”.

Accordingly, Order 7 Rule 8 clearly states that “Members of the Minority Parties in the House shall nominate from among them, the Minority Leader, Minority Whip, Deputy Minority Leader, and Deputy Minority Whip”. 

This, the overwhelming majority of the Minority Caucus comprising nine political parties (PDP, APGA, ADC, LP, SDP, PRP, AA, APM, ADP) did, and communicated their decision to the Speaker in a letter dated 2nd July 2019 and signed by over 100 members of the 147-Member Caucus.

By parliamentary rules persons so elected become the leaders of the party caucuses in the legislature. While the party can GUIDE their elected Members through the zoning of various Minority leadership offices, it is not in the place of the party, by the provisions of the Constitution, House Standing Rule, and parliamentary traditions, to APPOINT or FOIST Minority or Majority Caucus leadership on its Members.

The conduct of the lawmakers in choosing their leaders therefore falls within the framework of the spirit, ideals, beliefs and underlining principles of the PDP and our founding fathers, who championed the enthronement of the tenets of democratic practice in Nigeria.

It would be recalled that a similar attempt by the All Progressives Congress (APC) to foist leadership of the Majority Caucus on the National Assembly in 2015 could not stand as such obnoxious action was vehemently resisted by the Senate, which stuck to the list of elected leaders of the Majority Caucus submitted by APC Senators.  

The stand of our great party, which also had Prince Uche Secondus, the current National Chairman, as the Acting National Chairman at the time, is still very fresh on the minds of Nigerians. The PDP strongly criticized and lampooned the APC for impunity and meddlesomeness in the internal affairs of the parliament.

It is, therefore, ironical that the same party, under the same Chairman, has now chosen the same path for which they pilloried the APC in 2015. 

It is even more distressing that the same party, under the same Chairman, has now branded the Minority leadership and their colleagues who transparently elected them, as disloyal for the simple reason that they strictly followed the Constitution, the Standing Rule of the House and best parliamentary traditions. 

Such malicious allegation is therefore totally insupportable as Hon. Elumelu and his colleagues in the PDP remain loyal and law-abiding members of the party.

It is equally curious that over four months after various organs of the party set up Committees to investigate this matter and related issues bordering on PDP National Assembly Caucus within two weeks, the party has been reluctant and/or refused to consider the reports of these various Committees so that the issues can be laid to rest. 

Moreover, the endless suspension of loyal party members outside the provisions of the PDP Constitution, 1999 Constitution, and rules of parliament as palpably oppressive.

In this regard, Hon. Elumelu and the members of the Minority leadership in the House respectfully urges the leadership of our great Party to weigh its actions and not allow certain individuals with vested personal interests to destroy the reputation and democratic foundations of the PDP, a party Nigerians look up to for direction at a time like this. 

Indeed, those who stand behind the scene spurring such disorder in our great party for their personal interests do not wish both the PDP and our dear nation any good.
 
We are the Peoples DEMOCRATIC Party, and we must act true to our name.

NATIONAL ASSOC. OF TEACHERS OF LANGUAGES IN COLLEGES OF EDUCATION, POLYTECHNICS HOLD 25TH ANNUAL CONFAB, WORKSHOP

The National Association of Teachers of Languages in Colleges of Education and Polytechnics, has held its silver Jubilee/ 25th annual national conference and workshops towards peaceful co-existence, National cohesion and development in Nigeria.

The four days conference and workshop opening ceremony held at the mini auditorium of Delta State Polytechnic Ozoro, Isoko North local government area of Delta State, has the theme; “Language Literature and Communication for Peaceful Coexistence, National Cohesion and Development”.

In his opening address, the convener and national president of National Association of Teachers of Languages in Colleges of Education and Polytechnics, Mr. Nwoko A.N., hinted on peace and prosperity of the nation. He emphasized that the association has held several conferences at different zones within the country, which according to him focused on vital areas of Nigeria economy that requires solution.

Nwoko noted that national peaceful coexistence and cohesion in Nigerian needs collective efforts. He stated that the association needs government assistance to enable teachers use the language effectively towards achieving effective communication for sustainable development.

Also speaking, Dr. (Barr) Patricia Izuka Tom, dean school of general studies, Delta State polytechnic Ozoro, represented by Mr. Sam Agbagbatu, head of department Arts and Humanities, Delta State polytechnic Ozoro, stressed on the language as a general medium of communication. She reiterated the impotence of enlightened rudiments of English language, so that its use will not be misinterpreted.

 Dr. Patricia noted that, experience has shown that English language is the main medium of fake news in Nigeria which according to her has created lots of conflicts between tribes and religious groups, government and citizens in Nigeria. She sued for a better understanding of the language for peaceful coexistence and stability in Nigeria.

While delivering the keynote address on “Has the Arts the propensity to provoke peace and National Development, Rethinking the utility of Arts in the age of Crisis”, professor Ogaga Okuyade of the department of English and literature studies, Niger Delta university, urged leaders at various level of government to use dialogue as a means of resolving crisis and enforce the rule of law for peaceful coexistence and national development.

On his part the rector of Delta State polytechnic Ozoro, Professor O.J. Odiete, represented by the deputy rector James Love Kperegbeyi, bemoaned on the domiciliation of some English language and communication in English courses in the department of Office Technology and Management(OTM), which according to him is generating confusion among staff and other school. He called on the association to reach out to relevant agencies and resolve the problem amicably.

Other lead paper presenter at the conference was Dr. Femi U. Balogun. The subject of his presentation was “ language and communication for peaceful coexistence, national cohesion and development, what role for the polytechnic”.  Balogun disclosed that language and communication facilitate peaceful coexistence which conduces to national cohesion and development.

He recommends the establishment of departments of English of languages in all polytechnic for the studying of documents and invention and make them relevant to the society, noting that the growth and flourishing of languages leads to purposeful development and national cohesion.

Balogun posited that graduates of English, linguistics and other foreign languages be given automatic employment  both in the state and federal polytechnics, so that they can help in the identification, codification, standardization and preservation of all endangered languages.

Dr. Ojogan Izehiese of the department of English, college of education, Warri, Delta State in her presentation on the subject; “ literature  peaceful coexistence, National cohesion and development said, no nation can function without harnessing human and material resources as prerequisite for national cohesion and development, stressing that lack of peace deprives people to live in harmony.

She maintained that the place of literature in the primary and secondary school curricula be emphasized and made compulsory, adding that Mathematics and English should be a core aspect of general studies program. Ojogan stressed that in selecting literary texts for study, consideration should be given to texts with thematic contents geared towards achieving peaceful coexistence, national cohesion and development.

In attendance was the chairman of Isoko North local government area, hon. Emmanuel Egbabor, represented by Mr. Kome, secretary to the local government area, Pastor Joseph O. Ikupa, chairman local organizing committee, some members of national executive council of the association and members of language unit of Delta State polytechnic Ozoro, local organizing committee.

Delta State Governor, Senator Dr  Ifeanyi Okowa has presented the year 2020 proposed budget of N389,190,799,362 Billion to the State House of Assembly.

Proposals, christened “Budget of Sustained
Development” at the Assembly Chambers on Wednesday, November 6, 2019, the governor said the proposed budget estimate includes the capital and recurrent expenditures for the year 2020.

According to him, “the proposed size of the year 2020 Budget is three hundred and eighty-nine billion, one hundred and ninety million, seven hundred and ninety-nine thousand, three hundred and sixty-two naira (N389,190,799,362).

Meanwhile, the total proposed budget size for 2020 dropped by N1.18bn from the budget figure of 2019 which stood at N390,378,671,178.

Governor Okowa hinted that the 2020 revenue and expenditure estimates are
based on a Medium-Term Expenditure Framework (MTEF), which projected a $57 benchmark price for crude oil at production levels of 2.18 million barrels per day, 10.36% annual inflation, 3.60% projected real GDP growth and an exchange rate of N305 to the US Dollar.

The Recurrent Expenditure is one hundred and seventy-one billion, five hundred and forty-nine million, three hundred and forty-eight thousand, three hundred and fifteen naira N171,549,384,315) while the provision for Capital Expenditure is two hundred and seventeen billion, six
hundred and forty-one million, four hundred and fifteen thousand and forty-seven naira (N217,641,415,047).

“This represents 44.08% Recurrent Expenditure and 55.92% Capital Expenditure, consistent with our agenda
to spend more on projects and programmes that will impact directly on the socio-economic well-being of our
people”, the governor emphasized.

Recall that during the 2019 fiscal year, the state government budgeted the sum of N390,378,671,178, comprising N157,096,029,253 for recurrent expenditure, and N233,282,641,925 for capital expenditure.

In his remarks on Wednesday, shortly after the presentation of the 2020 budget  by the State Governor, Senator Dr Ifeanyi Okowa,  the Speaker said that the budget, christened ” Budget of Sustained Development was another milestone in the rapid transformation and development that Deltans have witnessed in the State since the beginning of the Governor Okowa’s led administration.

 “I believe strongly that after the Assembly’s legislative processing of the Budget, diligent implementation by the Executive and scrupulous over-sighting by the Legislature, the Budget will impact the State economy and the general wellbeing of our people positively”, he said. 

According to him,  the   House will not relent in  scrutinizing the Budget in line with their oaths to make law for peace, order and good government of the State, adding that; “As usual, we are duty bound to painstakingly look at the details of the Budget for the purpose of transforming same for the benefit and aspiration of our people”.

ADDRESS BY HIS EXCELLENCY, SENATOR, DR. IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON THE OCASSION OF THE PRESENTATION OF THE 2020 BUDGET PROPOSALS TO THE DELTA STATE HOUSE OF ASSEMBLY ON WEDNESDAY, NOVEMBER 06, 2019

Mr. Speaker,
Honourable Members.
As is customary, it is important to express my appreciation to this honourable House for the opportunity to make this presentation today. As an elected Governor, I consider myself and, indeed, the State blessed by the candour and civility with which this House conducts its business. It is one that makes for unabridged development and I continue to count on this strong partnership as we strive to build a Stronger Delta standing on the tripod of Prosperity, Peace and Progress.

  1. I will begin by saying that I am presenting this budget from a position of cautious optimism. Several reasons account for this.
    • Beginning with recent trends in the oil sector, the mainstay of the national economy, there are major policy issues which face the country, not only in this new budget year, but over the medium term, which will impact significantly on politics and governance at all levels of Government.
    • Although the global price of oil remains relatively stable at about $57 per barrel, it is still low and under the federal budget benchmark of $60. Matched against the fluctuating oil production levels, which, in recent months, dropped to as low as 1.78mbpd as against the projected 2.18mbpd, there is serious cause for concern.
    • Coupled with the commencement of the deduction at source of the Bail Out Funds to the States by the Federal Government, we are faced with the prospects of continual fiscal adjustments that will doubtless be challenging and problematic.
    • Although all available indices project a positive national economic outlook in 2020, the cost of governance at all levels of government is at the same time expected to rise sharply with the implementation of the new minimum wage.
    • The new VAT regime of 7.5%, designed to shore up the national revenue, more than likely, will not induce any dramatic changes in terms of the net gain to the fiscal revenue as the anticipated increase will largely be offset by the attendant rise in the cost of goods and services as well as the new minimum wage.
    • While the various reforms and fiscal adjustments of the last four years of this administration have placed Delta State on a much more secure and sustained growth trajectory, our GDP is still dominated by the oil and gas sector notwithstanding significant incremental outputs from the social services and agriculture sectors.
    • The pension liability of the State remains onerous and continues to exert a huge toll on our finances.
    • Private investment is still hampered by environmental factors, notably high interest rates, macro-economic instability and security concerns.
  2. Given the above scenario, the 2020 budget proposals, the first in the second tenure of this administration, is a critical budget and even if we focus on one objective, that of achieving stability in governance, it is one requiring deep introspection and public understanding. The broad strategy of the budget, therefore, is to:
    i. Achieve fiscal stability and promote accountability as imperatives for sustained economic growth;
    ii. Prioritise efficiency in expenditure through stringent control on non-productive expenditure, judicious allocation of resources and cost effectiveness of project delivery;

iii. Accelerate rural-urban integration and urban renewal through roads and flood control infrastructure, markets development, housing and sanitation;
iv. Grow the non-oil sectors to produce an economy that is truly diversified, self-reliant, resilient and that can withstand external shocks;
v. Continue to pursue Health for all Deltans (HeFAD) in line with the Universal Health Coverage mandate of the United Nations Sustainable Development Goals;
vi. Increase investment in youth entrepreneurship development programmes as well as technical/vocational education designed to foster a new generation of wealth creators, business leaders and managers;
vii. Deepen and strengthen our social investment programmes for improved protection of the poor and vulnerable segments of the society;
viii. Escalate our peace building initiatives to secure our oil and gas installations, ensure public safety and engender an investor-friendly climate;
ix. Boost revenue through widening of the tax base and administration of a functional tax regime that is fair, just and equitable; and
x. A more responsive and efficient public sector.
KEEPING THE MOMENTUM GOING

  1. As usual, I will precede my presentation this morning by acquainting you with some important developments in our State since I was sworn into office for a second term.
    The Future of Asaba Airport
  2. We achieved another breakthrough with Asaba Airport in August this year with the approval by the State Executive Council for the concessioning of the Airport to a consortium of investors led by Menzes Aviation, a world-renowned aviation company. It is the first full brownfield airport concession in Africa and a hybrid arrangement covering further development and management of the airport.
  3. Key highlights of the transaction are as follows:
  • Menzies Aviation to manage the Airport and provide airline support services;
  • First Investment Development. Company to build Radisson Blu Hotel and Convention Centre at the Airport;
  • Air Peace to operate as Anchor Airline and to build and operate a commercial Maintenance, Repair and Overhaul Facility;
  • Rainoil to operate the Tank Farm and provide Jet A1 Fuel for Aircraft;
  • Cybernatics to develop the Cargo Terminal and Logistics Centre;
  • Quorum Aviation to build private jets terminal and operate helicopter services for the oil and gas industry; and
  • Arbico Construction company to develop and manage the business park.
  1. The concession is, in the first instance, for a period of 30 years with annual concession fee of N100m payable to the Delta State Government, escalating by 10% every five years. There is also annual royalty of 2.5% of Gross Annual Revenue payable to the State. With over N28b expected to be pumped into the airport development by the concessionaire over the next three years, the benefits to the State in terms of employment opportunities, urban renewal and tourism potentials are enormous.
    Kwale Industrial Park
  2. As you are aware, I just returned from China where we held a Road Show for the proposed Kwale Industrial Park. It afforded the State Government delegation the opportunity to market the Park and our State to the Chinese business and investment community. So far, we have received expression of interest from companies willing to establish a glass factory, ceramics factory and an agro-allied industry for soya beans.
  3. In a meeting with another group of investors in Nanjing, Jiangsu Province, a company with a 400-metric tonne capacity methanol plant indicated its readiness to immediately set up a plant at the Park. It was agreed that a team from the State would visit their factory within the next month while officials of the company are to come for a site visit immediately thereafter. The company is hopeful of moving their operations to Kwale Industrial Park within the first half of 2020.
  4. To refresh our memories, the Kwale Industrial Park is designed to profit from the competitive advantage of the State in the gas and energy sector. Located along the Ughelli-Asaba road, the Park is envisaged to be one of Nigeria’s biggest location for gas and energy intensive manufacturing, encompassing ceramics, rubber, methanol, pulp and paper. It is a mix-use industrial/business location featuring industrial, commercial, administrative and residential sections in the Park. Heavy and light manufacturing activities will be in the industrial sector while schools, shopping centres, banking halls and recreation facilities will be concentrated in the commercial sector.
  5. Once fully operational, the Kwale Industrial Park is expected to be a major driver of this administration’s industrialisation agenda and provide immense employment opportunities for our people.
    Agro-Industrial Park, Aboh-Ogwashi-Uku
  6. In line with the agricultural transformation and wealth creation objectives of this administration, the State Government is implementing a public-private partnership for the establishment and operation of an Agro-Industrial Park at Aboh Ogwashi-Uku in partnership with Mirai Technologies Ltd as technical partner and anchor investor, and Norsworthy Investments Ltd. as participating investor.
  7. Following rigorous project appraisal and the completion of all design-phase activities, the project development is currently at financial closure, preparatory to the construction phase. When fully established, the Agro-Industrial Park will be the principal catalyst of the agricultural commodity value chains, create thousands of new jobs and multiply wealth for the teeming youth and agricultural population of the State.
  8. In the 2020 fiscal year, the construction and development of the Agro-Industrial Park will be prioritized among the crucial public investments of the State Government.
    Opening the Riverine Communities through Road Infrastructure
  9. On July 12, this year, this administration recorded a major feat with the commissioning by Vice-President Yemi Osinbajo of roads in the hitherto neglected riverine communities, notably the 20.29 km Obotobo 1- Obotobo 11 – Sokebolou – Yokri, Township roads (Phase 2) and the Main Axial Road at Okerenkoko in Warri South West Local Government Area. In the case of the Obotobo 1 -Obotobo 11 – Sokebolou – Yokri road, it is not just the length of the road that makes this project unique; it is that the road is located right beside the Atlantic Ocean with all the human, material, ecological and financial implications that this difficult terrain presents.
  10. Also, this major access road in Ogulagha Kingdom cuts across four communities that contribute a large chunk of crude oil to the national economy as well as right through the various oil production companies and the oil pipelines manifolds along the road. It goes without saying, therefore, that this road would ease the movement of people, goods and services within the communities as well as improve their socio-economic life.
  11. Similar road projects undertaken by this administration in riverine communities include the paving of Burutu Township roads, on-going construction of Rigid Concrete Pavement Road at Ogidigben, construction of Access Road to Nigeria Maritime University Okerenkoko (Kurutie Campus), construction of Oporoza Palace Road in Gbaramatu Kingdom, all in Warri South West Local Government Area, as well as the Construction of Ogulagha/Youbebe/Biniebiama Road, in Burutu Local Government Area.
  12. These projects demonstrate our commitment to bring development to every part of the State, no matter how remote. Furthermore, they have greatly helped to ensure peace in the State, which bodes well for uninterrupted oil production and the health of the national economy. As I remarked during the June 12 commissioning ceremony, “it is a triumph of will over danger, hard work over resignation and determination over adversity.”

Warri, Uvwie and Environs Storm Water Drainage Project

  1. The State Government has commenced the process of constructing a massive storm water drainage project in Warri, Uvwie and Environs to tackle the recurring problem of flooding and environmental degradation in the area. Before now we appointed a consultant, who, working with a Government-appointed Committee studied the problem of perennial flooding/erosion in Warri, Uvwie and Environs, and drew up a Master Plan to tackle the problem.
  2. Given the massive nature of the project and the huge costs involved, the State Government has decided to execute it in phases. The first and second phases, expected to commence this dry season, will cover the high-risk areas within the Warri metropolis. It will involve desilting of natural drainage channels (some of them will be dredged), demolition and reconstruction of undersized drains and construction of new water channels. We are currently processing the award of contracts for the first two phases worth N9.5b Hopefully, we should be able to complete the project in good time so that our people can have some relief when the rains come.
    School Census, Audit and Mapping
  3. Through the Ministry of Basic and Secondary Education, we have commissioned a comprehensive study of all public primary and secondary schools in Delta State. This study is being carried out by a renowned international research company to assess the current state of our primary and secondary schools, especially in terms of physical infrastructure, manpower distribution and curriculum development. The outcome of this study will guide future government intervention and the construction of infrastructural facilities in our primary and secondary schools.
    REVIEW OF THE YEAR 2019 BUDGET
  4. I will now begin my presentation by reviewing the performance of the 2019 Budget.
    COMPONENTS OF THE 2019 BUDGET
  5. During the 2019 fiscal year, Government budgeted the sum of three hundred and ninety billion, three hundred and seventy-eight million, six hundred and seventy-one thousand, one hundred and seventy-eight naira (N390,378,671,178). This comprised One Hundred and Fifty Seven Billion, Ninety Six Million, Twenty Nine Thousand, Two Hundred and Fifty Three Naira (N157,096,029,253) for recurrent expenditure, and Two Hundred and Thirty Three Billion, Two Hundred and Eighty Two Million, Six Hundred and Forty One Thousand, Nine Hundred and Twenty Five Naira (N233,282,641,925) for capital expenditure.

  1. Despite some economic hiccups at the national and sub-national levels, the State was able to record improved performance in statutory allocation and Value Added Tax. The Statutory Allocation in the first eight months of the year brought in the sum of one hundred and fifty-one billion, two hundred and twenty-four million, one hundred and eighty seven thousand, two hundred and eighty nine naira only (N151,224,187,289) as against the proportionate sum of one hundred and forty-five billion, two hundred and sixty-three million, one hundred and sixty-five thousand, two hundred and eighty-nine naira (N145,263,165,462) amounting to 104% performance.
  2. From Value Added Tax, we received ten billion, twenty-five million, seven hundred and fifty-three thousand, seven hundred and thirty-six naira (N10,025,753,736) against the proportionate budget of eight billion, seven hundred million, seven hundred and eighty-six thousand, four hundred and eighty-one naira (N8,700,786,481) or 115%.
  3. As at August, Internally Generated Revenue has raked in the sum of thirty-six billion, one hundred and sixty-eight million, four hundred and eleven thousand, six hundred and eighty-nine naira (N36,168,411,689), amounting to 74% budget performance. This relatively good performance in all revenue streams could be attributed to increased oil sales and improved performance of our revenue collection efforts.
  4. Our overall revenue performance for the first eight months of the year (January to August), 2019 amounted to two hundred and thirty-eight billion, five hundred and fifty-six million, four hundred and twenty-four thousand, five hundred and eighty-eight naira (N238,556,424,588) as against the proportionate approved budget of two hundred and sixty billion, two hundred and fifty-two million, four hundred and forty-seven thousand, four hundred and fifty-two naira (N260,252,447,452), which is approximately 91.66% performance.

The recurrent budget for year 2019 is one hundred and fifty-seven billion, ninety-six million, twenty nine thousand, two hundred and fifty three naira (N157,096,029,253) with eight months proportionate budget figure of one hundred and four billion, seven hundred and thirty million, six hundred and eighty six thousand, one hundred and sixty-nine naira (N104,730,686,169). The actual expenditure within the period under review is one hundred and eighteen billion, five hundred and thirty-six million, four hundred and ninety thousand, seven hundred and thirty-one naira (N118,536,490,731) or 113.18% budget performance.
  6. One of the transactions that accounted for the robust performance is our resolve to clear all backlog of workers promotion arrears, some dating back to 2013. This accounts for the high personnel cost performance for the period under review.
  7. Against an approved budget of sixty six billion, one hundred and sixty five million, three hundred and fifty six thousand, seven hundred and ten naira (N66,165,356,710), the sum of fifty two billion, six hundred and seventy two million, seven hundred and seventy four thousand, four hundred and sixty seven naira (N52,672,774,467) was spent on payment of salaries for the period January to August 2019.
  8. Matched with the proportionate budget of forty-four billion, one hundred and ten million, two hundred and thirty-seven thousand, eight hundred and seven naira (N44,110,237,807), this accounts for a performance of approximately 120%.
  9. In keeping with our desire to continue to motivate our workforce in order to elicit the highest level of productivity possible, Government has thus far cleared all historical arrears that have to do with workers’ salaries.

Our capital budget in 2019 was two hundred and thirty-three billion, two hundred and eighty-two million, six hundred and forty-one thousand, nine hundred and twenty-five naira (N233,282,641,925). This gives a proportionate figure of one hundred and fifty-five billion, five hundred and twenty-one million, seven hundred and sixty one thousand, two hundred and eighty-three naira (N155,521,761,283) for the period, January to August 2019.
  2. Actual payment for the period stood at one hundred and thirty-nine billion, four hundred and fifty million, six hundred and eighty-seven thousand, six hundred and seventeen naira (N139,450,687,617) which represents a performance of 89.67 %. Considerable increase is expected in the level of expenditure in the fourth quarter of the year due to the volume of civil work that will pick up from the month of October as we take full advantage of the dry season.

SECTORAL HIGHLIGHTS
ROADS AND PHYSICAL INFRASTRUCTURE

  1. I don’t think I need to say much about improving roads and physical infrastructure. We must continue with significant investments in this sector to connect our communities, renew our urban centres, boost commerce and provide a more civilised living environment for our people.
  2. The sum of N84.54 billion is provided for the Ministry of Works in the 2020 fiscal year.
    BUILDING A KNOWLEDGE ECONOMY
  3. We intend to continue to reposition our educational system to equip our youth population with the skill set needed for this new world of rapid change and digital revolution. As you are aware, technical and vocational education has been our main policy thrust in this sector. During our first tenure, we completed the rehabilitation and equipping of the six technical colleges in the State. Accreditation of all trade subjects by the National Board for Technical Education (NBTE) was achieved in 2018 and plans are underway for the establishment of additional Technical Colleges in the remaining 19 Local Government Areas of the State.
  4. The Ministry of Technical Education was recently created to consolidate the gains we have made and institutionalise technical/vocational education in our schools’ curricula. Part of the functions of the new Ministry include formulation of policies for technical education and management of technical colleges in the state. The new Ministry will also coordinate the accreditation of technical colleges and vocational centres, process the registration and licensing of vocational enterprise institutions, coordinate partnership and investment of technical colleges and vocational Centres in the State, as well as liaise with appropriate Ministries, Departments and Agencies in the implementation of technical and vocational education and training programmes in the State.
  5. The sum of N31.6 billion is proposed for the education sector in the 2020 fiscal year.

DELIVERING QUALITY HEALTHCARE

  1. Health is a right and quality healthcare delivery is a cardinal objective for government at all levels. This administration has remained passionate, deliberate and focused in its quest to formulate tangible and lasting policies and programmes for improving the health of all residents in the State. The overarching goal of my administration is to achieve Universal Health Coverage (UHC), by providing quality healthcare services that is readily accessible to all residents in the State irrespective of their status in the society and their residential location.
  2. We are making steady progress in our implementation of the Universal Health Coverage being implemented and managed by the Delta State Contributory Health Commission. As at September 2019, the total number of the enrolees registered under the scheme was 657,436.

— equity plan: 499,158;

  • formal plan enrolees: 150,170,
  • informal Plan: 8,108.
  1. To boost informal sector registration, the Commission has deployed Community Based Liaison Officers (CBLOs) and supervisors across the State. Their main function is to implement a “compound to compound” advocacy about the benefits of participation in a health insurance scheme, adoption of better health seeking behaviours, uptake of better living standards and upfront prioritization of expenditure for health through payment of premium for health insurance.
  2. There will be family discounts for group premium payment, and payments can be done in convenient instalments. Wealthy individuals and philanthropists in the area will be encouraged and supported to make premium contribution(s) on behalf of the poor and vulnerable in the various communities. Efforts are also being made to leverage on the implementation of the Basic Healthcare Provision Fund (BHCPF) to enhance the Informal Sector registration through the integration of the Basic Healthcare Provision Fund and the Delta State Contributory Health Scheme.
  3. Our administration has also made significant progress in the upgrading of public healthcare facilities spread across the State. Through the efforts of the State Primary Healthcare Development Agency, the Ministry of Health and other State Government agencies, 107 Primary Healthcare Facilities and 63 General Hospitals have been fully functionalised to meet up the basic requirements of the Federal Ministry of Health for the implementation of the Basic Healthcare Provision Fund.
  4. Through the “Access to Finance” programme, a PPP initiative between the Delta State Government, Bank of Industry and the Pharmaccess Foundation, to revitalize and operationalize defunct healthcare facilities in rural communities, healthcare services and the benefits of the State health insurance scheme have been extended to remote communities in Delta State with significant benefits already being recorded.
  5. What this means is that a total of 395 public primary and secondary healthcare facilities including private healthcare facilities were inspected and accredited to provide healthcare services under the Delta State Contributory Health Scheme. The Commission (DSCHC) is also implementing a governance framework, an organizational structure and an elaborate ICT enabled operations tool for the scheme.
  6. With the several initiatives through Public Private Partnerships, this administration is addressing the problem of “Brain Drain” in Nigeria by turning it around to a “Brain Gain” towards Delta State. Private sector participation in the Delta State healthcare space is being supported and encouraged with favourable incentives and a ready pool of patients under the Delta State Contributory Health Scheme.
  7. We intend to have doctors and other healthcare service professionals, consulting at the various primary healthcare centres in Delta state on full time or scheduled visiting status to boost quality healthcare services across the State. The Delta State University Teaching Hospital Oghara, and the Asaba Specialist Hospital are currently being renovated and upgraded for specialized healthcare services that will boost medical tourism in Delta State. Meanwhile, special intervention programmes for HIV care, TB management, birth control activities and mental healthcare services are being planned for incorporation into the State Health Insurance programme for sustainability.
  8. Let me also acknowledge the invaluable contributions of the 05 Initiative to healthcare delivery in the State. Headed by the Wife of the Governor, the Non-Government Organisation has constructed and equipped 12 Sickle Cell Clinics in the State, including a world class referral centre in Asaba. These clinics will boost healthcare services and other necessary social support for people living with the Sickle Cell Disorder not just in Delta State but from all over the country.
  9. The sum of N9.7 billion is proposed for the health sector in the 2020 fiscal year.
    ENERGY
  10. Mr. Speaker, the availability of reliable power supply is a critical input to production of goods and services in the economy. Availability of power supply can also contribute to the improved living conditions of all households, especially in the rural areas. In this regard, this Government has continued to invest in power generation and distribution in order to support economic growth, promote employment creation and improve the living standards of the citizens.
  11. In our first tenure, we provided electricity to more towns and villages than the number we met on ground. We shall continue to improve the tempo in order to enhance power supply to reach more towns and villages in the State. The target of this administration is to keep intervening in the provision of electricity infrastructure in both the urban and rural communities of the State to ensure the well-being of our people and promote socio-economic activities. In the medium and long term, the Government will seek alternative means of providing steady and sustainable electricity power supply to all Deltans.
  12. The sum of N3.6 billion is proposed for the energy sector in the 2020 fiscal year.
    WATER RESOURCES
  13. To boost service delivery in the provision of potable water in the State, Government has proposed to spend N2.5b in the 2020 fiscal year.
  14. We have domesticated state of emergency in the water sector (WASH) as declared by the Federal Government. We have also set up an inter-ministerial steering committee on water sanitation and hygiene to ensure effective implementation of the goals. The focal point of the state of emergency is to work towards ending open defecation in the State in no distant time.
    AGRICULTURE
  15. Our commitment to our farmers runs deep. One of the key elements of the agriculture-based job and wealth creation strategy of this administration is the market-oriented development of the commodity value chains. Within this context, the Delta State Foods Export Initiative was set up to link farmers and processors to domestic and export markets in order to ensure better prices and sustained higher incomes. The initiative started, on a pilot scale, with the production, packaging, branding, international certification and successful export of high quality garri to the United Kingdom.
  16. Through this pilot initiative, this administration has demonstrated that it is achievable to reach high standards of food quality and export same to Nigeria diaspora markets across the world. Specifically, the initiative has attained four fundamental enablers of foods export namely;
  • the creation of food quality assurance and verification mechanisms along the cassava-garri value chain;
  • the establishment of food quality testing laboratory;
  • the establishment of state-of-the-art garri packaging factory at Issele-Uku; and
  • the existence of diaspora off takers of the high quality garri.
  1. The immense impacts of the foods export project on job and wealth creation along the commodity value chain is evidenced by the initial direct and indirect economic benefits and incentives to cassava farmers, processors and logistics operators.
  2. In the 2020 fiscal year, we will aim at consolidating the success of the pilot initiative to strengthen already established systems and upscale foods export. Efforts will be directed to cover more cassava processors, improve training of value chain operators, streamline the cassava supply chain, expand market off-take and enhance capacity utilization at the Issele-Uku packaging factory.
  3. The sum of N2.0 billion is proposed for the agricultural sector in the 2020 fiscal year.
    JOB CREATION
  4. The faithful implementation of our job creation programmes in the last four years is ensuring a stronger and more resilient economy and better living conditions for Deltans. The impacts of these programmes, particularly the Skills Training and entrepreneurship Programme (STEP) and Youth Agricultural Entrepreneurs Programme (YAGEP), have been felt by various segments of Delta society – unemployed youths, workers, micro, small and medium enterprises, Persons with Disabilities (PwDs), farmers, traders and so on.
  5. One remarkable social impact of the job creation programme is the mind-set shift, among youths, from government (salaried) employment to entrepreneurship and self-employment. Through the training and reorientation modules of STEP and YAGEP, the youths are imbibing the principles of skills acquisition and entrepreneurship as a viable employment option. They are now looking beyond and outside their academic certificates for employment and livelihoods, as owners and managers of skills-based enterprises.
  6. The job creation programme is also impacting positively on the growth and development of Micro, Small and Medium Enterprises (MSMEs) sector in the state. By providing services as training centres, facilitators and mentors to the job creation programme, hundreds of small and medium enterprises have been stimulated and supported to upgrade their technical, entrepreneurial and managerial capacities, increase visibility/patronage and improve the quality of their services and achieve enterprise development.
  7. In line with the goal of strengthening job and wealth creation, efforts will be devoted in the year 2020 towards consolidating on the impacts already achieved, upscaling the coverage and institutionalization. The sum of N1.5 Billion is proposed for the Job Creation Office in the 2020 fiscal year.
    CONCLUSION
  8. As I stated at the beginning of this presentation, there are challenges ahead, some domestic, some international. The best we can do is to prepare ourselves against any future “shocks” and their probable impact on the performance of the economy. The reduced size of the 2020 budget compared to last year’s budget is evidence of our continued commitment to fiscal prudence.
  9. Towards this end, at least 70% of the provision from the budget envelopes (capital limits) are to fund the relevant budget lines for:
    (i) certified jobs already listed, awaiting payment;
    (ii) certified jobs yet to be listed for payment;
    (iii) jobs executed awaiting certification at the MDAs;
    (iv) contracts awarded which are currently being executed by the contractors.
  10. The balance 30% is to be applied to very critical, essential and key capital projects with measurable socio-economic value. To support these efforts at fiscal prudence, we have intensified the implementation of the Integrated Payroll System across MDAs to automate personnel records and salaries’ payment process, with the goal of eliminating ghost workers.
  11. I am happy to report that the credibility of our Government has continued to attract local and foreign investors, and Delta ranks very high on the Ease of Doing Business index today. Going forward, it is very important that we strengthen the partnership with the Federal Government and continue to support and promote micro and small businesses to expand the economy.
  12. Let me now take few minutes to appreciate all the officials who, and institutions which worked tirelessly to put this budget together. Specifically, I thank the Ministries of Economic Planning and Finance, the Office of the Accountant-General, the Directorate of Government House and Protocol, and Chairman and members of the Internal Revenue Board.
  13. I also express my gratitude to the Deputy Governor, Deacon Kingsley Burutu Otuaro, and the other members of the State Executive Council for their zeal and dedication. As is often the case, no Ministry, Department or Agency got all that they wanted. It is the very nature of budgeting where needs always exceed available resources.
  14. That notwithstanding, I solicit the understanding and support of all MDAs to continue to cooperate with one another for the development of a Stronger Delta where prosperity, peace and progress reign. It is in that spirit of unity, cooperation and collective responsibility that we will be able to successfully tackle and overcome the challenges that confront us now and in the medium term.
  15. It is on this note, Mr Speaker, that I present the 2020 Budget Proposals for debate and passage by this honourable House.

October 2019.ADDRESS BY HIS EXCELLENCY, SENATOR, DR. IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON THE OCASSION OF THE PRESENTATION OF THE 2020 BUDGET PROPOSALS TO THE DELTA STATE HOUSE OF ASSEMBLY ON WEDNESDAY, NOVEMBER 06, 2019

Mr. Speaker,
Honourable Members.
As is customary, it is important to express my appreciation to this honourable House for the opportunity to make this presentation today. As an elected Governor, I consider myself and, indeed, the State blessed by the candour and civility with which this House conducts its business. It is one that makes for unabridged development and I continue to count on this strong partnership as we strive to build a Stronger Delta standing on the tripod of Prosperity, Peace and Progress.

  1. I will begin by saying that I am presenting this budget from a position of cautious optimism. Several reasons account for this.
    • Beginning with recent trends in the oil sector, the mainstay of the national economy, there are major policy issues which face the country, not only in this new budget year, but over the medium term, which will impact significantly on politics and governance at all levels of Government.
    • Although the global price of oil remains relatively stable at about $57 per barrel, it is still low and under the federal budget benchmark of $60. Matched against the fluctuating oil production levels, which, in recent months, dropped to as low as 1.78mbpd as against the projected 2.18mbpd, there is serious cause for concern.
    • Coupled with the commencement of the deduction at source of the Bail Out Funds to the States by the Federal Government, we are faced with the prospects of continual fiscal adjustments that will doubtless be challenging and problematic.
    • Although all available indices project a positive national economic outlook in 2020, the cost of governance at all levels of government is at the same time expected to rise sharply with the implementation of the new minimum wage.
    • The new VAT regime of 7.5%, designed to shore up the national revenue, more than likely, will not induce any dramatic changes in terms of the net gain to the fiscal revenue as the anticipated increase will largely be offset by the attendant rise in the cost of goods and services as well as the new minimum wage.
    • While the various reforms and fiscal adjustments of the last four years of this administration have placed Delta State on a much more secure and sustained growth trajectory, our GDP is still dominated by the oil and gas sector notwithstanding significant incremental outputs from the social services and agriculture sectors.
    • The pension liability of the State remains onerous and continues to exert a huge toll on our finances.
    • Private investment is still hampered by environmental factors, notably high interest rates, macro-economic instability and security concerns.
  2. Given the above scenario, the 2020 budget proposals, the first in the second tenure of this administration, is a critical budget and even if we focus on one objective, that of achieving stability in governance, it is one requiring deep introspection and public understanding. The broad strategy of the budget, therefore, is to:
    i. Achieve fiscal stability and promote accountability as imperatives for sustained economic growth;
    ii. Prioritise efficiency in expenditure through stringent control on non-productive expenditure, judicious allocation of resources and cost effectiveness of project delivery;

iii. Accelerate rural-urban integration and urban renewal through roads and flood control infrastructure, markets development, housing and sanitation;
iv. Grow the non-oil sectors to produce an economy that is truly diversified, self-reliant, resilient and that can withstand external shocks;
v. Continue to pursue Health for all Deltans (HeFAD) in line with the Universal Health Coverage mandate of the United Nations Sustainable Development Goals;
vi. Increase investment in youth entrepreneurship development programmes as well as technical/vocational education designed to foster a new generation of wealth creators, business leaders and managers;
vii. Deepen and strengthen our social investment programmes for improved protection of the poor and vulnerable segments of the society;
viii. Escalate our peace building initiatives to secure our oil and gas installations, ensure public safety and engender an investor-friendly climate;
ix. Boost revenue through widening of the tax base and administration of a functional tax regime that is fair, just and equitable; and
x. A more responsive and efficient public sector.
KEEPING THE MOMENTUM GOING

  1. As usual, I will precede my presentation this morning by acquainting you with some important developments in our State since I was sworn into office for a second term.
    The Future of Asaba Airport
  2. We achieved another breakthrough with Asaba Airport in August this year with the approval by the State Executive Council for the concessioning of the Airport to a consortium of investors led by Menzes Aviation, a world-renowned aviation company. It is the first full brownfield airport concession in Africa and a hybrid arrangement covering further development and management of the airport.
  3. Key highlights of the transaction are as follows:
  • Menzies Aviation to manage the Airport and provide airline support services;
  • First Investment Development. Company to build Radisson Blu Hotel and Convention Centre at the Airport;
  • Air Peace to operate as Anchor Airline and to build and operate a commercial Maintenance, Repair and Overhaul Facility;
  • Rainoil to operate the Tank Farm and provide Jet A1 Fuel for Aircraft;
  • Cybernatics to develop the Cargo Terminal and Logistics Centre;
  • Quorum Aviation to build private jets terminal and operate helicopter services for the oil and gas industry; and
  • Arbico Construction company to develop and manage the business park.
  1. The concession is, in the first instance, for a period of 30 years with annual concession fee of N100m payable to the Delta State Government, escalating by 10% every five years. There is also annual royalty of 2.5% of Gross Annual Revenue payable to the State. With over N28b expected to be pumped into the airport development by the concessionaire over the next three years, the benefits to the State in terms of employment opportunities, urban renewal and tourism potentials are enormous.
    Kwale Industrial Park
  2. As you are aware, I just returned from China where we held a Road Show for the proposed Kwale Industrial Park. It afforded the State Government delegation the opportunity to market the Park and our State to the Chinese business and investment community. So far, we have received expression of interest from companies willing to establish a glass factory, ceramics factory and an agro-allied industry for soya beans.
  3. In a meeting with another group of investors in Nanjing, Jiangsu Province, a company with a 400-metric tonne capacity methanol plant indicated its readiness to immediately set up a plant at the Park. It was agreed that a team from the State would visit their factory within the next month while officials of the company are to come for a site visit immediately thereafter. The company is hopeful of moving their operations to Kwale Industrial Park within the first half of 2020.
  4. To refresh our memories, the Kwale Industrial Park is designed to profit from the competitive advantage of the State in the gas and energy sector. Located along the Ughelli-Asaba road, the Park is envisaged to be one of Nigeria’s biggest location for gas and energy intensive manufacturing, encompassing ceramics, rubber, methanol, pulp and paper. It is a mix-use industrial/business location featuring industrial, commercial, administrative and residential sections in the Park. Heavy and light manufacturing activities will be in the industrial sector while schools, shopping centres, banking halls and recreation facilities will be concentrated in the commercial sector.
  5. Once fully operational, the Kwale Industrial Park is expected to be a major driver of this administration’s industrialisation agenda and provide immense employment opportunities for our people.
    Agro-Industrial Park, Aboh-Ogwashi-Uku
  6. In line with the agricultural transformation and wealth creation objectives of this administration, the State Government is implementing a public-private partnership for the establishment and operation of an Agro-Industrial Park at Aboh Ogwashi-Uku in partnership with Mirai Technologies Ltd as technical partner and anchor investor, and Norsworthy Investments Ltd. as participating investor.
  7. Following rigorous project appraisal and the completion of all design-phase activities, the project development is currently at financial closure, preparatory to the construction phase. When fully established, the Agro-Industrial Park will be the principal catalyst of the agricultural commodity value chains, create thousands of new jobs and multiply wealth for the teeming youth and agricultural population of the State.
  8. In the 2020 fiscal year, the construction and development of the Agro-Industrial Park will be prioritized among the crucial public investments of the State Government.
    Opening the Riverine Communities through Road Infrastructure
  9. On July 12, this year, this administration recorded a major feat with the commissioning by Vice-President Yemi Osinbajo of roads in the hitherto neglected riverine communities, notably the 20.29 km Obotobo 1- Obotobo 11 – Sokebolou – Yokri, Township roads (Phase 2) and the Main Axial Road at Okerenkoko in Warri South West Local Government Area. In the case of the Obotobo 1 -Obotobo 11 – Sokebolou – Yokri road, it is not just the length of the road that makes this project unique; it is that the road is located right beside the Atlantic Ocean with all the human, material, ecological and financial implications that this difficult terrain presents.
  10. Also, this major access road in Ogulagha Kingdom cuts across four communities that contribute a large chunk of crude oil to the national economy as well as right through the various oil production companies and the oil pipelines manifolds along the road. It goes without saying, therefore, that this road would ease the movement of people, goods and services within the communities as well as improve their socio-economic life.
  11. Similar road projects undertaken by this administration in riverine communities include the paving of Burutu Township roads, on-going construction of Rigid Concrete Pavement Road at Ogidigben, construction of Access Road to Nigeria Maritime University Okerenkoko (Kurutie Campus), construction of Oporoza Palace Road in Gbaramatu Kingdom, all in Warri South West Local Government Area, as well as the Construction of Ogulagha/Youbebe/Biniebiama Road, in Burutu Local Government Area.
  12. These projects demonstrate our commitment to bring development to every part of the State, no matter how remote. Furthermo

Okotie-Eboh Pry School 1 Pupils To Return To Class Soon -Delta Govt Assures

Pupils of Okotie-Eboh Primary School 1, Sapele, Sapele Local Government Area, are to return to their fully reconstructed block of classrooms soon following the completion of work on the project by the state government

The state Commissioner for Basic and Secondary Education, Chief Patrick Ukah, disclosed this when he visited the school to inspect the project recently.

Chief Ukah expressed satisfaction with the job done by the contractor and said that with the completion and furnishing of the block of 10 classrooms, the school is ready for the return of the pupils who were relocated to make the reconstruction work possible.

The Commissioner also visited Okotie-Eboh Primary School 11, Sapele, to see the completed blocks of classroom.

At the newly established secondary school at Family Support Programme (FSP) centre, Asaba, Chief Ukah directed the contractor handling the renovation of existing structures in the school to complete the work immediately to enable the students, who have been using makeshift structures, move into the classrooms to continue with their academic activities.

The Commissioner said that once the students move in, work on new structures for the school is expected to commence immediately to enable it realise the objective of its establishment which is to help decongest Government Model Secondary School, Asaba, and provide for the upsurge of students of school age in the state capital territory.

Delta Gov. Okowa Presents 2020 Proposed Budget To House Of Assembly Today, Nov. 6

Delta State Governor, Senator Dr  Ifeanyi Okowa will today, Wednesday, November 6, 2019, present the year 2020 proposed budget to the State House of Assembly.

The notification of the 2020  proposed budget presentation by the governor was  contained in a letter to the House and read by the Speaker, Rt Hon  Sheriff Oborevwori who presided over Tuesday’s  plenary.

The governor said the proposed budget estimate will include the capital and recurrent expenditures for the year 2020 stressing that the letter was to seek the audience of the House to enable him present the proposed budget. .

The Majority Leader, Honourable Tim Owhefere moved a motion for the House to receive the letter for further consideration and was seconded by the member representing Patani Constituency, Honourable Emmanuel Sinebe.

Confidence In Health Care System Will Curb Medical Tour–Says Okowa

Governor of Delta, Senator (Dr.) Ifeanyi Okowa, has said that medical tourism will greatly reduce with effective Patient Centered Care (PCC) system as Nigerians will have more confidence in the health facilities.

Delivering a keynote address at the 2nd National Health Summit and the 25th Commonwealth Medical Association  (CMA) triennial conference in Abuja on Tuesday, he noted that PCC has the “great potentials to produce much better outcomes in a cost-efficient manner, reduce system errors and increase patient satisfaction that would radically alter the current unfavourable perception of our healthcare system by majority of the public.”

According to him, while expansion to access and functionality of our health institutions is necessary, the greater need is a resolve by healthcare providers and teams to be more committed to their duties.  

“We must practice with some reasonable level of integrity, ensuring that the voice of the patient (and family) is not silenced and in consonance with the Physician Pledge, our patients ought to be respected and treated fairly because, saving lives is not just the cure of an ailment, it is the total wellbeing of the patient, who must be a friend and partner in the healthcare process.

“The structure of the PCC must be such that encourages the participation of all while enabling the patient to fully share in the decision-making process as the PCC model is enhanced when roles of team members are clearly spelt out in a way that is empowering and invites accountability.

“The Patient-Centred Care focusses on the patients’ satisfaction and their perception of good quality as indicators of quality healthcare.,” the governor said.

He said that the National Health Summit would shape and influence the national conversation on healthcare system in Nigeria.  He observed that “Nigerian Medical Association deserves commendation for its drive and passion to improve medical practice in the country for better patient care and health outcomes, as well as canvassing for standard operative environment for its members and other healthcare providers”

“In line with global best practices over the years, the NMA has continued to impress with its robust advocacy, training and development of its members as well as engaging in corporate social responsibility through public enlightenment programmes, especially with regards to communicable diseases.”

President Mohamadu Buhari represented by the Minister of Health, Dr. Osagie Ehanire, at the occasion,  stated that patients expect to be accorded full confidentiality and respect.

“A patient must be kept updated to the nature and possible complications of his treatment and patient dignity must remain sacrosanct.”

The President observed that loss of confidence in the hospital was the cause of medical tourism, assuring that the federal government will open conversation with Doctors and Nurses to improve healthcare delivery.

Chairman of the occasion,  General Yakubu Gowon it expressed hope that the  summit will bring more suggestions to improve the Nigeria health sector.

President of NMA, Dr. Osahon Enabulele said that all the disadvantaged communities within the Commonwealth must be given a voice and foundations to take health care  systems in the Commonwealth to a new direction.

BASHORUN ASKIA REBRANDS DESOPADEC MEDIA, PUBLIC AFFAIRS UNIT WITH NEW WORKING TOOLS

It is also an indisputable fact that our country is the most populous black nation in the world, with most people believing that out of every five blacks, three are from Nigeria.

With all the available human and material resources in the country, our people are still very poor, poor to the extent that there are strong indications that the United Nations’ Sustainable Development Goal (SDG) to end extreme poverty by the year 2030 is unlikely to be met. Recent statistics also show that Nigeria has overtaken India as the country with most population of poor people in the world, despite India halving a population seven times larger than Nigeria’s. Regrettably, more than 90 million Nigerians are estimated to be living in extreme poverty, said to be living on less than $1.90 (N684) a day.

This is certainly an unhealthy development that requires proactive measures to change the hand of the clock positively. In Delta, the Governor, Senator (Dr) Ifeanyi Okowa promised the people, prosperity. On assumption of office in 2015, his administration initiated different wealth creation programmes which has assisted a lot of persons to becoming entrepreneurs. But, as a technocrat who has seen that the world is increasingly technologically-driven and convinced that Deltans will benefit more from the Stronger Delta vision, Governor Okowa established Kwale Industrial Park (KIP) which is expected to harness the rich human and natural resources for the further development of the state and its people. To develop such a Park, astute industrialists and renowned administrators are required to set up their businesses in the park.

If Nigeria is to leave the extreme poverty index, government, at all levels, and individuals, will have to think outside the box and tap into the global village setting to get it right. This prompted Governor to dare to take a leap that will give the state a boost in its Internally Generated Revenue (IGR), create more jobs for the people, and make the state socio-economically buoyant and exemplary to other states with the “we can do it spirit.” He led a team of technocrats to China where the team met with Chinese investors in different meetings and engaged in road shows to showcase Delta and the opportunities that abound at the Kwale Industrial Park in particular.

One may be tempted to ask, why China? But, it is a fact that there is hardly any home in Nigeria today where Made-in-China products cannot be found. According to the United Nations, the current population of China is 1,435,647,033 equivalent to 18.59 per cent of the total world population. The World Bank claims that more than 850 million Chinese people have been lifted out of extreme poverty. China’s poverty rate fell from 88 percent in 1981 to 0.7 percent in 2015, as measured by the percentage of people living on the equivalent of $1.90 or less per day in 2011.

Evidently, Nigerians are not poor because of the population; there is something that the Chinese have done to leave the extreme poverty index and Governor Okowa has moved a replicate, establishing a symbiotic relationship with the Asia giant in a bid to reposition Delta State in the global map as an industrial hub.

According to the Commissioner for Economic Planning, Dr. Barry Gbe who spoke with our correspondent after the trip, “there is so much to our visit to China in the sense that Africa is fast becoming the new bride in the block. All foreign direct investors from Asia look now at Africa. From time immemorial, we have the natural resources, and today, we are having capacity, human capital. So, Africa is very attractive for investors to look at, and then looking back at Asia, China and the rest of the world, the kind of partnership from the West is quite different from the kind of partnership and business orientation we are getting from Asia, especially, China.

Furthermore, Gbe, who was on the entourage, said, “China is attractive, and for Delta State to be among the states going to China to seek investors is a welcome development. More so, they get cheap funds from government. So, no matter the kind of investment that you go for, there is an investor that will buy into it. We had road shows and we also had business meetings with prospective investors and soonest, you will see them flow into Delta State to physically see what we went there to sell.

“So, it was an eventful and strategic trip. The things we put on the table cannot be resisted by investors. We put up as much as US$10 million that early arrivals will tap into no matter how varied the intentions are. It is about setting up factories – tyre factories and others; we also looked at industries that deal in ethanol, ceramics and we definitely believe that the $10 million is an attractive incentive.

“We also went there and offered tax discount and other incentives such as repatriation of profits. We also promised to facilitate what it will take for ease of business. The location of the proposed Industrial Park is close to gas deposits; it is close to the market and it is an environment that is a catchment area for labour supply. Simply put, it is an investment-friendly area. Again, the man who led the team, Governor Ifeanyi Okowa, gave investors confidence that this state means business,” he said.

Gbe continued , “we are so certain that the investors will come. We also got expression of interest commitment from many investors and entrepreneurs. The strategic approach to seeking investors by our Governor poses to be different from what we have had in the past. It is clear that the intentions and efforts of the number one citizen of Delta State is a success story.. His intention is well cut-out and success will come because the investors are interested in the stakes the Governor has offered.

“Do not forget that we have Nigerians who are also interested but, most of them are handicapped by the paucity of capital. In Economics, we talk about needs, we also talk about wants, but, one is backed by money. So, the likely investors that are indigenous are conscious of the fact that limited funds in Nigeria do not encourage entrepreneurs. Yes, we have Nigerians that are looking forward to participate but, the whole world knows that China is where you could get cheap funds and support from their government and ready to launch themselves in any part of the world and for Deltans, a lot can be benefitted from this drive.

“The Kwale Industrial Park will create employment and revamp the economy to the extent that future administrations will see the initiative by the Okowa administration as a worthy investment for the state. We are working to commence and make it attractive and buoyant and soon.. We appeal to Deltans, especially, communities around the park, to utilize and help sustain the facility. As a government, we are looking far beyond 2023 and we are so futuristic about our commitments,” he noted.

Recalling the recent visit to China, the commissioner stated that, “it was a strategic visit as all those who travelled to China have roles to play in making the Kwale Industrial Park functional. There were also key players from different agencies of federal and the state governments including the local government council Chairman, National and state Assembly officers were all involved in the trip.”

No doubt, the administration of Governor Okowa has shown commitment in positioning Delta systematically to be financially buoyant. Flooding of the cities and major towns as a result of increased rainfall are being tackled with multibillion naira storm drainage projects The Asaba International Airport has taking its correct position among topnotch airports of the world and the state Governor is constructing roads in different areas of the state which has earned him the sobriquet, Road Master. Employment is going on steadily in the civil service as vacant positions are being filled; Deltans are also being trained to acquire different skills and equipped to carry on with their trades.

Obviously too, the streets are looking friendlier, businesses are springing up and more importantly, the people are happier. No doubt, the Kwale Industrial Park will, provide the icing in the development strides of the governor; all that matters now is for all Deltans to think positive things, act positively and positive things will come to Delta and everyone will applaud Governor Okowa in the nearest future for his outstanding legacies.

Air Task Force (ATF) of Operation LAFIYA DOLE has destroyed an Islamic State of West Africa Province (ISWAP) Terrorists’ hideout and neutralized some of their fighters at Arrinna Ciki on the fringes of the Lake Chad in the Northern part of Borno State.

The strike, according to the Nigerian Air Force Director of Public Relations and Information, Commodore IBIKUNLE DARAMOLA, was accomplished through air strikes conducted on 1 and 2 November 2019, sequel to intelligence reports indicating that the terrorists were using the settlement as a staging area to launch attacks against own forces.

“The air strike on 1 November was initiated when a Nigerian Air Force (NAF) Intelligence, Surveillance and Reconnaissance (ISR) platform, on confirmatory reconnaissance mission, spotted some ISWAP vehicles under some trees in the area. Accordingly, the ATF scrambled its fighter jets to attack the location, recording successful strikes to immobilize the vehicles.

“Similarly, a follow-up attack was executed on 2 November after significant activity was observed in another part of the settlement. This occasioned the detailing of attack aircraft to engage the identified areas resulting in the destruction of some terrorists’ structures as well as the neutralization of some of their fighters.

“The NAF, operating in concert with surface forces, will sustain its efforts to completely destroy all remnants of the terrorists in the Northeast”, the Nigerian Air Force Director of Public Relations and Information hinted.

Specifically, Bricks alleges that – “residents shall witness large numbers of uniformed Nigerian Army personnel parading the roads in an exercise known as OPI”.

The NA wishes to inform members of the public that it has nothing to do with the so called Bricks company and its illusionary OPI, it is not an army operation and the NA does not create any operation with such name or abbreviation in all its operations across the nation in a manner maliciously presented by the so called Bricks company.

Similarly, NA has never issued press release through private companies or third parties because it has a full fledged Directorate that coordinates its public relations and Information aspects which has a robust cordial working relationship with the press.

Recall that in order to compliment the ongoing operation in the North East, NA has an ongoing operation positive identification which is intelligence driven, deliberate, targeted operation and not an independent operation but is integral and complimentary to Operation LAFIYA DOLE in the North East. The aim of the operation is to arrest all those terrorists fleeing or escaping the war zone/Theatre of operation to a safe haven or peaceful areas in Nigeria.

Members of the public are hereby enjoined to discountenanced the hitherto faceless and mischievous Bricks company and its alleged NA OPI.

While declaring the conference open, HRM Joshua F.E. Aghagba, Amathovo 1, the Odiologbo of Irri kingdom, represented by Prince Dr. Joseph Aghagba, urged the delegates from the six quarters of the community, Enuru, Uzi, Okpara, Edhukwe, Okogho and Eviewho to be peaceful and orderly during the review of the constitution and commended members of transition committee for calling the conference and keeping their promise to deliver the constitution within three months.

The monarch also urged members of the committee to read the dratted constitution to the people and ensure it is accepted, noting that the development of the community by the state government depend on a peaceful environment devoid of leadership tussle towards promoting sustainable development of the area.

Speaking during the conference, Mr Odueme Oletu Glory, chairman of the transition and constitution drafting committee, disclosed that the mandate of three months given to the committee was strictly followed to ensure that the constitution was ready.

Odueme commended Senator Dr. Ifeanyi Okowa, governor of Delta State and Sir Itiako Ikpokpo, chairman Isoko South local government area for the state technical college sited at Irri Community, adding that the renovation and fencing of Omode primary school is near completion even as another contractor has been mobilized and has commenced the fencing of Irri primary school.

He commended the monarch and former chairmen of the community for opportunity given to the transition committee to pilot the affairs of the community amend the constitution. He also thanked the Edio in council for their support during the drafting of the constitution.

Odueme thanked the people of Irri community for their cooperation just as the constitution was read by the secretary Mr. Felix Ovetiri page by page to ensure correction and adoption. After long debate and review of the draft constitution, motion for adoption was moved by Mr. Isike David and supported by Mr. Oghale clement.

The adopted constitution was declared valid document of Irri development union by the chairman of the committee Mr. Odueme Oletu Glory even as a copy of the adopted constitution was presented to the monarch at his palace. Atiku-Buhari: S/Court judgment’ll not daunt opposition – Reps Minority Caucus

APC’s Lacklustre Victory: PDP Awaits God Judgement, As S’Court Dismisses Atiku’s Appeal

The usual jubilation that follows victories at the courts was lacking in most parts of the country, following the judgement of Nigeria’s Apex court on the 2019 Presidential election.

The Supreme Court of Nigeria on Wednesday, October 30, 2019, had dismissed the appeals filed by the Peoples Democratic Party (PDP) and its presidential candidate, Atiku Abubakar, challenging the victory of President Muhammadu Buhari at the February 23 poll.

The seven-man panel of the apex court led by the Chief Justice of Nigeria (CJN), Tanko Mohammed said the panel agreed that there is no merit in the appeal after reviewing the case for two weeks.

The Appeal was thereby dismissed while reasons for the dismissal of the appeals would be given in a later date.

The CJN led the seven-man panel which included Justices Bode Rhodes-Vivour, Kayode Ariwoola, John Okoro, Amiru Sanusi, Ejembi Eko and Uwani Abba-Ajji.

Justice Muhammad and other six members of the panel filed into the courtroom at about 9.09 a.m. on Wednesday set for the hearing.

The National Chairmen of both the PDP and the All Progressives Congress – Uche Secondus and Adams Oshiomhole, respectively, are also seated in the courtroom with a handful of their party supporters.

Atiku and his party were challenging the September 11 judgment of the Justice Mohammed Garba-led Presidential Election Petitions Tribunal which affirmed President Buhari’s victory at the polls.

Reacting to the Supreme Court ruling on Wednesday in a statement made available to Blank NEWS Online, the National Chairman, Prince Uche Secondus said that the nation’s apex court has ruled but the final judgement comes from God almighty.

“We thank you for your support for PDP, for your commitment to democracy. Nigerians know that you voted PDP, even APC knows that you rejected them on February 23, 2019, international community knows you voted for PDP, if Supreme Court of seven justices says otherwise, leave it to God the ultimate Judge.”

He also commended the press, the fourth estate of the realm for their commitment to democracy and good governance in our land but urged them not to relent in their roles of holding politicians accountable to the people.

DELTA: Ibrede Community Gets New Odio-Ologbo

The people of Ibrede community in Ndokwa East Local Government Area of Delta State has at last selected one of their own, Mr Aruhor Gregory as the new Odio-Ologbo of Ibrede Community.

Mr Aruhor Gregory from Edi family was picked as the new Odio -Ologbo following the death of HRM Douglas Illiromah and subsequent assumption and expiration of his eldest son, Mr Patrick Illiromah as regent for three years.

The selection of the new Odio Ologbo which took place at the weekend at the community Market Square was witnessed by sons and daughters of Ibrede, the Odio- Uru, the Council of Edios, the chiefs, the Oletu-Ologbo, the conference and OSU- Egweya- Ologbo and presided over by the President General of Ibrede community, Dr. Esi Oweh.

Shortly before the enthronement of the new Odio Ologbo which is not hereditary but rotational, the two quarters, Uruewo and Urethatho of Ibrede had presented Mr Aruhor Gregory and Uche Othuke Ibeni who the constitution stipulated must be persons of impeccable characters and that the family that has the privilege before will not be given again until all other family in the quarter has enjoyed the privilege.

At the end of the selection, the retired DSS officer was unanimously and overwhelmingly picked following his pedigree to the admiration of all and sundry.

The Odio-Ologbo who is the Paramount and spiritual head of Ibrede community constitutionally perform amongst other functions to include, determination of cases involving members of Ibrede community who are not satisfied with the decision given by either the chairman of the community or the Iletu and shall confer chieftaincy titles on any person who is a member of Ibrede community.

The new Odio Ologbo of Ibrede Community would be coronated at a later date.

Shoddy Projects: Delta Govt Slams 3-Year Retention Period On Road Contractors

In a bid to get value for taxpayers’ money invested on road construction, Delta State Government may slam three years retention period on contractors.

This was disclosed in a meeting with the contractors and other stakeholders as convened by the Commissioner for Works, Chief James Augoye and Commissioner for Justice, Mr. Peter Mrakpor on Tuesday, October 29, 2019 in Asaba.

At the meeting, the Commissioner for Works, Chief James Augoye lamented that despite the huge sums of money invested by the state government on road construction, taxpayers do not get value for their money.

In the same vein, the Commissioner for Justice Barr Peter Mrakpor observed that failed roads do not speak well of the state government, stressing that engineers who approved such roads will be prosecuted forthwith.

“If a road fails within one year, have we gotten the value of our money? That is why we have decided that any road which fails within a given period of time, such contractors would come back for repairs at his own cost” he asserted.

After much negotiations to reduce the retention period from a proposed five years period, both commissioners appealed to the contractors to deliver projects that will endure the test of time, adding that the retention fee will be paid in percentages after practical completion of project.

Speaking also, the state Sector Commander of Federal Road Safety Corps (FRSC), Delta State, Mr. Ocheja Ameh appealed to contractors to involve the agency during construction work in the state to ease human and vehicular movement.

North-East crisis: MSF accuses military of spurious accusations against NGOs

The last definitely has not be held of the barring of activities of two international non governmental agencies, Action Against Hunger and Mercy Corps, as Médecins Sans Frontières/Doctors Without Borders (MSF), otherwise called Doctors Without Borders accused the military of spurious accusations.

Hope of the assumption of activities of the two ban organisations were raised last week when Mark Lowcock, United Nations Under-Secretary after his visit to Nigeria, in a statement, revealed that the discussion with Nigeria authorities was fruitful and assurances have been given on the lifting of the ban.

But on Monday, MSF, in a statement alleged that instances of violence, abuse and deprivation is almost normalized in the North-East.

It argued that humanitarian agencies, operating in the troubled Nigeria North-East, must be allowed to play their roles in an independent, neutral and impartial manner.

It warned that: “Disruptions of humanitarian assistance, including food aid, have life-threatening consequences, particularly for the most vulnerable.”
The MSF lamented that the conflict in northeast Nigeria still leaves Borno, Adamawa and Yobe states in need of a massive and sustained humanitarian response.

The statement, read in part, said: “A decade of conflict has disrupted the lives of millions of people almost to a point where violence, abuse, and deprivation has become normalized.”

It said: “Médecins Sans Frontières/Doctors Without Borders (MSF) remains committed to providing high quality medical assistance to the population of northeast Nigeria,” stressing that “aid must be delivered impartially and neutrally to all in need, in line with international humanitarian law.”

It said: “Serious medical needs remain widespread in northeast Nigeria, while essential items and clean drinking water are scarce; in the first half of 2019 alone, MSF admitted more than 15,000 patients on an emergency basis, treated over 8,000 patients for malaria, ensured 2,446 safe deliveries and vaccinated 9,117 people against measles.”

MSF said: “Humanitarians, by definition, strive to reach the most vulnerable people in need. However, today, we are only able to reach a part of these people. Nearly one million people remain in areas with no access to much-needed assistance due to ongoing hostilities, impassable roads or restrictions on the movement of people, aid and goods.

“Inside government-controlled areas, hundreds of thousands of vulnerable people are entirely dependent on humanitarian aid for survival. Disruptions of humanitarian assistance, including food aid, have life-threatening consequences, particularly for the most vulnerable. This, along with continued insecurity in the area that prevents people from farming or fishing, risks creating another nutrition crisis.”

It added that: “Even as the population continues to bear the brunt of the decade-long conflict, aid organisations face limitations in caring for them. Humanitarian aid has been repeatedly targeted throughout the conflict, with aid workers that have been killed, as well as recent forced suspensions of vital assistance amidst spurious accusations of NGOs furthering the conflict.
“Humanitarian aid workers, medical staff and civilians in conflict zones are not party to the conflict, nor a target.Following the statement released today by the United Nations Under-Secretary General and Humanitarian Chief, MSF stresses that in times of conflict, humanitarian aid must be able to play its role in an independent, neutral and impartial manner. 

“Not only does this guarantee the quality of assistance, but it also protects front line workers. These principles must be respected by all parties to the conflict, the Nigerian authorities, United Nations’ representatives and agencies and international non-governmental organisations working in the northeast.”

The statement added that: “Today, the population of northeast Nigeria and humanitarian organisations seeking to care for them need more support than ever.

“Since the conflict in northeast Nigeria began in 2009, approximately 35,000 people have been killed, while 1.8 million people have been displaced from their homes and a further 230,000 people have fled to neighbouring Chad, Cameroon and Niger. 

“MSF has worked continuously in Nigeria since 1996 and in northeast Nigeria since 2014 and will continue to provide lifesaving medical care for those in need, irrespective of race, religion, creed or political convictions. Today, the population of northeast Nigeria and humanitarian organisations seeking to care for them need more support than ever.”

OPPOSITION REPS INSIST ON THOROUGH SCRUTINY OF 2020 BUDGET

The Peoples Democratic Party (PDP)-led opposition in the House of Representatives at the weekend, picked  holes in the N10.33 trillion 2020 budget, insisting that the annual estimate will be subjected to thorough legislative scrutiny to ensure that it reflect the general aspiration of over 200 million Nigerians.

Minority Leader of the House of Representatives, Hon. Ndudi Elumelu, in a statement on Sunday maintained that though the House had resolved to pass the budget before the end of the year, the details, particularly the capital expenditure items and implementation modules must meet the yearning of Nigerians before the budget is passed into law.

The Minority Leader noted that the opposition “recognizes the fact that Nigerians look up to them to protect their interest in critical issues that directly affects their lives, particularly on budget planning and implementation in key sectors.”

Consequently the opposition assures that the details of the N2.46 trillion capital budget must be dissected and adjusted accordingly to ensure that critical needs of Nigerians are adequately accommodated, as well as to plug waste and eliminate budgetary corruption at every stage.

According to the Minority Leader, “Given the sorry state of our infrastructure, the opposition must ensure that the votes earmarked by Mr. President for the rehabilitation of roads, power infrastructure, health services, agriculture, water resources, education among other critical sectors are thoroughly scrutinized to guarantee full implementation as well as reflect the federal character principle across board”.

The minority leadership frowned at reports that certain committees barred the media from covering their budget defence sessions.

The Minority Leader insisted that budget defence must be in the open and more so, transparent, so that Nigerians are fully carried along in all the processes leading to budgetary decisions in all critical sectors

The minority leadership has therefore directed all opposition members in various committees to ensure strict compliance with the democratic principles of transparency, accountability and prudence in the budget planning as well as in the implementation oversight of both the capital and recurrent components.

The opposition further guaranteed that it is poised to fully monitor the implementation of special intervention funds for the unemployed as well as the welfare of the Internally Displaced Persons (IDPs) in the North East and other parts of the country to ensure that the money is not diverted as witnessed in the past under a former Secretary of the Government of the Federation (SGF).  

Furthermore, the minority leadership assured that the opposition will take critical look at all revenue projection from Value Added Tax (VAT) and other tax regimes so as to ensure balance, equity and fairness and guarantee that the masses are not overburdened in the process.

Personal Assistants: Elumelu Employs 125 Persons In Aniocha/Oshimili Federal Constituency

Minority leader of the Federal House of Representatives and member representing Aniocha/Oshimili Federal Constituency, Rt. Hon Ndudi Elumelu has issued appointment letters to a total of 125 women and youths, as Personal Assistants and political aides to the lawmaker in their various, units and wards across the constituency.

The official presentation of appointment letters to the selected women and youths, which took place at Onicha-Uku, the country home of Rt. Hon. Ndudi Elumelu, on Friday October 25, 2019, was in fulfillment of his campaign pledge to ensure the even and equitable distribution of democracy dividends across the length and breadth of Aniocha/Federal constituency and also justify the mandate freely given to him by his constituents, as their Representative in the national assembly.

Addressing the newly engaged appointees during the presentation of letters ceremony, which was attended by top party leaders and members of the PDP in the Federal constituency, Hon. Elumelu charged the political aides to carry out specific roles on his behalf, which included interfacing with communities and identifying their most pressing needs for onward transmission to the leadership of the Federal House of Representatives.

According to him: “Your duty will be to be my voice in your community. You don’t need to call me, you are to collate whatever is happening and needed in your community and forward to our office in Abuja. We now decide what to do in such matters.

“On infrastructural development, if the roads are bad, markets are bad and you fail to shout out, you will be held responsible. We want government to be close to the people.

“People, who are less privileged and not able to pay their school fees, tell us about them and everything happening in your area. I don’t want people to be calling every time and sending text messages, you should be the ones receiving the messages and sending such to us.

“On employment, let them come through you, collect their CVs and send them to us. Those that need recommendation letters, let them come through you. They don’t need to come to me but you. Airforce, Navy, police, customs, any job they need, we will give them based on their qualifications.

“The day anybody sends me text message from your community, complaining of any need, or that their son or daughter needs job or that we have such problem in my area, when you are there, your appointment is immediately terminated.

“You should be committed to your work. Disturb us with pressure of requests. Let’s have a change of mindset in the manner we approach issues. This is the first time money meant for constituency people are given to them. Nothing in the community must escape your attention. If anything is coming to your constituency, you must ensure your people get their own portion,” he charged them, while saying that his office will provide them with identity cards.

Hon. Elumelu further explained that the appointment is for a period of two years which is subject to renewal, subject to the performance of the appointee, even as he assured that there is a lot coming for the constituency; hence they must be ready to carry out the huge task assigned to them.

He said: “If motorcycles are to be given out and your people do not have, you will answer for it. A lot is coming. If people are in prison and do not have money to bail themselves, you should go to the prison and find out the issues and report to us. We don’t want any complain from any community, we want every community to be carried along in all we are doing.”

Fielding questions with newsmen shortly after the presentation of appointment letters, Hon. Elumelu shed more light on the rationale behind the appointment of the 125 political aides to be his eyes and mouthpiece in the over 58 communities in the federal constituency.

“My people voted me into office and it is expected that their votes in getting me there is their investment. Their return on investment is for me to make sure they have good dividends of democracy.

“In trying to get that I must be sure that I’m doing it in consonance with their own belief and their desire. And there is no better way to achieve that than engaging them. And given that we have over 58 communities in the four local governments, it now became very necessary that I must appoint some political aides to do that on my behalf.

“Their job involves going to the people and finding out what they want and that will form part of the input which the House of Reps is geared towards achieving in the yearly preparation of the budget.

“We held a public hearing on the budget two days ago and part of what we said was that we now want Nigerians to be part of our budget preparation processes. I cannot just on my own go to the House of Reps, sit down and put things for my people without hearing from them.

“These are my aides, and between now and November that we will be passing the budget, their duty will be to get back to me on what my people desire most and that will begin the way towards giving them those returns on investment that is called dividends of democracy

“And the ingredients are critical infrastructures, good roads, electricity, potable boreholes that will ensure access to quality water and areas where you can assist people who cannot afford to train their kids, then you provide for them. And that will be very useful and meaningful to them.”

Elumelu said the appointees which comprise 62 youths and 63 women will get their salaries on 27th of every month, adding that in December, they will be paid double, first week and 27 of December every year.

Responding, some of the appointees expressed appreciation to Rt. Hon. Ndudi Elumelu for finding them fit for the appointment. Stephen Abah from ward 10 Ezi in Aniocha North expressed joy for the appointment, saying that this was the first time he had been privileged to get an appointment and benefit from an elected member in any position since he joined the party many years ago.

Mrs. Ndidi Azuh, ward 5 Aniocha North Issele Mkpitime and Issele Azagba, said she is lucky to be one of those appointed, pledging her readiness to work and ensure everybody in her ward benefit from the democracy dividends that will be coming to the constituency.

Alex Nwokolie from ward 9, Oshimili North, Okpanam and Ugbolu, said in carrying out his assignment, nobody will be discriminated against, assuring that he will work to ensure his ward members benefit from whatever is due to them.

Christy Ngugu from ward 9, Oshimili South in Asaba, comprising Ozoigwe primary school area through to Anwai, said she was happy for the appointment, adding that everybody in her area, as far as they reside in the ward area will benefit from the leadership programmes of Elumelu.

Mrs. Sandra Obiarenzi from ward 2, Aniocha South, Ogwashi Uku said the gesture was a good one from the Rt. Hon. Ndudi Elumelu and while describing him as a man of his words who will always fulfill all the promises he made to his people, assured of surpassing the task assigned to them saying: “I will do much more than the task given to us. He is for everybody and everybody will be accommodated in his programmes.”

It could be recalled that the Minority leader of the House of Representatives and member representing Aniocha/Oshimili Federal constituency, Rt. Hon. Ndudi Elumelu, had last month, confirmed that he would engage 84 competent persons as youth in the Federal constituency as personal assistants and political aides in youth and women affairs. This number has now been increased to 125, in recognition of the need to effectively cover the over 58 communities in the constituency and also in line with his campaign promises to empower the critical segments of the society; the Youths and the women whom he said would continue to be the focus of his agenda, in consonance with the Stronger Delta agenda of the Governor Ifeanyi Okowa administration in Delta state.

This appointment of 125 political aides by Hon. Ndudi Elumelu, is also coming in the wake of a hugely successful five-day entrepreneurship training programme for budding entrepreneurs from Aniocha/Oshimili Federal Constituency of Delta State, in September, sponsored by the Minority Leader of the House of Representative, with 200 participants drawn from the four local government areas within the Federal Constituency.

The training programme facilitated by Hon. Elumelu was organized and handled by Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), a reputable entrepreneurship development training organization and ended on Friday 20th September, 2019 with the House of Reps Minority leader, presenting the certificates of participation to the participants, which also guaranteed each of them a low interest loan up to the tune of N10 million by the Central Bank of Nigeria, CBN, with no collaterals.

Bashorun Askia Ogieh, stated this in Warri, Friday, while playing host to the two damsels, who were accompanied by their Manager, Ubeca Charles.

Receiving the delegation in his usual warmly attitude, Bashorun Askia opined that in spite of the fact that their visit and role appeared to be a duplication of similar ones that might have taken place in the past, he found their course a worthy one.

Earlier, The Ambassador of Girl Child, South South, Queen Idaka, speaking on behalf of the delegation said, their mission to Delta state, which is part of their mandate area, was to catch the children young and to improve on their educational standards.

At the primary school level, they were seeking to provide basic needs like slippers, school bags, books and stationery, to indigent pupils, she said.

On the other hand, at the secondary school level, their focus was to counsel students, provide them with vital sex education tips; then distribute sanitary wares to the girls and condoms to the boys, at the end, she proferd.

The South South Girl Child Ambassador appealed to the MD/CEO to assist them in meeting their modest budget of N1.5m to procure the items needed to achieve their charity work.

Bashorun Askia however promised to look at their request and revert in good time.

Highlight of the visit was the presentation of a very colorful African print fabric to the MD/CEO by Queen Idara.

ESCRAVOS, ENVIRONS ELECTRICITY PROJECT: DELTA GOVT REASSURES OF COMPLETION

Delta State Government says the ongoing Federal Government electrification projects for the Escravos and environs communities has reached an impressive stage.

Recall that the Federal  Government had approved $64 million for power supply to Escravos communities in Delta State.

Deputy Governor of Delta State, Deacon Kingsley Otuaro disclosed after playing host to staff of NNPC, Nigeria Gas Company, the contracting firm handling the project and representatives of host communities said the deliberations was very fruitful. 

He noted that even though, there were challenges along the line, he believed in no time the projects will come on stream for the satisfaction of all Deltans whom it is meant to serve.

He however appealed for the cooperation of host communities to enable the contracting firms do their jobs unhindered so that they can deliver on time.

According to him, “Few years back, the federal government with NNPC and Nigeria Gas Company agreed to site the Escravos and Environs Electrification Projects and it has been on the pipeline. We just had this meeting to expedite action.

“In the meeting, we tried to cross the t’s and dot the i’s in ensuring that the projects we are embarking upon are completed on specified time. This is to light up the entire Escravos and environs which will have a multiplier effect on the people. We are indeed very happy with the outcome of today’s meeting.”

This is coming on the heels of assurances by the representative of income Extrix, Mr Matthew Edevwie,  an expert on electricity project that the project will be completed in 18 months before the agreed period.

Also, the Commissioner for Oil and Gas, Delta State, Hon. Prince Emmanuel Amgbaduba, expressed hope that the project would be completed on record time.

Some of the representatives of the host communities commended the federal government for the projects assuring that they would provide security before and after the projects since they are the immediate beneficiaries.

NDDC: Extend Probe To N’Delta Ministry, Amnesty Program –IMG Urges FG

ISOKO Monitoring Group, IMG, yesterday, stressed the need for the Federal Government to extend the proposed forensic audit of the Niger Delta Development Commission, NDDC, to the Ministry of Niger Delta Affairs and Presidential Amnesty Program.

It added that the move to probe NDDC and other federal government parastatals that are charged with the responsibility of developing and empowering the Niger Delta people is long overdue and tasked the President Muhammadu Buhari led government not to pay mere lip service over the planned probe by not making it one of the many political jamborees of the APC led administration.

IMG, in a press statement signed by its official Spokesperson, Dr. Kingsley Oroh and made available to newsmen on Wednesday, said that “all true sons and daughters of Niger Delta have been worried over the recklessness, misappropriation and mismanagement of the NDDC in fulfilling its core mandate of developing the Niger Delta area”. The group also lemented the negative effects of crude oil exploration of multinationals operating in the Niger Delta as well as the deplorable situation of roads, electricity and other basic necessity in the region.

The statement reads in part: “there is hardly any reasonable project done by the NDDC that can stand the test of time. Often, what we see in Niger Delta are either substandard projects done with outrageous costs or leagues of abandoned projects, whose contractors have been paid in full.

“These abnormalities have continued unabated for about two decades to the detriment of the Niger Delta people. Hence, our spirit is lifted and our hope rekindled over the presidential decision for a forensic audit of the Commission.

“Our fears, however, has to do with the inability of the Federal Government to take appropriate actions in doing what is necessary when it is needed most. The forensic audit and probe of the NDDC will be one of the best service that the President Muhammadu Buhari administration will render to the Niger Delta people.

“So, it should not be taken lightly or end up being one of many political jamborees of this administration. It must not also be used as a political witch hunt on anyone. We recommend that a thorough auditing of the Commission should be carried out by a reputable auditing firm and everyone found wanting irrespective of their status or political alignment should be prosecuted and brought to book to serve as deterrent to subsequent boards.

“For the matter of fact, we would love the audit to focus utmost attention on Delta State because it is obvious that NDDC Representatives and Contractors are worse off here. In Delta, there is no landmark project that can be ascribed to NDDC.

“May we also use this opportunity to call on President Muhammadu Buhari to use this golden opportunity to audit and probe the Ministry of the Niger Delta Affairs and the Presidential Amnesty Program since their establishment. The reason being that these Parastatals or interventionist agencies that are expected to carry out federal government developmental and empowerment programs in the Niger Delta region have also failed woefully in their operations.

“For instance, the Isoko ethnic group in Delta State that has contributed immensely into the commonwealth of this country through its many onshore crude oil wells and gas deposits, has been barren in terms of development. Despite the operations of Shell, Agip, Heritage, First Hydrocarbon and other oil servicing firms in the area, one can hardly see a motorable road in the area. Electricity is nothing to write home about and the youths of the area have never partaken in the Niger Delta Amnesty program.

“Overall, the Isoko ethnic group has nothing to show for contributing its quota to the purse of this country since 1958 that crude oil was discovered in Uzere in commercial quantity. This is an aberration. The terrible situation of the East-West road has further confirmed our fears that the Ministry of Niger Delta Affairs need urgent probe”.

CIVIL SOCIETY GROUPS HONOUR BASHORUN ASKIA AS PROVEN STRATEGIST, AMBASSADOR OF GOOD LEADERSHIP

The MD/CEO, Bashorun Askia Ogieh, in response, thanked God for journey mercy granted to them from Abuja and for the lofty award of excellence embedded in the certificate of performance issued him.

Bashorun Askia had recalled how the initial frosty relationship between Civil Society Groups and the Board of DESOPADEC has now developed into a cordial one.

Speaking on behalf of the delegates, President, Civil Society Groups for Good Governance, Comrade Ogakwu Dominic said they had not come to present the certificate of performance to the MD/CEO of DESOPADEC, simply because he was the MD, but because they had kept track of his exploits over the years and determined that he deserved the honour.

Comrade Ogakwu Dominic said that the certificate was to encourage the MD to up his game, as well as to encourage him to use technology to bring positive change to DESOPADEC, as an ambassador of good leadership and a proven strategist.

He specially thanked the MD for being an outstanding leader and promised to stand by him throughout his tenure as MD/CEO, DESOPADEC.

NAF JETS NEUTRALIZE SEVERAL TERRORISTS AT BUKAR MERAM IN BORNO STATE

In continuation of the sustained onslaught against terrorist elements in the Northeast of the Country, the Air Task Force (ATF) of Operation LAFIYA DOLE has neutralized several Islamic State of West Africa Province (ISWAP) fighters at Bukar Meram on the fringes of Lake Chad in the northern part of Borno State.

A statement made available to Blank NEWS Online by the Director of Public Relations and Information of the Nigerian Air Force, Air Commodore BIKUNLE DARAMOLA disclosed that the operation was executed on Monday, 21 October 2019, based on credible intelligence reports that indicated a resumption of the use of the location to provide logistics support to the terrorists, using fishing activities as a cover.

Accordingly, the ATF dispatched its attack aircraft to engage designated areas within the settlement.

Before the strikes, over 35 terrorists were observed within the area of interest. The attack aircraft subsequently engaged the location in successive passes recording accurate hits on the target area, leading to the neutralization of several ISWAP fighters as well as the destruction of some of the structures.

The NAF, operating in concert with surface forces, will sustain its efforts to completely destroy all remnants of the terrorists in the Northeast.

$10m Counterpart Fund For Investors In Kwale Industrial Park –Delta Gov Okowa Speaks From China

Governor Ifeanyi Okowa of Delta on Tuesday said the state government was ready to provide 10 million dollars counterpart fund for prospective investors towards the construction of Kwale Industrial Park in the state.

He made this known at Kwale Industrial Park Road Show in Shenyang, China.

At the event which was attended by Chinese Government officials and potential investors, Okowa outlined the vision of the state government for an aggressive industrialization agenda.

Explaining the initiative, he said “I am here personally and along with key members of the state executive council and legislators as a sign and demonstration of our commitment to this initiative.

“Nigeria is open for business and I make bold to say that Kwale Industrial Park is a compelling investment choice.

“I want to say upfront that locating in Kwale, an industrial park opens your business to Africa’s biggest market. Nigeria, and Africa as a whole, is the world’s next frontier business to benefit from that growth.

“In Delta, we are working relentlessly to make Kwale the most investor-friendly location in Nigeria. It is a peaceful community and the support and cooperation of the community is already assured.

“I can tell you that they are eagerly waiting for the park to take off.’’ 

On incentives, the governor affirmed that the state government was creating an intervention fund of 10 million dollars in the first instance.

According to him, this is to support investors that are able to make an early decision to set up their plants in the Kwale Industrial Park. 

“The money will be utilized as a counterpart start-up equity fund from the state government to enable investors to partially de-risk their investment. 

“I am confident that some of you who have existing plants will find such equity contribution helpful in kick-starting your venture into the park.

“Delta State is also looking to collaborate with the Province of Liaoning formally in a strategic partnership. 

“We believe that such government-to-government partnership will be a confidence-booster for prospective investors and we assure them of the security of their investment,” he stated.

In his remarks, Nigeria’s Ambassador to China, Mr Baba Jidda, lauded the governor’s initiative, and challenged other state governors to key into initiative for the development of the nation. 

“I am highly impressed by the initiative of Gov. Ifeanyi Okowa in establishing the Kwale Industrial Park.

“Our responsibility here in China is to promote investment between Nigeria and China, and Delta State Government led by the governor himself has really shown the way.

“We are highly encouraged by the initiative and I want to assure you that the Chinese investors that attended the roadshow were highly impressed.

“We at the embassy will do our very best to support the initiative as we encourage other governors to emulate this positive step,” he said.

The highpoint of the roadshow was the signing of a Memorandum of Understanding between Delta government and a Chinese agricultural company to grow and process soya bean at the Kwale park.

The foreign trip of the Governor of Delta State, Senator Dr Ifeanyi Arthur Okowa to China will afford him the opportunity to meet with key investors as part of government efforts to make Kwale Industrial Park among the best in Africa, one of Okowa’s aides Fred Latimore Oghenesivbe has revealed.

The Kwale Industrial Park is said to upon take off employ minimum of 70,000 Delrans, both skilled and unskilled labourers.

The aide presented Governor Okowa as saying: “In an effort to fast-track the takeoff of the Kwale Industrial Park, which will create more than 70,000 new jobs in Delta State, I am in China to meet with prospective investors and other key project stakeholders.”

He said Chinese industrialists are interested in partnering with government to make the state a reference point through participation in the development of the Kwale Industrial Park and other projects mapped out to further boost the economy.

“Gov Okowa’s trip to China is timely and commendable, and it’s necessary for us as Deltans to appreciate this administration for putting in place the needed strategic efforts towards the attainment of a Stronger Delta,” Oghenesivbe said.

Warri Township Stadium In Deplorable State **Sports Commission Inactive, As Residents Appeal For Rehab

The Warri Township Stadium in Warri South Local Government Area is in a deplorable state as the sports complex has technically been abandoned by the Delta State Sports Commission, headed by Mr. Tonobok Okowa, the governor’s younger brother.

At the time of filing this report, the football pitch is flooded with stagnant water even after it has stopped raining. The place is also overgrown with weed and some of the facilities in dilapidated state.

Consequently some concerned residents of the sports loving city of Warri who spoke to our correspondent on the deplorable state of the stadium, appealed to Governor Okowa to rehabilitate the edifice.

A soccer enthusiast and Warri based renowned analyst, Comrade Akpojotor Adjarho while lamenting the present state of the facility, said “It is regrettable that there is nothing to show for the huge amount of monies spent on the stadium.

“The present state of the stadium does not befit the status of Warri, an area that has produced great sports men and women.” 

He noted further that the stadium had also hosted the under-17 world soccer tournament.

Akpojotor appealed to Governor Ifeanyi Okowa to rehabilitate the stadium, particularly the football pitch

A female resident, Angela Omokiniovo, who claimed to be a fan  of newly promoted Warri Wolves Football Club,  called for a probe into the monies spent on the rehabilitation of the stadium, noting that there was nothing to show for the huge amount of monies spent for the rehabilitation of the dilapidated stadium.

While, the Igbudu Agbarha Warri born Chairman of Delta State Football Association (DFA) Edema Fuludu (MON) who also expressed deep concern on the poor state of the stadium, also appealed to the state governor to give the stadium a face lift 

He noted that the stadium was a source of joy to most people, adding, “We know that Governor Okowa has spent a lot of monies on development of sports with the lean financial resources coming to state but we appeal that he should renovate the stadium through the Delta State Sports Commission.”

DELTA GOVT REMOVES MEDICAL DIRECTOR FOR NON-PERFORMANCE

In continuation of its implementation of measures at repositioning government hospitals in the Delta State for better service delivery, the Medical Director, Eku General Hospital, Dr Vincent Oziga, has been replaced with Dr Lucky Oyeye with the mandate to address the challenges being experienced by users of the hospital.

The State Commissioner for Health, Dr Mordi Ononye, while making the replacement known in a statement, warned that the state government would no longer hesitate to replace any medical director who failed to meet up with the responsibility of providing improved services to patients.

 The commissioner stated that leadership of government hospitals had the responsibility to provide effective and efficient services in order to be able to justify the resources government was putting into the health sector.

 He called on all staff working in the hospitals to work in the best interest of their respective hospitals and at the same time the communities with a view to address the loss of trust by the public due to decline in quality health care in the hospitals. 

Dr Onoye, in the statement, directed leadership of the hospitals to fashion out strategies to improve the quality of health delivery saying the state government had commenced renovations and facelift of hospitals and procurement of more medical equipment.

Borno Gov Drags Top Functionaries Of Govt To Boko Haram Enclave For Retreat

Borno State Governor, Prof. Babagana Umara has dragged his commissioner and top aides to the Boko Haram “enclave” in the northern part of the state for a retreat.

The northern part of the state is believed to be the new enclave of the insurgents who are said to be occupying Islands in the Lake Chad Basin.

A statement on Sunday from the spokesman to the governor, Mallam Isa Gusau, said the governor was currently chairing his administration’s first retreat “for commissioners, special advisers and some senior government officials like the secretary to the state government, head of service and chief of staff in Damasak, headquarters of Mobbar local government area in northern Borno.

He said the town has “remained a shadow of Itself since it was occupied by Boko Haram as a caliphate.”

Gusau recalled that: “Damasak, hitherto a major agricultural community in the fringes of the Lake Chad that is less than 10 kilometres away from Diffa in Niger Republic, was occupied and administered by Boko Haram from November, 2014 to 2016 before it was recovered by multinational forces. 

“Damasak had come under repeated attacks including early this year. Thousands of citizens who live there mostly depend on food aids and skeletal businesses.”

Gusau said the governor told commissioners in the opening remarks on Saturday evening, that the choice of Damasak, was to bring top government officials “face to face with the realities” on ground and to remind them their appointments were not opportunities for luxury but for the serious task ahead of them.

Gusau quoted the governor to have told the top government functionaries that: “By tradition, retreats are held in the most serene and oftentimes, luxurious environments‎. However, holding retreats under serene atmosphere is reserved for those who live and operate under normal circumstances. Fellow members of the state executive council, I will like to remind us very strongly that our circumstances in Borno State are not normal. If we decide to hold our retreat in Maiduguri, Abuja or perhaps at Obudu Cattle ranch in Cross Rivers state, we may not totally be true to ourselves and sensitive to the plight of our people. 

“The wisdom of convening this retreat in Damasak, headquarters of Mobbar local government area in the most troubled northern part of Borno State, is to bring all of us, face to face with the realities of our challenges in Borno. Driving from Maiduguri to this place, we have passed major towns like Gubio and Kareto which have become near ghosts of what they used to be. We have seen villages that are without human occupation. We have seen on the road, soldiers at different points, clearly indicating that all is not normal with Borno.”

He added that: “Damasak, where we are today, used to be one of Borno’s agro-economic centres. Damasak used to be a large scale producer and exporter of farm produce like tomatoes, pepper and other vegetables. Thousands of wealthy farmers and transporters, other fellow citizens have been killed, displaced to Niger Republic and forced to become beggars. We are here to remind ourselves that the oath of offices we differently took in May, June, August and September, 2019 is not for luxury. Borno has serious challenges and we have individually sworn with the Holy Qur’an and the Holy Bible to do whatever we can in trying to address the challenges facing Borno State.”

The governor also tasked the commissioners, advisers and other participants to see Damasak as an example that tells the realities of the 27 local government areas in the state. 

He informed them that timelines were going to be created for the attainment of goals determined at the retreat.

Umara said: “At this retreat, ladies and gentlemen, we shall not only come up with ideas that are achievable but insha’Allah, we shall be setting for ourselves timelines within which we are to achieve every goal we aim. We are here to spend only few days in Damasak but there are thousands of our fellow brothers and sisters, fathers and mothers, who live here on permanent basis. We are here to feel their stay and to remind us of their needs for continued safety; their needs for shelter; their needs for medical care; their needs for water; their needs for schools; their needs for means of livelihoods. 

“When we drove into this lodge, we saw hundreds of our young sons and daughters welcoming us happily. We saw wives, sisters, mothers and fathers joining them to welcome us. Whereas they all wore happy faces, we know that majority of them are in distress. We should therefore regard Damasak as an example of the realities facing all of our 27 local government areas, particularly those in northern Borno.”

Earlier, the secretary to the state government, ‎Usman Jidda had told them the objectives of the retreat, while commending the governor for his ingenious choice of location.
He said the retreat was meant for top government officials to cross fertilize ideas towards better service delivery in line with the governor’s vision and approach to governance. 

He said the retreat has many resource persons, who would discuss topics peculiar to the challenges facing the state and suggest ways to solving them.

Nigeria’s Buhari saga: The fake wedding, the president and the family feud

Nigeria’s first family, the Buharis, are embroiled in a still-developing story resembling one of Nollywood’s many Sunday-evening soap operas.

It is a story about the president purportedly taking a second wife – a female cabinet member to boot – while his wife’s furious outburst hint at deeper issues. The plot was supplied by Nigeria’s vibrant social media and was aided by Mrs Buhari’s cryptic comments. The setting is Nigeria’s presidential villa, Aso Rock.

What’s all this talk about a wedding?

The wedding at the centre of the story that was largely played out on social media involves President Muhammadu Buhari, and one of his female cabinet ministers, Sadiya Farouq.

What we do know is that President Muhammadu Buhari is married to Aisha Buhari and has not said anything about taking a new wife.

Ms Farouq has not said anything either about the purported marriage.

It could easily have been dismissed as fake news and left at that, but for a comment from Mrs Buhari.

What did Aisha Buhari say?

She had been out of the country for two months with a stop in the UK for a medical check-up. Her return was taken by those following the story as a sign that she had come back to “defend her territory”.

Her response when asked at the airport about the wedding did little to extinguish rumours that the president was taking another wife.

In an interview with BBC Hausa, the first lady offered confirmation, albeit in a very cryptic way, that there had indeed been plans for President Buhari to take a second wife, by referring to a “promise of marriage”. She also said that the purported bride-to-be was disappointed the marriage hadn’t taken place.

Mrs Buhari said: “The person that promised her marriage didn’t know it wasn’t going to happen. She [believed to be Ms Farouq] didn’t deny the marriage until the day passed.”

She spoke entirely in Hausa, measuring her words and mentioning no names. But it was clear from the interview that Mrs Buhari was upset that Ms Farouq hadn’t publicly denied rumours of the marriage .

To further complicate matters, the minister’s Twitter account denied commenting on the rumours, rebutting claims made by a fake account in her name that had actually denied the story.

The minister’s account tweeted: “It has come to my attention that a fake Twitter account @Sadiya_farouq_ has been created in my name.

“I wish to inform my followers and well-meaning Nigerians to disregard the handle and any information posted on it. My official Twitter handle remains @Sadiya_farouq”.

Some say she missed an opportunity to quash the rumours with a firm denial.

So who is Sadiya Farouq?

At 45 years of age, she is one of the younger ministers in Mr Buhari’s cabinet and heads the newly created Ministry of Humanitarian Affairs, Disaster Management & Social Development.

Little was known of her before she was appointed by Mr Buhari in August to lead the newly created ministry. The ministry’s creation and her appointment came as a surprise to many, but those who know her say she’s been a staunch supporter of the president for decades.

She was head of the country’s National Commission for Refugees, Migrants and Internally Displaced Persons (IDPs) and was a member of the ruling All Progressives Congress (APC) presidential campaign council, where she was in charge of election planning and monitoring, field operations, and fund raising.

So was there a wedding?

No.

The wedding was supposed to have been planned last Friday, 11 October, but the Twitter account of Sadiya Farouq showed she was far away in the Swiss city of Geneva from Thursday, leading Nigeria’s delegation at a meeting of the United Nations refugees agency.

She did not return to Nigeria until Tuesday, based on what she posted on the same account.

But that didn’t deter Nigeria’s social media users, especially on Twitter, from providing the guest list, a venue and entertainment.

And what’s all this about a family feud?

A sub-plot to the fake wedding story is the strained relations between different members of the wider Buhari family.

We now know, courtesy of that BBC Hausa interview, that a viral video that circulated on social media of Aisha Buhari in an angry outburst was genuine. She confirmed the authenticity of the video which she said was recorded by a relative of the president who lives in Aso Rock, some time in 2018.

Mrs Buhari says the video was filmed by Fatima Daura, daughter of Mamman Daura. He is Mr Buhari’s nephew and has been a close associate of the president. He holds no official position in the government but is widely believed to wield huge influence over the government.

He was even given an apartment – the Glass House – in the presidential villa that was the scene of the outburst in the video.

According to Mrs Buhari: “They shot the video in front of my security and everybody there. She [Fatima Daura] was actually recording the whole thing right in front of me and was laughing and mocking me.

“They did that because my husband sacked them from the house. He told them to get all their belongings and leave the house for my son [Yusuf] to occupy.

Nigeria’s presidency is yet to say anything about the video but on Wednesday, Mrs Buhari later posted an apology on Instagram, saying: “I use the opportunity to apologise for the embarrassment I might have caused my children, my immediate family members, well meaning Nigerians and the institution I represent, on the circulated leaked video clip”.

Aisha Buhari didn’t say who was planning the marriage, but it is clear she knows who it was. Some people are speculating that her willingness to confirm the authenticity of a video from 2018, in which she mentioned Mamman Daura and his daughter Fatima, was another cryptic message.

Ms Daura denies that a wedding was being planned, telling BBC Hausa that both her father and the president are “monogamists”. She also said that “the kind of power and influence that is being ascribed to my father is only attributable to God”.

So is a wedding still on the cards?

That would depend on if it was ever on the cards in the first place.

If people were planning it, they might not have altogether abandoned those plans.

If there’s anyone who would know the signs of a new marriage in the making, then it’s Mrs Buhari. She married the president after he divorced his first wife in 1988. The president is known as a monogamist but as a Muslim, he is allowed to take up to four wives.

Mrs Buhari was clearly referring to Ms Farouq as the intended bride in the BBC Hausa interview and the fact that neither the minister or the president have said anything about the rumoured marriage has many wondering if, like a true Nollywood soap, this story might have a sequel.

Threat To Oil Facilities: Presidential Amnesty Coordinator Get Knocks From Conveners Of Ijaw Unity Rally And Peace

** Beg Buhari To Replace Dokubo

The  Conveners of the Ijaw Unity  Rally  And  Peace (IURP ) have warned the  Special Adviser to the President and Coordinator of the Presidential Amnesty Programme  (PAP ), Prof  Charles Dokubo against threatening the  Federal Government with renewed wave of violence in the oil-rich Delta Delta Region if was not reappointed. 

The Coordinator of IURP, Habi  Kurokeme in a statement on Sunday, October 20, 2019 said that the prevailing peace in the Niger Delta Region must be sustained by all stakeholders and urged the Coordinator of the Presidential Amnesty Programme to call his “loyalists” to order or he will be held responsible for attacks on oil facilities in the Niger Delta Region. 

According to the statement;   ” Our  attention has been drawn to the showboating of one man, who is feeding off the palms of the current Coordinator of the Presidential Amnesty Office and masquerades as ‘The Reformed Niger Delta Avengers (RNDA)’, recently quoted by the online version of Vanguard newspaper as saying that he “will cripple the nation’s economy with coordinated attacks on oil facilities in the Niger Delta should the Presidency succumb to the sponsored maneuvering and blackmail by purported cabals to remove the Special Adviser to the President and Coordinator of the Presidential Amnesty Programme, PAP, Prof Charles Dokubo.”

“On the contrary, it is the belief of all the Niger Delta ex-agitators enlisted in the Presidential Amnesty Programme that Professor Charles Quaker   Dokubo has long overstayed his welcome as the Coordinator of the Presidential Amnesty Programme.   Prof  Dokubo is the singular biggest threat to peace, safety and security in the Niger Delta. In fact, the rising cases of oil theft in the Niger Delta, at a time our leader, President Muhammadu Buhari is looking for money to fund the federal budget, is glaringly as a result of the crass ineptitude of Prof. Charles Quaker Dokubo. That Dokubo still parades himself as the Coordinator of the Presidential Amnesty Programme in spite of the monumental cases of corruption that has been linked to him and his cohorts, is one of the wonders of this era”, they wrote. 

They also wrote;  “We must send direct message to Prof. Charles Dokubo to stop threatening  President Muhammadu Buhari and indeed the nation with renewed wave of militancy in the Niger Delta. The youths and freedom fighters in the Niger Delta have since renounced violence and will never return to that sad era irrespective of the provocations of Prof. Charles Dokubo and his hirelings like the so-called “Major General Johnmark Ezonbi.” By 2016 virtually all the 30,000 ex-agitators enlisted in the Programme had received either vocational training or formal education in some of the best training facilities across the world. What was left was the reintegration of already trained persons. Looking at his performance since resumption,  Professor Charles Quaker Dokubo  is clearly the worst head of the Presidential Amnesty Programme since its inception”.

“Only recently, the nation was shocked when news made the rounds about how Professor Dokubo procured 100 wooden boats at the cost of N4 Million each purportedly to “empower” Niger Delta women. When challenged that each of those wooden boats could be procured at less than N200,000 each, Dokubo countered that they also threw in fishing nets and hooks into each of the boats! He never disputed the fact that N4 Million was spent on each of the miserable wooden boats”, the statement added.

According to the statement also; “Professor Prof. Charles Dokubo does not have an understanding of the Presidential Amnesty Programme. Worst still, he does not even  have the capacity to run the Programme. His appointment was a huge mistake in the first place. Under Dokubo, the amnesty Programme lacks focus – totally directionless. He just sits down everyday and award senseless contracts to cronies who usually would not do the job but rather return huge chunks of the money back to him  once they got paid by the office. The former Director of Finance and Accounts, who attempted to check this vice was chased out of the office by the him  and his colluding friends in government”.

Continuing further, they said;  “Given his lack of understanding of the Programme, Prof. Dokubo has now been literally held hostage by persons who see the Amnesty Office as a means of making money   at the  expense of the people.  The situation is so bad that the Coordinator has now totally lost control of the Office. Senior Civil Servants in the office, conniving with some contractors have taken over power from Prof  Dokubo and are now perpetrating colossal and brazen corruption. No wonder he has been visiting EFCC office almost on weekly basis. Very soon, details of his EFCC travail will be released to the general public especially the Benin furniture company issue”.

“Despite calls for proper investigation of the massive looting in Kaima orchestrated by him  and his criminal civil servants (procurement, admin and legal directors), supply of materials have continued unabated howbeit delivery is now to Buzi office in Abuja and this is another plot to syphon another N1,000,000,000 (One Billion Naira ) to lobby  government officials in the presidency for him to remain in office where he  has only cleverly looted billions of naira and caused much harm to stakeholders in the region”, they alleged.

“Given that Professor Dokubo did not take his time to understand the programme, including the mandate, he has been unable to manage the programme’s stakeholders. Owing to these failings of Prof   Dokubo, huge oil theft has continued in the Niger Delta, hurting the nation’s  economy. It is the collective wish of all of us enlisted in the Presidential Amnesty Programme for His Excellency, President Muhammadu Buhari to immediately replace Dokubo with someone with a perfect understanding of the Amnesty Programme. Someone who would return the Programme to its original ideal”, they stated. 

Okowa Vows To Make Delta Investment Destination **Unveils Platform/Newcross Petroleum (JV) Projects In Umutu

Delta State Governor, Senator (Dr) Ifeanyi Okowa has assured that his administration was committed to the provision of  peaceful environment for investors in the state.

Governor Okowa gave the assurance on Friday during the commissioning of legacy projects executed by Platform Petroleum Limited/Newcross Petroleum Limited (JV) operators of the Egbaoma Marginal Field in  Umutu, Ukwuani Local Government Area of the state.

Among the projects commissioned by the governor are steel bridge across River Ethiope at Adonishaka, block of 10 flats at Ogbeuzu-Uno community, ICT building at Akoku-Uno, Okpala-Uku Palace at Umueziogoli and 6 classroom block at Igili Grammar School Umutu.

Okowa, represented by the State Commissioner for Oil and Gas, Prince Emman Amgbaduba, stated that the state government was totally committed to providing peaceful environment for all investors in the state.

He said that his administration was  committed to  make the state an enviable investment destination in the country.

The governor, while commending Platform/Newcross Petroleum (JV) for the legacy projects, thanked the host communities for the peaceful relations that exist between them and the management of the company.

“Let me on behalf of our Governor, Senator Ifeanyi Okowa thank Platform/Newcross Petroleum (JV) for these laudable projects.

“Our Governor is always proud and joyful to see projects like this executed by Oil companies in their host communities and it is pertinent to state that such projects can only be achieved through understanding, dialogue and peaceful relations which are the outcome of the Company’s Corporate Social Responsibility. 

“As a state, we are totally committed to promoting a peaceful environment for investors by preaching peace and adherence to the Global Memorandum of Understanding GMoUs by stakeholders.

BASHORUN ASKIA LEADS DESOPADEC TEAM TO IDP CAMPS IN DELTA **DISTRIBUTE RELIEF MATERIALS

Managing Director/CEO of the Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh has brought respite to people who have fled their various homes as a result of the increasing flood in parts of Delta State.

Bashorun Askia and his DESOPADEC team, paid a surprise visit to IDP camp in Emede with relief materials and varieties of consumable items including foams, vegetable oil, rice, beans, instant noodles, garri, yams and very fat cow was given to the camp.

The presentation by the MD/CEO DESOPADEC, Bashorun Askia and commissioner representing Isoko ethnic Nationality, Dr Paul Oweh, Hon Godspower Obaro, Chief Lawrence Eduje and others.

Bashorun Askia had also ensured that officials of the Commission reach out to the displaced persons in their mandate areas to assuage their pains.

There was jubilation and expressions of joy at the various IDP Camps.

In Ndokwa West and Ndokwa East Local Government Areas respectively, the trio of the ED Social Services, Barr. Leonard Anoka and the two Members representing Ndokwa Nation, Hon Ikechukwu Akozor and Dr Samuel Ochonogor Ossai, presented relief materials, saying that DESOPADEC as an Interventionist Agency has the interest of the People at heart.

At the three IDP camps located in Patani Local Government Area, the Executive Director, Planning, Research and Statistics, Ambassador Shadrach Agediga and Commissioner representing Ijaw Ethnic Nationality on the Board of DESOPADEC, Dr. Paul Bebenimibo were on hand.

Relief materials distributed by DESOPADEC at the different camps include Bags of Rice, Bags of Beans, Bags of Garri, Tubers of Yam, Cantons of Indomie, Sleeping Foams and blankets, Live Cows, Packs of Sugar etc

The Coordinators at the various camps expressed gratitude for the kind gesture of DESOPADEC.
