WACCIMA @ 50: Sharta Challenges Govt On Industrial Enterprise

waccimaPresident of Warri Chamber of Commerce, Industry, Mines and Agriculture (WACCIMA), Mr. Alex Sharta, has challenged the federal and state governments including individuals to strive towards establishing industries to boost youth employment in the country.

Sharta, who made the observation ahead of WACCIMA’s Golden Jubilee celebration said that industrialization remains the only solution Nigeria‘s ailing economy.

He urged Nigerians to look inward on how to internally solve the nation’s unemployment problems, just as WACCIMA has plans to launch he agricultural demonstration farm during the golden jubilee celebration scheduled to hold between April 25 to 26, 2013, at Wellington Hotel, Effurun.

“We have a vital role to play. All over the world, it is noted that the greatest generator of employment is industry. So industrialization is the greatest source of reviving any ailing nation like Nigeria. And from our name you can see that we are chamber of industry, mines and agriculture.”

He acknowledged that the task of industrialization is quite enormous for government alone to carry, hence they are making frantic efforts towards encouraging individuals and their members toward establishing industries at the middle and small scale levels.

“We are partnering with various Federal Government Intervention Fund which are geared towards establishing small and medium industries to provide employment all over the country at the national level of the chamber of commerce. To this extent, we are already at the small and medium scale industry desk and at our own level at WACCIMA we are trying to establish WACCIMA Industrial Park. All these are geared towards generating employment.”

He said that diversification of Nigeria’s interest in other sector will be a step in the right direction, adding that agriculture is another sector capable of generating employment particularly at the grassroot country. He regretted that this sector has been abandoned and stressed on the need for  rethink.

“Agriculture is the greatest generator of employment at the grassroot level. And we are encouraging agriculture. Many industrialists belongs to this Chamber and we are also taking the initiative to establish WACCIMA Demonstration Farm which will be launched during the celebration. We have acquired one hundred and fifty acre of land between Osubi, Okpe Local Government and Eku, Ethiope East Local Government Area.”

“Fiogret Not In Receivership, We Will Not Pay Dubious Debts” –Says Management

20130323-045833.jpgFollowing the controversies that greeted the recent widely reported indebtedness of Fiogret Limited to Asset Management Corporation of Nigeria (AMCON), the management of Fiogret has decided to put the records straight and to clear all doubts.

In a statement made available to Blank NEWS Online, the management of Fiogret Limited denied being in receivership.

The statement reads:
“FIOGRET NOT IN RECEIVERSHIP, REFUSES TO PAY DUBIOUS DEBTS

The general public has been made to believe that Fiogret Limited is in receivership. This is untrue. The truth is that one Kunle Ogunba SAN procured a receivership position from Asset Management Corporation of Nigeria, AMCON, based on a fraudulent Deed of Mortgage Debenture. The said Deed was never a collateral requirement with us in any dealing with the Equitorial Trust Bank, ETB, or any bank for that matter.

We know from the search at the Corporate Affairs Commission, CAC, that Wale Babalakin and Co, a firm belonging to Wale Babalakin, a friend of James Ibori, now in prison in London and one Tade Oyewunmi, between September and December 2009, approached the CAC fraudulently and changed the Legal Mortgage, which we signed, to a Deed of Mortgage Debenture which gave them power to appoint a receiver on the company. This was done 660 days after the mandatory 90 days required.

That fraudulent act is what Ogunba is manifesting in the court right now. We know that no amount of legal work can make a fraud or a void act to stand in law. Therefore, Ogunba is on a quicksand and will soon disappear. In all of this, Fiogret Limited is unshaken and unshakeable. They come against one way and they flee several ways.

That same Ogunba accused us of not paying our debts. Our answer is that only debts that are genuine or reasonable are payable. An interest of 176 years catapulted from N100 million to N3.5 billion in four years is only payable by fraudsters. We are not fraudsters; we are a genuine business with a net worth of over four billion Naira.

We have been law abiding and have handed all grievances to the courts. If and when the courts pronounce what we are liable to pay and we cannot, then we are debtors. Until then, we ask all detractors to shut up. As stated above, Forget Limited has a net worth of not less than N4.5 billion and will meet its genuine obligations when due. Such a company like ours we say is gilted and not insolvent.

In all of this, we may add that only a few days ago, AMCON adjusted the so called debts of Fiogret Limited from the N6.1 billion to a mere N650 million. Before that, AMCON had published in ThisDay, 21 September 2012 edition, that it valued our debts at N617 million. This has since been the basis of their offer and of course, the basis of our negotiations with AMCON. In any case, Fiogret presently has cash deposit of about N200 million in those banks and fixed assets of about N600 million. Where then is the problem?

We do not pay dubious debts. We are not shaken. This kind of questionable conduct can happen only in a society where ex-convicts are allowed to hold sensitive and very important official positions in the land.

Signed: Management.”

The reconciliation efforts of the PDP led by Tukur’s committee followed the Sunday, March 17 truce meeting of the PDP National Working Committee with  its South-West chapter in Ibadan, Oyo State.

The governors in the committee are Governor Emmanuel Uduaghan of Delta State, Governor Gabriel Suswam of Benue State, Governor Martin Elechi of Ebonyi State, Governor Muritala Nyako of Adamawa State and Governor Ibrahim Shema of Katsina State who is also the chairman of the committee.

Recall that the PDP in the South-West has been crises-ridden since the sacking of a former Osun State Governor, Prince Olagunsoye Oyinlola, as the party’s national secretary.

Right Of Reply: “Uduaghan Did Not Walk Out Of PDP Meeting” –Says Ogeah

The Delta state government has responded sharply to media reports, which alleged that Governor Emmanuel Uduaghan and his Rivers state counterpart, Rotimi Amaechi walked out of the South-South Special Zonal Executive Committee Meeting of the Peoples Democratic Party (PDP) held on Sunday in Port Harcourt, Rivers State.
A statement signed by Delta state Commissioner for Information, Barr. Chike Ogeah and made available to Blank NEWS Online on Monday, March 18, 2013 described the said publication as absolutely untrue, saying that the meeting which was called at the instance of the party’s national chairman, Alhaji Bamanga was devoid of any disagreement to elicit a walk.

The Statement Reads:

“The attention of the Delta State Government has been drawn to reports in sections of the press on the outcome of the South-South Special Zonal Executive Committee Meeting of the Peoples Democratic Party (PDP) held on Sunday, March 17, 2013 in Port Harcourt, Rivers State and presided over by the national chairman of the party, Alhaji Bamanga Tukur.

“Some newspapers, notably The Punch, Daily Champion, People’s Daily and Daily Newswatch reported that the Governor of Delta State, Dr. Emmanuel Eweta Uduaghan, CON, walked out of the meeting alongside the host governor, Mr. Chibuike Rotimi Amaechi. This is absolutely untrue.

“On arrival in Port Harcourt, Dr. Uduaghan had informed Alhaji Tukur of his desire to return to Asaba same day. Given that Asaba Airport closes to air traffic by 5pm, the Governor had sought the permission of the chairman to exit the meeting whenever it gets to the threshold of arriving Asaba Airport ahead of its closure to air traffic.

“Alhaji Tukur had graciously agreed to let Governor Uduaghan leave to enable him return to Asaba on time. When eventually it was time to leave for the return flight to Asaba, Dr. Uduaghan again notified the chairman who wished him a safe flight.

“Governor Amaechi, as the host governor, had to see Dr. Uduaghan off.

“At no time was there any disagreement to elicit a walk out by anybody. Alhaji Tukur had conducted the meeting in an atmosphere of candour and camaraderie and before Dr. Uduaghan left the meeting, all the parties present had addressed the meeting.”

The statement further recalled that while “speaking earlier at the meeting, Governor Uduaghan had advised that whatever differences members of the party may have, they should come together in the interest of the party.

“He (Governor Uduaghan) also called on the leadership of the PDP to endeavour to empower its members to engender greater commitment towards strengthening the party.

“He said alongside providing requisite infrastructure and a clement environment for businesses to grow, the leadership should evolve measures to empower the party’s faithful.

“He commended the leadership of the party, especially the National Chairman of the party, Alhaji Bamanga Tukur, for his commitment to foster unity in the party, observing that the Governors who emerged on the PDP platform in the South South zone were delivering practical dividends of democracy to the people.

“Dr. Uduaghan noted that apart from the provision of infrastructure, it was also important for the electorate to be empowered, asserting that “we are committed to ensuring that the PDP will continue to have its stronghold in the South South”.

“Also speaking on behalf of Chairmen of the PDP in different states in the zone, the Delta State Chairman of the party, Chief Peter Nwaoboshi, thanked Alhaji Tukur for playing a fatherly role for the party, noting that the PDP will always emerge victorious in elections.

“The Governor of Delta State is a loyal member of the PDP and holds the office and person of the national chairman of the party, Alhaji Tukur in high esteem.

“We want to assume that the journalists who misrepresented the events may have genuinely misunderstood the early departure of Governor Uduaghan who was accompanied to the airport by Governor Amaechi.

“However, to have reached a serious conclusion as their reports did in stating that the two governors walked out of the meeting required more diligence.  It is obvious that no official from any state could have suggested such interpretation to the press as no such thing happened. In effect, it is important that arm chair interpretations must be eschewed by the press in reporting events of national significance.

“As every other political group, the PDP also has challenges to contend with. But has been the hallmark of the party, every issue is always resolved amicably.

“Governor Uduaghan is a leader that has distinguished himself in the exercise of democratic principles and will never engage in acts that do not bind or unite. Besides, a platform was, in the spirit of reconciliation and progress of the party, provided for all to air their views”, the statement dated March 18, 2013 affirmed.

South South PDP: Uduaghan Calls For Reconciliation, Unity

DELTA State Governor, Dr Emmanuel Uduaghan has called  for proper reconciliation between members of the Peoples Democratic Party (PDP), especially in the South South geo-political zone of Nigeria.

Speaking at the South-South Special Zonal Executive Committee Meeting in Port Harcourt on Sunday, the Governor said whatever differences members of the party may have, they should come together in the interest of the party.

He commended the leadship of the party, especially, the National Chairman of the party, Alhaji Bamanga Tukur for his commitment to foster unity in the party, observing that the Governors who emerged on the PDP’s platform in the South South zone were delivering practical dividends of democracy to the people.

Dr Uduaghan noted that apart from the provision of infrastructure, it was also, important for the electorate to be empowered, asserting: “we are committed to ensuring that the PDP will continue to have its stronghold in the South South”.

Senate leader, Senator Ndoma Egba in his speech, said, “the South South is the home of the PDP, our Governors are doing very well and we must remain committed to our people.”

Speaking on behalf of Chairmen of the PDP in different states in the zone, the Delta State Chairman of the party, Chief Peter Nwaoboshi thanked Alhaji Tukur for playing a fatherly role for the party, noting that the PDP will always emerge victorious in elections.

Others who spoke at the event include, the Governors of Rivers State, Hon. Rotimi Amaechi, his Akwa Ibom State counterpart, Dr Godswill Akpabio, Hon. Olisa Metuh, among others and they pledged to work always in the interest of the PDP.

Warri Prison Wardens Attack: Zakari Insists On Inmates Trial

Comptroller General of Nigerian Prison Service, Mr.  Zakari Ibrahim
Comptroller General of Nigerian Prison Service, Mr.  Zakari Ibrahim

The Comptroller General of Nigerian Prison Service, Mr. Zakari Ibrahim, has charge officers and men of the Nigerian Prison not to be deterred by what befell their colleagues at the Warri Prison, saying that it was part of the hazards of the job.

He said security agencies are on the trail of the four inmates that left with the kidnap gang (attackers), assuring that the service will remain pro-active in the discharge of the statutory responsibilities in spite of the fact that some of these challenges come up unexpectedly.
Mr. Ibrahim made the observation at a private hospital in Warri where he visited one of the warders that sustained injury during last Wednesday attack on the prison wardens by daredevil kidnap gang.

He was at the hospital to see for himself the degree of injury meted out on his men, shortly after visiting the Warri Prisons on Friday.

“In the first place, these are part of the challenges especially when it comes to security work. Immediately you put on uniform you have put on the uniform to serve this country and we are also praying always for God to help us as we continue to put our lives in danger. But you know when we have this type of incident so many people will be touched.

“Like the family for example, I have just gone to visit the family of the deceased man and the wife was just telling me that the responsibility that rest on her came without notice, the children, the school and what have you. But we thank God that some of the staff were spared and I have come to visit one of the staff here in the hospital. And for those who lost their beloved ones, we pray that God will continue to console them, God will continue to give them the comfort, God will continue to cover the gap.

“On our own part the government have also made some provisions for this type of situation and we are going to tap on this situation so that the benefits that accrued will be paid quickly. We also want to encourage the staff for performing their duties because many people before us have laid their lives for this country. And we too we are in the process of working to ensure that this country will develop and move forward. In the course of this there will be accidents such as this.

“It is our prayer also that those who are responsible for this may have a change of mind.
Going about killing people is not a good thing and we want to believe too that law is there. For those who are contemplating on joining these type of people, it does not pay. And for those who are in it, we are praying that they should change their mind and change for the better”, the Prisons boss said.

Ibrahim explained that although the Prisons is proactive, there could be still be shortfalls during some challenges.

“Can you tell me any organization that does not experience this type of incidents. All over the world, even the army, police and what have you, things like these happen. You know that society is dynamic and whenever things like this happen, we go back to the drawing board and try to re-strategize.”

While confirming the number of inmates released and efforts being made to re-arrest those at large, he said “Out of eight, for are already around and four are still at large. But like I tell you, investigation going on with the police and other security agents effort are on to ensure that the rest are apprehended.

“A lot of things are taken into consideration, like the distance and the number of people you are taking and since the court was just 200 kilometers away, the security arrangement was adequate. We have seven of our men taking nine inmates to court which I think was adequate considering the distance but it is just that it was just unfortunate. There are times that we ask for their help when it is considered necessary and they have been obliging.”

The much talked about reconstruction of a second Niger Bridge would start very soon, just as the Minister of Works,Arc. Mike Onolememen and Governor Emmanuel Uduaghan of Delta State have met to resolve grey issues ahead of the take-off of the project execution.

The Minister disclosed during a courtesy call on Governor Uduaghan on Friday, March 2013 in Asaba, that work on the bridge would start shortly, saying that the contract for the construction of the bridge has been awarded to Julius Berger Nigeria Limited.

Onolememen explained that the 40 Kilometre six-lane approach roads and bridge would link the Onitsha- Owerri and Onitsha-Enugu dual carriage roads without passing through the ever busy Onitsha Town.

he revealed that Julius Berger would soon commence the preliminary processes that would lead to the construction of the bridge and called for co-operation from the state government and other stakeholders to facilitate the removal of impediments that would affect the early completion of the project.

Requesting the Delta State Government to facilitate the acquisition of land and ‘ Right of Way’ for the project,  he said construction work would be delayed unless the State Government promptly intervene  in this process.

“We are here today (Friday, 15/03/13) to seek your co-operation with the contracting firm, Julius Berger Nig. Ltd in the acquisition of “Right of Way’ and Land for the project and to help remove all encumbrances that will delay the early construction of the project.”

Promising that the new bridge when completed would link the South-East and South-South States, the Minister disclosed that the bridge would promote the socio economic development of the two geo-political zones and develop the frontiers of Asaba and Onitsha.

In his remarks, Governor Uduaghan said the award of the Second Niger Bridge contract was a welcomed development as it will reduce tension and traffic hazards in the Asaba and Onitsha ends of the old bridge especially during festive periods.

Uduaghan said the second Niger Bridge was long overdue and expressed the determination of his administration to render the required assistance to enable the project to be completed on schedule.

While promising to provide security as well as other logistic assistance, he said that “The construction of the second Niger Bridge is long overdue especially as traffic gridlocks during the festive periods extend over 5 kilometres at the Asaba end of the present Niger Bridge.”

“The second Niger Bridge is so important to the people of the South-South and South-East Zones as it is a vital link between Western Nigeria and the Eastern and Northern Nigeria.’

Uduaghan called on the officials of the Federal Ministry of Works to liaise with the State Ministry of Lands, Survey and Urban Development on the ‘Right of Way’ and Land acquisition so as to ensure a seamless construction of the project.

He however appealed to the Minister to help fast track the payment of the State claims on money spent on Federal Roads in the State over the years so that the state would continue to render further assistance.

Warri Prison Wardens Attack: Squad Kills Kidnap Gang Member *As Another Prison Warder Dies

prisonsA team of Counter Terrorist Squad, from Area Commanders Office Warri, killed a member of the kidnapping gang that attacked Prison Officers from the Warri Prison who were taking suspects to High Court Warri, Delta State.

The unlucky member of the gang, according to reports, met his waterloo at Isiokolo, Head Quarters of Ethiope West Local Area after several rounds of exchange of gun fire which started from Warri.

The body of the killed kidnapper has since been deposited at Warri Central Hospital Morgue.

Recall that a kidnap gang on Wednesday attacked Warri Prison Officers on their way to Warri High Court with some suspected kidnappers, killing two warders and a suspect on the spot and made away with their colleagues they came to release.

Sources say that nine suspects were being taken to court before the ugly incident took place at Esisi Road Junction along the ever busy Okere Road. Out of the nine suspects, four suspects have already been brought  back to the prison. Three of them were arrested by the public while one voluntarily returned by himself. Four are said to still be at large.

According to the Area Commander Warri, Husseini Rabiu, (ACP), men of the Counter Terrorist Squad gave the kidnap gang a  hot chase which lasted for several hours until they were able to hold them to a stand still leading to the death of a member of the gang while the rest escaped into the bush. All the police men in the team came back unhurt.

The police source said two of the kidnap suspects simply called Francis and Rufus who were taken from the prison van may have sustained serious injuries as a result of the bloody shoot out.

He said that the jeep in which members kidnap gang were running away to their hideout which they abandoned when they could not withstand the superior power of the police, a Honda Pilot Jeep with Registration Number:GQ646LND, was recovered at Isiokolo.

On how the kidnappers managed to beat all the road blocs mounted by the military at strategic junctions, the ACP disclosed that the gang took the Otokutu Community road to UsiEffurun area and came at at Agbarho where they were able to negotiate towards Isiokolo thereby avoiding the road blocs.

It was reliably gathered that the owner of the Honda Jeep was in the vehicle while the shooting was going on. He was rescued without sustaining an injury in spite of the fact the the car was riddled with bullet.

A security source disclosed to Blank NEWS Online that as a result of the sporadic shooting during the exchange of gun fire, a taxi driver was hit by stray bullet on Ogunu Bridge.

The driver is said to be receiving treatment at an undisclosed hospital in Warri while another victim of stray bullet along the NPA Express near Army Barracks Effurun was not very lucky as the man died on the spot.

Palpable fear has however gripped Delta State following the invasion of Warri by gunmen who killed at least seven officials of the Nigeria Prisons Service.

Sources said that four of the prisons officials were killed on the spot when the gunmen suddenly opened fire on their vehicle. Three other officials were said to be lying critically hurt in an undisclosed hospital in the area following gunshot wounds they received during their gun battle with the attackers.

Police authorities revealed that the gunmen laid an ambush for the court-bound van, operating with two vehicles parked in about 200 meters from the Warri Prison at the ever-busy roundabout and unknown to the prison officials.

According to Mr. Rabiu, three other prison officials who were shot were being treated in an undisclosed hospital. He further stated that three of the prison inmates who fled with the attackers after the encounter had been re-arrested by the police and handed over to the Prisons Department in Warri.

Meanwhile fresh reports say that a prison warden simply identified as Mr Oche, driver of the van that was attacked by the kidnappers, has passed on, bringing the number of casualties to six.

Nine detainees awaiting trial escaped from the prison vehicle just as the police in Delta state said they have recaptured two of the escapees.

One of the escaped inmates was killed in a shoot out while a fourth one had been delivered to the police by his pastor.

Five of the suspects remain at large and they are all armed and dangerous.

KING TJT PRINCEWILL, GOV. HENRY SERIAKE DICKSON, EKINE SEKIAPU SOCIETY AND KALABARI HISTORICAL ALAGBA MASQUERADE – OVERVIEW OF AN INSIDER

KING PROF TJT PRINCEWILL
KING PROF TJT PRINCEWILL

The Kalabari are Ijaw-speaking people comprising three Local Government Areas of Asari-Toru, Akuku-Toru and Degema with Buguma as its traditional capital in Rivers State. They live on 23 islands in the Niger Delta of Southern Nigeria. Their traditional economy is based on fishing and trade. They traveled in large canoes to trade with inland peoples, including the Igbo to the north, the Yoruba to the west and the Ogoni and Ibibio to the east. In line with the thought of Mahatma Gandhi, “No culture can live if it attempts to be exclusive”; the Kalabari people were among the first tribes in Africa to be exposed to the Europeans. History has it that from the 15th century onward, Kalabari traders were middlemen between Africa and the West, exchanging slaves, ivory, spices and palm oil for guns, gunpowder, brassware and Western luxury goods. In the course of trade, they absorbed many immigrants who rose to positions of power but could not approach traditional ancestral shrines. New memorial forms, based on Western paintings and prints, were invented for these dead leaders.

The Kalabari people in fear of the realization of the great Mao Zedong thought that, “An army without culture is a dull-witted army, and a dull-witted army cannot defeat the enemy” developed traditional kin-based lineages into large corporations known as Houses, each with an elected Head and a war canoe team that controlled commerce and warfare. At the height of this trade, the delta became an important economic center. Today, Port Harcourt the State capital of Rivers State is the major urban center of a local economy strongly linked to petroleum within western Africa.

GOV DICKSON CONGRATULATING THE KING
GOV DICKSON CONGRATULATING THE KING

In Kalabari society, wealth is measured by how many people a man has in his House, defined both as a place of residence and as family, including living relatives, ancestors, adopted members and, formerly, domestic slaves. Every powerful House had a war canoe as well as paddlers and pilots to navigate the Niger delta, the inland rivers and the estuaries along the Atlantic coast. Both the boat and the house in this headdress are symbols of wealth. The pregnant stomach also alludes to the importance of people as wealth.

The Kalabari people of South-South Nigeria, like other West African coastal peoples, see swamps and creeks as the home of spiritual beings that may form all kinds of relationships with humans. Through masquerades, spirits periodically interact with the wider human world. In a seventeen-year cycle of “plays”, the Kalabari invite water spirits to take possession of performers and dance in the town.

It was as a result of the above that Buguma, the traditional capital of the Kalabari Kingdom within 8th to 9th March, 2013 played host not only to great sons and daughters of Kalahari Kingdom, important dignitaries across the country including International Tourists but hosted the famous and most outstanding Masquerade in the history of the Kalabari Kingdom the Algaba. The Buguma city is made up of fifty-two families. Sauntering into Buguma City for this great event of the historical outing and display of the glamorous Alagba Masquerade performed by the Ekine Sekiapu Society, a first time visitor will mistake it for the Houston Texas, for its cultural heritage from its founding fathers.

ALH ASARI DOKUBO ADDRESSING THE PRESS

For avoidance of doubt, it becomes imperative at this juncture to state that the main attempt of this piece is to bring before the interested public the Alagba Masquerade that must be played before another type or rather lesser masquerades are played to usher in the celebration of the Owu-Aru-Sun Festival. Oral Tradition has it that, the festival is usually performed after the exhaustion of the various masquerades owned by the community, groups and compounds in the kingdom. The festival was celebrated in Buguma City in 1908, 1927, 1973 and 1991 respectively by the Ekine Sekiapu (Traditional Group) under the leadership of the Opu Edi who serves as the head of these groups. The Ekine Sekiapu are the custodian of the Kalabari customs and traditions right from the old shipping (Elem Ama) till date. The Ekine also formed the central part of the traditional government of the Kalabari people. The Owu- Arun-Sun festival among all unites natives of Kalabari in celebration.

According to Sokari Douglas Camp a Kalabari sculptor who lives and works in London, “Alagba is a female masquerade and a water spirit that comes to perform for mankind. She is the beginning of all masquerades and starts off the Water Spirit Season. The Water Spirit Season takes seventeen years to complete. Alagba is the only water spirit who wears a leopard-skin cape, a symbol of power coveted by every Kalabari House. Alagba is performed when she has completed her circuit of shrine pointing, unless something goes wrong, like the performer fails to complete the circuit and has to be rescued by his compound because he can be undressed in public if he fails the test the drummer gives him”.

According to Kalabari legend, a beautiful woman named Ekineba from Delta was abducted by the water spirits. When she returned to the human world, she taught people how to perform the masquerades, called “plays” in Nigerian English that she learned from the spirits. Today Ekineba is the patroness of the masquerade society named for her, but only men can belong to the Ekine society, wear masks or perform in masquerades.

What is principally displayed at Kalabari masquerades is a special knowledge. As the masquerader makes his way through the town, the drums, through their ability to “talk” through rhythm, tell him to point to 33 shrines of state heroes and royal ancestors. Should he fail to understand the instructions or falter in the performance, the masquerader may be disgraced by the crowd. His costume maybe removed and his human face revealed.

King Prof Princewill the King of the Kalabari Kingdom is in love with the famous Marcus Garvey thought that, “A people without the knowledge of their past history, origin and culture is like a tree without roots” when he maintained that, “if I as the custodian of the culture of our people fails to upheld them it will die like the culture of other great Kingdoms”. Based on this, the Kalabari man including the women folks, culture is a way of life and forms part of their daily life. On the other hand, culture is regarded as the beliefs, customs, practices, and social behaviour of a given nation or group of people. This is an essential act for a hale and hearty society.

King Prof TJT Princewill CFR, Amaechree XI, the Amanyanabo of Kalabari Kingdom whose eminent presence captured the beauty and significance of the festival used the occasion to declare to the entire world that the Kingdom is peaceful and safe for investment and development as the festival being witnessed by the mammoth crowd and array of personalities that graced the event shows. The King after dancing through the square majestically described the Alagba masquerade festival in the words of Swami Sivananda, “Moral values, and a culture and a religion, maintaining these values are far better than laws and regulations”.

ASARI LEADING GOV DICKSON TO PAY HOMAGE TO THE KING
ASARI LEADING GOV DICKSON TO PAY HOMAGE TO THE KING

The great King of the Kalabari Kingdom, who is the first Professor King in Rivers State and the first King from Rivers State to be decorated by the President of the Federal Republic of Nigeria as Commander of the Order of the Federal republic, CFR. He is also the first Kalabari King to Chair the Rivers State Council of Traditional Rulers among several other first went further to describe the Alagba masquerade festival as the “summation of the age-long belief and tradition of the Kingdom, a true symbol of the unity and peace in the Kalabari Kingdom”. The King stated that without the Alagab displaying that other masquerades will not display thereby delaying the historical Owu-Aru-Sun Alali. This is premised on the fact that in the then days, the Owu-Aru-Sun cultural festival was held once every thirty (30) years. This in fact was later reduced to eighteen years. The last festival was held in 1991 before the present King ordered that of 29th January, 2009.

For avoidance of doubt, the Owu-Aru-Sun festival show cases all the masquerades of the Ekine Sekiapu Society, their dance styles and steps. This is one festival in which the different regalia of the Kalabari people are displayed. The Amanayanbo of the Kalabari Kingdom is the custodian of the culture and owner of the Kalabari Ekine Sekiapu Society and unless he comes out the festival cannot commence.

Tracing the Genesis of Ou-Aru-Sun, the King recalled that it was celebrated in Buguma City previously in 1908, 1927, 1973, and 1991 by the Ekine Sekiapu under the leadership of the Opu Edi with the last performed on 29th January, 2009 under his watch. The Ekine (its proper name) and Sekiapu (dancers) are the custodian of the Kalabari customs and traditions right from the old shipping (Elem Ama) till date. The Ekine also formed the nucleus of the traditional Government of the Kalabari people which includes the maintenance of law and order, including matters of arbitration where punishment were meted out to offenders according to the laws of the land.

The Owu-Aru-Sun Alali is the festival of the highest cultural display that has ever been witnessed in the socio-cultural organisation of the Kalabari people. Where the masked players in these dances were said to represent the water spirits, (Owu), to whom the Ekine ministered. The unique beautiful scenario of masked masquerades in colourful outfits and dancing in the special steps and styles and styles of their compounds is a sight to behold after which the Owu is said to be returned to the Ocean where they are said to reside.

While some of these masquerades are owned and performed by the entire community, some are owned by particular chiefs and compounds such as the Alagba by the Abbi group, the Peri-gbo by Georges Compund, Bekinaru Sibi by Wokoma Compound, Gbasa of the Onbo group. The major masquerades are always played during the dry season with about three plays annually over a long period which ranges from 15-20. After the last group of masquerades have performed, the Ekine Sikiapu through the town crier intimates the people of the need for preparation for the next Owu-Aru-Sun Alali. The town crier (Kpo kpo gbo la bo) having done this, Head Chiefs of the various canoe houses and compounds who own masquerades harnesses with its people on how to put up its best performance and sometimes also involves services of experts in the assembling of headpieces and costumes.

In line with the ideal and principle of Herbert Read in his quote, “A man of personality can formulate ideals, but only a man of character can achieve them”; the Amanyanbo of Kalabari Kingdom promised of plans to play the masquerades more frequently to keep the culture fresh in the minds of the Kalabari people. He said that the advantages of sustaining the cultures and traditions could not be over-emphasized since they tended to bring the people together in unity and merriment. He explained that the masquerade was an age-long festival, which was, formerly, celebrated every 18 to 20 years but there was plan to make the festival more frequent because of its importance. According to him, ‘This Alagba Masquerade was founded by King Amachree 1V who distributed the masquerades to the three groups in Buguma, which are Abbey Karibo group, Omubo Gberimoni group and Horsfalls-West group. The masquerades are seven and were shared two each to a group and kept one for himself. Amachree I didnot come to Buguma but died at Elem-ama (Old Shippings)The kalabari Monarch also said that the Alagba masquerade does not in any way conflict with the Christian faith and beliefs, adding that he also is a Christian.

King Princewill further explained that the Kingdom used masquerade to welcome and entertain high place dignitaries, adding that in Kalabari, the highest honour we give to a stranger is to admit him into the Ekine society; we do not confer chieftain titles to strangers, He explained that the Ekine society served as the court of the people since traditionally; there was no court or police in the Kingdom. “Ekinei society serves as the custodian of the culture; matters are settled there; anything we want to do is from Ekine and you cannot be a Chief without being a member of Ekine society”, he said.

The highlight of the occasion was admitting Governor Henry Seriake Dickson of Bayelsa State into the society.

His Excellency, Chief Seriake Dickson the Executive Governor of Bayelsa State in a remark expressed happiness for being invited and initiated into the prestigious Ekine Society. “With this, I am now a true son of the Kalabari Kingdom with King Princewill as my King. This event reminds me of the Kalabari chieftaincy institution which is as old as the Kalabari Kingdom with very interesting historical background in its evolution as one of the ancient Ijaws of the Niger Delta. I am indeed very appreciative and grateful for the honour done on me by His Majesty, King (Prof.) T.J.T. Princewill (Amachree XI), the incumbent Amanyanabo of Kalabari by permitting me to witness this great epoch making event. I therefore wish to thank him for this great honour done to me as one of his sons.

Governor of Bayelsa state, Chief Sierike Dickson used the opportunity to state that the government of Bayalsa State will continue to work with Governor Chibuike Amaechi the Rivers State Governor and other constituted authorities in Rivers State to ensure that the people have better security and development. The Governor vowed not to allow anything to cause disunity between Rivers and Bayelsa, stressing that the two states would continue to work together to promote unity, development and cultural heritage of the Ijaws. According to him, we shall continue to maintain the peaceful co-existence and development among the people and the two states. “For this to happen, then you must work and support your Governor, Rt.Hon. Chibuike Amaechi”, he said.

He however commended the Amanayabo of Kalabari, His Majesty, King Theophilous T.J.T Princewill, the Amachree XI, the people of Kalabari and the Sakiabo club for the honour they have done on him to become a member. He noted that he accepted the membership of Sakiabo club to underscore the importance of their culture. “Whatever we do, those of us who are in government have duties to support and promote our culture and traditions, preserve and transfer them to succeeding generations”, he said.

The Governor joined some of the dancers to dance the Alagba Masquerade which was last displayed 20 years ago.

Prof Robin Hutton a Professor for over 60 years a Briton and now a Kalabari man married to a Kalabari woman and a member of Ekine Sekiep Society who was very visible during the festival expressed his happiness that peace has finally returned to his people and development will now flow as the Asari River flows. He told this writer that he has being in the kingdom for over 30 years and it has been long since one saw this type of love, unity and peace among the people of the kingdom.

Alh Asari Dokunbo the Leader of the Niger Delta Peoples Frontier Force NDPFF and the edi-abali of the Kalabari Kingdom stated “The Federal Government of Nigeria can no longer use lack of peace in Niger Delta as a perquisite to deny the people of the region the needed development that is lacking in the region. The Kalabari Kingdom with over 33 Communities is the largest section of the Ijaw Nation and with peace being celebrated through the Alagba Masquerade festival today; peace is assumed to have returned to the region so we expect immediate and sustainable development in the Niger Delta region. We are proud of our culture as without culture the people ceases to exist. With what has happened today the Kalabari Kingdom will now take its rightful place among the great cultural centres in Africa. I am involved in this event not minding that I am a Muslim due to that with my position in the Kingdom as the Edi-Abali, I am the custodian of culture of our people!

Other notable figures that attended the event apart from Gov Dickson and his large entourage from Bayelsa were Rt. Hon. Amachree Otelemaba the Speaker of the Rivers State House of Assembly an indigene of the area, Hon Horsfall God’Stime member of the Rivers State House of Assembly representing Asari-Toru constituency 11, Alh. Asari Dokubo the leader of NDPFF, Hon. Ojukaye Flag Amachree the Executive Chairman of Asari-Toru Local Government Council, Chief Joshua Fumndoh former Ijaw National Congress INC President, Hon Fred Agbedi SA Political to Bayelsa Governor, Hon. Douye Dirir Principal Exective Secretary to Bayelsa Governor, Mr. Patrick Erasmus, SA on Ijaw Affairs to the Bayelsa Governor, Mr. Daniel Markson Iworiso CPS to Bayelsa Governor, Dr. Indabawa Akilu former PDP Youth Leader and fmr SA to the President of FRN. Let me therefore conclude this piece by quoting Herbert Read the great mind where he stated, “The worth of a civilization or a culture is not valued in the terms of its material wealth or military power, but by the quality and achievements of its representative individuals – its philosophers, its poets and its artists”.

Catholics Get New “Pope Francis” Jorge Mario Bergoglio

Newly elected Pope Francis, Cardinal Jorge Mario Bergoglio of Argentina appears on the balcony of St. Peter's Basilica at the VaticanArgentinian Cardinal Jorge Mario Bergoglio has been elected the 266th pope, making him the leader of the 1.2 billion-strong Roman Catholic Church and the first Latin American and first Jesuit to lead Catholic Church taking name pope Francis.

The choice of Bergoglio, who is the first Latin American and first Jesuit pope, was announced by French cardinal Jean-Louis Tauran with the Latin words “Habemus Papam” (“We have a pope.”)

Francis was elected on Wednesday on the second day of the conclave in Vatican City, after receiving the required two-thirds majority, or at least 77 votes of the 115 cardinal electors from 48 countries.

The 76-year-old from Buenos Aires is also the first Jesuit and the first non-European pontiff in the church history.

The Jesuit order, which was founded in the 16th century, has a strong educational focus and takes vows of poverty, chastity and obedience to Christ and the pope.

Pope Francis appeared on the central balcony of St Peter’s Basilica just over an hour after white smoke poured from a chimney on the roof of the Sistine Chapel to signal his election.

“Pray for me,” the new pontiff, dressed in the white robes of a pope for the first time, urged the crowd.

The news of announcement was met with cheers from hundreds of thousands of crowd gathered under the rain at St Peter’s Square in Rome.

Cardinal Jean-Louis Tauran, the protodeacon, made the announcement with the Latin words, Habemus papam, meaning “We have a pope”.

Francis succeeds Benedict XVI, who stepped down on February 28, the first pontiff to do so in 598 years.

The Vatican said his inaugural mass would be held on March 19.

As a sign of the election of a new pope, the Vatican also reactivated the Twitter account @Pontifex.

pope francisFrancis spoke by phone with Benedict XVI after his election and plans to see him in the coming days, the Vatican said.

Jubilant Argentines poured into churches, some crying and praying, after the announcement at the Vatican.

“This is a blessing for Argentina,” one woman shouted on a Buenos Aires street.

“I hope he changes all the luxury that exists in the Vatican, that he steers the church in a more humble direction, something closer to the gospel,” Jorge Andres Lobato, a 73-year-old retired state prosecutor, said.

“Noboby expected him to become pope. People here are crying”, said an observer.

CHALLENGES AHEAD:

Father Robert Gahl of Holy Cross University told Al Jazeera that the name Francis was “indicative of something historical”.

Gahl described as “striking” the reaction to the new pope, which he said is “way superior to what occured eight years ago, which may be a surprise to some”.

Barack Obama, the US president, said the election of Francis “speaks to the strength and vitality of a region that is increasingly shaping our world”.

With the election of the new pope, Vatican now faces several key challenges.

Experts said the new pope’s response to those will give us a significant indication of what Catholics can expect from his time as the head of the church.

One key priority is reaching out to his flock of 1.2 billion Catholics and rebuilding the relationship between the Vatican and churches around the globe.

“Much was made about whether the new pope would be one who focused on pastoral care – speaking to the faithful around the world or would he be one who tries to reform the Vatican,” Jack Valero, director of the Catholic Voices organisation said.

“In reality, he needs to do both.”

Although a conservative theologically, Francis is known for his concern for the poor and is expected to bring a radical change of style to the Church leadership, indicated by his choice for the first time of the name of St Francis of Assisi, who died in 1226 after living a life of poverty and simplicity.

He immediately showed the difference from his predecessor Benedict, an aloof theologian, with a gesture of humility, asking the waiting crowd to bless him before he blessed them.

Bergoglio shunned the papal limousine after his appearance on the balcony and chose to take a shuttle bus with other cardinals back to the Vatican residence where they are staying, for an evening meal.

Bergoglio is known as a humble man who leads an austere and sober life without ostentation, travelling by public transport and living in a small apartment outside Buenos Aires.

He is willing to challenge powerful interests and is deeply concerned about the social inequalities in Argentina and elsewhere in Latin America. He has had a sometimes difficult relationship with President Cristina Fernandez and her late husband and predecessor Nestor Kirchner.

Francis has spoken out strongly against gay marriage, denouncing it in 2010 as “an attempt to destroy God’s plan”.

ARGENTINES JUBILANT:

Jubilant Argentines poured into churches, some crying and praying, after the announcement at the Vatican. “This is a blessing for Argentina,” one woman shouted on a Buenos Aires street.

“I hope he changes all the luxury that exists in the Vatican, that he steers the church in a more humble direction, something closer to the gospel,” said Jorge Andres Lobato, a 73-year-old retired state prosecutor.

The election was enthusiastically welcomed elsewhere in Latin America too.

“We’re happy because we have a new pope and because the choice of a Latin American shows that the Church is opening, is now focused on the entire Church. It’s not just a church only focused on Europe,” said Leonardo Steiner, general secretary of the national conference of Brazilian bishops.

Francis was not among the small group of front runners identified before the election. The Jesuit order to which he belongs was founded in the 16th century to serve the pope. It is best known for its work in education and the intellectual prowess of its members.

The monks at the convent of St. Francis in Assisi were overjoyed at the election of Bergoglio and his decision to take the name Francis for a pontiff for the first time.

“St. Francis still points to the path of humility and evangelical simplicity,” said the abbot, Father Mauro Gambetti.

Italian theologian Massimo Faggioli told Reuters: “I don’t expect him to change on doctrine, but he is a more pastoral person. It seems that this pope will be more aware of what life is all about.”

Faggioli, a professor at the University of St. Thomas in Minneapolis, added: “He will have more room to make his message heard than Benedict did. The papacy needs to have an audience more open to listen to what the pope says. He is not an outsider. He didn’t present himself as a reformer with hatchet in hand.”

Bergoglio was born into a middle-class family of seven, his father an Italian immigrant railway worker and his mother a housewife.

Replacing Pope Benedict, who resigned last month, he overturned one of the main assumptions before the election, that the new pope would be relatively young.

Bergoglio is the oldest of most of the possible candidates and was barely mentioned in feverish speculation about the top contenders before the conclave.

He is the first non-European pope since Syrian-born Gregory III in the eighth century, and the third successive non-Italian pontiff.

“PRAY FOR BENEDICT”:

In brief remarks from the balcony of St. Peter’s, Francis called on the faithful to pray for Benedict and said the Church was setting off on a “journey of fraternity, of love, of trust”.

It seemed the cardinal electors “went to the end of the world” to find him, he said.

Thousands of people sheltering from heavy rain under a sea of umbrellas had occupied the square all day to await the decision and the crowd swelled as soon as the white smoke emerged.

They cheered wildly and raced towards the basilica as the smoke billowed from a narrow makeshift chimney and St Peter’s bells rang.

The tens of thousands in the square cheered even more loudly when Francis appeared, the first pontiff to take that name. “Viva il Papa (pope),” they chanted.

Front runners at the conclave had included Brazilian Odilo Scherer, and Italy’s Angelo Scola, who would have returned the papacy to traditional Italian hands after 35 years of the German Benedict XVI and Polish John Paul II.

The decision by cardinal electors sequestered in a secret conclave in the Sistine Chapel came sooner than many experts expected because there were several front runners before the vote to replace Pope Benedict.

The cardinals faced a thorny task in finding a leader capable of overcoming crises caused by priestly child abuse and a leak of secret papal documents that uncovered corruption and rivalry inside the Church government or Curia.

Francis will head a Church also shaken by rivalry from other churches, the advance of secularism, especially in its European heartland, and allegations of scandal at the Vatican bank.

The series of crises is thought to have contributed to Benedict’s decision to become the first pontiff in 600 years to abdicate.

RIVAL TO RATZINGER IN 2005:

Bergoglio was a moderate rival candidate at the 2005 conclave to the conservative Cardinal Joseph Ratzinger, who went on to become Benedict.

Italian media say he impressed cardinals in pre-conclave meetings where they discussed the Church’s problems.

Reserved and humble, Francis does not fit the profile of an active preacher that many cardinals had previously said they were seeking. He studied chemistry before joining the priesthood nearly a decade after losing a lung to respiratory illness.

The secret conclave began on Tuesday night with a first ballot and four ballots were held on Wednesday. Francis obtained the required two thirds majority in the fifth ballot.

The previous four popes were all elected within two or three days.

In preparatory meetings before the conclave, the cardinals seemed divided between those who believe the new pontiff must be a strong manager to get the dysfunctional bureaucracy under control and others who are looking more for a proven pastoral figure to revitalize their faith across the globe.

Apart from Brazil’s Scherer and Italy’s Scola, a host of other candidates from numerous nations had also been mentioned as potential popes – including U.S. cardinals Timothy Dolan and Sean O’Malley, Canada’s Marc Ouellet and Argentina’s Leonardo Sandri.

But the front runners’ list never mentioned Bergoglio.

DELTA: Agadama Community Sends SOS TO IGP Over Bandits Raid

police logThe Inspector General of Police (IGP), Mohammed Abubakar and the Delta State Government are being notified of recent invasion of Agadama Community by suspected hoodlums and leading to complete breakdown of law and order in the area.

The unfortunate development has made the people of Agadama Community in Uwheru kingdom, Ughelli North Local Government Area of Delta State to  raised the alarm as a result of the alleged take over of their community by dreaded armed bandits.

They said that the call for help from the Delta State Government and the IGP became inevitable after several efforts made to get police authorities in the state failed to yield positive result, saying that they now sleep with one eye closed.

In a statement made available to Blank NEWS Online at the weekend in Agadama Community, the High Priest and Chairman of Uwheru Clan Vigilante group, Chief Famous Eritomi, revealed that the vigilante group has encountered series of illegal road blocks mounted by armed bandits along the Ughelli/Patani highway since December last year, adding that the vigilante group has had a face to face gun battle with the hoodlums in several occasion.

“I called the DPO of A’Division and I told him that we have arrested an informant of the armed robbers that are disturbing the road. The boy has confessed that he is the one that always take their guns to road for them. He said he uses an insecticide pumping can to carry their guns for them.  He also confessed that they have two AK 47 riffles they recovered from Fulani men some years ago.

“We brought the boy the A’ Division Police Station and the DPO gave us two policemen to go and raid the place. We raided Daniel’s house without any casualties because they have escaped before we got there. We then arrested two girls that we met in the house.”

Chief Eritomi also alleged that since the arrest of one of the suspected armed robbers, one Community Leader in Agadama Community (names withheld) who act as the godfather to the armed robbers, went and gathered all the armed robbers in and around the community and they have been terrorizing them killing, maiming, raping their women, burning and destroying houses and property including schools in the community.

He said people in that community now live in perpetual fear as the armed robbers have succeeded in holding the whole community hostage, adding that even the police could not enter into the community without being challenged by the armed robbers.

He said the susupected hoodlums also attacked one of the teachers teaching at Izeze Primary school Agadama, adding that they have succeeded in chasing away all the teachers and pupils in both the secondary and primary school in the community, just as he said that the Local Education Authority Secretary who went there to see things for himself with his team were chased away by the armed bandits.

Speaking to our correspondent on phone, the Local Education Authority Secretary, Ughelli North Local Government Area, Evangelist Peter Emazobu confirmed that he and his men were attacked while trying to inspect the level of damage done by the armed robbers in the school.

According to Evangelist Emazobu; “I and my men were attached by these armed robbers as I was supervising the level of damage in the school. The group swam on us brandishing all sorts of weapons and began to chase us. My men and I managed to escape death by the whiskers as we took to our heels. The matter has been reported to the DPO, A’ Division Police Station, Ughelli.”

Evangelist Emazobu lamented that even as the matter has been reported to the police nothing seems to have been done concerning the issue. He therefore, called on the state government to as a matter of urgency fish out those responsible for the destruction and closing down of the school to avoid future occurrence.

Also a primary school teacher in Agadama Community, Evangelist Edward Agare has this story to tell on how he was attacked by the hoodlums.

“I am a teacher in Agadama Primary School. Actually I did not know what was happening but I was surprised to see about 22 boys fully armed came to the school and started destroying things. They came after me and I managed to run into the bush and escaped for my dear life. They do a lot of things in the community. They harass people, rape women, kidnap people and do whatever they like and there is nobody to challenge them.

“They also came for my son. They caught him and asked him to kneel down and they were cutting him with their cutlasses and battle axes. If not for God’s intervention my son would have been killed. But he also managed to escape from them.”

Efforts to get the DPO A-Divsion Police Station, Ughelli, Mr. Garaje Gando proved abortive as at the time of filing this report, as he never returned the call our correspondent put across to him on his cell phone as he promised.

Warri Wolves & Rangers tussle over AFCON hero Sunday Mba

As the battle royale between Warri Wolves of Delta and Rangers International of Enugu over which club owns Sunday Mba, Super Eagles goal whizkid at the 2013 AFCON touney in South Africa continues, there seems to be no end in sight to the claims and counter claims.

Although the Nigeria Football League (NFL) Interim Management board had ruled that Mba was a Warri Wolves player, the Nigeria Football Federation(NFF) met with the aggrieved parties, Rangers International of Enugu and Warri Wolves on Wednesday, March 6, 2013 in Abuja, just as the Rangers team has allegedly engaged the services of Human Rights Lawyer and Senior Advocate of Nigeria, Femi Falana, to litigate in the case for ownership of Mba.

Blank NEWS Online sources say that the unrelenting Warri Wolves team, led by the Executive Chairman of the Delta State Sports Commission, Pinnnick Amaju tendered documents to prove that Mba was still their player, as well as the request letter Rangers made to Warri Wolves for the transfer of Mba, which was yet to be considered.

But Falana had argued that Mba signed a contract with Rangers that will elapse in 2014, adding that the transfer request made by Rangers to Warri Wolves was made in error as it was provisional and not in permanent form.

Meanwhile, the NFF has reserved ruling on the controversial matter till Thursday, March 7, 2013, despite arlier ruling by the Nigeria League Interim Management board that Mba was a Warri Wolves player after looking at the vital documents.

imagesHowever, 24-year-old Sunday Mba, while speaking earlier on the long drawn battle between Nigeria Professional Football League (NPFL) clubs, Warri Wolves and Enugu Rangers, shocked Nigerians when he declared that he signed a contract with Enugu Rangers before the commencement of the 2013 Africa Cup of Nations in South Africa:
“I signed a contract with Rangers even before I left for South Africa for the 2013 AFCON and I am surprised Wolves are saying Rangers have no right of ownership over me.”

“Wolves are aware of this and I am surprised they are saying I am still their player.”

The committee set up by the Nigeria Football Federation (NFF) to resolve the controversy are meeting with officials of two-time CAF Champions League winners, Enyimba as well as Enugu Rangers, Dolphins and Warri Wolves, alongside the player.

Delta State Governor, Dr. Emmanuel Uduaghan, has assented to the 2013 Appropriation Bill of N472 billion, made up of N316 billion for Capital Expenditure and N156 billion for Recurrent Expenditure.

Governor Uduaghan, while signing the Bill into law on Monday, March 04, 2013, assured that his administration will be prudent in funding projects to speed up execution of policies and programmes of government.

While pledging to dwell more on Capital Expenditure, in order to strengthen the on-going spate of infrastructure development throughout the state, he noted that, “We want to do more of capital projects and spend less on recurrent expenditure. This is a big challenge. We are setting up structures that will weed out all ghost workers. Indeed, we reduced recurrent expenditure to 37 per cent and increased capital expenditure to 67 per cent.

Recall that the Delta State House of Assembly had increased the size of the state budget proposal of N398.31billion for the 2013 fiscal year with a whooping N74 billion.

The state House of Assembly passed the budget on Wednesday, February 06, 2013  after increasing the proposed N398,317,113,836 to N472,006,772,179.

The new budget is also higher with about N35 billion than the N437.21 billion estimated for the 2012 fiscal year.

According to the new breakdown as passed by the lawmakers, the state’s Recurrent Expenditure is now N157,603,782,607.00 at 23.4 per cent while Capital Expenditure would gulp N314,402,989,563.00 at 66 per cent increases respectively.

The new lift in the budget has however affected the sectoral breakdown of the capital expenditure estimates, as the Economic sector which originally stood at N97,052,878,380 at 31 per cent in the earlier proposal is now N103,866,023,291 with an upsurge of N24,790,594,911 representing 31.4 per cent increase.

Estimates of the Social and Environment sectors have also been hiked as the original N46,984,952,781 representing 18.62 per cent for the Social sector is now pegged at N52,683,153,540  representing 12.12 per cent, just as the Environment sector which had N50,758,764,931 at 20.11 has been reviewed upward with additional N22,853,000,000 representing 45 per cent increase.

In the recurrent expenditure estimates, the overhead costs in the same budget which earlier had N52,201,030,693 representing 35.77 per cent will now enjoy extra N11,661,888,130 representing 8.0 per cent.

The initial budget proposal of N398.31 billion for the 2013 fiscal year presented to the state legislature on November 23, 2012 by Governor Emmanuel Uduaghan, had an original budget estimate of N145.94 billion or 36.64 per cent for recurrent expenditure and N252.37 billion or 63.36 per cent for capital expenditure.

The governor had explained that the 2013 budget proposal showed a decrease of N38.9 billion or 8.9 per cent when compared to the year 2012 approved budget of N437.21 billion by N38.9billion.

The Governor also on Monday, signed the Delta State Engineering Monitoring and Control Board and Delta State Multi-Door Court House Bills into law.

Speaking earlier, while presenting the Bills, the Speaker of the House of Assembly, Rt. Hon (Engr.) Victor Ochei said that the House in keeping with the constitution has passed and approved the 2013 Appropriation Bill and the two other Bills sent to the Governor for his assent.

According to the Speaker “The House of Assembly has done its Job. The 2013 appropriation Bill has been deliberated on and duly passed. There is also two other bills to be signed along with it. The Delta State Engineering Monitoring and Control Board Bill and Delta State Multi-Door Court House.”

That Grape Juice, the online music phenomenon and the brainchild of Sammy Ajilore, is set to enter the Nigerian music scene with a big bang. The site plans, later this year, to launch series of initiatives aimed at bringing the Nigerian music industry to global reckoning. The reputable site’s foray into Nigeria’s music scene is part of its long time plan not only to extend its reach to the nooks and cranny of the country but also to further showcase the country’s musical talents to a choice international audience.

Although, details of the site’s activities in the country are still sketchy, the site wants to, first and foremost, register its presence in the minds of music and entertainment lovers in the country. This logically follows the successful launch of the site in the UK and the US and with the site emerging as a global music website of repute, its owner, the British born Nigerian Ajilore now plans to expand the scope of the site and to extend its reach to Nigeria.

“sel“Making That Grape Juice site a spot for the latest Naija music news too is the long-term goal, but not where the site is in the here and now. Hence, I feel like there’s a lot of “cultural sell” in me being of Nigerian heritage, f-made” and young having started That Grape Juice at just 18,” says Sammy who sees the site’s planned activities in Nigeria as a personal contribution to the development of the country’s music industry. This, he feels very passionate about.

www.thatgrapejuice.net is a formidable London based regular source of fresh urban pop culture music, videos, live performances, news, gossip, celeb Interviews, and more. It is arguably, the Internet’s premier urban pop culture websites with daily readership is in the high thousands and has emerged as an internationally established source for urban news, music reviews and celebrity interviews.

All these,  the site serves its visitors daily in graphic details and using simple everyday language. Its long list of exciting celebrity interviews is better enjoyed with friends. In the words of the site’s managers, viewers are advised to immerse themselves in the “brand new social reader experience and share the latest urban music news with friends”.

No doubt, the Nigerian entertainment industry is huge and it remains one of the most vibrant in the world. But it still remains largely under-reported. That Grape Juice is therefore seeking ways to bring the industry at par with its counterparts in the developed West. The site aims to embed itself in the minds of Nigerian music lovers this year. For Sammy, 2013 offers the site good opportunities to create more awareness and to present itself as veritable gateway to the global music/entertainment scene.

www.thatgrapejuice.net has garnered coverage on major and globally recognised media platforms such as in The Independent, Huffington Post, New York Post, and The Voice, which is the biggest black newspaper in the UK as well as on MTV, BET, AOL, and E! News (TV).  What’s more, BBC 1 Xtra recognised That Grape Juice as “the UK’s number one urban blog” and as one of the most popular on the net worldwide. Its founder, Sammy Ajilore is equally celebrated. Indeed, he was named, last year, as one of the most influential black people in Britain. Other accolades include being recognized as one of Black Britain’s Future Leaders. He was actually ranked number 5 out of 100 in 2011.

Having taken both the US and UK by storm, Ajilore, who is remarkably just 24 years old, and his That Grape Juice empire consider the Nigerian music market as the next huge target given its size, dynamism and a legion of world class entertainers the country boasts of. The young entrepreneur aims to slowly integrate Nigerian artists onto what is, in essence, a very American/British skewed music site. As a Nigerian descendant, Ajilore, called Sammy by his family, holds it as a duty to make the site a ready veritable spot for Nigerian artists.

Sammy’s upbringing in the UK has really nurtured a can-do spirit in this fiercely ambitious and very enterprising Nigerian. He is well driven, eager to succeed, well grounded and religious. Luckily, Sammy enjoys tremendous support from his dad, Sunday Ajilore from Ilesha who also lives and works as a legal and management consultant in England. Sunday, the senior Ajilore, is a Compronian, a member of the Nigerian Institute of Management (NIM), as well as being a member of International Marketing Management associations.

What’s more, Ajilore Sr was a co-pioneer, in Nigeria, of the Top Ten album countdown radio show that was popular in the 1980’s – a role he took up while working for Research Marketing Services (RMS). Sammy’s mother, Bunmi Ajilore, is a Senior Accountant from Ijebu Ode, Ogun State. Since childhood, Bunmi has instilled in Sammy, her school, that is, Abeokuta Grammar School’s motto which says that “anything that is worth doing is worth doing well”.

Such upbringing has ensured that Sammy has remained a Nigerian to the core and relishes the country’s possibilities, her cultural heritage and her cherished values. He is also an unrepentant lover of anything Nigerian especially its music – he notes that artists such as Tiwa Savage and DBanj are particular favorites of his. He also is an ardent lover of Gospel music.

Presently, That Grape Juice site is US heavy and has featured the Janet Jackson’s, Beyonce’s and Usher’s of this world. The next step is to bring into practical reality the site’s ambition for Nigeria’s music. According to Sammy, that ambition is to see the site emerging as the global site to showcase the best of Nigeria’s music industry. But how did the That Grape Juice site emerge? And what actually informed its emergence? And of course, why the unusual name, That Grape Juice?

That Grape Juice officially launched in February 2007 when Sammy, then 18 years old, decided to set up a site that would stand out among the numerous urban entertainment websites and blogs. Sammy’s idea then was just to share his thoughts and opinions on the latest happenings in the crazy world of urban entertainment. However, the site blossomed beyond his wildest imagination by achieving today an incredible two million plus hits per month. But how did he come about the name for the site?

“I vividly remember sitting in my university halls during my first year, trying to brainstorm a name. With several hours having passed and many a wack name left on the cutting room floor, I began reminiscing on an A-Levels Media Studies project I had achieved an ‘A’ grade in a few months prior to starting university. The project was about a sample urban magazine called The Grape Vine.

This was a spin on the classic Marvin Gaye song of the same title. My magazine’s grape vine wasn’t to be like the unreliable, gossipy grape vine described in the song. My grape vine was going to be concrete, legit, yet at the same time equally, if not more, entertaining! So, drawing on aspects of the magazine’s concept as well as today’s blog/internet culture of supplying the ‘juice’, That Grape Juice was born. The rest, as they say, is history!” says Sammy.

Ogbodo’s Death, A Cruel Shock, Says Uduaghan

Delta State Governor, Dr. Emmanuel Uduaghan

“it is a cruel shock and annoying twist of fate. He died. His colleagues survived. The nation is left to mourn. We can only take solace in the belief that God knows best”.

Governor Emmanuel Uduaghan of Delta State could not hold back his grief in a reaction to the death of John Abba Ogbodo, Assistant Political Editor of The Guardian who lost his life on Thursday while traveling along with three other journalists on official assignment from Abuja to Awka in Anambra State.

Although the three other journalists survived, the governor said it was an irony that Ogbodo’s death has robbed the nation and particularly the media of the opportunity to celebrate, adding it was a twist of fate that confronts everyone at this moment of grief.

“it is a cruel shock and annoying twist of fate. He died. His colleagues survived. The nation is left to mourn”, he stated.

Uduaghan, in a statement issued by Felix Ofou, his Press Secretary in Lagos also described the news of Ogbodo’s death as a “cruel shock” that will take a long time for journalists and politicians to overcome, while noting that the late journalist will be greatly missed for the candor, resilience and uncommon sense of duty that he attached to his job while alive.

The governor recalled that Ogbodo, while covering activities of the ruling Peoples Democratiic Party (PDP) as well as other political events, was always fair, incise and balanced, a fact which endeared him to all and sundry, culminating in the outpouring of grief by all manner of persons with the news of the death.

While calling on all to take solace in the wisdom that God knows why the late journalist had to bow out at a time when his bosses had acknowledged his proficiency, the Delta State Chief executive expressed condolence with the management and staff of The Guardian, the NUJ, particularly Abuja chapter and the late Ogbodo’s family for the sad loss.

He prayed God to grant the nation and those affected by the tragedy the fortitude to bear the loss as well as repose for the soul of the deceased.

Femi Adesina

Delta State Governor, Dr Emmanuel Uduaghan has expressed happiness with Friday’s election of Mr Femi Adesina, Deputy Editor-in-Chief of The Sun Newspapers as President of the Nigeria Guild of Editors (NGE), succeeding Mr Gbenga Adefaye who served out the two term limit prescribed by the constitution of the guild.

In a statement by Felix Ofou, his Press Secretary, the governor described the election of Adesina as putting “round peg in a round hole”, while also noting that the outcome reflects the confidence and acceptance of the celebrated columnist by editors all over the country.

He said: “It is with great joy that I received the news of the election of Mr Femi Adesins as the new President of the Nigeria Guild of Editors to take over from my good friend and brother, Mr Gbenga Adefaye who I believe served the guild meritoriously. There is no doubt that Nigerian editors have put a round peg in a round hole”.

Governor Uduaghan in particular, praised the NGE for conducting an election of new officers to run the guild devoid of any acrimony or division, stressing that the editors, by this feat have shown the way for other groups and people to follow, while adding that this would further enhance the image of the group.

He wished the new executive a successful tenure and expressed the hope that the NGE would help to stamp out quackery from the journalism profession as well as ensure that journalists are paid regular wages, quite unlike the case where several media houses owe their staff for months.

The governor restated his commitment to host the next conference, while noting that Asaba, the Delta capital, and the entire state was waiting with heart’s breath to welcome the editors as well as showcase the landmarks of the administration in the last six years.

Hon. Alphonsus Ojo
Hon. Alphonsus Ojo

The Federal High Court, sitting in Asaba, has sacked the Hon. Alphonsus Ojo, member representing Ukwuani constituency at the Delta state House of Assembly, directing that the seat be henceforth declared vacant, pending a fresh election.

But the DPP and Mr. Chukwuma Dafikpaku dragged the lawmaker before the court, claiming that his action was against the provisions of Section 109 (1) g and (2) of the Constitution of the Federal Republic of Nigeria as amended and prayed the court to declare the seat vacant.

The court presided over by Justice C. M. A. Olatoregun-Isiola therefore on Friday, 01, 2013 declared that the seat presently occupied by Hon. Alphonsus Ojo (1st Defendant) in a suit (FHC/ASB/CS/129/12) brought before it by one Mr. Chukwuma Dafikpaku (Plaintiff).

The Delta State House of Assembly, the Speaker of the House and the Independent National Electoral Commission (INEC) were also joined as defendants in the suit.

Justice Olatoregun-Isiola therefore directed the Speaker of the state House of Assembly, Rt. Hon. Victor Ochei (2nd defendant) to declare the seat vacant under mandatory responsibility and in pursuant to Section 109 (1g) and (2) of the 1999 constitution of the Federal Republic of Nigeria as amended.

In his reaction to the judgement, Hon. Ojo said he remained the bonafide, elected representative of his constituent, and urged the people of Ukwuani constituency to remain calm, adding that appropriate legal actions would be taken in due course.

The court also directed the 4th defendant (INEC) to immediately commence the process of conducting fresh elections into the Ukwuani constituency seat at the Delta State House of Assembly.

“My team of legal experts are reviewing the judgement and advise on the appropriate step to take regarding appealing the judgement.”

According to him, the ruling would not distract him from performing his legitimate legislative duties, adding that the verdict would be appealed.

He explained that although the force has lost some of its officers in the course of fighting crime, officers who have also been found wanting in their call to duty have been made to face severe disciplinary actions, including dismissal, adding that the Inspector General of police, Mohammed Dahiru Abubakar has fully restored discipline and courage into the force.

Speaking on the state government’s support to the police in fighting crime and restoring adequate security of lives and property, CP Aduba said the role of the state governor, Dr. Emmanuel Uduaghan and his administration in crime control has been very impressive but appealed for more assistance in the areas of operational vehicles and modern security gadgets and devices.

Meanwhile, Delta state governor, Dr. Emmanuel Uduaghan, has unveiled an infrastructure and evolving programmes that will engage youths to make crime and restiveness unattractive.

The steps, according to the governor, include the installation of hybrid communication equipment at the State Police Headquarters, which enables the various security agencies to link up with each other during emergencies.

While disclosing that the state government has donated patrol vehicles and communication equipment to the Police and other security agencies, including paramilitary bodies, Governor Uduaghan noted that, “this is part of measures designed to fight the scourge of crimes like kidnapping and armed robbery, adding that traditional and religious leaders, chiefs, youth leaders, market women and security agencies are being engaged in conflict resolution and promotion of peace.”

In her remarks, the Managing Director of  Bank of Industry,  Evelyn Oputu, who is also, a member of the Advisory Team said the Bank of Industry is working closely with the Delta state government because, the state  “has a lot of comparative advantage for industrialization,” asserting, “so, we are working closely with the state government to achieve such.”

Warrri Wolves FC vs Rangers FC Brouhaha: Etu Clears Air On Players’ Ownership

0

rangers fcwarriThe long drawn swords between Warrri Wolves FC and Rangers FC over the ownership of Sunday Mba is yet to abate, as the management of the oil city wolves took a swipe at the management of the Enugu soccer club for daring to lay claim to the Super Eagles’ goal whiz-kid at the African Cup of Nations.

Comrade Etu Moses, Media Officer of Warrri Wolves FC, in a Press statement dated February 24, 2013 and made available to Blank NEWS Online, alleged that the Rangers FC has casted aspersions on the integrity of the oil city wolves for continually claiming ownership of Sunday Mba and other players, rumoured to be in the camp of Enugu Rangers.

The statement said, “Following the latest out burst of Management of Rangers International Football Club of Enugu casting aspersions on the integrity of well managed Warri Wolves Football Club claiming the ownership of Sunday Mba and numerous enquiries from journalists and well wishers, we are forced once again to come out and clarify the situation.

“In the words of Niyi Osundare, the truth will one day set itself free after a twisted journey and with all the lies coming out of Rangers which they are not afraid to tell not minding their image, we have therefore decided to expose them once and for all albeit to advise them to thread the path of honour.

“As a professional Club, Warri Wolves have always abide by the rules and this can be attested to by the way we have gone about the illegal and stupid way Management of Rangers Football Club have been trying to lure players into their fold all in the name of playing in the CAF Champions League.

“It is on record that so many Clubs like the well respected 3sc Stars of Ibadan have at one time or the other cried out to the World on the way Rangers FC went about luring their goalkeeper to Enugu without recourse to lay down rules.

“However, in Warri Wolves, they have met the masters in the way a professional Club should be run, hence, we have always stand up to their antics.

“The players in their fold particularly Sunday Mba was duly cleared and registered to play for Warri Wolves and it is an open secret that he signed for two years.

“At the end of last season, Sunday Mba went on holiday and the rumour which later turned out to be true has it that he was in the camp of Rangers FC  and the story was that they were interested in him.

“After the confirmation of the rumour and knowing the antics of the local traders saddled with the responsibility of running the once revered Club, we came out with a press release threatening to report them to the appropriate authority.

“It was after this that they wrote to us indicating interest in three of our players namely Chigozie Agbim, Sunday Mba and Lazarus Chukwu leaving out Uruemu Egbeta whom we laboured to secure his international transfer certificate. His own story is left for another day.

“Today, I am happy to inform you that the Nigerian Premier League who are in charge of running day to day affairs of the league have duly sent a reply to our petition and with that, we are firmly in a position to decide the fate of Sun day Mba and others who presently looking for greener pastures.

“The letter from the Nigeria Premier League which was duly signed by the Secretary, Tunji Babalola reads and is hereby published unedited.

“We are in receipt of your correspondence on the above subject. From our records, it is established that Chigozie Agbim and Sunday Mba are bonafide players of Warri Wolves FC.

“Consequently, the ownership of the players is not subject to any controversy and any Club that require their services should contact the Management of Warri Wolves”

“When Sunday Mba visited Asaba with other members of the victorious Super Eagles, he did not object to the largesse given to Warri Wolves Players by the Sports loving Governor of Delta State, Dr Emmanuel Uduaghan but it is unfortunate that some unscrupulous people are trying to re-write the history of Football.

“Gentlemen of the press, we have taking pains to explain all these to you and to once again appeal to the local traders managing Rangers FC to thread the path of honour and stop embarrassing the image of this great country as if we are all the same.

“We also want to advise Sunday Mba not to destroy his career and shun the advise of those who are using the CAF Champions League as a yardstick to lure him away. The likes of Eyimba International, Dolphin have all played in the CAF Champions League but they never behaved like this, going through the back door to lure players illegally.

“We want to assure all our players that we shall not and I repeat, stop any player who wishes to try his luck elsewhere but such move must be sanctioned by the Management and well documented.”

Uduaghan Vows To Leave Behind Landmark Achievements In Delta

PIX 8DELTA State Governor, Dr. Emmanuel Uduaghan, has said that he was committed to the development of the state with state NLC boss, Comrade Williams Akporehe describing him as a good family man, ruling Delta with the fear of God.

The NLC Chairman implored Deltans not to relent in their support for Governor Uduaghan, saying he means well for the state.

At a thanksgiving service held at the First Baptist Church in Warri to mark the 25th anniversary of his marriage, the Governor assured Deltans that he will still do more for them before the end of his tenure in 2015.

At the well attended church thanksgiving service including Chief E.K. Clark, the Olu of Warri, Pastor Ayo Oritsejafor and host of others, Governor Uduaghan said that the challenges of leadership were enormous, but that he was determined to leave a lasting legacy behind.

He said: “I am committed to the development of the state. There is no way one government can do everything, but since we are still around, we will do our best for Deltans before we leave office in 2015. Developing all parts of the state is not easy, but I want to remain focus and committed to good governance in the state. We have done a lot in these past years and we are still ready to do more for the remaining two years.”

While urging the Christian Association of Nigeria (CAN) and other religion bodies to continue to pray for peace in Delta State and the country in general, the Governor said there is no position of authority one holds in the country that was easy.

“Christian Association of Nigeria (CAN) should pray for President Goodluck Jonathan. No position that you hold in Nigeria is easy. The President requires prayers from all of us; he means well for the country. There are a lot of challenges you are confronted with as a leader. The President requires our support,” he said.

PIX 1The Host Pastor, Rev. Challenge Ugbede while preaching on the topic; “Why We Pray,” said that people who pray daily get answers from God speadily.

“Prayer is the duty of all human beings. Many people needs peace, but do not ask for it, until you ask for it, God will not do it. Prayer is a continuous action for the believers. We need to pray for kidnappers to stop what they are doing and prayers will disgrace all those who are feeding fat on pensioners’ money. Prayers will bring out transparent civil service reform. It will make the church to be what it should be. It will change our theological understanding,” he said.

PIX 10Meanwhile, NLC Chairman in the state, Comrade Williams Akporehe has described Governor Uduaghan as a good family man.

Speaking to newsmen at the venue of the thanksgiving service, the Delta State NLC Chairman said that it takes a committed, loyal and faithful family man to run a state like Delta.

“I want to say that the Governor is committed to the development of the state. He is a committed family man, a good husband and a good leader hence he has been able to achieve so much for the state so far. Governor Uduaghan is a God fearing man and has the interest of the state at heart always. He is also labour-friendly and we cannot help but to use this medium to congratulate him and his wife on their 25th marriage anniversary.

Nigeria: A Clime Of The Incongruous –By Nwaorgu Faustinus

Call me whatever you like after reading this piece. Since the advent of the 4th Republic on May 29, 1999, I have continued to watch developments, trends, situations, actions, inaction and events with particular reference on how the affairs of the Geo-political entity called Nigeria is being piloted by our rulers, politicians, government institution among others and have arrived at a conclusion that Nigeria is regrettably, unfortunately and pitiably a clime where absurdity dwell.

My view on this is not far to seek given recent issues that have continued to rear their ugly heads in our body polity. It is in this country of ours that you will see political, institutional, government; ministerial criminals etc. who are hand-in-glove with the government in power, use their position to launch economic rape on public fund or our collective patrimony. Today you see high-powered criminal politicians celebrated – undeserving awards of this or that is now being extended to such people who should hide their face in shame for the public odium which their kleptomaniac disposition has caused them as well as the nation. However, the reverse is the case.

It is still fresh in the minds of many how an Ex-convict – Olabode George fresh from jail was given not only heroic welcome, stupendous party but also an award. The Kwame Nkrumah Africa Leadership Prize award which came from a student leader of a decidedly leftist organisation – National Association of Nigerian Students (NANS), according to reports was given to Mr Bode George for his impressive efforts in youth development and education based on the recommendation of its parent body – AASU, an abbreviation for All Africa Student Union. According to the student leader, this is a man who has awarded over 1000 scholarships and grants to indigent students, he deserves to be honoured. Chief Bode George was selected from among the many nominees for the 2012 award based on his commitment to youth development and his defense of democratic institutions. This is incongruous to say the least. The body should not have given such an award based on the fact that he was a criminal and not the other way round. The leadership of the student union should review its constitution and put in place a clause where a prospective awardee will forfeit his or her award hinged on the ground of criminal conviction no matter the great contribution the individual must have made to uplift indigent students in order to bring integrity into its body and not public condemnation.

It is in a Nigerian court that criminals like James Ibori would be found guiltless but convicted in London on the same charges brought against him in a Nigerian court. Some other governors apart from Ibori have in the past been charged with corrupt practices but what do you hear and see? They were given clean bill of health by way of discharging and acquitting them. Some do go extra miles to secure injunction that would make it impossible to prosecute them on corrupt practices and the injunction will be granted. A good example is that of Ex- governor Peter Odili of Rivers State.  Mrs. Cecilia Ibru and former MD/CEO of Oceanic Bank now Eco Bank was jailed for a paltry of 6 months for pinching 54 billion Naira. Again, Tafa Balogun a former Inspector General of Police was sentenced to only 6 months in prison for N20 billion naira frauds. The duo of Balogun and Cecilia served their prison terms at well-furnished home or hospital where they were adequately taken care of. Recently, former boss of Police Pension Board, Yakubu Yusufu was jailed two years for stealing N39 billion Pension Fund with option fine of N250,000. When one juxtapose the prison terms given to the big thieves in relation to the term given to petty robbers the words of Mr. Chinedu Vincent Akuta comes to mind, ‘What is worrisome is that poor Nigerians are left to rot in Nigerian prisons, for little or no offenses, compared to what the “big and mighty” Nigerians are doing’.  Are we really comfortable with these odious trends?

As long as these sentences together with the option of fines are concerned, the Nigerian Judiciary should be reminded that it is setting a dangerous precedent.  If our justice system continues to give such miserly prison terms to these unrepentant and conscienceless rogues who have made it a habit to ravage or despoil the commonwealth of Nigerians, what is it then telling the future leaders of this country? May be, go you out there – in the political, banking, educational, agricultural sector, among other areas of endeavour which you prefer, use your position or connection to amass breath-taking wealth either by hook or crook, we are here to protect your interest by reducing your prison term as long as you settle us with part of the loot. We can grant you injunction stopping or restraining EFCC, ICPC, any person or group that tries to investigate arrest or arraign you in the court. We can also give you a clean bill of health thus – you are hereby acquitted and discharged on all the corruption charges brought against you by your accusers (as it is in the case of Mr. James Ibori). Go ye therefore to your family, wife and children and enjoy your toil. Is this what the judiciary is telling us to do with the encouraging sentences and fines given to these rogues?

No I do not think so but it seems to be what they are telling us to do. I therefore call on the Nigeria justice system to look inwards by reviewing the prison terms and fines given to those who have sworn with their life that they would continue to convert, steal, ravage, and plunder our commonwealth for selfish, greedy and avaricious ends at the slightest opportunity they get. The Nigerian judiciary should henceforth refrain from granting injunction that would likely stall investigation, arrest and arraignment of persons with charges of corruption no matter who the person is. Capital punishment and freezing of bank accounts would not be a bad option for those who have been found guilty of charges bordering on corruption. They should also confiscate and sell the proceeds of such ill-gotten wealth (public fund) in terms of landed property, companies, and vehicles, etc. which should be proportionate to the amount they stole. The above recommendation if implemented to the latter will definitely serve as deterrent to others who might try to enrich themselves corruptly via public fund and thus restore the hope Nigerians have in the judiciary.

Uduaghan Supports National Good Governance Tour

0

PIX 5 (2)Delta State Governor, Dr. Emmanuel  Uduaghan has expressed unflinching support for the ongoing National Good Governance Tour of projects and programmes of all tiers of government across the country.

He made his position known in Asaba when the delegation of the National Good Governance Tour led by the Minister of Information, Mr. Labaran Maku, paid him a courtesy visit to flag-off the programme in the state.

He said the tour is necessary at this point in the nation’s history and confirmed that all 36 State Governors under the aegis of the Nigerian Governors Forum had agreed to be part of it. “To confirm and reaffirm that we all collectively agreed on this programme which I believe on a personal note that it’s very very necessary at this time of the history of Nigeria.

“Like you said a lot of issues take the front burner in the media but issues that have to do with development, especially when they are positive are put away in one small corner in the media, which I think it’s not encouraging and might not help us to move forward.

“As a state government, we are very very supportive of this programme,” he said.

Dr. Uduaghan therefore urged the Information Minister, Mr. Labaran Maku not to be discouraged and that he should remain focus in the objective of the tour.

“I want to appreciate what you are doing and to say you should not be discouraged. The hallmark of leadership is that you hear the good, the bad, the ugly and let the ugly not discourage you from your focus.”

He reiterated that the National Good Governance Tour was not a Federal Government project, and thanked Mr. President for releasing the Information Minister to pilot the programme. According to the Governor, in releasing the Minister, it shows that Mr. President is open and has nothing to hide.

Minister of Information, Mr. Labaran Maku
Minister of Information, Mr. Labaran Maku

Earlier, Information Minister, Labaran Maku, reiterated that the tour is a national programme which is aimed at starting a national discourse that will aid in the country’s development.

“The National Good Governance Tour, contrary to some comments usually that will go along with a programme like this, is not a Federal Government Programme. It is a national programme supported by all the 36 Governors and the Federal Government.”

He stated that when the programme was designed along with the National Planning Commission and the Office of the Special Adviser to the President on Performance Monitoring, it received the approval of the Federal Executive Council and the National Economic Council.

Mr. Maku added that in order to factor in the input and observation of the Governors, the Nigerian Governors Forum set up a special committee headed by the Governor of Akwa Ibom State, Mr. Godswill Akpabio to take a second look at the programme and agreed on a common template for the tour.

“It’s important to explain this because as we go round sometimes you hear comments that it is a Federal Government Programme. It’s not and if you look at all the people that are seated here, they come from all (segments) of society. So what we are doing is to simply lead the path to show them what is it the governments are doing.”

Mr. Maku said though progress is seen to be made in all the states visited by the team so far, there is still room for improvement.

“Progress and challenges are not at the same level because resources are not at the same level either; some states are as old as Nigeria itself. We cannot say progress has not been made but we know that we can do better to achieve greater results”.

President of the Nigeria Union Of Journalists (NUJ), Comrade Mohammed Garba
President of the Nigeria Union Of Journalists (NUJ), Comrade Mohammed Garba

In his comment, the President of the Nigeria Union Of Journalists, Comrade Mohammed Garba said the Information Minister discussed the concept and modality of the tour with the union before they accepted to participate.

“We were invited by the Minister. He discussed the concept and the modality. The concept of course we agreed that it’s part of our responsibility ordinarily without even the Good Governance Tour for the media to round and look at the progress in this democracy.

“In terms of modalities, we have also discussed. Part of the issue which I think we agreed was that we have to uphold the principles of freedom of expression and freedom of the press, which I think we have been agitating for quite a while. And I want to believe that throughout the states we have visited so far that freedom has been guaranteed.”

The National Good Governance Tour is a non-partisan tour involving the leadership of the Nigeria Union of Journalists;  (NUJ) the Radio, Television and Theatre Arts Workers Union (RATTAWU); leaders of women and youth organisations; National Association of Nigerian Students (NANS); National Council of Women Societies (NCWS); leaders of non-governmental organisations; operatives of security agencies; representative(s) of the Nigeria Governors Forum Secretariat; and reporters from the nation’s print and electronic media houses.

Speaking at the First Baptist church, Warri during the 25th marriage anniversary of the governor and his wife, the clergy man showered praises on the governor for being a married politician with a difference.

In his message titled ‘Setting Your Marriage Aglow’, Rev Ishola held that it was hard for politicians to do what the governor did by coming back to God, after 25 years of marriage to express gratitude to the Lord.

”It is hard for politicians to do what governor Uduaghan is doing here today and what the governor and his wife, Roli have done today is very commendable. This is a test case for all our politicians and all those gathered here today in this church where the governor and his wife married 25 years ago.”

uvow6While saying that marriage is a long journey, the clergy man charged all married couples to sustain their love for each other.

”Do not get rid of each other; enjoy your marriage till you are separated by death. Divorce is not the answer and it may not really help you. Marriage is set aglow through sexual intercourse between the husband and the wife. Sex should not be shared with strangers, but between the husband and the wife and marriage is also set aglow by keeping oneself attractive.”

Speaking, governor Uduaghan said God has done so many things for them in their 25 years of marriage and lauded his wife for being a big pillar for the family, especially when things were so rough and tough for them.

uvow3”God has done so many things for us and 25 years of marriage is not easy and we give glory to God. We achieved these 25 years of marriage by God’s grace and God gave us the determination to make our marriage work.”

Governor Uduaghan, who said that they had never told each other in the last 25 years that they were no longer interested in the marriage, said that temptation must always come in marriage.

“People have tried to separate our marriage with terrible stories and text messages; but the more stories they tell about us, the more our love for each other gets stronger. The more you keep to your wife, the more God will be with you. Women should always pray for their husband too.”

uvow9The wife of the governor, Deaconess (Mrs) Roli Nere Uduaghan advised women to always be patient with their husbands even when things are not going well.

She also implored them to be prayerful and be there for each other.

The governor and his wife dressed like couple getting married for the first time, walked to the altar, renewed their marriage vows; exchange rings and cut their wedding cake just as they did in 1988 at the same First Baptist Church, Warri.

DRAFT SPEECH:

Gentlemen of the press, it is my pleasure to welcome you to this briefing. As you are aware, a delegation from the Federal Ministry of Information led by the Honourable Minister, Mr. Labaran Maku has been undertaking a tour of various states in the country under the Good Governance Tour.

The Tour entails the visit of the delegation to the major project sites and developmental strides recorded by each state. It is the turn of Delta State as the Good Governance Tour team is expected to arrive Asaba tomorrow, Wednesday, February 20, 2013.

In order to prepare adequately for the Tour, His Excellency, Dr. Emmanuel Uduaghan, CON, Governor Delta State, constituted a planning committee made up commissioners of some ministries with me as chairman. The committee has been working assiduously in the past week to make the Tour a hitch-free exercise.

Given the huge land mass of Delta State and the spread of the developmental projects of the Uduaghan Administration across the entire state, the two functional days the Good Governance Tour team is expected to spend in Delta State are too short for them to see the projects executed by the government.

However, we have set aside some pivotal projects in different parts of the state which the Tour team will visit.  Although they are expected in Asaba on Wednesday, the actual tour will begin the following day, Thursday, February 21. I will like to inform with all sense of pride that our committee is spoilt for choice on projects and locations they will visit. The administration of Dr. Uduaghan has recorded tremendous achievements in all facets of development.

From education, health, road infrastructure, small and medium scale enterprises, agriculture, airport development, power infrastructure and housing to sports, the Government of Delta State has success stories to tell. Star projects in selected locations in Asaba, Agbor, Warri, Ughelli and other towns will be visited by the Team.

Under the Delta Beyond Oil initiative of the Governor, a path towards driving growth and creating employment outside the purview of revenue from crude oil has been charted. Ultimately, generations of Deltans will have a strong economic base to sustain their economic development when oil inevitably dries up.

The Tour will be rounded off on Saturday, February 24, 2013 with a Town Hall meeting, an open forum where Deltans from all works of life and every part of the state will have an interactive session with the Governor and members of his Executive Council as well as with the Minister of Information, Mr. Labaran Maku and his delegation.

Gentlemen of the press, we invite you to be part of this programme as we continue to count on your cooperation.
I thank you all.

Hon. Funkekeme Solomon
Chairman, Committee on National Good Governance Tour of Delta State.
