Nigeria, Rest of Africa Still in Pains of Global North’s Exploitation, FG Decries

The Federal Government has decried that Nigeria and in fact the whole of Africa is still in pains over decades and centuries of exploitation mostly perpetrated on the continent by Global North countries.

The Minister of State for Environment, Dr. Izaq Salako said this on Thursday in Abuja at the Validation Workshop on the National Biodiversity Targets and Indicators for Early Action Support Project to Implement the Kunming-Montreal Global Biodiversity Framework (KMGBF).

The Minister while lamenting that Africa is more vulnerable to climate change, species loss, and biodiversity destruction than other continent, said the African environment and resources, including Nigeria, is hard-hit by decades and centuries of exploitation, mostly perpetrated by other countries, especially in the global north.

Salako while giving assurance of the Nigerian government readiness to have a different narrative, said the country is firm in its resolve to collectively protect species threatened by over-exploitation, expand and strengthen protected areas, set smart targets and indicators as effective measures in the recovery of a natural world.

He noted that: “It is clear that we must use all of the tools at our disposal to reduce the threats to biodiversity, and the Kunming-Montreal Global Biodiversity Framework is guiding our way.

“Nigeria and the rest of African nations are leading the way to protect our planet’s biodiversity. Because Africa will be the most affected by the biodiversity and climate crisis, we are united in being the most ambitious in protecting our lands, our seas, our wildlife, and our people.

“This is our role today, as trustees of the Nigerian people to shine the beacon of hope for the natural world. Let ambition guide you as you validate the goals, targets and indicators that will guide the Nigeria response to the biodiversity crisis.”

He added that the National Biodiversity Strategy and Action Plan (NBSAP) is the policy instrument for national implementation of the Convention on Biological Diversity (CBD) and to accelerate action towards achieving the vision for biodiversity and living in harmony with nature by 2050, noting that NBSAP must be rapidly aligned and validated with the new goals and targets of the Kunming-Montreal Global Biodiversity Framework (KMGBF).

He said: “The KMGBF must be translated into bold action. National goals, targets and measures must match the urgency of the crisis. Let us unite to ensure that our call for ambition for the expansion of protected areas is matched with equal ambition on finance, on halting human-induced extinction of wild species, on mutual accountability to halt forest loss and degradation, on securing species recovery and the restoration of jeopardized ecosystems.”

The Minister said that having seen the strength of Nigeria’s ambition and technical expertise, there is belief that it can implement the ambitious National Biodiversity Targets, promising that: “The Federal Government of Nigeria would continue to support the effective implementation of such instruments like the NBSAP which is crucial to building sustainability and conservation in our country.

“We will keep the momentum in the ECOWAS coordination process particularly in the alignment NBSAP National targets to global targets and subsequent updating of NBSAP as well as in the ratification of the Biodiversity Beyond National Jurisdiction (BBNJ) Treaty.

“I am counting on all of you to rise to the occasion in the spirit of collective action so that our country can continue to deliver on its obligations under the Convention on Biological Diversity and other related multi-lateral agreements.”

No fewer than 1,000 participants are expected at the 2-day 2024 diaspora day celebrations.

She said: “Let me also state that the contributions of the Diaspora community to national development cannot be over-emphasized.

“According to the World Bank statistics recently, Nigerian Diaspora has remitted over 99 billion US dollars into the system in the last five years. This is huge and highly commendable.

Dabiri-Erewa stressed that Diaspora is one area that needed to pay more attention to.

She said, “So, this is a sector that we need to pay more attention we haven’t pay attention to it We need to do a lot more. So we have to tap into the enormous resources we have with the diaspora.

Lagos Wins State with Best Climate Governance Performance

Lagos State has been ranked top among the 36 states of the country on Climate Governance Performance.

Gombe States was ranked second with Ebonyi State taking the Number 3 position, both Borno State and Ekiti State jointly ranked fourth.

Oyo, Kano and Zamfara States were ranked 34, 35 and 36 respectively, in the result announced on Thursday in Abuja at an event organised by the Departmentof Climate Change in the Federal Ministry of Environment in conjunction with Society for Planet and Prosperity (SPP).

Speaking at the event, the President, SPP, Prof. Chukwumerije Okereke decried that Nigeria is ranked as one of the most climate-vulnerable countries in the world even though its contribution to global greenhouse gas (GHG) emissions is minimal, noting that the country is vulnerable due to its complex agroecological zones, burgeoning urban and rural populations, extensive coastlines which is susceptible to sea level rise, and weak climate governance systems.

He added that with its significant impact on health, food security, livelihood, and economic development, climate change is emerging as a hot topic in Nigeria, increasing featuring in national discussions and political debates, noting that Nigerian government is committed to achieving net zero by 2060 and has initiated some projects at different levels to facilitate the process.

He said: “The effective climate change governance at the subnational level demands the consideration and mainstreaming of climate action into all aspects of government policy-making and development planning. This must be strategically done with clearly set goals and an articulation of the method that will be used to attain the spelt-out goals.”

Okereke disclosed that the template for effective climate governance at the subnational level are vision and objectives, political will, institutional arrangements, policy framework, legal and regulatory framework, climate action plan and policy implementation, financial mechanisms, stakeholders engagement, training and capacity building, monitoring and evaluation, communication and awareness and integration with national and global efforts.

Speaking at the event, the Minister of Environment, Balarabe Lawal said “Climate governance at the Sub-National level is essential for several reasons. It is at this level that the impacts of climate change are acutely felt. Lands in coastal communities are devastated by erosion while desertification is rampant in the Northern region of the Country. The Sub-National Governments are often at the forefront of implementing policies and actions that directly affect the lives and livelihoods of the people at the grassroots level, therefore, their role in driving climate action is indispensable.”

He noted that the Sub-National Climate Governance Performance Ranking was more than just a ranking, but a tool for motivation, collaboration, and accountability, adding that: “It highlights the best practices, identifies areas for improvement and fosters a spirit of healthy competition among our States and Local Governments. By celebrating the achievements of the top performers and providing support to those lagging behind, we can collectively elevate our national climate response. The criteria for this ranking are rigorous and comprehensive, reflecting the multifaceted nature of climate governance. The process encompasses policy formulation, implementation effectiveness, stakeholder’s engagement, resource allocation and measurable outcomes. This holistic approach ensures that our assessment is not merely quantitative but also qualitative, capturing the distinction of effective climate governance.”

On his part, the Minister of State for Environment, Dr. Iziaq Salako said: “Nigeria, like many other nations, is experiencing the far-reaching consequences of climate change. From intensified droughts to severe flooding, the impacts are evident across our states, affecting lives, livelihoods, and our natural ecosystems. It is against this backdrop that we must recognize the pivotal role of our subnational governments in climate action.”

He added: “Today’s event is therefore to highlight the commitment of our 36 states and the FCT to climate governance and the strides they have made in implementing policies, strategies, and actions to combat climate change. The Subnational Climate Governance Performance Ranking serves as a platform to celebrate these successes, identify areas for improvement, and foster healthy competition that drives progress.

“As we reflect on the results of the ranking that will soon be announced, it is essential to remember that this is not merely an evaluation exercise. It is a call to action, a reminder that climate change requires a collaborative and inclusive approach. Each state has unique challenges and opportunities, and it is through sharing best practices, learning from one another, and working together that we can build resilience and ensure a sustainable future for all Nigerians.”

We won’t be part of planned nationwide protest – Delta students

Students of tertiary institutions in Delta State, have dissociated themselves from the planned nationwide protest.

The planned protest, tagged #EndBadGovernanceinNigeria, is scheduled for August 1 to August 10, which according to the organisers, the protest is to draw the attention of President Bola Tinubu’s administration to the plight of Nigerians and rising cost of living.

President, National Association of Delta State Students (NADESSTU), Comrade Monday Wiska, at a press conference in Asaba, said students of tertiary institutions in Delta State were strongly in support of the administration of Governor Sheriff Oborevwori and vowed to protect Delta against such a protest.

Flanked by student leaders across the state higher institutions, Comrade Wiska, highlighted various interventions of the Oborevwori-led administration in the education sector and called on students in the state to boycott the planned protest as it was not in the best interest of the students.

According to him; “we are here today to address a very pressing global issue that bothers on our students community in Delta State over the alleged planned nationwide protest.

“As a voice of students body, I urge all students to boycott the nationwide protest that is planned to take place on the 1st of August, 2024.

“While it is important to stand up for our rights and advocate for our concerns, the upcoming protest do not serve the best interests of students.

“With the level of security information in our disposal, the protest described to be disruptive and could potentially harm our academic progress and may also lead to conflicts and unrest on campus, jeopardizing our safety and well-being.

“I must unequivocally state that as students leaders, we seriously frown at the current hardship in the nation but it is important to note that this hardship is not caused by our state as the state government has opened the application/registration of the 2024 Students Special Assistant Scheme (Bursary Payment) to help alleviate the financial burden on students of Delta State.

“This is a deliberate action that underscores the commitment of the state government to assist students and we are currently in talks with the state government to consider an upward review of the Bursary so as to help mitigate the hardship in the country.

“The Delta State Government has provided a conducive learning environment for our students and are doing more in infrastructure on campus and we don’t want any protest that is capable of destroying these infrastructures on campus.

“It is worthy to note that the current hardship we are experiencing today is a global issue and of which our state government has been giving palliatives to vulnerable groups in the state to help alleviate this hardship over time.

“The State government has been very students friendly and has provided the opportunity for us to always channel the concerns, interest and aspirations of our students over time.

“We have security information that some misguided elements are planning to penetrate some campuses in the state to cause harm and unrest in our students community using this planned protest as disguise.

“Lastly, we wish to appeal to our students not to be deceived by anyone whatsoever and not to partake in any protest and also to assure them of our already existing good working relationship, collaboration and partnership with the State Government in order to deliver the dividends of democracy to our students in Delta State.”

Estimated 1.3 million People Infected with HIV in 2023

An estimated 1.3 million people became infected with HIV in 2023, three times more than the target of fewer than 370,000 by 2025. While there has been marked progress in sub-Saharan Africa, for the first time, in 2023 more than half of the new HIV infections occurred outside of sub-Saharan Africa, a report released on Wednesday said.

The report by the Global HIV Prevention Coalition (GBC), said the rising new HIV infections are evident in several countries, particularly in countries where key populations including men who have sex with men, sex workers, transgender people and people who use drugs, are most affected, and investment in prevention was lower, noting that key populations and their sexual partners now represent the majority (55%) of new HIV infections globally, up from 44% in 2010.

The Global HIV Prevention Coalition (GBC), established in 2017, is addressing the HIV prevention crisis. Focusing on 40 countries the GPC, a coalition of United Nations Member States and partners including UNAIDS, donors, civil society and private sector organizations, is working to strengthen and sustain political commitment for HIV prevention.

GPC Co-chair and Former Minister of Health, Botswana. Prof. Sheila Tlou, said: “The HIV epidemic has evolved – now more than ever, we need resilient capacity to deliver and manage integrated, differentiated and equitable HIV prevention interventions,”

There has been great variation in progress among GPC member countries; the biggest declines occurred in countries within eastern and southern Africa including Kenya, Malawi and Zimbabwe, where new HIV infections were reduced by more than 66% and which are on track to achieve the global target of 90% reduction by 2030 – and, to a lesser extent, in western and central Africa. Expansion of access to effective HIV treatment, combined with an ongoing focus on primary prevention, are driving those achievements.

UNAIDS Deputy Executive Director for Programmes, Angeli Achrekar said: “The moment of opportunity for HIV prevention is now,” adding that: “Today, we have a wider range of prevention options including new long-acting antiretroviral prevention—with the new results about lenacapavir—a twice yearly injection to prevent HIV—providing a promising game-changing option—and new opportunities to communicate about HIV prevention and health.”

According to the report, Long-acting technologies like pre-exposure prophylaxis (PrEP) will play a major role in preventing new infections in the coming years. Access is increasing, but only in a few countries. Around 3.5 million people were accessing PrEP (antiretroviral medicine which prevents HIV) in 2023 up from just 200 000 in 2017, but this remains far short of the 10 million target set for 2025.

New HIV prevention products in the pipeline such as long-acting injectable cabotegravir (CAB-LA) and most recently, lenacapavir, are raising expectations due to their combination of convenience and high efficacy. However, the key is accessibility and affordability. The cost of the new long-acting injectable PrEP options, and the speed with which they are made available to potential users in the countries with the most need will be critical in expanding access to these life-saving technologies.
Persistent gaps remain in HIV prevention coverage (only 61% of areas with high incidence of HIV have programmes for young women, less than half of sex workers, and only about a third of gay men and other men who have sex with men and people who inject drugs regularly access prevention in GPC focus countries).

Condoms remain the most effective low-cost HIV prevention tool, however global condom procurement or distribution in low- and middle-income countries declined by an average of 27% between 2010 and 2022 and procurement by major donors fell by an average 32% in that period. Socially marketed distribution declined from a peak of about 3.5 billion condoms in 2011 to about 1.8 billion in 2022.

Condoms, PrEP, post exposure prophylaxis, antiretroviral therapy to ensure viral suppression thus preventing transmission of the virus, harm reduction and voluntary medical male circumcision are all HIV prevention options that should be real choices available for people at risk of HIV infection. Addressing structural and gender inequalities faced by these priority and key populations is essential in ensuring access to prevention services. The urgency to secure and sustain gains for HIV prevention cannot be overemphasized – programmes need to be community-led and country-led.

“No matter how good the science or community leadership, HIV will not end unless we have significant policy change to reverse criminalization and lessen stigmatization of affected populations. If we can’t protect human rights, then we can’t end HIV. This is never just about the virus—it’s about people, and the people must lead,” said GPC co-chair and Executive Director, AVAC, Mitchell Warren,

The report said an enormous unmet need for resources for HIV prevention and societal enabler programmes in almost all regions persists. An estimated US$ 2.4 billion was available for primary prevention programmes in low- and middle-income countries in 2023 compared to the estimated need of USD 9.5 billion in 2025. Investing in HIV prevention now is essential to scale up programmes, noting that if 1.3 million people continue to acquire HIV every year, the response will become more challenging, more complex and more costly in 2030 and 2050. Increased investments in HIV prevention, strengthened political leadership, enabling legal and policy environments are urgently needed to effectively implement programmes, insisting that the time to act is now.

158 Nigerian Irregular Migrants to Libya Repatriated, Says Envoy

A total of 158 Nigerian irregular migrants have again been repatriated from Libya, the Charge’ d’ Affaires of the Nigerian Mission in Tripoli, Libya, Amb. Mohammed Mohammed has revealed

The envoy, in a release made available to journalists on Wednesday, disclosed that the repatriation exercise was carried out by the Mission in collaboration with the Libyan authorities and the International Organisation for Migration (IOM) under the organisation’s Voluntary Humanitarian Repatriation (VHR).

The release further stated that the evacuees departed Mitiga International Airport, Tripoli, aboard chartered flight no: – UZ 189 at 1500hrs local time and arrived at the Murtala Muhammed International Airport, Lagos at 1800hrs.

According to Mohammed, the group of evacuees comprised seventy-seven (77) males, forty-five (45) females, 26 children as well as 10 infants.

On the reasons for this latest repatriation of these Nigerians, the Nigerian Embassy said they were repatriated for lack of proper documentation and accusations of various criminal activities, among others.

Of the total number, the Embassy said 26 males arrested from the ongoing raid of undocumented foreigners in Libya were released from Abu-Salim Detention Centre in Tripoli.

The Mission also informed that upon arrival in Nigeria, the evacuees were received by relevant government agencies, including NAPTIP, Nigerian Immigration Service, Airport Security and the NDLEA. These evacuees are expected to undergo rehabilitation and reintegration processes before they are released into society.

According to Mohammed, nearly 1, 776 stranded Nigerians have safely been returned home in 2024 so far.

The Nigerian Envoy, while urging citizens to shun irregular migrations, lauded the collaborative efforts of the Ministry of Foreign Affairs, the Libyan authorities and the IOM for coming through for so many of the evacuees, who had the urgent desire to return home, but did not have the means to do so.

He said: “This marks the twelfth evacuation exercise carried out by the Nigerian Mission in Libya this year.

“The current exercise follows the repatriation of one hundred and forty-two (142) irregular Nigerian migrants from Sabha, Libya, on 9th July.

“While some of them were rescued from the Mediterranean Sea by the Libyan Coastal Guards, others were arrested on charges of prostitution, illegally entering the country, over stay and lack of proper documentation, just as others willingly submitted themselves to the International Organisation for Migration (IOM) in Libya for repatriation.

“You know, lately, there have been increasing and coordinated raids of illegal migrants across the cities of Libya and these are likely going to continue as Libyan authorities consider influx of illegal migrants in the country a National Security issue and have vowed to employ all legal means to stop the menace.

“Nigerians living in Libya, from many indications, already have damaged reputations due to the alleged nefarious activities of some criminal elements among them. Some have been fingered in the commitment of crimes such as kidnapping for ransom, drug peddling, prostitution, sale of alcohol as well as cultism and human trafficking with their Libyan collaborators, among others .

“It is, therefore ,as a result of the above that, arrest and deportation of Nigerians may continue in the weeks and months ahead,” the Nigerian Envoy said.

Worried by the challenges of illegal migration, the Libyan authorities recently, on July 17,2024, hosted the Trans-Mediterranean Migration Forum in Tripoli which brought together source, transit and destination countries to discuss solutions to irregular migration.

The Voluntary Humanitarian Repatriation is a programme of the International Organization for Migration that guarantees safe, dignified and expedited return for willing migrants. The Federal Government has through its constant collaborations with this organisation ensured that many irregular Nigerian migrants return home from time to time.

88B Biafra Veterans Compensation: Survivors Cry Out Over Embezzlement of Funds

Survivors of Nigerian/Biafra War have cried out over the alleged embezzlement of a whopping #88 billion, paid as compensation to veterans, victims and next of kins of the war.

In a petition to the Independent Corrupt Practices Commission (ICPC), signed by the former Military Attache to Gen. Patrick Hannibal Achuzia and current chairman of Veterans Farmers Association Multipurpose Cooperative Society Ltd., Hon. Major Charles Okechukwu, the umbrella body of the survivors accused the erstwhile chairman of the body, Dr. Emeka Ukaegbu and cohorts for embezzling the funds meant to be disbursed to the war victims and survivors.

“Upon the adjudication on the case brought before the ECOWAS Community Court of Justice against the Nigerian Government, our representatives met with the federal government and resolved to settle the matter amicably on terms acceptable to both.

“Out of the said judgement sum of #88Billion, #50 Billion was paid into Chief Noel Agwuocha Chukwukadibia UBA Account, who was the sirvivors” beneficiary lawyer at court, hired by Dr. Emeka Sam Ukaegbu, while the balance of #38 Billion was paid into another UBA Account Deminers Concept Nig. Ltd.”

“Dr. Emeka Sam Ukaegbu working in concert with the States Coordinators of the beneficiaries umbrella body, decided to put modalities in place to facilitate easy identification and payment of the compensation to the veterans and victims.

“To this extent, a five (5) man member Special Purpose Vehicle (SPV) Committee was inaugurated to oversee the equitable disbursement of the funds among victims veterans and other beneficiaries”, the petitioner explained.

Curiously, five years after the comprehensive and diligent verification exercise of registered victims, veterans and their next of kin, preparatory to disbursement of the compensation funds, Dr. Emeka Ukaegbu and Chief Noel Agwuocha Chukwukadibia refused to release the survivors money.

To this end, all the State Coordinators (of beneficiaries of the war compensation) resolved in a meeting in Anambra State and passed a vote of no confidence on Dr. Emeka Sam Ukaegbu, culminating in his removal as chairman of the body.

“Presently, there’s no Veteran now that is less than 70 years. Most of them are dying. We appeal that you use your good office in disbursing of this funds so that the remaining Veterans, Victims and next of kins alive could enjoy the government compensation before they pass on to greater glory”, the petition added.

NDLEA Nabs Most Wanted Mushin Drug Lord, Temo

Thee National Drug Law Enforcement Agency (NDLEA) has made a great breakthrough as it was able to arrest the ringleader of Mushin drug cartel, Alhaji Sulaiman Jimoh (alias Olowoidiogede, populary known as Temo) after many years of invading arrest.

A statement by the spokesman of the anti-narcotics agency, Femi Babafemi read: “After many years of wearing the toga of invincibility, the overall head of the Mushin, Lagos drug cartel, 57-year-old Alhaji Sulaiman Jimoh (alias Olowoidiogede, populary known as Temo), has been arrested by operatives of the National Drug Law Enforcement Agency (NDLEA) at his enclave after an initial resistance from him and his horde of hoodlums.”

The statement further read: “In the last two years, the NDLEA had intercepted large consignments of illicit drugs worth billions of naira owned by Temo but he has remained largely evasive while a few encounters with him and his armed gangs in his Mushin enclave had resulted in gunfight.

“Some of the recent seizures of his shipments include: a 14,524.8 kilogrammes of Ghana Loud, a strong strain of cannabis sativa, smuggled into Lagos from Ghana in two trucks and a J5 bus intercepted at Ojuelegba area of Lagos in the early hours of Sunday 28th January 2024; two truck-loads of the same substance weighing 8,852 kilogrammes intercepted at Eleko beach, Lekki Lagos on 4th May 2023 and 252 kilogrammes of Loud seized from his enclave in Mushin on Wednesday 26th July 2023. Indeed, in the last two encounters, his men engaged NDLEA operatives in gunfight.

“The drug kingpin was very notorious for always being on the move to evade arrest but with persistence and determination of the agency aided by modern tools and intelligence, the concerted effort to get him paid off at 10am on Monday 22nd July 2024 when NDLEA’s surveillance teams on his trail tracked and pinned him down at Igbarere street, Mushin. A reinforcement of about 50 operatives was immediately mobilized to the area while he was attempting to escape in a Mercedes Benz SUV GLE 350 marked 01G-300G.

“His attempt to escape by mobilizing hoodlums to engage and distract the operatives however failed after which he was overpowered and whisked away from the chaotic scene while his men surrendered to the superior firepower of the anti-narcotic agents who also succeeded in recovering the Mercedes Benz SUV the suspect was found in.”

In his reaction to the arrest of Temo, Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Rtd) commended the officers and men of the Lagos State Command, Special Monitoring Task Force and other formations tasked with the assignment of getting Temo arrested for their resilience, vigilance, and professionalism.

He urged them to intensify the heat on all drug cartels wherever they are located. “I’m particularly delighted because the arrest was eventually effected in his enclave without any casualty despite the attack on our men. This is therefore a clear message to others still involved in this criminal trade of illicit drugs that if they don’t opt out now, we’ll get them because we’re just steps away from their doorsteps and more importantly they can only run, they can’t hide forever.”

Planned Protests: IPCR Calls For Calm, Restraint

Institute for Peace and Conflict Resolution (IPCR) has issued a timely call for calm and restraint, ahead of the planned protests against the administration of President Bola Ahmed Tinubu.

The Institute on Wednesday called on Civil Society Groups, organizers, and other bodies involved in the planned protests to be cautious of their action in order to avoid inflaming the already precarious situation in the country, insisting that they should note that although the nation is facing hard times, the situation is not unique to Nigeria, as the world at large is grappling with a global economic crisis.

IPCR also urged citizens to avoid fanning the flames of disunity and disrupting the fragile peace currently enjoyed amidst insecurity.

The Director General, IPCR, Dr. Joseph Ochogwu, in the statement, said: “This wise counsel comes at a critical juncture, as protests at this point in time could jeopardize the renewed hope agenda of President Bola Ahmed Tinubu,” insisting the cautionary statement serves as a reminder that hasty actions can have unintended consequences.

He said by urging restraint, the Institute acknowledges the need for measured responses to the current challenges.

Highlighting the delicate nature of the current situation, the Institute noted that any actions that could disrupt this peace would be counterproductive, especially when considered in the context of President Tinubu’s renewed hope agenda, which aimed at revitalizing the nation’s prospects, and requires a stable environment to succeed.

He said protests, while a fundamental right, can sometimes be counterproductive if not carefully considered, “In this case, the Institute’s warning suggests that protests could disorganize the efforts aimed at addressing the nation’s challenges. By cautioning against fanning the ember of crisis and disunity, the Institute emphasizes the need for unity and collective effort in navigating these difficult times,” he noted.

He explained that: “In essence, the Institute for Peace and Conflict Resolution is advocating for a thoughtful and strategic approach to addressing the nation’s challenges. By urging calm and restraint, the Institute encourages citizens to prioritize constructive engagement and collaboration, rather than resorting to actions that could undermine the fragile peace.

“This call to action is a reminder that, even in the face of adversity, careful consideration and strategic thinking are essential. By heeding the Institute’s warning, citizens can contribute to a more stable and peaceful environment, conducive to the success of President Tinubu’s renewed hope agenda.”

NAPTIP Promises Improved Strategies to Tackle Evolving Trend of Human Trafficking

The Director General of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Prof. Fatima Waziri-Azi has pledged that the Agency will continue to develop new strategies, expand cooperation, and foster more collaboration to keep pace with the evolving trends in human trafficking.

She gave the commitment in Abuja while unveiling the activities planned for the 2024 World Day Against Trafficking in Persons, themed “Leave No Child Behind in the Fight Against Trafficking in Persons”.

The World Day Against Trafficking in Persons was proclaimed by the United Nations General Assembly in December 2013 to be observed annually on July 30th to promote comprehensive, coordinated, and consistent responses at national, regional, and international levels to counter trafficking in persons. NRGI Urges Nigeria’s FG To Halt Methane Emissions To Secure Environmental, Economic Gains

Abuja, 23 July 2024  As Nigeria seeks to leverage gas for domestic use and exports, the Natural Resource Governance Institute (NRGI) cautions that methane emissions from gas sector processes, such as incomplete gas flaring, direct methane release and leaks, pose a significant threat to the country’s economy, environment, and public health.

In the briefing, Strengthening Methane Emissions Reduction in Nigeria’s Oil and Gas Sector, published today by NRGI, researchers emphasize that reducing methane emissions is a global climate imperative, a strategic economic necessity, and an urgent domestic priority for Nigeria. They call for coordinated efforts between the federal government and private stakeholders to develop a robust methane emissions framework and strengthen investments in emission reduction technologies.

The European Union (EU), which accounted for 43 percent of Nigeria’s crude and 60 percent of liquefied natural gas (LNG) exports in 2023, is already implementing stricter methane emission rules. From 2027, EU importers will be required to confirm that new oil and gas contracts comply with monitoring, reporting and verification standards, and by 2030, EU-bound cargoes must adhere to methane intensity limits. Non-compliance could hinder Nigeria’s access to a crucial market and its ability to earn revenue.

We are in a race against time, and we need all hands on deck,” said Tengi George-Ikoli, NRGI’s senior officer in Nigeria. “Nigeria has shown commitment to ambitious targets on methane reduction, but the urgency of the crisis demands that we close the gap between ambition and action. We acknowledge the progress made with the Nigeria Gas Flare Commercialization Program (NGFCP) licenses and urge for effective implementation of this program and other initiatives to support Nigeria’s climate commitments and the energy transition.”

Between 2010 and 2020, Nigeria contributed 16 percent of sub-Saharan Africa’s methane emissions. The International Energy Agency (IEA) estimates that in 2023, Nigeria could have generated approximately $350 million in revenue from abatement initiatives such as capturing and reselling methane while requiring an average annual investment of only $240 million in mitigation efforts.

George-Ikoli added: “Reducing methane emissions is not just about ticking climate boxes or maintaining market access for Nigerian crude oil and gas. It also presents an opportunity to unlock untapped potential within our natural resources. IEA’s estimates show that tackling methane challenges can be a win-win. Therefore, the federal government and relevant agencies, such as the National Council on Climate Change, the Federal Ministry of Petroleum Resources, and the Federal Ministry of Environment, must play their part. They should collaborate with the private sector and other stakeholders to develop clear strategies, expedite implementation, and ensure stronger enforcement to improve Nigeria’s methane reduction before it is too late.”

FG Deploys New Batch of Volunteers to The Gambia

A new batch of volunteers of the Nigerian Technical Aid Corps has been deployed to The Gambia.

The 11 Volunteers, who comprised professionals from diverse backgrounds, including Law, Engineering and expertise in Entrepreneurial Studies, were urged to see their new charge as a call to serve humanity.

Speaking during the Pre-departure Orientation for the Volunteers, Director General of the Nigerian Technical Aid Corps, Rt.Hon.Yusuf Buba Yakub, congratulated the Volunteers on being among the very few beneficiaries of the 37-year-old Scheme chosen from a long list of over 10,000 applicants when the agency advertised late last year.

Buba also called on the Volunteers to embody the values of integrity and simplicity and to portray Nigeria in positive light as Technical Diplomats in the recipient country. He highlighted that Nigeria’s approach to international relations is based on soft diplomacy, contrasting it with other nations that might rely on coercion.

He said: “You are called Volunteers because you are going out there to serve humanity in The Gambia.Even if it is half a room that you are given to live in,please, accept it and commit to what you have been sent to do there.Always bear in mind that you are there to represent Nigeria.

“On behalf of the President of the Federal Republic of Nigeria,His Excellency, President Bola Ahmed Tinubu,we are sending you to share with our sister African nation the abundant human resources our country possesses.

“As your parents here, the Nigerian High Commission in The Gambia with our High Commissioner there will be your guardian.”

While admonishing the Volunteers to see themselves not as individuals, but as Nigeria itself, the TAC DG said whatever the Volunteers do in their host country would be seen as the action of the country, hence the need to always stay above board.

He also added that the Scheme, which was established in 1987 through the visionary minds of our past leaders was one important instrument of Diplomacy by which Nigeria has continued to make friends and carve partnerships across the world.Such friendships and partnerships,he said, usually come handy in periods of expediency.

Buba also used the occasion to inform of the recent visit of the Attorney General and Minister of Justice of The Gambia,Mr Dawuda Jawara, who used the opportunity to identify some of the skills that are lacking in their country and requested TAC to rise in filling those gaps identified. He then challenged the Volunteers to do all that was considered necessary to rise up to the situation at hand in that country.

Earlier, while presenting the Volunteers to the TAC DG,Director of Programmes at the Agency,Amb.Zakari Usman, tasked the Volunteers to carry high the flag of the country like other participants in the Scheme before them.He said it was by doing so that the objectives of the Scheme would be adequately realized. He encouraged the Volunteers to also adhere to the dos and don’ts of the TAC Scheme, adding that this would only be possible if they upheld the highest standards of conduct and integrity while representing the country abroad.

Team Lead of the batch of Volunteers, Oyetunji Akinlabi, a Professor of Metallurgy and Materials Engineering at the Federal University of Technology, Akure, thanked the Federal Government for the opportunity given to the Volunteers to serve their country. He pledged that, in line with Section 19 of the Nigerian Constitution of 1999 (as amended), the Volunteers will strive to promote the nation’s national interest and also at all times seek to engage in activities that are geared towards the promotion and preservation of African unity.

Among those who spoke for the Volunteers were Dr. Hope Tebira, a Deputy Director and Legal Draftsperson at the National Assembly, and Barr.Joseph Okete. They each pledged to ensure that the nationals of their host country received more than what they had requested from Nigeria.

The new batch of Volunteers will serve for 24 months in the Gambia in line with the statutory terms of engagement with the Nigerian Technical Aid Corps (NTAC).

NDLEA intercepts N9.8billion worth of fresh codeine shipments from India

Operatives of the National Drug Law Enforcement Agency (NDLEA) have intercepted another batch of seven containers bearing over 1.2 million bottles of codeine conservatively put at a worth of over N9.8 billion at the Onne Ports, Rivers state.

The latest seizure made on Thursday is coming barely three weeks after seizing 6,125 cartons of the same syrup containing 1.05 bottles of the opioid worth about N7.4 billion in street value, was seized at the same port.

A statement on Friday by the spokesman of the anti- narcotics agency, Femi Babafemi said the latest seizure made was the fourth and last set of such consignments that have been under the watchlist of the agency’s Maritime Special Operations Unit Targetting Team, which worked in partnership with the Port Harcourt Ports Command of the agency and other security agencies including the Customs Service for a 100 percent joint examination of the targeted containers, noting that this followed credible intelligence and months of diligent tracking of the consignments from their port of departure.

Babafemi said at the joint examination of the containers with other security agencies on Thursday, all the seven containers were found bearing a total of 8,774 cartons of codeine-based cough syrup with over 1.2 million bottles weighing 184,410 kilogrammes.

He said a breakdown of the shipments that came from India via the Maersk Vigo Vessel shows that the container marked SEKU 6439421 has 875 cartons with 175,000 bottles of codeine weighing 26,250 kilogrammes. Other items in the container include 70 cartons of chilli cutters and 55 cartons of hyregra tablets weighing 1,100 kilogrammes. Another container marked CMAU 9410422 contains 875 cartons of codeine with 175,000 bottles weighing 26,250 kilogrammes. He is God’s favour Ebruphiyor Ufuoma-Okoro, a 16 year old student of All Sanits Secondary School, Udu who scored an aggregate of 357 over 400. This is only 10 marks lower than the highest scorer in the federation, Olowu David of Ondo State, Olayande David, Oyo State and Orukpe Joel of Edo State, the trio who took bracket first with a score of 367.

God’s favour Ebruphiyor Ufuoma-Okoro, who hails from Arhavwarien and Ovwodokpokpo-Olomu both in Ughelli South LGA of Delta State scored 95 in Mathematics, 75 in English Language, 94 in Physics and 93 in Chemistry.

The intelligent 16 year old who chose Federal University of Petroleum Resources and Chemical Engineering as an institution and course of first choice, respectively, is considering changing to artificial intelligence and University of Lagos as current realities demand. However, he is constrained by finances as his father who was formerly a banker lost his job some years back while his mother is a poor classroom teacher in a private secondary school in Warri.

The family appeals to both the Delta State Governor, His Excellency Sheriff F. O. Oborevwori and the Chairman of Ughelli South Local Government Council, Dr. Lucky Avwermre to come to their aid to ensure that their first son can acquire University education. In the mother’s words, “despite the high score of my son, I don’t know if he would be able to go to school because we cannot afford it. Since my husband lost his job with the bank, we have been struggling to feed and pay our rent. My husband has not been able to get another job. As a graduate of Statistics from Ambrose Alli University, Ekpoma, I have tried to get a government job to no avail. That is why I am managing this private school teaching that I am doing, and the other children are still in secondary school, that we are still struggling to train. This is why I am calling on the Governor of our dear State, His Excellency Rt. Hon. Sheriff Oborevwori and our Local Government Chairman Dr. Lucky Avweromre and public spurited individuals and philanthropists to come to our aid”.

Health Insurance: Delta subsidizes 300 caesarian section monthly — DG reveals

Director General, Delta State Contributory Health Commission, Dr. Isaac Alpoveta has said that the state government subsidizes over 300 caesarian sections monthly across its 550 facilities in the state.

Akpoveta, who is also the Chief Executive Officer of the commission, disclosed this when the executives and members of the Asaba Correspondents Chapel of the Nigeria Union of Journalists (NUJ) visited him on Wednesday in Asaba.

He said that the state remained number one in contributory health insurance in the country with the enrollment figure presently at over two million persons across the nook and cranny of the state.

According to him, the state subsidizes the healthcare of pregnant women and children under age five free at a cost running into millions.

He noted that these services were some of the salient efforts of the state government that were not noticed, adding that only the media as an agent of development could highlight them.

He said that the commission was signed into law in 2016, under the administration of the immediate past Gov. Ifeanyi Okowa while the incumbent Gov. Sheriff Oborevwori, was a member of the State House of Assembly.

He noted that the commission started seeing patients in January 2017, adding that between then and now, the commission has enrolled over 35 per cent of the people in Delta into the scheme.

“Delta State is number one in every parameter of health insurance in the country.

” I can tell you that we cover the bills of over 300 cesarean sections monthly at a cost of over N500,000 each but it has been a silent activity of the government that people are not aware of.

“Asaba Specialist Hospital (ASH) alone covers over 60 to 70 caesarian sections monthly.

“Scheme by law has plans; the equity plan is for the vulnerable, the formal plan is for the Civil Servants and the organised private sector, while the informal plan is for the artisans,” he said.

He said that the commission was primarily set up to finance the health sector, adding that with N7,000 premium, an enrollee would have access to healthcare in any facility in the state and designated facilities outside the state for one year.

“The commission is set up to cover the residents of Delta from financial constraints. Today, many have been pulled into poverty because of health bills.

“People sell land and properties to pay health bills and to secure their health, so health insurance is to prevent financial disaster and to protect the individual from financial constraints.

” The scheme is to cover all residents of Delta, irrespective of tribe, language or colour, religion or culture but all that live in the state should be covered.

According to Akpovita, the scheme is law and mandatory for all residents in the state.

“Especially, the state is determined to protect the vulnerable people, particularly pregnant women and children under five years and Persons with Disabilities (PWDs).

“I am glad that you mentioned that the yearly premium of N7,000 for the health insurance is small compared to the huge cost of accessing medical care but this is possible because the government has been subsidising.

“In 2016, when we did the accrual determination of how much should cover an individual healthcare in a year, it was put at about N18, 000 per enrollee,”

He said that the cost of health servicing would have been higher now given the inflationary trend but the government of Delta under Gov. Oborevwori believes in taking care of its people.

He, however, called on other well meaning people of the state to support the scheme by enrolling indigent members of the community into the scheme.

Earlier, the chapel Chairman, Mr Ifeanyi Olannye lauded the government for its bid to provide quality healthcare at a considerable cost for residents of the state.

He noted that with the current economic realities of today, a fee of N7,000 as premium for medical services for a year remains an economic rent (gain) for the enrollee.

While congratulating Akpoveta for a well deserved appointment, he commended his passion for the job, particularly the inclusion of students of the state owned tertiary institutions into the scheme.

“You personally sponsored and enrolled 1,000 indigent persons on remote communities and other persons with Disabilities into the scheme from across the state.

“Your passion to save lives and ensure a healthy living among citizens of the state is in line with the M.O.R.E Agenda of the Gov. Sheriff Oborevwori’s administration.

Dr Isaac Akpoveta conducted the journalists on a facility tour to showcase the automated system provided by the state government to ensure effective healthcare delivery in the state.

Speaking at the occasion, the Edo State Chairman of the Association, Mr Sylvester Obaweki, who also doubles as the National Vice Chairman, spoke glowingly of Dr Azemhe Azena and his mandate.

” I am happy to receive you here in our midst today with my members, with the full knowledge and permission of my National Chairman, to give support to someone who has impacted the common man on the streets of Edo state, including registered and unregistered members of this association,” he said.

Mr Obaweki added that “it is time for Edo State to have a Governor who is humble, sincere and dedicated to the collective well-being of all”.

The Gubernatorial candidate, who was himself an Okada rider as a young adult, in his response, thanked Mr Sylvester Obaweki and his team for extending such a kind hand of fellowship to him while assuring them that he would live up to their expectation, when elected into office come September.

He, however, assured them that he would ensure an all-inclusive governance, that would lead to the economic and social emancipation of the Edo people.

WOLE SOYINKA AT 90: TRUTH AS THE POET’S HORSEMAN

By Austen Akhagbeme

Prof Akinwade Oluwole Soyinka, often referred to as Wole Soyinka, one of the foremost world citizens of Nigerian descent, is 90 years old.

In faraway Morocco, in the City of Rabat, the world recently gathered to celebrate this literary giant, Poet, Playwright and Human rights advocate, as represented by the Royal Academy of Morocco, for “his contribution to world literature”

The event, organized in collaboration with the Pan-African Writers Association, PAWA, honoured the Nobel Laureate for his works which dealt deeply, with themes of Justice, oppression and Human Dignity even in the face of life-threatening opposition by the powers that be.

Wole Soyinka has been around for quite a while, no doubt. He’s been an undeniable part of our nation’s chequered history of truth, untruth and dissent. He has been praised, bruised imprisoned and vilified all at different times in his eventful life of resistance to the oppressive order.

But his fame climaxed on the world stage when in 1986, he was awarded the prestigious Nobel Prize for Literature. It was a first for Africa and a source of huge pride for Nigeria. Ever since this remarkable award, the Dramatist has remained relevant and respected among his contemporaries and the nation at large.

Just like Elesin-Oba, the lead character in his popular play: “Death and the King’s Horseman” who was expected to die by suicide alongside the demise of the King as the tradition demands from the King’s Horseman, Nigerians expect so much from Wole Soyinka.

They expect the Poet to remain on the side of the people, the oppressed people of his day. But at the twilight of his Life, Wole Soyinka appeared to display some level of inconsistency which drew the irks of his critics who felt they had lost him to ethnic chauvinism and political Ostrichism.

Nevertheless, living a life of impact and relevance for over five decades is no mean feat. This is why it will not be out of place, if drums can be rolled out in sincerity and patriotism, to celebrate the nonagenarian who has brought us fame over the years, while we expect the truth to be the Poet’s horseman, as it was from the beginning. Congratulations to Kongi. May you have a great harvest of celebration today and always.

POEM: 90 cowries in Soyinka’s Calabash

-By Azua Alonu

Inside the labyrinth of time

The time when our nation convulse

When a wayward war took the life of

Our country, your bile rose in breary bite

You ran towards temper’s temerity

Inside the labyrinth of time, you seek

To separate a fight,

In that fervent fitful fracas, fainting

Alongside victims and victors.

But three hand cuffs in your hands

Prison becomes your refuge

The man died, the silent one

Who betrayed in the face of tyranny

Became the hero

And you boomed with you hynas laughter

Thunder in your stomach

You greeted dawns awakening

With vocifarous voice of desent

Now, you have 90 cowries in your calabash

They who hide beyond lousy fig leaf

Peep to see whether your slender face

Has been suffocated by acrimony

Even when you age in rest

They put the nation’s burden on you

To speak yet again to power

They do not need new voices

It is your voice they need.

Why?

They want to ride an old horse to death

The ducks want you ferry them.

With the duckling across temptous river

In that new day and new night

Where are the whales and lguanas

Two nights cannot be the same

The songs of dawn cant be the same.

Till night falls

The fight is still in the jungle

The demons are raising triumphant fingers

They do that in the night because

The necklace on your neck dangles

With light

The 90 coweries in your calabash

That Ogun gave you

In the groves of pantheon pit

Are the compass that lead you?

History salutes your guts

You who dances in the inferno fire

When many recoil in fear

Now the rain is here

With bulging cloud

Periwinkles and frogs have taken over

The dance

The tide treats them tenderly

Till they grow.

Now I hear 90 thunder clap of victory

The coweries in your calabash

Chanting words that the priests do not

Understand in this season of anomie

Now we need interpreters

Deities have come to witness the monotonous movement

They heard your incantations

The catechism of a lion – deity

They are here

Walking through the sum bathed corridors

Of ignonous route

Libation is poured with stale palmwine

Repentant worshippers stood naked

Pleading for restoration

You join the deilies, your 90 cowries

Have turned into a diviners’ chain

Ready to be given to a holy son

Whom the goddesses spoke to this early dawn

We await

The uncomposed cacophony of melodies

We await

The masked morning waiting for sunrays

The solitary sun

Comes in ninety strides of the gods

Looking around in search of

The missing mission of our country’s monasteries

We await.

We await

The mountain of memory

The hissing of history

The resurrection of truth

That day of songs

Songs of victory

In the market place of triumph

The 90 cowries in your calabash

Will speak all that they know.

Wole Soyinka: 90 Years of Hemorrhaging Hope

By Azua Alonu,

One of the greatest things that happened to me in my Secondary school was when my English teacher, a fresh graduate from the University of Nigeria, Nssuka introduced me to the work and world of Soyinka through his book: the man died and other prison poems. He told us that the man died was his prison note, banned by General Yakubu Gowon. It was in the nineteen seventies and I was fifteen. Our teacher was able to smuggle the banned edition and carried it like a trophy.

He quoted profusely from the book: it is the certitude of indestructible continuum of ordeal survival affirmation. He will laugh. We could not penetrate the turgid syntax but he continued. I address the book to the people whom I belong, not to the broad spectrum of privilege elite who prop the marble palaces of today is tyrant. I memorized it the way it came out of his mouth, I did not care if some words were musing, the excitement of the strings of high lexicon consumed me.

Our teacher took us to Government College Ughelli for debates and quizzes. We won prizes and he will quote from the book again to celebrate our win as we ride in the combi-bus.

When I asked him privately why he was always quoting from the book, he said “a book like that is good and will always add to the richness of literature”.

Some of us wanted to have a copy: not to understand but to keep as a souvenir —  a symbol of intellectual growth and certificate of elite membership. Our teacher was rich in vocabulary and his accent – a mock imitation of Robin Cook (once British Foreign Minister). We liked him but he directed our affection and curiosity to Wole Soyinka and his writing. After school and I entered the University to read English, I was introduced to him as an activist and a man who fashioned the literature of existence.

Again there was what Okey Ndibe, the Novelist calls avuncular gravitas about him. Then I graduated and fell into the thicket of his comparative literature and saw his activism as a man always going for the throat of the tyrant. I wanted to meet with him but there was a red sea. I was a youth corper. I did not have the rod of Moses. Distance became a barrier. I served in Anambra. A friend of mine told me he was a Nomadic Lecturer – he called him an itinerant lecturer. But I called him a nomadic lecturer.

I studied his craft as an undergraduate and grappled with his style of writing. The experience of reading his work was exciting. I opted to write my final essay on some of his drama but my lecturer told me point blank: My friend, I don’t want Soyinka’s trouble choose another topic.

He is a man of deep knowledge, his books are world class. It will be invidious to pick one out of the lot. I recently had to read his memoirs Ibadan: Penkelemesi years and you must set forth at dawn. Remarkable books. I made sure I read all his books that I can see. And yesterday I saw the authoritation interview, John Agetua did with him and published in 1975 and printed by Bendel Newspaper Corporation, Benin City, publishers of observe. The interview on the booklet was when the man died, views, review and interview on Wole Soyinka’s controversial book by John Agetua. It opened with a quotation by the Russian Writer Alexander Solzhenitsyn who was also a Nobel Prize winner. The quote.

The yes man is the enemy

Your friend will always try

To argue with you

I read the interview, I read every word of Soyinka. I followed the, controversy that followed him and many times join in his defense. There are times I disagreed with him even though my friend call me his devotee. Yes I was interested in what made him thick and tick. Is it Ogun, Obatala, or Sango. Was it his talent and God’s grace? I say God’s grace.

Once he came to the Delta State house of Assembly and the place was jammed full with admirers and curious people who wanted to see the towering literary figure, I was there. He was simple with the dome of grey hair. No airs, he came out to take photograph with the members of the house of assembly, people joined. I was close enough to look at him and saw that he was light, his English was clear, his baritone voice was penetrating and his presence overwhelming.

Let me return back to my undergraduate lecturer who insisted I should change my topic: Wole Soyinka’s activist plays as my final essay. My lecturer on seeing my topic asked: “Do you have the teeth to crack the bones in Soyinka’s drama. The Squirrels teeth is too feeble to crack the palm nuts grown in Ake Forest.

I looked at him with fear. Then I picked up myself, “Sir, I can try”. He stared at me again and said “look for another topic. I don’t want to enter Soyinka’s trouble”. He smiled. Take another topic, if you have any difficulties, let me know as he parted me on my shoulder like the father of the prodigal son. “Okay sir, I will look for another topic”.

“I don’t want you to run into trouble with external examiners. He boomed with laughter.

“I like you because your traps are always for crocodiles and whales. Where you not the student who wrote that essay?”

“Which one Sir?”

“The novels of Saul Bellow even who it was not a familiar novelist here”

“Yes”

“How did the essay end?”

“I did not submit it.”

“Why?”

“The prof. said my syntax need to mature before this can be published”

I saw one short story that Soyinka wrote at the age of nineteen and I said to myself, Soyinka was matured before birth. I also heard that his Professor in Leeds University discovered some solution he has been looking for, for many years, that teacher was Professor Wilson K. Knight. I stumbled into his book: the wheel of fire in one of Asaba public Libraries. The book was on Shakespeare plays. I was happy to have read the book that the teacher of Soyinka wrote.

His activitsm is still alive. The fact that Soyinka’s voice is still in the public space makes us believe that we still have a haemorraging hope.

MORE Agenda, Oborevwori and distractions by charlatans, humbugs

By Josiah Agoro

The attention of this writer was recently drawn to a very hilarious article titled: GOV. SHERIFF OBOREWORI’S MANY LAPSES: DELTA YOUTHS AND THE WOMEN GROUPS WILL NOT WORK FOR HIM IN 2027 and the many attempts by its author, a certain Engr. Eboh Oke Gift, at falsifying and misrepresenting the true situation of things in present day Delta State.

Indeed, one particular observation which has become obviously glaring with each passing day since May 29, 2023, is that most of the critics and detractors of the Governor Sheriff Oborevwori’s administration, are increasingly becoming bereft and deprived of real and genuine issues of governance, leadership and administration, with which to continue to criticize the Governor only after one year in the saddle. They now resort to ludicrous, outrightly banal and futuristic hallucinations to vent their self inflicted desperation.

This writer, as an observer and one who has keenly followed the governance and administrative vicissitudes and certitudes of Governor Sheriff Oborevwori’s strategic delivery of the MORE Agenda, finds it quite amazing and can categorical state, that only incurable charlatans and recognized humbugs like Engr. Gift Eboh, will embark on the tedious, overarching and quite unnecessary engagement of drawing parallels and comparisons between an administration that lasted for eight full years and one that has only just completed one year.

Be that as it may, it behoves an objective onlooker and if you like, witness to the unfolding tenure, to address some of the misleading and inaccurate issues and representations in Engr Eboh’s effort to smear the Rt. Hon. Sheriff Oborevwori’s administration.

First, it is important to state that, even without being told, that it is rather a bit too early in the life of the administration, for Governor Sheriff Oborevwori to begin to dwell on what the electoral predilections of Delta youths and women will be come 2027.

I am sure that beyond his statutory and obligatory mandate as the leader of the Peoples Democratic Party, PDP in the State to join hands with the rest of the leaders and the entire membership and faithful of the party in the collective effort to ensure resounding electoral victory for the party in the immediate Local Government Council elections slated for July 13, across the three Senatorial zones, Governor Oborevwori is quite focused and predominantly preoccupied with delivering the dividends of Democracy to Deltans as encapsulated in the MORE Agenda, which he has been doing steadily, strategically and with unwavering determination in the last one year.

One would have been tempted to roll out a comprehensive catalogue of projects and initiatives, which Governor Sheriff Oborevwori’s administration is undertaking and delivering across the three Senatorial zones, from massive construction, rehabilitation and initiation of life impacting Infrastructure across all sectors to human capital empowerment and support schemes and even critical interventions in Health, Youth Development, Security, Education, Social Welfare and Humanitarian initiatives, including the regular compassionate outreaches of the “You matter Foundation” of the First Lady, Deaconess Tobore Oborevwori.

But let us concentrate on and quickly debunk the false and misleading narrative put out by the said Engr. Eboh in his first three paragraphs that: “In spite of the prevailing hardship bedevilling the country, Gov. Sheriff could not initiate any policy to ameliorate the sufferings of Deltans.”

Read him: “While Delta State is receiving nearly the highest federal allocations together with internally generated revenues, what our Governor does is to move from place to place in the State to attend social or religious functions, while giving Deltans empty promises.

He further went on to rant that: “Recalled that the Nigerian Governors Forum were the chief proponent of fuel subsidy removal. Now that the subsidy has been removed and Nigerians are suffering an untold hardship, what steps the Governors take to cushion the effects? They all kept quiet, allowing Nigerians to vent their anger only on the Federal Government”, adding that “Delta State seems to be the worst hit as the Governor has chosen to show no concern to the debilitating plights of the people”.

Even as knowledgeable Deltans laugh at Engr. Eboh’s obvious mischief and feigning of ignorance, but to set the records straight and clear all ambiguities, let us list the initiatives and pragmatic efforts Governor Sheriff Oborevwori embarked on to cushion and ameliorate the effects of the nationally inflicted hardship on Nigerians, especially Deltans, in the last one year to counter Engr. Eboh’s false claims.

  1. Approval of palliative payment of N10,000 to each of the 50,196 civil servants in Delta State including the 10 tertiary institutions for three (3) months.
  2. Regular Distribution of palliatives by the subsidy Committee chaired by the Secretary to the State Government, Dr. Kingsley Emu, through the Coordinator, of Delta State Palliative Distribution Committee, which also has representatives from NLC and TUC among others at the State level, as well as faith based organizations, NGOs, Traditional Institutions and Community President Generals at the LGAs level.

The latest round of palliatives distribution, which is actually the Third Phase of the programme, was flagged of by Governor Sheriff Oborevwori himself and here is an excerpt of what he said during the flag off, which took place at the Delta Agricultural Procurement Agency, DAPA, in Ibusa, Oshimili North LGA of Delta State:

“We have done the first and second phases. But we decided to do this very one in a grand style because, if you don’t announce yourself, nobody will announce you. All the things we have been doing for the past one year, we don’t even showcase them. Some people will not know that we are doing a lot. On the issue of palliatives, Delta State was the first in Nigeria to consider the civil servants.

“When the issue of fuel subsidy removal came, we looked at it, it was real hard time for our civil servants; we discussed and the first thing we did was to pay all the outstanding promotion arrears amounting to over N5.6 billion. We didn’t even know how the future was going to be then.

“That wasn’t enough; at the critical time of the fuel subsidy removal, we also sat down and even with a lot of workers of 50,193 strength. We also agreed that for the 50,193 workers, we will be giving them small stipends of N10,000 for three months. We did it and it cost the State to over N1.5 billion.

“As for the issue of this palliative, we shared it last year; we are here today to say we are grateful to God for what He has been doing for us. Today, we are going to flag off distribution of the rice and maize that we have received.

“We received 24,000 units of 25kg bags of rice from Rice Farmers Association of Nigeria RIFAN; we received 4,700 units of 25kg bags of Garri and 18,770 units of 50kg bags of maize from the National Emergency Management Agency and the National Security Adviser’s Office.

“This palliative was received last month, which is May, 2024 and we are grateful to all the donor agencies for their support. You may also recall that between August and September 2023, we received 17,400 units of 50kg bags of rice and 40,000 units of 50kg bags of maize in a joint venture with the Federal Government.

“The items were distributed across the State in the first and second phases of this programme to take care of most especially, the most vulnerable in our State,” Governor Oborevwori declared.

  1. Approval of rotational work schedule for all civil servants between grade Levels 1-14 for a maximum of three (3) days a week till further notice while levels 15 and above are to work out what is convenient in their respective MDAs while encouraging working remotely.
  2. Payment of the 2022/2023 bursary to Delta State students.
  3. Launching the MORE Grant Scheme as a comprehensive support system for the empowerment of petty traders, artisans and female entrepreneurs with 5,426 persons from poor and vulnerable households, comprising 1,600 petty traders, 1,826 artisans and 2000 female entrepreneurs across the State benefitting from the first phase of the scheme, which will roll out in three phases
  4. Approval for the release of funds to support and upscale direct beneficiaries of the Delta COVID-19 Action Recovery and Economic Stimulus, D-CARES Programme, across various delivery platforms. Infact the Oborevwori administration has scaled up the direct beneficiaries of D-CARES from 36,353 to 110,841.

Speaking during the town hall meeting with the beneficiaries, Governor Sheriff Oborevwori said he was happy to hear of the heartwarming and success stories of the beneficiaries and the positive impact of the activities of the D-CARES programme on their lives.

Hear him: “Upon assumption of office as Governor, and in line with the MORE Agenda, we commenced the implementation of a blueprint that will provide more access to opportunities by Deltans, irrespective of their socio-economic status. Consequently, I approved the release of funds to support the activities of the D-CARES programme across the various delivery platforms. I am, therefore, very pleased to see this large number of happy Deltans, whose lives and businesses have been positively impacted.’

“Scaling up the number of direct beneficiaries from 36,353 to 110,841, an increase of approximately 205 per cent, in just about 10 months, is, indeed, a commendable achievement,” he enthused.

  1. Recruitment of over 3,000 primary school teaching and non-teaching staff in the State, thereby creating employment.
  2. Facilitated and guaranteed N40bn pensions payment to LGA and primary schools pensioners to cater for those who have served the State meritoriously.

It is also on record that Governor Sheriff Oborevwori has inherited, sustained and reconstituted the management of virtually all the agencies which are already operating in the State including the award winning Job Creation and Wealth Creation Bureau where he recently appointed the dynamic, charismatic and pragmatic Comrade Ifeanyi Egwuyenga as the new Chief Job Creation Officer of the State.

One is therefore not only at a loss to fathom exactly where Engr. Eboh is actually writing his obviously poorly researched article, but conclude that he, like so many jaundiced critics of the Governor Sheriff Oborevwori administration are either chronic detractors who, like leopards, will never shed their spots or are on an ego massaging escapism to see their unsubstantiated comments in the public space.

By the way, it is absolutely preposterous for Engr. Eboh Oke Gift, a man apparently more at home with bolts and nuts and spanners and screw drivers, to even begin to pretend to be a later day Nostradamus by predicting what will happen in 2027. Assuming he is truly on ground like every decent polity analyst, instead of living in his own sand castle, he would have been acquainted with the political truism that a day is like a century in politics, not to even begin to talk about the next three years. This is completely a no-brainer and totally out of point. 2027 is still a bridge ahead and when Governor Sheriff Oborevwori and the PDP get to that bridge, they will surely cross it….

Indeed, from what has transpired in the last one year and from the zeal and determination with which the second year has commenced with the commissioning of legacy projects and comprehensive projects inspections across the State, one can safely and unequivocally conclude that Governor Sheriff Oborevwori will not be distracted by charlatans and other humbugs from his avowed pledge to deliver Meaningful Development across the three Senatorial zones, Ensure Opportunities for All, implement Realistic and impactful reforms, and provide Enhanced Peace and Security which will create the right atmosphere for social and economic life to thrive and flourish in Delta State.

This is the MORE Agenda and Governor Sheriff Oborevwori is delivering on his mandate to Deltans. He will not be distracted by the shenanigans of sworn mischief makers.

Over 5,000 NDLEA Officers Promoted, 15 Commands, 70 Personnel Get Special Awards …Officers to Start Wearing Body Cameras for Operational Efficiency

Five Thousand and Forty-Two (5,042) personnel of the National Drug Law Enforcement Agency (NDLEA) have been promoted.

This followed the approval of the Chairman/Chief Executive Officer of the anti-narcotics agency, Brig. Gen. Buba Marwa (Rtd) which saw two senior officers elevated to the rank of Deputy Commander General of Narcotics (DCGN) and 22 others as Assistant Commander General of Narcotics (ACGN) and 66 as Commander of Narcotics (CN)

The promotion, which followed weeks of examination and interviews conducted for qualified candidates, is part of an ongoing exercise to enhance human resource management, particularly on staff motivation and welfare, for efficiency and effectiveness in the achievement of organisational goals.

Speaking in Abuja on Wednesday at an event to decorate some of the promoted officers with their new ranks and reward 15 commands and 70 personnel for outstanding performances in the first half of 2024, Marwa (Rtd) said prompt and timely promotion of all deserving and qualified officers remains top on the agenda of his leadership.

He said: “I am pleased to say that we continue to wax stronger on this journey we embarked on three and a half years ago when we decided to turn around the fortunes of this agency, by improving our performance as a precursor to reversing the perilous drug use situation in our dear country, Nigeria.

“On this occasion of the 8th edition of the commands’ awards and commendations ceremony, we have every reason to be thankful because our performance continuously justifies our conviction in Offensive Action, WADA and other reforms that we undertook.

“For our modest efforts, we have received plaudits at home and abroad. What that means is that we have to do more. The reward for work well done is more work, and in our case, we cannot rest on our oars until all the objectives of our mandate are fully achieved. May I remind us that the bottom-line is a drug-free Nigeria.

“On our part as management, we are trying to keep the motivation going, by ensuring that we provide everything necessary to make this work safe, secure and conducive for everyone working in this agency. Our new barracks in Adamawa, Abuja and Lagos are almost complete and will be commissioned soon. The recent promotion of 5,053 officers speaks volumes about our dedication to prompt and timely promotion of officers. It is symbolic of our effort to break the jinx of stagnation, which was once an albatross for our personnel.

“To further enhance the efficiency and effectiveness of our operations, we are creating five strategic commands in Lagos, FCT, MMIA, Apapa and Tincan. Also in this regard, we’ll be deploying body cameras for the use of our officers on strategic operations for the purpose of ensuring their safety and the integrity of such operations.”

He charged officers, men and women of the agency to remain upright in the discharge of their duties, saying that: “Let me also seize this occasion to pass some messages to the NDLEA personnel. We have come a long way. In three and a half years, we have taken down as many as 50 identifiable drug cartels, some of them important spokes in the wheel of cocaine, heroin and methamphetamine distribution in the country and the global trafficking network. We have seized a huge quantity of illicit drugs and we have convicted record numbers of drug offenders.

“We have achieved many milestones without soiling our integrity and I expect us to continue on that course. Our core values of integrity, hardwork and transparency, among others, must be respected at all times. We need to continue to justify the trust reposed in us by society, and our government, as well as our international partners and governments supporting us across the globe. We have raised the standard and it must not be lowered at any cost or by any means.

“That is to say, we will not take kindly to any news of infractions, indiscipline or corruption from the field or any command. The least we demand of any officer of this proud agency is to be upright and committed to our goals, while management continues to work on our welfare. The strides of the past three years have put behind us the tribulations of the previous 30 years. We owe the agency allegiance to maintain its integrity. We owe the public a duty to not betray the trust reposed in us. We owe our government, and our partners and stakeholders supporting us a duty to get the job done.

“Therefore, we must not fail in giving the required sacrifice, patriotism, commitment, honesty, hard work, and all the virtues that go along with this important job and service to the nation and mankind. You have my assurances and those of the management of NDLEA that we shall not relent in the pursuit to create the best paradigm of work, welfare and reward for you.”

At the end of the ceremony, the NDLEA boss proceeded to have a closed-door meeting with all commanders and directors where he outlined the tasks ahead for their implementation in their different areas of responsibility.
