World Orphans Day: Dame Okowa Lauds Sponsors, Care Givers *Wants More Support To Orphans

WIFE of the Delta State governor and Founder O5 initiative, Dame Edith Okowa, has expressed her determination to make sure that Orphans are not forgotten in the state.

While celebrating the World Orphans Day at the Office of the wife of the Governor, Government House Asaba on Monday 8th November, 2021, she said “the care of Orphans is of importance to us in the O5 Initiative as enshrined in the word of God.”

According to her “For the past six years, the O5 team have worked with Care Givers in registered Orphanages across the state, adding that “despite the COVID 19 Pandemic we have not stopped attending regularly to the needs of our Children.

“As in our usual style, provision has been made for 48 registered Orphanages and five adopted families including the Quintuplet (five girls). This is in fulfilment of our mission to feed the hungry and provide shelter for the homeless.”

The Delta state Governor’s wife however appreciated the care givers for their consistent love and care for the children in the face of the uncertainty of the future and urged them to make the word of God their standard for the upbringing of the children.

“As you sincerely do this, your labour of Love will be rewarded in due season.”

She also thanked all the partners of O5 Initiative, including individuals and corporate organizations for supporting the O5 Vision, especially Zenith bank for their annual attention to selected orphanages in the state.

In her emotional speech, she said “Our gathering here is not only to listen to ourselves but to take practical steps and chart a way forward.
 Before our very eyes, we have seen orphaned children grow and make progress in different life’s endeavours. So many successful orphans are celebrated around the world because kind-hearted individuals made it possible. Some of us can testify. 

“Year in, year out, we gather in different platforms to discuss the well being of Orphaned Children, can we really say there is a difference? If there is a difference, how come the stories we hear or read everyday are so disheartening; the news of how a supposed mother places a hot iron on the laps of a little orphan because of an error committed. There are measures we cannot take against our own children. Why then do we treat these Orphans without love? Be reminded that they are God’s gift to mankind.”

“My charge to us is that we should be part of this onerous task. I pray that through this year’s event, the Lord will raise more helpers for Orphans all around the world. Let it be that because of you, that child can get a life line and a reason to smile again, by so doing; we can change our World One Person at a time.”

The World Orphans Day, a celebration which takes place on the second Monday in November every year, is a day set aside by the United Nations in honour of Mother Theresa of Calcutta who spent her life looking after the poor and a platform to draw attention to the plight of the World’s Orphans.

Clergymen, government officials amongst other dignitaries who witnessed the presentation of food items, cash, others to Caregivers, commended Dame Edith Okowa for being steadfast in showing love to underprivileged individuals in the state.

Caregivers who spoke to journalists, showered prayers of blessings and protection for the Governor’s family.

Anambra Guber Poll: At Last Soludo Declared Winner

AT exactly 1.51am on 10th November 2021 the All Progressive Grand Alliance  APGA candidate, Prof. Charrles Chukwuma Soludo was finally declared winner of the 2021 Governorship election in Anambra State.

The returning Officer for the said election Prof. Florence Obi, Vice Chancellor University of Calabar made the declaration at the Independent Electoral Commission INEC Headquarters in  Awka.

According to the Vice Chancellor, the Commission having completed election in the twenty one Local Government Area of Anambra State found APGA to have gathered highest number of total votes cast.

The APGA Candidate polled 112229 votes, followed by PDP Candidate Chief Valentine Ozigbo and the APC candidate Senator Andy Ubah who polled 53807 and 43285 respectively.

She announced the total number of registered voters as collated to be 2466638, Accredited voters are 253388, while valid votes are 241523.

However total votes cast are 249631, while rejected votes are 8108.

Prof. Obi thanked the INEC Chairman for the opportunity given to her to partake in Anambra 2021 Governorship election.

She also  commended the security chiefs in Nigeria for creating an enabling environment for peaceful election in Anambra State.

The Vice Chancellor said: “This is the moment we have been waiting for. I want to use this opportunity to thank the chairman of INEC and his team for this opportunity given to me and my university to partake in this Anambra 2021. I thank the service chiefs, the people of Anambra State, we remain very grateful.

“Allow me to read this form EC8E, which I have completed. I Prof Florence Banku Obi hereby certify that I’m the returning officer of the Anambra governorship election held on 6 and 9 of November.

“That Charrles Chukwuma Soludo of APGA, having certified the requirement of the law is hereby declared the winner of the election,” Prof. Obi said.

The former Chairman of APGA, Senator Victor Umeh while reacting to the victory said the election was transparent, and is the best election so far held in the State.

“We have again won the State, despite the fact that some people boasted that they will win the State. This is to tell them that APGA is on ground, and it is not just about boasting of winning, but doing your homework well.

“I urge them to concede victory to our party and the candidate, because the people made a clear choice,” he stated.

ANAMBRA: THE SOLUTION CALLED SOLUDO

PROFESSOR Chukwuma Charles Soludo is undoubtedly, a renowned personality. He is from a large tribe of public intellectuals known for their lucidity in juxtaposing hypotheses and theories against the naked reality of the Nigerian situation.

During the prelude to the election proper, Soludo dazzled and shone like a million stars in an organised debate for the governorship aspirants by Arise Television.

Among other things, he seems to have a better grasp of the issues under discourse than the rest aspirants and a thorough understanding of where the solutions lie.

But the louder noise, orchestrated by the deeper pockets of his fierce contemporaries seems to ridicule and made lesser, whatever remains of Soludo self-proclaimed and widely acclaimed intellectualism.

Even though he was anointed and chosen by incumbency, many were of the opinion that Governor Obiano’s lack-lustre performance coupled with the stigma of a tribal and “bigoted” party like APGA, the Professor couldn’t stand any chance.

But every politics is first of all, local. And as a local contest as the gubernatorial election is, APGA remained the party to beat despite APC’s advertised invincibility and the cult followership and oratory of the PDP’s candidate, Valentine Ozigbo.

Ozigbo’s manifesto was rich, altruistic and ambitious. But Soludo, over time, had his in print such that when he finally captures the reins of power, the people will have a reference document to draw his attention to all the time. This is the stuff with which, academicians are made.

As at the time of writing, Prof Soludo and APGA have already won 17 out of the 19 announced local government election results, leading with over 99,000 votes so far.

Truly, this professor might just be coasting home to victory to the consternation of political pundits, his traducers and those who love him alike. May Soludo becomes the solution Anambra people deserve.

“A snowball hits us again with the passing of another fine Isoko first eleven, my brother Arc. Joseph Ajirioghene Ogeh.

“This is very heart wrenching for me and the entire sons and daughters of our great Isoko nation, especially at a time we are still ruminating on the passage of two of our ranking legislators at the Delta State House of Assembly.

“For me particularly, Arc. Ogeh was a great inspiration in enviable nobility, professionalism and a large heart of philanthropy.

Senators, Rep Members Blast Chibuike Amaechi For Acting With Impunity

THE Senate and House of Representatives Joint Committees on Land and Marine Transport on Thursday protested against the proposal of the Minister of Transport, Chibuike Ameachi, to construct a standard gauge for the Kano-Maradi rail line while an old narrow gauge was planned for other parts of Nigeria.

The Chairman of Senate Committee on Marine Transport, Senator Danjuma Goje, and House Committee Chairman, Mr Pat Asadu, kicked against the marginalisation of other regions of the country in the rail line construction. Both Chairmen queried the minister why he was not constructing uniform rail lines across the country.

The Chairman, Committee on Port, Pat Asadu, who opened the floor after the minister presented the budget to the committee, specifically asked why he was constructing modern rail line in one place and old rail lines in other parts of the country. He said,:

“Looking at your key railway projects which you’ve highlighted, I think they are worth the spend:

“We are now looking at the difference between project D which is the construction of 284 kilometers Nigeria-Maradi railway standard world class line against Project C where you talked about the total rehabilitation and reconstruction of Port Harcourt to Maiduguri eastern rail network defined as narrow gauge.

“For a segment of this country that is known for trade and commerce, they need railway as they need air.

“Why is the ministry doing a 287 kilometers of railway track from Kano to Maradi that you will fund with Nigerian money borrowed for Nigerians to be paid by our children to do a world class railway to Maradi.

“I also know the economy of Niger Republic and I believe the economy of the South-East is bigger than that of Maradi. I am not even talking of South-South.

“So what policy guide, what need assessment, what study of federal character integration would make the Ministry of Transportation to put 284 kilometers railway from the end of the North to Maradi and then constructing a narrow gauge in the South-East and South-South.

“This to me is why the integration of this country will always be challenged because things are done with so much impunity. This is our commonwealth.

“So if we approve this budget for you, you will go and do Kano-Maradi standard rail line and do a narrow gauge rehabilitation for the South-East. My heart bleeds.

“Instead of doing the right thing, you are now giving us this one as what will enhance the economy of Niger and Nigeria, while the economy of Nigerians especially those who have the containers and who are always on the road are given a narrow gauge rehabilitation.”

Anambra Election: CG Tells 20,000 Deployed NSCDC Personnel To Use Minimum Force, Conduct Selves Professionally

THE Commandant General of the Nigeria Security and Civil Defence Corps, Dr. Ahmed Audi has read out the riot act to personnel of the agency on duty in Anambra for the success of the gubernatorial election in state, calling on them to use minimum force and conduct themselves professionally during the election.

Audi, who paid a situational assessment visit to the South East state, made it clear to the Corps personnel deployed for election duty in Anambra state that the rules of engagement must be strictly adhered to and all must observe the highest level of professionalism, civility, decorum and respect for the rights of all voters coming out to exercise their franchise in order to elect the next governor for the state.

He expressed confidence in the preparedness of INEC and all stakeholders involved in the electioneering process, reassuring that the election will hold peacefully and successfully without rancor or acrimony as the Corps is working in synergy and collaboration with other sister agencies to forestall any form of attack on voters, security agencies, sensitive and non-sensitive election materials, INEC permanent and ad-hoc staff and all other apparatuses deployed to ensure a hitch free election.

He warned the personnel of the Corps to be civil in their approach and avoid excessive use of force, molestation, intimidation or harassment of voters during the election, while reiterating that, the Corps has a duty to protect lives and property of all citizens of the state irrespective of their political affinity, even as he emphasized that NSCDC is apolitical in nature, civil in orientation but very dogged in its operations.

He however appealed to all citizens of the state to embrace peace and eschew violence or anything that is capable of jeopardizing the democratic process as election is not war, hence, the need to avoid unnecessary casualties.

He further urged the people of the state to be law abiding and go about their legitimate businesses without any fear of violent or deadly attacks as measures have been put in place ahead of the process to guarantee a well secured environment and arrest any breach of peace or vandalism of critical national assets and infrastructure of government before, during and after the election.

He reiterated that the Corps will be deploying the 20,000 personnel drawn from Anambra state and other neighbouring state commands to all nooks and crannies of the state for overt and covert operations, warning the arms bearing personnel that accidental discharge is not contained in the Corps’ Standard Operating Procedure (SOP), as such, no one should be found wanting in this regard because human life is very sacrosanct and any personnel that takes law into his hands by killing or maiming anyone unjustly will be seriously dealt with.

He Congratulated the personnel on behalf of the Minister of Interior for the anticipated good conduct in the task ahead and assured them that their welfare and safety is uppermost in his mind and being given the best of attention under his leadership to motivate and encourage them to shun all vices of corruption and compromise which is capable of tarnishing the hard-earned reputation and integrity of the Corps.

He assured that: “What is due to Caesar must be given to Caesar and the era of monkey dey work, baboon dey chop is over under my administration.”

Olomu/Oviri/ Egodor Road Project To Be Completed Soon –Omodon

DELTA State Commissioner for Works (Urban Roads and Highways), Mr Noel Omodon has stated that the issues surrounding the Construction of the 8 km Olomu-Oviri-Egodor Road have been resolved and the road project will soon be completed.

Mr Omodon stated this yesterday during an on the spot inspection of the road saying that the challenge militating against the contracting firm handling the project was the difficult topography of the terrain.

Mr Omodon disclosed that the construction of the road is to open up the agrarian communities in that region to improve the socio-economic activities of the area, adding that that the contractor handling the project had applied for a review of the contract to enable the firm surpass the challenges.

The works commissioner (Urban & Highways) revealed that the Phase 1 of the project had been completed and commissioned while the Phase 11 of 4 km is ongoing.

According to him, “My visit here today has been very enlightening, I have seen few of the things that they have mentioned, I have also gotten the shot of the other end of the road which means we have a fair understanding which gives me the idea to package my proposal to his Excellency the Governor on the issue of the road. He sent me here, he wants to know the problem with the road.”

“I am very confident that this is a project we can easily conclude, because in the 2022 budget, we have made proposal to accommodate and complete this project. This is something we can do easily and complete.'” Mr Omodon stated.

The Site Engineer of the construction company handling the project, Mr Ken, stated that the remaining ongoing 4km stretch of the road was a difficult terrain due to the rains and assured that with a review, the project would be completed in record time.

A community resident and a motorcycle operator who ply the road, Messrs Ebi Tebesa and Dickson Salome lauded Governor Okowa for the project, saying that before now the róad had been a major problem in the community but are happy the the state government is constructing it to ease their suffering.

They appealed to the contractor to expedite action on the project by putting more men and machinery to complete the road project as expected.

Anambra 2021: Andy Uba, Ozigbo, Soludo, Ifeanyi Uba, Others Sign Peace Accord

AHEAD of Saturday’s Governorship election in Anambra State, candidates contesting in the exercise have signed a peace accord committed to a peaceful democratic process.

Our correspondent reports that the peace accord was organised by the National Peace Committee (NPC) chaired by former Military Head of State, General Abdulsalami Abubakar.

The ceremony which took place on Thursday in Awka, the State Capital, saw the candidates sign the peace agreement for a free, fair and credible election on Saturday.

Also present at the event include the Chairman of the Independent National Electoral Commission, Prof. Mahmood Yakubu, Catholic Bishop of Sokoto Diocese, Rev. Fr. Mathew Kukah, party Chairman, and the State Police Commissioner.

By signing the peace agreement, the candidates are expected to take proactive steps “towards ensuring a conducive environment for the conduct of a credible electoral process.

Also, they are expected to “fully abide by the Constitution of the Federal Republic of Nigeria, to respect the rules and regulations as laid down in the Legal Framework for Elections in Nigeria, and to adhere to best international standards.”

The candidates are trusted to “respect that the results can only be announced by INEC, and to accept the outcome of the vote, as long as it is adjudged to be free, fair and credible, devoid of intimidation and conducted in accordance with the provisions of the law.”

Some of the candidates that signed the peace accord include Valentine Ozigbo of the Peoples Democratic Party (PDP); Chukwuma Soludo of the All Progressives Grand Alliance (APGA); Andy Uba of the All Progressives Congress (APC), Ifeanyi Ubah of the Young Progressives Party (YPP) and Okonkwo Francis of the Zenith Labour Party (ZLP).

Others are Dr. Godwin Maduka of the Accord Party (AP), Etiaba Chukwuogo of the Action Alliance (AA), Nwankwo Chidozie of the African Action Congress (AAC), Onyejegbu Okwudili of the Allied Peoples Movement (APM), Ohajimkpo Emeka of the New Nigeria Peoples Party, Ezenwafor Victor of the National Rescue Movement (NRM), Nnamdi Nwawuo of the People’s Redemption Party (PRP), and Uzo Godwin of the Social Democratic Party (SDP).

Land Scam: EFCC Arraigns Man Over N2.2m

THE Economic and Financial Crimes Commission (EFCC) has arraigned one Mohammed Gapchia-Gana, alias Mamman Shuwa, before Justice Aisha Kumaliya of the Borno State High Court, Maiduguri on a three-count charge bordering on criminal breach of trust to the tune of N2.2 million.

The defendant allegedly swindled the trio of Mohammed Hassan, Fati Buba and Falmata Fali by separately selling a piece of land located at 44G, behind the Federal Road Safety Corps office, along Damboa Road, Maiduguri, to them.

He was accused to have obtained the sum of N850,000 from Mohammed Hassan; N700,000 from Fati Buba and collected the sum of N650,000 from Falmata Fali for the same land which was never even his.

According to a press statement on Thursday by the Head, Media & Publicity, Wilson Uwujaren, Investigation revealed that, after commencement of construction on the said land by one of the complainants, Borno State Geographic Information Services, BOGIS, demolished the structure on the grounds that the piece of land is a government layout and not owned by the defendant.

This, the statement said, led the complainants to write a petition against the defendant.

The count one of the charge read: “That you Mohammed Gapchia Gana, aka Mamman Shuwa, sometime in December, 2019 in Maiduguri, Borno State within the jurisdiction of this Honourable Court did with intent to defraud obtained the sum of Eight Hundred and Fifty Thousand Naira (N850, 000.00) from Mohammed Hassan under the false pretence of sale of land at 44G, behind Federal Road Safety Corps office, along Damboa Road, a claim which you knew to be false and thereby committed an offence contrary to Section 1(1) (b) of the Advance Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act.”

Count two read: “That you Mohammed Gapchia Gana, aka Mamman Shuwa, sometime in December, 2019 in Maiduguri, Borno State within the jurisdiction of this Honourable Court did with intent to defraud obtained the sum of seven Hundred Thousand Naira (N700, 000.00) from Fati Buba under the false pretence of sale of land at 44G, behind Federal Road Safety Corps office, along Damboa Road, a claim which you knew to be false and thereby committed an offence contrary to Section 1(1) (b) of the Advance Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act.”

According to the statement, the defendant pleaded ‘not guilty’ to the three counts preferred against him by the anti-graft agency.

The prosecution counsel, Fatsuma Muhammad subsequently asked the court for a trial date and prayed the court to remand the defendant in the Correctional Centre.

Justice Kumaliya thereafter adjourned the matter till November 29, 2021 for commencement of trial and ordered that the defendant be remanded in the Correctional Facility.

Nigeria Humanitarian Fund: $23.8 Mn Allocated For Critical Needs In North East

THE Nigeria Humanitarian Fund (NHF) is allocating $23.8 million to 75 eligible humanitarian partners, including national non-governmental organisations, to help them address critical humanitarian needs and ensure that essential assistance reaches people affected by conflict, food insecurity, inclement weather and disease outbreaks in north-east Nigeria.

A statement on Thursday by United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Nigeria said
this allocation is coming at a time of unprecedented humanitarian needs, funding shortfall, COVID-19, and climate shocks.

The statement quoted Head of Office for United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Nigeria,
Trond Jensen, to have said. “It is my sincere hope that this next round of funding allocated to partners will supported remote education activities, reduce protection risks, improve shelters, and ensure food assistance is provided to communities.”

The statement disclosed that 40 percent of the fund for each sector will be allocated to the humanitarian response in Adamawa and Yobe, and 60 percent to response in Borno, the epicenter of protracted conflict. According to the 2021 Humanitarian Needs Overview.

The statement recalled that the humanitarian crisis in BAY states is one of the largest and most severe in the region, if not in the world, with the ongoing conflict having caused millions of people to flee their homes – and by extension – farmlands, business and support networks, leaving them vulnerable and destitute, ending up in formal or informal internally displaced people camps and host communities.

It added that over 2 million people are still internally displaced in the Borno, Adamawa, and Yobe (BAY) states, with many of the displaced have sought refuge in communities that are equally vulnerable, noting that amongst the most vulnerable are women and girls, who are often exposed to protection risks, including sexual and gender based violence or other violations, lamenting that women and girls often also have less access to basic services and livelihoods.

The statement said as part of a broader humanitarian localization efforts, national partners eligible to apply for funding increased by more than 130 per cent in 2020, and 19 per cent of all 2020 funding was allocated to national NGOs, noting that the aim is to expand localisation, as this often the only sources of funding for local partners, and to ensure active involvement of local humanitarian actors, the NHF in 2021 piloted the first-ever consortium allocation of $4 million to deliver integrated education, nutrition, and protection services to vulnerable and crisis-affected children and adolescents.

United Nations Resident and Humanitarian Coordinator for Nigeria, Edward Kallon, was quoted to have said.
“This is NHF’s largest allocation to date and is a real boost for localization. We believe in local solutions to local problems—and our humanitarian partners are ready to respond to issues such as camp management and shelter; water, sanitation, and hygiene; health, protection, nutrition, coordination, and common services and food security.”

The statement claimed that despite the many operational constraints and severe underfunding, UN and NGO partners, in coordination with Nigerian authorities, have provided life-saving assistance to 4.8 million people in 2021 across the affected states.

The statement however revealed that this next round of NHF funding will provide the much-needed resources for life-saving programmes under the 2021 Humanitarian Response Plan (HRP), addressing critical gaps in the response. The requirement for meeting the needs of 6.4 million people targeted for humanitarian assistance through the Humanitarian Response Plan is US$1 billion. In the last quarter of the year, less than half of this requirement has been met – currently 48 percent.

It lamented that in a period of food insecurity in north-east Nigeria, the NHF 2021 standard allocation of US$23.8 million is complementing the US$250 million multi-sector plan aimed at preventing a food and nutrition crisis reaching catastrophic levels. The allocation will deliver essential life-saving services, address non-food needs and support essential humanitarian needs to ensure the viability of frontline activities.

Nigeria Advised To Approve Administration Of China’s COVID-19 Vaccines

THE federal government has been advised to allow COVID-19 vaccines from China to be administered in the country.

Though four COVID-19 vaccines have been developed in China and approved for use in about 100 countries, including 40 African countries, but Nigeria government who has a shortfall of the vaccines has still not allowed for administration of China vaccines in the country.

Speaking during the celebration of contributions of the media towards the growth of China/Nigeria Relations by the China Cultural Centre in Abuja on Thursday, the Editor-in-Chief of Diplomatic Extra, Mr. Raphael Oni said Nigeria needs to reconsider her stand by allowing vaccines from China to be administered in the country.

He noted that this has become essential as China has shown her willingness to donate these vaccines to Nigeria and against the backdrop that the country is still long way short of meeting the need of Nigerians.

He said he is surprised that Nigeria has continued to shun the gesture from China, especially since “to date, four Chinese vaccines have been approved for use in over 100 countries, including nearly 40 African countries, and two vaccines which are the Sinopharm and the Sinovac have also been included in the EUL and the COVAX procurement list.”

He said “the safety and effectiveness of Chinese vaccines have gained authoritative recognition internationally. China had offered over 700 million doses of COVID-19 vaccines and concentrates for the world. China has always called for closer international cooperation on vaccines to ensure their accessibility and affordability in developing countries and to make them a global public good.”

Oni added that: “Despite its own huge population and tight vaccine supply, China has actively responded to other countries’ requests for vaccine cooperation, which has injected confidence and strength into the global fight against the pandemic.”

He however called on media practitioners to add their voices to the call on the Nigerian government to look into approval for the Chinese vaccines so that students can return to China, and business man and women can resume business trip to China so as to cushion some of the economic hardships already surfacing in the country.

Earlier in his welcome address, the Cultural Counsellor of the Chinese Embassy in Nigeria, Li Xuda has said the importance of journalists in the cordial relationship of China and Nigeria cannot be overlooked.

He noted that journalists have paid a prominent role in bringing veritable information about China to the Nigerian public and this has gone a long way for cultural integration, bilateral relations and economic growth.

THE former Governor of Anambra State Peter Obi has dared the present Governor of the State, Chief Willy Obiano to follow him to the streets of Onitsha without security to test their popularity.

He said this on Arise TV Morning Show on Tuesday and was monitored by our correspondent in Onitsha, while dissecting issues raised during the Governorship debate on the heels of Governorship election scheduled for Saturday, November 6.

“I live in Onitsha. Let Governor Obiano come with your cameramen, let’s go out to the streets of Onitsha without one security and walk around, and then you will know.”

On the state of insecurity in the State, the former Governor said the present government had not followed the path he laid down towards a sustainable security system, hence the current challenge facing the State.

“Whenever we talk about security, for me, security is local. So you first start from the Community. What needs to be done is simple, and we did it in the past, form and support vigilante groups in all communities. Provide them with logistics like vehicles and communication gadgets.”

He said he did a lot to develop the State’s economy and was disappointed that the current Governor was not doing enough to sustain the tempo.

All that was expected of the Obiano government was to follow the same pattern, he stated.

“What was needed was to continue, the economy of Anambra State is already private sector-led. All you need is to continue to support the private sector.”

Mr. Obi said his administration moved the State from ‘Home for All’ to ‘Light of the Nation’ and followed it with a clear direction that if Obiano had followed, the State would have been exemplary.

He said the State currently lacked good roads and was presently riddled with all sorts of problems.

He praised the People’s Democratic Party candidate Valentine Ozigbo on his excellent outing at the Governorship debate and for maintaining that both Charles Soludo of the APGA and Andy Uba of APC belonged to the past.

IPAC Alleges Plot To Falsify Anambra Gov Results *Fingers Andy Uba, INEC, Army, Police, DSS

THE Inter-Party Advisory Council of Nigeria Anambra State chapter (IPAC) has allegedly accused the APC candidate for November 6 Governorship election, Senator Andy Uba, the Independent National Electoral Commission (INEC), the Army, the Police and the Directorate of State Security (DSS) of a grand plan to falsify the results of the forthcoming gubernatorial election.

IPAC at a news conference in Awka on Tuesday alleged that Senator Andy Uba had recruited what it described as fake INEC officials whom IPAC said would clandestinely work under the cover of the police, army and DSS operatives to execute the plot to doctor the election results.

IPAC resolutions after an emergency meeting prior to the news conference which was signed by the 17 political parties participating in the Governorship election, noted that should INEC refuse or neglect to address the demands specifically raised in its resolutions, that IPAC shall upon the expiration 72 hours on behalf of the 17 political parties participating in the November 6 governorship election review its participation.

The Chairman of IPAC in Anambra Comrade Uche Ugorji who is also of Zenith Labour Party (ZLP), who addressed the news conference stated that it became quite expedient and inevitable to let the general public know about what it saw as disturbing intelligence reports available to IPAC concerning the determined effort of the APC to connive with some senior officers of the Operations and ICT Departments of the Independent National Electoral Commission (INEC) to truncate a free and credible Governorship election in Anambra State.

Comrade Ugorji alleged that details of the plot to falsify Anambra Governorship election results include duplication of returning officers and that fake returning officers would be officially accredited with letters of appointments by INEC and to be allegedly assisted by specially detailed Police Officers, the Army and the DSS to submit and collate the fake results as if they were the authentic results from authentic returning officers.

IPAC noted with dismay that duplicate original result sheets have been procured clandestinely by the ICT and Operations officials of INEC with same serial cum identification numbers, including security code as it were with the original result sheets that ought to be used in the election.

The body further alleged that intelligence reports available to it also confirmed that the APC, acting with tacit collaboration of some senior INEC officials in the Operations and ICT Departments have perfected plans to falsify results in 92 electoral wards to the advantage of the APC to ensure the victory for its candidate in the Governorship election.

IPAC maintained that the specially recruited senior police officers, the Army and operatives of the DSS would be used to harass and intimidate agents and major stakeholders of other opposing political parties in the election.

It also added that the plan to truncate Anambra Governorship election entailed the use of operatives of the DSS and the police to track and confiscate election funds belonging to opposing political parties to ensure they were crippled of their legitimate election expenses.

IPAC however reminded INEC of the oath of neutrality in Form EC17 subscribed and deposed to by all officials charged with the conduct of general elections while insisting also that INEC owes it a duty to a free, fair and credible conduct of the governorship election in Anambra State.

IPAC’s resolutions as presented  by the State Chairman reads: “That the names and photographs of all lawfully appointed and accredited collation cum returning officers to be used by INEC in collating and declaration of results of polls at every stage of the election must be published and made available to every political party participating in the November 6 Governorship election in Anambra state prior to the commencement of the polls.

“That all result sheets in form EC 8B and EC 8C must be initiated by at least two of the following namely, the national chairman of INEC, the State Resident Electoral Commissioner as well as the Police Inspector General.

“That INEC working in collaboration with the Police authorities and other security agencies must work out ways and means of detecting and eliminating the use of fake army and Police Officers in the conduct of the November 6 governyorship election in Anambra State.

“That INEC must to the satisfaction of all political parties participating in the November 6 Governorship election in Anambra State investigate the complicity of Senior officials of the Operations and ICT Departments of the INEC in the criminal printing of fake result sheets intended to be used to falsify the results of the election to the advantage of the APC candidate.

“That IPAC also needs explanations on why INEC intends to appoints two sets of returning officers as intelligence reports available to us confirm the intendment of using the second set of returning officers to falsify the results of the November 6 Governorship election in favour of the APC Governorship candidate.”

Reacting to the allegations made by IPAC, the Director Media and Publicity Andy Uba Campaign Organization Mr. Afam Ogene said Andy Uba is only a candidate and bound by the rules and guidelines governing the November 6 governorship election.

Ogene’s reaction reads: “What is the proof? Those IPAC Leaders, are their parties contesting the election? Unless I see specific allegations, I can’t be speaking for INEC, Army, Police. As for Senator Andy Uba, he is only a candidate and is bound by the rules and guidelines governing the election. No more, no less.”

Also, DSP Nkiru Nwode the Police Public Relations Officer in charge of the Governorship election told our correspondent via a telephone interview that the journalist does not expect her to dignify such allegations.

Meanwhile, several phone calls put across to the Head of Department Voter Education and Publicity INEC office Awka Mr. Samuel Nimen proved abortive as he did not respond to calls to defend allegations levelled against INEC.

Reports On Assassination Of INEC Chairman In Anambra False — CP

THE Anambra State Police Command says reports on alleged assassination of the Chairman of the Independent National Electoral Commission (INEC) in Anambra State is false and misleading.

The Police Commissioner in the State, CP Echeng Echeng in a press statement signed by the Zonal Police Public Relations Officer and Head Media Police Team for Anambra 2021 Governorship Election, DSP Nkeiruka Nwode, noted that such reports were capable of causing disaffection as well as heating up the polity.

The Police Commissioner explained that the INEC Boss Prof. Mahmood Yakubu was in Anambra State for a stakeholders meeting where he assured the people of the conduct of a peaceful election on Saturday this week.

The CP’s statement reads: “The  attention of the Anambra State Police Command has been drawn to the news trending on social media and other conventional media on the purported killing of the Chairman Independent National Electoral Commission (INEC) where media were giving different correlations.

“For avoidance of doubt and the purpose of clarity, the Command wishes to state that the Independent Electoral Commission Chairman Prof. Mahmood Yakubu held a stakeholders meeting in Awka on 2nd November, 2021 and stated the preparedness of the Commission to hold peaceful election in the State. 

“The security agencies are ever ready to enforce their statutory responsibility to ensure hitch free exercise.

“The CP hereby urges journalists and other well meaning individuals to join the fight against crime reporting contents that don’t contrast current State of security in the society as they too should be agent of law and order.

“In view of the foregoing, the CP wants to state unequivocally that the publication is false and absolutely misleading. 

“It is a figment of imagination deliberately orchestrated by the mischief makers to cause unnecessary tension and chaos in the polity.”

I Have No Godfather, I Defeated Them In Court – Ozigbo

THE candidate of the Peoples Democratic Party (PDP), Mr. Valentine Ozigbo has said that he does not have a godfather in the Anambra Governorship race.

The former Chairman and Chief Executive of Transcorp, who spoke with journalists in Awka during an interactive session said a godfather is one who a political office holder can not say no to, but Obi is no such person to him.

Ozigbo said the only godfather he would have had were the same ones he fought and defeated in the court to retrieve his governorship ticket, after they tried to take it away from him.

The candidate was reacting to his consistent mention of the former Governor of Anambra State, Mr. Peter Obi in his speeches, who has also been rumoured to be his godfather.

He said: “A godfather is a person you can not say no to and I do not have that kind of person around me. I do not have a godfather.

“Obi is not my godfather, and if you noticed, while I was still aspiring for the ticket of the PDP, he (Obi) never followed me to anywhere, but only came immediately I won the ticket of the party.

“He (Obi) was never with me when I was not a candidate, but when I won the candidacy, he also came all out. I associate with him because I know he did well. If I’m not proud to associate with Peter Obi, who else will I be proud to associate with in Anambra PDP.

“Godfather is one who will tie your hands and tell you to share the state’s resources. I know those ones and I battled them in court and I defeated them well. So I’m in the race to give value to Anambra people.”

He said he is confident of winning the election, but he is worried about the level of rot he will meet in office when he assumes.

Chief Ozigbo described himself as being on a huge advantage in the election, having three qualities that all the other candidates lack. He names such qualities to include: content of character, ability to listen and his youthfulness.

He added that he has so far taken his campaign to six governorship debates, when his counterparts in the All Progressives Congress (APC), and the All Progressives Grand Alliance (APGA), Senator Andy Uba and Prof. Chukwuma Soludo respectively have both attended only one, hosted by Arise News Channel.

Anambra Election: US Threatens Visa Restriction On Instigators Of Violence

THE United States has warned that anyone who interferes with the lawful conduct of the Anambra state government or instigate violence in the South East state would be given visa restriction.

A statement on Wednesday from the US Embassy in the country said that the American government looks forward to a gubernatorial election in Anambra State on November 6 that is peaceful and transparent, with results that accurately reflect the will of the state’s residents.

The statement added that: “We will be paying close attention to actions of individuals who interfere with the democratic process or instigate violence against civilian populations before, during, or after the elections.

“We will not hesitate to consider consequences – including visa restrictions – for those found to be responsible for election-related violence or undermining the democratic process.”

The statement further explained that: “Under U.S. immigration law, certain violations also may lead to restrictions on family members.”

The statement however called on citizens, electoral officials, party members, and security force personnel to do their part in ensuring a credible and secure electoral process.

Bama-Banki Road Reopens Nine Years After Boko Haram Induced Closure

ONE of the major roads linking North East Nigeria to Cameroon and other countries in the Central African region has been reopened by Borno State Governor, Prof. Babagana Zulum in conjunction with the military authorities nine years after it was closed as a result of the Boko Haram crisis.

The road, Bama-Banki, 65 kilometers long leads one of the major Kanuri commercial and historical towns, Bama to border town Banki, which shares border with neighbouring Cameroon Republic in Central Africa.

The road was reopened in a ceremony organized by the Borno State Government where the governor, alongside the Theatre Commander, ‘Operation Hadin Kai’, Major General Musa Christopher, traveled to the border town from Maiduguri.

Unveiling the road at Banki Junction on the outskirts of Bama town, Zulum while appreciating the efforts of President Muhammadu Buhari and the Nigerian military for gains being steadily recorded in peace-building and stability of the North East region: “I am very much impressed to witness the official reopening of this very important international road. This road has remained inaccessible to people since 2012 due to activities of Boko Haram, but with the coming of President Muhammadu Buhari, our gallant security agencies have worked towards today’s reopening of this road.”

The Governor, who subsequently released 10 surveillance vehicles to the Nigerian Army to enhance their security operations along the reopened road, warned security officials to desist from extorting motorists and passengers while plying the road:

He said: “As we were coming here today, I sighted some immigration personnel busy extorting our motorists along the Maiduguri-Bama-Banki junction which is unacceptable. I want to strongly sound a warning, especially to Immigration personnel and other sister agencies to desist from extorting motorists and passengers.”

Zulum gave a matching order for the arrest of anyone engaged in smuggling of goods across the road, especially those who may want to smuggle food items through the bush to convey to criminals.

He said: “I have given a matching order to the military to arrest anybody engaged in smuggling of goods, especially diverting the main road to the bush with food items.”

He also pledged his total support to the Theatre Commander of ‘Operation Hadin Kai’, troops of 151 and 152 Battalion on provision of security on the road.

Earlier, the Theatre Commander, Major General Musa Christopher, thanked Zulum for supporting the army in the fight against insurgents and promised to do their best to end terrorism in the region.

Christopher said reopening of roads and resettlement of IDPs by the present administration signifies the end of Boko Haram which would be some of the achievements to be measured during his stay in the theatre.

After reopening the road, Zulum paid an unscheduled visit to Umar Ibn Ibrahim College of Education (UICEST) Bama, where he directed the state’s Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR), Engr. Mustapha Gubio, to immediately provide buses for students and ceiling fans to all classrooms/lecture theaters.

COP26: UK Announces New Funding For Africa Climate Challenges

THE United Kingdom has announced new funding to support African governments to roll-out critical adaptation projects so at-risk communities can adapt to the impact of extreme weather and changing climates.

COP26 President Alok Sharma announced the new UK support for the Africa Adaptation Acceleration Program (AAAP) – an initiative endorsed by African Union leaders and led by the African Development Bank, Global Centre on Adaptation and the Africa Adaptation Initiative, to back African-led plans to accelerate resilience-building across Africa.

A statement by UK High Commission in Nigeria said: “Yesterday’s announcements came on the second day of COP26, the two-week UN Climate Change Conference, where world leaders are meeting with the aim to agree how to tackle the urgent threat of global climate change.”

The statement also said UK Prime Minister Boris Johnson also announced that the UK is offering an ambitious new guarantee mechanism – the ‘Room to Run’ guarantee – to the African Development Bank (AfDB).

This, it said, is expected to unlock up to £1.45 billion ($2 billion) worth of new financing for projects across the continent, half of which will help countries adapt to the impacts of climate change.

The statement quoted UK Foreign Secretary Liz Truss, to have said: “More finance for African nations to develop and adapt to climate change is important as these countries find themselves on the frontline of impacts. It is a huge investment opportunity.

“By combining our cash with other donors and businesses, and working with partners such as the African Development Bank to direct funding into green projects, today we are delivering on our commitment to African-led climate adaptation.”

UK Minister for Africa Vicky Ford, was quoted to have said: “For communities across Africa, the impact of climate change is being felt right now. From cyclones in Southern Africa to locusts in East Africa, changing weather patterns are already having catastrophic impacts for communities living across the continent, impacting lives and jobs. This is despite African nations being responsible for just 2-3% of global emissions.
“New support announced today will enable African countries to adapt to a changing climate and build resilience to the impacts of climate change. This is essential if communities and countries are to thrive in an uncertain future.”

The statement recalled that the UK is a long-standing supporter of Africa’s adaptation to climate change, with around half of the UK’s £2.7 billion ($3.7 billion) adaptation budget between 2016 and 2020 spent in Africa.

Speaking also, the UK’S Deputy High Commissioner in Lagos, Ben Llewellyn-Jones, said: “Africa is already bearing the brunt of climate impacts as a consequence of dangerous climate chance. The need to scale up adaptation finance to protect the people and economies from the impact of climate change is clear.

“Climate action, building resilience and sustainable development are inextricably linked. Working with key partners such as the African Development Bank and others, this new suite of programmes will support African countries, including Nigeria, to adapt to the effects of climate change.”

According to the statement, the £143.5 million of programmes to support African countries to adapt to the impact of extreme weather and changing climate newly announced include: £20 million to the Africa Adaptation Acceleration Program (AAAP), which is a $25 billion joint initiative endorsed by African Union leaders and led by the African Development Bank, Global Centre on Adaptation and the Africa Adaptation Initiative, to support African countries in designing and implementing transformational adaptation of their economies and post-COVID recovery development paths.

It also include £42 million of adaptation allocations under the new Africa Regional Climate and Nature Programme (ARCAN), which will include support to the World Bank to support cooperation on the management and development of shared water resources; to the Met Office’s WISER3 programme to improve the uptake of weather and climate information; and technical assistance to African partners to integrate climate considerations into policy making and access and utilise climate finance to benefit those most vulnerable.

At least £22 million of premium financing support to help African countries pay for drought insurance, delivering on the £120 million commitment made by the UK at Carbis Bay for premium financing and investments into the regional risk pools in Africa, Caribbean, South East Asia and Pacific.

£19.5 million for the Shock Response Programme in the Sahel, including support to the World Bank to strengthen government social protection systems in Burkina Faso, Chad, Mali, Mauritania and Niger that improve people’s ability to cope when shocks occur; and support to the Centre for Disaster Protection to improve use of early warning systems and disaster risk financing.

The UK has committed £40 million to the Climate Adaptation and Resilience research programme (CLARE) to support action-focused research to inform development in a changing climate in Africa. CLARE is jointly funded by the UK and Canada. It will generate new knowledge, practical tools and approaches to support those most vulnerable to the impacts of climate change and related natural hazards, such as floods, droughts and heatwaves.

In addition: A new ‘Room to Run’ guarantee to the African Development Bank (AfDB) is expected to unlock up to £1.45bn ($2bn) worth of new financing for projects across the continent, half of which will help countries adapt to the impacts of climate change. For example, this finance is expected to support the AfDB’s work on generating high-quality climate data to help countries plan for future impacts, building resilient infrastructure and helping farmers increase their resilience to drought. This will support the objectives of the Africa Adaptation Acceleration Programme. The guarantee is subject to Parliamentary notification and final African Development Bank approval. We expect the guarantee to be live from early 2022, following final scrutiny processes and the signing of formal agreements.

·According to the World Bank, climate change could reduce GDP by 6% in many African countries by 2050, and up to 132 million people could be pushed into extreme poverty by 2030.

The UK has also doubled its international climate finance to £11.6 billion over five years – with a balance between adaptation and mitigation.

Adaptation, including increasing finance for adaptation, has been central to the UK’s COP26 Presidency – under the UK’s incoming presidency, finance providers have committed to ambitious increases which collectively amount to billions in additional finance for adaptation compared to 2020 levels.

2022 Budget Proposal For NDLEA, An Improvement Of Fortune, Says Marwa

Chairman/Chief Executive of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (Retd) on Wednesday said that the proposed 2022 budget allocation to the agency is a great improvement on its fortune and previous budgets.

Marwa made the comment during the budget defence of the NDLEA before the House Committee on Narcotic Drugs, where he expressed appreciation to President Muhammadu Buhari and the Finance Minister, Mrs Zainab Ahmed for their deep understanding of the challenges of the 32 years old agency and their support to enhance its capability and performance.

He equally acknowledged the legislative support being given to the Agency by the National Assembly and the leadership of the two chambers of the legislature.
He appealed to the federal lawmakers to continue their support with the passing of the proposed budget and enhance it where necessary especially in the areas of essential needs like the purchase of arms and ammunition.

In his remarks, Chairman of the Committee, Hon. Francis Ottah Agbo emphasised the need to support the agency to be able to surmount the enormous challenges before it. He said apart from an overhaul of the NDLEA Act to remove the option of ridiculous fines for offenders, he said the committee would stand up against any move to legalise cannabis on the floor of the House.

ON Sunday, the South East Council of Traditional Rulers and Christian Leaders urged the Federal Government to free Mazi Nnamdi Kanu, the leader of the Indigenous People of Biafra, and to put an end to the deaths and destruction in the region.

He has been detained by the Nigerian Secret Police since June, and his confinement has sparked unrest in portions of the country’s South-East. In addition, his arrest has sparked a weekly sit- at- home protest in several parts of the region.

The South East Council of Traditional Rulers and representatives of Igbo Archbishops and Bishops issued a joint statement demanding that the Federal Government de- militarize the region, which has resulted in the killing of Igbo youths and the burning of villages by soldiers.

They claim that the increased inequity and marginalization of Ndigbo in the Nigerian scheme of things under the Presidency of Major General Muhammadu Buhari (Retd.) is at the root of the region’s young unrest.

However, they warned that “this restiveness is likely to continue, unless the federal government takes conscious steps to administer the government on the principles of fairness, equity, justice, and non- discrimination.

”Following similar efforts to restore peace to other difficult sections of the country, we urge the Federal Government and other stakeholders to seek conversation and negotiation in resolving major issues that threaten National unity, cohesion, and development,” the statement stated.

”As a result, we reiterate our earlier request for Mazi Nnamdi Kanu’s release to the South East Council of Traditional Rulers and Representatives of Igbo Archbishops and Bishops,” the statement reads.

We are convinced that this act of bravery and statesmanship is not only necessary but will also help to quickly Relieve the South East Zone’s heightened condition of insecurity and dislocation.

”We also call on President Buhari and the Federal Government to de- proscribe the Indigenous People of Biafra and release all IPOB members detained in Nigeria’ s different prison institutions.

”We ask the Federal Government to take immediate steps to demilitarize the South East Zone, especially now that it is clear that maintaining a military presence in the region will only lead to increased tensions, clashes, and unending bloodshed between security forces and our kids. 

“De- emphasizing the military option in favor of a political solution that will lead to long- term peace has become essential, imperative, and compelling.”

How Troops Foiled Kidnap Of Catholic Bishop In Imo

NIGERIAN troops conducting Exercise Golden Dawn under Sector 3, on Sunday, foiled an attempt to kidnap the Catholic Bishop of Orlu Diocese, Most Reverend Augustine Ukwuoma.

Our correspondent reports that the incident occurred at the Orlu Diocesan Catholic Secretariat, BSC Road, Orlu Imo State.

The Army statement signed by the Director, Army Public Relation, Brigadier General Onyema Nwachukwu reads:

“The troops in response to a distress call at about 2:30am on Sunday 31 October 2021, swiftly moved to the scene forcing the assailants to take to their heels thereby abandoning their mission. 

“The Bishop, his Secretary and Assistant Secretary are safe and unhurt.

“Troops will continue to deny freedom of action to the members of proscribed Indigenous People of Biafra/Eastern Security Network (IPOB/ESN) and other criminal gangs operating within the sector especially as the elections in Anambra State draws nearer and during the yuletide season.

“Members of the public are advised to report suspicious movement of criminals as well as hide out of the outlawed IPOB/ESN to law enforcement agencies as the group is only out to intimidate, steal and kidnap for ransom law-abiding citizens.”

Extra-judicial Killing: Counsel Accuses Nigeria Police Of Fabricating Evidence

THE Independent Investigative Panel on allegations of human rights violations by the defunct Special Anti – Robbery Squad (SARS) and other units of the Nigerian Police at a resumed sitting on Tuesday listened to the argument of the Counsel to Victoria Agori , Olutekunbi, who accused the police of fabricating allegation of Kidnapping against Daniel Agori .

Olutekunbi, stated in his final address that the police fabricated evidence to justify the cruel, inhuman and degrading treatment meted to Daniel Agori.

Speaking before Rtd. Justice Suleiman Galadima led panel, in his address which was dated and filed on 30th March, Olutekunbi argued that the police ought to have explained their role in the death of Daniel Agori rather than flagging the issue of kidnapping against the victim to cover up their heinous crime.

While Counsel to the respondent (Police) Malik Taiwo noted in his address that the evidence presented by the petitioners were at variance.

Taiwo argued that the testimony earlier presented by Victoria Agori the (petitioner), was different from what actually transpired. Victoria Agori in her testimony disclosed to the panel that fight broke out between her children, and one of her daughters, Felicia Agori connived with her police boyfriend Victor Nelson(3rd Respondent) who along with Justin Adaka ,Yusuf Bello and one Musa invaded the family house in the absence of her husband shooting sporadically in the air while torturing her at the same time.

In the final address presented before the panel, Taiwo stated that from testimony presented by the first respondent, Justin Adaka, Daniel allegedly a cultist and member of kidnapping group was arrested for the kidnap of the wife of Golden Osarumuen and was shot on the leg during a cross fire between the police and kidnappers. Therefore the police is seeking for the dismissal of their application.

In a related development in the case of alleged extrajudicial killing cruel, inhuman and degrading treatment of Ifeoma Abugu, Counsel to police, Fidelis Ogwobe stated there was no evidence before the panel indicating that she was dehumanised.

Ogwobe ,counsel to the respondents ,in the final address argued that both documents and oral testimony of the chief pathologist was not enough to show that the respondents, (Nigerian Police) killed Ifeoma Abugu.

Ogwobe reminded the panel that the autopsy result presented by the pathologist was discredited by another independent pathologist contracted by the Nigeria Police. Stating further before the Rtd Justice Suleiman Galadima, Ogwobe argued that the petitioners counsel attempt to adopt the doctrine of last seen should be dismissed.

It will be recalled that at an earlier hearing according to the testimony of Afam Ugunwa, the victim’s (Ms Ifeoma Abugu) fiancé, Ms Ifeoma died in the custody of the police on the 13th September, 2020. The police alleged that she died due to high consumption of drugs, while the autopsy conducted on her showed no traces of drugs in her blood.

Both cases have been adjourned for the panel’s report.

Zamfara Attack: NSCDC Boss Condemns Attack On Operatives

THE Commandant General, Nigeria Security and Civil Defence Corps (NSCDC), Ahmed Audi has strongly condemned the deadly attack on security operatives, innocent citizens and critical national assets and infrastructures in Zamfara State.

Audi while calling for new approaches, greater commitments and more affirmative actions against all criminal elements threatening the internal peace and security of Nigeria, described the attack as unfortunate.

A statement by the spokesman of the NSCDC, Olusola Odumosu said the recent assault on members of the Joint Task Force operation comprising of Nigeria Police, Civil Defence Corps and Vigilante group where one police personnel and two members of NSCDC paid the supreme price in their brave struggle against terrorism, banditry and kidnapping, was unfortunate.

Audi said the brazen attack which happened in Shinkafi, along Kaura Namoda road, Zamfara State while the operatives were on deployment to checkmate the rising wave of banditry, kidnapping and other heinous crimes in the state is not only condemnable but callous, despicable and inhuman.

He commiserated with the families and friends of those who had lost their loved ones in the “heinous crime” and promised to fish out the criminals and make them face justice.

He however praised the efforts and resilience of the gallant operatives for preventing greater loss of lives and destruction of public property, assuring that efforts would be fully mobilized to go after the bandits, apprehend and deal decisively with them under the full weight of the law.

Audi appealed to members of the public to be vigilant, security conscious and to promptly assist security agencies with credible information that could lead to the arrest of these criminals who perpetrated this despicable act before they cause more havoc in the society.

He vowed that the Corps will not relent in it’s efforts but will continue it’s dogged fight against banditry, kidnapping and insurgency through concerted efforts of well trained personnel, introduction of more training programs and innovative strategies towards the deployment of more sophisticated equipment and improved staff welfare which provides an umbrella of life insurance coverage for all personnel of the Corps.

He said: “NSCDC is a full fledged paramilitary agency of government determined to collaborate with other security agencies in keeping the country safe and preserving the way of life of Nigerians, we are therefore not deterred by these recent attacks but we are forging ahead to make life meaningful for all Nigerians.”

NHRC Condemns Invasion Of Justice Odili’s House

THE Executive Secretary of the National Human Rights Commission (NHRC), Tony Ojukwu has condemned the incident on Friday October 29 at Justice Mary Odili’s house as violation of her rights to privacy, integrity of her judicial personality, premises and office.

Ojukwu, in a statement on Monday, said the perpetrators must therefore be made to account for their professional misconduct by arresting and prosecuting them, insisting that the Supreme Court Justice deserves a public apology from those responsible for their professional misconduct.

He said: “These are the only deterrents that can forestall future desecration of the rights to privacy, integrity of the person, residence and office of our judicial officers especially at that level.”

Ojukwu said the invasion of the residence of one of the most senior judicial officers in the country is highly condemnable in any democratic setup, describing it as another affront to the judiciary.

Speaking further, the human rights boss said the judiciary is a very important arm of the government that should not be ridiculed under any circumstance,(and inexperienced law enforcement officers must be made to know this), adding that the independence of the judiciary must be respected at all times. Time has come to punish this kind of professional misconduct by erring law enforcement officers to forestall total destruction of the integrity of judicial offices and the judiciary.

He said: “This should be condemned by all well meaning Nigerians in the interest of our nascent democracy, independence of the judiciary and respect for human rights and rule of law.

He assured that the NHRC will not relent in its efforts to continue to train and retrain the law enforcement officials to always mainstream human rights in their operations.

PDP, STABILITY AND THE NEW VIBES OF OPPOSITION

THE signals emanating from the recent concluded national convention of The People’s Democratic Party, PDP, shows a brighter light not only for opposition politics in Nigeria, but also for qualitative intra-party politics and stability.

Amidst the Uche Secondus’ brouhaha, the Party went ahead to weather the storm and came out unscathed from the near tension soaked convention.

The emergence of almost all the candidates vying for the various positions in the party organogram based on consensus is a clear pointer to how far the party has evolved and matured over time as regards the usual intra-party politicking and mutual mudslinging.

While some may frown at consensus candidacy as being undemocratic, it should be noted too, that democracy thrives on popular choice and inclusivism based on aggregated interest and alignment. This was what made the convention rancour-free, tactical, sealed and delivered on a ‘convivial’ note.

One thing of note was the gradual dismantling of the “militarised” power bloc loyal to the retired military goons by an emerging power bloc championed by the younger hawks and the governors affiliates.

This was why Dr Iyorchia Ayu emerged instead of Brig-Gen David Mark (rtd) as the Party Chairman on one hand and Amb Taofeek Arapaja as the Deputy chairman South, instead of Brig-Gen Olagunsoye Oyinlola (rtd) on the other. The days of wielding oppressive political influence based on mere military background and not the political connection to the people at the grassroots are over.

The emergence of a 25-year-old National youth leader in the PDP, is equally a tacit call to and the recognition of the youth which constitutes 60% of the nation’s population, in the emerging scheme of things.

It is definitely, a new dawn for the PDP nay opposition politics in Nigeria. We only hope that this freshness of purpose demonstrated so far may translate to quality leadership now and beyond 2023.

ANAMBRA: Why I Dumped APGA For APC -Dep Gov Okeke Breaks Silence

ANAMBRA State Deputy Governor, Dr. Nkem Okeke who recently dumped the All Progressives Grand Alliance (APGA) for the All Progressives Congress (APC) has given reasons why he left his principal, Chief Willie Obiano.

Dr. Okeke who spoke to journalists inside the Anambra State Government House, the first time he is visiting his office since after his defection also said he will not resign from his position as being advised by some people.

He said he left because he was unjustly treated by his principal, and that he was totally sidelined from the party, to the extent that he didn’t know of anything happening in a government where he held the number two position.

Within the period I have been Deputy Governor, I have been very loyal to my boss, but I have been unfairly treated, so I decided to leave the party.

For four years, I drove one Prado jeep. At a stage, I was the only Deputy Governor in the country who drove a prado. I was loyal to him and represented him in a lot of places.

The only time I refused to represent him was when Dr. Chike Akunyili was killed and when he sent me to Enugu, I told him I needed security and also a bullet proof vehicle, and when they didn’t provide that, I decided not to go.

“I have heard people asking me to resign, but I will never resign. The decision I made to join the APC is in my interest, the interest of my family and also in the best interest of members of my constituency, Njikoka, who I represent.

“I have people who have advised me that the position I hold is not for me along, but for the people of my constituency, so I represent them.

“I was elected on the same ticket with the governor of Anambra State, and I did not beg him to choose me as his running mate for a second time, it was he who came to me and said I will run with him for a second term and we won.”

Speaking on allegations that he was lured with a huge sums of money to join the APC, Dr. Okeke said the allegation was false, but stated that he gave three conditions to leaders of the party, and that two had been met.

“I was already thinking of joining the APC after my tenure as Deputy Governor, but when APC people came to me and I told them so, they said it was better for me to join now, as I could add to their victory. I gave them three conditions and they accepted.”

He listed the three conditions as; defecting before President Muhammadu Buhari, a bullet proof vehicle and a federal appointment after his tenure as Deputy Governor, which he said was the only pending condition.

Speaking on the chances of APC in next Saturday’s election, he said the chances of the party are high, and that its candidate too, has a greater chance of winning the election, while describing him as the best option for the state.

“I have sat and talked with Andy Uba. He has listening ears, and a good heart. Being a Governor is not about having chains of degrees, but one who is ready to assemble a good team, and also ready to listen to them, and I know that is where Andy is better than all of them,” Dr. Okeke said.

Time For Nigeria To Join Hands With China In Upholding True Multilateralism

ON October 25,2021, H.E. Xi Jinping, President of the People’s Republic of China delivered a Speech At the Conference Marking the 50th Anniversary of the Restoration Of the Lawful Seat of the People’s Republic of China In the United Nations. The speech summarized China’s position in upholding multilateralism, elaborating China’s contributions to UN and the world.
 
Indeed, as the biggest developing country and a responsible major power in international community, China had done a lot to uphold true multilateralism and maintain peace and stability of the whole world. China has stood actively for political settlement of disputes through peaceful means. Since 1990, China has sent more than 50,000 peacekeepers to nearly 30 UN peacekeeping operations. China is the second largest contributor to UN peacekeeping operations and an important troop contributor. China ranks first among the five permanent Security Council members in terms of the number of peacekeepers, with more than 2,200 serving in eight UN mission areas. China has set up a standby peacekeeping force of 8,000 troops and a permanent peacekeeping police force of 300 troops, making China the country with the largest number of standby peacekeeping forces and the widest range of contingents among the UN peacekeeping forces. China is now the second largest financial contributor to both the United Nations and UN peacekeeping operations.China has signed belt and Road cooperation documents with 141 countries and 32 international organisations, including 19 UN agencies. China is the first developing country in the world to achieve the UN poverty reduction target ahead of schedule, lifting 439 million people out of poverty from 1990 to 2011. Since 2021, China has provided more than 1.5 billion doses of vaccines to 106 countries and four international organisations, ranking first in the world.
 
China has resolutely uphold the authority and standing of the United Nations, and work together to practice true multilateralism. In September this year, at the 76th Session of the UN General Assembly, Chinese President Xi Jinping proposed a Global Development Initiative with the hope that countries will work together to overcome impacts of COVID-19 on global development, accelerate implementation of the 2030 Agenda for Sustainable Development, and build a global community of development with a shared future.

UN Secretary-General Antonio Guterres extended his warm congratulations to such a day of justice, said that China’s development has brought opportunities to the whole world, thanked China for upholding multilateralism, supporting the UN’s work, and playing a major part and making significant contributions to promoting world peace and development. He also spoke highly of The Global Development Initiative proposed by President Xi Jinping, said that the Initiative is of significant and positive importance to promoting global equality and balancing sustainable development. The United Nations fully supports it and is willing to enhance cooperation with China in this regard.
 
Standing at a new historical starting point, China will stay committed to the path of peaceful development and always be a builder of world peace. China will stay committed to the path of reform and opening-up and always be a contributor to global development. China will stay committed to the path of multilateralism and always be a defender of the international order. Nigeria, as the biggest country in terms of population and economy in the whole Africa, could join hands with China in upholding true multilateralism, as long as the two big countries stand together, the voice of the majority of developing countries will be amplified. This year marks the 50th anniversary of the establishment of diplomatic ties between Nigeria and China. In the future, the strategic partnership between Nigeria and China will be bound to enrich and deepen, and more and more close coordination will be achieved in the international arena.

According to the President of the People’s Republic of China, “the trend of the world, vast and mighty, prospers those who follow it and perishes those who go against it. Over the last 50 years, for all the vicissitudes in the international landscape, the world has remained stable as a whole, thanks to the concerted efforts of people of all countries. The world economy has grown rapidly, and innovation in science and technology has kept breaking new ground. A large number of developing countries have grown stronger, over a billion people have walked out of poverty, and a population of several billion are moving toward modernization.

In the world today, changes unseen in a century are accelerating, and the force for peace, development and progress has continued to grow. It falls upon us to follow the prevailing trend of history, and choose cooperation over confrontation, openness over seclusion, and mutual benefit over zero-sum games. We shall be firm in opposing all forms of hegemony and power politics, as well as all forms of unilateralism and protectionism.
— We should vigorously advocate peace, development, equity, justice, democracy and freedom, which are the common values of humanity, and work together to provide the right guiding philosophy for building a better world. Peace and development are our common cause, equity and justice our common aspiration, and democracy and freedom our common pursuit.”

He noted that the world we live in is diverse and colorful, and that diversity makes human civilization what it is, and provides a constant source of vitality and driving force for world development. As a Chinese saying goes, “Without achieving the good of one hundred various schools, the uniqueness of one individual cannot be achieved.” No civilization in the world is superior to others; every civilization is special and unique to its own region. Civilizations can achieve harmony only through communication, and can make progress only through harmonization. He posited that a country’s path of development works is judged, first and foremost, by whether it fits the country’s conditions; whether it follows the development trend of the times; whether it brings about economic growth, social advancement, better livelihoods and social stability; whether it has the people’s endorsement and support; and whether it contributes to the progressive cause of humanity.

Xi Jinping asked that: “We should jointly promote the building of a community with a shared future for mankind, and work together to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity. The human race is an integral community and Earth is our common homeland. No person or country can thrive in isolation. Humanity should overcome difficulties in solidarity and pursue common development in harmony. We should keep moving toward a community with a shared future for mankind, and jointly create a better future. To build a community with a shared future for mankind is not to replace one system or civilization with another. Instead, it is about countries with different social systems, ideologies, histories, cultures and levels of development coming together for shared interests, shared rights and shared responsibilities in global affairs, and creating the greatest synergy for building a better world.

“We should stay committed to mutual benefit and win-win results, and work together to promote economic and social development for the greater benefit of our people. As ancient Chinese observed, “The essence of governance is livelihood; and the essence of livelihood is adequacy. Development and happy lives are the common aspirations of people in all countries. Development is meaningful only when it is for the people’s interest, and can sustain only when it is motivated by the people. Countries should put their people front and center, and strive to realize development with a higher level of quality, efficiency, equity, sustainability and security. It is important to resolve the problem of unbalanced and inadequate development, and make development more balanced, coordinated and inclusive. It is also important to strengthen the people’s capacity for development, foster a development environment where everyone takes part and has a share, and create a development paradigm where its outcome benefits every person in every country more directly and fairly.”

The China’s President asked that: “We should step up cooperation, and work together to address the various challenges and global issues facing humanity. The international community is confronted by regional disputes as well as global issues such as terrorism, climate change, cybersecurity and biosecurity. Only with more inclusive global governance, more effective multilateral mechanisms and more active regional cooperation, can these issues be addressed effectively. Climate change is Nature’s alarm bell to humanity. Countries need to take concrete actions to protect Mother Nature. We need to encourage green recovery, green production and green consumption, promote a civilized and healthy lifestyle, foster harmony between man and Nature, and let a sound ecology and environment be the inexhaustible source of sustainable development.

“We should resolutely uphold the authority and standing of the United Nations, and work together to practice true multilateralism. Building a community with a shared future for mankind requires a strong United Nations and reform and development of the global governance system. Countries should uphold the international system with the United Nations at its core, the international order underpinned by international law and the basic norms of international relations based on the purposes and principles of the UN Charter. International rules can only be made by the 193 UN Member States together, and not decided by individual countries or blocs of countries. International rules should be observed by the 193 UN Member States, and there is and should be no exception. Countries should respect the United Nations, take good care of the UN family, refrain from exploiting the Organisation, still less abandoning it at one’s will, and make sure that the United Nations plays an even more positive role in advancing humanity’s noble cause of peace and development. China will be happy to work with all countries under the principle of extensive consultation, joint contribution and shared benefits to explore new ideas and new models of cooperation and keep enriching the practice of multilateralism under new circumstances.”

The PRC occupying its rightful seat at the UN not only represented a victory for the Chinese people, but also a vindication of the choice of all the “peace-loving countries in the world that stood up for justice”, as President Xi Jinping said in a speech to mark the occasion on Monday. And over the past 50 years, the country has demonstrated the prescience of Resolution 2758 in identifying it as an essential protector of the UN, its principles and cause.

Over that period, through much hard work, the Chinese people have attained the goal of building a moderately prosperous society in all respects, eradicating absolute poverty in the process, and are now embarking on the journey to build a modern socialist country.

Throughout this endeavor to rejuvenate the nation, China has unswervingly followed an independent foreign policy of peace, stood firmly on the side of fairness and justice, and resolutely opposed hegemony and power politics, faithfully fulfilling its responsibilities as a permanent member of the UN Security Council.

Those countries that co-sponsored and supported Resolution 2758 can be proud of the decision they made 50 years ago.
However, as President Xi said in his speech, compared with 50 years ago, the challenges the world faces today are more extensive and complicated. He called on all countries to address these challenges by choosing cooperation over confrontation, openness over seclusion, and mutual benefit over zero-sum games, and urged them to give full play to the UN’s central role in international affairs, and stand firm in opposing all forms of hegemony and power politics, as well as all forms of unilateralism and protectionism.

Declaring that “Diversity makes human civilization what it is”, he once again advocated building a community with a shared future for mankind, while emphasizing that doing so does not mean replacing one system or civilization with another, but rather countries coming together to build a better world based on shared interests and responsibilities. “Climate change is nature’s alarm bell,” he stressed, and new ideas and new models of cooperation are needed to address the various challenges facing humanity.
The question facing countries today is still whether they will stand on the right side of history or not. And the trend of history is clear: We must all stand together. Failure to do so risks making humanity nothing more than a brief footnote in any cosmic annal of life on Earth.

In China, Nigeria that stood by her 50 years ago should today take lesson and see a hope for a greater nation rising from being at the precipice to achieving the dream of our forefathers of a great country. The vote for a great United China 50 years ago should not be swept under now, Nigeria and the rest of the progressive world need not withdraw their support and encourage now when the Great China is in the horizon.

32.9kg Cocaine Seizure: Court Grants NDLEA’s Request To Attach Ship, Detain 29 Suspects

A Federal High Court in Lagos has granted the application by the National Drug Law Enforcement Agency, NDLEA, for the interim attachment of a vessel MV Cha Yanee Naree used to import 32.9 kilograms of cocaine into Nigeria through the Apapa seaport in Lagos.

Beside the attachment order, the court also granted NDLEA’s request to detain the Master of the ship, Mr. Tanahan Krilerk and 21 foreign crew members as well as seven Nigerians arrested in connection to the case.

The anti-narcotic Agency had on October 13 intercepted the ship at the Apapa seaport following intelligence from international partners and support from other security forces such as the Nigerian Navy, Customs, DSS and the police. A thorough search of the ship led to the recovery of 30 parcels containing cocaine, which weighed 32.9kg.

Investigations into the seizure have been yielding more arrests of suspected local collaborators, as a result of which the Chairman/Chief Executive of the Agency, Brig. Gen. Mohamed Buba Marwa (Retd) on Tuesday 26th directed that an application to attach the ship and detain the suspects for two weeks pending conclusion of investigation and filing of criminal charges against suspects be filed in court.

The application in suit no: FHC/L/CS/1518/2021, which was filed by the agency’s Director of Prosecution and Legal Services, Joseph Nbone Sunday on Thursday 28th October was granted the following day Friday 29th October by Hon. Justice A.O. Awogboro.

According to the court ruling, “An order of interim attachment is hereby granted the Federal Government of Nigeria over the Vessel MV Cha Yanee Naree used as an instrumentality of unlawful transportation and importation of 32.9 kilograms of cocaine seized by the applicant aboard the vessel on 13th October 2021 at Apapa port pending investigation and filing of the charge and prosecution.

“An order of remand is hereby further granted to the Applicant to remand the Master of the Vessel, Mr. Tanahan Krilerk and 21 other crew members of the said Vessel and 7 other persons arrested in connection with the case for a period of fourteen days pending investigation and or filing of a criminal charge.”

The case was thereafter adjourned till 25th November, 2021 for report of investigation.

Jail Break: FG Inaugurates Vulnerability Audit Of Custodial Centres

THE Federal Government has inaugurated a vulnerability audit of the Nigerian Correctional Service (NCoS) custodial centres across the country to stem the incessant attacks on correctional facilities.

The Minister of Interior, Ogbeni Rauf Aregbesola, whilst inaugurating the audit on Thursday said its report will identify the fault lines in the security setup and penetration levels of the custodial centres.

Aregbesola said: “The vulnerability audit we have inaugurated today will identify the weakness in our security setup and will help to put in place an effective structure to assist us in better securing our facilities against future external aggression.

“In the past, the challenges to the facilities were usually internal insurrections which our system had been primed to deal with. But this new challenge, starting with the #endsars riots of last year, is an armed invasion by gunmen, in large numbers, bearing sophisticated weapons and military grade ordinances. They overrun the place, blow up huge holes on the perimeter fence and overpower our security system. We are determined to eliminate the threat from these attackers and ensure that our facilities are no longer vulnerable.”

Speaking further, the Minister stated that it is sacrilegious for anyone to bridge any custodial facility in Nigeria stating anyone who breaches the custodial facilities was simply toiling with the sovereignty of Nigeria and must not live to regret such actions.

He said: “The NCoS stands at the heart and end of Administration of Criminal Justice System. It is a critical and essential element in keeping those the court thinks must be kept away from our society. You must do all in your power to defend it.

“The custodial centres represent Nigeria’s sovereignty, it’s a sacred institution that signifies her authority. Anyone who aims to breach them is simply testing the might and will of the Nigerian state and must not live to regret such actions.”

Reacting to the exercise to be carried out by the NCoS, the Controller General of the Service, CG Haliru Nababa, noted that teams will be inaugurated in each of the geopolitical zones and an interim report submitted in the next one week.

He said: “Minister sir, immediately we leave this venue, we are heading back to the office to operationalize this assignment. In the next one week, we are submitting an interim report of the audit and the full report will be submitted in eight weeks’ time.

“We are aware of the embarrassment the frequent external attacks have on our reputation as a service and as a country. We are assuring the Minister that our officers are ready to combat all attacks on our facility. Already, the service have sent the first batch of 150 armed personnel for training at a military formation in Kontagora. Others are billed to complete their training Sir, in the next couple of weeks” the CG stated.

THE United States has said travelers into the country from November 8 are to be fully vaccinated and with proof of vaccinated before they are allowed to board flight.

A statement from United States Diplomatic Mission to Nigeria, Public Affairs Section on Friday read that: “Beginning on November 8, foreign national air travelers to the United States will be required – with only limited exceptions– to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to fly to the United States.

“This new global travel system replaces the existing country-by-country restrictions, putting in place a consistent approach worldwide.”

The statement added that: “With the implementation of these new vaccine requirements, foreign national travelers who have been in one of the 33 countries with restrictions do not need to obtain national interest exceptions in order to travel to the United States.

“The CDC has determined that for the purposes of entry into the United States, vaccines accepted will include those FDA approved or authorized, as well as vaccines with an emergency use listing (EUL) from the World Health Organization (WHO).”

The statement further said: “When it comes to testing, fully vaccinated air travelers will continue to be required to show documentation of a pre-departure negative viral test taken within three calendar days of travel to the United States before boarding. That includes all travelers – U.S. citizens, lawful permanent residents (LPRs), and foreign nationals. For example, if a vaccinated traveler is traveling to the United States on Saturday, they can test from Wednesday on.

“To further strengthen protections, unvaccinated travelers – whether U.S. citizens, LPRs, or the small number of excepted unvaccinated foreign nationals – will now need to show proof of a negative test within one calendar day of travel to the United States.”

Security Challenges: Senate C’ttee Seeks To Up Budgetary Allocation To Interior Ministry

A statement by the spokesman of the Ministry of Interior, Mrs. Blessing Lere-Adams said the Chairman of the Senate Committee on Interior, Senator Kashim Shettima had during the defence of the allocation to the ministry by Ogbeni Rauf Aregbesola on Thursday, strongly advocated for the urgent need of increased budgetary allocation for the Interior Ministry, considering the importance of the mandate of internal security of the over 200 million Nigerians and the nation’s vast land and water borders spanning over 400,000 kilometres.

Shettima, who made the call for the very urgent need of increased budgetary allocation to the Interior Ministry when the Minister, Ogbeni Rauf Aregbesola and Management team led by the Permanent Secretary of the Ministry, Dr Shuaib Belgore appeared before the Senate Committee on Interior for the 2021 Budget Performance and 2022 Budget Defence at the National Assembly, added that comparatively in other cline, MDAs responsible for internal security of any nation have very huge budget which to a large extent enhances the enthronement of appreciable peace and security.

Earlier, the Minister of Interior, Ogbeni Rauf Aregbesola when asked about the Policy Thrust of the Ministry, said the Ministry is Primarily responsible for broadly Security, Integrity and Citizenship of the citizenry.

He said further that the Ministry addresses directly citizenship, Travel Document, Residence Permit , Insurance of Expatriate Quota, Marriages and Inter- Marriages, while superintending over it’s Four Services of the Nigerian Immigration Service, Federal Fire Service, Nigeria Correctional Service Facility and the Nigeria Security and Civil Defense Corps.

The Senators expressed great appreciation to the Minister and the Ministry in their efforts at achieving the results of their mandate despite the very lean budgetary allocation and unanimously said the Minister deserves their empathy.

The Chairman thereafter asked the Minister to lay the Budget Document before the Committee with a bow.

Anambra Poll: NSCDC Deploys 20,000 Personnel

TWENTY thousand (20,000) members of the Nigeria Security and Civil Defence Corps (NSCDC) are to be deployed towards a hitch-free election in Anambra State.

Speaking in Abuja on Thursday during the Opening Ceremony of a 3-day train-the-trainers capacity building and electoral workshop ahead of the November 6, Anambra State Governorship Election, the Commandant General of NSCDC, Dr. Ahmed Audi disclosed that 20,000 officers and men of the Corps mainly from the Southern States Commands are going to be deployed to ensure that the election is without hitches.

Those to be deployed include personnel of the NSCDC Arms Squad Unit, Counter-Terrorism Unit, and the Chemical, Biological, Radiological and Explosives Unit.

He said the officers would be drafted to key points in the State, where they will be saddled with the responsibility of protecting lives and property, sensitive and non-sensitive election materials, INEC officials and all critical assets against vandalism, damage or arsonist attacks.

He said the NSCDC in collaboration with other security agencies have developed strategies to checkmate any act of electoral violence and other nefarious activities capable of undermining the electoral process.

He disclosed that the personnel to be deployed for the assignment will be drafted from all the South-south and South-east State Commands to join their counterparts in Anambra State.

He said: “In addition, personnel from Kogi, Ekiti, Ondo, and Benue have been placed on standby in case there is need for reinforcement.”

The CG also warned the officers to strictly adhere to the ethics of the Corps and comply with the principles of rule of law in the discharge of their duties.

He said: “Let me warn, and I mean it, that any conduct of an officer of the NSCDC that undermines the rule of law will be seriously dealt with in accordance with the public service rule.”

Audi said: “Officers and men of the Corps are to display professionalism and maintain a high sense of discipline, humility and integrity in service delivery throughout the election period. Above all, officers are to acquaint themselves with the provisions of the Electoral Act as regards the Rules of Engagement and also be fully mindful of the electoral offences as contained in Section 29 of the Act.

He lamented that: “The risk factors associated with election has been aggravated by other security threats such as, Separatist agitators (IPOB, ESN) kidnapping, thuggery, ballot box snatching and electoral frauds. To ensure effective monitoring before, during and after the election, the NSCDC will be deploying 20,000 officers and men for the conduct of the election.”

NDLEA To Establish Standard Rehab Centres In Geopolitical Zones

THE National Drug Law Enforcement Agency (NDLEA) said it would be establishing a standard rehabilitation centre in each of the six geo-political zones to treat the high number of persons suffering drug addiction across the country.

This was disclosed in Abuja on Wednesday by the Chairman/Chief Executive of the NDLEA, Brig. Gen. Buba Marwa (Retd) at the 5th Biennial National Symposium on Drugs and Drug Policy in Nigeria organised by the Centre for Research and Information on Substance Abuse (CRISA).

Speaking as the Special Guest of Honour at the symposium, Marwa said
“Substance use and abuse around the world including Nigeria is on the increase in terms of the proportion of the world’s population. Findings from the National Drug Use Survey (2018) conducted by the UNODC revealed that 14.4% or 14.3 million Nigerians aged 15 – 64 years had used a psychoactive substance in the past year for non-medical purposes, meaning that One in Seven persons has used some substances other than alcohol and tobacco.

“More worrisome is the finding that among every four drug users in Nigeria, one is a woman. Above findings of the survey by UNODC give a troubling portrait of drug abuse in Nigeria and we can no longer live in denial that Nigeria has a thriving illicit drug culture.”

Marwa said as part of efforts to stem the tide, the agency has proposed the construction of six standard rehabilitation centres across the six geo-political zones in the country beginning from next year.

He said three of the centres would start next year as already proposed in the 2022 budget.

He said: “There is no doubt that substance use impacts negatively on the individual, family and the society in general. substance abuse affects the physical, social and psychological levels of the user and family members. Evidence has shown that COVID-19 infections are higher or more common with people diagnosed with Substance Use Disorders (SUD) hence addiction care must be reinforced in order to avoid complications of SUD and COVID-19.

“Reducing the demand for illicit drugs in the society depends to a large extent on the successful treatment of existing drug users. This fact accounts for the shift in global drug policy viz the treatment of drug problems as a public health issue. Consequently, we have operationalised our Standard Practice and Policy Guidelines, a treatment and rehabilitation document developed in conjunction with UNODC. The document, like a field manual, provides synergy among our counsellors and further boosts our capability at treatment and rehabilitation.”

Other dignitaries who spoke at the event include Hon. Onofiok Luke, Chairman House of Reps Committee on Judiciary; Prof Isidore Obot, Executive Director, CRISA; Representatives of EU, UNODC and Prof. Ibrahim Abdu Wakawa who delivered the keynote address among others.

COP 26: Nigeria Asks Developed Countries To Honour $100Bn Pledge On Climate Support

NIGERIA has asked developed countries to honour the pledge of $100 billion annually to support climate action in developing countries.

Addressing a press conference on Wednesday in Abuja on the position Nigeria would be presenting at the 2021 United Nations Climate Change Conference (COP 26) holding in Glasgow between 31 October-12 November 2021, co-hosted by United Kingdom and Italy, the Minister of State for Environment, Chief Sharon Ikeazor said: “We require the developed countries to honour the word given made back in 2009 of mobilizing $100 billion per year by 2020 to support climate action in developing countries.”

Ikeazor while lamenting that developing countries especially those on the Africa continent bear the brunt of carbon dioxide (CO2) emission, noted that: “Recent announcements, including President Joe Biden’s pledge to double US climate finance, have brought developed countries closer to honoring the pledge.”

She however said more needed to be done to restore credibility and strengthen trust between developing and developed nations.

Ikeazor noted that “considering that Africa is at the receiving end of climate change impacts, our focus will be to strengthen our ability to adapt to climate change impacts.

“Also, another important element for discussion at COP26, is the question of how to deal with economic and non-economic harms caused by climate change impacts which cannot be avoided through adaptation or mitigation, known as ‘loss and damage’. As we look towards the firming up of increased finance for adaptation, we also look forward for progress in the operationalization of the Paris Agreement’s ‘Global Goal on Adaptation’.

She disclosed that: “The Prime Minister of the United Kingdom of Britain and Northern Ireland, His Excellency Boris Johnson has invited Heads of States and Government to participate in the World Leaders Summit (WSL) and High Level segment scheduled for Monday 1st and Tuesday 2nd November 2021, during which the World leaders will have the opportunity to make national statements.

“HE President Muhammadu Buhari will be attending the WLS and will read Nigeria’s Statement at the event. Mr President is to attend alongside a high-powered delegation consisting of some State Governors, Ministers and other select government functionaries.”

She noted that: “Climate change will transform the way we live, causing water shortages and making it harder to produce food. Some regions could become dangerously hot and others uninhabitable because of rising sea levels. Extreme weather events – like heatwaves, downpours and storms – will become more frequent and intense, threatening lives and livelihoods. People in poorer countries, which are least able to adapt, will suffer most. The past decade was the warmest on record, and governments agree urgent collective action is needed.”

The Minister said Nigeria has on hand negotiators who would assist the country in getting good deals.

She said: “The UNFCCC negotiations provide a forum through which all parties openly communicate their interest and challenges on climate change issues and then reach consensuses on how to move forward. A country party delegation consisting of one or more officials empowered to represent and negotiate on behalf of their government.

“Based on the tradition of the United Nations, Parties are organized into five regional groups, mainly for the purposes of electing the Bureau, namely:
African States, Asian States, Eastern European States, Latin American and the Caribbean States, and the Western European and Other States (Australia, Canada, Iceland, New Zealand, Norway, Switzerland and the United States of America). Developing country Parties generally work through the Group of 77 to establish common negotiating positions through the African Group of Negotiators (African Group) which Nigeria belongs to.”

Two Hospitalized As Fuel Dispenser Explodes In Delta

A 44 years old man and his wife narrowly escaped death as Fuel Dispenser explodes while dispensing fuel into a motorcycle at Kioyer Energy Services Nig. LTD Oleh, Isoko South local government area of Delta State.

Narrating the incident, Mr. Joshua Egeme now receiving treatment at a private hospital in Oleh said, he and the wife went to buy fuel at Kioyer Energy Services Nig. LTD filling station and as the dispenser was dispensing fuel into his motorcycle, the meter exploded, leaving both of them severely burnt.

He stated that the fuel attendant had dispensed some quality of fuel into a container before the meter was programed to dispense fuel to his motorcycle. According to him, the meter immediately exploded and splashed the fuel in the container to their body, engulfed both of them, the motorcycle and got them burnt unexpectedly.

It was gathered that the fire was put off by men of Delta State Fire Service Oleh, Isoko South local government area, who timely arrived at the scene to salvage the situation. The fire only affected the man, his wife, the meter and the motorcycle that was burnt beyond recognition.

Accordingly, the man is responding to treatment at an undisclosed private hospital in Oleh, just as the wife was referred to another private hospital in Warri for immediate attention and treatment as her burns was more severe.

The Divisional Police Officer of Isoko South local government area, SP Paul Oboware confirmed the report, just as Kioyer Energy Services Nig. LTD, was under lock and key when our correspondent visited the area.

THE SUDANESE CRISIS: AN UNHOLY ALLIANCE

THE fragile peace and the mutual suspicion that has led to the loudest silence, between the military and their civilian counterparts in a novel power- sharing sovereign transition council, headed by General Abder Fattah al- Burhan in Khartoum, has broken down.

The Soldiers have unwittingly shut the ever yawning doors against their civilian colleagues, while grabbing the full power to rule, by fiat, to their utmost consternation.

For anyone who cares to know, that unequal yoking of the “cat versus rat” administrative formula adopted to bring about a peaceful transition to the embattled people of Sudan only needed enough time to give way.

This is so especially against the backdrop of frequent distrust amongst the parties (the civilians and the military) that made up the transition council. Who can trust even the benignest of a lion to be able to keep the goat in her custody for a long time?

One can recall that just last month of September, there was an attempted coup by elements loyal to the last President Omar Bashir, to upturn the immediate past arrangement.

That the crisis-ridden transition council was expected to deliver peace and stability that will usher in a responsible and representative government was an ambitious task. You cannot give what you don’t have.

The return of military coups in recent times in Africa is quite worrisome but not inexplicable. For the past two decades, democracy and democratisation have been smoothly entrenched in Africa, unhindered.

But while democracy hold sway, the problems of the people and society remained unchanged. This has successfully given the military the same reasons and opportunities adduced for their frequent interregnum in our democratic space.

As long as there is no change or development in Africa brought about by our elected leaders, the temptation of the messianic instinct of the military to test the waters every so often, cannot be wished away.

For Sudan and her new rulers, it is time to listen to and accept the worldwide condemnation of your actions by quickly putting in place, an acceptable and representative arrangement to put Sudan on the road to enduring peace and development. The earlier this is done, the better for the troubled nation.

Nigeria’s Drug Addiction Three Times More Than Global Average- Marwa

CHAIRMAN/Chief Executive of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (Retd) has lamented that Nigeria’s drug addiction is thrice the global average.

Marwa who ordered for the rooting out of drug barons and cartels from their various hideouts across the country, said: “The drug scourge in Nigeria is unacceptable with almost 15 million Nigerians abusing substances, 20 percent of who are addicted, which is three times the global average.”

The NDLEA boss, said: “We are conscious of our job to block and prevent availability of narcotic drugs, and that necessitated the formation of the Strike Force to enhance our capability for complex operations. The Strike Force is the tip of our spear in our interdiction efforts and as such we must keep the tip sharpened and always ready to strike because we need to be two steps ahead of drug barons and cartels operating in the country.”

Marwa who gave the charge for the rooting out of the drug barons and cartels on Monday to officers and men of the agency’s Strike Force Corps at the Graduation Ceremony of 143 officers from the Special Operations Training at the Nigerian Army School of Infantry, NASI, Jaji, Kaduna State.

He said: “With the training and graduation of these officers and men today, we serve a notice to the drug barons and cartels who are yet to get the message to quit the criminal trade that these well trained officers and men are coming to smoke them out as a formidable force anywhere in the country. As we equip and arm you well, be ruthless with the criminal gangs and merchants of death. Equally, I will implore you to display professionalism, discipline and respect for human rights in your operations.”

Marwa while disclosing that another batch of officers and men of NDLEA would be sent to NASI for similar training in the coming weeks, commended the Chief of Army Staff, Lt Gen. Farouk Yahaya, and the Armed Forces for the successes recorded so far in the fight against insecurity in the country.

He however tasked them not to rest on their oars, noting that “fighting insecurity is not like a football match that ends at the end of 90 minutes.”

Marwa, while reminding the new graduands of their position within the agency, said: “Note that the special nature of your training will require you to serve as a force multiplier to the conventional NDLEA officers in the field.”

He said: Let me warn you of the hazard along the way. It will come in various forms, ranging from physical assaults to stupendous temptations by traders and traffickers of illicit drugs. When the tempests arise, rise above them. Let your sense of duty remain uncompromised. Let patriotism prevail over pecuniary interest. Let no temptation prevent you from discharging your duties to the best of your ability. In whatever situation you find yourself, remember to not forgo your training about the rules of engagement, especially the respect for human rights.”

He added that: “It is also important that you always bear in mind that there is little or no margin of error in the execution of your task as the safety of all NDLEA officers on assignment, including yourself, will, at times, depend on the speed, accuracy and efficiency of the Strike Force team providing cover for the mission. On such occasion, your training will be called to test.”

In his remarks, Commandant, Nigerian Army School of Infantry, Maj. Gen. M.G. Ali, commended Marwa for repositioning NDLEA for efficiency and relevance within the country’s security architecture. He said the training, as the first of its kind will enhance the Agency’s capability to handle more complex challenges in its task of tackling drug barons and cartels.

Other top Army Chiefs at the ceremony include the Commander, Nigerian Army Infantry Corps, Maj. Gen. Victor Ezeugwu and Commandant, Martins Luther Agwai International Leadership and Peace Keeping Centre, Maj. Gen. A.J. Fagae among others.
