DELTA GOVT BOOSTS POULTRY AMONG YOUTHS **BENEFICIARIES GET FULL BIZ PACKAGE

Delta State Government has redoubled it’s efforts at increasing entrepreneurship prowess with improved yields in Poultry output for sustainable Agriculture, especially among the youths.

This exemplary feat was achieved by the state government when the Chief Job and Wealth Creation officer, Prof Eric Eboh distributed packages to the Green YAGEP beneficiaries of the 2019/2020 Cycle on Friday, September 04, 2020 at Delta State Rural Development Agency (DARDA) in Ibusa,

The beneficiaries who were 14 having completed training in Poultry Business and Management under the Youth Agricultural Entrepreneurs Programme (YAGEP) for three months were given day old broilers to begin their agricultural enterprises in Poultry.

Prof Eboh said the state government ordered for 7,000 birds from the AgricTed Hatchery in Ibadan and that each beneficiary received 500 day old broilers in addition to other support packages given to them earlier in preparation to kick start their businesses in Poultry.

He listed the establishment package for each beneficiary to include a 500 capacity poultry pen at maturity; 500 day old broilers; 145 bags of feeds given in tranches to avoid expiration; 20 adult drinkers, 20 adult feeders, 10 baby feeders and 10 baby drinkers; a roll of 15kg black nylon for brooding; provision of vaccines at different doses; 4 stoves and trainings.

He said the delivery and distribution were carried out in the night/early hours of the morning to protect them from the harsh intensity of the sun in order to keep them stable and to avoid mortality.

The Chief Job and Wealth Creation Officer represented by the Coordinator of YAGEP, Mr Samuel Ndikanwu, reiterated the state government’s resolve to make sure the programme succeeds, saying all machinery has been set in motion to ensure that all vaccines are administered to the birds at the right time under close supervision of their trainers.

Speaking on the establishment of beneficiaries in their personal lands in contrast to the YAGEP Cluster Farm method adopted in previous cycles, he explained, “The job creation office through its review of the previous cycles considered the challenge faced by beneficiaries whose places of residence are far from the YAGEP Cluster Farms. To solve this challenge and to sustain the programme, we now establish beneficiaries right in their premises and communities to ensure that the poultry farms are managed effectively and to achieve the desired result envisioned by the state government.”

Speaking at Owa-Alero, the first venue of the distribution, Uzoma Ebenezar said he was satisfied with quality of training given in terms of brooding, administration of vaccine, hygiene in poultry and establishment with a poultry pen which is 21 by 31 feet in size, drinkers, feeders, feeds to train the birds to table size amongst other support inputs.

Continuing, he cost the support package provided by the government to each YAGEPreneur in Poultry to be above 2m, pledging to make good use of the opportunity to provide jobs for other unemployed youths in his community.

At DARDA in Ibusa, Precious Obaje said that the establishment package came to her as a surprise as she was not expecting that much, emphasizing that the state government gave them all, from training to marketing of products, which they need to succeed.

Also speaking from Sapele in a telephone interview, Okiemute Beauty expressed her gratitude to the state government for the opportunity given to her to train as an entrepreneur with a pledge to work hard to sustain her business and to uphold the vision of the Governor of building a new generation of entrepreneurs.

OUR POLITICS AND THE SEARCH FOR A TRUE NIGERIAN (2)

In my earlier treatise, ( far before the NBA and El-Rufai’s “search” for the true Nigerian), I had made attempts to dispassionately look at the possibility of one thinking Nigeria first before Tribe and its stultified tributaries.

It is on the basis of this that I would like to search further, the many contending angles that seeks to assuage and unconsciously eulogize and emphasize ethnicism above the nationalistic ethos of being a Nigerian.

One of such interesting but intricate angles is what is often referred to as ‘True Federalism’. This popular concept has been ignorantly and selfishly adduced as the panacea to our crises of identity and horizontal citizenship.

While those who equates true federalism with the equal distribution of national opportunities in order to douse the fire of micro- nationalism are drumming for support; those advocating for “Unity in Diversity ” are emphasising the need for corporate recognition of the rights of sub-nationals and the annexation of such diverse strengths for collective advantage and advancement.

These differing positions within the comfort of the construct of what true federalism is or should be, helped in no small measure, to further complicate the already cumbersome search for who the true Nigerian is.

As partisan and controversial as this concept of True Federalism is, it is rather unfortunate that the general perception still remains that of pacifying the centrifugal tendencies to keep us solidly glued together to the centre by an equal distributive means of enjoying the national cake.

‘True Federalism’ therefore, becomes a tool to accommodate the rising tongues of dissenters and secessionists agitating for self determination within the present arrangement. The other flip side of a possible exploitation of our diversity for a collective advantage is frowned at.

While I will not allow the issue of federalism to ‘ distract’ my focus especially against the fact that it doesn’t directly impact on the possibility of thinking Nigerian, it must be noted, too, that denying someone the opportunity to express himself as he wants nationally can force one to look inward to primordial tendencies for a succour.

The popular argument that true federalism is the solution to disunity, chaos, poverty, unemployment and inequality is gradually becoming perpendicular to the real issues of the well being of the teeming masses of the downtrodden.

This is because the much talked about federal character, revenue allocation et cetera is purely elitist and therefore can only settle and solve the problem of the elites. The majority poor population is excluded, as always, in the scheme of things.

How do we imbibe a culture or an attitude that unconsciously jettisons the inherent ethnic persona in us to quickly embrace our Nigerianess in our daily transactions among one another?

I mean making permanent, that temporarily feelings of patriotism when a Nigerian team filed out against the Brazilian counterpart in that crucial soccer game? This, truly, is my search today.

Isoko Union Lauds Bashorun Askia For Sponsoring Language Project In Schools

The leadership of Isoko Development Union (IDU) and Traditional rulers of the various kingdoms in Isoko Nation have commended the efforts of the Managing Director of Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh, for single-handedly sponsoring the Isoko language project, to save it from extinction.

The President General of Isoko Development Union (IDU), High Chief Iduh Amadhe, speaking on behalf of the Union said that the role of Bashorun Askia Ogieh in the transformation of all the facets of development is noteworthy and commendable.

He stated this during the very successful Mid Year Conference attended by Isoko stakeholders, leaders, traditional rulers, Presidents-General of various clans and Chairmen of all branches as well as sons and daughters of the Isoko nation at the IDU Secretariat in Oleh, Isoko South local government area of Delta State at the weekend.

Recall that Bashorun Askia, has through effective collaboration with Dr. (Mrs.) Elizabeth Oghenekome Agbada, Dean of School of Languages at the College of Education, Warri, sponsored the writing and teaching of Isoko language books for Junior Secondary Schools (JSS 1 to 3) in both the public and private secondary schools across the country.

It was also disclosed that the Isoko Language Project have been given approval by the Federal Ministry of Education, Abuja.

Meanwhile, Bashorun Askia, speaking at the IDU Mid Year Conference, promised to pay the minimum wage emoluments to not less than 40 Isoko language graduate teachers throughout Secondary schools in Isoko land to encourage the revival of the language.

When asked about what prompted his sponsorship of the Isoko Language Project, Bashorun Askia said “It is my love for the Isoko language”, adding that “the language is the key to the identity of any ethnic group.”

According to him, “Language is that cultural identity that every ethnic nationality has that binds them together.’

“And it’s is in such a way that it dates back to the time that the place was founded. Although there would be some changes over time but the language is the major identity that brings people together.”

He noted further that “Over time, I just discovered that the language was going into extinction, maybe because of civilization, modernization and that our people are traveling here and there and due to inter ethnic marriages to people of other ethnic nationality.”

He explained that “When the Father and Mother are not speaking the language, the children can’t cope but we need to make a conscious effort to make sure that the language is not extinct.”

Speaking further, Bashorun Askia said “I felt I should take that as a responsibility as a Chief, you recall that I’m the Udu of the entire Isoko Nation. I’m also the Odio of Traditional Chiefs of Uzere and these are built on the solid foundation of the language. In line with that calling, I have to step up, protect over that aspect of it to bequeat an enduring language of Isoko to our people, that is my love for it.’

Highlight of the event was the official presentation of the Isoko language books for Junior Secondary Schools (JSS 1 to 3) to the President General of Isoko Development Union (IDU).

DESOPADEC Intervention In Isoko: Bashorun Askia Reels Out Score Card

Managing Director/CEO of Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh has revealed that the Commission has delivered 41 projects, while 29 others in the pipeline are already awarded and in various stages of completion in the entire Isoko Nation.

Bashorun Askia made the disclosure while delivering his scorecard during the Mid Year Conference of Isoko Development Union (IDU), held at the IDU Secretariat in Oleh, Isoko South local government area of Delta State on Friday, August 28, 2020.

The Conference was attended by Isoko stakeholders, leaders, traditional rulers, Presidents-General of various clans and Chairmen of all branches as well as sons and daughters of the Isoko nation.

Bashorun Askia, who promised to provide the pictorial and video evidences of the landmark projects at the fortcoming and enlarged Conference, listed a few of the DESOPADEC modest contribution to the development of the Isoko people.

He mentioned some of the projects as the Isoko House and landscaping, the Opute Hall, Ozoro; Ultra Modern Civic Centre, Uzere; Model Secondary School, Uzere; Six units of 3 bedroom bungalows for visiting Lecturers, Hostel facilities for Post Graduate students and Structures at the Engineering Faculty at the Delta State University, Oleh Campus.

Others are the Ofagbe – Ibrede link road, ENURU Street (Isoko Standard Road) close to Yanga market, re-constructed Six classrooms block with offices allocated and well furnished at Owholomu Primary School, Olomoro, among others cutting across both Isoko South and Isoko North local government areas.

In an interview with newsmen, shortly after a foundation laying ceremony of an IDU multi-million naira project inside the Secretariat Complex, Bashorun Askia said that DESOPADEC as an agency has done a lot in the development of various oil bearing ethnic nationalities in the state, including the Isoko nationality.

According to him, “I was invited to the Conference and asked to say a word on what I have done, I just have to give summary with an agreement that in the fortcoming December Conference, I will come with a more detailed report with a more pictorial evidence and videos.

“Within this time, we have been able to deliver 41 projects, which I’m ready to provide the pictorials to any body and 29 other’s are in the pipeline that are already awarded and in various stages of completion”, he said.

“You heard the President General also talking of the very critical road from Ofagbe to Ibrede, a road that is linking us with all our isoko people in the riverine communities and land also within Ndowka East. You recall that before now to access our people in Ndowka East you have to go through Kwala, Ashaka and all round but now with the request of the Isoko people we have been able to put in place a road, though still under construction and major part of it done, that will link our people to Ibrede which is the headquarters of the isoko people across that zone,” he said.

He also stated that DESOPADEC has intervened on the issue of flooding in some Isoko communities that are on the flood plain which make the people afraid of what will become of their homes and crops.

“There are a lot of other projects. DESOPADEC has intervened in that area and environs of Isoko in the axis or Uzere, Ekregbesi, Asaba-Ase, Ndowka East and Abari in Patani which you have to pass through. What we are doing now is that the issue of the ravaging flood will be seriously mitigated this time around.

“Our neighboring people of Asaba-Ase, Abari and some other isoko places across, that have been cut off from the main land here, we also had to intervene, indeed we are done with that now and that road is now open for traffic. These are modest contributions we have made among many others,” Bashorun Askia said.

Sickle Cell: Gov Okowa Commissions Newborn Screening Equipment In Delta

Delta State Governor, Sen. (Dr) Ifeanyi Okowa, on Wednesday inaugurated a Newborn Screening equipment for the treatment of sickle cell in the state.

The equipment was donated to the Sickle Cell Referral Centre, Asaba Specialist Hospital, Asaba, by 05 Initiative of the Wife of the Governor, Dame Edith Okowa.

At the ceremony, the Governor said that with the inauguration of the equipment, Delta had become the first state in Nigeria to have a “newborn and adult screening machine’’ in one system under High-Performance Liquid Chromatography (HPLC).

He thanked his wife for the vision to assist people with sickle cell disorder, thus assisting the hopeless in the society, and commended the 05 Initiative, which he said had had its drive sustained by donations from individuals and agencies.

He called for appropriate legislation for compulsory test for every newborn child across the country, adding that the government would do everything to support the screening of children across the state.

“Let me congratulate the 05 Initiative for truly impacting on the lives of our people in several ways. I have witnessed them do a whole lot of things for children, women, and the less privileged.

“They have gone further to reach out to our brothers and sisters in the prisons and I believe that beyond what they give, the fact that they carry out evangelism to the prisons will help make those people better citizens when they come out.

“When the issue of establishing sickle cell clinics across the state came up, I was wondering how they were going to achieve the feat. I am glad that they have succeeded in establishing these clinics in 13 hospitals across the state with donations made by our brothers and sisters across the state without the state government contributing a dime into the project.

“We must continue to recognise all those that have donated to this course. A lot of people now have hope that they can be attended to, because if you see the children that suffer from this disorder, they are usually in severe pains and their parents do not have the money to treat them.

“Nigeria is the headquarters of sickle cell disorder globally and unfortunately we have not paid more attention to the fight against the disease. It is important that we screen them early enough to prevent them from dying needlessly.”

“We need to come out with an appropriate legislation that will enable us to make it compulsory for every child that is born to be tested and there is a need to work on this. And I believe that those who have given support will continue to do so and in this regard whatever the government ought to do to also offer support to ensure that screening is done for our children, we will try to do our best.

“It is in the best interest of this nation to attend to them early enough because a lot of them die within the first six months to one year because we have failed to recognise that they are suffering from sickle cell disorder and we failed to attend to them.

“It is important that somebody ought to be the role model and I believe Delta State is able to do so, just as we have become the role model in the issue of health insurance to our people.

“Currently we are approaching the one million mark, but it is our hope that we will be able to scale up our health insurance scheme to the two million mark as we approach 2023,” the governor stated.

Earlier in an address, Dame Okowa had said “the inauguration of the newborn screening machine was a dream come true’’.

She expressed gratitude to God for testimonies coming from patients at the various sickle cell centres across the state and commended the health professionals at the centres for being compassionate caregivers.

The governor’s wife commended Governor of Central Bank of Nigeria, Mr Godwin Emefiele and the member representing Ika Federal Constituency at the House of Representatives, Mr Victor Nwokolo, for donating the money used for the purchase of the equipment.

“Today’s event is exceptional because we added important equipment to the number of machines that we have acquired at the very onset. The newborn screening machine will help to determine the genotype of the babies at birth and this is indeed a dream come true for the 05 Initiative family.

“Beyond visiting the sick which is part of the mission of the 05 Initiative, we are convinced that people living with sickle cell disorder can live a normal life once they access the health care provided by professionals and compassionate caregivers.

“I am confident that the use of these facilities will reduce the stress of mothers and to a large extent bring joy to families who are facing this challenge. It is important that we take this advocacy seriously so that people will know their genotype before they marry.”

The Commissioner for Health, Dr Mordi Ononye, had while welcoming guests to the event said that Sickle Cell disorder was a public health problem among blacks, with Nigeria having the highest cases in the world “as one in every four Nigerians has sickle cell trait.

He commended 05 Initiative for donating the newborn screening machine, and stated that it had brought about capacity-building for health workers as it would facilitate early detection of babies affected by the hemoglobinopathies in order to ensure early intervention and reduce the challenges of morbidity and mortality.

The inauguration witnessed health talks from Dr Chijioke Onyia of PineCrest Health Care Limited and the Medical Director of Asaba Specialist Hospital, Dr Peace Ighosewe.

FEMI FANI-KAYODE: THE TEMPER OF A VITRIOLIC CRITIC

Chief Femi Fani-Kayode is widely known for one conspicuously obvious reason. And that is far from his accidental appointment as the Nation’s Aviation minister or his biological ties with the famous Fani Power of the first Republic who happened to be his Dad.

Despite the fact that the above helped, in no small measure, in formatting his present persona, FFK became popular from his constant vitriolic darts of public criticism, chant, disagreement with the status quo and timeous vociferous bile of dissent with popular govermental opinion.

He got some right and missed so many targets, too. For so many people, FFK passed for nothing but an ethnic jingoist who have lost out in the power game at the centre. At some point, he was the only self appointed unofficial voice of the opposition PDP, especially when the embattled Olisa Metuh lost his voice and was fighting for his dear life.

But the recent event, that saw him shouting down and emotionally asaulting Eyo Charles, the Daily Trust journalist for asking a seemingly innocuous question in his professional line of duty, threw him up as a bully par excellence, waiting to be unveiled.

Fani-Kayode is not new to criticism. He loves and cherish controversy, dissent and likes to fan the ever yawning embers of tribal fault lines and discontent.

What FFK did to Eyo Charles is simply metaphorical of the basic oppression the average journalist, nay Nigerian, face in the hands of our overbearing elites and task masters.

Fani-Kayode couldn’t hide his pretentious populist grandstanding. He was flippant and pedestrian when he asked the popular Nigerian elite intimidating question: “Do you know who I am”?

Much as I would like to say that the FFK outburst was misplaced and uncalled for, I would like him to tender an unreserved apology to the umbrella body of the NUJ in general and Mr Eyo Charles in particular.

Like a hunter who dislikes being hunted, FFK’s vociferous outburst and misplaced denigration of Eyo Charles in the presence of his bewildered colleagues is an assault on our collective conscience and what journalism stands for — the societal watchdog.

The fact that the erstwhile young, dashing, outspoken former minister is gradually growing into an untamable monster is a cause for concern for advocates of youth leadership in Nigeria. His tongue has been caustic, no doubt. But FFK will be doing himself a disservice if he allowed it so. Let him come down from his high horse. Let him swallow the humble pie and apologise.

Until and unless he does that, he will have no moral justification to fire any salvo at any given opportunity as his custom is.

Amazing: See Least Indebted State In Nigeria

Borno State Commissioner of Finance, Budget and Economic Planning, Alhaji Adamu Lawan on Monday claimed the state remains the least indebted state in the country.

He said this was despite the fact that the state is indebted to the tune of N96 billion.

The Commissioner made this claim while addressing a press briefing on the state’s 2020 Revised Budget in Maiduguri.

The Commissioner who said that the budget was revised in order to cope with worldwide economic stagnation brought about by the adverse effect of COVID-19, disclosed that the N96 billion debt the state is owing comprises of pensions , gratuities, contractors arrears among others. 

He narrated that despite the debt of the state, it never meant that the state was in a bad state.

He noted that by the rules of the Department of Management Office of the Federal Government whenever any state is collecting a loan, the office used to do what is called debt sustainability analysis to determine whether the state is capable of collecting loans. 

He said: “Borno state is least indebted state in terms of debt because the state debt profile is still below 20 percent threshold.  Once you do not pass the 40 percent threshold, the DMO will not allow the state to borrow money anywhere.”

He said: “The 2020 budget was revised to reshape the priorities of the government for effective and efficient implementation and for good governance, in the face of the adverse effects of COVID-19 global pandemic.”

Adamu added that: “The original 2020 budget was tagged budget of recovery and Stabilization in line with Governor Zulum’s solemn declaration during his inaugural address that this administration will “build on the solid foundation already laid in the 10-pact transformation agenda to take our beloved State to the next level.

“The 10-pact transformation agenda will consolidate on the gains so far achieved and also restore the dignity and prosperity of the State.

“It is an all-inclusive agenda bringing everybody on board with a view to salvage and build a virile, strong and prosperous State. This philosophy informs the policy thrust of this administration anchored on good governance, transparency, and accountability, rebuilding of infrastructure, resettlement and rehabilitation of IDPs, restoration of peace, agricultural transformation and job creation, provision of qualitative free education up to senior secondary school level, improved health care services, etc.”

He however said: ” Fortunately, these objectives are not affected by the amendment to the budget. This is because the reduction in capital expenditure were largely non-essential and/or administrative purchases.

“However, as the amendment is informed by the global pandemic – Covid-19, the response expenditure is central to the revised budget,” he declared.

He disclosed that: “The Approved Revised 2020 Budget size is One Hundred and Eight Billion, Eight Hundred and Sixty-Two Million, Three Hundred and Forty-Eight Thousand Naira (N108,862,348,000) against the original 2020 Approved budget size of N 146,894,223,000. 

“The Approved Revised 2020 Budget size of (N108,862,348,000) is N38,031,875,000 i.e. 26% less than the Original Budget of N146,894,223,000.”

LG Election To Hold November 28 In Borno

Elections into local government councils in Borno State are now to hold on November 28, 2020, the Borno State Independent Electoral Commission (BOSIEC) has announced

The electoral body also said all political activities in the state could now commenced preparatory to the election.

The election which was earlier scheduled to hold in June had to be suspended because of COVID-19.

Addressing a press conference on Monday, the Chairman of BOSIEC, Alhaji Abdu Usman said November 28 has been fixed for the elections into the 27 councils of the state.

He said: “I have the singular honour and privilege to address you today (Monday) on the resumption of political activities in Borno State.

“It is also to resume full political activities in order to entrust full democratically elected leaders at the grass root or third tier of government.”

He said the processes to enable the Commission to supervise and ensure credible election in all the 27 local government areas of the state are now in place.

Usman said: “Modalities have been put in place with the time table for the electoral processes which is being kick started today with the press briefing which is aimed at notifying all stakeholders as well as political parties who may be interested in vying for various offices.”

He assured of the position of the Commission to conduct free, fair and credible election that “will stand out as best.”

GOV NASIR EL- RUFAI’S DISINVITATION AND OTHER STORIES

When the ecclesiastical come calling, every other duty or obligation of mine takes the back seat. This is the very reason yours sincerely couldn’t catch up with the trends of events in the national and international arena, with an exhaustive discussion on any one of them in a single article as usual.

So, a rigmarole of some sort may suffice here, as I beg your pardon. From the ‘madness ‘ in Mali to Former President Obama’s unpresidential demarketing of President Donald Trump , there are issues everywhere.

The NBA’s disinvitation to El- Rufai, preventing him from speaking at the association’s annual event is seen as a masterstroke at bursting the bobble of the governor’s new found confidence on the western Nigerian elites vis-a-vis his recalcitrant stance and grandstanding on the Southern Kaduna massacre back home.

The Bar Association’s volte face was equally interpreted as a reflection of the prevalent internal contradiction coloured in ethnic cum religious tendencies within the Nigerian state, reflecting at a micro level.

The coincidental visit of the ebullient former Emir of Kano, Sanusi Lamido Sanusi to Kaduna and his attempt at explaining the incidence away in defence of his loyal friend became counterproductive in a way.

For the matter to attract the deposed Emir’s attention such that he kept on sermonizing on El- Rufai’s good virtues as against his widely proclaimed villainy, shows to his detractors that the NBA ‘bullet’ truly got to its target.

Nevertheless, a lesson on public governance is being taught: that it is better to be on the popular side of the people than to be haughty and masquerading as the champion on the side of the elites.

As the hate against President Donald Trump deepens coupled with the coordinated media war against him by the leftists, Former President Obama offers to be the arrow head of late. With a combined salvos from his wife, Obama took Donald Trump to the cleaners, calling for a rejection of any semblance of Trump at the white house come next election.

This was not after Africa rose up to the rude shock of a another madness of a coup d’etat in politically troubled Mali. The ‘juvenile’ military junta came in without a comprehensive plan on what to do nor a terminal date of their interregnum. Edo state gubernatorial elections are around the corner, too. It has been more of a war of words and character assassination than that of policy issues and development. We’re waiting for it to come and go with bathed breath and Prayers. At long last, we will still be fine. Permit me to continue my romance with the celestial. I will soon be back.

The Honourable Minister of Education, Malla Adamu Adamu has approved the appointment of Mr. Obini Onuchukwu as the Acting Registrar of Federal Polytechnic Oko in Orumba North Council Area of Anambra State.

His approval followed the recommendation of the Expanded Management Committee (EMC), the Highest decision making body of Federal Polytechnic Oko.

The recommendation was unanimously made by members of the EMC consisting of the five principal officers of the Polytechnic, Representative of the Hon. Minister of Education, Alh. Adamu Adamu and Representative of Executive Secretary of the Polytechnic’s regulatory body, National Board for Technical Education (NBTE) recently after its regular meeting.

The new Acting Registrar is Mr. Obini Onuchukwu before his appointment served as the Public Relations Officer and Chief Protocol Officer of the Polytechnic for about 10 years now.

He also served as a Deputy Registrar of the Institution for 8 years and holds two master degrees in Information Technology and Mass communication from Federal University of Technology Owerri (FUTO)and Open University of Nigeria (NOUN) respectively.

Mr. Onuchukwu holds Post Graduate Diploma in Information Technology from FUTO and Higher National Diploma in Mass communication from Institution of Management and Technology (IMT) Enugu.

The new Acting Registrar facilitated and participated in so many trainings of the Polytechnic with reputable Institutions of higher learning within and outside the shores of the country.

Mr. Onuchukwu served in high profile committees​ and desks which include Communication Officer, World Bank Assisted Project, STEB-B as well as ABUJA Liaison Officer Federal Polytechnic Oko.

The award winning Public Relations Officer started his career as a journalist with the News Agency of Nigeria (NAN) and served as a two term Chairman of Correspondents Chapel, Nigeria Union of Journalists (NUJ) Anambra State where he won several awards.

He replaced the former Registrar of the Polytechnic, Lady Stella Njaka who successfully served out her five year single tenure.

Abducted Village Head Released, Says “My Abduction, An Act Of Allah”

The village head of Mashio in Fune local government area of Yobe State, Isa Mashio has been released by his abduction, the Police said on Tuesday.

Meanwhile, the freed village head has described his ordeal as an of Allah.

The village head was abducted in a flurry of gunshots by unidentified gunmen on Saturday night in Mashio.

A message by the spokesman of the Police in Yobe State, Dungus Abdulkareem said he was dumped by his abductors at an open field near the state capital Damaturu.

Abdulkareem message reads: “Good morning gentlemen, greatfully be informed that Alhaji Isa Mai Buba was rescued from his abductors today 18/8/2020 at about 0600hrs.

“This came up as a result of efforts by the joint operation of security operatives in the state, where all routes linking the district of the chief to other locations in the state were beefed up and with conspicuous patrol which makes it impossible for the abductors to move out to their destination, they later released the victim in an open bush near airport along Gashua road, Damaturu.”

He added that the showed signs of stressed and fatigue and was taken for medical attention but would later be release to his family.

My Abduction, An Act Of Allah- Abducted village Head

The village Head of Mashio, Alhaji Isa Mai-Buba who regained his freedom three days after he was abducted by unknown gunmen, has described his ordeal an act of Allah.

Mai-Buba who revealed that his captors did not maltreat him, nor even alter a word with him throughout those hours he spent with them in the bush.
 
Speaking to journalists after he was found dropped in an open bush near Damaturu by his abductors, Mai-Buba said he was still at a lost who could have ordered his abduction since he was at peace with everyone, insisting that he believes his abduction was an act of Allah.

He revealed that the kidnappers were wandering with him in the bush throughout the night until he was rescued on Tuesday morning.
 
He said: “They did not touch me or do anything to me. They were just wandering with me in the bush. I was with seven of them.
 
“I don’t known who I have offended. This thing comes from Allah and I take it that way. They were speaking Fulani and Hausa.”
 
He added that: “This has never happened in Mashio before now and I pray this will be the last of this.”

It was gathered that the village head was rescued by a combined rescue operation of the Army, Vigilante and volunteer hunters.

After the ruler was rescued, he was taken to a military facility in Damaturu to be examined.

OUR POLITICS AND THE SEARCH FOR A TRUE NIGERIAN (1)

Against the backdrop of both the objective and subjective conditions that have helped to shape Nigeria’s Political History over time and her citizens’ perception of one another; it is also pertinent to seek to know who the true Nigerian is today.

In a thorough search of this magnitude, we must go beyond the opaque and theoretical provisions of our constitution as regards the qualification for Nigeria citizenship.

This will help us take a philosophical trip to a workable consciousness of who a true Nigerian should be and not who we generally think he is.

To the most of us, a Nigerian is anyone that comes from any indigenous tribe within the geographical boundaries of the present Nigerian state; or one whose parents or grandparents hails from one of the many tribes in Nigeria.

This paraphrased constitutional provision helps to create our collective perception that degenerate into negative tribal relations and mutual suspicion and disharmony that we’re witnessing today.

As such, everyone seems to first of all, think of his tribe and her welfare before the conscious realization that he’s supposed to belong to a much broader and superior affiliation than his tribal lineage. And this truly, could be the crux of the matter.

It is on the basis of this peripheral scope that the politics and politicking of today is hinged; albeit dangerously. Yet the question remains: who or what will help us think differently?When do we begin to think ‘progressively’ Nigerian? And what truly, do we mean by this?

The ideological gap and the odious perception differentials of who a true Nigerian is ( vis-a-vis who he should be) as encapsulated by the Nigerian Constitution and the seemingly herculean desire to elevate such perceptions therefrom, to the possibility and practice of “thinking Nigeria first” before tribe, is this writer’s utmost concern.

Agreed that adjusting our mindset to this, going forward, is no tea party; but remaining with the status quo will continue to be like the morning fog in a bright day, for progressive politics and politicking in Nigeria in many years to come.

Stories had it that one of our foremost Nationalist, Chief Obafemi Awolowo, was a true believer of Nigerianess by tribe. He saw himself, first of all, as a Yoruba man . His contemporary, Dr Nnamdi Azikiwe ,was of the opposite divide. But the truth remains that these early nationalists’ perception laid the foundation for tribal politics and political parties in Nigeria.

But there’s a ‘caveat’ here: while the tribal politics of old ‘helped’ to develop the regions as it were, today’s tribal politics helps only to ‘develop’ individual pockets and interests. There’s a gulf between the two, obviously.

When will an Aminu, born and raised in Enugu state ,be free to contest for an elective position with a Chukwudi in Enugu? When will an Okorie, sleep with two eyes closed in Kano comfortably for the whole of the 365 days in a year or 366 days in a leap year with an irresistible feeling of peace and pride as a true citizen of Nigeria? When will a Bunu, from Kaduga in Borno state be accepted as a running mate in a gubernatorial election to an Olawumi in Osun State?

Answers to these probing questions encapsulates our collective dilemma today as a nation. It is obvious that tribalism and tribal politics has failed us. But should we continue with it as though all is well? Your guess is as good as mine.

Asaba Int’l Airport Has Re-Opened For Commercial Flight Operations

The news of Asaba Airport’s re-opening has been confirmed and contained in a statement signed by the Secretary to the Delta State Government, Chiedu Ebie and made available to Blank NEWS Online on Thursday, August 13 2020.

It reads:

“The Nigerian Civil Aviation Authority (NCAA) has approved the re-opening of the Asaba International Airport for commercial operations.

“The approval was conveyed to the Delta State Government following the inspection of Asaba International Airport last week by officials of the NCAA to ascertain the level of preparedness for its re-opening pursuant to the Federal Government’s lifting of the ban on local Air Travel.

“The NCAA in its letter conveying the approval stated that the Asaba International Airport had satisfactorily fulfilled the requirements of the COVID-19 restart guidelines and protocols and therefore had been granted the authorization to resume normal operations.

“We thank the management of the NCAA for their promptness and professionalism and assure air travellers using the Asaba Airport of the continued commitment of the Delta State Government to the provision of modern facilities for the effective and efficient operation of the Airport.”

It could be recalled that the SSG had a week earlier, on Thursday August 6, 2020 during an inspection conducted by the Airport’s Project Director, Mr. Austin Ayemidejor comprising the SSG, Commissioner for Information, Mr Charles Aniagwu, his counterpart in the Ministry of Finance, Sir Fidelis Tilije and the Chief of Staff, Government House, Chief David Edevbie; said the airport was fully set to host full flight operations.

He claimed the Asaba Airport was ready to resume flight operations, several months after it was shut down due to Coronavirus pandemic which paralysed business and socio-economic activities across the globe.

Ebie said that the state government had put necessary protocols in place at the airport for passenger compliance with COVID-19 injunctions given by Nigeria Centre for Disease Control (NCDC) for aviation activities.

He explained that the inspection was to ascertain the level of preparation on the part of the management of the airport for full resumption of flight operations in the airport.

Ebie said that personnel of the airport had undergone training to enable them function optimally in line with the “new normal’’.

Meanwhile, when flight operations resumes, no fewer than six airlines, including Ibom Air, Azman and Arik Air, would be on the Asaba route.

Earlier, the Special Project Director of the airport, Mr Austin Ayemidejor, had said “steps have been taken to ensure that there is physical-distancing, compulsory wearing of face masks, washing of hands at the point of entry and temperature check”.

Tim Owhefere; the Director General Warri/Uwie Development Agency, Comrade Ovuozourie Macaulay and other political leaders of Isoko extraction, have commiserated with HRM Othuke Murphy Urugbezi, Ogwara 1, the Ovie of Ellu kingdom Over the demise of Queen Fatimatu Urugbezi at Ellu, Isoko North local government area of Delta State.

Speaking to journalists at the palace of the Ovie of Ellu kingdom, the political leaders described the loss of Queen Fatimatu Urugbezi as painful and sudden, noting that she was caring and generous to many people. They prayed God for the repose of her soul and consoled the monarch and immediate family over the irreparable loss. Saying, “Words are not enough to describe the life she lived”.

Also speaking was the commissioner of DESOPADEC representing Isoko ethnic nationality, Barr. Dr. Paul Owhe, Commissioner for Transport Delta State, Hon. Ovie Oghoore, Chairman Peoples Democratic Party (PDP) Isoko North, Prince Godwin Ogorugba and the President General Isoko Development Union (IDU), High Chief Iduh Amadhe. They said, Queen Fatimatu lived a life worthy of emulation even as no one has power to control death, adding that her death is great loss to the monarch, Ellu kingdom and Isoko nation.

While commiserating with the monarch and the family of Queen Fatimatu Urugbezi, Mrs. Cynthia Abbott described the death as painful because “she was nice to everybody and a good mother”. Cynthia eulogized HRM Murphy Urugbezi Ogwara 1, the ovie of Ellu kingdom as “a man of the people that does not discriminate”. She prayed God to grant the monarch the fortitude to bear the loss.

Chief Stephen Okoh, the Okugbe of Ellu kingdom and Princess Christy Ichofu, one time staff of Delta Broadcasting Service (DBS) Warri, also described Queen Fatimatu as a laughing mother with no dull moment, “a mother that embraces all and never reacts with anger, humble and tolerant. I miss her and may her soul rest in peace”, she said.

The son to Queen Fatimatu Urugbezi and Senior Special Assistant (SSA) to Governor Okowa on youth matters, Chief Ufuoma Urugbezi commended friends and sympathizers that attended the burial and said, “we are here for the purpose of burial, but it has changed because I have friends that love and all around me”. Adding that the death of his mother is acceptable just as everyone will die someday.

In attendance was the Ellu Council of Chiefs, Muslim community, Ellu families, Egweya of Ellu and Aradhe communities, Royal Majesties from various Isoko communities and Hon. Emmanuel Okoro, former Speaker Delta State House of Assembly among others.

Elumelu: Senate C’ttee Chair Akinyelure, Backtracks On N41bn Fraud Allegation

The Senate Committee Chairman on Ethics, Privileges and Public Petitions has denied media publication reporting it to have indicted the Chairman of the UBA Group, Dr. Tony Elumelu, over a N41 billion allegation fraud.

This followed a clarification by the Senate Committee in which it distanced the person of Dr. Elumelu from the alleged fraud and claimed that its position on the matter was misinterpreted.

The document entitled “Clarification of Allegations of False and Malicious Publications Against Chief Tony Elumelu, Chairman/CEO of UBA Plc” was signed by the Chairman of the Senate Committee, Senator Ayo Akinyelure and was sighted by journalists on Wednesday August 12th, 2020 at the National Assembly, Abuja.

The clarification came after two Senior Advocates of Nigeria (SANs) Mr. Lawal Rabana and Mr. Oluwakemi Balogun, who are lawyers to Elumelu, in a letter to Senator Akinyelure, intensely frowned at the allegation as false and threatened to sue the senator if he failed to retract the publications and apologise to the UBA Chairman within seven days.

The lawyers had described the reported allegation as malicious with the intent to destroy Dr. Elumelu’s personal and business reputation.

They further described the allegation as sub-judice because when UBA previously appeared before the Senate Committee on Ethics, Privileges and Public Petitions, attention was drawn to facts and circumstances leading to the disputes on the alleged financial indebtedness which was pending before the Supreme Court.

In his clarification, Senator Akinyelure explained that there are two separate petitions before the Senate Committee with parties holding divergent claims.

The lawmaker explained that his decision to address the press was to “distinguish between the two petitions and was not meant to cause malicious damage to the management of UBA Plc…”

According to Senator Akinyelure, ‘my media briefing was therefore never intended to blackmail or cause any malicious damage to the reputation of Chairman/CEO of UBA Plc, Chief Tony Elumelu or any of its officials but our responsibilities to the whole Nigerians as democratically elected representatives of the people in the legislature to fight for their rights where we feel that their rights have been infringed upon.

“It is my belief that Chief Tony Elumelu, the Chairman of UBA Plc, a man of integrity and a celebrated banker of high repute over the years in the banking industry, has not been properly briefed about what transpired between my Committee and UBA Plc representatives and therefore misinterpreted the noble gesture of the institution of the Senate of the Federal Republic of Nigeria to resolve the issues as a win-win situation for the benefit of all Nigerians”, he stated.

It is however not certain if the UBA Group will accept the clarification as a public retraction and apology, which it demanded for.

Gov Okowa Is Committed To Peace, Security Of Lives In Delta – Uzor

In continuation of the peace advocacy to actualize the vision of a stronger Delta, the Special Adviser to Senator Dr. Ifeanyi Okowa, governor of Delta State on peace building and conflict resolution, Chief Edwin Uzor JP, has reiterated government commitment to the security of lives and sustaining enduring peace towards the development of Isoko North local government area of Delta State.

Chief Uzor gave the hint at Opute Hall Ozoro, Isoko North local government area, during the peace advocacy workshop for communities in Isoko North. He urged the people to give the state government enabling peaceful environment for development, as the country is going through reforms that will bring positive changes.

Uzor stated that the changes will not happen overnight even as occasionally, there could be frustration, disappointments, or criticisms that could lead to escalation of tension, but peace should remain as our ultimate goal. He added that without peace there will be no development just as the life of many people will be turned into a dream.

The special adviser called on the people to stop fighting and killing themselves which according to him cannot provide the required solution to inter – personal or inter communal crisis currently posing challenges across the state and nation at large. He urged the people to spread the message of peace, noting that “we can support and contribute to lasting peace in Isoko Nation”.

On his part, the Chairman of Isoko North, Hon. Emmanuel Egbabor said, the spirit of give and take is required in the process of negotiations, adding that where there is no understanding and tolerance, the outcome is breakdown of peace and security.

Egbabor maintained that the causes of violence and conflict in the local government are “disagreement over ownership of land, dispute over boundary, traditional ruler’s inheritance, election results, crises over communities elections, youth matters, rivalry within and among cult groups, crises from oil bunkering activities and entitlements from oil companies”.

Egbabor stated that “resolving issues that would have caused mayhem to save lives is cheaper than to allow the crises degenerate into war”. He urged the people to be involved in strategies that can prevent intra – communal and inter – communal crises and foster a more cohesive community- people relationship.

Other speakers during the peace advocacy workshop were Dr. David Idoge, Dr. Akpotu Chris, and Ambassador Caroline Usikpedo. They emphasized on major aspects of the culture of peace and non – violence to include, human rights, democracy, tolerance, promotion of development, education for peace, the free flow of information and wider participation of women and youths.

The speakers maintained that, there cannot be true peace unless the mind is at peace, adding that setting a new agenda for sustainable peace in Isoko Nation requires tolerance, solidarity and dialogue to settle differences. They cautioned that Isoko has experienced enough violence and cannot afford more, emphasizing that “the time to act is now”.

In separate speeches, the Majority Leader Delta State House of Assembly, Hon Tim Owhefere, the Director General, Warri / Uwie Development Agency, Comrade Ovuozorie Macaulay, the President General Isoko Development Union, High Chief Iduh Amadhe and the Commissioner for Transport Delta State, .Ovie Oghoore, urged the people to sustain the culture of peace through equity, fairness and justice.

They appealed to community leaders to cooperate with members of various communities with patience and understanding in building peace and to resolve conflicts, noting that fighting and confrontation should not be an option to settle conflict. They urged the people to use dialogue and negotiations to resolve crises, emphasizing that “we are one as Isoko people”.

In attendance were traditional rulers, president’s general, political appointees from Isoko North and South, some executive members of Isoko Development Union and a cross section of women, youths and notable leaders from Isoko North local government area of Delta State.

Communique Expected As N’East Govs Meet In Maiduguri. *Security Top Agenda

A communique is expected later in the day as Governors of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe states, making the North East Region, are meeting in Maiduguri the Borno State capital.

The meeting, by forum of northeast governors, is a follow up to the first held March in Gombe, which was hosted by Governor Inuwa Yahaya.

Borno Governor, Professor Babagana Umara Zulum started receiving the governors from Friday afternoon to earlier today in Maiduguri.

The opening ceremony held the government house in Maiduguri after which the governors went into closed door. Zulum welcomed his colleagues to set the tone.

Present were governors of Adamawa, Ahmadu Umaru Fintiri; Bauchi, Bala Mohammed and Gombe, Mohammed Inuwa Yahaya. Taraba and Yobe were represented by deputy governors of Yobe.

Zulum, in his remarks, laid emphasis on security challenges facing the region, problems of unemployment, over dependence on federal allocation and how to move the region forward.

The governors will in addition to discussing security and development issues, receive presentations from the Northeast Development Commission, NEDC led by its managing director; Lafarge Ashaka also by its managing director; the GMD NNPC; the AIGP Zone 15 Nigerian Police Force and the Nigerian Army by the theatre commander 7 Division.

Before today’s (Saturday) meeting, a technical committee comprising Secretaries of Governments from the six states and focal persons from the NEDC had deliberated for four days to come up with an agenda.

The team chaired by the SSG, Gombe state, Professor Ibrahim Abubakar Njodi met governor Zulum to brief him ahead of the meeting that is now holding.

NDLEA Arrests 85 Drug Suspects In Borno

Eighty-five (85) persons have been arrested for drug related offences by the National Drug Law Enforcement Agency (NDLEA) in Borno State.

The NDLEA also got two persons convicted for drug offences, the Borno State’s Commandant NDLEA, Mr. Joseph Icha told journalists at the weekend in Maiduguri.

Icha, who said those arrested fall between 20 and 47 years, noted that 84 were men and that only one was a woman.

Recounting the achievements of the agency, Icha said that in July, a total of 20.706kgs of assorted illicit substances were seized and withdrawn from circulation.

He said the substances seized include cannabis sativa (3.283kgs), cocaine (2.8gms), heroin (1.4gms) and psychotropic substances (17.419kgs).

He noted that: “Other drugs and prescription drugs of abuse that are in mils are as follows: codeine syrups 1200mils, pentazocine Injection 40mils, tramadol Injection 20mils and oxytocine 170mils, bringing a total of 1430mils.”

He disclosed that: “Forty-two 42) drug users were counselled within the month under review and were successfully treated and handed over to their families, while three other persons, referred to as clients are admitted to undergo residential counselling in the command.”

He said: “The agency enjoyed tremendous synergy with other sister security agencies operating in the state as well as the State government.”

The Special Adviser to Senator Dr. Ifeanyi Okowa, Governor of Delta State on peace building and conflict resolution, Chief Edwin Uzor JP, has urged community leaders, women and youths to take proactive actions in order to manage and handle conflicts in their respective communities through peace advocacy.

Chief Uzor gave the charge at Oleh, Isoko South local government area of Delta State during peace advocacy workshop for community leaders held at Isoko Development Union national secretariat.

He called on community leaders to prevent violence by acquiring capacity for development and strengthening the unity of community members to peacefully live with their neighbours and resolve conflicts without resorting to violence.

Uzor enjoined community leaders to enhance leadership ability towards building knowledge, skills, networks and better mindset as well as values to analyze and actualize the vision of the respective communities, adding that the SMART agenda of Governor Okowa for building a stronger Delta.

He maintained that women participation in the peace process will make a difference in decision and policy making, which according to him, enhances benefit in peace agreement.

“When women participate in peace talks, negotiations and crafting of peace agreements, they keep a good future for their children and grand children.”

The special adviser called on young people to be highly engaged by transforming conflict, countering violence and building peace, noting that the role of building peace, preventing violence extremism and any form of radicalization attracts government attention. He emphasized that young people have been recognized as driving force of societal change.

Uzor called on community leaders to have new vision and skills that will motivate factors of change in their communities, friends and family, adding that “the government of Senator Dr. Ifeanyi Okowa is strongly committed to providing security for the Delta people and ensuring that they have and live in peace to actualize the vision of stronger Delta”, just as he urged the people to allow government intervene through consultative dialogue to resolve conflicts.

While speaking on “X – Raying the peace situation in Isoko South local government area, the Chairman of Isoko South, Sir Itiako C. Ikpokpo emphasized on the norms and tradition of communities to avoid conflict, noting that deliberate attempt by some persons to instigate crisis through kingship tussle, tenure elongation and land dispute can cause conflict in communities.

He maintained that the oral history of towns and villages that may not be true, oil exploration benefits that are sometimes mismanaged by community leaders, deliberate unguided statements that create tension and lack of communication between community leaders and their subjects are causes of conflicts.

Ikpokpo added that some traditional rulers and community leaders fight over proceeds from oil companies and create hatred and conflict among people of the communities.

Ikpokpo urged the people to elect credible leaders and ensure adequate participation of stakeholders in the peace process. He also urged the community leaders to follow the channel of peace through government assistance and ensure that youth and women are made to stand by what is true all the time.

On his part, the President General of Isoko Development Union, High Chief Iduh Amadhe through the secretary, Dr. Chris, spoke on “Legacies of past conflicts in Isoko nation”, while Hon. Mrs. Irene Imilar, Executive Assistant to Governor Okowa on peace building and conflict resolution, spoke on “Women and youths as critical partners and change agents for positively promoting the peace agenda in Isoko nation for stronger Delta”, just as Dr. David E. DESOPADEC Commissions Projects Across Isoko *Askia Gets Commendation

The Board of Delta State Oil Producing Areas Development Commission, (DESOPADEC), led by the Managing Director/Chief Executive Officer, Bashorun Askia Ogieh, FCNA, CrFA has commissioned all completed projects executed by the Commission in Isoko to mark their one year in office.

The commissioning has the Chairman of the board, Hon Evang Michael Diden and all Executive Directors present.

During the commissioning, the Speaker of the Delta State House of Assembly, Rt Hon Sheriff Oberevwori, the member representing Isoko South Constituency II, Hon Kenneth Ogba and President General of Isoko Development Union, High Chief Idu Amadhe graced the various ceremony and commended the Rebranded Board for a work well done.

The commissioned projects includes a four classroom block with Head-Teacher and Staff Office at Eweri Primary School, Emede, as well as a modern toilet with borehole water running in the school.

Others are Aluta street, Irri; Chief Godspower Obaro road, Oleh; Okpesia road, Oleh and Kenneth Ogba Road, Oleh.

The Rebranded DESOPADEC has put smiles on the faces of Isoko people because of the numerous ongoing projects which cuts across Isoko land.

Resumption Of Senior Schls In Delta Satisfactory *JS 3, Pry 6 Underway -Ukah

Delta State Commissioner for Basic and Secondary Education, Chief Patrick Ukah, has expressed satisfaction with the level of teachers’ and students’ compliance as SS 3 students in the state resumed school today (04/08/2020) preparatory to their West African Senior School Certificate Examination observing the necessary COVID-19 safety measures.

Chief Ukah, while monitoring the resumption of schools on Tuesday, August 04, 2020, said that the essence of the visit was to ascertain the turn out of students and teachers and to observe how much the COVID-19 preventive measures were being adhered to, adding that the enthusiasm shown by the students indicated that they were happy to resume and prepare for their examination.

Chief Ukah, who restated that every student and teacher must always wear their face masks and undergo temperature checks at the entrance to their schools daily, disclosed that in no distant time, JS 3 students would resume to begin preparation for their Basic Certificate Examination and enjoined the teachers to immediately embark on revision classes with the students that have resumed.

Chief Ukah admonished teachers to shun laxity and ensure that they redouble their commitments towards impacting more positively on the children.

The Basic and Secondary Education Commissioner, who particularly stated that a minimum of five minutes break in between classes should be given to the students, said that a 5-member committee have been put in place in all the Local Government Areas of the state to monitor compliance with the COVID-10 protocols in the schools.

He restated that only SS 3 students resumed have resumed, adding that resumption dates for JS 3 students and primary six pupils will be made public in due course.

DELTA: One Dead, As Ozoro Youths Protest Police Harassment, Brutality, Extortion

Ozoro youths, alleged to be Yahoo Boys, went on rampage in Ozoro, headquarters of Isoko North Local Government Area, Delta State, protesting over harassment, brutality and extortion by the police in the area.

The youths went on rampage within Ozoro metropolis just as a 23-year old boy identified as Collins died, after he was hit by a stray bullet from a gun shot.

The protesters took to the streets of the town, displaying placards with various inscriptions such as “Police stop extorting money from us”, ” Police leave us alone” among others, as they marched from Owhelogbo junction down to other major streets before terminating at NDC road.

A source who craved anonymity said the youths came out to protest against the police continuous harassment of young boys suspected to be internet fraudsters.

They complained about the police searching their phones on the way and asking them to pay some huge amount of money to bail themselves on the spot otherwise they will be taken to the station. Others complain of being invaded in their houses by the police without search warrant.

The source stated that police in the process of trying to dispel the protesters, a gun shot from a stray bullet hit the the boy and he died on the spot.”

The development has generated tension in the area as various trucks of policemen were seen mobilizing in strategic positions to restore normalcy to the town.

Meanwhile, the body of the deceased had been taken to the mortuary of a private hospital in the area.

When contacted, Police Public Relations Officer of the state command, Onome Onovwakpoyeya confirmed the incident saying “we heard that yahoo boys protested. We are still trying to investigate who shot.”

Delta Obeys FG Covid-19 Protocols On Schools Resumption -Chief Ukah

The Delta State Ministry of Basic and Secondary Education has said it is ready to move on with the resumption of Senior Secondary schools in the state, in strict adherence to the Federal Government guidelines on COVID19 protocols.

The Delta State Commissioner for Basic and Secondary Education, Chief Patrick Ukah, on Monday, August 03, 2020 in Asaba while briefing journalists stated that the State Government has put adequate preparatory measures in place for the resumption of 29,525 students sitting for the West African School Certificate Examination (WASSC) in the state.

The Commissioner disclosed to newsmen that the necessary COVID-19 preventive equipment have been distributed to virtually all 466 public secondary schools in the state, which are also essentially registered examination centres.

Chief Ukah stated that apart from providing all the necessary protocol materials in schools in the state, the usual morning assembly and prayers will no longer be holding, instead, prayers will now hold in each class.

Meanwhile, medical records forms are being distributed to students to ascertain their health condition and to make the government know those with underlining ailments so that proper arrangements can be made for such students.

Chief Ukah, who said that maximum of 20 students would sit in each class, in tandem with the COVID-19 physical distancing guidelines, highlighted the critical measures put in place to include the fumigation of schools in the state by Ministry of Environment, provision of infrared termometers, soap, hand sanitizers, even as he noted that hand towels and face masks would be distributed to each student and teacher in the state.

He further said that water storage tanks had been made available in schools for the supply of water, adding that sickbays had equally been provided where health officials would use for handling the treatment of any ailments, just as he emphasized that whenever there was any signs of COVID-19 ailment in any class, all the students in the class would be quarantined for immediate attention.

He said that school hostels have also been arranged in such a way that appropriate physical distance is maintained by boarding students, adding that students are expected to be in the school premises only when necessary.

“Predominantly, our students are day students but for those who are in the boarding houses, instead of the two metres distancing, it should be four metres apart and if one person is on the bunk, nobody will be under. You will agree with me that it is the same thing as isolating them because we will know exactly what is happening to those in the boarding houses.

‘But for the day students, they are kept in a classroom of 20 students. If we have any incidence, it’s easy to lock down that particular classroom. At the same time the medical records that we are taking will make us know those with underlining ailments so that the ministry of health will make special arrangements for such students.”

Chief Ukah particularly noted that teachers and students would undergo temperature check on daily basis, adding that one student and a teacher would serve as minders.

He mentioned that a toll free line have been given to all the schools and a quick response centre established in all 25 local government areas of the state to handle emergency cases, if any, from the 466 public secondary schools across the state

While commending Delta State Governor, Senator (Dr.) Ifeanyi Okowa, for his continued support to the ministry, especially towards ensuring that all the requirements for COVID-19 protocols were provided in the schools, the Basic and Secondary Education Commissioner said that a 5-man committee comprising officials of his ministry and that of Ministry of Health have been put in place to monitor activities in the schools.

He reiterated that a total of 5,697 teachers in both public and private schools were trained recently by the State Ministry of Health in collaboration with the Ministry of Basic and Secondary Education on COVID-19 protocols, saying that other teachers have been trained by them on curtailing measures of COVID-19 protocols in the schools.

N41bn Fraud Allegation: Tony Elumelu Demands Apology From Sen. Akinyelure

Former Managing Director of the United Bank for Africa (UBA) Dr. Tony Elumelu has given the Chairman of the Senate Committee on Ethics, Privileges and Public Petition, Senator Ayo Akinyelure seven days, to retract a statement credited to him, indicting the eminent banker in a N41billion fraud allegation.

Lawyers to Dr. Elumelu, in a letter to Senator Akinyelure, threatened to drag the lawmaker to court if he fails to retract and publicly apologize to Dr. Elumelu over his reported indictment on the said fraud allegation.

The committee Chairman was reported to have claimed that Dr. Elumelu, who is also the Chairman of Tony Elumelu Foundation and Heirs Holding Group, was indicted in a N41 billion naira fraud, when he was the Managing Director of UBA.

According to the Senate Committee Chairman on Ethics, Privileges and Public Petitions, “the N41billion alleged fraud was committed against the defunct Telecommunication company and National Carrier, NITEL

“The said sum was withdrawn systematically from NITEL for nine years under Tony Elemelu’s watch and two other former Managing Directors of United Bank for Africa,” Akinyelure was quoted.

Acting on a petition by counsel to NITEL, J.U Ayogu and Co, the Senate Committee has summoned the Group Managing Director (GMD) and Chief Executive Officer (CEO) of the United Bank for Africa, Kennedy Uzoka to appear before the committee on August 5, 2020.

However, in a letter by his lawyers, Lawal Rabana, SAN and Oluwakemi Balogun, SAN, the Senior Advocates stressed that their client, Dr Elumelu, was alarmed and appalled by this deliberate peddling of falsehood and misinformation against an unblemished personal and business reputation, painstakingly built over several decades, with great personal sacrifice and unquestionable integrity.

The lawyers stated, “It is important to emphasize that when UBA appeared before the Senate Committee on Ethics, Privileges and Public Petitions, attention was drawn to the fact that the facts and circumstances leading to the disputes on the alleged financial indebtedness was pending before the Supreme Court in SC/CV/112/2020.

“It was resolved that given the pendency of the matter at the Supreme Court, it was sub-judice and all actions on the matter be suspended.

“It is shocking and sacrilegious that a matter pending at the Apex Court could be subjected to debate, contrary to the Rules of the Senate and by extension, the Principle of Law that when a matter is sub-judice, it should not be subjected to debate before a decision is reached by the Court.

“The publications ascribed to Senator Ayo Akinyelure are in total disregard of the Rules of Senate and the Rule of Law”.

The lawyers therefore demanded an immediate, open, public and unreserved retraction of the said statements credited to Senator Akinyelure as well as an apology from Senator Akinyelure for “this false allegation and defamation” of their Client.

“We have our Client’s further instruction to take all appropriate legal actions against Senator Akinyelure and his media agents if our above stated demand is not met within Seven (7) days of their receipt of our demand letter,” the lawyers added.

War On Insurgency Prolonged By Sabotage, Borno Gov Alleges

Borno State Governor, Prof. Babagana Zulum has said that the war on insurgency should have been over had it not been for sabotage.

The war on Boko Haram has been since 2009 and despite huge budgetary allocations and investment, the end is not yet in sight.

The attack on Borno Governor by alleged insurgents in Baga last week after he had received an “all clear” from the military to go into the town, has reinforced the allegation that the war has never been dusted because of sabotage.

It would be recalled that recently large number of soldiers resigned from the Nigerian Army with claim that their lives is put at risk in the war that there seems to be no plan of winning.

Speaking to two of his colleagues on Sunday, Atiku Bagudu (Kebbi) and Badaru Abubakar (Jigawa) who represented the Progressive (All Progressives Congress) Governor in the North to pay a solidarity visit on him, Zulum alerted President Muhammadu Buhari of sabotage on the side of those involved in fighting terrorism in the North East.

He alleged that this was the reason there is yet no end in sight to the war on in insurgency in the Northeast.

He said some elements are trying to frustrate the effort of the government in ending the insurgency and President Muhammadu Buhari needs to know the truth.

He said: “Let me also re-echo my previous position with respect to the level of insurgency in Borno State, I earlier said that the gravity of the insurgency cannot be compared with what has happened between 2011 to 2015, and 2015 to date. Yes, it’s true. The President has done well.

“But there’s sabotage in the system that will not allow insurgency to end; the President has to know this very important point. When he came to Maiduguri two months ago, I said so because between 2011 to 2015, at a time, almost about 22 LGAs were under the insurgents.

“Out of the four main roads that lead to Maiduguri. only one was functional.”

He called on the President to examine the security situation in the region critically, to ensure the effort of his administration is no longer undermined.

The governor told his colleagues that he has come to know that the military has taken over the farmlands of residents.

He said there was no justification for this, stressing that the residents displaced by insurgency should not have been prevented from returning to their ancestral homes.

Zulum said: “There is one very important question that we need to ask, why is the insurgency not ending? There’s sabotage in the system and there’s a need for the President to examine the current situation with a view to resolving it.

“We have a huge population and people do not have access to their agricultural lands, and poverty is one of the causes of insurgency; why are you not allowing people to go back to their ancestral lands so that they will go and earn their living?”

He asked that: “A situation where our Nigerian military are farming the lands, denying access to the common man to farm; what justification do they have for not allowing our people to go back to their ancestral homes?”

The Chairman of the APC Northern Governors Forum, Atiku Bagudu said they came to the state to show the governor that they are with him and that they feel his pains.

He said the governor is known to be hardworking and appreciated by all.

He added that the entire governors are with him and are ready to support him in the onerous task of seeing the back of insurgency.

On hand to received the visiting governors are the state Deputy Governor, Umar Kadafur, the former Governor of the state, Senator Kashim Shettima, as well as Senator Ali Ndume and members of the State Executive Council.

KADUNA KILLINGS AND THE CONSPIRACY OF SILENCE (1)

For those who were familiar with Nigeria journalism in the late eighties and early nineties, ” Afghanistanism ” was a term used to describe the act of writing glowingly about the troubles abroad, while ignoring the anguish of the myriads of troubles back home.

It was Journalism of the Ostriches; shying away from the latching pests on the groin to chase the flying vectors in the sky. Generally speaking, it seems those seasons are back; at least, not with the loudest of silence with which the killing fields of Southern Kaduna is given attention by those whose primary responsibility it is, to protect this same people in the first place.

Living for a day of 24 hours in Southern Kaduna has gradually become a feat, no thanks to the ravaging banditry orchestrated by God knows who, in the land. The hitherto bubbling agrarian population has been turned into a famished enclave, laden with booby traps and snares of death.

At the slightest ” provocation”, communities are attacked, ravaged by gun trotting daredevil killers, leaving on their trail, sorrow, tears and blood. Bread winners are beheaded, women raped while children are left to wonder around in the bushes and lonely roads pervading the land. And this is bad, terrifying and terribly traumatic.

Those who seems to cry out against this injustice like Abubakar Idris, popularly known on social media as Abu Hanifa Dadiyata, the 34 year old English and Linguistic Lecturer at the Federal University Dutsinma in Katsina state, are summarily whisked away from the comfort of their homes to unknown destinations, never to hear anything about them again. This is terrible!

A story was told by Guardian Nigeria about a blind woman of 93 years, Mrs Azumi Boka, who lost 11 of her children to this madness in Southern Kaduna. A family, close to this writer, have practically relocated aged Parents and children from their Kajuru local government country home to another neighbouring state for fear of a further attack.

The reason been peddled for this mayhem ranges from the known and the familiar, to the political and the controversial.

While some believes that it is a deliberate ploy by the hedonistic northern political elites within the state to decimate the growing, and therefore, threatening numerically superior population of the southern Kaduna people within the state for political advantage; others think it’s an age long historical battle by a conquering Fulani tribe to establish their authority by consolidating their conquest by taking over the land.

These maybe winding and unending conspiracy theories that do not take away the fact that people are dying helplessly every day unnoticed and unsung. The State Government, even though it was once fingered in the complicity that led to the controversial death of the nonconformist traditional ruler of the Kadara people, is overwhelmed and cannot be trusted to stem the tide.

But the fact that the federal government seems to be disinterested about this terrible situation and refuses to address it up until now, is suspect and baffling. Advancing and advocating for peace abroad when your very roof is on fire, is what used to be referred to as “Afghanistanism”.as earlier explained. This is not a plus for a government that rode on the strong and reassuring promise of ensuring the security of life and property, to political power.

World Bank Approves $500 Million Credit For Girls Empowerment

The World Bank has approved a $500 million credit for the Adolescent Girls Initiative for Learning and Empowerment towards improving secondary education opportunities for girls in seven states in Nigeria.

The credit, approved from the bank’s International Development Association that provides grant to developing countries, is with low to zero-interest for projects and programmes that contribute to economic growth and improve the livelihood of the populace in such nations.

The World Bank said in a statement, at the weekend, that the project would support access to secondary education and empowerment for adolescent girls in seven states of Kano, Kebbi, Kaduna, Katsina, Borno, Plateau and Ekiti.

The project is expected to use secondary as a platform to empower girls through education, life skills, health education, gender-based violence awareness and prevention, negotiations skills, self-agency and digital literacy skills.

According to the statement, a minimum of six million girls and boys are expected to benefit from the project and many more students are expected to continue benefiting after the project ends.

World Bank Country Director for Nigeria Mr Shubham Chaudhuri said “there is no better investment to accelerate Nigeria’s human capital development than to significantly boost girls’ education.

“The AGILE project will enable Nigeria to make progress in improving access and quality of education for girls, especially in northern Nigeria.

“Addressing the key structural impediments in a comprehensive way will create the enabling environment to help Nigeria ensure better outcomes for girls, which will translate into their ability to contribute to productivity and better economic outcomes for themselves and the country”.

He said the project would benefit about 6.7m adolescents and 15.5m direct project beneficiaries would include families and communities in participating states.

It also said that the project had been adapted to respond to COVID-19 and would support a blended learning approach using technology and media (TV and radio) to implement remote and distance learning programs.

“The AGILE project will expand existing primary and Junior Secondary Schools to include both JSSs and Senior Secondary Schools to make schools functional, safe, and inclusive to teaching and learning.

This entails building more than 5,500 JSSs and 3,300 classrooms for SSSs, as well as improving 2,786 Junior Secondary and 1,914 Senior Secondary schools with safe, accessible, and inclusive infrastructure among others.

Attack On Borno Gov: Reps Minority Caucus Restate Call For Sack of Service Chiefs

The Managing Director/CEO, DESOPADEC, Bashorun Askia Ogieh FCNA, CrFA who led the train of Executive Directors, Board Members, Heads of Departments/ Units, community chieftains as well as political aides, expressed happiness over the successful commissioning of the projects.

DESOPADEC 1st Anniversary: Bashorun Askia Urges Protection Of Executed Projects

The Managing Director/CEO of the Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh FCNA, CrFA has urged the various oil bearing communities of the state to encourage the Commission by owning and protecting projects executed in their areas.

Bashorun Askia, harped on this at the flagging off of the commissioning of myriad of projects to mark the first anniversary of the Board,

The DESOPADEC Boss explained that the essence of the commissioning was to showcase to the people what the Board has been able to achieve for them this past one year, adding that they should jealously protect them.

In his words, “You will recall that we were inaugurated about a year ago and we took it upon ourselves to take stock of where we are, project-wise, and part of the stock taking is the harvest of projects for the benefit of the people which are spread across the ethnic nationalities, beginning with Ndokwa nation.”

Bashorun Askia said the tempo which must be sustained falls in line with the Stronger Delta agenda of His Excellency Sen. Dr. Ifeanyi Okowa and encouraged the people to remain supportive of government effort at touching their lives.

On the train were the Executive Directors, Hon. Chief John Nani, Hon. Barr. Daniel Mayuku, Comr. Amb Shedrack Agediga, Barr. Leonard Anoka, Board Members representing Ndokwa nation on the Commission, Dr. Ossai Samuel Ochonogor, Hon. At Oliogor Umuseti in Ndokwa West council area, the moving train berthed at the Oliogor Secondary School where the Managing Director/CEO, Bashorun Askia Ogieh cut the tape to commission the 1.52km perimeter fencing, water project and gate house of the community school to the delight of the indigenes.

Meanwhile, Speaker of the Delta State House of Assembly, Rt. Hon. Sheriff Oborevweri who was guest at the inauguration of the projects has commended the unusual passion of the current Board of the DESOPADEC, with regard to demand-driven project delivery.

He gave the commendation while formally flagging off the commissioning of an ultra-modern national town hall at Ogume, Ndokwa West LGA.

Speaking to newsmen shortly after the commissioning, the number one state legislator said the quality of the projects being inaugurated was ample evidence of a proactive and pro-people Board in a hurry to touch the lives of the people in the mandate areas.

He said the effort continues to give full vent to the agenda of building a Stronger Delta as enunciated by His Excellency the Governor of the state, Sen.Dr. Ifeanyi Okowa, adding that their effort remained salutary, especially given that they were just rounding up one year in office.

Also, the founder and Chancellor of Novena University, Ogume, Delta’s first private university, Dr. Chuks Ochonogor inaugurated a newly renovated block of 6-classrooms fully fitted with pupils’ and teacher’s desks and chairs, whiteboards, fans and sundry facilities at Ezedogume Primary School, Ogbe Ogume, Ndokwa West LGA.

The foremost edupreneur expressed delight at the vision of the Commission through their son and Executive Director, Social Services on the Board of DESOPADEC, Barr. Leonard Anoka to prime education and make learning a worthwhile experience for tomorrow’s leaders in the community.

Similarly, the Chairman of the Commission, Evang. Prince Michael Diden commissioned a solar-powered 20-000 litre water project scheme at Ebedei Uno, Ukwuani LGA for the use of the people who were overjoyed at the community-inspired project.

Cutting the tape to formally Commission the project, Evang. Hon. Diden declared that the mandate of the Commission was clear in the executive directive from His Excellency the Governor of the state, Sen. Dr. Ifeanyi Okowa to make notable impact and touch the lives of the people in the mandate area.

He said the current Board remained committed to this directive even as it commemorates its first year anniversary.

He said the desire to bring development closer to and make same more impact-driven, on the people was not negotiable. He therefore enjoined the people to take the projects as their own and protect them in order to enjoy more from the Commission.

The full day event was no doubt a signal of more developmental strides for which the Commission has come to be identified with over the years, even as the current Board has, as a matter of policy, committed to attain more heights.

Recent uncovered corruption can lead to militancy, economic downturn, ActionAid laments

The gale of corruption recently uncovered in the Niger Delta Development Commission (NDDC) as well as few other federal agencies may unleash “new marque of militancy, economic downturn, trust deficits in governments as well as heighten poverty, and exacerbate inequality gap,” a non-governmental organisation, ActionAid Nigeria has raised the alarm.

A statement by Action Aid on Tuesday said: “While we welcome policy interventions by past and present governments in setting up institutions and designing of policies to address the lingering poverty of the people of the Niger Delta and Nigeria at large. We are really worried with the allegations and counter-allegations of corruption and the indictment of institutions and individuals saddled with the responsibilities of addressing the excruciating poverty problems in the Niger Delta regions as well as other parts of the country.

“These current gale of accusations and indictments being experienced in the past one week further corroborate a study carried out by ActionAid Nigeria in 2015 revealing the strong correlation between corruption and poverty in Nigeria.”

The statement added that: “We like to infer from the study and in line with what is currently playing out with the EFCC, FMoJ, NDDC, NSITF, MoND, NASS, that the country may be heading in the wrong direction to achieving the Sustainable Development Goals (SDGs), with the leadership crisis, regional conflicts and state of anarchy.

“Consequently, these may unleash new marque of militancy, economic downturn, trust deficits in governments as well as heighten poverty, and exacerbate inequality gap. It is also worthy of note that though NDDC has the mandate to fill the development gaps in the Niger Delta,
the FGN still has the responsibility to do more by ensuring the region overcome the challenge of infrastructural deficit, environmental degradation, loss of means of livelihood etc.”

It lamented that: “Over the years, trillions of naira has been appropriated through budgets towards the development of the country. Yet the state of roads, electricity and water supply, schools, and hospitals remains inadequate to meet even the basic needs for a large part of the population. More than one-third of Nigeria’s population lack access to safe water, and over 130 million citizens are without access to adequate sanitation.

“Many resort to drinking water from boreholes packed in sachets, which in some cases may have been exposed to feacal contamination in various homes. This invariably increases the disease burden on poor households.”

It however said that: “With all these gloomy concerns and outlook of the region and the country at large, we would like to recommend as a matter of urgency that His Excellency, President and Commander in Chief of the Federal Republic of Nigeria-Gen Muhammadu Buhari rtd should consider for adoption, some of the recommendations below to complement what the Presidency had planned to address the unpleasant situations:

“There should be renewed investments in civic education and re-orientation for both public office holders and the citizenry to promote the social contract needed to reduce citizens and leadership’s propensity to engage in any form of sharp practices and corruption.

“Corruption should be made to be seen and addressed as anti-development issue, in which case governments at all levels should pay significant attention to social provisioning as a way of serving as disincentives for citizens to engage in corrupt behaviours.

“The Federal Government should implement all aspects of the Procurement Act, including constituting and inaugurating the National Procurement Council. State governments should also enact similar laws, where they do not exist, and ensure effective implementation.

“The Office of the Attorney General should enforce compliance with the Freedom of Information Act across all Ministries, Departments, and Agencies.

“The Federal Government should ensure that all anti-corruption agencies are autonomous with functional boards for effective oversights and given all the powers and resources needed to discharge their mandates of fighting corruption.”

It said the National Assembly should ensure that: “The corruption-fighting agencies should be streamlined, reformed and strengthened in order to avoid administrative conflicts and unhealthy rivalry with similar agencies.They should also be made to be corruption preventive oriented, cost-effective; free from the clutch of the executive arm and other forms of control; and facilitate optimal performance. The specific actions to be taken include:

“Reforming the anti-corruption agencies to weed-out non-performing staff and elements that frustrate and weaken the internal operations through their resistance to change.

“Adequately funding the agencies, including designing and employing modern Information, Communication & Technological systems to enable them to conduct their affairs in a transparent and professional manner.

“Granting the agencies relative autonomy from the executive and legislature. The immunity clause should be removed from the 1999 Constitution of the Federal Republic of Nigeria (as amended) in order to deny public office holders the opportunity to engage in corruption and other forms of impunity and escape unsanctioned,and to serve as a deterrent to public officers from engaging in corruption.

“The specific action to be taken is the review of the 1999 Constitution to make it mandatory for the person holding the office of President or Vice-President, Governors or Deputy Governors to be tried in the court of law for criminal offences committed while in office.

“The extant laws in the Penal Code should be reviewed to increase penalties, which will serve as a deterrent to public officers from engaging in corrupt behaviours.

“There is need to review and reform the current tax system as a way of reducing lapses or loops which induce corruption. Many government agencies, especially the gateway agencies, collect money that never gets to the treasury.

“The Whistle Blowers Protection Bill should be speedily passed.”

ActionAid advocated that: “Anti-corruption agencies must institute a programme of robust documentation and the building of a reliable database on corruption.

“A process of monitoring for corruption should be instituted to facilitate the taking of proactive measures, rather than wait for people to make complaints.

“The Code of Conduct Bureau should ensure the compliance of the law with respect to the declaration of assets by public officials and promptly prosecute defaulters.

“There is need for the anti-corruption agencies to mobilise various stakeholders around a strategic programme of fighting corruption in the country.

It also tasked Civil Society Organisations (CSOs) to scale up the education of citizens to facilitate the understanding that public funds are not resources for government officials, but resources for the provision of public good. CSOs should partake in continued advocacy for the passage of all anti-corruption related legislations at all levels.

Adding that: “CSOs should advocate for effective and unrestricted implementation of the Freedom of Information Act.

“Monitoring of compliance with all anti-corruption laws, including the Freedom of Information and Public Procurement Acts, should be undertaken by CSOs.

“Advocacy should be undertaken by CSOs to ensure that states fully implement the Freedom of Information Act.

“CSOs should engage in systematic monitoring and reporting of advocacy activities.

“CSOs should drive the campaign against corruption to the grassroots level to ensure that the critical mass needed to achieve traction in the campaign is possible.

“Sensitization and advocacy efforts related to corruption should be extended to the private sector.”

It urged Anti-Poverty Agencies to ensure: “Data-driven social protection programmes should be promoted, and social services expanded, most especially education (both academic and vocational) and health care programmes.

“Appropriate economic policies to promote sustainable growth in vital sectors capable of reducing poverty, inequality and expanding employment and entrepreneurship opportunities should be introduced.”

NDDC: Nwaoboshi Debunks Allegation Of Handling of 53 Contracts …Urges Akpabio to account for N81bn

The Senator representing Delta North Senatorial District at the National Assembly, Senator Peter Nwaoboshi has distanced himself from the list of contractors handling projects for the Niger Delta Development Commission, NDDC as contained in a letter by the Minister of Niger Delta Affairs, Senator Godswill Akpabio to the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila.

Reacting to the inclusion of his name as one of the NDDC contractors with 53 contracts in a Press Release signed by his Legislative Assistant on Constituency Office, Awele Onokwai Snr on Monday 27 July, 2020, Senator Nwaoboshi described the actions of Senator Akpabio as a desperate and failed effort to cover the tracks of the Interim Management Committee, IMC of the Commission who he affirmed are neck deep into high level misappropriation of funds.

Nwaoboshi maintained that, having been at the Senate since 2015, he has never executed any project for or on behalf of NDDC, adding that the allegation against him being peddled by Akpabio and the IMC has remained inconsistent over time.

He challenged the Minister to focus on how to account for the over N81bn he has so far misappropriated at the NDDC and stop diverting the attention of the general public.

The Statement reads in part:

“Since his election into the Nigerian Senate as the Senator representing the good people of Niger Delta, Distinguished Senator Peter Nwaoboshi has, at no time whatsoever, executed any contract for or on behalf of the NDDC.

“The 53 contracts allegedly listed to have been executed by Distinguished Senator Peter Nwaoboshi were awarded to different companies and we believe these companies must be registered with the Corporate Affairs Commission (CAC), a federal parastatal charged with the responsibility of overseeing the existence of corporate entities in Nigeria.

“As a matter of fact, he who alleges must prove and it is on this sacred maxim that we are challenging the Minister of Niger Delta Affairs to liaise with the Corporate Affairs Commission to publish, for public consumption, the names of Shareholders as well as Board Of Directors of the companies that executed the repairs of the purportedly 53 contracts awarded to Distinguished Senator Peter Nwaoboshi.

“On several instances, Distinguished Senator Peter Nwaoboshi has publicly challenged his detractors to publish their facts for the general public and up until this very moment, none have been able to provide water-tight prove or evidence in their failed attempts to implicate the Distinguished Senator Peter Nwaoboshi.

“As far as Senator Peter Nwaoboshi is concerned, his hands are clean. He is neither a staff of the NDDC nor is he saddled with the responsibility of paying contractors and it becomes extremely mischievous of the Minister of Niger Delta Affairs to try and drag the reputation of the esteemed Lawmaker in negative lights.

“It is highly instructive for the general public to be wary of the incoherent nature of the Minister of Niger Delta Affairs and his acolytes planted in the Interim Management Committee of the NDDC.

“Initially, these inglorious liars told Nigerians and the world that a seating Senator was awarded 1,000 contracts in the NDDC and when pressed to shed some light on such weighty accusation, they recanted to 350 contracts and when further quizzed, it suddenly became 53 contracts.

“The level of inconsistency of the Minister and his stooges at the IMC is quite alarming and legendary and Nigerians can see the desperate but failed attempt by them to cover their tracks but then, lies have short legs, they don’t travel far.

“We challenge Senator Godswill Akpabio to account for the over N81bn he has so far misappropriated at the NDDC and stop diverting the attention of the general public. If Senator Godswill Akpabio feels there are incriminating issues which need to be addressed, we urge him to go to the relevant security agencies.

“Senator Peter Nwaoboshi as the Chairman of the Senate Committee on Niger Delta is absolutely committed to discharging his legislative and oversight functions as enshrined in the 1999 Constitution of the Federal Republic of Nigeria (As Amended) much to the admiration of his constituents and Nigerians at large and no amount of paid media campaign of calumny against his person or Office will take his feet off the gas as he is determined to serve Nigerians distinctly.”

Senator Nwaoboshi therefore,enjoined members of the public to disregard the several lies constantly churned up by the Minister of Niger Delta Affairs in an attempt to ridicule and undermine the probe by the National Assembly into the financial activities of the Interim Management Committee (IMC) of the NDDC.

Covid-19: Delta Govt Lauded For Giving Out Starter Packs To STEP Graduates Amid Pandemic

In spite of the current global economic downturn caused by the Coronavirus pandemic, the job and wealth creation programmes of the Delta State have continued to receive commendations, following the establishment of additional 107 STEP graduates with starter packs.

A statement made available to Blank NEWS Online by the Coordinator, Media and Publicity, Office of the Chief Job Creation Officer, Gertrude Onyekachukwu-Uteh revealed that the establishment of this Second Batch of STEPreneurs who recently completed their training meritoriously brings the total number of beneficiaries established so far in the 2019/2020 Programme Cycle to 219.

In line with COVID-19 prevention guidelines, the Skills Training and Entrepreneurship Programme (STEP) beneficiaries who are of the 2019/2020 Cycle are categorized into groups of twenty persons and scheduled to receive their starter packs either in the morning or afternoon sessions in Asaba.

Targeted at beneficiaries whose training duration was for three or four months under the Green STEP and Brown STEP categories respectively, the handing out of starter packs began yesterday, 22/7/20, and would last for three days.

Reactions from the beneficiaries show enthusiastic and well-motivated youths. According to Kelvin Athora (Udu LGA), he was trained in Audio-Visual and Photography under Green STEP.

He expressed his gratitude to the state government for the opportunity, affirming that the starter pack would help him to earn a living and to train other youths.

Akpduado Glory (Ughelli South LGA) trained in Fashion and Textile Design said she worked as a sales girl because her parents had no money to establish her in the fashion business after her training.
She exclaimed she was relieved of her worry when she got engaged in the programme and resumed training January this year as a Brown STEP trainee.

Itemizing her starter packs, she said she received an industrial sewing machine, an industrial weaving machine, a generator, a cutting table, an electric iron and ₦96,000.00 microcredit for shop rent in Ughelli.

She maintained that she was satisfied with her starter pack, expressing her readiness to work hard to become financially independent, to train and employ other youths to work for her.

On the part of Favour Oseoghene Dennis (Isoko South) in Fashion and Textile Design, her mother, Mrs Oletu Ewoma, threw caution to the wind as she danced round joyously in appreciation of the Governor Okowa-led government for the opportunity given to her daughter.

“I am dancing because I did not expect this kind of starter pack for my daughter. I did not have money to train her in school. I would not have been able to buy all these for her. God has used Governor Okowa to establish her. As her mother, I will guide her to ensure that she applies the knowledge acquired and these items to improve herself and that of our family,” she enthused.

Earlier the Chief Job and Wealth Creation Officer, Prof Eric Eboh, congratulated the graduands for completing the training successfully, considering how challenging it was for them to go through the various activities in the programme such as the Orientation and Personal Effectiveness Training; hands-on training; Completion Proficiency Test and the Entrepreneurship and Business Management Training.

Represented by the Coordinator of STEP, Mr Onyeisi Nkenchor, Prof Eboh stated that their ability to complete the training successfully in spite of the Coronavirus Pandemic was occasioned by the state government’s commitment to improving the state economy through entrepreneurship development and their willingness to be trained.

“Despite the harsh economic realities in the state due to the Coronavirus Pandemic, the Governor has kept to his promise of establishing them with starter packs. More than 95% of you were successful in the Completion Proficiency Test which was a clear indication that you participated actively during training. Today 107 of you are being established in Fashion and Textiles Design; Audio Visual and Photography; Hairdressing, Makeover and Braiding,” he noted.

He disclosed that the starter pack component is a grant while the shop rent is a microcredit with a six months moratorium payable within 24 months, adding that it was structured in such a way that the loan could easily be repaid.

While advising them to take their businesses seriously and to maximize the opportunity to reduce the unemployment rate in the state, he urged them to keep in touch with the job creation office always.

It could be recalled that the state government’s Skills Training and Entrepreneurship Programme (STEP) and the Agricultural Entrepreneurs Programme (YAGEP) have in the past five years engaged over 5,000 Delta youths.

Borno Governor Promises Igbo Spare Parts Sellers Lifeline

Borno State Governor, Prof. Babagana Zulum has promised to assist Igbo spare parts sellers in their business for not deserting the state at the peak of Boko Haram insurgency.

The Governor made the promise on Tuesday during a visit to the popular section of Maiduguri populated by spare parts traders.

The Governor who during his visit inspected the newly rehabilitated road around the market aimed at ending difficulties faced by the traders and their customers, assured the Igbo traders that his administration would soon come up with a package to boost their business in the state.

He said: “For the last one decade you have remained firm, and you have been with us all the time. Even, during the peak of the insurgency, even when our people are leaving the state. You people have been selling spare parts here. The Igbo communities that are doing their businesses here are our brothers.

“Therefore, very soon Government of Borno State will provide financial assistance to you.”

He charged the traders and others to maintain good hygiene of their environment.

The Governor who trekked from the market to a nearby state pensions’ office, inspected the ongoing renovation work at the office.

At the pension’s office, he directed the Permanent Secretary in charge of pensions to relocate after the work is completed to enable pensioners have easy access to the authorities.

He subsequently moved to inspect progress of work at a 50-bed maternity hospital at Abbaganaram community, also in Maiduguri.

He used the opportunity of his visits to interact with residents, allowing them the chance to speak on how solutions could be find to their problems.

At one of the communities visited, the Governor ordered the remodeling of a traditional Islamic School in Kofa Biyu.

Before ending his community interactions, Zulum attended to different groups of physically challenged persons at locations he visited within the capital.

Lt Gen Buratai’s Major Achievements In War Against Insurgency In Nigeria

Lieutenant General Tukur Yusufu Buratai the helmsman of the Nigerian Army (NA) is an enigmatic personality and a natural leader in all human calculations. In view of the outstanding achievements in the areas of combating Boko Haram’s terrorism, banditry in the north west and dramatic transformation of the NA, he is indeed one of the outstanding and the best chief of Army Staff in the Army’s 157 years of existence having taken over the mantle of leadership at a critical period of insecurity in the history of Nigeria, – at a time insurgency, terrorism and banditry are becoming dominant issues in our daily lives in Nigeria.

The leadership style plus moral courage of Gen Buratai has since assisted heavily in taming the activities of the terrorists in the North East and banditry in the North West, despite occasional hitches or setbacks here and there not withstanding.

Clearly, many factors are accounttable for the achievements recorded in checkmating insecurity in Nigeria. Some of the factors are – Gen Buratai’s courage, charisma, perseverance and leadership by example has made him a hero and one of the greatest motivational military Commanders in the military history of Nigeria.

So far, he has shown extraordinary commitment, selfless service and devotion to duty oftentimes at the risk of his health and at the risk of his life.

Credible reports have it that Gen Buratai, in some cases, led his troops in the battlefield with resounding victory.

As a patriotic Nigerian who is fully concerned with the happenings on security of our country, it is easy for me to list some of the visible achievements of Lt Gen TY Buratai during the period under review.

  1. Successful war against terrorism

Despite the asymmetric, complexity and international dimension of the Boko Haram and ISWAP Terrorism (BHT), and the dwindling fortunes of the Nigerian troops in the areas of equipment, motivation and the will to fight, Gen Buratai has within a short time succeeded in reinvigorating troops’ morale and fighting spirit through deliberate multiple dynamic war strategies to keep pace with the mutating nature of terrorism. Thus, it is interesting but not surprising that in less than 6 months the troops recovered lost ground and pushed on to defeat terrorism in our nation.

The NA in collaboration with other security agencies have so far dominated the area of combat and continue to carry out sustained operations against the Boko Haram and ISWAP Criminals.

Similar operations are simultaneously going on intensively in the North Western states of Kaduna, Katsina, Niger, Sokoto and Zamfara to checkmate banditry activities like kidnapping, cattle rustling, farmers-herders clashes among others.

  1. Improved Internal Security Operations
    Internal security operation in Nigeria has improved dramatically from where we were in 2015 when Gen Buratai took over command of the NA. Before he took over as the army chief, NA was in most cases in the news for abuse of human rights and some professional misconduct such as reckless extortion on the highways, illegal duty and poor dressing among others. These professional malfeasances have been gradually eradicated to the barest minimum through deliberate institutionalized efforts by the COAS. Additionally, on the issue of insecurity in Nigeria, it is obvious that alot of succeses have been achieved in the areas of fighting terrorism in the North East and banditry in North West. Suffice to state that the hitherto identified security threats in the south east, south west and south south have all been effectively checkmated. Security challenges such as farmers – herders conflict, communal conflict, kidnapping, armed robbery, arms sales/arms proliferation, armed robbery and Cultistism as well as violent activities of outlawed secessionist agitators have been checkmated to the level that the hitherto troubled zone is now one of the most peaceful region in Nigeria.

Similarly, in both south south and south west zones, the threats of militancy, kidnapping, sea piracy, illegal oil bunkering and pipeline vandalization have all been brought to the barest points.
Although there are some potent threats that require continuous operational review which the NA under Gen Buratai is working on a regular basis.

  1. Effective Civil-Military Relations As a Force Multiplier in Insurgency War
    As a polyvalent military strategist and war time military Commander, Gen Buratai has since recognized the importance of civil populace in helping to win war against terrorism and banditry activities. He has through various corporate social responsibility/ intervention projects identified the need to assist some selected lucky fluky communities with palliatives and free medical outreaches to help enhance relationship between host communities and the NA in its area of operations. This effort helps tremendously in creating harmonious working relationship between the troops and the locals with the benefit of sharing information that could be of interest and advantage to the success of military operations and the process is ongoing.

Accordingly, the NA is supporting the Government’s efforts at encouraging Internally Displaced Persons (IDPs) to return to their ancestral homes. To this end, the army under Gen Buratai conducted Operation Last Hold designed to further degrade BHTs, facilitate the relocation of IDPs back to their communities as well as to promote excellent civil-military relations which have so far yielded the desired results and require continous collaborative efforts and supports from relevant stakeholders to consolidate on this achievement.
It is important to state that through Operation Last Hold, over 5,000 IDPs have returned to their communities in Northern Borno State as reported by the media.

  1. Reorganisation of Army towards professionalism

The NA has so far witnessed a lot of reorganization and injection of modern equipment, platforms and hardwares in a bid to improve the overall operational responsiveness, effectiveness and efficiency. It is on record that new divisions and new commands have been created namely 6 Division Portharcourt, 7 Division Maiduguri and 8 Division Sokoto to combat terrorism and the lingering insecurity across the country. Also Special Forces Command, Nigerian Army Women Corps, NA Special Forces Training School in Buni Yadi Yobe State and Cyber Warfare Command among many institutional reforms created by the COAS for the present and indeed more profoundly future benefits of Nigeria.

  1. Enhanced Trainings and Capacity Building for NA Personnel
    Training and retraining of NA personnel is one of the topmost priorities of Gen Buratai. For instance, at an occasion recently, Gen Buratai said – ”In the area of training, we have expanded our in-theater training for troops in the frontlines to afford them the required capabilities to operate and conduct effective operations. Special attention was also given to providing local and foreign training opportunities for all cadre of officers and men.

In the Year 2018 alone, a total of 156 personnel have attended foreign courses while 2,390 have attended courses and training programmes here in Nigeria ranging from masters degree programmes to workshops, seminars and conferences. The NA has also hosted over 300 local and international conferences, seminars or workshops either solely or in-conjunction with other relevant bodies.

  1. Improved welfare packages For Army Personnel
    The provision of adequate health care to NA personnel and their families has continued to remain one of my highest priorities. From January 2018 to date, many officers and soldiers have benefited from the NA Medical Evacuation both within and outside the Country.

As Gen Buratai always states that he might not achieve this remarkable achievements if not for the support and guidance of President Muhammadu Buhari.

Late Flying Officer Arotile To Be Buried On July 23 With Full Military Honours

*As Ministers Of Women Affairs, Information, NASS Members Pay Condolence visit To CAS

The remains of late Flying Officer Tolulope Arotile, the Nigerian Air Force’s (NAF’s) first female combat helicopter pilot, who died on 14 July 2020, will be laid to rest with full military honours at the National Military Cemetery in Abuja on 23 July 2020.

This is according to a statement made available to Blank NEWS Online by Air Commodore the Director of Public Relations and Information at the Nigerian Air Force, Ibikunle Daramola.

Meanwhile, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, has received some members of the Federal Executive Council as well as members of the National Assembly who visited him at Headquarters NAF at various times yesterday, 16 July 2020, to condole with him over the unfortunate demise of the young NAF pilot.

Among them were; the Honourable Minister of Women Affairs, Dame Pauline Tallen, as well as the Honourable Minister of Information and Culture, Alhaji Lai Mohammed. The joint delegation from the upper and lower houses of the National Assembly, comprising 20 members, was led by the Chairman Senate Committee on Air Force, Distinguished Senator Bala Ibn-Na’Allah, and the Chairman House Committee on the Air Force, Honourable Shehu Koko.

Speaking during her visit, the Honourable Minister of Women Affairs, Dame Pauline Tallen, who was accompanied on the visit by the Director-General of the National Council for Women Development as well as leaders of some other Women’s Groups, said she received the news of the death of Flying Officer Arotile with great shock, from which she said it would be difficult for her to recover.

She however noted that the death of the young pilot would not be in vain as she would forever be remembered for her gallantry and contributions towards ensuring a secured Nigeria.

The Minister prayed that God would comfort the entire NAF family and grant the departed officer’s soul eternal rest. While conveying his condolences, the Minister of Information, Alhaji Lai Mohammed, on his part, prayed that God would grant Flying Officer Arotile’s soul peaceful repose and her family the fortitude to bear the irreparable loss.

The Chairman Senate Committee on Air Force, Senator Bala Ibn-Na’Allah, stated that the Committee, and the Senate as a whole, lacked the words to express how painful her death was to them.

He said they were however consoled that there was no greater honour than when one dies while in service to one’s Nation.

He described the late Arotile as a dedicated and goal-oriented young woman who lived an exemplary life that was worthy of emulation by other young Nigerians.

While reiterating that the Nigerian Senate shares in the pain of the Service as well as that of the Arotile family, he urged the NAF to continue to give opportunities for many young Nigerian girls to realize their dreams of serving their Country as pilots in the NAF.

The Chairman House Committee on the Air Force, Honourable Shehu Koko, on his part, while recalling the day Flying Officer Arotile was winged as the first female combat helicopter pilot in the NAF, noted that they at the House of Representatives, being aware of the many exploits the young officer had made in her short but impactful career, were extremely pained by her passing away but had taken solace in the fact that she had left a lasting legacy.

He therefore urged the CAS, and through him, the family of the deceased young officer to be consoled by the good deeds she left behind.

In his response during the visits, the CAS expressed his appreciation to the esteemed dignitaries as well as all Nigerians for their overwhelming show of support to the NAF over the passing of Flying Officer Arotile.

He noted that the NAF would never forget her, not only because she was the first female combat helicopter pilot in the Service, but also because of her legacy as a very intelligent, highly committed and extremely patriotic officer who excelled in virtually every endeavour.

Air Marshal Abubakar recalled how, while on basic helicopter course in South Africa, she was selected, because of her excellent performance, to undergo a more advanced flying course on the Agusta 109 Power Attack Helicopter in Italy before returning to finish the basic course along with her other colleagues in South Africa. Such, the CAS said, was her commitment to excellence on the job.

“This was what gave us confidence to assign her to introduce the Agusta 109 Power Attack Helicopter to the President, Commander-in-Chief of the Armed Forces of Nigeria, President Muhammadu Buhari, during the induction ceremony at the Eagle Square in Abuja on 6 February 2020; which she did excellently”, he added.

Speaking further the CAS noted that Flying Officer Arotile had left her mark in the sands of time which he said proves that when it comes to displaying excellence and adding value to the society, age or gender should not be barriers.

He noted that her contributions through combat missions conducted, along with her colleagues, in the fight against armed banditry and other criminal activities in the country would also never be forgotten.

He disclosed that the NAF would therefore continue to give equal opportunities to female officers in terms of training, noting that a total of 11 female student pilots were currently undergoing flying training both within and outside Nigeria.

While reiterating the huge loss Flying Officer Arotile’s death was to the NAF, Air Marshal Abubakar noted that the Service would continue to be consoled by the legacy she left behind. He further assured that the NAF, in honour of her memory as well as all those who had paid the supreme price before her, would continue to work assiduously to ensure success in the fight against terrorism, banditry and other security threats for the overall peace and prosperity of a united Nigeria.

Meanwhile, a condolence visit to the Arotile Family in Lokoja by a high-powered delegation, composed of the CAS, Honourable Minister of Women Affairs as well as the Chairmen of the Senate and House Committees on Air Force, has been scheduled to hold on a date before the burial.

OUR NIGER DELTA AND THE STORY OF MAGGOTS

With the offensive stench coming out of the Niger Delta Development Commission, one wonders what has become of Patriotism, accountability and the love for one another in Nigeria.

The Agency, which was designed to play an interventionist role between the almighty Federal government and the impoverished people of the region, by bridging the ever yawning gap orchestrated by years of neglect and a bleeding parasitic relationship between the two, has become a cash cow for both the government and the very people it was designed to help. This is paradoxically nauseating and a painful antithesis against the backdrop of the sprawling poverty, pervading the Niger Delta region.

Before we blame the maggots, let us also not forget to blame the government who left and repealed the laudable and people oriented provisions of the OMPADEC decree (from whose ashes the NDDC rose) to create an Agency attached to the apron strings of the Presidency who appoints the CEO of the Agency, (without an input from the Niger Delta people) thereby making it a political appointment. Such political appointee becomes a willing and a loyal tool of the government of the day.

It is against this backdrop that some people felt that the Agency was designed to fail from the onset, reason being that the very commission designed to help a people is systematically taken away from the control of the same people. Therefore, the weaponization of sentiments falling out from the roforofo fight between Senator Akpabio and Dr Joi on one hand and the dramatisation of the probe of Prof Pondei on the other, to make the federal government look like saints in this saga is annoying.

While one may not excuse the financial atrocities committed by those who helped themselves with our common patrimony, while forgetting that they were eating away the future of their generation yet unborn; it is equally imperative to look at the systemic corruption and enablers that paved the way for today’s dramatis personae to feed themselves fat with the collective wealth they were called to manage and the palpable fact that the NDDC is equally a patronage agency of the federal government.

It should be recalled that the 1998 OMPADEC Decree ,promulgated by Gen Abdusalam Abubakar, charged the agency with the primary responsibility of developing the oil producing communities ,according to the priorities set by the communities. But the NDDC act repealed this populist and grassroot oriented objective and charged the commission with the responsibility of developing the communities according to the priorities set by the federal and state governments. This negatively catalystic provision, emphasized that in carrying out its functions, the commission shall be subject to the control, direction and supervision of the President.

This is how the commission became an adorable bride to Power and the corridors of Power. So beyond the hullabaloo of Probes, forensic inquisition, investigations, name- shaming and other cosmetic shenanigans that we’re witnessing now, let us call, too, for a community oriented and People controlled Commission as enunciated in the repealed OMPADEC Decree of yore.

There’s no denying the fact that the NDDC house is infested by human maggots and needs to be cleansed. Let the guilty be duly punished according to the laws of the land. But above all, may God let all these drama culminates in and bequeath to the Niger Delta people, a better, laudable and people oriented commission that will clean the tear from every eye of my beloved people.
