OKOWA: Five Years Of Impactful Leadership

He came in the midst of storms even though the electoral victory was phenomenal. The challenges on ground were so many; the heat generated could melt a warship. The State’s debt profile was so intimidating that a less endowed leader could give up easily. To screw up matters the more, allocation from Abuja in the face of a crippling recession was less than half of what was required to pay salaries and wages of civil servants.

With bated breath, Deltans waited. The waiting was not long as the Governor, Senator Ifeanyi Okowa, was unperturbed as he put his hands to the plough. In spite of the grim situation he faced, he was bent on empowering youths of the State to build a solid foundation for a strong economy through the SMART agenda.

Youths were recruited and trained in various trades of their choices. It was an experiment that worked. His interest in growing the future of Delta State through the youths is phenomenal. Some 20,334 youths were trained in various skills.

Many participated through the Skills Training and Entrepreneurship Programme (STEP) and the Youth Agricultural Entrepreneurs Programmed (YAGEP), and all is aimed at making the young boys and girls small-scale entrepreneurs – the Bulwark of the Asian Tigers – through starting small and growing big.

Granted that they need close monitoring, obviously in the next few years, there will be a ground swell of well-trained youths capable of holding their own in a competitive economic clime.

Direct job creation

Beyond this, is yet the direct job creation scheme where another set of over 6,000 unemployed youths have since set up businesses in Information and Communication Technology, catering, event management, beauty services, agricultural production and processing, food packaging, tiling, plumbing and electrical installation among others.

Sequel to a satisfactory independent evaluation of the successes recorded in the job creation scheme, the World Bank/European Union SEEFOR Project provided funding support for the 2017-2018 Cycle of the STEP and YAGEP scheme while Delta-born champion of entrepreneurship, Mr Tony Elumelu, through his Tony Elumelu Foundation, pledged financial support of N500m to support the STEP and YAGEP programmes. More than 100,000 direct and indirect private sector jobs were created through youth empowerment interventions and programmes in infrastructure development activities.

To ensure that trainees are well guided in their new-found business environment, the governor established a monitoring and mentoring agency for all job creation beneficiaries. The good news today is that some entrepreneurs raised by the programme, no fewer than 6,450 of them between 2015 and 2019, have become employers of labour while the multiplier effects on society speak volumes.

In appreciation of Okowa’s job creation strategy, the Orodje of Okpe, HRM General Felix Mujakperuo, Orhue I, had remarked that “the era of white collar jobs are gone, because they are very limited. We have seen a lot of them who were trained and empowered and have employed other persons. Some of them in fashion designing and tailoring are already exporting their products outside Nigeria. The Job Creation Scheme is a huge success”. “Yearly, people are graduating from the universities and the polytechnics and it will be a problem if these youths are not engaged,” he added.

To date, the Okowa’s administration has established additional 12 public primary and 34 secondary schools across the State to improve access to education in rural and difficult-to-reach terrains and decongest existing schools in urban areas. Delta State, with a total of 1,126 public primary schools, 466 secondary schools, six technical colleges and 10 vocational centres, has a total enrolment of 285,236 primary school pupils in the 2019-2020 session while secondary schools’ registration stood at 2741,151 and technical colleges, 4,979.

To improve the quality of infrastructure in public schools in the state, Okowa paid a total of N5.2 billion counterpart funds of the Universal Basic Education Fund for the years 2013-2017 and accessed marching grants of N5.2 billion, bringing total investments on public school infrastructure to N10.4 billion.

In all, a total of 5,667 classrooms were constructed and renovated through the joint efforts of the Ministry of Basic and Secondary Education, State Universal Basic Education Board (SUBEB) and Delta State Oil Producing Communities Areas Development Commission (DESOPADEC). The administration has procured a total of 140,478 students’ furniture and 22,440 teachers’ furniture.

To improve security in the public schools, a total of 87 block wall fence were constructed, 81 science laboratory blocks were constructed and renovated and 30 solar-powered boreholes were also constructed to provide potable water and sanitation in the schools in line with Goal 6 of Sustainable Development Goals (SDGs).

One other area the Okowa-led administration has strengthened its focus on the leaders of tomorrow is technical and vocational education. On assumption of office in 2015, the Governor sent a Bill to the House of Assembly for an enabling law to establish the Delta State Technical and Vocational Education Board (TVEB). He ensured full operationalisation of the fully rehabilitated six technical colleges and vocational education centres across the State.

With the success recorded by the huge investments in technical education, Okowa has assured Deltans of better days ahead as his administration intends to establish 19 more technical colleges in the state to ensure that every local government area has one. In fact, work has begun in the construction of nine colleges, out of the 19.

To improve capacity-building in the training and retraining of teachers in the State, the Okowa administration established the Teachers Professional Development Centre(TPDC), Owa-Oyibu, in Ika North East Local Government Area for the upgrade, re-tooling and training of teachers at all levels and at all times.

Under the auspices of TPDC, the government commenced training of 6,504 personnel of the Ministry of Basic and Secondary Education, Post Primary Education Board (PPEB), TVEB, SUBEB, N-Power and volunteer teachers at the community level and 100 French teachers across the State in 2016. The government also recruited 1,000 teachers to fill vacancies created by the retirement and death of some teachers, especially in core areas in science and technical education.

Physical infrastructure

Governor Okowa has completed the abandoned Specialist Hospital in Asaba and upgraded its physical infrastructure to enhance institutional capacity for service delivery. The government also launched the Contributory Health Insurance Scheme for all Deltans, and pays for the Under-five (5), pregnant women and the elderly in society.

Since the establishment of the Delta State Contributory Health Commission (DSCHC), with N7,000 annual payment by an enrollee, a total of 702,413 enrollees, comprising Formal Health Plan, 168,516; Informal Health Plan, 11,187 and Equity Health Plan, 522,710 and counting, have so far registered for the Contributory Health Insurance, and to encourage effective health coverage, the state government has completed rehabilitation of 63 Secondary Health Care facilities and 110 Primary Health Care facilities and the engagement of 52 standard Private Health Care providers for the scheme.

The strength of any leader can be measured in his ability to respond to emergencies such as the Coronavirus pandemic ravaging most countries of the world. Here in Delta State, Okowa was rated excellent by Thisday Newspapers for his professional response to the pandemic. He established holding and isolation centres and procured ventilators and other equipment needed for the management of COVID-19 patients even at a time when the virus was yet to be recorded in the State. In the report, Thisday said Delta had not been caught napping in the battle against Covid-19 as the State government took proactive steps to effectively contain the disease long before it recorded its index case.

“Governor Ifeanyi Okowa, a medical doctor, as one accustomed to instinctive response to even the most challenging of emergencies, had promptly set up a response team comprising State health ministry officials and the State coordinator of the NCDC, headed by the Commissioner for Health, Dr. Mordi Ononye.

Six holding centres, which were later increased to 12, were promptly created across the State within 24 hours, after the Federal Government announced the first case in Nigeria involving an Italian in Lagos, in February. Four isolation centres were subsequently created at FMC Asaba, Central Hospital, Asaba, Central Hospital. Warri and DELSUTH, Oghara.

“Aside the state-of-the-art medical and communicable disease-control facilities and personal protection equipment, 20 ventilators were dedicated to the management centres. Various special duty allowances had also been announced for the medical and health workers,” the newspaper wrote.

Sports development under Governor Okowa has received a tremendous boost with the completion of the world Class Stephen Keshi Stadium, Asaba and the successful hosting of 52 countries for the African Senior Athletics Championships in Asaba, 2018. The state government also hosted the AITEO Cup Finals in conjunction with Nigeria Football Federation and got FIFA certification of Stephen Keshi Stadium as venue for international matches, which led to the successful hosting of the Cranes of Uganda in an international friendly with the Super Eagles.

The governor also revamped school sports in the state with the re-launching of the long-rested annual Principal’s Cup Football Competition for secondary schools now known as the Zenith Bank Delta Principal’s Cup; the annual Headmasters’ Cup. Football Competition for Primary Schools and the maiden edition of the School Sports Festival, which were held in May, 2019. Delta State’s dominance in sports in the country was again re-enacted with it coming tops in all three editions of the National Youth Games held in Ilorin, Kwara, in 2016, 2017 and 2018 as well taking first position in the 2018 National Sports Festival held in Abuja.

Governor Okowa was named the “2018 Vanguard Personality of the Year” for his diligent delivery of democratic gains, working to make Nigeria’s democracy better. He has provided good governance, rapid rural development, traders and youth empowerment, and has worked harmoniously with his deputy, Deacon Kingsley Burutu Otuaro, to ensure peace and harmony in oil-bearing communities, among the political class and critical support for security agencies, among others.

He has indeed, kept faith with his campaign promises to the people. In appreciation of Otuaro’s contributions to peace in the Niger Delta, he was conferred with the Niger Delta Peace Ambassador Award 2019 by the Daily Independent Newspapers Limited.

As the governor begins his sixth year at Dennis Osadebay House, Delta’s seat of power, it is safe to say that Okowa has redefined governance, taking sustainable development and prosperity for all Deltans beyond mere promises.

For him, the era of abandoned projects is over in Delta, because what we are witnessing is a regime of initiating and delivering every project started. It is skewed toward leaving behind, an enduring legacy.

The next three years promise to be the best years for Deltans as the governor has assured of a “Stronger Delta”. With faith in God and with the unity and peaceful co-existence of all Deltans, the State would have become a place worthy to be called an “Oil-Rich State” because with Okowa, Delta is truly in the hand of God!

UN Condemns Boko Haram Attack On Parts Of Borno

United Nations has condemned Saturday’s attacked by terrorists group on parts of Borno State.

A statement by the Humanitarian Coordinator in Nigeria, Mr Edward Kallon, said the action of the group is vehemently condemned,

It said the violent attacks by non-state armed groups in Monguno and Nganzai local government areas yesterday (Saturday), in which many civilians were killed, including a four-year old girl. At least 37 other civilians were injured and a major humanitarian facility was damaged, stands condemned.

Kallon said: “I am deeply saddened by the news that many civilians, including an innocent child, lost their lives in these horrific attacks. My deepest condolences go to their family. Those who were injured are also in my thoughts and I wish them a speedy recovery.”

Kallon added that: “I am appalled by the continued violent attacks launched by non-state armed groups in civilian areas in Borno State.”

The statement said: “On 13 June, non-state armed group operatives aboard light trucks mounted with heavy artillery raided Goni Usmanti community in Nganzai LGA before penetrating the town of Monguno around 11.45 a.m. from two different entry points, resulting in clashes with the military which lasted for about two hours. The armed assailants reached the humanitarian hub, where over 50 aid workers were present at the time of the attack.

“Though the facility only sustained light damage, initial reports indicate it was directly targeted and an unexploded projectile was found at the gate. All UN and INGO vehicles in front of the humanitarian hub, which includes humanitarian offices and accommodation, were set ablaze. Protective security measures deployed at the hub prevented any harm to the staff inside.”

Kallon said. “I am relieved all staff are safe and secure, but I am shocked by the intensity of this attack. It is the latest of too many clashes affecting civilians, humanitarian actors and the assistance we provide,” stressing that: “Civilians and aid workers, their facilities and assets should never be a target and must be protected and respected at all times. I continue to call on all parties to respect and protect civilians and humanitarian personnel in accordance with international humanitarian law.”

The statement recalled that: “On 18 January, another humanitarian hub in the town of Ngala, near the border to Cameroon, was the target of a complex assault by non-state armed groups. An entire section of the facility was burned down as well as one of the few vehicles UN agencies rely on for the delivery of aid. Humanitarian hubs, managed by IOM for the humanitarian community, are critical to reaching the most vulnerable in insecure areas in Borno State.They enable aid workers to deliver assistance and carry out life-saving activities in remote locations amid challenging operational environments.”

It however lamented that: “Such incidents impede the ability for aid workers to stay and deliver assistance to the people most in need in these remote areas.”

It said 25 aid organisations are providing assistance to more than 150,000 internally displaced persons in the town of Monguno, in the north-eastern part of Borno State. The United Nations and NGO partners in Nigeria are working to bring urgent aid and curtail the spread of COVID-19 in the north-eastern states of Borno, Adamawa and Yobe where 10.6 million people are in need of assistance.

Global West Vessel Specialists Ltd Not Involved In Oil Facilities’ Surveillance In Niger-Delta Region –Says Management

The  Global West Vessels Specialists Ltd, ( GWVSL)  said on Sunday that it has never  been involved in surveillance of oil facilities in the Niger Delta region, making it clear that it is not even interested in surveillance of oil facilities in the region.

In a Press Release,  Management of Global West Vessel Specialists Ltd denied a publication by a group known as Central Youths of Escravos and Forcados that it once handled pipeline surveillance activities in the area 

According  to the Release; “The  attention of the management of Global West Vessel Specialists Ltd has been drawn to a publication by a group known as Central Youths of Escravos and Forcados, that GWVSL had once handled pipeline surveillance activities in the area. The insinuation  was contained in a petition to President Muhammadu Buhari as regards to the contractor handling the surveillance job in the area”.

“The group was obviously comparing the activities of GWVSL and the contractor, Ocean Marine Ltd and its Chief Executive Officer (CEO), Capt. Hosa Okunbor.

For the avoidance of doubt and to set the records straight, Global West Vessels Specialists Ltd had never been involved in surveillance of oil facilities in the Niger Delta region. It is not even interested in surveillance of oil facilities in the region”, the release added.

According to the release also;  “Global West Vessels Specialists Ltd only had a concessional agreement with the Nigerian Maritime and Safety Agency and Administration (NIMASA) to shore up its revenue base and nothing more”.

The GWVSL advised  anyone raising allegation on surveillance of oil facilities in the Niger Delta region to do a  thorough  check before going to the public with falsehood, adding that;  ” It is our believe that matters of this nature should be handled with care so as not to throw the region into chaos”.

“We wish to advise that whoever that is  involved in this surveillance issue should apply restrain and tow the path of dialogue to amicably resolve the issue if there is any”, it stated.

JUNE 12: REPS MINORITY CAUCUS URGES RESPECT FOR DEMOCRACY TENETS

The Minority Caucus in the House of Representatives has called on leaders at all levels as well as the Nigerian citizenry to cherish, respect and uphold the tenets of democracy, not only as a system of government but also as a way of life.

Minority Leader of the House of Representatives, Hon. Ndudi Elumelu, in a solidarity message to Nigerians on June 12 celebration stressed that the practice of democracy demands, respect for rules at all levels, adherence to the dictates of the law, tolerance and mutual respect as well as upholding of principles of justice, equality and fairness in public and private settings.

Hon. Elumelu noted that “celebrating June 12 in honor of the late Chief MKO Abiola, winners of the free, fair and credible but annulled June 12, 1993 Presidential election, places a huge demand on the nation to take firm step to establish procedures that decisively guarantee free, fair and credible electoral process at all levels”.

According to Elumelu, “democracy is rooted and sustained by credible elections where all levels of electoral processes; from nomination of candidates, the ballot process and declaration of results, are only determined by the wishes and aspiration of the people as expressed in their unhindered participation at all the stages.

“June 12 affords our nation the opportunity to reflect on the huge sacrifices made by Chief MKO Abiola and other compatriots to establish democracy in Nigeria; which consciousness must guide our actions in governance.

“Our caucus therefore calls on all leaders at all levels of political engagement to be more selfless and redouble their committed to the demands of transparency, justice and fairness in all their dealings with Nigerians”

Elumelu also assured of the steadfastness of the Minority Caucus towards legislations and oversight activities geared to protect the rights of citizens and ensure good governance in the country.

The caucus congratulated Nigerians and prayed for unity, cohesion and peaceful co-existence in the country.

COVID-19: UNICEF Strengthens E-Learning, Commences Distribution Of Radios To Vulnerable Children

United Nations Children’s Fund (UNICEF) has commenced the distribution of radio sets to all internally displaced and other vulnerable children in Borno State.

This, according to the UN agency, would ensure that children from all backgrounds benefit from radio lessons being aired across the state to mitigate against the closure of schools over the COVID-19 pandemic.

UNICEF, which in order to strengthen the delivery of alternative learning to disadvantaged communities in the troubled state has commenced the distribution of radio sets to the most vulnerable children, said the distribution. Is going to be in phases.

Speaking on the distribution of the radio sets on Thursday in Maiduguri, UNICEF Education Manager in Borno, Dr. Nasser Kaddoura stated that the initiative, which targets 1,500 children in the initial stage, is an effort to leave no child behind.

He said, “For conflict- affected children, the COVID-19 pandemic is a crisis within a crisis. There is already a burgeoning number of out-of-school children in the north east region. UNICEF is actively supporting radio lessons in the state, but more children need to benefit from this arrangement. With support from Education Cannot Wait, we are providing radio sets to internally displaced and other vulnerable children who cannot ordinarily afford a radio set.

There is a high number of unaccompanied children, orphans and other minors who live in female-headed households in Borno. This initiative targets children in this category. Millions of children in North East Nigeria are out-of-school. This is counterproductive because education is a right of all children, no matter where they live.”

Also speaking on the distribution, the Chairman of the Borno State Universal Basic Education Board Committee on COVID-19 Education Response, (SUBEB) Ali Bukar-Dogo, commended UNICEF for the initiative. He added that SUBEB is monitoring the distribution and radio lessons and sensitizing communities on the purpose of the radio sets.

He said, “SUBEB is determined to see that distribution to the most vulnerable in the community as per target is achieved. We have engaged the School-based Management Committees in the state to select the most vulnerable households or communities.  The radios will support the most vulnerable children and communities to catch up with learning programme even within the COVID-19 pandemic.’’

DESOPADEC MD/CEO LEADS MANAGEMENT ON FIRST-CALL CONDOLENCE VISIT TO OVERAH FAMILY

The Managing Director/Chief Executive Officer of the Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh FCNA, CrFA, today led Executive Directors and Management, on a first-call condolence visit to the family of Hon. Joyce Overah, who passed on, yesterday, Wednesday June 9, 2020.

The Commission’s helmsman was accompanied on the solemn visit by the Executive Directors in charge of Projects and Planning as well as that of Research and Statistics, Hon. Barr. Daniel Mayuku and Comr. Amb. Shedrack Agediga, respectively.

Also on the high-powered convoy were, Heads of Departments and Units in charge of Administration & Supplies, Finance & Account, Works, Utility, Housing, Project Monitoring & Evaluation, PRS, Protocol, CDPE, Security, Media & Public Affairs; the SSA, Media & Communications and the SA Technical to MD/CEO of the Commission.

In a brief speech by the MD/CEO at the visit, Bashorun Askia expressed the utter shock of the Board and entire Commission at the sudden demise of Hon. Joyce Overah. He described him as a quintessential gentleman, a consummate political chieftain of the People’s Democratic Party (PDP) in the state, as well as a trusted colleague, whose counsel and inputs were highly resourceful until he breathed his last.

He made it clear that the present visit was a first-call, in flesh and blood, to truly confirm the veracity of the sad news, adding that the full Board would in no distant time, return to complete the condolence visit and be well seized on the next line of action, to do the needful, regarding his final departure rights.

The Director, Administration & Supplies, Pst. Ferdinand Ebiboh later prayed and asked the good Lord to grant the family the fortitude to bear the irreparable loss.

Responding on behalf of the Overah family, a sibling of the deceased, Mr. Raymond Overah thanked the MD/CEO, Bashorun Ogieh and his team from the Commission, for their prompt condolence visit. He said the Commission would be carried along in all the planning incidental to the funeral rites.

It will be recalled that the sudden, shocking and rude news of the demise of the Member representing Urhobo nationality on the Board of the Commission, Hon. Joyce Overah was broken on Tuesday June 9, 2020, at Sapele.

Until his death, Hon Joyce Overah represented Sapele, Okpe and Ethiope West Council Areas on the board of DESOPADEC.

May his gentle soul rest in peace.

We Were Attacked By Boko Haram Terrorists Disguised As “Religious Crusaders”, Survivor Told Borno Governor

“Boko Haram terrorists pretended to us as Islamic religious crusaders, collected our arms and shot at both young and old, human and livestock at point blank”, the persons left unscathed told the Borno State Governor, Prof. Babagana Zulum on Wednesday.

Narrating their ordeal, the survivors who had to engage help from neighboring village to bury 31 of the 81 corpses in a mass grave, told the governor that they
left 81 persons dead, 13 injured and abducted seven others in the Tuesday’s attack on Fanduma Koloram, a village in Gubio local government area of Borno State.

The governor was equally told that apart from the hundreds of livestock that were killed in the attack, the terrorist carted away hundred others.

A resident, who claimed to be the sole survivor of the attack on the nomadic settlement, who narrated the ordeal of the people to the Governor, said he was assisted by people from neighbouring settlements to bury the dead.

He lamented that the insurgents disguised as if they had come to enlighten the community, disarmed the herders and shot all of them, including underaged and even their animals.

Fanduma koloram, a nomadic village, is located 35 kilometres in the north of Gubio, the headquarters of Gubio local Government area, and a journey that took the governor’s convoy an hour and half hour due to difficult terrain.

Borno State Governor, Babagana Zulum on Wednesday morning travelled to Fanduma koloram village in Gubio local government area, scene of a deadly attack by Boko Haram.

The governor while sympathizing on the attack, was told by the survivor (which name is withheld for security reason) that
81 residents were killed during the attack on Tuesday with 13 persons injured and seven others, including village head was abducted.

The governor, who was apparently annoyed by the wicked act of the terrorists, urged the Nigerian military to undertake a final onslaught that should put an end to the insurgents in the shore of the lake Chad.

He also said there is urgent need to coalesce the scattered settlements into larger communities for security reasons.

The governor, while describing the attack as babaric and unfortunate, evacuated five injured persons in his convoy, for treatment at an undisclosed hospital.

He lamented that: “Last year, about same number of people were killed in Gajiram like it happened again. This is barbaric. It is very unfortunate. The only solution to end this masacare is by dislodging the insurgents in the shores of Lake Chad. Doing so will require collaborative regional efforts.”

A male adult, who was said to have been the only one who escaped the attack gave account during Zulum’s visit.

He said. “The insurgents in gun trucks and armored tanks, came around 10am yesterday (Tuesday). They operated for about six hours and left around 4pm. They gathered us and said they wanted to deliver religious sermon to us. They asked us to submit whatever arm we had. Some villagers gave up their dane guns, bow and arrows. The insurgents pretended as if they were there for no violence. Suddenly, they started shooting at will. Even children and women were not spared, many were shot at close range. Many started running. At the end, many persons were killed. I have been burying people since 10:00pm last night to about 6am this morning. We have buried 49 corpses here while another 32 corpses were taken away by families from the villages around us.

“The insurgents abducted seven persons including our village head. They went away with 400 cattle” he said.

It was however observed during the governor’s visit that the insurgents did not set the place ablaze as they often do in other attacks.

A resident from a neighboring village corroborated what Zulum was told by the survivor.

But there was however fears amongst residents of neighboring villages, that the casualties could be higher than 81 since tracing was ongoing.

Over two thousand five hundred livestock were said to have been seized by the insurgents.

Rt. Hon. Ndudi Elumelu: One Year of Capable Representation

The entire mix of his noble personage has distinguished him as a man of value. An ebullient young man; urbane and dashing; noble in character with a pleasantly large heart; bright, jovial, bouncy and lively, yet modest and reserved.

Hon. Ndudi Godwin Elumelu, who represents Aniocha-Oshimili Federal Constituency in the House of Representatives, and currently the leader of the Minority Caucus in the House of Representatives, is not one who goes about flaunting his striking credentials as a seasoned, tested and go-getter politician, democrat and legislator per excellence.

On his 55th birthday last April 15, Governor Ifeanyi Okowa of Delta State, in a glowing tribute described the lawmaker as “a courageous leader with sterling accomplishments.” He recalled that Elumelu’s contributions in the legislature, especially in the power sector probe of some years ago have remained remarkable.

He said of Ndudi Elumelu: “As a law maker, you have remained outstanding, and as a politician you are a leading light and a role model for upcoming politicians. As a government, we appreciate your contributions to the growth and development of our country, particularly your role in the development of the power and health sectors when you headed the committees of the House in those sectors from 2007-2010 and 2011 – 2015.

“We remain proud of your leadership role in the National Assembly, and we will continue to make supplications to God to grant you good health and greater years ahead,” Governor Okowa said.

Of course, the people of Aniocha-Oshimili Federal Constituency that he represents in the Green Chamber know him so well and acknowledge him as a man of the people; one who is passionate about the welfare of his constituents and Nigerians at large. He is zealous to provide good and purposeful representation and attract dividends of democracy for his constituents.

Indeed, it was his unparalleled track record scintillating representation for two terms in the past that spurred the people to call on him to return to the House of Representatives on their behalf.

Nothing better expressed the esteem in which the people held him. Chief Ikechukwu Okakwu, a Senior Special Assistant to the Governor of Delta State once confirmed this, saying: “We the indigenes of Aniocha-Oshimili value Hon. Ndudi Elumelu’s representation.” Another Senior Special Assistant, Hon. Adim Elue concurred. “We know that he (Elumelu) will perform. He did it before,” Hon. Elue said.

Indubitably, Ndudi Elumelu did not disappoint as he threw himself into the campaign turf, contested and won the elections, thus returning to the green chambers after four years. But how has he fared in the first year of his return to the House of Representatives?

For one year in his third tenure as the representatives of the people of Aniocha Oshimili in the green chambers of the National Assembly, Hon. Elumelu has demonstrated good leadership; he has shown great concern not only to the people of his immediate constituency, but the people of Nigeria as a whole.

As the Minority leader of the House of Representatives, he brought his legislative experience and maturity to bear in the affairs of the House. His excellent human relations and respect for people could be the key for his achievement so far as the representatives of the people.

Assessing the performance of Hon. Ndudi Elumelu’s one year of representing the people of Aniocha/Oshimili, Chief Chibuzor Charles Uwaje, former Chairman of Peoples Democratic Party (PDP), Oshimili South, and grassroots politician said: “Ndudi Elumelu has done wonderfully well. When you say that somebody has done well, it means that the person has done what people expected from him.

“Let me start by telling you about a vibrant man whom I saw in the Chambers talking about the people that he represents. He is a man that has the empowerment of his people at heart. This can be attested to in his actions during the Covid-19 Lockdown in Delta State, where he showed great and passionate concern for the people that he represents. That alone gave me great joy and satisfaction when you are talking about his representation of his people in the period under review.

“The Aniocha/Oshimili people are very pleased with him. Under this period, he has done very well. He shared rice, beans, garri, money, even above all that, he went on to empower the people, paying salaries to a good number of persons in each of the wards in the Federal Constituency every month.

Chief Uwaje continued: “If we have been having people that have been doing this, the politicians and people would not have been complaining. By his performance, Hon. Ndudi Elumelu has made our work as politicians in Delta State as a whole very easy. He has made the work for PDP as a party in this State very easy for the next election.

“I am talking as an experienced politician, I have been into this party, I am a grassroots politician from the scratch to this level I am today. If senior politicians are behaving the way Hon. Ndudi is behaving, I don’t think our party will lose any election, because the dividend you give is what you will take. So Hon. Ndudi Elumelu has shown very good legacy that can carry the party into victory in the next election.

“They said that the end of every election is the beginning of another election; therefore he has done well for our great party, PDP in Delta State to the extent that his performance will surely bring about victory for our party in any election any day any time. His representation at the House of Representatives is a great plus for our people and for our great party, the PDP. Hon. Ndudi Elumelu has done well and I urge him to continue to do more for his people and for the party.

 “In his second year,” Uwaje said, “I appeal to him not to relent in what he has been doing. He should do more of what he is known for. We are happy and grateful that we elected him as our representatives.”

 Uwaje sees in Ndudi Elumelu, a politician that is accessible; a politician that doesn’t forget you after voting for him and winning his elections. He is a man with a lot of humility, a man with high respect and regard for leaders as well as the people in general.

“When you have respect for humans, you give them listening ears. Hon. Ndudi Elumelu is a man that gives people listening ears, a great servant of the people. He is humble and calculated,” Chief Uwaje said.

For Chief Felix Nduka Ogwuda, PDP chairman, Oshimili North Local Government Area of Delta State, Ndudi Elumelu’s representation of Aniocha/Oshimili has been worthwhile. Infact, he has done what his mates couldn’t do. He has no match in this area and the sky is his limit,” he said.

 Chief Ogwuda further observed that this is the first time that constituents are paid stipends on a monthly basis, as nobody has done that before in Aniocha/Oshimili Federal constituency since the advent of representative democracy, “but that is what Hon. Elumelu is doing now. He has performed, and he has been performing even before now; he has no match at all and we are honestly praying for him so that he will continue to do the best for the people of Aniocha/Oshimili and Delta State in general.”

Still extolling the virtues of Hon. Elumelu, the Oshimili North PDP Chairman added: “He has so many projects lined up, that I am privileged to know. If not for the Covid-19, by now he would have kick-started them and we know him to be a representative of the people who does not promise and fail to fulfill his promise. That is the more reason people stacked out their heads for him. Anytime he calls, people respond. He is one of the best we have in Delta State and Aniocha/Oshimili Federal Constituency in particular.”

While noting that farming is the mainstay of the people of Aniocha/Oshimili Federal Constituency and urging Hon. Elumelu to ensure that farmers are well taken care of as he enters another year of representation, Chief Ogwuda appealed to the lawmaker to support them to improve and enhance their farming capacity and output in the coming farming season.

“However, let me specially thank him for the CBN Anchor Borrowers Programme that he introduced to our people. I am happy that they have started calling some people with a view to collecting the loan facility. It is a great plus to Hon. Ndudi Elumelu,” Ogwuda noted.

 He charged Elumelu to keep doing what he is doing “and bring more development to our constituency. We know him to be intelligent, anything good and beneficial to our people that he sees in Abuja, he brings to us,” Ogwuda disclosed.

For the prominent leader in Aniocha/Oshimili, Chief Nkem Okwuofu, Chairman, Delta State Civil Service Commission, Hon. Ndudi Elumelu has done creditably well in the sense that in many ways he has touched the lives of many people within his constituency, including the fact that he appointed over 240 liaison officers that receive about N25,000 on monthly basis and they are very happy.

 She said: “Within this period under review, Hon. Elumelu has provided and installed Solar lights for our people at Ogwashi-uku, he has been able to initiate two different types of CBN Loan facilities for our people for his Small and medium Entrepreneurial programme, ranging from N100,000 to N200,000 for the lower grade, and for the higher grade where you have N5million to N20 million.

“He also organized a comprehensive training on the programme for our people where forms were given.  I am aware that background work is on for the disbursement of the fund. He has done well for the people within this period,” said the phenomenal leader, popularly addressed as Mother of Government (MOG).

 Chief Okwuofu continued: “During the covid-19 lockdown not too long ago, he was one of the first to think strongly about the suffering and welfare of his people; how they are faring and he did not hesitate at all in sending palliatives worth over N45 million to his people within the Aniocha/Oshimili Federal Constituency. Among the items were 150 bags of beans, 150 bags of rice, 120 cartons of tomatoes, 50 bags of onions, 75 cartons of groundnut oil, 75 bags of garri were give to each of the four local government areas in the constituency for distribution to the very vulnerable in the various communities.

 “He has approval already for the construction of four palaces for four traditional rulers in the constituency. In many ways, Hon. Ndudi Elumelu has done superbly well and the people know it and are very happy”.

Pointing out that Elumelu’s local government area, Aniocha North has benefitted from his representation in so many ways, including a good number of roads rehabilitated for easy connection and accessibility among the various communities, Chief Okwuofu in answer to a question said:

 “When you want the people to rejoice, you put somebody who will care for them on the throne and the people will rejoice. Definitely, Hon. Ndudi Elumelu is one of such and his people within his constituency are rejoicing. He has done very well.

 “I pray for him and urge him to strive to ensure that he attends to such area he has not attended to; and I advice him to accomplish all his promises to his people, which he has already started doing.

 “He has done well, but there is always room for improvement; he should never forget the background that he came from so that he will continue to have a focus on where he is going to. Let him carry all his people along in his journey to wherever God is leading him,” Chief Okwuofu said.

 In his own assessment, a notable leader in Aniocha South Local Government area, Elder Ben Nwadiashe, former Chairman of PDP in the area, rated Hon. Ndudi Elumelu’s performance in his first year high, describing him as a true representative of his people.

“Hon. Elumelu is a down to earth man. When I say down to earth, I mean that he is highly gifted by way of leadership. He is calm and sees every situation like his own problem. He is everywhere and knows the problems confronting his people and he is always proffering solution to them.

“He behaves like the present Governor of our dear State, His Excellency, Senator Dr. Ifeanyi Okowa, because he knows everybody and he is down to earth in dealing with them. 

“He has done well and I must say that the people are happy with his representation; he has not in any way disappointed us. He is a man that loves and responds to the need of the downtrodden. He has saved situations here and all that he has been doing are obvious before the public. He is a leader, a God sent leader who has continued to use his gift to serve and uplift the people. 

“I call on him to do more by way of touching the lives of the people because they are the ones that make up and give us the votes. He is a true representative of the people and he is always at peace with the grassroots, he is a grassroots man and I will want him to do more for them, let him not relent,” Elder Ben Nwadiashe enthused.

Reign of Terror: Boko Haram Raids Borno Village, Kills Over 70 Persons

Boko Haram visited fury on a Borno village for allegedly sharing information about them to the military.

In the reign of terror, the insurgents killed over 70 people at a point blank.

Cows and camels were not spared in the fury as over 300 were gunned down and more than 1,000 others carted away.

A security source said, the village, Faduma Koloram, in Gubio local government area of Borno state was equally torched.

A member of the Civilian Joint Task Force, CJTF, who spoke anonymously said the attack which was at about noon on Tuesday was on for over two hours.

He said they arrived in vehicles and on motorcycles, shooting with AK-47s, razing the village and stealing 1,200 cattle and camels.

He said the insurgents accused the residents of the village of sharing information on Boko Haram’s movements with security authorities.

He said the people of the village were caught unaware and unprepared as the insurgents came in large numbers and well armed.

The military spokesman could not be reached for comment.

Bashorun Askia Mourns, As DESOPADEC Loses Board Member, Hon. Joyce Overah

The Managing Director and Chief Executive Officer of the Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh FCNA, CrFA,, has expressed shock and sadness over the death of one of the board members of the agency, Hon. Joyce Overah.

The late board member who represented the Urhobo ethnic nationality of Sapele, Ethiope West and Okpe Local Council Areas, died on Tuesday, June 9, 2020 after a brief illness.

“We’ve lost an articulate, passionate and forthright member of our board whose painful passage is hard to imagine. But we are consoled that he demonstrated his passion for his people in very practical ways that are enduring,” Bashorun Askia said.

Bashorun Askia described the death of Hon. Overah, a consummate politician and key stakeholder in the People’s Democratic Party (PDP) in the state, as a blight on the seamless progressive trajectory of the Board since its inauguration about a year ago by the state Governor, Sen. Dr. Ifeanyi Okowa.

The DESOPADEC helmsman said the late Hon. Overah was a trusted and committed Board Member, whose inputs were pro-development for the mandate areas, describing his death as a sad development for all Board Members, management and staff of the Commission. Bashorun Askia prayed the good Lord to console the family, at this very difficult time.

The late Hon. Joyce Overah was a former federal lawmaker, having represented the Okpe, Sapele and Uvwie Federal Constituency in the House of Representatives between 2007 and 2011. He was also a Commissioner of Science and Technology as well as Commissioner for Local Government and Chieftaincy Affairs in Delta State during the first tenure of Governor Okowa between 2015 and 2018.

Hon. Overah was among the members of the Board of DESOPADEC inaugurated nearly a year ago by Governor Okowa where he represented Urhobo ethnic nationality, covering Okpe, Sapele and Ethiope West Council Areas.

Operation Delta Hawk: A Move Whose Time Has Come –Bashorun Askia

HEART OF WHITENESS: THE GEORGE FLOYD’S PERSPECTIVE

It was Joseph Conrad’s Novella, titled: HEART OF DARKNESS , that first arose my innocent and uncultivated mind to the ills of colonialism and the average white man’s perception of the black man, shortly before my undergraduate days.

Even though it was a great and riveting read that equally exposed the lies of the white man’s messianic roles and mission to Africa, I never got over the colonialists’ description of the Black man and his labour as a mere machinery.

Not until I got into the University and came across Walter Rodney’s book: HOW EUROPE UNDERDEVELOPED AFRICA as a tacit ‘response’ to Lord Lugard’s fallacious book, THE DUAL MANDATE IN BRITISH TROPICAL AFRICA, that I became comforted. I was later to understand, in a broader way, as a student of political science, how that the very continent of Africa itself, was maliciously divided( on a round table in Berlin) among the colonizing powers themselves, like a piece of pizza. And the inhabitants, too, were periodically and inhumanly rounded up as commodities to be exported overseas.

The recent gruesome, broad day murder of George Floyd by the heartless white supremacist cop, and the ensuing violent protest all over the United States of America, helped to bring back those age long memories I read from the English- Polish writer, Joseph Conrad.

When will the colour of our skin be less important like the colours of our eyes in America, a self acclaimed and widely proclaimed custodian of human liberties freedom and civility? What will the African-American do to live peacefully among his white neighbours in a nation where his cherished ancestry and ancestors were ferried away to dwell in against their wish and aspiration? When will the Black man’s life matters in America and Europe?

Why these questions appears rhetorically unanswered, attention should be drawn to the speed and spontaneity of response being witnessed in the ongoing saga. These laid credence to the fact that the average African American has suffered in silence over time while seething with discontent, waiting to exhale in violence at the minutest opportunity.

But most interestingly, is the oneness, humanism and the colour-blind dispassion of the protest as one of a collective humanity against a common unwanted enemy of hate, racism and violence.

The wide world condemnation of this dastardly act is equally a pointer that the World has come of age to accept and treat such barbarism as normal under the guise of racial supremacy.

Before now, the incidence of racial discrimination and police molestation against the blacks by the white population in America was alarmingly frightening. Resulting to self help would have further portrayed the blacks as a lawless bunch which is why the George Floyd’s incidence should be leveraged upon to bring the required constitutional change in Laws that will bring about permanent peace to every American citizen as far as racial discrimination is concerned.

This “Heart of Whiteness ” call America and her white dominated leadership should live up to the expectation of those who looks up to them as bastion of hope, democracy and people’s right; and not to allow the labour and genuine efforts of Martin Luther king and his civil rights contemporaries to be in vain. Then and only then can we all avenge the gruesome and painful murder of George Floyd.o

66-Year Old Bachelor Defiles 2-Year Old Girls

A 66-year old man Baba Sahabi of Daban kare area of Sabon-Gari, Gashu’a in Yobe state, allegedly defiled two year old girls, after luring them into his compound using chocolate to achieve his animalistic target.

It was learnt that the victims who live around his area were sexually abused several times by the randy old man who is said to be a bachelor.

According to a source, the victims’ private parts were severely damaged as a result of the assault.

The suspect has been arrested by the Police and is currently at Gashu’a Area Command after a non- governmental organisation, Yobe Youth Initiative And Community Development (YOYICOD) reported the case to them.

Investigation into the matter is ongoing.

  • INSPECTS *MILITARY *HARDWARE* RENOVATION WORKS IN 33 BRIGADE SHADAWANKA BARRACKS BAUCHI

The Nigerian Army Chief, Lt Gen TY Buratai was at the Nigerian Army Armoured Corps, Nigerian Army Armour School and 33 Artillery Brigade Bauchi on Wednesday the 3rd of June, 2020 where he assessed ongoing VT4 Main Battle Tank Training in which 155 officers and soldiers are undergoing training for competent commanders, crew men, drivers and technicians.

While addressing the instructors, staff and 155 participants (all ranks), Gen Buratai expressed satisfaction on the quality/level of training, commitment and discipline of the participants. He said that – “Your discipline, commitment and assimilation is so far quite encouraging and commendable.” “You should continue to learn well and be able to efficiently operate the new platforms in readiness to your deployment into the mission areas”.

“While I commend your efforts to the training, let me warn that you must operate/handle the new equipment proficiently, we will not accept cowardice, sabotage or inefficiency under any guise whatsoever”

Gen Buratai further urged the participants to maintain high standards of professionalism, effectiveness and discipline in whatever roles they might be assigned or deployed to. He commended the Commandant, instructors and staff of the school for a good job and directed the students to cooperate fully and learn as well as to apply what they have learnt practically and effectively in the war front.

The course participants, through their course leader, appreciate and commend the inspiring leadership of Gen Buratai and his uncommon efforts in the struggle to end terrorism in Nigeria and assured him of unflinching support and commitment to bring terrorism to an end so soon, leveraging fully on the newly acquired equipment by the Nigerian Army.

Gen Buratai used the opportunity to assess the living accommodation of some soldiers in Shadawanka Barracks, 33 Brigade Bauchi whose roofs were destroyed by rainstorm on which repairs are already ongoing as seen during the visit to the affected areas.The sudden visit to the sites is a reflection of Gen Buratai’s disposition of placing troops’ welfare as one of his top most priorities.

The construction and renovation of accommodation for personnel of the Nigerian Army is equally ongoing in most of the Nigerian Army Barracks across the country just like in Lagos, Jos, Enugu and Portharcourt among others.

Instructively, some of the accommodation works have already been completed and commissioned especially in Lagos, Portharcourt and Abuja areas.

Borno Governor suspends entire hospital staff for abandonment of duty

Borno Governor, Professor Babagana Zulum has suspended an entire paid staff of an hospital in the state for abandonment of duty post.

The governor, who paid an unscheduled visit to the hospital, General Hospital in Ngala, a town with border with Cameroon Republic, was to see that the resident medical doctors, nurses, pharmacists, and lab technicians, all on the payroll of the government were no where in sight.

The governor was furious that the entire staff despite receiving government salaries, abandoned the hospital to an International non-governmental organisation, fhi360, to manage the hundreds of patients, majority of them, IDPs and residents of Ngala.

Ngala, which also has border with Chad, links Nigeria by road with Sudan and Central Africa Republic.

Having been liberated from Boko Haram’s control in 2015, Ngala is currently populated by thousands of returnees, many of whom are internally displaced persons (IDPs) that were forced to flee their villages and farmlands in the wake of attacks by terrorist group.

Zulum who have taken to the style of paying surprise midnight and daytime visits to schools and hospitals, showed up at the General Hospital in Ngala, in order to find out the realities of healthcare delivery to residents.

The Governor was disappointed to find out that despite high turn out of patients, not one of the many government paid staff, from doctors down to clerical staff, was at the hospital at 11am.

Zulum, who was received on arrival at the hospital, by a field coordinator of fhi360, the iNGO left in control of the hospital, was saddened by what he found on ground, and immediately ordered the suspension of all staff on the payroll of Borno Government.

The governor, apparently annoyed, said: “This is a General Hospital belonging to Borno State Government, unfortunately there is no single state Government staff here to attend to all these patients, and we promptly pay all of them salaries.

“These humanitarian workers from the iNGO (fhi360) are supposed to complement the state Government staff but not to completely take over the Hospital. I am directing the Borno State Hospitals Management Board, if there is any staff on the payroll of this Hospital, to immediately suspend all the workers on government payroll. I will be back to this hospital, hoping to see the opposite of what I saw today.”

The governor also took time out to inspect three schools in Ngala in preparation for the resumption of academic activities.

Zulum, after the assessment, ordered the rehabilitation of classes destroyed by insurgents in all the three schools.

The affected schools include; Government Day Secondary, Gamboru, Gamboru Central Junior Secondary and Primary School and Central Primary School, Gamboru.

He said: “These schools are not habitable. I will direct the ministry of education to put all measures in place for rehabilitation of the schools so students can resume classes.”

He however directed that local producers and dealers of building materials should be patronized.

He said: “I learnt we have block sellers in this town. Let’s patronize them to encourage local content, but I warn that quality of work must never be compromised local content.”

Before leaving Ngala back to Maiduguri, the state capital, the governor announced plans to resettle IDPs back to Logumani and Gajibo, two neighbouring communities in Ngala and Dikwa Local Government Areas respectively.

He made this known while addressing a cross section of elders from the two communities when he hosted them at the premises of the Local Government Secretariat in Ngala.

ISOKO NATION FELICITATES WITH ADEWUYI, ICAN NEW PRESIDENT

Amadhe described Adewuyi as a consummate and an accomplished accountant and administrator who has brought pride and honour to the Isoko nation.

Amadhe, in the statement said: “We celebrate our daughter Mrs. Onome Joy Adewuyi who hails from Emevor community in Isoko North Local Government Area, Delta State on the the new height she has attained as President of Institute of Chartered Accountants of Nigeria, ICAN.

“The scripture which says :Seest thou a man diligent in his ways; he shall stand before kings; he shall not stand before mean men’ resonates her very essence.

“Imbibed with strong, dogged and resolute character as well as firm determination to succeed, Mrs. Onome Joy Adewuyi’s legacies of honesty, integrity and trustworthiness have enabled her to make indelible footprints on the sands of time various sectors such as manufacturing, oil and gas, and banking.

“She has been a member of the Governing Council of the Institute of Chartered Accountants of Nigeria (ICAN) since 2007 and sits on the Council. She is also currently the Chair of the Membership Affairs, Staff and Organizing, and Investigation Panel Committees.

“Her previous service with ICAN includes three terms as ICAN’s Treasurer, chairing the ICAN Professional Examinations in 2017 and chairing the IT and Image and Publicity Committees. Covid-19: Aniagwu, Ifeajika Appeal To Deltans To Help Curb Community Spread Of Virus

Delta state commissioner for information, Mr. Charles Aniagwu, has appealed to the people of Delta state to follow the health protocols prescribed by the Nigeria Centre for Disease Control (NCDC) and the government as part of strategies to combat community spread of the lethal coronavirus pandemic.

The call followed the continuous rise of the confirmed cases in both the state and at the national level, a development which has not given rest to the health officials and the Delta state government. At the early hours of Tuesday, the confirmed cases in Delta have risen to 88. The figure has 63 as active cases, 17 discharged and 8 deaths recorded.

With the increasing figure, the commissioner is insisting that every resident in Delta should use facemasks, hand sanitisers and the hand washing recommended by the health authorities. He also said people should avoid crowded places and maintain spacing between people in all interactions.

Mr. Aniagwu made the call when he visited members of the Delta Online Publishers Forum (DOPF), an association online news publishers at the forum’s office in Asaba the Delta state capital on Tuesday.

He expressed displeasure over the COVID-19 patient whose mobilized his relations to storm and remove him forcefully from the isolation centre, saying everyone who knew him should stay away from him to avoid being infected by the coronavirus. He advised Deltans stop playing politics with the virus, adding that COVID-19 is not fake but real.

He commended members of the Delta Online Publishers Forum for publicizing the activities of the state government, saying the governor, Dr. Ifeanyi Okowa, is happy with what members of the forum are doing for the state.

He reeled out numerous achievements of the state government for the past years. He said the state governorment under Governor Okowa has built schools and over 400 roads across the three senatorial districts of the state. He also said the state is contributing immensely to the contributory health scheme, thereby making health care affordable and accessible to all Deltans.

Charles Aniagwu, who was accompanied by the Chief Press Secretary to the governor, Olisa Ifeajika, Senior Special Assistant to the governor on Media, Nelson Egware and two others for the interaction, said Governor Okowa is focused on nbuilding a lasting legacy for the people of Delta, urging media practitioners and all Deltans to key into all programmes of the governor.

Mr. Ifeajika, the CPS to the governor, told the forum members that Delta state is for all Deltans, hence every resident should join hands to build a state that will be the envy of all, both within and outside the state.

Ifeajika said the state government has nothing to hid from anyone insisting that the state is open and the government is transparent in its dealings with the people. He called on the media to verify all reports available to them before publishing.

He agreed that the online media which is already beating the mainstream media in the distribution of news and other information, has come to stay. He, however, called for online media practitioners to watch and ensure stories are credible before publishing.

Chairman of the forum, Mr. Emmanuel Enebeli, told the commissioner that members of DOPF have been supportive of the programmes of government in the state. He told the commissioner that members of the DOPF always verify their stories before publishing.

The early hours annual, ritual rainfall of June 1 may have unknowingly announced his passage to greater glory. It heralded a sad news.

Majekodunmi Fasheke, known by his stage name Majek Fashek or the rainmaker as fans like to refer to him, died in the early hours of Tuesday, June 2nd 2020.

The ‘So Long, Send Down the Rain’ crooner was a legendary reggae artiste who was born in Benin City to an Edo mother and an Ijesha father.

Fashek who is best known for the massive 1988 single ‘Send Down the Rain’ has been plagued by a mysterious illness in recent years.

Majek’s musical style was influenced by the very best including the late Bob Marley, Fela Kuti and rock guitarist Jimi Hendrix.

His longtime manager Umenka Uzoma Day announced the death on his Instagram page on Tuesday, June 2, 2020.

“Today been having pressure calls, well it is true that the African No 1 Legendary ICON has gone to be with the LORD his Maker, Day said.

“Let celebrate him, his achievements, and his family, whatever decisions made by his immediate family will be notified.”

Majek started his career in the early 80s with the group Jastix, Majek went solo and released his debut single Prisoner of Conscience in 1988.

The album was released to massive success and had the popular record ‘Send Down the Rain’.

Several successes followed until heavy drug and bankruptcy affected his career.

Although he made several comebacks, Majek never remained the same again.

MAY 29: OKOWA SUSTAINING PROGRESSIVE MOMENTUM

Just like yesterday, the rave and captivating moments of the second half of Governor Ifeanyi Okowa’s administration began with a resounding symphonies on May 29, 2019 after securing the mandate of Deltans once again. It apparently cascaded into bestriding moments of nostalgia because the victory held unquantifiable hope for the grassroots in the State. His governance style apparently reflects the thought of William Faulkner, which he has as his compass to navigate the state to glory.


To say the least, his second coming holds a lot for the commons of the very commoners due to the deafening sound of infrastructural development dotting the length and breadth of the State. A glaring characteristics that earned Senator Ifeanyi Okowa the nickname of Ekwueme (talk and do). The eulogy of christening the governor “talk and do” was not far from the evidences of his unquantifiable performances in his first tenure where even the blind could literally touch and see the magnitude of infrastructural development especially on rural roads, inter-city and township remodeling including restoring the dignity of Asaba as the Delta State Capital City, which was long abandoned and forgotten. The desire of enacting mega city legacies encouraged the governor to establish through an edict the Warri/Uvwie & environs development agency similar to Asaba Capital Development Agency to tackle certain development challenges. This has led to building storm water drainages in replication of what is done in Asaba.
Not done with changing the face of governance especially in Asaba, Gov. Okowa inherited agencies and establishments operating from rented apartments across the length and breadth of the State.

To this effect, one of the main focus of his administration was to break the old order by building a one-stop-shop State Secretariat Complex which is expected to house all government ministries, departments and agencies. The project estimated to gulp over N12 billion is already at the completion stage and would hopefully be commissioned in no distant time.

What else could have endeared Okowa more to Deltans? As one from the grassroots, it wasn’t a knotty issue to recognize the fact that education and health are key to them. Acting on the philosophical spirit of the letters of Seri I Dew, a renowned writer, who said and I quote; “True leaders understand that leadership is not about them, but about those they serve. It is not about exalting themselves, but about lifting others.” Equipped with such perception of leadership, Gov. Ifeanyi Okowa, embarked on strategic programmes to build a stronger Delta where equity, justice and fair-play are the fundamental principles for sustaining the SMART agenda to lift Deltans out of the quagmire of underdevelopment.

In fact, to demonstrate the stronger character of a concerned leader, Gov. Okowa despite the unforeseen challenges of the ravaging COVID-19 pandemic, which he has handled with robust expertise and professional pedigree, still pilot the state affairs with passion to accomplishing the vision of a greater and stronger Delta as enshrined in the 2020 budgetary provisions.

No wonder, his actions point towards opening the entire space of Delta to the world by continuing with the massive road infrastructure after taking oath for a second term. One of such critical roads is the Kwale/Beneku/Okpai road with a bridge crossing one of the aged pontoons used to short-change the Ndokwa people in the past. Significantly, there had been many by-gone political leaders (within and without) who had unfulfilled and dud promises to build the road, but it took the courage, commitment and determination of Sen. Dr. Ifeanyi Okowa to break the mysterious jinx of backwardness and embarked on the project which is already at an advanced stage.

Ordinarily, many have waved off the completion of sections A and C of the Asaba/Kwale/Ughelli road on the platform of political paddy-paddy (convenience of party-men) as the cause of its abandonment. But no, one man who believes in using the State money for the development of the critical infrastructure reactivated the job. A contract abandoned for the better part of the past administration, this enigmatic leader found an opportunity to define a moment before his people. Besides revoking the contract from the initial indolent contractors, he re-awarded it to more competent organisations and stood firm to see value for every money paid. Today, the road project that was remained abandoned for over six years is being handled expeditiously with several parts of sections C already in use while section A is being constructed with elaborate details to withstand posterity. Many communities are beginning to understand what motorable roads are with Okowa’s touch of development. For instance, several Ijaw communities in Ogulagha kingdom of Burutu Local Government remain thankful to Gov. Ifeanyi Okowa’s administration as the stretch of road leading from Obotobo 1 through Obotobo 11 to Sokebolou terminating at Youkiri remains an elegant testimonies of the power of committed leadership to the people. The administration defiled the constraint of the deltaic terrain to deliver the over 20.29 kilometers road to the admiration of the people as it was commissioned last year by the Vice-President, Prof. Yemi Osinbajo. The list is endless.

In same manner, several communities without secondary schools are now beaming with great relief as the administration has not only approved new schools, but built what could be termed model schools with state-of-the-art facilities to compete with schools elsewhere. Again, the administration attention to tertiary education is unparalleled as development is spread across the various grades of tertiary institutions owned by the State. Recently many projects handled by the Delta State Oil Producing Area Development Commission inaugurated some critical infrastructures at the Oleh Campus of the Delta State University while a multi-million naira auditorium is currently on-going at the College of Health Technology, Ufuoma, in Ughelli North Local Government Area of Delta State.

One area of passion for the talk and do governor is in the health sector. Prior to the COVID-19 pandemic, Okowa as a health professional had a road map for the sector with focus on building and furnishing well modelled Primary Healthcare facilities in several rural communities driven by the Delta State Health Insurance Scheme. This is inspired by his belief on health being the pillar of wealth. Quite sure, there is every correlation between health and the attendance value of wealth, as sick people don’t have savings due to their drained finances by poor health. On the event of the COVID-19 scourge the pro-activeness of Okowa’s administration was much evident as it paid off in curtailing the spread in the State. It was also apparent in the handling of those that contracted the virus in the State, which received the best of attention from the facilities provided by the State. What more can be said? Okowa’s administration took the health workers as the frontline personnel to saving lives especially at critical times as experienced under the COVID-19 regime. This spurred him to provide total insurance cover for the over 2,557 frontline health workers on the special assignment of combating the corona virus pandemic, in addition to ensuring that that their welfare were properly taken care of. More elating is the Asaba Specialist Hospital, already completed and in use. This is one project that would certainly boost the health sector in the State as it serves as a major provider in the critical health services.

A man that began with a modest step in 2015, has accentuated the tempo of governance to give to the greater number of people of Delta State the value for their money in terms of quality road infrastructure, education, health and again on social investment through the introduction of Youth Agricultural Entrepreneurs Programme (YAGEP) and Skills Training and Entrepreneurship Programme (STEP). Understanding that a man with economic power is one that is valuable to society makes Gov. Okowa unique. The value of contributing to economic advancement inadvertently translates to peace and security as unquantifiable values. Perhaps, that justifies the prosperity vision of Gov. Okowa which he rode on to the seat of power as the governor of a complex state like Delta. The programmes designed to economically empower at least 10 youths and women per unit in a ward across the 25 local governments of the State per time, have been on since the inception of the administration. In fact, the State was able to mass produce nose-mask in the fight against COVID-19 through the beneficiaries of the programmes. The administration of course is keeping with the philosophical thought of teaching the child to fish rather than giving him fish to eat.

Even though, the sudden distortion of global activities by the corona virus pandemic, Governor Ifeanyi Okowa is still focused at defining the moment of progress in all facets of administration as he marks the 5th year of his administration and first of his second term in office. There is no greater achievement better than securing and protecting his people from a pandemic that ravaged the world.

Much as that, his eyes are quite focused on delivering the critical infrastructure that would certainly define Delta State as a destination for all humanity in the near future. This couldn’t have been realizable without the manifest peace that pervades the nooks and cranny of the State. Indeed, strategic peace-building across all ethnic groups and senatorial districts have become the cardinal accomplishments of Gov. Okowa’s administration in the past one year having strived to keep the people together as one united entity with a common goal of building a new and stronger Delta for the future. His approach of inaugurating the Peace-building and Elders Council Committees early in his second term has produced the required dividends by ensuring the peace and harmony across communities in the State. Apart from the pockets of challenges posed by invasion of Fulani herdsmen in some communities and their attendant effects, security matters have been well managed in the past one year with low crime rate. This is as a result of the administration’s deliberate supports to the security agencies in the State with provision of logistics and operational vehicles to enhance their operations.

The desire to capture the enormous investment opportunities inherent in the entertainment industry has also inspired the administration to embark on the construction of a Film Village situated at Ugbolu near Asaba, Delta State. It is believed that the State will continue to rake in higher revenues from the consistence convergence of film stars and producers when work is completed in the world-class facility.

It is obvious that quality leadership is about affecting the majority of the people even with minimal resources. And indeed, the first year of the second tenure of Gov. Ifeanyi Okowa has shown that he is truly in firm grip of a governance that would certainly transform its people to prosperity by building a better and stronger Delta for posterity. He is truly sustaining a progressive momentum for Delta State as a man whose words is his bond.

OZORO COMMUNITY TO RETAIN COUNCIL CHAIRMAN POSITION IN 2021 -GROUP

A political group known as Ozoro Political Class under the People’s Democratic Party (PDP) Isoko North Local Government Area of Delta State, has affirmed that Ozoro community will produce the next executive chairman of Isoko North council in 2021.

Speaking to newsmen after the group’s meeting held at Okay Hotel, Ozoro, Isoko North Local Government Area, the spokesperson of the group, Hon. Sam Uyeri debunked the rumor making the round that Ozoro will relinquish power to other area of the Local government council in 2021.

He stated that Isoko North Political Leaders have resolved to maintain the current zoning formula in next year’s council election, noting that with the zoning formula, Ozoro will not concede the position to any other community.

Uyeri juxtaposed the tenure of council chairmen and councillors and other political office holders in Nigeria in saying, “In Nigeria, we have three years term for Local Government Chairmen and Councillors while four years term for Governors, State House of Assemblies, Senators, House of Representative members, and President.

“With this terms duration, it means Ozoro community’s tenure will subsist beyond 2021 as resolved by Ozoro Political Class. We the Ozoro people have agreed to hold on to the local government chairman position in 2021’’ he said.

On his part, the Convener of the meeting, Deacon Sunday Elueni, posited that, Ozoro Political Leaders have aligned with the decision of Isoko North Political Class to mentain status quo in 2021 council elections.

Others members of the group from various Wards in Ozoro that expressed same idea were Engr Thomas Amuke from Ozoro PDP Ward II, Mr Godwin Ebako from Ozoro PDP Ward III and Hon Samuel Okiemute Efe from Ozoro PDP Ward IV. They corroborated the decision of Ozoro Political Leaders not to relinquish the Local Government chairman position to other area of Isoko North in 2021 council election.

The hitherto devastated opposition are not resting on their oars; they are truly up ‘ in arms’ waiting for a slip from the slippery, dangerous and intriguing fireworks coming from the ruling party. And this is very interesting.

But the real game and the game changers are more on the side of the APC , the Party that produced the likes of the humble erstwhile Deputy Governor, Dr Pius Odubu, Charles Airhiavbere, Ebegue Amadasun, Ehiozuwa Agbonayima, Solomon Edebiri, Saturday Uwilekhue, Chris Ogiemwonyi, Pastor Ize Iyamu, the esteemed Governor Godwin Obaseki and the populist Comrade Adams Oshiomhole.

These array of men, are tested grassroot politicians with their individual competencies, contacts and catchments. Little wonder that the echoes reverberating the political landscape now, is coming from the very “hearbeat” of the nation; Edo state that is.

Even though this parade of political varieties is healthy for our Democracy as it affords the people a wide range of choices, it is equally disconcerting and disheartening to know that nobody is talking too much about time tested policies and programs that will bring Edo state out of the wood. The focus has been selfishly tilted towards removing a perceived enemy or consolidating incumbency, to the detriment of Edo state and her People. This is arrant nonsense! Yet the drummers and political jobbers are rolling out their wares and beating hard for the controversial gladiators to dance to.

Up until now, no gladiator nor their sponsors or foot soldiers, not even their social media urchins can, in a split second, articulate the cardinal objectives or policies and programs that these aspirants are bringing to the table. While we’re clapping for them and taking sides, we must equally and dispassionately ask what Edo state stands to benefit from each person’s candidature.

Let Edo politics and politicking, for once, go beyond politics of over bloated ego, Godfatherism and questionable personalities to that of issues, based on people oriented desires, goals and aspirations. The fight-to- finish, thuggery and mayhem that is often associated with electioneering process in Edo must stop this time around. Let us discuss issues. Let us talk solutions and remedies. Let us put the politicians to task on progressive development paradigms and eschew primordial politics of greed, avarice and favouritism. The time for Edo to move forward is now!

Elder Benson Omobude who made the commendation while receiving the palliatives presented to the children by Gift a Child said,”I am very happy and pleased to see a young girl thoughtful and considerable enough to remember children of Ekiuwa community by donating food items selflessly to alleviate their sufferings at this period of Covid 19.”

“No matter how small it may be, it goes to show that Gift a Child is truly a body or organisation that has the children at heart and I pray God will increase and reward you and bless your dedicated team abundantly so that you can do more to humanity”.

The Odion-Ewere who said Ekiuwa community were peaceful and law abiding citizens of Edo State averred that ” the visit of Gift a Child has set a record that will spur others and that would always be remembered “.

He revealed that Ekiuwa road has been abandoned and therefore used the occasion to call on the state government and other spirited non governmental organizations to come to their aid to rescue them from the untold hardship being experience due to its deplorable conditions.

In her speech delivered extempore, the founder and Chief Executive Officer (CEO) of Gift a Child initiative, miss Ajayi Eseni Deborah said going to Ekiuwa community to present gifts was led by God.

“This is my first outing and project and I considered it fulfilled to obey God’s voice to donate these items/palliatives to Ekiuwa children as my little quota to complement whatever that may have been done by other persons or organizations especially at this period of Corona Virus where everything has come to standstill with its attendant pandemic”.

The 22 years old Economics and Statistics Uniben graduate avowed to do more for children as part of her NGO vision and mission therefore coveted earnestly for support and donations.

Items donated as part of the children’s day celebrations includes. 100 face masks, cartons of noodles, packets of Bobo, cartons of biscuit and parks of Cheese balls.

Burnt Ogbeogonogo Market: Reps Minority Leader Commiserates with Victims

The Minority Leader who represents Aniocha/Oshimili federal constituency in the House of Representatives also said that he appreciated God for the fact that no life was lost in the inferno, saying that once there is hope, there will always be a way out of every circumstance.

“There is no doubt that you have lost goods and properties worth millions of naira, I sincerely thank God that no life was lost. It is an unfortunate occurrence and I deeply sympathize with each and every one of you.

“Let me also thank our dear Governor, His Excellency, Senator Ifeanyi Okowa for commiserating with the victims as well as his promise to assist them to get going,” the Minority Leader stated.

He however promised to liaise with the relevant authority in the state with a view to helping in cushioning the effect of the fire incident on the victims.

Novelist Michael Connelly on his new book, ‘Bosch’ and the Florida connection

A CBS series based on Michael Connelly’s Lincoln Lawyer novels and helmed by David E. Kelley, of The Practice and Ally McBeal fame, was to begin production – as in, fully-invested cast and crew ready to proceed – on Monday, March 16 of this year.

On March 13, the network told everyone to stay home until further notice.

And they’re still at home. And two weeks ago, The Lincoln Lawyer was officially pronounced DOA.

“CBS decided not to go forward with the show, because they’re streamlining things,” Connelly reports. “They don’t know the future, with this virus.

“So we’re trying to take this whole package that is ready to go and find another buyer for it. And I think we will. I’m confident we will.”

Connelly, the 63-year-old journalist-turned-bestselling novelist, has lots to be confident about these days. The University of Florida graduate and part-time Tampa resident is riding high with Amazon Prime’s Bosch, a series based on his books about hard-nosed Los Angeles detective Hieronymus “Harry” Bosch. The tense and riveting drama is currently in its sixth season.

Next week, Connelly will publish his 34thnovel. Fair Warning is the latest thriller with journalist Jack McEvoy as its protagonist.

Connelly admits that McEvoy, whose latest adventure takes him tracking a serial killer who’s somehow involved in the shadowy trafficking of anonymous DNA, is closer to the novelist himself than Harry Bosch, or Mickey Haller of the Lincoln Lawyer books.

“I write the McEvoy books very quickly because a key component of my writing process is not involved when I write about Jack,” he says. “When I’m writing about Harry Bosch or Mickey Haller, and I’m setting out the moves, or what those characters would say, I have to research that. I have to talk to detectives and lawyers and say ‘What would you do? What would you say? What’s the next step?’

“With Jack McEvoy, I don’t have to do that. He says what I would say, he does what I would do. Granted, there’s a fantastical part of this – this is fiction. I spent 14 years covering crime, but I never solved a crime! I didn’t push the action, I wrote about it. I observed it. I analyzed it. And in these books, Jack is doing more than that.

“It’s a mix of reality and accuracy, and then it crosses a line into fantasy. My fantasy. I wish I had done this kind of stuff.”

He began his journalism career as a crime reporter for the Daytona Beach News-Journal, followed by a similar beat at the much larger Sun-Sentinel in Fort Lauderdale. In 1987, Connelly and his wife moved to California, where he’d spend several years covering crime and cops for the Los Angeles Times.

Connelly’s first published novel, The Black Echo, appeared in 1992. This was the world’s introduction to Harry Bosch. The Black Echo won the Mystery Writers of America’s Edgar Award, and sold well, and after three more Bosch books Connelly left journalism to write fulltime.

To date, he has sold something like 60 million books.

Hollywood beckoned in 2002. Clint Eastwood directed and starred in a film based on the Connelly novel Blood Work, featuring investigator Terry McCabe.

The book’s ending was changed for Eastwood’s adaptation. This did not sit well with Connelly. “It was a Hollywood education,” he says curtly.

Connelly was not involved with the 2011 film “The Lincoln Lawyer,” with Matthew McConaughey as Mickey Waller. “TV is a writer’s medium, and film is a director’s medium. So I’ve had two films made, and I had almost nothing to do with them. And no say.” Photo: Lionsgate.

A decade later, with millions of book sales under his belt, Connelly was in a position of power when developer Eric Overmeyer broached the idea of the Bosch TV series.

Connelly: “When Amazon came and said ‘Let’s do this,’ I was ready to get all tough and say ‘I’m doing it unless I can say this, and I control this,’ and I didn’t even have to say that. They said ‘We want you involved, we want your input. Please write scripts for us.’ It was just a completely different animal.

“And it had to be that way. Because by the time that rolled around, I didn’t need Hollywood for anything. You know, I was doing fine with my books. And especially with Bosch, who I’d been writing about for 20 years at that point, why risk something going sideways? So if I was going to make any sort of deal with Hollywood for Bosch, I was going along with the project.”

Crucial to the series’ success was casting the lead character. Amazon gave Overmyer and Connelly two months.

“The books are very internal,” Connelly recalls Overmyer telling him. “It’s interior narration of Bosch. You’re writing in Bosch’s thoughts in the books, and you can’t get that into a script of a TV show.”

According to Connelly, “He said ‘We’ve got to find something who can project a lot without saying a lot. Because Harry doesn’t say a lot.’”

Top of mind, from the start, was actor Titus Welliver, who had been in Deadwood, Lost and Sons of Anarchy. “I had seen Titus as a guest on a show,” Connelly recalls, “where he was a vet who had PTSD. And I saw the projection of what’s going on inside, without him having to say what’s going on inside.”

But Welliver was unavailable during the two-month casting period because he was shooting a film on the other side of the planet. So the creative team read dozens of other actors.

Welliver arrived on the last possible weekend. “He came in all jet lagged, and knowing we were on a deadline … he auditioned and basically got the job in the room.”

Bosch is one of the best-reviewed dramas on streaming TV. “I look back, after six years, and I now know how good Titus is,” says Connelly. “And I couldn’t be happier than with his portrayal of Harry Bosch.”

Still, Amazon has announced that Season Seven, which begins shooting this year, will be the last for Bosch. “It’s not our decision,” Connelly explains. “I don’t object to it too much, because there is something to be said about writing to an ending. Finishing before things start to deteriorate. Because if you graph it, I think the show’s gotten better every season. And that is hard to sustain. But we’ve been able to do it.

“But it’s going to be there on that streaming platform forever. And it’s always gonna draw new people and have fans that go back and re-watch it. And it lasted longer than I thought it would.

“So I’m OK with all that. But it is bittersweet, because it’s not just the actors. We have a crew with very little turnover, so it’s kind of a family. So as we go into filming the seventh season, it’s gonna be tough. But we all know we did something good.”

Next out of the chute, of course, is Fair Warning, which Connelly says is his reaction to the current climate of media-bashing in America; the cries of “fake news” and “enemy of the people,” he explains, irritated him enough to revive crusading investigative journalist Jack McEvoy, the hero of two earlier novels.

“I’m an old journalist. I haven’t done it in 20-plus years, but I did it for 14 years and it was a great time in my life,” the novelist says. “And part of what made it great was that it was important. To have a free media is really important to our society.

“I’m not one who makes political statements in my books; instead I just wrote a story about an unbiased and undaunted journalist doing his job.”

Connelly spends six or seven months in Los Angeles – he’s still there, sheltering at home and waiting out the pandemic – and the rest in Tampa.

All things considered, life is pretty good.

“When you start writing a book, it’s such a longshot thing about even getting it published, let alone being able to make a living,” he reflects. “And I’m just to lucky to have gone way beyond that. What’s going on in my life, and the projects I’m involved with, no way I could have seen all that happening.”

The characters are rich and Mr. Connelly weaves in their personal stories, thoughts and challenges within the crime story being told. I have thoroughly enjoyed the Amazon series “Bosch” and was very disappointed to learn it will wrap after the seventh season. I only hope that Mr. Connelly and Mr. Overmyer can find another platform or streaming service where they can continue delivering this exceptional crime drama.

IDPs Camps’ Fire: FG Plans 10,000 Housing Units

Towards rehabilitation of Internally Displaced Persons (IDPs) in the country, the Federal Government of Nigeria (FGN) has put measures in place to fast track the building of 10,000 housing units in Borno

Federal Government on Tuesday said it was ready to fast track the construction of 10,000 housing units in Borno State to aid the proposed rehabilitation of internally displaced persons (IDPs).

Speaking during a visit to Maiduguri to condole the Borno State Government on weekend’s inferno at Muna IDP camp in the town, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar-Farouk said recent fire incidents at IDP camps in the state has come to show that permanent accommodation should be built to accommodate the displaced persons.

She said the federal government would be collaborating with the Borno State government for the construction of the 10,000 housing units earlier approved by President Muhammadu Buhari.

She lamented that in recent times in the state there has been two fire incidents that have left 16 IDPs dead and thousands rendered homeless after their shelters and property were destroyed.

She commended the National Emergency Management Agency (NEMA) together with the State Emergency Management Agency ( SEMA ) for their prompt response and immediate activation of the crisis response protocol, under the leadership of the new Director General of NEMA, AVM Mohammed Mohammed ( rtd ).

She said:” I am deeply saddened by the loss of two lives at Muna-garage IDPs camp and this unfortunate incident has taken place less than two months after a similar incident had claimed 14 lives and cost extensive damage at Ngala IDPs camp.

“Our prayers and condolences go out to all those who lost their loved ones and property in the fire disaster. I pray that Almighty Allah comfort them at this difficult moment. I am also using this opportunity to extend President Muhammadu Buhari’s condolences to the government and good people of Borno state.

“Yesterday, we had deployed relief items in terms of food and non food items for the affected victims in the camps. We are monitoring the situation closely and we are providing every support required as investigation continues on the cause of the incidents.

“Cognisant of the human and material toll these fire incidents took on our lives, the ministry in consultations with relevant agencies and other stakeholders is evolving new strategies for an all-hazard approach that would prioritise the prevention and mitigation to avert such tragedies.

“Your Excellency, we are working hand in hand with you to see that we kickstart the mass housing project which has been approved by president Muhammadu Buhari, that is the 10,000 housing unit that is supposed to be constructed this year.

Reacting, Borno Governor, Prof. Babagana Zulum the government and people of Borno state appreciate all the efforts of the minister, he said that the only solution to the incessant fire outbreaks at the IDPs camps is to ensure that more permanent houses are built with a view to ressettling back the people to their localities.

He said major reasons the camps usually got razed is because the buildings are made of corn stocks, coupled with windy nature of the areas, hence when there is fire incident, the whole area would be gutted by fire.

Zulum said. “As you have rightly pointed out, the issue of medium term, long term sustainable solution is the only way out. Let me express my sincere appreciation to you for the enormous support that you have been rendering towards uplifting the standard of the displaced communities of Borno state, even when you were Commissioner for the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI).

” We received your tremendous support three days ago with regard to the fire incident at Ngala IDPs camp; and this time around, as soon as you heard the sorry state, you dispatched relief items through the able leadership of the new Director General NEMA,” the Governor said.

He assured the Minister that the items donated would be distributed to the deserving ones meticulously and judiciously.

Through Lent, Ramadan, Troops Kill 1015 Boko Haram, Arrest 84 Collaborators -Buratai

The Chief of Army Staff (COAS) , Lt . Gen. Tukur Buratai has said that Nigerian troops withstood the rigour of Lent and Ramadan to inflict major defeats of Boko Haram, killing 1015 terrorists and arresting 84 of their collaborators.

Buratai, who hosted troops of Operation Lafiya Dole (the military counter-insurgency operation in the North East) to Sallah Lunch, however lamented the loss of 11 soldiers and injuries to several others in the operations he had led since April 4, when he relocated to the troubled region to confront the terrorist group.

The Army Chief said despite the physical challenges that come with the spiritual excercise of Lent and Ramadan, troops demonstrated ” resilience, doggedness, as well as mental alertness” to successfully execute the operations in the past two months against Boko Haram and ISWAP terrorists .

He said: ” Since the commencement of the special operations in the past two months on my arrival on 4th April, we have all put in concerted efforts which have resulted in the killing of 1015 Boko Haram/ISWAP terrorists and the arrest of 84 logistics suppliers and informants operating with the terrorists.”

He added that: “Typical of every military operation of this nature, we had significant successes and some not too palatable encounters . We have taken time to reflect on our setbacks with a view to doing things better to secure the successes we had recorded.

“Some of the notable encounters included that of dislodging the terrorists in Geidam , Mainok, Dapchi, Baga, Dikwa , Gajigana among others, where the insurgents were dealt with decisively.

“Our artillery and air strikes unbroken operations in the Boko Haram enclaves have been hugely successful . We have succeeded in dislodging the terrorists at various locations.”

The COAS added that hundreds of the terrorists have been neutralized in the different camps as attested to by deposed and captured terrorists trying to escape the operations

He said: “Many more terrorists have been wounded and are presently hiding in forests with several wounds. This explains why the insurgents have resorted to desperate attacks on towns and villages such as Babangida and Dapchi, searching for medical supplies and logistics to treat their injured that are dying like flies in the forest.”

He said he was full of joy being with the troops and the wounded soldiers to celebrate the end of Ramadan, assuring that the end of the terrorists is at hand with the fighting vigor of the troops.

Buratai expressed appreciation to the other components of the Operation Lafiya Dole, such as the Air Force and the Navy and even Civilian Joint Task for their efforts in bringing the terrorists to their knees.

Buratai also thanked the Governors of Borno and Yobe states for their support to the Nigerian Army in the counter-insurgency operations, and as well thanked the police, and other security agencies for their role in the successes achieved against the insurgents .

The Borno Governor, Professor Babagana Zulum , had earlier told the COAS that “Borno State under his watch will always be very faithful as it is ready to partner with the Nigerian army to effectively tackle the insurgency issues.”

Governor Zulum spoke while receiving the Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai and his team at the Government House Maiduguri on sallah homage to the governor.

Zulum expressed his appreciation to the Nigerian Army, and promised to support them with all the required logistics for them to succeed.

The governor added that the fight against insurgency is everybody’s business for the Nigerian Army to succeed. He stated that everybody must support the fight and provide useful information and suggestions to the Nigerian Army.

He further thanked the COAS for his foresight and gaint strides in establishing the Army University at Biu and also the Command Secondary School at Auno.

Two persons killed in inferno at IDP camp

Two persons were lost in an inferno at an internally displaced persons (IDPs) camp in Maiduguri, the Chairperson of Borno State Emergency Management Agency (BOSEMA), Hajiya Yabawa Kolo has said.

Kolo, made the revelation on Monday while receiving food and non-food items from the National Emergency Management Agency (NEMA) for the relieve of the victims of the fire incident.

Kolo also lamented that the fire incident which occurred on Saturday night equally destroyed 1,613 makeshift shelters at the Muna IDPs camp at the outskirts of Maiduguri.

She also decried that the fire incident which occurred at the eve of the Eid-el-Fitri destroyed food and other means of livelihood at the camp.

It was gathered that the inferno, which was trace to an accident at the cooking points left 1613 households, totally 9678 people, affected.

The inferno could not be put off, as the makeshift shelters were clustered with a windstorm that fuels the spread of inferno to other IDPs’ houses.

It destroyed all the two sources of water at the camp leaving NEMA to temporarily commence distribution of water through water tankers.

The Acting Zonal coordinator of NEMA North East, Mr. Ishaya Chinoko who represented the Director General, AVM Mohammed Mohammed (Rtd.) at the presentation, said the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar-Farouk instructed that relief items should be distributed to the fire incident.

Among the items distributed include condiments, food items, clothing and building materials

Abba/Ukpo Land Tussle: Tension Mounts As Another Property Is Destroyed

Indigenes of Abba Community in Njikoka LGA of Anambra State have lamented the incessant attacks and wanton destruction of properties in their community by people believed to be from the neighbouring Ukpo Community. 

Our correspondent who visited the area reports that the attacks were linked to a lingering land tussle between both communities which had lingered for about 50 years.

A visit to the scene of the most recent attacks reveals that the perimeter fences of two houses belonging to Chief Pius Nweke CEO Best Aluminium Manufacturing Company and his brother Chief Godwin Nweke were pulled down with a bulldozer by suspected members of Ukpo community who were allegedly accompanied by men of the Nigerian Police Force. 

When contacted, Chief Nweke said his ordeal is as a result of his support to his community to ensure that they do not lose their ancestral land to Ukpo community. 

The traditional ruler of Abba Community, Igwe Leonard Eze and another prominent member of the Community Prof. James Adichie, father to to the novelist,  Chimamanda Ngozi Adichie appealed to the relevant authorities to restrain members of the Ukpo Community from further attacks and await the legal process to take due course.

Community leaders of Abba led by Mr. Alex Maduka, our correspondent was told, the tension built by the action would have snowballed into a conflagration.

The Abba Main Market and parts of Abba Secondary School had earlier been demolished in February last year.

He said the demolitions had made the people of Abba lose millions of naira and brought so much anxiety among the people.

The Community leader wondered why security operatives and the State government had not taken decisive actions to end the crisis between Abba and Ukpo, which had lingered for about 50 years.

Mr. Maduka said: “We persuaded our people who came out not to retaliate because the police are not on our side, as any action we take might result in human casualties.”

“In as much as we do not want to engage Ukpo people in physical confrontation, we will continue to engage them in court until we get justice.”

It will be recalled that an Anambra High Court sitting at Neni, Anaocha Local Government Area, presided over by Hon. Justice Onyinye Anumonye ruled on Tuesday that the Supreme Court decision on the issue of change of appellants in the lingering land dispute between Ukpo and Abba was final and cannot be revisited or re-heard by any other court in the country.

Also it is instructive to note that the land dispute involving Abba, Ukwulu and Ukpo has been subject of litigation spanning several decades.

“Chief Clark has remained a firm and uncompromised voice for the entrenchment of rule of law, social justice, adherence to the principles and tenets of constitutional federalism, equitable distribution of national opportunities and undiluted respect for the sensibilities and rights of federating units in the quest for a strong, united and virile nation.

“Over the years, Chief Clark has remained philanthropic and dedicated to the good of the Nigerian people. His commitment to the development of the younger generation is evinced in his roles leading to the establishment of the University of Benin and well as founding a university, the Edwin Clark University, in his hometown.

Eid-el-Fitr Celebrations Sobering, Says DESOPADEC Boss Bashorun Askia

Managing Director/Chief Executive Officer of Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh FCNA, CrFA,  has described this year’s Eid el Fitr celebrations as sobering with great lessons learnt following stringent restrictions that were in place during the fasting period, in the wake of the Covid 19 epidemic.

Bashorun Askia in a Sallah message released in Warri, Sunday, said despite the heavy burden placed on Muslims during the period, “the fasting was successful and the spirits of all Muslim faithful were lifted high. And it is without doubt that God answered all supplications and rewarded accordingly.”

While congratulating all the faithful for this year’s celebrations, Bashorun Askia said “I am grateful to God for guiding all Muslims through a successful fasting and I pray that the lessons of Ramadan; piety, self-denial, prayers and generosity to the poor and needy be rewarded accordingly by the Almighty God.”

Bashorun Askia urged all Muslims “to imbibe and demonstrate the lessons of kindness, tolerance and submission to higher authority and always put Nigeria first in all endeavours. We must keep hold of the excellent and wonderful things the holy month of Ramadan signifies.”

He said witnessing another Eid el Fitri is a special privilege from God who has control over the destiny of man and therefore prayed that all may look forward to a much more fulfilling and rewarding future..

“As a nation, we must use this period for deep introspection and rekindle the virtues of forgiveness, tolerance, love for one another and commitment to the stability and progress of our dear nation and humanity at large.

“Indeed, the successful completion of the Ramadan fast as well as our commitment to prayers and supplications during the period, strongly confirm our individual and collective trust in God in the determination to excel as a united people”.

The Minority Leader stressed that with such determination, unity and trust in God, our nation will definitely overcome all her challenges and once again stand tall among the comity of nations.

The lawmakers therefore called on Nigerians to spread the joy of the Eid-el-fitr by reaching out to one another at this critical time.

The caucus also urges Nigerians to ensure that they adhere strictly to all health safety protocols on  COVID-19 as they observe the Eid-el-fitr.

NAF DEPLOYS SPECIAL FORCES ELEMENTS, ADDITIONAL PLATFORMS TO BOOST ONGOING OPERATIONS IN KATSINA

In furtherance of President Muhammadu Buhari’s directive on the launch of a major crackdown against bandits, kidnappers and other criminal elements in Katsina and other States in the North West of the Country, the Nigerian Air Force (NAF) today, 22 May 2020, injected Special Forces (SF) operatives and deployed additional platforms to Kastina State. The arrangement is to consolidate on the already existing security architecture in the State in order to ensure the success of the ongoing renewed offensive against the armed bandits under the auspices of the Defence Headquarters (DHQ)-led Operation HADARIN DAJI.

In his address during the deployment, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, represented by the Air Officer Commanding Special Operations Command (AOC SOC), Air Vice Marshal (AVM) Charles Ohwo, stated that the deployment was informed by the need to quickly add value to the current effort by all security agencies to decisively deal with acts of banditry and criminality in Katsina State and the entire Northwestern Nigeria.  He disclosed that precursor air operations that commenced 2 days ago had already yielded positive results with some armed bandits’ camps destroyed, thereby further degrading the fighting capability of the criminals. He said the deployment of the additional SF operatives would complement the successes so far recorded to ensure the activities of bandits, kidnappers, cattle rustlers and other criminal elements are curtailed.

Speaking further, the representative of the CAS assured the good people of Kastina State that the NAF, working in synergy with sister Services and other security agencies, would continue to do its utmost to ensure a return to normalcy in the area. He also thanked the Executive Governor of the State, Governor Aminu Bello Masari, for his support and encouragement towards ensuring the success of the Operation. AVM Ohwo charged the troops to continue to uphold the NAF’s core values of ‘Integrity’, ‘Service before Self’, and ‘Excellence’ as they carry out their assigned tasks.

The Katsina deployment is coming just few days after the NAF had deployed SFs and Combat Search and Rescue operatives to Nasarawa and Plateau States.

Born 54 years ago to Urhobo parents from Ughievwen kingdom in Ughelli South LGA of present day Delta State, Rev. Ejiroghene Francis Waive is a man among men. From a humble beginning he has risen to prominence through hardwork, dedication, perseverance, integrity, grace, and his personal acquaintance with the Lord Jesus Christ.

A preacher of no mean repute Rev. Waive got born again through the activities of the Scripture Union in the mid 70’s. He answered the call of God to go preach the gospel to the lost quite early. After several years of pastoring at Warri and Ughelli, he felt a strong urge to acquire more education as he is highly intelligent. This took him to the then Edo State University,(now Ambrose Alli University, Ekpoma) where he studied Accountancy and graduated with a good honours degree. At EDSU he contested for and won the prestigious Students Union Government Presidency. His tenure was marked with relative peace, and academic progress. This was during the administration of Odigie Oyegun and Felix Ibru in Edo and Delta States respectively. He was admitted into Bendel State University but graduated from Edo State University. His records as EDSU’S Reverend President remain unbroken till date.

Upon graduation he worked as a banker in one of the new generation banks in Lagos with a very fat salary. His MD was however, very surprised when Rev. Waive tendered his resignation few years later quitting a promising career to answer the call of God. For God told him clearly “I cannot share you with any man or job” . Even when he was given a warehouse to start the church from in Lagos, he refused because the instruction was very clear that the church must kick off from Warri.

Rev. Waive is a humble man of God who recognizes God’s voice and is obedient to it and will not compromise it for anything in the world. The Church that God instructed him to establish in Warri, Church of the Anointing is today having various branches in the state, especially in the Riverine areas where his NGO Riverine Communities Health Organization has helped to bring succour to many who could not afford hospital bills for treatment and surgery. He once sponsored a young girl, Miss Imade Abroad for surgery on Elephantiasis. He is indeed a great Philanthropist.

When I learnt that he was running for the post of Federal House of Representative to represent us the good people of Ughelli South, Ughelli North and Udu Federal Constituency, I knew that our story has changed for good. This is because I know that he must have heard from God, and as a go-getter, I know he will definitely win, and it turned out to be so. Since his election I have listened to him speaking on the floor of the house representing his good people and working for the good of his father land.

The present position is only a stepping stone to what the Lord wants to do through him. I celebrate his courage, forthrightness, integrity, and faith in God. He is indeed a mentor.

Bashorun Askia Speaks On Impact Of Covid-19 On Oil Bearing Delta Communities And Way Forward

What has been the impact of Covid-19 in the production of oil in the Niger-Delta region?

The Covid-19 has not affected the production of oil significantly, though but what we now have is a glut in the oil market because we are now producing oil and there is no market for it, so we have quite a number of vessels that are out there on the high seas and no buyers. That is going to affect the economy of the Niger-Delta area and indeed the entire Nation.

What help is DESOPADEC rendering to communities in these difficult times?

We’ve been involved in the giving outof palliatives to the vulnerables in our midst, those whose businesses have been terribly affected; the artisans, Keke riders, among others who are living on day-to-day business. I know with the lockdown we experienced in the past few weeks, these people were unable to go about their businesses and they became vulnerable to hunger, so as a Commission, members of the Board were all involved in the provision of certain level of palliatives in terms of food items and some other support for these persons across our mandate areas, which is a larger part of the state.

What are the plans in terms of revamping business activities?

Right now the oil prices are quite low and that is being complicated now with low benchmark of $20 for a barrel and we know that the cost of production of oil in our country is pretty high That’s going to leave government with very lean revenue and you know our own Commission is essentially involved in the utilization of the 50% derivative element of our state revenue and that is what comes to us. What is means now is that with low revenue coming from oil, we may not be able to have enough revenue to be able to prosecute the process of providing infastructure and other programmes that was supposed to ameliorate the sufferings of people of the oil producing or oil bearing communities of the state because our action of providing infastructure in areas of the gaps, that prevail, has actually made the once restive Niger Delta area to be very friendly to the production of oil and economic activities have barely picked up but now we are having this clogs and now that this pandemic has come, it’s quite unfortunate but we are going to do everything within our power to make sure we remain there for the people and provide the necessary infastructure for them and even develop them in terms of human capital and then see how we can empower them to start off again in their businesses.

What has the been the response of the people in terms of the palliatives being provided so far?

It’s been very wonderful. They’ve been very receptive of the idea. They know that things are not easy and for an agency as ours to come together using all the apparatus we have to be able to come out to help and even give them help tips, as health education in terms of what they will do to ensure that this pandemic do not spread. They’ve been very appreciative and I can see they like it a lot. They’ve applauded all our tremendous role and we are quite happy.

Did you layoff any staff at this point?

No, right now we are running skeletal service’s because of the social distancing policy of government even though we are open but so far so good by the way we have have structured our finances we will remain afloat and we are not going to drop any staff whatsoever and we are going to keep on to our responsibility of paying salaries and allowances as if there were no Covid because we cannot afford to throw more people to the labour market at this critical time. So we are doing everything possible to ensure that our staff are well catered for. And by the grace of God we are not going to layoff any staff at all, not even one

In terms of operation, what should we expect from you differently post Covid 19 and what has this particular experience taught DESOPADEC?

We are likely going to focus very well on the issue of environment and health education and provision of Health Services to our various areas and by the way, now that the funds are not going to be flowing so high we intend to curtail our expenditure and ensure that those items that are very critical, the areas of critical needs are the areas that we are going to intervene so that we can manage our finances for the betterment of the people.

HISTORY: ORIGIN OF OZORO –By Oyolo Kigho

Historically speaking an exact date that Ozoro was founded may be virtually impossible since literatures dealing with the history of this area are very scanty and difficult to lay hands upon. Hoverer, some writers who had attempted writing about Ozoro came out with conflicting dates. For example, one of them was of the view that Ozoro may have been founded in about the 15th or 16thcenturybasing his argument on the time Aboh that tended to have some historical connection with Ozoro was founded.

However, certain authorities placed the foundation of Aboh roughly in the reign of Oba Ozolua of Benin towards the close of the 15th century2. The argument is that if Aboh was founded during the time mentioned above we can therefore argue that Ozoro which seemed to have got some historical link with some of the Kwale clans like Ossissa and Ashaka that were established after the founding of Aboh may have been founded after the 15thcentury. In other words, Ozoro may have been founded at late 15th century or early 16th century.

Yet another source was of the view that Ozoro may have been founded in the 17th century3. And still another source says, “Ozoro was probably founded in the 18th century”4. All we are saying in this passage is that these varying dates are inconclusive as more researches and investigations are to be carried out to know the actual time Ozoro was founded.

Writing about the origin of Ozoro in his Isoko-Sobo Assessment Report of 1929, T.J Southern recorded that Ozoro and Okpe were brothers. This version went further to state that Ozoro and Okpe were sons of Arovie of Benin. To this source, Okpe was a senior brother to Ozoro. However, southern furthermore said that Ozoro left his brother and went to found his own village, which subsequently came to be known as Ozoro. Ozoro had five sons who later founded the five quarters of Ozoro namely-Uruto, Erovie, Etevie, Urude and Uruamudhu. A village called Ushie was said to have been founded by Ozoro people yet the people of Okpe claimed to have founded it, a claim Ushie people rejected. “Ushie states that they came from Usoro5.

Since history is a school of skepticism, Stanfield was somewhat skeptical about the southern claim that Okpe was a senior brother to Ozoro as he maintained very strongly that it was difficult to determine which of the two towns was the senior and which should be regarded as the clan head6. Although Stanfield maintained that it was very difficult to know the senior between the two towns, he however wrote that the two towns agreed that their founders were brothers of the same stock and that they came from Benin7. But later in his report Stanfield recorded that:

“The people of Okpe at present adopt the attitude that Okpe was not founded from anywhere but always existed as it is. They agreed that Okpe and Usoro are one family, but state that the latter was the son of the former – {“Usoro infact founded a quarter but migrated to Usoro with all his family completely abandoning the quarter, which no longer exist”}8.

To start with, we would want to draw the attention of the readers to this bastardized information that this was specifically Okpe’s version. Furthermore, the readers should understand that this new “attitude” has no historical justification since it cannot be supported by credible evidence. This new “attitude” stemmed from the fact that the Okpe’s tended to rake up spurious documents, which formed the basis of their arguments. One of such documents was a letter purported to have been written by a relatively obscure man from Uzere who claimed to have been a catechist at Idheze to his missionary Master Rev. J.W Hubbard. It is important to read through his letter and account, which have become vademecum to the people of Okpe and some antiquated historians. The letter goes:

“Sir, I enclose the information and history of the Isoko towns in Ozoro group, the facts were taken from each town. I have gathered the information from the elders who are very good friends and some from church leaders who are well acquainted with the history. Therefore I am sure the information is correct”.

The “information and history of the Isoko town in Ozoro group” which were taken from his “good friends and church leaders” reads inter alia:

“At the time when Ozoo started to go to Okpe in Sobo. The place where Ozoro is now was very wild bush and the ancestor remained where Ozoro is. At that time, even uptill quite recently Ozoro was known as Ozoo, it was the government people that changed the name to Ozoro, since the C.M.S came to these parts. The other people passed to Okpe in Sobo leaving Ozoro there. Though, Ozoro came from Agbaro in Okpe {Isoko}, this quarter is till existing but very weak”9.     

But that was not the end of his spurious account. Coming once more to cause history to stand on its head, Mr. J.O Okoro the Catechist writes:

“Ozoro says that it comes from Okpe in Sobo and not Okpe in Ashaka road. Ozoro people often go to Okpe in Sobo for juju festivities. Ofagbe does the same”10.

Without any hesitancy Ozoro people dismissed the two accounts, which they described as medley of bastardized in formation. The two accounts are seriously opposed to each other. Like his missionary master, Mr. Okoro was one on those servants who had twisted the history of African people for reasons beat to them. At any rate, there is no dot of truth in any of the accounts given by Okoro. While it is historically true that Ozoro and Okpe came from Benin, it is equally preposterous to opine that Ozoro was the son of Okpe or even came from Okpe in Sobo. But having gleaned from these spurious accounts the people of Okpe began to feel that Okpe was the cradle of man and that they were created “ex-nihilo”. The question people have been asking is that does it mean that when Darwin was putting forward the view that evidence would eventually come to light which would prove that man and higher primates had originated in Africa was he referring to Okpe?. I doubt very sincerely. This question becomes very relevant at this point in time as the Okpe people still claim that “Okpe was not founded from anywhere but always existed as it is”. Although, J.O Okoro claimed to have gotten his information from “friends and elders of the church” who were, according to him, acquainted with Ozoro history he failed disastrously however to mention even one in his record. This gives ample room for skepticism and suspicion. Too, Okoro was unable to convince the readers when such investigations and researches were carried out in Ozoro. And finally, how could Okoro convince the readers that the so-called “friends and leaders of the church” were really acquainted with the history of Ozoro?. These inadequacies have muzzled Okoro’s claim and should be dismissed instantly. Infact, Okoro’s claim is nothing but a farrago of nonsensical effusion, which should be thrown be thrown into a historical dustbin.

“Of all the Isoko clans only Olomoro is known to have migrated from the Urhobo clan of Olomu. It thus appears that more of the Urhobo are descended from the Isoko than the Isoko from Urhobo”11.       

Still on Urhobo-Isoko relations Mr. Enuku of Okpe-Isoko writes:                                         “It is true that like most tribes in Midwest, Isoko migrated from  Benin; It is also true that there is a historical link between Urhobo and Isoko. But this is not because Isokos migrated from Urhobo but rather because most big clans in Urhobo migrated from Isoko”12.       

Perhaps, you may be wondering what is the relevance of the above two quotations?. They have succeeded in knocking down Mr. Okoro’s submission that “Ozoro came from Okpe-Sobo”. On the claim by Okpe people that “Ozoro came from Agbaro quarter of Okpe-Isoko”, Stanfield who made the study of the history of this area has very good answer for them. Stanfield confessed in his report that it was very difficult to determine which of the two towns {Ozoro and Okpe} the clan centre.

The Acting District Officer Mr. Chadwick who was in charge of Warri province upheld this historic view after subjecting the submission of both towns to scrutiny. Therefore, in order to resolve this “unending debate” between Ozoro and Okpe Mr. Chadwick decided to remove both towns from one political jurisdiction. In 1932, Chadwick advised that Ozoro and Okpe should be politically separated, as it was obvious that their togetherness had not in any way solved the knotty issue. He concluded also that it had become obvious neither the people of Ozoro nor Okpe would even agree to attend a clan court if one were to be established for them. With this unhealthy political atmosphere Chadwick recommended that Ozoro should have her own Native Court while Okpe, Itibiege, Ofagbe and Ige should be grouped together to form one clan. Therefore, on 20th January 1932, Ozoro Group Native Court was approved13.

Still on the origin of Ozoro professor Obaro Ikime in his book “Isoko peoples” published in 1972 did say that the claim by Ozoro and Okpe about who founded what place is still a great deal of  controversy14. However he pointed out that the convergent point between the traditions of these two places was that both agreed that their founders came from Benin15.

Also Professor E.J. Alagoa in his book, “A History of the Niger Delta” published in 1972 said that the founder of Ozoro came from Benin. He however, did not expatiate on this. Dr. Okpure Obuke recorded in his book, “A History of Aviara; Its foundation and Government” published in 1973, that Ebeleze, Erovie and Ozue were brothers of the same father and mother. This account went further to say “it was Erovie who founded the town called Ozoro”16. Ozoro people do not accept this historical link, which this source was trying to establish. Infact the people of Ozoro rejected this historical link outright, saying that as far as they were concerned they only had historical link with the Kwale clans of Aboh, Ossissa, Ashaka, Afor, Obodogwa and Ushie. Before establishing a historical link between Ozoro and the Kwale clans, it would be historically important to examine what the above source was trying to establish. First, there is no doubt about the origin of the three Aviara men called Ozue, Ebeleze and Erovie. But what is doubtful however, is the claim that “Erovie was the founder of Ozoro”. Erovie of Aviara and Opute who was the founder of Ozoro were not the same and one person. Above all, Erovie was not the founder of Ozoro; rather Erovie was one of the sons of Opute – the founder of Ozoro.

However, writing about the Ozoro-Aboh relations Stanfield recorded that;                 

“For many years until long after Ozor’s death the people of Usoro were friendly with their brother clans and particularly Aboh. Udume of Aboh had infact taught Usoro people how to fish with nets. But the catch of seven tailed fish in Usoro’s biggest lake led to trouble and the Aboh people were driven away. Nevertheless because Ozor was the senior of the exodus from Benin, a man from Usoro has to go to Aboh to assist at crowning of a new Obi and is supposed to send a part of the                         sacrificial cow to Usoro”17.

Whether the above information was true or not, what was important was that it tended to establish a relationship between Ozoro and the Kwale clans. Still on Aboh-Ozoro relations Professor Obaro Ikime writes; “Ozoro has a common boundary with Kwale and as will be recalled, certain elements in Ozoro are inclined to argue that Ozoro, Ashaka and Ossissa are related by blood”18.

In his writing about the origin of Ozoro, Hubbard who had been mentioned earlier recorded that Igboze, a cousin of Oba of Benin, a founder of Olomu clan in Central Urhobo was the father of Okpe. Okpe was the son of Igboze who because of dynastic struggle fled from Olomu. During this flight or migration a division occurred and it subsequently led to two migrations. The first group was said to have founded Okpe clan in Urhobo while the second group settled at Okele near Asse River. Subsequently, this source claimed, Ozoro moved out of the team to settle at where Ozoro now stand19. This source is salient and weak about the relationship between Ozoro and Okpe. What can be said about this version however is that Ozoro and Okpe were members of the migratory team which successfully reached Okele River. According to this version, Ozoro subsequently left Okele to found his own settlement. This version did not say who was senior between Ozoro and Okpe.

Another source, Aboh intelligence report expressed that Ozor, who is sometimes identified, as Opute was the founder of Ozoro. However, this source added that Emede {not Emede town} was the wife of Ozoro, yet another source, the Egware’s version of the founding of Ozoro said that Eti {Ezeoti} an Oba of Benin was the father of Opute20. This version tends to agree with the Aboh intelligence report that Emede was the wife of Opute. Opute had five Sons-Ozoro, Obodogwa, Afor, Aboh, and Ashaka. Continuing this version said that because there was trouble in Benin, Opute and his five sons moved away and settled at Ozoro. According to this source, four of his sons subsequently migrated and settled down in Aboh division. However, this version maintained that Ozoro had five sons whose names were given to the quarters of Ozoro.

Still on the origin of Ozoro the Edion of Ozoro maintained that Opute was the founder of Ozoro who migrated from Benin. They maintained very strongly that Ozoro was a wife of Opute and not the son as mentioned by the Egrare’s version. According to this source, Opute had five sons namely Uruto, Erovie, Etevie, Urude and Uruamudhu. This version recorded that Opute brought Erin-Okpe from Benin and named it after his eldest son called Uruto {Okpe}. A family named Oseha family in Enuru Sub-Quarter of Okpe {Uruto} had custody of the juju.

Yet and specifically Uyo’s version maintained that the founder of Ozoro came directly from Agbado market in Benin21. According to this source, Opute was the son of Eti, an Oba of Benin. This source further stated that there was a fight at Agbado market during which the mother of Oduaran, a giant in Benin mythology, was killed22. It was said that when the unfortunate incident took place, Oduaran was not around. Fully aware that Oduaran was a man of action who believed in the law of “eye-for-eye” and who everybody knew very well that he would be very ferocious when he came back, Opute and his household decided to flee to where they could save their heads since Oduaran must surely avenge the death of his mother. So that was the cause of the long and hazardous journey from ancient Aka, Benin to the present position of Ozoro. However, tradition maintains that during this migration, Opute was accompanied by some of his intimate friends and relations including their families among who was Odume who is sometimes referred to in Ozoro history as Ogwozi. Odume was said to be a half brother of Opute according to Ozoro tradition. The journey from Benin to Ozoro was very hazardous, as they had to pass through virgin forests and cross unknown routes, which invariably exposed them to serious danger. While they were on the run some became very tired and weary. Those who became so weary settled and founded villages and towns along the road. Afor, Ossissa, Obodogwa and Ashaka came into existence in this manner23.

In other words those towns were founded by Opute’s relations who dropped by the wayside.

While the tired groups were busy founding villages and towns Opute and Odume with their followers continued their journey till they came to a sport, which later came to be called Ashaka. When they came to this spot however, Opute who was with a charmed sword struck it against the ground as to test whether it was safe for them to settle there. Unfortunately, the sword could not penetrate the ground meaning that they should continue their journey to a safer place. Disagreement erupted between Opute and Odume over which direction they should go to. Opute suggested upland while Odume was of the view that they should rather move down to the riverside where he thought Oduaran and his invading forces would not be able to meet them. Both persons opposed each other’s view vehemently and this invariably led to a division. Tradition maintains that Odume and his group were able to cross a massive river probably the river Niger with a help of a large fish called manatee cover with crayfish all over its back. Perhaps this is why it is said that Aboh people do not kill or eat manatee and crayfish because they regard manatee as their totem.

Opute on the other hand continued with his group with much determination to the upland area. According to tradition, a man called Abanagwa in Opute’s fleeing team had already deflected with his group and already reached and settled somewhere called “Ogbe”. Opute and his team eventually arrived at the spot Ozoro now stands after much wandering in the bush. The particular spot, which Opute struck his charmed sword in Ozoro, is now where Eriokpe is situated today. The question is that why is the name of the town called Ozoro and not Opute? Tradition says that when the news had reached Opute and his fleeing team that Oduaran was at close range to them, they were therefore overwhelmed by fear. It was this period of fear and anxiety that Opute’s wife called Ozoro advised her husband to summon courage to face the challenges posed by Oduaran and his invading forces. As if that was not enough, Ozoro went into the bush and concocted some traditional medicine, which she gave to her husband. According to tradition, the name of medicine prepared by Ozoro was “Obi”. With help of this medicine, Opute was able to inflict heavy casualties on Oduaran advancing army. Therefore, in appreciation and remembrance of his courageous wife, Opute decided to name the town after his wife. Right from that day the settlement became known as Ozoro.

When Opute was fleeing from Benin, he came with many deities; amongst them were Eriokpe previously mentioned, Orie-oworu and Oriwo. Apart from Eriokpe, which was the god of war, the other two deities were gods of fertility. Women who are unable to bear children often go there to either pick or pluck the banana and the palm nuts. Once taken into their stomach they would now be pregnant and giving birth. Their shrines are still very conspicuous around the center of the town.

Opute had five sons who came to be the founder of the five quarters of Ozoro. Tradition maintains that these five quarters had their original names Uruto, {Okpe}, Erovie {Odehgbe}, Etevie {Omoise}, Urude {Igbonine}, and Uruamudhu {Agbaza}. But one thing that baffles the student of Ozoro history is the myth surrounding the disappearance of the original names of the quarters. From the above, the five sons of Opute are known. But for one reason of the other these names have gone into extinction. Of course, one cannot say categorically why the present names gained ascendancy over the original ones. Perhaps, the beat one can do at this point in time is to make some speculations till there is a painstaking filed investigation.

However, to some mind, the current names originated owing to the presence of lakes bearing such names in their bush. At any rate, the case of Erovie might be different since that quarter had been the traditional seat of the Ovieship title. Therefore, it is no little wonder that the quarter bears the name Erovie- “the seat of Ovieship”. Taking the other way round, one may tend to argue that the word Erovie may have been a corruption of “Uru-Ovie”, that is, “Ovie’s Quarter”. Uruto may have derived its name from “Uto” lake. Uto is an ancient lake in the bush of the present Uruto quarter. Igbonine, which later came to be called Urude, may have also got its name from “Awavrede”, a lake in the bush of Urude today. Too, Agbaza, which is now called Uruamudhu, may have derived its name from the lake called “Amudhu”- a lake behind the present Uruamudhu. So it can be argued with some degree of confidence that the quarter got their names from these lakes found in each quarters but one thing we should not forget to understand is that the word, “uru” philologically means quarter or community. Therefore, sit is not surprising that most of the quarter’s names begin with “Uru”. Take for example; Urude is a corruption of “Uru-ede” which derived its source from Awavrede. Uruto is named after Uto as Uto quarter. Uruamudhu is also named after Amudhu, which is Amudhu’s quarter. The case of Etevie is yet to be established and proved.

However, whether these speculations are true, partially true or false there is still need for more investigations and perhaps as result of more investigations and researches this extremely confused issue shall unravel itself.

As earlier pointed out, however, Abanagwa and his team had arrived at Ogbe and had already settled there. Tradition maintained that Opute prevailed on him to come out of his solitary life so that he could stay close to him. This man responded to this call and in consequence came to settle at Alua. Infact, the origin of Abanagwa is shrouded in myth. While some were of the opinion that Abanagwa had west-Niger Ibo origin, some argued that he came directly with Opute from Benin. Another group were of the view that it was difficult to trace his origin since no one can categorically say when he came to Ogbe. Be that as it may, Abanagwa was said to have yielded to Opute’s call, which invariably led to his settlement at Alua as mentioned above. It is believed by some elements in Urude that Alua may have been the oldest spot in that quarter. The Alua descendants often claim that they have more rights to land in the bush of Urude than any other street. They also claim that they have the sole right to cleans Urude bush if it is desecrated. It is believed by some people that Iyevori and Otehe may have got blood relations with Alua. However, in the present context, I do not wish to go ground myself on arguments, which some readers at least are bound to find unconvincing. At any rate, I must not be taken to imply that the claims of Alua are conclusive. But that is not to say that there may not well be historical justifications for such attitude of Alua people.

SOCIO-POLITICAL ORGANIZATION

The socio-political organization of Ozoro like any other Isoko clan is based on age-grade.  With the men folk the age-grades are four. They are Emaha, Evragwa, Iletu, and Ekpako. Each age-grade has its own leader and he is called the Oletu-Evragwa amongst the Iletu. It is the quarters that provide the unit of organization of the grades. But at the clan level the leader is called Oletu-Ologbo. As for the women they are divided into groups- the circumcised who are married women and uncircumcised who are yet to marry. The women are not organized into age-grades like men and since they are not expected to perform the similar duties like men folk the only important age-grade that really matters is the Egweya. This is made up of all married women. The Egweya are especially concerned with cleansing ceremonies and fertility rites of the community. It is headed by Oletu-Egweya. The Emaha is made up of young boys up to twelve years old. They are responsible for lighter job in the social, economic and political life of the community. They help to sweep the roads; the town’s meeting place and the streets of the whole town.

Next to Emaha is the Evragwa. This group is up of people sixteen to thirty years of age. They are the labour force of the community. They clear the roads, build market places, construct and repair the Ovie or Odion-Ologbo’s house, help to supervise the Emaha at work. This group also helps in constructing the town’s meeting place and above all they are responsible for bailing communal fishing ponds.

From Evragwa one moves to Out-Iletu. This group ranges from the age of forty to fifty years. They are the able-bodied men of the community. They are the police and military forces of the town. They supply the watch nights and guards for the streets of the town. The head of this group is called Oletu-Ologbo or Commander-in-Chief. The Oletu-Ologbo enjoys both administrative and judicial powers during the war; Stanfield described the Iletu as the Police-cum Bailiff-cum Sheriff”24. The next age grade is the Ekpako. The Ekpako are really important in the day-to-day running of the governmental affairs of the town. They are members of the village councils by virtue of their age and position in the community.

THE GOVERNMENT OF OZORO

Characteristically the government of Ozoro is purely gerontocracy, that is, the government by elders. However, these elders are categorized. There are some elders who have become Edion because of their ability to pay the necessary requirements stipulated by the Odion Society. There are also other elders who are not Edion because of their inability to pay the cost of membership. Although, such elders are allowed to sit in the village council meetings, they are usually referred to as ordinary elders {Ekpako-Igheghe}. This group of elders does not actually command the respect and influence of the Edion. They can be made jest of by real Edion in village council meetings.

QUARTER COUNCIL

Ozoro is a town with five quarter and every quarter has its own council to administer its own affairs. However, this is not applicable to Erovie, the traditional seat of Ovieship, since the Ovie of the town lives in this place.                            The Ovie has his own council, which consists of nine Ekpako, a Spokesman and Assistant Spokesman, Oletu, Otota-Oletu and Ekpako-Oletu25. The elders who sit on quarter council are called Edion but they are different from full Edion. These elders arte only elected as a result of their old age26.

When elected, a new Okpako would provide a palm-wine for a sacrifice and a present of “Twenty Shilling” for the senior Okpako. The Spokeman for the quarter is, elected by the council itself and the council reserves the right to dismiss him. The Oletu of the quarter is elected by the quarter council. His election must be accepted by the generality of the people. Before his election, he has to provide a goat and palm wine ready to the council members and of course the council members would go enmass to his compound. Having been elected, the Oletu of the quarter would place before his house a carved stick. The goat at this time would be slaughtered and used for sacrifice to the newly carved stick. The newly carved stick is the Oletu’s badge of office. When all formalities are completed the people would now move to the senior Okpako’s compound where the ceremony would be concluded with much merriment and feasting. The quarter Oletu has the right to choose his spokeman {otherwise known as Ekpako-Oletu} but subject to the ratification of the quarter council27. Apart from the Oletu of the quarter there are also junior Iletu who are not elected by the council and they would not sit on the quarter council. 

When quarrel ensue between individuals of different families of the same quarter, such quarrels are always settled by the elders of both families who act as arbiters. The elders would hear both sides of the case, assess the innocence and degree of guilt of both sides and would punish both accordingly. Fine is always recommended as the remuneration of guilt. However, a man who would want to settle with his aggrieved person could appeal to respected elders of the quarter to come to his aid so that he could reconcile with his opponent. When both sides of the case is heard, the two would be told to withdraw to some distance first leaving the elders to argue the pros and the cons.

When the pros and cons of the matter have been argued, the elders would now take decision. They would therefore mandate one of them who are eloquent and persuasive to speak on behalf of the council of elders. It is this elder who would voice out the verdict when both sides must have been called back to the sitting. The elder has no right to give unilateral decision nor would he deviate from the decision of the jury even if he some form of relationship with one of the disputants. This would surely hurt the case instead of helping.

VILLAGE COUNCIL

The Village Council or the Clan Council can be likened to the central or federal government of the town. It has power to legislate for the whole community. The council is expected to concern itself to matters of supreme importance like wars and defense, annual festivals, serious breach of town laws and custom and matters concerning inter-clan negotiations28. Like the quarter council the village council consists of the Edion of the quarters. But when matters of supreme importance are to be discussed every male and female members of the community could be summoned to attend. Such meetings are usually held at the center of the town called Alah Square. In such meetings every member present has right to speak provided what he would speak of has bearing with issues at stake. Good proposal are welcome while unpopular ones are thrown overboard and watered down. When the elders try to impose any unpopular decision upon the community, the young ones would protest. In most cases, the elders would have their way while the young ones would have their say. That is not to say that the proposals of the young ones are always thrown away, sometimes they have their way.

However, when quarrels erupt between two quarters of the town, such quarrels are always taken to the village council which is the supreme body that has the final say. The innocent is free while the guilty one fined accordingly.

In case of quarrels between Ozoro and another clan, the pattern of settlement is different. The settlement of such quarrel depends on the degree of offence and the relation between Ozoro and the clan concerned. If such situation arises {i.e inter clan negotiation} the Ovie would now mandate the Otota to get in touch with the Edion and elders of the clan.

The Edion and elders are often contacted through a group of people called “Ikor” messenger. The Odion-Ologbo would summon the clan meeting to the center of the town and decisions are taken in the meeting, which is usually attended by all walks of life. The Ovie would also be in attendance.

THE OVIE OF OZORO

The Ozoro community has the title of Ovie. The Ovie has the executive power. He has his own court with his cabinet collectively called the “Irizere”. The Irizere or the chiefs are the advisers and counselors to the Ovie. He consults with them from time to time before taking decisions. No wonder people often say the “Ovie reigns and does not rule”. The Ovie is not expected to be seen always and this made him to nave some aura of sacrosanctity.  He is not a member of the village council. Some of the Irizere during the reign of Egware II are as follows;

This cabinet was removed from office in 1962 immediately HRH Bernard Uyo I became the Ovie of Ozoro. Egware II appointed this cabinet in the year 1955.

THE OTOTA OF OZORO

The role of Otota in the government of Ozoro is immense. The Otota is the spokesman of the community. He must be eloquent, have commanding personality and must be knowledgeable about the history, tradition, laws and customs of the town.

He summons meeting at the instance of the Ovie. At the cabinet meeting he assumes the position of a speaker. When deliberations are going on the Ovie would only sit but it is the Otota who voice out verdict. The Otota could be likened to liaison officer between the village council and the Ovie. The Otota represents the Ovie in inter-clan negotiations. By virtue of his position he is an automatic member of the village council.       

THE ODION-OLOGBO

The Odion Society is very important as far as the government of Ozoro is concerned. This society is headed by Odion-Ologbo. The Odion-Ologbo pours palm wine to the spirits of the departed Edion. He also draws the chalk on the right arms of the candidate so qualified for the society. The Odion-Ologbo has both executive and spiritual powers. In his executive capacity, the Odion-Ologbo presides over the council of Edion. While in his spiritual capacity he is the custodian or the chief priest of “Ovor” – a stick which is the customary symbol of the departed Edion. So in Ozoro, the spirits of the departed Edion are symbolized by “Ovor” stick which is always kept by the Odion-Ologbo who at times offers it sacrifices. The Odion-Ologbo often wears a cap and on his hand is an iron staff he always sticks to the ground when making sacrifices or cursing. The mother, if alive, or the senior wife of the Odion-Ologbo dies, he would be succeeded as “the mother of the clan”29. When Odion-Ologbo dies, he would be succeeded by his senior son who would act as a regent for a period of three months till a new one is installed. At the end of the agency the council of Edion would meet to take decision on the appointment of a new Odion-Ologbo. The custom makes it clear that the Odion next in rank to the departed one who has performed the “Kwidi” ceremony is always recommended to the Ovie for approval. This is mere formality since the custom does not allow the Ovie to reject the decision of the council of Edion.

OLETU-OLOGBO

The Oletu-Ologbo is the head of warrior group in Ozoro. He enjoys administrative, military and judicial power. When there is peace in the clan the Iletu play the role of police than that of the army. However, when the peace is threatened in the clan the Iletu play the role of police than that of the army. However, when the peace is threatened in the clan the Iletu under the command of the Oletu-Ologbo are called upon to defend the territory. There is special squad that is under the control of Oletu-Ologbo and this is known as “Otu-Aso”. This special squad is the guards and night watchmen. At first this special unit was under the direct control of the Oletu-Ologbo of the town but as time went on, every quarter of the town appointed its own “Otu-Aso” which is now directly controlled by the Oletu of each quarter.

Yobe Chief Judge Dies After Protracted Illness

The death has occurred of Honourable Justice Garba Musa Nabaruma, the Yobe State Chief Judge.

Nabaruma, who has been sick for sometime, died on Monday night at the National Hospital, Abuja.

Nabaruma who was sworn in as Chief Judge in 2011, remained the longest service Chief Justices in Yobe State.

He will be remembered as a kind and humane Judge who was loved by people for his fairness.

A family member who confirmed his death to to journalists in Damaturu, said he was buried early today (Tuesday) in Abuja.

N400 Million Saved From Borno Pension Administration

Borno State Government has disclosed that about N400 million that could have be lost to fraud was saved in the state’s pension bill as a result of ongoing verification exercise.

The government said the saving is expected to rise as several fraudulent practices have been discovered in the pension administration system.

Addressing a press conference on Saturday in Maiduguri, the Borno State Head of Service, Barrister Simon Malgwi said the recent Public Hearing to find solutions into the lingering problems associated with pensions in the state, discovered “far more serious cases of fraud and other unsavoury activities on the parts of the pensioners; which have profoundly affected the verification process and considerably hindered the processing of their forms to be captured in the exercise.”

He said: “Most of these fraudulent cases border on deliberate overstay in the service, well beyond the mandatory years of service or retirement age; which was being perpetrated by altering dates of birth or dates of first appointment.

“There were also cases of those who were collecting both salary and pension at the same time, which is a gross misconduct and a formidable betrayal.

“In the course of the Hearing, cases of impersonation, improper replacement and over-payment of pension have also been discovered.”

He decried that: “All these acts of malfeasance and administrative indiscretions are serious causes of concern to the government as they pose considerable challenge to the smooth and proper operation of the verification and biometric data capture exercise of all our pensioners.”

He added that: “There are also cases where next of kins of deceased persons do not report the death of pensioners to government and they will continue to collect the pension until the ATM expires and they become stranded.”

He asked next of kins to report the death of pensioners immediately it occurred, warning that “if they fail to report and it is discovered, government will immediately withdraw the pension.”

Malgwi said: “However, government would not relent in its ardent determination to sanitize the system and establish a proper and enduring method of taking care of our pensioners.”

The HOS while disclosing that a total of 552 pensioners who retired from June 2016 to April 2020 have been automatically enrolled into the pension scheme and paid their pensions for the month of May with arrears to be paid in due course, said retired staff who automatically be transferred from salary to pension with losing any month.

Malgwi who said May salary and pension has been paid to enable Muslim brothers and sisters celebrate the Sallah with less financial stress, demanded that civil servants should reciprocate government’s good gestures by re-dedicating themselves to their duties.
