Economic Recession: Okowa Moves to Pull Delta out of N636Bn Indebtedness

Delta State governor, Senator Dr. Ifeanyi Okowa has commenced moves to pull the state government out from its current abysmal   N636 billion indebtedness in the face of the country’s economic recession.

Governor Okowa on Thursday in Asaba, gave the Delta State House of Assembly members, a  breakdown and the true picture  of the state indebtedness, in his State- of – the- State address to the people of Delta  and the way forward.

Governor Okowa told the capacity filed haloed chambers’ that he has directed the state’s ministry of Finance and the Accountant- General to restructure the irrevocable standing payment order (ISPO) on contractor’s guarantee and overdraft facility over a period of 42 months.

Governor Okowa has equally directed that necessary machinery be put in place to boost  the state’s Internally Generated Revenue (IGR) while steps will urgently  be taken to  plug loopholes   in revenue collection.

According to him,  “shortly after I was sworn in , I caused to be issued the suspension of ; recruitment  by  Civil Service Commission made after 31 December , 2013 to date”.

“Payment  of 20 %  cost of collection (CoC) of  internally  generated revenue (IGR), consultancy contracts entered into by the Board of Internal Revenue  and  approvals  for  deduction  of IGR collections  by  MDAs pending their review; all contracts approvals or commitments entered into  for and on behalf of the state government  from 1st April , 2015 or any contract tied to the 2015 budget”.

Giving a breakdown of the state indebtedness Governor Okowa hinted that “Federal allocation has dipped significantly, dropping to just N8.03billion, as received    in May 2015, from a high of over N20 billion in previous years”

He said the “state is currently grappling with a revenue bond and indebtedness to commercial banks totally N98.62 billion (principal sum), while outstanding contractual obligation is N538,601,962,421.50.”

Okowa revealed that “in 2011, the state government took a N50billion facility from the bond market , with a repayment perod  of seven  years in 84 installments at N1.098billion each month”, adding that “ this facility will terminate in September 2018 with 40 more installments(totally N43.92 billion) to pay with effect  from June 2015.”

In November 2014, Okowa revealed that “ Delta  State also acted as guarantor to some selec contractors  supported by the issuance of an  Irrevocable  Standing Payment Order (ISPO) of N2.23 billion  monthly , for which  the  contractors  received  the total sum of N40billion”.

He explained that “the state now have paid four installments , has 20 more monthly installments totaling N44.60 billion (including interest payments) extending through year 2017 to pay”, adding that “we also have N19billion and another N715 million overdraft facility outstanding with Zenith Bank Plc, while  some other smaller loans and overdraft facility totaling about N2billion with other banks have to be paid”.

He  further lamented  that “ as it stands today , a total monthly deduction of N4.60 billion  will  be made from our FAAC receipts  with effect from this June  through  to March 2017, and  thereafter N1.098 billion monthly until September  2018, saying that  this  leaves u with a balance of N3.4billion  assuming the FAAC allocation stays at N8.03 billion”.

Currently, Senator Okowa pointed out that “the receipt from internally generated revenue (IGR) is about N2.0 billion  monthly , after deducting cost  of collection , adding that “the implication of the above scenario  is that the funds available  to run  the state  is N5.40 billion monthly  in the next two years , except there is a significant rise in oil receipts  and FAAC earning as well as our IGR”

Senator Okowa stated that “unfortunately,  the available funds of N5.4 billion is insufficient to offset our monthly wage bill , let alone fund overhead  coast   or for government to embark  on capital projects .

He said the state workforce  as at May 28, 2015 stood at  over  N60,000 persons with a monthly  personnel cost of N7,437,940,015.38 inclusive of the  N678 million  state government support  to local  government  councils for the payment of  primary  school teacher’s salary.

He therefore called for scarifies, synergy between the executive, legislatures and Deltans  in his attempt to pull the parlors state of the state out from the economic woods.

Delta Guber: Tribunal Fixes 30th June for Ruling on PDP’s Preliminary Objection against APC, LP Petition

Delta State Governorship Election Petition Tribunal   has fixed Tuesday   June 30 for ruling  on  a preliminary objection filed by the  Peoples Democratic Party (PDP) against    the petition brought by All Progressive Congress (APC) and Labour Party (LP)  challenging the results of the April 11 governorship election in the state.  supr..court

Three petitions are before the three-man tribunal headed by Justice Nasiru Gunmi, challenging the declaration of Dr. Ifeanyi Okowa of the People’s Democratic Party (PDP) as winner of the April 11 governorship election by the Independent National Electoral Commission (INEC).
 
The petitions were filed by Chief Great Ogboru of Labour Party, Olorogun O’tega Emerhor of the All Progressive Congress (APC) and Mr. Paul Isamade of Allied Congress Party of Nigeria (ACPN).
 
At the resumed hearing in Asaba, Justice Gunmi after hearing the submissions of  Dr. Alex Izion  (SAN) lead  counsel to Governor  Ifeanyi Okowa, on the issues  of  jurisdiction  and the need for pre-trial conference  fixed 30th June 2015, for ruling.
 
Izion  in his preliminary objection  asked the Tribunal to terminate the petition because it lacked  merits, having failed to applyfor pre-hearing notice as provided for under paragraph 18 (1) of the Electoral Act 2014 as amended.
 
He urged the court to look at the nature of the objection, “as it  is fundamental and touches on the spinal cord of the petition”, adding that respondents in the objections have complied with what supreme court has laid dawn in paragraph 12(5) of the Electoral Act.
 
He argued that the tribunal cannot collapse the hearing of the preliminary objections into the substantive matter as the pre- hearing  will enable the court to to determine whether the suit is competent.  He pointed out that the pre-hearing process is within the time management frame of the tribunal allowed by the Electoral Act, and therefore will not truncate the proceedings of the Tribunal.
 
Counsels to Emerhor and Ogboru, Mr. Thomson Okpoko (SAN) and  Dele Adesina (SAN) respectively in their arguments prayed the court not to allow the tribunal to go through the pre- hearing as that will waste the  time of  the court.    
 
Okpoko citing section 12(5) of the electoral petition Tribunal Act , told the court that election petition has time limits, adding that at the rate at which motions are been filed to terminate the petition, it could prevent the court  from hearing the case on its merits if allowed.
 
Adesina in his submission  told the court that section 285(6) of the Constitution of the Federal Republic of Nigeria  limits   the tribunal  to 180 days, arguing that time is of essence  to the hearing  and determination of the case, which if not considered will amount to fundamental injustice  to the petitioners.

Matters Arising>> Bombing of Calabar Creeks: Is this another Odi and Zaki Biam?

A few days ago, when information started trickling in that the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Muhammadu Buhari, may be considering bombing a supposed ex-militant and kidnappers’ hideout in Calabar, Cross River State, some of us did not believe it. Part of the reason why we questioned the veracity of the information, was the simple fact, that except for relocating the military command to Maiduguri, Borno State, the Nigerian military has done nothing substantial in curbing the antics of the terrorist group Boko Haram in the North Eastern part of the country. The unconfirmed fact that the so-called military high command have actually lodged in a billionaire’s compound, is not the issue right now. Also, we will defer to the President as to the reason for his failure to appoint Ministers to date, including not even the essential Secretary to the Government of the federation (SGF), almost four weeks after swearing-in and twelve weeks after his election victory. Those decisions are executive prerogatives.
 
The summary of the story reported by a few media houses was that the Nigerian Air Force bombed militants’ hideouts in the Cross River creeks on the orders of the Chief of Air Staff, Air Vice Marshall Adesola Amosu. The order followed supposed frequent attacks on vessels, police stations, and seafarers by gunmen suspected to be pirates and militants on the Calabar waterways. Allegedly, Amosu ordered deployment of the M17 gunship helicopter to survey and bomb  all suspected hideouts of militants and sea robbers along the creeks of Calabar, according to the Commander of the 207 Special Mobility Group based in Calabar, Air Commodore Charles Ohwo. The air attack which lasted over one hour is expected to be a continuous exercise. They bombed suspected targets in the entire creeks of Calabar waterways up to Bakassi and environs, and that the raid may extend to creeks in Akwa Ibom State. The exercise was planned in conjunction with the Navy, Army and police, but led by the Air Force because of reach and air advantage.
What most of us will not be quiet about is bombing that could potentially cause the death of innocent civilians, when the basis for the attacks are probably specious at best. In late 2012, when the rift between the then President Goodluck Jonathan and former President, Chief (Gen.) Olusegun Obasanjo (rt.) started, over comments on Odi and Zaki Biam, I was quick to pen a piece titled “Obasanjo vs. Jonathan.”  The problem as I stated then “was the statement by President Goodluck Ebele Jonathan (GCFR) a.k.a. GEJ at his press briefing on Sunday, November 25, 2012 … that the method utilized by OBJ in handling the Odi problem was not effective.”
 
Now that another retired military General has decided to bomb a section of the country that is not in the core North, it is important that we look at the similarities by revisiting Odi and Zaki Biam.  In Odi, there were alleged militants that had attacked soldiers. In response, Gen. Chief Obasanjo ordered the annihilation of that village on November 20 1999. Essentially, every building in the town was razed to the ground. Our then Commander-in-Chief stated as the Commander in Chief of the armed forces, he could not just stand by and watch his soldiers be killed by civilians.
 
Two years later, between 22 to 24 October 2001, the people of Zaki Biam in Benue State were not any luckier. Under Obasanjo watch, soldiers murdered over 100 civilians based on alleged killing of peacekeeping soldiers, when a simple argument over the siting of local government headquarters could not be amicably settled.
 
It has always been postulated that retired military men do not make good civilian and democratic leaders because of their training and antecedents. I will hate to believe that a President that I have met and highly respect, is could add credence to the argument. In my comparative analysis of Obasanjo and Dr. Jonathan, I asked, “So, which do we prefer? A President that appears weak because he is seeking workable solutions to an ethno-religious terrorism problem, even if it may involve dialogue, or a President that will order the razing of a village because it potentially may harbor terrorists inside even if it results in killings of women, children and innocent civilians?” I also stated that” it could be that since GEJ is not a former soldier, he is not familiar with the rash methods of the military. Or is it that as a brilliant academician, the President may be restrained by intellectual analysis paralysis that the military is not prone to utilize?
 
Should we not be turning our attention to Boko Haram or are we using the recent military aid from America to fight the wrong battle? I understand the importance of Oil to the country and international community, but must oil wars that have claimed the lives of people like Ken Saro Wiwa continue? In light of the recent Amnesty International report of human rights violation allegedly perpetrated by Nigeria military personnel, including extra-judicial killings, one would have expected that our security forces will be more circumspect in their operations.
 
We are all waiting for un-doctored casualty figures from the Calabar Creeks raid. In the meantime, let us rise and speak up!

Rivers LGs: Court restrains Wike from sacking 23 Councils

The National Industrial Court of Nigeria presided over by Hon. Justice J.T. Agbadu-Fishim, holden at Yenagoa, Bayelsa State has granted an Order of Interim Injunction against the Governor of Rivers State, the Rivers State House of Assembly and the Attorney-General of Rivers State and their agents from dissolving, suspending, sacking terminating or in any manner whatsoever interfering with the tenure of office of the 23 Local Government Councils of Rivers State.supr..court

The Order, in Suit No: NICN/YEN/26/2015, which was granted on Monday, 22nd June, 2015 followed a motion ex-parte and affidavit of extreme urgency filed by the 23 Local Government Council Chairmen on behalf of themselves and the 23 Local Government Councils of Rivers State.

The Order also restrained the Inspector-general of Police or his agents and proxies from enforcing any purported action detrimental to the existence of the 23 Chairmen and Councils in Rivers State.

The Order will remain in force until the hearing and determination of the motion on notice for Interlocutory Injunction.

The APC in a statement signed by its Publicity Secretary, Mr. Chris Finebone said it would be recalled that the Governor of Rivers State, Nyesom Wike, the Rivers State House of Assembly and the Hon. Attorney-General of the State have been hatching all manner of schemes to do away with the elected 23 local Government Councils in Rivers State.

The party believes that, despite the presence what it called ‘a few bad eggs’, the judiciary remains the last hope of the oppressed.

“Therefore, we hail this decision by the Yenagoa High Court” the statement concluded.

Delta Govt Pledges Constructive Engagement of Journalists

Delta State Government said it will meaningfully engage journalists for the actualization of the five-point agenda of the government tagged SMART.

The Secretary to the State Government (SSG), Rt Hon. Festus Ovie Agas, made this known while playing host to members of the Executives of the State Council of the Nigeria Union of Journalists (NUJ), led by its Chairman, Comrade Norbert Chiazor.

The SSG explained that the place of journalists was very paramount in governance, stressing that no government can succeed in its programmes if stakeholders like journalists were not engaged constructively.

Hon. Agas gave an assurance that the State Government would attend to some of the challenges facing the State Council of the NUJ, adding however that the prevailing economic crunch would slow down its pace of assistance.

He nevertheless advised journalists to be more ethical and professional by ensuring their stories were properly authenticated, balanced and objective, saying that such would give credibility to their respective medium and personality.

​Earlier, the Council Chairman, Comrade Norbert Chiazor congratulated the SSG on his appointed and thanked the State Governor, Senator Ifeanyi Okowa, for the wise choice in appointing Hon Agas SSG.

​He appealed for assistance in the completion of the Council Secretariat which the immediate past administration built to foundation level, as well as capacity building for journalists in the State.

​Comrade Chiazor also asked the SSG to use his good offices to ensure that due recognition was given to hierarchy when dealing with journalists in the State, stating that 15 chapels currently exist as units under the Council.

Delta Assembly Okays N10 Bn Loan For Gov. Okowa "I Inherited N96.62bn Bank Debt" -Okowa

Blank NEWS Online can report that the Delta state House of Assembly, on Tuesday gave an express approval to the to a N10 Billion Term Loan being sought by the state governor, Senator Dr. Ifeanyi Okowa.20140305173328-delta_state-final

Governor Okowa, who is soliciting for the loan from Zenith Bank Plc, hinted that the new administration in Delta state met a huge bank/capital market debt burden of about N96.62 billion.

This is contained in a letter dated 22nd June 2015 with Ref: GHA.858/73, and titled “Restructuring of Existing Loan Facilities and Offer of N10 Billion Term Loan by Zenith Bank Plc”

The letter which was addressed to the Speaker of the Delta state House of Assembly reads in part:

“On it’s inauguration on May 29, 2015, the new administration in Delta state met a huge bank/capital market debt burden of about N96.62 billion with a scheduled monthly repayment of N4.6 billion, in addition to the monthly repayment of Delta state Infrastructure Development Bond of N50 billion obtained in 2011.

“The state has, therefore, reached an unsustainable level of indebtedness exacerbated by declining oil prices and consequent lowFAAC receipts.

“Constrained by the foregoing and in order to free resources for other development purposes, this administration has resorted to the lead banker, Zenith Bank Plc, which has offered to restructure the state government’s existing loan facilities and that of the House of Assembly as well as to avail the state government a term loan of N10 billion.

“The restructuring of the existing facility and obtaining of N10 billion loan was consented to in principle, subject to the approval of the Honourable House, by His Excellency, the Overnor on 19th of June, 2015.

“The restructuring of the existing facilities and acceptance of the of the N10 billion term loan will mitigate the harsh impact of the liquidity crises, reduce the time lag in the payment of salaries, pensions and overhead costs as well as ensure the take-off of some key projects germane to the agenda of this administration.”

The House however unanimously gave an approval for the loan facility.

Breaking News: Okowa Submits 12 Commissioner Nominees' List To Delta Assembly

Delta state governor, Senator Dr. Ifeanyi Arthur Okowa has submitted the first set of Commissioner nominees to the state House of Assembly for consideration and eventual confirmation as members of the State Executive Council.

The nominees whose names were read on the floor of the House by the Speaker, Hon. Monday Igbuya on Tuesday, June 23, 2015 include Barr. (Mrs) Mary Awhotu Iyasere, Hon. Barr. John O. Nani, Dr. Kingsley Emu, Chief James Augoye, Mr. Incent Uduaghan and Mr. Newworld Safugha.

Guber Polls: Okowa Extends Olive Branch to Ogboru, Emerhor *Pledges All Inclusive  Govt

Delta State Governor, Senator Ifeanyi Okowa has called on those that contested the gubernatorial election with him in the state and were not successful not to despair but to join hands with him in moving the state forward.

Okowa also disclosed that his administration would be all inclusive as no Deltan would be left behind.

Olorogun O’tega Emerhor contested the just concluded governorship election under the All Progressive Congress (APC) while Chief Great Ogboru was fielded by the Labour Party (LP) as its governorship flag-bearer.

Senator Okowa enjoined the gubernatorial candidates to set aside their differences and collaborate with his administration to bring about more development to the state and called on all political leaders to provide selfless service and ensure the delivering of democratic dividends to the people.

Governor Okowa spoke at the weekend in Otu-Jeremi, during  a thanksgiving service and reception to celebrate the Peoples’ Democratic Party (PDP) Delta Central Senatorial District victory at the polls.

He explained that as leaders elected into positions by the people they had a responsibility to deliver on the promises made.

“The real thanksgiving is by developing a stronger relationship with the people and selfless service and my administration will continue to make efforts to ensure that dividends of democracy comes to Deltans”, Governor Okowa said, assuring that his administration would redeem its promise of prosperity for all Deltans.

He expressed gratitude to the people of Delta Central for the role they played in delivering PDP candidates during the elections saying “In Delta Central it gladdened my heart that PDP got the majority votes during the elections thereby delivering our candidates into the various positions vied for”.

The governor called on leaders and public office holders to stay committed in their service to God and humanity saying “It is by His grace we are where we are today and it is only when He builds our foundation can we stand firm”.

Senator Okowa explained that appointments given in his administration would not be gender specific as women and youths would be given opportunity to thrive in the state.

“I want to appeal to our leaders that you must create space for our women because I am making appointments from a list given to me from the party in the various local government areas so please leaders include women for we do not intend to leave anybody behind”.

The governor also disclosed that the reorganization of DESOPADEC would be beneficial to all Deltans assuring that no part of the state would be marginalised as “his administration’s watchword is fairness, equity and justice for all”.

Dignitaries at the occasion were the former Deputy Governor Prof. Amos Utuama, Senator Ighoyota Amori, Prof. Sam Oyovbaire, Chief Edwin Uzor among others.  

FG Plans To Remove Oil Subsidy *To Pay Controversial N160Bn Subsidy Claims

Blank NEWS Online can disclose that President Muhammadu Buhari has plans to totally remove fuel subsidy and use the proceeds for the provision of free and compulsory primary and secondary education across the country.

The federal government will set up committee to work out the modalities to achieve the set goals, our sources have revealed.

The special investigation team on subsidy claims verification have also recommended payment of the controversial N160 billion claimed by oil marketers.

The proposal, which include the provision of free meals for students as incentives for school enrolment is part of the recommendations of the transition committee put in place by President Buhari to work out a blueprint for his administration.

“The total removal of fuel subsidy has been recommended with adequate provisions for palliatives on free education and social welfare for the unemployed”, a member of the transition committee said.

It is also revealed that ex-president Goodluck Jonathan’s administration, through the finance ministry had paid a part of the subsidy claims totalling about N131 billion while the fuel supply imbroglio lasted, even as the former Minister of Finance, Dr Ngozi Okonjo-Iweala expressed doubts over the additional N160 billion claims ascribed to exchange rate differential and interest rate charges on banks’ funding for the petroleum products imports.

She had subsequently set up a special investigative team made of representatives of Petroleum Products Pricing Regulatory Committee (PPPRC), Central Bank of Nigeria (CBN), the Debt Management Office (DMO) and the finance ministry to investigate the claims for approval of payments before her exit from office as coordinating minister Nigeria’s economy.

FATHERS' DAY: Fr. Konyeke Calls For Proper Child Upbringing

FATHERS Day was today celebrated in Catholic Churches all over the world with the Rev. Fr. John Konyeke of the Catholic Church of the Ascension Asaba charging fathers to be molders of good society by ensuring good parental upbringing for their children.

According to Rev. Fr. Konyeke, “the fatherhood is a gift from God, today, we appreciate you, fathers for the numerous roles you played in bringing us up, speak something good into your children every day, make them to be good citizens for us to have a better society.”

“Teach them (your children) how to go so that they will be better in life, teach them how to pray, buy Christian books, Christian gifts for your children,” the Catholic Priest said.

He added, “have time for your children, build your homes as true Christians, love your wives and for fathers with broken families and broken homes or do not have children, do not despair that you don’t have children, God is the giver of children, Jesus is the healer of broken homes, look up to Jesus at all times and if you go to Jesus, don’t be too critical when you are approaching Jesus, meet Him as a child and He will listen to you.”

The Priest who traced the history of Fathers’ Day celebration to more than a century ago when Sonora Dodd initiated the celebration in recognition of the roles his father, Smart Dodd played in their upbringing when their mother died when they were young stated that it was important for fathers to be celebrated but, emphasized that fathers should also, at all times play their roles as responsible and caring fathers.

This year’s Father’s Day celebration in the church which also witnessed a novelty football match between the Catholic Men Organization of Catholic Church of the Ascension and that of St. Patrick’s Catholic Church culminated in thanksgiving service at the church.

ANTI-GRAFT WAR: "SIGN AUDIT 2015 BILL INTO LAW" -BUHARI URGED

The Office of the Auditor-General of the Federation (AGF) has expressed the belief that one sure way the Federal Government can reduce the quantum of graft within public life is for President Muhammadu Buhari to quickly assent to the Audit 2015 Bill passed recently by the National Assembly.nigeria flag

Passed alongside others in the twilight of the 7th National Assembly, the bill, among other objectives, is meant to grant the office of the auditor-general full autonomy and insulate it from the influences of the bureaucracy that it is meant to audit.

According to the Auditor-General, Samuel Ukura,“Our work is being hampered, first because we are not on first line charge.”

Mr. Ukura, who recently submitted to the National Assembly the audited accounts of the federal government for the year 2013, was quoted to have lamented that in the absence of the Audit Bill, “we depend on the same bureaucracy that we carry out financial interrogation on for releases of funds to do our job. Sometimes, these releases are delayed or don’t come at all and they hamper our activities.”

“Again, we depend on the Federal Civil Service Commission for our members of staff’s needs. Sometimes, we don’t get the requisite needed manpower to execute our mandate. That is why assent to this Bill is very important to us because it will grant us financial and establishment autonomy as we will thereafter be on first line charge and also be able to recruit, promote and discipline our own members of staff,” he explained.

A Director in office of the AGF, who buttressed the point during the week, said signing of the Audit Bill into law “will in no small measure enhance our efficiency as well as grant us the latitude to cover almost every MDA of government and curb the excesses of graft in public life which we are at the moment not able to do due to the limitations I just listed earlier.”

Head of Abuja-based Human Rights Writers Association of Nigeria (HURIWA) and one-time former Federal Commissioner of the Nigerian National Human Rights Commission, Comrade Emmanuel Onwubiko, also tressed the need for the independence of the Office of the Auditor-General for the Federation.

While attributing the large scale corruption in the country to lack of independence of the Office of the AGF, Onwubiko urged President Buhari not to waste time but sign it into law without further delay, pointing out that the law is even coming late.

“Yes, this Bill ought to receive priority attention by President Muhammadu Buhari for the fundamental reason that it will formidably strengthen the institution of checks and balances in the accounting system of Nigeria and it will serve as effective mechanisms to check the severe/grave problem of corruption and economic crimes which has crippled our country,” Onwubiko said.

Nigerians hardly adapt to new anti-graft regime, which the new bill is set to activate should it be approved or assented to. Therefore, there has to be law and order without which granting more powers will simply create a tiger who will not be tamed.

“Whilst we support the bill to become law as rapidly as possible, we do also appeal that a lot of measures be put in place to ensure the effective workability of the new law so that the important institutional frame-works of checks and balances in the administration of public accounts and finances are done.

“For example, the National Human Rights Commission has for over two years been empowered with funding independence and operational independence but the operators of that agency still run it in a business as usual fashion and most Nigerians whose rights are violated are complaining that the rights violation resolution mechanisms are still too slow and the officials are still not professionally competent to drive the process in line with the new powers conceded to the agency by the recent amendments and passage of the enabling law.

So, the Office of the Auditor-General for the Federation, if granted autonomy, must be led by competent and non-corruptible professionals who would discharge their functions without fear of being blackmailed because of some hidden crimes.”

Obi Says Okowa Is Progressive, Peaceful *As Governor Intervenes In Rift Between NURTW, Ministry Of Transport

CHAIRMAN of Delta State Council of National Union of Road Transport Workers (NURTW), Chief Ifeanyi Obi has described Senator Ifeanyi Okowa as a peaceful and progressive Governor.

Chief Obi made the description today, Friday, June 19, 2005 while reacting to the non-forceful collection of buses given to the Union by the Delta State government.

According to Chief Obi, “our Governor has done it again, he has shown that he is a peaceful man working for a progressive Delta State, his intervention has made us to retain our buses and our members are very happy.”

“Some persons in the Ministry of Transport wanted to cause disaffection in the state following the emergence of a new government but our Governor, Dr Ifeanyi Okowa has intervened and we are very grateful,” he said, adding, “from beginning, we have supported him, he is one of us and we want his government to succeed, God will make him to succeed.”

He added, “if those buses were collected from our members, there would have been trouble for travelers, the buses are not enough and the few we have, some persons wanted to collect them.”

Chief Obi while calling on Deltans to join NURTW to thank Governor Okowa, assured of the Union’s continuous partnership with government to make transportation affordable to the people.

“Businesses will grow, the people will be happy, goods and services will be cheaper if transportation is not only readily available but, it is also affordable and our Union will continue to serve Deltans, cooperate with the state government and work with the Governor for him to succeed,” Chief Obi said, reiterating, “those persons wanted to collect our buses, we cried to the Governor and in less than 24 hours, we are happily, going about our businesses.”

Eligibility Contest: Court Refers Delta PDP, LP, APC to Tribunal

A Federal High Court Judge sitting in Asaba on Thursday, June 18, 2015 asked the Peoples Democratic Party, the All Progressive Congress (APC) and the Labour Party (LP) in Delta State to seek redress at the Election Petition Tribunal in a matter brought by the PDP challenging the eligibility of all the candidates of the APC and LP in the April general elections in the state .

Delivering judgment, Justice Olatunregun Ishola ruled that even though the case “has merits, it is an inter-party issue and a post-election matter which can be resolved at the Election Petition Tribunal.”

Justice Ishola held that “the plaintiffs did not show sufficient evidence to prove that their rights have been injured by the defendants in the matter.” She subsequently struck out the matter and urged the parties not to use the courts as “a play ground.”

Speaking to reporters, counsel to PDP , Akinnolu Timothy Kehinde (SAN) said the judgment of the court would be studied and a position will be taken by his clients, adding that “as a senior counsel and a lawyer, I am bound by the decision of the court. We will take the next step when we get to that bridge.”

In the suit ((FHC/ASB/CS/28,29,30/2015), the PDP had asked the court to disqualify all the candidates of the three political parties standing for election in the state on the grounds that their parties violated sections 85(1) of the Electoral Acts , 2010 (as amended) which provides that: “Every registered political party shall give the commission at least 21 days’ notice of any convention, congress, conference or meeting convened for the purpose of electing members of its executive committees, other governing bodies or nominating candidates for any of the elective offices specified under this act.”

According to the plaintiff, APC, Accord and Labour Party breached this constitutional provision having held their primaries less than 21 days after the notices they gave to the Independent National Electoral Commission for the holding of their primaries to choose candidates for the 2015 election.

Senator Okowa gave the assurance Tuesday, June 16, 2015 when the Chairman/Managing Director of Chevron Nigeria Limited, Mr Clay Neff led executive of the company to pay him a courtesy visit at Asaba.

According to the Governor, it is impossible for the multi- national companies to operate successfully in a restive setting, hence the need for the government to provide the enabling environment for peace to thrive.

Governor Okowa said , “it is in our joint interests to get these youths engaged so that your working environment will be conducive.”

“We will do all that is within our reach to provide good business environment for you and your expansion programmes and any area you think we can be of service to you as a government, let us know,” the Governor assured.

Senator Okowa said that government alone can not absorb the teeming number of unemployed Deltans, stating that it was important for multinational companies to key into the employment programmes of government.

“There is no doubt that Chevron has a good relationship with government and the people of Delta State, it is our hope that your operations grow in the state as it will be more beneficial to our people,” he said, noting, “we advise that between you and other service companies, you should engage more Deltans, not only on contract jobs but, on permanent basis because, this will seal your relationship with the host communities.”

The governor added, “government cannot fill the gap in terms of the large number of unemployed youths in our society, the way forward is to get a lot of them involved in agricultural and entrepreneurial scheme so that they can become small scale employers of labour, this is where we need to partner with you in your robust agricultural and entrepreneurial scheme.”

Earlier, Mr Neff congratulated Governor Okowa on his victory at the polls and subsequent assumption of duty, stating that Chevron has been operating in Delta State for more than five decades and “has good partnership with the government and the people of the state.”

Delta NURTW Raises Alarm On Retrieval Of Union Vehicles By Govt *Urges Gov. Okowa To Intervene

DELTA State Council of National Union of Road Transport Workers (NURTW) has called on Governor Ifeanyi Okowa to urgently intervene to avert crises over retrieval of vehicles given to members of the drivers’ union by the state government.

Chairman of the NURTW in the state, Chief Ifeanyi Obj who briefed the press on Tuesday, June 16, 2015 said the move to retrieve the vehicles were in bad faith.

According to him, “we want to let our Governor, Senator Ifeanyi Okowa through you to know that people are out to retrieve buses given to our union members, this action is retrogressive and we are pleading for him to intervene.”

“We are aware that the issue of buses have not been discussed anywhere, the buses does not belong to government but our members and the manner with which they are going about collecting our buses is capable of causing crisis because owners of the buses may resist them,” Chief Obi said.

He added, “we are begging for more buses to ease transportation challenges of commuters and the few that we have are being retrieved, this will cause hardship for Deltans which I know the Governor will not be happy with.”

Chief Obi reiterated, “nobody wrote officially to us or came to discuss the issue of vehicles with us and all of a sudden, they want to seize the vehicles, we believe that the Governor will call these people to order.”

The NURTW Boss lauded Governor Okowa’s administration for the steady efforts to create job opportunities for Deltans and begged the people to support the administration rather than engage in action that will cause hardship for others.

Delta State First lady, Dame Mrs Edith Okowa has commissioned a water bore hole project at The Nigeria Prison, Ogwashi-uku in fulfilment of her birthday promises.

Dame Okowa who performed this commissioning exercise on Monday, June 15, 2015 at Ogwashi-Uku said that she built the water bore hole to enable the inmates have a good source of potable water, and in fulfilment of her promise to the inmates during her birthday celebrations there on June 1.

According to her, “It’s my duty to give to the poor and also to render help to the helpless” adding “I want to dedicate this water bore hole project to God Almighty for the grace upon my life and for using me as an instrument of redemption”.

In a short Exhortation, the Wife of the Secretary to the State Government, Mrs. Kevwe Agas admonished the inmates to always look up to God as he alone would send helpers to us.

Some of the Prison Inmates applauded Dame Edith Okowa for fulfilling her promise to them during her birthday celebrations, describing her as a true woman of her word.

They called on other well meaning Deltans and Nigerians to emulate her good gestures so as to make life better for the needy and downtrodden.

He explained that giving the present financial challenges in the country the state government cannot employ everybody into the state civil service adding that ”when technical and entrepreneur skills are developed and nurtured it will become easier to attain micro credit support, create employment outside government and the state economy will improve”.

While charging political leaders to use their positions to serve humanity, Senator Okowa said they should serve with humility, truth, justice as well as endure challenges that would come with their positions in order to bring dividends of democracy to Nigerians.

“Whatever we are, once we hold on to God and put Him first, he lays the foundation for us to succeed. We should not allow the grace given us by God to be wasted because we will be accountable to God for the service we rendered on the last day”, the governor said.

Sen. Okowa expressed confidence that Hon. Erhiatake Ibori would represent her constituency well stressing that she has passion for her people and has supported them in the past through her people oriented programmes.

Barr Otuaro who spoke to newsmen said tertiary institutions needed the input of all in terms of development as government cannot do it alone. He congratulated Rev Oyakhilome on his honorary degree and urged him to see it as a call to higher service in the propagation of the gospel and development of the society. He said no effort will be spared by the present government in bringing the needed change and transformation to the education sub-sector.

The Vice Chancellor, Ambrose Alli University, Ekpoma, Prof. (Mrs.) Cordelia Agbebaku while conferring the honorary award on Rev. Oyakhilome on behalf of the university senate, noted that the awardee is an alumus of the university who built and donated a befitting auditorium as well as solar lamps and solar street lights to the university.

Prof. Agbebaku noted that the award of Doctor of Science on the man of God is due to his outstanding service to God, humanity and Ambrose Alli University in particular. She urged Rev. Oyakhilome not to relent in his act of philanthropic gesture to the university and the society at large.

While praying that God should continue to light up his life and prosper his endeavours, she used the occasion to call on other alumni as well as well-meaning Edolites/Nigerians to emulate the awardee and write their names in gold letters in the sand of times.

Pro-Chancellor of the University, HRH (Prof.) Gregory Akenzua said the honour of doctorates award to the Rev. Chris is due to his sterling attainment made through his ministry saying that his preaching of love throughout the world has changed many society.

He asserted that Rev. Oyakhilome has been able to change souls in every nooks and cranny, through personal encounter, the application of modern technology have brought comfort to many souls throughout the world.

Reponding, Rev. Chris Oyakhilome thanked the entire management staff, the governing council and the senate of the university for the honour done him. He said he will continue to do everything by God’s grace to assist in any capacity when such opportunity arises.

The Governor made the call Thursday, June 11, 2015 during the swearing-in ceremony of Chief Festus Ochonogor as the Senior Special Adviser and Chief Omimi Esquire as the Political Adviser to Delta State government.

According to Senator Okowa, when there is good linkage between the governed and those in positions of authority, democratic dividends will get to the people and there will be peace and orderliness in the society.

“It is expected that our people are yearning for partnership with government after the elections, because of the paraphernalia of office, it is difficult for our people to link with the various arms of government, it is important for there to be linkage so that our people will have full dividends of democracy,” he said, asserting, “everybody must have good sense of belonging in the democratic government.”

He described the appointments as well deserved stating, “these positions are very key to the survival of this administration and positions that will serve as a linkage with the political class and the masses, I worked with both of them over a period of time. I gave them difficult tasks during the campaign and both of them worked as a team to give the desired results.”

“It is necessary for us to have a proper union with our different communities because only in that partnership that we can maintain peace and order, we need to utilize the various focus groups to develop our people,” the Governor said, “adding, “if you deepen this linkage, we can link them with the micro-credit agency of the state government, we want a situation whereby the beneficiaries will be well identified and known among us.”

Governor Okowa used the occasion to disclose that there were plans for the implementation of the health insurance policy for Deltans which he said, “will touch the lives of families, make them healthier both in terms of economy and good health.”

While congratulating the appointees, the Governor urged them to always know that they represent the whole of Delta State, conceding that it was impossible for his administration to appoint all those who worked for his emergence as Governor into political offices and the appointees should ensure that they link up with all stakeholders fir them to have benefits of governance.
Responding on behalf of the appointees, Chief Ochonogor assured the Governor of their commitment to sustain and consolidate on the political goodwill in the state and make the state more homogeneous.

St. Anthony’s College Old Boys Launch N200m Rehabilitation Fund

A N200 million fund for the building of a modern school cafeteria as well as renovation and equipping of science laboratories is to be launched by the St. Anthony’s College, Ubulu-Uku Old Boys Association (SACOBA).

A statement signed by Mr. PIUS MORDI on behalf of the 2015 Feast Day Organising Committee indicates that the money will also go into building new modern hotels in the school.

The launching of the fund is part of the activities marking the 2015 Feast Day of SACOBA on Sunday, June 14 at Ubulu-Uku. St. Anthony’s College, Ubulu-Uku which will be 60 years old in 2016 and is designated as one of the model schools in Delta State has, however, not been renovated to match its status unlike its peers.

According to Mr. Anthony Uzogo, president of St. Anthony’s College Ubulu-Uku Old Boys Association, the Feast Day activities will begin with a church service at St. Charles Catholic Church, Ubulu-Uku followed by a reception and launching of the N200 million fund at the college premises.

“St. Anthony’s College, Ubulu-Uku was one of the best schools in the old Bendel State. In academics and sports, it was always in the top grade hence its designation as a model school in Delta State”, Uzogo said. “However, it has not been accorded the kind of attention needed to live up to that designation over the years. While we embark on this project as old boys of the school, we hope the government of Delta State will pay attention to upgrading facilities in the school just as its contemporaries have been enjoying over the years”, he stated.

Chief A. N. Izagbo, one-time Commissioner for Youth and Sport in Delta State, will chair the occasion while Mrs. J. E. Akinmoyewa, permanent secretary in the Ministry of Basic Education, Delta State will be special guest of honour. Among the distinguished old boys expected at the occasion are Sir Okey Ofili, former Head of Service in Delta State; Chief Austin Aduba, former Commissioner of Police, Delta State and His Lordship, Bishop Michael Odogwu Elue, Catholic Bishop of Issele-Uku diocese.

BILL & MELINDA GATES TACKLE HUNGER IN NIGERIA, OTHERS

“Melinda Gates announced on Thursday that her and husband Bill’s foundation will spend $776 million tackling hunger over the next six years, doubling existing commitments.

Gates made the announcement in Brussels, where she urged European leaders to make the nutrition of women and children a priority. The huge pledge also unlocks $180 million in matched funding from Britain’s Department for International Development.

‘Malnutrition is the underlying cause of nearly half of all under-5 child deaths,’ said Gates. ‘Yet for too long the world has underinvested in nutrition. Today we see an opportunity to change that.’

Much of the money will be spent in India, Ethiopia, Nigeria, Bangladesh and Burkina Faso, where there is serious malnutrition and a real chance to make positive changes, the foundation said.

32 Years After, S-Court Orders Shell To Pay N30m To Four Delta Communities Over Oil Spillage

Respite came the way of four communities in Delta State, as the Supreme Court ordered Shell Petroleum Development Company of Nigeria Limited to pay them the sum of N30,288,681 for the oil spillage that adversely affected the communities about 32 years ago.OilSpill

The communities to benefit from the judgment of the court on Friday, June 05, 2015 are Obotobo, Sokebolo, Ofogbene (Ezon Burutu) and Ekeremor Zion (Ezon Asa).

Some leaders of the communities had in 1983, dragged the oil company before a High Court of the then Bendel State.

In a judgment it delivered on May 27, 1997, the Bendel State High Court adjudged the matter in favour of the communities, even as it awarded the sums of N4,095,085 to Obotobo; N13,278,306 to Sokebolo; N7,392,589 to Ofogbene (Ezon Burutu) and N5,522,701 to Ekeremor Zion (Ezon Asa).

Dissatisfied with the judgment, Shell Petroleum Development Company of Nigeria Limited took the matter before the Court of Appeal in Benin City.

In a verdict it gave on May 22, 2000, the appellate court, affirmed the decision of the trial court and directed the company to immediately pay compensation to the four communities.

Determined not to pay the communities, the oil company approached the Supreme Court, praying it to set aside the concurrent judgements of the two lower courts.

Nevertheless, delivering judgment on the matter yesterday, a five-man panel of Justices of the apex court, led by Justice John Fabiyi, dismissed the appeal as grossly lacking in merit.

Besides, the apex court awarded a cost of N500,000 against Shell.

In the lead verdict which was delivered yesterday by Justice Kumai Akaahs, the apex court upheld the damages that were awarded against Shell over the oil spillage disaster that affected the four Delta communities.

Other members of the apex court panel that equally concurred with the judgment were Justices Clara Ogunbiyi, Kudirat Kekere-Ekun and Chima Nweze.

Specifically, the apex court said it was convinced that the damages awarded by the lower courts were not baseless or erroneous, saying there was ample evidence against the oil firm.

Delta Govt Assures Of Partnership With Maritime University *As AU Meets On Maritime Security

Senator (Dr) Okowa who linked the level of unemployment among Nigerian graduates to conventional education that has little or nothing to do with acquisition of technical and vocational skills, called for retooling of the education system.

He spoke Friday, June 05, 2015 in Asaba when the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr Patrick Akpolokemi; the Pro-Chancellor of Maritime University, Okerenkoko, Prof. (Mrs) Viola Onwuliri; the Vice-Chancellor of the University, Prof. (Mrs) Ongoebi Etebu visited him.

“With the birth of the Maritime University, there will be manpower development in the industry that will bridge the gap locally and export man power to the world,” Senator Okowa said, adding, “we need to ensure that we add technical and vocational skills to our children’s education so that they can compete nationally and internationally, we are so used to conventional tertiary educational system and we need to return to the practical skills for which the polytechnics in particular were established.”

He added, “in Delta State, we will pay emphasis on technical and vocational education where the students will acquire technical skills to enable them survive in the society, we will re-engage our children to believe in themselves and fend for themselves rather than depending on government for everything.”

While commending NIMASA for setting up the university in Delta State, Governor Okowa assured the management of the institution of his administration’s support and partnership and used the occasion to call on the Federal Government to tap the numerous benefits derivable from the waterways.

He particularly called for the dredging of the Escravos bar to enable large vessels to access the sea ports in the state.

Earlier, Dr Akpobolokemi had in his speech congratulated Governor Okowa for successful assumption of duty as Governor and called for the collaboration of the state with Federal Government for the development of the Maritime University, Okerenkoko in the state.

He disclosed that the university was established to bridge the manpower gap in the maritime industry, adding that the University was “a clear departure from the conventional university, it had para-military element.”

Okowa Lifts Warri Wolves, Releases Fund *As Wolves Tackle Leopards In Warri, Saturday

Dr Okowa who was only briefed on Tuesday night about the match approved the release of fund without delay and urged the team to win the match for him.

“We are lucky to have Dr Okowa at the helm of affairs in Delta State. Despite the state of affairs which we all know, he has approved fund for the match. Everybody knows that there is no money in the country but he has done that to show that he is equal to the task. We can only win this match for him and I know that Sports will not suffer under him.” said Etu who is the Media Manager of the Warri based team..

Meanwhile, the players of the Warri based team have intensified their efforts in training as they await the arrival of AC Leopards who arrived Port Harcourt in a Chartered flight.

The players have who have been joined by those in the Super Eagles camp have said they will do everything to overturn the first leg result which ended 3-0 against them.

Recall that AC Leopards FC of Congo Brazzaville, Warri Wolves opponent in the second leg of the CAF Confederations Cup cracker on Saturday at the Warri City Stadium will arrive Nigeria on Thursday in a chartered flight which will land in PortHacourt.

According to a brief statement made available to the Media on Wedenesday by the Media Manager of the Warri based Club, Etu Moses, the Congo team which defeated Wolves by three goals in the first leg did not reveal much about their travelling arrangement thus the number of people coming could not be ascertained.

However, Wolves, the host team has made an arrangement to convey them from PortHarcourt to Warri by road as soon as they land in the Garden City.

Governor Okowa made the call today, Wednesday 03, 2015 in Asaba during the swearing-in ceremony of Hon. Festus Ovie Agas as the Secretary to the Delta State Government (SSG).

According to Senator Okowa, “The art of governance has become so complex and demanding that positions of leadership require efficient, articulate and progressive-minded persons who are flexible and team players,” the Governor said, noting, “I am happy that Hon. Festus Agas satisfies these criteria and it explains why he has been brought on board to contribute his quota to the social, political and economic development of our dear State.”

Speaking on the general acceptance of Hon. Barrister Festus Ovie Agas as Secretary to the State Government, he oberved that “judging by that euphoria that greeted Hon. Agas’s appointment, it is self-evident that this administration has struck the right note with its first appointment.”

Governor Okowa charged the SSG to be conscious of the enormous responsibilities, which have been thrust on his shoulders and be aware of the fact the he is the fulcrum around which government business revolves, advising, “you have to be tactful, objective, just, resourceful and calm at all times, and it is necessary that you pursue your duties with the required diligence in line with state government’s avowed commitment to transparency, accountability, justice and fairness.”

“We have a clear vision of what we plan to do in the next four years as we have outlined a Five-Point agenda encapsulated in the acronym S.M.A.R.T., it is to enthrone a legacy of wealth and prosperity for all our people and communities because we are committed to building a state in which there shall be employment opportunities, a flourishing agriculture and agribusiness sector, effective health and educational systems, renewed urban infrastructure and enhanced security and peace to bolster economic growth and development,” the Governor reiterated.

The Governor received the report from the Chairman of the Committee, Prof. Sam Oyovbaire on Monday, May 01, 2015 at Government House. Asaba.

Chairmen of sub-committees and their secretaries were in attendance during the presentation ceremony.

Governor Okowa observed that the report of the committee will provide a guide towards quick achievement of his 5-point agenda for Deltans, which includes, Strategic wealth creation initiatives and provision of Jobs for all; Meaningful peace building platforms aimed at political/social stability; Agricultural reforms and industrialization; relevant health and education policies; Transformed environment through massive urban renewal (S.M.A.R.T).

While reiterating “we have set out to build a more united and prosperous Delta State,” Senator Okowa thanked members of the transition committee for their commitment towards providing a road-map for his administration, disclosing that one of the surest ways of empowering the people will be through job opportunities.

He noted that the civil service is saturated, the Governor assured that Deltans would be trained and empowered to be entrepreneurs.

“Deltlans should be patient with us and be committed to the development of our state, we are committed to good governance and we will work hard to deliver on our electoral promises,” the Senator Okowa said.

He pledged to partner with Deltans and “people who will come to work in Delta State for the development of our state.”

Earlier, Prof. Oyovbaire stated, “although our findings highlight a rather disturbing outlook in the revenues and financial assets of the state, we believe that, if properly considered, approved and implemented, our recommendations would certainly provide valuable bases and platforms for recovery and subsequent enhancement of revenue and resource profiles of the state’s economy and good governance.”

“We are convinced Your Excellencies, about your credible political will, focus, grasp and dedication to navigate the murky waters of Delta State worrisome governance profile, society and political economy and to deliver on your political mandate and electoral promises,” he said disclosing that the report of the committee was in four volumes: “main report, report of the hand-over sub-committee, report of the various technical sub-committee and returns from Ministries, Departments and Agencies (MDAs).”

DELTA: Gov. Okowa Assumes Office *** Seeks Prayers From Deltans

Governor of oil wealthy Delta State, Senator, Dr. Ifeanyi Okowa assumed office today, Monday, June 01, 2015 with a prayer session at the Government House Chapel.

Governor Okowa who was accompanied by his wife, Dame Edith Okowa, Deputy Governor, Barr. Kingsley Otuaro and political aides and associates joined in the devotional session by staff of the Directorate of Government House.

Speaking at the brief service, Senator Okowa urged Deltans to continually pray for the success of the programmes and policies of their leaders, stressing that prayer is the key to success.

“Christians especially Deltans have a burden to pray everyday for the success of the state, Delta State will go places by the grace of God. I want to assure you all that I will always join this devotional service every morning throughout my tenure”, the Governor said.

He called for the support and understanding of Deltans for the success of his administration.

In his exhortation, the Chaplain of the Chapel, Rev. Ben Golley urged Dletans to shun negative criticisms and excessive and unnecessary praises stressing that they need to pray for their leaders and support them for the growth of the state.

Senator Okowa later inspected a guard of Honour mounted by the Nigeria Police and was taken round the various offices and halls in Government House by the Permanent Secretary, Mr. Benson Oburoh.

Governor Ifeanyi Okowa has announced former Director General of the Direct Labour Agency (DLA), Hon. Festus Agas as the Secretary to the Delta State Government.

The Governor made the disclosure today, Sunday, May 31, 2015 at a reception organised in his honour after a thanksgiving service held at St. Philip’s Anglican Church, Asaba.

According to him, the appointment of Hon. Agas takes immediate effect signalling the commencement of political appointees for his administration.

Hon. Agas apart from being a former Chairman of the DLA, was also, a Deputy Speaker of the Delta State House of Assembly. He was the Director General of the Okowa Campaign Organization.

Senator Okowa at the reception, thanked Deltans for believing and trusting him and his Deputy, Barr. Kingsley Otuaro assuring, “in all that we do, we will look at the common good of all.”

While stating that Delta State would make a difference amongst the states of the country, the Governor said, “we need your prayers, we need your support, continue to support us as we go forward because without your support, we will be able to do nothing.”

“We are committed to serve the people with respect and bring prosperity to all Deltans,” he said.

Prominent Deltans attended the reception ceremony which was spiced by comedians and musicians from the state.

Speaking exclusively to newsmen shortly after the announcement, Governor Okowa said that there had never been any doubts in his mind whatsoever over the appointment of Hon Ovie Agas as the SSG, but he had decided to wait for the auspicious moment provided by the Thanksgiving Service reception to test the popularity and acceptance of his decision to the large gathering of Deltans, in order to be sure he had done the right thing.

Governor Okowa, who noted that the position of the Secretary to the State Government was a critical office that required the appointment of a seasoned and level headed personality, described Hon. Agas as a dedicated and committed Deltan who will bring his vast wealth of political experience and sound administrative acumen to bear on the new job, adding that he was quite satisfied with the response of Deltans to the appointment.

“You can see that the appointment was well received by Deltans which means that we have done the right thing with his appointment”, Okowa said.

Okowa promised that more appointments would be announced very soon with a reflection of the principles of equity, fairness and justice.

Speaking at a thanksgiving service organized in his honour at St. Philip’s Anglican Church, Asaba today, Sunday May 31, 2015, Senator Okowa stated that his administration will be just and objective in dealing with the activities of the state.

According to him, “I promise Deltans that I will be accountable, just and equitable to all sections of the state,” adding, “I am here to serve the people of Delta State because the oath I swore to was that I will serve all Deltans.”

“I know that the beginning will be rough but, I know that God is with us, it is important that you pray for us because with your prayers we will succeed,” the Governor said, noting, “I have every reason to thank God because The Lord has been good to me, my family and Delta State for we are a chosen generation.”

At the service, Governor Okowa charged Deltans not to stand up for him while in the church.

“Henceforth, when we are in the church, no man should up for me throughout my tenure, if you want to talk to me, don’t kneel down to talk to me, I don’t want the grace upon my life to be taken away,” the Governor said.

The Archbishop, Metropolitan and Primate of All Nigeria (Anglican Communion), the Most Revd. Nicholas Okoh had in a sermon, urged Governor Okowa to pray for the spirit to discern between good and evil.

He advised the Governor to unite all Deltans adding, “let the love of God rule our hearts so that Deltans will live together in love and the state will move forward, unity is important for the success and development of a multi ethnic state like Delta.”

Governor Okowa, at a family thanksgiving by Dr. Uduaghan for successfully governing the State for eight years at the First Baptist Church, Warri, weekend said that Dr. Uduaghan’s regular thanksgiving on behalf of the State Government and the changing of the State’s slogan the “Big Heart” to the “Finger of God” had become precedents which subsequent administrations would emulate.

Governor Okowa also paid tribute to the immediate past first Lady of the State, Deaconess Roli Uduaghan for taking the Gospel of Christ round the twenty five Local Government areas of the State.

He declared May 29 of every year as a day of praise unto God.

While appealing for prayers for his administration and correction where he may go wrong, Governor Okowa assured Dr. Uduaghan that he would always consult him in taking certain decisions affecting the State.

The Immediate past Governor, Dr Emmanuel Uduaghan in his remarks, said only history would judge what he achieved and he failed to achieve when he was governor for eight years.

Dr. Uduaghan flanked by his wife, Roli, paid tribute to all who contributed to the success of his political career including his political associates, the clergy and traditional rulers, saying having served Delta State for sixteen years as a Commissioner, Secretary to State government, he cherished the support of all.

He expressed satisfaction that the thanksgiving was well attended even after he had left office adding that the gesture was an indication of appreciation of his modest contribution to development in the state.

While counseled Deltans against rumour mongering, Dr. Uduaghan appealed to Deltans to be patient and tolerant of the Okowa administration stressing that cooperation would enable Governor Ifeanyi Okowa build on the achievements of the state.

The Executive Secretary of the Nigerian Baptist Convention, Reverend Ishola Ademola in a sermon on “A celebration of the Lord’s goodness’’ said Dr. Uduaghan’s achievements stood him out as elder statesman.

Nigeria: President Muhammadu Buhari’s Inaugural Speech On May 29, 2015

I am immensely grateful to God Who Has preserved us to witness this day and this occasion. Today marks a triumph for Nigeria and an occasion to celebrate her freedom and cherish her democracy. Nigerians have shown their commitment to democracy and are determined to entrench its culture. Our journey has not been easy but thanks to the determination of our people and strong support from friends abroad we have today a truly democratically elected government in place.

I would like to thank President Goodluck Jonathan for his display of statesmanship in setting a precedent for us that has now made our people proud to be Nigerians wherever they are. With the support and cooperation he has given to the transition process, he has made it possible for us to show the world that despite the perceived tension in the land we can be a united people capable of doing what is right for our nation. Together we co-operated to surprise the world that had come to expect only the worst from Nigeria. I hope this act of graciously accepting defeat by the outgoing President will become the standard of political conduct in the country.

I would like to thank the millions of our supporters who believed in us even when the cause seemed hopeless. I salute their resolve in waiting long hours in rain and hot sunshine to register and cast their votes and stay all night if necessary to protect and ensure their votes count and were counted. I thank those who tirelessly carried the campaign on the social media. At the same time, I thank our other countrymen and women who did not vote for us but contributed to make our democratic culture truly competitive, strong and definitive.

I thank all of you.

Having just a few minutes ago sworn on the Holy Book, I intend to keep my oath and serve as President to all Nigerians.

I belong to everybody and I belong to nobody.

A few people have privately voiced fears that on coming back to office I shall go after them. These fears are groundless. There will be no paying off old scores. The past is prologue.

Our neighbours in the Sub-region and our African brethenen should rest assured that Nigeria under our administration will be ready to play any leadership role that Africa expects of it. Here I would like to thank the governments and people of Cameroon, Chad and Niger for committing their armed forces to fight Boko Haram in Nigeria.

I also wish to assure the wider international community of our readiness to cooperate and help to combat threats of cross-border terrorism, sea piracy, refugees and boat people, financial crime, cyber crime, climate change, the spread of communicable diseases and other challenges of the 21st century.

At home we face enormous challenges. Insecurity, pervasive corruption, the hitherto unending and seemingly impossible fuel and power shortages are the immediate concerns. We are going to tackle them head on. Nigerians will not regret that they have entrusted national responsibility to us. We must not succumb to hopelessness and defeatism. We can fix our problems.

In recent times Nigerian leaders appear to have misread our mission. Our founding fathers, Mr Herbert Macaulay, Dr Nnamdi Azikiwe, Chief Obafemi Awolowo, Alhaji Ahmadu Bello, the Sardauna of Sokoto, Alhaji Abubakar Tafawa Balewa, Malam Aminu Kano, Chief J.S. Tarka, Mr Eyo Ita, Chief Denis Osadeby, Chief Ladoke Akintola and their colleagues worked to establish certain standards of governance. They might have differed in their methods or tactics or details, but they were united in establishing a viable and progressive country. Some of their successors behaved like spoilt children breaking everything and bringing disorder to the house.

Furthermore, we as Nigerians must remind ourselves that we are heirs to great civilizations: Shehu Othman Dan fodio’s caliphate, the Kanem Borno Empire, the Oyo Empire, the Benin Empire and King Jaja’s formidable domain. The blood of those great ancestors flow in our veins. What is now required is to build on these legacies, to modernize and uplift Nigeria.

Daunting as the task may be it is by no means insurmountable. There is now a national consensus that our chosen route to national development is democracy. To achieve our objectives we must consciously work the democratic system. The Federal Executive under my watch will not seek to encroach on the duties and functions of the Legislative and Judicial arms of government. The law enforcing authorities will be charged to operate within the Constitution. We shall rebuild and reform the public service to become more effective and more serviceable. We shall charge them to apply themselves with integrity to stabilize the system.

For their part the legislative arm must keep to their brief of making laws, carrying out over-sight functions and doing so expeditiously. The judicial system needs reform to cleanse itself from its immediate past. The country now expects the judiciary to act with dispatch on all cases especially on corruption, serious financial crimes or abuse of office. It is only when the three arms act constitutionally that government will be enabled to serve the country optimally and avoid the confusion all too often bedeviling governance today.

Elsewhere, relations between Abuja and the States have to be clarified if we are to serve the country better. Constitutionally there are limits to powers of each of the three tiers of government but that should not mean the Federal Government should fold its arms and close its eyes to what is going on in the states and local governments. Not least the operations of the Local Government Joint Account. While the Federal Government can not interfere in the details of its operations it will ensure that the gross corruption at the local level is checked. As far as the constitution allows me I will try to ensure that there is responsible and accountable governance at all levels of government in the country. For I will not have kept my own trust with the Nigerian people if I allow others abuse theirs under my watch.

However, no matter how well organized the governments of the federation are they can not succeed without the support, understanding and cooperation of labour unions, organized private sector, the press and civil society organizations. I appeal to employers and workers alike to unite in raising productivity so that everybody will have the opportunity to share in increased prosperity. The Nigerian press is the most vibrant in Africa. My appeal to the media today – and this includes the social media – is to exercise its considerable powers with responsibility and patriotism.

My appeal for unity is predicated on the seriousness of the legacy we are getting into. With depleted foreign reserves, falling oil prices, leakages and debts the Nigerian economy is in deep trouble and will require careful management to bring it round and to tackle the immediate challenges confronting us, namely; Boko Haram, the Niger Delta situation, the power shortages and unemployment especially among young people. For the longer term we have to improve the standards of our education. We have to look at the whole field of medicare. We have to upgrade our dilapidated physical infrastructure.
The most immediate is Boko Haram’s insurgency. Progress has been made in recent weeks by our security forces but victory can not be achieved by basing the Command and Control Centre in Abuja. The command centre will be relocated to Maiduguri and remain until Boko Haram is completely subdued. But we can not claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents.

This government will do all it can to rescue them alive. Boko Haram is a typical example of small fires causing large fires. An eccentric and unorthodox preacher with a tiny following was given posthumous fame and following by his extra judicial murder at the hands of the police. Since then through official bungling, negligence, complacency or collusion Boko Haram became a terrifying force taking tens of thousands of lives and capturing several towns and villages covering swathes of Nigerian sovereign territory.
Boko Haram is a mindless, godless group who are as far away from Islam as one can think of. At the end of the hostilities when the group is subdued the Government intends to commission a sociological study to determine its origins, remote and immediate causes of the movement, its sponsors, the international connexions to ensure that measures are taken to prevent a reccurrence of this evil. For now the Armed Forces will be fully charged with prosecuting the fight against Boko haram. We shall overhaul the rules of engagement to avoid human rights violations in operations. We shall improve operational and legal mechanisms so that disciplinary steps are taken against proven human right violations by the Armed Forces.

Boko Haram is not only the security issue bedeviling our country. The spate of kidnappings, armed robberies, herdsmen/farmers clashes, cattle rustlings all help to add to the general air of insecurity in our land. We are going to erect and maintain an efficient, disciplined people – friendly and well – compensated security forces within an over – all security architecture.

The amnesty programme in the Niger Delta is due to end in December, but the Government intends to invest heavily in the projects, and programmes currently in place. I call on the leadership and people in these areas to cooperate with the State and Federal Government in the rehabilitation programmes which will be streamlined and made more effective. As ever, I am ready to listen to grievances of my fellow Nigerians. I extend my hand of fellowship to them so that we can bring peace and build prosperity for our people.

No single cause can be identified to explain Nigerian’s poor economic performance over the years than the power situation. It is a national shame that an economy of 180 million generates only 4,000MW, and distributes even less. Continuous tinkering with the structures of power supply and distribution and close on $20b expanded since 1999 have only brought darkness, frustration, misery, and resignation among Nigerians. We will not allow this to go on. Careful studies are under way during this transition to identify the quickest, safest and most cost-effective way to bring light and relief to Nigerians.

Unemployment, notably youth un-employment features strongly in our Party’s Manifesto. We intend to attack the problem frontally through revival of agriculture, solid minerals mining as well as credits to small and medium size businesses to kick – start these enterprises. We shall quickly examine the best way to revive major industries and accelerate the revival and development of our railways, roads and general infrastructure.
Your Excellencies, My fellow Nigerians I can not recall when Nigeria enjoyed so much goodwill abroad as now. The messages I received from East and West, from powerful and small countries are indicative of international expectations on us. At home the newly elected government is basking in a reservoir of goodwill and high expectations. Nigeria therefore has a window of opportunity to fulfill our long – standing potential of pulling ourselves together and realizing our mission as a great nation.

Our situation somehow reminds one of a passage in Shakespeare’s Julius Ceasar

There is a tide in the affairs of men which,
taken at the flood, leads on to fortune;
Omitted, all the voyage of their life,

A statement by a media aide to the former Governor, Mr. Sunny Ogefere asked friends and well wishers to join in thanking God for seeing Dr. Uduaghan through in the eight years he served as Governor of the State.

The statement added that Dr. Uduaghan appreciated the immense support of the people of Delta State throughout his tenure.

Okowa Sworn-In As Governor, Outlines Prosperity Programmes For Deltans

The Chief Judge of Delta State, Justice Marshal Umukoro administered the oaths of office today, May 29, 2015 at the occasion which witnessed a mammoth attendance of Deltans of all works of life including the immediate past Governor, Dr Emmanuel Uduaghan, his Deputy, Prof. Amos Utuama (SAN) and their spouses.

Governor Okowa shortly after taking the oath of office, inspected a guard of honour mounted by the Nigerian Police after which he took salute during a parade to mark the ceremony.

He assured Deltans of an all inclusive government where there will be no discrimination, and there will be equity, justice and fairness.

The Governor who credited his emergence to the collective commitment of Deltans, and the will of God, stated, “we regard the entire state as our constituency and we will work for the common good of all Deltans.”

“We will create opportunity for our people to participate in the act of governance, I promise to govern our people with respect and fear of God, greed must give way and sacrifice must take its place,” Dr Okowa said, asserting, “we will enthrone a legacy of wealth and prosperity for our people based on our five point agenda.”

The Governor who said the five point agenda has the acronym S.M.A.R.T includes, Strategic wealth creation initiatives and provision of Jobs for all; Meaningful peace building platforms aimed at political/social stability; Agricultural reforms and industrialization; relevant health and education policies; Transformed environment through massive urban renewal.

While calling for the support and cooperation of all Deltans, the Governor disclosed that bills to restructure the Delta State Oil Producing Areas Development Commission (DESOPADEC), Asaba Capital City Development Board, Technical Education and Delta State Contributory Health Bills to the Delta State State House of Assembly immediately it is constituted.

Delta Accountant-General's Abscondment In Bad Faith –Says Uduaghan

Out-going Governor of Delta State, Dr. Emmanuel Uduaghan has said the disappearance of the Accountant-General of Delta State, Mr Cyril Agbele, six days to hand over to the new administration was in bad faith.

The Governor who stated thisThursday in Asaba expressed surprise that after a fruitful discussion on arrangements for the inauguration of the new administration including security and entertainment, the Accountant-General made himself incommunicado.

According to him, “the Accountant General has disappeared in the last five – six days. The truth is that on Thursday we met and I told him we have some payments to make in the areas of the swearing-in ceremony coming up tomorrow (today), he did not object, he did not say no and on Sunday, I was calling him but he was not picking my calls.”

“And of course on Monday his phones have been put off and on Tuesday, he sent in a paper that he was sick. By Wednesday, he sent in a memo and I find this act very inconsistent and irresponsible,” he stated.

“If there is something that I am doing that is not right, he should be free to tell me it is not right rather than disappearing … just imagine running the affairs of the state for a week without funds, even security men has started withdrawing from their posts across the state.”

“You know the security implication of this, particularly when peace and security is a key agenda of my administration and I cannot compromise on it. It is a conspiracy to grind my administration to a halt and an attempt to set me up on a collision course with the incoming administration. I think is very irresponsible.”

At Last, Moses Akatugba Gets Justice *As Uduaghan Grants Full Pardon

These were the touching words of 24 year old Moses Akatugba. He was 16 when he was arrested under suspicion of armed robbery in November 2005., and 24 when he was sentenced to death by hanging and allegedly convicted based on ‘confessions’ obtained through torture.

Respite has however come to embattled Akatugba when the out-going Governor Emmanuel Uduaghan of oil wealthy Delta state, during a valedictory state executive council meeting held at the new Government House, Asaba on Thursday, May 28, 2015 said the decision to grant full pardon to Akatugba came on the heels of global concerns.

Uduaghan granted pardon to Mr. Moses Akatugba and three others facing death penalty in the state.

Governor Uduaghan also disclosed the pardon was granted based on a report from the State Prerogative of Mercy Council and reviewed by the State Attorney–General.

“I have granted pardon to Mr Moses Akatugba, I have signed his warrant of release, he was the young man who was sentenced to death when he was 16 years old and his case has been trending on the social media and Amnesty International has also intervened”, DR. Uduaghan said adding “I have also commuted the death sentence of three others to various prison terms”.

Delta: Uduaghan Commissions Multi-Million SME Center, Other Projects

A MULTI-million dollar Delta State micro, small and medium entrepreneurship centre has been commissioned by Governor Emmanuel Uduaghan.

Uduaghan who commissioned the center at Issele-Uku, Aniocha North local government area of Delta State on Monday, May 25, 2015 in the presence of officials of United Nations Industrial Development Organization (UNIDO); officials of the Federal Institute of Industrial Research (FIIRO), traditional rulers, top politicians, among others described the project was designed to help achieve the Delta Beyond Oil initiative of his administration.

“Our micro credit scheme which we started in 2007 has started to yield fruits,” he said, adding, “our intention with Delta Beyond Oil initiative is to have a lot of industries that will keep the people positively engaged.”, reiterating “we believe that with our micro credit programme, we can build industries.”

Uduaghan commended the youths of Issele-Uku for not disrupting the project saying projects executed by his administration were well intentioned in the interest of the people.

“I pray that other youths in the state emulate the youths of this community for government projects to go on smoothly, we know that most times, the youths benefit more from the projects.”

While commending UNIDO for a progressive partnership, Uduaghan noted that UNIDO will concentrate on leather works and shoe making while FIIRO will handle food products.

Earlier, the representative of UNIDO, Mr Jessy Ojobo said Dr Uduaghan kept to his promise and the UNIDO was happy to partner the Delta State government in developing the center.

The Commissioner for Poverty Alleviation and Executive Secretary, Micro, Small and Medium Enterprises Development, Dr Anthonia Ashiedu in an address, stated that the center would be training more than ten thousand persons annually who will be assisted to set up their businesses and also train other Deltans.

“This is a wealth creating center,” Dr Ashiedu said and lauded Governor Uduaghan’s commitment to empower Deltans through the Delta Beyond Oil initiative.

The Regent of Issele-Uku, Prince Dominic Egbune in a welcome address said, “this training and entrepreneurship centre indeed, is an indelible edifice Your Excellency, Dr Uduaghan has established that can never be forgotten, we will remain very grateful for this wonderful gesture that will also boost the economic activities and the aesthetic nature of Issele-Uku.”

In a similar development, Governor, Uduaghan commissioned bridge and road projects in Eku and in Warri, where he urged Deltans to protect government property in their communities.

Among the projects commissioned include a 160 meter bridge valued at N1.8 billion in Eku, Ethiope East Local Government Area, 2.5 kilometer dualised Okumagba-Deco road, the Messiah African Church road, and Ajamimoghan/Mabiaku link road bridge all in Warri South local government area of the state.

At the commissioning of Okumagba-Deco road project, Dr Uduaghan stated that it was important for communities to protect government property in their communities because they were meant for the people’s benefit.

“This road is very vital and strategic, it has now dualised and we can enjoy it, please, let us take care of government property in our areas, we should not damage them, we should not allow other people to damage them,” he said.

He specifically warned against dumping of building materials, especially sand on the walkways disclosing that such action blocks drainages which leads to flooding.

At Eku, Governor Uduaghan observed that the 100 metre long bridge will facilitate movement of goods and services from Jesse, Oghara, Eku villages and shortened the distance to Edo State.

The Commissioner for Works, Hon. Funkekeme Solomon thanked Governor Uduaghan for approving the construction of projects that would make life easier for the people.
