Okubor Harps On Economic Gains In Agrc Sector *Inspects Raymos Guanah Farms

The Chief of Staff, Government House and Protocol, Asaba, Dr. Festus Okubor has enjoined deltans to tap into the enormous agricultural potentials of the state to create wealth and jobs for the youths.

Dr Okubor who stated this on Tuesday, July 02, 2013 while inspecting a Rice Plantation at Raymos Guanah Farms in Illah, Oshimili North local government area of Delta state, said that the agricultural sector had vast potentials to create financial boost for the nation’s economy.

He explained that “the agricultural sector, as the wealth of the nation will provide vast employment opportunities for deltans to be self employed rather than wait for government jobs. it is important for Deltans to tap into this sector to create financial stability for themselves”.

While commending the Chairman of the farm, and former Commissioner of Lands, Survey and Urban Development, Barrister Raymos Guanah for venturing into the agricultural sector, Dr. Okubor assured him of the government’s support and cooperation in ensuring the success of the venture as it would help to improve food security in the state.

In a brief remark, Barrister Raymos Guanah, Chairman of the farm who described the plantation as the biggest rice farm in the state stated that the Rice Plantation which occupy a land mass of over 80 hectres was mechanized thus making preparation and planting faster and safer.

He disclosed that the produce which has been planted would be cultivated within four months explaining that the rice earthlings planted was selected to fit the swampy environment.

Honorable Guanah further stated that an irrigation project was on at the farm explaining that the project would supply water to the earthlings during the dry season.

Honorable Guanah called on the state government to support the project as it would also serve as a means of job creation and an economic boost for the state explaining that “more equipment and machineries were needed to improve the activities in the plantation.”

Eulogies For Ewherido: Jonathan, Mark, Ochei, Emeyese, Delta Govt Laments *DPP Declares 3-Day Mourning

Nigeria’s President Goodluck Jonathan, Delta Governor Emmanuel Uduaghan, Senate President David Mark, Delta Assembly Speaker Victor Ochei, and other political leaders including Deltans at the local, state and federal levels have expressed shock and offered their condolences on the sudden death of Senator Akpor Pius Ewherido in Abuja on Sunday, June 30, 2013.

Late Senator Ewherido, who turns out to be the only Senator at the National Assembly elected on the platform of the Democratic Peoples’ Party (DPP), passed on last Sunday at the National Hospital, Abuja reportedly from stroke related complications at the age of 50 years.

The Delta State branch of the Democratic People’s Party (DPP) has declared a three-day mourning period in honour of the late politician.

I Received The News With Shock, Sadness -President Goodluck Jonathan:

President Jonathan, in a statement signed by his Senior Special Adviser on Media and Publicity, Dr Reuben Abati, said he has received with shock and sadness, news of the passing away of Senator Akpor Pius Ewherido.

“On behalf of himself and all members of the executive arm of the Federal Government, President Jonathan extends heartfelt condolences to Senator Ewherido’s family, the Senate President, Senator David Mark, and all of the late Senator’s colleagues in the upper chamber of the National Assembly.

“The president joins them, members of the Ewherido family and the government and people of Delta State in mourning the distinguished legislator, who served commendably as a member and deputy speaker of the Delta State House of Assembly before his election as the Senator representing Delta Central Senatorial District in the 2011 general elections.

“President Jonathan prays that God Almighty will comfort Senator Ewherido’s family, relatives, colleagues in the National Assembly and all the people of his constituency.

“He further prays that God will, in His infinite mercies, grant them the strength and fortitude to bear the painful loss of the very promising politician at the relatively youthful age of 50.”

He Was A Forthright, Vibrant Parliamentarian And Hardworking Senator -Senate President, David Mark:

The Senate President, David Mark expressed sorrow over the death of Senator Pius Ewherido (DPP-Delta).

This is contained in a statement signed by his Special Adviser on Media, Kola Ologbondiyan, in Abuja.

Mark described the late senator as a forthright, vibrant parliamentarian and a hardworking senator.

He noted that Ewherido had within his short but eventful membership of the Senate displayed patriotism, commitment and truly distinguished himself as a parliamentarian of a “very high standard’’.

“We have lost a true friend and colleague. We lost a vibrant and a very articulate senator. We have lost a patriotic Nigerian who stood to be counted when it mattered.’’

The senate president noted that one of late Ewherido’s bills on how to address the issue of manslaughter in the land was currently undergoing thorough legislative work.

According to him, the deceased should have been alive to see his good works aimed at saving mankind.

He said the Senate would do the ‘needful’ to ensure that the immediate family of the deceased did not suffer.

He condoled with the government and people of Delta, especially the bereaved family, to take solace in the fact that the late senator lived an accomplished life worthy of emulation.

He Was An Exemplary Patriot And Consummate Political Leader -Rt Hon (Engr) Victor Ochei, Speaker, Delta Assembly:

The Speaker of the Delta state House of Assembly, Rt Hon (Engr) Victor Ochei expressed shock at Senator Ewherido’s demise.

A statement signed by the Speaker reads, “It is with great shock that I received the news of the death of Senator (Barr.) Pius Akpos Ewheriodo, a colleague and an erstwhile Acting Speaker of the Delta State House of Assembly.

“My sense of loss regarding this illustrious son of Delta State stems from the fact that, he departed when his repertoire of knowledge would have enhanced our fledgling democracy, coupled with my vintage knowledge of him as a contemporary in the Third Assembly of the Delta State Legislature, where his persuasive and logical skills during debates on the floor of the House, distinguished him as a worthy ambassador to the advancement of legislative excellence, by becoming the first product of the Delta State Legislature to attain a Senatorial status, where he brought his legislative acumen to bear on debates pertaining to topical national issues as a Senator of the Federal Republic of Nigeria.

“The late lawmaker was an exemplary patriot, whose advocacy centred on the imperatives of socio-economic emancipation of the polity, as the credible platform for a corporate and indivisible Nigeria nation.

“Again, the late Senator Ewheriodo was a consummate political leader, arising from his insatiable quest for knowledge, through voracious reading as well as interacting with all strata of the society irrespective of tribe or religion.

“I sincerely wish to implore his immediate and extended family to take solace in the fact that though he has transmuted to celestial realm, his accomplishments in his short but eventful life will be a source of inspiration to the living.

“May I therefore on behalf of my family and the entire Delta State Legislature, wish him a sweet repose in the bosom of the Almighty God.”

Senator Ewherido’s Death, A Rude Shock – Delta State Government:

The Government and people of Delta state has also in a statement signed by the state Commissioner for Information, Chike Ogeah Esq, eulogized the late Senator Ewherido.

The statement dated July, 1, 2013 reads, “On behalf of the Government and people of Delta State, we condole with the entire Deltans, especially the people of Delta Central Senatorial District, over the passing of Senator Pius Akpor Ewherido, a distinguished Senator of the Federal Republic of Nigeria.

“Before his election into the National Assembly in 2011, Senator Ewherido was a Deputy Speaker of the Delta State House of Assembly and also acted as Speaker.

“A man of calm mien, Senator Ewherido distinguished himself as a lawmaker in Delta State, a record that won the admiration of his constituents who proceeded to elect him into the National Assembly. Even at the federal level, his youthful vigour and passion for the upliftment of the Niger Delta region defined his contributions to the National Assembly.

“We pray to God to grant the late distinguished senator eternal rest and his family, friends and associates the fortitude to bear the loss.

“Adieu, Distinguished Senator.”

He Went “Deeper Than Divers Into The High Profoundities Of Sleep” -Olorogun Akpodiogaga Emeyese:

Olorogun Akpodiogaga Sunny Emeyese, representing Ethiope East Federal Constituency at the National Assembly, has on behalf of his constituents and family, express rude shock over the untimely passage of the vibrant political enigma, Distinguished Senator Pius Ewerido representing Delta Central/Ughelli South Senatorial District.

A condolence message signed by the Senior Special Assistant to Hon Emeyese on Media & Political Communication, Fred Latimore Oghenesivwe, quoted Emeyese as saying that “the demise of Senator Ewerido is a great political setback and a huge loss for the people of Delta State in particular and Nigeria, in general”. Senator Ewerido went “deeper than divers into the high profoundities of sleep” yesterday after a brief illness.

Olorogun Emeyese, is extremely pained by the exit of Ewerido from the political landscape of Nigeria and Delta State. He expressed his most sincere condolences to the leadership of the National Assembly, Delta State Government and the good people of Delta Central/Ughelli South Senatorial District, for the dark cloud occasioned by the “deep sleep” of the most distinguished senator of the Federal Republic of Nigeria.

Delta Govt Calls For Calm:

Earlier in a Government Special Announcement signed by the Secretary to the Delta State Government (SSG), Comrade Ovuozourie Macaulay, the State Government while commiserating with the family advised Deltans, particularly members of his Constituency (Delta Central Senatorial District) to remain calm.

“The death is hereby announced of Senator Akpo Pius Ewherido, Senator representing the Delta Central Senatorial District in the National Assembly. Senator Ewherido died today Sunday, 30th June, 2013 at the National Hospital, Abuja after a brief illness.

“The Government of Delta State wish to commiserate with and express its deep condolences to the family at this trying moment. Government advises Deltans, particularly members of his Constituency to remain calm.

“We pray that God grants his family, constituents and all of us, the fortitude to bear the irreparable loss.”

It Is A Colossal Loss – Chief Tony Ezeagwu, Delta DPP Chairman:

Tearful Chief Tony Ezeagwu, Delta State Chairman of the Democratic Peoples’ Party (DPP) described Senator Pius Ewherido as a faithful friend but his death, a colossal loss.

Subdued by the sudden death of Ewherido, Chief Ezeagwu said that he was devastated by the death of the Senator who was recently suspended by the DPP over allegation of flirting with with the budding All Progressives Congress (APC).

The Delta DPP Chairman Ezeagwu said: “It is a colossal loss. I didn’t hear any news of his sickness only to be told that he had died. From what I gathered, he had a stroke three days ago and was rushed to the National Hospital Abuja. While preparations were in top gear to fly him abroad, he suddenly died.”

DPP Declares 3-Day Mourning Period:

Meanwhile, the Delta State branch of the Democratic People’s Party (DPP) has declared a three-day mourning period in honour of the late politician.

Ezeagwu said that on the last day of the mourning, the entire DPP executive at both the state and local copuncil levels would pay a condolence visit to the bereaved family at the deceased hometown of Ewu, Ughelli South Local Council of Delta State.

The Chairman added that the decision to honour Ewherido notwithstanding the suspension over anti party activities was reached at an emergency meeting attended by officials of the party across the 25 local councils of the state as well as state lawmakers elected on the party’s platform.

Delta State chapter of the Democratic Peoples’ Party (DPP) on Monday, declared a three-day mourning period in honour of late Senator Pius Akpor Ewherido who represented Delta Central at the National Assembly.

The three-day mourning period would commence on Tuesday, July 02, 2013 and end on Thursday, July 04, 2013.

Blank NEWS Online had a recent encounter with Senator Pius Ewherido, while seeking his response on his puported suspension by Delta state chapter of the Democratic Peoples Party (DPP) for allegedly flirting with All Progressives Congress (APC).

The unperturbed Senator had on May 02, 2013, told Blank NEWS Online in his right of reply via text message that: “We had at the National level opted for merger. Those doing this are those opposed to our joining APC as ratified by our Convention two days back.

“Whatever they have done is a total nulity because the vast majority of us have ratified the merger. Democracy is about freedom of choice.”

Profile Of Late Akpor Pius Ewherido:

Akpor Pius Ewherido (4 May 1963 – 30 June 2013) was born in Ughelli. He attended Notre Dame College, Ozoro and Urhobo College, Effurun, Delta State. He went on to the University of Ife where he studied Philosophy. After his National Youth Service, Ewherido became a businessman in Warri. He also studied Law at the University of Benin, and was later called to the Bar.

He was a lawmaker at the Delta State House of Assembly between May 1999 and May 2007. He was elected Senator for Delta Central in the April 2011 national elections, running on the Democratic People’s Party (DPP) platform.

Ewherido joined the United Nigerian Congress Party (UNCP) during the Nigerian Third Republic. After the transition to democracy was aborted by Sani Abacha, he left politics and returned to business. In 1998 he joined the People’s Democratic Party (PDP) and in April 1999 he was elected to represent the Ughelli South constituency in the Delta State House of Assembly.[

He was appointed Deputy Speaker of the House when it convened in June 1999. From 15 May 2000 until 20 March 2001 he was leader of the Assembly. Ewherido was reelected in April 2003, and was Deputy Speaker of the Assembly from May 2003 until May 2007.

In the 2006 PDP primaries he was a contender to be candidate for Governor of Delta State in the April 2007 election, but was unsuccessful in the primaries.

Ewherido left the PDP in order to compete for the Delta Central Senate seat on the DPP platform. In the DPP primary he was elected the candidate by a narrow margin, winning 125 votes to his opponent’s 108. In the April 2011 election he won 102,313 votes, ahead of Amori Ighoyota of the PDP who gained 85,365 votes.

Ewherido, who turned 50 on May 4, was vice chairman of the Senate Marine Transport Committee and a member of the Trade and Investment Committee. He was happily married with children.

Delta Monthly Wage Bill Hits N7.1Bn **Govt Plots To Flush-Out “Ghosts” In MDAs

The continued influx of ghost workers in the Delta state government owned Ministries, Departments and Agencies (MDAs) has recently posed concerns to the state government, as earlier plans to control the unending trend failed to yield desirable results, leading to worrisome wage bill rise.

The Delta State rising wage bill which is believed to be caused by the existence of ghost workers in the state civil service, has however given room for a new plot to engage the services of reliable consultants to introduce new and effective biometric capture system.

The fresh decision to flush out these unwanted workers, according to the state Commissioner for Information, Barr. Chike Ogeah, was reached in Lagos by the State Economic Team led by Bismark Rewane, Managing Director, Financial Directives.

Commissioner Ogeah, who made the disclosure at a press briefing on Thursday, June 27, 2013 in Asaba, said it was discovered that the state’s wage bill had risen from N6.8 billion to N7.1 billion monthly, hence the need for the exercise so as to weed out the ghost workers from the state’s civil service and reduce the wage bill of the state.

Recall that a great number of unqualified and ghost workers have recently been flushed out from the Delta State Oil Producing Areas Development Commission (DESOPADEC) and the Delta State House of Assembly.

The commissioner further revealed that the state Internally Generated Revenue (IGR) which had risen from N12.2billion in 2007 to N45.7billion in 2012 and N23billion between January and May, 2013 respectively would be deployed to take care of the wage bill in the state.

Ogeah also explained that in a bid to improve the financial fortune of the state, the Delta State Economic Advisory Team has devised measures to encourage the prompt payment of taxes by Deltans and oil multinationals operating in the state, saying that it would be attained through effective and aggressive tax campaigns and enlightenments.

While lauding the efforts of the Delta State Board of Internal Revenutheir strengthening its revenue drive, Ogeah said the state is presently locked in programmes that would increase access to job creation and employment generation.

Ogeah, who revealed that the current administration inherited 352 projects from the previous administration of James Ibori in May 2007 totalling N105billion, said that a total of 181 projects have so far been completed.

“The Governor Emmanuel Uduaghan-led administration initiated a total of 399 projects valued at N254billion from May 2007 till date while 17 were repudiated for non-performance, and over 80 percent of the projects would be completed before the lifespan of the current administration.”

He noted that moribund industries would be resuscitated while new feed mills would be established in Asaba, Ughelli and Agbor with six cassava processing mills in six towns at the cost of N871.8 million.

Meanwhile, projects ratified and approved by the 10th state executive council meeting held on Tuesday, June 25, 2013 in Warri, according to the Delta state government image maker, include improved water supply scheme in Asaba, Agbor, Sapele and Ughelli at the cost of N299.8million, N199.1million, N249.8million and N249.8million respectively.

He further disclosed that the state rural health scheme for 2013 would gulp N199.9million while 1000 Christian pilgrims will be sponsored to the Holy Land in 2013 at a cost of N607.9million, scholarship for First Class graduates, N699.9million and Delta’s contribution to BRACED Commission N100m.

“LG Polls Underway In Delta” –Gov. Uduaghan

Delta State Governor Dr Emmanuel Uduaghan has promised the conduct of free and fair local government elections soon in the state as the Delta State Independent Electoral Commission was working out modalities to ensure a successful exercise.

Governor uduaghan who stated this on Tuesday, June 25, 2013 in Warri during a Phone-In Programme on Delta Broadcasting Service, Warri said that with the effective constitution of the Commission, all was now set for the conduct of the Local Government Elections.

He explained that “there have been several challenges facing the constitution of the Commission . some people went to court when the names of members of the Commission were sent to the House of Assembly. Thank God, we have settled these issues and the Commission is in place. I want to assure you that the local government elections will soon take place as the Commission is working out modalities for its successful conduct.”

While answering a question on revenue collection, Dr.Emmanuel Uduaghan directed all local government chairmen to rid all major roads and streets in the state of their illegal revenue touts within one week.

The governor who explained that he had to arrest one of such revenue touts in Uvwie Local Government Area on Monday directed the chairmen to ensure that they collect their revenues only in authorised places and not on major roads and streets as they contributed to the traffic congestion on our roads.

His words “Revenue collection should not be carried out along our major routes and streets because such acts cause traffic congestion for the motorists. So, local government chairmen must remove all unauthorised revenue collection points from the roads within a week.”

The governor also frowned at the conversion of all junctions into taxi parks and charged the Commissioner For Transport to looking into ways to bring this practice to an end.

While charging motorists to ensure traffic discipline on major roads, he revealed that “plans for a BRT lane on the Warri-Effurun Road especially the Enerhen Junction Area are already on course”, stating that “ road marshals to help free flow of vehicular movements and Environmental Marshals to effect environmental cleanliness will soon be engaged”.

On Okpanam Road drainage, Dr. Uduaghan disclosed that the phase 2 of the drainage project on both sides of the road leading to the popular post office junction in an effort to curb erosion would soon be awarded to two contractors, stating that “ with patience, most of the people’s complaints will be addressed adequately.”

Governor Emmanuel Uduaghan also restated his administration’s commitment to improve on security in public schools to ensure adequate protection of government properties. He explained that some of the newly constructed and renovated public schools in the state were been vandalized and charged community leaders to help protect government facilities in their domains.

The governor observed that those vandalizing public properties and passing excreta in classrooms live in the communities and charged community leaders to assist government on the area of school security.

His words “ l am calling on community leaders to assist government on the issue of security in their areas. Some of the public schools we just built and renovated have been vandalized this is very bad. Those vandalizing these schools and passing excreta in the classrooms are people in your communities an outsider cannot do that.”

He said his administration was now ready to speedily develop the state for the benefit of Deltans explaining that the previous delay in the area of development was because he was taking time to strategise and provide a lasting developmental plan for the state which would help tackle the problem of infrastructure and economic development.

Speaking further, Governor Uduaghan said the delay was also due to lack of funds but stated that most of the uncompleted projects inherited from previous administration has been completed and commended Deltans for their patience with his administration.

The governor also charged school heads to mobilize their students to clear up over-grown weeds in school compound stating that government would not spend money to clear over-grown weeds in any public school.

He observed that the clearing of overgrown weed in schools in the past was part of the training of students and was also used as a disclipnary method for pupils/students who misbehaved saying “ in my days as a primary and secondary school student we do not only clear grass on general labour days as clean-up exercise but clearing of over-grown is also used as punishment.”.

Dr. Uduaghan also noted that the turn around of public primary and secondary schools cannot affect all schools because of the huge financial overlay. He however assured that his administration would ensure minimum standard in all public schools in the state.

BREAKING NEWS: S’ Court Dismisses Ogboru’s Appeal ***Upholds Uduaghan As Delta Governor

supr..courtNigeria‘s apex court, the Supreme Court has today, Friday, June 21, 2013, dismissed Chief Great Ovedje Ogboru’s suit seeking to upturn the court’s earlier ruling that upheld Dr. Emmanuel Uduaghan as Delta State Governor. The court described the application as an abuse of court process.

In their unanimous judgment, the 5-man panel of Justices of the apex court, dismissed the appeal, describing Ogboru’s appeal as an abuse of court process.

The Supreme Court, therefore ordered him to pay N50, 000 to Governor Uduaghan and two other respondents, the Peoples Democratic Party (PDP) and the Independent National Electoral Commission (INEC) joined as parties in the suit.

The Supreme Court had on Monday, June 17, 2013 adjourned till June 21 to deliver ruling on a fresh application seeking to sack Governor Emmanuel Uduaghan of Delta State from office.

The application, which was entered by the governorship candidate of the Democratic Peoples party, DPP, in the April 26, 2011, gubernatorial election in the state, Chief Great Ogboru, is seeking to resurrect the verdict of the apex court that declared the appellate court judgment that affirmed Uduaghan’s election as a nullity.

It will be recalled that a five-man panel of justices of the Supreme Court had on March 2, 2012, faulted the appellate court for its failure to hear and deliver judgment on the gubernatorial dispute within the 60 days stipulated in section 285 (7) and (8) of the 1999 Constitution as amended.

The apex court held that the Appeal Court panel erred in law when it deferred reasons behind its judgment till a date outside the legally prescribed period for determination of such matter, stressing that the action rendered the verdict unconstitutional, null and void.

Justice Tanko Mohammed who read the judgment had observed that:
“Though the trial tribunal gave its verdict on November 11, 2011, the appellate court gave its own judgment on January 5, 2012 and reserved its reasons till January 27. A simple arithmetic shows that the appeal took 72 days which is clearly outside the stipulated time-frame.

“It is my considered view that there was no valid judgment in the Delta State appeal, accordingly, I declare the judgment of the court below including its reasons as null and void and this appeal is hereby struck out.”.

sup courtDissatisfied with the decision of the apex court to strike out the suit, even after it declared the lower court verdict as a nullity, Ogboru, re-approached the court, asking it to reverse itself.

Arguing through his counsel Dr. Dickson Osuala, Ogboru insisted that the apex court acted wrongly, saying it should have invoked section 22 of the Supreme Court Act and heard his substantive contention against the said election or issued a consequential order remitting the petition back to governorship election petition tribunal for re-trial.

However, counsels to Uduaghan, Chief Wole Olanipekun, SAN, Peoples Democratic Party, PDP, Mrs. J.O Adesina, SAN and INEC, Chief Onyechi Ikpeazu, SAN, opposed the application, saying it was nothing but a mere academic exercise.

Ogboru: The Journey So Far

On June 21 2013, the Supreme Court is expected to give its judgement on the prolonged legal battle over the last governorship election in Delta State. The judgement will no doubt mark the turning point for the troubled state and the beleaguered so called governor of the state Emmanuel Uduaghan. But more significantly, the judgement will have huge ramifications for Great Ogboru, personally, and for his tortuous and torturous political struggle to liberate the state.

The journey to the Supreme Court has been a long one indeed. In fact, this is the fourth time Ogboru would have to bring his political cases in his chequered political life to the apex court. All this in a bid to seek redress and to have the court pronounce his victory in elections since he has been participating in elections in 2003. In all the cases, the Apex Court has not heard Ogboru’s case on the merit.

However, this June 21 judgement will no doubt be a landmark judgement. It is very significant to the extent that it will either reaffirm our belief in the judicial system of the country or otherwise. It is one judgement that is being eagerly awaited by political observers to see whether the Supreme Court will be bold enough to reverse itself. Whatever the outcome, the judgement will no doubt have huge ramifications for future elections not only in Delta State but also throughout Nigeria.

The Journey to the Supreme Court

The expected June 21 judgement is on the April 2011 governorship election in Delta State and this is the third time this particular petition would come to the Supreme Court. This is unprecedented and it is a proof of Ogboru’s tenacity in the pursuit of justice. The first appearance at the Supreme Court was to appeal the Court of Appeal’s decision which struck out Ogboru’s appeal against the governorship election tribunal’s verdict. The Supreme Court had then struck out Ogboru’s appeal, claiming that as the judgement of the Appeal Court was a nullity, there was no appeal before their Lordships. What this means, therefore, is that no right of appeal extends to a person affected by a null and void judgement. In other words, a nullity can be final.

But Ogboru protested this decision which he considered unfair because the judges had failed to look at his case on merit. What also baffled Ogboru was the fact that his case was similar to Kebbi’s which was decided curiously differently by the same panel, which sat in the same hall and on the same date. Why his was adjudged differently remains a puzzle. More so, Justice Muhammed Tanko who announced the court’s decision spoke of a unanimous decision but the facts which emerged later showed otherwise.

According to Ogboru’s lawyers, Ogboru having successfully argued his Consolidated Appeals before the Supreme Court; and the apex Court having agreed with him, that the Court of Appeal committed a fundamental error, Ogboru ought to have gone home celebrating his victory. They argued that it is settled law that a party should not be punished for the error of the Court over which such party has no hand or fault.

Again, Ogboru’s lawyers argued that by not remitting the Appeals for rehearing on the merit or the
Supreme Court itself not adjudicating on them on their merit, the fundamental and other
constitutional (for example appellate) rights of Ogboru have been truncated. According to the
lawyers, the Supreme Court, on the authority of Dingyadi vs. I.N.EC., supra, has the jurisdiction,
indeed, the duty, to intervene and set aside its judgment in those Consolidated Appeals.

Ogboru is specifically demanding the following reliefs from the Supreme Court:

1. An order setting aside the judgment of this Honorable Court (Supreme Court) in Consolidated Appeals Nos. SC.18/2012 and SC.18A/2012: CHIEF GREAT OVEDGBE OGBORU & ANOR. VS. DR. EMMANUEL OWETAN UDUAGHAN & 2 ORS.
2. An order directing the said Consolidated Appeals to be determined on their merit, either by the Supreme Court or the Court of Appeal, by a different panel of Justices.
3. Such other order(s) as this Honourable Court (Supreme Court) may deem fit to make in the circumstances.

The lawyers are also arguing that Ogboru’s fundamental right to fair hearing was violated by the Supreme Court which failed to consider his appeal on its merit. Curiously, the Supreme Court which upheld Ogboru’s appeal and consequently declared the Appeal Court’s decision a nullity did a volte face by striking out the same appeal upon which the decision to nullify the lower court’s verdict was based.

This, according to the lawyers, amounted to a legal summersault – 100 percent full swing positive by setting aside the judgment of the Court of Appeal as prayed by Ogboru and 100 percent full swing negative by striking out Ogboru’s appeal which was the basis of setting aside the judgement of the appeal court. According to the lawyers, this is a legal impossibility. And it is a complete, inexcusable and yet inexplicable violation of Ogboru’s right to have his appeal considered on its merit.

The twin issues here therefore are that of the Supreme Court’s fundamental error of not allowing Ogboru’s appeal after it had correctly nullified the lower court’s verdict and the violation of Ogboru’s right to fair hearing as enshrined in the Nigerian constitution.

Sebastian Hon’s Dubious Role

However, there was a dramatic twist to this case when it came up for hearing at the Supreme Court in January. The hearing almost turned to a theatre of the absurd when, in a painful and devastating manner, Sebastian Hon, Ogboru’s lawyer unexpectedly and unilaterally withdrew the case from court without informing Ogboru. It was indeed very bizarre. This then allowed the Supreme Court to strike out the petition again.

Ogboru was alarmed and he immediately petitioned the Chief Justice to declare his innocence and to protest the unhelpful withdrawal of his case without him instructing his lawyer, Sebastian Hon, to do so. He had to re-file the case and asked the Supreme Court for another date. The court obliged Ogboru and gave a new date for hearing.

When the case finally came up again for hearing in March, the respondents’ strategy was to force the court to uphold its earlier decision striking out the case because according to them, Sebastian Hon’s unilateral withdraw of the case was binding on Ogboru. But thanks to Ogboru’s lawyers’ gallantry and sound arguments, the court could not strike out the case but adjourned till June 21 for judgement. The world is waiting now with bated breath to see what the final judgement will be, come June 21.

The governorship rerun

After a three-and –a-half year legal battle, Ogboru succeeded in removing the then Uduaghan’s illegal government from office. Uduaghan had illegally occupied the government house for almost four years after rigging himself to power in 2007. Ogboru’s appeal had succeeded and the court had ordered a re-run after removing Uduaghan from office.

This was a major victory for Ogboru who had fought tenaciously to get the 2007 governorship election annulled. The court ordered re-run held on January 6, 2011 and despite its promise it ended in another fiasco when Uduaghan was inexplicably declared the winner by INEC despite the overwhelming evidence to the contrary. Ogboru expectedly went back to court, but both the tribunal and the appellate court dismissed his petitions. The court of appeal actually described the petition as an academic exercise.

In a media interview, Ogboru expressed his frustration on the court verdicts thus: “Like everybody who has been following the case (the re-run election) we are very surprised because we knew that we had a valid case in the Court of Appeal but unfortunately the Justices abdicated their responsibility by saying that the appeal was academic. But it cannot be academic because it was the Court of Appeal that ordered a re-run election on the 9th of November. That election took place on the 6th of January.”

Continuing, he said: “Now, if INEC had declared that I won the election in January would my tenure have ended on the 29th of May? The answer simply is no, which means that before you determine whether or not the appeal is academic you must first establish if somebody was validly returned.
In this case what is being questioned is not the tenure of Uduaghan but his return which we say was not valid by virtue of the fact that he did not have majority of the lawful votes cast in that election. That is what the court is supposed to determine.

If the court found that I had the majority of valid votes cast in that election then what the court should do, I mean from what the lawyers have told us is to do what they did in Anambra State to vitiate immediately the elections of April 2011 and then uphold the elections of January 2011 and then I would be sworn in as Governor and then the constitution says that from the date you are sworn in you have four years to serve.

So, there is no way on earth that our petition could be said to be academic because there are two sides to the coin. If Uduaghan won the election in January 2011, then off course he has served his tenure and then our questioning the election in that case could be termed academic. But in this case it has not been determined that he was validly elected.

In any case, you have to go one step backward, when we were given the right by the Court of Appeal to contest a re-run election it was presumed that the outcome of that election would be challenged. If we had a right to participate in an election, how come we do not have the right to challenge an unlawful or invalid return?

Those are the issues that the court should have addressed its mind to but unfortunately failed to do so and that is why we say in our view and in the view of the constitution of Nigeria that the court abdicated its responsibility and did not hear our own appeal, but just went straight to the appeal of somebody who won at the tribunal which should not be the case.

It should have been a cross appeal which means that they should have heard the two together, but they only took one and left the other. They heard our appeal but did not give judgment on it. They abdicated their responsibility.

That is why we said that we are going to put it to the Supreme Court to test it because if we have to go by constitutional democracy which we are operating then we should be bound by precedence and the precedence suggests that you cannot go to the issue of tenure without first determining if there was a valid return.”

Asked if he thought he could still get justice on the re-run election, Ogboru had remarked thus: “To presume otherwise would be to ask the question how did we get to this situation where we had the re-run election of January. It was the Court of Appeal in Benin that agreed with us that there was no election in Delta State in April 2007 and declared that the tenure of Uduaghan for 3½ years was illegal.

That court has already declared 3½ years illegal! In our own view and from the facts what Uduaghan simply did was to continue in his illegality for another six months. But it is not the duty of the constitution of Nigeria or that of the courts of our country to say that because a tenure has been spent illegally that the tenure has expired.”

Continuing, he said: “No. it is only when that tenure is validly occupied that you can say so or when there is no challenge of the tenure during that occupation. That is when you can say so. But there was a valid challenge to the tenure while he was there, it is only a procedural issue and that does not at all amount to him having occupied a valid or a lawful tenure and it is only when the issue of who was validly returned is determined that we can start to go to step two. I think the Court of Appeal in Benin frankly did not do a proper job the way we expected men of their calibre to do.”

James Ibori and theExconvict Saga

Ogboru’s political travails actually started when he contested the governorship election against the disgraced James Ibori in 2003. Ogboru believes that he won this election and in fact there was a radio announcement to that effect. As a result of the radio announcement, there was wild jubilation across the state especially in Warri, the commercial capital of Delta State.

This jubilation was however short-lived as the powers that be moved in. The result of the election was reversed and the police forcefully stopped the jubilation. The police picked up Ogboru’s supporters and had to, at one point, allegedly ordered a shoot-at sight order on Ogboru when he was declared wanted.

This knee-jerk response of the police actually set the stage for future police brutality against Ogboru, his family and supporters in subsequent elections. In the 2007 elections, members of his family were picked up on frivolous charges and were locked up in various cells for months. After the April 2011 governorship elections, there were also rumours of Ogboru’s imminent arrest and possible assassination.

Panic gripped Abrakar, his home town, the day after Uduaghan was declared winner as Deltans stormed the street, especially in Asaba and Warri to protest the outcome of the election. The situation was critical and Ogboru’s camp had to issue an urgent SOS through the media. The persecution continued and it led to questionable sudden deaths of his numerous supporters including Ogbe Onagbite who was callously murdered in Warri. There was also the doubtful accident which claimed the life of his then lead counsel Barrister Mogbeyi Sagay, SAN.

But the saddest twist in the petition against Ibori’s stolen victory was that what would ordinarily have been an election petition was surreptitiously reduced to Ibori’s trial as an ex-convict. The matter reached the Supreme Court and the court let go of Ibori because it could not incredibly prove that the James Onanefe Ibori that was convicted was the same James Onanefe Ibori that contested the election in 2003.

But Ibori’s present predicament in London where he was convicted for money laundering and where the facts emerged again that Ibori was indeed an ex-convict who should not have held any elective political office in Nigeria has vindicated Ogboru. Ibori is presently serving a 13 year jail term now in a prison in London. Ibori’s continued leadership of the state then was made possible by the Nigerian courts which failed to meticulously look into all available facts before them. Political observers hope the current legal battle against Uduaghan will not end this way.
Consequently, Uduaghan, Ibori’s cousin who also served in his government emerged as the governor of Delta State through the dubious instrumentality of James Onanefe Ibori. Over time, Uduaghan has consistently proved to be a good boy to James, his god father, and he has through incredible subterfuge and an enormous financial strength kept the Ibori political dynasty intact in the state.

What future for Delta?

No doubt, Delta State is now at an interesting crossroads. The kind of political future for the state will become clear after the June 21 judgement by the Supreme Court. That judgement will definitely prove to be the defining moment for the state. Will Delta continue to suffer in the hands of the dangerous cabal that has held it hostage for this while or will it, at last, be freed from the clutches of this un-progressive cabal?

For now, Deltans are in pain, they are looking to a future when their votes will count. In Ogboru’s assessment of the situation in the state, the situation is very sad especially when considered against the fact that the cabal that is exploiting the state is made of not only the people from the state but also other influential personalities outside the state who are feeding fat on the state.

Ogboru had declared in a media interview thus: “There is an eerie calm in the state, people are very unhappy, they see it as the function of a cabal outside the state trying to emasculate the right of the people of Delta State by undue interference by taking extra-judicial measures to vanquish their franchise which they have freely given. I think they are not happy at all. They are not happy at all. If you have been following the electronic media, especially Saharareporters you would have seen names being bandied that are creating turbulence in the state because of their personal interests which override that of our state and most of them are not indigenes of our state and they find a willing lackey in a man who was not elected by the people.

The future

Ogboru has come a long way, and he has so far held tenaciously to his belief to pursue his case to the last. He is prepared to wait until the court makes the final pronouncement. But on his desire to see the emergence of a free Delta State, Ogboru is poised to continue to take on, perpetually, the cabal that has turned the state into their personal fiefdom.

When he started his political movement upon his return from exile in the 2000, Ogboru had gathered together patriotic stakeholders in the state under an umbrella organisation, the South South Rainbow Coalition, SSRC. The SSRC later merged with the Alliance for Democracy, AD, to contest the 2003 elections. But by the 2007 election, Ogboru and his supporters had moved to the Democratic Peoples Party, DPP, whose platform he used to contest elections in 2007 and 2011.
But will there be any governorship election in Delta State in 2015? Or will Ogboru run again for governor in 2015? The eagerly awaited Supreme Court’s decision of June 21 2013 will no doubt provide the answer.

FLOOD DISASTER: Delta Poised To Partner UN Agencies In Crisis Control

Governor of Nigeria‘s oil-rich Delta state, Dr Emmanuel Uduaghan has called for technical and capacity building assistance to enable the state predict and manage flood disasters in the state.

Governor Uduaghan who spoke while receiving Baroness Valerie Amos, The United Nations Under-Secretary-General for Humanitarian Affairs and /Emergency Relief Co-ordinator in his office in Asaba explained that the state was preparing for the managment of the predicted flood for this year.

Dr. Uduaghan said “the state reacted promptly in handling the last year’s flood and post flood challenges especially the evacuation and rehabilitation of internally displaced persons. Now preparations are in top gear  to handle any flooding eventualities this year”.

He appealed for technical and capacity building assistance and cooperation from the United Nations Under-Secretary-General, Baroness Valerie Amos  for  officials handling flood issues in the state.

Explaining further, Governor Uduaghan said “The assistance will improve the state ability to  predict flooding aand managing flooding challenges. It will also ensure improved management of  internal displaced persons and the flooded areas.”

In her address, Baroness Valerie Amos, Under-Secretary-General on Humanitarian Affairs said she was in the state to look at the consequences of last year flooding disaster in the state and seek for ways to partner with the state government on strengthening  disaster management in the state.

She promised to collaborate with government in ensuring quick responses to emergency situations.

Also during a Town Hall meeting in Asaba organised by the state government as part of official visit of the United Nations Under-Secretary -General For Humanitarian Affairs and Emergency Relief, Baroness Valerie Amos, Delta State Governor, Dr. Emmanuel Uduaghan restated his administration’s readiness to collaborate with the United Nation in the effective management of  the post flood challenges facing displaced persons in the state.

He said the state government alone cannot handle the post flood challenges because of the enormous funds required, adding that Delta state government was willing to partner with the United Nations to enable it effectively manage the post flood challenges and mitigate the devastating effects of the flood on Deltans in the future.

“As a State with an office dedicated to foreign Relations, we place a high premium on partnership with the international communities and global organizations. We cannot handle these challenges flood alone. The state needs your help.

“We engage in a series of meetings in the US and Nigeria in order to make certain that the emergency situation in Delta is accorded its due priority and that the victims benefit directly from the intervening efforts of the WHO, UNDP, UNICEF and other implementing agencies of the UN”

The governor explained that the Secretary General for Humanitarian Affairs and Emergency Relief Co-ordinator, Baronness Valerie Amos and her team was in the state to access the extent of damage done by last year’s flooding and identify areas the United Nations can be of assistance to the state and displaced victims.

Speaking further he enumerated the post flood challenges faced by the state to include, the provision of farm seedlings and fertilizers to farmers in the affected communities, rehabilitation of affected houses and resettle who lost their farm produce to the flood stressing that most of the affected victims were farmers.

Dr. Uduaghan said the state was also faced with the problem of re-building destroyed houses for the victim but noted that the displaced victims have agreed to be relocated from flood plane areas to new settlement adding that the decision also had its own challenges.

The governor observed that the state also have the responsibility of rebuilding destroyed primary and secondary  schools in the affected communities to enable the children continue with their education explaining that the Post Flood Disaster Committee estimated that it would cost about one million naira to rehabilitate affected  schools.

While stressing that his administration would continue to work hard to support the flood victims who are vulnerable to the aftermath of the flood, Governor Uduaghan appealed for the support and cooperation of the United Nations agencies in this regards.

His words “ As a state government, we will continue to work hard to support the flood victims who have remained vulnerable in the aftermath of the flood. With your support, we know we will do even more and build on any modest stride following today’s assessment mission.”

In  brief remark, the Secretary-General for Humanitarian Affairs and Emergency Relief Co-ordinator, Baroness Valerie Amos commended Governor Uduaghan for his efforts and  strategies in tackling the flood crisis and its aftermath .

She said that United Nations was ready to partner with Delta State Government in disaster management and post flood challenges in the state so as to make a difference in the lives of the victims.

Baroness Amos noted that the United Nation would focus on technical and capacity building support, the empowerment of women, education and Health saying “The United Nation will work together with Delta State in the area of women empowerment, education, health and technical expertise.”

She opined that United Nation have received the report of the technical committee set up to access the flood crisis in the state and has been discussing with the World Bank on possible areas of assistance to Delta State.

“We want to ensure that the disaster management especially on the flood crisis is adequately done to have impact in the lives of the affected victims.”

In his address, the Chairman of the occasion and former Foreign Affairs Minister, Senator Ike Nwachukwu said that “ flood disasters should not be taken lightly as it is devastating” .

He asked Baroness Amos to help provide assistance and funding to Delta state and other states ravaged by floods last year as “ no state has the capacity to handle the post-flood challenges facing them due to its enormous cost”.

He charged her to be an ambassador of the country by portraying the positive image she has seen during her visit.

Senator Nwachukwu commended Dr, Uduaghan on the management of last year’s flood disaster and the security challenges in the state and enjoined other state governments to emulate Delta State.

In a welcome address, the Senior Adviser to the Governor on Foreign Relations, Mr. Oma Djebah explained that the presence of Baroness Amos and her team in the state would help strengthen the partnership with the state government and improve on the living standard of the displaced flood victims.

Delta State governor, Dr. Emmanuel Uduaghan has charged the Federal Government on the proper management of the sovereign wealth fund to ensure effective participation of the various states in the country.

The Governor who said this during the 2nd Anniversary Public Lecture of the 5th Assembly in Asaba explained that states were not against the establishment of the sovereign wealth fund per se but the way and manner in which it was being managed.

He opined that states should be able to decide the amount to save and what to do with their savings since they are not appendages of the Federal government. “We are not against sovereign wealth fund but what we are against is the way and manner the fund is being managed”.

Governor Uduaghan called for the immediate review of the Value Added Tax Law to enable state government collect VAT in their locality and remit an agreed  percentage to the Federal government.

He explained that the idea of VAT being collected and shared to states who abhor some of the VAT-able items like alcohol was unacceptable.“We collect VAT on alcohol in Delta State and the money is being shared to some states in the North where alcohol is prohibited. This is not acceptable”.

Dr. Uduaghan also advocated for the practice of true Fiscal Federalism in the country to enable federating states have access to their resources for maximum development.

He stated that the practice of Fiscal Federalism would create the opportunity for states to develop their mineral and other resources  and improve their revenue bases. This would engender healthy competition among the various states in the federation and enhance infrastructural development.

“The issue of Fiscal Federalism is an issue that is dear to all state governors. If we are practicing true Fiscal Federalism in this country, the state governors will not need to go to Abuja to beg or lobby for what is rightfully theirs”.

The governor commended the  Delta State House of Assembly for their contributions to the development of the state explaining that the constant dialogue between the Legislative and Executive Arms on issues has led to the developmental strides in the state.

He therefore recommended the Delta State model of Executive and Legislative cooperation and dialogue to other state governments in order to promote peaceful co-existence and development in their states.

“Delta State House of Assembly has done well. This is because the Legislative and Executive Arms of government dialogue over issues in the interest of the state. In most issues, they agree, in others, the Legislature uses their veto power but in the end, no matter how it goes, the interest of Deltans is always considered”, he stated.

Speaking further, the governor commended Deltans for the support given so far to his administration and charged politicians to be peaceful and eschew violence and acts that would heat up the polity as 2015 election activities begin

In his Remarks, the Deputy Senate President, Senator Ike Ekweremadu called for the implementation of true Fiscal Federalism in the country stressing that it would bring about prosperity and development to the federating states.

Senator Ekweremadu stated that Fiscal Federalism would guarantee the country’s growth and ensure maximum protection of the people’s interest as well as provide good living standards for the masses.

He explained that a situation where states depended on the monthly Federal revenues from the mono –oil economy for their developmental activities was unacceptable as it has made most states unproductive and left other sectors of the economy underdeveloped.

“A federating arrangement where the states converge at the federal capital every month to share the wealth from oil revenue generated in a few other states is not encouraging. Because of Federal allocation, other sectors of the economy like tourism lies dormant. This is not ideal”.

The Senator commended Delta state government for its  “Delta Beyond Oil” vision adding that it would help develop other sectors of the economy and reduce the over dependence on oil revenue.

He challenged other state governments to follow the Delta State lead and create ways of diversifying their revenue base rather than depending sorely on oil revenue allocation.

In a welcome address, the Speaker of the Delta State House of Assembly, Rt. Honorable Victor Ochei explained that the idea of the public lecture was to deliberate and proffer solutions on topical national issues.

He explained that there was need for the implementation of fiscal federalism in Nigeria especially on legislative issues adding that the over dependence on a mono-product economy has held states captive to the federal government.

The speaker said that Delta State Government was promoting the “Delta Beyond Oil” initiative to help develop other sector of the economy explaining that taxation was one of the means used to achieve the initiative.

Rt. Honorable Ochei stated that the idea of Fiscal Federalism suggested that each tier of government in a federating state would be allowed to pursue its own financial policy initiative explaining that it would ensure rapid development in the country.

Honorable Emeka Ihedioha the Deputy Speaker House of Representative delivered the first lecture on  “Legislative Issues in Fiscal Federalism in Nigeria” while Alhaji Alkali Mohammed, the President of the Institute of Chartered Accountants of Nigeria (ICAN) delivered the second lecture on “Delta State Beyond Oil: Taxation as a Catalyst for the Social-Economic Development of Delta State” .

Delta and Akwa-Ibom State Houses of Assembly have again renewed their bid to entrench regional integration among lawmakers in the South-South geo-political zone by applauding the efforts of President Goodluck Jonathan on the recent state of emergency and the subsequent proscription of insurgent Islamist sects in three volatile Northern Nigerian states.

At a special joint-sitting presided by the Speaker of Delta State House of Assembly, Rt. Hon Victor Ochei and his Akwa-Ibom State counterpart, Rt. Hon. Sam Ikon at the Delta Assembly Chambers on Wednesday, June 13, 2013, both legislature enjoined President Jonathan not to rest on his oars but to fully exercise relevant constitutional provisions to actualize desirable security for Nigerians and to attain a peaceful and co-existing entity.

Far reaching decisive motions and resolutions concerning the proposed transformation of the South-South region by the Federal Government, were however exaustively debated by the two Houses of Assembly.

A motion moved by the Deputy Speaker of the Delta state House of Assembly, Hon. Basil Ganagana and seconded by the Akwa-Ibom Deputy House Leader, Hon, (Mrs) Ekaette Ebong Okon, commended President Jonathan for the declaration of state of emergency in Adamawa, Borno and Yobe states as well as the proscription of Jamaatu Ahlis-Sunna Liddaawati Wal Jihad, otherwise known as Boko Haram and Ansaru Islamic fundamentalist sects.

“The President should not rest on his oars until he fully actualizes the provisions of Section 14 (2) (b) of the constitution of the Federal Republic of Nigeria 1999 as amended”, the motion reads.

The joint Assembly, in a second motion moved by the the Deputy Majority Leader, Hon Johnson Erijo (Delta), Deputy Speaker, Hon Kierian Akpan  (Akwa-Ibom) and seconded by Hon Ime Ikon (Akwa-Ibom)  and Hon Tim Owhefere (Delta), also called on President Jonathan to direct the Ministry of Niger Delta Affairs and Niger Delta Development Commission (NDDC) to ensure that work commences on the proposed Coastal road project from Calabar to Lagos.

“The President should use his good offices to urge all oil exploration and exploitation companies operating in the South-South region including the Nigeria National Petroleum Corporation (NNPC) and other stakeholders in the oil industry to as well partner with the relevant Ministries, Departments and Agencies (MDAs) for the construction of the Coastal road project which will serve as a catalyst for both regional integration and enhance economic activities in the South-South region.

“He should direct all relevant government agencies to remit to the Niger Delta Development Commission (NDDC) outstanding funds of the Commission to enable her fully implement the Niger Delta Development Master Plan.

“He should also as a matter of urgency direct the Ministry of Niger Delta Affairs to expedite action for the speedy completion of the East-West road so as to avert loss of lives and valuable time.”

Leading the debate on the coastal road construction, the Deputy Majority Leader, Hon Johnson Erijo (Delta) including Hon Ime Okon (Akwa-Ibom), Hon Samuel Mariere (Delta), Hon Kufre Etuk (Akwa-Ibom), said the construction of the Coastal road project would serve as a catalyst for both regional integration and enhanced economic activities in the South-South region.

A third motion moved by the Akwa-Ibom state House Leader, Hon. Okpolupm Ikpong Etteh and supported by his colleague, Hon. Ime Okon further called on President Jonathan to direct the Federal Ministries of Transport and that of Niger Delta Affairs, Niger Delta Development Commission (NDDC) and other relevant government agencies to to immediately commence the construction of a Railway Line linking the South-South region to Lagos and the Federal Capital Territory, Abuja.

The Deputy Speaker, Hon Kierian Akpan (Akwa-Ibom) who led debate on the motion with Hon Tim Owhefere (Delta), Hon Edwin Joseph (Akwa-Ibom) and Hon (Mrs.) Pat Ajudua (Delta) for the construction of a railway line, said it remained the easiest  and cheapest form  of transportation  that is commonly used in  advanced countries, saying the Federal Government should expedite action to boost economic activities of the people of the region that produces the major resources for Nigeria’s development.

Delta State Ministry of Information has frowned at a publication posted on Saharareporters web journal on June 11, 2013, alleging that the Commissioner for Economic Planning, Mr. Kenneth Okpara may have tampered with the sum N150 million originally meant for the state’s Vision 2020 Plan.

A statement dated June 12, 2013 and signed by the Commissioner for Information, Chike Ogeah Esq said that certain interest groups determined to frustrate positive change in the machinery of governance may have been responsible for the unfounded allegations.

He claimed that Saharareporters had chosen to propagate falsehood as the writers had conceived malice before thought by deliberately maligning the person and administration of Governor Emmanuel Uduaghan, despite the clarification made available by the state Government.

The statement titled, Re: Delta Commissioner may have pocketed “Vision 2020” N150 million and made available to Blank NEWS Online reads:

“The attention of the Delta State Ministry of Information has been drawn to a publication posted on Saharareporters web journal of June 11, 2013 with the above title. Earlier in May this year, a community newspaper publisher had sought explanation from the Honourable Commissioner for Economic Planning on what he thought was the expenditure profile of N150 million on the Delta State Vision 2020 Plan.

“In the detailed response to the enquiry which Saharareporters made reference to, it was made clear that only N90,300,000 (ninety million three hundred thousand naira only) was released in two tranches of N30 million on November 15, 2011 and N60.3 million on June 12, 2012.

“The major expenditure was the payment of N29 million to the project facilitator, the United Nations Institute for Training and Research (UNITAR), for the design and installation of M & E System, a result-based monitoring and evaluation software, in all Ministries, Departments and Agencies (MDAs). Other expenditures were for the purchase of a purpose-branded Toyota Hilux vehicle; printing and distribution of additional 1,000 copies of the Delta State Vision 2020 Plan as well as a two-week intensive course in January 2013 for 50 participants drawn from 40 MDAs in the state by UNITAR.

“The salaries of the Vision 2020 secretariat staff, transport and travelling expenses, stationeries and bank charges brought total expenditure to N57.861 million.

“By June 11, 2013, the day of the Saharareporters publication, the bank balance from the N90.3 million released for the Vision 2020 Plan stood at N32.438 million.

“These facts were available to Saharareporters at the time of its publication. For reasons not too difficult to discern, Saharareporters chose the path of armchair journalism, fiction and malice. His Excellency, Dr. Emmanuel Uduaghan, Governor of Delta State, had mandated the Commissioner for Economic Planning to evolve measures that would improve the management of resources, project execution and reduce waste in governance.

“We know there are interest groups determined to frustrate positive change in the machinery of governance. With the plausible and variable true story on the Vision 2020 Plan expenditure available to Saharareporters, that it chose to propagate falsehood shows that the clarification it sought from the Government was not done in good faith in the first instance. Clearly, there was malice before thought and a barely disguised agenda of maligning the person and administration of the Governor of Delta State under any guise.

“We have gone to great depth to again give details of the expenditure of the N90.3 million just to enable Deltans, Nigerians and followers of Saharareporters have a glimpse of the real intent behind the on line journal’s denial of the truth in favour of fiction.”

The Delta state Ministry of Information Chapel of the NUJ has on Tuesday, June 04, 2013 been formally constituted.

The new exco is headed by Comrade salvation Ogono who was returned for a second term in office.

The oath of office was administered on Comrade Okolie Patrick (Treasurer), Comrade Oteri Toju (Secretary), Comrade Salvation Ogono (Chairman) by a legal adviser under the supervision of the state Vice Chairman of NUJ, Delta state Council, Comrade Felix Igbekoyi, the state Secretary, Comrade Gomo Oyibokuku Oyiborhoro, the state Treasurer, Comrade Victor Eyaguobor and the state Financial Secretary, Comrade Celestine Afakoba as well as leaders of the Union.

Other aspirants who had breached constitutional provisions were either disqualified by the Credentials Committee headed by Celestine Ofuani (Chairman) and Austin Ihonor (Secretary) or recommended for a waiver at the discretion of the state council of the NUJ.

The aspirants however did not turn up for the election. They include Chairmanship aspirant, Comrade Ogbeni Tebefia who was summarily disqualified for not meeting with relevant constitutional provisions, while Enohor O.and Pat Gbemudu who picked forms to contest the position of Secretary and Financial Secretary respectively were absent.

Following the disqualification of Comrade Ogbeni Tebefia by the Credential Committee set up by the Ministry of Information Chapel, Comrade Ogono Salvation was therefore returned unopposed at the election which witnessed a large turnout of NUJ members, elders, leaders and other Chapel executives, including security agencies earlier invited by the Ofuani-led Credentials Committee.

Delta Govt. Dispels Rumour On Fake Immunization Vaccines, Insecticidal Nets

delta (2)Delta state government has frowned at rumourmongers allegedly bringing disrepute to the Current Polio Vaccination Campaign, Routine Immunization and distribution of Long Lasting Insecticidal Nets to vulnerable groups by the State Government.

Recall that there have claims and allegations that the polio vaccines procured by the state government were unsafe and not potent while the long lasting insecticidal Nets being distributed in the state were reportedly inadequate and ineffective, thereby resulting to Allergic skin rashes.

Commissioner for Health, Dr. Joseph Otumara has, in a recent state broadcast called on Deltans to disregard the rumours and warned “mischief makers who thrive on falsehood” to desist from peddling falsehood or risk prosecution when caught.

Otumara asserted that for over 4 years now, Delta State has not recorded any case of Poliomyelitis due to the high routine immunisation Coverage, just as no case of death has been reported from the use of the insecticidal Nets.

He urged traditional rulers, women groups, community based organizations, youth groups, among others to partner with the State Government in improving the Health of Deltans by helping to dispel negative rumours.

A broadcast message made available to Blank NEWS Online by the Delta State Ministry of Health reads:

“Fellow Deltans, it has come to the notice of the Delta State Ministry of Health that some misguided Deltans are peddling rumours to bring to disrepute, the Current Polio Vaccination Campaign, Routine Immunisation and distribution of Long Lasting Insecticidal Nets to vulnerable groups by the Delta State Government.

“I wish to emphasize that these laudable Health Programmes of the State Government have great potentials for immense Public Health benefits to the generality of Deltans. For over 4 years now, Delta State has not recorded any case of Poliomyelitis due to the high routine immunisation Coverage. Furthermore the free under-five Health Programme of the State Government is already achieving it’s objective of reducing under-five morbidity & mortality in the State.

“With regard to the distribution of Long Lasting Insecticidal Nets (LLINs), it has been the policy of the State Government to have multifaceted approach to Malaria Control in the State including the use of the LLINs, Environmental Sanitation and appropriate use of antimalaria drugs which are being supplied free to the most vulnerable groups including pregnant women and under-five children. Parents, guardians and other caregivers are encouraged to avails themselves of the opportunities offered by the State Government by accessing these Health services aimed at improving their wellbeing.

“For the avoidance of doubt, the vaccines being utilized by Public Health facilities in the State are procured by the Federal Government of Nigeria through UNICEF and supplied to the various States of the Federation by the National Primary Health  Care Development Agency. The vaccines are safe and potent due to an efficient Cold Chain System being maintained right from the manufacturers abroad through the National strategic Cold Store in Abuja down to the various Health facilities in the State.

“Regarding the LLINs, these Nets are procured and imported through the Global Fund in partnership with UNICEF and the MDGs office in the presidency and distributed to the various States under the auspices of the National Malaria Control Programme of the Federal Ministry of Health. The long lasting insecticidal Nets are safe. They are to be hung for 24 hours in a shady area before use.  Mild Allergic Skin rashes have been reported by individuals who do not hang these Nets in a shady area before use. These skin rashes tend to clear off within a short period without any long term effects.

“I hereby call on all Deltans to disregard these ill-meaning rumours which are intended to reduce the collective immunity of our children and pregnant women against endemic diseases thereby increasing the death rates among the vulnerable groups of children and pregnant women.

“Permit me to use this medium to warn those mischief makers who thrive on falsehood. They will be prosecuted when caught in their nefarious acts.

“I urge various well meaning Deltans including traditional rulers, women groups, community based organizations, youth groups etc to partner with the State Government in improving the Health of Deltans by helping to dispel these Negative Rumours.

Xtians Told To Be Upright, As Delta Govt House Mourns Colleague’s Wife

Christians have been urged to be conscious of where they will spend eternity while carrying out their earthly activities.

Pastor Idia Aidevo of the Living Faith Church made the call on Wednesday, June 5, 2013 in Asaba at a Service of Songs for late Mrs Awele Marian Agbaike wife of Mr. Johnson Agbaike, Assistant Public Relations Officer to Governor Emmanuel Uduaghan of Delta State.

According to him, the world is a passage to heaven or hell stating that how one spends his time while on earth will determine where he will spend eternity. “Death is compulsory we should be concerned about how we live our lives here because that will decide where we spend our eternity. Heaven is real, hell is real and it is wise that everybody is born again it is a blessing to die as a believer.”

Mr. Agbaike describerd his late wife as “a mother to me and our son, she bestowed so much love on us, she was a loving and generous wife and mother” The service was attended by top government functionaries, civil servants and journalists.

Earlier, the Chief Press Secretary to the Governor of Delta State, Mr Sunny Ogefere had described the death of Mrs Awele Marian Agbaike, as shocking and dumbfounding.

According to Mr Ogefere, the death was a big blow to the Press Crew of the Governor of Delta State which he described as “a close knit family,” adding that the demise was a great loss especially, to Mr Agbaike which he described as a diligent and experienced hand.

The remains of Mrs Awele Marian Agbaike has been interred, according to Chhristian rites.

Until her death, she was a staff of the Ministry of Water Resources Development and died after a brief illness at the age of 36.

The deceased is survived by an aged mother, husband; Mr Johnson Agbaike, a son, Master Kome Agbaike and other relations.

Fiogret, Ogboru’s Company Sues Ogunba

Chief Ogboru’s company, Fiogret Limited, has filed a suit against Mr. Kunle Ogunba and other defendants for the disruption of its business activities on Friday, May 31, 2013.

The idea, according a Blank News Online findings, is to challenge Ogunba’s ill-informed attempt to re-execute lapsed ex-parte order which was issued in January 2013 against Fiogret Limited.

Fiogret Limited, in Suit No. FHC/L/CS/771/2013 filed on June 3, 2013, is specifically claiming N500 Million as damages against Mr. Ogunba and the Deputy Sheriff of the Federal High Court for their’ attempt to execute for the second time the ex parte order of 30th January, 2013 made in suit No: FHC/L/CS/63/2013.

The firm contends that the said ex parte had lapsed by the operation law and also that the defendants caused them huge financial losses for putting their business premises under “menacing siege” in an attempt by the defendants to re-execute an order that had been previously executed.

It would be recalled that the premises of Fiogret Limited in Lagos were invaded by over 100 police officials working with lawyers and agents of Mr. Kunle Ogunba and a bailiff of the Federal High Court on Friday, May 31, 2013 in an attempt to execute the said order for the second time.

The head office of the firm on Norman Williams Street in Ikoyi was allegedly shut down for the whole day.

A source confirmed that the situation only came under control when it became clear to the police and court officials that the said order had been previously executed on March 1, 2013 and issues relating to it are pending in court.

It was pomp and pageantry enmeshed in culture at the ancient Ubulu-Uku Kingdom, when the Prime Minister (Onishe), Chief Emma Ejiofor marked his eight year on the stool.

The event which took place at the Onishe’s palace in Ubulu-Uku and witnessed a huge turn-out of personalities from across Nigeria and the Diaspora, turned out to be a gathering of dignitaries drawn from the traditional institution, considering the attendance of Royal Fathers.

Elated Chief Emma Ejiofor, who was dressed in white Royal regalia, described the anniversary as a means to further lift the cultural heritage of Ubulu-Uku Kingdom and enhance unity among the people.

AMCON Vs. Fiogret Ltd: “Fiogret Not Bankrupt But Solvent”, Says Management

The management of Fiogret Limited has again reaffirmed that the Company which has been put on a hot-bed of unnecessary attacks by AMCON is not bankrupt, neither is the Chief Executive, Chief Great Ovedje Ogboru, as it describes the attacks as political intimidation.

The company has therefore issued a statement to correct the wrong information, on the company’s indebtedness, being fed the general public by AMCON especially by its chairman, Mr Mustafa Chike Obi, saying it considers Chike Obi’s remarks as malicious given the fact that he singled out Ogboru out of the 13,000 purported debtors of AMCON.

While frowning at the incessant harassment from AMCON and its agents, Chief Ogboru views the continued harassment as a form of political intimidation when considered against the fact that the so called dispute between AMCON and Fiogret does not in any way call for this kind arm twisting tactics by AMCON.

Dependable sources have revealed that there have been several failed attempts to shut down Ogboru’s businesses illegally. “More intriguing is the fact that the current face-off between AMCON and Fiogret was due only to Fiogret’s principled refusal to first, pay unnecessary interest charges to AMCON and second, to withdraw all cases it instituted against AMCON, the banks and its agents.”

The management of Fiogret Limited, in a bid to restate the true position of things as it relates to the company’s indebtedness to AMCON, therefore allayed the fears of concerned members of the public on its rumoured insolvency, affirming that “The fact is that Ogboru is not bankrupt and his company, Fiogret Limited, is solvent.”

The statement reads:

“We refer to an interview in the Vanguard Newspaper of Thursday, May 30, 2013, by Mr. Mustafa Chike-Obi, the Managing Director of the Assets Management Corporation of Nigeria (AMCON) wherein the AMCON boss wrongly singled out our Chairman, Chief Great Ovedje Ogboru, from a purported list of 13,000 AMCON debtors worldwide, and wrongly portrayed him as a “politician” debtor who has refused to pay an alleged total debt of N617 Million only owed to AMCON.

“Mr. Chike-Obi obviously misunderstands the facts and we wish to use this opportunity to present the facts properly. We also want to clarify the true state of affairs. The facts are:

a. It is a fact that the alleged indebtedness mentioned by the AMCON boss arose from contracts between us and Afribank Plc (now Mainstreet Bank), Equitorial Trust Bank Limited (now Sterling Bank Plc) and Oceanic Bank International Plc (now Ecobank Plc). The indebtedness is disputed.

b. Litigations arose from these contracts due to breaches by the Banks. Our cumulative total Claim against the Banks is over and above whatever AMCON claims is owed (N617 Million or more). We emphasise that these cases went to Court before AMCON came into existence and are still in court.

c. However, when AMCON came into existence and despite the pendency of the cases in Court, we, without any prejudice whatsoever to our rights, welcomed a possible amicable settlement in “good faith” in order “to make light” AMCON’s “institutional burden, as an interventionist agency” of Government.

d. Following several negotiations with AMCON, we agreed to pay a total sum of about N658 Million which includes the N617 Million paid by AMCON for the alleged debts and an additional N41 Million as interest.

e. AMCON requested us to pay an initial deposit of N85 Million but we increased it to N200 Million. And, on April 26, 2013, we paid a total sum of N189 Million to AMCON, as part of the initial good faith payment which has been duly received.

f. We agreed to pay the balance of about N458 Million by an irrevocable Bank Guarantee in exchange for our title documents in AMCON’s custody.

g. AMCON requested us to spread the balance payment over FIVE (5) years but we opted for THREE (3) years.

h. During the negotiations, AMCON asked for about N126 Million in additional interest and withdrawal of our petition to the EFCC to investigate the fraudulently obtained mortgage debenture documents unfairly used against us and all our suits including those on civil libel, breach of trust, and public interest. These were not acceptable to us. In other words, the difference in our position and that of AMCON is N126 Million and the withdrawal of the EFCC Petition and pending cases against some banks.

1.0 However, the AMCON boss chose to tell the entire world that we and/or our Chairman refused to pay N617 Million when in fact we accepted to pay N658 Million from which we have paid N189 Million with a proposal to give a Bank Guarantee for the outstanding sum as stated above.

2.0 These are the correct facts and granite truths.”

DELTA: Obielum Hails Uduaghan’s Development Strides

A Chieftain of the Peoples Democratic Party (PDP) in Delta State, Chief Godwill Obielum has said Nigerians deserve to celebrate 14 years of uninterrupted democracy based on the level of development in the country.

Speaking in Asaba on Wednesday, May 29, 2013 as the nation celebrate 14 years of democracy, Chief Obielum said that as a country, Nigeria’s democracy is developing very fast with the level of freedom being witnessed in the country.

He observed that the most important benefit from democracy is freedom, stating that Nigerians are enjoying freedom and called for support for elected and appointed representatives of the people in government.

“14 years is still young but, what we have witnessed in the country today deserves celebration, people are free to even criticise government, people are free to call on government to engage in actions which ordinarily cannot happen during the military,” Chief Obielum said, asserting, “as a people, we must support the government of the day, it is a duty to support the government because, with our support, those in government will see reasons to deliver on their electoral promises.”

On Governor Uduaghan’s administration, Chief Obielum stated that Governor Uduaghan has recorded achievements in so many areas, especially in the areas of job creation, ensuring good learning environment through massive infrastructural development in the education sector, good neighbourliness among ethnic nationalities, reiterating, “Governor Uduaghan has done well and we need to support him.”

“In the area of security, we are aware of the commitment of the Governor to ensure a peaceful state and he has done a lot to check security challenges including kidnapping which became obvious as a result of the militant activities in the Niger-Delta,” Chief Obielum said.

On his interest for the Governorship position of the state in 2015, a position he contested for in 2007 PDP primaries, Chief Obielum said, “it is God that gives power, all that we need to do is to support the government in power, encourage them to work because four or eight years may not be enough for them to execute their programmes for the people and as such, they deserves our support instead of engaging in actions which could distract them now.”

“I can tell you that we have done very well as a nation within the past 14 years, we need to engage in actions that will deepen our democracy and this we can do by encouraging and supporting our elected officials and those who are holding political offices,” he said.

The Delta State Governor, Dr. Emmanuel Uduaghan has urged the people of the South-South Region to give maximum support to the President Goodluck Jonathan’s administration.

Governor Uduaghan who canvassed for the support during a State Luncheon to mark the 2013 Democracy Day celebration Tuesday, May 29 in Asaba, reminded the people of the region that they needed to ensure that Dr. Goodluck Jonathan succeeded as president of the country for the benefit of the region.

He admonished the people of the region to desist from attempts to discredit the president, stressing that “the politics of Nigeria is still regional and the interest of the South-South is paramount to us all as people of the region” adding that “nobody from the region should be in the forefront of the campaign to pull down our son, the president. It is not right and should not be encouraged.”

He stated that the Jonathan’s administration has creditably handled the biggest security challenges facing the nation and his transformation agenda was working. He called for prayers and maximum support from all Nigerians to enable him to succeed.

“Delta state as part of the South South region must lead the support for President Goodluck Jonathan who has become the first President of Nigeria from the region. Mr. President has spent barely two years in office and he should be given more time and the maximum support to succeed.

“The politics of Nigeria is still very regional where every region is struggling for its own interest. As a people of the South South geo-political zone, we therefore owe Mr. President every support that would make him succeed while in office, despite the security challenges which he has tackled headlong.”

Governor Emmanuel Uduaghan also charged politicians in the state to ensure that they do not overheat the polity as they prepare for the 2015 polls. He noted that power comes from God and as such everybody should ensure that they maintain the existing peace in the state and eschew violence.

He admonished them not to do anything that will disrupt the peace and security currently enjoyed  in the state.

Dr. Uduaghan who gave a scorecard of his administration’s achievements in the last two years explained that the “Delta Beyond Oil” vision of his administration was meant to diversify the state economy and make it less dependent on oil revenues.

He explained that the various strategies to ensure that the state was peaceful and secured has paid off handsomely as various foreign countries and embassies have acknowledged the relative peace in the state.

On the menace of kidnapping and armed robbery, Governor Uduaghan reiterated the government policy of demolishing any house used for kidnapping and keeping kidnap victims. He stated that anybody including native doctors who aid and abet kidnapping in the state would be treated an as accessory to the crime.

While commending the judiciary and the State House of Assembly for their support in handling the issue of kidnapping, Governor Uduaghan enjoined all Deltans especially community leaders and youths to cooperate with the government in its fight against kidnapping.

On the Delta Oil Producing Areas Development Commission, Dr. Uduaghan reminded the people that “the money for the commission is meant for development of the Oil Producing Communities and not for sharing” stating that “now that the commission has overcome its initial challenges , soon they will give an account of what they are doing”.

Dr. Emmanuel Uduaghan who informed the audience that the state Independent Power Plant in Oghara would come on stream in 2014, stated that the initial challenges facing the project has been overcome.

According to him” electricity is the fulcrum around which industrialization revolves. In this regard, government is procuring and installing electricity transformers to boost power supply in the state capital and other towns in the state…..We are collaborating with the federal government on the National Integrated Power projects and the development of distribution injection transmission sub-stations in the state.”

While stating his administration’s laudable achievements in the health sector informed the gathering that the Delta State University Teaching Hospital, Oghara has become a medical tourist haven, Governor Uduaghan restated that the hospital has become a referral centre for neonatal cases. He reiterated his administration’s commitment to ensure that all health facilities in the state met world class standards.

In his address, Chief Peter Nwaoboshi, the State PDP chairman, commended Dr. Uduaghan for his developmental strides and assured him of the support of the party and all Deltans in the achievement of his“Delta Beyond Oil” vision.

*Uduaghan Vows To Prosecute Saboteurs

IN a bid to ensure that government policies and projects were protected and remained in good condition, Governor Emmanuel Uduaghan of Delta State has directed that anybody who destroys government project should be prosecuted.

The Governor, who commissioned different projects in Asaba and its environs as part of activities to mark 2013 Democracy Day, stressed that it was a crime to destroy projects executed by government.

He stated that anyone caught destroying or disrupting projects being executed by government would be prosecuted henceforth.

The Democracy Day activities commenced on Sunday with an inter-denominational church service at the Flock of Life Bible Church, Effurun and the finals of the first edition of the Governor’s football competition  Cup for secondary schools in the state.

“If we see you damaging any of our projects, we will prosecute you,” the Governor stated, adding that those who wants to cut across a road for any reason should consult the Ministry of Works so that where roads are damaged, such would be repaired immediately.
Some of the roads commissioned by the Governor include the Government House road through Cabinet office and the reconstructed Okpanam road.

photoIn a related development, Governor Uduaghan was also at the newly re-constructed Asagba Mixed Secondary School, Asaba to commission it advised the children to maintain the facilities in the school and keep the school premises clean.

He admonished them not to destroy the school properties adding that any student caught would be punished, and charged them to be loyal and respectful to their teachers and parents in order to be good citizens of the state.

The governor explained that his administration was investing much on infrastructural development especially in schools stating that education was paramount to his government.

Emphasizing further, he said “As a government, I have taken the issue of education very seriously, that is why we are developing infrastructures in the sector. We made school fees free and have increased the number of teachers”.

Oil rich Delta state Governor Dr. Emmanuel Uduaghan has described education as panacea for sustainable growth of the Nigerian child and called on parents and guardians to genuinely give guaranty to their children’s early education to enable them face future challenges.

The governor, a guest at the Delta State Children’s Parliament Session stated this while declaring the 2013 National Children’s Day celebration open at the Delta State House of Assembly Chambers, Asaba.

Uduaghan, who was represented by his deputy, Prof. Amos Utuama (SAN), enjoined parents to pay give adequate attention to the upbringing of their children and wards to make them useful to society through attainment of self-actualization.

He commended the Delta State Children Parliament and warned them against youthful vices but rather imbibe the virtues of respect and hard work, explaining that the enactment of the Child Right Act by the Delta State Government is to ensure proper education of the child at the foundation stage.

He listed areas of priority to the child by the state government to include, free medical programme for 0-5 years, free treatment to pregnant women, free primary school fees, payment of WAEC and NECO fees to indigent Deltans and offer of bursary/scholarship to Deltans.

The parliamentarians deliberated on myriad of issues of needs, rights and plight of the child and made far-reaching resolutions that would improve the lives of Delta State children.

Children from across the state however defied the hot afternoon sun and shoddy arrangement by the organizers to attended the Children’ Day Anniversary which held concurrently at the state Assembly Complex.

Recall that the 2nd Delta State Children’s Parliament was inaugurated in May 2012 to provide opportunity for children to come together and review issues of Child Rights instruments, stipulated in the United Nation Convention on the Rights of the child.

The Children parliament has representatives from the 25 local government areas of the state, including children with special need.

SURE-P: Delta Disburses 1.6 Bn To LGs *As Uduaghan Discloses Initial Take-off Challenges

delta (2)Delta State Governor Dr. Emmanuel Uduaghan has disclosed that the state government has released the sum of over N1.6 billion to the 25 local government Councils being their share of the Subsidy, Reinvestment and Empowerment Program (SURE-P) funds

Governor Uduaghan who was represented by the Secretary to the State Government, Comrade Ovuozorie Macaulay at the SURE-P Interactive Session/Town Hall Meeting with Stakeholders and Traditional Rulers in Asaba  at the weekend stated that some local government Councils were already implementing some of  the approved programmes and projects after due consultation with the state government.

The Governor said that the SURE-P initiative was an addition to the state projects and programmes which were all put in place to ensure that the down trodden, women and youths in the rural communities were not left out of the benefits and dividends of democracy.

“Here in Delta State, we have put up a lot of projects and programmes to make sure that the down trodden, women and youths in the rural and riverine communities are not left out of the benefits and dividends of democracy. So, SURE-P is an addition to our schemes and everything will be done to ensure the success of this initiative”.

Dr. Uduaghan informed the  audience that the government  was poised to tackle headlong the challenges posed by climate change explaining that the state was a member of the R20 Team, a body dedicated to tackling the issue of climate change.

He called on the Royal Fathers to assist the state government in monitoring projects that would be set up by the SURE-P Initiative stressing that Dr Goodluck Jonathan has set up the Initiative to ensure that individuals at the grassroots were not neglected.

“I employ our Royal Fathers who are the custodians of the people to help in monitoring projects that is set up by the SURE-P Initiative as Mr. President with all good intentions has put up the SURE-P Initiative so that people at the rural level will not be neglected”.

Governor Uduaghan assured the delegates that the state government would continue to collaborate and cooperate with the Federal government and remained loyal to the People’s Democratic Party at the state and National levels.

In a brief speech, the Minister of Labor and Productivity, Chief Emeka Wogu stated that the SURE-P Initiative was designed to transfer part of the wealth saved from the oil subsidy to provide employment opportunities to women, youths and people with disabilities in the various communities.

He opined that the royal fathers  were the true advocates for the people at the grassroots stating that their presence would make the SURE-P Initiative more meaningful to the people.

Speaking on behalf of the royal fathers, the Ovie of Uwvie Kingdom, Abe I, said that the SURE-P Initiative should be properly formed in the state stating that the royal fathers should be carried along and be well informed on the priorities of the SURE-P Initiative.

He commended DR. Goodluck Jonathan on the SURE-P Initiative and assured the delegates of the commitment of the royal fathers in ensuring the success of the initiative in the state.

Beneficiaries present at the occasion commended President Goodluck Jonathan for instituting the SURE-P Initiative and assured the delegates of their dedication to the initiative.

Earlier during a courtesy call on Governor Uduaghan by the Minister of Labour and Productivity, Chief Emeka Wogu and other Federal Government officals at the New Government House, in Asaba, the governor expressed his administration’s support in ensuring the success of the Federal Government’s Subsidy, Reinvestment and Empowerment Program (SURE-P) in the state.

Uduaghan said that the state government would partner with the Federal Government SURE-P a success story.

“The SURE-P program is a program that Delta State is very interested in. We want to give it all the support to make the program a success as it is a program that will give confidence to the people. Even if the subsidy has to be completely removed, the people will be assured that the money saved from the subsidy removal will be used for their benefit”, the Governor stated.

Governor Uduaghan explained that the state was judiciously utilizing its share of the SURE-P funds and has achieved a lot with the funds for the benefits of Deltans.

He said the funds have been used in the rehabilitation of roads in the state through the Direct Labour Agency, provision of small and medium scale loans in the state Micro-Credit Scheme and the purchase and subsidization of buses in the state transport scheme, explaining that the state still has some savings from the funds.

Governor Uduahan also said that the state government was closely monitoring the usage of the funds at the local government areas to ensure its judicious use.

His words, “At the local government level, the state government made sure the chairmen used the money appropriately. We asked for details of the projects they want to carry out with the funds. We want to ensure that they do not use the money to pay workers salary and allowances.”

Explaining further, he noted that there had been challenges with the initial take-off of the programme throughout the federation as expected of any new programme and appealed to all stakeholders to work together as a team to ensure that these challenges were tackled.

According to him “Challenges are expected at the beginning of any new programme, the SURE-P programme is not an exception. This will not make us condemn it, what has to be done is to sit down and see how best we can help address the issue so that the program will be successful.”

The Labour Minister, Chief Emeka Wogu who was accompanied by his Information counterpart, Mr.  Labaran Maku on a sensitization and appraisal tour of SURE-P projects in his speech said the purpose of the visit to Delta was to sensitize Nigerians on the SURE-P programme and what have been achieved so far.

He explained that President Jonathan had promised Nigerians that his administration will alleviate the hardships caused by the removal of the fuel subsidy and deliver the benefits of democracy to them through the SURE-P programme.

The Minister said the aim of the programme was to provide employment opportunities to women, youths and people with disabilities in the various communities in the nation.

Wogu said that the South-South states have received over 337.9 million naira from the SURE-P funds to carry out projects and programmes in the states. He explained that each state has employed 3,000 persons in various SURE-P programmes and another 2,000 people per state will be added to the scheme this year.

He informed the governor that a total of 3426 Deltans made up of 1610 males, 1816 females and 256 disabled persons were presently deployed to 256 SURE-P project sites in the state.

The Minister stated about 83 million naira have been utilized so far from the oil subsidy saving as  monthly stipends, basic hand tools and management requirement  for these beneficiaries in state.

Ahead of Nigeria‘s Democracy Day anniversary on May 29, Delta state governor, Dr. Emmanuel Uduaghan has harped on the need for greater unity, devoid of hatred and destructive rumours among Deltans.

Speaking about the rumour of his death, he said he had a health challenge recently and rather than pray for his quick recovery, some persons were wishing him dead and planning to buy a casket for his burial.

He said this at an Inter-denominational Thanksgiving service on Sunday, May 26, 2013 held at the Flock of Christ Mission, Enerhen in Uvwie Local Government Area of the State, to mark the 2013 Democracy Day and 2nd Anniversary of his administration.

In his words; “As Deltans, let us do away with hatred, we should shun ethnic hatred; hatred will lead us to nowhere but destruction. There is too much hatred for one another in the state and too much rumour mongering. Rumour came recently that I have passed away and many people were happy about the news. I can be sick because I am human being. I actually had a health challenge recently. But I am alright now; I spent three days in Abuja over my health. People were spreading rumour that I was dead and they were ready to buy a casket for my burial. But you can see I have conquered the fear of death. There is so much rumour in our state and it is unfair to spread all types of rumour. If people are sick, we should pray for their recovery and not to wish them dead”

“We must stop spreading dangerous rumours; they are destructive rumours, they do not build the society, they destroy society and that is why I am urging all Deltans on the need to live in unity and Deltans should help my administration to finish strong. Pray for us to succeed,” he added.

Governor Uduaghan said he had stormy elections and praised Rev. (Dr) Simeon Okah of Flock of Christ Mission and National Vice President, PFN, South-South Zone for his prayers and support.

The Governor who had earlier read the First Scripture from Zachariah 4:1-14 said that; “We had stormy elections in the state and Rev. Okah supported us greatly and he was even prosecuted for being on my side. After the elections, he challenged me on education, agriculture and other issues. I want to say that we are determined to remain strong. We are doing more in area of education. We are finishing strong in several areas but not in agriculture. But we will do something to finish strong in agriculture.”

On security challenges, Governor Uduaghan said; “We are being proactive in security challenges, especially kidnapping. We are destroying places where kidnappers stay and where they keep their victims. We are also chasing the native doctors assisting kidnappers. We have jailed many kidnappers and I must commend the judiciary for their support in the war against kidnappers. The judiciary has tried in this aspect and we are winning the war against kidnappers. We still have some challenges but we shall overcome them.”

The governor who also spoke on the recent ban on okada, commended Deltans for their understanding, saying that, “we are not being wicked by banning okada, but trying to create a peaceful state for all and rid the state of criminals. We are trying to finish strong in all that we are doing. I want to thank our royal father for embracing Christianity. Most of our royal fathers are now inviting men of God to their Palace for prayers. Embracing Christ by royal fathers means that there is hope. I want to urge all royal fathers in the state to embrace Christ.”

He urged all Nigerians to pray for President Goodluck Jonathan as he tackles Boko Haram and other national problems. And he said; “We are all potential victims of Boko Haram and this is why we must support the President to win this war.”

In his message, Rev. Okah said man was created in the image of God, adding that for that alone man should be thankful to God, stressing that, “ we must love each other and be united as a state and together we shall make it as a state. We should continue to pray for the Governor of the state for him to deliver on his promises.”

The State Deputy Governor, Prof. Amos Agbe Utuama read the second scripture taking from Romans 12;1-11 just as Delta State University Choir, Government House Chapel Choir and Flock Voices of Christ Mission Choir thrilled the congregation at the ceremony.

Earlier on Friday, May 24, 2013, the Delta State Government unfolded its program to mark Democracy Day in the state.

The state Commissioner for Information, Chike Ogeah, Esq, who discloised this at a news briefing in Asaba said the week-long celebration starts on Sunday at Flock of Christ Mission, Warri.

On Monday, there will be Walk for Life at 7am, to be led by the Governor of the state, Dr Emmanuel Uduaghan to be followed by activities marking children’s day celebration at 10am.

He said Tuesday will be for the final of the Governor’s Cup at the Warri Stadium and called on all Deltans to be at the venue for the match. On Wednesday, which is the D-day, the Governor will commission a lot of projects in the state.

This will enable the people to know what the governor has been able to do in the state as a mark of democracy dividends. On the same day, they will be lunch for traditional rulers and opinion leaders and other Deltans in the state at 2pm. The occasion will also provide them opportunity to interact.

The commissioner also disclosed that there will be talent hunt show to be handled by a member of the committee and Commissioner for Culture and Tourism, Barrister Richard Mofe- Damijo.

According told him, project commissioning in the state will continue after the Wednesday celebration.

THE ONGOING MACRBRE DANCE IN RIVERS STATE AND ITS IMPLICATIONS

The main aim of this treatise is to critically examine the present macabre dance currently going on in Rivers State and possibly offer suggestions on the ways out of the avoidable imbroglio in the State if adhered to. But before embarking upon this venture, permit me my dear reader to take you a bit back on the State of Rivers State prior to the coming in of the administration of Rt. Hon. Chibuike Rotimi Amaechi. Whenever I have to write on the security situation of Rivers States or whatever that may prompt it again, three great minds’ descriptions of that period will always come to my mind, Mr. Ogbu of Thisday Newspapers, late George Onah of Vanguard Newspapers and of course Prof Okey Ndibe of Sahara Reporters . Ahamefula Ogbu described one of the scenes in the State at this period in these words ‘Rambo could not have done better. With automatic rifles in their hands and hate, revenge and murder hanging around their necks, warring cultists took Port Harcourt, Rivers State, by storm yesterday for the second day running. Pandemonium broke out as residents ran for safety. It was sorrow, tears and blood. At the end of it all—or, more aptly, at the interval, for no one knows the end yet—15 persons had been dispatched to their early graves’.

But if Mr. Ogbu’s description is not okay by you then listen to late Mr. George Onah, “For many residents, the capital of Rivers State, hitherto the Garden City where life was lived to the fullest is no longer the place to live in as rivers of blood flow ceaselessly following an unending siege by militants, kidnappers, cultists, and criminals of other hue. Violence in Port Harcourt, Rivers State has gone full circle and the guns are still booming. The casualties are pilling, even as blood of defenseless citizens’ flow endlessly. Neither the Police nor the government has answers to the brigandage. Security outfits do not have official figures, record or reliable estimates of casualties in the Rivers State orgy of killings. Even the number of deaths during the Nigerian Civil War had a consensus of informed opinion on the number of deaths, on both sides, which hovered, realistically around 600,000 and below. But the rapidity of casualties in the onslaught by gunmen on Rivers State cannot simply be pigeonholed. The currency of killings is alarming and the growth of the economy of the state is heading for the deep”.

You may wish to listen to Prof Okey Ndibe incase Onah and Ogbu failed in their descriptions of what Port Harcourt used to be; according to him in his article titled ‘A BLOOD SOAKED CITY’; ‘That the once idyllic Port Harcourt was now a scarred place, a war zone, a city soaked in blood; the city under siege with thousands of citizens displaced; that its once quiescent boulevards and avenues were now ruled by marauding militiamen and by the fierce soldiers deployed to dislodge them. Sudden death by bullet was now a generalized hazard for the city’s trapped and hapless residents’.

RECREATING THE ABOVE UGLY PAST

Reading through the letter by the Speaker Rivers State House of Assembly to Mr. President I start to wonder if we are about to go back to the era of 2007. Rt. Hon. O Amachree in an open letter, titled ;Disruption of Democracy and Rule of Law- Anarchy Looms in River State’, dated 11th May 2013 and addressed to President Goodluck Jonathan reads, “The situation in Rivers State has reached a fever-pitch, as there are strong indications that the governor, Rt Hon Chibuike Rotimi Amaechi, the legislators, and prominent government officials have been marked for assassination. To this end, 18 prominent robbery and kidnap kingpins presently in custody are to be released from detention to launch the planned mayhem at the government officials and innocent citizens and residents of the state”. According to the Speaker, “ since 15th of April 2013 when an Abuja High Court upturned the election of a legitimate and duly elected state Executive Committee of the PEOPLES DEMOCRATIC PARTY (PDP) led by Chief G.U.AKE, all has not been well in Rivers State. It is important to note that since this development, Rivers State is witnessing, with unending shock and awe, the creeping fashion of daylight illegality and disorder. As stakeholders in the Nigeria democratic project and legitimate representatives of our people as well as strong collaborators in your Excellency’s emergence as PRESIDENT, FEDERAL REPUBLIC OF NIGERIA, we seek to use this medium to intimate you with the developments, their implications for Rivers State and Nigeria as a whole and pray your presidential intervention”.

Six days after the letter to Mr. President the Speaker of the Rivers State House of Assembly, Mr. Otelemaba Dan Amachree reported, “Recall that I have earlier expressed my fears about plans to withdraw Security Operatives from the Governor and top officials of the Rivers State Government, including me, making us vulnerable to attack by hoodlums. Now my fears are made worse by the recent murder of an Aide to Chief G. U. Ake, Mr. Eric Ezenekwe, at his Home Town in Erema, Ogba/Egbema/Ndoni Local Government Area of Rivers State”.

According to another report from online news site, Saharareporters quoting a source in Abuja that the police and state security services have been told to withdraw the security of the governor, Mr Rotimi Amaechi anytime from next week.

Thisday Newspapers in its edition of 15th May, 2013 reported that dynamite was thrown into a building housing the generating set that supplies electricity to the secretariat of Obio/Akpor Local Government Council in Rivers State, a development that ignited the fire which razed the building; sending jitters across the state as the crisis rocking the state chapter of the Peoples Democratic Party (PDP) deepens.

I got more frightened when I read the international dimension to this new effort to reincarnate the evil past. According to the petition by the Centre for Advancement of Justice and Peace in Emerging Democracies (ICJAPED) to the United Nations High Commissioner for Human Rights (OHCHR), petitioned the UN to investigate alleged Rivers State security siege. According to their petition signed its Co-ordinator for African Region, Dr. Stephen Briggs and Secretary General, Chike Nwokobia, the group urged the UN to avert anarchy in Rivers State, “For emphasis, the past three weeks has portrayed Rivers State as being in a season of societal lunacy and political deadlock with very embarrassing actions meted on the Rivers State Governor, Chibuike Ameachi, members of the Rivers State House of Assembly, political office holders and other officials of government. These actions are considered highly repressive and against the tenets of a true democracy. As a major civil society group, we resolutely and explicitly condemn the repressive actions and characters behind the Rivers state situation as we believe that the present political deadlock in the State is already having devastating effect on many things including business to social order. Also, we strongly believe that unless this deadlock is broken, Rivers State may witness serious breakdown of law and order, with a high probability of being another centre for violent crimes which may be worse than the present Boko Haram terrorist activities in some Northern states of Nigeria. The alleged altercation between President Goodluck Jonathan, the Commander in Chief and elected President of the Federal Republic of Nigeria and Governor Chibuike Ameachi, the Governor of Rivers State began late last year following rumours that Governor Ameachi would be seeking a higher political position. This, even though regarded as mere speculation, did not go down well with Presidency because ever since then, the Rivers state governor, Chibuike Amaechi has no doubt witnessed a series of embarrassing castigations from mostly those loyal or sycophantic to the Presidency. Consequently, to the above stated, we also seek the immediate intervention of the International community to investigate the above stated issues and call to order all erring persons for the preservation of Nigerian people, sustenance of Nigeria’s democracy and restoration of order”.

2015: RIVERS STATE, ITS POLITICS AND ITS STRATEGIC STATUS

The strategic status of Rivers State in the socio-economic, political future of the nation may not be over-emphasised. One may not be surprised of the political intrigues, manoeuvres currently going on in the State in order to capture the soul of the State knowing very well that whoever that takes the State is sure of the Government at the centre.

Let me therefore use this opportunity to highlight the major gladiators and those holding the key to restore sanity in the State

PRESIDENT GOODLUCK EBELE JONATHAN GCON

Dr Goodluck Ebele Jonathan is of the extraction of the Ijaw Nation in the South-South region of Nigeria and the first Head of State of Nigeria from the region; graduated from UNIPORT with a Second Class Upper Division Honours Degree, Zoologist, a University Don and the first Nigerian Head of State with a Doctorate Degree. He is the Grand Commander of the Order of the Niger, GCON and presently the President and Commander –In-Chief of the Federal Republic of Nigeria. He has the singular honour to be the first Nigerian to be a Deputy Governor, Governor of Bayelsa State, Vice President and President of the Federal Republic of Nigeria less than six years, a feat that does not come that easy. The heat in Rivers State is being generated by those that feel that every obstacle to his second bid to the Presidency must be routed out. A quiet and unassuming gentleman but a deadly tactician when pushed to the wall; they are many great politicians that have tasted his bitter pills that can attest to this. His strength leans more on his perceived weakness. Some people erroneously assume that he is vindictive but records of those that have undermined him in the past currently benefitting so much under his administration proves that otherwise. He is not the ambitious type but fate continues to thrust on him higher responsibilities that he never schemed for. If he listens to some of the appeals on the on-going macabre dance in Rivers State, he has the sole key to put an end to the dance if he wants to.

RT. HON. CHIBUIKE ROTIMI AMAECHI OON

Rt. Hon. Chibuike Rotimi Amaechi an indigene of Ubima Nkwerre in Rivers State. His rise to his present status is as mysterious and miraculous as that of President Jonathan. A Master’s Degree holder, Amaechi was the first Nigerian to be the Speaker of a State House of Assembly for a whopping eight years and later becoming the Chairman of Conference of Speakers Forum an umbrella body of all Speakers of the State Houses of Assembly in Nigeria. His assumption of office as the Governor of Rivers State, though his political party PDP dumped him after convincingly winning the ticket of the party during the primaries of the party until the Supreme Court restored him as the Governor of Rivers State still seems a mystery to many political watchers in the country. By May 2015 he may have spent eight years as the Governor of Rivers State. He is currently the Chairman of the Nigeria Governors Forum and maybe re-elected by the next few days. His unprecedented feats in transformation of Rivers State have won him many international and local awards and respect of great world and Nigerian Leaders. His resolve to re-contest the office of the Chairmanship seat of the Nigeria Governors’ Forum and his perceived lack of support to the perceived candidature of President Jonathan come 2015 is the main cause of the on-going macabre dance in Rivers State.

He was the rallying force behind mobilising the Governors under PDP to support the presidential aspiration of President Jonathan during the PDP Presidential Primaries that produced Jonathan as the PDP Flag-bearer and during the 2011 presidential election proper ensured that President Jonathan got over 2million votes from Rivers State the highest by another State in Nigeria. A misunderstood but an amiable personality; his forthrightness and boldness to stand by the truth attracts so much enemies to him particularly those who can’t withstand his manner of approach to result oriented feats. His numerous ‘sins’ will be highlighted later.

CHIEF BARR. EZEBUNWO NYESOM WIKE

Chief Nyesom Wike an indigene of Rumuwike Nkwerre is a lawyer by profession, a political tactician of note and strategist of the first order. He was the National President of All Local Government of Nigeria from 2003 – 2006 (ALGON), the umbrella Forum through which all the 774 Local Government Council Chairmen in Nigeria interface and interact on issues affecting the Politics and policies of Nigeria, while from 1999-2007 he was the Executive Chairman of Obio-Akpor Local Government in Rivers State, an office he used to redefine and exhibit his special brand of governance. He constructed the Local Government Secretariat that stands as one of the best in Nigeria and a great edifice to behold. His tenure witnessed various developmental initiatives in the local government and he is remembered most especially for empowering a lot of youths, elderly women and men, the physically challenged. An ardent hand at grassroots mobilisation, He is credited together with Gov. Amaechi of founding the formidable political vanguard in Rivers State – the Ikwerre Youth Movement (IYM) that decides and determines to a large extent the political tide in the state. He later was appointed the Chief of Staff of Governor Amaechi from 2007 to 2011 and from 2011 appointed by President Jonathan as the Minister of Education State of Federal Republic of Nigeria, a post he currently holds. He is touted as the next Mr “Fix It” when the original executor of the office and currently the BOT Chairman of PDP, Chief Tony Aneinh may have retired. It is in that capacity that he was appointed to oversee the PDP Gubernatorial Primaries of Sokoto, Adamawa and Edo States a feat he performed most stupendous to the admiration of those that sent him. Apart from Edo State gubernatorial election which PDP lost to ACN, PDP candidates won in Adamawa and Sokoto States.

Currently, he is at the centre of the macabre dance currently going on in Rivers State as according to him, “I am defending the injustice meted to Bro Felix Obuah the PDP Rivers State Chairman to secure back his office as the Chairman of the PDP in Rivers State, this is in line with how I fought when Gov. Amaechi found himself in similar situation in the past”. Being the Director General of the Campaign Team that executed successfully the second bid venture of Gov. Amaechi to the Rivers State Government, it will be assiduously on his side to come out from this dance unscathed no matter how hard he tries. How far he can go in this his latest move will be determined in future. He has warned the Obuh led Executive and his supporters not to disrespect Amaechi as he remained the governor and leader of the party in the State. “By the constitution of the party, the state governor is the leader of the party in the state, so you must respect the governor and carry him along in everything you do. If not, you are not being fair”. The Hon. Minister recently donated his salary for six months to the foundation of Tompolo.

PRINCE TONYE PRINCEWILL

Prince Tonye Princewill an enigma as the three characters mentioned above which modus operandi politically is a study in mysticism as the more you try to study him the more he develops other confusing strategies. Born a prince of the renowned Amachree dynasty in the Kalabari kingdom of Rivers State and trained as an aristocrat par excellence and bestowed with an uncommon wisdom from God. He stormed the politics of Nigeria like a colossus dispatching political giants like Seregent Awuse to the cleaners and clinching the AC ticket and sent shock waves to the marrows of the PDP giants during the 2007 gubernatorial election. In an unprecedented political manoeuvre, he decided to withdraw his petition at the tribunal and chose instead to join forces with Governor Rotimi Amaechi in a Unity Government based on strategic partnership that has been hailed as a model of constructive opposition in the nation. This move proved that he placed the state’s stability and growth first over his own political ambition. Maligned in various quarters and within the ranks of the AC then, Princewill stood by his decision. His dynamism has also been recognised by the Federal Government with his September 2008 appointment into the 45 man Presidential Technical Committee on the Niger Delta with the mandate to collate and review all past reports on the Niger Delta, starting from the 1958 Willinks Report, appraise their recommendations and make other proposals that will help the Federal Government to achieve sustainable development, peace, human and environmental security in the Niger Delta Region. On 18th April, 2009 he was appointed alongside other illustrious Nigerians, as a member of the Federal Government Vision 2020 Committee, where he was subsequently appointed Chairman of the Subcommittee on the Niger Delta. A position he resigned from on the 19th May 2009 in protest of the JTF onslaught on Gbaramatu Kingdom in the Niger Delta Region. Popularly known and addressed as the undisputable Prince of Niger Delta Politics based on the above feats. He is being mentioned here not as a party to the on-going macabre dance but maybe a channel in stopping it.

Interestingly these four great sons of Niger Delta on whose shoulder lie either escalating or finding how to restore peace in Rivers State are all alumnus of the great UNIPORT and the Port Harcourt big boys. President Jonathan and Princewill are of the Ijaw extraction while Amaechi and Wike are of the Nkwerre extraction. Jonathan is the eldest of the four while Princewill is the youngest.

AMAECHI, HIS SINS AND THE CAUSES OF HIS CURRENT TRAVAILS

Rt. Hon. Chibuike Rotimi Amaechi knew where his problems are coming from, according to him when the Catholic Bishop of Port Harcourt Diocese, Most Rev. Camillus Etokudoh, led over a hundred priests and 1,000 Catholic faithful in a prayer session in Government House, Port Harcourt recently, he stated, “Pray for me for the chairmanship of the Nigerian Governors’ Forum (NGF) because that is what this entire (political crisis in the state) is all about. But whether I win or not, I will contest for the Chairmanship of the Forum. I believe in the power of prayers. If you look at my political history, you cannot divorce God and prayers from my political history, if you remember how I became speaker, it was through prayers. Before I became speaker, I was already married to my wife (Dame Judith Amaechi) and she knew how we prayed and fasted together to be speaker. You know the story of the governorship race. What I ask God is that, why should I go through crisis like this all the time, why are people not honest in life? My political problems stemmed from my truthfulness and inability to tell lies and that people had mistaken that for pride, brashness and arrogance. When I’m asked a question, people expect me to tell a lie or bend it a bit, and suddenly it comes out straight. And when it comes out straight, people don’t like it. As a result, my Catholic priest told me that it is only me that will account for my soul before God, not even my wife will help me to account for my soul. So if because of you, I bend it a bit, how will I answer to my God?”

Throwing more light on the perceived sins of Gov Amaechi one of his closest allies, former Commissioner of Works and presently the Chairman of the Petroleum Downstream Committee of the House of Representatives, Hon. Chief Dakuku Peterside recently in an interview stated, “Some persons also claim that he is too forthright and I don’t know what crime that is called. However, the biggest unsaid problem is the perception by certain persons in the presidency that Governor Amaechi has ambition to aspire to higher office. The attempt to criminalize ambition, if any, is the root cause of the perceived problem in NGF. The second strand is speaking truth to power as can be seen in Governor Amaechi’s comments on sovereign wealth fund, excess crude account, Rivers-Bayelsa oil well issue, fuel subsidy, East-West road, Adamawa PDP amongst others”.

It has been stated in various write ups that the presidential bid of President Jonathan will suffer a setback should Amaechi emerges as the Chairman of the Nigeria Governors’ Forum in their next election. How this is possible is what I don’t understand as the Chairman is just first among equals in the Forum as the Chairman of the Forum cannot influence or force another sitting Governor what can be done in their States. Apportioning unwarranted powers that the Chairman of NGF does not have is creating something else just to overheat the polity.

IS AMAECHI THE MAIN PROBLEM OF PRESIDENT JONATHAN IN 2015? INSTEAD, HERE ARE THE MAIN PROBLEMS!

1.       2015 PDP PRESIDENTIAL TICKET

Though the egg heads within the President’s camp have not come out with the strategy they hope to adopt to clinch the PDP Presidential ticket come 2015 in the midst of formidable forces aligning to confront him including Atiku Abubakar amongst others. 2015 is surely going to be a different ball game than what happened in 2011, so instead of wasting energy the camp will need come 2014 on Amaechi they should be thinking on how to clinch the ticket and leave Amaechi alone. Assuming that clinching the ticket is concluded, let us discuss other serious challenges.

2.       THE CHALLENGE OF CONFRONTING THOSE ALLEGING THAT MR PRESIDENT HAD AN AGREEMENT TO RUN FOR ONLY ONE SINGLE TERM

The people concerned may have retreated and may regroup by 2014, what strategy is the President’s camp coming up with to diffuse this when it gathers momentum? Or is attempting to undermine Amaechi sorts out this?

3.       POOR HANDLING OF THE RIVERS STATE PROJECT

Sadly, those pursuing the current Rivers State agenda will be thinking that they are doing a great job on behalf of the President not considering the harm they are doing to the realisation of his bid come 2015. Other regions are putting their acts together and we are here dissipating our energy pulling ourselves down making ourselves laughing stock before the outside world! Fighting or trying to malign Amaechi is a great disservice to the aspiration of Jonathan in case he decides to run come 2015 if the key role Amaechi played by his 2011 emergence are anything to go by. Instead of fighting Amaechi serious minded people should be concentrating on how to get him back. The way the strategists in Jonathan’s camp are going they will only succeed in forcing him to align with those that do not want Jonathan by 2015. Should we look down on what Amaechi is capable of doing then the strategists in Jonathan’s camp need some briefing.

4.       THE APC CHALLENGE

The threat posed by APC in 2015 is not only real but has the capacity to stop PDP come 2015. Those that need to know about this have already confirmed it including both the BOT Chairman and National Chairman of PDP. What strategy to adopt to curtail this moving force should be of concern to any serious strategist in the camp of Jonathan instead of wasting energy to pull down a force that should be of help in whatever calculation they are advancing! In case those fighting Amaechi do not know what APC portends, then they can read what the PDP BOT Chairman, Chief Tony Anenih thinks while addressing some of PDP Chief Wigs recently in Asaba, “We must not live under the illusion that our party is invulnerable. Although, the existing opposition parties are still too small, fragile and sectional, we must not ignore the possibility that a merger of these parties may constitute a threat to our current dominance of the political terrain”. Anenih told his party men, “We must not labour under the illusion that we can be spectators in the bold and necessary drama of national reconstruction, or, worse still, align with those who seek power for its own sake rather than for the good of our people. We, therefore, have a strategic obligation to put our house in order so as to sustain the peace which we have enjoyed in the last 14 years”. Is fighting Amaechi who is a pillar of the party how to put the house in order?

5.       THE EAST-WEST FEDERAL ROAD AND THE SECOND NIGER BRIDGE

If these two major projects at the heart of the South-South and South East are not completed before 2015, its potential of posing a serious setback need not be over-emphasized.

6.       THE UNWARRANTED EXCHANGE OF WORDS WITH THE NORTHERN LEADERS

Any thinking that threats in whatever form will intimidate any section of this country over 2015 general elections does not know about the politics of Nigeria. Chief Edwin Clark recognized this fact when he stated that Jonathan cannot be elected by the Ijaws alone. Calling our people that make inflammatory statements to order need be over-emphasized if truly they want the candidature of Jonathan to be sellable come 2015. Hear what Prof Tam David West said in this regard, “The way Jonathan is going, if he does not restrain the people who are speaking for him, he will lose 2015 in 2013”

7.       Who are the notable politicians from other regions that still think of Jonathan come 2015. Apart those from South East which other region is speaking seriously about his candidature? Read some of these leaders’ comments and understand that Amaechi should be the least of Jonathan’s worries at this time.

8.       THE THREAT FROM THE NORTH

A.      “2015: BUHARI WOOS IBB, GUSAU”.

“The desire of northern leaders to stop President Goodluck Jonathan from retaining his seat after the 2015 election has received a boost with the acceptance of a former Head of State, General Muhammadu Buhari, to bury his differences with his then successor in office, General Ibrahim Badamasi Babangida (IBB) and form a formidable alliance that will give victory to the newly formed All Progressives Congress (APC) at the next polls”. To achieve reconciliation with Babangida and other northern leaders in his camp, like former National Security Adviser (NSA), Gen. Mohammed Aliyu Gusau, Saturday Sun gathered that Buhari has set up an eight-man high-powered committee “that will not only work on smoothening the relationship between him (Buhari) and a section of the northern elite but also seek their support for his nomination as APC presidential candidate and at the election proper”

B.      NEF: THE NORTH WILL NOT PLAY SECOND FIDDLE IN 2015

The NEF argued that though Northerners threw away the presidency a few years ago by some political errors; elders in the region had decided that it was time to return the presidency to the North. According to the organization, “we are not happy that the North is not playing active role in the present day. That is why we decided to bring together our surviving elders. We resolved that something must be done, that the North ought to do more than it is currently doing now in the affairs of the country”. The group also maintained that any discussion that will not bring back power to the North in 2015 is not in the interest of the North and its people.

Instead of the egg heads in Jonathan’s Camp strategizing and strengthening their base, they think by fighting some elements is the best strategy to sell Jonathan to other regions after all these obvious threat!

THE PEACEMAKERS

It is gladdening to note that Senators elected on the platform of the Peoples Democratic Party, PDP have resolved to intervene in the rift between President Goodluck Jonathan and Governor Rotimi Amaechi of Rivers State “To that effect we have set up committees to engage the dramatis personae in the two states, and those committees will get to work immediately.” The earlier these Committees start to work the better for our country. The South-South, South East Governors have also decide to intervene.

Most pronounced in this regard is that of an ally to the three major players in the on-going confusion in Rivers State, Prince Tonye Princewill who has in several moves stated his resolve to bring peace amongst these three great characters that he shares a lot in common. “I have said it, time and time again that any true Nigerian should be focused on how to help Jonathan and Amaechi succeed. My dilemma now comes when these two people are now at logger heads with each other, what do we do? I have done a lot to bring the two of them together and even though I have not succeeded till this point, I think at some point in spite of any interventions by third parties, two of them will realize that they and they alone need to settle this matter. I know Jonathan’s thinking on the matter and I also know Amaechi’s thinking on the matter and I believe that at the fundamental root of it is a gross misunderstanding between the two. Who supported Jonathan most when he was Vice President? Amaechi! And who gave Amaechi free rope in 2011 when many asked him to clip his wings based on the perceived leanings in Rivers state? Jonathan does not hate Amaechi and Amaechi does not hate Jonathan. In fact secretly if they are honest, they both like each other. Amaechi might have been a product of God but so was Jonathan. To defeat evil, you must be good. When two miracles of God face each other, show us the evil. If in the event you have to become evil to eliminate good, what is the point? In the end the President will realize at a point that Amaechi is really not his problem. Of this I have no doubt, what I am not sure of is how much damage would have been done by then”.

Let us pray and hope that these efforts will bring peace to Rivers State

CONCLUSION AND APPEAL

From the much I gathered in the course of this research most of the aides of both Mr President and that of Gov. Amaechi are all amiable to peace but how to go about this is the challenge. As much as I commend all those who have intervened either through prayers or whatever form I plead with Mr President as the elder to Amaechi and leader of PDP not only to summon but call his younger brother, Amaechi considering all the past positive deeds done by him and get this issue resolved once and for all and avoid the gathering of the storm in Rivers State. If my appeal is not acceptable then the cry of the Rivers State Speaker can be attended to “Your Excellency Sir, the situation in Rivers State has reached a fever-pitch, as there are strong indications that the governor, Rt Hon Chibuike Rotimi Amaechi, the legislators, and prominent government officials have been marked for assassination, following series of reported nocturnal meetings held in a neighbouring State and Abuja, the Federal Capital Territory. The situation is exacerbated with the planned release from detention of 18 notable robbery and kidnap kingpins currently in custody to carry out this planned mayhem on the government officials and innocent citizens and residents of the state”. Your Excellency Sir, we fear for the survival of our democratic structures; and the freedom to carry out our legitimate legislative duties have been greatly hindered and interrupted. We make bold to say that we now live in uncertain times, lives and properties can no longer be guaranteed in Rivers State as a result of these chronicled events in a state that has just regained its peaceful status from the recent past from beingn the hotbed of cultism and kidnapping. Silence over this planned and calculated destabilization of security apparatus in Rivers State is an “evil wind” that will blow no one any good and is capable of contributing to fostering anarchy on the Nigeria Stateline, especially, when those charged with upholding the law, ignore and conspire to undermine it, unmindful of the implications”.

Your Excellency sir, you may wish to read this quote extracted from the Editorial of the Nation Newspaper titled “PLOT AGAINST AMAECHI” of 17 May, 2013, “The presidency should do everything to prevent bloodbath in Rivers State. Nigeria, in recent times, has had enough shedding of innocent blood emanating from the condemnable acts of the Boko Haram Islamic sect and some notorious cultists, especially in the northern part of the country. The president cannot afford to have another flashpoint now, especially in the aftermath of his declared emergency rule in Adamawa, Borno and Yobe states”.

Your Excellency sir, assuming that the Speaker is not making any sound statement coupled with the Editorial of the Nation Newspaper, what of our own revered Nobel Laureate, Prof. Wole Soyinka plea; “before the irretrievable point of escalation is reached, we have a duty to sound a collective alarm, even without the lessons of past violations of constitutional rights and apportionments of elected representatives of the people, and their consequences. There is an opportunity in Rivers state to break this spiraling culture of executive impunity -manifested in both subtle and crude ways – that is fast becoming the norm in a post-military dispensation that fitfully aspires to be called a democracy. Even a child in this nation knows that the police derive its enabling and operational authority from the dictates of the Centre, so there can be no disguising whose will is being executed wherever democratic norms are flouted and the people’s rights ground to mush under dictatorial heels.”

Your Excellency Sir, while I was trying to conclude this treatise that if adhered to is capable of making you the greatest democrat that have ever ruled this country Senator Magnus Ngei Abe (Rivers East) and the Chairman, Senate Committee on Petroleum (Downstream alerted me to summarize all that I was trying to convey to you when he started that, “I would like to repeat that what is going on in River State is not in the interest of the South-South, it is not in the interest of the President and definitely not in the interest of Rivers people. And to have the ability afterwards to explain why it didn’t happen”! But no Your Excellency, I will not conclude with the great Winston but the words of He who picked you out of nothing and made you to preside over one of the greatest nations of the world! The Gospel according to Saint Mathew Chapter 5 verse 9, says, “Blessed are the Peace-makers for they shall be called the children of GOD”. Psalm Chapter 62 verse 11 may interest you as well – “GOD hath spoken once; twice I have heard this; that power belongeth unto GOD”!

Sir, before I rest my case and thank you for your precious time, permit me to say kudos and congratulations on your decisive step in declaring the state of emergency in Yobe, Borno and Adamawa States! No matter the rattling of some funny disgruntled elements only God knows what would have been our state by now as a nation if you have not acted accordingly!

Transfer Fee: Warri Wolves Threatens To Withdraw Agbim From Rangers Over Delayed Payments

Following the failure of Rangers International Football Club of Enugu to fulfill the payment of transfer fee of Chigozie Agbim as agreed, the Management of Warri Wolves has giving their Management two weeks to pay or have the player recalled.

The Executive Chairman, Delta State Board of Internal Revenue (DBIR), Hon. Joel Onowhakpor-Thomas has said that the ongoing transformation process in the Board will soon make it a reference point in the whole of Africa in relation to the continent’s tax system, just as he said Governor Emmanuel Uduaghan has approved the setting up of ICT facilities for all the offices of the agency across the state.

Hon. Joel-Onowakpo who stated this in Asaba during the closing ceremony of a five-day retreat organized for staff of the board, held that part of the plans that would launch the state into the continental limelight is the proposed physical Information and Communication Technology (ICT) facilities which according to him will make the activities of the Biard accessible, effective and facilitate quick service delivery.

He told the staff that aside the approval of generating plants for all the offices of the board in the state, which according to him will put and end to the epileptic power supply currently in the country, he said the state Governor, Dr. Emmanuel Uduaghan is doing everything possible to ensure that the revenue base of the state is increased and all leakages blocked.

“If the ICT project is consummated as the idea is conceived, there will be no tax system in Africa that will be better than the one we will have in Delta State. Let me use this medium to inform you that there are massive transformation and reformations currently going on within the board. Today, everything, everything is getting better by the day.

“With the approval and construction of the integrated BIR Headquarters in Warri, five regional offices and a data recovery centre, there is no gain saying the fact that we are now the envy of the bigger structure that we found ourselves.”

He therefore, urged staff of the board to brace up to the task of taking the board and the state tax system to an enviable heights by being proactive, particularly in driving the state government’s ‘Delta Beyond Oil vision.

“We are working towards making sure that staff of the board stands tall among other professionals in the world. So, you should be prepared to improve yourselves based on your peculiarities.”

Meanwhile, as part of the activities marking this year’s retreat with the theme; “Delta Beyond Oil; Implications and the role of Delta State Board of Internal Revenue” 18 retirees of the board were honoured and presented with several gifts.

Onawakpo while lauding the resilience, commitments and dedication of the retirees during their service years at the board, enjoined those still serving to take a cue from them and fashion out ways to take the board to greater heights.

DELTA State Governor, Dr Emmanuel Uduaghan has called for collective efforts of all Nigerians to save the environment from degradation, saying that Delta state requires over N200 billion to effectively tackle ecological challenges.

Uduaghan, who disclosed that Delta State required more than 200 billion naira to tackle ecological challenges in the state, made this call on Monday, May 20, 2013 at the National Conference on Environment organised by the House of Representatives Committee on Environment in Abuja.

“We must all take the responsibility of saving our environment seriously. A lot of environmental challenges are man-made, as such, as individuals and as groups, people should work to save the environment.”

He observed that indiscriminate dumping of wastes and poor sanitation practices, deforestation caused by lumbering for timber and urbanization, oil spillage caused by illegal bunkerers, gas flaring by oil companies, sand dredging and mining activities, among others were man-made activities that have negatively affected the environment.

The Governor noted that Delta State was witnessing a lot of environmental challenges, stating that the total forest area of the state is reduced by 45 per cent as at 1999 while floods, droughts, storms, heat waves, changes in agricultural growing seasons and sea level rise caused by climate change “have affected our water resources, agricultural and forest products, food security, human health and infrastructures, displacement of inhabitants and loss of livelihood.”

He emphasised that the flood that ravaged the state last year led to loss of lives while many farmers who took loans lost all that they invested, reiterating that his administration is committed to reducing environmental degradation and effects of climate change on Deltans.

“Over the years, the Delta State government has embarked on soil and coastal erosion control measures in parts of the state,  reinforced drainage networks, route gully reclamation through safe laterite sand filling and construction of massive shoreline protection measures,” the Governor said, adding, “to effectively tackle ecological challenges, the state will conservatively require over 200 billion naira.”

While stating that his administration was pulling down all structures on water ways, Governor Uduaghan said, “we are building international synergy”.

He disclosed that Delta State is occupying a vital place in R20 group which comprises “sub-national governments across the world and partner organisations committed to promoting climate resilient projects as well as combating climate .”

The Governor asserted that his administration was partnering with different organizations to ensure a friendly environment, adding that his administration was working with Chief Newton Jibunor, an environmental crusader to plant 95 trees to commemorate former President Nelson Mandela’s birthday.

Various speakers at the occasion National Conference on Environment emphasized that proactive steps should be taken to preserve the environment from continued degradation.

NDDC: Melenu Harps On Executing Projects To Specification

THE Senior Special Assistant to Governor Emmanuel Uduaghan on Niger Delta Development Commission (NDDC) in charge of Delta North, Engr. Felix Melenu, has said all projects being executed by the interventionist agency must be executed to specifications.

Shortly after inspecting some projects being executed by the NDDC at Kwale, Ndokwa West local government area of Delta State, Engr. Melenu lamented that the aim of taking people-oriented projects to the grassroots would be defeated if they are not executed to specification.

“The desire of our Governor, Dr Emmanuel Uduaghan and the people of our dear state is for executed projects to stand the test of time, so, we must monitor the projects to know what the contractors are doing.”

He urged communities where projects are being executed to ensure that they cooperate with the contractors, noting that only few cases where communities have disagreed with the contractors have been recorded in Delta North Senatorial District, adding that such disagreements where amicably resolved with parties involved going home happy.

“It is not unusual for little misunderstanding to happen but, we have been able to ensure that contractors are not disturbed from carrying out their duties,” Melenu said, asserting that there are established channels of settling disputes amicably rather than engaging in actions that will distrust the wheel of progress.

Engr. Melenu urged Deltans not to relent in their support for Governor Emmanuel Uduaghan’s administration, stating, “the Governor is doing very well and by supporting him, he will be encouraged to do more for the people.”

The Senior Special Assistant also urged Deltans to continue to identify with the People’s Democratic Party (PDP), observing that ahead of 2015 general elections, a lot of political association may be established but, “PDP remains the only political party that members move away from to join other political groups and they are welcomed back when they realise their mistakes, it is the only political party that has remained steadfast in working for the people.”

Nigerian Diplomats In Gabon Accused Of Negligence **As Nigerian Corpses Lay Decaying In Morgues

Blank NEWS Online can reveals that the Nigerian embassy in Gabon, under JOSEPH EZEMA, Nigeria’s envoy to Gabon, has continually turned deaf ear to recent  predominant challenges being faced by Nigerians in that country.

It has also been disclosed that Nigerian diplomats accredited to the Embassy of Nigeria in Gabon have transformed the Mission into a symbolic horror for Nigerians, as they have become tyrants, using violence and humiliation as their daily agenda for Nigerians, instead of enhancing the country’s foreign policy objectives and the welfare of Nigerians among others.

There are also proof that several corpses of Nigerian who allegedly died through brutal circumstances in Gabon lay decaying in the morgues without the Embassy’s signs of concerns but are quick to arrest Nigerians who rise up in protest against their negligence and lack of diplomatic capability.

Recently, the Yoruba community staged a demonstration at the Mission’s gate, following the death of one of their compartriots, Mr Adeoye Adepegba, whom according to sources met his tragic death when his Gabonese friend invited him to a ceremony.

“The more pathetic is that when his body was discovered, his eyes, his lung had been cut off by his killers. Immediately, this tragic event was reported to the embassy of Nigeria. Accordingly, official letter and pictures were furnished to the embassy but the embassy did not make any attempt of concern.

“After one week of their report and soliciting  which yielded no result, the people have to demonstrate their sadness to the whole world to see. On the other hand, the embassy has to call the gendarme to stop the people, but when the gendarme got to understand the situation, they also appeased the Ambassador and his deputy to speak to the people.

“It is regrettable that diplomats accredited to Gabon do not care about the welfare of Nigerians who suffer daily from French police embarrassment. The embassy even use the police to molest Nigerians that they are sent to protect. This is the daily experience of Nigerians in Gabon.”

Another Nigerian resident who preferred anonymity, disclosed to Blank NEWS Online that “As Nigerians, we expect these diplomats to enhance our foreign policy objectives and the welfare of Nigerians among others, but unfortunately these diplomats have become tyrants, using violence and humiliation as their daily agenda for Nigerians.

“With our daily experience in Gabon, Nigerians are being deprived of the right to consider themselves worthy of responsibility for their own lives and dignity. This feeling of humiliation grows day by day as our reason and human status were being deeply insulted everyday to accept all the vulgarity which makes up the abortive mental world of these diplomats.

“Moreover, they keep on witch-hunting people suspected to be capable of disseminating information about their Machiavellian and corrupt practices to put the Nigerian community on hypothetical suspense.

“Today, four Nigerian corpses, MONDAY MASSADE, AKPANEYO DAVID UMO, EKONG SUNDAY and ADEBISI ADEOYE ADEPEGBA who died of brutal circumstances in Gabon lay decaying in the morgues without the Embassy signs of concerns. The most embarrassing and heartlessness demonstration of these diplomats is the case of ADEBISI ADEOYE ADEPEGBA. These diplomats in their abhorrent attitudes even invited the Gabonese gendarmes as usual to arrest the Nigerians in protest against their negligence and lack of diplomatic capability. The late ADESIBI ADEOYE ADEPEGBA’s story is very pathetic and indeed it shows wicked and heartlessness of our diplomats.

According to Blank NEWS Online findings, on Sunday, April 14, 2013 at about 1.30pm ADEPEGBA, a taxi driver was invited as extra driver to a ceremony. At 7.00pm the family received a call from one Mr Dolo, who informed them of his disappearance from the party venue. The mystery of the disappearance became confusing when the family called his phone number again at 8.00pm and the correspondence was the same Dolo who had earlier announced him missing. After all night searching with no avails, his body was finally discovered on Monday morning floating in water close to the lieu of the ceremony with his eyes and the lung cut off (see picture).

“The Ambassador was informed of the incident on Tuesday at 12.12pm. He directed the people to contact his deputy Mr WILFRED OBIMAH and this was done immediately. Mr OBIMAH requested for an official written report that was provided accordingly (see copy). With all these, the embassy turns deaf ears to their predicaments despite the people frequent approaches for diplomatic intervention.

“After a week of betrayal and disappointment from the embassy, there came a non-violence protest on Monday, 22nd of April 2013 at the embassy’s gate (see picture). Mr WILFRED OBIMAH, of his evil characterization invited the gendarmes to arrest the people. The gendarmes who got to know the facts of the story also became disappointed and urged him to meet the people.

“Finally, when the egomaniac came out amidst the gendarmes (see picture), his statements were so ridiculous of humanitarian instincts, despite the horrific pictures and the circumstances of ADEPEGBA’s death related to these diplomats, Mr OBIMAH admitted that the embassy did not consider any complain because the information came through a Kwara man while the deceased is supposed to be a Lagosian, they could only have acknowledged complaints from a Lagosian. To this he received a yell from the crowd. Again, according to Mr OBIMAH the embassy has refused to interfere in the matter because the letter written to the Mission was wrongly authored. Again another yell, then requested a new letter in plain sheet.

“To cover up his wickedness and shameful reactions, Mr OBIMAH called on one Mr Sunday Lucky from Delta State at about 2.00pm the same day to inform him that the Yoruba people have come to dump a corpse at the embassy’s gate. He did this for Mr Lucky’s reinforcement of Delta people against the Yorubas, only for Lucky to discover that Mr OBIMAH is a fanatic liar.

The Nigerian complainants resident in Gabon have however called on President Goodluck Jonathan to step up action that could put an end to the negligent attitude of the Nigerian diplomats in Gabon.

Your Excellency, the others MONDAY MASSADE died of electrocution in police custody, every effort to get the embassy involvement to seek justice proved abortive. AKPANEYO DAVID UMO, and EKONG SUNDAY, died in their sick beds when the families failed to secure financial aid of 180,000fr and 220,000fr respectively from the embassy. These compatriots lost their lives for the sums equivalents of 55,000 and 66,000 naira only because of the wickedness of these diplomats. Their corpses lay decaying in Gabon morgues till date. These diplomats feel rapture when they shut themselves away from Nigerians in their depressing vast offices, except when there are possibilities to create financial benefice to themselves.

“These diplomats do not have time for Nigerians apart from their daily concentrations on consular cards, issuance of birth certificates which yield them hundreds of thousands of francs. They also keep on witch-hunting people who can expose them for humiliation, making freedom of information a crime in Gabon. Reporting exigent issues never have suits and writing to the foreign office becomes another laudable crime to their conscience. To these diplomats the Nigerians in Gabon are illiterates and be treated as the uncultured.

“We believe the only power of ordinary citizens is through the voice of the media. This will make the federal government and Nigerians know of the predicaments Nigerians pass by daily, and the diplomats’ negligence and unconcerned attitudes. Foreign Minister should know this. Nigerians are dying.”

Information has it that the former Nigeria’s Ambassador to Gabon, Mr. Samuel Aiyedoma was recalled back after his incapable service.

Meanwhile, as at press time, the present Ambassador, JOSEPH EZEMA and his deputy have left the country (Gabon) to avoid being disturbed. The Mision is left with only clerks who can do nothing to help the situation on ground.

Recall that Nigerians in Gabon had caused a stir in August 2010, during the President’s visit to Libreville, the Gabonese capital, to attend the  country’s 50th independence anniversary, which brought socio-economic activities in Gabon to a halt when Nigerians resident in the central African nation took over the Presidential Wing of the Leon Mba International Airport in the city to receive their president.

Nigeria has over 150, 000 of its citizens, which is about one-tenth of Gabonese 1.7m population, living in that country. They are mostly Igbo, Urhobo, Ilaje and Ijaw traders who dominate Gabonese commerce and its fishing industry.

community on the 14 of April 2013 (Sunday) a Nigerian known as Mister
ADEBISIAdeoye Adepegba left his house at beausejour through the invitation
of his friend known as Dolo a gabonese to go for a beach strow I.
The most surprising thing was that that around 17hours (7pm) his friend
Dolo phoned a brother of Adebisi Adeoye that he couldn’t see him again. This
coused a broad searching for his where about in all police stations and
gendarmeries no solution. We went to the said beach the same day we
couldn’t see him. The next day during our unrest finding we discovered his
body on top of water which we inform the police and they came and took the
necessary information. Your Excellency, these are the pictures of the body of
Mister Adeoye Adebisi. We seek for your implication in order for justice to
prevail.

IGR: Gov. Uduaghan Directs Revenue Board To Track Missing Funds

In a bid to track-up funds allegedly being diverted by some Ministries, Departments and Agencies in Delta state, Governor, Dr. Emmanuel Uduaghan has directed that all internal revenues accruing to the state government must be collected solely by the Board of Internal Revenue (BIR).

Uduaghan who gave the directive on Monday, May 13, 2013, while declaring open the Board of Internal Revenue Retreat 2013 in Asaba, said that government was not unaware of its revenue been collected in different ministries, parastatals and agencies by officials who were not staff of the Board.

Accordingly, he directed that “If it requires posting staff of the board to different ministries and parastatals for collecting government revenues, this should be done immediately”.

He noted that the state government was poised to ensure that revenue loss was minimized to the barest minimum in the state.

His words: “I have directed that the collection of all government money pass through the Board of Internal Revenue. There are a lot of our revenue being collected that we are not aware of especially in the ministries, parastatals and agencies. We will send Board officials to these places to collect these revenues.”

The governor explained that government needed the improved internally generated revenue to ensure infrastructural development of the state and the payment of workers’ emoluments and wages.

He congratulated the Board for the increase in the monthly internally generated revenue of the state from 1.2 billion naira to 5.7 billion naira and charged them to work harder to ensure that the monthly IGR would be able to offset the state’s monthly wage bill.

Dr. Uduaghan observed that the payment of workers salary from the internally generated revenue would enable the state improve on its infrastructural development projects as the federal allocation would be deployed fully to infrastructural projects.

Governor Uduaghan urged the management and staff of the board to be proactive, seek new revenue sources and develop a critical framework to support the collection of revenue in the state.

He promised that workers’ salaries and emoluments would be paid on or before the 20th of every month and charged the staff of the Board to think outside the box to seek new ways of improving the revenue generation in the state.

He advised the board to use the knowledge they would acquire from the Retreat to generate other avenues that have not been identified to collect taxes in the state and increase the IGR.

Dr. Uduaghan while speaking on the theme of the Retreat “Delta Beyond Oil- The Implications and the Role of Board of Internal Revenue” explained that the state could no longer depend solely on the revenue from oil given the fluctuation of oil price and volatility of production in the country.

The governor said the “Delta beyond Oil” vision would help diversify the state economy and reduce over-dependence on oil and gas thereby attracting investment to the state.

“We want to use our oil money to diversify our economy in such a way that price fluctuation and production volatility do not destabilize us”, he stated.

“The state government is preparing the economy for a time when  the rise or fall of oil revenue will not be a factor in our total revenue especially now that most countries are now producing oil and our major  market, The United States of America now produces most of its domestic oil and gas needs”, he said.

Governor Uduaghan opined that the state has mapped out strategies to encourage investments in various other sectors of the economy especially in agriculture, tourism and energy.

In his address, the Chairman of the Board of lnternal Revenue, Hon. Joel Onohwapor-Thomas expressed the Board’s commitment towards the “Delta Beyond Oil ” vision of  the state and promised to create an enabling environment to ensure that the vision succeeded.

He commended the governor for providing the board with the needed working facilities and assured him that they would ensure improvement on the strategies for revenue collection in order to increase the internal generated revenue.

In a welcome address, The Chairman of the planning Committee, Barrister Austin Oboroegbeye stated that the retreat was organised to educate staff and other stakeholders on ways of promoting the Agenda of “Delta Beyond Oil” through revenue drive.

He also explained that the retreat was in line with Governor Uduaghan’s Human Capital Development agenda of training and re-training of staff for greater productivity.

Delta State Governor, Dr. Emmanuel Uduaghan has criticized the inclusion of the state in the United States of America’s State Department’s keep-off zones for its citizens.

Uduaghan who stated this on Tuesday, May 14, 2013 at Asaba, when the United States Consul-General, Mr. Jeff Hawkins paid him a courtesy visit in Government House, said that his administration has done a lot to improve security and curb security challenges.

According to him, “the state is peaceful and does not have serious security issues as being portrayed. Moreover the state government has done a lot to tackle security issues and ensure peace and security in all parts of the state”.

The governor stated that criminal activities in the state have drastically reduced because of the different strategies put on ground to promote security in the state saying: “We are really pro-active in fighting kidnapping, pipeline vandalization and other criminal activities in the state.”

He assured the team that his administration was ready to work with them to ensure that the security challenges faced in the state become a thing of the past and crate a conducive environment for investment.

Uduaghan acknowledged that he was aware that the outside world have a negative perception of the state but promised that his administration was working tirelessly to change such perception.

While soliciting the cooperation of foreign companies operating in the state, Governor Uduaghan assured them of the safety of their staff and the protection of their properties and advised them to synergise with the state government in the area of security and provision of employment and business opportunities in their host communities.

He disclosed that the utmost goal of his government was to create a state that was not dependent solely on oil revenue but one with a diversified economy with oil being just one source of its revenue.

“We want to use our oil revenue to develop other sectors of our economy and attract investments to these sectors” adding that “the ultimate goal of the Delta Beyond Oil Vision is to create employment for our teeming youths and reduce crime rate to its barest minimum in the state”.

Uduaghan said that the state government set up the Delta State Oil Producing Areas Development Commission to handle infrastructural development in the oil producing communities as part of the strategies to deal with community agitations and youth restiveness in the state

“The Commission’s activities were meant to address urgently the provision of infrastructure in the grossly neglected oil producing communities and take care of the agitations for human capital and infrastructural challenges of the people in these communities”.

In a brief response, the Consul General of the United States to Nigeria, Mr. Jeff Hawkins explained that the team was in Delta State to synergise with the state government on areas of cooperation and security.

While commending Uduaghan for his developmental strides in the state, he described the state as very important to the interest of the United States of America especially as the hub of economic activities in Nigeria and promised to partner with the state government in areas of common interest.

Governors of South-South and South East states have condemned in strong terms the various acts of terrorism and their sponsors in parts of the country.

The Governors who gave this condemnation today [12-05-13] in a communiqué after a closed door meeting in Asaba condemned the abominable behaviours and antics of some Nigerians and their evil collaborators in assaulting the collective psyche of the nation and commiserated with the president, governments, and victims and their families of this evil act.They appealed to all Nigerians to be cooperate with government to stamp out these evil acts.

In their words “The meeting was concerned at the condemnable behaviour and antics of some Nigerians and their evil collaborators in assaulting the collective psyche of the nation, by waging various acts of terrorism, the South-South and South East Governors commiserate with President, the governments of all affected areas, the victims, their families and majority of peace-loving Nigerians,” the Governors said, adding that it was important for all law-abiding citizens to join hands with governments at all levels to stamp out terrorism and other evils from the society.”

Briefing the press after the meeting which lasted for about four hours, the Chairman of South-South Governors’ Forum, Governor Liyel Imoke and his counterpart in the South-East Zone; Mr Peter Obi flanked by all the Governors that attended the meeting said, they salutes “the resolute stance of Mr President to confront terror wherever and whenever it occurs in Nigeria,” adding they also commended the President “for his focused leadership and bold, result-yielding transformation agenda, which deserves the unwavering support of all Nigerians and friends of Nigerians alike.”

The Governors emphasised that the laudable achievements of the President in the areas of strengthening democracy, stabilising the polity, growing the economy and improving the quality of life of all citizens continues to unfold.

“The South-South and South-East governors plead with all Nigerians to adopt dialogue and peaceful means to resolve issues affecting the country,” the Governors resolved, adding, “the governors also agreed to work together and ensure regional cooperation in stemming the spate of kidnapping, arson, pipeline vandalisation as well as other nefarious activities in the regions to secure the regions and ensure that the regions remains a conducive environment to attract investments.”

While thanking Governor Uduaghan for been a good host, the Governors stated, “the South-South and South-East Governors agreed on economic and political integration of the old Eastern and Midwestern regions now the South-South and South-East and pledged to strengthen cooperation across the board with particular focus on development of infrastructure linking the region, particularly federal roads.”

“The Governors also pledged to work together to ensure the development of all the ports in the region including the Abia Dry port and called on the Nigeria Port Authority to facilitate the achievements of this objective,” the Governors said, reiterating that while they commended President Jonathan on the extensive rehabilitation and modernisation of the airports across the country, it was important for the Federal Government to establish cargo airports in Owerri and additional deep-sea ports in the regions including Ibaka, Escravos, Agge and also called for the dredging of the Calabar port.

COMMUNIQUE

Issued by the SOUTH-SOUTH and SOUTH-EAST Governors Meeting in Asaba, Delta State, on 12th May 2013

The SOUTH-SOUTH and SOUTH-EAST Governors met in Asaba, Delta State, on 12th May 2013, to review the State of the Nation and the topical issues confronting our maturing democracy and resolved as follows:

1. The South-South and South-East Governors commend His Excellency, Dr Goodluck Ebele Jonathan, GCFR, President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, for his focused leadership and bold, result-yielding Transformation Agenda, which deserves the unwavering support of all Nigerians and friends of Nigeria alike, as the laudable achievements of the administration in strengthening our democracy, stabilizing the polity, growing the economy and improving the quality of life of all Citizens continue to unfold.

Economic and political cooperation between the regions.

2. The South-South and South-East Governors agreed on economic and political integration of the old eastern and Midwest regions now the South-South and South-East. South-South, South-East Govs Meet In Delta On Grey National Issues

As governors from the South-South and South-East geo-political zones of Nigeria meet in Asaba, the Delta state capital today, Sunday, May 12, 2013, indications are rife that one issue that may top the agenda of their parley is the plan to give President Goodluck Jonathan the needed backup ahead of the 2015 Presidential poll, which the North has sworn to take back.

Also to top the agenda, according to insider sources, is the resolve by the South-South governors to put an end to the ensuing political rift between President Goodluck Jonathan and Rotimi Amaechi of Rivers state, as a means to achieving the set objectives of Jonathan’s second term bid.

The present unending security challenges across the country as well as the recent inciting utterances between Northern backers of the Boko Haram insurgent group and ex-Niger Delta militants may likely form part of discourse.

Recall that a similar meeting was held ahead of the 2011 general polls, where governors of the South-South and South-East geo-political zones endorsed President Goodluck Jonathan.

As at press time, the governors were still having a closed-door meeting.

Warri Wolves FC Sacks 3, Cautions 4 Players

According to a statement made available to Blank NEWS Online today, Sunday, May 12, 2013 by the Media Officer of the Club, Etu Moses, three players namely Omo Johnson who was recruited from Akwa United at the beginning of the season, Simone Badmus and Ebule Jonathan have been dropped from the team.

On the other hand, the following players, Austin Amutu, Dauda Eboh, John Agbawu and Oboh Solomon have been issued with a letter warning them to sit up or face the same music.

“We have looked at the performance of the players and we felt there is need to drop some to pave way for those that we are bringing in to fortify the team. As a result, we have dropped Omo Johnson, Simone Badmus and Ebule Johnson. We have also issued the following players a warning letter and if they don’t sit up, they will have to go. They are Amutu Austin, Dauda Eboh, Oboh Solomon and John Agbawu.”

Etu also revealed that all the players have been advised to put in their best to position the club where they belong and they have also promised to reciprocate the good gesture of the State Government.

“We have told all the players to focus on positioning the club where they belong. They have no reason not to do so. We do not owe any bonus; salaries have been paid up to date while a percentage of their sign on fees have also been paid. They have no reason not to perform and any one of them found wanting will have to go.”

DELTA State Governor, Dr Emmanuel Uduaghan has charged Nigerians to desist from engaging in rumour mongering, gossips and other negative tendencies which hamper infrastructure development.

The Governor who made the call today, Sunday, May 12, 2013 during the annual Feast of Ascension celebration of the Catholic Church of the Ascension, Asaba decried situations when some persons engages in rumour mongering, and other negative attitudes in a bid to stop government’s developmental projects aimed at empowering the people positively.

“While some people are building, there are others who try to pull back the hands of the clock, and there are so many ways of pulling back the hands of the clock. There are so many ways of pulling back the hands of the clock, by gossiping, rumour mongering and other negative ways.”

The governor who was accompanied by his wife, Roli Nere Uduaghan, the Head of Service, Mr Okey Ofili, members of the State Executive Council, among others to the church service, emphasised that Nigerians should not “be identified as rumour mongers that tell all sorts of stories to pull back the hands of development in the country. You should make your own contributions to the development of the society,”

He reiterated his administration’s policy of speedy and even infrastructural development of the state, adding that “Asaba is being transformed to be a well-developed state capital.

“We are working to ensure that we have a well-developed state capital. We may not be able to tar all the roads in this new layout but, we must begin from somewhere, we must ensure that Asaba is made a befitting capital city.”

Dr Uduaghan commended the Catholic Church for celebrating the feast of the Ascension of Jesus Christ to heaven, observing that most countries of the world declared public holiday because of the festival, adding that the significance of the feast is very important for Christians.

Earlier the Chief Celebrant at the Service, Revd. Fr. Peter Mobuogwu said the significance of the festival was that nothing is impossible before God, reiterating that Jesus Christ beat the law of gravity by ascending into heaven.

Quoting Biblical passage, Fr. Mobuogwu said, as the disciples “were looking on, he (Jesus Christ) was lifted up, and a cloud took him out of their sight. And while they were gazing into heaven as he went, behold, two men stood by them in white robes, and said, “Men of Galilee, why do you stand looking into heaven? This Jesus, who was taken up from you into heaven, will come in the same way as you saw him go into heaven.”

He emphasised that with the Ascension of Jesus into heaven, his presence among Christians is no longer limited by space or time, adding that people should not waver in their faith in God.

Right Of Reply: “Ogume Not Under Siege” -Delta Govt.

delta (2)In the wake of the recent uprising between the people of Ogume Clan in Ndokwa West local government area of Delta state and Hausa/Fulani herdsmen, the state government has reassured of efforts to curtail the excesses of herdsmen whose cattle allegedly destroy farmlands in parts of the state.

The State Government which denied there was a siege of any sort, also assured that all the victims during the last clash which claimed some lives would be adequately compensated.

Reacting to a recent inciting security alert advertorial issued by Ogume Clan Development Association, in the aftermath of the wanton destruction of farmlands in Ogume clan by cattle belonging to Hausa/Fulani herdsmen, the state Commissioner for Information, Barr. Chike C. Ogeah Esq, said the Government of Delta State had waded into the issue in a bid to restore order and harmony between Ogume community and Hausa/Fulani herdsmen.

The statement titled “Re: Ogume Under Siege” and made available to Blank NEWS Online on Wednesday, May 8, 2013 reads:

“In an advertorial published in the Vanguard newspaper of Monday, May 6, 2013, the Ogume Clan Development Association drew the attention of the public to the security challenge in the area over the destruction of farmlands in the clan by cattle belonging to Fulani herdsmen.

“The Government of Delta State had waded into the issue on the outset and held meetings with leaders of the Ogume Clan and the herdsmen with a view to restoring order and harmony as acknowledged in the advertorial. Again, as rightly noted in the said publication by the Ogume Clan Development Association, the clan had lived harmoniously with the Fulani herdsmen whereby a piece of land was allocated to the herdsmen.

“The Government of Delta State has been liaising with all stakeholders and security agencies over the matter and wishes to reassure the Ogume Clan that measures are being taken to resolve the challenge and give succour to the farmers whose crops were damaged as well as those affected by the violent attacks by some renegade herdsmen. The State Government hereby assures the Ogume Clan and, indeed, every other community that provides grazing grounds for Fulani herdsmen that measures have been taken to ensure that the herdsmen are confined to the designated grazing areas.

“The Government appeals to the Ogume Clan and its leaders to remain calm as the dispute will soon be a thing of the past while succour will be provided to all that suffered any loss. These will be unveiled in the coming days.”

Delta State Governor, Dr Emmanuel Uduaghan has described the late Vanguard columnist, Pini Jason as a consummate writer whose passion for the journalism profession was unmistakable and a source of pride to those who read every week.

According to a statement signed by Felix Ofou, his press secretary and made available to Blank NEWS Online, the governor lamented that the celebrated columnist died when his wise counsel and respected foresight on national issues were most needed, while noting that it will be difficult to fill the void left behind by the Imo State born journalist.

“You did not have to agree with everything he wrote. You may even think he was biased sometimes about what he wrote. But you could never miss the fact that he was very passionate about his passion. His sense of history also made him a compelling read. And I dare say he has left a void very difficult to fill”, he stated.

Dr Uduaghan expressed heartfelt condolences with the publisher of Vanguard, Dr Sam Amuka, the management and staff of the newspaper as well as the family of the deceased on the irreplaceable loss.

Mr. Jason Onyegbadue (Pini Jason), one of Nigeria’s renowned columnists with the Vanguard newspaper, died on Saturday, May 05, 2013 at the age of 65 in a Lagos hospital after undergoing a surgical procedure.

In 2007, he was appointed Special Assistant on Special Duties to former Governor Ikedi Ohakim of Imo State. He was designated a special assistant on special duties.

Mr. Jason, who had earlier worked as a senior editor at the now defunct African Guardian is survived by a wife and several children.

Recall that the State Executive Council of the DPP, had on Thursday, May 01, 2013, expelled Senator Pius Ewherido, the acting national deputy chairman, Olisemeka Akamukale; the vice chairman of Delta Central Senatorial District, Henry Olori; as well as one Cyril Ogodor, a leader of the party in Sapele Local Government council.

The chairman of the Delta State DPP, Tony Ezeagwu, affirmed that they remain expelled from the party, adding that the decision was reached at the state executive council held in Asaba, the state capital.

Ezeagwu disclosed that the DPP bigwigs were suspended “because of gross misconduct and engaging in anti-party activities.”

Admitting that the party had applied to be part of the APC, Ezeagwu explained, “We inaugurated a 12-man committee to midwife our joining the APC and we officially applied but the application was not approved. But Ewherido and Akamukale went ahead and been attending APC meetings when we have not been admitted into that fold. Akamukale went to INEC to say that he is the acting national chairman of the party in his bid to force us into the merger.”

He further stated that the DPP has officially pulled out of the APC because a majority of its members, including those in the House of Assembly, do not want to be members of an unregistered political party.

With reference to the acting national deputy chairman, he said, “Akamukale did not go to the national as an elected deputy national chairman. We appointed him to the position in acting capacity after the resignation of Frank Kokori who [was] elected during our convention. So we are only recalling him from that position.”

In a telephone contact with the Delta state chairman of the Democratic Peoples Party (DPP), Chief Tony Ezeagwu on Thursday, May 2, 2013, he confirmed by saying “It is true. We suspended him yesterday.”

According to a document made available to Blank NEWS Online by the DPP state chairman, the subsequent motions for their expulsion was unanimously moved in three parts and signed by Chief (Amb) Tony Ezeagwu (DPP Delta state Chairman), Chief (Engr.)  Lance Orhiehor, RDN (DPP Delta state Secretary) and Prince Charles Orakpokuenuke Ikpama (DPP state Treasurer) respectively.

Also in a quick response to the move made by the DPP at the state level, unperturbed Senator Pius Ewherido, in his right of reply, told Blank NEWS Online that,
“We had at the National level opted for merger. Those doing this are those opposed to our joining APC as ratified by our Convention two days back.

“Whatever they have done is a total nulity because the vast majority of us have ratified the merger. Democracy is about freedom of choice.”
