Uduaghan Pronounces 100 % Rise In Law Graduates’ Bursary

Delta State Governor, Dr. Emmanuel Uduaghan has announced a 100 per cent increase in the bursary paid to law graduates in Law Schools across the country.

The Governor who announced the increase from N50, 000.00 to N100, 000.00 per student while presenting cheques to beneficiaries yesterday in Asaba, said the increase should take retrospective effect from the last batch.

He therefore directed the Chairman of the State Scholarship Board, Monsignor Buchi Aninye to prepare a supplementary estimate to accommodate the expenditure.

Amidst applause from the beneficiaries and the audience at the ceremony, the Governor disclosed that his administration spends about one billion naira yearly on bursary and promised to sustain it irrespective of the capital intensive nature of the programme.

He said he has no regret investing so much in the bursary programme, explaining that human capital development was central to the economic transformation of the state.

He however decried the attitude of Students Unions in the state towards the programme warning them to be orderly and act within the ambit of the law or be prepared to face the full weight of the law.

He regretted that student union bodies were going beyond their mandate even as he insisted that the government would not allow student unions to take over the functions of the State Scholarship Board.

The governor explained that it was the statutory function of the State Scholarship Board to disburse bursary to students and no amount of intimidation or pressure would make the state government shift that responsibility to student union bodies.

“Let NADESU behave and be orderly. If the body fails to change its attitude we will do what is necessary. We will no longer take unruly behavior from the union.”

Dr Uduaghan who blamed the student union body for the mix up in the scholarship list of beneficiaries said the scholarship Board was already working hard to clear the mess the union body created.

In his speech the Commissioner for Higher Education, Prof. Hope Eghagha enjoined the beneficiaries to be good ambassadors of the state especially as government was providing the scholarship in spite of competing demands.

Prof. Eghagha however invited the Private Sector to partner with the state government in its human capital development agenda.

The Commissioner who enjoined students of tertiary institutions to behave maturely and explore the use of dialogue said the days of stampeding institutions were over.

Prof. Eghagha appealed to student bodies to be honest and reduce the problem of fake names on the list.

Responding on behalf of the recipients, Barrister Rachael Obodo expressed appreciation to the state governor for the laudable project.

Barrister Obodo said they were excited over the kind gesture and commended the state government for the increase from Fifty thousand naira to a hundred thousand naira.

She pledged their loyalty and support to the administration of Governor Uduaghan.

Rejoinder: Delta Commissioner, Joseph Otumara, Slaps Female Nurse

The Delta state Ministry of Health has denied and decried the allegation published in an online media that the Delta state Commissioner for Health, Dr. Joseph Otumara, Slapped a female nurse while on an inspection of one of the state owned hospitals.

In a statement signed by the Permanent Secretary in the Ministry of Health, Dr. Daniel Omodon reads:

“I am constrained to respond to the publication pasted on your website (not Blank NEWS Online) on the 1st of April, 2012 alleging that the Delta Commissioner for Health, Dr. Joseph Otumara, Slapped a female nurse at the Central Hospital, Warri.

“As a member of the Commissioner’s entourage on that fateful day, I wish to make it clear that Dr. Otumara cannot condescend to the level of slapping his staff no matter the degree of provocation.

“The Commissioner was on a fact-finding visit to the Hospital with a view to fashioning out measures that would enhance hospital operations across the state.

“During the visit, the Nurse attached to the ward in the hospital, instead of conducting herself properly was engrossed in a loud telephone conversation which caused a huge distraction and embarrassment to the team.

“The Commissioner who noted her activity called her to order and chastised her after which she profusely apologized for her misconduct and indiscretion.

“It is then totally incorrect and laughable for anyone for anyone to allege that the Commissioner slapped the same nurse who having realized her mistake apologized to the Commissioner.

“It will also interest you to note that the proposed strike by the Warri chapter of the National association of Nigerian Nurses and Midwives has been called off when the association discovered that the allegation was baseless.

“Dr. Otumara is a man of integrity who has distinguished himself in public service over the years and the unfortunate incident we are witnessing now is the work of some miscreants who are bent on tarnishing his enviable record.

“The Commissioner is committed to revitalizing the health industry and no amount of blackmail or lies would make him soft-pedal.

“We appeal to you not to allow this group of misguided individuals continue to use your medium to feed unsuspecting members of the public with falsehood.”

Recall that an online media had reported that the Delta State Commissioner for Health, Dr. Joseph Otumara, descended on a female nursing officer at the Central Hospital in Warri, Mrs. Akata Oghenero, and slapped her for taking a phone call.

The report further alleged that Nurses at the hospital have reacted to the commissioner’s unprofessional conduct by embarking on a strike action pending when a state-wide strike would commence.

DELTA: Ejeme-Aniogor Gets Obi-Elect

It was jubilation on Saturday March 31, 2012, as the Community of Ejeme-Aniogor in Aniocha South Local Government Area of Delta State witnessed the consecration of the Obi-Elect, Igwe Anthony Onwelikwu Ogboli.

According to a statement signed by Mr. Clement Chidi (Palace Secretary), and made available to Blank NEWS Online, the traditional rite was performed at the palace (Ogwa) of Diokpa Stephen Gwegwe Osemeke, the oldest man in Ejeme-Aniogor and Head of the Seven Ruling Houses of Umu-Akwulu.

The election of Igwe Anthony Onwelikwu Ogboli came through a rigorous process of selection led by the Diokpa of Umu-Ojukor kindred, Diokpa Joseph Ashimonye and elders of the Umu-Ojukor Ruling House.

Presenting the Obi-Elect to the ecstatic mammoth crowd that witnessed the ceremony, Diokpa Stephen Gwegwe Osemeke said: ”Today, you Anthony Onwelikwu Ogboli, having gone through the scrutiny and selection process of your kindred and Ruling House of Umu-Ojukor and elected,  you are by this act (smearing of the hands with white chalk) confirmed and consecrated as the Obi-Elect of Ejeme-Aniogor.

This act leads you to the next stages of traditional rites that will prepare you for the ascension to the throne of Ejeme-Aniogor Kingdom”, Diokpa Gwegwe Osemeke pronounced.

The consecration and pronouncement of the Obi-Elect, Igwe Anthony Onwelikwu Ogboli is coming ten months after the demise of His Royal Highness, Obi Joseph Azubuike, who joined his ancestors on June 15 June, 2011 and was interred November 26, 2011.

Maternal Healthcare Progress in Delta State: Telling the Story Ourselves –By Churchill Oyowe

The mere mention of maternal mortality rate (MMR) in Nigeria most often elicits embarrassing statistics and comments. It has been so for decades. With a maternal death rate of over 800 per 100,000 deliveries, Nigeria has continued to remain among the four countries with worse maternal health indices; the others being India, Pakistan and Bangladesh. Recent findings even rated Nigeria as second to India in world’s worse maternal related death. In the main, the implication of this is that Nigeria is still very backward in her human capital development, suggesting, of course, that the country’s healthcare structures are ill-equipped to save lives from preventable deaths of women, such as those from pregnancy and child births.

Unfortunately but expectedly, experts and analysts still rate the entire country poorly without taking into cognizance efforts of some state governments that have deliberately put structures in place to tackle maternal mortality headlong. In Delta State for instance, the fight to frontally combat high maternal mortality started in November, 2007 when the Dr Emmanuel Uduaghan-led administration launched the free maternal programme in Ughelli. The programme recognizes the inhibitory factor of poverty to accessibility of healthcare and thus provides free antenatal, laboratory, pharmacy and surgical services right from conception to six weeks after delivery, inclusive of caesarean section. This is in addition to the engagement of additional staff, provision of blood for the needy and construction of Integrated Mother and Child Care Centres. The idea is in consonance with the Millennium Development Goal No. 5 that is targeted at reducing deaths resulting from pregnancy and child birth to 75 per 100,000 live births by 2015.

According to a survey carried out by the UNFPA in 2005 the maternal death rate in Delta State was put at 456 per 100,000 live births. Another done three years later (2008) by the National Demographic and Health Survey showed that the maternal death rate was 545 per 100,000 live births. It has been four (4) years since the free maternal programme started and statistics gathered from hospitals across the state showed that there has been a steady improvement in the fight against maternal mortality.

In the first year of the programme covering November 2007 to October 2008, a total of 54,193 women benefited in the antenatal bookings with 143,273 routine antenatal visits recorded. A breakdown of the figure indicated that 1,871 women benefited from the free caesarean section while the MMR for the period reduced in the state from 545 to 395 per 100,000 deliveries.

Similarly, in the second year of the programme that covered November 2008 to October 2009, a total of 44,488 women benefited from antenatal bookings with 170,972 routine antenatal visits recorded. One of the significant achievements for the period is not just that 2,520 women received free caesarean section but that the MMR reduced further from 395 in the previous year to 301 per 100,000 deliveries.

The third year of the programme covering November 2009 to October 2010 recorded 42,571 beneficiaries in the antenatal bookings while 141,489 routine visits received attention, out of which 2,310 women got free caesarean section. The MMR for the period also recorded significant decline from 301 to 276 per 100,000 deliveries.

The period from November 2010 to October 2011, representing the fourth year of the programme showed that 52,636 women benefited from the antenatal bookings while 175,723 visits made by the women were given due attention. Out of those registered, 2,836 benefited from deliveries through caesarean section. The fourth year equally recorded significant decrease in the MMR from 276 to 221 per 100,000 deliveries.

It is obvious that the MMR in Delta State has progressively reduced over the years, owing to the timely interventionist package encapsulated in the free maternal programme. However, the  state hospitals’ authorities are of the view that the strides made could have been more if poorly managed cases had been brought to government hospitals on time, particularly those of eclampsia; a condition of persistent but increasing high blood pressure that sometimes accompanies pregnancy, especially the first.

As at 2011, the MMR in the State has reduced to 221 per 100,000 deliveries while 193,888 women have benefited from the free maternal programme which also includes 631,457 routine antenatal visits and 9,537 free caesarean section. However significant this feat may be, what is more paramount to the state commissioner for health, Dr Joseph Otumara, is to further reduce the maternal death figure to 150 by 2013 and eventually to 75 by 2015. A major impediment to achieving these targets, according to the Honourable Commissioner, is the patronage of quacks by expectant mothers saying this allows for mismanagement, unnecessary and prolonged retention of very ill patients and possibly death. ‘There is no reason why any woman should go to unrecognized birth attendants when the state is giving them free and qualitative services’, the commissioner queried, adding: ‘we have put in place the structures and we are well able to reduce maternal mortality rate to two digits by 2015.’

With the structures and achievements on ground so far in enhancing maternal health, there is no doubt that Delta State is very much on course to meeting the maternal health targets of the Millennium Development Goal (MDGs). The snag, if any, is that the State does not blow its own trumpet despite being the foremost in the country in terms of having a comprehensive maternal health package that is not only free and qualitative but also accessible to Deltans and natives of other states. This is evident in the 65 hospitals that the State manages and spread across the 25 LGAs, out of which six have been upgraded to a central status, acting as referral centres to the general hospitals. In addition there is the Specialist/Teaching Hospital with state-of-the-art facilities such as Magnetic Resonance Imaging (MRI), CT Scan, Fluoroscopy Machine, ECG, Ultrasound, automatic ventilators and complete patient monitors. The teaching hospital, with trained and experienced workforce, is grouped among the few best in Africa. It is noteworthy that the state also boasts of  446 functional primary healthcare centres (PHCs) which far exceeds the national and WHO recommended number of 225, considering the State’s land mass and the one PHC for every five kilometre radius target.

A conducive health structure and package of this magnitude is certainly the envy of all. This is why it is no longer news that even indigenes of neighbouring states and elsewhere cross borders on daily basis to benefit from the state’s big-hearted disposition towards healthcare delivery. Sometime in the recent past, there was a case of a woman of Taraba extraction who relocated temporarily to Delta State because of the need to have her baby delivered free through caesarean section. Cases of this nature are commonplace but for the State Government, any sacrifice to reduce the maternal mortality rate in the State will not be too much to bear. On how the State Government hopes to tackle non-Deltans infiltrating the scheme, Dr Otumara said, ‘We do not see the need to start screening beneficiaries of the scheme to eliminate non-Deltans because such measure would end up creating bottlenecks that would defeat the very essence of the programme to drastically cut down maternal mortality rate in the state.’

The effort of the Delta State Government in reducing maternal deaths may be viewed by some as small but it nevertheless contributes significantly to reducing the MMR in the country especially as people from other states are also beneficiaries of the free maternal programme. This feat has not gone unnoticed; which is why officials of the World Bank who were on a sectoral assessment tour to the State recently rated the health sector as the overall best in performance index. A testimonial of this stature can only get better for a state government with so much paragon of rare political goodwill to perfect the lots in the health sector.

Fire Ravages Part Of Delta Govt. House, Asaba

Blank News Online has learnt that there was a fire outbreak in the Press Centre building, Government House, Asaba. The inferno, according to sources started at about 10pm on Sunday March 25, 2012.

Security officials on duty promptly alerted other personnel who called the State Fire Service. The Fire Service came and brought the fire under control preventing it from razing the entire building.

The office of the Chief Press Secretary and the adjoining office occupied by the supporting staff were mainly affected by the fire.

The deputy governor, Prof Amos Utuama SAN; the Chief of Staff, Dr Festus Okubor; the Permanent Secretary, Government House and Protocol, Mr. Tony Obuh; and the Commissioner of Police in charge of the State, Mr. Ikechukwu Aduba were on ground in the night to ensure that the fire was brought under control.

According to a statement issued by Mr. Sunny Ogefere, Chief Press secretary (CPS) to Governor Emmanuel Uduaghan, investigations are on to ascertain the cause of the fire incident and the extent of damage, although a Government House revealed that many vital documents have been burnt in the inferno.

Journalist, Prince Monday Whiskey Kidnapped

Prince Monday Whiskey, a journalist and former staff of the Delta State Oil Producing Areas Development Commission (DESOPADEC), has been abducted by suspected kidnappers in Warri, Delta state.

Investigations proved that Prince Monday Whiskey was on Monday trailed to his compound at Orhuwhorun town in Udu Local Government Area by the suspected kidnappers while he was driving a Toyota Sienna car. He was allegedly whisked away to yet unknown destination in another car.

According to his daughter, Edna Whiskey, “Daddy drove inside the compound at about 7.30pm and Mummy asked me that I should go and open the door. As I went down, I saw some men pushing Daddy into their car, I shouted and one of the men shouted back that he has issues with vigilante. I withdrew and neighbours told me to go and tell my mummy, but they drove away with him.”

Corroborating her daughters story, Mrs. Flaura Whiskey said, “At about 7.30 pm, daddy drove in, my daughter who went to open the door ran back that some men took daddy and I ran down staircase, I fell on the staircase, before I could reach outside, they were gone. I called the brother, he came and both of us chased after them but we could not see them. We have reported the case at Ovwian Police Station”.

“I appeal to government and security agencies to help find my husband. I pray that he should not be harmed, I appeal that he should be released, they have not called us since they took him and his mobile phones have been switched off.”

The Nigeria Union of Journalists (NUJ), Warri branch, had in a press statement, jointly signed by its chairman and secretary, Mr. Michael Ikeogwu and Akpokona Omafuaire, complained that “If a journalist can be kidnapped, it means that nobody is safe.

“We condemn the lacklustre and lackadaisical attitude of security operatives towards securing lives and property. We, therefore urged, them to strengthen their intelligence gathering mechanism in order to be more proactive. We also appeal to the kidnappers to release our member unharmed unconditionally.”

Meanwhile, Police a source has confirmed the incident, adding that they were on top of the situation.

Recall that the Police in Delta State, also on Monday, stormed the hideout of a kidnap gang at Ogunu, Warri and rescued a woman and her three children, who were seized by gunmen while a member of the gang, Collins Egbeyon, was subsequently arrested after others fled.

Incidents of kidnap have become widespread in Delta state, leading to fear of total insecurity of lives and property as well as affecting the economic fortunes of the state since prospective investors, especially foreign expatriates and wealthy Deltans have become common targets.

Ochei Canvasses Support For Uduaghan

The Delta State legislature has resolved to use education as a veritable vehicle in enhancing Governor’s Uduaghan’s effort at the optimal development of the abundant human resources within the State.

The Speaker of the Delta State House of Assembly, Rt. Hon. (Engr.) Victor Ochei, (FNSE) gave this indication during the presentation of one hundred copies of the book; Africa: Conflict Resolution and Interventional Diplomacy by IfeohaAzikiweto the Delta State University, Abraka.

Hon. Ochei,who was represented on the occasion by his Chief of Staff, Mr. Ephraim Osubor, observed that education being the only enduring legacy deserves support from all and sundry, as the Dr. Emmanuel Uduaghan, administrationhas continually invested immensely in the education sub-sector.

He therefore enjoined all well-meaning Deltans to partner with the government’s efforts as the government alone cannot single-handedly bankroll the project in the face of other contending sectors.

In his response, the Vice-Chancellor of the Institution, Professor Eric Arubayi expressed gratitude to the donor, adding that the gesture will enhance the institution’s desire of attaining greater heights.

Utuama Commends Security Agencies Over Peace In Delta

DELTA State Deputy Governor, Prof. Amos Utuama (SAN) has described the peace being enjoyed in the state as a result of the commitment of Deltans and activities of security agencies.

Speaking when he played host to the new Commissioner of Police, Delta State Police Command, Mr Ikechukwu Aduba, Prof. Utuama said Delta State is very peaceful.

“You are coming to the home of peace because our first agenda is peace and security and the Police, the Army, Navy and other security agencies have helped us to sustain the peace,” Prof. Utuama informed the new Commissioner of Police.

He observed that Delta State is a unique state where those who have served are always promoted to higher ranks when they are still serving or immediately the leave the state, adding that the state is Police-friendly and also, friendly to all security agencies.

While congratulating the out-going Commissioner of Police, Mr Mamman Tsafe for his promotion to the post of Assistant Inspector-General of Police (AIG) and describing him as a “very conscientious and dedicated officer, Prof. Utuama emphasised, “we see security agencies as partners in progress.”

Earlier, Mr Tsafe who introduced Mr Aduba thanked the Delta State government for the support the Police received during his tenure and appealed for such gesture to be continuous with the new CP.

Federal Roads: Delta Spends N79.9 Billion In Construction, Rehabilitation

Delta state government has spent a whooping N79.9BN in the construction and rehabilitation of federal roads across the state since its creation in 1991, till date.

Commissioner for Works, Hon. Funkekeme Solomon disclosed this while briefing the committee members of Federal Government Ministerial Committee on Verification of Claims for reimbursement by state governments for works executed on federal roads.

Funkekeme said that the state had been involved in the construction and maintenance of federal roads across the state since its creation, adding that the initiatives were geared towards ensuring the safety of lives and properties of Deltans who are the road users.

He also revealed that the initiative would help to ensure effective partnership between the state and the federal government in enhancing transportation network in the country.

He said that the present administration of Dr. Emmanuel Uduaghan, in line with the three point agenda had embarked on the dualisation of five federal roads across the state to enhance the socio- economic lives of the citizenry, adding that the governor was interested in road development whether state or federal as it was the gateway to the transformation of the state.

Funkekeme lauded the federal government for the initiative to reimburse money spent on federal roads as the funds to be released would be utilised for further infrastructural development of the state.

He implored the team to carry out their assignment judiciously, saying that he believed the team would be pleased with the job on ground.

Responding, the Chairman of South-South Zone of the Verification Committee, Engr. Bola Aganaba, said that the team comprised of seasoned Civil Engineers from both public and private sector constituted by the Hon. Minister of Works to facilitate the payment of money to the states that carried out the maintenance and construction of federal roads.

He said that federal government was happy with the action taken by states in maintaining federal roads, adding that the reimbursement was an incentive and encouragement to the states and pleaded with the state government’s co-operation to extend their time for the verification dues to the number of roads to be verified in the state.

The team which comprised of seventeen members undertook a visit to Ughelli– Asaba Road Dualisation, Refinery Road, P.T.I- Osubi- Eku Road, Ugbenu – Koko Road Dualisation, as well as Agbor among other federal roads which the state government intervened.

PDP Reconciliatory Efforts In Delta Is Fruitful, Says Gov. Uduaghan

Governor Emmanuel Uduaghan of Delta State has said that the recent reconciliatory efforts of the Peoples Democratic Party (PDP) in the state were yielding positive results.

The Governor who stated this at the weekend in Koko, headquarters of Warri North council area during the PDP local government congress, noted that the rapprochement in the party was responsible for the peaceful conduct of the congresses across the state.

He said that he was happy that party members displayed the same cooperative behavior during the ward congresses penultimate Saturday in the state, stressing “this development is an indication that our reconciliatory efforts within the PDP were working and yielding results”.

According to him, the party was determined to build internal democracy using the grassroot as starting block, adding that team-work and co-operation has enabled the party achieve success which would go a long way in ensuring a peaceful Zonal, State and National PDP congresses.

“Once we are able to get the ward and local government structure right, then we will have no problem with the Zonal, State and National congress. This will enhance governance in the country.”

He commended PDP faithful in the state for conducting a hitch-free and successful local government congress and expressed satisfaction at the peaceful and co-operative spirit displayed by members of the party.

He observed that he was impressed with the reports received from the local government councils in the state, which is a fall-out of the reconciliatory moves earlier made by the party leaders.

He commended the party leaders in Warri North Local Government Area for the smooth conduct of the exercise, describing the early arrival of the congress officials as having contributed to the success of the exercise.

The congress started with the accreditation of delegates from the ten wards of the local government after which the returning officer and PDP youth chairman in the state, Barrister Arthur Akpovwovwo briefed delegates on option A4 which required them to queue behind the candidates they want to elect.

The congress which was monitored by the lndependent National Electoral Commission (INEC) Electoral Officer in the area, Mr. Friday Ekhaguere and his team and 18 PDP leaders were elected to run the party affairs of the local government levels.

Delta SSG Warns Civil Servants On Partisan Politics

Civil Servants in Delta State have again been warned to steer clear of partisan politics or face serious consequences.

The Secretary to the State Government, Comrade Ovuozourie Macaulay, who gave the warning today while playing host to the leadership of the Nigerian Labour Congress, Delta State Council, said that government, would no longer tolerate this ugly trend.

Comrade Macaulay expressed surprise that civil servants who were supposed to show commitment and dedication to their duties often abandon their responsibilities for activities that would not move the state forward, adding that some of them use their offices to castigate and destroy the government that they were working for.

The former labour leader advised civil Servants who were interested in politics to resign their appointments and form opposition groups to confront government constructively instead of fighting under cover, revealing that government was aware of this scheming for long, saying that it decided to give those concerned ample opportunity to retrace their steps.

He called on the labour leaders to as a matter of urgency re-orientate civil servants in the State on their duties and functions in order to avoid unpleasant consequences that could likely to befall those that were guilty of the offence.

Comrade Macaulay however, assured civil servants who were dedicated to their duties, of adequate protection and reward, adding that the state government would continue to protect the interest and welfare of workers in the state through the formulation of policies and programmes that would beneficial to them.

He stressed that from 1999 to date the state government had maintained a cordial relationship with labour unions in the State, stressing that workers in the State enjoyed vehicle and housing loans as well as the new minimum wage.

The SSG assured the labour team that their demands would be adequately looked into with a view to finding lasting solutions to them.

Speaking earlier, the State Chairman of the Nigerian Labour Congress, Comrade Williams Akporeha, commended the present administration for its labour friendly posture and gave the assurance that workers in the State would continue to reciprocate government’s gesture through dedication to duties.

Comrade Akporeha appealed to the State government through the SSG to look into some of the issues confronting workers in the State especially the new tax regime.

A multi-million naira water project been executed by Agip oil Company has collapsed at Umusadege-Ogbe Community in Ndokwa West local government area of Delta State leaving in its wake destruction of property of people living around the area.

Conducting journalists round the project site, the Chairman of Umusade-Ogbe Community Development Committee (UDC), Barr. Francis Obigbor said the more than 5000 litres water project which was expected to serve a radius of about 7.5 kilometres was a disaster waiting to happen as the contractor did a shoddy job.

He disclosed that the community had earlier raised an alarm informing the Delta State government and Agip Oil Company that the project was a disaster to waiting to happen.

He stated that the joy of the people of the community was that at the time of taking journalists round the project site, there has been no casualty apart from perimeter fence of building around the project site which was destroyed.

Barrister Obigbor urged Agip to ensure that the project is well executed stating that the water project was the right of the community as contained in the memorandum of understanding between the community and the oil company.

He reiterated that it was important for oil companies and government agencies to award contracts to only competent contractors who are capable of executing projects which will stand the test of time.

Also speaking, Chief Ifeanyi Edeme decried situation where Agip allowed the contractor to continue the job without proper monitoring observing that it was obvious to any discerning mind that the project was badly executed, disclosing that the project collapsed the first day the water tank was filled with water.

A Youth Leader in the community, Mr Azuka Odanike said members of the CDC prevailed on them not to violently stop the construction work when they noticed that it was been executed with substandard material, while Mr Desmond Inyang, Manager of Ferdikat Nigeria Limited (a Petrol Station which was affected by the collapse of the water tank) called on Agip to re-erect the perimeter fence destroyed by the fallen tank.

Obasanjo, World Bank Adopt Delta For Food Security Scheme

Delta State government is to pilot the Feed Africa Programme (FAP) as former President Olusegun Obasanjo launches a scheme to battle mal-nutrition and ensure food security in the African continent.

Speaking at the formal launch of FAP, Monday in Abeokuta, Obasanjo said that Delta State will host the pilot scheme given the state’s pedigree in agricultural programme.

He commended the Delta State Government for identifying with the Obasanjo Farms in developing its agricultural sector.

In a keynote address, the Vice President (Africa) of the World Bank, Dr Oby Ezekwesili averred that inadequate investment on irrigation was partly affecting food production in sub Saharan Africa but lauded the Delta State Government for identifying with the Feed Africa Programme, Ezekwesili challenged African leaders to get their priorities right in striving to ensure food security in the continent.

Governor Uduaghan, in his reaction, at the launching of the programme which was part of activities marking the 75th birthday of former President Olusegun Obasanjo, expressed delight at the choice of the state for the pilot scheme of the Feed Africa Programme, noting that agriculture remains a challenge to every government.

While saying that the State Government was pursuing a programme of developing other areas with proceeds from oil, Uduaghan said, “most times, the success of agriculture was measured by how much fertilizer was given to farmers which he said was wrong”.

He further gave insight into the agricultural Programme of his administration since 2007, which has led to the emergence of a new generation of farmers from the Youth Empowerment through Agriculture (YETA) scheme with the establishment of cluster farms.

The Governor said infrastructure such as the Asaba Airport, roads and power were being put in place to encourage investors and went on to say that the OFN/Delta Farms Ltd., a joint initiative of the Obasanjo farms and the State Government was presently producing the highest number of poultry in the country.

He also said that as a measure, to further revamp the agricultural sector, the State Government has keyed into the United Nations Climate Change Programme. “We are concerned with the pollution of our water and the environment. We need to clean up our water and regenerate our soil.”

Nwadialu Lauds Uduaghan’s Visionary Governance In Delta

The Delta State Governor, Dr. Emmanuel Eweta Uduaghan has been commended for his visionary leadership since inception as the governor of the state.

A Peoples Democratic Party Chieftain in the State and member, Uduaghan Solidarity Front in Oshimili South Local Government Area, Mr. Peter Nwadialu who made the commendation in Asaba, described the 3 point agenda of the Uduaghan led administration, especially the human capital and infrastructure development as laudable initiatives that had accorded so much economic and social impact on the lives of Deltans.

Mr. Nwadialu who gave the appraisal in Asaba, said that the construction of roads in different parts of the state would help open up the rural areas to urban cities, adding that road networking would facilitate socio-economic activities in the state.

He stated that the Asaba International Airport would not only turn around the economic fortune of Asaba and environs, saying that it would also boost the economy of the state in general through the investment opportunities that would help cushion the effects of unemployment in the state.

The PDP Chieftain said that government through micro credit empowerment scheme had affected the lives of many Deltans, saying that a lot of women and youths had benefited from it since inception of Uduaghan’s administration.

Mr Nwadialu enjoined PDP faithful to shun acts capable of causing chaos during the forthcoming PDP’s National Congress, just as he also advised Delta North to rise up to the occasion of producing the next Governor.

The PDP Chieftain said that it could be difficult for the Delta North to produce the next governor if they allowed factions to disorganise them, even as he advised them to speak with one voice.

Uduaghan Gets Final Victory At Supreme Court ***Uduaghan, Utuama, Ogeah Reacts

The Supreme Court of Nigeria has today, Friday, February 02, 2012 asserted that Governor Emmanuel Uduaghan of the Peoples Democratic Party (PDP) was duly elected as Governor of Delta State in the April 2011 gubernatorial poll.

The apex court, had in a whole judgment, invalidated the Appeal Court ruling which shaped the substratum of Chief Great Ovadje Ogboru’s appeal to challenge Uduaghan’s victory at the April 2011 poll at the Supreme Court.

Justice Mahmud Mohammed, in the Supreme Court judgement, faulted the Appeal Court ruling on January 05, 2012 and reservation for details of the ruling for January 27, 2012, saying the Court of Appeal has no power to defer reasons for its judgment on a governorship election petition matter when it was not the last court.

Recall that the President of the Appeal Court, Justice Datijo Mohammed, had ruled that the grounds of appeal  by Ogboru lacked merit and subsequently dismissed it, while the cross appeal was upheld.

“Judgment and reasons are inseparable and therefore the court of appeal was wrong to have given its judgment on a different date other than the day it delivered the judgment,” he ruled, adding, “From 11th January to 27th January is more than 60 days allowed by the constitution.”

The apex Court therefore ruled the Appeal Court judgment was null and void and as such Dr. Emmanuel Uduaghan remains duly elected as governor of Delta state after upholding the judgment of the Delta Governorship Election Petitions Tribunal, which had earlier affirmed the Independent National Electoral Commission (INEC) declaration of Uduaghan as Governor.

Chief Great Ovedje Ogboru, candidate of the Democratic Peoples Party (DPP), had appealed against the judgment of the lower tribunal at Asaba, claiming that the tribunal was wrong in declaring Dr. Uduaghan as the winner of the April 2011 governorship election in the state.

Meanwhile, Delta state governor, Dr. Emmanuel Uduaghan has expressed his determination to extend the hands of fellowship to all Deltans, including the opposition, to be part of the new move to develop the state.

Governor Uduaghan said this while reacting to the Supreme Court judgement which upheld his victory at the April 2011 gubernatorial election in Delta state.

He expressed happiness and gave God the glory, saying that the declaration by the apex court has become a challenge for every Deltan to work in unity to achieve a common goal and noted that the people of Delta state needed to harness their potentials in human and material resources together to move the state forward.

He said it has been a long-drawn legal battle which has finally come to an end as far as issues of elections and the judiciary is concerned.

Reacting on behalf to the Supreme Court judgement on behalf of Governor Emmanuel Uduaghan, who is attending the burial ceremony of late Biafran warlord, Dim Chukwuemeka Odumegwu Ojukwu at Nnewi, the state Commissioner for Information, Barr Chike  Ogeah said, “this final victory is one ordained by God for the total empowerment of Dr. Emmanuel Eweta Uduaghan to consolidate his giant development and transformational strides in Delta state without looking over his shoulder, an endorsement of God’s finger on the affairs of Delta state.”

Also, Delta State Deputy Governor, Prof Amos Utuama (SAN) has described the Supreme Court decision that affirmed the election of Dr. Emmanuel Uduaghan as a springboard for the development and transformation of the state.Utuama at a victory thanksgiving service held at the Government House Chapel on Friday noted that the victory not only ended the distraction that had faced the administration but that it has strengthened investors confidence in the state.

He observed that every potential investor wanting to do business in an economy would take the stability of the administration into consideration before committing his or her fund, noting that the series of litigations the administration faced were capable of drawing investors back.

“We would have moved faster than we are in the development of this state but for this distraction.  Power comes from God and whoever that is challenging the administration is challenging God.

“For the opposition what you have caused this state for these years is better imagined. This has driven away investors because they take political risks into consideration. For the past years serious investors who have one business or the other with the state have been waiting for today. We are going to have more investors because investors are now convinced of the stability of this government,” he said.

Utuama recalled that the Peoples Democratic Party (PDP) led administrations in Delta State has had over 20 legal victories since 2003.

“The April election was contentiously contested. We had seven different litigations and one after the other God frustrated all of them. Today God has completed what He started in the life of PDP, in the life of Delta State and in  the life  of this government. It is therefore befitting  for us to hold this thanksgiving. But this is the very beginning. We will continue to have more thanksgiving.”

Utuama thanked those that had supported the administration not to relent in that regard while urging the opposition to bury the hatchet and join hands with the Uduaghan administration in moving the state forward.

Delta State Economic Advisory Committee at the weekend met in Warri to articulate policies and programmes for the rapid economic development of the State particularly through the enhancement of agriculture and creation of jobs for the youths.

In attendance at the meeting presided over by the Committee chairman, Mr Bismarck Rewane were the State Governor, Dr Emmanuel Uduaghan; Publisher of Thisday Newspapers, Mr Nduka Obaigbena; the managing Director of Chevron Nigeria limited, Andrew Fawthrop; Chief Executive Officer (CEO) of BGL limited, Mr Albert Okumagba;  a management and development expert, Dr Ndidi Edozien; among others.

Welcoming members to the meeting, Rewane said that the Advisory Committee was poised to proffer enduring economic policies and programmes that would boost the growth of the State and improve the living standard of the people.

He acknowledge the support of the Governor for the Committee noting that it was an indication that the Governor was determined to make the State less dependent on oil for its growth and development.

The weekend’s meeting which focused on fishery and fish farming on a large scale for export as well as food and crop farm to empower the youths, was a follow up to the meeting held earlier this month.

“Divest From Oil To Farming” –Gov. Uduaghan Urges Deltans

Delta State Governor, Dr. Emmanuel Uduaghan has enjoined communities in the state to focus on farming and boost agricultural production not only to become self-sufficient but to sell and increase their earning power.

Besides, he said that it was part of the Government’s deliberate policy to refocus the attention of the people away from oil to more lasting and revenue yielding sectors of the economy.

Uduaghan who made the call at the weekend, at a town hall meeting in Umeh Community, Isoko South Council Area of the State, said it has become necessary to create employment for the teeming youths as well as empower the people.

The Governor promised to provide the enabling environment and infrastructures such as health facilities, water, electricity, transport and good road to increase the capacity of the people to produce, process and export their farm produce.

In particular, he expressed his commitment to the Umeh people saying: “l promise to provide good road and other facilities, and in turn you should farm to become the food basket of the nation by boosting the production of agricultural products.”

He said there was money in farming and explained that the richest people in the country and in developed countries worldwide were farmers.

Uduaghan said the state was blessed with good vegetation, rich soil and enjoined Deltans to take advantage of God’s blessing and natural endowment to feed the nation.

He however said the emphasis of his administration was to empower the people through capacity building, good healthcare delivery system and provide conducive environment for academic excellence among others.

The Governor promised that the oil subsidy removal windfall that will accrue to the state will be used to improve the educational section especially the rehabilitation of classroom blocks across the State.

Uduaghan disclosed that pupils and students in primary and post-primary institutions no longer pay examination and other related fees even as he threatened that any head of school caught collecting fees would be dismissed.

In his welcome address, a representative of the Umeh Community Mr. Duncan Afahakor said the Governor’s visit to the town was motivated through his interaction with the Governor through the social media- the Facebook.

Mr. Afahakor said the Governor responded to his enquiries and invited the Governor to see the plight of the people in Umeh.

He commended the Governor for his humility especially for responding to the invitation to the community so that he would disclose the plans he has for the development of Umeh and other towns in lsoko land.

Engage In Community Self-help Projects –Says Odua of Umusadege-Ogbe

THE Odua of Umusadege-Ogbe community in Ndokwa West local government area of Delta State, Odua Ben Nmor has urged communities to engage in self-help projects rather than waiting for government for all development projects.
According to the Odua, who spoke on Friday at Umusadege-Ogbe during the presentation of report of the activities of the Umusadege Development Committee (UDC) by its Chairman, Chief Francis Obigbor, communities can engage in self-help developmental projects while waiting for government to execute projects that are more capital intensive.
The Odua who spoke through Chief Moses Ikogwe, the Umusadege Development Committee’s activities has proven that with determination, communities can be developed by their indigenes.
He emphasised that the UDC has done so much in terms of attracting development to Umusadege, noting that roads have been tarred, transformers have been installed, lock-up stalls have been built, bore-holes sunk in different locations in the community which he described as developmental projects.
Earlier, Chief Obigbor had told the Odua, Chiefs and entire people of Umusadege-Ogbe that the occasion was to present two Toyota Hiace Buses, Tricycles and a Toyota Hilux Pick Up Van to the community disclosing that some of the projects came from oil companies operating in the area.
He observed that people of Umusadege-Ogbe is committed to ensuring that the people have better standards of living and called on oil companies to continue to partner with the community to ensure that more development projects are witnessed adding that there was also the need to boost security in the area.
The UDC Chairman emphasised that security agencies should beef up security in the town and also, urged government at all levels to also, come to the aid of the community by providing more amenities stating that the Umusadege road, Kwale deserves to be a dual carriage way while there is also, urgent need for a tertiary institution to be sited in the community.
Also speaking, Chief Ifeanyi Edeme stated that it was important for people to contribute towards the development of their communities, asserting, “we should be proud of working for our communities, the interest of our communities should come first especially when you have been called to serve the people no matter the capacity.”

Obuh’s Death Painful, Devastating –Says Gov. Uduaghan

Delta State Governor, Dr Emmanuel Uduaghan has described the death of the chairman of the Peoples Democratic Party (PDP), Delta North, Hon. Ben Obuh as “shocking and devastating”.

In his condolences, the Governor said that the death of Obuh was not just painful, but a big loss to the family and the PDP in Delta State.

“This death is very painful and devastating … he still had much to offer to the party, the people and the State Government. We will definitely miss him”, he stated.

According to him, the late Obuh was a humble and loyal party man who believed in team play and group cohesion.

Dr Uduaghan noted that as chairman of Ika South local Government Council as well as commissioner in charge of Ailing Industries, Obuh was not found wanting.

He prayed God to grant the family and the PDP the fortitude to bear the loss.

Delta Govt. Seeks Partnership With Germany On Skill Acquisitions

Delta State Government and the German Government are to partner in skill acquisition programme.

The State governor, Dr. Emmanuel Uduaghan who announced this when the German Ambassador paid him a courtesy call in Asaba, requested the German Government to assist in imparting skills to the teeming unemployed youths in the state.

While asserting that skill acquisition was the greatest problem facing the state in its human capital development programme, the governor appealed that “We want to see how you can assist Delta State to develop skill for the youths.

“Germany and Nigeria have many areas of common interest but what we are interested in now is skill acquisition and l requests your country to assist my state in its skill acquisition.”

The governor therefore promised to raise a team that would pursue the skill acquisition co-operation with Germany.

He commended the German government for being gender sensitive even as he explained that his administration was also gender sensitive, stating that he has many female commissioners in his cabinet.

In her speech, the German Ambassador to Nigeria, Mrs. Dronthee Janetlke Wenzel enjoined the Nigerian Government to lay emphasis on regional government.

Mrs. Wenzel said there were a lot of advantages in a federal system explaining that once federating states were well strengthened the federal government would not have any problem of infrastructural development.

She said Germany was already exploring the advantages in regional government adding that so far the system was paying Germany well.

The Ambassador promised that Germany and Nigeria could partner in the issue of skill acquisition and youth employment.

“We will find ways of how Germany and Nigeria can tackle the issue of skill acquisition and youth employment”, the German envoy said.

“Become Job Employers, Not Job Seekers” — Prof. Eze Tells University Graduates

Vice-Chancellor of Novena University, Ogume, Delta State, Prof. J.M.O. Eze has said graduates of Nigerian Universities can be job employers on graduation rather than job seekers if they are well equipped for such academic venture.

Speaking at the 7th matriculation ceremony of the University on Friday, February 18, 2012, Prof. Eze stated that apart from studying their chosen courses, students should be made to also diversify in their studies to enable them to be better equipped for future challenges.

“Novena believes that education entails equipping the whole person for life and we know that the government and the private sector do not have enough jobs for graduates, so, in compliance with the joint directives of the Federal Ministry of Education and National Universities Commission (NUC), we have this session appointed an experienced lecturer as the first Director of Entrepreneurial Studies because, whatever subject you are studying, there is a possibility that you can set up a professional practice in it,” he said.

He urged the 1,330 (One Thousand, Three Hundred and Thirty) matriculating students to take their matriculation oath serious as a breach of the oath may lead to the students not graduating from the University.

“If you work hard and conscientiously, there is no reason why you can’t graduate in four years for a four-year degree programme and so on, you should always look ahead to your 400-level CGPA using your 100-level or 200-level results as your check and your inspiration.”

He however decried the culture of impunity being entrenched in all aspects of life in Nigeria, asserting that as future leaders, Nigerian youths should recognise the need to positively change the country by pledging their commitment.

Prof. Eze asserted that as the first licensed private University in Delta State, the University will continue to be a trail-blazer in academic activities.

New Face of Healthcare in Delta State –By Churchill Oyowe

It is a well-known fact that happiness and prosperity are strongly tied to sound health. This is because a person that is not healthy cannot be said to be happy and an unhealthy person can likewise not be said to be prosperous since prosperity comes from productivity. It is against this backdrop that the Delta State Government through the Ministry of Health decided to introduce several people-oriented health programmes aimed at not just reducing the disease burden of Deltans but ensuring that the death rates resulting from sickness and disease are brought to their barest minimum.

One of the ways the government has been achieving these grand objectives is through the effective implementation of the free maternal programme. Launched since November 17, 2007, the programme provides free ante natal services, laboratory investigations and drugs right from conception to six weeks after delivery, inclusive of ceasarian section. The idea is predicated on Millennium Development Goal No. 5 that is targeted at reducing deaths resulting from pregnancy and child birth to 75 per 100,000 live births by 2015.

The position in Nigeria has continued to be alarming at about 800 per 100,000 deliveries. However, a survey carried out by the UNFPA in 2005 put the maternal death rate in Delta State  at 456 per 100,000 live births, while another done three years later (2008) by the National Demographic and Health Survey showed that the maternal death rate was 545 per 100,000 live births.

These figures, though, not as high as the national average of about 800, were still unacceptable to the Government of Dr Emmanuel Uduaghan, hence the vigorous efforts to reduce maternal deaths. Structures like the engagement of extra doctors specifically for the free maternal and construction of special clinics were put in place. All the necessary logistics were also not left out. Besides, women and parents generally have since keyed into this laudable scheme and are ever grateful to the State Governor for the wonderful gesture. The outcome today is that the maternal death rate in the State has reduced by more than half from 545 in 2008 to 261 in mid-2011. Even at that, state hospitals’ authorities are the view that the reduction could have been much lower if poorly managed cases had been brought to government hospitals on time, particularly those of emclasia, a condition of persistent but increasing high blood pressure that sometimes accompanies first pregnancy.

As at mid-2011, over 150,000 women have benefited from the free maternal programme. However significant this feat may be, what is more paramount to the state commissioner for health, Dr Joseph Otumara, is to further reduce the maternal death figure to 150 by 2013 and eventually to 75 by 2015. A major impediment to achieving these targets, according to the commissioner, is when pregnant and expectant mothers patronize quacks and allow their cases to be mismanaged. ‘There is no reason why any woman should go to traditional birth attendants when the state is giving them free and qualitative services’, the commissioner queried, adding: ‘we have put in place a lot of structures and we are well able to reduce maternal mortality rate to two digits by 2015.’

With the structures and achievements on ground so far in enhancing maternal health, it is obvious that Delta is very much on course to meeting the health related MDG targets. The snag, if any, is that the State does not blow its own trumpet despite being the foremost in the country in terms of having a comprehensive maternal health package that is not only free and qualitative but also accessible to Deltans. This is evident in the unparalleled 65 hospitals that the State manages and spread across the 25 LGAs, out of which six have been upgraded to a central status, acting as referrals to the general hospitals. This is outside the teaching hospital in Oghara, with state-of-the-art facilities, Magnetic resonance Imaging (MRI), CT Scan, Fluoroscopy, ECG, Ultrasound and Angiographic studies. This is without doubt why the teaching hospital coupled with seasoned personnel, is grouped among the few best in Africa. In addition, the state boasts of 446 functional primary healthcare centres (PHCs) which far exceeds the national and WHO recommended number of 225, considering the State’s land mass and the one PHC for every five kilometre radius target.

A conducive health structure and package of this magnitude is certainly the envy of all. This is why it is no longer news that even indigenes of neighbouring states and elsewhere cross borders on daily basis to benefit from the state’s big-hearted disposition towards healthcare delivery. Sometime in the recent past, there was a case of a woman of Taraba extraction who relocated temporarily to Delta because of the need to have her baby delivered free through caesarian section. Cases of this nature are commonplace but for the State Government, any sacrifice to reduce the maternal mortality rate in the State will not be too much to bear. On how the State Government hopes to tackle non-Deltans infiltrating the scheme, Dr Otumara said, ‘We do not see the need to start screening beneficiaries of the scheme to eliminate non-Deltans because that measure would end up creating bottlenecks that would defeat the very essence of the programme to drastically cut down maternal mortality rate in the state.’

Just as the fight to combat challenges facing maternal health is vital to the State Government, so also is that of children from age zero to five years. The importance attached to the survival of this group of individuals who represents the future generation, made Governor Uduaghan to launch a free healthcare scheme for them on May Day in 2010 at the Central Hospital, Sapele. This initiative by the Government was hinged on the need to meet MDG No 5 which targets reduction in child mortality. A United Nations report in 2005 indicates that death rates in children under age five are dropping but not fast enough particularly in Sub-Saharan Africa. The report says 11million children a year-30,000 a day-die from preventable or treatable causes. The report added that most of these lives could be saved by expanding programmes that promote simple, low cost solutions. Like maternal, child mortality is closely linked to poverty. The state governor understands too well these relationships which propelled him to key into the UN policy of expanding programmes that would provide simple, low-cost solutions. Today, the free medical services for children below five years of age are real in Delta State. When it was first launched cynics saw it as a dream too tall and certain to be abandoned but because of the success of the programme over time, others have started replicating it in their State.

The beauty of the Delta State package is that it is comprehensive. The reasoning of the Government is that if parents cannot afford to pay for treatment and drugs because they are poor, they would certainly not be able to pay for surgeries. Hence, the programme covers treatment, drugs, laboratory investigations and surgeries free-of-charge.

Providing the logistics for the effective implementation of the under-five programme like that of free maternal has been less of a challenge. What is worrisome unfortunately is enforcing compliance by medical and health personnel, some of whom are bent on sabotaging government’s effort through sundry sharp practice and outright dereliction of duty. This accounts for why the health commissioner, Dr Otumara has continued to pay unscheduled visits to State Hospitals to ensure that Deltans and non Deltans alike get the desired benefits of the programme. His dogged approach has to a great extent brought sanity in terms of compliance and service delivery.

About two years after the free under-five was launched, the embarrassing story of child mortality rate has changed for the better. How? In 2008, just over three years ago, the death rate in Nigeria in a study carried out by the National Demographic and Health Survey put the under-five mortality rate at 157 per 1000 live births and 138 per 1000 for the South-South states. The result of this survey is similar to an early one in 2007 done by UNICEF that put the national death rate at 138/1000 and that of the South-South states at 111 per 1000.

From all indications, the death rates are relatively lower in the South-South when compared with the national figures. But this did not in any way make the Government of Delta State to rest on its oars. This is so because hospital data between June 2010 and May 2011 put the death rate at 17.2 per 1000 for under-five children in Delta State. This is a very significant achievement in just one year. In fact, since the launch of the free under-five medicare in Delta State, it has been steady progress in meeting the MDG target of one digit death rate for children, akin to what is obtainable in advanced countries. This is a feat Dr Otumara described as the index for measuring development and standard of living. According to him, the death rates determine how civilised and advanced a country is in the comity of nations, saying that one thing paramount that the state government owes the people of Delta is joy and happiness, stressing that it is delivering on this obligation through its many health packages.

This is probably why the health sector in Delta State is seen in many quarters as a major pillar supporting the human capital content of the three-point agenda of the present administration, largely due to the fact that its health policy and programmes are aimed at touching the lives of the people directly. Of particular reference in this case is the Free Rural Health Scheme. Designed as an interventionist aid to meet the many health care needs of Deltans, especially those in the rural areas of the hinterlands and riverine communities, the scheme started in 2005.

The broad objective of the scheme is to effectively bridge the socio-economic barriers to getting curative, primary and secondary healthcare to the doorsteps of residents of Delta free-of-charge. One interesting feature about the scheme is that it covers all ages: the infant, the young, the old, men and women alike with diverse ailments and health conditions.

The scheme is also unique to Delta State for now. Some states like Ondo that intends to replicate it are still planning seven years after it became a reality in Delta, and has expanded severally over the years, all because of the need to give more satisfaction to Deltans and other beneficiaries. For instance, in 2005 and 2006, the scheme provided medical services, drugs and laboratory investigations, while in 2008, surgical services were introduced. The 2011 edition witnessed further expansion with the inclusion of immunization of children and dental care.

The achievements of the free rural health scheme have continued to be astounding. Since 2008, over 78,000 persons have benefited. In 2008 alone, 19,974 persons from 93 communities across the 25 LGAs, while in 2009, 101 communities were visited with 19,567 persons benefiting. In 2010, 74 communities were covered and 14, 879 persons benefited while that of 2011covered 100 communities with 24,194 persons benefiting.

Also, during the period under review (2008-2011), a total of 365 visits were made to different communities in the 25 Local Government Areas. The number of patients attended to was 78,614, while 3,678 surgical operations were done. A breakdown of the surgical operations indicated that 1,234 patients were for general surgery such as hernia, hydrocele, lipoma, renal cyst and appendicitis; 298 for gynaecological cases such as uterine fibroid and ovarian cyst, while 2,143 were for ophthalmologic conditions such as removal of cataract, excision of pterygia, lens repositioning and conjunctiva mass excision, among others.

Just to mention a few, let us recall the case of Master Sunday Ifekam from Obiloh in Ukwuani Local Government Area who had an advanced renal cyst operated on successfully. He could not continue schooling and was even derided for being a wizard carrying a woman’s pregnancy in the protruded abdomen. One year after the operation, Sunday Ifekam is hale and hearty and has since started schooling.

Even the likes of the Eleberis from Emuhu town near Agbor are not left out where four members of the family got their sight restored. If the head of the family, 84 years old Pa Raphael Eleberi and his cousin, Mrs Josephine Usikpo (78 years) were just happy to have regained their sight, that of Pa Raphael’s children, Kingsley and Lovelyn is certainly more; having been unable to school beyond the primary level or engage in any trade because of vision impediment, they now are opportune to either continue their education or learn a trade that would guarantee a bright future for them.

In the area of obstetrics and gynaecology, the likes of Folashade Adeola who hails from Ekiti State but resides in Warri, benefited from the removal of multiple fibroid from the uterus. Like the saying goes, where babies will not go, fibroid will take over, but for the hundreds of beneficiaries looking forward to the fruit of the womb who had fibroid or ovarian cyst operation done for them, it is not just a case of relief from pain and monetary cost of operation but now of hope to bear children.

Looking back at the feats of the free rural health scheme, one can see that it has over the years been a source of relief to thousands of persons in and outside the State. Those suffering from either partial or complete blindness have had their sight restored; those with health conditions requiring general or obstetrics and gynaecology intervention were all operated on successfully. Medications and necessary health counselling were given to many others with health conditions such as malaria, hypertension, and arthritis, among others. The import of this is that the sickness and disease burden have been reduced greatly over time among the people, especially those in the rural areas. This, in essence, means that their productive capacities have been boosted, thus, making them to be self-reliant.

No doubt, the three free medical services of the state government have proved to be veritable sources of direct dividends of democracy to the people, particularly the poor and rural populace. Beneficiaries of these programmes and other stakeholders have of course acknowledged that the health sector in the state has performed creditably. But for the Ministry of Health, and indeed, the State Government, no sacrifice will be too much to ensure that the health of its citizenry is safeguarded at all times.

Gov. Uduaghan selling kerosene to buyers @ N50 P/Litre

In a bid to further its palliative measures to cushion the effect of the on-going deregulation of the downstream sector on Deltans, Governor Emmanuel Uduaghan has launched the “Kerosene Direct Sale” in Asaba with a warning to officials in charge not to sell above N50 per litre or engage in any form of sharp practices.

Uduaghan, who made bold to sell kerosene to Deltans at N50 per litre, explained that the present exercise was to reduce the hardship consumers go through in buying the product which presently sell at N130 per litre.

He however warned that anybody caught cheating would be dealt with decisively, noting that availability of the product could reduce the usage of firewood which has negative impact on the environment as its use depletes the ecosystem of communities and bring about deforestation.

“This product is for consumption and not for people to buy and go and resell at exorbitant price. Let us help ourselves and be orderly so that everybody would buy without stress”.

He disclosed that the state government bought seven trucks for the exercise promising that once the present consignment is exhausted, more would be brought to the state so that there would be no scarcity.

While charging government officials co-ordinating the exercise to be meticulous, he promised to continue to make the product available at all times, adding that they should not to sell more than 20 litres to an individual buyer since the scheme would be spread to other parts of the state.

“This Kerosene Direct Sale will be extended to other communities in the state so that more people will benefit from the exercise”.

The highlight of the ceremony was when the governor lunched the exercise and started sale with an elderly woman who about 90 years.

Filled with compassion and respect for the elderly woman, the governor paid for the twenty litres of kerosene which she bought and thereafter charged all those on queue to emulate her peaceful disposition and orderly nature.

Umar Farouk Abdulmutallab,’Underwear Bomber’ Sentenced To Life In Jail

Umar Farouk Abdulmutallab, now 25, a Nigerian student who confessed to trying to blow up a US passenger plane headed for Detroit with explosives concealed in his underwear has been jailed for life.

The bomb had allegedly caused a fire but failed to explode on a Delta Airlines flight carrying 289 people on Christmas Day 2009.

Abdulmutallab was eventually overpowered by passengers and crew on the Northwest Airlines flight 253 from Amsterdam to Detroit.

The attack caused the US to tighten up both its ‘no-fly’ lists and airport security.

The would-be suicide bomber and son of a prominent retired bank manager said he was carrying out the work of God against the “oppressors” of Muslims.

“The mujahadeen are proud to kill in the name of God and that is exactly what God told us to do in the Koran.”

The US judge gave the maximum sentence, saying: “This was an act of terrorism that cannot be quibbled with.”

Abdulmutallab, who pleaded guilty, said his plan was to avenge “the attacks of the United States on Muslims.”

The Nigerian became radicalised during a series of trips to Yemen where he met the cleric Anwar al Awlaki , part of al Qaeda‘s Yemen-based wing.

He travelled to Yemen in 2004 where he enrolled at the Sanaa Institute for Arabic Language.

A former teacher said Abdulmutallab was not deeply religious when he arrived in Yemen in 2004 but became a devoted follower of Islam.

Abdulmutallab stayed in Yemen for a year between 2004 and 2005 before returning for another stay from August 4 to September 21 in 2009.

He claimed he stayed with Awlaqi and spent two weeks preparing at a training camp where he “received instruction in weapons and indoctrination in jihad”.

Delta Govt. Defends Sam Obi On Loan Secured As Ag. Governor

Delta state government has cleared the air on the N20billion bond allegedly secured from the capital market by former Acting Governor of the state, Hon. Sam Obi, saying that the fund was not a bond but a loan.

The disclosure was made by the Secretary to the State Government (SSG), Comrade Ovuozourie Macaulay, while addressing newsmen at a ministerial press briefing, on Tuesday February 14, 2012, in Asaba, the state capital.

Although he did not explain whether the loan was secured on personal grounds or in the interest of the state government, he revealed that the loan facility is being repaid by instalment.

Recall that former Assembly Speaker and three-month old Acting Governor of Delta state, Hon. Sam Obi had written to the Legislature to approve leave for him to secure a bond from the capital market which was expressly approved by the House.

But Obi, having secured the fund was alleged to have used the N20billion on self-enrichment as he was said to have purchased choice vehicles and houses for himself and his wife and latter jetted out of the country after his three-month old tenure elapsed.

The issue of bond/loan, according to a Government House source, had pitched hatred between the come-back Governor Emmanuel Uduaghan and Sam Obi, as Uduaghan expressed displeasure with the manner with which Obi ran the affairs of government within his short stay in office.

However, prominent politicians were said to have stepped into the matter since Uduaghan had just returned to government House after his victory in the re-run poll following the nullification the 2007 election in the state by the Appeal Court sitting in Benin.

Meanwhile, Comrade Ovuozourie Macaulay has disclosed that the Delta state government had signed an agreement to take a Bond of N100billion in two tranches, but the state had only taken the first tranche of N50billion and was still considering the necessity of taking the second N50billion tranche.

He mentioned some projects that require enormous financing which the state government had already embarked on to include; the Asaba-Ughelli-Warri road dualization, the construction of 10 model schools and rehabilitation and upgrading of over 45 other schools, payment for the completion of the Asaba International Airport and the upgrading of the Osubi Airport amongst others.

Comrade Macaulay noted that the law which governed the Bond was structured to ensure that the release of the money was tied to the execution of particular projects and this gave the contractors confidence to be fully committed to the projects.

The SSG gave kudos to the administration of Governor Emmanuel Uduaghan for ensuring that achievements were being recorded on daily basis in keeping with the electoral promises of the governor, despite what he termed ‘the glaring lean resources of the state’, and affirmed that the administration was committed to completing all on-going projects and leaving behind a legacy of development to Deltans.

 

Political Killings: Pa Opara And The Unsolved Cases

police logoNigeria’s politics is mostly described as a dirty game and also life threatening, considering the incidents that occurred years ago in the likes of the late Kudirat Abiola who was murdered in cold blood and the principal suspect linked to the assassination is one of the late Abacha’s boys: Hamza Al-Mustapha.

The wind of death never stops blowing across the country as another elder and a well – known activist Pa Cyril Opara from Umudike local government area of the eastern part of Nigeria was assassinated in Ughelli on the 4th of February, 2012.

According to the police investigation, Pa Cyril Opara was a man that was diligent in his ways, upright and never engaged in any ill-gotten activities. He was said to be survived by: Theophilus Opara- son, Victor Opara – son both from his late first wife and Martins Opara who is the only child of his late second wife Mrs Mercy Opara.

The killers were never apprehended although the police allegedly adopted a face –saving tactics of parading some armed robbers but those who know better are insisting that the assassination was politically motivated.

Based on investigation, our political correspondent reveals that those involved in most of the kidnap, human trafficking and rape cases in the Umudike community are members of a political gang who are highly sponsored by prominent people who are actually in the same party with the aforementioned Theophilus and Victor Opara. It is said that Theophilus and Victor Opara’s ideological views are different from their father’s.

The likes of Chief Bola Ige of the Action Congress (AC) and Dr. Rewane who was a chieftain of All Nigeria People’s Party (ANPP), one of the parties that has teamed up to form the All Progressive Congress (APC) was murdered on the 5th March 2003 and nobody is serving any jail term whatsoever. The Nigeria Bar Association (NBA) Onitsha branch chairman, Igwe Barnabas was also gruesomely murdered on the 10th of September 2002 together with his wife Mrs Abigail Barnabas. After the assassination, the killers ran over them with their car.

One should seek for protection whenever he or she could get one, because the irony of this story still remains that death lingers around the nation and people will never think that a man who was upright in nature and stood for the interest of the communities and country could face condemnation from close associates.

“Disloyal Commissioners Should Resign” –Says Uduaghan

Delta state governor, Dr. Emmanuel Uduaghan has cautioned members of the state Executive Council against disloyalty to the Government as such acts would no longer be tolerated by his administration.

The governor, who gave the warning at the Catholic Eccumenical Centre Issele-Uku during a prayer session, enjoined council members not to betray the confidence reposed in them.

In reaction to the short exhortation by Rev. Fr. Mario Dibie of Maryland Ecumenical Centre, Issele- Uku, Uduaghan said betrayal of trust was like an open wound which was not only deadly but has monumental impact.

He said it was better for someone who does not believe in a system to resign than for such a person to stay and later betray and deal an unfriendly cut to a trusted friend.

“Betrayal of trust is too dangerous. It has killed many people. In Julius Caesar, it was the realization by Caesar that Brutus stabbed him that made him to die quickly. Do not betray those who trust you. It is not good, it is unforgiveable”.

Gov. Uduaghan Bans Mobile Phones In Public Schools

Delta state governor, Dr Emmanuel Uduaghan has banned the use of GSM phones by pupils of public primary and secondary schools in Delta State.

Uduaghan, who said that the use of mobile phones by pupils was “unacceptable to the Government”, announced the ban an inspection tour of some schools in the state.

According to him, the use of mobile phones by the pupils, breeds indiscipline as it distracts their attention from the main focus of academic pursuit.

After observing that most of primary and secondary school students had phones while studying, the governor ordered school principals and heads of primary schools across the state, to henceforth seize such phones from the pupils.

He said that the pupils were in schools to learn and not play, stressing that parents and teachers should ensure that the pupils leave their phones behind at home when going to schools.

“Discipline is very key to the development of our youths and this starts from the homes thereafter the schools is the next place … I was very disappointed at the level of indiscipline where you find that they were playing with mobile phones.

“This is not acceptable; no student should take mobile phones to schools. The issue of discipline particularly as it affects the use of phones must be taken seriously”.

Uduaghan’s Administration Will Ensure Good Governance –Ogeah

The Delta State Commissioner for Information, Chike Ogeah Esq., has restated Governor Emmanuel Uduaghan administration’s commitment towards ensuring good governance in the state.

Ogeah, who stated this when a Non-Political Group known as Delta State Unity Group paid him a courtesy visit in Asaba, said that the state government would continue to embark on policies and programmes geared towards improving the lots of the people.

He said that the group’s agenda were properly articulated, adding that any serious government would not hesitate in embracing their ideas.

He enjoined the group to put an advocacy programme in place, organise lectures for members of the legislative arm of government as well as other political office holders in the state, adding that by so doing, their scope would have been widened, just as he pledged to partner with the group to achieve their objectives.

Earlier, the Chairman of the group, Mr. Orishedere Sunday, said that Ministry of Information was sensitive in fast-track unity, peace and development in any nation.

According to him, Delta State had the best policies and programmes in health, education as well as infrastructural development in Nigeria, saying that the group had resolved to commit their intellectual and material resources in ensuring a more united and peaceful Delta State.

The group leader listed the objectives of the group to include, fostering unity among various tribes and political parties, bridging the gap in politics through reconciliation, initiating human capital development programme for the youths as well as promote good governance and leadership support to the government of the day among other objectives.

Orishedere stated that plans were under way to organise lectures for the members of the National and State Assemblies on the need to initiate policies anchored on good governance, saying that they had organised similar lectures in the past.

ASUU Laments Poor Funding Of DELSU By Govt • Issues Ultimatum On Promotion Arrears

The Academic Staff Union of Universities (ASUU) has loathed the way and manner the Delta state government under the administration of Governor Emmanuel Uduaghan is running the affairs of the Delta state University (DELSU), Abraka and its campuses.

The state government is said to among other frustrating measures be withholding promotion arrears of staff and freezing of the recruitment rights of the institution despite the lack-lustre nature of the University, due to inadequate funding by the state government.

Chairman of ASUU, Delta State University branch, Abraka, Dr. Emmanuel Mordi, while issuing a one month ultimatum, said that the state government has also deliberately refused to provide needed infrastructure in the institution, warning that government has given enough reasons to warrant industrial unrest on campus.

“We want to warn that we have outstanding issues with the state government which are yet to be resolved and we are expecting that latest one month, government would have resolved the issues, failure which we are at liberty to take any step we consider appropriate.

“The issues have been in the news for a very long time. Our members who were promoted in 2005 are still expecting their promotion arrears and this is unacceptable. Government is aware of that and we were with the Governor on November 28, 2011 and he promised that the issue will be fast-tracked and up till now nothing has happened.

“We also have other issues. There are so many abandoned projects. The University is not well funded and ….so many of our colleagues have died, others have retired and they are not being replaced. The Vice Chancellor has applied to the Governor for permission to employ lecturers…since August 2011. Up till now, approval has not been given and we consider it unacceptable. These are the major challenges.

“And this University should be well funded. The University is in an oil state but if you look at what we have on ground, it is just a glorified Secondary school. And we think that this University should be better. There are so many abandoned projects all over the school. The University is not funded and we see that these are enough reasons to warrant industrial unrest on campus.

Meanwhile, in a rather swift reaction to the issues raised by ASUU, Dr Hope Eghagha, Commissioner for Higher Education in Delta state said their claims were erroneous, since the Delta state government has met with its obligations to the University.

“First, let me correct an erroneous impression that the Delta state government is consciously not funding the University. In the last 10 years, the state government has regularly funded the University with capital grants. The medical school was funded and we produced our first graduates last year…if the government did not fund it very well, it will not produce medical students.

Last year, I remember clearly that N100 million was released for that purpose. I also remember that N150 million was released for accreditation in 2009. And funds are routinely released to the University. As we speak, the state government meets a monthly obligation with that University to the tune of N368 million monthly.

“It is true that some arrears have not been paid but the problem is the bureaucracy, not because the government did not want to pay and that has been fully addressed, the papers are virtually ready. Let me correct this point, it is not true that from 2005, some were paid for 2007, 2008 but one of the files was missing, some were paid for 2009. So, it is not correct to say from 2005 to 2011 that arrears were not paid. We paid some promotion arrears in 2010 but there are some outstanding.

If you look across the country, all Universities complain that they are not properly funded the Delta state government is meeting its obligation to the institution. We have seven tertiary institutions in the state and the University has three campuses. We have direct intervention on the campuses in terms of infrastructure. Definitely meeting these obligations is no problem.

“We have not frozen the recruitment exercise, as I said earlier on, this state has seven tertiary institutions, we have a government public service that pays about 65, 000 persons and the wage bill is about N7.5 billion monthly. In 2009, the monthly wage bill of this state was N3.5 billion, now it has doubled. The state government said if any parastatal or government agency wants to employ, they should get clearance so as to control the wage bill.

Eid-el-Maulud: Uduaghan Urges Nigerian’s To Reflect On Security Challenges

Delta state governor, Dr. Emmanuel Uduaghan has enjoined Nigerians, especially Muslims, to observe the birth of Prophet Mohammed with sober reflections and to promote the welfare of all citizens by ensuring the protection of lives and property in the State.

Uduaghan stated this in a message he signed and made available to Blank News Online in Asaba, Delta state.

The statement reads thus:

“As the Muslim world celebrates Eid el Maulud, the birth of Prophet Mohammed, I call on all Muslims and indeed, all Deltans, to share with one another and spread the virtues of peace, love and charity, which the holy Prophet represents.

Sack Of 5 Govs: INEC Dares Supreme Court

The Independent National Electoral Commission (INEC) has ordered that the winner of December 3rd 2011 Kogi state governorship election, Captain Idris Wada of the Peoples Democratic Party (PDP) be sworn in immediately.

The Supreme Court had on Friday, in its judgement sacked five governors, whose tenure ended on May 28, 2011 and directed that they should hand over to the Speakers of their respective states.

But a statement dated January 30, 2012 and signed by the INEC Chairman, Prof. Attahiru Jega has proved otherwise.

The statement reads:

It will be recalled that the Supreme Court on Friday, January 27, 2011 delivered a judgement tht the tenure of five governors to wit: Adamawa, Bayelsa, Cross River, Kogi and Sokoto states expired on the 28th day of May 2011. This Commission having carefully studied the judgement and after due consultation with its legal team has decided as follows:

  1. That the Kogi state governorship election which took place on December 3rd 2011 is a concluded election and therefore, the governor-elect should be sworn in immediately.

2. The dates for the remaining governorship election are as follows:

a. Adamawa, Saturday, February 4th 2012

b. Bayelsa, Saturday, February 11th 2012

c. Sokoto, Saturday, February 18th 2012

d. Cross River on Saturday, February 25th 2012.

This decision have been taken after careful consideration of the logistics, operational and administrative requirements to ensure, free, fair and credible elections.

3. The Commission wishes to categorically states that ONLY candidates who emerged after the Court of Appeal judgement of Friday, April 15th 2011 are the recognized candidates for the elections.

Kwale Protest: Uduaghan’s Peace, Security Agenda Threatened

The peace and security agenda of Governor Emmanuel Uduaghan may suffer set-back if urgent steps are not taken to address the prevalent conduct of Mid-Western Oil Company and assuage the grievances of Utagba-Ogbe host community in Ndokwa West Local Government Area of Delta State.

The on-going protest by the Oil-Pipeline Landlords Association has entered its 5th day and could cause break down of law and order in the once peaceful and hospitable community as the people of Utagba-Ogbe community have urged the Mid-Western Oil Company not to engage in actions which will lead to crisis in the area.

Blank NEWS Online investigations revealed that that the Mid-Western Oil Company intends to lay pipelines across Utagba-Ogbe land without an Environmental Impact Assessment (EIA) report as well undermining the landlords due to the lackadaisical attitude of officials and management of the company.

According to dependable sources, management of the Mid-Western Oil Company has threatened to use armed soldiers to disperse the protesters and continue with excavations without following due process.

The landlords, while calling for the urgent intervention by the state government and concerned Nigerians, have therefore sought that the oil company should make their intentions clear to them as they will not allow excavations on their land until there is clear agreement on what the oil company intends to do.

According to a statement issued by the Public Relations Officer of the Landlords Association, Comrade Andrew Inalu and the Secretary of the Association, Mr Emmanuel Enuma, the community alleged “harassment and intimidation by Mid-Western Oil Company limited”, saying that the activities of the oil exploration company could lead to break down of law and order unless there is urgent intervention by government and concerned Nigerians.

The statement which was made available to Blank NEWS Online alleged that the company wants to lay pipeline across their land without Environmental Impact Assessment (EIA) report and has also failed to discuss with the landlords to know whether the land will be taken for free or that they will be entitled to payment of any kind.

“Activities of the oil company are a threat to the Peace and Security agenda of Governor Emmanuel Uduaghan’s administration and we want them to be reasonable before their action will lead to unhealthy occurrences.

“Gone are the days where people live in the dark and as such, the oil company should make their intentions clear to the landlords as we will not allow any excavation on our land until there is clear agreement on what the oil company intends to do.

“Mid-Western Oil Company through their Community Relations Officers (names withheld) have threatened to use soldiers to disperse us, this is democracy and we wonder why they should forcefully take our land from us without first informing us if we should give it to them for free or the amount they are ready to pay”, the statement said.

The Oil-Pipeline Landlords Association further emphasised that what the oil company was doing could only lead to chaos which would make their operation in Utagba-Ogbe and Ndokwa West local government area in general impossible, emphasising, “this is democracy and we shall resist them until there is an agreement and formal presentation of the EIA”.

Efforts to speak to with the company’s representatives proved abortive as they repeatedly failed to pick their calls or reply to text messages but an insider source told Blank NEWS Online that the oil exploring company may have commenced arrangement to pacify the protesters. “You cannot harvest on a land without first clearing it”, the source said.

These words could best describe how President Goodluck Jonathan felt when he heard about the way and manner a tiny group of Islamist extremists and insurgents caused great harm on the citizenry and eventual mockery of the nation’s security outfits.

On Friday, January 20, 2011, as some Muslims prepared and finished prayers, workers closing from work, residents went about daily chores, unaware of what lurks in the dark tents of a sub-culture defiant group that derives pleasure in unleashing terror on its people. Suddenly, the people become hysterical. There is multiple bombing and sporadic shooting everywhere. Panic everywhere.

These are the oddities and picturesque example of “Kano’s Black Friday” when multiple bomb blasts and acts of violence rocked the ancient city of Kano on Friday, in which about 200 lives have been lost, including that of Mr Enenche Akogwu, a reporter with Channels Television in Kano.

In his condolence message, President Goodluck Jonathan, told Nigerians and management and staff of Channels Television, that he was greatly saddened by the incident which led to the loss of lives of innocent Nigerians, pledging to get to the root of the incident and ensure that those behind the acts of terrorism are made to face the full wrath of the law.

“It is with a heart  full of sadness  and pain that I convey my condolences on behalf of the Federal Government of Nigeria to  the families, friends, associates and relatives of all those who lost their lives in the acts of violence in Kano on Friday. These are honest and patriotic Nigerians who were brutally and recklessly cut down by agents of terror.

In the same vein, Governor Emmanuel Uduaghan of Delta State has condoled with the management and Staff of Channels Television over the death of the station’s Kano correspondent, Enenche Akogwu in the wake of sectarian violence that hit the Northern city of Kano on Friday.

In a condolence statement issued in Asaba by the Chief Press Secretary, Mr Sunny Ogefere, the Governor said “it is sad and disheartening that a defenceless young man can be brutally murdered in cold blood while performing his official duties lawfully”.

He remarked that the killing of Enenche and other victims of the violence in Kano as well as parts of the country underscores the need for Nigerians, irrespective of ethno-religious and political leanings to rally behind President Goodluck Jonathan to effectively tackle the security challenges facing the country.

Meanwhile, Boko Haram, a loose guard of Islam, has said it was behind the havoc and a string of attacks in recent years.

Delta state governor, Dr. Emmanuel Uduaghan has appealed to church leaders in the state to ensure that their followers do not engage in the acts of retaliation in the face of current security challenges posed by Boko Haram’s insurgency against the Nigerian nation, especially resident Christian communities in the North.

He said this at a meeting with church leaders in Asaba where he warned against any act that could lead to inter-religious crisis and become an embarrassment to the state.

He explained that the federal government was already on top of the security challenges facing the nation and promised that the strategies mapped out would restore confidence and guarantee the safety of lives and property in the country.

According to him, “Please appeal to your followers not to take the laws into their hands as we must not allow this issue to get to the extent of reprisal” and thanked Christian leaders for helping to douse tension through their utterances.

While regretting that religious crisis breeds suspicion urged them to pray fervently for improved relationship between Christians and Muslims so that together they should preach love and the brotherhood of man.

He promised to strengthen community policing involving various Community Development Associations (CDAs) that will provide intelligence report to the police, adding that community policing was hinged on “neighbour to neighbour knowledge were members of the vigilante group would monitor the activities of their people and check any unwholesome act through intelligence report to the police”.

The governor who also gave details of other security measures that would be used to track criminals said plans were under way to procure sophisticated infrastructure that would be used to sniff and pick-comb minute details of the activities of criminals in the state.

“We are going to acquire more security infrastructure for the police to update intelligence gathering process in the state”.

“We should know our people and the type of job that they do. We have those whose means of livelihood are genuine and those whose life styles are questionable. Some of them sleep during the day and move in the night. We would track them”, he vowed.

The chairman of Christian Association of Nigeria (CAN) in Delta State, Bishop Goddowell Awomakpa promised that the clergy would cooperate with the state government to ensure harmonious relationship with their Muslims brothers in the state.

Bishop Awomakpa also promised that they would continue to pray for peace so that the policies and programmes of the state government would be religiously executed.

Uduaghan Threatens Saboteurs Of Govt Palliative Measures • Pacifies Delta Line

Delta State Governor, Dr Emmanuel Uduaghan has warned management of the state-owned Delta Transport Service, operators of Delta Line and others operating government procured vehicles to desist from charging arbitrary fares or risk heavy sanctions.

The governor gave the warning during an unscheduled surprise visit to the loading bay of Delta Line in Asaba and halting the fears that had greeted the earlier planned ouster of the transport service from the post subsidy removal palliative programme of the state government.

Uduaghan’s presence had jolted the management team, led by the General Manager of the State Transport Line, Elder Isaiah Eyione, who quickly promised to comply with the governor’s directive to immediately refund the excesses in fares charged during the Yuletide including the current jacked-up fare.

The governor had directed various transporters operating it’s over 600 vehicles not to increase fares as a result of the staggering increase in the price of petrol pump price, having promised to subsidize the difference in cost, as part of the state government’s palliative measures to cushion effect of the removal of fuel subsidy but it fell on deaf ears.

The Governor who was visibly angry recalled his directive last week during the commissioning of 100 18-seater Hiace buses where he told the benefiting transport companies to revert to the old fare before Christmas.

He reminded the transport companies in the state that the state government would to pay the difference between what they were charging before Christmas and when subsidy was removed and wondered why his instructions would be flouted.

Dr. Uduaghan also warned that any government parastatal and their officials found working against palliative measures or sabotaging government’s efforts would be sanctioned.

His words: “I don’t want a repeat of this. Do not collect more than the fare you were charging before Christmas. If you repeat this, I will show you the way out”.

He explained that transport companies should be humane rather than exploitative at this material time in the nation’s history. Dr. Uduaghan said “Do not exploit the people. Be considerate and charge moderate fares. There should not be anything like special seasonal fares. Instead of high fares, it should be lower”.

He however enjoined the state transport company, Delta Line to urgently repair all broken down vehicles and put them on the routes outlined for the company so that commuters would enjoy the palliative measures designed by the state government to reduce hardship, explaining that the self-paying company depends largely on the availability of vehicles in the company’s pool and maintenance against wear and tear.

“This is the second time in two weeks I will address you on the deregulation of the downstream petroleum sector. In the last seven days, the nation has witnessed a disruption of economic activities.  Although, the economic imperatives for the policy have been well articulated by government, the Nigerian Labour Congress (NLC) and the Trade Union Congress (TUC) went ahead to declare a nationwide strike”.

“There was also near-breakdown of law and order in certain parts of the country as a result of the activities of some persons or groups of persons who took advantage of the situation to further their narrow interests by engaging in acts of intimidation, harassment and outright subversion of the Nigerian state. I express my sympathy to those who were adversely affected by the protests”.

“At the inception of the deregulation policy, Government had set up the Justice Alfa Belgore Committee to liaise with Labour and other stakeholders to address likely grey areas in the policy, but despite all our efforts, Labour refused the option of dialogue and also disobeyed a restraining order of the National Industrial Court of Nigeria”.

“However, following the intervention of the Leadership of the National Assembly, and other well-meaning Nigerians, Labour accepted to meet with government, but this yielded no tangible result”.

“It has become clear to government and all well-meaning Nigerians that other interests beyond the implementation of the deregulation policy have hijacked the protest. This has prevented an objective assessment and consideration of all the contending issues for which dialogue was initiated by government. These same interests seek to promote discord, anarchy, and insecurity to the detriment of public peace”.

“Government appreciates that the implementation of the deregulation policy would cause initial hardships and commends Nigerians who have put forth suggestions and credible alternatives in this regard. Government also salutes Nigerians who by and large, conducted themselves peacefully while expressing their grievances. Let me assure you that government will continue to respect the people’s right to express themselves within the confines of the law and in accordance with the dictates of our democratic space”.

“Government will continue to pursue full deregulation of the downstream petroleum sector. However, given the hardships being suffered by Nigerians, and after due consideration and consultations with state governors and the leadership of the National Assembly, government has approved the reduction of the pump price of petrol to N97 per litre. The Petroleum Products Pricing Regulatory Agency (PPPRA) has been directed to ensure compliance with this new pump price”.

“Government is working hard to reduce recurrent expenditure in line with current realities and to cut down on the cost of governance. In the meantime, government has commenced the implementation of the Subsidy Reinvestment and Empowerment projects: including the Federal Government- assisted mass transit programme which is already in place, and job creation for the youth”.

“Furthermore, the legal and regulatory regime for the petroleum industry will be reviewed to address accountability issues and current lapses in the Industry. In this regard, the Petroleum Industry Bill will be given accelerated attention. The report of the forensic audit carried out on the NNPC is being studied with a view to implementing the recommendations and sanctioning proven acts of corruption in the industry”.

“Let me assure Nigerians that this administration is irrevocably committed to tackling corruption in the petroleum industry as well as other sectors of the economy. Consequently, all those found to have contributed one way or the other to the economic adversity of the country will be dealt with in accordance with the law”.

“My dear compatriots, I urge you to show understanding for the imperatives of the adjustment in the pump price of petrol and give government your full support to ensure its successful implementation. I further appeal to Nigerians to go back to work and go about their normal duties as government has made adequate arrangements for the protection of life and property throughout the federation”.

Why Uduaghan Delays Minimum Wage –Commissioner

Blank NEWS Online can report that the Delta state government is yet to implement the new National Minimum Wage policy for workers in the state civil service.

Commissioner for Economic Planning, Kenneth Okpara, said the delay in implementation is due to the state government’s plans to use the bio-metric screening system to determine actual workers from ghost workers.

He revealed that a committee has been established by the state government to do proper screening of its workers before the new wage could be paid.

“The committee will review staffing in the state workforce and finger-print will be a major factor in the exercise.

“We must ensure that the salary figure that we will be releasing subsequently matches the number of persons remaining in the employment of the state after the bio-metric exercise.”

Uduaghan’s earlier approval of the implementation of the new national minimum wage for civil servants in the state, followed a circular letter issued from the office of the Head of Service and signed by Mrs A. P. Umukoro, indicating that the implementation of the new minimum wage will take effect from March 23, 2011.

According to the circular letter made available to Blank NEWS Online, the new minimum wage was to affect all civil servants from Grade Level 01 to Grade Level 17, with least paid worker getting N18, 900. Prior to this new minimum wage approval, the least paid worker’s take home pay was N17, 500.

Meanwhile, the 2012 budget of N437 Billion reflects a recurrent expenditure of N169.82 billion as funds set aside for the payment of new minimum wage.

Fuel Subsidy Removal: 100 Rescue Buses For Deltans *DeltaLine Shut Out?

As part of plans to ease the sundry effects of the recent fuel subsidy removal by the federal government and subsequent hike in petrol pump price, Delta state governor, Dr. Emmanuel Uduaghan has officially commissioned and released 100 18-seater Toyota Hiace commuter buses to boost transportation in the state.

It has however been revealed that the state transport out, Delta Transport Service (Delta Line), will be shut out of the post subsidy bargain.

Governor Uduaghan stated that his administration would soon take another delivery of 50-seater Marco polo buses and 130 boats for the riverine communities.

The commissioning which took place in Asaba, the state capital while the national strike called by the NLC and TUC is still on-going, drew the attention of many Deltans who came to witness the event, despite claims that the crowd was allegedly hired from nearby towns by officials of the state government.

The governor had also set up a three man palliatives committee on the removal of fuel subsidy with Mr Gamaliel Onosode as chairman, with Chief Philip Asiodu and Mrs. Elizabeth Adegite as members with the mandate to monitor the implementation of the proceeds from subsidy removal in the state.

Uduaghan, while enjoining transporters to revert to the old fares as the state government would be responsible for the difference in the transport fares before and after the subsidy removal, explained that the state government would take care of the increase that has occurred after the removal of fuel subsidy for the benefit of Deltans.

His words “l appeal to transport operators in the state mass transit scheme to revert back to the old fares charged before the removal of fuel subsidy as my administration will subsidies the fares for the next six months.”

“In support of the operations of these vehicles and to further reduce the pressure of the recent transport fare adjustment on commuters. The state government has decided to subsidize passengers fares on the vehicles”.

“So far we have a total of 100 salon cars for taxis and over 500 buses in the scheme deployed to various areas of the state to improve on the transport sector and reduce the stress associated with daily movement of Deltans.”

Governor Uduaghan who urged the Nigeria Labour Congress (NLC)  to take advantage of the current dialogue and call off the strike action as it was causing damage to the national economy, observed that the subsidy removal would secure the future for the youths.

The setting up of a three-member committee, according to the governor, was to monitor the implementation of the projects to be funded with the proceeds from oil subsidy removal as earnings from the subsidy removal would be utilized on critical infrastructures such as education, power, agriculture, transport and health.

Governor Uduaghan further highlighted the sectors that will benefit from the proceeds of the fuel subsidy, as he announced the mandate of Onosode palliatives committee adding: “With the withdrawal of subsidy, resources can now be deployed to address critical areas of our economy. In Delta, we will utilise our earnings to address such critical infrastructure as:

i.    education; by renovating, building and equipping most public schools;

ii.    Power;

iii.    Agriculture;

iv.    Transport; by constructing durable roads, mass transit vehicles and boats.

v.    Health; by providing mobile Clinic vehicles and Boats.

Asserting that he was aware of the serious impact of the subsidy removal on the transport sector, Dr. Uduaghan said he would utilize Delta Transport Service, Agofure Motors, National Union of Road Transport Workers, Nigeria Labour Congress and Student Union bodies in the management of the buses to ensure efficient service delivery and moderate fares.

While promising to continue to provide people oriented services to Deltans the governor appealed to benefiting operators of the buses to use them properly.

Highlight of the occasion was the presentation of the keys to the buses to Delta Transport Service, Agofure Motors, NURTW, the NLC and the student union body.

Government, according to insider sources will engage the services of proven consultants in the management of the vehicles to achieve optimal result.

However, management of the state owned transport outfit, Delta Transport Service (Delta Line), may have lost out in the post subsidy bargain by the state government, as Blank NEWS Online findings reveal that the state governor is angered by the management style of the company, even as their operations have remained independent of government.

A stakeholder had queried, “The fact is that their operation is not impressive. They wholly lack maintenance ability. How is government sure that they will not thwart the plan of government as a result of subsidy removal? They could not manage the buses earlier handed to them and that was why government gave them to a private transporter, Agofure.”

General Manager of Delta Line, Mr. Isaiah Eyione, is said to have been engaged in intensive lobby to reverse the thinking of government.
