2023 Elections: UN meets with Civil Society

As part of its commitment to supporting peaceful, credible, free and fair general elections in Nigeria, the United Nations convened a meeting to listen to and discuss civil society perspectives on the ongoing general election process.

The meeting, attended by representatives of some twenty civil society organisations, discussed both positive developments and potential threats to peaceful and credible elections such as vote buying, insecurity across the country, mobile phone usage in polling booths, slow PVC collection and election materials distribution in some parts of the country, Naira redesign and swap, as well as violent attacks on women engaging in politics.

The UN Resident Coordinator in Nigeria, Matthias Schmale during the meeting, said that the United Nations system through the UNDP, was providing technical support to INEC.

He said: “At the technical level, we see INEC making progress in preparing and running elections,” calling on civil society organisations to acknowledge positive progress.

Civil Society representatives noted that some progress had been made around electoral reforms including the deployment of BVAS. They called for further needed improvements such as INEC clarifying to the voting public what two-third of 36 states and the Federal Capital Territory means before the elections, to eliminate possible controversies about whether it is 24 or 25 states.

The UN Resident Coordinator expressed that there had been strong statements of intolerance and hate speech in public space, which led the UN to publicly call on all actors to refrain from such statements.

He pointed to several examples of the UN making its voice heard such as UN Deputy Secretary General Amina Mohamed recently calling on the judiciary to adjudicate possible legal disputes in an impartial and neutral manner.

On the request for stronger advocacy for higher representation of women in politics as well as against violence against women in politics, Schmale noted that UN agencies such as UNWomen and UNFPA had done a lot in the past and towards the coming elections, “but we and other stakeholders need to do much more impactful work ahead of the next elections in 2027”.

NSCDC Bags Outstanding Govt Agency Award …Assures of Election Security

The Nigeria Security and Civil Defence Corps (NSCDC) has emerged as the best Leadership Government Agency of the year 2022.

The Corps on Tuesday received the award during the 14th Edition of the Leadership Annual Conference and Awards, themed “Credible Elections and An Economy in Transition” in Abuja.

The NSCDC Commandant General (CG), Dr. Ahmed Audi, after receiving the award, said that the recognition will further encourage personnel to work effectively in ensuring adequate security during the forthcoming elections.

Audi said that the Corps had embarked on training and retraining of personnel to ensure proper electoral conduct during the elections.

He said that although the Nigeria Police is the lead election security agency, NSCDC will work closely with all security agencies to ensure peaceful participation by citizens.

“This award is a recognition of what the Corps has been doing to improve the life of personnel and to fulfil its core mandates.

“This will spur us to do more in the delivery of our mandates to the nation,” CG said.

He appreciated President Muhammadu Buhari for allocating the right amenities in ensuring that NSCDC adequately protects the critical national asset and the country at large.

The CG further appreciated the management of Leadership Group Limited. alongside all stakeholders for recognizing the work efficacy of the Corps as he hoped for more of such recognitions to boost the morale of officers and men of the Corps.

The Special Guest of Honour at the event, Vice-President, Yemi Osinbajo, congratulated the awardees and commended the management of Leadership media for organising the event and recognizing distinguished individuals and organisations, both in the private and public sectors.

DESOPADEC Has Lifted 504 Deltans In Commission’s Skills Academy -MD Bashorun Askia Reveals

After six months of intensive training in various vocational skills and mentoring in business management and entrepreneurship, the Delta State Oil Producing Areas Development Commission (DESOPADEC), has lifted 173 more Deltans of the oil producing areas, being the 3rd batch of graduands of the DESOPADEC Skills Academy.

This brings to 504 the number of alumni of the DESOPADEC Skills Academy trained and equipped in such areas as Welding and Fabrication;  ICT Hardware and Software Engineering; Electrical Installation and Repairs, Building Services in POP, Tiling and Interlocking; Catering and Confectioneries; Fashion Design; Cosmetology and Makeover; Hair Dressing; Shoe/Bag Making and Leather Works. 

Expressing delight on the success story, the Managing Director/CEO of the Commission, Bashorun Askia Ogieh (FCNA, CrFA) said the “aim of DESOPADEC is to raise a massive army of well skilled, innovative, business savvy and successful entrepreneurs across our mandate communities.

He added that “Our joy is in the upliftment, economic growth, prosperity and happiness of our people.

“I feel joy in my heart that today, DESOPADEC lifted 173 more Deltans of the oil producing areas, being the 3rd batch of graduands of the DESOPADEC Skills Academy, to pursue a life of productive engagement, financial independence and self worth.

Recall that upon graduation, the graduands are usually provided with full Starter Packs for their different business categories and N200,000 each to help them set up.

In the same vein, the best trainees in each skill category also got additional N200,000 each while the overall best trainee got N500,000.

The MD explained that “The feedback from graduates of the 1st and 2nd batches have been very encouraging, makes us proud and energises us to do more. In this regard, arrangement is in top gear for the matriculation of the 4th batch in a matter of days.

YAGEP Gave Me Hope, Says Onyeche

Friday Onyeka Onyeche enrolled into the 2019/2020 YAGEP cycle and was established in Piggery. He hails from Ika South LGA. Friday’s case was pathetic as he had no hope of a bright future until he enrolled into YAGEP. He shares his experience.

“I could not complete my secondary school education for lack of funds, neither was there hope of acquiring a skill or to go to study in the university. YAGEP gave me hope. YAGEP exposed me to the world of business. It improved my entrepreneurship ability and my level of reasoning.  

With the farm support I received from YAGEP, I began my piggery. I currently have 45 pigs. I have now diversified to Fashion Design and Tailoring. From the proceeds from my farm, I enrolled in a fashion school to acquire skills on how to make male clothes.

“YAGEP taught me persistence and gave me hope that the future is bright. I am saving to acquire a sewing machine to improve my sewing skill. When my finances improve, I shall further my education on apart-time programme.”

EU launches 2023 election observation

The Chief Observer European Union Election Observation mission for 2023 General Election, Mr. Barry Andrews has appeal to stakeholders to ensure that the upcoming elections are peaceful, free and fair.

He also disclosed that 40 long term observers would be deployed by the mission to observed the upcoming elections in all the states of the country.

Andrews, who is a member of the European Parliament, while making the appeal in Abuja at the official launch of the observation mission on Monday, explained that all observers are guided by a code of conduct which requires strict impatiality and non interference in the election.

He said: “This is the seventh EU Election Observation Mission to Nigeria since 1999. The EU attaches great significance to these elections.”

The EU EOM Chief Observer urged authorities, candidates and political parties in Nigeria to ensure that the upcoming general elections are peaceful and further election-related violence is prevented. Every voter has the right to cast their ballot in a safe environment free from intimidation and undue influence.

“We encourage the authorities, candidates, and political parties to commit to peaceful conduct prior to, during and after election day. Cooperation between all institutions and parties participating in the elections is crucial. The presence of a level playing field, freedom of expression, assembly and association, respect for human rights and a neutral and independent election management body at all levels are all essential for democratic elections.”

Andrews said the mission would also study the new electoral law and interact with the stakeholders on the challenges ahead.

He said the 2022 electoral act which introduced new measures aimed at enhancing various aspect of the conduct would be closely followed to monitor its implementation.

The Chief observer explained that the mission had met with the Independent National Electoral Commission, INEC and had so far seen that Nigeria was prepared for the 2023 election

He said they have also met with media representatives and took their concern and challenges seriously.

During his four-day visit to Nigeria, the Chief Observer has met with a wide range of interlocutors including state authorities, the Independent National Electoral Commission, political contestants, members of the judiciary, media stakeholders, citizen observers as well as other civil society representatives to discuss the ongoing electoral process.

He noted that the Electoral Act 2022 has introduced new measures aimed at enhancing various aspects of the conduct of elections. As part of its overall analysis, the EU EOM will closely follow its implementation. For the first time in Nigeria, the mission has a dedicated Election Technology Analyst who is assessing the use of technologies, especially the verification of voters and the transmission of results. A Media Analyst and a Social Media Analyst are also undertaking an assessment of the role of the traditional media, as well as social media and digital communication during the process.

The EU EOM started its work nearly three weeks ago with the arrival of a core team of 11 experts with competencies in various aspects of elections. Since 29 January 40 long-term observers in teams of two follow the electoral process in all the states of Nigeria. Seven Members of the European Parliament, together with some 40 locally recruited observers from 25 EU Member States, Switzerland, Norway, and Canada’s representatives in Nigeria will join the mission shortly before election day.

In total, around 100 observers will observe the voting, counting, and tabulation procedures on 25 February and 11 March.

The EU EOM will issue a preliminary statement two days after each election day and will remain in Nigeria until the completion of the entire electoral process including complaints and appeals processes, and any possible second round of the presidential election.

The EU EOM has been deployed by the EU following an invitation from the Independent National Electoral Commission of the Federal Republic of Nigeria. All mission members are bound by a code of conduct, which requires strict impartiality and non-interference in the elections.

The EU EOM is undertaking its work in accordance with the Declaration of Principles for International Election Observation, commemorated at the United Nations.

The EU EOM operates under a separate and distinct mandate from the EU Delegation in Nigeria, and it is independent in its findings from EU Member States and all EU institutions.

Resettlement: Zulum opens 300 houses

Borno State Governor, Prof. Babagana Zulum on Monday commissioned 300 units of resettlement houses built for citizens affected by Boko Haram attacks in Rumirgo town of Askira-Uba Local Government Area of the state.

The project is one of several housing interventions from which about 10,000 resettlement houses were freshly built by the Zulum administration for IDPs and refugees.

Rumirgo was one of the communities affected by the over decade old crisis which left many homes and public structures destroyed.

During the commissioning, Zulum addressed residents who gathered to witness the brief ceremony.

He promised to rehabilitate vandalized electricity lines to reconnect Rumirgo to the national grid.

According to a statement by the spokesman to the governor, Mallam Isa Gusau, before Monday’s trip to Rumirgo, Zulum spent Sunday night in Gwoza where he upgraded the General Hospital to specialist and announced the siting of a nursing college and a higher Islamic school.

Zulum was in Rumirgo alongside Borno State Chairman of the APC, Ali Bukar Dalori, Senator Ali Ndume, Deputy Speaker of House of Assembly, Engr. Abdullahi Askira, Chief Medical Director of the University of Maiduguri Teaching Hospital, Professor Ahmed Ahidjo who hails from Rumirgo, APC’s House of Representatives candidate for Askira Uba and Hawul constituency, some top government officials and party stakeholders.

Delta Govt Denies seeking fresh N100bn loan

Delta State Government has cleared the air on myriad of claims that it was seeking new loans from banks ahead of the 2023 general elections.

It alleged that the misinformation is being peddled by the opposition All Progressives Congress (APC) in the state, saying the state was not seeking fresh N100 billion loan as being alleged. 

Commissioner for Finance, Chief Fidelis Tilije, stated this at a joint press conference with his Information counterpart, Charles Aniagwu and the Chief Press Secretary to the Governor, Olisa Ifeajika in Asaba. 

Tilije recalled that the state government had earlier received an approval from the House of Assembly to obtain N150 billion bridging finance from the N240 billion accrued refunds to the state on the 13 per cent Derivation Policy. 

He said that the needed facility was later reduced to N100 billion by the state government after deliberation with finance houses involved in the arrangement. 

According to him, after the discussion a new lead-finance-house emerged as against the one that was the leader at the time the House of Assembly gave the approval for the government to obtain the bridging finance facility. 

Tilije, therefore, explained that with the emergence of a new leading finance agent on the facility, and because of Governor Ifeanyi Okowa’s strict adherence to due process and law, “we went to the House of Assembly for a fresh resolution on their existing approval in line with prudential guidelines”. 

He said “I am drawn into this because we are beginning to see some misconceptions, particularly with regards to the N100 billion discounting facility that the state haas taken. 

“I recall very vividly too that we have had news conferences where we said that the totality of the amount that we are trying to discount is still the same. 

“We intended to take N150 billion as discounting facility from the market. But, when we reviewed the cash inflows, we reduced it to N100 billion. 

“It is that same N100 billion that we have to go again to the House of Assembly last week because we found out that the lead agent of the said facility was not moving as fast as we want. 

“So, all we did last week was to go back to the House of Assembly to seek their consent to enable us change the lead bank for that discounting facility. 

“It is not a new loan, discounting facility nor a new bridging finance. It is still the same N100 billion we have been talking about. 

“I know that in certain other states, the need to go to the House of Assembly may not even arise. This is because the responsibility of determining who is a lead agent in such a facility, lies squarely on the Executive. 

“But, Sen. (Dr) Ifeanyi Okowa, in his usual manner, felt that whatever alteration we are going to be making, we must still go back to the House of Assembly for consent. 

“You will also recall too that while we were here before to brief you on this matter, we itemised all the projects we will be doing with the facility, and we are on course with these projects. 

“For those who do not have the details of the projects tied to this discounting facility, they can go to the House of Assembly. It is a public document.”  

On the other N20 billion facility, Tilije said that it was a loan for an investment by the  state government in a floating gas company to be situated in Warri. 

He said that the state government gave the company the condition of siting the company in Warri before it could invest in the project. 

The Finance Commissioner further said that when completed, the project would provide jobs for citizens and increase the state’s internally-generated revenue. 

On his part Aniagwu said that a number of the projects listed in the request for the bridging facility were being delivered, adding that some were inaugurated last week by the Peoples Democratic Party (PDP)’s Presidential Candidate, Alhaji Atiku Abubakar. 

He said the state government would continue to be transparent and accountable to the people of the state as promised by Governor Ifeanyi Okowa and Vice-Presidential Candidate of the PDP.

Nigeria has shortfall of 4.4 million metric tons of millets- FG

The Federal Government has lamented the inability of the country to produce enough millets to meet the needs of Nigeria, noting that there is a shortfall of 4.4 million metric tons in production of the crop.

Speaking at the weekend at the Millet Food Festival 2023 organised by the Indian High in Nigeria, the Minister of Agriculture and Rural Development, Dr. Mohammad Abubakar said: “Presently, millet production in Nigeria has not met the national demand and it is attributed to low productivity of the crop.

“Our national demand for millet as at 2022 was 6.4 million metric tons while our national production is 2.0 million metric tons. This low productivity could be caused by low potential of the crop varieties, application of poor agronomic practices, depleted soil, climate change or aggregation of these factors.”

He said: “The Ministry is in dire need to improve the productivity of the crop so as to enhance farmers’ income, attract more youth to millet cultivation, meet our food and industrial demand and continue to the growth of the Gross Domestic Product (GDP).”

He added that: “This event is as well to re-awaken the conscience of Nigeria millet farmers to adopt Good Agronomic Practices (GAP) to improve the livelihood of farmers and GDP of Nigeria,” insisting that: “The concept of Nigeria Millet Initiative is a good one since farmers will be supported to produce millet with local content as organic fertilizers thereby reducing the cost of production and increasing productivity.”

Also speaking at the occasion, the indian High Commission to Nigeria, Mr. Shri Balasubramanian revealed that his country was willing to collaborate with Nigeria to improving millets production and ensure that more meals from the crops get on the table of many Nigerians.

The High Commission of India in Abuja organised the event in collaboration with the Niger State as a part of Nigeria Millet Initiative. H.E HRH Alh. Dr Yahaya Abubaker, Etsu Nupe & Chairman, Nigeria Millet Initiatives, H.E. Alhaji Ahmed Ibrahim Matane, Secretary to the Government of Niger State, H.E Abubakar G. Abdullahi, Director Federal Department of Agriculture, Nigeria, Several Ambassadors, Traditional Rulers participated in the event. H.E HRH Alh. Dr Yahaya Abubaker, Mr. Abhilaksh Likhi, Additional Secretary, Director Federal Department of Agriculture and High Commissioner gave their remarks on the occasion.

In his brief remarks,the High Commissioner said that the United Nations General Assembly has declared 2023 as the International Year of Millets and this was proposed by India and supported by over 70 nations.

He said the International Year of Millets stands to provide a unique opportunity to increase global production, ensure efficient processing and consumption, promote a better utilization of crop rotations, and encourage better connectivity throughout food systems to promote millets as a key component of the food basket.

He noted that: “Millets are among the first plants to be domesticated and are considered “nutri-cereals” due to their high nutritional content. They have served as a traditional staple for hundreds of millions of people in Sub-Saharan Africa and Asia for 7000 years, and are now cultivated across the world.”

At the occasion, several restaurants put up their stalls and served food (prepared with millets) to the participants to promote the millets. Several exhibitions from IITA, ICRISAT, Niger State, Farmers Association of Nigeria and Nigerian Export Promotion Council also participated in the event.

Apart from this showcase many partner organisations put up their food stalls including stall of Niger State Showcasing Niger State Cuisine. A cooking competition was also organised by the High Commission of India in which 16 participants took part. Spouses of the Ambassadors of South Korea, Indonesia, Czech Republic, IITA Nutrition Expert and Chef of Johnwood Hotel were the jury of the competition. Several cultural performances from Niger State artists and from Federal Ministry of Information and Culture were also the part of the event.

Youth Contact and Mobilization Director for the ruling All Progressive Congress (APC) inOshimili South Local Government Area of Delta State, Cmr. Amos Peter Obas has passionately appealed to all the youths in Oshimili SouthL.G.A. to vote for all APC candidates come February 25th and March 11th 2023 general elections.

The Jagaban, as he is fondly called, made this appeal in Asaba, the headquarter of OshimiliSouth Local Government Area of Delta State, during a one-day sensitization campaign and door to door campaign on youths to vote Tinubu/Shetima tickets whose primary manifesto is geared towards addressing the issues of unemployment and lack of human capital development affecting the youths in the country.

NNPP NASS Candidate Emphasizes On Quality Representation Of Aniocha/Oshimili *Assures Voters’ Agree Of Good Leadership

The candidate of the New Nigeria Peoples Party, NNPP for Aniocha/Oshimili House of Representatives, Mr. Anthony Ochei, Onochieobodo, has reemphasized that he will represent the people with distinction by providing their desirable needs, if he is voted into office. 

The House of Representatives candidate made this pledge during a meeting with stakeholders of a political pressure group, Voters’ Agree in Okpanam, Oshimili North local government area. 

Ochei, while praising the Delta state convener of the the stakeholders meeting, Deacon John Ogbogu, explained that the group have shown credibility and determination to deliver on its objectives to elect a more responsible and people oriented representative, who thinks like the people.

Ochei promised to truly represent the people of Aniocha/ Oshimili at the Federal House of Representatives through formidable legislation on matters and issues that best affects them.

Ogbogu, also in his vote of thanks lauded the National Assembly candidate for finding them worthy of assistance and support, saying the group would leave no stones unturned in delivering their votes for him.

UNICEF Organises Spelling Bee Competition in Borno

The United Nations Children’s Fund (UNICEF) in conjunction with the Restoration of Hope Initiative (ROHI) have organized a spelling bee competition for secondary schools in Borno State to commemorate this year’s International Day of Education.

Speaking on Tuesday during the grand finale of the competition in Maiduguri, the Program Manager, Restoration of Hope Initiative (ROHI), Mr. Benjamin John said the spelling competition has been a week long activities, which began with TARL, interaction as well as round table discussion session with the school teachers, officials of the UNICEF education program and other stakeholders.

He added that teachers of the participating schools spoke on importance of education, noting that
15 different schools including top four private schools in Maiduguri participated at the preliminary stages.

He further noted that two public schools, Borno State Special School and Galtimari Junior Secondary School were the finalists competing for the trophy.

At the end of the spelling bee competition, Galtimari Junior Government Secondary School Maiduguri emerged as winner of the competition, while the Second position went to the Borno State Special School Maiduguri, the third position went to Ruby Springfield Private School Maiduguri.

Highlights of the activity include pupils spelling of words, group photographs, presentation of winners trophy and consolation prizes, among others.

PDP’ll secure Nigeria, grow our economy – Atiku

Presidential Candidate of Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, on Tuesday said if voted into office, his administration would change the security architecture in the country and grow the economy.

He gave the assurance at the party’s Presidential Campaign in Delta held at the Stephen Keshi Stadium, Asaba.

Abubakar said that between 1999 and 2015, PDP grew Nigeria’s economy and made it the largest in Africa, but that the All Progressives Congress (APC) destroyed it with its inept leadership.

He said that with adequate security and right economic policies, a PDP administration led by him would attract Foreign Direct Investment that would grow the nation’s economy, adding security of the country was paramount because no nation could develop without security.

He told Deltans that the team was not in the state to campaign, saying “we are here to show our gratitude and appreciation to say that we are with you in all respects because of the support we have received from you from 1999 to date.

“All through my political journey, Delta state has always supported me and I want to promise you that I shall not betray the trust of Delta and the entire Niger Delta.

“That is why in my modest appreciation, I chose one of you as my vice presidential candidate and you know that a running mate is always a stepping stone.

“Therefore it is up to you to show your support by giving Governor Okowa the massive support to enable us to rescue and rebuild our dear country.”

On his policy document, the PDP Presidential flag bearer stated that his administration would pay attention to developing the education sector, and promised that under his watch, strikes by members of Academic Staff Union of Universities (ASUU) would be eradicated.

“The Niger Delta and other parts of the country will benefit from our resource control and restructuring agenda because it is our intention to devolve more powers to the states and local governments to tackle peculiar challenges facing the people.

“The APC government has disunited Nigeria in all aspects and it is our commitment to restore the unity of this country by ensuring that every part of this country has a sense of belonging.

“You must believe in PDP because as a party we built the biggest economy in Africa until the APC came and destroyed it in 2015.

“Why vote for the same party that has suffered us in the last seven years plus? Let us vote them out to unite and rebuild our country again,” he said.

The Vice-Presidential Candidate of the party and Governor of Delta, Sen. (Dr) Ifeanyi Okowa, said that Atiku knew how to address the socio-economic challenges bedevilling the country and urged the people to vote for the party.

According to him, we all know that the APC-led Federal Government brought poverty to the nation; they destroyed our economy to the extent that Nigerians are now hungry, without food to eat.

“How can a bag of rice be sold for almost N50, 000? It is only Atiku that can solve the problems in the country because when the PDP took over the reins of power in 1999, Atiku and Obasanjo were able to restore the nation’s lost glory.

“Atiku has assured Nigerians that he will revive the economy of the country and reposition it for optimum productivity in all sectors of the Nigerian economy.

“For over 20 years, Atiku has been advocating for the restructuring of Nigeria where states and local governments will get more money that will stimulate growth and development and this is what we want in the Niger Delta.

“Atiku has also promised that his administration, if elected, will put in place, a constitutional framework that will enable states to have State Police so as to stem the tide of insecurity in the country.

“Atiku is an experienced politician that has the capacity and pedigree to reset the country and I call on all eligible voters in the state to ensure that they have their PVCs to enable them vote in the forthcoming general elections,” Okowa stated.

National Chairman of the party, Dr Iyorchia Ayu, on his part, congratulated Deltans for the choice of Okowa as Vice-Presidential Candidate and lauded previous governors of the state for their contributions to the growth and development of the state.

He called on sons and daughters of the state to vote massively for all PDP candidates in the general elections.

The rally recorded the defection of many members of APC in the state, including the State Secretary, Chief Nick Ovuakporie, to the PDP.

The party also got the endorsement of the leadership of the National Association of Nigerian Students (NANS) Zone B, led by the Zonal Coordinator, Comrade Great Tamarapreye.

The students said the endorsement was in recognition of Okowa’s efforts in establishing three new universities in the state and ensuring that lecturers in the institutions were on duty while ASUU was on nationwide strike for eight months.

The rally was attended by former Vice-President Namadi Sambo, former President of the Senate, Dr Bukola Saraki; Governors Aminu Tambuwal of Sokoto State, Udom Emmanuel of Akwa-Ibom, Godwin Obaseki of Edo, Douye Diri of Bayelsa and Ahmadu Fintiri of Adamawa.

Earlier, Atiku Abubakar had held a meeting with traditional rulers in Delta, at their Secretariat in Asaba, and assured that if elected, he would ensure that clear constitutional roles were given to monarchs in the country.

2023 Election: IHS Donates Communication Gadgets to NIS

The management of IHS an international Telecoms infrastructure company has donated equipment worth millions of naira to the Nigeria immigration Service (NIS) to promote service delivery especially regarding border security as the nation gears up for general election.

The CEO of the company, Dr Mohammad Darwish, who made the donation to the NIS Comptroller General, Isah Idris, stated that his organisation, IHS has been working closely with telecom industry in Nigeria for the past 21 years and had provided employment to over 40,000 Nigerians directly and indirectly.

Earlier in his welcome speech, the CGIS thanked the company for their responsiveness in terms of their corporate social responsibilities and confirmed that he first had an encounter with the company about 20 years ago when he was the NIS desk officer in the Nigeria investment Promotion Council.

Foburuku Fulfills Pledge To Okoloba Community women* Builds Public Toilets

FG Introduces Programmes to Reduce Air Pollution

The Federal Government has flagged off the National Generator Emission Control Programme (NGECP) and the National Vehicular Emission Control Programme (NVECP) in order to reduce air pollution in the country.

Speaking at the official flag-off of the two programmes in Abuja on Monday, the Minister of Environment, Muhammed Abdullahi said though vehicles commuting between communities play a key role in the socio-economic development of the country, but they continued to remain one of the biggest contributor to air pollution.

The Minister said: “It is worthy of mentioning that road transportation in Nigeria with over twelve million (12,000,000) vehicles plying the roads is playing a key role in the socio – economic development of country. Unfortunately, despite significant advances in fuel efficiency and emission reductions, the transport sector remained one of the major sources of air pollution in Nigeria.”

He equally lamented that fume from the generating sets which are patronized by many Nigerians equally contribute massively to the air pollution in the country, explaining that: “Demand for electricity in Nigeria is currently increasing more above the supply from the national grid. A significant proportion of this shortfall is met with onsite generating sets (gensets) at consumer locations; some of these gensets operating between 15-18 hours a day (NBS, SMEDAN 2010). The market consists of gensets of varying quality and prices. Unfortunately, these diesel gensets contribute emissions of fine particulate matter (PM), including black carbon, which derives from the incomplete combustion of diesel (as occurs in many diesel gensets).”

He lamented that the wide range and indiscriminate use of these generators for both domestic and industrial power supply, and the quantum of harmful pollutants such as Oxides of Nitrogen (NOX), Sulfur Dioxide (SO2), Carbon monoxide (CO), and partially unbent hydrocarbons emitted have contributed greatly to the poor air quality which negatively affects the environment and human health.

The Minister however noted that in recogntion of the need to protect the environment and human life from the dangers posed by toxic air emissions, the Federal Government of Nigeria promulgated environmental regulations cutting across all sectors of the economy which the National Environmental Standards and Regulations Enforcement Agency (NESREA) is implementing.

He disclosed that some of these environmental regulations include the National Environmental (Control of Emissions from Petrol and Diesel Engines) Regulations, 2011 and the National Environmental (Air Quality Control) Regulations, 2021, stressing that the National Vehicular Emissions Control Programme (NVECP) and National Generator Emissions Control Programme (NGECP) were designed to address the emissions from mobile and stationary sources.

As part of the NESREA mandate and to support the implementation of the Paris Agreement as spelled out in the Nationally Determined Contributions (NDC’s), the operationalization of the National Environmental (Control of Emissions from Petrol and Diesel Engines) Regulation 2011 and the National Environmental (Air Quality Control) Regulations, 2021 were scaled-up with two programmes:

He said the NGCP and the NVECP are strategies aimed at cutting down emissions of pollutants from generators (stationary source) as well as vehicles (mobile source). The programmes would be implemented under the Public Private Partnership (PPP) and will involve periodic (annual) testing of the generators and vehicles for toxic and greenhouses gases emissions.

He revealed that in this strategy, the responsibility of National Environmental Standards and Regulations Enforcement Agency (NESREA) will be to set national emission standards and to develop a reliable national database management system for all emissions data generated from the two programmes (NVECP, and NGECP) in Nigeria.

He revealed that the implementation of the NGECP would be starting with power generating sets of capacity from 10 KVA and above, while for NVECP the lowest limit would be Euro III emission standard as agreed at the ECOWAS regional level.

Also speaking, the Director General/CEO of NESREA, Prof. Aliyu Jauro lamented that the demand for electricity which is not met by the national grid has created market for gensets that have contributed to air pollution, noting that vehicles too have contributed massive to air pollution.

He said with the introduction of the two programmes, the agency would be able to meet its vision of ensuring a cleaner and healthier environment.

NDLEA intercepts cocaine, skunk consignments from Brazil, Canada
…Arrests blind grandpa, notorious leper in connection with drug

Operatives of the National Drug Law Enforcement Agency (NDLEA) have thwarted attempts by drug cartels to bring
126.95 kilogrammes of cocaine and skunk concealed in herbal tea packs and imported vehicles from Brazil and Canada into the country through the Akanu Ibiam International Airport, Enugu and the Tincan seaport in Lagos.

In a statement on Sunday, the spokesman of the anti-narcotics agency, Femi Babafemi said that at the Enugu airport, an Ethiopian Airline male passenger, Eze Ikenna, 42, coming from Brazil via Addis Ababa, Ethiopia was intercepted on arrival at the airport at about 12:30pm last Friday, and a search of his two bags revealed 19 big sachets which he claimed to contain herbal tea but were later found to be cocaine weighing 16.2 kilogrammes

He added that a joint examination carried out on a container marked TCLU 7799237 from Montreal, Canada at Sifax Okota Bonded Terminal by NDLEA operatives attached to Tincan Command of the agency last led to the discovery of 110.75 kilogrammes of cannabis Indica concealed in two of the four vehicles in the container: a 2011 Toyota Sienna and a 2011 Honda Pilot SUV.

Babafemi said: “Deliberate efforts to cut access to illicit opioids by the agency again paid off on Tuesday when a consignment of tramadol NDLEA operatives have been tracking for some months was eventually traced to a warehouse at Greenfield estate, Amuwo Odofin area of Lagos. When the store was opened, a total of 1,645,560 pills of tramadol 100mg, 200mg and 225mg were recovered.

“Another 60,000 pills of tramadol 250mg were equally recovered from a wanted drug dealer, Diugwu Alphonsus in Bariga area of the state same day while raids carried out in Akala area of Mushin on Wednesday 18th and Friday 20th January led to the recovery of 781.7 kilogrammes of cannabis.”

He said in Osun state, NDLEA officers last Friday took into custody a blind 67-year-old grandpa, Aliyu Adebiyi, in whose house they found 234 kilogrammes of cannabis at Sokoto village, Owena Ijesa, Atakumosa East local government area. He was said to have in his statement said a drug dealer kept the consignment with him for a fee of N6,000 per month and paid for three months upfront.

Babafemi also disclosed that a leper notorious for drug dealing, Haruna Abdullahi, 45, was arrested at Garko town, Kano last Thursday while 2.2 kilogrammes of cannabis and various quantities of Diazepam and Exol were recovered from him.

He also said no less than 370 kilogrammes of cannabis were recovered from a sawmill at Ilale, Owo in Ondo State when operatives stormed the industrial plant following credible intelligence, and in Edo state, 261 kilogrammes of the illicit substance were seized from a suspect, Uche Monday at Uneme-Osu, Ososo Road in Akoko Edo area of the state with another 74 kilogrammes evacuated from a bush at Okpela fertiliser community in Etsako East local government area.

In Abuja, NDLEA operatives last Monday raided Lugbe area of the FCT based on credible intelligence that a dealer was operating in a batcher on the outskirt of the town. A search of the batcher led to the recovery of 42.9 kilogrammes cannabis, 15 grammes cocaine, 137 grammes methamphetamine, and a cash of N2,148,500, believed to be proceeds of the criminal trade.

Meanwhile, while reacting to the seizures and arrests by the Lagos, AIIA, Tincan, Osun, Kano, Ondo, Edo and FCT Commands in the past week, Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd) commended all the officers involved in the operations and charged them and their compatriots across the country to remain steadfast and focused on winning the war against substance abuse and illicit drug trafficking in Nigeria.

NDLEA Storms Edo Forests, Razes Warehouse Housing 317 tons of Cannabis

The National Drug Law Enforcement Agency (NDLEA) has dealt a lethal blow on a cluster of cannabis syndicates operating in the Opuje forests of Edo state where massive warehouses and tents storing over 317,417 kilogrammes (317.4 metric tons) of the psychoactive substance were destroyed and set ablaze in a two-day operation.

The clampdown came few hours after the Chairman/Chief Executive Officer of the agency, Brig. Gen. Buba Marwa (Retd) vowed to make life tough for drug barons and cartels in Year 2023 if they fail to back out of the illicit drug trade.

A statement on Saturday by the spokesman of the agency, Femi Babafemi said a police impersonator, Omoruan Theophilus, 37, who parades as a Police Inspector to convey the drugs from the forests to the cities and three others: Aigberuan Jacob, 42; Ekeinde Zaza, 53, and Naomi Ohiewere, 42, were arrested in connection with the drugs.

Babafemi, while noting that the Opuje community in Owan West Local Government Area, Edo State, is notorious for cannabis cultivation, with cartels investing huge resources, cutting down economic trees of the forest reserves and cultivating cannabis on a large scale, running into hundreds of hectares, and after harvest built warehouses inside the forest reserves, employing the services of armed youths to protect the warehouses round the clock.

Babafemi said accessing the forest last Wednesday took hours of trekking by hundreds of NDLEA operatives. He said they were ambushed with bonfire by armed youths on their way out of the community the following day but were able to successfully leave the area without any casualty except the heavy investment losses inflicted on the cartels.

The spokesman also said the agency last Thursday through intelligence received from the Drug Enforcement Administration of the United States busted a criminal syndicate involved in the trafficking of fake USD currency in Lagos.

He noted that during a combined operation carried out by NDLEA operatives with their EFCC colleagues, a total of $269,000 counterfeit US dollars were recovered from the syndicate at Oniru Shoprite area of Lekki, Lagos, where three suspects were arrested.

Meanwhile, Marwa while commending all the officers involved in the two special operations in Edo and Lagos States for their professionalism and commitment, had directed that the fake dollars recovered and suspects arrested in the Lekki operation be immediately transferred to the EFCC for possible prosecution.

Saudi Fund for Dev expands operations in Caribbean countries 

  • Agrees to fund University of the West Indies expansion project at Five Islands in Antigua and Barbuda

The Saudi Fund for Development (SFD) CEO, Mr. Sultan Al-Marshad, and Honorable Gaston Browne, Prime Minister of Antigua and Barbuda, signed an $80 million financing agreement for the expansion project of the University of the West Indies at Five Islands (UWI) in Antigua and Barbuda. 

The agreement represents a significant milestone, with Antigua and Barbuda being the 85th state to receive funding for a major development project from SFD.

To help reach the Sustainable Development Goals (SDG) in the Caribbean, the agreement will promote scientific innovation and add additional educational facilities to the university.

Honorable Gaston Browne, Prime Minister of Antigua and Barbuda, expressed his appreciation for the development efforts undertaken by the Kingdom of Saudi Arabia through the Saudi Fund for Development, which will enhance the educational sector in Antigua and Barbuda and its neighboring countries.

Aimed at making the university more sustainable, the financing agreement involves constructing seven energy-efficient buildings. The project will cover a total area of nearly 95,160 m², and serve 5,000 students annually.

The expansion project will also cater to neighboring Caribbean countries that extend from the southeast of North America and eastern Central America to the north and east of South America.

Commenting on the project, the CEO of the SFD, Mr. Sultan Al-Marshad, stated: “Through financing this project, the SFD aims to expand the scope of its operations in the Caribbean, which is in line with the efforts made by the Kingdom’s government to build bridges of cooperation for development with the international community. The project will further support international efforts to achieve sustainable development across different social and economic areas.”

He added: “The government of the Kingdom of Saudi Arabia attaches great importance to supporting development in different countries to achieve Sustainable Development Goals. The UWI expansion project is in line with the Fund’s financing policy, which is based on achieving SDGs by providing the necessary support for development projects while also focusing on infrastructure and productivity sectors with humanitarian impacts. The expansion project falls under SDG 4, quality education, which is essential for achieving economic growth.”

EU, British Council Efforts Toward Restoration of Peace in Northeast Commended

The European Union (EU) and the British Council have been commended by stakeholders in Yobe State for their efforts in restoring peace in the region.

The commendation was given on Wednesday when the EU-funded Managing Conflict in North-East Nigeria (MCN) Programme of the British Council rounded off its five-year humanitarian intervention in Yobe State.

The Representative of the Chairman, Yobe State Council of Chiefs, Baba Hardo Zarma, praised the MCN Programme for its positive impact in restoring peace and harmonious coexistence between local communities.

The MCN Programme, which was launched in 2017, aimed to address the humanitarian crisis caused by the Boko Haram insurgency in the North-East region of Nigeria. The programme was implemented by the British Council in partnership with local organizations and government agencies, and focused on improving access to justice, security and basic services for affected communities.

At the close-out event held in Damaturu, the Yobe State Team Lead, Mr. Sambo Abdulkadir, announced the official closure of the MCN Programme. He highlighted the key achievements of the programme, including the provision of legal aid services to over 30,000 people and the training of over 1,000 community leaders on conflict resolution and peacebuilding.

In his speech, Abdulkadir emphasized the importance of sustainability and urged all stakeholders, including government officials and other organizations, to continue building on the programme’s achievements for the benefit of the people of Yobe State. He also expressed his gratitude to the EU and the British Council for their support and partnership throughout the five-year programme.

The MCN Programme’s efforts have contributed significantly to the restoration of peace and normalcy to communities in Yobe State, which was one of the North-East states worst affected by the insurgency. 2023 ‘ll be tougher for drug barons, cartels – Marwa *26,458 arrested; *3,733 jailed; 19,401 counselled, treated in 24 months

Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency, NDLEA, Brig. Gen. Mohamed Buba Marwa (Retd) has warned that unrepentant drug barons and cartels will face tougher time in 2023 if they fail to back out of the illicit drug business.
Marwa gave the warning on Wednesday 18th January at a press briefing at the NDLEA national headquarters, Abuja to update the public on efforts by the Agency to rid the country of illicit substance abuse and drug trafficking on the second anniversary of his leadership of the anti-narcotics body.
According to him, “Last year, I issued a New Year appeal to them and also warned that those who refused to heed the warning will find themselves in a difficult situation. Already, we have 34 barons in our net and they are facing the music in court. We have secured orders for the temporary forfeiture of their assets. With our prosecution being topnotch, they can look forward to a long time in prison and final forfeiture of their wealth and assets. Those involved in the illicit drug trade should take a cue from our actions. They can again look forward to a tough time this year. “The signs are clear: we have already in the first two weeks of this year taken down three major drug cartels, one of which has built extensive networks across the world while at least six of their kingpins are in our custody as I speak. The details you will get to know in the coming days. In these two years, we arrested 26, 458 drug traffickers, among them, 34 barons. In 24 months, we successfully prosecuted 3,733 offenders who were convicted and handed various jail terms in court. Of the conviction figure, 2,346 were recorded in 2022 alone, which is the highest in the history of the Agency and almost doubled the highest ever recorded in the 33 years of NDLEA. This is not happenchance but a result of professionalism, determination, commitment and hard work of our officers, men and women.”
Describing 2022 as an epoch year, Marwa said, “We took a giant leap in drug demand reduction with the establishment and commissioning of the NDLEA drug abuse call centre which broadened access to treatment and rehabilitation. It was a year we had unprecedented support too, notably from the Governors’ Wives Forum which made commitments to broaden and deepen social efforts to ameliorate the consequences of drug abuse.
We also had support from our international partners, chiefly the UNODC, counterparts and governments of the United States, France, Germany, United Kingdom, India, and South Korea. The support came in the form of donations of equipment, training, intelligence and other logistics.”
While assuring Nigerians that the Agency is firmly on the task of making Nigeria safe from illicit substances, the NDLEA boss said such may sound like impossibility but “it is achievable.” Laying bare how to realise his goal, he said, “At our end, we will sustain our Offensive Action and shut down the pipeline from other countries into Nigeria. We shall broaden access to treatment and rehabilitation, and we will continue to carry Nigerians along on this journey to curb the trafficking and abuse of substances in Nigeria.”
He warned citizens to be wary in their dealings with people of questionable wealth. “The anticipated amendment of the NDLEA Act will be this year and that will strengthen the arm of our agency in its drug law enforcement. We look forward to arresting more barons and the 34 in the net presently will know their fate in court in the weeks and months ahead.
“The Proceed of Crime Act 2022 enacted last year has given us new leverage. And I will like to remind those who benefit from the proceeds of drug crimes, this time, families, friends and associates, that our investigations are thorough and where we find any link between a drug baron and private citizens, we shall scrutinize their assets. The onus is now on every citizen, to be honest in their financial dealings with people whose source of wealth is suspect.”
He expressed gratitude to President Muhammadu Buhari and other stakeholders for their support in the total transformation of the Agency. “We owe a lot of people and institutions gratitude for the turnaround of the NDLEA. First of all, President Muhammadu Buhari, for his tireless support which has been the driving force for change in the country’s drug use narrative. All that has been achieved so far and ongoing efforts are part of the President Buhari administration’s agenda for a better country. We similarly, appreciate the efforts of the National Assembly, through the two committees in the Senate and House of Representatives that have oversight of the Agency. We also deeply appreciate the Attorney General and the Minister of Justice, Mr Abubakar Malami, SAN, the UNODC, our foreign partners and sister agencies who have all in one way or the other been catalysts to the NDLEA productivity in the past two years. Again, special commendations for our officers, men and women who are daily risking their lives in the forests, on the streets and dangerous terrains across the country chasing merchants of death and mopping up illicit substances. You’re all heroes!

Modi Gives Acceptable Standards of Globalization for Developing Countries

Prime Minister of India, Shri Narendra Modi has expressed the acceptable standard of globalization to developing nations, insisting that it should be human-centric.

Modi, in his Opening Remarks at the Concluding Leaders’ Session of the Voice of Global South Summit recently held by his country, said “developing countries desire a globalization that does not create Climate Crisis or Debt Crisis.”

He said: “We want a globalisation that does not lead to unequal distribution of vaccines or over-concentrated global supply chains.

We want a globalisation that brings prosperity and well-being to humanity as a whole. In short, we want a ‘human-centric globalisation’.”

The Summit, which was held over two days, has participation of more than 120 developing countries, the largest-ever virtual gathering of the Global South.

Modi said, “We developing countries are also concerned about the increasing fragmentation of the international landscape,” noting that: “These geopolitical tensions distract us from focusing on our development priorities.
They cause sharp swings in international prices of food, fuel, fertilizers and other commodities.”

He added that: “To address this geopolitical fragmentation, we urgently need a fundamental reform of the major international organisations, including the United Nations Security Council and the Bretton Woods institutions.

“These reforms should focus on giving voice to the concerns of the developing world, and reflect the realities of the 21st Century.”

He promised that: “India’s G20 Presidency will attempt to voice the views of the Global South on these important issues.”

The Indian Prime Minister said: “In its development partnerships, India’s approach has been consultative, outcome oriented, demand driven, people-centric, and respectful of the sovereignty of partner countries.

“I firmly believe that countries of the Global South have a lot to learn from each other’s development experiences.
I am happy to announce that India will establish a “Global-South Center of Excellence”.”

Modi explained that: “This institution will undertake research on development solutions or best-practices of any of our countries, which can be scaled and implemented in other members of the Global South.”

He said: “As an example, the digital public goods developed by India in fields like electronic-payments, health, education, or e-governance, can be useful for many other developing countries,” explaining that India has also made great strides in areas like space technology and nuclear energy.

He revealed that “We will launch a ‘Global-South Science & Technology initiative’ to share our expertise with other developing nations.”

The Prime Minister while disclosing that during the COVID pandemic, India’s ‘Vaccine Maitri’ initiative supplied made-in-India vaccines to over a 100 nations, said: “I would now like to announce a new ‘Aarogya Maitri’ project. Under this project, India will provide essential medical supplies to any developing country affected by natural disasters or humanitarian crisis.”

He added that: “For synergising our diplomatic voice, I propose a ‘Global-South Young Diplomats Forum’, to connect youthful officers of our foreign ministries.
India will also institute ‘Global-South Scholarships’ for students from developing countries to pursue higher education in India.”

EU Expresses Concern Over CSOs Low Compliance To Extant Law

The European Union (EU) has expressed concern over the low compliance of Civil Society Organisations (CSOs) on extant laws guiding the regulations of the system at the state and local levels in Nigeria.

The concern was expressed on Monday under its Agents for Citizen-Driven Transformation (ACT) programme.

The Manager, Agent for Citizen Driven Transformation programme of the European Union(EU), Edem Udeokong made this known at a “Regulatory Framework Compliance Training for State Networks and CDPs” in Abuja.

Udeokong noted that ignorance as a result of lack of knowledge as well as the reasons of implementation which is a major issue in Nigeria has been a major factor for low compliance.

He said: “This is sometimes due to lack of knowledge and unwillingness to comply, in Nigeria the issue of compliance is inept in the system.

“We are not just proactive in complying with the law as we do not see the need to comply and also for so long the laws are not enforced.

Udeokong, while disclosing that a survey In 2021 with some civil society revealed the extent to the issues relating to non compliance by CSOs, said this is happening across board.

He said the training is at the eleventh round to sensitize organisations “as the laws and regulations are there already but the problem is enforcement, because if the laws are enforced the organisation may suffer penalties like being shutdown, or the promoters thrown into jail.

He lamented that: “Ignorance is one of the major reasons for non compliance, although some are aware but due to negligence and for some the cost to get an audited account is something that discourages them.

Udeokong, in proffering solutions to mitigate the issue, said “we train them and produced a simplified version of the law, to create a sensitization on how to do things also the regulators need to send out more information and make things cheaper and simpler for the people.”

The Assistant Director, Office of the Registrar General Corporate Affairs Commission, Tolulope Sonaike, on his part said, the issue is across board and not specific to CSOs but particularly so with the CSO.

According to Sonaike, the number of CSO who are registered with relations to the annual report that are filed is really at a low compliance level.

He said: “Compliance means being up to date. Principally this entails annual returns report to the CAC, keeping them in the know if an organisation is still in business.

“This short coming is attributed to several factors. Firstly most of these organizations do not understand their statutory obligations. This is because what most promoters are concerned about is let me get the business started.

“Again, they do not engage the services of consultants and experts to advice them.There is really a low understanding of what it will take after registration to remain in business effectively, not just in the business space making money but to be up to date with regulators.
“The reasons may also be that they do not even know they should be filing those returns.Some of them have changed structures without notifying the CAC and when that happens they have a duty under the law to do so.

“If they are changes in the particulars of directors and/or secretary, if you alter your constitutions or change your trustees all of these have to be notified to the commission but a lot of organisations do not know this.

Sonaike added that “the issue of low compliance may be that there is a low level of knowledge in this regard and it is important that they know this because this may give rise to striking off the company as this is a ground for such penalty.

“The commission has a search portal where anyone can go look up information to determine the status of a company as active or inactive. Active in this context means an organisation is up to date with annual returns filing.

“If you fail to disclose, the commission can also indicate the organisations status as inactive so there are consequences, which might not be good for an organisation.”

2023: Nigerians must not submit to Tinubu’s slavery – Atiku 

The Atiku Campaign Organisation has cautioned Nigerians to be wary of the antics of the All Progressives Congress (APC) Presidential candidate, Bola Tinubu, and not submit to his overlordship as he is currently doing in Lagos. 

Spokesman of the PDP Presidential Campaign Council, Charles Aniagwu, gave the advice at a news conference on Tuesday in Asaba and warned that Nigerians would be subjecting themselves to internal slavery if they allowed Tinubu to become Nigerian president. 

He said that Tinubu who already captured Lagos was looking for avenue to extend his control on the other 35 states and FCT and urged Nigerians to avoid repeating the mistake Lagosians made by allowing him control everything that happens in the entire state. 

According to him, “as a campaign council we are urging Nigerians not to make the mistake of submitting themselves to internal slavery by the APC whose Presidential candidate had since captured Lagos and what he is looking for is to expand his territorial control beyond Lagos to control the entire country in form of slavery. 

“For those of you who may not know, a number of the major projects and programmes in Lagos are controlled by this same individual. 

“When you get to Lagos and ask them about BRT you will discover that it is handled by this man’s family. The signages in Lagos which is a very big business is handled by his son, the collection of taxes in Lagos which is the biggest in terms of tax collection is handled by a company that is said to belong to this same man. 

“Needn’t I mention other sources of revenue that Lagos should have benefited from and you also know how he handpicks those who will govern Lagos to the extent that Ambode, a man that was doing well was taken out because he disagreed with them on how to share the funds of the people of Lagos.” 

He said for such a person to aspire to govern our country, it will be very detrimental to all of us. 

“If we don’t want to submit ourselves to slavery, Nigerians must stop Tinubu from crossing Lagos into the other 35 states and the FCT because that will amount to internal slavery for all of us where he alone will determine the next President, and who gets what and not forces of democratic governance. 

“As part of that unbridled quest to expand his grip and capture the states, they have cooked up stories because they have seen that Nigerians are convinced that Atiku Abubakar is a man that has what it takes to recover this country and place it on the path of growth and development. 

“They have gone to wake up a blackmailer and they call him a whistle blower. Am sure that as journalists you know who a whistle blower is and who a blackmailer is. 

“Michael Achimugu was not a staff of Atiku Abubakar, he was a staff of one of the support groups with the daughter, he was not employed to work for Atiku Abubakar. 

“If all he does is to record his boss and his friend and you call that whistle blowing, all of you know that is not whistle blowing but blackmail and anybody who is a blackmailer cannot be taken seriously and we are not perturbed because it was not done with the intention to help our country. 

Aniagwu, who is Commissioner for Information in Delta, said the campaign council was concerned about the challenges bedevilling the nation and how to solve them and not engage in mundane issues. 

“As a campaign council we know what the issues are that our youths are loosing their jobs and more than 133million Nigerians are now suffering from what they call multi-dimensional poverty, our economy is not in the best of shape while our unity is terribly challenged. 

“There also the need for our children to have the best of education to curb the ‘Jappa’ syndrome and of course to progress the country from a consumption atmosphere to a much more productive environment. 

“Any attempt to raise issues that don’t add up so that they can have their way to enslave the rest of us, we are asking Nigerians to be weary of him and ask Lagosians what they are going through in his hands. 

“Our forefathers fought the slave masters and colonial masters and chased them away to where they came from so we cannot afford to enthrone internal slave masters who will decide how the country would be governed. 

“Our desire is to get our economy working again, unite Nigerians against divisive tendencies, fix infrastructure, address insecurity which has stiffled productivity and weakened our fabrics as a nation. 

“In doing so we will amend the constitution and give way for state police and other matters. The APC has not given the country any hope in the past let alone renewing it so we cannot afford to allow them enslave the rest of the country,” he said.

NDLEA seizes N5 billion aploids in Lagos Warehouse, arrests two kingpins

Operatives of the National Drug Law Enforcement Agency (NDLEA) at the weekend busted a warehouse in Amuwo Odofin area of Lagos belonging to a tramadol cartel, arresting two of its kingpins, seizing millions of opioids pills and bottles worth over N5 billion.

This is even as anti-narcotics officers of the agency also uncovered and dismantled a clandestine skuchies laboratory in a remote part of Sagamu, Ogun state where several equipment and various quantities of illicit substances used to mass produce the dangerous new psychoactive substance were recovered on Saturday.

In a statement on Sunday, the spokesman of the NDLEA, Femi Babafemi said the drug cartels took the first heat last Tuesday from determined officers of the agency who intercepted an imported consignment of Loud, a strong variant of cannabis, weighing 4,878.72 kilogrammes along Awolowo road Ikoyi, Lagos, adding that after a near fatal encounter with some suspected fake security agents escorting the drugs, the NDLEA operatives succeeded in recovering the consignment with a white truck marked BDG 548 XX conveying it.

He said this was followed by the seizure of 121,630 pills of pharmaceutical opioids and some quantity of molly from a dealer, Charles Okeke last Wednesday at Idumota area of Lagos Island, revealing that another effort by the agency to bring the drug cartels to their kneels paid off last Friday when operatives tracked and located a major warehouse for pharmaceutical opioids at 17, Sir Ben Onyeka street, off Ago palace way in Amuwo Odofin area of the state while the owner of the store, Aloysius Okeke was arrested.

He disclosed that illicit drugs recovered from the warehouse include: 3,264,630 pills of tramadol; 3,490 bottles of codeine and 915,000 capsules of pregabalin 300mg.

Babafemi noted that this came on the heels of the arrest of a suspect, Olarenwaju Wahab who distributes for the cartel same day, disclosing that recovered from his white Mercedes distribution bus include: 14,690 bottles of codeine-based syrup; 402, 500 tablets of tramadol 250mg; 50,000 tablets of tramadol 225mg and 210,000 capsules of pregabalin 300mg.

The spokesman also disclosed that in neighbouring Ogun state, operatives in the early hours of Saturday also discovered and dismantled a clandestine laboratory on the outskirts of Sagamu from where skuchies, a highly potent psychoactive substance made with a blend of cannabis sativa, tramadol, rohypnol, Exol-5 and industrial codeine, was being produced in large quantity, packaged and distributed in jerry cans and bottles.

He said all the equipment for the production including power generators, industrial gas cylinders, drums and kegs as well as various quantities of illicit drugs such as 214 kilogrammes cannabis; 1,440 capsules of tramadol; 480 tablets of swinol; 1,440 tablets of rophpnol and 114 litres of industrial codeine, among others were recovered from the building before sealing off the premises.

Babafemi said in Abuja, operatives of the FCT Command of the agency last Thursday raided the notorious Tora bora hills in the city and recovered 350.7 kilogrammes of skunk and 794 bottles of codeine hidden under rocks, adding that 756 kilogrammes of cannabis sativa were recovered at Dawo village, Kaga local government area of Borno State and transferred to the agency last Friday by officers of the Nigerian Army, FOB 29 Task Force Brigade, Benishiekh, in conjunction with hunters group, based on intelligence from the State Command of NDLEA.

In Ondo state, operatives stormed Alayere, Akure North local government area, where they arrested a suspect, Sunday Make with 275 kilogrammes of cannabis sativa and seeds, while a total of 272 kilogrammes of cannabis sativa were recovered from two suspects: Nwele Friday, 35, and Egbe Nnaemeka, 47 at Ifo layout, Abakpa Nike, Enugu; while in Katsina, 34.3 kilogrammes of cannabis were also recovered from an uncompleted building in Muduru, Mani village after which the owner, Murtala Isiya was arrested in a follow up operation.

In the same vein, an alleged notorious drug dealer, who is physically challenged, Abiodun Emaria, 40, was last Saturday arrested with 6.2 kilogrammes of cannabis at his hideout in Ohada village, Uhunmonde local government area of Edo state.

Meanwhile, the Chairman/Chief Executive of NDLEA, Brig. Gen. Buba Marwa (Retd) while commending the officers and men of Lagos, FCT, Ondo, Enugu, Borno, Katsina and Edo Commands for the arrests and seizures, charged them and their compatriots across the country to sustain the heat on drug cartels in Nigeria while balancing their efforts on supply reduction with drug demand reduction activities.

MOHAMMADU BUHARI AND THE PAGES OF HISTORY(1)

In retrospect, it is as though President Mohammadu Buhari happened to Nigeria bestriding a trojan horse. This may not truly be the case. So what happened?

Here is a Spartan Army General (arguably among the finest of the northern aristocratic elite class who held sway from yore) feared, revered and ‘pampered’ by the abstract or imaginary invincible political power bloc resident in northern Nigeria and has been a serial contestant for the exalted office yet couldn’t belt the ship of state comfortably in its harbour in eight years.

How does history play fairly with leaders? Does it have to do with the longevity of tenure or impressionable performance or both? What makes some populist leaders live up to their people’s expectations of them and vice-versa?

Buhari’s first advent was brief but tough in all facets and left us with a sour taste of jackboot mercilessness and a no-nonsense mien. Why was he given another opportunity after almost three decades of this nightmare?

The pages of History are replete with men who did their people good and left indelible marks. They are also full of men who did the people much evil and misgovern their collective patrimony to their utmost chagrin.

So which side of History does President Buhari belongs, especially his second advent since 2015? What has the nation experienced under Him that one can nostalgically look backwards to and say kudos?

Is the taciturn General ably misjudged by all who had an axe to grind with him or was his frequent ill health way into the early part of his second advent left him with little or no political sagacity to personally pilot the affairs of state and the reason he governs by proxy almost all the time?

It is said that he did so well in the area of infrastructural development. This is a fact, albeit a contestable one. But the existential threat brought about by insecurity made nonsense of whatever good intentions his infrastructural development hoped to achieve. Only the living enjoys infrastructure. He has promised to leave behind a good legacy in electioneering and elections in Nigeria. We are waiting with bated breath.

Soludo Appointed National Leader Of APGA, Speaks On Party’s Progress, 2023 Election

The Governor of Anambra State, Prof. Charles Chukwuma Soludo has been appointed as the National Leader of APGA, the third-largest political party with 1 State. 

The Governor bagged the appointment on Friday at the NEC meeting of the party which was held in Awka, Anambra State Capital. 

He then promised to work for the victory of the party every day while paying tribute to the first National Leader of APGA, Late Odumegwu Ojukwu.  

Our correspondent reported that the appointment was made on Friday, January 13, 2023, during the party’s NEC meeting held at the International Conference Center in Awka, where the members unanimously appointed Governor Soludo as the party’s leader. 

The certificate was formally presented to Governor Soludo by the National Chairman of the party, Ozonkpu Victor Oye, in the presence of all the NEC members. 

Prof. Soludo thanks APGA on his appointment as national leader of the party Governor Soludo, upon receiving the certificate of appointment, thanked the party, and paid tribute to former national leaders of the party, Sir. Chukwuemeka Odumegwu Ojukwu of blessed memory, and his immediate predecessor, Chief Willie Obiano, and pledged not to disappoint the party’s forebears. 

He said: “I pledge to work every day with all of you, our thronging members so that all progressives in Nigeria will know that APGA is their home. 

APGA is the third-largest political party in Nigeria and will grow from strength to strength. When the country is ready, APGA will be there to provide the true progressivism that Nigeria craves.

“APGA has the potential to make Nigeria the world’s largest black nation. APGA has the potential to expand its domain in Nigeria. We have representation in the governorship, House of Representatives, and State Assemblies. 

“We have a responsibility to work very hard to maintain and expand our pace. APGA is still the road map to a better Nigeria. I will uphold this party’s principles and ethics.” 

He predicts how far APGA will go in the 2023 election On the 2023 general election, Soludo said that APGA would win several electoral positions. 

According to him: “APGA will run for every office in the country, and, by God’s grace, the party will win.” “I must commend APGA’s outstanding leadership, particularly in difficult circumstances. 

“This Leadership you have demonstrated will benefit future generations of APGA supporters. We must work hard to preserve our party’s name and greatness” Governor Soludo concluded. 

Earlier, the National Chairman of APGA, Chief Victor Oye, expressed his joy and gratitude to Governor Soludo for making the state proud through APGA. 

He also said that APGA has made tremendous progress and that all of the goals the party set have been met. 

“In 2021, we held our primaries in Awka on June 21, and Prof. Soludo emerged as the APGA candidate, and went on to win the governorship election, and he is now seated here with us as the Governor of Anambra State. 

“I’ve always said that no one can curse someone whom God has blessed. The State faced critical challenges in areas such as roads, security, health, employment, and education.

Eight local government areas in the state were under siege, but they have now been liberated under the current leadership of Governor Soludo,” Chief Oye said. 

Present at the event included the Deputy Governor of Anambra State, Dr. Ibezim Onyekachukwu; Rt. Hon Uche Okafor (Speaker Anambra State House of Assembly), Alhaji Abubakar Adamu (Deputy National Chairman North), Engr. Soludo Calls For Nnamdi Kanu’s Unconditional Release, Offers To Stand Surety

The Governor of Anambra State, Prof. Chukwuma Charles Soludo, has called for the immediate and unconditional release of Mazi Nnamdi Kanu who has been in detention with the Federal Government of Nigeria

Prof. Soludo who made the demand during the APGA Campaign kick-off in Awka, specifically appealed to the Federal Government to release Nnamdi Kanu unconditionally.

He wants further that the assert that if the detained IPOB leader cannot be released unconditionally, he should be released to him saying he is ready to stand surety for him.

“I am making a passionate appeal to the Federal Government to release Mazi Nnamdi Kanu unconditionally. If he cannot be released unconditionally, i want him released to me and i will stand surety for him”

Governor Soludo went further, “We need Nnamdi Kanu in the roundtable conversation to discuss the insecurity in the South East. We must end insecurity in the South East and we need Nnamdi Kanu to be around.”

The Governor promised to cater for Nnamdi Kanu and also offered to bring him to the authorities any time he is required

Anambra Govt Pulls Down Umeh, Peter Obi’s Campaign Billboards

The Labour Party (LP) has alleged that the Anambra State Government has pulled down the campaign billboards of its Presidential and Senatorial candidates, Mr. Peter Obi and Chief Victor Umeh, respectively mounted at strategic places in the State.

The party accused the State Governor, Prof.  Chukwuma Soludo, of giving the order in that respect.

A chieftain of the party who would not want to be mentioned at this stage of the impasse, told our correspondent that Obi and Umeh’s large billboard at the Unizik Temporary Site Flyover was pulled down on Saturday by the Anambra Signage and Advertising Agency (ANSAA).

He said, “The billboard at UNIZIK Temporary Site Junction was today (Saturday) removed on the orders of Soludo.

“The advert which was placed by an APCON registered Advertising Agency was fully paid for.

“Soludo said that he does not want Labour Party advert on such a strategic place and ordered the Anambra Signage Agency to refund the money it received for the advert.

“He also ordered the removal of the Labour Party advert at the Afor Nnobi Gantry. This Advert has been there since October, 2022 and was paid for five months.”

Responding to the allegation, the Managing Director of Anambra Signage and Advertising Agency (ANSAA), Mr. Tony Ujubuonu, confirmed that the LP billboard was removed on Saturday but not on the orders of the State Governor, Prof. Chukwuma Soludo.

He said, “Whatever that was removed was as a result of a challenge we had with the agent that erected the board.

“First and foremost is that the bridge you are talking about was having a Labour Party billboard. If you recall in August, we sent out a message to all political parties to pay up their campaign fees.

“There was a lot of hullabaloo about it. None of them has paid their own. So most of the parties that have not paid theirs that have adverts on government assets were removed. It has nothing to do with the Governor. 

“Governor didn’t give any order. If they said they paid, the campaign fees, let them give me any evidence, I should know, I’m the the ANSAA MD.

“They didn’t pay the campaign fees and we spoke to their media heads several times; we informed them about the enforcement, and they haven’t paid it so we decided to take down the advert. It has nothing to do with the governor. Anybody that tells you anything about the governor and the billboard is telling you lies.

He added that when the advert was removed, government refunded the advertising agency that mounted the advert its money.

Mr. Ujubuonu further said, “The money was refunded to the agency who owned the board not to the client. We don’t deal directly with the Labour Party, we deal with the advertising agency that mounted the board. 

“The money was refunded to the agency because they must have incurred some debts on that particular period.”

UK Group Condemn Delta “stomach infrastructure” politicians who recently left PDP

The Delta Advocate 4 Sheriff, United Kingdom(UK) has condemned and described as laughable recent defections from the PDP by persons who have benefited immensely from the party in the last 20years.

The group’s president, Chief Dr. Ogheneovoh Amurun and secretary Engr. Ufuoma Omojimite in a statement said “these are characters without principle but merely “stomach infrastructure politicians”

According to the group , nobody should take these people seriously anymore because they have demonstrated that it’s only their interest that matters.

They stated that Hon. Sheriff Oborevwori is a tested and trusted leader who rose from the grass roots due to his loyalty to colleagues and the party.

He was Chairman in Osubi, from 1996 to 2003, a Special Assistant, Senior Special Assistant, Special Adviser to the Governor, member of the House of Assembly, now Speaker.

“He is now longest serving Speaker with the most peaceful tenure because he continue to be trusted by all as a unifier with a capacity to carry everybody along.” they said

The Delta Advocate 4 Sheriff believed that with Hon. Oborevwori’s “More Agenda” the Gov Ifeanyi Okowa’s immense achievements will be enhanced in terms of infrastructure, human capital and inclusiveness.

They urged all PDP members and Deltans to sustain their support for His Excellency, Sen Dr Ifeanyi Okowa and Hon Oborevwori as better days are ahead with them as Vice President and governor respectively.

They predicted that after the 2023 elections, Oborevwori will retire Agege, Gbagi from active politics.

According to them, due to Gov. Okowa’s purposeful leadership and judicious application of funds across all sectors of the state, the economy is developing rapidly while Asaba International Airport has become number six busiest commercial hub in Nigeria, with massive in flux of business people, holiday makers and tourists from within and outside the country.

The Group also commended Chief Francis Ariyor(JP) Chairman, National Union of Road Transport Workers(NURTW) Delta State chapter for his solid support for the election of Hon Sheriff Oborevwori as the next governor to continue the implementation of the Gov Okowa’s impactful program for the state.

CGIS Asks Immigration Personnel to Remain Apolitical, Stop Non-Nigerians from Participating in Elections

The Comptroller General of Immigration Service, Isah Idris, has charged men of the service to remain apolitical and ensure non-Nigerians are not allowed to participate in the forthcoming election exercise.

The CGIS gave the charge on Saturday at the graduation ceremony of 1,800 personnel of the Service trained at
the Immigration Training School Kano (ITSK) and Customs Training College Kano (CTC).

The personnel who recently went through the 23rd Pre-Basic Course, passed out at an event held at ITSK.

The Comptroller General of Immigration Service, Isah Idris, while congratulating the graduands, urged them to remain guided by the trainings they received as well as the agency’s rules of engagement in their conducts.

The CGIS, represented at the event by the Assistant Comptroller General in charge of Human Resource Management, Babangida Usman, who was the Parade Reviewing Officer, maintained that the current management has continued to demonstrate huge commitment to human capacity development efforts to ensuring that the Service produces a professional workforce that would be sufficiently capable to confront emerging challenges in Border Security and Migration Management matters.

The CGI emphasized on the need for the personnel to avoid compromise in the cause of their duty, especially with the 2023 general elections at hand, reiterating that the Service cannot afford to go back to the era of nonchalance and arbitrary abuse of duty call, which demands commitment and bravery.

He also charged them to remain apolitical and ensure non-Nigerians are not allowed to participate in the election exercise.

He stated that the event was the first of its kind in the history of NIS, noting that never has the Service ever trained such a number of personnel at once. He commended the Commandants of ITSK and NITSOL for the wonderful coordination of the training.

The CGIS praised the Minister of Interior, Ogbeni Rauf Aregbesola and indeed the Federal Government for the continuous support accorded the Service in its operations and manpower development activities.

Important personalities at the event include the Nigeria Consulate General to Benin Republic and that of Niger Republic, Zonal Coordinator Zone B, Brigade Commander, 3 Infantry Brigade Kano, very senior functionaries of the Kano State government as well as Heads of other security and military Agencies in the State.

“From state government’s support of 1,000 fish and 70 bags of fish feed, I now own 8,000 fish in five tarpaulin fish tanks and six earthen ponds. I have diversified to crop production, for example, yam, cassava, maize and plantain at a subsistent level which reduces the cost of feeding my family. 

“Though challenging, I am working hard to survive considering the high cost of fish feed.

“I provide for my family from the proceeds. I have one employee. I also diversified into transportation and sales of vehicles. I see myself owning an automobile servicing company in future.”

NEW REGISTRAR TAKES OVER AT FEDERAL POLYTECHNIC DAMATURU

The recently appointed Registrar Federal Polytechnic Damaturu, Muazu Aliyu Iliyasu has taken over the affairs of the office in a brief ceremony at the Polytechnic Council Chamber.

During the handing over, the outgoing Registrar Hajiya Ladidi Godowoli expressed her delight over the co-operation she has enjoyed from the polytechnic community.

She therefore, urged them to accord same to the new registrar for the system to move.

The new registrar Muazu Aliyu Iliyasu while taken over, assure to continue the building process of the institution from where his predecessor stopped.

He said to achieve this, he would need the support and cooperation from the staff.

In their separate goodwill messages, members of the Management, Academic Board and the Registry staff as well as union leaders spoke on the good virtue of the departing registrar, particularly her good working relationship with the staff.

In his remark, the rector of the Insitution Engr. Usman Kallamu, expressed that he had good working relationship with the outgoing registrar.

Nigeria Decides: Why APC is afraid of BVAS – Aniagwu 

The Spokesperson of the Peoples Democratic Party (PDP) presidential campaign council, Charles Aniagwu says the ruling All Progressives Congress (APC) were scared of INEC’s decision to deploy Bimodal Voter Accreditation System (BVAS) as the device would expose the party to ridicule following their abysmal performance since 2015. 

Speaking on Focus Nigeria on AIT, yesterday, Aniagwu said the APC fought very hard to ensure that the law backing deployment of technology in electoral process was not passed in the National Assembly. 

According to him, “the PDP is very much disposed to the use of BVAS and can never be part of those planning to bring down the INEC Chairman because we believe that he is doing his best to improve on our electoral process”. 

“The APC candidate and their members were not comfortable with the use of BVAS and you will recall when the National Assembly was debating on the Electronic Transfer of Result, the Deputy President of the Senate who is governorship candidate of the APC in Delta, Ovie Omo-Agege and many others vehemently opposed that particular innovation and that is to tell you that the APC are not too comfortable with the BVAS. 

“BVAS is going to be a game changer and as a party we are very confident that we will win through normal voting and we are hopeful that the votes of Nigerians will count. 

“The INEC Chairman and his team have done so well, they may have their pitfalls as human beings but one can rate them far above average on the reforms they have brought to bear on our electoral system. 

“And to a large extent I want to believe that they have been quite neutral in the electoral process we are having at the moment,” he said.  

While reacting to the alarm raised by the Independent National Electoral Commission (INEC) that the 2023 general elections might be postponed as a result of the insecurity challenges across the country, Aniagwu said “INEC is raising those issues with a view to getting the authorities to strengthen the security agencies and I’m very happy that the president yesterday did give an assurance that we need to have confidence in our security agencies. 

“The president also assured he would see through a very credible electoral process and so far, from his comments and actions, I want to believe that he is very much committed to that process. 

“You saw what happened in Osun, it’s adjudged to be a very credible electoral process. That could be one of the credits that you could ascribe to the president. No matter the many other pitfalls we have seen in this administration, in terms of improvements in the electoral process, Muhammadu Buhari could be adjudged to have done quite well in his desire to leave behind a credible electoral process. 

“And so if INEC is raising that issue, it is not misplaced because there are a lot of security threats in a number of places. You’ve seen some of the INEC offices burnt down in some places in the Southeast and then a few other attempts in the Southwest. 

“We do hope that the security agencies will beef up security around these institutions and police all the length and breadth of this country for the purpose of getting Nigerians to have the confidence to turn out on election day and for INEC to also have the confidence to deploy both sensitive and non sensitive materials on election day. So it’s not out of place that INEC raised the alarm.” 

On why President Buhari was not disposed to campaigning for APC Presidential candidate, Bola Tinubu, Aniagwu who is also Commissioner for information in Delta, said the president had no confidence in the ability of Tinubu to turn things around for the country. 

“What Buhari saw during the primaries of the APC, the governors failed to see it and it was quite clear the president wasn’t comfortable handing over to Tinubu given his level of integrity. 

“Buhari may not have done so well for the nation given where we are now, but there are certain things you can’t take away from him. 

“He is a man reputed not to be a thief and he is a man reputed to be a great patriot but for the fact that his administration did not perform up to expectations is largely because of his ability which he has also acknowledged that he did his best which obviously was not good enough. 

“So when you saw him in Adamawa asking the electorate to vote candidates with integrity and he failed to mention the name of the party’ presidential candidate, it clearly shows that the man does not wish that Tinubu wins the Presidency. 

“Buhari is not campaigning for Tinubu because he knows that he doesn’t have what it takes to turn things around for this country,” he added. 

Aniagwu further said that Atiku Abubakar’s visit to London was in line with the party’s quest to build a global economy that will have the buy-in of the international community.
