Innocent Gerard is the CEO of Gerard Concept. He hails from Oshimili North Local Government Area. He has an HND before he got enrolled in the Delta State Government’s Skills Training and Entrepreneurs Programme (STEP) in the 2019/2020 STEP in which he received training in ICT Services. Two years later, Gerard shares his experience of business success.

“I have a documentation center in the main campus of Delta State Polytechnic, Ogwashi-Uku where I carry out ICT services as type-setting, photocopying, Cybercafé, computer networking etc. I developed my skills in the area of installation of CCTV cameras. I now install CCTV cameras and intercom communication gadgets. I have trained three persons and have employed two.

“Currently, I also work as a supervisor of contractors at a notable resort center in Asaba. My financial state has improved. I have roofed my house from the proceeds from STEP training and my wife and children are well taken care of.”

ECOWAS To Establish Electricity Market to Solve Energy Problem, Underdevelopment in West Africa

The Economic Communities Of West African States (ECOWAS) has expressed it readiness to establish electricity market in West Africa where contractors can buy power to improve energy generation and industrialization of the sub-region.

Speaking at the 7th Edition of the ECOWAS Sustainable Energy Forum (ESEF2022) in Abuja, ECOWAS President, Dr. Omar Touray, who was represented by ECOWAS Commissioner for Infrastructure, Energy and Digitalisation, Sediko Douka,lamented that 50% of Africans have access to electricity, but less than 10% are accessible to those in the rural areas.

He said: “The ECOWAS Commission and its specialised energy Agencies are working tirelessly to address these challenges. Our strategic objective is to integrate the operation of the Community’s national power grids into a unified regional electricity market to ensure a stable, regular, and reliable supply of competitively priced electricity to the citizens of the ECOWAS member States in the medium term. We plan to achieve this objective by promoting and developing power generation and transmission facilities and equipment and coordinating electricity trade among the ECOWAS Member States.”

Touray added that: “It is the reason that we launched the regional electricity market since June 2018 and the ECOWAS Statutory Bodies adopted a Master Plan for the per development of regional power generation and transmission infrastructure 2019-2033 aiming to generate 16000 MW and construct 23000 km interconnection electric lines. It is a portfolio of 75 regional projects amounting 37 billion USD. The generation will promote the utilisation of renewable energy and natural gas, very abundant in our region.

“The implementation of this Master Plan and the previous ones reaches a result where we have presently 13 countries interconnected; the remaining one country will be interconnected by the end of this year. Also, through the support of our traditional technical and financial partners, the WAPP Information and Coordination Centre (ICC) located in Cotonou, Benin will be operational by the end of this year and will serve as the regional electricity market operator, i.e. a place where stakeholders can sell and buy electricity by next year the reason.”

He revealed that: “The ECOWAS Commission is also working on improving energy access for the ECOWAS rural population and actively promoting the deployment of off-grid energy solutions, such as clean energy mini-grids and stand-alone technologies.

“To this end, several regional projects are at the stage of implementation within the region. Our objective is to have an access consolidated rate of 70% by 2030.”

He said: “Following the adoption of the regional policies on renewable energy and energy efficiency by the Authority of ECOWAS Heads of State and Government in July 2013, which tasked the Region to achieve ambitious targets by 2020 and 2030, this Forum rightly affords us a significant opportunity as a region and stakeholders to take stock of progress to-date. Indeed,

“The ECOWAS Renewable Energy Policy, aims to increase the share of renewable energy in the region’s overall electricity mix to 48% in 2030; and the ECOWAS Energy Efficiency Policy, aims to implement measures that free 2000 MW of power generation capacity and in the medium term, more than double the annual improvement in energy efficiency.”

He however lamented that: “To date, only half of the ECOWAS citizens have access to modern energy services; hence they are consistently deprived of the full benefits of electricity for socio-economic development, which, if not addressed, would hinder the Region from achieving its Sustainable Development Goals by 2030.

He said: “That is why we launched the regional electricity market and will generate over 60,000 megawatts of electricity with over 23,000 distribution points.

“By next year we will have electricity market where contractors can buy electricity.” He added that: “We are developing a new energy policy for the region that will be operational by June next year.”

The Nigeria’s Vice President, Prof. Yemi Osinbajo, in his opening remarks, explained that the Nigerian energy transition plan seeks to tackle the twin renewable energy issues; climate change and emissions.

Osinbajo, who was represented by Nigeria’s Minister of Power, Engr. Abubakar Aliyu said: “Nigeria’s Energy Transition Plan is a prime example of the needed evolution of policies to deliver both the growth in energy consumption necessary for development and the climate response required for the preservation of our planet. Our Energy Transition Plan seeks to tackle the dual crises of energy poverty and climate change, and deliver universal energy access (SDG7) by 2030 and net-zero by 2060. It is also a bolder articulation of our commitment to sustainability and renewables as earlier proposed in the Electricity Vision 30:30:30, which aims to provide 30GW of electricity by the year 2030 with renewable energy contributing at least 30% to the energy mix. While Nigeria led the charge in becoming the first African country to develop such a detailed Energy Transition Plan, we know the captured ambitions are not unique to us.”

The Nigeria’s VP while commending Regional sustainable energy policies like the ECOWAS Renewable Energy Policy (EREP) and the ECOWAS Energy Efficiency Policy (EEEP), said “recent global events reveal that we have another chance to determine the future of energy development and use within the West African Region, and I firmly believe this forum presents the opportunity to deepen our cooperation within the Region and Africa at large, to speak with one voice for our benefit at a time when energy issues are being renegotiated. As members of the West African community, we must understand our situations, properly identify our challenges, set our developmental goals, and determine the pathway for achieving them in a sustainable manner. This is a crucial time for us to collaborate as neighbours and work interdependently, leveraging on our cooperation and abundant energy resources to secure for ourselves and our children a sustainable energy market for socio-economic development of the Region. Africa must speak with one voice when it comes to energy and West Africa countries must see themselves as neighbours for economic and social and cultural development.”

Osinbajo, who thereafter officially declared open the event, said: “We must increase our investment in renewable energy.”

He noted that: “The importance of energy to human development cannot be over emphasised. Its relevance extends beyond socio-economic development to include security and sovereignty, foreign policy as well as international trade. The economic growth of nations is typically correlated with growth in energy consumption. It is clear that the survival of nations depends on the exploitation and utilisation of energy resources.

“At the same time, energy in the way it has been historically produced and consumed is a key driver of ecological challenges with important implications for the survival of our planet.”

Osinbajo added that: “The development and use of energy is dynamic and energy policies are therefore continuously changing driven by affordability, efficiency of energy resources, energy security, international cooperation and trade and pressing realities like climate change. Globally, we are committed to limiting the warming of our dear planet by limiting CO2 emissions which largely come from energy consumption. However, this must be achieved alongside rapid development particularly for African nations.”

Also speaking, the Ambassador of Spain to Nigeria and ECOWAS, Juan Ignacio Sell, stated that: “This gathering affords member countries to share ideas and create awareness on our quest to achieve the SDGs in West Africa.”

He however lamented that: “We are failing short of the target we set for renewable and green energy,” insisting that: “Energy poverty and energy security needs to be addressed.”

He said the EU would assist the region in infrastructure and capacity building.

The 7th Edition of the ECOWAS Sustainable Energy Forum (ESEF2022) by the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE in collaboration with the Federal Ministry of Power Nigeria. ECREEE is a specialized agency of the Economic Community of West African States (ECOWAS) with a public mandate to promote sustainable energy markets in the ECOWAS region. The priority activities of the Centre include sustainable policy development, capacity building, knowledge management, advocacy, and investment promotion. ECREEE instituted the ECOWAS Sustainable Energy Forum (ESEF) in 2017 to support the investment and policy initiatives of ECOWAS Member States in the regional sustainable energy sector. ESEF has since become the must-to-attend energy event in West Africa, providing a veritable platform for networking and forging effective partnerships that will accelerate the implementation of priority energy projects and ensure transformative progress towards attaining the ECOWAS region’s sustainable energy objectives.

Governor releases N700m for payment of 2022 leave grants of LG workers

A State Governor in Nigeria, Prof. Babagana Zulum has released the sum N700 million for the payment of 2022 leave grants to local government workers across Borno state.

Commissioner for Local Governments and Emirates Affairs, Sugun Mai Mele announced the payment on Monday in Maiduguri, while speaking addressing journalists.

The Commissioner explained that payment had already been made in to the accounts of the 27 local government areas.

Mele said, Zulum had warned that on no basis should the money be diverted for any project other than payment of the leave grants.

He noted that the ministry will take stringent action against officials of any local government area who fail to pay the leave grants by using the funds for something else.

The Commissioner said that the ministry had already directed the LGAs in a circular to pay digitally and avoid table payment.

Mele said aside the leave grants, after the ongoing computations and ground works are completed, payment for the outstanding gratituies for 2022 would also be announced.

The commissioner recalled that since assumption of office, Zulum has made severe and sustained efforts towards re-establishing civil authority in the local government areas.

He said the governor has sustained the constant payment of state and local governments’ staff salaries and pensions at the end of every month.

Meanwhile, the commissioner has conveyed the governor’s gratitude to the leadership of the Nigerian Union of local government employees (NULGE), the Nigerian Union of Teachers and all other unions for their support for his administration.

He however solicited workers’ continued support to the Zulum’s adminstration as they have always done.

Sokoto village head, 10 others arrested in connection with drugs

The village head of Gidan Abba in Bodinga local government area of Sokoto state, Abubakar Ibrahim, was among those arrested in connection with drug offices by operatives of the National Drug Law Enforcement Agency (NDLEA) in the past.

A statement on Sunday by the spokesman of the NDLEA, Femi Babafemi revealed that Ibrahim was among 11 suspects arrested in interdiction operations by men of the anti-narcotics agency where 991,320 pills of pharmaceutical opioids and 1,251 kilogrammes of cannabis and khat as well as 46.637 kilogrammes of methamphetamine, cocaine and heroin were recovered across seven states.

Babafemi said at the Murtala Muhammed International Airport, Lagos, NDLEA operatives attached to the SAHCO import shed last Wednesday intercepted a total of 15 cartons containing 802,000 pills of tramadol imported from Dubai, UAE and Karachi, Pakistan.

He added that while 10 cartons of tramadol 225mg came in from Dubai on Ethiopian Airlines flight, four cartons of 100mg and a carton of 225mg tramadol came from Karachi, Pakistan on another Ethiopian Airlines flight.

Babafemi also said on the same day, operatives at the SAHCO export shed intercepted cans of tomato paste going to the United Kingdom, adding that a thorough search of the consignment revealed that the tomato cans were used to conceal 36 pellets of cannabis with a gross weight of 21.3 kilogrammes, noting that a cargo agent, Sodehinde Akinwale has been arrested in connection with the seizure.

He said two days after on Friday, operatives attached to the NAHCO import shed of the Lagos airport seized five cartons of dried khat leaves, weighing 107.7 kilogrammes that came in from Bangkok, Thailand through Dubai on an Emirates Airline flight.

The spokesman said a follow up operation on the seizure of 11.9 kilogrammes Meth concealed in the heads of dried fish going to Dubai, UAE on 5th August has led to the arrest of a 30-year-old bricklayer, Babatunde Mamowora last Thursday in Sango Ota area of Ogun state, arrest which was made in collaboration with men of the Nigerian Security and Civil Defense Corps (NSCDC) in the area.

He also revealed that a 27-year-old Madu Chukwuemeka has been arrested by operatives at the Akanu Ibiam International Airport, Enugu on arrival last Wednesday from Nairobi, Kenya via Addis Ababa, Ethiopia.

He said a search of his three bags revealed 76 foreign bathing soaps made with cocaine in one of the bags while another has two plastic bottles containing cream like liquid, which tested positive to cocaine, noting that the cocaine bars weighed 10.650 kilogrammes while the liquid cocaine weighed 2.496 kilogrammes, bringing the total weight to 13.146 kilogrammes.

In Kogi state, according to the spokesman, NDLEA operatives on stop and search operation along Okene-Abuja highway
last Thursday intercepted a Chisco branded bus coming from Lagos to Abuja with a consignment of 32.9 kilogrammes Meth packaged as tubers of yam; 376 grammes of cocaine and 215 grammes of heroin. He added that the bus driver, Chief Pascal Nmaram was promptly arrested, while a follow up operation in Abuja same day led to the arrest of the recipient of the illicit cargo, Mr. Ikenna Akunne who confessed he was detailed to travel with the consignment to Spain the following day, Friday through the Nnamdi Azikiwe International Airport, Abuja.

In another clampdown, operatives of the state command of the agency have destroyed five hectares of cannabis farms at Agbonkete, Iyaya Camp, Igalamela/Odolu local government area, where a suspect, Augustine Agbenyo, 34, was arrested with three sacks of both fresh and dried leaves and stems of the illicit substance.

Operatives have also seized 146,000 pills of tramadol 225mg in a buy and bust operation in Oshodi area of Lagos state last Tuesday, and the village head of Gidan Abba village, in Bodinga local government area of Sokoto State, Abubakar Ibrahim, 38, was arrested in Bodinga town same day with 3 kilogrammes of cannabis sativa and 4,000 tablets of exol-5.

In the FCT, operatives on patrol along Kwali-Abuja highway on Monday 24th Oct intercepted a truck with 915.8 kilogrammes of cannabis and arrested three suspects: Kabiru Ibrahim, 40; Muhammad Muawiyya, 30, and Adamu Adamu, 24.

In Adamawa state, operatives arrested two trans-border traffickers, Abdullahi Mamuda (aka Mama) and Aliyu Abdullahi (aka Garga) at Skylight Hotel in Jambutu, Yola North. A search of their vehicle, an ash coloured Toyota Corolla car with registration number JMT 146 TE (Adamawa), revealed 39,320 tablets of tramadol 225mg concealed in different compartments of the doors of the car.

Babafemi said preliminary investigation showed the trans-border traffickers took off from Onitsha in Anambra State and travelled to Jimeta, Adamawa State where they lodged in the hotel before heading to Belel, a town along the Nigerian – Cameroon border where they planned to repackage the drugs as ordinary consumables and ferry across the river to Garoa in Cameroon.

Operatives in Ondo state last Friday stormed a two-bedroom building in Uso town, where they arrested one Okon Etim, 45, with 12 bags of cannabis sativa weighing 207 kilogrammes.

Meanwhile, while reacting to the strings of arrests and seizures in the past week across Kogi, Lagos, Sokoto, Adamawa, Ondo and the FCT as well as the MMIA and AIIA Commands of the agency, Chairman/Chief Executive of NDLEA, Brig. Gen. Buba Marwa (Retd), commended the officers and men of the various commands for their unrelenting commitment to the presidential mandate to clear Nigerian forests and communities of illicit drugs in whatever form. He however charged them to remain steadfast and upright at all times.

2023 Polls: Delta IPC Boss urges Deltans to collect PVCs to vote candidates of their choice

Chairman of the Delta State INEC Press Corps, IPC, Olorogun Festus Ahon has urged Deltans to collect their Permanent Voter’s Card, PVCs to enable them vote candidates of their choice in the 2023 general elections.

Ahon in a statement by the IPC Public Relations Officer, PRO, Mr Austin Oyinbode, said the call is coming on the backdrop of the revelation by the State Resident Electoral Commissioner, Monday Udoh Tom that over 300,000 PVCs from 2019 till December 2021 were yet to be collected in Delta state.

He said for Nigerians to get it right in the 2023 general elections, every Nigerian must collect his or her PVC, expressing belief that for the change Nigerians are clamouring for to come to fruition, everybody must be part of this electoral process.

Ahon said; “the only power Nigerians have is the Permanent Voters Cards; that is the weapon with which they can vote in leaders of their choice. No desired change can be achieved without possessing and using the power of the PVC”.

The INEC Press Corps, Delta state insists that Deltans should deploy the energy they utilised to register for the PVCs to collect the Cards, urging them to visit their voting units to collect their PVCs.

“Without your PVC, you cannot elect leaders of your choice. We must all go out and collect our voters cards. We must bear some inconveniences to enable us enthrone leadership of our choice”.

Delta 2023: Omo-Agege Can’t Win One LGA – Dr. Festus Okubor

We watched the Delta APC Governorship Candidate, Senator Ovie Omo-Agege making a huge joke at Asaba with the inauguration of his campaign council, witnessed by a scanty crowd. Typical of a man fixated with rabble -rousing, Omo-Agege as usual degenerated low to cast baseless aspersions on the administration of Governor Ifeanyi Okowa, spewing crude vulgarities, unbecoming of one occupying the office of deputy senate President.

In a disastrous attempt to sound politically correct, Omo-Agege took a meaningless swipe at the State PDP Governorship candidate Rt. Hon Sheriff Oborevwori, an accessible grassroots politician, far ahead of him in rating and electoral value. The stark reality is that beyond Omo-Agege’s empty boast and grandstanding on 2023 gubernatorial polls, he would be deflated and defeated.

Okowa having performed excellently well as governor in Delta, would lead PDP to victory. Sheriff would surely defeat Omo-Agege overwhelmingly across the 25 local government areas of the state. Democracy is about numbers, not fake noise. Come 2023, Omo-Agege as APC governorship candidate, cannot win 1 council area, anywhere in the state. He neither has the popularity nor structure to win. He knows. The man is not on ground.

Even as a supposed leader of APC, he perpetuated self-interest, personal greed, tyranny and arrogance. The party under him is wobbling, heavily factionalized with its few members after his coronation as candidate, alienated and generally frustrated by his rigid leadership style, a one-man show.

This explains why the few APC leaders existing in the state boycotted the inauguration of Omo-Agege’s campaign council. They all rejected him, because they know he is not a team player and sellable candidate.

Ovie Omo-Agege came into government under PDP and rose from PA to SSG. His tenure as SSG remains the very worst in the history of Delta State.

A Deputy Senate President known for puppetry, labeled Sheriff a lackey and accused Okowa of borrowing to run the state. A stooge of the clueless and inept Buhari Government, a senator infamous for the scandalous theatrics of mace rustling and disappearance. It amounts to deceit and hypocrisy for him to talk about borrowing when the failed APC Government he worships shamelessly had plunged the Nation into the worst and unimaginable debts, in the history of Nigeria. Under his leadership of the Senate, the Federal Government has borrowed a whooping 42tr naira without a whimper from him.

A Deputy Senate President in office only for his family and his tiny cohorts. He rode on the shoulders of PDP leaders and founding fathers in the state, including Okowa to gain whatever political relevance and patronage he has today. How can a tribal bigot, serial betrayer and incompetent character, point accusing fingers on another.

It is so laughable that a man without capacity to succeed in 2023, would brag about truncating the Vice Presidential bid of Okowa, an acknowledged charismatic leader, poised to win along with the wave-making PDP Presidential flag bearer, Atiku Abubakar.

Omo-Agege would face his worst electoral experience in 2023. Deltans have since rejected his governorship bid for his uneventful sojourn at the senate, just as Nigerians regret the misadventure of the APC-led government, which brought insecurity, hunger, hopelessness and fear upon the land.

RISHI SUNAK: A LESSON ON THE TRIUMPH OF ETHNIC DIVERSITY AND HARD WORK

Following the lightspeed demise of the calamitous seven weeks tenure of Liz Truss, Rishi Sunak, the popular chancellor of the Exchequer, steps in as the first British Prime Minister of colour and the youngest in 200 years.

At 42 and with a rich pedigree of performance and popularity laced with an elite educational background common with most previous predecessors, every lover of British politics knew that Rishi Sunak was ripe for the plum job, especially in the midst of a dwindling economy as the UK’s.

Liz Truss sure had a battle of her life following her tax-cutting announcements; especially the 45p income tax rate cut that was hurriedly dropped but not after the economy had gone south with a lot of financial crises to grapple with. The Economist magazine nailed the coffin of criticisms when she compared Liz Truss with the “Shelf-Life of a lettuce”, meaning that her tenure will be brief. And so it was.

It is against this backdrop that Rishi Sunak, the Oxford University-trained politician came calling. His name was not new; he was an integral part of the “battle” that produced Liz Truss a few weeks ago. Even when Boris Johnson had to scamper out of his vacation in the Dominican Republic to join the race, those who wanted a real change within the conservative party preferred the Briton of Indian descent.

Coming from Asian ethnic groups that make up the second-largest ethnic group in the UK, with about 7.5 percent of the total population and over a million Britons of Indian descent, one may not be wrong to assert that Rishi Sunak’s ascent to the premiership of the United Kingdom, is a triumph of the acceptance of ethnic diversity in British politics and this is remarkable.

But this is not to say that this history was made on a platter of gold. Before now, there have always been highly successful British politicians of colour like the former home secretaries, Priti Patel and Suella Braverman. Rishi Sunak only seems to have walked through the ladder of political leadership at a pretty good time for someone that joined public service in 2015.

Unlike Nigeria, nobody questioned his Hindu religious background, his Indian ancestry or his relatively youthful age. Rishi Sunak is a Briton, born in Southampton, good enough for the UK at such a time as this. He’s rich, tested, intelligent, young and savvy.

While we’re still recycling our old predatory elite class, other nations are gunning for competence and verifiable altruism. There must be something for us to learn from Rishi Sunak and the system that produced him. May his tenure never have a short shelf life.

STEP Is My Assurance of Bright Future, Says Okijirhie

Rejoice Okijirhie is one of the PwDs enrolled in the 2015/2016 cycle. She hails from Uwvie LGA and has an NCE. In spite of her physical disability, she was trained in Hairdressing and Makeover. Six years later, Rejoice is still in business, owns a hairdressing salon and is creating wealth and jobs in fulfilment of Governor Okowa’s vision. Hear her.

“I have trained seven persons, out of which two are serving me. The other five are established and making a living out of their skills.

“I bought more equipment such as one hair dryer, hair stretchers and I have diversified into sales of attachments and hair beauty products. I have good patronage and the returns are good.

“I got married last year. STEP made me self-reliant; it is my assurance and hope of a bright future.”

Okowa celebrates with IDPs at DESOPADEC Camp in Oleh

The Governor of Delta State and Vice Presidential candidate of the Peoples Democratic Party, Senator Ifeanyi Okowa, has celebrated with IDPs at the DESOPADEC Camp in Oleh.

The governor during his visit to the camp on Wednesday 19th October, made a promise of hosting a party to celebrate the love and cooperation among the people living in the camp and also in appreciation to God for the gift of life during this period of great discomfort.

In keeping to his promise of his Excellency, the camp administrator, Chief Prosper Edo and his team, organised a befitting atmosphere for the people to ease off the stress and have some moments of relaxation with food, drink and music.

Chief Prosper Edo, thanked the governor for providing a cow, drinks and music for the camp to enable them celebrate God’s goodness as a family during this period of flooding that a lot of people ordinarily would have lost hope, but the governor, being a compassionate leader showed love to victims of flood across the state and this has given the people more faith and hope in government.

The governor was represented by the Commissioner Bureau for Special Duties, Hon. Edema Johnbull. He thanked the people for their solidarity and oneness in ensuring that everything goes on smoothly in the camp.

Hon. Edema further charged them to cooperate with the camp administrators in ensuring that the existing unity and oneness that has made things easy for the state government in taking care of them is sustained during their stay in the camp.

High point of the celebration was dancing competition between children, youths, women and nursing mothers.

Delta Governorship verdict: It’s time for ‘party is supreme doctrine’ to be upheld, says Funkekeme

The Senior Political Adviser to the Governor of Delta State and vice presidential candidate of the Peoples Democratic Party (PDP), Rt. Hon. Funkekeme Solomon, has described the Supreme Court judgement that affirmed the undisputed status of Rt. Hon. Sheriff Oborevwori as a process that has strengthened Nigeria’s democratic progression.

Expressing relief that the prolonged disagreement on the governorship flagbearer of the PDP has been laid to rest, he said the relief stems not from the outcome but the fact that, finally, the PDP in Delta State can now move on with the task of ensuring that the state remains under the umbrella of the party he said has “steered Delta State through years of economic growth and stable and peaceful polity.”

“Today’s judgement, despite the long drawn process of its resolution, is a routine exercise that underscores the robust democratic principles infused into the PDP by its founding fathers. It was essentially a contest of different approaches towards achieving the common objective of taking Delta State to greater heights.

“The remarkable thing about the judgement is that the judiciary, in this case, the Supreme Court, waded in to resolve an issue that did not interrogate the fundamental democratic principles on which the PDP is built.

“In the entire exercise, Delta State PDP remained an unbiased and disinterested observer, given the fact that it was entirely up to the judiciary to resolve the issue.

“I commend Rt. Hon. Sheriff Oborevwori and Olorogun David Edevbie, two distinguished scions of the PDP school of politics with purpose, for conducting themselves with decorum and dignity. We are also impressed with the conduct of the state leadership of the PDP. 

“Now that the highest court in the land has given the final judgement, it is time for all stakeholders to rally round Rt. Hon. S’Court Verdict: Test for greater responsibility, Okowa charges Oborevwori 

Delta Governor, Senator Ifeanyi Okowa, on Friday, charged Peoples Democratic Party (PDP) gubernatorial candidate in the state, Rt. Hon. Sheriff Oborevwori, to see his victory at the Supreme Court as a test of his preparedness for greater responsibilities in governance. 

Okowa who is the Vice-Presidential Candidate of the Peoples Democratic Party (PDP), gave the charge in Asaba, at a special thanksgiving service to appreciate God for the resolution of the party’s gubernatorial candidacy of the party in the state by the apex court. 

He noted that it was God who saw the gubernatorial candidate through the difficult stages of the court process, adding that he should always put God first in all his dealings. 

“I am happy that I am present at this thanksgiving because I was away at the last one and I give all the glory to God for this. 

“I must thank all of you for coming to rejoice with the Speaker and also for coming to rejoice with me, my family and the entire PDP family in Delta State. 

“Whatever has been happening in the last few weeks is a test of our faith. And I thank God that you have stayed alive and that you have stayed hopeful in God,” he said. 

The governor urged Oborevwori to be magnanimous in victory by carrying everybody along in the scheme of things, and appealed to members of PDP in the state to put their differences aside and work together for the collective interest of the party. 

“We give thanks to God. One joy I have in my heart is that from the beginning, I knew that it was a battle of the altar, and I remained confident in God. 

“There are many things that happen sometimes you almost begin to shake. But I know that since 2015, we have always prayed. 

“And, I have always said that if any Governor is coming here and would not glorify the name of God in Heaven, Lord do not create a path way for that governor to come. 

“This place is the altar of God; so, the altar in this Government House Chapel must remain alive. I pray that each and everyone of us will find the God that is in this altar because He is alive. 

“As I congratulate Rt. Hon. Sheriff Oborevwori and his wife, the greatest joy you can give to me is that when you eventually get sworn in, you must make sure that the fire in this altar remains aglow,” he said. 

Okowa said that his vice-presidential ambition would not in anyway hamper the developmental agenda of his administration, and called on Deltans to rally round him in advancing the Stronger Delta vision. 

He lauded politicians and civil servants in the state for their input and sustained support towards the Stronger Delta vision, emphasising that there was need for them to redouble efforts in taking the state to a greater height. 

The governor used the forum to call on Deltans to extend hands of fellowship to Internally Displaced Persons (IDPs) who are in 11 camps across the state as a result of flood that had wreaked havoc in parts of the state, affirming that his administration would spare no effort in making IDPs comfortable in the camps. 

“I want to thank all of you who have been holding forth in the state, both politically and the government. I have not abandoned my duties, I am only on a multiple assignment. 

“I thank those who have been very strong down here in the state and kept the government running, especially those who have been handling the people in the IDPs’ camps. 

“I was happy to see that they are well taken care of when I visited them. I thank the SSG and his team and all those who have supported the state government by donating foodstuffs and other materials,” Okowa added. 

In an interview with journalists shortly after the victory thanksgiving service, the PDP gubernatorial candidate and Speaker of the State Legislature, Oborevwori, said that his victory at the apex court was for all Deltans, adding that there was no victor, no vanquished. 

He said that the litigation that ended up at the Supreme Court was a family affair, and expressed hope that all the actors in the case and their supporters would soon join forces to enhance the electoral fortunes of PDP in the state and in the country. 

“First of all, we have God, so we were sure of victory and this victory is for all of us in Delta State. I believe that my brothers on the other side will come and join us as a family in no distant time. 

“And, I want to say with all due respect, that nobody is good enough to be my enemy neither do I have the ability to hate anybody. So, we are one as a family,” Oborevwori said.

Chimenma Achuba (Piggery) benefitted from the Delta State Government’s Youth Agricultural Entrepreneurs Programme under the Brown YAGEP category in the 2020/2021 cycle. She hails from Ukwuani Local Government Area and has a Bachelor’s degree in Agriculture. She is the CEO of JosricoEnterprise which specializes in pig farming. She shares her story.

“The support package I received from the state government was helpful. It went a long way in boosting my farm. I was able to source for my pigs and to provide feed for them. Though my farm was affected by the African swine fever, yet I am still in businessbecause of the support package.

“I currently have 97 pigs. I have diversified to crop production. I cultivate plantain, cassava and vegetable. From the proceeds from my farm, I assist my family. I have one employee.

Okowa commends DESOPADEC for setting up IDP camps

The Governor of Delta State and Vice Presidential candidate of the Peoples Democratic Party, Senator Ifeanyi Okowa, today embarked upon assessment tour of IDP camps across the state, with a visit to the IDP Camp in Oleh under the administration of DESOPADEC.

The governor commended the management of DESOPADEC for responding swiftly by providing accommodation for people displaced by the ravaging flood across the state and commended the people for their resilience despite the challenges they are passing through and encouraged them to continue to live together as one family and remain thankful to God.

He commended the camp administrator for ensuring smooth functioning of the camp in order to give the people temporary comfort as result of the flooding challenge that displaced them from their homes.

The governor further thanked the women for their corporation with the camp administration in providing cooking services for themselves which has made it easier for the government.

He thanked the medical team at the camp for providing healthcare services for the people and assured the people of government support when water recedes and as they eventually return to their various homes and offered prayers for the residents in the camp.

The governor was conducted round the camp by the camp administrator, Chief Prosper Edo and informed the governor that as the time of his visit a total number of 1,290 persons were already registered in the camp comprising of 726 females and 564 males.

The managing director of DESOPADEC, Bashorun Askia Ogieh, Commissioner for Environment Chief Godspower Asiuwhu and other members of the flood management committee were on ground to receive the governor.

Zulum Approves Employment for 20 Children of Staff of State Owned Polytechnic

Borno State Governor, Prof. Babagana Zulum has given approval for the employment of 20 children of staff of the state owned Ramat Polytechnic, Maiduguri, most of whose parents died while working for the school.

The governor gave the approval on Wednesday during a supervisory and interactive visit to the institution.

The Governor also addressed multiple challenges after he sought to know from the academic and non-academic staff of the polytechnic, the challenges they were facing, all of which they listed.

Zulum, a University Professor was a student of the polytechnic from 1986 to 1988 for National Diploma in Irrigation Engineering, he later became the rector of the school from 2011 to 2015.

As a visitor, overseeing the institution he had paid countless visits to the polytechnic either to oversee activities, commission projects or to lay foundation stones.

At Wednesday’s visit, Zulum directed a committee he had constituted from amongst staff of the school to fairly select 20 children of staff particularly those of deceased parents, after determining their qualifications for automatic employment as lecturers, instructors and other categories.

He also indicated readiness to approve other means to support families of staff.

Before those 20 jobs to staffers’ children were granted, he had sat down to listen to numerous challenges enumerated by the polytechnic’s rector, Dr Modu Kyari and those listed by the school’s chairman, Academic Staff Union of Polytechnic (ASUP) AbdulRahman Shettima, former Chairman of Non- Academic Staff of Polytechnic (NASUP), Musa Chiroma as well as the chairman, Senior Staff Association of Nigerian Polytechnics (SSANIP), Abba-Aji Suleiman.

The Governor, in responses to the challenges raised differently by the three union representatives, directed the state’s commissioner of finance to within 24 hours, remit about N12m to the Academic Staff Union of Polytechnics, which was deducted from salaries for the purpose of union dues.

Zulum also directed the SSG to immediately convey approval for inclusion of two staff said to have been excluded from a new policy of a 65-years retirement age, which was extended from 60 years.

He also directed the state’s commissioner for Higher Education, Science, Technology and Innovation, Dr Babagana Mustapha to compile all other issues raised by management and union representatives of the polytechnic for presentation to him.

Zulum promised to within two weeks, address those issues that could be dealt with while on others, he would work with union leaders to find ways of addressing them through the considerations of prevailing realities.

Responding to challenges of housing faced by staff, he announced plans to approve the construction of 100 houses for staff of the polytechnic.

He however noted that such a project can only be started after the 2023 electioneering period.

The Governor promised the inclusion of Ramat Polytechnic staff during considerations for allocation of Government estates which are either being constructed and nearing completion or those that have been evacuated by internally displaced persons.

He also announced that he hopes to approve the payment of promotional benefits by January 2023 which will be in three months time.

He explained that problems of shortage of finances in the midst of security and humanitarian interventions are amongst his drawbacks, but nevertheless promised that Government will look at its finances with a view to paying promotional benefits in the coming year.

Nigeria Outlines Plans for COP 27

Nigeria has publicized it’s preparations towards the forthcoming 27th Session of the Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (UNFCCC) holding from November 6 to 18, 2022, in Sharm El-Sheikh, Egypt.

Minister of Environment, Mr Mohammed Abdullahi, at a media session in Abuja while launching both the logo and handbook for the COP, outlined plans for side meetings and high-level engagements of President Muhammadu Buhari with other world leaders in Egypt.

According to Abdullahi, the country’s COP27 National Logo represents the government alignment with the ideals and objectives of COP27, on what the nation wants to achieve on the issues of climate change.

He said that every participant at the COP27 must bear the National Logo.

Abdullahi explained that Nigeria’s COP27 priorities would focus on exploring options for climate finance and building partnerships that would drive the country’s emissions reduction, adaptation and climate change mitigation.

He said: “The focus will be on sustainable funding mechanism that drives nature-based solutions such as land restoration, reforestation, combating desertification, climate smart-agricultural practices as well as adaptation strategies. Nigeria will also seek collaboration and support on sustainable waste management, renewable and clean energy provision, and finance for loss and damage. Nigeria will push for developed countries to fulfil financial pledges to aid in tackling the climate crisis.”

The Minister also stressed that the expected outcomes of Nigeria’s participation included increased partnership building that would help Nigeria achieve its emission reduction targets.

He said: “There is no doubt that Nigeria’s participation at COP27 in Egypt will demonstrate the country’s continued commitment to addressing the challenges of climate change at both national and sub-national levels, will align with the rest of Africa on agenda items which will support partnerships building that will help Nigeria achieve its emission reduction targets including solidifying frameworks (as earlier alluded to) for establishing carbon markets, address adaptation and mitigation, establish sustainable financing for climate actions, resilience building, poverty eradication and sustainable development.”

He noted that Nigeria will not take a “know it all” position but will align with the West Africa region’s identification of the thematic issues faced by the continent.
“During the conference, Nigeria will hold bilateral Meetings and will provide a place for networking with potential investors and related opportunities for Nigerians, the side events to be hosted in the Nigeria Pavilion will relate to showcasing Nigeria’s best practices and exchanges with international communities through dialogues and green investment forums towards tackling climate change and moving Nigeria to a low carbon development pathway.”

In 2015, Nigeria joined the global community in adopting the Paris Agreement, a binding mechanism for all countries in addressing the challenges of climate change.

With the ratification of the Paris Agreement, Nigeria is committed to reducing its greenhouse gas emissions unconditionally by 20% and conditionally by 45% which was reviewed to 47% in its updated Nationally Determined Contributions (NDCs).

24 primary school teachers get housing allocation

An Igbo teacher who was met at her duty post as early as 6am about two years ago when Borno State Governor, Prof. Babagana Zulum paid an unscheduled visit is among the 24 primary school teachers allocated houses at the newly built quarters for teachers in the Northeast state.

Mrs Obiageri Mazi, who hails from Abia State and has been a teacher at Shehu Sanda Kyarimi 2 Primary School under Jere Local Government Education Authority for 31 years, was after the governor’s visit promoted from a class teacher to the rank of Assistant Headmistress as an executive reward for her punctuality.

Zulum, a University Professor, had visited the school around 6am as part of his unscheduled supervision and he was amazed that Mrs Obiageri was already at the school, that early, awaiting the arrival of her pupils.

The governor on the spot had given her N100,000 cash and approved her immediate promotion.

Obiageli was again rewarded when her name came up among the 24 school teachers allocated flats at a newly commissioned quarters built by Governor Babagana Zulum’s administration in Maiduguri.

The quarters was commissioned by President Buhari some weeks ago when he visited Maiduguri for the 2022 World Humanitarian Day.

The teachers quarters at Bulumkutu along airport road is one of over 600 capital projects delivered by Zulum.

Borno State Government allocated the fully furnished 24 units of the houses to Primary School Teachers from Maiduguri and Jere Local Education Authority (LEA) during a brief ceremony on Wednesday at the quarters.

Engr Lawan Abba Wakilbe, Borno State Commissioner for Education, while handing over the houses to beneficiaries, disclosed that Borno government has constructed similar edifices in Banki Town of Bama Local Government area and Mafa.

He also said Zulum’s administration will extend such projects to other Local Government Areas in order to provide accommodation for hardworking teachers in the LGAs.

The commissioner further added that beneficiaries were selected based on merit from different Schools within the vicinity of the quarters. He charged teachers to take good care of the facility as it is an institutional property.

Meanwhile, The Commissioner for Housing and Energy, Engr. Yuguda Vungas, whose ministry constructed the quarters, while handing over the keys to the Honourable Commissioner for Education Engr., Lawan Abba Wakilbe, for onward allocation to teachers disclosed that the houses consisted of 12 units each of fully furnished two bedrooms, a parlour, kitchen and two self contained toilets, while 12 are fully furnished one bedroom, a parlour, kitchen and toilet.

The Executive Chairman Teaching Service Board (TSB), Prof Suleiman Bello, Executive Chairman of State Universal Basic Education Board (SUBEB) Prof. Bulama Kagu, Chairman Nigerian Union of Teachers (NUT), Borno State Comrade Jibrin Mohammed, immediate Deputy National Chairman NUT, Comrade Bulama Abiso, took turns to commend Prof Zulum’s polices and programmes in enhancing teachers’ welfare and the need to re-dedicate themselves to their duties.

Highlights of the occasion was the presentation of allocation letters to the beneficiaries.

Nigeria, four other West African countries get USD250 million Economic boost from EBID

The Board of Directors of the ECOWAS Bank for Investment and Development (EBID) has approved a total of USD250 million for five member states of Nigeria, Burkina Faso, Ghana, Senegal and Sierra Leone to boost their oil & gas, energy, road infrastructure and agricultural sectors.

According to a statement on Thursday from the bank, the approvals are part of the intensified efforts by EBID to invest in key sectors to spur up post COVID pandemic recovery and mitigate the impact of the Russian – Ukraine war on the member states of the Economic Community of West African States (ECOWAS).

The announcement, according to the statement, was made by the President and Chairman of the Board of Directors of EBID, Dr George Agyekum Donkor at the just ended 79th session of the Board of Directors of the Bank.

Donkor, was said to have observed that the impact of the COVID pandemic and ongoing Russian – Ukraine war have left many economies in tatters. He indicated that the current market conditions have compelled investors to seek premium on investments in sub-Saharan Africa thereby increasing the cost of capital.

He also said this has resulted in dampening economic growth, wide-spread balance of payments deficits, unfavourable terms of trade, depletion of central bank international reserves, fiscal deficits, and debt distress, stressing the need for EBID, as the financial arm of ECOWAS, to deepen its financial intermediation in all the critical sectors of member states to assist them to recover from the economic challenges.

Present at the session was the Vice-President of the ECOWAS Commission, Her Excellency Damtien L. Tchintchibidja, who lauded the tremendous impact of EBID’s interventions in the sub-region and assured the Bank of the commitment of the new administration of the ECOWAS Commission to collaborate and support EBID in its multifarious activities especially in the area of resource mobilization to transform the ECOWAS Communities.

Dame Okowa Distributes Food, Relief Materials to Flood Victims in Aboh, Burutu, Ewulu, Patani Camps

Following the devastating effects of this year’s flood, the Delta state Government through various agencies have continued to reach out to victims sheltered at designated Internally Displaced Persons (IDPs) camps across the state.

Wife of the state governor and Founder, 05 Initiative Dame Edith Okowa in continuation of her visitation exercise to affected families and communities, has presented various food items and relief materials to IDPs at Aboh, Burutu, Ewulu, Patani camps.

Speaking on Tuesday, with the flood victims who have also lost their businesses, at the Ewulu Mixed Grammar School Camp in Aniocha South local government area, Dame Okowa encouraged them with messages of hope and love.

She admonished the over one thousand, four hundred flood victims including children who were in the camp at the time of the visit, to make the best out of the situation, stressing that whatever God allowed to happen was for a purpose and it will turn around for their good.

The governor’s wife said the passion to care for the needy was the core mandate of the 05 Initiative, necessitating her visit to the various IDPs in the state with food and relief materials and urged them not to be dispaired by their present condition but be positive in their thoughts and actions.

Dame Okowa expressed the hope that the flood would recede in no distant time, to enable the flood victims return to their homes and start normal life again.

While encouraging the IDPs to remain calm as the state government was doing everything possible to ensure their well being, during and after the flood, the governor’s wife charged them to renew their relationship with God who alone could bring lasting solution to their predicament

Items donated by Dame Okowa and O5 Initiative to the four camps include, bags of rice, garri, beans, tubers of yam, palm oil plates, diapers and bags of soap.

Harlots, Traders Count Losses As Soludo Storms Abakaliki Street With Bulldozer

Commercial sex workers and other roadside traders operating along the former Abakaliki Street now Club Road in Awka, Anambra State and its environs, were over weekend, thrown into discomfort, as the State government stormed the street with bulldozer to demolish the chalets and other illegal shanties in the Street.

The demolition exercise which started at about 12.pm, was carried out by an agency of the State government, the Awka Capital Territory Development Authority (ACTDA) amid airtight security, comprising heavily-armed local Vigilante members, the Police and members of Operation Clean and Healthy Anambra (OCHA Brigade), whose presence helped to ensure calmness and undistorted enforcement throughout the entire period of the exercise.

Residents and denizens of the area were also seen shrugging as they watched the exercise and sympathized with the victims who were lamenting and watching helplessly as their shops (containers and shanties) were being crushed to naught.

Some of the shop owners in the area were also seen, rushing and evacuating some of the wares in their shops before the demolition could get to them, while some benevolent individuals were seen assisting some of the victims to recover the remnants of their goods and properties from the demolished shops.

When contacted on the essence of the exercise, the Managing Director and Chief Executive Officer of ACTDA, Ven. Amaechi Okwuosa said the demolition exercise was in tandem with the state government’s commitment to safeguarding lives and property of the citizens, and also falls in line with the Authority’s primary mandate of giving the Awka Capital Territory a befitting outlook.

He explained that the shanties were constructed under the high tension cables, which is unhealthy, condemnable, and strictly prohibited by the law, because of the dangers associated with it and the effects of the emissions from high tension cables. While noting that even the government itself cannot build under the high tension cables, he said apart from incidences of electrocutions and fires, the high tension lines are known to emit signals that are very dangerous to the human body.

According Ven. Okwuosa, the owners and occupants of those shanties were earlier served several warnings and given enough grace to vacate the area before the demolition, but they defiantly ignored and neglected the notices.

He said, “We’ve been warning them for a very long time, posted notices there, telling them to leave, but they neglected that. We gave them the first 14-day ultimatum, gave them the second 14 days, gave them additional 7days, and gave them another complete one month.”

He further explained that the exercise will be sustained and extended to other areas, including Agu Awka, where they had carried out similar work before, to serve as a deterrent to others.

While noting that the government is not indulging in the exercise to hurt or cause hardship for the people, but doing so for their own good and safety; the ACTDA helmsman also advised those who are embarking on such unauthorized construction to desist from it, as the agency will not relent in delivering its mandate, both in terms of enforcement.

Some of the roadside traders whose shops were demolished, Mrs. Ebere Igwe (a beer parlour owner) and Nancy Okafor (a food vendor) acknowledged that they were served several warnings earlier, but said the government took them by surprise and should have given them more time to get shops elsewhere.

On their own parts, a mechanic workshop owner in the area, Mr. Obinna Nwafor; a barber shop owner, Mr. Lucky Onuigbo, and a provision store owner, popularly known as Papa Ejima lamented that their shops were not under the high tension but were also demolished during the exercise. They claimed that the government of ex-Governor Willie Obiano’s never touched their shops and other shops in their own area whenever it came to demolish shanties in the area throughout his eight years in office, and therefore wondered why the present administration of Governor Chukwuma Soludo would do so. They also said they were never notified nor served any notice or warning prior to the demolition.

Low tone discussions of two salaciously-dressed female spectators (purported to be commercial sex workers) on the effects of the demolition were also overheard. Some excerpts from their discussions include: “Babe, work no go dey this night oo”, “I dey tell you, even throughout this weekend self”, “How we go take survival am?”, and “We go dey collect am by doggy style or one corner nah… Man must survive”.

Recall that Abakaliki Street is one of the most popular places noted for nightlife and flirting in the entire Awka capital city and its environs, hence the government’s change of its name to Club Street in 2018.

Reps Minority Caucus Condemns Attack on PDP Presidential Campaign in Kaduna

The Minority Caucus in the House of Representatives has condemned in strong teams the attack on Peoples Democratic Party (PDP) Presidential Campaign Rally in Kaduna, on Monday, October 17, 2022 by thugs alleged to have been mobilized by certain interests in the All Progressives Congress (APC).

The Minority Caucus was seriously concerned over the unprovoked violent act against the PDP Campaign, saying the attack was not only reprehensible but completely against the spirit and letter of the Peace Accord signed by political parties and their candidates in Abuja on September 28, 2022.

According to a statement on Tuesday October 18, 2022, by the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu, the Caucus described the attack as thoughtless act of violence and warned that, if not immediately checked, such attack has the capacity of derailing the 2023 elections, truncate the nation’s democratic process as well as jeopardize the country’s national unity and corporate existence as a nation.

“It is therefore imperative that political parties and candidates must desist from such acts of desperation and embrace the course of democracy even in the face of unpopularity with the electorate. 

“Our Caucus calls on the National Peace Committee to investigate the attack, issue appropriate penalties on culprits and take further steps to ensure strict adherence to the letters of the Peace Accord.  

“The Caucus charges the security agencies to conduct a comprehensive investigation into the attack and ensure that the perpetrators and their sponsors are brought to book.

Security agencies are also urged to put all necessary machinery in place to ensure adequate security during the campaign and election period so as to guarantee peaceful, free, fair and credible 2023 general elections,” the Minority Caucus concluced

FLOOD: URHOBO ETHNIC REGION COMMEND DESOPADEC FOR DISTRIBUTING RELIEF MATERIALS TO FLOOD VICTIMS

As part of the Delta State Government’s effort towards alleviating the suffering of the people of flood revaged communities in the state, the Delta State Oil Producing Areas Development Commission (DESOPADEC) yesterday at the Urhobo House, Uvwiamuge-Agbarho distributed various food items and relief materials to all affected communities in the Urhobo Ethnic Nationalities in the Central and South of the State.

The Managing Director/CEO of DESOPADEC, Bashorun Askia Ogieh while monitoring the distribution exercise expressed Governor Ifeanyi A. Okowa’s commitment to deploy various strategies towards addressing the short term and long term needs of all affected communities in the state.

He hinted that the Governor gave a matching order to DESOPADEC and all Political appointees in the state to relocate to their various communities to support the evacuation and welfare of all internally displaced persons.

He stated that on the instruction of the Governor, DESOPADEC has commenced the manual and mechanical desiltation of concrete drains and WaterWays across the state, provide relief materials to all impacted Nationality, set up IDP holding camps at Oleh, Kwale, Evweni and Okwagbe to complement the various camps set up by the state government across the state, adding that the camps are equipped with clinics and Laboratory with standby ambulance.

The Executive Director, Finance and Administration of DESOPADEC, Olorogun Barr. John Nani while handing over the items to the UPU for onward distributions to the representatives of the impacted communities, stated that the items are specifically for flood victims who could not move from their communities to the various holding camps noting that there are adequate arrangement to take care of everyone camped at the DESOPADEC holding facilities at Oleh, Ashaka, Evwreni and Okwagbe.

He urged the representatives of the communities particularly the President General and Councillors to ensure that the items gets to the actual beneficiaries warning that any negative report about any community leader by the joint monitoring committee of DESOPADEC and the UPU will face the consequences.

The items distributed to the affected communities around Ughelli North, Ughelli South and Urhobos in Patani LGAs were bags of garri, bags of rice, bags of onions, bags of beans, noodles, vegetable oil, Palm oil, tubers of Yam and toiletries like meditated soap and disinfectant which constitute the people’s basic needs at the moment. Continuing, he said these items were meant to ameliorate the effects of the sufferings in dire needs, noting that more supplies are still on the way.

Receiving the items on behalf of the Urhobo Progress Union (UPU), the 1st Deputy President General, Chief Anthony Onoharigho commended the friendly and humane nature that Excellency, Senator Dr. Arthur Ifeanyi Okowa has demonstrated by the timely intervention and bringing palliatives to the victims of the flood disaster. He also used the opportunity to thank the Government and DESOPADEC for the assistance being provided to the UPU, by developing the UPU Cultural Centre, which is the symbol of Urhobo Unity.

PAN-NIGERIANISM, ATIKU AND THE REST OF US

The penchant of Nigerian political elites to always embark on electioneering campaigns based on our fault lines shows their obduracy and lack of willingness for change.

This is indicative of the lack of finesse and depth in terms of what public service is all about on one hand and the true understanding of our political dilemma on the other.

Atiku’s often-declared sobriquet as being the “unifier” and a “Pan- Nigerian” was given a new meaning over the weekend when he brazenly and publicly called on his people to tilt towards a candidate of the northern extraction as we prepare for the next general election in Nigeria.

Pan- Nigerianism presupposes unambiguous altruism and love for the nation without ethnic colouration or inclination, whatsoever. This includes the deliberate demystification of the glitz and fanfare that surrounds the presidency by the simplicity of natural support for such a charismatic occupant or aspirant to this exalted office.

This is why it becomes very paradoxical when a supposedly “Pan-Nigerian” presidential aspirant like the Waziri of Adamawa, wears the tribal toga and appeals to ethnic nuances and sentiments just like he did with his infamous speech over the weekend.

The truth remains that it is nearly impossible for a Nigerian political elite whose candidacy was purchased, not by the goodwill or charismatic allure of the people, but by a personal financial war-chest and shrewd political dexterity to assume the toga of Pan- Nigerianism; that will amount to calling a spade a farm instrument instead of its true name.

In a country with a debt burden of over N35 Trillion Naira, aspirants to elective positions of power must be seen to be above board in terms of sincerity and political brinkmanship.

The general election of 2023 will make it a century old since the very first election was held in the geographical space known today as Nigeria, in 1923. Let us for once, take ourselves more seriously by not attempting to make the next general election ( after a hundred years of elections) in Nigeria, another charade of deception and misrepresentation. Let those who have a provable pedigree and unquestionable love for the nation emerge.

UNPRECEDENTED DEVELOPMENT OF TRANSPORT, HOUSING AND MARKET INFRASTRUCTURE

1.0  INTRODUCTION

The Scorecard Series is a “book of chronicles” of Governor Okowa’s legacies and footprints in the geopolitical entity of Delta State. It is a tracker dashboard that mirrors real-time the unique developmental strides in Delta State under the leadership of Governor Okowa. 

The Series is developed and published by Delta State Job & Wealth Creation Bureau, using verified information and data from the relevant Ministries, Departments and Agencies (MDAs). 

2.0   THE CONCEPT OF OKOWANOMICS

Okowanonics is the brand identity representing the gamut of Governor Okowa’s political shrewdness, developmental philosophy and governance ideology defined by his people-centred policies, mission-oriented approach, economic prudenceand social intelligence.

Underlying Okowanomics is Governor Okowa’s exceptional  assortment  of  personality   and character

virtues notably critical thinking, clear foresight, sound planning, clever coordination, effective execution, humility, self-discipline, people-skills and executive intelligence. These sterling qualities and attributes are manifest in the excellent leadership and exemplary governance of Delta State from 29th of May 2015 to date.

3.0   FOCUS OF 8TH EDITION 

Okowanomics Fact Sheet No. 8 spotlights Governor Okowa’shistoric upliftment of living conditions in the riverine, coastal and creek communities of Delta State through the unprecedented development of transport, housing facilities and market infrastructure. 

4.0  THE RIVERINE, CREEK AND COASTAL 

       FEATURES OF DELTA STATE 

Given its location, Delta State has a unique geo-ecological landscape. On its western boundary, the State has a long Atlantic Ocean coastline of about 163 km. More than one third of its total area of 18,050 square kilometres consists of natural water bodies such as rivers, streams, tributaries, creeks, coastal swamps and estuaries. This geographical feature has both advantages and disadvantages for the affected communities and the entire State.

On the one hand, the main advantages of the state’s geography relate to the huge potentials for the development of marine economy, aquaculture, artisanal fishing and maritime transport. The State has a rare quadruplet of seaports along the Niger Delta coastline in the port towns of Warri, Sapele, Koko and Burutuand two critical national economic assets – crude oil terminals at Escravos and Forcados. On the other hand, the geospatial and topographical peculiarities of the riverine, coastal and creek communities pose tremendous constraints to their infrastructural, physical and economic development. 

The constraints of infrastructural physical and economic development of these communities imply huge additional project construction costs and highly difficult transport logistics to deliver on health and education facilities, housing and transport infrastructure. Overcoming this geospatial challenge requires strong political will, sound planning, cost effectiveness and faithful execution of projects. These are the qualities and virtues which His Excellency, Governor of Delta State, has brought to bear in the historic transformation of the living conditions and welfare of communities and people of the state’s riverine, coastal and creek communities. 

The historic transformation of these riverine, coastal and creek communities is manifest in the assortment of development projects that have either been completed or ongoing, from 2015 to date. The development projects include roads, bridges, schools, health centres, housing, markets and support for economic activities. These projects have had historic impact in uplifting the living conditions, people’s welfare and development prospects in these communities.

5.0   DEVELOPMENT OF ROADS AND BRIDGES [COMPLETED AND ONGOING]

Below is a sample of roads and bridges [completed and ongoing] in the riverine, creek and coastal communities of the state.

• Trans Warri-Ode-Itsekiri bridge and access roads in Warri South LGA.

• Town [internal] roads in Okerenkoko, Ogidigben, Gbaramatu, Benikrukru and Kunukunuma in Warri South-West LGA. 

• Ogulagha-Youbebe-Biniebiama road, Obotobo-Sekebolou-Yokori road and town [internal] roads of Ogbobagbene, Egodo-Agbodobiri in Burutu LGA.  

• Town [internal roads] in Ogbeinama, Esama, Ekamita, Kpakiama and other communities in Bomadi LGA. 

• Kwale-Beneku bridge across Ndokwa East and Ndokwa West LGAs., Beneku access roads and internal roads at Ushie and Ashaka in Ndokwa East LGA.

• Ikpide-Irri and Aviara access road, Idheze Emede ring road and other internal roads in Isoko South LGA.

• Oko Amakom/Oko Obiokpu road in Oshimili South LGA.

• Ayakoromor bridge across River Forcados and Oviri-Olomu/Egodor road across Ughelli South and Burutu LGAs.

• Access road to Uduophori, Kabowei road and Aghogho road in Odorubu, Patani LGA.

6.0   DEVELOPMENT OF JETTIES, HOUSING 

       AND MARKET FACILITIES

• Ogheye Ultra-Modern Floating Market, Warri North LGA.

• Landing concrete jetties at Naifor, Eniegbone, Salvation city and Ajuju in Warri South-West LGA.

• Development of Housing Units in Okerenkoko, Warri South-West LGA.

7.0CONCLUSION

The historic transformation of living conditions in the riverine, coastal and creek communities of Delta state through unprecedented development of roads, water transport facilities,health centres/hospitals, educational facilities and market facilities is the result of Okowanomics. The development landmarks have been achieved by strong political will, thorough planning, astute resource management, people-centred approachand faithful execution, which are among the defining elements of Okowanomics. 

Successful targeting of development interventions in the riverine, coastal and creek communities of Delta State is a policy model that should be emulated by states with similar geo-ecological conditions. Also, it presents important policy lessons for the federal government to improve living conditions in Nigeria’s riverine, coastal and creek communities.

Relief As Okowa’s Wife Visits Flood Victims in Asaba IDP Camp

As part of spirited efforts by government, corporate bodies and individuals to support victims sacked by the present flooding across the country, wife of Delta Governor, Dame Edith Okowa has visited the internally displaced persons camps at Ogbe-Afor and Onneh Primary Schools in Oshimili South local government area.

Dame Okowa in company of her O5 Initiative Team on Friday, October 14, 2022, presented food items and other relief materials to the over 140 displaced persons in the camps.

She urged the families whose houses, businesses and farms have been destroyed by the ravaging flood, to see reasons to thank God for the gift of life, stressing that all hope were not lost, as government would leave no stone unturned in ensuring that they were adequately catered for.

Dame Okowa said in times of afflictions and trouble, God was closer to his people more than they could imagine as he was concerned about their wellbeing.

While calling on well meaning individuals and cooperate bodies to send relief materials to IDP camps in the state, the governor’s wife advised parents in the camp to live in harmony with one another and prayed God to comfort them.

She charged youth and teenagers to shun all forms of immoralities and be law abiding in the camp.

Dame Okowa disclosed that government would visit all the IDP camps in the state with adequate provisions.

Items donated includes, tubers of yam, bags of rice, beans, garri, cooking oil, tomatoes and mosquito nets.

Present at visit were the Director General Capital Territory Development Agency Hon. Joan Onyemaechi, Director General of the 05 initiative and Permanent Secretary Women Affairs and Social Community Development, Mrs. Oghenekewve Agas, and the former Commissioner for Humanitarian and Community Support Services, Barrister Bridget Anyafulu.

Delta Govt Establishes 10 IDP Camps *Hails DESOPADEC For Proactive Support, Clearing Of Canals

Delta state government has established ten functional camps for internally displaced persons, owing to the upsurge of flooding in most parts of the state.

Director General, Delta State Bureau of Orientation, Mr. Eugene Uzum, who disclosed this on  Friday, October 14, 2022 in Asaba also revealed that the Delta State Oil Producing Areas Development Commission (DESOPADEC) has intervened through the clearing of canals to ensure easy passage of water, to curtail challenges posed by the ravaging flood.

The state government hailed the proactive role of DESOPADEC by helping to assuage the effect of the flooding on the people through the establishment of three IDP camps located at St. Michael’s College, Oleh in Isoko South LGA; Utagba-Ogbe Technical College, Kwale, in Ndokwa West LGA and Bulou-Apebiri Community in Patani LGA.

He said that the state government has created distribution centers and relief materials centers in Illah, Warri North, Burutu, Bomadi, Abari, Warri South, Ashoka, Ughelli North, Ovrodhe, Ofagbe and Okpe-Isoko.

“We want to empathise with the victims of the flood. We specifically commend their strength and also in adhering to government’s earlier warning to relocate from flood-prone areas.

“As at today, the Delta State Oil Producing Areas Development Commission (DESOPADEC) has intervened by opening two camps. The interventionist agency has also been opening up canals for water to flow freely.

“The state government, through the 2022 flood management committee, has also created distribution centres from where relief materials would be taken to IDP camps.

“We are collaborating with traditional rulers, community leaders to rescue people and provide the needed succour.

“As such, with assistance of the office of the Senior Political Adviser, all political appointees from affected communities have been directed to go back home rather than remaining here in Asaba.”

He also called on residents in flood prone areas to be wary of wild beasts and reptiles whose habitats have been destroyed by flooding.

According to him, a total of 4,755 persons comprising men, children, women (including lactating and expectant mothers) and persons with disabilities, have so far reported and registered at the different camps across the state.

He enjoined persons in flood-prone communities to move to higher grounds or take temporary shelter in the IDP camps provided by the government as the floods have continued to rise.

Elumelu Commences More Constituency Projects In Aniocha/Oshimili, As Obi Martha Dunkwu Commends His Achievements

In his determination to ensure community development in Aniocha/Oshimili Federal Constituency in Delta State, the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu has commenced construction of more projects in some of the communities across the four Local Government Areas within the Federal Constituency.

The projects which are in the 2022 budget and will impact directly on the lives of the people incIude; Information and Communication Technology, ICT centres, Ultramodern Community Town Halls, Farm Resorts, Ultramodern Store Houses and Ultramodern Palaces.

Benefitting Communities are: Issele-Uku with ICT Centre and Community Town Hall; Okpanam with ICT Centre and Omu Palace; Ubulu-Okiti with ICT Centre; Otulu with Community Town Hall; Ashama with Community Town Hall; Ogwashi-Uku with Farm Resort; Issele-Asagba with Community Town Hall; Ubulu-Unor with Community Palace and Ubulu-Uku with Community Town Hall.

Some of the Projects like the ICT Centres in Okpanam and Ubulu-Okiti, Community Town Halls in Issele-Asagba and Ashama, had commenced four weeks ago and are now in advanced stages, while some others including; Construction of the ICT Centre and the Community Town Hall in Issele-Uku, the Omu Palace in Okpanam, the Ogwashi-Uku Farm Resort and the Ubulu-Uku Community Town Hall, commenced in earnest last week due to delay in land allocation and other challenges. 

Construction work on the Illah Comprehensive Community Town Hall and that of Ubulu-Unor Obi’s Palace are yet to commence due to challenges which are being taken care of by the Contractor, Chief Ken Agbalanze, who had also promised that the engineers will be mobilized to the various sites, in the next few weeks.

While affirming that all the constituency projects for the Minority Leader, within Aniocha/Oshimili Federal Constituency, including the Illah Comprehensive Community Town Hall, and the Ubulu-Unor Obi’s Palace, would be completed before the end of the 2022 budget year, the Contractor also assured that the construction of the Store House for the Appeal Court in Asaba will commence by next week.

A guided tour of some of the project sites, revealed that the site engineers on ground, were working according to the job specifications and fully concerned about meeting the deadline for the completion of the projects.

At Issele-Uku, the site engineer, in charge of the Construction of the Issele-Uku ICT Centre and the Community Town Hall, Mr. Charles Ezenwa, said they waited for over four weeks before a place could be given to them for the two projects located in the community.

He added that the land was finally allocated Thursday last week and the preliminary pegging and foundation digging work commenced immediately, on the same day.

He assured that the two projects which have a six weeks completion period will be delivered in the second week of December, according to the contractual agreement.

A visit to the Ubulu-Okiti and Okpanam project sites also revealed that construction works on the ICT Centres in Ubulu-Okiti and Okpanam are in their advanced stages, even as the Site engineers on ground, confirmed that they were optimistic of delivering the projects, which were started about two weeks ago, on or before the first week of December.

In the same vein, the Omu Palace project at Okpanam had also commenced

The site engineer at Okpanam confirmed that there was a temporary stoppage of work occasioned by the strike action presently embarked upon by truck owners and sand dredgers in Delta State. He stated that while they were unable to continue with the sand filling for two days running, he was however optimistic that they would resume work fully once the industrial action is called off as expected, on Friday October 14.

The work at the Issele-Azagba and Ashama Community Town Halls have progressed to advanced stage. The engineers on the two sites were optimistic  “barring any unforeseen circumstances”, they are on course to deliver the project on schedule and according to the job specifications.

A visit to the construction sites of the Ubulu-Uku Community Town Hall and the Ogwashi-Uku Farm Resort projects, where work commenced late last week, revealed that block work at the foundation level at the Ubulu-Uku Community Town Hall project was ongoing, while site clearing at the Ogwashi-Uku Farm Resort project site had almost been completed.

The engineers in charge of the various projects across the various communities also lauded the leadership of the communities, including the traditional rulers and the youth leaders, for their support and cooperation towards the allocation of land and commitment towards the early completion of the projects.

They reiterated their resolve to adhere with the determination of the Minority Leader, towards the delivery of the projects for the benefit of the communities.

Meanwhile, a renowned Community leader and advocate of the tradition and culture of the Anioma Nation in Delta State, Her Royal Majesty, Obi Martha Dunkwu, Omu Anioma and Nneoha, has commended Rt.Hon. Elumelu for his community developmental efforts across the various communities in the Federal Constituency.

Speaking with Journalists on Thursday October 13, 2022, in her Palace at Okpanam in Oshimili North Local Government Area of Delta State, Obi Dunkwu described Rt.Hon. Elumelu as a blessing, not only to the people of Aniocha/Oshimili Federal Constituency, but also to Anioma Nation, Delta State and Nigeria. She said that Rt. Hon. Elumelu has remained the man  with a Midas touch in representative democracy.

While praying to God to grant the Minority Leader the good health and strength to carry on with his proactive representation of the people, the renowned leader affirmed that Elumelu has continued to perform creditably well in his contract with the people of Aniocha/Oshimili Federal Constituency. She noted that across Delta State, where there are other Federal Constituencies, Rt Hon. Elumelu’s Federal Constituency stands out in terms of constituency project delivery and attracting the dividends of democracy to the people.

“There is no community in our Federal Constituency that Ndudi has not touched one way or the other as our representative in the National Assembly. You know, as leaders of the people by the grace of God, we are everywhere and we hear everything. 

“Few weeks after his inauguration into the present House of Representatives, the 9th National Assembly, Elumelu provided and installed solar street lights in almost all the communities in Aniocha/Oshimili. In fact, there is no community in Aniocha/Oshimili without solar street lights provided by Ndudi Elumelu.

“Since that time, he has not relented in his efforts in attracting and providing projects that have direct impact on the well-being of the people across the various communities, such that our dear Governor, His Excellency, Senator Dr. Ifeanyichukwu Okowa, Governor of our dear State, had to go round Aniocha/Oshimili, commissioning Rt.Hon. Elumelu’s constituency projects. We have never had it so good.

“Elumelu is not just focusing only on infrastructure, he is also investing in human capital development of our people,’ Obi Martha Dunkwu stressed.

Obi Dunkwu then congratulated the Minority Leader for the National Honours award conferred on him by the  Federal Government of Nigeria, saying that the Honour was well deserved. Okotie Francis Anthony is the CEO of Finger Integrated Farm. He hails from Warri South Local Government Area and has a B.Sc. in Accounting. He enrolled into the Delta State Government’s Youth Agricultural Entrepreneurs Programme (YAGEP) in the 2015/2016 cycle, the pioneer set where he began his entrepreneurship journey as a pig farmer. He shares his story.

‘’After graduation, I was into the Oil and Gas Industry, but lost the job. I enrolled into YAGEP through which I was trained and established in Piggery. I was established with 10 in-pigs in 12 pig pens. Seven years after, the support package has grown; business has been good.

‘’I have expanded and currently have 42 pigs in 14 pens. I have 2 staff members I pay on a monthly basis.I save 80,000 every month I sell my pigs. I am married with children and I take good care of my family.

‘’I have diversified into pawpaw farming. I rented a 100 X 200 where I planted pawpaw. Market women buy pawpaw from me daily. I plan to also diversify intofish and poultry farming soon. I am grateful to Governor Okowa for helping me to become self-employed.

DESOPADEC SETS UP IDP CAMPS IN FLOOD AFFECTED NATIONALITIES ***RESPITE FOR FLOOD VICTIMS IN MANDATE AREAS

The well coordinated initiative of Bashorun Askia Ogieh, Managing Director/CEO of the Delta State Oil Producing Areas Development Commission, DESOPADEC and his dynamic executive management, to mitigate the effect of the raging flood across the mandate oil-bearing areas of the State has begun to yield results, due to the Commission’s swift response.

Having had first hand information on the raging flood that had been rightly predicted by the Nigerian Meteorological Agency, NIMET, to affect no less than eighteen States of the federation, the Delta State Oil Producing Areas Development Commission, DESOPADEC has, in  collaboration with the State Ministry of Environment, commenced the establishment of camps for internally displaced persons, IDP to cater for their temporary shelter and allied needs.

The timely intervention by the Commission has seen the establishment of three locations at St. Michael’s College, Oleh in Isoko South LGA; Utagba-Ogbe Technical College,  Kwale, in Ndokwa West LGA and Bulou-Apebiri Community in Patani LGA, in the first instance, with others being planned in the coming days.

As at the time of filing this report, all three camps are being equipped with necessaries, including mattresses, newly drilled boreholes, toiletries, consumables, foodstuff in a well laundered environment, amongst others.

The Camp Commandants have equally committed to ensuring a very conducive environment in each of the locations, for these naturally displaced citizens.

NATIONAL HONOUR : NMAH, OGHENE-OMORU CONGRATULATE OKOWA

The Chairman of the Delta State Investments Development Agency (DIDA), Mr. Paul Nmah, has congratulated Senator (Dr.) Ifeanyi Okowa, Governor of Delta State and Vice Presidential Candidate of the Peoples Democratic Party (PDP) on the conferment of the prestigious national honour of the Commander of the Order of the Niger (CON) on him by President Mohammadu Buhari.

NMAH in a statement said that the national honour bestowed on the state governor was a clear indication of his numerous contributions to the development of the nation and humanity.

“As an administrator he had shown dexterity in bringing out people oriented policies and programmes.

“As a onetime law maker in the Senate, he was instrumental in the passing into law of the National Health Insurance Scheme.

“Our dear Delta State is currently enjoying the Delta State Contributory Health Scheme under his administration as the Governor,” Mr. Nmah stated.

He described Governor Okowa as a politician who had remained an enigma and a force to reckon with, haven traversed the various levels of the political ladder from the grassroots to the national level.

Mr. Nmah said that he was convinced that the honour would further propel him to do more, when the PDP wins the Presidential Election in 2023 with OKowa as the Vice President of Nigeria.

On his part the Director General of the Agency, Olorogun Lucky Oghene-Omoru described Governor Okowa as a detribalised person who had ensured that he touched everyone positively, irrespective of tribe, religion and political inclinations.

He emphasised that the PDP Vice Presidential Candidate would be fair to all peoples in the country, irrespective of their tribes and religions, going by his well-known antecedents.

He said that he was not surprised that the governor was honoured with the award because hea had been at the forefront of promoting the health sector, both at the national and state levels.

The DIDA Director General commended the governor for ensuring that the investment climate in Delta State remained very conducive, thereby, making Delta State the preferred investment destination.

He prayed for more grace on the governor and wished him success in his future endeavours.

PDP CRISIS: AN UMBRELLA IN THE STORM

Amidst an unending crisis that has dangerously factionalised and fractionalised the People’s Democratic Party, PDP, the Party still went ahead to flag off its campaign in Governor Emmanuel Udom’s city of Uyo on Monday.

And like a limping athlete, the PDP has chosen to go into the race with a major injury having failed to reconcile the Governor Wike faction who are hell-bent on removing the present chairman of the party to create room for equity and fairness in the sharing of key offices between the North and the South within the Party.

Some have argued that Governor Nyesom Wike is overbeating the drum of acrimony and that he should give peace a chance and let Iyorchia Ayu be. They added that winning the presidential election is more important than removing the Chairman and that they can always prevail on the Chairman to step down after the battle is won.

Some others have accused Nwike of bad sportsmanship and vindictiveness. After all, the same Nyesom Wike was instrumental to the emergence of Iyorchia Ayu as against Olagunsoye Oyinlola who was equally a strong contender.

No matter how one looks at it, it is sheer arrogance on the part of the leadership of the Party to choose to ignore five incumbent governors (four of which are from the South) no matter what and went ahead to flag off their campaigns. For the Presidential candidate, this is not a show of tact, acumen or capacity to resolve a family feud, as it were.

If I may ask: what does Atiku want? Is it the Presidency or the love for Ayu? Why is he attempting to sacrifice his hard-earned ticket for the love of selfish and primordial interests that may not allow his ambition to come to pass? What is difficult in telling his friend, Dr Iyorchia Ayu, to step down given the circumstances? Who is urging him to continue on this road to infamy in a dire contest that is potentially too close to call already? This “umbrella” is truly in the storm!

How does the PDP hope to penetrate the South West without governor Seyi Makinde, Chief Bode George; the South East without governors Ikpeazu and Ugwanyi? How about capturing the South-South without Governor Wike and Chief Dan Orbih, the region’s party Vice- Chairman?
The earlier this issue is resolved the better for the party. Going into the elections while ignoring the potential goodwill of five serving governors is like a bird flying with one wing.

“The support package of 350 point of lay birds and 70 bags of feeds increased my profit and grew my farm business. In spite of bird flu, I now have 700 laying birds. I harvest 7 crates of eggs daily. I have layer birdsall year round and broilers seasonally.

“I have expanded from having only two bird pens to five pens and a brooding house for day-old birds. My farm is on a rented land which I pay rent of ₦5,000.00monthly. From my profits, I acquired a 100 X 50 plot of land as my permanent site. I have one employee and a trainee.

“I am planning to get married. I have a rented apartment, furnished to my taste; I feed well and assist my family too. I am grateful to Governor Okowa for helping me grow my farm business.”

Residents Protest Lives Threatening Erosion Caused By PDP Man In Asaba

Residents of Airport View Estate of Asaba axis in Okpanam, Oshimili North Local Government Area of Delta State have today protested the blockage of what they called the only waterway channel, causing lack of access road into the area by a politician.

The politician identified as Anthony Anukwu, a member of the State ruling Peoples Democratic Party (PDP) bought a controversial piece of land and had erected a structure in the said land measuring 30fts by 200 blocking the waterways at Engr. Joseph Obi Street in Airport View Estate.

According to the protesters / residents, the PDP stalwart built on the waterways, blocking the only water leeway and causing heavy flow of erosion whenever it rains that has led to collapse of buildings and fences pulling down in the Airport View Estate.

The residents protesting, stormed streets in the Estate with placards inscribed with: “Okowa, Our Governor your politician have blocked our access road and waterways. Please help us; Senator Okowa come to our rescue by demolishing illegal structure blocking our roads now; Our lives are in danger we can’t sleep anymore because of erosion and insecurities; All fences have collapsed because of erosion.”

Other inscriptions were: “Okowa save us from being wash away by erosion; PDP man, don’t block the access road to over 3000 residents; Governor Ifeanyi Okowa, please save us from impending danger from Anthony Anukwu, your PDP chieftain; no road no development, if you block the only access road, you will compound our plight.”

The access roads and erosion challenges were said to have started four years ago when some of the residents woke up to discover that the said politician was laying foundation for his project.

The aggrieved residents, led by the Chairman of Non-Indigenes Association in Delta State, Asaba branch, Chief Engr. Joseph Obi, the Executives of Airport View Estate Landlord Association were said to have written several letters to the Ministries of Lands and Survey, Environment, Information as well as other relevant government agencies, calling their attention to the dangers posed by the blockage. They appealed to the governor to remove the structure.

Consequently, officials of the Delta State Government were said to have visited and marked the structure for demolition. And that the then Commissioner for Lands and Survey even advised the politician as a fellow political Party man to remove the shanty to save endangered houses in the Estate but Anthony Anukwu refused and instead boasted that they were the ones that put Gov Okowa in power.

The residents also alleged that rather than obey the law, Anthony Anukwu was said to have allegedly boasted that being an aide to the Governor as SSA, he was ready to spend N30m to on any case the residents wants to institute stopping him from developing his land 

Speaking to journalists at the protest venue, Chief Engr. Joseph Obi, a major landlord in the area who said he has lived in the area for years, stated that the disputed shanty / structure was the major waterways draining heavy flow of waters coming from Okpanam to the area whenever it rains heavily.

He disclosed that “we have written to relevant sectors of the Government number of times over the menace but it seems the State Government has actually neglected the residents of the area because of one politician of PDP member that bought our access road and every efforts to remove the shanty he put on the waterways proved abortive the Government and the police are behind him.

“Because of one man over 50 buildings have been washed away, fences pulled down, reported cases of children drowning time to time. Not long ago, a man died while trying to rescue his daughter from drowning in erosion waters in the area.” He added.

Some landlords in the area including Chief Edward Acha, a retired Civil Servant, Chief Fabian Chukwuma Okiah, BoT member of Airport View Estate and PDP Chieftain in the State, Chief Onobraekpeyan Edward and Chief Mrs. Gladys Ugberu, said the protest was to draw the attention of the State Government to the plights they were suffering in the area. 

While appealing to the State Government to come to their aid that their properties were destroying, they revealed that they have several times taken self palliative measures that helped curtailed the erosion but it was now beyond them.

INTERVIEW: I will serve my community after retirement -Mabdul, former Nigerian ambassador to Algeria

Tell us about your life and career?

My name is Ambassador Mohammed Abdullahi Mabdul . I was born on October 10, 1961 in Makurdi, Benue State and married with children. I graduated in 1985 with a Bachelor of Arts Degree (Arabic & Political Science) from Bayero University, Kano. I joined the Foreign Service in 1987 after my National Youth Service and I have served in various capacities both in the Ministry and some Nigerian Missions abroad. In the cause of my career, I served as the Counsellor in Charge of Consular/Visa at the Embassy in Algiers from 1995-1998, and Chief Protocol Officer, office of the Vice President of Nigeria between 1999 and 2005. Also, I was the Deputy Director and Acting Director of Protocol, office of the Vice President (2005 — 2006 and 2006 — 2007, respectively. I was Director of Research in the Ministry from 2011 — 2014 and in addition, I served as the Consul in Nigerian Consulate, Jeddah, Saudi Arabia from 2015- 2018. Apart from my special diplomatic skills, I am a linguist and speak not less than four international languages which is a veritable and effective tool in relations with other nations in the diplomatic circle. I attended courses in Arabic, Portuguese and Management, both local and international. In addition to English, I speak Arabic, French, Portuguese, Hausa and Idoma languages. I like reading, travelling and sports.

Did you win any laurels as a sportsman?

I have won several sports medals. I won the gold medal in Table Tennis Junior Category, First Benue State Sports Festival in 1977. I got the silver and bronze medals in Table Tennis, Junior and Senior Categories at Bauchi State Sports Festival 1977. Furthermore, I represented Benue and Bauchi States in National Table Tennis Competitions 1977-1980. I won the First Edition of Head Masters Cup Football Tournament For all Primary Schools in Benue State in 1980. I was the highest goal scorer in the Cement Company of Northern Nigeria Football Club, Sokoto State Division One League Season 1985-1986.

Tell us about your diplomatic experience

I attended the Foreign Service Academy, Ministry of Foreign Affairs, Lagos 1987-1988. After this, I enrolled in the Advanced Arabic Course at International Language Institute, Cairo, Egypt 1989. I equally enrolled in the Advanced Management Course at Ministry of Foreign Affairs, Abuja, 2002 and the Basic Portuguese Language Course at Portuguese Language institute, Lisbon, 2010.

You just ended your duty tour as Nigerian Ambassador to Algeria. In what ways did you add value to the relations between Nigeria and Algeria?

The state of bilateral relations between Algeria and Nigeria has always been strong, authentic, and mutually beneficial to both countries. Since the independence of the two countries, we have struck a very deep and friendly relationship with Algeria that has been sustained through all the regimes in the country. But it became much closer and more solid during the era of former President Olusegun Obasanjo between 1999 and 2007. The then-Algeria leader, Abdelaziz Bouteflika was a very close friend to Obasanjo. Obasanjo travelled to Algeria several times and Bouteflika reciprocate the visits. As a result of that, the relationship was very solid and when Nelson Mandela became the South African President, he also became very close to Obasanjo and Bouteflika and within the framework of the African Union, the three countries, joined by Ethiopia formed what was called G4. The four countries harmonised how they deal with issues within the African Union and at the United Nations. Most of the ambassadors that go to Algeria try to build relations based on this understanding. At the time I arrived in Algeria, nothing had changed except for the political actors.

What business opportunities are available in Algeria?

I discovered that aside from trade and investment aspects that will benefit each other, Algeria presents an alternative destination for tourism. Most of the cities in Algeria look like the ones in Europe. The advantage is that the cost of living is cheap. So, it will be a lot easier for Nigerians to travel for tourism in Algeria rather than go to Europe. It will offer the Algerians an opportunity to do business in return. Our businessmen need to take advantage of these business opportunities in Algeria.

Did you succeed in ensuring a direct flight between both countries?

I discovered that communication between Nigeria and Algeria is very important. Already, Nigeria signed a Bilateral Air Service Agreement, which means that each country is free to introduce airlines to each other. Unfortunately, that was not there on the ground. This has created a lot of problems for travellers even if it was an unofficial trip to Algeria. You have two routes that people take. You either go through Turkey and if you do that, it will take you nine hours to be in Algiers; you fly six hours to Istanbul and then fly for three hours to Algiers. The other viable route is Qatar Airways where you fly for six hours to Doha and another six hours to Algiers but if there is a direct connection, it is just fours from Abuja to Algiers. When I discovered this missing link, I worked hard to encourage their local airlines to fly to Nigeria. Luckily, they have expanded to some African countries like Senegal, Niger and Mali. I told them that if they can go to Niger, why can’t they extend it to Abuja and Lagos? Within the period of my stay, we were able to make a good case with the manager of Air Algerie. Before I left, I held a meeting with him in April this year and he agreed that before the end of this year, they will open 11 new routes and one of the routes that they will accommodate will be Algiers-Lagos-Johannesburg. Since that will be a commercial route, they will start with that. And if it becomes viable, they will extend to Abuja. So, this was on the card before I left.

What lessons can Nigeria learn from Algeria in terms of hydrocarbon resources utility?

I think the fact is that Nigeria, just like Algeria, is an oil and gas-producing country. What I can say is that Algeria has succeeded in the utilisation of these two commodities. In terms of gas, especially the ones we use for cooking, they have a network of over 2,500km of pipelines within the country. So, gas has been domesticated. Just like you have pipe-borne water going into your homes, that is how gas is sold. Just like in Europe where you do not need to go to the filling stations to buy gas, there are pipes here and there. The infrastructure is developed and channeled into your building and at the end of the month, you pay. So, Algerians utilised this very well, which has been there since the 90s and we are yet to achieve this. The close effort we are making now is AKK; the pipeline that is coming from the Niger Delta to Warri through Lokoja, coming to Abuja, Kaduna and Kano, where the gas will be passing and the infrastructure will be developed within the cities. It is coming through so that we can replicate what is happening in Algeria. In Nigeria, we are just starting whereas in Algeria, they have achieved that. Also, Algeria refined their oil products. So, they are self-sufficient in it.

What is your next plan after retirement?

I thank God I retired in good health and without any incident that could have affected my integrity over the 35 years of service which I have done, but there is still life after retirement. I have plans of participating in the political process. I See Future in YAGEP, Says Akpoviri

Akpoviri Emmanuel hails from Ethiope East Local Government Area. He enrolled in the Delta State Government’s Youth Agricultural Entrepreneurs Programme (YAGEP) in the 2015/2016 cycle and was trained and established in Poultry. He holds an HND in Mechanical Engineering. Seven years after, Emmanuel is still in business and is doing well. Hear him.

“I have been in poultry business in the past seven years. From 400 point of lay birds, 200 daily old broilers and 145 bags of bird feeds, I now have 1,200 layers, 600 poulets and 100 broilers. I harvest a minimum of 25 crates of eggs daily.

“I diversified into plantain, cassava and fresh pepper cultivation in commercial quantities.  Though challenging, I enjoy it because I see future in it. I was one of the beneficiaries of Governor Okowa’s cash award to best performing STEP/YAGEP beneficiaries this year too.

“I am married with children; my family is not hungry. I have been able to conquer hunger through YAGEP. I bought a car to facilitate my business. I have an employee, three casual staff and two trainees. Clients consult me to help them establish their farms.”

Put Your Trust In God, Our Final Solution —–Rev. Okpara

Christians across the country have been enjoined to put their trust in God who only is our final peace and solutions.

The Associate Pastor of the Bethel Baptist church, Sapele Delta State Rev. E. Okpara gave this advice to his congregation on the occasion of the Bethel Baptist Soul Winning Band week long Activities with it’s theme ,” Peace Be Still” at the Church auditorium, Oghene Road Sapele.

The Renowned Preacher who dwell on the theme he titled “, Deeply” took his text from the scripture in the book of Mark chapter 4 verses 35-39.

The Cleric told the congregation that war, problems, troubles, sickness, barren and unpleasant experiences are typical examples of storms in humans life, emphasizing that storm is the absence of peace in the life of individual.

He urged believers in Christ to put their trust in God who he said with Him God, all things are possible, adding that” with Jesus in your boat, storm will give way and peace will be restored.

Rev Okpara admonished christians further to always call on Jesus Christ in any situation they are passing through, affirming that it is only Jesus name one can have peace if he allowed Him to come into the boat of their life.

The leader of the group, Evangelist Mrs Grace Egbedion, appreciated God for the success of this year,s Soul Winning Band week long celebration.

On his part, Evangelist Paul Osiohwemu, and member of the group, on behalf of all the members, appreciated Almighty God for the success of the years celebration.

The lauded every member of the church including the Resident Pastor, Rev London Ohwonigho, the Preacher Rev Okpara and other church leaders for their support and encouragement towards the successful completion of the week long celebration.

Over 1600 patients treated in three weeks in MSF cholera treatment centre in Maiduguri

Maiduguri, 5 October 2022 – More than 1,600 people have been treated for cholera in the past three weeks by teams from international medical organisation Médecins Sans Frontières/Doctors Without Borders (MSF) in Maiduguri, the capital of Borno state, northeast Nigeria. Patient numbers at MSF’s cholera treatment centre increased from 50 per week in early September to more than 500 per week by the end of the month.

An MSF team set up the cholera treatment centre in Bolori II, a neighbourhood of Maiduguri, in late August as part of annual preparations for receiving cholera patients. Following a significant influx of the patients from mid-September, MSF expanded the centre’s capacity from 90 to 120 beds and opened an oral rehydration point near the epicentre of the outbreak.

“We expect other organisations also to scale up their activities by opening cholera treatment centres and oral hydration points to respond to the upsurge in cholera patients,” says MSF project coordinator Daniela Batista.

The Ministry of Health in Borno state declared the cholera outbreak on 14 September after cases were confirmed in seven local government areas. An estimated one million people are at risk in the affected areas. Following the declaration, the authorities sought support from aid organisations, including MSF, to treat and contain the disease.

MSF staff have admitted a total of 1,644 people with cholera to the treatment centre since 27 August. As cholera is highly transmissible, MSF teams are encouraging the local community to take protective measures to prevent the disease from spreading further.

“Cholera is characterised by a sudden onset of acute watery diarrhoea that can rapidly lead to dehydration and death if left untreated,” says MSF medical coordinator Dr Htet Aung Kyi. “People must adopt protective behaviour, including better sanitation, hygiene and clean drinking water. Patients must also be brought to treatment facilities at the earliest stage of the sickness.”

Children with cholera can easily become malnourished – a particular danger in a region where malnutrition is already a major issue.
“We are deeply concerned about the possible negative impact of the cholera outbreak on the nutritional status of children under five,” says Dr Kyi. “Periodic outbreaks of disease, particularly cholera, measles and seasonal peaks of malaria, can further compound the malnutrition situation. At the same time, immunisation rates among children in Borno are low.”
MSF’s nutrition centre in Maiduguri has seen unprecedented numbers of patients since May 2022. Some 4,400 malnourished children were admitted for inpatient care in the first eight months of this year, a 160 per cent increase on the same period time last year. More than 4,000 children were enrolled for outpatient care from January to August 2022, a 94 per cent increase on the same period in 2021.
Cholera is an imminent threat to many thousands of people across Borno state. Combined with the worrying increase in the childhood malnutrition, there is a clear need for a more robust response to the current health crisis in Borno.

Issele-Uku NYSC Orientation Camp Road: Delta Govt Regrets Embarrassments To Reps Minority Leader, Elumelu, Aniocha North Over Delay

The Delta State Government has said that it regretted embarrassments that the delay on the NYSC National Orientation Camp Road Project work at Issele-Uku have caused the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu and the people of Aniocha North Local Government Area, particularly the people of Issele-Uku, and Onicha-Uku.

The State commissioner for works (Urban and Highways) Mr. Noel Omodon made the State Government position known in an exclusive interview with two online Newspapers, cshowcasenews.com and Banneronlinenews.com in his office in Asaba, Delta State capital.

Omodon said that the delay was partly due to the need to correct a technical defect on the road noticed by the contractor when he initially commenced work on the road, pointing out that he drew the attention of the State Government to it and there was the need to review the contract to accommodate the correction.

He revealed that the correction entails channeling the flood water at the lowest part of the road through Captain Nwosu Street down to a channel by Issele-Uku/Idumuje-Unor road. He also stated that the contracting firm, Neodede Construction Company, was to be partly blamed for not trusting the State Government’s commitment towards taking care of all his fears in the review.

“We want to really appreciate the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu. He is a very strong and supportive person. He has been very supportive. He is not the kind of person that sits down and waits until a miracle happens. He will always reach out. All the work he has been doing in that area, we are quite appreciative and we want to assure him that we will not let our garbs down.

“Rt. Hon. Elumelu has been very assertive about getting the problem sorted out and he has done a lot, very frankly, but we just feel that we are letting him down because the contracting firm was not following up with his pace. But I hope we are not causing him too much embarrassment.

“We shall definitely catch up with him. We regret the embarrassments it must have caused him, but it is very unfair for the people not to realize that he is doing a lot for them.”

He condemned in strong terms what happened at Idumu-Ogo and said that it is sad and unfair for those people to fail to appreciate all the good works the Minority Leader has been doing.

Omodon further revealed that the contractor has gone back to site on Wednesday last week and that construction of drains along Captain Nwosu Street has commenced in earnest.

The commissioner stated that all that is needed for the road project is being provided for the contractor, adding that sharp sand was approved for sand filling instead of laterite because of the rain. He however, said that the contractor is confident now and that the work is being done according to specifications.

“We are going to try very hard to ensure that we deliver all the roads including the palliative work the State Government is doing at the Onicha-Ugbo/ Idumuje-Ugboko Road. It is a Federal Government road, but we are working on it.

He said in order to tackle the challenge of vehicle movement on the road as work progresses on the NYSC National Orientation Camp Road, moves are being made to activate and open up the ongoing Onicha-Ugbo /Idumuje-Ugboko Road with a view to allowing traffic from Idumuje-Ugboko down to the Benin/Asaba Express Road and there through Onicha-Ugbo down to Idumuje-Ugboko.

“Our problem is that they are shifting all the traffic to Issele-Uku and that is not fair. Our roads there are not meant for such heavy traffic where heavy duty vehicles ply the road often. We are discussing with our contractors handling the Onicha-Ugbo-Idumuje-Ugboko Road palliative work for them to bring in boulders and granites for us to seal off the bad portion along the ongoing project and allow movement of vehicles.

“It is going to cost us much, but we are committed to doing it! Thank God we have gotten a partner, a company that is in the quarry business, their business is being affected and they have agreed to supply the granites. So in no distant time , we are going to bring back all traffic back to Onicha-Ugbo from there, they hit the express and not our roads.

“We are very sympathetic with the pains the people of Aniocha North, particularly the people of Issele-Uku and Onicha-Uku, have to go through as a result of the road.

“Everybody is embarrassed about it and I hope to get all the heavy duty vehicles out of Issele-Uku in the shortest possible time”, he said.

The commissioner assured that moves are on the way to present a memo to the State Executive Council on the need to rehabilitate some of the damaged roads, occasioned by the influx of heavy duty vehicles passing through the Issele-Uku metropolis to access the Benin/Asaba/Onitcha Expressway, particularly, the Ogbeofu Road.
