2023 ELECTION AND THE DANGER OF IDENTITY POLITICS IN NIGERIA (1)

-By Austen Akhagbeme:

One of my many concerns as we prepare for the 2023 General election, is the wanton amplification of our fault-lines by the deliberate glorification of identity politics in our already fatigued polity today.

It has become a norm even in our very psyche that for someone to vote for anyone, such factors as religion, ethnicity and region must consciously or unconsciously be the first consideration. But why is it so?

There are so many explanations, postulations and perspectives given as an answer to why we are the way we are as a people in a heterogeneous nation like ours.

Some of these perspectives range from precolonial influence vis-a-vis the ethnic and regional disposition of the early nationalists who “fought” for our independence and subsequently took over the reins of power from the colonialists.

And also the fact that these compradors nationalists became ethnic champions and promoted the same in their outlook and disposition at all times.

This was what gave birth to regionally based political parties that sowed into our psyche the preference for politics of tongue, creed and tribe.

This monster of ethnicity and religious inclination in our politics has become a common denominator and an opaque prism by which our political preferences and decision are based and viewed respectively.

As 2023 beckons, politics of tribe, religion and region have again taken over the political space while the real issues of welfare, security and development takes a back seat. This has always been the bane of our politics and politicking in Nigeria.

Soludo Tells Youth To Take Back Anambra From Gunmen

From SUNNY A. DAVID, in Awka:

The Anambra State Governor, Professor Chukwuma Soludo, on Sunday, charged youths to support the battle to reclaim the State from gunmen and other criminals terrorizing the State, our correspondent reports.

The charge is coming on the heels of several lives and property lost following activities of kidnappers and other criminals in the five months of Soludo’s administration in Anambra State.

This is as the Governor disclosed that the administration has mapped out N2.5 billion for youth employment, aside employment, skills acquisition and other opportunities reserved for youth.

Speaking during the celebration of the International Youth Day in Awka, with the theme: Solution for Digital Transformation, Soludo said the government would only succeed in decimating the hoodlums when the youth refrain from societal vices, develop their skills and talents.

Mr. Governor tasked them on revealing identities of the hoodlums to the security and government appropriately.

“Light has nothing in common with darkness. If you see something, say something. The future belonged to you, today is yours. We invite you because things have changed. It is time for everyone to contribute towards changing our society.

“You must take charge of your future. The hoodlums are organised to ruin your future. The youth must be organised to take back their future.

“Anambra State is a brand. Our brand is entrepreneurship. The core value of Igbo, Anambra state in particular, is that you must work before you eat.

“The society died the day we stopped asking people how they made their wealth. We must go back to our core values. Stop celebrating those you don’t know how they made their wealth,” he noted.”

Similarly, a former Commissioner for Basic Education in the State, Professor Kate Omenugha, advocated for human capital development including education on history and philosophy of Igbo Nation, and proverbs.

Earlier, the Commissioner for Youth Development, Mr. Patrick Agha-Mba, explained that the ministry has positioned itself to drive the policies and agenda of the incumbent administration, including pursuing the vision of a live-able and prosperous State through community based approach.

Pelosi’s visit to Taiwan: Vice Foreign Minister Ma Zhaoxu Speaks Out

On 9 August 2022, Vice Pelosi’s visit to Taiwan. Vice Foreign Minister Ma Zhaoxu took questions from China Central Television and China Global Television Network on Nancy Pelosi’s visit to Taiwan.

Q1. Over the past few days, US House Speaker Nancy Pelosi’s visit to Taiwan has caused strong public outrage in China. What’s your take on this?

Ma: This is just a political farce, and a dangerous, malicious provocation. Speaker Pelosi made this provocative visit in disregard of China’s warning. The visit infringed on China’s sovereignty and territorial integrity; violated the one-China principle and provisions in the three China-US joint communiqués; affected the political foundation of China-US relations; and undermined peace and stability across the Taiwan Strait. It is unacceptable to the Chinese people. China has every reason to respond with countermeasures. The incident is also a lesson, revealing to the world US motives to contain China with Taiwan and the intention of the Taiwan authorities to seek American support for independence. In its aftermath, the one-China consensus of the international community emerged stronger, and the US attempt to play the “Taiwan card” and contain China proved more unpopular and futile.

Q2. The US claims that there is no change to its one-China policy and that Pelosi’s visit does not violate the one-China policy. How would you respond to that?

Ma: The one-China principle is the consensus of the international community. It is also the political foundation on which China develops relations with other countries. It is a red line that must not be crossed. What does one China mean? There can only be one answer. That is, there is but one China in the world, Taiwan is part of China, and the Government of the People’s Republic of China is the sole legal government representing the whole of China. This is a basic norm of international relations confirmed by UNGA Resolution 2758. It is a commitment made by the US in the three China-US joint communiqués. The principle, written down in black and white, is crystal clear. There is no room for ambiguity or arbitrary interpretation.

The US claims that there is no change in its one-China policy. But in fact, it has been undermining the one-China principle over the years. It has put into its one-China policy some unilateral stuff, including the “Taiwan Relations Act” and the “Six Assurances”. This is against international law. China never accepts it, and is always opposed to it.

The US also claims that Pelosi’s visit does not violate the one-China policy. The three joint communiqués provide that the US can only maintain cultural, commercial and other unofficial relations with Taiwan. The executive, legislative and judicial branches are all part of the US Government. Pelosi is the number three figure in the US Government. During her stay in Taiwan, she was speaking on behalf of the US from the beginning to the end. Even she herself admits that it is an official visit. If this is not official engagement, then what is it?

Q3. The US claims that the change to the status quo that’s prevailed with regard to Taiwan for more than 40 years is coming from Beijing, not from the US. What is your view on this?

Ma: So what is the status quo of the Taiwan Strait? The status quo is that both sides of the Strait belong to one and the same China, Taiwan is part of China, and neither China’s sovereignty nor its territorial integrity is ever divided. It is not China who is changing the status quo, but the US and the “Taiwan independence” separatist forces.

Over the years, the US has been colluding with the Taiwan authorities, and elevating its substantive relations with Taiwan. It has sold large amounts of weapons to Taiwan, helped it develop so-called “asymmetric capabilities”, and emboldened the “Taiwan independence” separatist forces. If these are not changing the status quo, what are they?

Refusing to recognize the 1992 Consensus, the DPP authorities have insisted on pushing for “incremental independence”, and redoubled efforts to remove the Chinese identity of Taiwan. If these are not changing the status quo, what are they?

China’s countermeasures are a necessary and legitimate response to the provocations by the US and the “Taiwan independence” forces. They are just and lawful.

Q4. The US says it will not seek and does not want a crisis, and China should take full responsibility for the current escalation of tensions in the Taiwan Strait. What is your take on this?

Ma: This is confounding black and white. The crisis is unilaterally provoked by the US. Despite China’s many representations, the US still allowed Pelosi to visit Taiwan. Faced with this, China has no choice but to fight back and defend its sovereignty and territorial integrity. The responsibility and consequence of the current tensions have to be borne by the US and the “Taiwan independence” separatist forces.

Q5. The US claims that China’s military exercise and crossing of the median line of the Taiwan Strait are overreaction that has escalated the situation and threatened regional peace and stability. What is your take?

Ma: It is the US that is threatening peace and stability in the Taiwan Strait. Taiwan is part of China’s territory. There is no such thing as a median line in the Strait. The Chinese armed forces conduct military exercises in waters off China’s Taiwan island to safeguard sovereignty and territorial integrity of China. Our measures are open and proportionate. They are in line with both domestic law and international law and practices. They are beyond reproach.

The US and its allies often come to the adjacent waters of China, flexing muscles and stirring up troubles. They conduct up to a hundred military exercises each year. They, instead of someone else, are the ones that overreact and escalate the situation.

Q6. The US claims that China’s decision to suspend cooperation with the US in multiple areas does not punish Washington but the whole world. What is you comment?

Ma: The US cannot represent the whole world. China has warned the US well in advance that should Pelosi visit Taiwan, it would cause a crisis and major disruptions to China-US exchange and cooperation. Unfortunately, the US side ignored that, and went ahead with the visit. The Taiwan question is at the very heart of China’s core interests. The United States, while undermining China’s core interests, is asking for China’s cooperation where they need it. What kind of logic is this? China’s decision to cancel or suspend cooperation in some areas does not come without warning. We say what we mean and mean what we say. There is no reason why the US should feel surprised or upset.

Let me stress this: as a responsible major country, China will, as always, take an active part in international cooperation on climate change and other matters. We make our own contribution to the tackling of global challenges. What the US should do is to fulfill its international responsibilities and obligations. It should stop making excuses for its own mistakes.

Q7. Some in the US compare China’s military drills in the Taiwan Strait to Russia’s “invasion of Ukraine”, which they claim will be denounced by the international community. What is your comment on that?

Ma: Such a claim is ill-intentioned. The Taiwan question is entirely China’s internal affair. It is different from the Ukraine issue. The US always stokes tension and provokes troubles. Preliminary numbers show that between the end of the Second World War and 2001, there were 248 armed conflicts in 153 regions across the world, among which 201 were initiated by the US. Since 2001, wars and military operations launched by the US have resulted in over 800,000 deaths and tens of millions displaced from home. After starting so many wars and killing so many civilians to preserve its hegemony, the US is now creating troubles in the Taiwan Strait. How could we possibly allow this to happen?

Q8. A few days ago, the G7 foreign ministers issued a statement regarding Taiwan with negative language, expressing so-called “concern” over China’s actions. Meanwhile we see an increasing number of countries and international organizations speaking out in support of China’s justified measures. What is your take?

Ma: More than 170 countries and many international organizations have spoken up for what is right, reaffirming their commitment to the one-China principle and expressing support for China in defending its sovereignty and territorial integrity. Both the President of the UN General Assembly and the UN Secretary-General have stated that the UN will continue to adhere to UNGA Resolution 2758, the centerpiece of which is the one-China principle. Compared with over 170 countries, what do G7 think they are? Who cares what they say?

Q9. The US claims that if China continues to take more countermeasures, the US will be forced to respond, which may lead to a spiral of escalation. What is your view on what may happen next?

Ma: It has been proved time and again that the US is the biggest troublemaker of cross-Strait peace and regional stability. If the international community allows the US to do what it wants, the UN Charter will be just a sheet of paper, and the law of the jungle will prevail. In the end, it will be the developing countries that suffer.

The Chinese people are not to be misled by fallacies or scared by evils, and will never waver in defending our core interests. We want to stress to the US: do not act recklessly, and stop going further down on the doomed path. Give up the attempt to use Taiwan to contain China, play no games but return to the one-China principle and the three joint communiqués, and do right things and take concrete steps to facilitate the steady development of China-US relations.

EBID Releases West Africa Development Outlook

The ECOWAS Bank for Investment and Development (EBID) has officially released the 2022 edition of the West Africa Development Outlook (WADO), which takes stock of socio- economic developments of the previous year and presents a macroeconomic outlook for the year 2022.

The WADO discusses the socio-economic challenges of the times and postulates policy interventions that could help ease these challenges.

The 2022 WADO, which is themed, “Navigating Global Shocks through Structural Transformation and Trade”, discusses how the ECOWAS sub-region can mitigate the recent price escalation by increasing local production capacities, improving intra-regional trade and embarking on a deliberate structural transformation agenda.

It also discusses the causes of the recent price hikes as being structural and the need for cautious monetary policy interventions.

While announcing the release of the WADO, the President and Chairman of the Board of Directors of EBID, Dr. George Agyekum Donkor, emphasised the importance of the review of key economic indicators as a way of highlighting the impact of recent global events on ECOWAS economies and postulating mitigating actions for policy makers’ consideration.

He stated that the WADO also highlights the opportunities and threats in the sub-region to guide the investment decisions of existing and would-be investors.

The Director of Research and Strategic Planning of the Bank, Mr. MacDonald Saye Goanue, spoke about the challenging macroeconomic environment the Community faces as a result of which growth prospects have been downgraded.

The elevated food and energy prices pose a great risk to fiscal consolidation and debt sustainability, while threatening to increase current account deficits and exerting pressure on local currencies. There is the need for a fiscal and monetary policy synchronicity to successfully navigate these challenges.

DESOPADEC Disowns “Fake” Bursary Portal

The Delta State Oil Producing Areas Development Commission, DESOPADEC, has declared that a fake, criminal scholarship portal is currently trending online.

A statement signed by Chinenye Ezonfade, Head, Media & Public Affairs Department, urged members of the public, especially students from DESOPADEC mandate areas to disregard the alleged portal in its entirety, since it did not emanate from the Commission.

The statement reads,

RE: DESOPADEC 2022/2023 BURSARY & SCHOLARSHIP PROGRAMME FOR UNDERGRADUATES:

…A REBUTTAL!

It has come to our notice of a fake, criminal scholarship portal that  is trending online, purported to have emanated from Delta State Oil Producing Areas Development Commission, DESOPADEC, and targeted at students of our mandate areas.

This is to inform the general public, especially students from our mandate areas, that the said portal/publication was not from DESOPADEC and as such, should be disregarded in its entirety.

For sure, DESOPADEC has always been desirous of giving students of our mandate areas opportunities to key into benefitting from our bursary and scholarship programmes in the past and is still in the process of doing so.

We are however yet to open our portal for that purpose, for the current session. When we do, we will surely let everyone know about it through the instrumentality of our mandate areas students associations.

We therefore wish to appeal that the fake portal should be disregarded forthwith.

YAGEP Marked New Beginning for Me, Says Oghenewewaire

By Gertrude Onyekachukwu-Uteh:

Peter Oghenewewaire is an OND holder; he studied Science Laboratory Technology. He could not continue with his education due to poor funding. In order to survive he began cassava and maize farming, and at the same time enrolled as an apprentice to acquire a skill in fashion design. Help came his way when he enrolled into the Delta State Youth Agricultural Entrepreneurs Programme (YAGEP) in the 2019/2020 Cycle as a Brown YAGEPreneur. Hear him.

“The support package for cassava farmers was good. It was very helpful to me because at the point I received it, I was hopeless and helpless. It marked a new beginning for me and my family.

“The first thing I did was to expand the land. I got a 400 X 100 plot of land on lease which increased my output. From the sales of cassava, I bought a sewing machine for my fashion business and contribute my quota to the upkeep of my family. I shall continue with it while running my fashion business.”

Dariye, Nyame finally released from Prison

The former Governors Joshua Dariye and Jolly Nyame finally breathes an of freedom as they were both released from Kuje Custodial Centre.

A statement on Monday by the Public Relations Officer of FCT Command of the Nigeria Correctional Service, Chukwuedo Humphrey read that: “The former Governors Joshua Dariye and Jolly Nyame has been released from Kuje Custodial centre today 8th of August 2022.”

According to him, the release is sequel to the receipt of the letter of clemency from the presidential prerogative of mercy committee by the Controller General of Corrections Haliru Nababa.

He said the controller of Corrections FCT Command Ahmed Musa Ahmed acting upon the directives of the controller General also released three other inmates who were granted pardon from the Suleja custodial centre.

He noted that the pardon which was granted earlier this year by President Muhammadu Buhari was done based on recommendations from the presidential prerogative of mercy committee who have interviewed all inmates based on deteriorating health status, age as well as good behaviour and industry during the period of serving their sentences.

John Akugbe’s naiveté on politics of ‘Deep Experience’

The narrative by one Mr. John Akugbe, dated 2nd of August 2022 with the headline: “Okowa’s Misunderstanding and Misinterpretation of ‘Deep Experience’,” was one talk that exposed the shallow perception of the writer on politics and political talks. If he knew better, he would have known about what in politics is called “calculated advancement,” which refers to the use of tactics and strategy against an opponent in the game of power struggle.

Movement for Stronger Delta (MSD) believes that it’s this poor perception that got the better part of the writer, making him to become hysterical and leading him to engage in the naïve action of railing insults and abuses against the person of the Vice Presidential Candidate of the Peoples Democratic Party (PDP), and Governor of Delta State, Senator, Dr. Ifeanyi Okowa over his response to a question put to him by his interviewer on a BBC Pidgin English programme.

It’s inconceivable that the writer would expect the PDP Vice Presidential candidate to begin to paint an opponent with whom he is engaged in a political contest for power in glowing terms. MSD indeed, believes that Governor Okowa deserves kudos for his smartness in identifying the lack of “Deep Experience” as a major weakness and consideration that should count against the Presidential candidate of the Labour Party (LP).

It’s important to get the green and local writer off his naiveté by letting him and his cohorts to understand that “Deep Experience” speaks about someone’s level of active involvement in an activity or exposure to events or people over a period of time that leads to increase in knowledge or skill. It defines the profundity and deepness of wisdom from knowledge or skill acquired through being exposed to something over a period of time. It is in the absence of this that the PDP Vice Presidential candidate has identified as a yawning lacuna in the LP candidate.

If the truth must be told, can the Labour Party’s Presidential candidate’s political experience be compared with that of Atiku Abubakar, the PDP Presidential candidate?

Besides being a trader, importer of container loads, working in the boardrooms of banks, and becoming Governor of Anambra State, of course, which are activities that LP Presidential candidate have been involved in, can the depth of his experience be as deep as that of the PDP Presidential candidate?

Atiku Abubakar has been a civil servant, rising to the top of his career, a businessman and trader, a grassroots political mobiliser, with vast experience in gathering political like minds in forming political associations that have culminated into political parties; a man that has contested elections and sponsored political wards into various elective offices at the Local Government, State Assemblies, and National Assembly levels, and one that has served as Vice President following a democratic election and served in that capacity for eight years.

Now, between these two experiences, Obi’s and Atiku’s, it can at least be seen and understood that one has more and better experience than the other. This is the “Deep Experience” that the PDP Vice Presidential candidate is referring to. He didn’t intend it to be seen as a pun, but as a statement of fact that is in the public space and that can be verified.

And jokes apart, does the LP Presidential candidate have the type of “Deep Experience” that the PDP Presidential candidate has in the matter of politics, political engagements, and running of government? The clear answer is a capital NO, whether the so-called ‘Obidients’ want to accept it or not.

Of course, let the point be clear that the art of politics is not about the display of emotions, especially when push has come to shove in the build-up to the 2023 political contest. This is where the masters showcase their dexterity by reaching out to their arsenals to hit at their opponent’s weaknesses and making such points known to prospective voters to aid their thoughts and consideration in making a final choice of the candidate to vote for.

It is against this background that MSD describes as crass, the emotions displayed by the OBIdient supporter, Mr. John Akugbe’s irritable attack on PDP’s Vice Presidential candidate. The attack is misguided, uncalled for, and sentimental.

It is this maudlin disposition that would lead the OBIdient supporter to lose his good senses and become degenerate in calling his fellow Deltans who are lucky to be taken away from the labour market as the “hiring of thousands of useless and needless men all over Delta State as SAs, SSAs, EAs, and party thugs.” It is infantile to describe graduates and very responsible citizens with families, as “useless”, “needless men” and thugs.”

It’s absurdly ridiculous to hear a Deltan describing fellow Deltans in such terrible language simply because they are among the select number that the Governor created employment opportunities for to earn a living in this harsh economic season. Truth is, all of the officers as SAs, SSAs, and EAs have contributed in one way or the other to Governor Okowa’s victories and successes are much more responsible citizens of the Ika nation and Delta State than this OBIdient.

The man who claims to have been born in the same village where Governor Okowa comes from, was honest enough, at least, to admit that “I am doing this simply because of my patriotism and OBIdience as the situation in Nigeria has demanded of us.” Does this not mean that by his OBIdience, he is serving Peter Obi’s political interest and ambition?

If this is true, why is he castigating Governor Okowa for emerging as a Vice Presidential candidate to Atiku Abubakar? If he is one truly born in the same village with Governor Okowa, and can be OBIdient, what does he think is wrong for his kinsman, Okowa to be ATIKULATED? You are OBIdient and Okowa is ATIKULATED. Everyone has a freedom of choice.

John Akugbe will latch on to anything in his desperate bid to hit at Okowa, including using the hackneyed alleged borrowing of =N=150 billion, which the State government has explained times without number, that it is not a fresh loan but the expected release of funds due to be paid to the State government by the Federal Government. And that the said money is to be taken to offset payments to contractors being owed by the State government, while the government will pay back as the Federal Government makes its releases to the State.

But of course, the explanation will not make any meaning to the OBIdient supporter, who is full of sarcasm and unbelief in his State government. He has become entrapped by his political bias, just like his cohorts.

The OBIdient man asked: “My dear Governor Okowa, how much Delta money did you spend in Abuja while lobbying to become a tool to Atiku as his running mate?” At least everyone knows that the LP Presidential candidate was a member of PDP and not a foundation member of LP. But how did he suddenly become the LP Presidential candidate when there were persons in the party already angling to be Presidential candidate before Peter Obi?

In fact we know for a fact that Mr. Peter Obi first spent =N=40 million naira to buy PDP Presidential nomination form, before spending another whooping =N=30 million naira to buy Labour Party Presidential form. That alone is N70 million naira and when you include all the add-ons and settlements to people who had already bought forms to step down for him and how much he must have used to lobby and settle Labour Party officials with, especially given the manner they all quickly agreed to play ball in a Country like Nigeria and also lavishly mobilized and organized the kangaroo convention in Asaba where he emerged as the party’s Presidential candidate, then we must be looking at a figure of over =N=300 million for starters.

Okowa on the other hand did not spend any fixed constitutional amount to be selected as Vice Presidential Candidate of the PDP and that is a fact because there is no law that compels Vice Presidential Candidates to buy nomination forms.

So, when hypocrites in the likes of John Akugbe and other Obidients go to town with their useless and deceitful slogan ‘Obi no dey spend shi shi’ and raise spurious allegations of how other candidates spend money and lobby, we must remind them to first remove the huge log of hypocrisy and corruption from their own eyes before looking for the moth in other candidates eyes.

On the growing cliché about betrayal, how do you convince a political greenhorn, displaying self-indulgent emotion on account of his bias against Okowa, to understand that political parties do as it pleases their fancy and interest, and that no individual person has control over the mind of a party. So, how could Okowa rail against the decision of his political party which threw the party’s Presidential primary contest open instead of zoning it to a section of the country? This OBIdient man has not learned anything about party supremacy and in fact, Okowa should be commended for being a good party man, and loyalist.

Besides, the Vice Presidential candidate has stated that he did not express interest in contesting for the Presidential election because he was not led by God to contest and that he was not going to go into what he did not prepare himself for. So, the betrayal thing is the figment of the imagination of mischief makers who are attacking the Vice Presidential Candidate.

The thing to tell John Akugbe and his co-travelers in the penchant of throwing tantrums and diatribes at Okowa just to discredit his person and paint him black, is that Senator, Dr. Ifeanyichukwu Arthur Okowa, the Governor of Delta State and Vice Presidential Candidate of PDP is a man blessed by God and MSD stands on the authority of God’s word in Numbers 23:8, that “it is futile to want to curse he who God has blessed.”

That, as we have always declared, is the SIMPLE Agenda

Ms. Beatrice Eyong sought the support of the NSCDC in the prevention of trafficking of women and girls, stating that about 18.5 million children are out of school and over 10 million of such are girls.

In view of the forthcoming general elections in 2023, the Country Representative emphasised that women are vulnerable species that has been constantly denied of their rights to actively participate in politics.

She requested for maximum support from the Corps in bringing an end to violence against women in politics.

The CG however promised to put necessary machineries in motion through the gender unit at the National Headquarters, headed by CSC Oluwakemi Ajet Alao to assist in ending violence against women in politics especially as the election year draw closer.

He assured the UN Women body of necessary cooperation and security support anytime the Corps is been called upon.

“You can count on us, call on Civil Defence anytime for your programs, our job is to ensure security of live and protection of Critical National Assets and Infrastructure.

“We have justified our existence over the years and we shall continue to work hard until we achieve total security in the country”, the CG said.

Okowa Says D-CARES mitigating eco impact of pandemic *Beneficiaries selected on merit -Barry-Gbe Insists

-By Albert OGRAKA (with additional govt house news bulletin):

Delta Governor and Vice-Presidential candidate of the Peoples Democratic Party PDP, Sen. (Dr) Ifeanyi Okowa on Friday said the state’s COVID-19 Action Recovery and Economic Stimulus (D-CARES) Programme was to mitigate the adverse economic impact of the pandemic, particularly on the poor and vulnerable.
This is just as the state Commissioner for Economic Planning, Dr Barry Pere-Gbe, reaffirms that beneficiaries drawn from poor and vulnerable households were selected on merit and not through political colouration or ethnic cleavages.

Governor Okowa disclosed this at the official flag-off of the implementation of activities under Result Areas 1 and 2 of the Delta COVID-19 Action Recovery and Economic Stimulus (D-CARES) Programme held at the Events Centre, Asaba.

While pledging his administration’s commitment towards implementation of all aspects of the D-CARES programme in the state for the overall benefit of the people, he disclosed that the programme, being a World Bank supported intervention with an objective of expanding access to livelihood support and food security services as well as grants for poor and vulnerable households and firms, the state government had to key in.

“As we all know, the COVID-19 exerted a huge toll on the economy with the attendant loss of income and means of livelihoods by thousands of people.

“The CARES programme is to help mitigate the adverse economic impact of the pandemic, particularly on the poor and vulnerable.

“On September 28, last year, we gave operational support grants to 1,818 Micro and Small Enterprises (MSEs) under the Result Area 3 component of the programme.

“This administration is very committed to this programme because it complements and supports our various social intervention efforts.”

He said through the initiative, the programme will directly support; 25,269 poor and vulnerable households with social transfers, basic services, and livelihood grants; 13,976 farmers to increase food production and facilitate smooth functioning of the food supply chain, while 2,529 MSEs will be given grants to support post-COVID-19 loans, operational costs and to enhance their IT capabilities.

He advised the programme managers to continue to display high performance and accountability levels required for seamless execution.

“The successful implementation of the programme in the state, especially given the wide scope of the intervention would go a long way in addressing some of the negative economic impacts of the pandemic on our people.

While assuring that the State Government would continue to provide the necessary support and funding to ensure that the programme achieves its stated objectives, “it is indeed my hope that beneficiaries will make good use of the opportunity to grow their businesses, increase their income, and generally improve their living standard,” Okowa added.

Earlier in his welcome remarks, Commissioner for Economic Planning, Dr Barry Pere-Gbe, said beneficiaries drawn from poor and vulnerable households were selected on merit and not through political colouration or ethnic cleavages and urged them to maximise the opportunity.

He recalled that precisely on the 22nd of September, 2021, the Governor, flagged-off Result Area (3) of the COVID-19 Action Recovery Economic Stimulus (CARES) programme which led to the disbursement of N490 million-economic recovery grants to One Thousand, Eight Hundred and Eighteen(1,818) Micro and Small Scale businesses that were negatively affected by the Covid-19 outbreak.

“For the sake of clarity and more importantly, for the benefit of those encountering the acronyms N-CARES and D-CARES for the very first time, permit me Ladies and Gentlemen to quickly throw some light. The Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) Program is a two-year World Bank-assisted initiative borne out of its need to support the efforts of State Governments in providing the much-needed assistance to cushion the economic effects of COVID-19 pandemic on the poor and vulnerable households. It is an emergency economic recovery programme designed to reinstate households, farmers, and SMEs and rural communities back to their states of being, through social transfer grants, the provision of basic micro projects to communities, the provision of livelihoodsupport grants, supporting of farmers to increase food production and facilitate smooth functioning of their food supply chains, the provision of agricultural inputs to mitigate food losses, upgrading of wet markets to allow for safe buying and selling of food produce, supporting SMEs to enhance IT capabilities, supporting businesses to reduce size of their business loans and operational cost, and the provision labour-intensive public works, for the purpose of creating employment opportunities.”

He further explained that “In order to ensure and guarantee full ownership, the Program is being domesticated at State levels using already existing social investment programmes delivery Platforms as stated in the programme development objectives (PDO) of the World Bank. This is what led to the creation of the Delta State COVID-19 Action Recovery and Economic Stimulus (D-CARES) Program. The World Bank applied a performance-based funding instrument for programme. That is to say, States are expected to provide the funding and get reimbursed after verification by the World Bank.”

According to him, ”For ease of implementation, the programme is compartmentalized into three Result Areas, namely:

❖ Result Area 1 which focuses on giving grants through social transfers to the aged, physically challenged, chronically ill, and urban poor men and women. It is also the result area that provides livelihood support grants tovulnerable households; the construction of micro-projects in communities, and lastly, the creation of jobs through labour-intensive public works scheme.

❖ Result Area 2 deals with the provision of agricultural inputs to farmers, upgrading of wet markets to allow for safe buying and selling of food produce, increasing food security and safe functioning of food supply chains for poor households, provision of rural road infrastructure; and lastly

❖ Result Area 3 deals with support to SMEs by providing conditional grants to facilitate recovery, and enhancing of IT and operational capabilities of Small and Micro Enterprises.

He however noted that with the flag-off of Result Areas 1 & 2, Delta State would have implemented the CARES programme in its entirety. “While this ceremony brings together beneficiaries of Result Areas 1 & 2 for the official flag-off, it is important to remark that the delivery platforms had gone ahead to conclude all the pre-disbursement eligibility and selection criteria, and also initiated some disbursements as pilots to test the efficacy and effectiveness of Payment Service Providers’ (PSP) platforms. Truly, it is exciting to state that the Delivery Platforms have made progress.

“At this juncture, I wish to intimate us of the total number of persons that will benefit from this first phase of disbursement, that is a half-year disbursement plan from the one-year cycle:

Under Result Area 1:

DLI 1.1 – In six-months, a total sum of N144 million will be disbursed through cash transfers to 1,650 Aged, physically challenged, chronically ill, and the urban poor men and women;

DLI 1.2 – In six months, a total sum of N166 million will be spent on 655 Youthswho are engaged in labour-intensive public works across the twenty-five LGAs of the State;

DLI 1.3 – In six months, a total sum of N149 million will be disbursed to 968 beneficiaries of the Livelihood Support Grant Scheme;

DLI 1.4 – In six months, a total sum of N100 million will be spent on constructing micro-projects in ten communities across ten Local Government Areas with over 21,000 persons as target direct beneficiaries.

Under Result Area 2:

In six months, the FADAMA office under the supervision of Ministry of Agriculture and Natural Resources will spend a total sum of N400 million on DLI 2.1 (the provision of agricultural inputs and services) to farmers, DLI 2.2 – the construction of agricultural infrastructure such as access roads to farms, and DLI 2.3 for the on creation of Agricultural Assets for production and small-scale primary processing that will benefit a total of 3,639 farmers.

He revealed that a total sum of N1.1 billion was approved and released for the implementation of this 6-month workplan, and N1.4 billion has also been approved by the Delta State Executive Council for the implementation of the second-half of the programme this year.

“Distinguished ladies and gentlemen, let me at this point underscore the fact that credible processes were followed in theselection of beneficiaries for this intervention. In line with the World Bank programme development objectives(PDO) beneficiaries were mined from the Social Register of the State. The State Social Register is a highly credible database containing 170,554 PVHHs, and 453,516 individuals (male 198,359, female 255,166) as at 31st July, 2022 generated from communities across the 25 LGAs of the State. This register was developed with funding support from the World Bank and the Federal Government of Nigeria. It is data pool and a universally accepted registry from which beneficiaries of pro-poor interventions by international organisations such as World Bank, United Nations, European Union etc are sourced. So I am bold to state here today that there was no ethno-political or nepotic consideration in the selection of beneficiaries of the CARES programme. “

Commissioner for Economic Planning, Dr Barry Pere-Gbe therefore, appreciated the contributions of the World Bank CARES Programme Task Team Leader, and other team players for their unwavering support that has continued to guarantee the successful implementation of the programme in Delta State.

In their goodwill messages, stakeholders of the programme from the world bank and other agencies lauded Governor Okowa for keying into the programme and affirmed that it will help to alleviate poverty.

Some of the beneficiaries including a physically challenged person thanked the Governor for giving them opportunity to benefit from the scheme emphasizing that their economic status has improved.

Highight of the programme was the presentation of cheques and farm implements to some beneficiaries by Governor Ifeanyi Okowa.

I Trained 26 Persons for Free to Complement Okowa’s Efforts, Says STEPreneur Onyedum

-By Gertrude Onyekachukwu-Uteh:

Marvis Onyedum, the CEO of Marvis Unique Catering Services, Effurun, enrolled in the Delta State Government’s Skills Training and Entrepreneurship Programme (STEP) in the 2015/2016 cycle as a non-indigene beneficiary. Since establishment, Marvis has carved a niche for herself as an entrepreneur and as a job creation trainer.

She voluntarily trained 26 unemployed youths in Catering and Confectionery free of charge for one month by way of giving back to society. She shares her testimony.

“I am a caterer and a baker, but my special product is Marvis Unique Peanut Burger. My production capacity on peanut burger has grown from 60 bottles in 2017 to 1200 bottles. With STEP, I am a supportive wife and mother.

“I have trained 55 persons of which 26 of them were trained free of charge for a month to complement what the State Government is doing. I have two employees, 10 contract staff and one marketer who is paid on commission basis.

“STEP exposed me to different market opportunities. I have trademarked my product. I am on the way to getting its barcode and NAFDAC number to enable me supply to bigger business outlets like ShopRite.

“Recently, precisely in March this year, I was one of the STEP/YAGEP awardees who received 500,000 cash grant from the State Government to boost my business. Governor Okowa taught me not only how to fish, but provided me with fishing materials. What an easy life he made for Delta Youths.”

Nigeria can’t progress without restructuring – Atiku

Presidential Candidate of Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, on Thursday, said Nigeria would continue to grapple with its current challenges unless it was restructured.

Atiku stated this at the 64th Annual Bible Study Conference of the National Council of Anglican Youth Fellowship (AYF) of Nigeria held at the Ekiti Diocesan Camp Ground, Iyin-Ekiti, Ekiti State.

Represented by his running mate and Governor of Delta, Sen. (Dr) Ifeanyi Okowa, Abubakar who was Special Guest at the occasion, said Nigeria was in dire need of knowledgeable, capable, and experienced leaders who would break the cycle of failed leadership and take the country to the level of growth and prosperity.

He said that devolution of powers and resources to the sub-national governments, and the guaranteeing of a constitution that allowed equity, justice for all and inclusiveness in governance such that none was left out or oppressed, was what was needed for a proper federal structure.

According to him, Nigeria should continue as a Federation but not in its present form.

He said “I advocate a proper federal structure that recognises the federating units and the federal government as mutually coordinate and not subordinate one to the other, yet cooperative among themselves, distinct from the current structure where states exist as mere appendages of the centre.

“I am particularly thrilled by the theme of this conference – ‘Be Strong and Courageous’ because the times we live in call for men and women of courage who will stand up to be counted in the battle to rescue and rebuild Nigeria.

“There is no gainsaying the fact that Nigeria’s unity is under serious threat today. The mutual suspicion, distrust, and sometimes hostility among the various ethnic groups have reached levels never experienced before, fueling separatist agitations across the country.

“This is largely due to the general discontent occasioned by the broken promises, dashed aspirations, and the lopsidedness in power-sharing under the current federal government.

“As I said sometime ago, a situation where the top guns in the nation’s security architecture are dominated by persons from a particular ethnic/religious group does not augur well for the unity and progress of the country.

“Nigeria can only grow if ethnic, religious and tribal divides dissolve, and a pan-Nigeria goal is truly desired and embraced by all. We must act swiftly – and decisively – to calm the raging storm, regain confidence in the Nigerian project, and halt the drift toward chaos and anarchy.

“The forthcoming 2023 elections offer us the opportunity to do the needful and move Nigeria in the right direction. It calls for sober reflection and strategic thinking as against the mindless euphoria, sensationalism, and herd mentality that brought us to where we are today.

“Going forward, we need mature, wise, and experienced leaders who will inspire hope in our country and foster a sense of belonging among all Nigerians.

“I am an ardent believer in the restructuring of Nigeria, especially as it relates to fiscal federalism and devolution of powers.

“Restructuring does not mean we jettison the federal system of government. In fact, I believe that it is more functional and realistic for our ethnic, linguistic, religious, and cultural diversities.

“I guarantee you that the states and Nigeria will develop faster when the proper federal structure is put in place.”

The former vice-president assured that if voted as President in 2023, he would prioritize education in the country as no nation could develop beyond the knowledge-base of its citizens.

He recalled that the great late Nelson Mandela had said that “education is the most powerful weapon which you can use to change the world”, and said “you can, therefore, imagine my pain and grief to see students of our tertiary institutions idling away at home when they should be in school.

“It not only distorts the academic calendar, it also robs the parents and the students of their hope for a better future.

“I wish to use this opportunity to respectfully call on the Federal Government to urgently reach a compromise with striking university lecturers and reopen our universities.

“No nation can afford to have its students to be idle or roaming the streets and expect to achieve peace, security, and inclusive economic growth.”

He called for the harnessing of the creative energies of the youth to accelerate national development by providing them with a solid educational system that equipped them with the right skills-set and leadership credentials.

“As a corollary to the above, Nigeria needs a well thought-out policy to tackle youth unemployment through skills training and entrepreneurship development programmes.

“The army of the unemployed in our country is a recipe for disaster. To get out of the current quagmire, we must as a matter of urgency begin to think more in terms of equipping them with the technical know-how, vocational skills, values and resources to become job and wealth creators, as well as giving them employability skills.

“We must be intentional, determined, and resolute about this to avoid a situation where graduates from our educational system roam the streets in search of non-existent jobs,” Atiku stated.

Welcoming guests earlier, National President of Anglican Youth Fellowship (AYF) Nigeria, Mr Alex Akpata, said Nigerians were faced with serious security and economic challenges, but urged the youths to be strong and courageous as the nation would soon overcome its challenges.

He urged the young persons to join politics and stand firm in voting for candidates that would protect the interest of the people.

In recent times, Nigerians abroad have been making the country proud even though its dented image continues to rot in the western World. Virtually all fields have at least one Nigerian breaking record in the name of the country.

There’s one positive addition to the Nigerian image in US, meet Miracle Izuchukwu, a 25 year old pilot from Agulu, Anambra State who recently joined the elite group of 7% of females and 1% of black female Pilots in the worlyd.

She makes history as youngest Black female pilot for commercial airlines in USA. It started with telling her parents that she wanted to be a pilot. At first, her parents didn’t support her dream. They didn’t see it as a possibility.

When interviewed she recalled the difficulties she encountered while pursuing her dreams. She noted that the environment didn’t encourage young girls to dream big.

“I grew up in a society that did not encourage young girls to dream big, career-wise. I remember watching lots of TED Talks to give myself more insights on possible careers that might interest me…to no avail,” said Miracle.

In 2019, she had an encounter with an Airline Pilot while working as a customer service rep. He opened her eyes to the possibility of becoming a Pilot. A few weeks later, she went on a discovery flight that sealed it for her.

“I came home that day, called my father, and told him I was considering becoming a Professional Pilot”. She further narrated her father’s remarks thus, “if I get on a plane and see a woman as the Pilot, I would get off the plane.”

According to Miracle, words could not explain the pain and confusion she felt because she needed that validation from the father.

Even her mom too was totally against it; her mom is a nurse and wanted her to follow in her footsteps. Her mom felt that to survive in the United States, she needed to be a nurse to put food on the table.

But being a nurse was not her passion. She does not want to be limited to the four walls of the clinic, she wanted to explore her world so she followed her passion. Today, that passion has paid off.

Miracle’s success story indicates that our dreams are valid if only we are willing to roll up our sleeves, put in the work and follow our passion.

WHAT IF PETER OBI FAILS?

-By Austen Akhagbeme:

Sometime last week, I was in the midst of a very hot debate about the suitability, capacity and phantasmagoric appearances of the three leading presidential aspirants in the forthcoming presidential election.

Even when I was prickly tempted to join issues by taking a side, I restrained myself dispassionately to be a good listener while playing the role of an impartial moderator.

The fireworks were intense, especially from the young lady arguing on the side of the esteemed Peter Obi. She was of the blatant opinion that Peter Obi is not only the messiah that a dying nation with a destructive, cyclical and self-rejuvenating elite class needs, but a saviour on whose shoulder the future of a polarised nation depends.

She was so articulate and quick to martial out her candidate’s usual credentials of being frugal, spartan and humble in his approach to governance and disposition to life respectively. His relative youthfulness among the three was subtly taken for good health, strength and agility needed for such a topmost job. I was seduced by her argument but kept my cool.

The Tinubu Proponent was someone I knew and respect over the years. Even though he is younger than I am, I have come to respect his usually dispassionate opinion and unquestionable insight into knotty issues of political concern of late.

He was of a firm opinion that Tinubu, based on antecedent, was head and shoulder above the rest and that the nation will see a visionary leader who knows what to do if Tinubu succeeds. But how visionary can he be outside the present retrogressive vision he openly helped to midwife, the young lady asked?

The Atiku supporter was miffed by the arguments above and couldn’t see the reason we are jettisoning an experienced and detribalised Nigerian like the Waziri for those who contributed to the present mess we find ourselves today.

The young lady reminded him about the danger of one ethnic group succeeding itself in a multi-ethnic society like ours. And that is what Atiku is trying to do, she added. The Waziri’s man dismissed her argument by pointing to the fact that a religion-sensitive personality like Atiku cannot be dragged into the mistake of a religious bigoted kinsman, blah, blah blah.

And then the bomb! I never thought of it, especially in the light in which the Tinubu advocate put it succinctly. He simply asked: what if Peter Obi fails to perform after his election? What happened to the euphoria, expectations, hope, tears and the future of the teeming youth population whose energy and vigour are presently being dissipated and deployed towards the victory of the former Anambra state Governor? Because, it has happened before, even now.

Trust the young lady. She said it is good for us to anticipate success instead of failure. Success begets success. Failure begets failure. For her, Obi was a success. He shall remain a success. Since then, her voice kept resonating in my mind. What about you?

YAGEP Helped Me to Expand My Farm, Says Lokosi

By Gertrude Onyekachukwu-Uteh:

VICTOR TAMARAKE-PREYE LOKOSI is a graduate of Political Science, but took to farming as an occupation when he could not secure a job. He hails from Patani Local Government Area and enrolled into the Delta State Youth Agricultural Entrepreneurs Programme (YAGEP) in the 2018/2019 cycle under the Brown YAGEP category as an already existing farmer.

He is the CEO of Lovita Salvation Farm. He produces cassava and plantain. He received government’s support in Cassava Production. His story:

“Nigeria is not favourable job-wise. To engage myself meaningfully, I took to farming cassava and plantain in commercial quantities. I cultivated cassava in a three and half acre land, after I received farm input from the job creation bureau.

“At maturity, I sold them off and used the money to acquire another land, four acres size in order to increase my production. Farming is lucrative. I also have 2,000 plantain stands and I am about to plant additional 5,000 suckers which I bought recently. Agriculture is viable and I am proud to be a farmer.

“Agriculture is the way out of unemployment and poverty. I advise every Deltan whether employed or unemployed to own a small farm. In that way, food security is assured for all families.

“I appreciate Governor Ifeanyi Okowa for initiating YAGEP and for coming down to the grassroots during the selection process. If not, I would not have benefitted from the programme.”

THE LEGACY OF A TRANSFORMED HEALTHCARE SYSTEM

Okowanomics Fact Sheet No. 3, July-B 2022

INTRODUCTION

Okowanomics Scorecard Series is a semi-monthly bulletin of evidence-based “Fact Sheets” showing Governor Okowa’s spectacular achievements in the social, infrastructural and economic development of Delta State. The Scorecard Series is a “book of chronicles” of Governor Okowa’s legacies and footprints in the geopolitical entity of Delta State.

Okowanonics is the brand identity of Governor Okowa’s political ingenuity, developmental philosophy and governance ideology defined by his people-centred approach, economic prudence and social intelligence. Underlying Okowanomics is Governor Okowa’s exceptional assortment of personality and character virtues notably critical thinking, clear foresight, sound planning, effective execution, clever coordination, humility, self- discipline, people skills and executive intelligence. These sterling qualities and attributes are manifest in the excellent leadership and exemplary governance of Delta State from 29th of May 2015 to date.

This edition [Okowanomics Fact Sheet No. 3] spotlights the transformational achievements in the healthcare system in Delta State. Today, the healthcare system in Delta State has changed for the better, in terms of availability and affordability of services as well as efficiency and constancy of service delivery. This milestone turnaround of the healthcare system is the direct result of His Excellency, the Governor’s vision, sound planning and faithful implementation of the contributory health insurance policy and strategy for universal health coverage.

FOUNDATION OF THE HEALTHCARE SYSTEM TURNAROUND

Okowanomics Fact Sheet No. 3, July-B 2022

Driven by his vision to enthrone a first-rate healthcare system aimed at universal health coverage, His Excellency, the Governor, enunciated the policy of “Health for All Deltans” to effectively domesticate the national and international goals of universal health coverage. His vision for universal health coverage predates his election and assumption of office as Governor of Delta State on 29th May 2015. As Senator of the Federal Republic of Nigeria and specifically Chairman, Senate Committee on Health, he championed national legislative action leading to enactment of Nigeria’s National Health Act 2014 – the legal framework for the regulation, development and management of national health system.

Not surprisingly therefore, few months into his first tenure, Governor Okowa worked out and submitted an Executive Bill to the Delta State House of Assembly, for the establishment of the Contributory Health Insurance Scheme. The legislative process resulted in the landmark enactment of Delta State Contributory Health Commission Law in February 2016. Deriving from this legal framework, His Excellency constituted the Delta State Contributory Health Commission [DSCHC] to run the Delta State Contributory Health Scheme [DSCHS]. Following the inauguration of DSCHC on 4th February 2016, the DSCHS commenced service delivery on 1stJanuary 2017.

EVIDENCE OF THE HEALTHCARE SYSTEM TURNAROUND

From “ground zero”, Delta State Contributory Health Scheme is covering a gigantic 1,169,470 persons as of June 2022. The enrollees comprise equity health plan (pregnant women, children under 5 & elderly) – 987,988, formal health plan (principal enrollees & dependents) – 163,828 and informal health plan (artisans, market women, students etc) – 17,654.

Okowanomics Fact Sheet No. 3, July-B 2022

The premium rates under the contributory health insurance scheme is  (i) informal health plan – N7,000 per annum (ii) formal health plan: 1.75% contribution from the gross salary of the employee and a counterpart 1.75% contribution from the employer and (iii) equity plan [involving pregnant women, children under 5] – N7000/person/annum.

The present coverage translates to 20% of the state’s estimated population of 6,000,000, compared to 0% prior to Okowanomics era. Under the scheme, so far, the total number of accredited public and private hospitals is 510.

Three service delivery innovations are worth mentioning.

        I.            “Access to Finance” Program in which the Bank of Industry, partnering with DSCHC provides single-digit loans to enable healthcare providers establish accredited healthcare facilities in remote and hard to reach communities to ensure no one is left behind in access to healthcare service delivery.

II.            The service delivery processes are digitalized whereby DSCHC operations has been listed and designated as compliant with the National Data Protection Regulations (NDPR) requirement of the National Information Technology Development Agency (NITDA).

III.            The health services benefit package has been recognized as a standardized health insurance benefit package and adopted as the national minimum benefit health package in Nigeria.

On the strengths of its phenomenal growth in coverage and innovative service delivery mechanisms, Delta State Contributory Health Scheme has earned national and international recognition/awards. To mention a few, in 2018, World Bank Nigeria awarded Delta State for having the most people covered under its health insurance scheme with focus on the poor and vulnerable population. Earlier, in 2017, the Nigerian Healthcare Excellence Award recognized Delta State as Healthcare Programme of the Year 2017.

JOB CREATION OUTCOMES OF THE HEALTH SCHEME

In addition to its impacts on the healthcare system in Delta State, the contributory health scheme has created more than 1,500 direct jobs and more than 550 indirect jobs along the health services value chain [field registration/enrollment agents, healthcare service personnel, health insurance service personnel and others].

LESSONS FOR OTHER STATES AND THE NATIONAL HEALTH SYSTEM

As the pacesetter state-level contributory health insurance programme with tested service delivery innovations, Delta State Contributory Health Scheme is the role model for other states.

In all, the success story of Okowanomics health plan in Delta State is worthy of emulation by other states and in fact, the entire national health system. The emulation should not be a “copy and paste” approach, rather it should be based on adequate review and understanding of the underlying success factors, throughout the conception, planning, implementation, documentation and supervision of the scheme.

The provision of data and information by Delta State Contributory Health Commission [DSCHC] for this edition of Okowanomics Fact Sheet is duly acknowledged and appreciated.

TOBI AMUSAN: THE CHAMPION AND HER TEARS

-By Austen Akhagbeme:

In faraway Oregon, United States of America, Oluwatobiloba Amusan, the Nigerian-born athlete was poised to do her country proud at the world athletics competition.

For a short moment in a long while, Nigeria had her national anthem sung on a world stage to the listening pleasure of many itching ears that have for long been bombarded with bad news of corruption, kidnapping, banditry, jailbreaks, murder, arson, known and unknown gunmen, political acrimony, you name it, emanating from Nigeria.

For a nation with a robust talent tank, enormous human resources and a rich deposit of natural resources, Tobi Amusan’s feat should have become a regular trademark in all spheres of national life but for the leadership snag that hangs on our neck like a damning albatross. This is sad.

Nevertheless, let us all savour the moment such as the 25-year-old Nigerian athlete has brought to us. For a moment, the world stood still for Nigeria as Tobi broke the world record while setting another all in one night.

The most emotional moment for me was when tears ran down the cheeks of the budding athlete as she sang the Nigerian anthem. What could be going on in her mind? Was she thinking about her remote upbringing in faraway Ijebu- Ode and her fellow secondary school classmates who never had the opportunity she had to go to America to hone their skills and redirect their talents?

Or was she merely thinking about the honour she has brought to a nation blessed with abundant resources but pilloried by greed while her youths are left with a blind compass of ethnicity and hate to navigate their way away from a forlorn future?

Tobi Amusan has become an epitome of our resilient spirit and an ingenious readiness to turn the apple cart no matter the hurdle. Her smashing 12:12 record-breaking victory in the semifinals and the eventual 12:06 final posting set her on top of the world and reflect the inimitable strength and agility resident in our youth if allowed to exhale and excel.

Just as the commentator said, “Nigeria, the proud African nation are on top of the world tonight”. This youth has truly done us proud. May the elders take a cue from Tobi Amusan.

THE TERRORISTS AND THEIR AUDACIOUS THREAT

By Austen Akhagbeme:

It is most disturbing and disheartening that nothing moves anyone anymore in this country; not even the government of the day.

Just a few weeks ago, the advance convoy of the nation’s number one citizen was attacked by bandits on the same day that Kuje prison was attacked and about a thousand inmates were freed. Up until now, no decisive step is known to have been taken yet to address this novelty of a taboo in the history of our security system.

As I write this, cyberspace is awash with the video of the ISWAP terrorists unleashing violence on the remaining abducted victims of the Kaduna-bound train attack while threatening to abduct the nation’s President and another top government official in no distant time.

How did we get to this appalling stage of our national life where bandits and terrorists can so threaten the state, her instrumentality and her people with such audacity, bravado and a reckless braggadocio?

Why are these terrorists becoming more and more audacious, vicious and daring in their actions and utterances by the day? What do they know that the rest of the Nigerian security apparachik are oblivious about?

It is so nauseating to think that we can now all be enclosed within the fiercely and fearful fiefdom of these agents of darkness without an assuring respite of their imminent extermination from the side of the state and her representatives.

This is worrisome, especially now that the threat is being directed to the very unusual quarters, like the President and his tributary of power.

Let us all join our voices in the collective condemnation of this seemingly innocuous but deadly threat to our nation and her people. Perhaps, by so doing, the government may wake up to her onerous responsibility of providing safety and security for us all, especially in these days when most Nigerians sleep with their eyes wide open.

Meanwhile, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd) while commending the officers and men of the MMIA, NAIA, AIIA, Kaduna, Sokoto, FCT and Anambra Commands for the arrests, seizures and their tenacity, urged them and their colleagues across the country to remain steadfast in pursuit of the agency’s goal of ridding all parts of Nigeria of illicit substances.

NSCDC Issues Operating License to UNIMAID, 18 Other New Private Guard Companies

The Nigeria Security and Civil Defence Corps (NSCDC) has issued operating licences to 19 Private Guard Companies including a security company owned by University of Maiduguri (UNIMAID).

Commandant General of the Corps, Dr. Ahmed Audi while giving the newly registered companies their operating license, charged them to contribute their quota to the fight against insecurity by providing credible intelligence and information to the Corps and other security agencies.

He said that as a way out of the nation’s insecurity, all hands must be on deck to profer solutions to the security challenges confronting the nation.

Audi explained that the Act of Parliament empowers the Corps to monitor, supervise, licence and train operators of Private Guard Companies (PGC).

He however warned them to adhere strictly to the guidelines and conditions of operation and warned against the transfer of operating licences.

He cautioned them on the use of fire arms, impersonation of security agencies uniforms, ranks and other accoutrements.

The CG encouraged the new operators to ensure regular training and retraining of their guards while at the same time placing high premium on staff welfare to discourage compromise or connivance with criminals.

According to him, “the Corps will frown at any company that does not take care of its staff.”

“Operators should be mindful of undercutting to the detriment of the operatives.”

He commended the University of Maiduguri for taking a bold step to register its in-house security company and called on other academic institutions, banks, churches among others to emulate such good example.

This charge became necessary as the Corps plans to clamp down on violators and illegal operators of PGCs across the country.

The Corps is to also seal up unlicensed and invalid PGCs in operation.

Earlier in his remark, the National President, Association of License Private Security Practitioners of Nigeria (ALPSPN) represented by ALPSPN Vice President, Rev Cannon Mark Abere, tasked members to adhere to the guidelines of operation.

He stressed that the timely renewal of operating licences and ALPSPN membership is mandatory.

Responding on behalf other operators, Vice Chancellor, University of Maiduguri, Prof Adamu Umar, thanked the Corps and expressed delight for the approval granted to float UNIMAID Security Services.

He explained that, as an institution which operates in Boko Haram ravaged community, the University’s management resorted to establishing the outfit to complement the activities of security agencies in terms of patrol and intelligence gathering and report.

According to him, PGC is a child of necessity and assured that they will perform their duties with high sense of responsibility and discipline.

Delta Youths Trained As Stallion  “Keke” Automobile Technicians Get Certificates

-By Albert OGRAKA:

The Delta State Investments Development Agency (DIDA) has issued certificates to the first batch of successful technicians trained on the repair and servicing of Keke Bajaj tricycle in Delta state.

250 youths from the state are to benefit from the ongoing Delta State Investment Development Agency (DIDA) and Stallion Auto Keke (SAKL) Training/Empowerment Programme on the repair and servicing of Keke Bajaj tricycle.

At the close of the first batch of training on Thursday, July 21, 2022 at the Skill Acquisition Centr in Asaba, Chairman of Delta State Investments Development Agency (DIDA), Mr. Paul Nmah while delivering his address commended the trainee technicians for their efforts at being certified as authorized auto technicians of Stallion group.

He congratulated the graduands and confirmed that the training was part of the agreements reached by Gov. Ifeanyi Okowa with Stallion Bajaj company, while signing the memorandum of understanding to establish an auto Keke Assembly Plant in the state.

Earlier, the DG DIDA Chief Lucky Oghene- Omoru, explained that in line with the existing partnership between the state government and Stallion group, they are capable to produce vehicles spare parts.

According to him, “Some months ago, they came to demonstrate the superiority of BAJAJ Keke over other Keke products. It proved that BAJAJ is superior and has stronger spare parts and tricycle brands. And it was felt that if the company was coming to establish in Delta state and manufacture these products, after sales service and maintenance is very key

Therefore in order to ensure durability and sustainability of their products, it was decided that experts should be trained all over the state.

“Therefore you are part of  success story of a long journey of automobile revolution in Delta state.”

The state government had approved a discount of 15 per cent for the cost of each Bajaj Keke produced when the plant comes up to encourage the sales and marketing of the products.

Ohanaeze Faults Igbo Approach To 2023 Presidency, Hails Obi’s LP Dimension

-BY SUNNY A. DAVID:

Apex Igbo Socio-cultural Organisation, Ohanaeze Ndigbo, has blamed the individualistic approach of politicians and Leaders in the Zone as responsible for setbacks in the region’s quest to produce the President of the country in 2023.

Ohanaeze Vice-President, Chief Damian Okeke-Ogene passed the blame, Thursday, while addressing the State Executive of the NUJ Anambra State Council led by Comrade Odogwu Emeka Odogwu, PhD during a courtesy call in his country home at Nanka, Orumba North Local Government Area, Anambra State

Chief Okeke-Ogene who spoke on the country’s emerging issues ahead of the 2023 general election, explained that actions and divisive attitude of some Igbo Leaders have not helped the Igbo agenda so far in the Presidential race.

According to him, “there are issues affecting Ndigbo with regards to the coming general election next year. It is about ten months before the election; I won’t say things have worked out the way Ohanaeze Ndigbo had expected.

“Inspite of sustained efforts and advocacy to ensure that most political parties, especially the major political parties field candidates of Igbo extraction as their Presidential candidates, things eventually did not work out that way which I must say is very unfortunate for the country.”

The Ohanaeze Chieftain said the political class in South-East frustrated efforts of Ohanaeze Ndigbo in championing the course for Presidency of Igbo extraction and maintained that even the performance of the region’s delegates to the conventions with exceptions to Ebonyi was a slap on the expectations of South-East geopolitical Zone.

He said: “It is sad to note that all the delegates to the conventions were more or less controlled by the leadership of their various political parties which was reflected in their voting pattern.

”South-East Governors Forum and Ohanaeze Ndigbo cannot be totally exonerated from the outcome of those conventions. Their actions made it clear that there is Leadership vacuum in South-East region because failure of South-East Governors to have a united front at this critical time is quite regrettable.

“As far as I know, not for one day did I hear of their meeting to take a stand and position on the 2023 general elections. They were so individualistic in their approach towards this fundamental and decisive issue to the extent that information we received alleged that some South-East Governors coordinated delegates for candidates from other geopolitical zones.

“Similarly, Ohanaeze Ndigbo leadership equally has some part of the blame because when it was obvious that the Governor’s were failing, Ohanaeze Ndigbo never met to discuss and invite the aspirants as we used to do before, to address them on the need to prone down number of aspirants.

“When I fore-saw this coming, I made attempts to reach the chairman of South-East Governors Forum, Governor David Umahi, who did not respond to my calls. I also made calls to Governor Hope Uzodimma of Imo State as well as sent message without receiving any response. “

Chief Okeke-Ogene, though, commended the Ebonyi State Governor for his governance style and doggedness at the APC convention, assured that efforts are in top gear with profiled Igbo elders to bounce back on track for Igbo race to achieve her agenda in the 2023 election.

Commending Peter Obi’s Labour party dimension, Chief Okeke-Ogene who is a former National President of Anambra State Association of Town Unions (ASATU) said that Obi’s “emergence as the Presidential Candidate of the Labour Party has brought a new dimension in Nigerian Politics.

He said “Obi is a candidate that gained immediate national and to some extent international acceptance. This is not because of Presidency of Igbo extraction or rotational Presidency. Neither is it because of ethnic or religious reasons. Rather, it is because Peter Obi stands for those who want to enthrone a new political and social order that will end recycling of leadership that has become a burden to Nigerians.

“His emergence has engendered a mass movement that will have a similar if not stronger impact like the EndSARS Protests because people see in him a candidate that will evolve a new Nigeria with ability and capacity to change the way things are being done by upholding progressive ideology that is not based on tribe, religion or political leaning.”

No Ikoyi Lagos properties sold by NDLEA

The National Drug Law Enforcement Agency (NDLEA) has said none of it’s property has been sold off by any former Chairman/CEO of the agency.

A statement on Wednesday by the spokesman of the agency, Femi Babafemi described claims in an anonymous write up going round on WhatsApp platforms that a certain former Chairman/CEO of the agency sold off NDLEA headquarters office buildings in Ikoyi, Lagos, leaving officers and men stranded, as a total distortion of facts.

The statement read: “The Agency wishes to state that buildings referred to in the circulating piece, which did not belong to it in the first place, served as its National Headquarters before its relocation to Abuja some years ago. It should be noted that a Presidential Implementation Committee (PIC) on Federal Government Landed Properties took over the buildings following a government directive that all vacated or underutilised government properties be taken over by the PIC, sold and proceeds paid to federal government coffers.”

The statement added that: “At the time of relocation, 70% of the agency’s headquarters staff moved to Abuja while the remaining 30% are still in Shaw road office, Ikoyi. This remaining 30% will soon join the main headquarters in Abuja as soon as the new HQ building, recently bought by the federal government for the agency is ready for occupation.

“Like other federal government agencies whose properties were taken over by the PIC, NDLEA has no hand in the sale of the mentioned properties and does not know who bought them and for how much, as the presidential committee solely handled the sale.”

Babafemi said the challenge before the agency at the moment “is how to remove our officers and men who live within communities where they are exposed to dangers into secure barracks accommodation, a concern already being addressed by the federal government through budgetary provisions for the construction of such barracks across the country beginning from this year.”

He therefore urged members of the public to disregard the anonymous write up, insisting that it is nothing but “an embodiment of distortion and mischief.”

Gusau calls on China to Assist ongoing battle against Insecurity in Africa

Nigeria’s former Minister of Defence, Lt. Gen. Aliyu Gusau (rtd.) has called on China to assist the Africa to fight the ongoing insecurity on the continent.

Speaking at the 11th Meeting of the China-Africa Think Tanks Forum with theme: “Promoting the Spirit of China-Africa Friendship and Cooperation with Joint Action on the Global Development Initiative”, said: “Several of the bigger African economies would benefit from technology transfer to create self-sustaining ordnance and defence support capabilities. We need to know to what extent China can support these needs.”

Gusau who delivered an online remark the occasion hosted at the Zhongliu Hall of the Chinese Academy of History in Beijing, said the organisation of the event comprising intellectuals, academics, experts, and policy formulators, was timely given the increasingly significant role China-Africa relations has assumed in the development trajectory of African countries and communities.

He said: “It is very important for fora such as this to pause and take a critical look at the roles of both Chinese and African governments and institutions to detect and address policy defects, weaknesses, and errors, but also to appreciate progress.”

He added that: “It is to China’s credit that it has placed Sino-African relations as an important component of its international relations and cooperation policy. Gusau Institute recognizes the importance of the role that China plays and that is why, in collaboration with the Zhejiang Normal University, we instituted biennial bilateral conferences to examine issues of mutual interest to China and Africa.”

He noted that: “Relations with the People’s Republic of China (PRC), at present, are the most significant strategic link for almost all African countries, and particularly for most sub-Saharan states, because they represent a qualitative difference from past experiences. This is not merely because of the high levels of investment by China in Africa, but because the links do not mirror historical prejudices or expectations.”

He said: “In addition, the important advances China has recorded over the past few decades in economic and political development, poverty alleviation, as well as technological and military advancement are unprecedented in history in terms of rapidity and success. It provides a sound model for developing states to follow.

“Nonetheless, there are also room for improvement regarding effective collaboration between China and Africa in several areas.”

The retired Army general said: “In the security sphere, there is great appreciation for the more than 40,000 Chinese peacekeepers who have served on 24 UN missions, mainly in Africa, since the first deployment in 1989. China has an opportunity to be a positive force for peace, stability, and development, but I would like to emphasize that African citizens should be at the centre of these engagements.”

He said: “In our view, given the tremendous development of relations, especially in the economic sector, the security cooperation between China and African countries has not been given the level of attention required to enable African states improve their capacity to deal with the threats they are facing. Africa and China need to focus greater attention on the causes of conflicts. These include natural phenomena such as the effects of climate change and desertification.

“One issue in our region that deserves mention is the receding Lake Chad which has brought about displacement of communities, large scale poverty, and armed conflict.

“The security threats fuelled by religious extremism, banditry, piracy, etc. are posing existential threats to many African countries. These threats are also endangering the safety of the growing number of Chinese citizens who are involved in development projects on the Continent. As an example, in Nigeria a particular bandit is fast gaining a reputation as an expert in the kidnapping of Chinese citizens for ransom. Many projects that require Chinese expertise are now negatively affected by this emerging phenomenon.”

He said: “African states are also becoming more sophisticated in their battlespace management and require access to greater real-time reconnaissance and communications capabilities. Similarly, several of the bigger African economies would benefit from technology transfer to create self-sustaining ordnance and defence support capabilities. We need to know to what extent China can support these needs.”

He added that: “In the economic sphere, Beijing’s focus on either African resources or African markets for PRC goods is sometimes viewed with scepticism. Critics believe Africa is not seen as a partner with the PRC, but, rather, just a resource and marketplace. Allegations of the deliberate creation of debt traps, lack of transparency, and corruption abound. Therefore, for a country that possesses one of the most robust anti-corruption law and law enforcement systems, China needs to ensure that there is better probity and transparency in the granting and management of loans to African countries.

He said: “While it is absolutely expected by Africans that China should benefit from its relationships in Africa, it is also expected by African societies that the relationship should not be seen as exploitative of Africans. Otherwise, it draws comparison with the earlier colonial powers. The Belt and Road Initiative (BRI) has to date focused heavily on raw materials extraction, both agricultural and solid minerals, and the development of transport infrastructure. It must now move to the next phase. The question is at what point would it be in Beijing’s interest to partner with African states in the development of manufacturing and processing industries on the Continent so that African states could benefit from the full value chain?”

He however lamented that: “The Russia-Ukraine conflict has for example particularly damaged most African states by not just disrupting grain supplies to Africa, but, more importantly, disrupting fertilizer supply. This jeopardizes African agricultural performance in the coming few years at a time of general African economic downturn. Africa needs a greater emphasis on local fertilizer production from its natural hydrocarbon resources. This would be critical if Africa is to meet food requirements for the PRC and other export markets.”

He said: “The overarching question that faces African states in the current political climate of an emerging new Cold War, however, is whether any treaty relationship with China could endanger an African state’s neutrality. In other words, will African states be better off refusing to get into formal alliances with the West, or with Russia, or the PRC? On the other hand, it needs to be acknowledged that China, by interacting with African governments on a higher level of equality, has given African states greater leverage and stature in dealing with European powers and the United States of America (USA).”

THE ADVENT OF THE DANCING SENATOR

-By Austen Akhagbeme:

At about this season four years ago, Senator Ademola Adeleke, the PDP governor-elect of Osun state, was exhausted, arm twisted into a facade of a re-run election that left him emotionally bruised and battered. But he wasn’t discouraged.

He was accused of not being educationally qualified to govern the state. But he went ahead to enrol in a degree program and came out with a degree in criminology from an American University shortly before the next election and today, he’s smiling, prostrating, appreciating and dancing in victory everywhere.

It was a tough battle for both political parties as many extraneous factors were competing to sway the results either way. The PDP whose house was badly in disarray after the presidential primaries quickly put their house together in readiness for the battle ahead. Little wonder they won overwhelmingly in 17 out of the 30 local government areas of the state.

The APC on the other hand was wallowing in animosity and unforgiveness among the political power blocs such that powerful interests like Ogbeni Rauf Aregbesola were far away from the state during the electioneering campaign.

Some others believed that such calculated absenteeism was an anti-party move from within, to punish those who denied his preferred candidate the party ticket in the first place. Some hitherto trusted folks in APC clandestinely turned foes of the party and moles for the opposition. This was how it happened in Edo state a few years ago.

Lessons, no doubt are being learned here and there. To the ruling party, losing another state in her supposedly strong base is a bad omen and a negative sign of the battle ahead.

While the two frontline political parties were slugging it out, soaring like eagles, the remaining thirteen political parties were trudging behind like turkeys. This means that there is still work to be done to extricate Nigeria from a looming two-party state such as we are witnessing today.

APC must have learned a big lesson: that of putting her house together by disciplining erring members as a deterrent to the future. Those who betrayed the party in Edo from within the party were never punished. Hence the repeat in Osun elections.

Congratulations to the dancing senator. May he dance well and govern well, too. * Austen Akhagbeme is a Columnist with Blank NEWS Online

Zulum allocates 259 houses, N110 million to police

Borno State Governor, Prof. Babagana Zulum has allocated 259 houses in Maiduguri to the Nigeria Police.

The governor equally released a total sum of N110m lifeline to help boost the morale of the Nigerian Police.

Zulum gave out the houses and financial commitment during the commissioning of Borno’s branch of the Nigerian Police Force Microfinance Bank (NPFM Bank) on Thursday in Maiduguri.

The Microfinance bank is designed to provide financial services to aid small and medium enterprises for police families, their affiliates and civilians in Borno State.

The Bank’s unveiling in Maiduguri was attended by the Inspector General of Police, Usman Baba Alkali.

Before the unveiling, Zulum explained that the allocation of over 259 houses to the police was meant to compensate the state command for government’s use of some portions of land belonging to the police, for development of some infrastructures in the state capital.

On the N110 million he announced, the governor said that 50% of it, which amounts to N55m, was Borno’s contribution as share deposit aimed at enhancing the bank’s operations at the starting stage.

The rest amount of N55m, Zulum explained, was to be used in supporting families of police personnel in two ways.

The first, Zulum said, was the use of N25 million to be shared to families of police personnel who died in active service.

He ordered that the money be deposited in an account dedicated to educational needs of children left behind by the fallen police personnel.

The balance of N30 million, the governor said, will be deposited into a credit services account for the purpose of supporting policewomen serving across Borno State.

Zulum commended IGP Alkali for unveiling Borno’s branch of the bank which he said, indicated the IGP’s prioritization of police welfare.

The governor alongside the IGP, the bank’s board members and some top police officers, unveiled the branch by a symbolic cutting of a tape.

In his remark before the commissioning, Inspector General of Police, Usman Baba Alkali, described Governor Zulum’s support towards the Nigerian Police Force as enormous.

“Your Excellency, we want to thank you for the logistics the state command is getting to function effectively in crime prevention and control. I am aware that the only state that got six armoured personnel carriers and handed them over to the police is Borno State. We want to sincerely thank you for taking our trouble, for being kind to us, for being generous to us, for coming to our assistance in terms of providing welfare and working tools”, the IGP said.

The IGP was accompanied to the event by the Board Chairman of the microfinance bank, Azubuko Joel Udah, the bank’s Managing Director, Mr Akin Lawal and top police chiefs while Zulum went along with Secretary to Borno State Government, Usman Jidda Shuwa, some members of Borno State Executive Council, among other government officials.
