Stop Comparing Me With Other Governors, Zulum Appeals To Supporters

0

-Blank NEWS Online (NIGERIA):

Borno State Governor, Professor Babagana Zulum has expressed gratitude to many of his promoters on social media platforms but however pleaded with them to stop comparing his performance with those of his colleagues in other states.

He said it is unfair to do this since every state has it’s peculiarities.

Zulum’s appeal was delivered on Monday in a statement issued by his Special Adviser on Public Relations and Strategy, Malam Isa Gusau.

The statement quoted Zulum to have said: “While I am enormously grateful for all the support and promotions, I have in recent days, received messages forwarded to me, in which our work-in-progress in Borno State is being compared with some States, and in some cases, with insults. The fact is that, I feel extremely uncomfortable any time I am being negatively compared with any Governor, especially if anyone of those making the comparisons fall in any of the social media groups associated with us.

“I consider such comparisons unhealthy. Moreover, we are not in competition. The truth is that all of the 36 States have their peculiarities and priorities, depending on developmental plans and the needs of societies. In Borno’s case, we have to be desperate in our recovery efforts because we have been faced with 12 years of war, resulting to thousands of deaths and displacement of about two million people with humanitarian needs.

“From the World Bank’s Recovery and Peace-Building Assessment report on the northeast, Borno lost 956,453 private houses, representing 30 % of the total number of houses in across the state, to insurgent destructions. Also, 665 municipal buildings comprising ministries, LGA buildings, prisons, police stations and electric offices were destroyed in Borno. 5,335 classrooms and other school buildings were destroyed in 512 primary schools, 38 secondary schools and two tertiary institutions in the State.

“201 health centres, mostly primary healthcare clinics, dispensaries and some General Hospitals were all destroyed. The insurgents also destroyed 726 power substations and distribution lines just like they destroyed 1,630 water sources including motorized boreholes, hand pumps, solar powered boreholes and facilities for piped water schemes, and more.”

He added that: “So, our developmental aggression in Borno is not driven by competition, but our realities of unquantifiable challenges. All States have different needs hence leaders respond differently and with different strategies. We in Borno needed to act fast given our peculiarity of needs but this should not be a basis for negative comparison.”

Gusau said that his principal “appeals to anyone who genuinely supports him not to insult any leader on the basis of whatever is being achieved in Borno State.”

Stanley hails from Ughelli North Local Government Area and has an HND in Public Administration from Imo State Polytechnic.

He is the CEO of Divine Progressive Farm located at YAGEP Farm Cluster, DARDA, Ibusa. He tells his story.

“Initially we started very well based on the quality start-up given to us by the State Government, but there was the challenge with water which resulted in lots of mortality. I had to reduce the number of stocks. I had 700 layers at a time. I have completed several cycles of broilers and layers and it has been rewarding. Currently, I have 400 layers which lay 7 crates of eggs daily.

“What I appreciate most in the programme is the knowledge I acquired. I know so much about poultry business that I am now a consultant to so many poultry farmers. I set up poultry farms for my clients. I have trained so many students on internship. I thank God I have been able to stabilize my business. I now brood my layers and broilers. I no longer buy from others.

“Governor Okowa has tried. The programme needs to be sustained to enable more youths to embrace agriculture which is gainful employment for the unemployed.”

Reps Minority Caucus Urges Love, Hope @ Christmas

0

Blank NEWS Online (NIGERIA) –From Editor’s DESK:

The Minority Caucus in the House of Representatives has urged Nigerians to use the occasion of this year’s Christmas to strengthen the bond of love for one another, renew their hope and intensify their prayers for brighter future for our nation.

The Caucus in a Statement on Friday December 24, 2021, by the Minority Leader, Rt. Hon. Ndudi Elumelu, charged leaders at all levels to use the period to bring joy and hope to the people by committing themselves to life of selfless service as demonstrated in the gift of the Lord Jesus Christ to bring salvation to mankind.

“Indeed, Christmas points to the refreshing truth of God love to mankind and the fact that, in His mercies, He has not given up on our nation in spite of agonizing hardship and insecurity we face under the current incompetent, insensitive and suppressive administration.

“Our caucus is deeply saddened that in the last six years, Nigerians are not able to afford the basic necessities of life and have been marking major festivities in tears, despair and utter hopelessness due to the oppression, corruption and cluelessness of the All Progressives Congress (APC) administration,” the caucus stated in the statement.

They therefore urged Nigerians to use the Yuletide period to encourage and stand up for one another; share and show love, especially to the less privileged, the displaced and victims of acts of terrorism that have escalated under the APC.

The caucus also called on those behind the mindless killings, kidnapping banditry and other acts of terrorism in the country to have a rethink as their actions cannot be justified under any guise whatsoever.

“Nevertheless, as representatives of the people, the minority caucus remains undeterred in standing for the rights and wellbeing of all Nigerians at this critical time.

“Our caucus will never relent in our pursuit of good governance including legislations that will guarantee credible elections in furtherance of our collective quest to rescue our nation from misrule,” the Reps Minority Caucus assured.

While urging Nigerians not to lose sight of Covid-19 protocols during the festive period, the Minority Caucus felicitated with the people and wished the nation a happy Christmas celebration.

TONY KABAKA AND THE ROAD TO DAMASCUS

0

Blank NEWS Online (NIGERIA):

Notoriety, bravado and the audacious use of extra-territoriality of state power gained traction and popularity with the dreaded Tony Kabaka as he reigned in the heyday of political thuggery and thundering that is often associated with electioneering campaigns in Edo state, especially in the recent past.

Just very recently, a popular BBC documentary x-rays the menace and danger of cultism and Tony Kabaka “featured” conspicuously in the gruesome melee.

To those who used him, he was a daredevil iron law needed to prosecute the hardest of elections in Edo state and be assured of victory no matter whose ox is gored.

But that he has ecclesiastically turned full circle, all in the name of true repentance and submission to the will of God who made it possible for him to win the case in court against the state government that offered him the opportunity of a rebuilt by the state government of his demolished Hotel is one meat many do not want to swallow.

While so many think it’s all gimmicks and gibberish, others think that sparing with an executive Governor within his ring could just be tiring and suicidal. Therefore, the best way to save a fast-fading face and a leaning pocket is to apply wisdom and feign loyalty to obtain forgiveness, as it were.

Just as the biblical murderous Saul of Tarsus ( who later became Apostle Paul) couldn’t be trusted initially after his claimed encounter with Jesus on his way to Damascus, Tony Kabaka is not being given any chance.

Whether or not he repented because of his declared reasons, any problem that draws one closer to God and caused him to turn from good to bad must be given a chance of acceptance.

What if it is truly true that we have come to the end of the reign of the “bad boy” and its accompanying social problems? Won’t that be good news for peace in Edo state? I’m just thinking aloud. After all, only the Lord himself knows those that are his.

BENIN REPUBLIC: A BULLY NEXT DOOR

0

-Blank NEWS Online (NIGERIA):

The Democratic progression witnessed in the neighbouring country of Benin, which has served as a good example of democratisation in Africa since 1991, is gradually becoming a nightmare.

This owes majorly to the clampdown on the opposition by the government of President Patrice Talon, a cotton magnate and a businessman who came into power in 2016.

Just recently, a leading opposition leader, a forceful female voice against the establishment and former Minister of Justice, Mrs Reckya Madougou, was handed a 20-year jail term on trump up charges.

President Talon, who had earlier promised a single tenure, has recklessly embarked on procedural reforms that have only succeeded in shutting out the opposition, many being scared to voting with their feet to safer haven outside the shores of the troubled Republic.

This has brought fear to the citizens and friends of the country alike. Yet, this growing monster of a despot within the west Africa political landscape, will not only constitute a threat to Democracy and human rights on the long run but surreptitiously reinventing the years of despotism and oppression, prevalent in African political leadership of yore.

That this is happening “unnoticed” without peer pressure from neighbouring African leaders is surprising. Togo, a francophone neighbour, raised eyebrows initially probably because the incarcerated opposition leader , Reckya Madougou once served as an adviser to their government, as it were. But they have soon turned a deaf ear to the Benin Republic’s woes.

While Reckya Madougou, who was arrested in March shortly before the April elections, has been hurriedly sentenced without witnesses and evidence to prove that she was planning to “assassinate political leaders” as alleged by the government of President Talon languishes in jail, the whole of Africa remain muted and unperturbed. This bully called Patrice Talon, sure needs to be stopped in his dangerous tracks.

Nigerian Ambassador Praises Resilience Of Qatar Economy

0

Blank NEWS Online (NIGERIA) –From Mike SOGBOLA:

Ambassador of Nigeria to the State of Qatar, Yakubu Ahmed has expressed his admiration for the resilience of the Qatari economy.

According to him, the ability to face challenges and uncommon character demonstrated in driving national development makes Qatar stands out and that has continued to manifest on many occasions.

In a statement made available to newsmen by the Spokesperson of the Embassy of Nigeria in Doha, Mr. Kimiebi Ebienfa, the Nigerian principal envoy made the comments during an exclusive interview with Qatar News Agency (QNA) in Doha, as part of activities to celebrate the Qatar National Day.

The Ambassador explained that the resilience of the Qatari economy is attributed to the formulation and implementation of sound economic policies by the Government. The Government was able to also share generously the results of the economic recovery by providing some countries in need with food and medical supplies, which is highly commendable.

Ahmed also stated that the economic indicators provided by Planning and Statistics Authority of Qatar has shown remarkable positive economic trends. Qatar has recorded sustained trade surplus in the past few months which signifies strong economic recovery from the impact of COVID-19. In the same vein, in September 2021, Qatar’s Purchasing Managers’ Index (PMI) hit an all-time record high. The PMI rose consecutively for the fourth month to 60.6 in Sept. from 58.2 in August.

Commenting on the National Day Celebrations, the Nigerian Envoy said “the Embassy of the Federal Republic of Nigeria felicitates with the Government and people of the State of Qatar on the auspicious occasion of the commemoration of her National Day on December 18 which marks the assumption of the founder, Sheikh Jassim bin Mohamed bin Thani on the reins of power.

He said: “The celebration of National Day is a thing of pride and it gives a sense of fulfilment of the lofty aspirations and vision of a country. Therefore, on behalf of the Government and people of the Federal Republic of Nigeria, I wish to congratulate the Government and people of the State of Qatar, led by Amir H H Sheikh Tamim bin Hamad Al Thani, for his commendable leadership style in promoting peace and sustainable development in the country,” stressing: “There is no doubt that the dedication to the implementation of multilateral agreements tailored towards making the world a better place has continued to endear him to Qataris and admirers across the globe.”

Ahmed added: “Securing the hosting rights of the 2022 FIFA World Cup was a remarkable achievement but the speed with which the preparatory program is currently being implemented remains a huge surprise to many pessimists. Since Qatar secured the hosting rights, it has embarked on an extraordinary infrastructural development program. Prioritise Migration To Rescue Nigeria Economy, Stakeholders Tell FG

0

-Blank NEWS Online (NIGERIA):

THE federal government has been advised by some stakeholders in the migration industry to priortise migration as a viable economy option in rescuing the country from economic sabotage.

The call was made at the Global Migration Movie Festival, 2021 organised by the International Organisation for Migration, IOM on Friday.

Two movies (Hide; Sierra Leone and Lodgers; Nigeria) were priemered and used as case studies to analyse the rate of irregular migration, causes and effects.

The stakeholders acknowledged that irregular migration caused by poverty, unemployment, insecurity and instability is eating deep into the country and impacting the psychology of affected children, youths, and women.

The Executive Director, Africa Youth Growth Foundation, Dr. Arome Salifu said “Government needs to priortise migration as an option to get out of economic challenges. If not, we would keep looking at migration as a challenge. If the government will consider it as an option and an area to explore, all they need to do is to standardise and certify our skills to conform with the country’s specific labour standard. Now that way, Nigeria can now explore bilateral, multeral labour instruments, agreements and resolutions to allow Nigerians leave Nigeria officially to work in those countries.

“Canada is looking for certain number of doctors coming into their country. There is nothing stopping Nigeria as a country to have understanding with the Canadian government to have certain number of Nigerians as long as we meet the specific requirements and qualifications.

“The same for Germany. There is nothing wrong for Nigeria to set up German schools purely for German language. Nigerians learn the language in preparation to leave Nigeria and work in Germany. Indian and Philipines are doing so. They are looking at migration as a viable economy option.

“If the government want to actually look locally to solve the problem of unemployement and poverty. The government make sure that there is functional industrializational sector, good educational and health system which is capital intensive. So we need to look for short cut to solve this problem.

Also toeing the same line, the National Project Officer, Labour Migration and Diaspora, IOM, Elizabeth Puage said: “Until all these issues such as socio-economic, political issues are addressed, there is no way forward in tackling the irregular migration. Government needs to do alot. There is need for coordination among relevant stakeholders. There is need for strengthened capabilities to handle or manage migration and sustain awareness.

“Government needs to release fundings for relevant stakeholders to implement migration activities and to address major drivers of migration such as Gender Based Violence, child trafficking, poverty etc.”

The meeting is one of the various meetings that proceeds the meeting of the Authority of Heads of State and Government of ECOWAS.

Botchwey said: “Speaking on the backdrop of continual threat to our region, which could undermine integration agenda and regional stability. Attacks by terrorist and violent extremist groups are increasing across the region, leaving no member state spared as a potential targets.

“In addition to this already difficult situation, is the military takeover in Guinea, after the one in Mali, weakening our community.”

“Attacks from terrorists and violent extremists have moved with banditry kidnapping, farmer/herder dynamics and transnational organised crime leaving a trail of death and destruction.

“Indeed, the terrorist groups are currently testing border defenses of coastal nations, intending to extend their reach to the member states along the Gulf of Guinea.”

Botchwey said he Commission is worried over gradual military incursion in governance in West Africa, lamenting that this remains a challenge for the sub-region.

She said: “The military coups in the Republic of Mali and Guinea, remain a challenge to us. The Authority has held several extraordinary summits to address this matter. We will examine progress in these two countries.”

She also raised concern over the threat posed by the new Omicron Covid variant, decrying that: “The COVID 19 pandemic has also added a new layer of complexity with growing cases of the new Omicron variant and a possible new wave threatening social cohesion, the welfare of citizens and economic recovery.”

She however noted that it was not a sad story as some successes recorded in the region.

She said: “Amidst all these uncertainties, our community has continued to consolidate democracy in the region with their presidential and legislative elections in Cape Verde and the Gambia taking place. All those polls peacefully conducted.

“I wish to congratulate the people of the Cape Verde and Gambia for these elections. These elections come after those of Niger and Benin earlier this year. “

On the ongoing summit, she assured that: “This session will also among other things, consider the draft revised Supplementary Protocol on democracy and good governance following the directive from our heads of state or the extra ordinary Summit held on the 16th of September 2021. in Accra, to review the protocol.”

She added that: “The objective is to strengthen democratic governance in our region. We will also be receiving updates on the regional humanitarian situation and the status of the operationalization of the National Early Warning mechanism.

“Distinguished ladies and gentlemen, members of the council, I’m confident that our accomplishments as a community and the challenges threatening our progress will inspire us to engage in lively deliberations and conclusions that will contribute greatly to pushing our communities in integration agenda to new heights. “

She also commended the commission for “the efforts made to enhance security architecture as well as the democracy and good governance structures of the ECOWAS member states.”

Also speaking, Ambassador Musa Nuhu, Nigerian Ambassador and Permanent Representative to ECOWAS, decried that the present threat of military interregnum in the sub-region could be linked to tenure elongation.

He revealed that one of the expectations from the meeting is solidifying some new provisions which have been inteoduced to ensure tenure limits.

He said: “Some new provisions have been introduced. We expect debate from the member countries because it has been inserted in the draft the issue of two term limits for heads of states as recommended by the experts, validated by the ministers and the ambassadors and then yesterday at the parliament. If the ministers decide to support what was presented to them, then it will be escalated to the level of the heads of states.”

NDDC Begs Contractors For Patience **As FG, Oil Coys Indebtedness To NDDC Hits N4 Trillion

0

Blank NEWS Online (NIGERIA) –From Editor’s DESK:

THE Niger Delta Development Commission, NDDC, has pledged to settle all verified outstanding claims by its contractors in its efforts to facilitate sustainable development of the oil-rich region.

A source close to the Interim Administrator of the Commission who spoke on condition of anonymity said the NDDC boss was saddened that contractors who had done their jobs were still being owed many years after completion.

He said that the NDDC boss regretted the closure of NDDC headquarters by aggrieved contractors and called for patience “to achieve an amicable resolution.”

The source, who is a director in NDDC, said: “The Interim Administrator is not happy that contractors who had completed their jobs were yet to be paid. There is no reason to owe these contractors except the fact that enough funds have not been released to NDDC to take care of the debt.”

He disclosed that the Federal Government owed the Commission over N1.9 trillion, while the oil companies owed in excess of $4billion (about N2.2 trillion). “This huge indebtedness to NDDC is far in excess of what the Commission owes its contractors and has exposed us to this kind of situation,” the director added.

He also disclosed that the bulk of the indebtedness was inherited from past administrations of the Commission.

According to him, “The Interim Administrator has been very prudent and circumspect about adding to the Commission’s liability with new contracts. But he is determined to clear the debts because he believes that those who have worked for the Commission deserve due reward.”

The source said that President Muhammadu Buhari set up a reconciliation committee “headed by the Minister of Finance to determine how much is owed to NDDC and reconcile the accounts.”

He stated that President Buhari and the Minister of Niger Delta Affairs, Senator Godswill Akpabio, “are concerned about the situation and must be commended for all efforts being put in place to ensure that all monies owed NDDC were paid. This will be resolved soon so that contractors can receive payment in this Christmas season.”

“The Interim Administrator is working tirelessly to pay outstanding debts and calls for calm and patience from all aggrieved contractors and service providers,” he added.

Meanwhile, the Media Director to Sole Administrator of the Commission, Mr Effiong Akwa, Mr Chijioke Amu Nnadi, confirmed that the commission is putting everything in place for a better customer service to the people of the region, including the payment of contractors, who are mainly from the Niger Delta Region of the Country.

According to him, “We are certainly positioning the commission for effective delivery of service to the people of the region, including the contractors who are from the area.”

MANY ACCOLADES FOR AKANDE

0

Blank NEWS Online (NIGERIA):[PERSONALITY]

THE old drums were rolled out with a commensurate list of drummers, all in celebration of the sage of Ila- Oragun, the Afenifere and APC Chieftain and the former Executive Governor of Osun State, Chief Bisi Akande.

Chief Akande was a major part of the byzantine politics that brought President Buhari into the winning wig of the APC coalition and offered him the ticket to the presidential election of 2015, against all odds.

Now you can understand why the venue for the launch of Chief Akande’s autobiography titled “My Participations” was a beehive of activities and a roll call of both the predators and victims of the ever-intriguing power game within the APC ruling family.

For Asiwaju Bola Tinubu, his introduction by the master of ceremony drew a thunderous response and a folklore chant and praise-singing reminiscent of that of the typical Yoruba palace jesters. The Jagaban sure stole the show a few minutes.

While President Buhari extols the virtues of the erstwhile interim Chairman of the APC, saying he could trust him enough to be able to “go into the jungle with him”, Akande on the other hand, said Buhari applied to be the president and therefore, should bear the daily deluge of criticisms alone.

As resplendent and glamorous as the occasion was, one wonders whether or not the beautiful things written as excerpts from the book being launched and the glowing tributes and encomium showered upon Chief Akande, truly happened in this same country or our lifetime.

The elites in Nigeria truly love themselves. When it comes to fanfares and politically engineered jamborees, they are at their elements, hobnobbing with one another while embellishing the truth to their own advantage. May all that they said about Chief Akande be the lot of every politician come 2023 and beyond.

The beneficiaries numbering twenty-one were drawn from different local government areas across the three senatorial districts of the state.

In his remark, the Chief Job and Wealth Creation Officer of the Delta State Job and Wealth Creation Bureau, Prof Eric Eboh, said the State Government was pleased to introduce apiculture among the agricultural enterprises supported under YAGEP.

He explained the inclusion of apiculture was informed by the commercial importance of its products particularly honey in food, beverages, pharmaceutical and other industries coupled with the profit potentials for youths in agriculture.

According to him, “The beneficiaries are youths that are already involved in apiculture and physically verified as owners and managers of beekeeping enterprises. They were retrained to improve their production and management skills and practices.

“Following their successful training, they are being provided today with support packages which comprise beehives with cover, iron stands, stainless honey press, smokers and bee suits. He assured the state that with proper monitoring and mentorship, the YAGEPreneurs would enjoy bumper harvests in honey production by April next year.

Earlier, the Programme Supervisor (YAGEP), Mr. Sam Ndikanwu, pointed out that it was the first time bee-keeping was introduced in YAGEP, stating that the beneficiaries were appreciative of the efforts of the State Government to improve their production capacity.

He added that all the items needed for honey production had been given to them for the growth of their enterprises, beginning from the hives to the processing equipment.

He expressed hope that with the support package given to them coupled with the market availability, bee farming in Delta State would flourish.

“This is a terrible incident which has never happened in this area in the past” said an anonymous source.

Meanwhile, there is tension in the community as nothing has been heard about the kidnappers.

When the PPRO, Delta State Command, DSP Bright Edafe was contacted, he said the police is yet to confirm the incident which has been rife in the social media.

National Drug Control Master Plan 2021-2025 Launched

Blank NEWS Online (NIGERIA) -:

THE Government of Nigeria has officially launched the National Drug Control Master Plan (NDCMP) 2021-2025.

The event was attended by several cabinet ministers, members of the Inter-Ministerial Committee on Drug Control, NDLEA Chairman’s Special Purpose Committee on Drugs, the diplomatic corps, as well as diverse group of stakeholders.

Developed with the support of the European Union funded, and UNODC implemented project “Response to Drugs and Related Organized Crime in Nigeria”, the NDCMP 2021-2025 is the final product of a coordinated effort comprising experts from relevant government ministries, departments and agencies as well as civil society organizations. The Plan marks a significant evolution from the previous three NDCMPs, as it was able to draw on an extensive evidence base, including the first ever National Drug Use Survey conducted by the National Bureau of Statistics with the support of UNODC in 2018. The survey revealed an average drug use prevalence of more than 14% which is alarmingly high when compared with the global prevalence of 5.5%.
The survey also found that almost 3 million persons in Nigeria were suffering from some form of drug use disorder. Other research studies on prevalence of drug use among internally displaced persons (IDPs), migrants, students, out of school children, and women, also helped in shaping critical interventions for the Plan.
In his remarks, the Special Guest of Honour HAGF & Minister of Justice, Abubakar Malami, SAN highlighted the critical importance of NDCMP 2021-2025 in providing a clear roadmap for implementing country strategies on all aspects of drug control. The Minister of Women Affairs expressed her concerns about one in four drug users being a woman or a girl and hoped that gender concerns would be adequately addressed during implementation of the Plan. The Minister of Youth and Sports Development proposed to engage National Youth Service Corp ( NYSC ) in drug prevention and sensitization work.
Speaking on the occasion, Mr. Alexandre Borges Gomes, Charge d Affaires, EU Delegation to Nigeria and ECOWAS, stated that “a balanced approach to issues of drug control” containing both soft and hard measures is the most viable way forward and commended Nigeria for developing such a Plan.
Quoting different research studies conducted on drugs in Nigeria, including the Drug use Survey 2018, the UNODC Representative in Nigeria, Mr. Oliver Stolpe stressed on the strong evidence-base available for the development of this Plan, “an opportunity, that was not available at the time of development of previous three plans … hence NDCMP 2021-2025 would create superior impact”
Representing Chairman NDLEA Brig. Gen. Mohamed Buba Marwa (Rtd), OFR, Secretary NDLEA, Mr. Shadrach Haruna expressed his agency’s resolve in implementing the NDCMP in close coordination with all the concerned ministries, agencies and departments. He further thanked the European Union for gracious funding and the UNODC for providing technical and advisory support through all stages.
The development of the NDCMP 2021-2025, its endorsement by the President of Nigeria, and its launch today, are significant milestones in Nigeria’s progress towards addressing drug control issues in a more focused, systematic and evidence-based fashion. The plan marks a significant shift away from an approach predominantly aimed at supply reduction to a more balanced and health-centred approach to drug control. The recent initiatives on restructuring of the NDLEA directorates and the upgrading of the Narcotics and Drug Abuse Unit within the Federal Ministry of Health (FMOH) to a full-fledged Division, are also important reflections of this shift in the priority setting of the country’s drug control effort.
The implementation of NDCMP 2021-2025 will contribute to achieving Sustainable Development Goal (SDG)-3 to “ensure healthy lives and promote well-being for all at all ages” and target 3.5 to “strengthen prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol, as well as SDG-16 to “promote just, peaceful and inclusive societies.”

Nigeria Women Less Corrupt Than Men -Study

Blank NEWS Online (NIGERIA): –

NIGERIAN women are less corrupt than men, a recently released study has shown.

The study was the issue of discussion at a workshop in Abuja on Monday, which brought together for the first time the Federal Ministry of Women Affairs and several State Commissioners of Women Affairs with representatives of anti-corruption bodies to review the findings from the gender and corruption study and identify possible policy implications.

The key findings of the study, according to a statement by the United Nations Office on Drugs and Crime (UNODC), include that woman are consistently less likely than men to pay bribes when coming into contact with public officials, and that female public officials are less likely to take bribes than their male colleagues.

The report also highlighted that, “body currency” (or sextortion) is perceived to be common in Nigeria, but related data remains scarce as victims are reluctant to come forward. Moreover, men were found to be more likely than women to employ bribery or nepotism when seeking public sector employment.

Based on these findings, the study concludes that increased gender equality and women empowerment in the public sector is likely to reinforce governance outcomes.

Cecile Tassin Pelzer, EU Head of Cooperation said: “A greater participation of women in public life is essential to the achievement of equality, sustainable development, peace and democracy. Despite this, women are facing obstacles in their political participation. The ongoing reform process presents Nigeria with a unique opportunity to join the league of progressive nations in promoting gender equality”.

Representative of the Vice President of Nigeria, Maryam Uwais said: “Gender inequality interferes with the women’s ability to advance at all levels of politics and decision-making, thereby obstructing their access to political participation.

Corruption, according to the study, also disrupts efforts to combat different forms of violations, further marginalizing already vulnerable women living in poverty, putting basic public services and goods out of their reach, and leaving them lagging in the economic, social, and political development of their country”.

Comfort Lamptey, UN Women Country Representative said: “Gender must be mainstreamed in all efforts to strengthen measures to prevent and combat corruption. This starts with having more women in leadership and decision-making positions. With only 3.8% of women’s representation in parliament across the state and national level in Nigeria, robust action needs to be taken to redress the declining state of women’s political representation, especially as Nigeria heads into the 2023 elections”.

Representative of the Chairman of Economic and Financial Crimes Commission (EFCC), Hadiza Zubairu, said: “We have taken the fight against corruption to the grassroot, encouraging all women to stand up for what is right and fight against corruption. We also encourage the women at various levels to acquire skills, the knowledge to contribute to the national effort in the fight against corruption.

Senator Suleiman Abdu Kwari, Chairman Senate Committee on Anticorruption and Financial Crimes (ACFC) said: “Another thorny issue in the quest to be more gender sensitive is the ability for women to gain access to existing complaints mechanisms. For that to happen, we will continue to improve complaints mechanisms to become more gender sensitive.

“I am pleased to inform you that that opportunity to do this exists in a private member bill that I am sponsoring titled, The Public Interest Disclosure and Complaints Commission. This bill broadens the scope of the PCC by expanding its existing mandate”.

Representative of Independent Electoral Commission, INEC, Chairman, Mrs. Blessing Obidegwu said, “Gender inequality has affected our community, family and country as such the commission has developed a framework for women and youth engagement strategy. Through this we engage the public and the political class as well as the media to refrain from using derogatory remarks about women in their reporting”.

Cynthia Mbamalu, Director of Programs/Co-Founder, YIAGA said: “The Gender and Corruption report show that the more women have access to tertiary education, it will make them more self-reliant as well as reduce the tendency for vote-buying”.

The workshop was held to mark the 2021 International Anti-Corruption Day and 16 Days of Activism in Nigeria, with the United Nations Office on Drugs and Crime (UNODC) in collaboration with the Economic and Financial Crimes Commission (EFCC), the Technical Unit on Governance and Anticorruption Reforms (TUGAR), UN Women, the Federal Ministry of Women Affairs, several State Commissioners of Women Affairs, women groups gathered in Abuja to discuss the gender dimensions of anticorruption in Nigeria.

The links between gender equality and anticorruption have become subject of policy debate in recent years cumulating in a commitment by Member States at the 2021 United Nations General Assembly Special Session on Corruption: “We will improve our understanding of the linkages between gender and corruption, including the ways in which corruption can affect women and men differently, and we will continue to promote gender equality and the empowerment of women, including by mainstreaming it in relevant legislation, policy development, research, projects and programmes, as appropriate and in accordance with the fundamental principles of domestic law.” In Nigeria several steps have been taken in order to implement this commitment, including the 2020 Gender and Corruption Study conducted by UNODC of the data emanating from the 2019 and the 2016 National Corruption Surveys.

NDLEA Launches National Drug Control Mastar Plan

Blank NEWS Online (NIGERIA): –

THE National Drug Law Enforcement Agency (NDLEA) has launched the (NDCMP) 2021 to 2025 in Abuja.

This was in collaboration with the United Nations Office on Drugs and Crime (UNODC).

Speaking at the launch of the strategic document, the Chairman/Chief Executive Officer of the NDLEA, Brig General Buba Marwa (Retd.), said the five-year national action plan would address the drug problem and its associated consequences in the country.

He said the masterplan, built on four major pillars, addresses the drug issues in a comprehensive, balanced, human rights-focused and gender-responsive manner.

The NDLEA boss, who was represented by the Secretary of the agency, Shadrach Haruna, said there has been three previous blueprints in the past and the NDCMP 2021-2025, the fourth and newest version, is built on the foundation of the three previous editions.

Marwa said: “I wish to start this remark by acknowledging the support of the European Union through the “Response to Drugs and Related Organised Crime in Nigeria” project (NGAV 16) and the UNODC for its enormous support to drug control activities and especially to the development of NDCMP 2021-2025, which is best described as a pragmatic “road map” to achieving our national drug control goals.”

He said: “The NDCMP is a five-year national action plan that addresses the drug problem and its associated consequences. There have been three previous blueprints, namely the inaugural 1999-2004 edition, the second edition covering the period 2008 to 2013, and the 2015–2020 document. NDCMP 2021-2025, the fourth and newest version, is built on the foundation of the three previous editions.

“This fourth edition of the NDCMP―which rests on four strategic pillars of Supply Reduction, Drug Demand Reduction, Access to Controlled Medicines for Medical and Scientific Purposes, Governance and Coordination―addresses the drug issues in a comprehensive, balanced, human rights-focused and gender-responsive manner.”

He added that: “Aside from its functionality, NDCMP 2021-2025 is symbolic of the continuity and advancement in the effort of the Nigerian government to address the evolving drug situation. It is the outcome of two years of coordinated, collaborative and multi-agency efforts comprising experts from all the relevant Government Ministries, Departments and Agencies, as well as Civil Society Organisations.

“An effective campaign against the production, trafficking and abuse of illicit substances requires a result-oriented, proactive and all-encompassing Modus Operandi that is consistent with globally acceptable practices and standards. NDCMP 2021-2025 provides the needed fillip concerning strategic direction, effective prioritization of issues, collaboration and inclusiveness of all relevant partners and stakeholders.

“At this juncture, I wish to unequivocally state that I do not doubt that when the mechanisms, methodologies and strategic outlines of NDCMP 2021–2015 are implemented, we would substantially win the war against abuse and trafficking of controlled drugs and illicit substances.”

The anti-narcotics czar said: “Also, with the expected active support and collaboration of all stakeholders, we would, in addition to drastically reducing the drug scourge, also effectively mitigate the harm caused by the abuse and trafficking of illicit drugs. Our ultimate objective is to promote the health, security and wellbeing of all living in Nigeria. This document is our roadmap to achieving those goals. NDCMP 2021-2025 is like a steering wheel for all the drug control campaigns currently going on in the country. The document not only addresses germane issues but also fills the identified gaps in the ongoing responses.

“I also need to say this, that without the consistent backing of the Federal Government and other supportive entities we would not have reached the point where we are today. Therefore, I sincerely wish to express our profound appreciation to His Excellency, Muhammadu Buhari, GCFR, President and Commander-in-Chief of the Armed Forces, for the strong support and commitment towards the development of this very important strategic document.”

He said the immense appreciation of the agency goes to the Attorney General of the Federation and Minister of Justice, Abubakar Malami for his encouragement and dedication at various stages of articulating the NDCMP 2021–2025 and to
the members of the National Assembly, particularly, the Senate Committee on Drugs and Narcotics as well as the House Committee on Narcotic Drugs.

Marwa said the participation and input of the various Ministries, Departments and Agencies (MDAs) that make up the Inter-Ministerial Committee on Drug Control and other relevant stakeholders are duly acknowledged and applauded.

The Attorney General of the Federation and Minister of Justice, Abubakar Malami, who launched the document, said it was central to Nigeria’s approach to tackling the menace of drug abuse.

Malami, who was represented by Mr Biodun Aikhomu, said the present administration is committed to decisively dealing with the problem of drug abuse in the country.

Country Representative of UNODC, Mr Oliver Stolpe, said it hoped that the latest masterplan would have more impact than the past plan.

He expressed confidence in tbe leadership of the NDLEA as well as the agency’s partners in tackling the problem of drug abuse.

The Minister of Youths and Sports Development, Mr Sunday Dare, who was also on hands at the occasion, said the country’s future is imperiled except the growing menace of drug abuse is checked.

He said the launch of the masterplan is of serious significance in the battle against the devastating effects of drug abuse.

On her part, the Minister of Women Affairs, Dame Pauline Tallen, expressed worry over the growing number of women and girls abusing drugs.

She said it was a dangerous trend that should be halted as the country cannot make any progress except the problem of drugs abuse is addressed.

Cameroonian Refugees In Nigeria Pass 70,000 Mark, UNHCR Renews Call For Help

-Blank NEWS Online (NIGERIA): –

United Nations High Commissioner for Refugees (UNHCR) has revealed that Cameroonian refugees in Nigeria are now over 70,000.

The UN Refugee agency also appealed to international community for urgent additional support for refugees in Nigeria

UNHCR, while stating that of the over 70,000 refugees, nearly 80 per cent of them are women and children.

The UNHCR’s Country Representative Chansa Kapaya in a statement on Monday said: “This is not just a number, these are people behind these numbers, mothers, fathers, brothers and sisters, people just like you and I, that have been forced to flee their homes to seek safety and save their lives,” adding that “70,000 refugees are 70,000 daughters and sons.”

She lamented that their dreams and plans were disrupted by violence in the North-West and South-West regions of Cameroon where a conflict between secessionist Non-State Armed Groups and the army is displacing people from their homes since 2017.

She noted that recent arrivals and UNHCR’s protection monitoring confirm killings, abductions, forced evictions and other forms of violence, with armed groups attacking schools and hospitals.

She said over 8,000 Cameroonian women, men and children have arrived in Nigeria’s Akwa Ibom, Anambra, Benue, Enugu, Cross River and Taraba States in the past 12 months, many in hard- to -reach rural areas.

She disclosed that UNHCR, together with the National Commission for Refugees, Migrants and IDPs, registered them, with 59 percent found refuge in local communities and the rest lives in four settlements which UNHCR helped build on land generously provided by the government.

The statement said Nigeria has a progressive open-door approach to refugees, allowing refugee girls and boys to go to school just like nationals and their parents to work where they can, and with support from UNHCR, Nigeria provides primary health care to refugees and nationals alike.

Kapaya said: “UNHCR commends Nigeria because it is on its way to become a champion in implementing the Global Compact on Refugees,” adding however that “but Nigeria needs support”.

She said the most pressing needs of Cameroonian refugees are food, shelter, improved health care and education as well as livelihood opportunities.

She said with rising food prices, the economic hit of COVID-19 and the refugee influx, needs are on the rise with serious risks of gender-based violence and negative copying mechanisms such as begging and survival sex. The amount of support UNHCR can deliver is increasingly falling short. Cash for food, for instance, had to be reduced since 2019 due to insufficient funding.

The statement said US$97.7 million is needed to respond to the needs of a total of some 78,000 refugees and asylum-seekers of different nationalities and to IDP needs – protection, camp management/coordination, shelter and non-food items such as blankets and jerry cans.

The statement lamented that so far, not even half of this amount (45 per cent, as of 23 November) has been received.

NDLEA Officer Didn’t Assault Any Passenger At Lagos Airport -Babafemi

Blank NEWS Online (NIGERIA) –From Mike SOGBOLA:

THE National Drug Law Enforcement Agency (NDLEA) has said that its preliminary findings showed that none of its officers assaulted an Air Peace Airline passenger, Ms. Abiri Oluwabusayo Khloe, at the departure gate of the Murtala Muhammed International Airport, Lagos.

The passenger had in social media publications alleged a female NDLEA officer harassed and assaulted her in the early hours of Sunday (yesterday)

A statement by the spokesman of the agency, Femi Babafemi however said while further investigation of the allegation is ongoing, the following facts have so far been established that at about 12:20am on Sunday 5th Dec, during an outward clearance of passengers going to South Africa by Air peace, a female passenger, Ms. Abiri Oluwabusayo was asked to submit her luggage for a search, which is a regular procedure.

He said in the course of searching her luggage, which contains about eight handbags, Ms. Abiri who obviously came late for the flight as shown on CCTV footage became agitated and hurled a number of unprintable insults at the female officer searching her luggage, noting that this attitude is naturally a red flag that would raise suspicion and equally taken as an attempt to distract the officer.

Babafemi alleged that Ms. Abiri went further to point fingers in the face of the officer and at the same time pulled out a phone to record the officer in the course of doing her work, and that it was at that point, the officer seized the phone from her to stop the distraction but that didn’t stop the passenger who brought out another phone to record their encounter.

Babafemi however assured the aggrieved passenger and the public are assured that the NDLEA is a law enforcement agency that upholds discipline among its officers and men, and as such will take further steps to investigate any other evidence made available in the course of the ongoing process.
