Blank NEWS Online (NIGERIA) –From Editor’s DESK:

GOVERNOR of Delta State, Senator Dr Ifeanyi Okowa and former Governor of Imo State, Rt. Hon. Emeka Ihedioha will on Wednesday,  October 6, 2021, attend the public presentation of a book titled, “The Experience.”

Alternate Chairman of the committee for the presentation of the book, Chief Christopher Oyemike, disclosed this on Monday in Asaba, the Delta State capital.

He revealed that several persons, who are in love with Christianity, have indicated interests to participate actively in the book presentation.

Oyomike said, “The Experience” is a rare book about pilgrimage and Governor Okowa’s efforts at encouraging Christianity was captured in the book authored by the Special Assistant to Governor Okowa on Media,  Comrade Fidelis Egugbo.

“Gentlemen, it is exactly one month to the public presentation of The Experience, a book that will hit the bookshelves of those who have been on pilgrimage,  those who want to go on pilgrimage and those who desire to know what transpires during pilgrimage, as the book will be presented on Wednesday,  October 6, 2021 at Unity Hall,  Government House,  Asaba,  Delta State.

“We are happy with the responses that we have received so far.

“The governor of Delta State, Senator Dr. Ifeanyi Okowa, whose efforts at encouraging the growth of Christianity, especially in encouraging pilgrims were well captured in the book, will be the Special Guest of Honour.

“Again, a Christian who has had the opportunity to serve Nigerians and humanity as Governor of Imo State, Speaker and Deputy Speaker of the House of Representatives at different times, and a well known businessman,  Rt. Hon. Emeka Ihedioha, will be the Chairman of the occasion, which has been described as the ‘Big One From The Big Heart.’

“With the beginning of the countdown to the great event, which we are privileged as friends of the author to be coordinating, we shall be reeling out names of those who will play different roles at the prosecution.

“In the book, Egugbo chronicled some of the things he saw at Rome and Israel; therefore, the Nigeria Christian Pilgrim Commission (NCPC), Catholic Secretariat of Nigeria, officials of embassies of Israel and Italy are expected to be at the event.

“Already, those who have gone on pilgrimage to Rome and Israel are perceving the book presentation as an opportunity to congregate once again and relive the memories of their own experience in the holy sites.

“We are grateful to our Governor,  Senator Dr. Okowa, for creating the enabling environment for Deltans to excel; we thank him for taking out time to write the Foreword to the book, we thank him for believing in God. And, to our dear Rt. Hon. Ihedioha, it was God who made it possible for you to be Chairman of the occasion.

“We know that politically and otherwise, Governor Okowa is celebrated by democrats all over the world and from reactions so far from Ada Imo and other groups, we thank God for the choice of Rt. Hon. Ihedioha as Chairman.

“Gentlemen, there is a time for everything according to the Holy Book, and the presentation of this book could not be coming at a better time.  The Chairman of our Committee, Barr. Fred Latimore Oghenesivbe, who is the Executive Assistant to Governor Okowa on Communication, is on pilgrimage in Jordan and as such, he is also praying for us.

“By His grace, from time to time, we shall be releasing names of people who will play different roles at the book presentation as stated earlier, but, permit me to state, therefore, that former Deputy Governor of Delta State, Chief Benjamin Elue and wife of the Anglican Bishop of Ndokwa Diocese, Mama Ndokwa Joy Obiosa, will be Guest of Honour and Mother of the Day, respectively, at the book presentation.

“It is worthy to state that during a visit to the Chairman, Delta State chapter of Christian Association of Nigeria,  Snr Apostle Syvernus Okorote, he noted that the book is welcome back.

“Snr Apostle Okorote noted that pilgrimage is not jamboree or tourism, but for spiritual retreat and renewal, saying that those who will have to go and those who do not have the opportunities will know what happens during pilgrimage with the availability of The Experience,” Chief Oyemike said.

Int’l Day of Charity: Dame Okowa Gives Succour To Residents Of Illah Community

0

Blank NEWS Online (NIGERIA) –From Editor’s DESK:

As the world marks the 2021 International Day of Charity, wife of Delta State Governor, Dame Edith Okowa, brought succour to residents of Obioma Camp, Illah in Oshimili North Local Government Area after they received food items and household essentials courtesy of the O5 Initiative, pet project of Her Excellency.

Dame Okowa reached out to the not less than 500 vulnerable dwellers of the camp, as was part of activities marking the 2021 International Day of Charity, celebrated every September 5 as a day set aside by the United Nations (UN) to sensitize and mobilize people and Non-Governmental Organizations (NGOs) around the world to help others through philanthropic activities.

In her address, she made reference to the Biblical story of the Good Samaritan, affirming that, “Love has no class, it has no tribe and has nothing to do with religion but remains any every day need necessary for the survival of all and sundry.

“At our various levels, if after we have lived, all we have to show to our maker is the personal properties we acquired, we have only succeeded in carving a place for ourselves in hell.

“In spite of all the items we have come with, the most important thing we have come with is the word of God which is able to supply all your needs, beyond what any human can do”.

She charged them to hold on to God and not look up to men or compromise their faith in their search for help.

“I understand that things may not always be rosy but no one who held on to Jesus ever cried a cry of shame; no matter how painful the situation may be, Jesus will always show up at the end”.

The wife of the Governor during her visit to the settlers of the camp in the interior part of Illah, donated tons of food items including rice, beans, tubers of yam and drinks.

Other items donated include household essentials like clothes for children, wrappers for women, foot wears for all ages, umbrellas, school bags, toiletries and homecare materials for babies.

Young females were also counseled on personal hygiene after which they received free sanitary pads and healthcare products. Everyone present went home with gifts, to their elation.

In her brief exhortation, the secretary to the wife of the Governor, Mrs. Nkechi Emeyazia urged the residents to look up to God as their source of help, while showing love to those around them.

Expressing their joy and gratitude, the residents danced in excitement, some displaying their free wares, while some others were hurrying home with bags of food stuffs.

Several who spoke, including the Chairman who acts as the leader of the camp and the Pastor of the Anglican Church in the settlement, Pastor Emmanuel Madu, said the gesture was beyond their expectations.
They thanked the wife of the Governor and members of the O5 team, praying for and wishing them the blessings of God.

With this act, the wife of the Governor obeyed the call by the UN 2030 Agenda for Sustainable Development which calls for a spirit of strengthened solidarity, focused in particular on the needs of the poorest and most vulnerable.

DEATH AT SOWORE’S DOORSTEP

0

Blank NEWS Online (NIGERIA) –By Austen AKHAGBEME:

THE spate of killings and the orgy of evil pervading the land, especially at the twilight of this regime, has become a painful riddle waiting to be unravelled.

Families have been wantonly decimated by daredevil assassins masquerading in various appendages.

And the fiery critic, journalist and ‘revolutionist’ , Omoyole Sowore, has just received his emotional dosage of sorrow having recently lost his immediate younger brother, Olajide Sowore, to the ravaging Fulani herdsmen.

The naked truth is that when tragedy falls some meters away from us, it is easily dismissable as one of Nigeria’s new normal. But it is a different thing altogether when it affects someone close to us.

It is on the basis of this that one can understand the agony, pain and disillusion going on in the mind of Omoyele Sowore, right now. It is one death too close; the exit of a childhood acquaintance and a bloodline.

But Nigerians are a funny lot. While some are sharing in the grief that befell Buhari’s fiercest critic, others are quick to gloat that Sowore do not deserve less, as he was a better part of the collective canon folder, used to blindfold Nigerians to bring in this present sore on our right thumb.

In the days of General Abacha, a similar calamity fell on an erstwhile fiery critic of the past military junta, until he decided to dine with the devil and rode on the tiger. Chief Olu Onagoruwa lost his son painfully in mysterious circumstances. He never recovered from it.

But the reality of the Nigerian security situation today transcends individual tragedies. It calls for a unified voice and reason against those who swore to an oath to protect us. May their likes never come our way again.

NDLEA Boss, Marwa Advocates Drug Test Before Marriage

0

Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

CHAIRMAN/Chief Executive of the National Drug Law Enforcement Agency, NDLEA, Brig. Gen. Buba Marwa (Retd) has buttressed the need for pre-marital drug test as a key factor to a stable home.

Marwa spoke at a conference organised by an NGO, Coal to Diamond Support Network for young adults on Saturday in Abuja, where his wife, Hajia Munirat Marwa, who is the chief host of the event also emphasized the need for drug test before marriage, warning that drugs are destroying many marriages, families and communities.

While warning on the dire consequences of drug abuse, Gen. Marwa who was represented at the conference by Shehu Dankolo, a Principal Staff Officer on Drug Demand Reduction in NDLEA, said “substance use has been known not only to destroy marriages but equally lead to health problems, morbidity, injuries, violence, and death. Most often, the physical, psychological and social consequences of drug use are very obvious and disturbing.”

According to him, “the mental, physical and spiritual quality of life of individuals has definite impact on a society’s future” He said if would be couples choose to undergo HIV and genotype tests before marriage without any law compelling them, they should equally consider drug test as critical to their wellbeing and stability of their home.

In her remarks, Hajia Munirat Marwa urged youths preparing for wedding to take drug test as part of their preparations, adding that there is a difference between wedding and marriage.

In her words, “the wedding as we all know it is a short time event while marriage is intended for a lifetime. As such, the conference has come at the right time when couples are putting more importance and emphasis on the wedding festivities rather than the marriage itself.
“It is therefore important we pay attention to preparing for the marriage and one of such ways is through pre-marital counseling and drug test. This prepares the couples very well and has the ability to reduce domestic violence, divorce as well as increase happiness and longevity in marriages”

Other notable speakers at the conference include wife of former Vice President Namadi Sambo, Hajiya Amina Namadi Sambo, President of the Group, Bilkisu Mohammed and the keynote speaker, Alhaji Sa’id Takuma who all emphasized the need for proper counseling for would be couples to safeguard their marriages and future.

INDONESIA: HOME OF HOSPITALITY

0

Blank News Online (NIGERIA) –From Editor’s DESK:

AS a diplomatic reporter, most of my work is among the diplomatic community. Having covered the foreign Missions in Nigeria for over 10 year now, I can say authoritatively that Indonesians are full of hospitality. I have worked closely with three Ambassadors of Indonesia to Nigeria, and each time I see nothing but a heart for others.

It has become habit of the Indonesia community in Abuja to reach out to communities especially during festive periods. The activities around this time include donations and provision of food items, domestic items to local communities within the Federal Capital territory. This hospitality put forward is certainly a reflection of the Indonesian people over there in South East Asia.

In the year 2015, I was part of the WTA-UNESCO event organized by the Tangerang BSD City of Indonesia. The hospitality we received is second to none, which clearly confirmed my thought on Indonesia.

It will therefore, be wrong for certain individual hide under an ugly scene to roll out there personal agenda, while trying to drag other innocent Nigerians along.

Under no circumstance should any human be subjected to inhuman treatment let alone a serving diplomat in a country. It is no longer news that a Nigerian diplomat had an unpleasant treatment from some Indonesian Immigrations Officers in Jakarta some days back. A critical look into the scenario, one will be asking where is the diplomatic immunity for such an individual? Certainly there are certain questions that are begging for answers.

Diplomatic immunity is a form of legal immunity that ensures diplomats are given safe passage and are considered not susceptible to lawsuit or prosecution under the host country’s laws, although they may still be expelled. Modern diplomatic immunity was codified as international law in the Vienna Convention on Diplomatic Relations (1961) which has been ratified by all but a handful of nations.

I am one of those who believe so much in the regulation of media as will go a long way to bring sanity to our society. Good journalism is not about just breaking the new, but in breaking the news, it is expected that the journalist get the facts correctly so as to avoid unnecessary tension in the society. As a diplomatic reporter, I believe so much that diplomacy is a specialized field as such those who report issues that affect cross boarders should be specialists.

Technology today should be harness to better diplomatic relations and not to cause cracks in good relations. Nigeria and Indonesia are two brotherly countries that have enjoyed good relations from inception. However, the video that went viral weeks back give room to unnecessary tension which could have been avoided. The report was mischievous as the reporter did not capture the incident that precedes the video.

In as much as I don’t support the action meted on the Nigerian diplomat, the situation could have been avoided both parties allowed humanity to play out. I tried to beam a search light on the ugly situation and come to a conclusion that both party have questions to answer. The attitude of the Nigerian involved does not portray that all Nigerians will act in the way he did, neither does the Indonesians Immigrations officers at that time portray Indonesia as a country. Therefore, it will be wrong for certain individuals to begin to call out to Nigerians government to wade sledge hammer on Indonesia.

Ugly incident that calls for tension among nations are promoted by non-state actors who has lost relevance in the society and looking for ways to become relevant. Such individual will go all the way out to sale their hidden agenda just to win the sympathy of some in the society.

I watched with disbelieve as Former Deputy National Publicity Secretary to the All Progressives Congress, Comrade Timi Frank, called on the Federal Government not to treat a recent attack against a Nigerian Diplomat, Ibrahim Abdulraman, by Indonesian officials with levity. Since falling apart with the ruling party, he has been looking for relevance. It not a surprise that such person will be glad to become an Ambassador to East Africa and Middle East by the Interim President of the United Liberation Movement for West Papua (ULMWP) Provisional Government a movement that has no legal standing in the United Nations.

Timi insisted that Indonesia has become notorious for meting out racist treatment against blacks just like it has done to West Papuans for over 50 years, which is not true, but he is trying to justify his position as an Ambassador to a movement yet to be recognized by the United Nations not to talk of Nigeria.

The claim that Government of Nigeria and leaders of the black race to take urgent punitive measures to stop Indonesia from treating blacks like monkeys, dogs, slaves and sub humans by ensuring freedom for West Papua. At the junction, it became clear that he is only looking for avenue to sell his product, and not the interest of the Nigerian diplomat.

Indonesia that I know is a country full of hospitality, the Indonesia people are hospitable always ready to put smiles on others. Indonesia adopts the language of the minority as the national language, but it’s still a very diverse country, a home to hundreds of different ethnic groups that traditionally speak different languages. Nowadays, almost everyone living in civilized areas can speak the national language of Bahasa Indonesia, but some people may still prefer to speak their native language at home or within their social circles. Children learn at least one native language at school, along with the national language and English

After a detailed investigation, we find out that the Nigerian diplomat could have taking a better bearing and things could have been better, likewise the immigration officers. It is the issue of human errors that could have come from any other person, as of today, both the Nigerian diplomat and the Immigration officers are already in good terms because the error was only accelerated a better relationship between the two countries

For individual calling on a fight with Indonesia, I will advise that the individual should consult history. Ask question from historians before jumping into conclusion. Please read more about Asia Africa and the Bandung spirit 1955 Asia African Conference because I heard you talking about colonization.

In order to clearly justify my position that certain individuals are just out to spread negativity about Indonesia I have to do some investigative works.

According to report made available to media men by the Institute of Trade Development in Asia said, the Indonesian government plans to evaluate the efficacy of special funds for Papua. These funds have been disbursed to the easternmost region for nearly two decades.

In recent time the government of Indonesia has invest heavily in the developmental projects in Papua and West Papua. Local and national government representatives of Indonesia and dozens of private sector executives attended a High Level Meeting on Green Investment for Papua and West Papua on 27 February 2020. The meeting focused on the potential for green investment to bring revenue of up to USD 200 million and create livelihoods for 60,000 families across both provinces, while following the principles of inclusive and sustainable development.

The meeting is the result of a series of dialogues between the provinces of Papua and West Papua, civil society organizations, indigenous groups and the private sector since 2018, supported by the Coordinating Ministry of Maritime Affairs and Investments of the Republic of Indonesia and facilitated by Yayasan Inisiatif Dagang Hijau (IDH). Innovative solutions for forest protection and the development of potential commodity value chains in Papua and West Papua were among the anticipated outcomes of the event.

The Coordinating Minister for Maritime Affairs and Investments Luhut Binsar Panjaitan said, “We want the private sector to invest in low carbon development, such as nutmeg, coffee, cocoa and seaweed. No more deforestation, no more palm oil. We are not only talking about huge investments, but we want small medium enterprises to be developed as well,”

In term of tourism in Indonesia, the government has been in the forefront of promoting all provinces in Indonesia. Most tourists have described Indonesians as resilient, resourceful, tenacious and courageous, putting up with life’s difficulties with good humor. The Indonesian character can loosely be generalized as a mix of Muslim, Southeast Asian and its own indigenous elements. Among most of the countries in the South East Asia, Indonesia hospitality is second to none.

Indonesians are for the most part tolerated and comfortable living in a society shaped by diversity: between devout Muslims and liberal ones; between Muslims and Christians; between modernists and traditionalist; between Java and the other islands; and between the various ethnic groups. Indonesians are very polite and courteous.

Governor of West Papua Dominggus Mandacan stressed that, “On 4 April 2019, with the Governor of Papua we made a commitment to protect the forest. Only 33 percent of the 2.7 million hectares of land outside the forest area has been utilized for the development of land-based commodities. This is the untapped potential that needs to be realized to increase economic growth and community welfare, while maintaining the preservation of forests and land in West Papua.”

“I received from the State Government ₦440,000.00 for 10 pigs, two soars and eight in-pigs and the sum of ₦200,000.00 for feeding and medication as the approved support package for Brown YAGEPreneurs in Piggery Production.

$418m Judgement Debts: Reps Minority Caucus Back Govs, Demand Probe …Urges Buhari To Halt Payment Until After Probe

0

-Blank NEWS Online
(NIGERIA)  –From Editor’s DESK:

THE Minority Caucus in the House of Representatives has cautioned against the reported approval by President Muhammadu Buhari for the payment of the $418 million suspicious debt despite wide spread national objection by stakeholders, including state governors, chairmen of local governments and anti-graft agencies.

The Minority Caucus in a Statement on Thursday September 2, 2021 by the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu urged President Buhari to note that the consent judgement being relied upon for the payment is cloudy, opaque and raises apprehensions of huge swindle on the national treasure which requires immediate investigation by the Economic and Financial Crimes Commission (EFCC).

The caucus called on President Buhari to, in the national interest, immediately halt the payment processes until after the investigations.

They insisted that the objection raised by the Association of Local Governments in Nigeria (ALGON) and the Nigeria Governor’s Forum, (NGF), in calling for forensic audit into the claims by the creditors, must be taken into consideration.

“This is essentially because governance is a collective responsibility of all tiers and as such all views must be considered before such decisions are reached and implemented.

“As lawmakers, our caucus insists that the approval to funnel out $418 million out of the national treasure under such hazy consent judgment and in the absence of the forensic audit, smacks of an endorsement of corruption.

“Our caucus urges President Buhari not to allow himself to be misled or entangled in this nebulous enterprise but to listen to the state governors and allow for the audit, particularly on the particulars of claims by creditors as well as the circumstances leading to the suspicious consent judgement,” the Minority Caucus Stated.

While demanding that the Attorney General and Minister of Justice should avail himself of the audit to bring the processes and circumstances surrounding the judgment debt to public glare, the Minority Caucus maintained that the open audit should unravel those behind the consent judgment, the propriety of such measures as well as why the objection by the governors was ignored.

“This is more so as the consent judgement predicated the payment of the doubtful $418 million on deductions from allocations to states and local governments, a development that will put unwarranted burden on the already overstrained tiers of government and worsen the economic and infrastructural deficit in the country,” the Statement concluded.

Minister’s Sack Is Diversionary Gimmick To Cover Failure – Reps Minority Caucus

0

-Blank NEWS Online (NIGERIA) –From Editor’s DESK:

THE Minority Caucus in the House of Representatives has described the sack of two Ministers by President Muhamadu Buhari as a diversionary gimmick geared towards covering failure.

In a Statement on Thursday September 2, 2021 by the Minority Leader of the House of Representatives, Rt. Hon. Ndudi Elumelu, the Caucus dismissed the sack and said it was a strategy to divert public attention from the myriads of failures of the All Progressives Congress (APC)-led administration in the past six years.

“The Minority Caucus and indeed majority of Nigerians are not swayed by the sack of the Minister of Agriculture and Rural Development, Mohammed Nanono and his Power counterpart, Saleh Mamman, when the inapt and anti-people policies as well as the corruption and lethargic approach to governance that have become the hallmark of the administration remain.

“Instead of resorting to unprofitable diversionary stunts, the Minority caucus urges President Buhari to take decisive steps to address worsening insecurity and excruciating economic hardship by ending the incompetence, compromises, corruption, exclusionism and impunity in the system under his watch.

“The Minority caucus holds that governance requires commitment, demonstration of capacity, political will power, transparency and broadmindedness at the topmost levels.

“As representatives of the people, the Minority caucus urges President Buhari not to continue to stay aloof but to get into the arena by taking urgent steps to address the security issues as well as rejuvenate our nation’s economy and cohesiveness which are collapsing under his administration,” the Caucus said

Zulum Visits Pastor Whose Son Was Killed In Maiduguri Church Demolition Saga

0

Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

BORNO State Governor, Prof. Babagana Zulum has visited the family of Pastor Bitrus Tumba whose son died during a reaction to an attempted demolition of a branch of EYN church in Maiduguri on August 5, 2021 by the Borno Geographic System (BOGIS).

Worshippers at the church were alleged to have attempted to stop a task force by BOGIS from demolishing their worship centre but their action was suppressed by security men in the demolition team who shot bullets that killed the pastor’s son and injured several others.

The Christian community in the state subsequently took the case up with the Governor and staged protest against what they alleged persecution of their faith.

Zulum, who had at the peak of the crisis sent the deputy governor to the family of the deceased, in order to appease the family and the entire Christian community in the state and douse the tension, on Tuesday night paid a visit to Pastor Tumba where he was received by the family and some officials of Christians Association of Nigeria, CAN, led by the association’s chairman, Bishop Mohammed Naga.

The governor had apart from sending the deputy governor, Usman Kadafur to the deceased family had also met with Christian leaders in the state, led by CAN chairman, Bishop Naga, after which he directed the police to thoroughly investigate the incident and report to him.
According to a statement on Wednesday by the governor’s spokesman, his boss was scheduled to visit Ezekiel’s family on the day of the incident, but had to abort to allow the tensed situation to douse down.

He said the governor chose instead to send a private delegation to visit the family on his behalf while he worked behind the scene to calm down situations between religious leaders to prevent potential crisis between youths from different faiths.

Gusau said with the governor at the latest visit was the deputy governor.

Zulum, addressing his host, said: “Let me start by apologizing for delaying my visit even though I had sent a delegation to explain this to you. We deliberately delayed because of the tension in town. We thought it was not a good time to pay you a visit then. I am here to commiserate with your family over the unfortunate death of our brother, Ezekiel Bitrus. My coming here today, weeks after that very unfortunate and painful incident, is proof that we have not forgotten the issue.”

The governor assured the family of the deceased of his commitment to ensuring justice as soon as the Nigerian Police completes ongoing investigation which he directed must be thorough.

He said: “So far, suspects have been quietly arrested and all those involved in that dastardly act are being detained and God willing, they will face justice, as soon as the Police completes investigation and make appropriate recommendations. We shall do justice to the matter without fear or favour. We share your pains. No exercise of government is ever aimed to cause injury let alone the death of any citizen.

“Every person in Borno has equal rights and we have a duty to protect the rights of all persons, top of which is the security of lives. We are pained by what happened and we condole you and your family.
Although, I had sent people to you, I was morally and officially duty bound to visit your family. Please accept our deepest condolences”.

Zulum was also accompanied by his Chief of Staff, Prof. Isa Hussaini, and one of his commissioners from the christian community.

Responding on his family’s behalf, Pastor Tumba expressed appreciation to the governor for the visit and said, he considered Ezekiel’s death as an act of God which the family accepts in good faith.

He added that everyone dies in a different way, and God has destined Ezekiel to die from gunshot which no one could have stopped.

“Whatever we do, we cannot bring the dead back to life; as true Christians we have accepted it in good faith. Your Excellency we express our appreciation to you for the visit, I have followed all your efforts on the death of our son, and they show your concern and the fact that you did not forget us, we really appreciate you”, Tumba said.

AS part of Nigeria’s military collaboration with the United States, 24 officers of the Nigerian Navy are currently participating in a four-week intensive U.S. Coast Guard Boarding Officer training programme which kicked off on Monday, August 30.

According to a statement from the US Embassy in Nigeria, six trainers from the U.S. Coast Guard Training Centre in Yorktown, Virginia are in Lagos to lead the capacity building programme which seeks to strengthen maritime law enforcement capabilities in Nigerian waters, particularly in the Gulf of Guinea.

The training which is sponsored by the U.S. Africa Command, according to the statement, will explore a variety of internationally recognized techniques and procedures for maritime law enforcement at-sea in a safe and professional manner.

The training offered by the U.S. Coast Guard will highlight more challenging scenarios and tactics in the use of force, evidence processing, arrest procedures, and perseverance.

In addition, participants will explore best practices in countering illicit maritime activities such as illegal, unreported, and unregulated fishing; the trafficking of weapons, narcotics, and people; as well as the ongoing threat of piracy and oil infrastructure insecurity.

The U.S. Coast Guard training is part of a close and continuous military partnership between the United States and Nigeria spanning decades to strengthen defense ties and promote regional security.

Last month, officers assigned to USS Hershel “Woody” Williams visited Lagos and participated in a three-day at sea training exercise with Nigerian offshore patrol vessels.

In July, 25 officers of the Nigerian Navy Special Boat Service and a team of U.S. Army Special Forces completed a five-week Joint Combined Exchange Training also known as J-CET.

Nigeria and the United States work together in multiple bilateral and multilateral military exercises, including African Lion, Flintlock, and Obangame Express, as well as strategic maritime security forums.

The U.S. government has been working closely with all the services of the Nigerian military to provide technical assistance, equipment, and professional exchange and training opportunities.

ActionAid Condemns Planned Increase Of Electricity Tariff

Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

ActionAid Nigeria, a non-governmental organisation has condemned the alleged planned increase of electricity tariff, saying this action may further erode the purchasing power of Nigerians and add to impoverise them.

The organisation in a signed statement on Tuesday by it’s Communications Coordinator Nigeria, Lola Ayanda said the
alleged resolution by the Nigerian Electricity Regulatory Commission (NERC) directing the 11 Electricity Distribution Companies (DisCos) to increase their tariffs from Wednesday, September 1, 2021 will further erode the purchasing power of Nigerian workers in formal and informal sectors and will further impoverish more Nigerians.

Ayanda quoted the Country Director of the organisation, Ene Obi to have said in Abuja that: “The increase in electricity tariff is not only ill timed but insensitive to the precarious plight of Nigerians whose lean disposable incomes are already decapitated.

“ActionAid’s position is hinged on the premise that previous hike in electricity tariffs had not translated to effective and regulatory strategies to manage the impact of such hikes on macro-economic indices affecting end-users that are currently economically crippled and trapped”.

She also reminded the Federal Government “that more than a hundred million Nigerians are living below the poverty line”

She however advised that instead of this tariff hike, NERC should compel all the actors in Nigerian Electricity Supply Industry to ensure increased efficiency in the power sector including managing energy loses to make erratic power supply a thing of the past as a way of boosting productivity and Nigeria’s GDP, while urging NERC to rescind this decision and ensure that the Nigerian Electricity Supply Industry improve its performance before considering a tariff increase.

Obi said if this purported decision is not reconsidered, the cost of production of basic items produced in the country will increase and this may also lead to job losses in the already ailing medium and small-scale industries in Nigeria, noting that “investors who rely largely on power supply will obviously not be able to break even. To remain afloat, they will have to shift the burden of increased cost of production to the final consumers of their products and services in an economy already choked by inflation”.

ActionAid Nigeria therefore calls on the Nigerian Electricity Regulatory Commission (NERC) and the Federal Government, to halt the planned electricity tariff increment and uphold its values of transparency, fairness, and accountability by ensuring continuous consultation with the masses while protecting consumer rights.

Read What NBA President Said About Judges’ Summons By CJN

-Blank NEWS Online (NIGERIA) –From Editor’s DESK:

THE Nigerian Bar Association (NBA) has frowned at recent recurring contradictory court decisions and orders, mostly arising from ex parte applications in political matters.

The NBA President, OLUMIDE AKPATA in a statement on 30 August 2021 said:

“The @NigBarAssoc has observed with dismay the unfortunate and recurring trend of contradictory court decisions and orders, especially among courts of coordinate jurisdiction, typically arising from ex parte applications and almost always in political matters.

“While the Nigerian judiciary has in the past made invaluable contributions to the development of the country, there are nevertheless past failings which would hopefully remain permanently interred in the dark annals of history.

“It is in this regard that we view with concern the recurring contradictory decisions by our courts, based on apparently indiscriminate grant of orders and counter-orders, in a way that evokes memories of those eerie and unwanted dark days.

“We must of necessity reference the orders relating to the nomination of candidates by political parties for the forthcoming gubernatorial elections in Anambra State and the equally embarrassing situation playing out in respect of the PDP leadership crisis that has seen three different contradictory rulings by courts of coordinate jurisdiction, in circumstances that leave a lot to be desired.

“These developments in our courts are antithetical to the actualisation of the just society and independent judiciary that we all aspire to, and they run contrary to everything we teach and hold dear as a profession. Indeed, they do nothing but bring the Judiciary and the entire system of administration of justice to ridicule.

“Before blaming the judges, we must first look inwards and call out our members, most of whom are senior members of the Bar, who continue to yield themselves to be used as willing tools by politicians to wantonly abuse the judicial process.

“In our view, these actions contravene the Rules of Professional Conduct for Legal Practitioners 2007 (“RPC”) especially the cardinal Rule 1 of the RPC which requires a lawyer to uphold and observe the rule of law, promote and foster the cause of justice, maintain a high standard of professional conduct, and not engage in any conduct which is unbecoming of a legal practitioner.

“We also concur with the Hon. Justice Chioma Nwosu-Iheme of the Court of Appeal in her condemnation of the indulgence by some judicial officers of politicians who go round the country shopping for judgments, and who thereby bring the Judiciary to public ridicule. Beyond that we shall say no more at this time.

“I will on behalf of the NBA, urgently seek audience with My Lord, the Honourable Chief Justice of Nigeria to address this issue holistically. the support of the Chairman of the NBA Judiciary Committee, Dr. Babatunde Ajibade, SAN as well as the Chairpersons of the NBA Section of Legal Practice (NBA-SLP) and NBA Section on Public Interest and Development Law (NBA-SPIDEL), Mr. Oluwaseun Abimbola, SAN and Dr. Monday Ubani for this proposed engagement.

“The NBA, as the prime defender of the integrity and independence of the Judiciary, cannot and will not be a spectator whilst our hard-earned democracy is threatened by the venal acts of a few. This is particularly so as the nation approaches its next round of general elections. It can no longer be business as usual.”

Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

Nigeria has taken a major step towards producing a National Action Plan (NAP) on Youth, Peace and Security as youth across the country on Friday affirmed to the draft document in Abuja.

Representatives of youth from all over the country gathered at the Auditorium of the Institute for Peace and Conflict Resolution to affirm to the 55-page document: “Nigerian National Action Plan on Youth, Peace and Security, an adoption of UNSCR 2250.

Speaking at the occasion, the Minister of Youth and Sport Development, Sunday Dare said the occasion is part of steps to ensure that the instrument of the United Nations Security Council Resolution 2250 on Yotuh, Peace and Security which was unanimously adopted on the 9th December, 2015 by the United Nations Security Council which recognizes the vital and significant roles young people play in engendering peace and security is adopted in Nigeria.

Dare who was represented by the Director, Network and Social Mobilization, at the Ministry of Youth and Sport Development, Mrs. Amina Daura, said: “It is therefore imperative that youth inclusiveness in peace and security programming is directly proportional to meaningful development of a country and this has equally led to the adoption of Resolutions 2419 and 2535 as further proof of roles of youth in conflict prevention and peace
building.”

The Minister said the need to domesticate the Resolution necessitated the formation of a Global Coalition on Youth, Peace and Security, adding that: “It is interesting to note that our journey actually started with the launch of the UNSCR 2250 in October, 2016 where a Working Group to see to the implementation was also formed.”

He noted that: “In following through with the United Nations Secretary General’s commissioning of a Steering Committee to work on the Global Study on Youth and Peace-building, which was to inform the world on the state of Youth, Peace and Security, the Global Study Report and the Leadership Role of Young People in Preventing Violent Extremism in the Lake Chad Basin were launched in March 2019 in Abuja. Minority Caucus Flaws FG On Harassment Of Channels TV, The Media

Blank NEWS Online (NIGERIA) –From Editor’s DESK:

THE Minority Caucus in the House of Representatives has flayed the Federal Government over an unwarranted harassment of Channels Television and its staff; a development that smacks of another toxic push against press freedom and the citizens right to know, contrary to the provisions of the 1999 Constitution.

The position of the caucus is predicated on the query issued the Channels Television by the National Broadcasting Commission (NBC) and the invitation of some presenters of the television outfit to the headquarters of the Commission on Thursday, over some recent interviews conducted on the station’s morning show, Sunrise Daily.

The Minority caucus, in a statement signed by Rt. Hon. Ndudi Elumelu, Minority Leader of the House of Representatives, frowns at the growing clampdown on the media as well as the lack of professionalism and neutrality on the part of the regulatory agency under the All Progressives Congress (APC)-led Federal Government.

As lawmakers, we hold that rather than try to muffle the media, the broadcast regulator should have directed the television station to avail the Federal Government the opportunity to refute, with facts, the statements of Governor Samuel Ortom of Benue State during the Sunrise Daily programme, which it considered critical or misrepresentation of the government.

The commandeering of Channels Television presenters to NBC’s headquarters in Abuja, the query of television outfit, and the unrelenting intimidation of independent broadcast media outfits by the NBC is most inauspicious.

Section 14 (2) (b) of the 1999 Constitution is very clear that the security of lives and property is the primary purpose of government. The same Constitution also vests all the security agencies and legitimate instruments of coercion solely in the Federal Government.

Therefore, when criminal cartels freely prowl and plunder the citizens, with the Federal Government showing manifest failure to step up to discharge its constitutional obligations, why should any reasonable government try to muffle the media in their constitutional role in the collective effort to salvage the situation, including the carnage going on in Benue State?

The Minority caucus points the Federal Government to the call by the Governor of Mr. President’s home state, Hon. Bello Masari, on people of Katsina State to defend themselves, and wonders how such is different from the attempt by Governor Ortom to hold the Federal Government to account on the failure to check the killings in his state. Both confirms the total breakdown of security in the land.

Our caucus insists that when bloody bandits and terrorists find their ways into an elite military training institution like the Nigerian Defence Academy (NDA), it presupposes nothing else but a brutal violation of our sovereignty and an unedited collapse of government and security.

In that regard, the Federal Government should take steps to reassure the people rather than trying to muffle information.

As representative of the people, the Minority caucus reminds the NBC the need to stick to professionalism and patriotism in the discharge of duties, urges the Federal Government to desist from engaging in activities that give the citizens the impression that it is always trying to cover up facts.

The NBC should not promote the suppression of the truth. It should bear in mind that there cannot be any NBC without a Nigeria. It is also high time the NBC eschews partisanship and also understand that regulation does not presuppose the suppression of truth, but the promotion of it.

DELTA @ 30: Bashorun Askia Says Okowa’s Support Enhancing DESOPADEC Dev Delivery

-Blank NEWS Online (NIGERIA) –From Editor’s DESK:

Managing Director/CEO of Delta State Oil Producing Area Development Commission (DESOPADEC), Bashorun Askia Ogieh, has felicitated with Deltans on its 30th anniversary, saying that the amazing support of Governor Ifeanyi Okowa enhanced development delivery in mandate areas in the state.

Bashorun Askia, in a press statement titled FELICITATIONS TO DELTANS @ 30 on August 26, 2021, said the state has attained the parent status, despite challenges because of the “common hold to our collective virtues of peace, good neighbourliness and sustenance of an atmosphere for businesses and individual enterprise to thrive.”

“As we mark the creation of our dear state, Delta, 30 years ago today, we truly have cause to thank God for His divine intervention and guidance in our affairs.

NDLEA: Pays Families Of 188 Officers Who Died In Active Service From 2014

-Blank NEWS Online (NIGERIA) –From Editor’s DESK:

THE National Drug Law Enforcement Agency (NDLEA) have paid burial entitlements to families of 188 personnel who died in active service.

The last time such entitlement was paid is 2014 which has left families to bear the brunt of the burial of officers who died in service since then.

Speaking at the presentation of cheques to the families of the deceased on Wednesday, the Chairman/Chief Executive of NDLEA, Brig. Gen. Buba Marwa (Retd) said it was quite unfortunate that the families was left to shoulder such huge financial burden even while they were mourning.

Marwa told the widows and other family members of the deceased officers and men who died in the line of duty that “the best Nigeria and Nigerians can do to immortalise these late officers and men is for all to stand and join the fight against the twin evils of drug trafficking and drug abuse, the main cause for which these heroes laid down their lives.

He apologized on behalf of the government of Nigeria and the agency for the great disservice to the family, but asked that they should continue pray for President Muhammadu Buhari for giving approval for the payment in spite of the mounting financial challenges in the country.

He promised that the NDLEA shall not abdicate its responsibility to its employees, adding that: “We shall continue to reinvent our administrative process to be responsive in an efficient and timely manner that will assure our officers and men that their future is well secured.”

In the course of his speech, he asked the gathering to offer both Islamic and Christian prayers for the President and his government.

He said: “We owe a big thank you to President Muhammadu Buhari for his magnanimity in providing us with a special intervention fund to discharge our duty, specifically to officers and men who lost their lives in the line of duty.”

Marwa said. “Today’s event is very significant to the National Drug Law Enforcement Agency and the families of our officers and men. The prevailing solemnity cannot be helped, given that the proceedings relate principally to officers who have passed on. This presentation of burial expenses payments to their families and beneficiaries will understandably evoke painful memories and sober reflection for us all. However, the agency finds a modicum of consolation in its ability to discharge its duty to its employees who paid the supreme price while pursuing the NDLEA mandate.

“Hence, this occasion is symbolic as an attestation of the resolution of the NDLEA leadership to engender an institution where the welfare of staff commands utmost priority.”

The anti-drug czar while acknowledging that fighting illicit drug trafficking and abuse is a tough job, not only in Nigeria but also globally, however said that the battle “is twice as dangerous due to the obvious reason that the drug abuse prevalence of our country is three times that of the global average.”

He noted that: “This precarious matrix did not deter our personnel from performing their duty of safeguarding society from the scourge of illicit substances. Even though there had been demoralising circumstances and there are distressing conditions that could dampen their will and zeal, the officers and men of the NDLEA neither abandon their duty nor lose their sense of responsibility to society. The achievements recorded in the past seven months are a testament to the hard work and loyalty of the NDLEA workforce.

“In the same vein, the NDLEA leadership has been working strategically to navigate the bureaucratic labyrinth and break the gridlock that had kept the agency at a standstill for several years. One of our objectives is to enshrine an effective workplace ecosystem where the welfare of the NDLEA staff, the prevailing working condition is at par with what is obtainable in other national security services.”

He said. “Moreso, we aim to engender a milieu where issues relating to the career of staff are processed according to global best practices. What we are doing today is one of such strides.”

He added that: “Whatever achievements we have to our credit, they are a product of the service, sweat and sacrifice of our officers and men. Imperatively, it is incumbent on the leadership to look after their wellbeing, cater to their welfare while they are here and even when they are no longer in service. We will do these to our maximum capability, especially for those that died in the line of duty. Otherwise, how do we convince those in service to be committed if we fail to tidy the affairs of those who lost their lives in the line of duty?

“It is to this end that we have worked assiduously and purposefully to ensure the payment of burial expenses to the families or beneficiaries of 188 personnel that we lost while on duty. Although the last payment was in 2014, I would not want us to regard today’s event as a ‘once in a blue moon’ development. We are presently perfecting a process that will run seamlessly such that our personnel get their emoluments, allowances and other benefits as and when due.”

Speaking on behalf of the other widows, Mrs Khaltume Amali expressed appreciation to President Buhari for coming to the aid of NDLEA to enable the agency meet its obligations to the families of its deceased officers.

She also commended the President for appointing a seasoned administrator as Chairman/Chief Executive of the agency, promising that: “We shall continue to pray to God to guide and protect you, your officers and men as you strive to move the agency to greater heights. We are also grateful to you for ensuring that the widows and children of deceased officers do not suffer injustice.”

Nigerian Army Does Not Enlist Former Boko Haram/Islamic State Terrorists -Says Director Army Public Relations

-Blank NEWS Online (NIGERIA) –From Editor’s DESK:

OUR attention has been drawn to an online video making rounds in the social media by one Young Elder and produced by Anthony Jay. In the video, the so called Young Elder attempted to draw conclusion from the collapse of the Afghan military and trying very hard to relate it to the ongoing surrender by the Boko Haram/ Islamic State West Africa Province Terrorists in Nigeria. The Young Elder in a comic way tried to express worries about the surrendered terrorists.

While it is understood that the situation in Afghanistan calls for concerns by any right thinking person or organisation, the manner in which the comic Young Elder presented it shows his lack of basic knowledge on the subject he hurriedly delved into. The amateurish production conjured some unfounded and baseless claims that only exist in the pigment of their imagination, claiming that surrendered terrorists where going to be absorbed into the Nigerian Army (NA).

For the avoidance of doubt, the NA does not have any repentant terrorists joining its ranks and does not have any plan for that. There are teaming able-bodied Nigerians that are willing to join the NA and genuinely help in the fight against terrorism and other violent crimes. The NA therefore is not desperate for prospective recruits to stoop so low and engage the services of former terrorists. As a general rule, it is not even recommended to absorb former fighters into the services of a regular military.

The NA wish to state that the campaign of falsehood embarked upon by some individuals who do not wish the nation well cannot distract its personnel from their resolve to bring an end to the violent crimes in the country. We wish to reiterate that the NA under the leadership of the Chief of Army Staff Lieutenant General Faruk Yahaya will continue to operate within the dictates of the law. Surrendered terrorists will be received, processed and passed to the appropriate Government agencies that are saddled with the responsibility of handling them.

While we recommend that matters related to security be left with those who have the requisite expertise and experience, we wish to remind comic characters like Young Elder to focus on contributing towards nation building and not engaging in campaign of falsehood.

Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

THE fourth Abuja Literary and Arts Festival [ALitFest21] presented by the Abuja Literary Society [ALS] is set to take from 25th September to 2nd October 2021.
Now in its fourth year, ALitFest21 has become a landmark of Abuja’s cultural scene. The theme this year is ‘Making Art Work.’ With this theme, we invite speakers and attendees to explore tools, systems and institutions that will help creatives generate sustainable livelihoods from their art while using it to promotes community values.

According to Festival Director, Teniola Tayo, “We would like to take things a step beyond conversations so the idea behind this theme is to programme the festival around finding solutions to the challenges facing the literary space in Nigeria and in Africa.”

Last year, the festival was held virtually and extended its shores beyond Nigeria to other parts of Africa, and the rest of the world. This was a necessity in view of the global pandemic. We were also able to include the African diaspora in our conversations with cross over panels that included Africans and African Americans. The results of that virtual festival far outweighed our expectations and therefore, this year, we propose to host a hybrid festival which is scheduled to take place in two separate spaces: virtual and physical.

The physical space which will follow COVID-19 protocols, would be held in Abuja and will require a token donation for tickets which can be gotten via Afritickets while the virtual space will be on Zoom, registration links will be shared on the festival website: www.alitfest.com and on its social media handles [Twitter @alitfest, Instagram @alitfest_, Facebook @Abuja Literary and Arts Festival].

Proposed activities on the festival’s program include panel discussions, poetry for stage, festival anthology, roundtable on creating a bestsellers list in Nigeria, art exhibition, fiction, poetry and script writing workshops, language translation competition, secondary school debate competition, outreach at camp for Internally Displaced Persons, intensive boot camp for creatives, book chats, poetry grand slam, writing competitions, book and arts fair, as well as a closing music concert.

Pre-festival activities include; a 3-day writing workshop which seeks to empower participants with the skills and know-how that would enable them take their craft to the next level which include improved writing quality, networking, publishing, earning among others. The workshop will hold virtually for selected participants.
ALitFest21 pre-festival activities also include a book drive whereby donated books would be taken and distributed to families at an Internally Displaced Persons (IDPs) Camp in Abuja. Books are being received at RovingHeights Bookstore, CVS Plaza, 145 Adetokunbo Ademola Cres, Wuse 2, Abuja.

The ALITFEST is an annual celebration of the arts and literature from across the country and continent, since its inception the festival has explored insightful themes; In 2018 “Nigeria to the World”, 2019 “Arts and Social Consciousness” and 2020,” The Art of Empathy”.

It has also seen speakers and panellists that transcends the Nigeria Literary and cultural space which include: Helon Habila, Edwige Dro, Sawad Hussain, Dike Chukwumerije, Kola Tubosun, Tsitsi Dangaremgba, Toni Kan, Dapo Olorunyomi, Chika Oduah, Segun Adeniyi, Ayodele Olofintuade, Chuma Nwokolo, Chris Ngwodo, Abdulkareem Baba Aminu, Editi Effiong, T. MUCH ADO ABOUT THE COVEN IN KANO

-Blank NEWS Online (NIGERIA) –By Austen AKHAGBEME:

JUST like the three witches in William Shakespeare’s classic play, Macbeth, Nigeria politicians from all geopolitical zones, came in thunder, lightning and in the rain; invited and uninvited, fair or foul, just to meet with “Macbeth”.

That wedding ceremony of the President’s son has become a deeper metaphor of the collective political idiosyncrasies, shenanigans and willful simulation of our present drivers.

The controversial Islamic Cleric, Sheikh Gumi ,called it a gathering of “Bandits”. In his sermon at the Sultan Bello Mosque in Kaduna on Friday, the cleric berated the visiting politicians (with their array of private jets parked in some distance away) for gross insensitivity to the plight of the poor whose condition is daily aggravated by their wanton profligacy and selfishness.

There are those who came just to answer the roll call. While some came to show their solidarity to the Father of the day, others came to hide their lack of it as deliberate abstinence will pits them against the powers that be.

Such is the game and the shame of politics of personality that we play in our clime. It is a shame that amidst the poverty and deprivation that walks on all fours in the streets of Brigade quarters, Dakata, kawaji, Kwofa mazugal and other poverty-stricken settlements within Kano metropolis, these leaders still find it comfortable to brandish wealth in the face of lack and want.

With the brazen insecurity in the North and the many school children and adults in captivity in the hands of bandits and kidnappers in the heart of our forests, one would morally expect that such a loud social event should have been put on hold or stripped of the unnecessary overwhelming noise that heralds it.

While some have spoken extensively to eulogize the event as one that showcases the inextricable oneness of us all and the much desired pax Nigeriana, other saw it as a self simulated popularity test for those whose hands and eyes are already on the pie for 2023 and beyond.

No matter how one looks at it, that Kano coven has revealed the preferences, past time, insensitivity and the profligacy of our ruling elites and their unquenchable appetite for the perks and grandeur of office, than the plight of the ordinary citizen they often claim to represent all the time.

Borno Emirate Council Clarifies Shehu’s Position On Reabsorption Of Boko Haram Into Society

-Blank NEWS Online (NIGERIA) –From Mike SOGBOLO:

THE Borno Emirate Council has clarified the position of it’s Shehu, Alhaji Garbai El-Kanemi on the reabsorption of repentant Boko Haram into the society.

The people of the emirate have lost several thousands of souls among them traditional chiefs to the insurgency which has ravaged large part of the North East for over a decade.

But the surrender of many of the insurgents in recent days have brought new twist to the crisis with many of the people of the area having divided views on what treatment should be melted on the so called repentant Boko Haram members.

Many are of the opinion that they cannot be trusted and should be made to face the full wrath of the law for their actions, with few others pleading that they should be allowed back into the society in order to encourage the other insurgents still in the trenches to lay down their arms.

As this debate was still ongoing, the Shehu of Borno, Alhaji Garbai El-Kanemi was reported to have said there is no place for repentant insurgents in his emirate. He was said to have insisted that they should be made to face the punishment for their atrocities.

But a statement on Thursday by the Secretary of the Borno Emirate Council, Alhaji Zanna Laisu Kazalma reacting to the publication, said the paramount ruler never made such publicized comment.

He said: “The Borno Emirate Council wish to refer to recent social media report circulating with regards to the acceptance of repented Boko Haram members for their re- integration into the community in Borno State under the OPERATION SAFE CORRIDOR. It may be recalled that the Commander of the Operation was in the Shehu’s Palace where consultations were held with Council members and all District Heads in the Emirate in which varied comments and opinions were expressed on the fate of the repented Haramists.

“The Committee/ Commander gave each and every member the opportunity/room to respond on the subject. On the whole the meeting commended the Federal Government and the Nigerian Army for the good initiative towards restoration of peace in Borno State and the North East generally.

“However, after careful discussing/hearing from those present, His Royal Highness the Shehu of Borno Alhaji (Dr) Abubakar Ibn Umar Garbai El- Kanemi, CFR while moderating on the various comments and opinions, he advised that Government should appoint High Powered Committee of Elders, the Military, religious and political leaders, academicians and scholars etc. for wide consultations, enlightenment and publicity towards the acceptance of those who laid down their arms for peace to rein while restoring the confidence of those offended in the course of the insurgency.”
