N’ East Govs Direct Attorney Generals To Design Modalities To Improve Regional Security

Governors of the North East have directed Attorney Generals of the region to design modalities of improving security within the region.

This was part of the resolutions reached at the end of first North East Governors Consultative Meeting held in Gombe.

At the end of the meeting, a communique was issued and read by Gombe State Governor, Alhaji Muhammadu Inuwa Yahaya.

The communique said the effort is to address cross border criminal activities.

It explained that the move would improve collaborative understanding within security agencies.

The communique expressed it’s satisfaction with Federal Government effort to improve the living standards of people of the North East by establishing North East Development Commission.

The governors also agree to look into possibility of regional power generation and to examine the ownership of electricity distribution companies.

The governors have also agreed to examine the agricultural potentials of the region and to conduct baseline studies with a view to improve agricultural value chain to address food security in the region and the country at large.

The governors agreed to meet on quarterly basis and the next meeting will hold at Borno State on 15 April this year.

House of Reps: Elumelu Wants Fed University Of Technology In Asaba, As Bill Passes 2nd Reading, Referred To C’tee

The House of Representatives on Wednesday , 4th March, passed to second reading a bill seeking for the establishment of a Federal University of Technology in Asaba, Delta State.

The Bill sponsored by the Minority Leader of the House, Hon. Ndudi Elumelu, is to provide quality technical education amongst others, for teeming youths of the region and Nigeria in general.

The bill is titled, ” A bill for an Act to Provide for Establishment of Federal University of Technology, Asaba, Delta State for the Promotion and Development of Technical Education in Nigeria and to make Comprehensive Provisions for its Due Management and Administration; and for Other Related Matters”.

Hon. Ndudi Elumelu moved for the second reading of the Bill and was seconded by Rep. Kingsley Chinda at the plenary presided over by the Speaker, Rt. Hon. Femi Gbajabiamila.

Leading the debate Hon. Elumelu stated that the Bill, which composes of 29 clauses and divided into five (6) parts seeks to establish the Federal University of Technology Asaba, Delta State, which will be charged with the responsibility to implement training for the development of technologist in the country, measure, evaluate students and make comprehensive provisions for its management and administration amongst others.

According to him, the desire for the university is to provide more opportunities and create a level playing field for all Nigerians seeking to gain technical education in the region which is not only the bedrock of development but also in line with the recommendations of the United Nations Educational Scientific and cultural organization (UNESCO), which says that a minimum of 26 percent of a country’s annual budget and 6 percent of the Gross Domestic Product (GDP) should be invested in funding education.

In giving justification for the establishment of the University, Hon. Elumelu who represents Aniocha/Oshimili Federal Constituency of Delta State in the House of Representatives, said that “Asaba in Delta state is one of the few state capitals without a federal university despite its advancement, population and strategic location” adding that the need to address the technologically disadvantaged situation in the area has also necessitated the desire to propose the institution.

Elumelu, who described the bill as a straight forward legislation, urged members to support the establishment of the institution in Asaba, as the site of the College of Education (Technical) being proposed for its location already “has facilities that can meet the standard of a University, hence the need for the upgrade”.

He listed the facilities to include, School of Vocational Studies, Standard and Well Equipped Functional Library, Administrative blocks, Staff quarters, Lecture Theatres, Shuttle buses, Multipurpose hall, Health centre, Technical works building and Playing grounds amongst others and appealled for overwhelming support from members to vote the bill for second reading.

Members unanimously voted in favour of the Bill which was passed for second reading and subsequently referred to the House Committee on Tertiary Education for further legislative action.

LASSA FEVER: DESOPADEC MOVES TO AVERT SPREAD IN MANDATE AREAS

To compliment the efforts of the State government on measures to curb the spread of the dreaded Lassa fever virus in Nigeria, the Board of the Delta State Oil Producing Areas Development Commission, DESOPADEC, under the leadership of Evang. Michael Diden (Chairman) and Bashorun Askia Ogieh (MD/CEO), has mandated the Medical Health and Safety Unit of the Commission to embark on an enlightenment campaign in all mandate areas of the Commission, on the epidemiology and control of Lassa fever.

Briefing the staff at the Commission’s Headquarters in Warri recently, the Head of the Medical Health and Safety Unit, Dr. Michael Ekotogbo, who led the other staff of the Unit on the enlightenment campaign while informing all of a confirmed case of the virus in Warri said, “Lassa fever is an acute viral hemorrhagic fever, a member of the Arenaviridae family, which is an enveloped, single-stranded, bi-segmented RNA Virus that is zoonotic or airborne”.

He explained that the virus is spread by a “multimammate rat”, a rat with many breasts, but advised that since one would not easily distinguish it from other rats, all rats within our vicinity should be exterminated.

He listed the transmission modes to include direct contact with materials or eating food that has been contaminated by the urine or droppings from the infected rat; cuts or sores; airborne transmission; person-to-person body contact; through breast milk, etc.

The symptoms of Lassa fever which typically occur 1-3 Weeks after the patient comes in contact with the virus, according to Dr. Ekotogbo, include fever, headache, facial swelling, conjunctivitis, mucosa bleeding, nausea, blood in vomit, blood in stool, cough, chest pain amongst others.

Emphasizing that those living in rural areas where you have poor sanitation or crowded living conditions should be wary of the virus, he cautioned that amongst other measures, all persons suspected of Lassa fever infection should be admitted to isolation facilities and their body fluids and excreta properly disposed of; declare war on rodent population and avoid contact with them; put food away in rodent proof containers; keep the home generally clean and discourage the use of rodents as a food source.

In addition, Dr. Ekotogbo advised staff to imbibe the hand washing culture and the use of hand sanitizers while reducing as much as possible, hand shakes with people. He also advised staff to steer clear of any coughing or sneezing persons to avoid airborne transmission.

It is pertinent to state here that the Health minister, Dr. Osagie Ehanire had in a recent report stated that 27 States of the federation including Delta State already have reported cases of the virus with about 47 deaths recorded.

OUR SUPREME COURT: A KNOTTY CONVERSATION

The Fury, zest and the emotion with which Justice Amina Augie read out the decision of the Supreme Court on the application of the APC to the apex court to review itself on the judgment on Bayelsa, depicts a long seething desire to preserve the sanctity of the highest and holiest chambers of the land by these keepers of the Temple of Justice.

But the riveting and resonating question is : how do we juxtapose the fact above with the palpable and avoidable injury done to our nascent Democracy, seeing that the court readily threw away the popular votes of the majority of the Bayelsa People all in a bid to salvage what remains of an assumed public disdain for the apex court?

Those with this purview thinks that this amounts to sheer judicial tyranny which is detrimental to the tenets of representative governance. The mere fact that the court’s decision was final “in the true sense of finality” and nothing on earth can reverse it except by legislation, makes the apex court a Law unto itself. This obviously portends danger for Representative governance in our clime. This obviously means that the misrepresentation of facts, wrong computation and clerical errors associated with Elections et cetera, are offences only when the SC sees it to be so. This is truly worrisome and calls for a deep concern by every lover of Democracy and democratization.

Quite unlike Justice Amina Augie who dole out outrageous fines against three learned silks for daring to bring to the honorable court a watery case full of fury but no substance, Justice Kayode Aroowola who read Tuesday’s judgment on the Imo election, was less furious.

On Imo Election, the apex court posited that there is no law mandating the SC to review itself once a judgement is given. This is against the fact that the error of computation of results which gave the declared votes of the APC Candidate, Senator Hope Uzodinma, higher than that of the entire registered voters in the state, is glaring and staring at them in the face. Again, Democracy suffers and was crucified at the alter of a face saving judicial ego, expediency and the “preservation” of the sanctity of the apex court.

There are those who are of the opinion that the best way the apex court can redeem itself against the backdrop of the recent controversially land marked judgments, is the refusal to rescind her decision by reviewing itself at the whimsical excuses of desperate politicians. This could have caused a chaos, as some parties were already asking for a review of previously heard and forgotten judgements of the past.

One of the characteristics of the justice system we inherited from our colonial masters is that, there must be an end to all litigation no matter whose side the pendulum swings.

But Nigerian politicians are an interesting lot. The attempt to dare the apex court to review itself was one huge joke taken too far. Again, whether or not “the joke” was really taken too far against the backdrop of its detrimental and damaging effects of the SC decisions on our nascent democracy, is a matter of conjecture.

Boko Haram That Attacked Garkida Will Never Lift Their Arms Again, Says CAS

The Chief of Air Staff, Air Marshal Sadique Abubakar on Sunday said those insurgents that came to attack Garkida will never be around to lift their arms against the nation again.

Abubakar said the tracked into the enclave and neutralized by the Nigerian Air Force.

He revealed that should have been engaged during the attack on Garkida, the AirForce would have killed more civilians than Boko Haram.

It would be recalled that the Air Force had come under public criticism for just hovering over Garkida during the attack on the town, which left some civilians killed, without firing at the insurgents.

Speaking in Maiduguri on Sunday while commissioning a newly built hangar, the Chief of Air Staff, said should the AirForce had taken on the insurgents during the attack on Garkida, Adamawa State many civilians would have been lost.

He said the right decision was taken to avert a disaster as the AirForce would have killed more civilians than Boko Haram if the insurgents had been taken on.

He said: “We should pray for the souls of those that are departed. It was very unfortunate, we must remember that war is tragic in itself. There are tragic events you cannot rule out completely.

“AirForce was there quite right, but the pilots that were there used their rules of engagement to determine that dropping bomb over Garkida would have killed more innocent people than Boko Haram that went to attack Garkida.”

He added that: “After all we can trace where these people came out from, which was exactly what was done. In the night the ISL platform was on top and we were able to see where they recovered to and early in the morning an attack was carried out on them and they were neutralized; they would never be around to carry out an attack again.”

He said: “I think that makes more sense rather than just you have an aircraft overheard and you are not sure who and where is Boko Haram, are you going to drop bombs on children, women and civilians.

“No we do not do that, we have rules of engagement. Where it is convenient to drop bombs, we drop bombs, where we think it makes more sense to hold on and get the real criminals whom we are out to deal with and get them to where we can get them without hurting others we do that and that was what the pilots did and it was an excellent decision.”

The CAS while in Maiduguri also meant with the officers in a close door meeting to further plan on how to make a success of the current air expeditions on the insurgents in the North East.

Nigerian Army Releases 25 “Repentant” Boko Haram Terrorists Brought From Niger Republic

The Nigerian Army on Wednesday handed over to Borno State Government 25 members of the terrorist group, Boko Haram, who allegedly denounced the organisation and surrendered to constituted authorities.

The Army gave them to the Borno State Government, the birthplace of Boko Haram in order for their rehabilitation and reintegration into the society.

The Coordinator, Operation Safe Corridor, Maj. Gen. Bamidele Shafa, who brought the alleged repentant insurgents from the neighbouring Republic of Niger, handed them over at the Bulunkutu Rehabilitation Center, Maiduguri.

Shafa disclosed that the 25 comprises of men, women and children who laid down their arms and surrendered to the Nigerien government.

He however declined to speak on the details of the arrangement with the Nigerien government but declared that all the 25 are Nigerians.

Speaking after taking delivery of the repentant Boko Haram members, the Borno State Commissioner of Women Affairs, Haija Zuwaira Gambo said the government would reunite them with their families.

She promised that the state government is ready to give them required skills and basic education that would make them useful to the society.

She said: “In Bulumkutu Rehabilitation Center, we will provide them with physical and social supports, we will feed them, give them clothes and gives them some basic of education.

“They were brought from Niger Republic and ours is to reunite them with their loved ones, I think it is right time we send a correct message out there, anyone can be a victim.

“There are different kind of people the military has brought, some are suspects arrested in the wrong place and at the wrong time, some also have been cleared by security agencies of any wrongdoing, so I will like to say that not everyone brought here by the military are ex-insurgents.”

A Corporal of the Nigerian Army serving at the Theatre Command Operation LAFIYA DOLE, went berserk in the early hours of Wednesday, 26 February 2020 and opened fire killing four of his colleagues before shooting himself.

A Press Release made available to Blank NEWS Online by the Acting Director Army Public Relations, Colonel Sagir Musa on Wednesday, February 26, 2020 has revealed.

It reads:
“A Corporal of the Nigerian Army serving at the Theatre Command Operation LAFIYA DOLE, Army Super Camp 15, located at Malam Fatori went berserk in early hours of 26 February 2020 and opened fire killing four of his colleagues before shooting himself.

“Two of his colleagues were also injured during the incident and are currently in stable condition in our hospital in Maiduguri.

“Efforts are ongoing to contact the families of our gallant colleagues who paid the supreme price in the line of duty. May their gentle souls Rest In Peace.

“Meanwhile, investigation into the case has since been instituted to determine the circumstances that led to the unfortunate incident.” The statement said.

Banjul Int’l Airport: Saudi Fund for Dev Loan to The Gambia Hits Annual 400,000 Passengers Capacity Hike

The Saudi Fund for Development (SFD) recently signed an agreement with the Republic of The Gambia to provide a loan to finance the second phase of a development project at the capital’s Banjul International Airport. The improved facilities will see jobs increase to over 1000. The number of passengers will increase by 43%, reaching 400,000 per year.

The increase in capacity will allow five different airlines to be handled every three hours. The result of the expansion means Banjul is set to become a regional air transport hub. The modernization and upgrading are expected to contribute to the overall growth of The Gambia’s national GDP, impacting the lives of The Gambia’s 2 million population either directly or indirectly.

The SFD’s loan agreement is part of its ongoing effort to enhance economic stability and prosperity in The Gambia. The SFD has previously provided loans totaling USD 169 million for 12 projects including transport, education, water and economic development and 5 grants worth USD 43.5 million towards projects in the water and energy sectors.

The signing was attended by The Gambia’s President Mr. Adama Barrow, The Gambian Minister of Finance and Economic Affairs, Mr Mambury Njie and the Minister of Transport, Mr Bai Lamin Ousman Jobe. They were joined by H.E. Eng. Yousef Al-Bassam, SFD Adviser, SFD Director of the Legal, Abdulmohsen Almutlaq and SFD Director of Public Relations, Faisal Alkhushaiban.

SFD H.E. Eng. Yousef Al-Bassam said, “The Kingdom of Saudi Arabia represented by the Saudi Fund for Development is pleased to be able to offer assistance to help develop the economy in The Republic of The Gambia. An airport meeting international standards is vital for the growth of trade, tourism, investments, air transport, logistics and maintaining worldwide links and SDG’s by UN.

The SFD is one of the largest development and sustainable assistance providers. Since 1975 the SFD has played a vital role by providing loans and financial assistance to more than 1,000 projects in developing nations. Delta Govt Flags-Off 2019/2020 YAGEP Cycle With Orientation Workshop

Trainees of the Delta State Government’s Youth Agricultural and Entrepreneurs Programme (YAGEP) of the 2019/2020 Programme Cycle have been charged to take the training seriously in order to build themselves into entrepreneurs capable of sustaining their enterprises.

The Chief Job and Wealth Creation Officer, Prof Eric Eboh, gave the charge during a one-day Orientation Workshop organised for the 2019/2020 YAGEP trainees to flag-off their enrolment into the programme.

At the event held in Asaba, Prof Eric Eboh, congratulated the trainees for their success at the various stages of screening exercise before their successful enrolment into the programme.

He said the orientation workshop was packaged to enlighten them about the process, rules and guidelines of the 2019/2020 Cycle of YAGEP and to prepare them for a successful take-off as well as to ensure that they meet the condition for a successful participation in the programme.

Delivering his lecture tagged, “Presentation of 2019/2020 YAGEP Process and Guidelines,” he pointed out that the state government’s philosophy of initiating the Job Creation Scheme was to create a lasting legacy of a new generation of youth entrepreneurs who are well motivated, inspired, skilled and adequately enabled to become self-employed and business owners.

He said over 4,200 youths have benefited from STEP/YAGEP in the past 4 years with an additional 850 youths for the 2019/2020 Cycle, emphasizing that the 2019/2020 Cycle has more of Brown YAGEP than the Green YAGEP.

While stating that all beneficiaries of Brown YAGEP must have an active and verified agricultural enterprise which is put in suitable condition and is ready to take support, he explained that Green YAGEP beneficiaries must have verified suitable land space with unhindered access and secured tenure and verified source of regular water supply.

He pointed out that provision of YAGEP support packs will be done in stages as progression from one stage to the next stage is prerequisite to the release of support items in subsequent stage.

The various commodity enterprises for Brown YAGEP include Fish Production, Piggery, Poultry, and Crop Production such as Plantain, Cassava, Maize, Rice and Vegetable, while those for Green YAGEP are Poultry and Fish Production.

On his part, the Hon. Commissioner for Youth Development, Comrade Michael Egwunyenga tasked to develop the right mind-set of seeing the opportunity as a privilege to succeed in their chosen enterprise.

He pointed out that the level of success they achieve in their enterprise would depend on them and the attitude with which they handle it.

On his part, the Executive Assistant to the Governor on Youth Monitoring and Mentoring (DYMM), Mr Eddy Mekwuye, in his lecture, “The Role and Activities of Directorate of Youth Monitoring and Mentoring in Relation to YAGEP Trainees,” said the mandate of DYMM was to sustain the success recorded in the programme over the years.

He urged them to do the right thing at all times to ensure that the programme yields the desired results.

Responding separately, Monday Okpoho (Isoko North) in Poultry and Nnenna Okpaleke (Oshimili North) in Fish Production expressed their gratitude to the state government for the opportunity granted them to be part of the YAGEP programme, pledging to use the knowledge and support package to grow their businesses into enviable heights.

The highpoint of the event was the training tagged, “Farm records and Book-Keeping” delivered by the Resource Person, Mr Francis Aniye.

As a journalist, I have had cause to review a number of books. And I must confess, reviewing this particular book was not a task but an admirable pleasure.

Maybe because I have an unbreakable bond with fiction.

Below is my most recent review of what you would agree is an amazing piece.

TONY NWAKA’S ‘SHADOWS AND NOTHINGS’: A 21ST CENTURY CLASSIC ROMANCE YOU WOULDN’T WANT TO MISS!

SUMMARY
Tony Nwaka’s “Shadows and Nothings” is an intriguing prose that tells the story of two love birds who found themselves in an unpleasant twist of fate. Throughout the story until its end, they are torn between the options of drifting through the easy route by going their separate ways or having to fight the unseen but strong forces that threaten to tear them apart.

Julius is one not given to attending wedding ceremonies or parties of any sort because he saw the ceremonies as being overly cosmetic and somewhat boring. But obligation falls on him, when the younger sister to his best friend, Edolor was to wed. According to him, this was different.

And so having successfully dodged the church service, Julius excitedly finds his way to the reception venue at Lekki Phase 1. In the midst of the swimming crowd, his eyes notice a chocolate-skinned lady on long braids.

For the rest of the ceremony, Julius was not himself, as he lost both interest in the ceremony and appetite for his favourite meal of yam porridge, not until he finds an avenue to talk to the lady, whose beauty had stolen his heart at first sight.

She later introduces herself as simply Lauretta. He was quick enough to fish out his business card and hand over to her but the new golden fish was not as enthusiastic to hand him her phone number. She however promised to call him and within a flash of seconds, Lauretta was lost in the crowd.

The days that followed were as torturous as could be for Julius. He waited in anxious anticipation for Lauretta’s call which seemed not to come.

In desperation, he reaches out to his friend, Edobor, who rather than offer the needed assistance, reminds him of his ex, Evelyn who was more than willing to return.

Lauretta finally calls Julius after what seemed like eternity and they were able to go on a date. From the outset, Lauretta remained very vague about her background and who she really was.

Her weird conservative nature scared Julius but it seemed the more curious he was about this strange lady, the more drawn he was to her.

When things eventually begin to click between them, unsuspected forces set in. Julius’ ex-girlfriend, Evelyn having suffered a broken marriage, along with her mother, fights to get back into his life, holding on to the love they had both shared.

He also discovers that his new crush, Lauretha is the only child of the wealthy politician and one-time governor, Chief Alaba who happens to be a dreaded figure in the country. 

Stories had gone round of how mean he could be and how he used his position to trample on the lives of people. Making the rounds was also the suspicion that himself and his family may be under some diabolical spell as a form of punishment for his wrongdoings.

Like they say, evil news has its way of travelling fast. Before long, Julius’ boss gets a wind of his affair with Lauretta and tactfully warns him to tread carefully. According to Mr. Adebayo, rather than gambling into such a sensitive area as marriage with Lauretta, he should pick a girl from any of the families he already knows very well.

Julius later disappointedly gets to know that his boss, Mr. Adebayo was having an affair with Ameze, Edobor’s younger sister: the same girl he was pushing him to marry. 

In the midst of the pressure from his boss and friend, Julius also had to deal with the attempts being made by Evelyn to have him back by all means. She had tactfully lured him to a hotel where they both ended up in bed, thus complicating his situation. 

While Julius privately battled with the forces that were trying to pull him from the love of his life, Lauretta also had her fair share of controversies.

She held on to the scariest secret of her life that had not ceased haunting her. She doubtless was in love with Julius but how could she explain to him that she had lost three previous relationships in the most mysterious way?

She fought the nightmare of explaining to Julius the fact that after her return from London, she had a love affair with Daniel, which was moving smoothly until they had sex. A week after the intimate affair, he mysteriously lost his job and that ended the relationship.

In case he chose to pass it off as mere coincidence, how would she bring herself to explain what transpired between herself and Clifford whom she dated a year later? As was expected, things were moving hitch free until he took her to bed. Exactly a week after that, he lost his mother in a ghastly motor accident, also bringing to a halt, the relationship.

She remained single for a long time and decided to try her luck with Shola, having waited for two years. Trying to play safe, she avoided sleeping with him until a year later. Seven days after they made out, he lost a multi-billion-naira road construction contract for which he had fulfilled all terms of the contract. 

The thought of baring her mind of the worrisome experiences plagued her heart.
Fate however has always found a way of organizing circumstances. 

Julius falls seriously ill and is bedridden at home. He reaches out to Lauretta to inform her of his sudden ailment and she promised to come over as soon as possible.

Julius, anxiously waiting for her arrival, gets a shocker as Evelyn walks into his bedroom unannounced. After a futile attempt to dismiss her, Lauretta walks in to meet the nurse attending to Julius.

The trio exchanged glances and Lauretta did not understand what was at play until Evelyn greeted her with a fixated gaze that spoke volumes.

After she left, Lauretta asked Julius about her identity and he explained it as a long story. It was not until her second visit that he told her the story behind the scene, which also served as a golden opportunity to bare her heart.

In tears, she recounted her ordeal, fearing he might decide to call off the relationship. At the end of her story, nibbling at her ear, Julius whispered, “My love, what matters is your ability to rise above these sad experiences and move on courageously with life. And you can trust that I’ll always be by your side to provide that comfort, care and companionship”. 

His empathy brought fresh light upon her soul and she needed no further proof that he truly loved her.

Between that night and the next morning, they made love twice in his room and the countdown began for Lauretta. Days passed without much event except her mother’s constant dreams that spelt doom.

The seven days imagined ultimatum had barely passed when Evelyn stormed Lauretta’s supermarket to inform her that she was going to have a baby for Julius in eight months.

Lauretta thanked her for the information and fuming with anger, immediately tried putting a call across to Julius who failed to pick up. She had angrily driven across a few poles when he called back.

She shot it at him: “Julius, you’ve been sleeping with Evelyn!”

Before he could explain himself, he met with silence at her end, as she collided with a truck. All efforts to reach back to her proved abortive.

Tony Nwaka’s choice of ending can only be described as intriguing and one needs to read it for either a heartwarming climatic resolution or an unquenchable yearning for more.

REVIEW
‘Shadows and Nothings is an intense love story whose presentations resonate with virtually every reader’s experience.

To me, different from a handful of other love stories, Nwaka’s prose can be described as realistic. The protagonists, Julius Bassey and Lauretta Alaba were not separated from the harsh realities of life that usually surrounds love relationships.

The author was successful at deriding my 

expectations from the outset. Many would often believe that love at first sight was usually a cramp of infatuation which does not last, especially if the object of attraction lies in physical appearance.

Surprise however sets in when a relationship that started off as mere flirt turns out to be solid enough for the partners to believe in and display their ability to withstand raging storms.

Effectively employing the power of description, the author was successful at mirroring the exact 21st century Nigerian society especially with regards to the craze for impression and visible show-off. 

This was well painted in the pages describing the wedding reception of Edobor’s sister. From the flurry multi-coloured rays that had its source in the revolving stage lights that flashed across the hall, to the silk materials used for the décor down to the menu used to entertain the guest, everything spoke of class.

In this classic fictional piece, the author was able to, in an engaging manner bring the reader to terms with present realities of the African nation from where he wrote. 

From x-raying the decadence that had come to beguile the nation, the book at the same time subtly and happily too, projects possible hope for a saner democratic system where the electorates can decipher between a sycophant and a true leader, thereby making informed electoral choices.

‘Shadows and Nothings’ was also successful at bringing to limelight, the often larger-than-life expectations relatives place on those in positions of authority and how they possess a sense of entitlement to public placements based on nothing other than shared bloodline.

The author uses the character of Daddy, Edobor’s father to send home some balance, with his view bothering on the fact that those in high profile positions deserve more sympathy and prayers than the very popular unfounded criticisms.

The story is told in seamless transition using clear and flawless expressions. As a writer myself, it often proves a difficult read going through a book laden with grammatical or what authors would easily spell off as typographical errors.

Quite commendable is the fact that in the entire261 a paged book, not a single grammatical error was detected; this speaks volume in describing the writing trajectory of the author.

Quite lucid were the connecting sentences and words. Nevertheless at very wide ranged intervals, the reader would have to consult a handy dictionary for added meaning. Again this also is an added advantage; after all what’s a good book if you can’t pick a few new vocabularies?

A critical look at the title, one naturally begins to wonder why the choice of ‘Shadows and Nothings’. But sifting through the pages, one cannot help but agree with the author.

There appear to be a lot of things and pursuits that we risk our lives to achieve and at the end of the day, we discover they were only shadows. It becomes rather a painful discovery when we realize that the essential object of our pursuit had been with us all along.

Evelyn would be in a more realistic position to explain this, especially when one reads her surrender-to-fate letter addressed to Julius.
Chief Alaba also had his share of shadow chasing when one considers the route of his political career and how he ended up having to live a ‘normal’ life after he lost the governorship election.

On a flip side however, Julius and Lauretta would tell you of a more intriguing side to ‘Shadows and Nothings’. The latter had for years lived in regrettable apprehension.

She was being haunted by the failed experiences of her past relationships. She feared the very worst as she delicately made way for Julius in her heart. Though a long road to discovery, she is meant to eventually find out that her fears could not have been better described than as ‘Shadows and Nothings’

Ever came across Francine Rivers’ ‘Redeeming Love’? Well, both books may have had very different plots but definitely have a shared central message: The redemptive power of love or what some may choose to describe as the triumph of love.

Yet to find a book cover that successfully combines creativity, aesthetics and story resonation as much as Nwaka’s ‘Shadows and Nothings’. 

Beyond the black writings on brown pages that keep you smiling mischievously to yourself, the hardcover also proves to be an admirable addition to your reading shelf.

NERC ABOLISHES ESTIMATED BILLING BY DISCOS, MANDATES METERING APRIL 30

The Nigerian Electricity Regulatory Commission (NERC) has directed the 11 electricity distribution companies (Discos) to stop further collection of electricity bill under the estimated billing system.

The suspension order signed by NERC’s Chairman, Mr. James Momoh and Commissioner, Legal, Licensing and Compliance, Mr. Dafe Akpeneye, takes effect from February 20, and has been circulated to all Discos concerned.

The copy of the directive order sighted by Daily Sun titled ‘‘Order on the Capping of Estimated Bills in the Nigerian Electricity Supply Industry (NESI), repeals the methodology for estimated billion regulations 2012 and shall cease to have effect on the issuance of a new order on the same subject matter by NERC.

NERC directed further that based on the above, the estimated billing methodology is hereby repealed and shall cease to have effect as a basis for computing the consumption of unmetered customers in NESI.

‘‘Discos shall ensure that all customers on tariff class A1 in their franchise areas are properly identified and metered by 30 April 2020. While all unmetered RS and C1 customers shall not be invoiced for the consumption of energy beyond the cap stipulated in schedule 1 of this order.

All R1 customers, who by definition consume no more than 50 kilo watt hour(kWhr) of energy per month, shall continue to be billed at N4 kWhr and a maximum of N200 per month unless otherwise amended by an order of the commission.

The NERC order instructed further that the energy cap prescribed by the commission shall only apply to R2 and C1 customers, adding that all other customers on higher tariff classes must be metered by Discos no later than April 30, 2020, failing which these customers are not liable to pay any estimated bill issues by Discos

Any customer on such higher tariff classes not metered beyond April 30, 2020 shall remain connected to supply without further payment to the Disco, until a meter is installed on the premises under the framework of Meter Asset Provider (MAP) regulations or any other financing arrangement approved by the commission.

Customers whose current estimated bills are lower than the prescribed energy cap shall remain so without any upward adjustment until a meter is installed by the Disco under the MAP regulation or any other initiative approved by the commission.

However, it warned that any customer that rejects the installation of a meter on their premises by a Disco shall not be entitled to supply and must be disconnected by the Disco, and shall only be reconnected to the network with the installation of a meter.

Meanwhile, ahead of the April target for the likely introduction of new electricity tariffs, NERC said it will, begin a nationwide consultations with stakeholders.

According to a notice by Momoh, the consultations will hold from February 25 to March 11 in 12 locations nationwide.

He said the NERC has received Extraordinary Tariff Review Applications from the eleven (11) Electricity Distribution Companies (DisCos) and the Transmission Company of Nigeria Plc (TCN).

He said the consultations will hold as follows: Eko Electricity DISCO (February 25); Kaduna (February 25); Abuja (February 26); Ikeja (February 26); and Ibadan, (February 28).

OPERATION RATTLE SNAKE 3: NAF DESTROYS BOKO HARAM STRUCTURES, LOGISTICS FACILITIES AT GARIN MALOMA, PARISU IN BORNO

  The Nigerian Air Force (NAF), through the Air Task Force (ATF) of Operation LAFIYA DOLE, has destroyed some Boko Haram Terrorist (BHT) structures and logistics facilities at Garin Maloma and Parisu in the Sambisa Forest general area of Borno State. The air strikes were executed on 23 and 24 February 2020 as part of the ongoing Operation RATTLE SNAKE 3 based on credible intelligence reports indicating that elements of the BHTs that carried out the attack on Garkida in Adamawa State originated from camps within the Sambisa Forest.

Consequently, the ATF dispatched its attack aircraft to engage both locations, destroying several structures housing the terrorists as well as some of their logistics stores, which were seen engulfed in flames.

The NAF, operating in concert with surface forces, will sustain its air campaign to shape the battlespace in the Northeast for the effective conduct of further ground and air operations.

CHAIRMAN SOUTH EAST GOVS’ FORUM COMMENDS NIG ARMY, **SOLICITS FOR ARMY UNIT IN SOUTHERN EBONYI

The Governor of Ebonyi State and Chairman South East Governors’ Forum Chief David Umahi, has acknowledged the contributions of the Nigerian Army in the settlement of land border disputes and bloody communal conflicts in several parts of Ebonyi, Enugu, Benue, Cross River and Benue States in recent times.

Mr Umahi, gave the commendation at the Army Headquarters on Monday, during a visit to the Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai.

While emphasizing the need for community policing, Gov Umahi also said “Governors of the South East (SE) have resolved to convene a security council meeting in their respective states to decide the number of road blocks and places they will be mounted by the Army, Police and other security agencies.

He thanked the Nigerian Army for maintaining neutrality and impartiality before and during the last general elections in Ebonyi and other states of the SE.

He further stated that “as the chairman of the Governors’ forum, I have been mandated to convey the gratitude of the SE Governors to you and the Army personnel especially those operating in the SE zone.

The Governor, appealed to the COAS to give approval for the establishment of Army formations/ units in the southern part of the state in order to stem the wave of insecurity disturbing the peace and stability of the communities in the area.

He further disclosed that temporary facilities are available for the take-off of the Barracks if approval is given for the establishment, assuring that the State Government will provide necessary infrastructure for the units or formations when established by the Army Chief.

Responding, Lt Gen TY Buratai,
lauded the developmental strides of the Governor, which he said has transformed Ebonyi and also engendered peace and mutual cohesion in the State.

He assured him of the resolve and determination of the Nigerian Army to ensure peace and security in Ebonyi State and all the South Eastern States.

He expressed gratitude to the Governor for rehabilitating/reconstructing road network and other intervention measures in infrastructural projects at Nkwagwu Military Cantonment in Abakaliki.

The COAS pledged the Nigerian Army’s support to the Governor and the good people of Ebonyi State, saying his officers and men will continue to be responsive, impartial and professional in the discharge of their constitutional roles in the region and indeed in all other parts of the country.

General Buratai used the opportunity to thank the Governor and the Senate of Ebonyi State university for naming Centre for Contemporary Security Studies and Research after his name, now known as General Tukur Buratai Centre for Contemporary Security Studies and Research.

The women of Uzere kingdom, Isoko South local government area of Delta State, have protested peacefully to the local government council over renewed kingship tussle by supporters of the traditional rulers of Uzere kingdom as 15 persons sustained various degrees of injuries in the area.

The protesters, who were wailing and calling for immediate rescue,.marched through the council headquarters gate in Oleh, displaying various placards with inscriptions as “Your Excellency Come To Our Aid”, “Peace Has Eluded Uzere Kingdom” and “Nigerian Army Aiding the Freedom Fighters in Uzere with vehicles number 001 and 002.”

Speaking to newsmen, Chief Mrs. Ewenede Josephine said, the community has been thrown into crisis as supporters of the traditional rulers clashed with machetes and guns resulting to hostility, with many injured and others taking refuge in other nearby communities.

She alleged that a group known as Freedom Fighters within the community has been terrorizing residents of the area, using Army vehicles sent to maintain peace and later disembarked into hiding.

Chief Mrs. Ewenede noted that, some of the victims with machetes and gun injuries are receiving treatments at undisclosed location in the local government area, adding that tension has gripped residents as many leave in palpable fear of the unknown.

She said, “Two kings cannot reign in one community, which is why we are calling on the government to come and restore peace into the community”. Chief Mrs. Ewenede asked the state government to prevail on whoever is fueling the crisis to allow peace reign in Uzere kingdom.

While responding to the women, Sir Itiako Ikpokpo, Chairman Isoko South local government area, urged the women to maintain peace, assuring that the state government is on top of the situation.

The local government boss and ALGON chairman Delta State maintained that, stakeholder’s emergency meeting between leaders of the two factions in the community to resolve the crisis would hold at Uzere Civic Center on Tuesday 25th of February 2020.

He asked the women to return home even as the situation is under control.

INTERVIEW: We’ll Clean Up Delta And Turn Waste To Wealth Through Foreign Investments –Emmanuel Bazim Chinye

No doubt, the Board has made remarkable breakthroughs in its duties since the inauguration by the Governor of Delta State, His Excellency, Senator Dr. Ifeanyi Okowa.

In this succinct Interview, HON. EMMANUEL BAZIM CHINYE, bares his mind with great enthusiasm and passion for his job, to turning waste to wealth, ensuring clean, decent and healthy environment for residents across the state as well as monitoring the effectiveness of the Private Sector Participants (PSP).

Editor-In-Chief of Blank NEWS Online, Albert OGRAKA, had a chat with this young, brilliant and bold bred, a former member of the Delta State Executive Council who hails from Onicha-Olona in Aniocha North Local Government Area. He is an icon of sort. Well spoken with a strong zeal to service delivery.

We’ve heard and seen a lot about your activities. How have you been handling this task and what are your challenges?

It has been a huge task. This Board was inaugurated on September 24, 2019. The Board decided to take the bull by the horn and swung into action immediately after our inauguration. We, first of all concentrated more in Asaba being the state capital and focus of any visitor to Delta.
By the grace of God we know we have done pretty well in Asaba and now we are moving to other zones because our assignment is to cover the six major cities in Delta State, namely Asaba, Ughelli, Warri, Sapele, Uvwie and Agbor which we have gone into and working as well in these areas to duplicate what we have done in Asaba in the other cities.

How do you operate with the field officers in the various zones?

Yes! Three weeks ago, we were in Warri and environs for a week and we had to do verification because the major thing is collecting the refuse from the major customers to the dump site. We have gone there to do verification of the PSPs to make sure that they have good vehicles, because most of their vehicles are very bad and we have been able to put most of them in order, discussed with them and tried to encourage them through sensitization because it is only when the people pay that they would be able to maintain their vehicles. Also if the people refuse to pay, you will see that they will be having difficulty in maintaining their vehicles and refuse will litter the whole streets of Delta State.
What we have done is, first to do sensitization, talk to the people, encourage them on why they must be registered with the operators and tell them the penalty if they are not registered and so far so good 75 percent of residents in Asaba have registered with PSP, unlike what we met on ground, where less than 20 percent were registered before now. So we are taking the same measure in those other cities.
We are looking at before the of this year 2020 other cities must have also carried this culture of keeping their environment clean,, then we will now move into other local government areas because the Board covers the whole state and not just some pàrt of the state.

Would you say the PSPs are complying with the rules of engagement?

The Private Sector Participants (PSP) operators before now, virtually all of them had no vehicles and were not very effective but today, I will tell you that majority of them have two vehicles because people have started registering with them and started paying, so they have money to maintain their vehicles and even buy alternative ones. But the truth is that if you are registered with PSP, you won’t have reasons to go and throw your waste outside because you are paying for their services. So how will you now take pain again to go and pay an “Aboki” truck pusher or to put waste in your vehicle to go and throw on the streets when you know that you have the services of the PSP. They will come to your house and carry these things.
Before now that has been the problem but now that virtually everyone here in Asaba have been registered with PSP, you see that we have less refuse. If you move round Asaba before now in the early morning, when you go through the median, you will see refuse everywhere but now you just see some chunk of it.
And we have been able to get PSPs that are maintaining the major roads for us, like from the Airport to the Onitsha Head Bridge, we have PSP that run it to and fro on daily basis, so any waste along the road, he picks it, put inside the truck and take it away. And we also have on the roads within Asaba.

What about the dump sites? Do you have enough?

Yes. For now we have an existing four Government approved dump sites in Delta State. We have one at Ibusa, serving the capital territory, we have one in Ughelli that we have cultivated. When we came on board, there was none in Ughelli. We were using a private dump site but government has one that has not been cultivated. One thing is to buy the dump site, secondly is to cultivate it and make it habitable to receive dump, which we have done. We have even gone as far as fencing it and they are using it now.
We have also played palliative measure in . Agbarho site. Warri and Uvwie use Agbarho dump site. So we have done the route. It’s accessible now and we are using it. Agbor has an existing dump site. What we normally do is push it to make sure it’s ready to receive dumps. Sapele is the only place we have an issue because we have not been able to secure a government approved dump site. We are seriously working on that. We are using a private dump site presently and we hope that the next couple of weeks, we will be able to get a government approved dump site.

What about the waste recycling plant? Is it the Waste Management Board that is in charge?

The recycling plant is run by the Ministry of Environment but it’s not functioning as such. We are also trying to reach out to some foreign firms sooner than later to come and invest in it because there is huge money in this business. Most of these waste that we take to dump site and just push it and leave it there, we can also convert them to money. We are also talking to some foreign firms to see how we can turn these waste to wealth.

How do you collaborate with other agencies of government to achieve desirable results?

So far so good, I will tell you that we have a good working relationship. Like in Asaba, we work with the Asaba Capital Territory Development Agency, we work with the local government council and with the Ministry of Environment. We have a Joint Task Force. We started with the Joint Task Force in October and came together as a team for sometime before we went on with our separate duties. We did the same thing with the Warri/Uvwie and Environs Special Area Development Agency, the Ministry of Environment and the councils respectively.

How does the Delta State Waste Management Board generate revenue for government?

The PSPs are in charge of revenue generation. Ours is to regulate them. The revenues they generate from you is for them. We don’t have a dime from this. Our duties as Board is to enforce it for them to make sure that people pay to them, so that they can be able to service all that they need to service. We generate revenue from major companies and not from individuals.
We generate revenue from management services, major companies and not from households. PSPs go to households.

How do you regulate the activities of the various PSP operators?

We have our own Monitoring team as supervisors that move around. If they see waste in a particular street and they get complain from residents that the PSP operators are not coming. The Supervisor will call the PSP, and tackle the problems.
Most times you will evacuate and in the night some people who are not registered will go and dump waste there and that is the problem we want to tackle. If we are able to get everybody registered, you will see that the rate of waste on the way, on the medians and roads will stop. So that is what we are doing and also thank God that His Excellency, Senator Dr. Ifeanyi Okowa has also established the state task force on environment. With that on board we will be able to monitor the activities.

How do you handle complaints about ineffective PSP from registered residents/customers?

We can change the PSP. If we get reports about a particular PSP once, thrice and severally, we will investigate it and know if the report is true because some will complain and when you ask them for the receipts for the payment, they will begin to give excuses. If you are not paying, how do you want them to service you?
But sometimes too, the PSP, because of the nature of their vehicles, they will not come and pick, so in that case, we will give you a warning, and after which we will remove you and send another PSP to that area.

We Need 100,000 More Soldiers To Win Against Boko Haram –Gov. Zulum

Borno State Governor, Prof. Babagana Zulum has said that the nation might need about 100,000 more soldiers to win the war against Boko Haram.

He advised that at least 50,000 people from Borno should be engaged by the military with or without western education to prosecute the ongoing war on terror.

The governor said you cannot fight this war without manpower, technology and proper funding, while paying host on Wednesday to the House of Representatives’ Committee on Defence led by it’s chairman, Hon. Babajimi Benson.

Zulum, who said he will always admit the fact that the Buhari administration did so much to degrading Boko Haram when he came to power in 2015, argued that the situation has already degenerated and the insurgency has continued to attack the state.

He said: “I have always admitted that the federal government has done well under the watch of President Muhammadu Buhari. At a time about 20 local government areas were displaced but after May 29, 2015 almost all the roads were opened and the local government retrieved.

“But notwithstanding the gains that we had, between March 2019 till date we have experience horrific and simultaneous attacks throughout the state. As I told the Theatre Commander we are experiencing the attacks in quick geometrical ratio.”

He said: “I therefore plead with Mr. President and as well as the Nigerian military to revisit the strategy used during 2016/2017 that we were almost celebrating the demise of Boko Haram so that we can deal with the insurgents one and for all.

“One important thing that we have to do is to take the fight into their enclaves. The whereabouts of the Boko Haram is known to all of us. It is known to the people of Borno State, it is known to the military. It is known to all of us.

“Another important thing that I raised is the issue of commercial activities, there is nexus between peace, security and development, there is nexus between poverty, unemployment and insecurity and in order to address causes of insurgency we need to address our major challenges. And one thing I plead with the Nigerian military is to allow for free flow of commercial activities in Borno, this will reduce recruitment, fortunately enough the chief of army staff has lifted the ban on sales of fish and fish farming in Borno State, we have conveyed the message to the fish farmers.”

He added that: “Then coming down to the challenges of the Nigerian military, I think the theatre commander can inform you better, but to the best of my knowledge there is major deficiency is manpower, they lack manpower, Borno state has a large landmass and therefore they need manpower, they need technological warfare, they need logistics. You cannot fight this insurgency to an end without technology and without manpower and without funding, this is very germane.

“Take my words they don’t have manpower, they don’t have equipments, adding that military operation has to use stabilization mechanism, explaining that by stabilization mechanism the military should ensure that during military activities there should be stabilization effort on ground.

He added that to ensure this, you need manpower to hold a place, “without manpower you cannot hold a place, without people going about their normal activities, going to their farms peace cannot reign.

“We have over 500,000 IDPs in Monguno, 120,000 IDPs in the Republic of Niger, we have 68,000 IDPs in the Republic of Cameroon that are eager to come back home and even in Dikwa how many IDPs do we have that have limited access to their farms. This issue will not stop until people have access to their farms.

“And honestly speaking we need to increase the firepower of the police to augment the military as well as the Civil Defence Corps because of their importance.”

He noted that the paramilitary, police and others have to be allowed to carry sophisticated arms, “I think there is the need to allow for certain guns to be used by the paramilitary for certain period of time. After the insurgency is over you can now go back to the old position.”

He told the lawmakers to “kindly advise the Speaker and the Senate President to tell Mr. President to approve the massive recruitment of soldiers. We need about 100,000 more to be recruited into the Nigerian Army. They should come and employ the locals whether they have the western education or not.

“What was done during the civil war, people were recruited massively and after the civil war they were demobilized. I think this is the only solution. We need to recruit nothing less than 50,000 men from Borno, we have able-bodied men that can join the Nigerian Armed Forces on an ad-hoc basis, they can be trained apart from this you can go back and look for retired military personnel and policemen and re-inject them into the system.”

He lamented that: “We keep on having series of meetings, endless meetings without taking some decisive steps, I think this thing will consume all of us, even consume our nascent democracy.”

Earlier the Chairman, House Committee on Defence, Hon. Benson had informed the governor that they are in Maiduguri to pay condolence on the Auno attack and see what could be done to assist in the ongoing war on insurgency.

Prominent sons and daughters of the kingdom were honored with chieftaincy titles as reward of contributions towards the development of the Uzere kingdom even as the monarch functions effectively with the assistance of the council of chiefs.

Those honored with the chieftaincy titles are Chief Hon. Godspower Obaro, Philip Agbaka, Hon. Jones Agbaka, Mrs. Ogueri Florence, Dr. Akpotareghe Abugo, Hon. Gabriel Ogueri and Hon. Brooklyn Essi.

Amadhe further urged the new Uzere council of chiefs to always be on the chieftaincy regalia during official ceremonies and be custodian of Uzere tradition with self respect.

Environment: Oshimili North Council Boss Tasks Stakeholders On Synergy

The council boss, who made the assertion during a phone chat with Blank NEWS Online, expressed dismay over the uncultured activities of some PSP operators, which according to him, does not portray them in good light.

He therefore challenges residents who are dissatisfied with the conduct of such operators to either report to the security agency or the Waste Management Board for replacement.

According to him, “There should not be sacred cows in this business because we are all equal stakeholders in making our environment clean.”

The music festival was earlier slated to hold on March 6th and 7th, 2020, but was shifted to October due to what the promoters termed “the unfortunate era of Corona Virus creating health fears around the world.”

Speaking to our correspondent from London, the London based music promoter and president of Morocco Maduka’s Fans Club, Mr Eddie Isebor regretted the shift in date. He however, believed that it was better to postpone the event than stage an event of this magnitude and fans and supporters would refuse to show up due to palpable fears of the epidemic breaking presently in China and already spreading in parts of the world.

Isebor affirmed that sponsors and partners were already signing up in what would be the biggest music festival in Nigeria, stating that the shift was also an opportunity for more partners and sponsors to show interest.

Chief Dr Emeka Morocco Maduka, the Ukwulu, Anambra born music maestro, is the oldest performing musician in the East of Nigeria.

He is famous with the Ekpili music genre and he enjoys followers all over the world, including United States of America, Europe and Asia.

The coming stage anniversary is expected to feature work exhibition as part of the festival colloquium.

Okowa’s Choice As Chairman Of South South Govs Forum Is Apt, Says Macaulay

Residents of Ogbogu Onyeayana close, Ogbe-Owele Quarters in Okpanam Community, Oshimili North Local Government Area have complained about the shoddy services of a PSP operator in the area over fraudulent extortion of monies from members of the public and irregular waste collection in their areas.

They are calling on the Delta State Waste Management Board to review the abilities of persons they contract waste collection and disposal to, saying that some of them do not have vehicles for waste disposal, resulting to negligence in their duties.

A resident complained that “We pay the monthly stipulated amount regularly to the operator of Hygrace Global Ventures and yet the refuse and bins are not collected.

“The operator of Hygrace Global Ventures collects refuse only once in a month against the agreement of once or twice weekly, thereby leaving the area in a mess, which is against the advocacy of the state government for clean up of the environment.”

They have therefore urged the Delta State Waste Management Board to urgently withdraw his services based on his nonchalant attitude to effectiveness.

“We don’t want him anymore because he only comes to collect his bills and not the bins at the end of the month. He should be immediately replaced with a more serious person who is ready to justify our payments with good services”, another aggrieved resident complained.

Other residents also complained that he had declined collection of refuse from them even as they are not owing money for the services.

It is however revealed that the lackadaisical attitude of he operator of Hygrace Global Ventures stems from the fact that he boasts that he got the certification to operate from his in-law, who is the current local government council chairman of Oshimili North, Mr. Louis Ndukwe.

Meanwhile, there are moves by the aggrieved residents to stage a formal protest to the offices of Oshimili North local government council and the Delta State Waste Management Board respectively to drive home their grievances.

Attempts made by this reporter to contact the council chairman proved abortive as he neither picked up his phone calls nor replied to text messages.

ADAMS OSHIOMHOLE: IN THE EYE OF THE STORM

Comrade Adams Oshiomhole was a quintessential Unionist; a nationally acclaimed Charismatic leader and a tactical mobilizer of people, especially in a cause he truly believes in.

He’s populism was hinged on a general perception of an only lonely voice on the side of the working class. From the days of the Jack boots to the early days of our nascent democracy, Oshiomhole was a whirlwind any government would love to avoid.

He could intelligently, correctly and copiously quote facts and figures on national television, exposing the hidden shenanigans of the government of the day vis-a-vis the demand by Labour on improve welfare of its people or holding government accountable to some vain promises and policies which were anti-people. Those were the days when Labour was an integral part of our collective social struggle to emacipate the suffering masses from the stronghold of a vicious ruling elite.

In those days when government toyed with petroleum pump prices at the slightest opportunity and made it swim up and down like a thermometer, Adams Oshiomhole was a delight to watch and a bride to woo by terrestrial Television stations in Nigeria.

But this was the good old days. His foray into the Nigeria murky waters of Partisan Politics is giving him and those who loves him a nightmare. Oshiomhole was a drugged and rugged fighter, a rebel with a cause. He is still a fighter ; he fought his way through and against all odds to become the executive governor of Edo state at the expense of a former University professor.

Up until now, he’s still fighting to remain glued to his highly contestable chair of the national chairman of the ruling party. Hardly had he settled down, then as the governor, than he went straight to work, making his impart felt even to the revered palaces of the royal fathers and inner-city villages, forgotten on the back side of civilization. This endeared him to the generality of the Edo people as he was seen, as a far departure from the reactionary forces that held Edo state down by the jugular.

He came into partisan politics with the “intimidating” credentials of a mass mobilizer, fiercely disposed and an incorruptible populist conscience. His loquaciousness and uncanny ability to sting in response to frayed stimuli was a gift needed to keep the ‘enemy’ at bay.

Today, events has shown that in Nigeria party politics, responding to critical issues emotionally could be counter productive and could send the wrong signals to the very people that held you in high esteem.

This is what the Octopus in Rivers state took advantage of, by taking Oshiomhole to the cleaners twice in recent times with a reckless abandon. Party politics is a bit different from Labour politics. While labour politics is based on the gift of the garb, reveting oratory, trust and loyalty of your primary constituency, Party politics is smeared with intrigues, blackmail, ethnicity, financial war chest and betrayal.

The erstwhile Comrade governor should trend softly. He’s already fighting battles from all fronts. His quick version of interpretation to the Supreme Court decision on Bayelsa was unnecessary. His desire to add one more state to his political kitty should not make him throw away his hard earned reputation over the years.

Parties will always come and go; especially in a clime where political parties are not natives to any known and verifiable Ideology. But posterity is always here to place you rightly or wrongly on the beautiful pages of history. The very reason why Comrade Adams Oshiomhole should work more and talk less.

Rev. S.W. Martin Lives on as Pilgrim Baptist Hospital Issele-Uku Reopens Feb. 22

All is now set for the official reopening of Pilgrim Baptist Hospital Issele-uku for full medical services.

The Moderator, revealed that the free medical services will hold for two days beginning from Saturday 22nd through 23rd February 2020, saying that registration of interested beneficiaries for the outreach comes up between Tuesday 19th and Wednesday 20th February, 2020 at the Pilgrim Baptist Hospital, Issele-uku as from 8am.

The head of the Pilgrim Baptist Mission, while appreciating the State Governor, Senator Dr. Ifeanyi Okowa, for his show of concern towards the sustenance of the legacies of the late Rev. Dr. S. W. Martin, said that the Pilgrim Baptist Association and indeed the Anioma Delta Baptist Conference under the leadership of Rev. African Missions Global Holds Inaugural Sport Festival Among IDPs Camps In Borno

Sport Festival is currently being organized by African Missions Global (AMG) among internally displaced persons (IDPs) camps in Maiduguri, the birth place of Boko Haram.

The Festival, which commenced on Tuesday at the Government College, Maiduguri, is an inaugural competition. and has eight camps, Teacher’s Village, NYSC, CAN Centre, Dalori, Gubio, LCC Shuwari and Stadium, all within Maiduguri metropolis competing for medals.

The IDPs from the competing camps will vie for medals in football, volleyball, basketball, table tennis and athletics, among others.

The Sport which kicks off with a football match between Bakasi IDP camp and CAN centre IDP camp is expected to end will in March.

Speaking on the competition, the North-East Coordinator of African Missions Global, Dr. Sesan Akinnawo said it was introduce to fend off youths from idleness and crimes.

He said: “Some of the youths are idle and because of idleness they are involved in crimes.

“In order to keep them busy and divert their energies into positive use African Missions Global came up with encouraging sporting activities and competition.”

He noted that each of the eight camps have been given sport equipment for table tennis, football, basketball and volley ball.

He said the materials can be used even after the competition, revealing that “we already have a sport coordinator in each of the camps to help them (IDPs) in the various sports.

The Commissioner for Women Affairs, Hajiya Zuwaira Gambo, said the Borno State Government is appreciative of the initiation by African Mission Global.

She commended its foresight and asked that all public spirited corporate and private individuals should come out to assist displaced persons in Borno State.

THE RUMBLE IN BAYELSA

The riots and mayhem that ensued after the Supreme Court verdict that disqualified the join ticketed mandate of the governor- elect of Bayelsa state, David Lyon threw to the fore the staccato of emotion, avowed determination, desperation and the scarcity of the spirit of sportsmanship in and among our political leaders.

The winner-take–all syndrome, the do-or-die politics, the selfish machinations and the eerie display of Greed is a pointer to the existence of a disproportionate ruling elite on the prowl in our land.

When it was IMO STATE, APC rolled out the drums telling everyone that cares to listen that the Supreme Court decision is sacrosanct. Up until when the Bayelsa verdict was given, PDP goons were still protesting on various local and international fronts, crying for ‘justice’.

As at today, nobody knows where to place accurately, the Supreme Court in all of these. The Apex court seems to be the agent provocateur in this Melo-drama. For example, while would an ‘innocent’DAVID LYON go down with his Deputy and a FALEKE will not go up in the absence of his Principal? Does the shenanigans of a joint ticketed duo mean different thing in Kogi and Bayelsa in the eyes of Justice?

Why won’t the Supreme Court save herself from international infamy and national embarrassment by reverting to how it use to be when Election cases ends at the Appeal court? How on earth will SC be able to convince us that the judgements being dispensed in recent times are apolitical as they should be?

Why I am at cross-road with these potpourri of decisions and position of our apex court, it matters to note, too, that Adams Oshiomhole’s self apportioned responsibility to explain or interpret the verdict of the SC on Bayelsa to mean that no one will be sworn in as governor is seriously helping to fuel the already combustible tempers of the majority of Bayelsa people who had long been seething with discontent. It wasn’t a good one from the erstwhile Comrade governor. The consequences of our emotional display must always be weighed against the well-being and security of life of the generality of the people.

All said and done, the die is cast. The decision has been taken. Tempers must be frayed and pampered. Nigeria must move on. It may be a bad one for David Lyon and his party but it’s a good one for us all. Why? Learning to imbibe the spirit of sportsmanship will do us alot of good and help us to curb electoral violence in no small measure. While the Supreme Court should go back to its drawing board, tempers should remain calm and let Diri ascend the throne that providence has thrown at him in peace. As it is in IMO, so it is in Bayelsa.

Delta State Governor, Senator Dr. Ifeanyi Okowa has emerged the Chairman, South-South Governors’ Forum.

Dependable clues obtained by Blank NEWS Online revealed that Governor Okowa was selected after elaborate consultations to take over from the outgoing Bayelsa State Governor, Seriake Dickson, who concluded his two-term in office on Friday, February 14.

A statement by Dickson’s Special Adviser on Public Affairs, Mr. Daniel Alabrah, congratulated Okowa and called on the governors to extend the same cooperation the outgoing governor enjoyed to Okowa.

He noted that the forum could only collectively proffer solutions to the myriad of challenges confronting the South-South region if the governors worked as a team.

Earlier, Delta Governor, Sen. (Dr) Ifeanyi Okowa, congratulated Bayelsa Governor, Senator Douye Diri and his deputy, Senator Lawrence Ewhrudjakpo, on their successful inauguration in office on Friday.

Diri, a member of the Peoples Democratic Party (PDP) was announced winner of the Nov. 16, 2019 governorship election in the state, following Thursday’s Supreme Court disqualification of the All Progressives Congress (APC) candidates in the election over certificates forgery.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, in Asaba, on Friday, Okowa described the emergence of Diri as “an act of God” and called on protesting people of Bayelsa to sheathe their sword and give peace a chance.

He stated that he understood the pains of the people, because the apex court’s ruling shattered their choices but urged them to leave everything in the hand of God, assuring that Senator Douye Diri will not disappoint Bayelsans.

“It is heart-warming to see you emerge as Governor of Bayelsa against all odds and I am grateful to the Supreme Court and Independent National Electoral Commission (INEC) for doing the right things as required by the laws of our land.

“We have also been inundated with news of violent protests trailing your emergence as Governor, and
I appeal to the good people of Bayelsa to take the ruling as an ‘act of God’ and give peace a chance, knowing sincerely that you will not disappoint them,” he said.

The governor urged Diri to immediately commence the process of reconciliation and bridge-building within and outside the PDP, saying that he should be “governor for all Bayelsans’’.

He advised the governor to adopt peace and unity as prime components of his mantra, insisting that Bayelsa deserved good leadership “which I am certain you will provide’’.

“On behalf of the government and people of Delta, I congratulate you my brother Governor, Senator Douye Diri and your deputy, Senator Lawrence Ewhrudjakpo, on your successful assumption of office as Governor and Deputy Governor of Bayelsa respectively.”

“It is my prayer that God will grant you wisdom, knowledge and the needed resources to attend to your campaign promises to Bayelsans,” he added.

This was stated by the Director General, Standard Organization of Nigeria, SON, Mr. Osita Aboloma when he led his team to carry out on the spot assessment of Dozzy Group of Companies at the Niger Bridge Industrial Layout, Onitsha.
While addressing the press after inspecting all the product sections and laboratory of the company, Mr. Aboloma noted that Dozzy Group is its most formidable partner in Eastern Nigeria especially in Onitsha for over thirty years and have been leading in quality assurance.
The SON DG commended Dozzy company on how it automate its products to reduce human interference and advised them to adopt Integrated Management System used by most Multinationals and continue to improve and certify all their products and services for people to have confidence in them and to enable their products sell beyond the shores of Nigeria.
He urged Dozzy Group to continue to be pacesetter for other smaller companies, pointing out that on the spot assessment and engagement with major stakeholders are part of the measures they adopt in ensuring that Nigerians are given quality products.
Mr. Aboloma stated that Nigeria’s border closure has aided their work because it helps them to keep check and balances of goods in the country and has prevented the country from being a dumping ground for all sorts of goods.
The Managing Director and Chief Executive Officer Of Dozzy Group of Companies, Dr. Daniel Chukwudozie stressed that standard is their priority which according to him will make their products sell in Nigeria and entire world and thanked SON for their commendation and advice noting that their work help to project the image of Nigeria to the outside world.

Delta Govt Set To Tackle Flooding In Warri, Environs **As Master Drainage System Commences

The Communities in Warri, Uvwie and environs have been charged to embrace peace to enable the commencement of the drainage project conceived to end the perennial flooding and the attendant consequences in the economic nerve center of the state.

The Director General (DG) of Warri/Uvwie and Environs Special Area Development Agency (WUEDA), Comrade Ovuozourie Macaulay gave this charge Thursday at a meeting with the representatives of the communities at his office in Warri.

He stressed that the state government has resolved to stop the flooding challenge being faced in the area, and that it was in the interest of the people affected to cooperate with the contractors to accomplish the work smoothly.

“Peace is indispensable in achieving development, you must collaborate with the government and the contractor to ensure that the target of stopping this flooding menace is realized once and for all.

Please go back to the elders and youths and advise everyone to be peaceful, and not disrupt the activities of the contractor. The contractor has the next 18 months to deliver but I know that if we cooperate with them, the job will be delivered before that period”, he stated.

According to him, the contracting firm has been urged not to employ outsiders for jobs that the community youths can easily be engaged to do, stressing that as the project progresses, more communities would be engaged while those that had been used will be disengaged.

“Communities whose areas have been handled do not need to interfere with others when it gets to their turn, to avoid dispute,” he added.

The Chairman Ekurede Itsekiri Community Mr. Olugbo Ese Abel stated that his community will support the Agency to deliver on the project because they have been suffering from flood for the past eight years.

Also the Secretary, Okere Community, Dr. Uku I. Godwin expressed optimism that things will turn out well for the communities when the project is achieved, and assured the Agency that there would be no disturbances from the youths.

Furthermore, the Ugbori Community Secretary, Mr. Abel Beji said that the youths of Ugbori Community are solidly behind the Government to do what they propose to do for the good of the people.

On his part, the Superintendent Manager, Levante Construction Limited, Mr. William Tayor stated that the study for the project is perfect, and that they will start by clearing up the waterways in the affected areas.

Nigeria’s Apex court, the Supreme Court has nullified the election of Bayelsa State governor-elect, David Lyon and his running mate Biobarakuma Degi-Eremienyo.

The Supreme Court’s Thursday judgement has however put aside the mega preparations for Governor-elect David Lyon’s swearing-in ceremony which is billed to hold on Friday.

Earlier today (Thursday) he was Inspecting the Arena and also rehearsing for the parade for tomorrow’s swearing-in ceremony as Bayelsa Governor.

In a unanimous decision by a five-man panel led by Justice Mary Odili, the SC held that Degi-Eremieoyo presented a forged certificate to the Independent National Electoral Commission, INEC.

The apex court held that the Form CF 001 Degi-Eremieoyo submitted to INEC for the November 16, 2019, Bayelsa governorship election contained false information of fundamental nature.

Justice Ejembi Eko who delivered the lead judgement reinstated the November 12, 2019 judgement of the Federal High Court in Abuja that disqualified Degi-Eremieoyo from participating in the governorship poll.

The court held that since Degi-Eremieoyo shared a joint ticket with the governor-elect, his disqualification invalidated their nomination by the All Progressive Congress, APC.

Consequently, the SC ordered INEC to immediately withdraw the Certificate of Return issued them and issue a fresh one to the party that secured the second highest number of votes and got the required constitutional spread

The judgement followed an appeal that was filed by the Peoples Democratic Party, PDP, its governorship and deputy governorship candidates in Bayelsa State, Douye Diri and Lawrence Ewhruojakpo.

Khalifa University of Science and Technology, organizers of the Mohamed Bin Zayed International Robotics Challenge, announced a total of 30 teams will be competing for honors at MBZIRC 2020, the second edition of US$5-million biennial competition to be held from 23-25 February in Abu Dhabi, UAE, in parallel with the 4th edition of Unmanned System Exhibition (UMEX) and Simulation & Training Exhibition and Conference (SIMTEX) 2020.

Around 500 top robotics experts from 30 international teams representing Europe, North America, Asia, Australia and the UAE are preparing for the final leg of MBZIRC 2020.

They will compete in four iconic categories that will test advanced embodied AI technical skills. The competition, to be held at the Abu Dhabi National Exhibition Center (ADNEC), will include three challenges and a triathlon type Grand Challenge.

Dr Arif Sultan Al Hammadi, Executive Vice-President, Khalifa University of Science and Technology, said: “Building on the success of the inaugural edition of MBZIRC 2017, the second edition will bring a total of 30 teams to the UAE to display their advanced innovations in some key robotics technologies.

These finalists represent top internationally-renowned academic and research institutions with well-established robotics labs and we believe MBZIRC 2020 will showcase the creative best in robotics and stand testimony to its reputation as a leading global competition.”

MBZIRC Challenge 1 will focus on drone safety, testing whether a team of unmanned aerial vehicles (UAVs) can autonomously track, capture and neutralize intruder UAVs.

Challenge 2 will test how a team of UAVs and an unmanned ground vehicle (UGV) can collaborate to autonomously locate, pick, transport and assemble different types of brick-shaped objects to build pre-defined structures, in an outdoor environment.

Challenge 3 will assess how a team of UAVs and a UGV will collaborate to autonomously extinguish a series of simulated fires in an urban high rise building.

The Grand Challenge requires UAVs and UGVs to compete in a triathlon-type event, combining Challenges 1, 2 and 3.

Askia Ogieh, (FCNA, CrFA), in the evolving activities of the Commission.

Owing to his zeal to uplifting the less privileged among youths and women in his constituencies which form the Commission’s mandate areas within the various ethnic nationalities that bear oil and gas as their natural resources, Bashorun ASKIA has endeared himself to solving human related problems as a means to achieving desired results in repositioning DESOPADEC, as not just an interventionist agency but also as a human capital development agency. This rare feat of Bashorun Askia is already being exemplified in the actions of other members of the Board to make the Commission wear a sort of human face.

I will not fail you. I will not fail our good people of Delta State.

“To our people in the oil producing communities, I pledge that under my watch, we will be engaging and liaising with you in decision making. In project execution, the desires and priorities of the communities will be paramount. This is an effective way of making the people buy into and own the projects in their areas.

“I am an apostle of “Politics is Local” as it is what you do at that level that enhances your status at both the state and federal levels. My political followers, especially of the Peoples Democratic Party stock, across the Isoko Nation can attest to the fact of my modest sharing of my successes with them even at the immodest risk of saying so myself. I can take that risk, after all, no good politician should be quiet about even the little things he has done for his people. And I think I am a decent politician, with special grassroots touch, even though not a wily one like some in the opposition.

“It is in this regard therefore, that the BASHORUN ASKIA FOUNDATION (BAF) will be encouraged now more than ever to continue to carry out those activities that one way or the other elevate the status of our people. He was further described as an icon, a selfless charismatic personality and above all, an epitome of development worthy of emulation.

On Sunday December 1, 2019, the Justice Development and Peace Commission (JDPC), of the Catholic Diocese of Warri, Delta State conferred him with an award of Excellence in Developing Mother Land.

The awards of honour bestowed on the Udu 1 of Isoko-land are numerous, likewise Chieftaincy titles from different communities within and outside Delta State conferred on him by Royal Traditional Institutions for his good-will and philanthropy.

As part of his pledges to building human capacity, Bashorun Askia Ogieh FCNA, CrFA, issued appointment letters to a total of 100 persons as Community Liaison Officers (CLOs) selected from the wards across the oil producing Isoko ethnic nationality, a mandate area of DESOPADEC.

The gesture which came on the heels of his continued pledge to ensure the establishment of human capital development and empowerment programme for his people, especially the youths, to complement the ongoing entrepreneurship schemes of the Governor Ifeanyi Okowa led administration, is yielding remarkable results.

The overwhelmed beneficiaries drawn from Isoko South and Isoko North local government areas respectively, who collected their letters of appointment alongside salaries on 24th December, 2019, expressed appreciation to the Delta state Governor His Excellency Senator Dr. Ifeanyi Arthur Okowa and Bashorun Askia Ogieh on their human capital development initiative.

These liaison officers presently disseminate information on DESOPADEC and government programmes; encourage communities to participate in DESOPADEC/Government Economic Programmes; rendering periodic reports on the condition of DESOPADEC facilities such as roads, schools, Primary Health Care centers among other things in the various communities.

Moreso, in keeping to his promise of making youths millionaires and independent in entrepreneurship, Bashorun Askia Ogieh and members of Team Bashorun Askia Foundation (BAF) supported a popular Isoko Gospel music Artist Evangelist Vincent George Eriega, with the sum of N 3 million at the official launching of his musical Album and instruments.

In December, 2019, a women empowerment programme, with the theme, “Converting My Passion Into My Source Of Income,” was organized in line with the Commission’s human capital development mantra and as a reflection of His Excellency, Senator Dr. Ifeanyi Okowa’s desire to empower women in the state.

The two-day empowerment training held at the Delta State College of Education, Warri, was for women from the six ethnic nationalities of Itsekiri, Ijaw, Urhobo, Isoko, Ndokwa and Ika, that make up the mandate areas of the Commission.

Welcoming the participants, the Managing Director/ CEO of DESOPADEC, Bashorun Hon. Askia Ogieh said that this administration would pursue human capital development, starting with the women and stated that the programme was designed to get a data base record of women in the state that has interest and passion for work, adding that from the collation of the record of the women, the Commission would be able to identify what each woman was good at doing and enable them to convert their passion to income.

In fulfillment of the promises made during the 2019 elections, the Managing Director/CEO, Bashorun (Hon.) Askia Ogieh, (FCNA, CrFA), through the Bashorun Askia Foundation (BAF) donated the sum of N5 Million to Isoko Market Women Association to boost their various businesses, shortly after empowering Miss Blessing Oghenetejiri Thompson with the sum of N1.1 million naira for her Hair Dressing business as well as Mr. Arutase Ukeko with the sum of N1.5 million to start up his Bakery business.

Bashorun Askia’s display of uncommon benevolence to better the lives of his people and members of host communities in Delta state have been widely lauded by Deltans who claim that it has been the trend since he was the council chairman of Isoko South Local Government Area. “This act of kindness by the MD/CEO DESOPADEC is now a yearly pattern to his people,” they said.

The Traditional Rulers led by the Chairman of TROMPCON, HRM (Dr.) Emmanuel Sideso, Abe1, the Ovie of Uwie kingdom, said this during a courtesy visit to the management of DESOPADEC, in their corporate head office, in Warri on Friday November 22nd 2019.

While reading his address, he congratulated the Bashorun Askia led board, stating that their appointment was well deserved and that TROMPCON was confident in the choice of His Excellency, Senator Dr. Arthur Ifeanyi Okowa, of them.

He further stated that the visit was mainly to formally introduce the newly inaugurated executives of TROMPCON, Delta State Chapter, whose inauguration took place on the 8th of October 2019, to the board and to intimate them about their activities, which include Seminars, Conferences and Welfare of Traditional Rulers.

Responding to the address of the Royal Fathers, the MD/CEO DESOPADEC, Bashorun Askia Ogieh FCNA, CrFA, warmly welcomed the kings and acknowledged that DESOPADEC was the baby of TROMPCON and stated clearly that there was need for the Commission to work in collaboration with TROMPCON, because the royal fathers, as members of the grassroots, relate more closely with the people of the Oil bearing Communities and know them better.

He therefore appealed to traditional rulers, youth and community leaders in the various communities that form the oil producing areas of the State to continue to maintain the peace in their various domains.
“We can only thrive and fast-track development in an atmosphere of peace and tranquility”, he said.

Meanwhile his new year message was succinctly of the Commission’s poise to rebranding and finishing strong.
“The year 2020 is unique as it marks the first full year into the new DESOPADEC management as well as the second term of His Excellency, Senator Dr. Ifeanyi Arthur Okowa, Governor of Delta State. As you are well aware, ours is a major plank of the Stronger Delta policy of the Government and we are therefore poised for greater accomplishments despite our peculiar challenges as oil producing communities.

“With God helping us, our focus in the year will be on the tangibles and intangibles, in providing for the needs of our people and meeting developmental aspirations of the various communities that form the oil producing areas of the State. We will be fully involved in the provision of healthcare facilities, educational and infrastructural development as well as socio-economic welfare of our people, throughout the year and in the coming years. We intend to ensure that every facet of the wellbeing of our mandate areas are captured and executed, in keeping with the overall developmental objectives of the Delta State Government.

I am, therefore, pleading with all our traditional rulers, youth and community leaders to continue to maintain the peace in their various domains. The National President, Medical Women’s Association of Nigeria (MWAN), Dr. (Mrs.) Minnie Oseji made this known in her speech during the occasion to mark the 2020 International Day of Zero Tolerance to Female Genital Mutilation in Asaba.

She described the Female Genital Mutilation as a harmful traditional practice prevalent in many developing countries including Nigeria with its devastating consequences on the health of the woman.

Dr. Oseji listed the complications that could arise from the harmful practice to include menstrual difficulties, painful sexual intercourse, problems in child birth, urinary retention, infection and bleeding which could lead to death from shock.

She decried the non-existence of ‘Well Woman Clinics’ in Nigeria as is obtainable in developed countries, set up for immigrant women who come from countries where they practice FGM as they have trained health personnel to handle such complications.

Many Medical Women in Nigeria have attended to women who have undergone this harmful traditional practice and so are major stakeholders in the quest to eliminate it.

As part of the Associations contribution to ensure Zero Tolerance to FGM in Nigeria, the President said that her National Secretariat will mount an aggressive campaign in locations from where large numbers of cases are being reported, emphasizing on legislation enacted to eliminate this harmful traditional practice.

She appealed to the Federal Ministry of Health, Abuja to initiate a reporting process for old and new cases of FGM identified by health workers during provision of routine health care services, just as it is done for infectious diseases and maternal death, as this process would contribute to determining the magnitude of the problem as well as identifying factors responsible for the persistence of the practice.

According to her, “we will work together with all relevant stakeholders to support the reporting process and provide training for relevant health workers in this regard.
The event is celebrated every 6th of February since 2012. And the theme for year 2020 celebration is “Unleashing Youth Power”.

Hunger On The Rise In Africa, FAO Has Decried

Africa witnessed over 90 conflicts in 2018 alone, the Food and Agriculture Organization of the United Nations (FAO) has decried.

The United Nations’ body while insisting that investing in resilience and food security is key to peace, lamented that conflicts in ten African countries have left millions of people in need of urgent food assistance and subsequently made hundreds of thousands to quickly flee their homes and involuntarily abandon their livelihoods.A message from the Assistant Director-General and Regional Representative for Africa of the Food and Agriculture Organization of the United Nations (FAO), Abebe Haile-Gabriel, sent to our correspondent e-mail, lamented that hunger is on the rise in Africa.

He said: “In a region beset with conflict, the uptick of numbers paint a grim foreboding. Hunger is on the rise again in Africa, reversing the gains and derailing the efforts made in the last few years.

“Recent years brought recurrent conflicts in the region. In 2018 alone, there were over 90 conflicts in Africa, a quarter of such occurrences globally. Conflicts in ten African countries left millions of people in need of urgent food assistance and hundreds of thousands to quickly flee their homes and involuntarily abandon their livelihoods.

“Most of these livelihoods are dependent on agriculture and the emergence of conflict has life-changing and serious implications. For people who rely on agriculture, conflicts destroy food systems, decimate crops and livestock resources, and cause loss of assets and incomes. These trigger food insecurity, and malnutrition and hunger.”

He added that: “People living in countries affected by conflict are more likely to be food insecure and malnourished. For some African countries, the prevalence of undernourishment is about two and a half times higher in countries affected by a protracted crisis than in other development contexts.
“Nutrition outcomes are also worse in conflict situations, where almost 122 million, or 75 percent of stunted children are under the age of five.”

He lamented that: “Additionally, conflicts harm national economies. Agriculture in Africa contributes a sizeable proportion of the Gross Domestic Product (GDP), employs more than half of the total labor force, and provides livelihood incomes for smallholder farmers, who usually constitute approximately 80 percent of the total population.”

He said: “When conflicts occur, agricultural activities are disrupted, resulting in massive youth unemployment, displacement, strife and discord.Conflicts trigger a domino effect. They lead to food insecurity and malnutrition, which are also conflict multipliers, especially in fragile states. The relentless cycle goes unchecked if collective action is not in place.”

He said: “The 2030 Agenda for Sustainable Development calls for a transformative approach pointing to an improved collaboration on conflict prevention and resolution. The African Union Agenda 2063 likewise prioritizes peace and security to reposition Africa on a sustainable route of transformation and development.

“The commitment of the African leadership to change course has been confirmed in the 2014 Malabo Declaration on “Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods” in the framework of the Comprehensive Africa Agriculture Development Programme (CAADP) agenda. The goal to ending hunger in Africa by 2025 stands out among the prominent commitments of the Malabo Declaration, stressing the notion that peace and stability are the prime preconditions to achieve this goal.”

He said that: “It is in this context that the African Union has selected the theme of the year 2020 to be “Silencing the Guns: Creating Conducive Conditions for Africa’s Development”. As a flagship project of the Agenda 2063, this initiative would have a greater impact in promoting peace and stability in Africa, with the goal of ending all wars and civil conflicts, thereby achieving concrete development goals, including the eradication of hunger.”

Environment: Anambra Has A Lot To Borrow From Kigali, Says Ibuzo

The Lawmaker representing Onitsha-North 2 State Constituency in the 7th Anambra State House of Assembly, Hon. Edward Obiefuna Ibuzo, has suggested reasons the governnent of Anambra State should borrow a leaf from Kigali, the Rwandan Capital.

He spoke with our correspondent at the State Assembly Complex Awka, who returned from the Rwandan in the company of other lawmakers, said Anambra could learn a lot from Kigali especially as it concerns taking care of the environment.

The Lawmaker is the Chairman, Committee on Environment, recalled that some of the most striking qualities of the environment in Kigali were vegetations and the neatness of the drainage systems, stating that the Rwandan governnent has utmost respect for the environment.

Hon. Ibuzo said if only the citizens could have respect for the environment and not indulge in deforestation, indiscriminate bush burning, blockage of water channels and a host of other inhumane attitudes on the environment, issues of flood and erosion would be resolved in Anambra state.

Although he pointed out that the state assembly was on the verge of passing the Anambra State Erosion and Watershed Management Bill as well as the Anambra State Clear Drainage and Forest Preservation Agency Bill into law, he was confident that Anambra would have the semblance of Kigali, if both agencies come into operation.

He noted that the trouble with Anambra State was blockage of flood channels with silt, which he said culminated into environmental degradation.

According to him, the Rwandan governnent spent fortune on tree-planting, planting of flowers and beautifications, desilting and clearing of drainages coupled with other activities intended to beautify the environment, stressing that the attention paid to environmental cleanliness has made Kigali one of the most sought after cities in Africa.

The Lawmaker was however emphatic that the state ministry of environment should be more proactive in enforcing environmental laws and ensuring compliance to instill the culture of discipline and attitudinal change towards the environment.

The State Coordinator of Learners Solutions Initiative, Miss Ajumu Nkechi disclosed this during the week at the conference hall of the State Universal Basic Education Board (SUBEB)at the commemoration of the 2020 World Read Aloud Day celebration which was attended by pupils and teachers from some selected public primary Schools in Asaba.

Miss Ajumuka said the day was founded by Lit World in the year 2010 as an opportunity for people all around the globe to celebrate the joy of reading aloud.

While announcing the donation of the free Jolly Phonics application developed by Universal Learning Solutions Initiative as part of their commitment to promote jolly phonics, the Coordinator of the Initiative stated that the app was available for download on the Google play Store to every teacher, parents and education official in the state.

She stressed that this digital interface would make a wide variety of decodable stories readily accessible in both classroom and home for continued academic improvement.

In her words “over the last ten years, World Read Aloud Day has evolved into a global movement of millions of readers, writers and listeners from communities all across the world coming together to honour the joy and power of reading and sharing stories, and continue expanding the definition and scope of global literacy.

She commended the Delta State government for acknowledging the importance of reading aloud and always being at the forefront and supportive of new initiatives and making literacy its primary focus.

Highlight of the event was practical reading aloud and presentations by pupils from various schools in the state to crown up the event.

US Senate Impeachment Trial of Trump and Nigeria’s Legislative Conduct: An Assessment

In Athens, 510 BC, Cleisthenes instituted democracy to foster greater: accountability of institutions and leaders to citizens and the law. Today, the tenet is being flouted with impunity, especially in developing nations, where most of the heads of parliament are puppets of the president. Nigeria tops the list. While her legislature is failing in oversight and overlooking misconducts, that of the United States (US) prosecuted President Donald Trump and almost removed him from office. This piece evaluates the two countries legislative conduct, based on the proceedings of Trump’s impeachment trial.

Process and History of US and Nigerian President Impeachment

Article II, section 4 of the US Constitution empowers Congress – comprising the House of Representatives and Senate – to remove the president from office for, and conviction of, treason, bribery, or other high crimes and misdemeanors. The House and Senate gets to remove the president in two separate trials. First, the House would deliberate and approve the articles of impeachment through a simple majority vote. The second trial occurs in the Senate, where conviction on any of the articles requires a two-third majority vote, which if gotten, results in the president’s removal from office. Trump’s impeachment succeeded in the House, but failed in the Senate, denoting he remains president.

Only three presidents has been impeached throughout US over 230 year old democracy. First, Andrew Johnson was impeached in 1868 for violating the Tenure of Office Act. Then, Bill Clinton was impeached in 1998 for perjury, obstruction of justice and having an inappropriate relationship with White House intern, Monica Lewinsky. Lastly, Donald Trump was impeached December 2019. Each of the three – Johnson, Clinton and Trump – escaped removal from office through Senate’s acquittal.

Impeaching Nigeria’s president is a difficult, almost impossible task. The lengthy, extremely cumbersome process is contained in Section 143 of the 1999 Constitution. No Nigerian president has been impeached, despite their gross incompetence and serial abuse of power.

Allegations against Trump and the Buhari Comparison

Trump’s impeachment trial was a straight confrontation between the ruling Republican, and opposition Democratic Party. The president was tried on two articles of impeachment for abuse of power and obstruction of Congress. The abuse of power bothers on alleged solicitation of foreign interference in the 2020 US presidential election. Trump allegedly withheld $391million aid to Ukraine; upon which he secretly pressurized President Volodymyr Zelensky (of Ukraine) to start investigating former US vice-president Joe Biden for Corruption. Trump only released the aid to Ukraine after a whistle-blower complaint.

Biden was ex-president Barrack Obama’s deputy and currently one of the Democratic Party’s presidential aspirant. Trump wants Biden and son, Hunter investigated for alleged corrupt practices during the Obama presidency’s (2009-2017) aid supply to Ukraine. The US president allegedly pressured his Ukrainian counterpart to investigate Biden, despite being aware that the US Prosecutor General had cleared him and his son of corruption in May 2019.

To ensure Biden is investigated, Trump allegedly refused to allow Zelensky visit the White House at a time Ukraine urgently needs the meeting to send fears to its aggressors – particularly Russia – that it has US backing. The Democrats insist Trump undermined US interests by his action, and must be removed for conditioning congressionally mandated aid on ‘quid pro quo’ – meaning ‘favor for favor.’

Nigeria’s President Muhammadu Buhari is an adherent of ‘quid pro quo.’ His declaration that the Northern region, which gave him 95% votes would be favored than the Southeast that gave him 5% is ‘quid pro quo’ – conditioning governance favoritism on votes; favor for favor. Presidents are expected to govern with equity and fairness, but Buhari promised sectionalism and delivered as pledged. The proscription of IPOB, while killer herdsmen are operating unchecked, apparently because they’re among the 95% is a dangerous ‘quid pro quo’ adherence that can lead Nigeria into another civil war.

Aside Trump’s hold on aid, the second article of impeachment – obstruction of Congress – bothers on the president’s deliberate blockage of formal legislative inquiries. Trump allegedly instructed all government officials to ignore House subpoenas for testimonies and documents. He ensured no piece of paper or email was turned over to the House. Certainly Trump would have done worse if he’s a Nigerian.

If Trump is a Nigerian president, he would have ordered the police to lay siege on US House Speaker, Nancy Pelosi’s residence as President Buhari repeatedly did to former Senate President Bukola Saraki. Pelosi would have been distracted with false asset declaration charges till she’s acquitted by the Supreme Court. The Dino Melaye’s in her camp would have been hounded and arraigned on several trumped-up charges. If Trump is a Nigerian president, masked, heavily-armed State Security Service (SSS) operatives would have obstructed the legislators from entering the chambers to carry out impeachment.

The Democrats resolve to impeach Trump is perhaps comeuppance, but certainly an insult to Nigerians. The same legislators rebuking Trump supported Obama’s interference in Nigeria’s 2015 presidential election. The poll, as Obama desired, resulted in the first-in-history defeat of then incumbent president, Goodluck Jonathan. It is at best surprising, and at worst annoying that the same Democrats who backed Obama’s action on Nigeria are scolding Trump for trying to aid his win through foreign interference. How miserable for them to live with their own nemesis!

Unlike the US, foreign interference in Nigerian elections attracts no legislative criticism, let alone impeachment. Nigerian legislators took no action when two state governors from Niger Republic crossed into Nigeria to join Buhari’s 2019 reelection campaign in Kano State.

The abuse of power charges against Trump can’t fly for impeachment in Nigeria. Successive presidents have committed greater offenses without reprimand. Ex-president Olusegun Obasanjo spent heavily on electricity provision without result and ordered the Odi massacre. The legislature never summoned him. President Buhari has more than once repressed free speech, disobeyed court orders and spent without legislative approval. Yet the Senate has never cautioned him. Indeed, what the US lawmakers see as ‘abuse of office’ is what their Nigerian counterpart rank as ‘executive grace.’

US often punishes, but Nigeria rewards wrongdoing. The former’s first citizen, arguably the strongest man in the world was made to face a tough trial for abuse of office. His record is tainted even though he’s acquitted. Nigeria works the other way round. In the 8th Senate, suspended Senator Ovie Omo-Agege invade plenary with thugs, who took away the mace right before the cameras. Rather than prosecute him to serve as a deterrent, the ruling party rewards him with the exalted position of deputy-senate president in the subsequent, current 9th Senate. Omo-Agege is currently leading the same chamber he desecrated. Such can’t occur in the US.

Trial Debate: Democrat vs. Republican

The US senate impeachment trial of Trump was a pure intellectual, thrilling and rigorous debate. The House Managers, comprising mainly the Democrats argued that Trump deserves to be sacked for obstructing Congress investigation; promoting foreign interference in US election; and withholding economic, diplomatic and military aid to a strategic US ally (Ukraine) in need.

Defending the allegation, Trump’s defense team, comprising the Republicans, contend that the Democrats are trying to upturn Trump’s mandate in order to prevent him from contesting the next election. They argued that Trump withheld aid to Ukraine because 1) he wants a burden sharing agreement with Europe; and 2) he was unsure of its efficient use, due to the high level of corruption in Ukraine.

Opposing the submission, the Democrats argued that Trump showed no interest in Ukraine’s corruption before Biden announced his presidential ambition. The Republicans disagreed, and accused the Democrat caucus of using impeachment to shield Biden from corruption investigation. They insist Biden has a case to answer over his actions on Ukraine when he was vice-president.

Contesting the obstruction of Congress article, Trump’s team argued that the president has the power to assert immunity on his top aides, and he did so against Congress to protect the sensitive operations of government from getting to the public. Citing former presidents that have used such privilege, the Republicans argued that the Democrat-sponsored articles of impeachment is wholly based on presumptions, assumptions and unsupported conclusions. The Democrats, however refused to back down; they insist they have a “mountain of evidence” to prove Trump is guilty.

To support their arguments, both the House Managers and Trump’s defense team went deep into the archives; they went as far as referencing what happened in 1796, during the administration of the first US President George Washington. Several Supreme Court judgments, dating back to 1893 were cited. Both parties showed resourcefulness as they used historical, legal and rational arguments to establish their case. Their knowledge of history, politics and law in astounding.

Sadly, majority of Nigerian legislators lack such proficiency. Their contribution to motions are often based on partisan, personal interests and their arguments are often shallow, uninformative and irrational. While watching the trial, I couldn’t help but crave for power to order Nigerian legislators into the US Senate to learn functional legislative practice.

Plenary Session: Nigeria-US Comparison

Both the US House and Senate displayed exceptional commitment to public involvement. Many nations won’t permit the live airing of a sensitive issue such as the impeachment trial of a president. But the US stands out. Every minute of the trial was aired live to the local and global population. Nigerian House and Senate are not doing badly in this regard. Most of their sessions are aired live, including the election of principal officers. However, as being done in the US, the Nigerian legislature needs to make public the details of her income, constituency projects and budgetary allocations.

US senators are more open than their Nigerian counterpart. They boldly reveal their planned vote and the reasons for their decision. Many disclosed that they would vote on the impeachment based on personal conviction and desired legacy. Nigerian senators understandably can’t be that outspoken out of the fear of being hounded. This doesn’t however rob off the fact majority of them vote ‘aye’ or ‘nay’ based on financial gain, ethnic and religious sentiments, party instruction, and ‘quid pro quo.’

Public interest is not always primary to politicians, including the US senators. Most of the Republican senators were more interested in acquitting Trump than ensuring a fair trial. They denied the public access to crucial information by voting against the admission of additional witnesses and documents. Voting in favor of the motion would have made the Senate evaluate the leaked indicting videos and testimonies of crucial anti-Trump witnesses such as John Bolton, the ex-national security adviser. Without a doubt, Nigerian progressive senators would have done same to save Buhari.

The US legislators conduct at plenary and commitment to national service need to be emulated by the Nigerian Senate. The US Senate leaders and the Chief Justice, John Roberts coordinated the sessions impartially. They, unlike their Nigerian counterpart, acted neutral, even though they too (as humans) have their own viewpoint and desires. They set rules that would make everyone listen and participate such as prohibiting the use of phones.

Rather than deploy speech interjection, shout-match and walk-out as commonly done in Nigerian chambers, the US legislators acted responsibly. No one spoke without being recognized and they yield back time promptly. More than once they sat for about twelve hours on the impeachment and everyone stayed on strong. If the impeachment trial took place in Nigeria, the senate president would have hurriedly adjourn sitting or ‘dabaru’ the process in favor of his party. Moreover, the senators, many of whom are old and lazy, would have yelled for adjournment or sleep off.

End Note

Trump’s acquittal by the US senate sets a bad precedence for succeeding presidents to solicit foreign interference in US election and obstruct the investigation of Congress. Conversely, conviction would have opened the door for future sharply partisan, malicious impeachments.

Both the United States and Nigeria need more executive-legislature synergy. The frosty relationship between Trump and Pelosi has worsened over the impeachment trial. They must be reconciled for the benefit of the American people. It’s difficult, but not impossible to have intergovernmental synergy and a vibrant legislature under the Buhari administration. Perhaps Senate President Ahmed Lawan and House Speaker Femi Gbajabiamila need to attend classes on ‘how to function without being a puppet.’

US democracy is not perfect, but Nigeria has a lot to learn from it. The latter must adopt the former’s positive deeds and embrace attitudinal change. One may blame the large efficiency gap between US and Nigeria’s democracy on the year of adoption. US democracy is over 230 years old, while Nigeria’s current democratic experiment is only 20 years old. But then, if Nigeria’s systemic failure is anything to go by, it will take us over a thousand years to achieve the progress US made in 230 years. The reason is not far-fetch. US has what Nigeria lacks: Transparency, accountability and leadership commitment to growth and development.
