Elumelu Says Delta LG Polls, Evidence of Reach of PDP

THE member representing Aniocha/Oshimili Federal Constituency in the House of Representatives, Hon. Ndudi Elumelu has described the local government elections in Delta State as a statement of what should be expected in future elections.

Hon. Elumelu who spoke through his Senior Legislative Aide, Ogbueshi Pascal Onukwu stated that the victory of the Peoples Democratic Party (PDP) at all the local government councils was a clear evidence that there was no opposition party in the state.

He observed, “PDP won in all the elections and it showed that PDP is on ground and with this election, the party will only get stronger because, it is a grassroots party.”

Hon. Elumelu who is the Chairman, House Committee on Health, stated that Delta State is home of the PDP and in the nearest future all Nigerians would see reasons to join the PDP.

“Remember that our national Chairman, Alhaji Muazu has said, Delta is PDP, PDP is Delta and that was witnessed in the local government elections, soon, Nigeria will be PDP because our President, Dr Jonathan is doing a lot for the people,” the gubernatorial aspirant said.

The lawmaker thanked Deltans for their faith in the PDP and congratulated those who won in the elections.

He also, advised all Deltans to continue to work with the leadership of the PDP and remain united because there is no alternative to the party, adding, “we should be strong in our support for President Jonathan.”

Delta 2015 Guber: Tony Obuh to Declare Thursday, October 30

20141029-050501.jpgIn strict compliance with the provisions of the Electoral Act, a Peoples Democratic Party (PDP) frontline gubernatorial aspirant, Sir Tony Chuks Obuh will on Thursday October 30, formally declare his intention to run for the office of Governor of Delta State in 2015.

The Director-General of Obuh Project 2015, Chief (Barrister) Fred Majemite in a Statement in Asaba Tuesday, said the event will afford the aspirant the opportunity to articulate his socio-economic agenda for Deltans.

He disclosed that Sir Obuh’s supporters, political associates and pressure groups will assemble at “The Cenotaph” in Asaba to cheer up their frontline governorship aspirant.

20140918-072214.jpgObuh, before now has embarked on consultation visits to PDP Local Government Area executives in the three senatorial districts (North, South and Central) to drum up grassroots support for his political aspiration.

Barrister Majemite said that the Obuh declaration rally will be remembered for a long time by the good people of Delta State because of the comprehensive preparation already put in place by Obuh Project 2015 Team in terms of political mobilisation, security and crowd control.

He further disclosed that PDP chieftains and party faithful from the three senatorial districts will join Sir Obuh on stage to articulate the “Road Map” vision document of the aspirant which has been developed specifically to take Delta State from “an oil-dependent State” to a “highly diversified economy” in line with the present administration’s “Delta Beyond Oil” initiative.

It will be recalled that Sir Tony Chuks Obuh, a top class technocrat and Permanent Secretary in the Delta State civil Service joined the gubernatorial race recently after retirement.

He served the state for thirty two (32) years without blemish. In 2007, Obuh convened and funded Project Uduaghan International, (PUI) a political pressure group affiliated to PDP in Delta State.

Note: Sir Anthony Chuks Obuh’s formal declaration is in compliance with the extant provisions of the Electoral Act, an official gazette of the Federal Republic of Nigeria, which stipulates that “governorship” aspirants should make their formal declaration 30 days to the party primaries. The Peoples Democratic Party (PDP) governorship primaries election is scheduled for November 29, 2014.

 

Death @ The Polls: Family of late Amioku’s Driver Cry out for Justice

20141028-014730.jpgFamily members of late Mr. Ifeayi Obi, the Senior Driver of Delta State Commissioner on the board of the NDDC, Chief Tom Amioku, who was shot during last Saturday’s local polls in Delta State, have cried out for justice over the circumstances surrounding his death.

The driver in his late 50s was killed in Chief Amioko’s village, Egborode in Okpe Local Government Area of Delta State when trouble broke out in unit 3 of the area.

Chief Amioku had claimed that his late driver was hit by a stray bullet.

According to him, there was a problem in unit 3 during the local polls and security agents tried to intervene but the atmosphere became very chaotic and he left the venue. The results of the unit, he said was eventually cancelled.

He said he left the chaotic scene with his team, adding that on their way his driver told him that he sighted the back-up vehicle being driven by his late senior driver rammed into a ditch.

In his words; “As we were driving, my driver told me that the back-up vehicle has fallen into a ditch. We went back to him, only to meet him in a pool of his blood. I am sure he was hit by a stray bullet. We moved him immediately to the Warri Central Hospital, but doctors confirmed him dead when we got there. I do not know where the stray bullet came from and from the Warri Central Hospital, I went to the Orerokpe Police station to report the matter and the matter is being investigated right now by the police.”

But family members of the late driver have cried out for justice, saying they are not impressed the explanation of Chief Amioku.

The younger brother of the late driver, Rev. Fr. Paul Obi who spoke to our correspondent in Warri, yesterday on behalf of the family, said; “We are not satisfied with the story of Chief Amioku on the death of our elder brother who was preparing for the burial of our father who died recently at 90 years old.”

Rev. Fr. Obi who is the Parish Priest of Holy Trinity Catholic Church, Umuochi Utchi, Ndokwa East Local Government Area of Delta state added that; “At about 4:40pm on Saturday when I was getting ready to go for a confession in my parish, Holy Trinity Catholic Church, Umuochi Utchi, I received a phone call from Reverend Father Ibekwe who told me that he received a surprised call from Chief Tom Amioku. He said Chief Amioku just called him to tell him that my brother was shot during an election at Egborode.

“He went further to say that Chief Amioku had asked him to go to the mortuary to identify the corpse of my late brother which he did. According to Father Ibekwe, Amoiku left them at the Warri Central Hospital to Orerokpe where he said he was going to formally report the case to the police. He did not go to the police station with any member of my family. He went alone and he never came back to report back to Father Ibekwe to tell him how he went with the police. At the Central Hospital, Warri, Father Ibekwe called me again and asked me to tell one member of my family members to come and identify the corpse before he could be taken to the mortuary. So I called my brother who was in Sapele to go to the Hospital,” he said.

According to him; “Dr. Ken together with one other of my relations and his wife went to identify the corpse at the mortuary. Since the incident happened till date, Amioku has not come to see me. Instead he went to break the sad news to our 70 years old mother and my late brother’s wife.”

In his words also; “So, up till this moment that I am talking to you, I am yet to know what happened to my late brother. It was today that I came back that I went to see the corpse of my late brother at the mortuary. When I got there, what I saw was not good at all. I saw that he was shot at the throat. According to rumours that I am hearing, they said it was a stray bullet that killed my brother, but I am not satisfied with that explanation. How can a stray bullet hit somebody on the throat? It did not hit him on the back or any other part of his body. So what I am saying is that I do not know the true story of how my brother died.”

“I am not satisfied with the explanation given to me about the death of my brother because he could not have died that way since he is not a politician. He was the senior driver of Amioku. What I do not understand is why he was the only person that was shot among the people in the entourage. Amioku has a lot of escort following him as the commissioner of NDDC. That is why I am saying that his death is still shrouded in mystery. Why is it that he was the only one that was killed? Because I know that he was not a politician. I am not satisfied with the way my brother died. I am very angry right now and we are demanding that justice should be done to unravel how my brother died. The family is demanding for justice because he was the bread winner. We also understand that he was inside the vehicle with a mobile police man when he died,” Rev. Fr. Obi stated.

The mother of the deceased, while speaking in tears said; “They have used my son for election. Why have they done this to me? Is it because we are poor and they are now taking us for granted? Justice must be done over the death of my son.”

Delta: Uduaghan Appoints Origho As New Head of Service

Delta state Governor, Dr. Emmanuel Uduaghan has approved the appointment of the former Permanent Secretary, Government House Annex, Warri, Mr. Oyambevwe Patrick Origho as the new Head of Service of Delta State.

An official statement titled “Government Special Announcement”, signed by Mr. Paul Osahor, Delta state Director of Information and made available to Blank NEWS Online on Monday, 27th October, 2014 reads:

“It is hereby announced for the information of the general public particularly Deltans, that His Excellency, Dr. Emmanuel Eweta Uduaghan, CON, Governor of Delta State, has approved the appointment of Mr. Oyambevwe Patrick Origho as the new Head of Service of Delta State.

“Mr. Origho’s appointment takes effect from the date he is sworn in as Head of Service.

“Until his appointment, Mr. Origho was the Permanent Secretary, Government House Annex, Warri.

“He will be sworn in at a date to be announced in due course.”

Ibabu/Iselegu Crisis: Uduaghan Inaugurates Judicial Commission Of Inquiry

DELTA State Governor, Dr Emmanuel Uduaghan has inaugurated a three-man Judicial Commission of Inquiry to proffer lasting solutions to the Ibabu/Iselegu communal crisis.

Inaugurating the commission, in Asaba on Monday, October 27, 2014, Governor Uduaghan charged communities in the state to always explore avenues of dialogue in resolving issues rather than engaging in warfare.

“I appeal to communities to explore all available means of dialogue to settle their differences because communal crisis is inimical to orderly development and also create image problem for the state,” he said.

Communal crisis he noted, “contributes to frustration and disenchantment experienced by members of the society,” adding, “economically, it can scare potential investors and relocation of existing industries in our communities to other states thereby creating avoidable problem.”

Governor Uduaghan listed the terms of reference of the commission as:“determine the remote and immediate cause or causes of the civil disturbances between the Iselegu and Ibabu communities in Ndokwa East and West Local Government Areas respectively, sometime in June, 2014.

“Determine those persons or institutions responsible for the disturbance in Iselegu and Ibabu communities, identify those who suffered injury to their persons and the nature of injury, those who lost their lives; and the extent of destruction of properties and those whose properties were destroyed during the disturbances.”

Other terms of reference of the commission are:“Investigate any other matter incidental or relevant to the terms of reference, which in the Commission’s view should be investigated to ascertain the true facts, make appropriate recommendations, including immediate measures to be taken by government and or the communities for the sustenance of peaceful co-existence in the communities and to prevent future crisis or disturbance in the area.”

Uduaghan who said the commission has one month within which to submit an interim report, described the members as “distinguished Deltans with proven integrity and it is my expectation and that of our people that they will handle this responsibility with due diligence, impartiality, transparency and fairness to all sides.”

The commission has Hon. Justice Barbara Molokwu as chairman with Mr Enie Otrofanowei and Surveyor Dickson Akpoghene as members while Mr Anthony Abuah will serve as Secretary.

Responding on behalf of members of the Commission, Hon. Justice Molokwu (rtd) assured Deltans that they would “dutifully, diligently, treat with dispatch this matter that has reoccurred despite efforts to arrest it,” stating, “peace is very important to the development of the society.”

Delta LG Chairmen Get Mandate *Uduaghan Cautions Against Wasteful Spending

Delta State Governor, Dr. Emmanuel Uduaghan has challenged the newly elected chairmen of local government councils to be prudent in the management of funds and desist from engaging in discriminatory actions.

Uduaghan gave the charge on Monday, October 27, 2014 while administering oath of office on 23 newly elected local government chairmen that won the Saturday council polls conducted by the Delta State Independent Electoral Commission (DSIEC).

He challenged the council chairmen to complement his administration’s Delta Beyond Oil Economic Development Model through judicious application of resources.

“Make infrastructure development a priority, let your elections be a blessing to the people and make sure you reside in your local government headquarters so that you can be accessible to the people.

“As local government chairmen, please, don’t discriminate between those that worked for you or worked against you during the elections because, you were elected to serve everybody, ” he said.

Governor Uduaghan advised the chairmen to be abreast with local government laws and also complete all on-going projects in their locality, observing, “government is a continuum, consolidate on the achievements of your predecessors and complete all the ongoing projects.”

While congratulating the Council chairmen on their elections, the Governor said, “ensure that peace and security reigns at your councils at all times.”

Uduaghan condemned the conduct of some voters at the Saturday’s poll whose action of thronging DSIEC offices and police stations disturbed the distribution of materials, noting that it was wrong for the electorates to besiege places where sensitive election materials were kept.

“At future elections, let us not go to the Police or DSIEC offices to wait for materials, we should wait for materials at the different polling units,” he advised.

The Governor commended DSIEC for conducting a generally acceptable elections and also thanked the security agencies, religious leaders and traditional rulers for their various roles in the successful conduct of the polls.

Uduaghan used the occasion to explain that council polls in the state were delayed due to legal issues that surrounded the government’s attempt to reconstitute the commission.

Responding on behalf of the chairmen, Hon. Constantine Ikpokpo, Chairman, Isoko South Local Government Council said they would execute people-oriented projects and would be responsible to the electorates.

Delta LGA Polls: PDP Wins, Uduaghan Happy Over Voters' Turn Out

The Delta State Independent Electoral Commission (DSIEC) had on Saturday October 25, 2014 conducted the local government elections in the 25 local government areas of the State.

Blank NEWS Online can report that despite some hitches, delays and security situation which were promptly dealt with, Deltans and other residents in the state turned out in large number to exercise their franchise.

Despite some unregistered protests by opposition parties, 23 chairmanship candidates of the People’s Democratic Party (PDP) have been declared winners by the Delta State Independent Electoral Commission (DSIEC).

The elected council chairmen would be sworn-in on at 12 noon, Monday, October 27, 2014 by Governor Emmanuel Uduaghan at the Ccenotaph, Asaba.

It could be recalled that the Chairman of Delta State Independent Electoral Commission (DESIEC), Mr. Moses Ogbe had assured Deltans of free, fair and credible polls that will meet acceptable standards.

According to DSIEC, 65 candidates from various political parties entered the contest for council chairman in the 25 local government areas while over 1000 candidates are vied for councillorship seats in the elections.

Declaring the results on Sunday, October 26, 2014 at the DSIEC headquarters, Asaba, the commission’s Chairman Mr. Moses Ogbe stated that the commission had to cancelled the results of Ndokwa East local government area, citing violence. The results of Ethiope East LGA was declared as ‘inconclusive.’

DSIEC stated that the People’s Democratic Party (PDP) won in Uvwie, Aniocha North, Ika North-East, Patani, Sapele, Ethiope West, Burutu, Oshimili North, Ndokwa West, Udu, Okpe, Ika South, Bomadi, Warri North, Isoko North, Isoko South, Ughelli South, Warri South, Oshimili South, Ughelli North, Ukwuani and Warri South-West.

Ogbe further stated that the chairmanship candidates of the PDP Ethiope West and Patani LGA were returned unopposed because none of the opposition political parties in the areas fielded candidates.

He boasted that the Delta local government election will serve as a litmus test for all Nigerians especially as the 2015 general elections approaches, just as he revealed that attempts by some politicians in the state to disrupt the election processes failed.

Meanwhile, Delta State Governor, Dr. Emmanuel Uduaghan has hailed the Local Government Elections held in the State on Saturday, October 25, 2014 as one of the best organised polls.

Speaking in his Abigborodo hometown shortly after casting his vote at Unit I, Ward 6, located at Abigborodo Primary School Polling Station in Warri North Local Government, the Governor said reports he received indicated that the exercise was largely peaceful in all parts of the State.

The Governor who expressed happiness at the huge turn out of voters for the exercise commended the people of the State for keeping faith with the exercise and expressed happiness for the peaceful conduct.

Commenting specifically about the exercise in Warri North, Dr. Uduaghan said certain elements had wanted to disrupt the exercise but security was called in to handle the situation.

The Chief Electoral Officer, Warri North, Miss Mary Fregene said that voting started at 3 pm due to late arrival of materials, explaining that the heavy rains caused the said late arrival of materials.

Blank NEWS Online field reporters who monitored the local government elections revealed a massive turn out of prospective voters during the Delta State local government elections on Saturday October 25, 2014.

Our correspondents who monitored the elections observed that as at 9 am business activities were going on at Ogwashi-Uku, though people were at different polling units waiting for electoral materials.

At about 10 am when our reporter visited Ubulu-Uku, former Deputy Chief of Staff, Chief Emma Ejiofor was seen with prospective voters anxious to cast their votes.

Chief Ejiofor observed, “there is no small election, we take every election very serious and want to make a statement with this local government election that victory is for our party, one hundred percent.”

Also at Obior, former Deputy Governor of Delta State, Chief Benjamin Elue and former Commissioner of Works in Delta State, Surveyor Paul Osaji said they have done their home work, stating that voters awareness was high in the area.

Surv. Osaji who is contesting for the Delta North Senatorial election observed that the Peoples Democratic Party (PDP) would naturally win in the elections.
At Agbor, Ika South local government area, Mr Peter Idion commended the high turn out of people for the election.

However, Hon. Cordelia Anyagwu said people came out to vote but, “it is unfortunate they are using the old voters’ register.”

At Ugiliamai, home of Senator Patrick Osakwe where his son, Ifeanyi was contesting for the Chairmanship position, the turn out of electorates was massive.

In the sae vein, the member representing Isoko North in the Delta State House of Assembly, Hon. Tim Owhefere has urged the electorates to continue to exhibit peaceful conducts after the local government council elections.

Speaking after casting his votes at Unit 13, Ward 16, Isoko North local government area of Delta State, Hon. Owhefere said the local government elections were very peaceful and the electorates should remain as such after the release of the results.

“We witnessed impressive turnout of people for today`s elections, it was peaceful and we hope that the people will remain peaceful after the release of the results,” Hon. Owhefere said, addig, “you know people were eager for the local government elections that was why it was grassroots election.”

Hon. Nelson Ejakpovi in a telephone chat, said elections at Emevor were also peaceful while Mrs Mimi Igbrude thanked the electorates for their peaceful conducts at Owheologo during the elections.

She stated that Owheologo had enjoyed fair share of democratic dividends, so, the people were happy to be involved in the elections.

NFF In Fresh Trouble: Court Orders Amaju Pinnick to Vacate Office

A Federal High Court sitting in Jos, Plateau State has nullified the September 30 elective congress held in Warri, Delta State that produced Amaju Pinnick as the President of Nigeria Football Federation, NFF.

The presiding Justice Ambrose Allagoa, said the election was held in contravention of the order of the court, saying there was need to protect the integrity of the Court, adding that “Court orders are not tea party”.

The Judge who had on September 19, restrained the NFF from going ahead with the election into the NFF executive committee therefore sustained all the other Orders of 19th September and warned that the orders of the court must not be further disobeyed.

“I have set aside all the proceedings and decisions of the Warri Extra Ordinary meeting of the 20th September and the Elective Congress of 30th September which were direct contravention of the orders of this court as granted on the 19th September.”

“Nobody should foist on the court a complete case of hopelessness so that the principles of law and justice can be upheld. Its not enough to say that the order of court was wrongly made, no matter how unorthodox, its subsisting orders, unless set aside, remains law and must be respected.”

“Defendants in this matter have not filed any counter affidavits in this court to contest the facts. There is no motion nor Memorandum of Appearance. This is a court of Record. On this note, the court has no option to protect the integrity and sanctity of court. Court orders are not tea party. Nobody is above the law. Impunity must be stopped.

“I have left out the issue of contempt. That does not mean that the Orders of this court should be further disobeyed.

“Parties are however warned,” the Judge ruled.

Counsel to the defendants, Dashe said, his clients would appeal the ruling, saying “We shall consult with our clients but certainly we shall go to the Court of Appeal as we are not satisfied with the decisions of the court in this matter.”

On his part, Counsel to the Plaintiffs, Habila Arzard, expressed delight at the ruling, saying his clients could now resume since the defendants would have to vacate the order of the High Court first.

He said, “From this minute, my clients can and should resume in office immediately. If the other parties must go on Appeal, they have to first of all vacate the office while they go on Appeal.”

Meanwhile, hearing of the substantive matters have been adjourned till the 25th November 2014.

Ogeah: Redefining management of government media profile -By Pius Mordi

How do you manage the affairs of a chief executive who is the target of vicious criticism, serial litigations challenging his election and is adjudged more on ethnic considerations? No Mass Communications class has such recipe.
For Chike C. Ogeah, managing the media affairs of Dr. Emmanuel Eweta Uduaghan as his commissioner for information could not have been more daunting. The Delta State governor is has the unprecedented record of undergoing two primaries and two gubernatorial elections within three months – a product of voiding of his election in 2007 just months before 2011 general election.

In the face of a media blitz anchored on just what the governor could not execute and often couched in less than enamouring superlatives, an unwary media manager may have been tempted to enter the fray using the same language. Not Ogeah. He treads the path of candour, preferring to calmly respond to attacks on his principal. In all his interviews, clarifications and press releases, Ogeah who turned 53 on October 23 always eschews the use of foul and negative words in representing the position of the state government and his principal.

“I have never seen being an attack dog as an effective way of countering falsehood or misinformation. For me, sticking to the facts not only lets the people know the truth but lifts one a notch above the moral compass over the protagonist”, the Delta State Commissioner for Information says.

Ogeah who first studied psychology at the University of Lagos before graduating in law says being caustic in responding to statements couched in abusive words and insults only ends up putting the media manager at the same level as his principal’s political opponents. “I believe the effective way to put the day light between traducers and one’s principal is to be statesman-like in response. Where there is falsehood and outright misinformation, respond with the facts and avoid calling the protagonists names. Where you are abused, I hold firmly to the belief that the proper approach is to remind them that nothing of substance has been said and without engaging in brickbats point out that the other person has stepped out of line,” he says.

To him, some media managers end up drawing more flak for their boss through the ill-advised strategy of matching every criticism with the same words. Unlike in more developed climes where the words and actions of not just elected persons but also the opposition are scrutinized by an enlightened electorate, politicians on both sides of the divide get away with statements that would have ruined their political careers and jeopardized their party’s chances in more matured political environments.

In his task of running the Ministry of Information in Delta State, Ogeah who was born the day after the governor seven years later, has won the admiration of the diverse political class in the state. Despite what large sections of the people of the state see as the outstanding achievements of Dr. Uduaghan, the governor has never been short of robust and strident criticism, albeit most using unsavoury words. In responding to such criticisms, Ogeah refrains from matching the words used by the governor’s critics. Rather, his strategy often leaves the critics feeling inadequate afterwards.

He believes the press has a crucial role to play in instituting a more sophisticated political culture in Nigeria and only needs to have their capacity boosted. Thus, he sold the idea of sending journalists practicing in Delta State to the Thompson Reuters Institute in London, general acknowledged as the Harvard of journalism, for intensive specialized training on various facets of reporting. Governor Uduaghan quickly bought the idea and approved the programme. From 2012 when the training began, 31 journalists practicing in the state have benefitted from the project.

The selection of the beneficiaries was not discriminatory as journalists from both private and public print and electronic media houses irrespective of their state of origin were sponsored to Thompson Reuters.

One of the hallmarks of Ogeah’s style is the open door policy he maintains with all journalists. Apart from regularly holding chats with media men, there is no unholy hour for him to be reached. This is in line with his oft repeated admonition to the press to publish whatever is the truth. His only demand is that the government be given a fair hearing and its side taken into account.
“I don’t subscribe to the thinking that journalists should be persuaded not to write stories that are seen to be critical of government. Why shouldn’t government be criticized? Giving government a fair hearing makes the criticism constructive,” he says, adding, “fortunately for me, I have a governor who believes in being accountable to the people. Dr. Uduaghan welcomes every opportunity to connect with the people and interact with them. That makes the job of telling it as it is quite easy for me.”

Believing every commissioner and head of every department or agency should equally be held accountable for their actions, Ogeah organizes mid-year and end-of-year press conferences where appearance is compulsory. Invariably, at least twice every year, commissioners and heads of parastatals and agencies in Delta State are made to face the press and give account of their stewardship in no-holds-barred sessions. He also encourages them to respond directly to enquiries from journalists.

He draws inspiration from his time as managing director of Sahcol, the aviation handling company hitherto owned by the federal Government. Under his watch as chief executive, the company was successfully privatized and sold to for N5.6 billion after an initial valuation of less than a billion naira. He believes that the turnaround in Sahcol’s fortunes is down to the transparent manner the company was run.

Ogeah has been immensely involved in crucial programmes and projects of the Uduaghan administration. During the Second South South Economic Summit in Asaba in April 2012, he ensured saturated coverage of the three-day talks through the invitation of business editors. However, in his relationship with community newspaper publishers, Ogeah opened a new vista of communication between the people and the government. With over 50 different titles serving the various ethnic nationalities in the state, the community newspapers became a veritable platform for the information commissioner to explain government’s action plan to the people.

He designed and branded the Delta Beyond Oil logo which has become the face of Governor Uduaghan’s drive to develop the non-oil sector of the state’s economy.

2015 Presidential Polls: Jonathan Set To Re-contest *Haliru Heads Declaration Committee

True to bookmakers’s prediction, Nigeria’s President Goodluck Jonathan has at a meeting with chieftains of the Peoples Democratic Party (PDP) at the Presidential Villa, Abuja, on Thursday, October 23, 2014 indicated interest to seek re-election and contest the 2015 presidential election.

He has also assured that he is desirous to obtain the nomination form before the deadline set by the party leadership and make formal declaration between November 7 and 15, 2014.

Sequel to this, the meeting constituted a high powered Presidential Declaration Committee to plan a befitting declaration event.

A Presidential Declaration Committee to plan for the declaration is chaired by a former Minister of Defence, Mohammed Bello Haliru and comprising of representatives of the National Assembly, Governors, party, zones and Jonathan’s nominees.

Members of the committee include Ken Namani (Deputy Chairman), Enugu, Anyim Pius Anyim (Secretary), Ebonyi, Prof. Rufa’i Ahmed Alkali (member), Gombe, Julius Imagwe – SSA – Youth – (member), Edo, Dr. Baraka Sani (SSA -NSAP) – Kano, (member).

Governor's Son Doesn't Meddle in Abia PDP Affairs- Says Orji's Aide

20141023-051915.jpgThe Chief Press Secretary to Abia State Governor, Mr. Charles Ajunwa, has refuted a media report that the governor’s son, Chinedu Orji, was mounting pressure on the leadership of the Peoples Democratic Party ( PDP) in the state to pave way for his emergence as the next Speaker of the Abia State House of Assembly.

In a press release made available to journalists in Umuahia, Mr. Ajunwa who described the said media report as baseless and unfounded, urged members of the public to disregard it.

He explained that the governor’s son had never at any time meddled in the affairs of the party as “he is not an official of PDP nor government official but a private individual who has always minded his own business.”

Mr. Ajunwa blamed detractors for planting the publication which he said was intended to generate bad blood in the party and cause disaffection in the polity ahead of the 2015 elections.

He further said that the governor’s son had not indicated interest in any elective office let alone subjecting party officials to pave way for his emergence, wondering why mischief makers would always want to look for ways to disrepute him.

Apart from warning members of the opposition and detractors to stop attacking the governor’s son for cheap political popularity, Mr. Ajunwa affirmed that there was no division in Abia PDP contrary to insinuations in some quarters as portrayed in the said report which according to him was only but a bundle of falsehood.

He said that no amount of falsehood or propaganda by the opposition would put PDP in disarray, boasting that the party would still sweep the 2015 elections in the state to maintain its dominance.

Mr. Ajunwa, therefore, enjoined the people of the state to keep their doors shut against other political parties which he said “have no agenda for the state”, and remain steadfast in their support for PDP which he said had since raised the bar of governance in the state and Nigeria.

Ahead of the 2015 polls, the senator representing Delta North Senatorial district at the National Assembly, Dr. Ifeanyi Okowa, has on Monday, October 20, formally declared his intention to contest in the governorship election of Delta State.

During the declaration in Asaba, Okowa, who is vying on the platform of the Peoples Democratic Party (PDP) asserted that Governor Emmanuel Uduaghan would likely hand-over to him come May 29, 2015.

According to him, “No matter what you hear, our friendship cannot be washed away. Uduaghan is my friend, he is my mentor, he is my Oga and I believe he is remaining neutral in the selection process of the governorship candidate of the PDP in next year’s election.”

He further insisted that he was the best material for the 2015 governorship race, adding that he would consolidate on Governor Uduaghan’s achievements and bring hope to Deltans.

Senator Okowa, who is Chairman, Senate Committee on Health as well as the first Director-General of Emmanuel Uduaghan Campaign Organisation, said “He (Uduaghan) is my mentor, he is my Oga and he knows that I am the best for Delta State. This project is Divine and God has approved of it, hence there is no one that can stop us.”

He listed his areas of focus to include wealth creation and employment generation; peace building platforms; agricultural reforms and industrialisation; health and educational development; and environment and urban renewal.

He however joined in the support for the re-election bid of President Goodluck Jonathan.

Sultan of Sokoto, His Eminence, Alhaji Mohammed Sa’ad Abubakar III, Governor Emmanuel Uduaghan, Bishop Hassan Matthew Kukah, Bishop of Sokoto Diocese, Professor Benjamin Okaba, Chief Olu Falae gave this charge on Tuesday, October 21, 2014 at a lecture to mark the 60th Birthday anniversary of the Delta State Governor, Dr. Emmanuel Uduaghan, in Asaba.

Governor Emmanuel Uduaghan in his remarks called on leaders in all spheres of life to live exemplary lives worthy of emulation by their followers and other Nigerians reminding them that “when leaders show good example to their followers, their followers will follow suit, this the challenge we have as leaders, what are you telling your followers, what examples are you showing to them”.

While calling on leaders to do more to enhance the living conditions of their followers, he admonished the followers to be patient and support of their leaders for the good of the nation.

Uduaghan called for continuing dialogue on the issues that propagate anger in the society, stressing that the more we discuss these issues, the more we are able to manage them and the anger they generate.

The Sultan of Sokoto, His Eminence, Alhaji Mohammed Sa’ad Abubakar III in his address said that leadership was a trust from God and was all about service to the people stressing that all leaders would account for their actions to God Almighty and to the people who elected them to serve.

He charged Nigerians to continue to dialogue on issues that affect the nation and seek reconciliation stating that “ a forum like this brings us together to talk to one another as Nigerians on issues that affect us all, it brings us as Christians, moslems, northerners and southerners to talk about some home truth about our nation, Nigeria”

“Why wouldn’t people be angry when they feel things are not going right in the country, why do we still have insecurity in the country? People are hiding from the truth and giving it all sort of colouration, I wish to remind you that insecurity affect us all whether Christians or muslim, northerner or southerner, we have to dialogue with ourselves and seek solution to this problem to have peace”, Alhaji Abubakar III said.

He commended Dr. Emmanuel Uduaghan for organising the lecture giving its importance and relevance to today’s Nigeria’s reality and called for continuous communication with one another so as to seek solution to our problems.

Bishop Hassan Kukah and Prof.Benjamin Okaba who were the guest lecturers and spoke on the theme “Anger Management” charged Nigerians to learn to manage their anger and use it positively. They called for tolerance among the people so that the country would prosper.

Bishop Kukah advocated for today’s children to be taught anger management in school and how to tolerate one another and dialogue with themselves so as to engender love and unity.

Chief Olu Falae, one of the discussant at the lecture, said that anger can be positively managed to bring about progress in the society.

The lecture was attended by members of the National and State Houses of Assembly, traditional rulers, clergy and top government officials and other eminent Deltans.

Delta To Access N220Bn CBN Fund, Export Fish *As Uduaghan Gives Micro Credit Law

Nigeria’s oil and gas wealthy Delta state is now set to access the Central Bank of Nigeria (CBN) N220 billion naira micro, small and medium enterprises funds for the benefit of the people of the state.

The state is also partnering with the United Nations Industrial Development Organisation (UNIDO) in the areas of fish processing and packing for export overseas.

This development followed the signing into law of the Delta State Micro, Small and Medium Enterprises Development Agency Bill by the Delta State Governor, Dr. Emmanuel Uduaghan on Monday, October 20, 2014.

The initial Bill was to consolidate the state’s micro credit activities targeted at less privilege persons in the state.

Governor Uduaghan who signed the Bill into law in the presence of Speaker of the State House of Assembly, Mr. Peter Onwusanya announced the appointment of the State Commissioner for Poverty Alleviation, Dr. Anthonia Ashiedu as the agency’s executive secretary.

He explained that the law became necessary to ensure the continuation of the micro credit programme which has changed the fortune of most people who were economically disadvantaged.

Uduaghan observed that his administration in line with its Delta Beyond Oil Initiative has carried out a lot of developmental activities targeted at the pro-poor, explaining that the new agency would ensure the continuity of those activities.

“This bill is to ensure the protection of our micro credit programme for which we have put in a lot and is beneficial to the people at the lowest rungs in society.

“Since 2007 a lot of our activities have been targeted at the poor, this enabled us to deal with the Delta Beyond oil at that level,” adding, “now we have an agency that will protect our micro credit activities”

Uduaghan stated that with the agency in place, the state could now access the Central Bank of Nigeria 220 billion naira micro, small and medium enterprises fund for the benefit of the people of the state, stressing that “the state has been identified as a major beneficiary of the fund giving our achievements in that sector”.

The agency he explained would be run by a part time board and chairman with an executive secretary to oversee its day to day administration and management.

In a related development, Governor Uduaghan has disclosed that Delta State Government and the United Nations Industrial Development Organisation (UNIDO) were partnering in the areas of fish processing and packing that would facilitate export overseas.

The Governor who witnessed the harvesting and sales of fish exhibition at the Camp 74 Fish Farm, Asaba on Monday said with the construction of Cargo section at the Asaba International Airport, fish farmers could send their products fresh to any part of the world.

He explained that six fish feed processing facilities were already being constructed in the state that would help produce floating feed for farmers under the said partnership with UNIDO.

“You will no longer have difficulties in getting your feeds,” Governor Uduaghan assured the fish farmers, who are also creating jobs under he State Government’s Delta Beyond Oil Economic Development Model.

“With what we are doing with Delta Beyond Oil, with the fish farming, we will get to a point where the fish we produce will be more than we can consume or sell locally. so we are partnering with UNIDO to get modern dryers and package the fish for national and international market,” he said.

Uduaghan commended the fish farmers, most of whom are graduates, who have taken to profitable means of livelihood rather than waiting for government and white collar jobs.

“When you have a passion, follow your passion, develop your passion and the sky will be the limit, that is why comedians are making money and I know of Lawyers who are into fashion designing and they are doing well, you don’t need to wait for government to employ you before you assist yourself and contribute to the growth of the society, ” he said.

The State Commissioner for Poverty Alleviation, Dr. Anthonia Ashiedu had thanked the Governor for providing the enabling environment for Deltans to discover their potentials, stating that through the micro-credit programme, the youths were learning different trades and have become employers of labour.

Mr Upright Nwanneka who is the President of Camp 74 Fish Farm Cooperative Society explained, “Camp 74 which started operation with just one fish pond has become a fish farm estate covering over six hectares of land with over 450 fish ponds having 102 fish farmers with over 90 per cent graduates and 20 youth corp members employing 22 permanent workers and 30 casual workers turning out more than 25 tons of fish monthly.”

The Oshimili South People’s Parliament (OSPP) has commended the member representing Aniocha/Oshimili in the Federal House of Representatives, Hon. Ndudi Elumelu for appointing Ogbueshi Pascal Onukwu as his legislative aide.

A statement signed by the Secretary and women leader to OSPP, Barr. A.K. Nmah and Mrs Adaeze Ndah respectively, described the appointment of Ogbueshi Onukwu as well deserved and progressive.

"Nigeria Is Ebola-Free" -WHO

20141021-035840.jpgThe World Health Organization (WHO) has officially declared that Nigeria is free of Ebola Virus Disease (EVD) after six weeks (42 days) with no new cases.

Speaking in the capital Abuja, Rui Gama Vaz (WHO representative) said that it was a “spectacular success story”.

“This is a spectacular success story. It shows that Ebola can be contained but we must be clear that we have only won a battle, the war will only end when West Africa is also declared free of Ebola”, he said.

The disease gained entry into the country in July when Liberian, Patrick Sawyer, came in on diplomatic assignment.

Nigeria had 20 cases in total, of which eight died.

The outbreak has killed more than 4,500 people in West Africa, mostly in Liberia, Guinea, and Sierra Leone.

An estimated 70% of those infected have died in those countries.

Recall that on October 17, 2014, Friday, the WHO officially declared Senegal Ebola-free.

Official Statement By World Health Organisation (WHO) country representative, Rui Gama Vaz:

‎”Today 20th October, 42 days(twice the incubation period) after the last confirmed case of Ebola Virus Disease was discharged from the isolation ward having tested negative for Ebola virus, the chains of transmission have been broken.

“WHO officially declares that Nigeria is now free of Ebola virus transmission. The virus is gone for now. The outbreak in Nigeria has been contained. But we must be clear that we only won a battle. The war will only end when West Africa is also declared free of Ebola.

“While the outbreak is now officially over, Nigeria’s geographical position and extensive borders makes the country vulnerable to additional imported cases of Ebola Virus Disease. It is therefore critical to continue vigilance for any suspected cases by strict compliance with WHO EVD preparedness guidelines. Therefore there is need to continue to work together with states to ensure adequate preparedness to rapidly respond, in case of any potential re-importation.”

Meanwhile, President Goodluck Jonathan has welcomed the declaration by WHO, saying it was a globally-acclaimed success against.

Briefing State House correspondents in Abuja, on Monday, the Special Adviser to the President on Media and Publicity, Dr Reuben Abati, said the president had dedicated the certification to the “many patriotic health workers, volunteers and ordinary Nigerians, who worked tirelessly, some of them paying the ultimate price, to stop the deadly virus in its track, after it entered the country in July.”

Jonathan reiterated his appreciation of the contributions of state governments, WHO and other international health organisations, relatives of infected persons and other Nigerians, who either courageously underwent the rigours of being quarantined or complied with all directives issued by health authorities to defeat the virus.

“As the nation applauds the success of its collective effort to stop the transmission of the Ebola virus within Nigeria, the president warns that the entire country must remain fully alert and vigilant against the re-entry of the virus.”

The president urged all Nigerians to continue to follow the anti-Ebola advisories on sanitation and personal hygiene, issued by federal and state health authorities.

Sultan of Sokoto and President-General, Nigeria Supreme Council for Islamic Affairs, Alhaji Sa’ad Abubakar III has commended Delta State Governor, Dr. Emmanuel Uduaghan for promoting inter-ethnic and religious harmony in the country.

Alhaji Sa’ad Abubakar III who is in Asaba to chair a lecture on Anger Management being organised to mark the Governor’s 60th birthday in Asaba made the observation when he paid a courtesy call on Dr. Uduaghan at the Government House on Monday.

He described Governor Emmanuel Uduaghan as a trail-blazer in engaging in actions that unite Nigerians despite their ethnic and religious persuasions.

“I am in Asaba to take part in the discussion on issues affecting our nation. We should thank the Governor for thinking in that direction, we should continue to talk, if we want the country to be great, we should close ranks.

“To find solution to Nigeria’s problem, we must come together and talk to one another. The more we talk to one another, the more we understand one another, I believe strongly in the application of dialogue to settling all issues,” reiterating, “we must continue to look at ourselves as one and as the two major religions in the country preach, we must love one another.”

He observed that peaceful co-existence and harmony could only be achieved by Nigerians in engaging themselves in frank dialogue rather than relying on persons that do not understand the cultural, religious and ethnic colouration of the country.

The Sultan stressed, “we must come together to fight our common enemy because disease does not know religion or tribe just like poverty.

“We are Nigerians by virtue of God’s creation, we must continue to look at ourselves as brothers, love one another as we are created by one God despite our different tribes and religion.”

Governor Uduaghan thanked the Sultan for coming to Delta State for the lecture and described the Sultan as a bridge builder who believed in the unity of Nigeria .

“Since you assumed the throne of your forefathers as the Sultan, you have been one of the greatest Ambassadors of peace in Nigeria, you have moved across this country and beyond preaching peace.

“I know that God will reward your efforts to give us peace in Nigeria and I want to assure you that Delta State will continue to partner with you in bringing peace to Nigeria,” the Governor said, adding that his administration would continue to engage in actions that would unite Nigerians.

Uduaghan Advocates Inter-State Cooperation Among Security Agencies

GOVERNOR Emmanuel Uduaghan of Delta State has called for inter-state cooperation among security agencies as one best strategy of checking criminal activities in the country.

Uduaghan made the call on Monday when the Assistant Inspector-General of Police in charge of Zone 5, Mr Musa Daura paid him a courtesy visit in Asaba.

Governor Uduaghan said that inter-state cooperation should be propagated among security agencies stating because kidnappers and some other criminals have no boundary of operations.

“Please look at inter-state cooperation in policing because at times, these criminals don’t have boundaries,” the Governor said while appealing to the AIG to help discourage the practice where complainants take matters to the zonal headquarters without recourse to the state command.

He observed that such advise was necessary as some persons use their influence at the zonal headquarters to affect the administration of Law and order in the state.

Dr Uduaghan emphasized, “we take the issue of policing very serious in Delta State because of our peace and security agenda, so, whatever we can do to assist you, inform us,”adding, “the state is peaceful but sometimes we have some flashes like the one we had last week where a stray bullet killed an actor, that was very regrettable but the armed robbers did not succeed.”

Governor Uduaghan who commended the Inspector-General of Police, for his interest in effective policing of the country, especially, Delta State, congratulated AIG Daura on his posting to Zone 5 noting , “you have come to a zone that when you leave here, you will be elevated.”

AIG Daura who was accompanied by top Police officers including the Commissioner of Police in Delta State, Mr Alkali Usman had commended Governor Uduaghan for his developmental strides in the state.

“Delta State has taken a new dimension in the area of development and I want to say congratulations on your achievements, I can classify the Governor of Delta State as the super Governor of Nigeria,” the AIG said, assuring that his men would provide necessary security during the local government elections coming up on Saturday.

2014 World Breast-Feeding Week: Delta Mothers Urged To Sustain Practice

Breastfeeding mothers have been told to be committed to exclusive breastfeeding practice for the benefit of their babies, themselves and the entire society.

The State Commissioner for Health, Dr Joseph Otumara, gave the charge in a statement to mark the 2014 World Breastfeeding Week celebration with the theme “Breastfeeding: A Winning Goal – for Life”.

Enumerating the benefits of breastfeeding, Dr Otumara said that a well breastfed child would have reduced risk of allergies, sudden death, enjoys the protection from Protein Energy Malnutrition (PEM) adding that human breast milk contains all anti-infective substances which reduce the risk of diarrhea, respiratory tract and ear infections among children.

According to him, proper breastfeeding practice reduces risk of breast cancer among women, maternal blood loss in mothers after delivery and promotes uterine contraction, which he said quickens uterine involution, explaining further that it delays the onset of menstruation thus aiding child spacing and provides emotional bonding between mother and child.

He said the nation also benefits when mothers practice exclusive breastfeeding stressing that the waste disposal systems would not be over stretched by empty cans of substitute milk and that there would be increased productivity of the parents as well as less cost in terms of health services.

The Commissioner, quoting estimates by the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF), disclosed that the poor attitude of many nursing mothers with little or no support from their husbands and other stakeholders have led to the death of 1.5 million children annually and a million others mentally impaired.

He explained further that over 3000 children below age five die from diarrhoea and other respiratory tract infections such as pneumonia due to the use of breast milk substitutes, feeding bottles and associated poor hygiene, adding that poor breastfeeding practice also results in the death of 21 percent of infants Nigeria.

He therefore advised nursing mothers and other members of the public to fully embrace the state government’s various free health care programmes of under-five, maternal health care services, rural health scheme, routine immunization, vitamin A supplementation among others, which he stressed were aimed at providing the people of the state particularly children and women with optimum health care services.

He said that activities to mark the weeklong celebration included prayers in churches and mosques, radio and TV discussions, rallies in major roads/streets in Sapele, Ogwashi-Uku and Ozoro, lectures, symposium and drama, saying the grand finale would feature baby show competition and award of prizes.

He commended the support of donor agencies such as UNICEF, WHO and other NGOs for their support to substantially reduce Under-5 and maternal deaths and to achieve the MDGs.

The World Breastfeeding Week was instituted by WHO and comes up between 1st and 7th August annually, but shifted this year in the State to October due to the emergency attention given to the Ebola Virus Disease.

LG Polls: Gov Uduaghan Urges Vigorous Campaign for PDP Victory

Delta State Governor, Dr. Emmanuel Uduaghan has urged elders and leaders of the People Democratic Party (PDP) to mobilise and campaign vigorously at their wards to ensure victory for the party in the forth coming local government elections in the state.

Governor Uduaghan who gave this charge at the weekend during a PDP state Executive Committee meeting in Asaba stated that every member of the party should go back to the grassroots, campaign for the party and ensure that they win their wards fairly and squarely.

According to him, “we have a winning strategy which we used for the last senatorial election, we have our members, elders and leaders in all the wards, we simply asked them to go back and campaign vigorously for the party and win their wards” adding “all of us should go back to the grassroots, our wards and local government areas, mobilise our people and win this elections fairly and squarely”

“This is a grassroots elections and it will test our popularity”, Dr. Uduaghan stated. He commended the members of the party for the unity, commitment and loyalty to the party and urged them to continue to deal with all challenges in-house.

He reminded all aspirants that only God gives power and position and that they should not do things that would threaten the peace and security of the state stressing: “Let us aspire with a sense of responsibility, do it as one family, don’t set the place ablaze because of your aspiration, if it does not get to you now, then it is not God’s will. Wait someday it will get to you”

“Remember that only God gives power and position, we cannot force it”, he added.

Earlier, the State Chairman of PDP, Barr. Peter Nwaboshi told the gathering that October 20, 2014 was the last day for anybody on full time appointment aspiring for elective positions to resign in order to contest adding that the state party secretariat has gotten forms for those interested in contesting the party’s primaries.

He harped on the party guidelines and asked all members to adhere strictly to them.

Delta State politicians who are desirous of becoming elected or appointed officials have been told to strive to embody the humility, idealism, pragmatism, visionary leadership, selflessness and hard work of Dr. Ngozi Olejeme in their political career.

The call was made by the Chairman of the Peoples Democratic Party (PDP), Delta Chapter, Chief Peter Nwaoboshi when Dr. Olejeme and her supporters visited the state secretariat of the party.

Nwaoboshi, who extolled the rare virtues of Olejeme as a humble governorship aspirant in the state, advised politicians in the state not to go the way of Mrs. Marian Ali, wife of Ahmadu Ali, the erstwhile national chairman of the Peoples Democratic Party (PDP) and her associates.

“Let me welcome Dr. Ngozi Olejeme to our state secretariat. I have three reasons of welcoming her. Firstly, Dr. Olejeme is a loyal party member. Secondly, she is a woman who has respect for manhood and humanity. She does not belong to those people that slap men and women. A slap on the state chairman is a slap on the PDP in Delta State. Thirdly, we are appreciative of her humility.”

Nwaoboshi stated that Olejeme’s humble background and attitude found full expression in her approach to the party executive committee.

“This befitting edifice that you are seeing today was built with the contributions of leaders and supporters of the party. Today, even without prompting, you felt you cannot enter this secretariat without doing something. We want to thank you profusely for this wonderful presentation of the sum of N10million to furnish the secretariat. We will not disappoint you. We will do all the needful. When you come again, we will show you what we have done with the money” he said.

He further praised Dr. Olejeme for respecting the leadership of the party.

“We have respect for people who respect us. Since you have come to seek permission from me as the state chairman and members of the state executive to enter the state to canvass, we give you the permission. We give you the permission to canvass for vote. In your usual humility, ask for vote”

Nwaoboshi regretted that the greatest tragedy of our times is that “many politicians are noise makers.”

He therefore urged her supporters to play politics of honesty and love.

“I can see many political warriors around you; people who can help Dr. Olejeme to win vote. They are not the people who make noise. Dr. Olejeme is my sister and you have to be honest to her. Follow her with all honesty and do what you know is right for her to win the 2015 governorship election.”

Presenting the form to Obuh, the National Organizing Secretary of the Peoples Democratic Party, Alhaji Abubakar Mustapha said that retired Civil Servants are more experienced to govern the states of the Federation, even as he added that the party is not against retired civil servants contesting elective offices, stating; “Indeed, they are most qualified because of their wealth of experience.”

Abubakar told Obuh that because of his rich and distinguished background and service track record, he is most qualified to contest for the office of governor of Del‎ta state and assured that the party will provide a level playing field for all aspirants.

‎Speaking shortly after he obtained his Expression of Interest and nomination forms, Sir Tony Obuh said, “I have come to establish the first great step and my decision to serve my people in the position of a governor. I here to tell my party that I am serious about what they may have been hearing, seeing and reading in the media that Anthony Obuh is a candidate that is seriously pursuing the first class seat to serve as the governor of Delta state.

“As you may be aware, Delta is doing a programme called ‘Delta Beyond Oil’ and what the programme represents is a philosophy that wants to diversify our economy. A philosophy that want to explore new areas for wealth generation, we want to look into new areas for industrialization, for employment, instead of concentrating on oil, Oil is a product that will finish one day, it will finish and we are preparing our economy to grow on other sectors,” he said.

On the allegation that he is been imposed by the governor, Obuh said, “‎ I wish that was true, indeed, I am praying and working hard that not just the governor but the entire Delta state people should endorse me and make me their candidate of choice. Nobody has come to tell me that the governor has endorsed me, sponsored me or made me his candidate.

According to him, “The governor has not told me so but nevertheless, I have continued to receive endorsement from across the state, different segments of the delta society, women, men, elders, youths; they have been sponsoring my campaign. People print posters, banners, shirts, caps, and I have not spent a kobo doing any of that.

Obuh further noted that, “People have been endorsing me and they have continued to spend their money to propagate our philosophy. I think our strength is the support we have from our people, in any case, we will pursue it to see whether the governor will endorse us because that will make us happier.

“I am from Delta North, one of the three Senatorial districts of delta state, I am not contesting the election just because I am from Delta North, I am contesting because I have something going on for me in terms of understanding and affiliation of the needs and aspirations of the people across the state. I am standing on the platform of the three Senatorial District; I am a candidate for Delta State,” he affirmed confidently.

On how long he has been a member of PDP, Obuh said, “I have been a member of the PDP because the later years of my service, I was a permanent secretary. I served as the Permanent Secretary for 8 years and by virtue of that appointment, I held a political appointment which makes it free for me to be a member of any party of my choice. I was a registered member of the PDP even if I was not mounting the soapbox. I have been a member of the party since 2001.”

In an expression of gret delight, the Mayor of Infant Jesus area in Asaba, Sir Ben Agazuma and the “Tony Obuh (The Chosen One) 2015 Governorship Support Group”, commended the PDP National leadership in their display of trust, saying that Deltans and non-Deltans in the state have resolved to vote en-masse for Sir Anthony Obuh.

He also lauded the spate of development in the state under the good governance of Dr. Emmanuel Uduaghan, which he attributed to the Governor’s poise to leave a lasting legacy behind.

PRESIDENT Goodluck Jonathan has commended the administration of Dr. Emmanuel Uduaghan on the giant developmental strides it has achieved in Delta State.

Dr. Jonathan bared his mind on the visible achievements of the administration of Governor Uduaghan while commissioning the Utor Bridge on the Asaba-Ebu-Uromi Road which will ease movement from the eastern part of the country to Abuja by more than two hours.

Represented by his Vice, Arch. Nemadi Sambo and accompanied by the Governor of Delta State, the President observed that Dr. Uduaghan has delivered on several critical sectors in the state.

“You (Uduaghan) have created the enabling environment for development to take place, you have the transport sector, you have transformed so many areas and it is highly commendable and we will continue to partner with you in this direction,” he said.

President Jonathan explained ‎that “the commissioning of this bridge is a re-affirmation of this administration’s commitment to improve on the infrastructure base of the country,” adding, “it is gratifying that the completed bridge is positively impacting on the people of the immediate community and other Nigerians.”

The Minister of Works, he disclosed has been directed to commence the design of a dual carriage way on the road to facilitate movement of people and goods to different parts of the country.

“We have asked the Minister of Works to commence the design for the dualisation of the road,” the President said while reiterating his administration’s commitment to partner with the private sector in the development of the country.

Dr Uduaghan had on his part commended the President Jonathan’s led administration for transforming the country and challenged the Ministry of Works to showcase President’s achievements.

According to him, “this is an era we need to showcase the many achievements of the President, we thank Mr President for speedily completing this project.”

The Governor noted that the bridge project was very important because it will facilitate movement between the people of Delta and Edo States, adding, “three quarter of the people in Edo State and those in Kogi State can now make use of the airport (the Asaba International Airport).”

He used the occasion to call on the Federal Government to device means of regulating weight of vehicles that ply the roads, observing that the durability of the roads were been affected by the weight of the vehicles that ply them.

“We need to regulate the weight of the vehicles that ply this road for the road to last . This road is very important to us that is why we are also constructing a flyover at the Inter Bau Roundabout because we are envisaging a lot of traffic on the road,” the Governor said.

The Minister of Works, Arch. Mike Onolememen had in his welcome address said the Utor River Bridge on the Asaba-Ebu-Uromi Road cost the Federal Government N4.4 billion and would facilitate free flow of vehicles, people and materials and thanked Governor Uduaghan for his cooperation which facilitated the completion of the bridge.

Delta State Governor, Dr. Emmanuel Uduaghan has reaffirmed the commitment of Delta State towards re-electing President Goodluck Jonathan for a second term in office come 2015.

Governor Uduaghan made the declaration in Asaba on Wednesday when the National Chairman of the Peoples Democratic Party (PDP), Alhaji Adamu Muazu commissioned an ultra modern party Secretariat in Asaba and also presented flags to PDP chairmanship candidates for the October 25 local government election in the state.

Dr. Uduaghan assured the PDP national chairman that Delta was strongly behind President Jonathan’s administration and was in full support of the National Executive Council’s (NEC) decision to adopt him as the party’s sole candidate.

“ Delta is behind you, we are solidly behind you. We will not get tired in supporting you as you support Mr President as agreed by the National Executive Council that we have only one presidential candidate. We will not be tired in supporting the candidate,” he said.

He told the national chairman that PDP was very strong in Delta State, noting,”we believe the strength of the PDP at the national level depends on the states and we in Delta State are committed to strengthening the PDP.”

Muazu on his part commended the governor for building a strong party in the state, assuring the people that with PDP remaining in power, their future was secured.

According to the PDP Chairman, the magnificent secretariat was an evident demonstration and commitment of the government and people of Delta State towards the success of the PDP.

“PDP is the only political party that can enhance your today and secure your future,” Alhaji Muazu said, adding, “I congratulate Governor Uduaghan, Chairman, Nwaoboshi and all those who contributed to the building of this secretariat, it is a sign of your love and commitment to the PDP.

“We know that Delta is PDP and PDP is Delta, the two are inseparable,” reiterating, “today is a very significant day in the life of the PDP in Delta State.”

Alhaji Muazu who also presented PDP flags to the Chairmanship candidates of the party in the forthcoming local government election in the state, expressed confidence in the ability of the party to win in the elections.

“By the grace of God we will win one hundred per cent in the local government elections,” he said.

Chief Nwaoboshi in a welcome address, said, “Mr National Chairman, we dare to state unequivocally, that Delta State PDP family is one of the most cohesive, proactive, united and ever ready to win any election in PDP states in Nigeria because of the all inclusive leadership philosophy engineered by His Excellency, Dr Eweta Uduaghan (CON).

“This office complex is made up of two floors of four wings, it has fourteen office suites of three rooms each, it has additional 16 single rooms, with 24 toilet conveniences for males and females.”

The secretariat he stressed “has an ‘amphi theater’ or conference room that can comfortably seat 2000 people; it has a big two bedroom security post with in-built kitchen facilities and a detached, additional 12 toilet conveniences,” he said, adding, “this office is fully furnished with air conditioners, television sets and an 100 kva generating set installed to serve the complex.”

DELTA State Governor, Dr Emmanuel Uduaghan has attributed the achievements of his administration, which has earned him recognition from several quarters, including national newspapers awards, to the support and cooperation from people of the State.

Governor Uduaghan, who spoke in Abuja on Tuesday after receiving the Leadership Newspaper 2013 Governor Of The Year Award, explained that the unity of purpose and support of the people provided the enabling environment for the successes his administration has recorded.

“I thank God once more for this award, which I am dedicating to every hardworking Deltan,” the Governor said, adding, “Whatever we have set out to achieve today can only be achieved if we all as Deltans put up a right attitude and the right frame of mind to achieve our goal, which is ‘Delta beyond oil’.

It would be recalled that Dr Uduaghan was the 2013 Man of The Year of the Sun Newspaper, Vanguard Newspaper Man of the year 2013, among others.

Governor Uduaghan said he was humbled to be receiving award with former Head of State, Gen. Yakubu Gowon (rtd) who bagged the Leadership Person Of The Year award.

According to the Governor, “I am happy to stand here with General Yakubu Gowon, who as head of state, I was one of those drafted to stand by the roadside to wait for him while he was passing and waved at him.

“I have told this story before. I am happy to be here with you. I congratulate you for this honour and also congratulate all the other recipients and I thank everyone that has come here today to celebrate with us.”

Gen. Gowon at the occasion, urged aspirants for political office to stop character assassination, stressing that he believed in a united and progressive Nigeria.

“As politicians, what I’m going to request you to do is that we have to guard against always trying to condemn ourselves in such a manner that the outside world thinks that we are not good.

“We must really think of dealing or addressing policies and not attack individuals,” the former Head of State said,adding that he dream of a Nigeria where the youths “can have every facility to educate themselves so that they can make their own contributions to the greatness of this country.”

The publisher of Vanguard Newspaper, Mr Sam Amuka who was Chairman of the occasion, urged Civil Servants to be committed to their job rather than be self-seeking while discharging their duties.

Governor of Sokoto State, Aliyu Magatakarda Wamakko, Rabiu Musa Kwankwaso of Kano were among those that received awards. The Minister of Agriculture, Dr Akinwumi Adesina bagged Public Officer Of The Year award.

TOWARDS A MARITIME LABOUR POLICY REFORM – By Olushola Abiloye

When Saddam Hussein invaded Kuwait on August 2, 1990, the United States responded just days later with a military sealift, the success of which is unparalleled. In just 45 days the United States moved to Saudi Arabia the equivalent of a city the size of Alexandria, Virginia – lock, stock, and barrel! Hussein’s threat was met by a vast armada of American commercial ships crewed by thousands of young, well-trained Americans, on the world fastest, most modern ships. The American merchant marine threaded its way through the dangers of naval mines laid off Saudi shores. The military was able to call on the services of this private fleet at only a moment’s notice and paid no more than market rates. This success story was made possible by a far-sighted competitive merchant marine policy set in place years ago by the United States Congress. And with the exception of the first two sentences, this scenario is a myth.

In Nigeria, all too often marine policy consideration dwells on the well-being of the owners and managers of vessels and ancillary services. Forgotten are those who work the vessel, the wharfingers, stevedores and most critically crewmen. The National Shipping Policy loudly proclaims the need for self sustenance for manning ships. Everybody desires a piece of the cake in the lucrative business of carrying wet Cargo, namely Crude Oil. It is too well known to bear repetition that crude oil movement is firmly in the hands of foreigners who are prepared to go to any length to maintain the status quo. If government were to beg to implement the 50/50 cargo allocation formula vigorously, pray, to what Nigerian company can the task be assigned. Answer – none. It is true that the Maritime Academy has begun to make an impact but Labor Policy still falls far short of the required manning levels three strategic decisions are required:-

(a) to continue the task of supporting the capacity of the Academy
(b) to begin an effective policy to train Senior people (Master Mariners) to man all ship classification including Supertanker.
(c) to begin an effective and sustained program to turn out crewmen (Seafarers) to fulfill the needs thrown up by a policy of rapid fleet expansion. The underlying policy is to develop an aggressive program to turn out a Senior and Junior labor forum to man our National tonnage.

Capacity and Institutional Development

Maritime business goes beyond ship building and acquisition. A single vessel requires different services to keep it afloat and out of arrest – up dated and current laws, and necessarily a crop of Maritime Lawyers, a viable marine insurance community complete with protection and indemnity clubs, and defence and hull underwriters, an enabling education and information environment etc. The question that falls for consideration is whether in any discussion of policy, the Agency is or ought to be foisted with the task of developing all sectors of the Maritime Industry. This is an extremely important matter whose answer will likely affect the pace of development. As far as is known there is no articulation of policy about the role of the NIMASA in relation to development issues. So we ask, is the NIMASA a Service provider, a regulator or a developer of institutions. The extant regulation does not provide clear answers.

The writer takes the view that the NIMASA will be careful as to how it conducts its affairs. We come down on the side of those who favor the NIMASA as a regulator and developer and service provider. The maritime industry is still too fragile to carry on without institutional support but also needs private sector involvement to generate development. In summary we think that the National Maritime Administration and Safety Agency (NIMASA) ought to keep in mind that it is primarily a regulator but will require for some time to actively develop in collaboration with private sector participation, a plethora of services that adds capacity to the industry. It must be noted that it is one of the unstated policies of the NIMASA to encourage private sector initiatives in the development of initiatives and projects. A good example will be the current collaboration between NIMASA and (Indigenous Ship Owners Association of Nigeria) ISAN. NIMASA will probably need to facilitate under the aegis of the Marine offices committee of the Nigeria Insurance Association, a protection and Indemnity.

For these reasons, it is clear that the general provision in S.22 of the NIMASA Act cannot be stretched so far as to encourage activities that detract from the very essence of the functions of the Agency.

It is our opinion that purchasing a vessel and setting up a shipping company does not constitute an activity that “may be necessary” to achieve the realization of the Act. Indeed in several ways, such activities will detract from the aims and objectives stated above and even jeopardies the role and function of the Agency. The Agency will certainly be failing in its role to protect indigenous shipping companies by using government funds which are meant to develop such shipping companies to acquire and run vessels of its own.

It may be argued that in view of the many failures to establish successful shipping companies, NIMASA under the objective of encouraging increase in the ownership of ships may decide to provide the funds to set up a shipping company. If it does this and no more, then it can be argued that this is in line with its role under Sections 22 & 23 of the NIMASA Act. But if it takes a step further and descends into the arena of commercial enterprise by operating the vessel, its actions will be beyond the scope of its statutory functions.

It is the writer’s opinion therefore, that while NIMASA may not necessarily be acting outside the ambit of the powers granted to it under the Act by establishing a shipping company, it will be acting outside its powers if it purchases and runs a vessel as a commercial enterprise with government funds. Such funds should properly be directed to the promotion of indigenous shipping companies and the Nigerian National Shipping Lines as the case may be.

So far, nothing has been heard about the Report submitted by the Committee set-up by this administration on Maritime Sector Reforms since 2012. In any event, the terms of reference of this committee borders on (1) Safety and Security, (2) Local Content & Cabotage (3) Ports & Customs and (4) Revenue Enhancement. Not surprising, an integral part of maritime development – marine labour, is left out.

A good Maritime Policy should take into consideration the following:

Proper training, capacity building and remuneration of marine labour.
Liberalization and competition on global sea-borne trade.
Regulatory fairness in the carriage of goods without undue burden on carriers.
Compliance with international safety regulations in the management of ships.
Development of practices that are environmentally, socially and economically sustainable.
Coordination of government agencies in the maritime industry.
Development of ship building and owning capacity.
Development of shipping services.
Development of indigenous liner conference.
Development of coastal and inland waterways, etc

Delta State Government has promised to sustain the drive in provision of infrastructures in public schools in the state.

The Speaker of Delta State House of Assembly, Right Hon Peter Onwusanya, gave the assurance when he presented exercise books to more than 3,000 Senior Secondary School Three (SSS3) students preparing to write the Senior Secondary Certificate Examinations (SSCE), next year.

The Speaker who was represented by his Special Adviser, Ogbueshi Joseph Ikediashi (Agbalanze) and the Political Adviser, Mr. Eloka Nwanze, explained that in the past few years, the state government has invested heavily in the education sector to justify its policy on human capital development.

He said schools in Oshimili South Constituency would continue to receive his attention because of his interest in empowering adults, youths and children in the area.

Hon Onwusanya while responding to request by some principals also promised that the state government will soon embark on building and renovation of more schools in the area.

The speaker while commending the governor, Dr Emmanuel Uduaghan over his support to the education sector, especially schools in Oshimili South Constituency, called on the people to continue to support government programmes especially the ruling Peoples Democratic Party (PDP) in the state.

He said government will continue to reciprocate their support by embarking on peoples oriented programmes in the state.

He further assured the principals that everything they lacked in their various schools would be addressed appropriately, considering government resources.

Responding, the principal of West End Mixed Secondary School, Mrs Azuka Nwokolo and her counterpart at Zappa Mixed Secondary School, Mrs. Maria Okonkwo, thanked the speaker for the gesture, and prayed God to give him the strength to work for his constituents.

Other schools that benefitted from the gesture include Zappa Basic, Asagba Mixed, Niger Mixed, Okwe Mixed and Osadenis High Schools.

This stride was further put to test on Tuesday, October 14, 2014, when Delta state witnessed an uncommon feat with the State House of Assembly, passing a vote of implicit confidence on Governor Emmanuel Uduaghan for his policies and programmes geared towards the upliftment of the state and its people.

The lawmakers also passed a confidence vote on the Speaker, Rt. Hon. Peter Onwusanya, for the collaborative effort with the governor towards promoting the wellbeing of Deltans.

It could also be recalled that the Judiciary in Delta State was recently granted financial autonomy by the State Governor, Dr Emmanuel Uduaghan, when he signed the Delta State Judiciary Financial Autonomy Bill into law on Wednesday, September 10, 2014, thereby ensuring the complete independence of the third arm of government.

The Delta House of Assembly however dispelled rumour of impeachment notice against Governor Emmanuel Uduaghan as being peddled in some quarters, saying the vote of confidence passed on him was an affirmation that such moves was never an issue in the house.

The vote of implicit confidence passed on the duo stemmed from a motion of Matters of Urgent Public Importance moved by the Deputy Majority Leader, Hon. Prince Johnson Erijo and seconded by the member representing Warri South Constituency 11, Hon (Barr) Dennis Omovie.

The motion which came at a time when the excellent performance of the Governor Uduaghan’s administration had again been acknowledged by one of the most critical voice in the media industry, The Leadership Newspapers, was unanimously supported by the house presided upon by the Speaker, Hon. Peter Onwusanya.

Leading debate on the motion, Hon Erijo, noted that the vote of implicit confidence on the Governor is apt on the day he was been honoured by the Leadership Newspapers as the Leadership Newspaper “Governor of the Year” Award.

According to him, “the Governor has effectively used his three-point agenda to touch all facets of the economy for even development of the state in the past seven years of his administration”.

He said the Governor’s giant strides in the socio-economic development of the state for the past seven years are noticeable in all facets of the economy, saying the house has always passed the Appropriation Bills brought before it in record time to bring the Governor’s vision to fruition.

Hon Erijo who spoke alongside his colleagues, including: Tim Owhefere, Samuel Mariere, Rufus Akpodiete and Joseph Oshevire, said Governor Uduaghan’s vision of Delta beyond Oil capable of creating industrial revolution in the state which the Federal Government has also keyed into was another way of guaranteeing the future of Deltans through gainful employment.

While saying members of the house would continue to support the Governor’s policy of developing Delta Beyond Oil, Hon. Erijo, commended the Speaker, Hon. Onwusanya, for his “all-inclusive” administration in the Fifth Assembly.

In an interview shortly after plenary, most legislators, including Hon. Erijo, who is the Chairman, House Committee on Information, dispelled rumour of impeachment notice on Governor Emmanuel Uduaghan, describing the report as frivolous and handiwork of the enemies of the state.

 

 

Delta: Uduaghan Charges Devt Committees On Grassroot Mobilization

DELTA State Governor, Dr Emmanuel Uduaghan has charged members of the Women and Youth Development Committees to be committed in sensitizing the people at the grassroots about government policies and programmes.

Addressing members of the Committees from the 25 local government areas of the state in Asaba on Monday, Dr Uduaghan said that it was important for the committee members to champion the course of government and let the people at the grassroots to be aware and benefit from the programmes of government.

“This Women and Youth Development Committee is not for you to be receiving money without working for either your community or the party,” the Governor said, adding, “sensitize the people about government programmes, especially, issues of immunization.

“The youths should try and be involved in intelligence gathering in your communities, give information about kidnappers and thieves, let us do things that will make our communities, our state safer.”

The Governor also advised members of the committees to form cooperative societies and encourage people in their localities to form such so that they could benefit from government micro-credit programmes.

“It is important that we use what we earn now to prepare ourselves for tomorrow, use your money for profit-yielding ventures,” he said.

He further urged members of the Committees to participate actively in the October 25 local government elections,”mobilize for our party, work for your party during the elections, it is not only local government elections but other elections that are coming up. If you work for your party, our party will win again and again.”

The Governor assured that their monthly allowances would be paid regularly, adding that plans were on for an increase in the membership of the committees.

Security Watch: Uduaghan Laments Killing Of Oneya's Daughter By Suspected Armed Robbers

Governor Emmanuel Uduaghan has bemoaned the unfortunate and dastardly killing of Ms Frances Oneya, daughter of former Military Administrator of Kano and Benue States, General Dominic Oneya (rtd.)

The late Ms Oneya was shot dead last Friday in Effurun by suspected armed robbers who accosted her after she had made cash withdrawal at a new generation bank.

Uduaghan said the killing of the 35 years old mother of four was particularly sad and tragic, coming at a time the peace and security architecture of his administration had helped in stemming the tide of armed robbery, kidnapping and other violent crimes.

Governor Uduaghan who paid a condolence visit to the home of the Oneya’s on Sunday promised to assist the police in ensuring that the killers were arrested and brought to book.

He warned criminal elements hiding in the state to turn a new leaf or be prepared to face the consequence of their nefarious activities and assured Deltans of his administration’s commitment to the protection of lives and property in the state.

In his response General Oneya who was also one time Chairman of the Nigeria Football Association, thanked the governor for identifying with him and his family in their moment of grief.

He also acknowledged that the Governor made frantic efforts to save the life of the deceased when she was shot, adding that the gesture was a demonstration of his deep concern for the safety of Deltans.

Recall that dare devil armed robbers on Friday morning, shot the daughter Retired Brig General Dominic Oneya, former military administrator of Kano state, after trailing her from a bank.

The Delta state Police Public Relations officer, DSP Celestine Kalu had confirmed the incident said, saying, “She (victim) went to the bank to withdraw money. I think they followed her (from the bank). They shot her and took her handbag but they did not know that the money was not in the bag; it was in the boot of the car.

The car was recovered along with the N250, 000 cash, adding that the police were on the trail of the robbers.

Uduaghan Challenges NFF President On Football Standard *Laments Eagles' Defeat By Sudan

Delta State Governor, Dr. Emmanuel Uduaghan has challenged the newly elected President of the Nigeria Football Federation (NFF), Mr. Amaju Pinnick and his board to quickly turn around the dwindling fortunes of the round leather game in the country.

Speaking at a thanksgiving service at the First Baptist Church, Warri, held in honour of Pinnick, Governor Uduaghan lamented that the game of football in Nigeria was at its lowest ebb.

Uduaghan said the NFF President, whom he described as knowledgeable in the game, was under pressure and obligation to quickly develop and improve the game because of the strong passion the average Nigerian has for the football game.

According to him, followers of football in the country would not spare the new board if it failed to reverse the current sorry state of the game.

The Governor particularly lamented the defeat the Senior National Team, the Super Eagles suffered in Sudan, noting that it was the worst state the country’s football has experienced in the recent past.

This state of affairs the governor observed actually required divine intervention as well hence the President’s decision to thank God and dedicate his victory, was a very wise one.

He showered encomiums on the President of the Football Federation for developing himself ahead of his current position.

Uduaghan used the occasion to call on youths to develop themselves to enable them carve a niche that would guarantee them better opportunities in life.

Amaju Pinnick on his part while thanking God and the human agents that made his victory possible, promised not to let the country and lovers of football down.

He said that his mission was to ensure an all round development of the game as obtained in England and Spain.

In his sermon, the Associate Pastor of the First Baptist Church, Rev. Justin Okoroji (jnr), challenged Pinnick to use his wealth of experience and knowledge of the game to develop it to enviable heights.

He advised the NFF President not to allow himself to be stamped into taking decisions affecting Nigerian football, particularly the appointment of a head coach for the Super Eagles.

Rev. Okoroji urged Nigerians to be patriotic and work for the good of the nation.

Death Sentence for 12 Nigerian Soldiers: Agbakoba Sues Army for Enforcement of Soldiers’ Rights

20141009-071841.jpgDr. Olisa Agbakoba, SAN has challenged the decision of the Nigerian Army General Court Martial that convicted and sentenced 12 soldiers to death by firing squad for mutiny and other offences on 16th September, 2014.

In Suit No. FHC/ABJ/CS/708/2014 filed by the human rights lawyer at the Federal High Court, Abuja Division, on behalf of the 12 condemned soldiers, the decision of the Court Martial is being challenged on the ground that the composition of the Court Martial is unconstitutional and contrary to Section 36(1) of the Constitution which guarantees a fair trial to accused persons by a tribunal constituted in such manner as to secure its independence and impartiality.

In his Affidavit in support of the Originating Motion, the learned Senior Advocate stated that all the members of the Court Martial were Army Officers appointed by the 2nd Defendant, Brigadier-General D.T. Ndiomu, Commander, Army Headquarters Garrison, Mogadishu Cantonment, Asokoro Abuja. According to the Affidavit, the Court Martial was composed of the following Army Officers: Brigadier-General C.C. Okonkwo (President); Colonel T.S. Nurseman (Judge Advocate); Colonel T.O. Olowomeye (Member); Colonel I.G. Lassa (Member); Colonel J.K. Feboke (Member); Lieutenant-Colonel C.R. Nnebeife (Member); Major I. Yusuf (Member); Major T.A. Yakubu (Member); and Major A.E. Martins (Waiting Member). The Affidavit also stated that the prosecutors, Lieutenant-Colonel A.A. Audu and Lieutenant-Colonel Ukpe Upke, are Army Officers also appointed by the 2nd Respondent.

Dr. Agbakoba asserted that the independence and impartiality of the Court Martial was not secured in the trial of the soldiers. This is because all those who participated in the events related to the Court Martial are Army Officers. They are the investigators, prosecutors, President, Judge Advocate, Waiting Member and other members of the Court Martial.

The suit is filed under the Fundamental Rights (Enforcement Procedure) Rules 2009 seeking four reliefs: (1) A declaration that the convening and composition of Army General Court Martial which convicted and sentenced 12 soldiers to death by firing squad for various offences on 16th September, 2014 is contrary to Section 36(1) of the Constitution of the Nigeria, 1999; (2) A declaration that the decision of the Nigerian Army General Court Martial presided over by Brigadier-General C.C. Okonkwo delivered at the Army Headquarters in Abuja on 16th September, 2014 whereby 12 soldiers were sentenced to death by firing squad violated the right to fair hearing of the convicted soldiers; (3) A declaration that Section 133(3)(4) & (5) of the Armed Forces Act dealing with the convening authority of Court Martial is inconsistent with Section 36(1) of the Constitution and therefore null and void; and (4) An order setting aside the decision of the Court Martial made on 16th September, 2014.

The suit is yet to be assigned to a Judge.

Former Chairman of the Economic and Financial Crimes Commission, Mrs. Farida Waziri has commended Delta State Governor, Dr. Emmanuel Uduaghan for running a transparent administration.

Speaking at the maiden edition of The Sun Women Leadership Summit in Asaba, Waziri gave the Dr. Uduaghan administration a pat on the back for following due process in its financial transactions.

The Former EFCC boss said: “The governor never crossed my part and I never crossed his while I was in EFCC that is why I have the confidence to come into Delta State.

“He is a performing governor, following due process and he has done very well for his people. When I was coming, I thought I will have to land in Benin, but was told there was an airport here, the Asaba International Airport that I saw is one of the best in the country, your Governor has performed well in infrastructural development”

She stated that the Sun Women Summit was timely and urged women to always put in their best in whatever they do, asserting, “I want to ask women not to lose their femininity, respect themselves, dress responsibly and at the end, they will earn respect.”

Governor Uduaghan who declared the occasion open urged women to always cooperate among themselves so as to harness their potentials to the fullest in their fields of endeavour stressing that “women must come together to win in a man’s world, they should refuse to be used to pull down or limit their fellow women in whatever fields of endeavour”

Dr. Uduaghan noted that women have the capacity to aspire to any position if they were united and observed that they, most often do not succeed for positions they aspire for because their fellow women were used to thwart their efforts.

“The women must agree to work together, they will win in elections by refusing to be manipulated by men to be used against their fellow women,” Dr Uduaghan stated, adding, “the men can manoeuvre their ways in politics but, it is difficult for women to do so.”

The Governor who stated that his administration has surpassed the 35% affirmative action for women disclosed that his administration has identified the abilities of women in producing results honestly and was harnessing such abilities to the fullest.

Dr. Uduaghan stated that a lot of women from Delta State were recording great successes in different fields of life, observing that the former Managing Director of Bank of Industry, Evelyn Oputu, the Minister of Finance and Coordinating Minister of the Economy, Dr (Mrs) Ngozi Okonko-Iweala, Blessing Okagbare among others were making Nigeria proud in their chosen fields.

Evelyn Oputu in a thought-provoking keynote lecture, stated that for Nigeria to have the status of a developed nation, the potentials of women should be unlocked, observing that women have the same traits with men.

The Managing Director of Sun Newspaper, Mr. Femi Adesina had explained that the summit was an important forum to give women the opportunity to discuss on the way forward and commended the Delta State Government for hosting the maiden edition of the summit.

Majority Leader of the House of Representatives, Hon. Mulikat Akande-Adeola, who was the chairman of the occasion expressed hope that the summit would provide women the opportunity to be involved in the decision making process of the country.

CHRISTIANS have been urged not to discriminate in spreading the words of God and converting sinners.

The Associate Priest of the Catholic Church of the Ascension, Rev. Fr. Festus Owakwe made the call Wednesday, October 08, 2014 while delivering a sermon at a birthday thanksgiving in honour of Comrade (Sir) Fidelis Egugbo, immediate past Chairman of the Nigeria Union of Journalists (NUJ), The Pointer Chapel.

According to the Priest, God is the father of everybody and as such, Christians should not discriminate while preaching the words of God asserting that while God is the father of everybody, it was important for people to know that those who believes in Him and his son, Jesus Christ have a special place to live in eternity.

“Jesus Christ is our teacher and our Lord, He did not discriminate, He thought His disciples that they have a father, yes, God is a father for all but, a father in a special way to those who takes Jesus Christ as the son of God and the saviour of the world,” the Catholic Priest said.

He also urged Christians not to be afraid in begging God to forgive their sins, stating that when they offend God, they should seek for forgiveness.
The Priest stated, “Jesus thought us the importance of asking His father to forgive our sins because he was aware that once His father, our father and our God forgives sins, he does not remember such sin again.”

“God is for all of us and we must trust in Him, believe in Him and anything that is contrary is not of God,” he added.

Highpoint of the service was a special thanksgiving by Comrade (Sir) Egugbo accompanied by members of his family, friends and well-wishers.

Agazuma stated this during a thanksgiving service in honour of Sir Obuh at the Guardian Angels Police Catholic Chapel of the Nigeria Police Force Catholic Chaplaincy, Delta state Police Command Headquarters, Okpanam road, Asaba on Sunday, October 05, 2015.

He however enjoined other aspirants and their supporters to desist from campaign of calumny and rather take a cue from Obuh who has carefully reeled out his manifesto to Deltans during his state wide consultation with the people of the state.

He pointed out that the zeal to serve Deltans, as enunciated by Obuh has set him above other aspirants, adding that Obuh’s pedigree and desire to further transform Delta state have been applauded by Deltans at home and in the Diaspora who have called on him to contest in the 2015 Delta state governorship elections.

Also, during the service which witnessed a large turn-out of Deltans and other residents, the Parish Priest, Rev. Fr. (ASP) Pius Onyero Onwuegbuzie offered prayers for Sir Anthony Chuks Obuh ahead of the Peoples Democratic Party (PDP) primary election billed for October 29, 2014 and in his intention to govern Delta state come 2015.

According to the Catholic Priest, “Our brother Tony Obuh has indicated interest to run for the governorship race in Delta state. He has identified the glorius power of God, that is why every Sunday, he has asked us to say Mass for him and he is justified in it.

“He has identified with the Church that we should be praying for him. When somebody says you should pray for him because he is coming out for an election, if you do not pray for that person, it becomes a sin.

“We pray for politicians so that our state would be good. When you pray for people who have God fearing spirit, then you would be happy too but when do not pray and somebody who is not God fearing enters into that particular position, there will be problem.

“We therefore pray for our brother who has asked us to pray for him. Our prayer for him is that he may be victorious in this race in the Name of Jesus Christ. Our prayer for Tony Obuh is that he may win and become the Governor of Delta state in the Name of Jesus.

“We will continue to pray for him (Tony Obuh) that in your race to the governorship, God will give you victory. As Obuh has appreciated the favour of God and the victory of the Holy Angels, the Holy Angels will always clear the way for you. Without Civil Servant the Government will be at stand still and the economy will crumble. They are the variables of any political appointees. The pivot from where they take off (necessary and vital information’s). For one to have served for over 30 years meritoriously as a Civil Servant and retired, will no doubt perform, extremely well if elected a Governor.

As you we are now of the new era of rotation, it is the turn of retired Civil Servants to come on board. There is enough for everyone’s need, but not for everybody’s greed.

The Military only came to loot, steal and mis-manage our resources because they are trained to kill and not to rule. The politicians have also failed the nation by enriching themselves selfishly at the expense of the masses. The masses became impoverish instead of being better off. They are supposed to be the Chief Servant of the Masses instead they became the Boss. I once wrote in one of my articles that workers can rule the world successfully, if they dare.

Business Men on the other hand are the force that keeps the economy of the country going. If any successful business man comes out to contest, they should also be considered provided they have not made their money from politics. When politicians come to power, the first thing they do is to recover the money they spent in the election, Secondly, they enrich themselves. Thirdly, they remember the masses only on selective basis, therefore making some people rich and some people poor. This attitude gave birth to the following negative vices: – Killer assassins, Kidnappers, Robbery, House Breaking, importation of arms, and intimidation of the masses. They play politics of violence, instead of politics of conviction. Forgetting the facts that “Thousands of candles can be lit from a single candle and the life of the candle will not be shortened. Happiness never decreases by being shared.

‘0’ begins any number from where other things take off and ends in infinity. So therefore, the Governor to be must have ‘0’ in his first name and ‘0’ in his surname. It is a marriage of solidarity and success. He must also come from a Local Government Area that has not produced a Governor or Acting Governor.

So therefore, we should look for any retired Civil servant with these identities to be the Governor of the state. That is my prediction as an Ordained Servant of God.

His Excellency, Chief James Onanefe Ibori though a successful business man has this identity. He came into politics with his hard earned money. Spent it to make sure he became the Governor. So business men have been tested.
It is now the turn of the Retired Civil Servant to have their slot based on the zoning system:- Military, Politicians, then now the Retired Civil Servants.
The present Governor, His Excellency, Dr. Emmanuel Eweta Uduaghan should please support any civil Servant who come out to play politics for continuity of the laid down solid structure, which Civil Servants are part off it’s success. Diligence is the mother of good fortune.

At this point, I now call on Nigerian work force (Nigeria Labour Congress, Nigeria Medical Association, Union of Nurses and Midwifery, National Association of Nigerian Students, Academic Staff Union of Universities, Polytechnic and College Of Education. Also Administrative Staff Union of Universities and Polytechnics and College of Education e.t.c.) To rally round for a common goal which is their STOMACH/WELFARE and support one of their own- Retired Civil Servant who will be a Good and Chief Servant of the people. There is more in us than we know, if we be made to see it, perhaps, for the rest of our lives, we will be unwilling to settle for less.

They should immediately organize rally to dismantle all the solid political structures they put in place for their selfish interest and not the interest of the masses. These selfish structures are laid down by politicians for them to become lord on the people by appointing only their faithful ones in various political offices. That is why they must be dismantled their negative structures for us to have free, fair and justified primaries in order to select who will represent the people during elections and eventually vote for them. If the workers fail to dismantle this dragon, their effort will just be in vain and the masses will suffer. This should be done not by violence but by Power of Conviction. People should be made to serve only twice as Political Appointees, in order to avoid the resurfacing of this dangerous Dragon called Political Structure.

They should remember that opportunity comes but once. If they let it go, it will never come to them again. Workers solidarity is the answer of our suffering .Workers power ‘Power’ ‘Jesus Power’ ‘Power’. My sheep listen to my voice, I know then, and they follow me. John 10:27.

The president of the country His Excellency, Ebele Goodluck Jonathan has double ‘0’ in his first name and ‘O’ in his surname as such, will surely leave a strong legacy if he completes his 8 years tenure. Bear in mind that he has three ‘0’s in his name. Toil and Risk are the price of glory, but it is a lovely thing to live with courage and die leaving an everlasting fame – Alexander the Great.

Nigerians Charged To Teach Children Indegenious Language

20141005-231907.jpgNIGERIANS have been urged to make the speaking of their indegenious languages compulsory for their children.

The Chairman, Title and Culture Commission of the Catholic Arch-Diocese of Onitsha, Rev. Fr. Fidelis Onwudufor made the call Sunday while speaking at the 2014 edition of New Yam Festival of the Igbo Catholic Community held at the Catholic Church of the Ascension, Asaba, Delta State.

“It is your language that identifies you and singles you out,” he said, adding, “when you suppress your language, you suppress your people.”

He empasised that “parents should encourage their children to speak their language, know about your culture and participate in activities that involves your people.”

The Parish Priest of the Catholic Church of the Ascension, Rev. Fr. John Konyeke commended the Igbo Catholic Community for encouraging evangelism with the annual New Yam Festival, observing that New Yam Festival was to thank God for a succesful farming season and encourages unity.

According to Fr. Konyeke, “it is believed that Iwaji (New Yam Festival) strenghtens the bond of oneness and so, he who refuses to eat together with his people is looked upon as dubious and malicious.”

The Father of the Day, Chief F.A. Onwuachu commended the Igbos for celebrating their culture, noting every Igbo man should proudly participate in New Yam Festival.

The President-General of Ndi Igbo, Catholic Church of the Ascension, Hon. Chinedu Ifeacho and the Igwe Ndi Igbo of the Church, HRM Chijioke Ebenighe observed that this year’s celebration witnessed a greater participation by the Igbos from John Bosco, Assumption (Zappa), St. Patrick’s and other Catholic Church in Asaba adding that members of Our Lady of Peace Catholic Church, Fegge, Onitsha added colour by participating actively in the celebration.

Ogbu Innocent of St. Michael Gold Ventures stated that the New Yam Festival has become an annual event for the Igbo Catholic Community in Asaba and it is held at the Catholic Church of the Ascension.

The event featured colourful thanksgiving, traditional Igbo dances, eating of the New Yam, among others.

His Excellency, GoodLuck Ebele Jonathan and his mission for peace is more explanatory and advisable as follows. To be prepared for war is one of the most effective means of preserving peace.

Past Military Government failed the nation. Their concerned was to intimate the masses and steal the nation wealth for their selfish interest. But permit me to exclude the follow two men of Great honour.

1. General Yakubu Gowon. He fought and won peace and unity for the country.
2. General Abdusalam Abubakar came with a mission of 9 months agenda to dismantle the Military from Governance. He accomplished his mission and handed over to a Democratically Elected Civilian Government within 9 months.

The first of its kind in Nigeria. We must find time to stop and thank these people who made good difference in our lives.

The rest Military Government impoverished not only the civilians but the military in terms of modern up to date weapons of war. What a shame! They left an empty Giant of Africa that lacks what it takes to maintain and sustain peace .

They used their ill-gotten wealth to establish universities, farms, industries, and set up crude oil importation cartel, etc.

Today Nigeria is being disgraced by Boko Haram insurgence in the North.
AK47 riffles should be given to mobile police force while the more sophisticated riffles should be given to the Officers and Men of the Army, Navy and Air force. Enough money should annually be budgeted to the Ministry of Defence to acquire modern up to date weapons of war for any emergency for the defence of Nigeria territory.

More so, all 10 years old weapons in our amoury should be sold to fellow African and Asia countries who might need then.

The money realized from the sales should be added to it to acquire the most modern weapons of war.

No wonder why our Great Nationalist, Rt. Hon Dr Namdi Azikwe- the Owelle of Onitsha once said that “a worst Civilian Government is better than Military Government.

Based on that, I quote “Transformation occurs only when existing solution, assumed truth and past decision are exposed as unrealistic and self defeating”. This above all “to you self be truthful”.

His Excellency President GoodLuck Jonathan once said that the Military is under-funded as far back as 20 years ago. It is now a challenge to the President to make the Military well equipped for any situation that may occur, by improving with determination, the past weakness of the Military Government and believing that. “Real difficulties can be overcome. It is the imaginary one that are unconquerable”. There is no chance, no obstruction, no fault that can circumvent or hinder the firm resolve of a determined soul.

An idea like a ghost, must be spoken to a little before it will explain itself. The Lord has shown all his people what is good. And what does the Lord require of you? To act justly and to love mercy and to work humbly with your God Mic. 6: 8.

To give real service, you must add something that can not be bought or measure with money, and that is sincerity and integrity.

The part 3 of the article is on the way. It will be prophetic and analyze qualitatively in the following order (a)Retired Civil Servants who have served creditably well from Thirty years and above (b) Successful Credible Business Men who made their money outside Politics (c) Real Politicians, who the next Governor will be. But let us bear in mind that the present Governor must surely have a say or rather use his power of incumbency to support whosoever will continue with the solid structures he already laid down.

May God give us Knowledge and Wisdom to always do what is right and good for the State and the Country.

Eid EL Kabir: Uduaghan Cautions Nigerians Against Bitterness, Hatred

Delta State Governor, Dr. Emmanuel Uduaghan has appealed to Nigerians to eschew bitterness and hatred and let peace reign in the country as Muslims mark Eid el Kabir.

Uduaghan who made the appeal in his Goodwill Message to Muslim faithfuls in the country said peaceful co-existence and understanding among citizens was essential in the face of the prevailing security challenges in the country.

According to him, the Eid el Kabir celebration was a period of sacrifice and reflection, stressing that Muslims should emulate the virtues of total obedience and selfless service as demonstrated by Prophet lbrahim.

He enjoined the Muslim community “to be steadfast in promoting the virtues of lslam, which are peace, love and harmony in all their undertakings,” adding “I sincerely urge Nigerians to unite and always pray for peaceful co-existence and understanding and eschew bitterness and hatred on the basis of faith, ethnicity or political leanings.”

Uduaghan said that his administration would continue to consolidate on its economic development model of Delta Beyond Oil for all round development of the state and for the benefit of all inhabitants of the state, promising to bequeath a peaceful, social and economically developed Delta State that succeeding generations would proud of.

The Amalgamation of the North and South to form Nigeria in 1914 by Sir Lord Lugard for the benefit of Britain started the crises of Nigeria. Factors that determine unity of a nation are: Having a common language and religion. You can only unite people who have these two factors in common to form a successful and peaceful country. Example:- Great Britain and United States of America. But because much death and blood have been shed, let us go on with one Nigeria. Whatever you cannot change; you can find a way of managing it successfully. With the help of God/Allah it will surely work out successfully. We are partially practicing American system of Government hence; we must modify it to suit our country for it to be successful. That is the sacrifice we must to sustain the unity.

The Sacrifice is called “DEMOCRACY FOR PEACE”- Which means GOVERNMENT OF THE PEOPLE FOR THE PEOPLE ON AGREED ZONING SYSTEM OF THE PEOPLE.
We have smaller troubles for a while now, but they are helping us gain an eternal glory that is much greater that the troubles 2 Cor. 4:17
The sudden death of Abiola because of election and subsequent death of Abacha, God sent General Abdusalam Abubarkar who brought out General Olusegun Obasanjo who is from the south from prison to contest for Presidency. With the power of incumbency by General Abdusalam Abubakar, Obasanjo won the election to become the civilian executive President of Nigeria.

His divine power has given us everything we need for life and godliness through our knowledge of him who call us by his own glory and goodness. 2 Peter 1:3.
That gave birth for South to serve for four years and two terms after which it will be the turn of the North, Based on three zones in the North and three zones in the South. This became possible during the time of General Olusegun Obasanjo. Hence, General Olusegun Obasanjo became the father of modern Nigeria of Democracy for peace.

For unity, peace and fairness, this has now come to stay in Nigeria from the Presidency, to States, to Senatorial districts, to Local Government level. Peace was eventually returned to Nigeria.

Hopefully without any doubt, the present Governor His Excellency Dr. Emmanuel Eweta Uduaghan will continue by handing over to a Delta North candidate after the end of his 8 years tenure, to sustain the Legacy of His Excellency Chief James Onanefe Ibori for the unity and benefit of continuity- From the District to the Local Government level (Grass root). On the basis of second tenure of continuity without obstruction.

Please let no body obstruct the already existing peace structure process for the sake of peace for himself and his generations yet unborn. Peace is supreme. Jesus Power! Power!!
Other states of the federation have adopted it for the sake of peace, as such, Delta State should also tow the path of peace for prosperity.

Primaries should be made to be free without any privilege given to any political appointees to form pressure groups with the intension of forming a formidable structure for selecting a particular candidate or candidates for their selfish interest; contrary to the interest of the masses. This will form the bases for free and fair primaries. God bless those with God intension for Nigeria greatness.
What does it profit a man to gain the whole world and suffer the lost of his own soul?
Remember that a Governor of a state is the Chief Servant of the state; and as such, anybody who applies violence in order to be Governor is doing so for his selfish interest and not for the good of the people.
Any serving Senator that wants to complete his 8 years tenure is free to do so without any disagreement. The same applies to House Representatives, State House Of Assembly, Local Government Chairman and Local Government Councilor(Grass Root).

Now let endurance have its perfect work, that we may be perfect and unimpaired lacking in nothing. Jer. 1: 4.

We should all see His Excellency Dr. Goodluck Ebele Jonathan as a victim of circumstance and a man of destiny who God wants to use to consolidate the unity of Nigeria and to correct the past mistakes of Nigeria.
But if he refuses to complete his second tenure, His people mostly UTEKE will kill him. He will also be tag as the worst President who came and brought crises to Nigeria and left it. As such, we should be rational in our thinking and reasoning and support him to come back for second tenure for four years.
But if he starts and complete his second tenures of four years to consolidated peace his name will ever be remembered for peace.

Be strong and of good courage: be not afraid, neither be thou dismay: for Lord thy God is with the wherever you go. Job 1:9
He will Command his Angels to guide you carefully, they will lift you up in their hands so that you will not strike your foot against a stone. Luke 4: 10-11.
If we mount pressure for the immediate arrival of the Allied forces as they have indicated interest to help crush Boko Haram (Terrorist), That is a privilege and opportunity for him to use his second tenure to consolidate peace, after which he will successfully handover to the North to complete their 8 years tenure. Halleluyah! A new Nigeria is born.

Whatever you do, work at it with all your heart as working for the lord and not for men. Col. 3:2.
The National Assembly should make sure that DEMOCRACY FOR PEACE is entrenched in the constitution. That is, if a particular zone either by impeachment or death of their person, another person from their zone should made to complete the tenure of the zone. As such, The Incident that gives a protest birth to Boko Haram will not come up again.
