DELTA TO ESTABLISH 10 AGRO-BASED INDUSTRIES • As Gov. Uduaghan Parleys SME’s

Delta State Government is to establish ten (10) industries this year to promote Medium and Small Scale Enterprise in the state.

Announcing this during a Town Hall Meeting with owners of SME’s in Asaba, the Governor outlined the industries to include four (4) Fish Feed Mills and six (6) Cassava Processing Plants.

He said government would establish the industries but they would be managed by private investors to make them viable and ensure efficient management.

Uduaghan who also announced that the state government would establish Small Industrial Parks in Urban Centers in the state laid emphasis on the establishment of Industrial Parks for shoe manufacturers in the state.

“I’m going to put in as part of our plans the establishment of Industrial parks and develop village Parks for shoe manufacturers in the state.”

He disclosed that his administration has made adequate arrangement to partner with Germany on Youth Development Program where the youths would acquire technical skills on various fields of endeavour.

“We have appealed to Germany when the Ambassador came, to assist us in training our talents in technical and vocational skills.”

He therefore gave assurance that infrastructures would be provided at various Industrial Parks to encourage investors to establish Industries.

The Governor said that the state has acquired 130 transformers and expressed the hope that when distributed the current epileptic supply of power would be checked.

The Governor asked the Business Community to invest and take risk explaining that the state has a lot of potentials which they could explore.

In an opening address, the Commissioner for Commerce and Industry Mr. Kingsley Emu explained that the One Billion Naira Loan to SME’s in the state was provided for by the state government and the Bank of Industry (BOI)

He stated that the Ministry recorded about 80% default after the disbursement of 20% of the One billion naira loan noting that the Ministry had stopped further disbursement to map out strategies on how to improve on the process.

Mr. Emu highlighted the reasons for the default by Co-operative Societies to include lack of ability to appropriately manage the loan and lack of adequate monitoring and supervision by the Financial Institutions.

Speaking further, he observed that strategies have been put in place to ensure that the process of disbursement and refunding of the loan was improved upon to benefit more Deltans.

“One of the strategies, we have put in place is to encourage banks to assist SMEs with funds and reduce their interest rate to enable them pay back within the stipulated period of two years.

One of the participants enumerated the problems they are facing as Small & Medium Scale Entrepreneurs to include epileptic power supply, high interest rate charged on the loan by Banks and equipping Vocational Centres in the state.

Another participant pleaded with the governor to ensure that these loans are given to genuine SME’s rather than Politicians usurping the available spaces for their candidates.

“Sir, please help us beg the politicians to enable us have these spaces. The government put up this programs for us but politicians bring their own list and get the loans for their candidates who are not  farmers and do not have Small & Medium Scale Business.”

She continued “They deprived us who the programs are meant for from getting it. I also plead that this loan should be disbursed to beneficiaries according to the nature of their business”.

In response to these comments, the Governor said his administration was committed to building a state without oil and emphasis would be laid on improving on Small & Medium Scale Enterprise.

The commissioners for Information, Women Affairs and Commerce and Industry, Barr. Chike Ogeah, Mrs. Betty Efekodah and Mr. Kingsley Emu respectively, later had a joint press briefing at Government House Press Centre to give details on the outcome of the state Executive Council meeting which held on Wednesday.

Uduaghan Doles Out N100m To CAN • Urges Christians To Eschew Ethnic Hatred

Delta State Governor, Dr. Emmanuel Uduaghan has approved an additional N100 million naira for the state Christian Association of Nigeria (CAN) to enable it pursues vigorously its micro credit programme.

Uduaghan who said this at the inauguration of a new executive of CAN in Asaba, explained that he took this step because of the impressive progress recorded by the body when it disbursed the N50 million loan granted it by the state government.

He also said that his administration decided to assist the body with more funds to enable it improve on its empowerment scheme and improve the living standard of more Deltans.

“The Christian body is trusted and this is why I agreed to assist their micro credit scheme with 50 million naira loan and I am increasing it now by 100 million to help them in empowering more people.”

The governor also approved additional 100 pilgrimage slots for CAN thereby making the number of slots reserved for the body to be 150 explaining that the gesture was to appreciate the importance of spiritual pilgrimage in the scheme of things.

Governor Uduaghan recalled the role CAN played in the return of peace to the state and advised Deltans to eschew ethnic hatred and live peacefully with their neighbours.

“We live in a very sensitive state as such we should be mindful of what we say to avoid sensitizing Deltans on ethnic hatred. We must be conscious of ethnic hatred and hatred for each other. We must pray against the spirit of hatred”.

Speaking after administrating the relevant oath of office on the newly elected Delta state chairman and members of CAN, the South-South chairman of CAN, Apostle Godfrey Numbere urged them to improve on the achievements of the outgoing executive led by Arch-Bishop God do-well Awomakpa.

He advised CAN leadership in the state to be loyal, maintain their dignity in the society and relate mutually with government saying “if you go cap in hand to government, you will lose your respect”.

Explaining further, he reminded CAN that their first responsibility was to win souls for Christ and advised those saddled with leadership to emulate biblical leaders by consulting God through the Church before taking critical decisions.

Apostle Numbere charged CAN to inspire Christians and lead them rightly so that they can make heaven saying, “You should not teach Christians to be dependent on money but on the Gospel of the kingdom of God”.

In his acceptance speech the new CAN chairman in the state Rev. Gideon Oyibo thanked the national and South-South executive council of CAN for ensuring a transparent election which led to his emergence as chairman.

He promised that the new executive will do its best to build on the foundation laid by the out-going state executive.

Rev. Oyibo charged Christians to look beyond their different denominations and focus on God to build a united CAN in the state.

“We should not be sectional centered, let us look beyond our denomination and focus on God to build a united CAN in the State.”

He pledged his exco’s commitment in partnering with the state government, traditional institution, security operatives and other stakeholders to ensure peace and security and build a better state.

Chelsea Mauls Bayern To Lift Champions League Trophy

Chelsea has beaten Bayern Munich 4-3 on penalties to win the Champions League on Saturday after the two sides ended in 1-1 at the end of extra-time of play.

The loss which left Bayern shattered as their dream of lifting their fifth European title in their home ground gave Chelsea the first lift in the Champions League.

In the 83rd minute of play, German international Thomas Mueller headed Bayern into a deserved lead until Didier Drogba in the 88th minute got an equalizer with a header.

In the penalty shoot-out, while Drogba conceded a penalty in the third minute of extra-time for a clumsy foul on Franck Ribery, former Chelsea player Arjen Robben saw his penalty saved by Petr Cech in the Chelsea goal.

Drogba stepped up to rifle home the winning penalty for Chelsea after earlier saving his side with an equalising goal two minutes from time to cancel out what looked like a winner from Thomas Mueller as the match finished at 1-1.

Bayern midfield maestro Bastian Schweinsteiger miss in their final kick gave Drogba a chance to clinch the shoot-out 4-3 just as Chelsea goalkeeper Petr Cech also saved brilliantly from Ivica Ovic to get Chelsea back into the shoot-out after Juan Mata had missed the Premier League side’s opening effort.

Chelsea coach Roberto Di Matteo has proved his efficiency in handling the players beyond reasonable doubts.

FAAC: FG, States, LGs Share N563.089 Billion

The Federation Accounts Allocation Committee (FAAC) has shared the sum of N563.089 billion among Nigeria’s three tiers of government from gross revenue of N626.178 billion that accrued to the federation reserves in April.

The funds meant for the 36 states and local governments and the Federal Capital Territory (FCT) are to be credited on Monday.

Minister of State for Finance, Dr. Yerima Ngama, said the release of the funds would enable the beneficiaries meet their financial requirements.

The breakdown of the shared amount showed N441.167 from Statutory Federation Accounts, N57.291 billion from Value Added Tax (VAT), N21.465 billion for augmentation from the Excess Crude Account; N35.549 billion from the Subsidy Re-Investment Programme, SURE-P and N7.617 billion represents refund by the Nigerian National Petroleum Corporation (NNPC) to the FAAC.

In the sharing formula, the federal government got N207.547 billion (52.68 %), states got N105.271 billion (26.72 %) while LGs received N81.159 billion (20.60 %).

Meanwhile, the nine oil producing states received an additional N47.189 billion (13 %) derivation.

But the high level of oil theft in the Niger Delta region was said to have created negative effects on oil revenue in the month of April as gross revenue of N626.178 billion received became lower than the N726.726 billion received in March, the previous month by N100.594 billion.

According to the Minister of State for Finance, Dr. Yerima Ngama, all tiers of government are expected to tie the SURE disbursements to special projects to be chosen by the individual governments.

“In line with the principle of transparency with which the federal government pledged to pursue the SURE-P, its funds were paid separately to the states and local governments.”

NUJ Pointer Chapel Chairman’s Sister Kidnapped

MRS Anwuli Ossai, a staff of Oshimili South local government council of Delta State has been kidnapped by unknown gunmen operating in a black coloured Golf car in Asaba.

Mrs Ossai, sister to the Chairman of The Pointer Chapel of the Nigeria Union of Journalists (NUJ), Comrade Fidelis Egugbo was kidnapped as she was about entering her compound from the church at about 6.45 pm on Tuesday, May 15, 2012

No contact has been made and her husband, Mr Chika Ossai who declined comments was said to have adopted the praying and waiting game expecting that the kidnappers will return his wife.

Eye witness account said Mrs Ossai was already at her gate when she noticed that her vehicle was obstructing a car that was following her, it was when she packed out of the road that the kidnappers took her from her car into theirs and zoomed off.

It was stated that she tried to resist by locking her vehicle but the kidnappers consistently threatened to shoot her which made her to come out of her vehicles.

As at the time of filing this report, no contact has been made between the kidnappers and members of Mrs Ossai’s family, but, the family is praying and hopeful that she will be released.

Uduaghan In Singapore: Leads Delta Civil Servants To World Bank College Drill

To provide training, best services in public administration and management, the Delta State Governor, Dr. Emmanuel Uduaghan led a delegation of government and top civil servants to Singapore for intensive training and interactive session with the World Bank officials.

The session which held at the Civil Service College in Singapore featured lectures, trainings, technical session, team sessions, briefings, as well as questions and answer sessions.

By sharing the Singapore public sector reforms, initiative and management practices, Dr Uduaghan said that Deltans at the driving seat of government policies and programmes will be repositioned to fast track development, attract more investors and create employment.

He said the training will help to look at the state from a larger picture, enhance collaboration with development partners like the World Bank which will lead to human and infrastructure development.

The Governor who used the opportunity to highlight the achievements and challenges of his administration since 2007, called on the World Bank to above all things help the state with technical assistance that will equip government officials with technical capacity to cope with global challenges.

They stressed the need to sequence initiative and the need for honest professional assessment by discarding initiatives that are not working.

They called for planning, training, strategizing and the identification of key performance indicators.

The facilitators, however, expressed optimism that with shared vision and team work, sub-national success is not only possible but necessary.

The participants were also presented with certificates at the end of the programme.

Meanwhile, Governor Uduaghan says he will initialize change and sustain transformation within the public service through training and development.

Dr. Uduaghan stated this at the end of the training and interactive session between the World Bank team and the state delegation, at the civil service college in Singapore.

The governor noted that the vibrant civil service in Singapore and Rwanda has been the catalyst of the accelerated development of the two countries.

As a co-driver of government policy and programs, Dr. Uduaghan said he will not only ensure the institutionalization of the public sector values, but will ensure that they have the prerequisite knowledge to function effectively.

The governor said he will request the Head of Service to organize a training programme for key Delta State civil servants, in Singapore.

Also, to ensure that the Singapore experience is immediately put into practice, Governor Uduaghan has set up an inter-ministerial committee to implement the lessons of Singapore.

He said the committee made up of some members of his delegation will focus on transportation, public work, environment and commerce to bring about noticeable changes within the various sectors.

He urged the Commissioner for Economic Planning to set the pace by making it possible for budget to be presented by September.

In his remarks, the commissioner for economic planning, Mr. Kenneth Okpara, said the presence of the state delegation led by the governor, have sent a strong message to the World Bank that Delta State government means business.

Mr. Okpara said, with the knowledge gained from the training, the team would help to drive government’s vision, which ultimate aim is to create jobs.

Uduaghan Harps On Royal Integrity • As Ezionum Monarch Gets Staff Of Office

DELTA State Governor, Dr Emmanuel Uduaghan has urged traditional rulers to apply democratic tenets while dealing with their subjects.

Dr Uduaghan gave the advice, Monday, in an address read on his behalf by his Deputy, Prof. Amos Utuama (SAN) during the presentation of Staff of Office to the Ezhie of Ezionum Kingdom, HRM Rowland Osanwuta at Ezionum, Ukwuani Local Government Area of Delta State.

According to him, it is important for traditional rulers to imbibe the virtues of dialogue and consultation to achieve peace under their reign adding that they should also ensure that they do not in words or action give any cause for their subjects to doubt their ability to uphold the sanctity of the custom of their people.

The Governor congratulated the people of Ezionum Kingdom for the peaceful manner they transformed their political system from traditional gerontocracy to a monarchical one, adding, “I have no doubt that the Ezhie stool has great significance for the people of Ezionum and as such, you should do everything possible to promote the integrity of the stool by according His Royal Majesty the respect he truly deserves.”

He also urged the people of Ezionum Kingdom to take advantage of the various programmes of government, particularly, the Farmers Support Programme (FSP), the Commercial Agriculture Credit Scheme (CACS) and the Delta State Micro-Credit programme stating, “I advise you to form cooperative societies, so that you can access credit to add value to the massive farm harvest of the Kingdom.”

The Head of Personnel Management for Ukwuani Local Government Area, Mrs Blessing Bielonwu urged the traditional ruler to pay great attention to government policies and programmes especially in the areas of peace and security.

Also speaking at the occasion, the President-General of Ezionum Development Association (EDA), Chief Peter Ogeleka at the occasion, disclosed that the quest for a King started twelve years ago with several meetings and consultations and lauded the Delta State government for the formal recognition given to their King.

Delta Communities Get Liaison To Halt Oil Rift

TO forestall disagreement between oil companies, the Ndemili, Umusadege Community, Ndokwa West Local Government Area of Delta State has set up a 5-man committee to liaise with all oil companies having anything to do with the community.

The committee is to act on all matters concerning and connecting the community with PAN Ocean Oil Corporation or any other prospecting oil company with to explore, drill or lay pipeline on any part of Ndemili Community land and to negotiate, contact and reach understanding with the company before the commencement of any activity.

This was contained in a statement signed by the Onotu-Uku of Umusadege, Chief Adoh Ugbomeh and the Secretary to the Onotu-Uku-in-Council, Chief Enebeli John and made available to newsmen.

According to the community, “any contract, negotiation or understanding by oil companies for peaceful working relationship with Ndemili, Umusadege Community must be with members of the committee,” adding, “Ndemili community is an amiable host community which is willing to work with all companies and individuals on terms as seem appropriate between the company and the committee on behalf of the community.”

They stated that the setting up of the committee was to ensure that there is due process to forestall possible break done of law and order if such was not done.

The Committee which has Dr Festus Ada as Chairman, and Barrister Sunday Ebeifenadi as Secretary and Legal Adviser, Mr George Nzei as member, Chief Anthony Osumili as member and a representative of the youths as member.

“Ndemili community is a peaceful-loving community of informed law-abiding citizens,” the statement read.

US-BASED COY DONATES OVER $1m MEDICAL EQUIPMENT TO NDOKWA NATION

A United State based company, MedShare has donated medical equipment worth over 1 million dollars for use in hospitals in Ndokwa land.

This was disclosed by the former legal adviser to Ndokwa Association, United States branch, Barrister Francis Obi in a chat with journalists in Asaba, Delta State recently.

According to him, the donation was made in 2006, but, unfortunately, the equipment has not been delivered to the end users because of inadequate capital to finance the movement of the equipment to Nigeria and onward movement to the deserving hospitals.

He disclosed that the donation was facilitated by Dr Ebo Otuya-led executive of the Ndokwa Association disclosing that the current executive is also, aware of the donation and are making efforts to ensure that the equipment are delivered to improve health facilities in our hospitals.

The legal expert disclosed that the member, representing Ndokwa/Ukwuani Federal House of Representatives, Hon. Nicholas Ossai is aware of the donation and is also, working with other concerned Ndokwa indigenes and organisations such as Ndokwa National Union, Ndokwa Foundation to ensure that the equipment get to Nigeria.

Barr. Obi who decried the state of facilities in hospitals in Nigeria assured that the equipment will not be obsolete as MedShare has a reputation to protect in terms of delivering quality materials which will improve the standard of living of the people.

He said Dr Ebo Otuya deserves credit for the roles he played in bringing Ndokwa people together.

According to him, “Ndokwa Association is to make life better for the people in Nigeria.  They made boreholes and gave scholarships.  I was the legal adviser and Ebo Otuya was the President.  Med Share donated medical equipment to a tune of a million dollars in 2006.

“You have to come back and develop Nigeria, Nigerians have to develop Nigeria.  The challenge to develop Nigeria is a challenge to everybody.

“I am an Ndokwa man.  Ndokwa could rise up and live up to its full potentials.  With unity of Ndokwa land, the sky is the limit.

Speaking on the present political trend in the country, he said “Nigeria democracy is working.  Most people don’t know what democracy means.  People cry no democracy when they feel their election is not regular.  Democracy is deeper than election.  Greece practiced it as participatory system.

“You need a free press to practice democracy.  No system has monopoly of being perfect.  America democracy system is not perfect.

“Nigeria democracy can get better and as for the Nigeria judicial system, it is up to all Nigerians to improve upon it.

“Apart from my law practice, I have returned to my root.  It is time for Africa to retain its glory.  There is so much glory that is yet to be tapped in Africa but the first thing we have to do is to look at ourselves.  We tend to undermine the positive values within us.

Ogboru Appeals to Supreme Court to Reverse Itself

Being a Press statement issued May, 10, 2012 by Doyin Iyiola, media consultant to Chief Great Ogboru and made available to Blank NEWS Online.

Chief Great Ogboru, the governorship candidate of the Democratic Peoples Party in the 2011 governorship election in Delta State has returned to the Supreme Court to challenge the court’s dismissal of his appeal. In a bold move to get justice, Ogboru has asked the court to reverse its March 2nd 2011 decision which struck out his appeal against the election of Governor Emmanuel Uduaghan.  Ogboru insists that the court made a serious error and it must correct itself.

According to Ogboru’s lawyers, Ogboru having successfully argued his Consolidated Appeals before

the Supreme Court; and the apex Court having agreed with him, that the Court of Appeal committed

a fundamental error, Ogboru ought to have gone home celebrating his victory. They argued that

it is settled law that a party should not be punished for the error of the Court over which such party

has no hand or fault.

Again, Ogboru’s lawyers argue that by not remitting the Appeals for rehearing on the merit or the

Supreme Court itself not adjudicating on them on their merit, the fundamental and other

constitutional (for example appellate) rights of Ogboru have been truncated. According to the

lawyers, the Supreme Court, on the authority of Dingyadi vs. I.N.EC., supra, has the jurisdiction,

indeed, the duty, to intervene and set aside its judgment in those Consolidated Appeals.

The lawyers further advanced their argument by pointing out the inherent dangers if the Supreme

Court fails to reverse the 2nd of March judgement. They are of the view that an avalanche of

available authorities show that once the Supreme Court reaches a finding that the judgment of a

lower Court was vitiated by a fundamental vice or was a nullity; it has always acted to ensure that

justice is done on its merit – by either assuming jurisdiction to determine the Appeal before it on its

merit or ordering a rehearing by the lower Court found to have committed the fundamental breach.

According to the lawyers, a dangerous precedent will be created if the Supreme Court refuses to

vacate its judgment in the Consolidated Appeals and also persists in being aloof when breach of

section 285(6) and 285(7) has been established. Highlighting some of the possible fallouts of the

court not reversing itself on Ogboru’s appeal, the lawyers pointed to a future situation in which both

the Lower Courts and later the Supreme Court would experience difficulty in dealing with other

forms of nullity going to jurisdiction. They reminded the judges that according to both English and

common laws, the effect of a nullity is settled: the act nullified is deemed not to exist. And in most

cases, the Courts, particularly the Supreme Court, have always reacted proactively by ordering a

reverse to status quo, aimed at achieving substantial justice.

By 2015, the lawyers believe that election tribunals and even the Court of Appeal may likely refuse blatantly to follow age-long precedents laid down by the Supreme Court, estimating, as it were, that once the constitutional embargoes in section 285(6) and 285(7) of the Constitution are overshot, the Supreme Court will become powerless. The lawyers argue that this cannot be the intendment of the Constitution, which has made the Supreme Court the citadel of justice in Nigeria. The Supreme Court, according to the lawyers, has been exercising, commendably over the years, appellate and supervisory jurisdiction over all lower courts.

According to the lawyers, where justice is not administered, there exists the real possibility of “chaos” in the system. And given Nigeria’s rancorous political history; and given the present security challenges the country is facing as a Nation, the Supreme Court as the conscience of the Nation should rise up to the challenge and toe its long-established line of ensuring hearings on the merit when grave infractions resulting to nullities are committed by Nigeria’s lower Courts.

The lawyers conclude by praying that the   Supreme   Court,   under   section 22   of   the Supreme Court Act, should not only set aside its               judgment in the Consolidated Appeals delivered on 2nd March, 2012 and assume jurisdiction over them, but also make crucial consequential orders as it did in Amaechi vs. I.N.E.C., supra. In the alternative, they enjoined the Supreme Court to, in line with Ifezue vs. Mbadugha, Odi vs. Osafile, Kpema vs. State, etc, order rehearing of Ogboru’s appeal on its merit by the Court of Appeal.

In a motion filed at the Supreme Court on Tuesday, Ogboru is asking the court to nullify its verdict and set up a new panel of judges either of the Supreme Court or the Court of Appeal to decide on his appeal based on its merit. He also wants the court to make fresh orders it deems fit in the circumstance to ensure that justice is served in this matter.

Ogboru is specifically demanding the following reliefs from the court:

  1. An order setting aside the judgment of this Honorable Court (Supreme Court) in Consolidated Appeals Nos. SC.18/2012 and SC.18A/2012: CHIEF GREAT OVEDGBE OGBORU & ANOR. VS. DR. EMMANUEL OWETAN UDUAGHAN & 2 ORS.
  2. An order directing the said Consolidated Appeals to be determined on their merit, either by the Supreme Court or the Court of Appeal, by a different panel of Justices.
  3. Such other order(s) as this Honourable Court (Supreme Court) may deem fit to make in the circumstances.

In making these demands, Ogboru’s lawyers based their arguments on 13 solid grounds principal among which is the fact that the Supreme Court erred in its judgement of 2nd March 2011 when after nullifying the judgement of the Appeal Court it failed to allow Ogboru’s appeal and make a consequential order. Instead, the Supreme Court struck out the Consolidated Appeals. This according to the lawyers is wrong in law.

Ironically, Justice Onnoghen, the chairman of the panel of justices that heard the original appeal, allowed Ogboru’s appeal and rightly made consequential orders in his supporting judgement. Onnoghen stated unequivocally in his judgement that he agreed with the lead judgement which allowed the appeal and which gave a consequential order. The significant implication of Onnoghen’s concurring judgement was that Ogboru’s appeal was allowed and consequential orders were made.

The lawyers are also arguing that Ogboru’s fundamental right to fair hearing was violated by the Supreme Court which failed to consider his appeal on its merit. Curiously, the Supreme Court which upheld Ogboru’s appeal  and consequently declared the Appeal Court’s decision a nullity did a volte face by striking  out the same appeal upon which the decision to nullify the lower court’s verdict was based.

This, according to the lawyers, amounted to a legal summersault – 100 per cent full swing positive by setting aside the judgment of the Court of Appeal as prayed by Ogboru and 100 per cent full swing negative by striking out Ogboru’s  appeal which was the basis of setting aside the judgement of the appeal court. According to the lawyers, this is a legal impossibility. And it is a complete, inexcusable and yet inexplicable violation of Ogboru’s right to have his appeal considered on its merit.

The twin issues here therefore are that of the Supreme Court’s fundamental error of not allowing Ogboru’s appeal after it had correctly nullified the lower court’s verdict and the violation of Ogboru’s right to fair hearing as enshrined in the Nigerian constitution.

1.     On Friday, 20/03/2012, this Honourable Court, as per the lead judgment in the above-named Consolidated Appeals, delivered by Noble Lord I.T. Muhammad, J.S.C., declared the judgment of the Court of Appeal null and void.

2.     Instead of allowing Appellants/Applicants’ appeal and making the necessary consequential orders, however, the Supreme Court, per Hon. Justice I.T. Muhammad, struck the said Consolidated Appeals out.

3.     Noble Justice W.S.N. Onnoghen, J.S.C., who presided, however in his concurring judgment, allowed the appeal and held that he was abiding “by all the consequential orders made in the said lead judgment including the order as to cost.”

4.     This concurring judgment of Hon. Justice W.S.N. Onnoghen, J.S.C., meant that:

(a)    The Appellants/Applicants’ consolidated appeals were                           indeed allowed;

(b)    Consequential order(s) were indeed made/supposed to have been made in favour of the success of the Appellants/Applicants’ appeals to the Supreme Court.

5.     The absence of such consequential orders on the face of the judgment of this Honorable Court is a fundamental error going to jurisdiction, which negatively affected Appellants’ right to fair hearing.

6.     A long line of decided cases will show a settled judicial pattern that when the judgment of a lower Court is declared a nullity, as in this case, the Supreme Court goes ahead to allow the appeal and make necessary consequential orders that will ensure a determination of the matter on its merits.

7.     The apparent failure of the Supreme Court to make consequential orders that would lead to the Appellants/Applicants to have their electoral grievances determined on the merit has, with respect, encroached on their fundamental right to fair hearing enshrined in the Constitution of the Federal Republic of Nigeria, 1999, as amended.

8.     Once it is established by a party that his fundamental right to fair hearing has been breached, the entire proceedings leading to that breach are a nullity and are liable to be set aside.

9.     In Dingyadi vs. I.N.E.C. (2010) All FWLR (Pt. 550) 1204, the Supreme Court set aside its judgment when breach of fair hearing was alleged and proved by the same Appellant/Applicant.

10.   Section 285(7) of the Constitution of the Federal Republic of Nigeria, 1999, as amended though creates a time-bar, ought not, with due respect, be interpreted as to infringe on other provisions of the Constitution, especially those guaranteeing right to fair hearing and determination of appeals.

11.   This Honorable Court is the last hope of the Appellants/Applicants, who are very eager to have their electoral grievances determined on their merit.

12.   The Supreme Court of Nigeria as the conscience of the Nation has settled it that when a party qua counsel discovers a grave error in its judgment going to jurisdiction, such party or counsel should be bold enough to approach the same Supreme Court to overrule itself.

Disease Surveillance: Delta Health Ministry Provides Logistics

The Delta state Ministry of Health has handed over motor cycle machines to Disease Surveillance and Notification Officers (DSNOs) in all the 25 local government areas.

The Commissioner for Health, Dr Joseph Otumara, who was represented at the handing over ceremony by the Permanent Secretary in the Ministry, Dr Daniel Omodon, said the donation of the machines is in a bid to further strengthen efforts at combating disease outbreak and control in the State.

The commissioner stated that by the donation, the movement from one difficult terrain to another has been reduced and enjoined the DSNOs to put the machines to judicious use.

He further employed them to show discipline and some degree of co-ordination in order to achieve set goals, saying it is not enough to notify and control diseases but also to prevent their outbreak.

He thanked the World Health Organization (WHO) for the donation and expressed delight that the State is not one of the remaining states still harbouring the wild polio virus, adding that the last time a case was detected in the State was in 2010.

Earlier in his remark, the State Coordinator of W.H.O., Dr Sylvester Agwai, stated that the idea behind the donation of the motorcycles was to assist in the prevention and the control of disease outbreak.

He noted with displeasure that 20 cases of wild polio virus were confirmed mainly in the Northern part of the country, and expressed the organization’s desire to continue to partner with the State Government to achieve a disease-free environment.

The highpoint of the Occasion was the handing over of the Motorcycles to the DNS Officers by the commissioner’s representative and Permanent Secretary, Dr Daniel Omodon.

DIEZANI: Weathering The Storm

Ever since the present executive was inaugurated by President Good Luck Jonathan , the Minister of Petroleum, Diezani Madueke  appears to be the most vilified ,most controversial and most hated by a section of the country.  The reasons being obvious. First is that she like the president came from the same conquered” region, the Niger- delta and secondly she is  sitting on top of a sector that is the major cash- cow of  the Nigerian economy and therefore poses a threat to an entrenched cabal whose interest in primitive enrichment through the sector will be checkmated .There is also the fear that her closeness to the president is too close for comfort and therefore every  engagement  should be employed to remove her . The macabre dance started when no sooner than she was nominated as a cabinet designate  that some people went to court to obtain a court injunction restraining her confirmation by national Assembly alleging that she was not qualified take up such position having failed to honour a mandatory one year service of her fatherland after graduation.

Next again came the allegation about Nigerian Minister of Petroleum, Mrs Diezani Alison Madueke buying of 20 million Euro worth of mansion at Vienna , capital of Austria spread like a wild fire in dry   season as Austria based newspaper Heute broke the news on the front page of its edition of 7th, November 2011. The spread of the allegation was fuel by on line net work,

The newspaper’s headline  titled ,”Female Minister from a country of hunger”alleged that the Minister bought a villa in Vienna  worth  20 Million Euro – even though a major part of the population in her home country is living below the poverty line and children are dying daily of starvation. The report revealed that the exact location of her luxury lodging is secret, but Allison-Madueke is enthusiastic about the big garden and the estate referring to it in the internet as “architectonic masterpiece”.

Trust Nigerians. As soon as the news became a public issue, Nigerians went hay wire calling for the immediate prosecution of the Minister. A citizen of Nigeria resident in Vienna Austria , Mr Uzoma Ahamfule called Economic and Financial Crime Commission (EFCC) to arrest and prosecute her immediately. He wondered how she got the money to buy the mansion in this global economic hardship..

“How did the minister get this huge amount of money to buy such a mansion? When did she buy the “Villa”? Could it be before she became a minister or after? Could this be her only mansion outside Nigeria ? Is she the only minister or government official involved in this wickedness? If this money should be in Nigeria it will definitely help our economy. With this money factories could be comfortably opened and jobless graduates rooming around the streets gainfully employed and crime reduced.  How did this get exposed you might ask? Nigerians are very curious and furious. It was even rumoured  that the luxury mansion was close to that of the former oil minister Rilwanu Lukman. What it could mean is that the former ex oil minister’s house cannot be at anything less than Allison Madueke’s mansion in terms of value and luxury if not more. Critics equally called for the probe of Rilwanu Lukmon.

During the fuel subsidy removal crisis, Allison Madueke was the weeping child among Jonahan ministers. She was accused by members of Nigerian Labour Congress (NLC) and civil liberty organizations to have  generated the idea of fuel subsidy removal so that she and her colleagues would have more money to steal and stashed away in overseas’ countries.

While critics were busy lambasting Allison Madueke, while asking for her flesh, she kept her cool probably out of shock.. It was The Group General Manager, Group Public Affairs Division of the Nigerian National Petroleum Corporation, (NNPC), Dr. Levi Ajuonuma who came to her rescue by refuting the allegation in some online news media that the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke purchased a 20m euro mansion at an undisclosed location in the Austrian capital of Vienna .

In a chat with journalists in Abuja , the NNPC spokesman noted that no right thinking news medium would fall for such cheap and unsubstantiated rumour peddling.

“As professionals, we know that comment is free but facts are sacred. Now if you are saying in this age and time that somebody bought a 20m euro mansion in a very conservative city like Vienna , then you must be able to produce the picture of the so called mansion, the transfer wire number for the said purchase, as well as other details of the transaction. 20m euro is no small money anywhere in the world,’’ Ajuonuma stated.

He recalled that a similar unsubstantiated story was culled from the Jakarta Post and spread by the online news media in September 2011 accusing the NNPC and the Ministry of Petroleum Resources of planning to invest in a multibillion-naira refinery project in Indonesia .

“Interestingly when the Jakarta Post retracted their phantom story and apologised on front page to the NNPC for the fake story, the online media never bothered to publish same because they are usually not interested in facts,” he said.

He implored newspaper editors and gate keepers to fact check news stories from foreign tabloids and online media in good time for publication.

“With the aid of forensic accounting, it doesn’t take rocket science to track any financial transaction. You cannot conduct a 20million euro deal anywhere in the world, without attracting red flag from relevant international agencies, ’’ he said.

Ajuonuma assured that the Minister of Petroleum Resources is not perturbed by such publications, noting that the focus now is on ensuring the full activation of President Goodluck Ebele Jonathan’s administration Transformation Agenda in the oil and gas industry.

Being a law abiding citizen with clear conscience and following the principles of he that goes to equity must go with clean hand, Allison Madueke approached the Vienna based Regional Court for Criminal Matters to seek redress on the abuse of her fundamental human right. On hearing the application,  the Vienna based Regional Court for Criminal Matters slammed Heute newspaper of Vienna over the phantom story last November which alleged that the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke purchased a 20 million euro mansion in the Austrian capital.

In a ruling made in pursuant of an application brought before the court by Mrs. Alison-Madueke, the Judge ordered AHVV Verlags GmbH owners of the Heute Newspaper, to do a `public revocation’ by publishing a counterstatement in the newspaper within five working days from the announcement of the verdict.

In line with the ruling the Heute newspaper has since published the retraction cum counter statement whose German to English translation read thus:” This statement of facts is false. The Honourable Minister Mrs. Diezani -Alison-Madueke did not buy any real estate in Austria , in particular no house or villa in Vienna for several million Euros. Further more, the Hon Minister Allison -Madueke did not praise the large the garden and the architectural masterpiece on the internet as alleged”.

As a matter of afct, the Petroleum Minister has taken the right step by seeking redress in court instead of running away from justice. How many government officials accused of corruption will ever do what Alison-Madueke did by going to court.They would rather run away from justice by fleeing from the country to avaoid prosecution. We have seen a former governor who escaped from United Kingdom in order to escape money laundry charges. We have also heard of a former governor who fought his extradition case from Dubai to United Kingdom to face money laundry charges.

For Allison-Madueke to have gone to Austria to challenge the allegation showed that Nigeria still have leaders that are above board. She needs praise for holding the bull by the horn. It argued that Nigerian politicians are too corrupt, because a country naturally blessed like Nigeria is not supposed to lack fundamental needs like water, electricity, good roads, quality schools and standard hospitals etc. However, the media must be honest with their reports because you can neither fight evil with evil nor can you tackle corruption through corrupt means or fraud. Mrs Alison Madueke in this case is a victim of ethnic manipulation.

Though, I am personally not too satisfied with the “Heute Counterstatement” because I had expected in their retreat statement to say something like “We are sorry” or “We apologise” and not “Diezani Alison-Madueke desires the following”. Do not also forget that the reputation of Nigeria , the emotion of Nigerians and their ego were equally bruised; what happens in this direction? My take on this supposed to be apology from “Heute” is nothing but a withdrawal of their earlier report without remorse to the feelings and the ego of Nigeria and Nigerians that were badly bruised and damaged with that report. All things being equal, the final truth has finally been revealed and the rest is now in the hands of Nigerian officials.

University of Ibadan Alumni Condemns Bombing Of Tertiary Institutions

The executive of the University of Ibadan Alumni Association (UIAA) has condemned the throwing of bombs in insitutions of higher learning in the country.

Rising from their 152nd National Executive Council meeting in Asaba, Delta State, the UIAA condemned the bomb blasts on the campuses of Bayero University, Kano and Gombe State University, calling on the Federal, State and local governments including security agencies to redouble efforts to rise up to the current security challenges.

In communique signed by the National Publicity Secretary of the association, Mr Vin Okonkwo who was also, Chairman, Communique drafting committee, UIAA NEC also urged the Federal Government to that social amenities are provided on campuses of Federal Universities.

According to them, provision of social amenities will promote conditions conducive to research, teaching and learning, observing that the closure of University of Ibadan for two weeks owing to students agitation arising from lack of water and electricity on the campus which were similar to agitations of students of some other Nigerian Universities are avoidable with the provision of basic amenities.

“On the issue of corruption, NEC observed that it was the duty of all patriotic Nigerians to expose corruption in the country and called on government at all levels to fight corruption head on so that resources will be deployed to areas of critical need to enhance the quality of life of Nigerians,” the communique reads.

The NEC members while commending the Delta State government for providing enabling environment for the meeting to hold had before the commencement of the meeting, paid courtesy calls on the Governor of Delta State, Dr. Emmanuel Eweta Uduaghan, who was represented by his Deputy, Prof. Amos Utuama (SAN), the Asagba of Asaba, Obi (Prof.) Chike Edozien; the Obuzor of Ibusa, Obi (Prof.) L. COMMUNIQUE ON THE 152ND NATIONAL EXECUTIVE COUNCIL (NEC) MEETING OF THE UNIVERSITY OF IBADAN ALUMNI ASSOCIATION (UIAA) HELD AT BENIZIA HOTEL, ASABA, DELTA STATE, ON SATURDAY, 5TH MAY, 2012.

The 152nd National Executive Council (NEC) Meeting of the University of Ibadan Alumni Association, UIAA was held at the Benizia Hotel, Asaba, Delta State on Saturday, May 5, 2012. The meeting was attended by all the sixteen (16) National Officers of the Association and the following Branches: Delta, Abia, Enugu, Imo, Bayelsa, Anambra, Oyo, Ogun, Edo, Rivers, Ekiti, Akwa-Ibom and Lagos. Also present at the meeting, were the following Chapters: Gboko, Ughelli, Asaba, Isoko, Ika, NIFOR, Owo and Okitipupa.

6.         NEC considered and approved the launch of an appeal fund at the University of Ibadan on Friday, 27th July, 2012 towards the construction of an Alumni Postgraduate Hall of Residence at the Ajibode Extension of the University. During the event, deserving alumni members will be honoured with Most Distinguished Alumnus and Worthy Ambassador awards.

7.         NEC considered the prevailing insecurity in Nigeria especially as it affected security of lives and property in Nigerian Universities and condemned in strong terms the bomb blasts on the campuses of Bayero University, Kano and Gombe State University. NEC appealed to the Federal, States and Local Governments and the security agencies to redouble efforts to provide security for all Nigerians.

8.         NEC noted the closure of the University of Ibadan for two weeks owing to students’ agitation arising from lack of water and electricity on the campus and observed that there were similar agitations by students of some other Nigerian Universities. NEC implored the Federal Government to ensure that social amenities such as water and electricity are provided on campuses of Federal Universities to promote conditions conducive to research, teaching and learning.

9.         On the issue of corruption, NEC observed that it was the duty of all patriotic Nigerians to expose corruption in the country and called on government at all levels to fight corruption head on so that resources will be deployed to areas of critical need to enhance the quality of life of Nigerians.

10.       NEC mandated the National Executive to liaise with the Vice Chancellor and Management of the University of Ibadan to explore avenues of facilitating the admission of children and wards of alumni members who meet the admission requirements towards ensuring that the alumni base of the institution continues to reflect the national outlook of the university.

11.       NEC commended Delta State Branch, Asaba Chapter, members of the organizing committee and all those who contributed towards ensuring the success of the meeting.

Barack Obama Supports Same-Sex Marriage • As Nigeria Propounds Prohibition Law

Barack Obama has become the first President in US history to unequivocally support gay marriage.

His decision has been both welcomed by gay rights groups and attacked by political opponents, heralding the start of a fight on the polarizing issue ahead of the 2012 elections.

Mr Obama, who has always stopped short of explicitly endorsing gay marriage by often explaining that his views on the subject were “evolving”, declared that “I have hesitated on gay marriage in part because I thought that civil unions would be sufficient.

“I was sensitive to the fact that for a lot of people the word marriage was something that invokes very powerful traditions, religious beliefs and so forth.

“I’ve just concluded that for me personally it is important for me to go ahead and affirm that same-sex couples should be able to get married.”

The President said that his daughters Malia and Sasha had friends with same-sex parents, explaining that “it wouldn’t dawn on them that somehow their friends’ parents would be treated different”.

“It doesn’t make sense to them and frankly, that’s the kind of thing that prompts a change in perspective.”

The announcement comes on the heels of an interview given on Sunday by Vice President Joe Biden, in which he said that he was “completely comfortable” with gay people getting married.

It was widely viewed as a change of stance by the administration even though Mr Biden framed it as a personal opinion.

Opinion polls have shown that Americans increasingly approve of same sex marriage, but the issue is likely to be unpopular in key election battleground states.

President Obama’s politically explosive altering of his position comes as voters in North Carolina, a state that could become either Republican or Democrat in the coming election, approved an amendment to the state constitution that marriage may only be the union of a man and a woman.

Republican presidential frontrunner Mitt Romney said: “I have the same view on marriage as I had when I was governor and that I have expressed many times.

“I believe that marriage is a relationship between a man and a woman.”

Former Republican presidential candidate Rick Santorum said: “President Obama has consistently fought against protecting the institution of marriage from radical social engineering at both the state and federal level.”

New York mayor Michael Bloomberg, who strongly supported the recent legalisation of gay marriage in New York State, said: “This is a major turning point in the history of American civil rights.

“The march of freedom that has sustained our country since the Revolution of 1776 continues, and no matter what setbacks may occur in a given state, freedom will triumph over fear and equality will prevail over exclusion.”

National Gay and Lesbian Task Force director Rea Carey said: “Who benefits? Millions of families who now know that their country’s leader believes in fairness for all. This is a great day for America.”

Gay marriage is legal in six states in America, and Washington DC and Maryland have passed legalisation laws that have not taken effect yet.

Although Mr Obama opposed gay marriage during his 2008 election campaign, his administration has since backed a number of initiatives improving gays rights, such as repealing of the US military’s “don’t ask, don’t tell” policy and giving same sex partners improved rights over medical decisions.

Meanwhile, Nigeria’s Same Sex Marriage (Prohibition) Bill 2011, as passed by the National Assembly, (Senate and House of Representatives) prescribes 10 years in prison for offences associated with same sex marriage.

Nigeria’s same-sex marriage (prohibition) bill is the “prohibition of relationships between persons of the same sex, celebration of marriage by them and, other matters connected herewith”.

The new legislation bans same-sex marriages and blessing ceremonies and criminalises anyone who attends or witnesses them. And it goes much further: it also proscribes any “public or private” affirmation of same-sex love and gay human rights.

This will criminalise gay organisations, gay churches, gay bars, gay blessings, gay safer sex education, gay newspapers, gay human rights advocacy and sympathetic advice and welfare support for vulnerable lesbians and gay men.

Newspaper, television, radio and internet discussions supportive of gay equality will become a criminal offence.

The catch-all nature of the new statute means, for example, that it will become a crime to attend a same-sex commitment ceremony, urge understanding and acceptance of lesbians and gays, impart information on HIV prevention to gay people or broadcast a radio interview with a gay person talking about his or her life.

Violations of the new legislation will be punished with an automatic five-year jail sentence.

HEALTH: Otumara Assures Pharmacists Of Support

Pharmacists in the Delta State have been assured of better representation and improvement at various level of their practice.

The assurance was given by the Commissioner for Health, Dr Joseph Otumara when he received members of the Nigerian Association of Hospital and Administrative Pharmacists (NAHAP), Delta State Branch, who paid him a courtesy visit.

The commissioner said pharmacists employed by the State Government have been of immense help to the success recorded in the free maternal and under-five programmes, promising that the non-inclusion of pharmacists in pilgrimages to the holy land would be a thing of the past from the next exercise.

Dr Otumara assured the delegation that as soon as his ministry gets approval, more pharmacists would be employed, saying that the number might even surpass what the association was asking for.

While thanking the delegation for their support and solidarity with the vision of the State Government, he called on them to remain dedicated to their duty.

The commissioner said critical attention would be paid to all issues raised, adding that his ministry was ever disposed to welcome ideas on how service delivery in the health sector could be improved upon.

Earlier, the State Chairman of NAHAP, Pharmacist Dr. Kingsley Amibor, called on the commissioner to look into issues ranging from employment of more pharmacists, appropriate remuneration for pharmacists, to appointment of pharmacists into the Board of DELSUTH, Oghara and sponsorship of pharmacists to post graduate programmes, among others.

Against book-makers’ predictions and apprehension that the 25th anniversary boat regatta of the Olu of Warri, Ogiame Atuwatse II may be marred by violence, the Ijaws and Itsekiris, instead exhibited a high scale friendliness when the two ethnic nationalities participated in the fan-fare.

Blank NEWS Online understands that during the boat regatta, at the Delta Boat Yard, the two ethnic groups in the state drew the calmness of watchers, whose apprehension turned to admiration at the display on Saturday.

Recall that it has been reported that ahead of the anniversary’s boat regatta, the Delta State Governor, Dr. Emmanuel Uduaghan and the Delta State Commissioner of Police Mr. Ikechukwu Aduba had made efforts to ensure that the simmering face-off between the Ijaws and Itsekiris,which almost threatened the exercise was averted.

It was also earlier reported that the state governor and police commissioner contacted several key stake-holders and opinion leaders across the two ethnic nationalities to press home the need for peace to reign in the area.

A dependable source hinted that governor Uduaghan embarked on a communications diplomacy with leaders of the two nationalities, following the warning by the Ogbe Ijoh kingdom in Warri South-West Local Government Area of the state that the people would not allow the Itsekiri ethnic group to carry out a boat regatta scheduled for (Saturday May 5, 2012) on waterways, belonging to Ogbe-Ijoh.

The meeting according to sources was centered  on how to maintain peace during today’s (Saturday) boat regatta by the Itsekiri people in honour of their monarch.

Tompolo, who is generally regarded as the leader of the Movement for the Emancipation of the Niger-Delta, MEND, is an influential Ijaw youth leader, while Chief Emami, who is the Chairman of Itsekiri Oil and Gas Producing/Impacted Communities Development Committee, IRDC, is , undoubtedly  a high-ranking  Itsekiri youth leader.

Delta state police spokesman, Superintendent Charles Muka had on Friday confirmed that more policemen were deployed to Warri to ward off any crisis in the oil city, even as men of the Joint Task Force code-named, Operation Pulo Shield and the Nigerian Navy were also put on high alert on the waterways of the state.

It could be recalled that tension heightened in Warri, the commercial hub of Delta State, over the boat regatta programme slated for the 25th coronation anniversary of the Olu of Warri, Ogiame Atuwatse II, when the Ijaws protested against one of the major events of the anniversary; a boat regatta for the Itsekiri monarch

The Ijaws, especially those of Ogbe-Ijoh, the headquarters of Warri South-West Local Government Area of the state, frowned that the organisers of the event planned to extend it to their areas and subsequently sent two petitions to President Goodluck Jonathan and Governor Emmanuel Uduaghan to prevail on the Itsekiri monarch to limit his coronation activities to the areas under his domain.

The Ijaws had vowed that any attempt by the Itsekiri to extend the boat regatta to their areas, especially Ogbe-Ijoh, would rekindle fresh ethnic crisis, the like of which was witnessed from 1997 – 2003 in the city.

The petition to President Jonathan was signed by Chief David Pere, Chief Favour Izoukumor, Mr. Lucky Oromoni, Dr. Clarkson Ari-bogha, Mr. Friday Deinghan and Mr. Oyimi Samson, on behalf of the Ogbe-Ijoh Traditional Council.

According to the petition: “We are compelled to write on behalf of the Ogbe people of Warri South and Warri South-West LGA of Delta State to draw your attention to the inherent danger and security implications of the proposed boat regatta in Ogbe-Ijoh (Ijaw) land, being put together by a body by the name Iwere International Boat Regatta Committee to mark the silver jubilee coronation anniversary of the Olu of Itsekiri (Warri), Ogiame Atuwatse II.

“According to the pro-gramme of the events re-leased by the committee, there would be a boat regatta on May 5, 2012 along Ogbe-Ijoh, Warri River bank through the Nigerian Port Authority to NNS Delta Naval Base.

“We strongly object to this deliberate and subtle attempt by the Olu of Itsekiri (Warri) to re-introduce his lordship agenda in Warri, which was mainly responsi-ble for the fratricidal war be-tween the Ijaw of Warri and the Itsekiris, on one hand, and the Urhobos of Warri and the Itsekiri, on the other hand, between 1993 and 2003.

“The reason for our objection is that Warri, just like other parts of the country and the world, every community, kingdom and ethnic nationality has its own territory of the area.

“It follows that the traditional rulers also exercise their kingship over their area, including cultural celebrations such as the silver jubilee celebration of the Olu of Itsekiri (Warri).

“As responsible and law abiding people committed to the sustenance of peace and security in our domain, we wish to most humbly appeal to you (Jonathan) as the chief security officer of the nation and Dr. Emmanuel Uduaghan, the Governor of Delta State, to prevail on the Olu of Itsekiri (Warri) and its Iwere Regatta Committee to shelve the idea of organizing a boat regatta in Ogbe-Ijoh (Warri) land.

“The impact of the 1997 to 2003 fratricidal war is still very visible in Warri. We want peace in Warri and its environs and do not want a repeat of the 1997 to 2003 ugly incident in our domain. We appeal to our brothers and sisters of Itsekiri ethnic nationality not to do anything that would breach the fragile peace in Warri and its environs. The pro-posed Iwere Boat Regatta is  an antithesis to peace in Warri”, the Ijaws pointed out in the letter to the President.

However, the Itsekiris, also promptly wrote a petition to the President, urging him to call the “Ijaw war mongers” to order.

The group in an open letter to President Jonathan and signed by a prominent Itsekiri youth leader, Mr. Michael Diden, a.k.a. Ejele, warned the Ijaw that they did not enjoy the monopoly of violence. Diden accused the Ogbe-Ijoh of deliberately fanning embers of war apparently for self-aggrandisement, adding that “the Itsekiri have been living peacefully with their neigbours, including the Ijaw.

“We are surprised that the Ijaw are trying to return Delta State, especially Warri, to the dark days by their recent utterances and actions.

“The Itsekiri have sacrificed and contributed enormously to sustain the prevailing peace in Warri. They participated actively during the coronation of the Pere of Gbaramatu Kingdom; in fact, the Itsekiri dancing groups entertained the dignitaries on the occasion”, Ejele said in the open letter to President Goodluck Jonathan.

Diden said the Ijaw had secretly been carrying out their threats to disrupt the boat regatta, adding that, “all billboards and other monuments erected for the ceremony were being vandalised by the Ijaw warlords.

According to him “We are surprised that the Ijaw are trying to return Delta State, especially Warri, to the dark days by their recent utterances and actions.

“The Itsekiri have sacrificed and contributed enormously to sustain the prevailing peace in Warri. They participated actively during the coronation of the Pere of Gbaramatu Kingdom; in fact, the Itsekiri dancing groups entertained the dignitaries on the occasion”, Ejele said.

All eyes are now on Warri to see how the boat regatta unfolds and the fall-outs from the peace efforts of Governor Uduaghan and the Delta state Commissioner of Police as well as the interventions of Tom Polo, Ayiri, Ejele and other notable key players in the weeks and months to come, to sustain the peace that has existed so far in the oil city.

Uduaghan, Keyamo, NLC, TUC, ACN Decry Oshiomhole’s Aide Assassination

Governor Emmanuel Uduaghan of Delta State has joined many Nigerians in condemning the grisly killing of Comrade Olaitan Oyerinde, Principal Private Secretary to Governor Adams Oshiomhole.

In a statement made available to Blank NEWS Online in Asaba, Governor Uduaghan said the gruesome murder of Oyerinde was shocking, wicked and in bad taste and condoled Governor Oshiomhole , Oyerinde’s family and the colleagues in the labour movement and prayed God to grant them the fortitude to bear the loss.

“It is wicked, shocking and repulsive for a promising young man to be killed so ruthlessly in his prime,” and urged the security agencies not to leave any stone unturned in the bid to fish out the culprits and bring them to book.

Also, prominent Lagos lawyer, Festus Keyamo, the Nigerian Labour Congress (NLC), its counterpart, the Trade Union Congress (TUC) as well as civil society groups in the country have condemned the assassination of Olaitan Oyerinde in his Benin City, Edo home by yet to be identified assassins.

Keyamo, who expressed shock at the incident, where the Governor’s aide was murdered in the presence of his wife and children, said “Since there is no report of items stolen from the house, it is clearly a case of political assassination. This frightening news comes a few days after there were attempts on the lives of the Comrade Governor and my friend and brother, his Commissioner for Information, Mr. Louis Odion.

“It was only a few weeks ago that Olaitan sent his personal driver to me at the Benin Airport to convey me all the way to Warri, my home town, as I was stranded at the Benin Airport late in the evening when my direct flight from Lagos to Warri was cancelled at the last minute. Such was the compassion with which Olaitan treated everybody around him.

“It is obvious that some elements in Edo State who want power at all cost and who are resistant to change have decided to deep their hands in blood rather than the ballot box.

“They will fail, they will fail and they will fail again and again just like they failed before,” he said while warning that Olaitan’s death must not be swept under the carpet.

“In the past, I have fought tooth and nail to bring such people to justice, just like the case of Bola Ige, eleven years ago, and this time I intend to do just that again.

“Those who kill by the sword deserve to die also by the sword,” he concluded.

The NLC on its part supported the opinion of the Action Congress of Nigeria (ACN) which claimed that the murder of the Governor’s aide was aimed at crippling the Governor and frustrating his bid for re-election.

In a statement issued by its President, Abdulwaheed Omar, the NLC called on President Goodluck Jonathan to ensure that the killers are brought to book before the State re-enacts the wild-wild west of the 1960s.

“The gruesome assassination is baffling as Comrade Oyerinde was not a politician, held no high government appointment such as commissioner and was not even an indigene of Edo State.

“The NLC therefore calls on the administration of President Goodluck Jonathan to arrest the criminals in Edo State and their pay masters.  In any electoral contest such as that slated for Edo State, the electorate must be allowed to determine its outcome. Otherwise, the struggle for democracy will be lost and the country will descend into a state of anarchy.  The NLC therefore calls on the Federal Government to thoroughly investigate Comrade Oyerinde’s assassination and bring the criminals to justice,” the Congress said.

The TUC in a statement titled: COMRADE OLAITAN OYERINDE: A GRUESOME CRIME, and signed by Comrade Peter Esele and Comrade John Kolawole, President- General and Secretary General respectively, said: “We were confronted with the shocking news of the gruesome, heart-wrenching and cold blooded murder of Comrade Olaitan Oyerinde. The Trade Union Congress of Nigeria (TUC) later confirmed this news to be unbelievably true. This occurred in the wee hours of today the 4th of May, 2012 in his residence in Benin City, the Edo State capital.

“Though the perpetrators of this heinous and wicked act have not been caught, every discerning watcher of recent events in Edo State would be deeply worried especially when the Governorship election Campaigns are revving up. This coming at this time when the Convoy of the Comrade Governor was hit by a Truck whose driver has remained unknown in mysterious circumstances leaves no one in doubt as to the motives behind these attempts and subsequent assassination of this illustrious son and comrade.

“Olaitan Oyerinde who is and indigene of Osun State had served under Comrade Adams Oshiomhole, the Executive Governor of Edo State, from his time as the President of the Nigeria labour Congress (NLC). He rose to the position of a Deputy General Secretary, a position he left on secondment from the NLC to serve as the Personal Assistant to the Governor of Edo State.

“It will be recalled that as a Labour activist before moving to the NLC, he had worked with the Iron and Steel Senior Staff Association (an affiliate of TUC) and the Trade Union Congress of Nigeria (TUC). This is one of the reasons this has left us with serious grief.

“We remember him as a prolific writer, a dogged but gentle activist, a loyal and dedicated worker who discharged his duties with thoroughness and dispatch, a great advocate of the peoples’ rights and a deep passion for the protection of the rights of Nigerian workers.

“We shall all miss him greatly and his murder makes our persistent call on the federal government to make the Safeguard and protection of the lives and properties of the Nigerian masses that are daily brutally killed by those whose hearts and souls have been sold to the devil, its priority more urgent. It is time for the federal government to move beyond mere mouthing of we condemn; we condemn to the realm of action to halt this mad descent to hell.

“We cannot condole ourselves sufficiently as his death in this manner is unacceptable to all of us. Nevertheless, we call on the Comrade Governor to take heart and do everything necessary to overcome all distractions and to stay alive. We send our heartfelt condolences to his wife and children including his parents.

“The Trade Union Congress of Nigeria (TUC) demands that this hewing down of a Nigerian worker per excellence be thoroughly investigated and all the culprits brought to book. We shall not accept any excuses why the perpetrators of this crime have not been arrested. Those who masterminded the killing of Olaitan Oyerinde will never have rest!”

The Action Congress of Nigeria (ACN) also added its voice to criticisms that has trailed the reported assassination of Comrade Olaitan Oyerinde.

A statement issued in Ibadan on Friday by its National Publicity Secretary, Alhaji Lai Mohammed, said: “Yes, there may not yet be any conclusive evidence linking anyone to these incidents, but there is a growing concern that they may not be unconnected with the forthcoming gubernatorial election in the state, especially considering the desperation of the PDP to ‘reclaim’ the state at all costs.

“But we are bound to ask: Must everyone be killed and Edo state thrown into anarchy just because the PDP wants to rule the state at all costs? If the PDP is as popular in Edo state as it claims, why is it afraid of contesting a free and fair election in July? Or has the PDP just realised that since Governor Oshiomhole’s sterling performance has all but guaranteed his re-election, the only way the party (PDP) can return to the state house is by playing dirty?”

“Take the case of Chief Bola Ige who, as a sitting Attorney-General of the Federation and Minister of Justice, was so easily mowed down, and yet the killers have not been brought to justice. Isn’t it clear that the only reason the assassination has yet to be resolved is because of the calibre of those who may have orchestrated the killing?

“Then of course the assassinations of Harry Marshall, Aminasoari Dikibo and Funsho Williams, just to name a few, have remained unresolved many years on. This is why we are compelled to cry out now, to warn those who are seemingly targeting Governor Oshiomhole to desist. After all, there is no indication yet that the ‘nest of killers’ has been dismantled.”

“This may explain the resort to acts of desperation by the PDP,” it said.

Rashidi Yekini Dies @ 49…After Going Bananas

Former Nigerian International and best ever goal scorer for the Super Eagles, Rashidi Yekini is dead.

Yekini, according to family sources, died in Ibadan at the age of 49. They could not give details of the cause of his death but said Yekini had been hit with some strange ailments which has kept him out of public view.

Other sources revealed that the two-time African footballer of the year had suffered mental illness for the past two years as walks the streets of Ibadan bare-footed even as he remained a recluse and reticent living alone in his house with few tenants.

A family friend of the footballer disclosed Rashidi’s only friends and visitors were his only two children after his marriage crashed in 1994.

Yekini was born in Kaduna and had made his mark with local football clubs before joining the Super Eagles and going international. He was the first Nigerian to win the African Footballer of the Year in 1993.

After starting his professional career in the Nigerian league, he moved to Côte d’Ivoire to play for Africa Sports National. From there he went to Portugal and Vitória de Setúbal and became the Portuguese first division’s top scorer in 1993–94, as his performances (32 matches, 34 goals) earned him the title of African Footballer of the Year in 1993.

In the 1994 summer, Yekini was bought by Olympiacos FC and was also in La Liga with Sporting de Gijón, later he played with FC Zürich, Club Athlétique Bizertin and Al-Shabab Riyadh, before re-joining Africa Sports. In 2003, at 39, he returned to the Nigerian championship with Julius Berger FC.

In 2005, 41-year old Yekini made a short comeback, moving alongside former national teammate Mobi Oparaku to Gateway FC.

Scoring 37 goals for Nigeria’s national side in 58 appearances, Yekini is the national record goalscorer. He was part of the team that participated in the 1994 FIFA World Cup (where he scored Nigeria’s first-ever goal in a World Cup, in a 3–0 win against Bulgaria) and the 1998 World Cup.

Yekini is also known to have assisted the Super Eagles win the 1994 Africa Cup of Nations, where he also topped the goal charts, and participated at Olympic level, in Seoul 1988.

President Jonathan: Clearing the Rots in Oil Sector –By Ifeanyi Nwabugu

Despite some genuine complaints by some  elements in the country, evidence are bounds that Nigerians had breathe a sigh of relief in the oil sector since President Goodluck Jonathan mounted the saddle of leadership as the President of Nigeria in May 2011. Before Jonathan resumption of office reports of scarcity of petroleum products mostly petrol was talk of the town. Kerosene was out of the common man rich, while gas was nowhere to be found. Vehicle owners queue all day long waiting for petrol, while others did night vigil at the petrol station.

Evidence  also    abound that during the military regimes, there were incidences of pipeline vandalism by unpatriotic citizens who made dubious gains from the petroleum resources including petrol, kerosene and gas and in some cases fire outbreaks from such vandalized pipes claimed several lives and loss of property running into billions of Naira. The pipeline vandalism persisted unabated until the Nigerian National Petroleum Corporation, (NNPC), was left with the option of completely shutting down the nation’s refineries most of which were not properly maintained at the time. As a result, Nigeria which is the fourth largest crude oil producer within the Organization of Petroleum Exporting Countries (OPEC) could no longer produce fuel for local consumption.

During Olusegun Obasanjo’s administration, fuel queue which was a major relic of the dark days of the military regimes held sway as hoarding, adulteration and black market selling of products continued. When President Yar’Adua came into office, his government initiated measures to revive the moribund refineries but could not achieve much as the petroleum industry in the country was already in a stage of comatose.

Determined to reverse the embarrassing trend, President Jonathan took the bull by the horns immediately he assumed power by initiating several reforms to reposition the upstream and downstream sectors.  Part of the reforms was to engage an expert in the oil industry to pilot the affairs of the Petroleum Ministry.  He appointed Mrs. Diezani Alison-Madueke.  Until her appointment into the federal cabinet as Minister of Transport in 2007, Mrs. Alison-Madueke who hailed from President Jonathan’s home state Bayelsa, was the first female Executive Director in Shell Petroleum Development Company (SPDC).  She moved to the Ministry of Mines & Steel Development in December 2008 from where she was appointed Minister of Petroleum Resources in April 2010. President Jonathan appointed Diezani Alison-Madueke based on her good understanding of the petroleum sector and the tremendous cooperation she enjoys from chieftains of the oil industry.

Within the period of President Jonathan, the nation’s crude oil production has been consistently maintained above the budgeted production level of 2.3 million barrels per day. This is direct fallout of the amnesty programme which has now allowed for the renewal of production activities in wells hitherto shut-in as a result of the Niger Delta crisis. Effort at increasing the nation’s stock of crude received major attention under Mrs. Alison-Madueke with the escalation of oil exploration activities in the Inland Sedimentary Basins especially in the Chad Basin. Already the Nigerian National Petroleum Corporation and the Federal Ministry of Petroleum Resources are concluding arrangement for contract award for advanced seismic data acquisition and processing.

In all, the seven in-land basins of Bida, Gongola, Sokoto, Anambra , Dahomey, Chad and Benue are billed to benefit from the programme. Yet the drive to increase the nation’s crude and gas reserve is not limited to the In-land Basin. As part of the effort at growing the capacity of the Nigerian Petroleum Development Company, (NPDC), eight producing blocks have been assigned to the company. With special support by the President for NPDC’s operatorship of the blocks, the impact has been tremendous on the NPDC’s growth aspiration with current production now averaging 80,000 barrels per day.

At the midstream sector gas supply for power generation and industrial use has been sustained with supply outstripping demand both in the Western and Eastern axes. Available records indicate that the volume of gas available for power generation is unprecedented in the history of oil and gas in Nigeria. Renewed efforts at ensuring relevant Gas Supply Purchase Agreements are being executed in order to encourage upstream gas development.  Report has it that as    at the last count-Three Gas Supply & Purchase Agreements (GSPAs) have been signed among buyers, gas suppliers and Aggregator Company (Egbin / Shell / Chevron / PanOcean). Contracts for the critical pipeline infrastructure for gas supply to Alaoji, Olorunsongo have been awarded with projects’ completion in 2012. Upon completion, this would lead to the availability of additional gas to generate extra 2000MW of electricity.

The Brass LNG project is been fast-tracked, while the  implementation of the critical gas projects as encapsulated in the Gas Revolution was given a boost with the visit of the investors (Xenel of Saudi Arabia and Nagajurna of India) to the proposed site at Koko, Delta State for the 1.3 metric tonnes per annum Petrochemical and 1.3 MTPA fertilizer plants. There has generally been increased investor confidence in the Gas Revolution with additional gas utilization projects being pursued. These include:2.75 metric tonnes per annum Dangote Fertilizer plant in Edo State, 2.4metric tonnes per annum Brass Fertilizer plant in Bayelsa State, 1.34 metric tonnes per annum Indorama Fertilizer and 1.2MTPA methanol plants at Eleme, Rivers State  and 450, 000 tonnes per annum methanol plant at Onne, Rivers State  among others.

As for the downstream sector it is evident that products supply has been sustained nationwide through a combination of offshore processing, SWAP arrangements and increased domestic refining. The first 100days has seen the re-streaming of Kaduna Refinery and sustained operation of Warri Refinery. The issue of kerosene availability has been tackled through NNPC direct distribution programme. The integrity of key product pipeline infrastructure (Kaduna-Kano, Kaduna-Gusau, Kaduna-Suleja) has been re-established. The impact of this is that more products are now available in inland depots, which will enable faster intervention when necessary.

Beside the aforementioned achievement of the Federal Government in the oil sector, sustained efforts at increasing local refining capacity, through revamping the existing refineries with a view to increasing their contribution to national demand of petroleum products is on-going. An NNPC team is currently in Japan to conclude the engagement of the original Engineering Procurement Construction, EPC contractor for Port Harcourt Refinery which will be the first to be so rehabilitated.

Already the Nigerian Content Initiative signed into existence on April 22, 2010 by President Goodluck Jonathan is designed to ensure that Nigeria achieves the much desired In-country capacity in the oil and gas industry. This would guarantee that a huge chunk of the estimated $20 billion annual industry spend domicile in the country for the benefit of Nigerians and indigenous Nigerian Companies and Service Providers. Under the watch of the President, the Nigerian Content Development Board, NCDMB, which has the Honourable Minister of Petroleum Resources as Chairman of the Governing Council has ensured the escalation of the historic use of made-in-Nigeria pipelines by Exxon Mobil recently at its Edop – Idoho Offshore field, secured the placement of over 100 kilometers of pipelines orders in Nigeria ’s only pipe manufacturing company, SCC Abuja, ensured the increase of in-country fabrication tonnage from 1,000,000 in 2009 to 1,200,000 currently  and an advanced talks with Jiangsu Yulong of China to establish 250,000 tons per annum LSAW Pipe mill in Nigeria.

As for employment in the oil industry, the Federal Government has developed the Nigerian Oil and Gas Employment and Training Strategy, which has resulted in the absorption of over 5,000 engineers, geologists, welders and other skill sets into the industry and formed the basis of a national skill database. Nigerian Content activities have already generated over 30,000 direct and indirect jobs and will surpass 300,000 within the next four years.

Jonathan short period in government has witnessed sustained interaction with the National Assembly to ensure passage into law an oil reform legislation known as Petroleum Industrial Bill (PIB)  that will stand the test of time to the benefit of Nigeria , and give fair Return on Investment. Regulatory Control and Monitoring Considerable efforts have been made under the watch of Mrs. Alison-Madueke to ensure effective regulatory compliance in the Nigerian oil & Gas industry in the  areas of  enforcement of flare penalty of $3.50/1000scf to discourage flaring and encourage commercialization of the gas that is being flared, the launch of the “Offshore Safety Permit (OSP)” to account for the safety and competencies of personnel who embark on  swamp, offshore and deep offshore duties in line with the expectation of the Nigerian Content Policy,  the establishment offshore training centre within the Nigeria and completion of a pilot scheme of the National Production and Monitoring system (MPMS) aimed at ensuring independent real time production monitoring and accurate production accounting.

The massive transformation of the NNPC, the passage and implementation of the Nigerian Content Act, the push for the passage of the Petroleum Industry Bill, the implementation of the Gas master plan as well as achievement of improved relations with critical stakeholders across the oil and gas value chain, were among practical measures through which the administration has ensured unprecedented stability in the supply and distribution of petroleum products across the country.

Many Nigerians are of the view that the petroleum sector under Jonathan’s presidency has been recording giant leap forward to the betterment of the country and apart from boosting the nation’s earnings from oil, employment opportunities had been increased.  Within the past one year that the Nigerian Content Act was passed into law, over 30,000 direct employments and training opportunities had been created for Nigerians, making the sector the highest employer of labour.

However, these commendable efforts require sustainability to enable Nigerians continue to benefit from the reforms being implemented by the new administration of President Jonathan.  Therefore, the need to retain Mrs. Madueke in the Petroleum Ministry to continue with the on-going reforms cannot be overemphasized.  Her administration having shown so much commitment and sympathy to the sector should be allowed to implement on-going programmes that have succeeded in restoring the confidence of Nigerians and foreign investors in the sector.

President Jonathan has continued to demonstrate his commitment towards improving the lives of Nigerians by ensuring that their basic needs are within their reach. In the petroleum sector, the administration has clearly shown within the past one year that Nigerians can enjoy petroleum products without being exploited by dubious marketers who had made life unbearable for the citizenry for several years. Since this relief came through the instrumentality of Mrs. Alison-Madueke’s leadership acumen in the Petroleum Ministry and with the enormous challenges ahead that requires an expert to surmount, the status quo should be maintained so that various programmes lined up to ensure stability of the petroleum sector are not eroded by putting a square peg in a round hole in the new administration.

The new perceived enemies of Boko Haram are Punch, Daily Sun, Vanguard, Guardian, Nation, Tribune, National Accord, Leadership, Daily Trust, Peoples Daily, VOA Hausa service, Radio France International (RFI) and Saharareporters.

“This is a message from the public awareness department of the Jamatu Ahlis sunnah lil daawati wal jihad, a group engaged in jihad in Nigeria.

“We wish to explain about the attack we carried out on Thisday Newspapers. Some of the reasons why we decided to attack some Media Houses, especially Thisday, is because the paper was used in dishonouring our prophet, Mohammad (SAW) during a beauty pageant in Kaduna in November 2002.

“At that time, some people who called themselves leaders of Muslims came out to say they have forgiven those who committed the offence.

“But based on our knowledge, we know that no one has the power to forgive anyone for an offence that God himself has given judgement, especially on an offence that has to do with dishonouring Prophet Muhammad (SAW).

“No one has the power to forgive this type of offence, and the judgement is for such persons to be killed.

“This lady that committed this crime, the judgement on her is to be killed at any opportunity; and the media house is also supposed to be driven out of existence whenever there is a chance to do so.

“We are just getting the opportunity to attack the media house, and we are hoping to continue these attacks until we drive them out of existence.

“It is our hope that Allah (SWT) will help his religion.

“We know that any genuine Muslim must have been deeply touched by the Thisday incident.

“Thisday newspaper is also leading in helping the government in fighting us, alongside other media houses that we will mention soon.

“Some of the offences of Thisday and other media outlets include: firstly, during the botched attempt to rescue some kidnapped foreign nationals in Sokoto; these media houses asked us if we have anything to do with the kidnap and we said we have nothing to do with it, yet these media houses reported that we were responsible for the incident, that was a lie against us.

“Secondly, when we sent a video of our leader, Abubakar Shekau, the media houses reported things that our leader did not say, such as that in response to the president’s threat to finish us in three months, we have also threatened to finish the government in three months. But the truth is, nowhere in the video did our leader said what they attributed to him.

“Thirdly, on the purported arrest of Abu Qaqa by the SSS, we have come out to tell them that the person arrested was not Abu Qaqa,yet the media continue to potray us as liars, and even said that our leader had ordered for Abu Qaqa II to be executed, and we are now searching for Abu Qaqa III.

“Recently too, they came out with another lie that one Mohammed Awwal Kontagora was the Abu Qaqa II that was executed, and that even his parents confirmed it, that was just a big lie to convince the world.

“The media also said that we have killed the father of Abu Darda, so as to pass a message to him, because he had leaked our secrets after his arrest by security agencies and they wanted him to know that he is one of our targets.

“These are all lies, and they are many.

“These media houses have committed a lot of offences that is detrimental to Islam, and we don’t have the power to forgive them. We will take revenge on them by God’s grace, some of these media houses have been categorized into three groups.

“The first group is the likes of Thisday whose offences are big.

“The second group we will also attack soon are Punch, Daily Sun, Vanguard, Guardian, Nation, Tribune, and National Accord, which are all newspaper houses.

“There is also VOA Hausa radio. All these media houses we will attack them including their staff and offices, by God’s grace.

“VOA Hausa for instance has recently started campaigning for people to support the government against us by exposing us.

“The next group that are on the verge of joining this list who if they are not careful we will attack very soon include Leadership, Daily Trust, Peoples Daily and RFI (Radio France international).

“There is an online medium known as Saharareporters who have their office in New York, and who have made their site as a platform for attack against Islam. So we are warning them to stop making their site an avenue for attacking Islam, otherwise we will find a way of attacking them too.

“We resorted to using this medium to send our message instead of the normal tele-conference because of the fear by journalists; which made them refuse to conduct the conference.

“We are grateful to God for the success recorded on the attack on Thisday, and we hope to continue such attacks.

“Finally, the government has now resorted to arresting our wives and children and also demolishing our houses, like they did in Biu recently, that is why we have also resolved to start attacking government schools, especially, tertiary ones.

“We promise to demolish 500 buildings for any one of our houses that the government destroys.

“We have already started with Gombe and Kano.”

Uduaghan, Macaulay Want NIPSS To Create Courses For Political Class

Delta State Governor, Dr. Emmanuel Uduaghan has called on the National Institute for Policy and Strategic Studies (NIPSS) to design a short executive programme for State Governors and top politicians that would prepare them for the task of governance.

Governor Uduaghan and the Secretary to State Government (SSG), Comrade Ovuozourie Macaulay, who made the call at separate meetings with participants of Course 34 of the Institute in Asaba, said the Institute was endowed with research department and could therefore design a programme that would suit the political class.

Uduaghan said the Institute should incorporate the affected politicians in an interactive seminar especially as most students of the Institute were top government functionaries who are versed in different aspect of governance.

“I want to request that the Institute should organize a short programme for the political class in the country. NIPSS has something for everybody in the society and l think it should organize an interactive programme for top politicians”.

He described this year’s interactive tour for the Course 34 students titled “Resource Diversification for Sustainable Economic Development in Nigeria” as apt explaining that it was the only way to boost the economy and be less dependent on oil and gas.

While affirming that it was critical for the nation and federating states to move beyond oil and explore other areas because oil would not last forever, the Governor recalled the recently concluded Second South-South Economic Summit which also centred on diversification of the economy of the region and disclosed that Delta State already has a programme on diversification titled “Delta without Oil.”

He said the State’s programme on diversification was broad, saying that the policy was on agriculture, leisure, medical as well as oil mineral, adding that his administration has already provided infrastructures such as power, good motorable roads, sea and airports to encourage and attract investors.

“Fortunately, the Federal Government is interested in the cargo section of the Asaba International Airport. So we are partnering with the Federal Government to develop the cargo wing of the airport. We are also empowering the youths through agriculture and micro-credit scheme because once the youths are engaged they would not be attracted to crime.”

The Director General of NIPPS, Prof. Tijani Bande, who said his team was in Delta to interact extensively with top government functionaries on the Institutes theme for the year titled “Resource Diversification for Sustainable Economic Development”, explained that diversification was now central to the sustainable economic development of the nation and enjoined states to key into it, just as he lauded the South-South zone of the country on efforts toward diversification of the region’s economies.

In a similar development, the participants of the Senior Executive Course (SEC) of NIPSS earlier visited the Secretary to Delta State Government (SSG), Comrade Ovuozourie Macaulay at the Cabinet Complex in Asaba, where he presented a copy of Delta state perspective on “Resource Diversification for Sustainable Economic Development in Nigeria” to the visiting team.

Uduaghan Condoles Oshiomhole, NUJ Over Death Of 3

Delta State Governor, Dr Emmanuel Uduaghan has expressed shock and sadness over the death of three journalists in a ghastly motor accident that involved the convoy of Governor Adams Oshiomhole of Edo State at the weekend.

Reacting to news of the accident, Dr Uduaghan said that the accident was bad enough adding that he was grieved that it resulted in deaths.

“I am saddened by this accident and grieved that it led to the death of young men in their prime. These are really trying times for journalists particularly coming barely two days after the bombing of some media houses which killed at least three persons”, he stated.

Dr Uduaghan noted that the accident occurred few hours after Governor Oshiomhole led delegates from Edo State to a successful outing in the just concluded Second South-South Economic Summit in Asaba.

He condoled Governor Oshiomhole, the people of Edo State, the Nigeria Union of Journalists (NUJ), the management and staff of AIT and ITV as well as the families of the dead journalists praying God to grant them the fortitude to bear the loss.

He also prayed God to grant those who sustained injuries, quick and permanent recovery.

COMMUNIQUE: 2nd SOUTH-SOUTH ECONOMIC SUMMIT

The second South – South Economic Summit, organised on the broad theme “Integrating the South – South for Sustainable Development” (with special emphasis on Development, Investment and Security) was held at the Convention Centre, Asaba, Delta State under the auspices of the BRACED States – Bayelsa, Rivers, Akwa Ibom, Cross River, Edo and Delta.

The Main Objective of the Summit was to show-case the rich investment potentials of the South – South Region of the Country thereby attracting new investors as well as servicing external investments.

The Summit was graced by the presence of His Excellency, Dr. Goodluck Ebele Jonathan, GCFR, President of the Federal Republic of Nigeria (represented by Vice President Namadi Sambo, GCON), His Excellency Paul Kagame, President of the Republic of Rwanda (represented by Mr. John Gara) and many other distinguished personalities and functionaries, notably Nobel Laureate, Prof. Wole Soyinka and other Summit Speakers and Participants.

The Summit acknowledged the active participation of the private sector and key Federal Ministries.

The Summit noted the progress made since the maiden edition was held in Calabar on April, 22 – 25, 2009. This include the signing of the BRACED Agreement on June 13, 2011 which provides the legal framework for the co-operation of the BRACED States; the establishment of the BRACED Commission, the appointment of the pioneer Director General of the BRACED Commission and the adoption of the common Priority Focal Areas of development (Agriculture, Environment, Infrastructure Development, Human Capacity Development and Industrialization) by the BRACED Commission Governors’ Council.

The Summit reaffirmed the imperative of regional co-operation as a practical path towards national development and welcomes the emergence of other Regional Development Commissions with expression of readiness for co-operation with them by BRACED Commission.

The Summit recognised that there has been tremendous improvement on the security situation in the region and further the South – South as a region of peace, stability and immense investment opportunities and called upon its development partners to support the region. It called for continued pro-active approach in managing security in the region.

It was noted that while the proceeding was ongoing, the facilities of three Newspaper Houses in Abuja and Kaduna were bombed. The Summit condemned the dastardly act and condoled with the families of the victims of the bombing.

The Summit urged BRACED Commission to boldly provide developmental leadership for Nigeria as this is consistent with the historical antecedents of the South – South region and its resourcefulness.

The Summit also adopted the following recommendations:

1.       That the Federation should be restructured and unbundled including the review of the current revenue allocation formula, to give more powers, responsibilities and funding to the States and Local Government as centres of growth.

2.       To strengthen the nascent governance structure in the Region to incorporate private sector and other non-state actors with a view to creating favourable policy, legal and regulatory environment that will stimulate greater private sector participation in the development initiatives of the Region.

3.       To review the current policies and regulations on power and gas to enable the States generate, transmit and distribute power to complement the efforts of the Federal Government and facilitate the utilization of moribund capacity in the Region. This will promote and accelerate economic development in the South – South Region. In pursuit of this, the Summit accepted the development of a Niger Delta Energy Corridor, a project with potentials for connecting the people, industry and natural resources and creating jobs.

4.       To accelerate the implementation of agricultural development initiatives as the Region’s Priority Focal Area. This will complement the Federal Government Transformation Agenda on Agriculture.

5.       To develop integrated transport facilities in the Region, through a balanced development of rail, roads, waterways and airport facilities.

6.       To partner the Federal Government and the Private Sector in the development of the Lagos – Calabar Railway Lines Project and press for the urgent completion of the East – West Highway.

7.       To ensure quality education in the Region and the adoption of ICT and collateral equipments for all levels of education (primary, secondary and tertiary). A renewed impetus in the areas of curriculum development, teachers’ preparation, re-certification (in-service and professional education) and holistic training approach was recommended.

8.       Supports the conveying of Regional Education Conference.

9.       To encourage research and development and use of technology to promote the desired accelerated development of the Region.

10.     To adopt and implement policies that will release vast potentials of service economy of the Region in the areas of creative industry, entertainment, culture and tourism. In pursuit of this a follow-up Culture and Tourism Forum should be organised to draw up the Sector’s Road – Map for economic development.

11.     To adopt pro-active and inclusive approach to security in the broad sense which will include public safety, food job security and accordingly link investment to same and harness the untapped energies and creativity of the youth population through job creation.

12.     The immediate adoption of mitigation and adaptation measures in climate change, bio-diversity conservation, land – use planning and infrastructural designs by BRACED States and key into investment opportunities opened.

13.     To revitalise the public service as a key development driver.

The Summit directed the BRACED Commission to translate the recommendations into a measurable and achievable Plan of Action and engage the appropriate stakeholders on Post – Summit issues as elaborated in the Summit’s presentations and dialogues.

The Summit expressed its appreciation to the six Governors of the BRACED States – Bayelsa, Rivers, Akwa Ibom, Cross River, Edo and Delta, and urge them to continue to show exemplary leadership and commitment to good governance. The Summit also commended the people and Government of Delta State for hosting the grand event. The Summit appreciated the Planners, Paper Presenters and Participants and endorsed the annual event as a veritable platform of interaction, information and knowledge sharing which should be sustained.

Panic Trails South-South Economic Summit Over Fear Of Boko Haram

Trepidation may overwhelm the much talked about South-South Economic Summit billed to be hosted by Delta state, as the state government has raised an alarm over plans by the extremist Islamist sect, Boko Haram to attack noticeable persons.

The security alert raised by the Secretary to the Delta state Government (SSG), Comrade Ovuozourie Marcaulay, on behalf of the Delta state government, is coming on the heels of advanced preparation for the South-South Economic Summit scheduled for April 26-28, 2012 in Asaba, Delta State.

The Summit, expected to be declared open by President Goodluck Jonathan will attract global business and leading colossuses, investors, professionals and top government functionaries from within and outside Nigeria.

Among those intended to grace the event are Dr. Paul Kagame, President of Rwanda; Rudy Giuliani, former Mayor of New York; Admiral Mike Mullen, the 17th Chairman of the Joint Chiefs of Staff of the United States and Professor John Lipsky, first Deputy Managing Director of the International Monetary Fund (IMF).

But the recent security alert by the Delta state government, according to Blank NEWS Online checks have caused panic among organisers and participants at the forthcoming regional Economic Summit.

Although, security has been beefed up in Asaba, the state capital, police personnel have intensified efforts at notable flashpoint areas across the state.

The statement titled, “A Call For Security Vigilance In The Face Of Noticeable Threats From Extremist Groups” and signed by the Secretary to the state Government (SSG), Comrade Ovuozourie Marcaulay, on behalf of the Delta state government, reads:

“The Delta state government wishes to intimate the members of the general public that credible intelligence report at its disposal indicate that the Islamist terrorist sect, Boko Haram has put in place plans to kidnap and/or assassinate noticeable persons within the state. Their mode of operation is to sponsor their agents to infiltrate every part of the state.

“The Delta state government takes seriously such intelligence report in the face of the antecedents of the Boko Haram terrorist sect and other extremist groups.

“In the foregoing regards, members of the general public are advised to screen and monitor every private security guard engaged either in houses or work places. Such screening should equally extend to even those you have long been acquainted to ensure that such persons have not inculcated in the meanwhile, the teachings of extremism. By the same token, members of the public are advised to be circumspect  in dealing with artisans who, on the face value, may appear innocent but deep down are Islamic fundamentalists.

“The Delta state government wishes to warn, however, that the greatest security consciousness required of every citizenry is to be extra vigilant and promptly report any suspicious person(s) or strange parcels to law enforcement agencies for quick response.

“In the meanwhile, the Delta state government wishes to restate her commitment to the preservation of lives and property of everyone within the state and assures all, whether indigenes or not, of its unwavering commitment to ensuring the security of all.”

Meanwhile, spokesman for the BRACED Commission, organisers of the South South Economic Summit and delta state Commissioner for Information, Barr. Chike Ogeah told Blank NEWS Online at a Press briefing, Monday, that they are on top of security issues as a result of the Summit.

$6.8 Bn Fuel Subsidy Swindle: Summary Report & List Of 69 Indicted Oil Firms

SUMMARY: Following the removal of subsidy on PMS on the 1st day of January, 2012 by the Federal Government of Nigeria and the attendant spontaneous social and political upheavals that greeted the policy, the House of Representatives in an Emergency Session on the 8th of January, 2012 set up an Ad-hoc Committee to verify and determine the actual subsidy requirements and monitor the implementation of the subsidy regime in Nigeria.

The Federal Government had informed the nation of its inability to continue to pump endless amount of money into the seemingly bottomless pit that was referred to as petroleum products subsidy. It explained that the annual subsidy payment was huge, endless and unsustainable. Nigerians were led to believe that the colossal payments made were solely on PMS and HHK actually consumed by Nigerians. Government ascribed the quoted figures to upsurge in international crude price, high exchange rate, smuggling, increase in population and vehicles etc. However, a large section of the population faulted the premise of the Government subsidy figures, maintaining that unbridled corruption and an inefficient and wasteful process accounted for a large part of the payments. To avert a clear and present danger of descent into lawlessness, the leadership of the House of Representatives took the bold and decisive action of convening the first ever Emergency Session on a Sunday (8thJanuary, 2012), and set up the Ad-hoc Committee to verify the actual subsidy requirements of the country.

The Committee decided that the scope of this investigation should be for three years 2009 -2011 for the following reasons:

•The actual budget expenditure on subsidy for both PMS and HHK was tolerable, being N261.1b in 2006, N278.8b in 2007 and N346.7b in 2008. 5 companies including NNPC were involved in 2006, 10 in 2007 and 19 in 2008 contrasted to 140 in 2011.

•Secondly, in line with accounting practice, the Committee decided to investigate three years activities of the scheme.

•The Committee could have chosen to limit the investigation to 2011 alone given the scale of escalation of subsidy in that year alone but decided to take three years to establish a trend.

The Ad-Hoc Committee held Public Hearings from 16th of January, 2012 to 9th of February, 2012, taking sworn testimonies from 130 witnesses, receiving information from several volunteers, and receiving in evidence over 3,000 volumes of documents.

In the course of the investigations the Ad-Hoc Committee was able to establish the following:

1. Contrary to statutory requirements and other guidelines under the Petroleum Support Fund (PSF) Scheme mandating agencies in the industry to keep reliable information data base, there seemed to be a deliberate understanding among the agencies not to do so.This lack of record keeping contributed in no small measure to the decadence and rots the Committee found in the administration of the PSF. This is evident also in the budget preparatory process by MDAs where adequate data is not made available to the National Assembly. The Committee had to resort to forensic analysis and examination of varied and external sources (including the Lloyds List Intelligence) to verify simple transactions. In this regard, the PPPRA is strongly urged to publish henceforth, the PSF accounts on quarterly basis to ensure transparency and openness of thesubsidy Scheme.

2. We found out that the subsidy regime, as operated between the period under review (2009 and 2011), were fraught with endemic corruption and entrenched inefficiency. Much of the amount claimed to have been paid as subsidy was actually not for consumed PMS. Government officials made nonsense of the PSF Guidelines due mainly to sleaze and, in some other cases, incompetence. It is therefore apparent that the insistence by top Government officials that the subsidy figures was for products consumed was a clear attempt to mislead the Nigerian people.

3. Thus, contrary to the earlier official figure of subsidy payment of N1.3 Trillion, the Accountant-General of the Federation put forward a figure of N1.6 Trillion, the CBN N1.7 Trillion, while the Committee established subsidy payment of N2,587.087 Trillion as at 31st December, 2011, amounting to more than 900% over the appropriated sum of N245 Billion. This figure of N2, 587.087Trillionis based on the CBN figure of N844.944b paid to NNPC, in addition to another figure of N847.942b reflected as withdrawals by NNPC from the excess crude naira account, as well as the sum of N894.201b paid as subsidy to the Marketers.  The figure of N847.942b quoted above strongly suggests that NNPC might have been withdrawing from two sources especially when the double withdrawals were also reflected both in 2009 and in 2010.

However, it should be noted that as at the time the public hearing was concluded, there were outstanding claims by NNPC and the Marketers in excess of N270billion as subsidy payments for 2011.

Whereas the mandate of the Committee was necessitated by the removal of subsidy, the Committee found out that subsidy payment on kerosene formed an Integra part of the total sum.

4. On its part, NNPC was found not to be accountable to anybody or authority. The Corporation, in 2011, processed payment of N310.4 Billion as 2009 – 2011 arrears of subsidy on Kerosene, contrary to a Presidential Directive which removed subsidy on Kerosene in 2009. The Corporation also processed for itself, direct deduction of subsidy payment from amounts it received from other operations such as joint venture before paying the balance to the Federation Account, thereby depleting the shares of States and Local Governments from the distributable pool. Worse still, the direct deduction in 2011 alone, which amounted to N847.942 Billion, was effected without any provision in the Appropriation Act.

5. While NNPC feasted on the Federation Account to bloat the subsidy payable, some of the marketers were involved in claiming subsidy on products not supplied. PPPRA laid this foundation by allocating volumes of products each quarter to the marketers which it knew were not in conformity with its own guidelines for participation.

6. Our investigation further revealed that certain marketers collected subsidy of over N230.184 Billion on PMS volume of 3,262,960,225litres that from the records made available to us were not supplied. Apart from proliferation and non-designation of bank accounts for subsidy payment, PPPRA and the OAGF were unable to manage in a transparent manner the two accounts they chose to disclose. There were indications that PPPRA paid N158 Billion to itself in 2009 and N157 Billion in 2010. When confronted, the OAGF was unable to submit details of the bulk payments arrogated to PPPRA and the account from which the bulk sums were disbursed to the supposed beneficiaries.

7. Curiously too, the particular Accountant-General that served during the period 2009 was found to have made payments of equal instalments of N999 Million for a record 128 times within 24hours on the 12th and 13th of January 2009, totalling N127.872 Billion. The confirmed payments from the CBN records were made to beneficiaries yet to be disclosed by the OAGF or identified by the Committee. We however discovered that only 36 Marketers were participants under the PSF Scheme during this period. Even if there were 128 marketers, it was inconceivable that all would have imported the same quantity of products to warrant equal payments.

8. In order to arrive at a probable figure of daily consumption of PMS, the Committee took the entire volume of 14,787,152,340 litres imported by marketers and NNPC in 2011 as recorded by PPPRA and then deducted what we suspected as over-invoiced volume of 3,262,960,225. Thus, the actual volume imported for year 2011 was 11,510,202,347. This manifested into an average daily PMS consumption of 31.5 million litres.

9. However, in 2012 marginal increment of 1.5 million litres a day is recommended in order to take care of unforeseen circumstances,  bringing it to 33 million litres per day. And to maintain a strategic reserve, an additional average of seven (7) million litres per day(or 630million litres per Quarter) for the first quarter of 2012 only is recommended. Thus, PPPRA is to use 40 million litres of PMS in the first quarter as its maximum ordering quantity per day. In subsequent quarters PMS daily ordering quantity should be 33 million litres per day. For Kerosene, the Committee recommends a daily ordering quantity of 9 million litres.

10. On the issue of kerosene subsidy, the Committee strongly advocated for a Government policy to immediately recommence subsidy payment on the product by urging withdrawal of the 2009 Presidential Directive.

11. We also proposed a budget amount of N806.766billion for the 2012 fiscal year for payment of subsidy on PMS and Kerosene.

12. For the 2012 Appropriation Act, the Committee’s recommendation is based on the following follows:

PMS:33,000,000 Litres x N44 (subsidy) x 365 days = N529,980,000.00

Provision for strategic reserve for 1st Quarter of 2012:

7,000,000 x N44 (subsidy) x 90 days N27,720,000.00

HHK9,000,000 Litres x N101 (subsidy) x 274 days = N249,006,000.00

Total N806,766,000,000.00

Note: Commencement of kerosene subsidy is as from the second quarter of 2012, since the Committee is of the opinion that the product is still not under the subsidy regime.

Therefore, the Committee recommends the sum of N806.766billion as subsidy for year 2012.

13.

With regards to the 445,000 bpd allocation to NNPC , the Committee believes that with the current refining capacity of 53% and the SWAP/Offshore processing arrangement of the balance of 47%, it is sufficient to provide the nation with the following products:

a.

40 Million Litres Per Day (MLPD) of  PMS,

b.

10 MLPD of Kerosene (HHK)

c.

8.97 MLPD of Diesel (AGO),

d.

0.62 MLPD of LPG and

e.

2.31 MLPD of FO

It is only AGO whose average daily consumption of 12 million Litres per day will not be achieved in full. Since AGO has been deregulated, other marketers can make up for the 3.03 MLPD AGO shortfalls. The implication of this finding is that if NNPC properly manages the allocation of 445 bpd efficiently, the availability of the products can be achieved by the NNPC alone. This contrasts the situation where in 2009-2011 NNPC got the daily allocation of 445,000bpd and the nation still had to import through Marketers.

Curiously, although NNPC confirmed that it makes some savings of about =N= 11.00 per litre refining locally than import, it could not be established that the Corporation reflects this cost differential in its claims to subsidy.

The Committee recommends that NNPC be unbundled to make its operations more efficient and transparent and this we believe can be achieved through the passage of a well drafted and comprehensive PIB Bill.

All those in the Management and Board of the NNPC directly involved in the infractions identified for the years 2009-2011 should be investigated and prosecuted for abuse of office by the relevant anti-corruption agencies.

14. Part of the funding sources of the PSF Account is over-recovery from marketers. This accrues when product landing cost is lower than the Ex-Depot price. The Committee observed that:

i. In 2009, there was an over-recovery of N2.766 Billion. This was expected to have been credited to the PSF Account but was not traceable to the official PSF Account disclosed.

ii. Furthermore, in the presentation made by Akintola Williams Deloitte it was claimed that the sum of NGN5.27Billion was established as over-recovery in 2009, however, there was no evidence that this money was credited to the PSF Account.

15. It is our view that the Guidelines of the PSF Scheme, even as watered down by the Board in 2009, could have salvaged the Scheme if they were observed and enforced. Had the staff of various agencies and government officials not compromised and colluded with certain marketers, the level of corruption would have been minimal. The Committee viewed this fact with serious concern and has suggested measures to ensure that impunity is no longer condoned. Therefore, marketers that had short-changed Nigerians were identified and recommended to make refunds within a time-frame of three months; civil servants were to be sanctioned in accordance with the Civil Service Rules as well as under extant Laws; management staff and top government officials were, based on the gravity of their offences, to be reprimanded, re-deployed, dismissed and, in specific cases, prosecuted for abuse of office and fraudulent practices.

16. The Committee recommended the refund to the treasury the sum of N1, 067,040,456,171.31 trillion from the under listed for various violations.

The Committee believes that if the PSF scheme was properly managed, this sum of N1.070trillion would have been available to the three tiers of Government for budget enhancement.

17.

The Committee recommends that the following transactions be further investigated by the relevant anti-corruption agencies and determine their level of culpability with a view to making further recoveries;

i.

Payment of N999m to unnamed entities 128times  to the tune of N127.872b

ii.

Companies who collected Forex to the tune of $402.610b whose utilization is questionable to the Committee.

iii.

The 72 Companies listed under the financial forensics are hereby recommended for further investigation by the relevant anti-corruption agencies with a view to establishing their culpability and recovering the sums indicated against their names totalling N230, 184,605,691.00.

iv.

The Over recoveries of N2.766b and N5.27b which were not accounted for by the office of the Accountant General of the Federation.

v.

The cases of double deductions by the NNPC for subsidy payments in 2009, 2010 and 2011 mentioned in this Report.

Oil, Gas Industry To Create Jobs, Wealth –Pirah

The Delta State Commissioner for Oil and Gas, Mr. Omamofe Pirah, has restated that in its determination fast-tracking the economy of the state, the oil and gas industry has been geared towards wealth creation, entrepreneurship and employment generation for the teeming indigenes of the state.

The Commissioner, who stated this while briefing the press at the 2012 ministerial press briefing in Asaba, said that the Ministry of Oil and Gas was established among other objectives to build a reliable database of events and activities relating to the local content and indigenisation process of the Federal Government of Nigeria for the benefit of the state and its constituents.

He said that Government had proposed the establishment of an Oil and Gas Resource Centre in Warri and Asaba, adding that plans were under way to have the first ever Delta State Oil and Gas Industry Stakeholder’s Engagement Forum that would bring together all relevant  stakeholders to brainstorm on the  way forward for the industry.

Mr. Pirah disclosed that five Oil Mining Licence (OML) that were diverted by the Shell Petroleum Development Company (SPDC) was taken over by Nigeria Petroleum Development Company (NPDC), and urged Deltans to partner with the new investors in order to have shares in oil blocs set out for bid.

The Commissioner further disclosed that the oil company had about 77,525,099 barrels of oil between August and November 2011, saying that the cost of the loss was estimated at 7,752,509,900 dollars.

Conflict Resolution: South South Partners Rwanda On Challenges • Woos Kagame, Others For Economic Summit

MEETING: Gov. Uduaghan and President Paul Kagame of Rwanda.

States of the South-South region in Nigeria have resolved to share perspectives on issues of development, conflict and post-crisis management challenges with Rwanda in an emerging partnership between both parties.

Recall that President of Rwanda, Dr. Paul Kagame is among the esteemed global business and leading colossuses who have indicated intentions to participate at the second South-South Economic Summit scheduled for April 26-28, 2012 in Asaba, Delta State.

Others include former Mayor of New York, Rudy Giuliani; the 17th Chairman of the Joint Chiefs of Staff of the United States, Admiral Mike Mullen and first Deputy Managing Director of the International Monetary Fund (IMF), Professor John Lipsky.

Blank NEWS Online reports that the South South regional states have also planned to tap on the experiences of Rwanda in resolving its conflict situation and tackling the security challenges and economic problems of the region.

Already a delegation of the States including the chairman of the South South Governors Forum, Senator Liyel Imoke of Cross River State and the Governor of Delta State, Dr. Emmanuel Uduaghan has met with President Paul Kagame of Rwanda to work out the modalities of the cooperation.

To cement this new partnership, President Kagame will be in Nigeria later this month to give a talk during the Second Economic Summit of the South South States billed Asaba between April 26 and April 28.

Fielding questions from journalists shortly after the delegation’s meeting with President Kagame in Kigali, Tuesday evening, Governor Uduaghan said that the region under the BRACED Commission resolved to tap on the Rwandan experiences.

“We believe we should have someone who have had experience and success in crisis management and post-crisis management in tackling our peculiar situation hence the need to look in the direction of President Kagame and Rwanda”, he stated.

He said that the objective was to come together to see how the region can come out of the crisis situation to become an investment destination.

Besides, Dr. Uduaghan stressed that the mission was to ensure how the South South States can work together with Rwanda to develop the natural resources in the region for their economic growth.

His words: “We believe that the continent of Africa should first of all look inwards. What has been happening even from colonial era is that we have been waiting for others to come and develop us. But we have the natural resources and most importantly the human resources in Nigeria and Rwanda to be able to grow far beyond where we are now”.

Other members of the delegation at the Kigali meeting are the Director-General of the BRACED Commission, Ambassador Joe Keshi and the Publisher of Thisday Newspapers, Mr Nduka Obaigbena.

According to the spokesman for the summit and Delta state Information Commissioner, Chike Ogeah Esq., the theme of the three-day summit is ‘investment, development, security’, and intended “to underscore the fact that the South-South is developing and ready for investment and more importantly that the region is secure for all investors and their investments”.

Kagame is bringing the perspective of a freedom fighter and as the leader who rebuilt Rwanda from the ruins of genocide against monumental odds. He is one of the few African leaders recognized globally as “progressive”.

Under his leadership, Rwanda has been called Africa’s ‘biggest success story’ and Kagame has become a public advocate of new models for foreign aid designed to help recipients become self-reliant. He is billed to give a development keynote on ‘Post-conflict Development Policies’.

Mullen, a security strategist and expert, was the immediate past Joint Chiefs of Staff of the US. Ogeah said Mullen’s presence would reinforce the steely resolve of the federal government and the South-South states to ensure the security of lives and property especially at this time when global peace is being threatened.

Giuliani, a global brand in law and good governance skills, will be speaking on ‘Leadership in Times of Crisis”. The former IMF boss is coming to Nigeria with a wide-ranging knowledge vault on international law, administration, security management and investment banking.

Uduaghan Makes Ground-Breaking Rites At Delta Leisure Park

Governor Emmanuel Uduaghan has formally performed the ground breaking ceremony of the proposed multi-billion naira tourism industry, Delta Leisure Park, capable of employing beyond 6,000 persons and located in Olori, Udu local government.

The contract to dredge the site had been awarded to West Minister Firm at the sum of N2 billion after the government had already spent several billions in constructing the bridge leading to the site.

Uduaghan said the project was significant as it would sustain the state without oil and described the bridge as historic especially as it was constructed to encourage the firm in establishing the tourism industry in the state.

Although the governor lamented the decay and rot in the environment, he gave assurance that the tourism industry when functional would bring back the lost glory of Warri.

“We are praying to God so that this project will be logically concluded. We have awarded contract for the dredging of the site to a performing construction firm and we are playing several other roles such as providing street light and construction of roundabout and the road to accelerate the building of the industry.”

He however appealed to the community and Deltans in general to support the project as it would have a swell effect on the economy of the state.

“The benefit of this project is numerous. Apart from employment opportunities the host community will enjoy power supply as well as potable water.”

The Minister of Culture and Tourism, Chief Eden Duke who witnessed the ground breaking by Governor Uduaghan, described the project as a significant achievement that would re position the state and make it a centre piece of attraction.

Chief Eden said the industry, when operational, has the potential to employ both illiterate and literate workers and empower them economically.

Asserting that the tourism industry would be the first of its kind in Africa, he called on other states of the federation to emulate the giant stride of Delta in the tourism sector.

Also the State Commissioner for Culture and Tourism, Richard Mofe Damijo, said beautiful structures would soon emerge in a few months to send clear message of the honest intention of both the company and state government.

Damijo called on the host community to reciprocate the kind gesture of the government in locating the industry in the community by embracing the project.

The Chairman SARNA Tourism Enterprise, High Chief Abel Ubeku assured that the project would promote tourism and create wealth for Deltans.

Recall that prior to the January re-run election, former Delta state Acting Governor, Prince Sam Obi had performed a ground breaking event at the same proposed Delta Leisure Park, when Uduaghan’s 2007 governorship was set aside  by an Appeal Court sitting in Benin.

“Casual Staff In The POINTER To Be Absorbed“– Okeme

SPECIAL Adviser to Delta State Governor on Labour and Industrial Relations, Comrade Mike Okeme, yesterday, expressed shock that casual workers in The POINTER Newspapers were yet to be absorbed into the mainstreams civil service in the state.

Comrade Okeme, who made his position known when members of the Nigeria Union of Journalists (NUJ), The POINTER Chapel paid him a courtesy visit in his office, assured that the casual workers would be absorbed in the next few weeks.

“When the state government said that casualization of workers in the state should be brought to an end, it meant it.  So, if up till now, there are still casual workers in The POINTER, then, something must be wrong with the process of absorbing them,” he said.

He added, “I want to herein declare that government will absorb all the casual workers in The POINTER, and as at when government made that pronouncement.”

Describing journalists in The POINTER Newspaper as hard working professionals who can compete with outstanding reporters in the world, the former labour leader promised to liaise with the Ministry of Information, and Ministry of Housing to ensure that state government speed up the processes of ensuring the relocation of The POINTER to its permanent site.

“Government is committed to infrastructural development, so, your movement to your permanent site is a task that must be done,” he said, noting that the Ministry of Information and that of Housing must create the working relationship so a structure that can stand the test of time is erected.

He emphasised, “I am saying this because, I know that The POINTER has ome of the finest reporters in the country, all you need is the enabling environment.”

One the issue of weigh-in allowance, Comrade Okeme promised to liaise with the appropriate authorities to ensure that journalists in The POINTER Newspaper are given their due entitlements.

Earlier in his address, Comrade Fidelis Egugbo, Chairman, NUJ, The POINTER Chapel who led the delegation, had appealed to the Governor’s aide to use his good offices to inform the state government of the plights of casual workers in the state –owned newspaper.

Delta State Governor, Dr. Emmanuel Uduaghan has inaugurated an 18 man committee to to re-invigorate school sports and promote career opportunities for the students.

While inaugurating the committee, which members include two international football stars, Austin Jay-Jay Okocha and Victor Ikeba at the Government House Exco Chamber in Asaba, the governor said that school sports was important because motivates students to achieve higher self-esteem.

Kidnapping: Uduaghan Wants Special Courts For Suspects • Parleys Security Agencies, Vigilante

Delta State Governor, Dr. Emmanuel Uduaghan has called for the establishment of special courts to accelerate the trial of kidnap suspects in the state.

Uduaghan said the regular courts were always congested with cases and using them to try kidnap suspects would delay their trial, adding that for punishment to be promptly meted out to those found guilty, special courts should be used to try them.

“I am aware that regular courts cannot try kidnap suspects speedily. This is because of the congestion of cases in these regular courts. So the trail of suspects would continue to be delayed and this definitely will not be good for the present fight against kidnapping in the state. I am appealing to the judiciary to create special courts to enable us win the war against kidnapping.”

He said kidnap cases should be seen as special because of the trauma victims and their families go through and said when suspects are promptly tried it would serve as deterrent and check the rate of the crime.

The governor, who announced the recent arrest of 11 more kidnap suspects in the state, disclosed that the noose was already tightening on kidnappers in the state.

He said his administration has mapped out strategies to always be a step ahead of kidnappers revealed that security operatives have identified some hideouts of kidnappers in the state.

“We are working hard and putting measures in place to reduce kidnapping. We have some cases in Warri, Sapele and environ and since we stepped up strategies on crime control we are making a head way and the arrest made recently is concrete evidence of our success.”

He therefore appealed to Deltans not to rush to pay ransom but should promptly report all such kidnap cases to the police.

Lamenting that people rush to pay ransom because of the anxiety to seek the freedom of their relatives he assured Deltans that once such cases were reported security operatives would swing into action and release victims.

“I will continue to create a safe state and ensure the security of lives and property. Do not therefore rush to pay ransom.”

The governor promised to re enforce security at the various borders of the state to ensure that criminals do not use the state as a base.

The governor who was optimistic at winning the war against kidnappers in the state disclosed that he would provide the logistics required by security operatives to reduce crime drastically in the state.

Earlier, as part of efforts to rid the state of criminal activities, Delta State governor, Dr. Emmanuel Uduaghan charged vigilante groups to assist security agencies in intelligence gathering.

In an interactive session with security operatives at Government House, Asaba, he explained that vigilante groups and communities are closer to the people and they can easily gather information on criminals living among them.

He noted that the interactive session was to brain storm on how to re-organize the vigilante group to make the body more effective and operate in synergy with the Police Community Relations Committee (PCRC) to achieve result.

The governor, who said his administration would assist the group with logistics and remuneration in order to help fight crime especially armed robbery and kidnapping in the state, observed that the state through its agenda of peace and security is at its best in handling security challenges.

“We have tried as a state to handle the security challenges we had in the past like inter-ethnic crisis but a new dimension has arisen, that is the issue of Kidnapping, we will continue to do our best to curb it but need the co-operation of everybody”.

Governor Uduaghan explained that in the last two weeks the issue of kidnapping and armed robbery  have reduced in the state because of the new strategies  mapped out to reduce crime just as he promised to provide security operatives in the state the needed logistics to ensure a crime free society. “This is why we have to re-organize the vigilante group”.

In a brief remark, the state Commissioner of Police, Mr. Ikechukwu Aduba thanked the governor for his support and promised to dissolve all vigilante groups that were not performing in their communities.

Aduba said security was the business of everybody adding that police cannot succeed without the support of the people.

He said the success recorded so far in arresting kidnapper by the police was as a result of information given to the police by the vigilante groups.

His words “Gone are the days when a person that have given information to security agencies will be implicated. The successes we have recorded so far in arresting kidnappers and armed robbers are from the information given us by the vigilante group”.

Mama Otiti Ruth Atemejeranvwo Omokri (Nee:Agbaje) Aged 101 Years

BRIEF BIOGRAPHY

Mama Otiti Ruth Atemejeranvwo Omokri  (nee Agbaje), was born about 1911 to the family of Agbaje and Ekpekpeyenke both of Uruosu quarters of Otor-Iyede in Isoko North Local Government Area of Delta State.

Mama Otiti was married off at a very tender age to late Pa Johnson Omokri, of Ohrerhe-Agbarho in Ughelli North Local Government Area due to the disposition of the people of that age to the education of the girl child. The marriage was blessed with seven children (four boys and three girls). However, her eldest daughter, Mrs Esemefieghren Onayeke passed on many years ago.

Mama was a very hard working and industrious woman. She was at various time in her life engaged in farming with her husband while at the same time she carried on with petty trading to support the family. She was a very humble and loving mother who was always ready to give anything for the proper education of her children. She was a mother that cared for all including the sibblings of her brothers and sisters who at one time or the other were brought up by her.

Mama travelled far and wide within the nation in a bid to provide for her children and relations. From Ogbombiri in present day Warri North to Odo-Aye in Ondo and later Ugonoba in Orhiomwon Local Government Area of Edo State. She was a great cook, very famous with fresh fish banga soup and starch. She was also very good at preparing the local tobacco (Itaba), which she sold to women of her age. A business she engaged in till most recently when her health began to fail her.

“Mama Otor-Ikoko” as she was fondly called by neighbours, a sobriquet she earned  as the first to live in the little area christined “Otor-Ikoko”,  gave her life to Christ and became a member of the Church Of Nigeria (Anglican Communion). She was confirmed, baptized and rose to become a commited member of the prestigious Women Guild  in the St. Peter’s Anglican Church, Otor-Iyede.   Below is Mama’s famous christian song in her happy moments:

Olympics: Ex-Boxing Champ, Holyfield Spurs Delta Youths

Evander Holyfield, former undisputed world boxing champion has encouraged youths in Delta state to take to boxing.

Also Delta State Governor, Dr. Emmanuel Uduaghan assured that the State’s athletes would make the country proud in the forthcoming London Olympic Games as former undisputed world boxing champion, Evander Holyfield visits to encourage youths to take to boxing.

This assurance was given by Uduaghan when Holyfield paid him a courtesy visit at Government House Annex, Warri. He said that Nigeria was depending on the State to win medals for the country, stressing that apart from being number one state in sports in the federation, it also has a good boxing history.

The governor had charged the former heavy weight boxing champion to use his wealth of experience to develop boxing as a profession which would engage able-bodied youths in the country.

Responding, Evander Holyfield explained that he was in the state to encourage youths to take to boxing as part of his visit to the Niger/Delta region.

The champion who acknowledged Delta State’s commitment to sports said his greatest moment as a boxer was when he represented his country (the United States) in the Olympic Games.

Holyfield was accompanied on the visit by the Mayor of the state of North Carolina, Mr. Alfred Dickson who called on youths to embrace God in all their dealings as it was the only recipe for success.

NURTW Lauds Uduaghan, FRSC For Safety On Roads During Easter

GOVERNOR Emmanuel Uduaghan of Delta State has been commended for ensuring that roads in the state are safe for driving during the Easter celebration.

Chairman of the Delta State Council of National Union of Road Transport Workers (NURTW), Comrade Chief Ifeanyi Obi gave the commendation while speaking on the activities of transporters during Easter.

He observed that the roads were okay and where there were potholes, such areas were filled and it greatly reduced the rate of accidents on the roads during the celebration.

He also, observed that Federal Road Safety Corps (FRSC) also lived up to expectations as they controlled traffic and ensured that there was no traffic jam on the road, especially, on the Niger bridge, emphasizing that commuters and motorists who travelled to the East will attest to the fact that they had a better, smoother movement during this year’s Easter.

“Our government is living up to expectation, our roads were made better because of the Easter and road safety people performed better this year as they ensured free flow of traffic,” Comrade Obi said.

He also, thanked drivers for their patience, stating that patience is very important in driving as a second of it can save a lot of lives, disclosing that the Union also, carried out a lot of sensitization of drivers to ensure that they were safety conscious during the season.

According to him, “we told our drivers not to drive recklessly, we ensured that any driver with bad tires did not load from the parks and we have a good reason to thank God that we did not witness bad situations on our roads during the celebration.”

Sports Fiesta: Delta Kickboxing Association Set To Grab Medals

The Delta state Kickboxing Association has concluded its first trials in preparation for the forthcoming National Sports Festival in Lagos state.

The Head Coach, Delta State Kickboxing Association, Chiekwe Christian said the trials which held April 2 to 4, 2012, was embarked upon on time to select professionals and discover more talents ahead of the games.

He recalled that during the last National Sports festival at Port Harcourt, the Delta state Kickboxing Association won two gold, five silver and five bronze medals respectively to place.

Coach Chiekwe Christian assured that the Kickboxing Association is determined to bring sports glory to Delta state by winning more medals.

Fake Employment Syndicate Uncovered In Delta

A syndicate which specializes in printing fake employment forms in Delta State has been busted with security agencies placed on alert for the arrest of those involved.

The syndicate had printed a letter-headed paper of the Senior Special Assistant to the Governor on NDDC, Delta North, saying it is an “application form” to be purchased with a N500 (Five hundred naira) non-refundable” fee. Reactions from the public unravelled the activities of the syndicate.

But in a swift reaction the Senior Special Assistant, Engr. Felix Omel Melenu said, “there was no time NDDC made such offer for employment” to his knowledge “neither did I mandate anybody or group of persons to issue application forms for the said non-existing job(s)” emphasizing, “I wish to state that I have no knowledge of the employment opportunities at NDDC”.

“Members of the public are advised to discountenance the fake forms in circulation and be warned of the activities of fraudsters,” Engr. Melenu said.

He disclosed that security agents have been informed to carry out further investigation of the matter to deter others with similar intentions, observing that it was a sad development.

Engr. Melenu disclosed that he was informed of the development by concerned members of the public who asked for further clarifications from him, noting that the people involved played on the intelligence of unsuspecting members of the public who are job seekers and their parents or benefactor.

Gov. Uduaghan, Delta CP Confirm Arrest Of Anti-Kidnap Boss For Aiding Kidnappers

GOVERNOR UDUAGHAN FLANKED BY SECURITY CHIEFS

Governor Emmanuel Uduaghan has confirmed the arrest of the officer-in-charge of Anti-Kidnapping Task Force in Delta State, a Chief Superintendent of Police, CSP and six members of the squad.

The now  disbanded team were allegedly disarmed, arrested and flown to Abuja on the orders of the Acting Inspector General of Police, Mohammed Abubakar, for allegedly aiding and abetting kidnappers in the state.

Delta State Governor, Dr. Emmanuel Uduaghan made the confirmation shortly after the State Security Council meeting in Government House Annex, Warri, during a review of the security situation in the state.

Also in Asaba, the state Police Commissioner, Mr. Ikechukwu Aduba confirmed that the IGP had summoned one DSP Dickson Adeyemi, a Deputy Superintendent of Police and members of his squad to Abuja for questioning but refused to give details of the cause of invitation.

Over 98 persons nabbed for kidnapping in the state by the Police, State Security Service, and the Army in the state. The Police and SSS have 40 apiece in their custody, while the Army has 18 suspects.

Governor Uduaghan in his address, revealed the modus operandi of kidnappers in the state; the trend in the last few years, how his administration was battling them, collusion of security agents and the highly-placed persons as well as the challenges the state was facing.

He said: “The Head of Anti-Kidnapping and his boys have been arrested by Force Criminal Investigation Department, CID, for the past four days for interrogation. We are also aware of community involvement and we have discussed with some community leaders too”.

Dissecting the kidnapping saga and criminality as an industry in the state, Governor Uduaghan asserted that after the Niger Delta conflict, we have another round of conflict, which involves communities against oil companies. We now have kidnapping and armed robbery.

“After Christmas kidnapping rose, we have been making efforts and a lot of persons have been arrested. The solution to crime is intelligence gathering and the other is for the security agents to go and make arrests, it involves logistics. The state government is committed to improving infrastructure and the logistics.

“We have met some challenges, information is the key, our people are not willing to give out information, we urge people to give out relevant information”, he stated.

The governor, however, observed: “We have now noticed insiders’ involvement in the kidnapping; they give out vital information to the kidnappers about the victims. Pastors have been arrested too, people you think are innocent are now involved”.

He cautioned: “We should be vigilant because persons you don’t think can be involved are indeed involved. A lot of arrests have been made, police have arrested 40, SSS has arrested 40 and the Army has arrested 18 persons.

“We are also talking with professionals especially the Nigeria Bar Association, NBA, about lawyers who try to get bail for kidnappers”, he added.

Uduaghan then appealed to family members of kidnapped victims to cooperate with security agents, saying, “they should not rush to pay ransom. We are putting all efforts to curb these activities, we assure oil workers that they are protected; we should be discreet about our financial dealings”.

2015 Guber: Delta North Seeks Equity In Governance • Wants Delta Central, South Support

In quest for equity, the people of Delta Central and South Senatorial Districts have been urged to support Delta North in the Delta state 2015 gubernatorial elections.

A socio-political pressure group, Ndokwa Unite, made the call in a communiqué issued and made available to Blank NEWS Online, shortly after their monthly meeting in Asaba.

The communique signed by members of the Board of Trustees of Ndokwa Unite, Dr Bonnyface Opia, Barr. Greg Ikoko and Mr Mathew Emeni respectively, argued:

“Delta Central did eight years in Government House, Delta South will complete theirs in 2015, as such, it is important that Delta North produces the Governor in 2015, not only because of the zoning formula of the Peoples Democratic Party (PDP) but because of equity.”

The group stated that it is important that other senatorial districts support the quest of Delta North for the 2015 gubernatorial race disclosing that the gubernatorial seat should go to Ndokwa ethnic nationality.

“Ndokwa is the only ethnic nationality that has cultural affinity with the Ijaws, Itshekiris, Isokos, Urhobos, Ikas, Aniochas and the Oshimils,” the group said, adding, “an Ndokwa man as Governor of Delta State will not be biased and will work for the overall interest of Deltans, Ndokwa is the stabilizing factor for 2015.”

The group stated that in Delta North, Ndokwa is the only oil producing area with large deposit of gas, reiterating that, “it will be only fair that Ndokwa nation produces the Governor in 2015.”

Ndokwa Unite observed that while Oshimili has produced a Premier and Deputy Governor, Ikas has produced a Deputy Governor, Aniocha has produced a Deputy Governor, it is only Ndokwa that has not produced someone who has held such a high office, adding, “we are seeking the understanding and cooperation of all Deltans to ensure that an Ndokwa man becomes the Governor of Delta State in 2015.”

The group used the occasion to congratulate the Peoples Democratic Party (PDP) for successfully concluding its congresses and national convention noting that such was good for democracy.
