Uduaghan Assures Saudi Energy Firm On Koko Export Free Zone

Delta state Governor, Dr. Emmanuel Uduaghan has assured Saudi Energy Company, Xenel Group that President Goodluck Jonathan is committed to the development of the Koko Free zone in furtherance of the federal government gas revolution agenda.

Governor Uduaghan who was hosted to a private reception by Sheikh Khaled Alireza, CEO Xenel Group in Saudi Arabia, requested the company which is interested in establishing a petro-chemical plant in the Koko Free trade zone, the largest in Africa to partner with the state government in developing the capacity of Deltans and Nigerians at large in preparation for employment opportunities in the plant.

Sheikh Khaled Alireza of Xenel assured Governor Uduaghan and his team of the desire of the company to establish a 1.3MTA of polyethylene and 400,000MTA of polypropylene plant in Koko, Delta State. He requested the federal and state government to ensure that critical steps are taken in fast tracking early activities that would make for smooth entrance of Xenel to the free trade zone.

Governor Uduaghan also visited various Xenel Group organisations such as the Hidada Group (a globally renowned industrial group based in Jeddah), Saudi Cable Company, the Red Sea Gateway Terminal and National Petrochemicals Industry Company (NATPET). Governor Uduaghan was also hosted to an official visit by the Royal Commission for Jubail and Yanbu.

Delta Govt. Abandons Special Education Scheme ***As Ekiti State Drops 30 Delta Kids With Special Needs

The Nigeria Association of Special Education Teachers (NASET) has appealed to state governments that are yet to fully implement the Special Education scheme and the Federal Government approved 30 per cent  Special Teachers’ Allowances to do so since the greater needs of children with disabilities depends on the teachers.

This is just as it has been disclosed that pupils and students of Delta state origin attending special schools in Ekiti state and other states have been sent parking by the school authorities as they were told to withdraw and return to their state.

Blank News Online can report authoritatively that Ekiti State School for the Deaf and Dumb took the decision following the wastage of its resources on children with special needs from other states that have refused to provide basic teaching aids, good learning environment and schools for the children.

Our source revealed that over 30 children attending special schools in Ekiti were affected by the action.

Meanwhile, Delta state government is yet to fully implement the scheme as the special schools across the state and located in Asaba, Warri, Ughelli and Agbor are either moribund with falling rooftops, waterlogged or inaccessible while the classrooms are usually overcrowded due to lack of classroom blocks.

Attempts to reach the state commissioner for Basic Education, Professor Patrick Muoboghare, to comment on the ugly development proved abortive but a source in his office said “that aspect of this special education has not received any serious attention from this ministry.”

National President of the NASET, Dr. Joseph Okuoyibo, ahead of its Annual Conference in Asaba, tagged “Special Education Service Delivery In Nigeria”, had told Blank News Online that about five states, including Delta state are yet to fully implement the special education scheme and key into payment of the emoluments to teachers even as other states have since implemented it.

He added that the 30 per cent remuneration increase which took effect from 2008, when it was increased from the earlier 15 per cent to 30 per cent

Also, the Delta state chapter chairman of NASET, Dr. Mrs Onwubolu lamented that there is presently no functional public schools for children with disabilities in Delta state, saying that the few facelifts in some of the schools were done by private organizations.

She however blamed education supervisors for the inept attitude of the state government and the education ministry towards the development of education in the state. “The education supervisors are not telling the government the true situation of things in the state. Go and find out for yourself and you could weep at what you will see.”

On the special allowances to teachers, she disclosed that the state government has only implemented the 15 per cent special pay package to few teachers in secondary schools in October, 20010 but has vehemently refused to pay the primary school teachers who are more in number, despite the new increment of 30 per cent.

Asaba Bomb Scare: “It Is Not Bomb But Dynamite” –Says Delta Police

The Delta State Police Command has debunked the rumour making the round that there was a bomb blast in Asaba, saying the alleged explosion was from dynamite.

The Personal Assistant to the Commissioner of Police who is also the Acting Police Public Relations Officer, ASP Monday Onaiwu Osayi said that it was rather an explosion emanating from a GSM Network Provider Mast formally erected in a compound along Nnebisi road beside UBA and Access Banks.

ASP Osayi stated that the owner of the place who had earlier contracted the land to one of the network providers wanted to develop the land, adding that he contracted two men whom the ASP gave their names as Cyprian Idoko of No 2, Ezemu Street, Onitsha and Cornelius Nweke of Nwaki Street, also of Onicha to remove the concrete where the mast was built.

He said that the two men ignorantly used a dynamite to detonate the concrete.

The Acting Police Image Maker said that the detonation led to the explosion, saying that the wind screen of one Mrs. Oduah’s car, a staff of UBA Bank was destroyed in the process.

ASP Osayi said that the police command had earlier received information that there was a robbery attack at Nnebisi Road, adding that the command immediately mobilised its men to the scene, only to discover that it was not an armed robbery incident rather it was an explosion.

He stated that the command quickly deployed its anti-bomb squad in the place, adding that investigation was still on, just as he said that the two suspects, Cyprian Idoko and Cornelius  Nweke has been in police custody.

ASP Osayi enjoined all residents in the state to be calm, saying that it was not a bomb explosion, even as he urged them to be security conscious at all times.

The Acting Police Image Maker however called for community policing in the state, adding that everyone should assist the police and other security agents to combat crimes in the state.

Uduaghan’s Critics And The Intangibles –By Felix Ofou

It is very easy to be a critic. Also it is not difficult to find a band of followers when you are a critic. But when you crave relevance, simply pitch tent with the opposition as a critic, you can be assured of being treated as a celebrity. “What is the government doing?”, “Does this governor know what he is doing?”, “Who are the advisers?” and “Are they expecting us to endure this rubbish?” are some of the catch phrases you must learn how to deploy once you set out to be a critic.

And at a time like this, a time when family, friends and well wishers of Delta State Governor, Dr Emmanuel Uduaghan are likely to roll out the drums, probably seek to outdo themselves in celebration of his birthday, it is to be expected that critics and the so called opposition would be poised to play the spoiler. Of interest to them would be the role of perceived sycophants, likely amount spent on the celebration(s), and at what cost. The most important question that would be asked is rather predictable: “What has the governor done to deserve this jamboree?”

Of course, there is no doubt that talk is cheap. And for the critic and the so called opposition, the swan song has predictably resulted almost like a cracked record. I don’t see them changing strategy at this stage. Perhaps, they don’t need to, giving the fact that without an alternative voice, governments tend to relapse into avoidable inertia.

Unfortunately, the impression would be created that government funded the celebrations. Either so or those celebrating are direct beneficiaries of government’s largesse. “So what about the huge crowd that would turn out?” one may ask and the quick reply is that they were definitely hired to give a semblance of acceptance. It is a predictable refrain.

For the critics in Delta, the measure of achievement is confined to a discourse on physical structures and public infrastructure. How many roads have been built by the Uduaghan administration? How many new schools built and old ones renovated? Are there massive bridges being constructed? How many transformers have been procured and distributed to communities? What of industries? A tragic reflection of our limited perception of what development is all about in this part of the world.

It is no wonder that so much money and fun fare accompany the commissioning of projects by our chief executives. And some of them have indeed elevated the weird practice to the level of the obscene, such that they are on live television to celebrate so called “Festival of Projects” every other week. A clear descent into the mundane.

But it is to the seeming “intangibles” of the Uduaghan administration that I avert my mind to as Deltans devote today to celebrate the governor’s birthday. I am talking of the innocuous, easily forgotten initiatives and temperament of a man whose tenure has made the state more united, peaceful and irrevocably hoisted on a path of identifiable progress and development. I do so conscious of the fact that this is the best way to explain the relentless love and commitment of majority of the people to the three point agenda of the administration. It is the same reason for which Uduaghan seems to have triumphed above his traducers.

Indeed, one must ask why the governor has consistently won elections, even when all odds are staked against him? Is it a case of a cat with nine lives, or simply because the man has mastered how to win elections? Why is the opposition unable to displace him even after enlisting conspiracies at the highest level? Why has he become an enigma even to his accusers?

Giving that there is no controversy as to the circumstance of his taking over the helm of affairs, it is appropriate at this stage to recall that Uduaghan took over the reins of administration against the backdrop of insecurity and threat to lives and property, particularly in Asaba, the state capital and Warri the oil city. Armed robbery, hostage taking, assassinations and unbridled ethnic rivalry were the order of the day. Life could be said to be worth less than a farthing as one could get killed for the flimsiest of reasons. This was compounded by the larger than life role of so called militants, with the largest militant camp located in Delta State.

Conscious of people’s expectations, the governor within hours of being sworn-in promptly inaugurated the Delta Waterways Security and Monitoring Committee resulting in the release of 23 Philippines abducted and kept in militant camps before he took over. He thereafter unleashed a regime of political engagement that also saw a drastic reduction in militancy to the barest minimum, following this up by advocating that the Federal Government should offer amnesty to the aggrieved youths in the creeks as a way of restoring total peace in the Niger Delta.

While it is still a matter of debate as to whether Uduaghan, acting alone or in collaboration with other leaders in the region helped sell the prospect of the amnesty programme to the late President Musa Yar’Adua, there is no doubt that the rapprochement initiated by the governor has paid off greatly in his state. And today, oil exploration and exploitation go on almost unimpeded except for the criminal activities of oil bunkerers which are being tackled by the Joint Task Force (JTF) of the military. Till date, neither the Excravos Gas To Liquid (EGTL) project and Excravos Gas Project (EGP) being undertaken by the multinational oil company, Chevron have been disrupted. So also are the interests of other oil giants, including Shell Petroleum Development Corporation (SPDC). And oil bearing communities have subsisting agreements that enables them benefit from contracts and other development projects.

Relatedly, Dr Uduaghan’s bold and courageous decision to allocate 50 % accruable from the derivation fund to the Delta State Oil Producing And Development Commission (DESOPADEC) buoyed the oil bearing communities to lay down arms and desist from their confrontational nature. Despite initial challenges, DESOPADEC has become a rallying point and vehicle of solidarity to these communities which had hitherto suffered untold neglect and marginalization from successive administrations.

The initiative of the government in providing street lights in major towns and cities has further cut down crime, such that other states contiguous to Delta record higher rate of crime. Whereas kidnapping, robbery, car snatching and political assassinations are rampant in neighbouring states, the reverse is the case since the advent of the street lights, apart from serving to beautify the towns and cities. Asaba and Warri in particular have witnessed unusual influx of migrants as direct consequence.

Neither must it be forgotten that the maternal mortality rate in Delta was quite high before the medical doctor turned politician took over the helm of affairs. Same was the case of infant mortality.

Many women and children died from avoidable and treatable diseases. This was because they could not afford medical expenses or had no access to modern healthcare facilities, such that several pregnant women had to rely on local birth attendants that were ill trained and lacked the capacity to handle complications or emergencies. Today, Delta has been applauded by the Federal Government and other multilateral agencies for introducing free medical treatment for pregnant women from the day of conception to delivery, including caesarian operation. Children from zero to age five also benefit from th free medicare. Avoidable deaths have thus been averted among these category of people regarded as vulnerable.

Perhaps of greater significance was the resolve of the State Government to bear the cost of examination fees from primary school to junior secondary and then to senior secondary level, including the National Examinations Council (NECO) and the West African Examinations Council (WAEC) fees. Students in tertiary institutions also enjoy enhanced bursary, while first class graduates are giving a scholarship to pursue their masters and doctorate programmes in any part of the world, thus engendering competition and strive for excellence among the youths.

The award winning micro credit scheme of the Uduaghan administration, mass deployment of buses for transportation in all the nooks and cranny of the state as well as the engagement of our youths through the Youths Empowered Through Agriculture (YETA) programme has endured the governor to a majority of the people, providing succour in place of despair that was their lot in the past, undoubtedly a fulfillment of the human capital development component of the three point agenda of the government.

Today, as the drums beat and horns blare, the most noise would not come from the contractors seeking to arm twist government to return to the old order of doing business as usual. Neither will it come from those expecting the governor to out rightly “share the money”, which he has bluntly turned down. It may well be that some government officials may be at the forefront of the celebrations. But Dr Uduaghan would wish that those who have benefited from the so called intangibles or seeming inanities are those who walk the streets and shout for joy in appreciation of what he has done for them. And why not? After all, they belong to the majority that voted him into office.

As for the critics and the opposition, I dare them to deny these “intangibles”. Definitely, the creeks affirm, the urban centers resonate and our mothers, wives and children attest to the reality of these inanities. To deny their existence is to stand truth on its head. But for the governor, this testament would always stand to his credit and for posterity to accord him a right of place. No birthday gift can be most apt.

“Executive, Legislature Parley In Delta Is Impressive” –Says Delta Speaker

The speaker of Delta State House of Assembly, Rt. Hon. Victor Onyekachi Ochei, has commended the State Executive Council for the harmonious relationship that has been existing between the executive and the legislature, adding that the State Governor Dr. Emmanuel Uduaghan had made it possible through his love for Deltans irrespective of their ethnic or political background.

Hon Ochei gave this commendation at Issele- Uku at a civic reception organized in his honour by the people of Aniocha.

The spearker thanked his people and friends who came from far and wide to honour him, ‘’saying that God will as well honour them’’.

Ochei said that he was overwhelmed by the unprecedented responds by the people just to celebrate him, and commended the people for their peaceful disposition. He urged them to maintain the tempo saying that it was one of the critical elements that would usher in development for the people.

Earlier in an opening speech, the chairman   of the occasion, Chief Dr. Nweton C. Jibunor described Hon. Ochei as a builder who had distinguished himself in various capacities and therefore called on the people to support him in his guest to become the governor of Delta State come 2015.

Chief Jibunor added that the people of Delta North, has all it takes to occupy the seat of the Governor in 2015, saying that the people had continued to show commitment and enthusiasm in all sectors of the Nigerian Economy.

Dr. Jibunor finally urged the people to be united and reason together so that the seat would not elude them.

Also speaking at the occasion, the Chairman Organizing Committee/Chief Nkem Okwuofu who is also the Chairman Local Government Service Commission expressed confidence in Ochei, who she said had the interest of his people at heart.

Effective Change: Ogeah Garners Support For Uduaghan ***Assures Non-Indigenes Of Govt.’ Support

The Delta State Commissioner for Information, Chike Ogeah Esq., has sued for continued support for Governor Emmanuel Uduaghan from Deltans so as to engender more development across the state.

Commissioner Ogeah made this appeal while receiving members of Uduaghan Ladies Vanguard, who paid him a courtesy visit in his office Asaba.

The Commissioner, who was represented by the Permanent Secretary in the Ministry, Mr Ben Igo, said that the ministry would not  hesitate to give them the needed support, especially as it concern the  publicity of their activities whenever such was required.

He state that the Commissioner’s appointment  was in recognition of his track records during the Uduaghan campaign era, adding that he had given the people genuine, accuracy and precis information about the policies and programmes of government adding that his appointment was well deserved.

Earlier in an address, the President of the Association, Hon. Bridget Mmakwe who congratulated the commissioner on his appointment, said that the group had been following his activities since his appointment, saying that he had distinguished himself so far.

She used the opportunity to commend Governor Uduaghan for the commissioner’s appointment.

Hon. Mmakwe, however, solicited with government to come to their aid, especially in the area of transportation to ease the transport challenges confronting the organization.

In another development, the State Commissioner for Information, Chike Ogeah Esq., has assured non indigenes living in the State of Governor Emmanuel Uduaghan’s readiness to touch their lives positively.

Barr. Ogeah, who gave the assurance while receiving Members of Yoruba Community in Delta State, led by its President, Rev. Dr. M.A Ajenogboju in Asaba, said that the present government would continue to accord them the needed attention in the scheme of things.

He said that they had already become worthy citizens of the state, adding that they should continue to support Dr. Emmanuel Uduaghan in his drive to actualize his 3 point agenda, even as he stated that their appreciation of the Governor’s effort at ensuring their welfare would engender him to do more for them as well as the state in general.

Earlier, the leader of the group, Rev. Dr. M. A. Ajenigboja, said that they were in his office to congratulate him on his well deserved appointment, saying that his credibility over the years was a factor that led to his appointment.

Rev. Ajenogboja commended the Governor for his appointment, stressing that the Commissioner’s appointment showed that the Governor was sensitive to the needs of the people.

He said that the governor had done a lot for the state, saying that he should not be deterred by the actions of the opposition since he had been piloting the affairs of the state creditably well.

In a related development, the commissioner also played host to the members of the Asaba Christian Believers Association, who paid him a courtesy visit.

The commissioner urged them to pray fervently for Governor Emmanuel Uduaghan in his desire to give the state good governance.

He said that government would provide an enabling environment for job creation for the teeming youths in the state, adding that the governor in his own wisdom, created the Ministry of Youths Development and Poverty Alleviation Ministry to serve as veritable platforms for job creation for the jobless youths in the state.

Barr. Ogeah stated that the Ministry of Youths Development had the mandate of sourcing and training of youths in order to make them self reliant, stressing that government alone could not offer employment for them.

He said that the Asaba International Airport, Liaison Park in Udu as well as the Petro-Chemical Company in Warri among others, would help boost employment generation in the state.

Earlier in an address, the leader of the association, Dr. Geoffrey Onyeanwali said that their objectives included fostering unity among their people, building a good will and peace in the land, as well as provides the spiritual and humanitarian services to the less privilege in the society among others.

Efekodha Urges Love For Children With Special Needs

Children have been described as precious gift from God and should be treated with love, respect and honour at all times.

The Commissioner for Women Affairs and Community Development, Chief (Mrs.) Betty Efekodha, stated this in Okpanam during a sensitization and educational support programme, specially packaged for orphans and vulnerable children by the Best Sister’s Association for Health, Nigeria (BSAN).

Chief Efekodha called for love, care and support for one another, mostly for the Orphans and vulnerable children in the society and highlighted on some of the State Government health care programmes like the free education and free medical health scheme emphasizing that such programmes were geared at enhancing the lives of children, saying that such gesture goes a long way to show that Governor Emmanuel Uduaghan had great love and support for the child Right law.

She advised parents and guidance not to take offence if their wards and children are being corrected in school and outside the home because the moulding of any child is a collective responsibility.

Commissioner Efekodha commended the association for organising the programme and promised to partner with it at all times.

Earlier in an address, the project co-ordinator (BSAHN), Mrs. P. A. Ideh commended Her Excellency, Mrs. Roli Uduaghan for her I Care Project and the campaign on early detection of cancer, HIV/AIDS and for the care of the widows, noting that the main aim of the association was to create awareness on the increase of orphans and vulnerable children in the society and find solutions to checkmate the trend which she said could be traced to premature deaths among Parents.

She noted that seven of the children in the orphanage had educational support in 2008 with assistant from World Bank projects, adding that such educational support programmes should be a regular event so as to make the children have a sense of belonging and settle down early in their various schools, stressing that it would also satisfy their psychosocial needs.

Mrs. Ideh appealed to the state government to allocate and approve skill acquisition and development centres in Okpanam community to prepare the beneficiaries for self-reliance, empowerment, poverty alleviation, dignity to labour which she said would add more values to their lives.

She listed the challenges of the association to include empowerment of widows, girl child sex education and others.

Lecture on the Right of the child was presented by the executive director of International Centre for Women Empowerment and Child Development (ICWECD), Barr. Bridget Anyafulu.

About fifty four (54) children from different schools were given educational materials during the lecture.

High point of the occasion was the formal decoration of the Commissioner for Women Affairs and Community Development with the native “akwa-ocha”, white cloth.

Govt. To Sanction Erring Teachers, Principals In Delta

Teachers in the public schools who absent themselves from school without permission and perpetual late comers will be sanctioned henceforth.

This directive was given in Warri by the State Commissioner for Basic and Secondary Education, Prof. Patrick Muoboghara when he paid an unscheduled visit to Uwangue College, Warri.

Prof. Muoboghara stated that principals that convince with some teachers to perpetuate the act would equally be sanctioned.

He said that the era when some schools heads connive with some teachers to perpetuate acts that negate the principle of good education was over and therefore advised those who were not ready to abide by the rules to find other things to do saying that the ministry would no longer tolerate such acts.

The commissioner also called on the teachers to always to always prepare their lessons notes adding that there was no better way effective teaching could take place in the classroom if teachers failed to prepare for such lessons.

Prof. Muoboghara frowned seriously at the altitude of teachers in both junior and senior secondary schools to their duties, stressing that should see their own children deserved the best from them.

He said that it was ironical that most teachers in public schools took their children to private schools where they expect the best for their children but failed to do same for their children entrusted into their care.

The commissioner told the teachers that the ministry had put in place functional machinery to monitor teachers in public Schools across the State ,warning the defaulters would have themselves to blame when caught .

While appreciating the challenges facing the schools Professor Muoboghara promised to look into the issues with a view to solving them.

The commissioner also visited Nana College to inspect the ongoing building of the complex where he commended the contractor for doing a good job. He appealed to him to ensure that the job was completed on schedule.

The Permanent Secretary, Dr Maureen Obi-Adakpo, the Special Assistant to the Commissioner, Mr Jonathan Erekata and some Directors, accompanied the commissioner on the inspection tour.

33 km Isele-Uku/Obomkpa Road: Delta Works Commissioner Pledges Completion

Delta State government has assured the people of Aniocha North Local Government Area of the speedy completion of the on-going Isele-Uku – Oniocha-Uku – Okunzu-Obomkpa road.

The Commissioner for Works, Rt. Hon Funkekeme Solomon, stated this yesterday during an inspection of the 33 kilometres road project.

Hon Funkekeme reiterated that the present administration was desirous to complete all on-going civil engineering projects and ensure high quality projects that would meet set standards and specifications. He directed the contractor handling the project; Woksons Nigeria Limited, to adhere to the drainage design and excavate the side earth before backfilling so as to avoid siltation of the drains. He charged the contractor to quicken the pace of work on the project so that it can be completed before the end of the year.

While restating the State Government’s resolve to execute projects that would improve the socio-economic lives of the people of the state, Rt. Hon. Funkekeme stressed the importance of the project to the economic development of the area and promised that the remaining sections of the road would be completed soon.

He warned contractors handling civil engineering projects to return back to site and make use of the approaching dry season to complete all on-going projects, adding that government was interested in quick delivery of projects according to specification and set standards.

He restated the ministry’s resolve to inspect and monitor projects across the state to improve the infrastructural development of the state and disclosed that the ministry would pay unscheduled visits to project sites.

Also speaking, the Chairman of the State Local Government Service Commission, Chief Mrs. Patience Okwuofu thanked the state government for sitting the project. She commended the Commissioner for his zeal and commitment to duty.

While noting the benefits the project would bring to the community, she appealed to the state government to ensure that the contractor keeps to his promise to complete the project before the end of the year.

Delta Plans Olympic-Size Swimming Pool @ Oghara ***Equips Health Facilities

Delta State Government has approved the construction of a modern Olympic Swimming Pool at Oghara in Ethiope East Local Government Area of the state at the contract sum of N463, 366,961.21.

The State Commissioner for Information, Chike Ogeah Esq., disclosed this while briefing the press at the end of the state Executive Council meeting in Asaba.

Barr. Ogeah said that the initiative was in line with the 3 point agenda of Governor Emmanuel Uduaghan administration.

He stated that the council also approved the appointment of Mathew Igere as the Okobaro of Otujeremi Kingdom, adding that his appointment took effect from May 31, 2011.

Barr. Ogeah also disclosed that the total sum of N100, 474,416.94 million was approved for the provision of medical equipment in some selected hospitals in Aniocha South  local government council of  the state, saying that over N109 million was equally approved to equip of some hospitals and health centres in Ethiope East  Local Government Area.

Also briefing, the Commissioner for Heath, Dr. Joseph Otumara said that the hospitals and health centres to be equipped in the two local government areas included the general hospital, Ogwashi-uku, health centre in Ubulu- uku as well as the Federal Hospital, Eku among others, adding that Government had previously embarked on similar equipping of hospitals in Ika South, Oshimili South, Warri South and two other local government areas in the state.

Dr. Otumara stated that about 15 doctors who had not been confirmed had been sacked following their participation in the on-going strike embarked upon by their colleagues in the medical profession, saying that government had already replaced them, even as he said that the new doctors would start work as soon as possible.

He said that those who had already proceeded on their annual leave as well as other doctors, who were on maternity leave, had been exempted from the strict penalty.

Delta State Governor, Dr. Emmanuel Uduaghan has assured intending investors that President Goodluck Jonathan is poised to use the Gas Base Industrialisation agenda to harness the utilization of the country’s gas resources to boost industrial growth.

Uduaghan told Nargarjuna Fertilizer and Chemicals Company Limited, the firm proposing to build the biggest fertilizer and fertilizer blending plant in Africa at the Koko Export Free zone, at the corporate headquarters of the company at Hyderabad, India.

He said the state government is also committed to the success of this gas based industrialization agenda explaining that everything will be done to remove any bottleneck the company is experiencing as he explained that the company has reached financial closure and is at advanced stage of its preparation to commence site work at Koko.
The Governor who was received by the Managing Director of the company, Mr. Rahul Raji had led a joint team of NNPC and Delta state government to the Fertilizer Company in India.

According to him, “Nargarjuna has the zeal and commitment and we are willing to match this speed. Nigeria depends on oil for the majority of its income, but we want to diversify and agriculture gives us the best chance to do so. And so President Jonathan has launched the gas revolution and we want that vision to succeed. We have the market and the potential for the plant is very good. From what I know gas is not an issue anymore, there is enough gas being produced as feedstock for the plant, so we are ready to work and ensure the success of this project.”

In his response, the Managing Director of the company, Mr. Rahul Raji confirmed that “We are at advanced state of preparation to invest and begin site work. Unlike any other project we are close to finalizing with EPC contractors, we have global companies in Japan, South Korea and Europe waiting for this project. Our plan is to sell majority of the products in Nigeria and West Africa. This project is real. We have all the components on the plate and we are determined to close this deal and with your support we will do that.”

Governor Emmanuel Uduaghan of Delta State has condoled the Otobo family and the entire people of Isoko on the death of Pa James Augustine Ekpre Otobo who died recently at the age of 86.

The governor attended the funeral alongside Chief Edwin Kiagbodo Clark among other prominent Deltans and Nigerians.

In a statement issued by his Chief Press Secretary, Mr Sunny Ogefere, the Governor said that the death of Pa Otobo, the patriarch of the Otobo family of Uzere, was a great loss to the Nigerian nation being one of the founding fathers of Nigeria.

Dr Uduaghan noted that Pa Otobo, a former Deputy Premier of the defunct Midwest Region, was a member of the delegation that handled Nigeria’s Independence talks in London.

Similarly, he said that as leader of Opposition in Midwest Region, Pa Otobo through constructive criticisms and contributions, promoted peace, unity and progress of the Region.

His words: “All along, Pa Otobo remained resolute for an indivisible one Nigeria with equal treatment for the federating units … even within Delta State; he brought to bear his elderly role on oneness and togetherness of the people”.

Besides, the Governor recalled that though Pa Otobo fought to give the Isoko an identity in the country, he was a pan-Nigerian who actively and doggedly stood for the peace and unity of Delta State even to death.

“Pa Otobo was a pillar of support, who stood not just by me and my family in trying times but ensured through his wise counsels that there was stability in my administration and the polity of the State”, he stated.

Furthermore, he said: “Pa Otobo’s death is a personal loss to me as I will greatly miss his absence. I pray God Almighty to grant all of us especially the family and the Isoko the fortitude to bear the loss”.

Recall that, Pa Otobo, former deputy premier in the defunct Mid-Western Region, passed on at the age of 86 at St. Mary’s Hospital, London after a brief illness.

The late patriarch has also been mourned by the Isoko Political Class, who have condoled with the family of Late Chief James Otobo and the people of Isoko South Local Government Area of Delta State over the demise of their political leader and father of Isoko Ethnic Nationality.

In a condolence message endorsed by the Secretary to Delta State Government (SSG), Comrade Ovuozourie Macaulay and secretary, Delta state chapter of the Peoples’ Democratic Party (PDP), Chief Solomon Ogba, the group noted that the contribution of Late Chief Otobo to national development cannot be forgotten in a hurry.

Eulogizing Chief Otobo post-humously, the group stressed that the late politician would be remembered as one who fought tirelessly to give Isoko people self-identity from the Urhobo as well as the founding father of the Isoko Development Union (IDU).

“The contributions of Chief Otobo in the area of fiscal federalism, minority right and the political growth of the Isoko nation in particular, marked him out as a great leader whose legacies would ever remain in the minds of all people of goodwill”.

Chief Otobo would be remembered primarily as the Deputy Premier of the defunct Midwest region in 1965 after he served as a member of the Western House of Assembly from 1951-1963.

He also served as Minister of Midwest Affairs, Western Region (1960-63), General Secretary, Midwest state Movement, Deputy Administrator and Commissioner for Finance and Economic Development in the interim Administration Council, as well as Minister of Development and Economic Planning, Midwest region.

Address To The Nation By President Goodluck Ebele Jonathan, GCFR, On The Occasion Of Nigeria’s 51st Independence Anniversary – 1st October 2011

Fellow Compatriots,

On this day 51 years ago, the British Union Jack was lowered and replaced by our national Green-White-Green flag, heralding the independence of our nation. The 1st of October remains a special day for us, for Africa, and indeed the world.

As we celebrate today, we remember with pride, the nationalism and patriotism that inspired our founding fathers and the Nigerian people. They set aside their differences, to secure the unity and independence of our great country.

That is the Nigerian spirit! For the Nigerian spirit cannot be broken. We are a resilient nation, determined to chart a course, through the turbulent waters of nation building. The Nigerian spirit is vibrant today in the world.

Our citizens at home and abroad, are making their mark in all fields of human endeavour. These hard-working and committed Nigerians, remain a source of pride to us and a beacon of what is achievable, if we remain focused and determined.

I know that a great number of you are joining hands with me and the Administration, in the great task ahead.

I value all Nigerians. I see our youth who are looking for jobs and yet remain hopeful. I see the farmer, and fisherman, toiling everyday to earn a living. I see the teacher, working hard, to train our future generations, with much sacrifice. I see the market women whose entrepreneurial spirit helps to generate income for their children and families. I see our sportsmen and women training hard to bring glory to our nation.  I see our resilience and commitment, as a nation, to defend our democracy and secure our future.

A country where corruption and its attendant vices, are banished. A country where human life is sacred and respected, and where the rights of the individual are protected.
Nigeria is a young entity in the comity of nations and yet in her 51 years, she has made significant strides in making her presence felt all over the world. Our diplomatic and peacekeeping efforts, in various parts of the continent, have helped to end conflict and avert crises. In sustaining global security, our intervention has been crucial to peace, progress and democracy for the citizens of the affected countries.

The journey to nationhood always has its own challenges. Nigeria has had her own share. Our growing pains as a nation have included the civil war, the June 12 election crisis and restlessness in the Niger Delta. But Nigeria has always overcome each of these challenges. We overcame before. We will overcome yet again

Today, as a nation, there is much for us to celebrate. We celebrate our diversity. We celebrate our entrepreneurial spirit.

We celebrate our resilience and ability to turn adversity into hope. We celebrate our culture. For the labours of our heroes past, shall never be in vain.

As your President, let me reassure all Nigerians that I remain resolutely committed to the ideals and dreams of our founding fathers. Let me also reassure Nigerians that I will strongly defend the peace and stability of our nation.

My administration will spare no effort in fighting crime, building peace, and securing our homeland against internal threats and infiltration by violent groups, from outside our borders.

We condemn all acts of violence and declare that such acts of mindless savagery shall not be allowed to define our country. We will not be deterred. Our resolve is strong.
I have put in place a new and reinvigorated national security strategy, to combat the threat to our safety. Yet, no matter what I do as your President and no matter what we do as your elected leaders, at all levels, the peace and security of our nation rest also on our collective efforts as citizens, in our various communities.

All leaders and citizens, in every community, must therefore make peace the number one priority of their daily routine.  This is because, without peace, no community can realize its objectives or achieve a happy and productive life for its members.

The current incidents of violence and terror, in parts of the country, will surely be overcome. We will secure the safety of our citizens for only when we do this, will we be able to build the needed peace and tranquility in all parts of the federation.

Securing our peace and stability will ensure economic growth and prosperity for all.
Since I assumed office, as the President of our great country, I have continued to focus my attention on the economy.  I have taken several measures to address structural weaknesses which stand between us and economic growth and prosperity for all.
We are growing our economy, to generate employment opportunities for our teeming youth and enhanced prosperity for every citizen. This remains the main focus of my administration.

In a few days time, I shall launch an innovative competition for our young entrepreneurs to come up with ways to expand their businesses, create more jobs, and sharpen their business skills.

Now, it is very clear that without fundamental reforms in the key sectors of our economy, we will not be able to fully unlock our potential as a nation. We must manage our resources more prudently and efficiently. We must provide stable electricity to our citizens to help drive economic activity.

I call on our political leaders to put aside partisan politics, for united action towards the advancement of our nation. We must build together.

Because of the measures we have taken on the economy, our GDP is today one of the fastest growing in Africa.  We are currently growing the economy at 7.8%. We expect to sustain an 8% growth rate and a better GDP in the medium term, on our journey towards realizing our Vision 20:2020 goal.

We shall strive to make this growth, job creating and inclusive.

Growth in agriculture and other non-oil sectors are crucial, to help diversify the economy and to generate much needed jobs. Agriculture remains one of the highest priorities in my government’s Agenda for National Transformation. We have set out clear, agricultural, transformation action plans and policy measures, to achieve self-sufficiency in the production of rice, cassava, maize, sorghum and other staple foods.
Self-sufficiency in rice alone will save us the 356 Billion Naira that we currently spend annually importing rice. We will revamp the way we distribute fertilizers, taking government out of distribution of fertilizers.

We plan to reach 20 million farmers with private-sector distributed fertilizers over the next four years. We will improve the investment environment and incentives for the private sector across the agricultural value chains. Our agricultural transformation plan will generate 3.5 million jobs and an additional 20 million metric tons of food.

But we must all show pride in our farmers. We should eat what we produce. The increasing popularity of local products, like ‘Ofada Rice’, ‘Badegi rice’, and ‘Abakaliki Rice’, attest to the fact, that the populace will readily embrace locally grown produce.
We must also take pride in our scientists. This week, Nigeria released 8 new high yielding cocoa varieties. This will help to transform cocoa production, across the 14 cocoa producing states in the nation.

We have put in place implementable programmes to transform our Nation from an importer of petroleum products, to the regional  hub for exportation of value-added petroleum and petrochemical products. We are revamping existing refineries and building three new ones.

We are effectively supporting the private-sector led construction of world scale petrochemical and fertilizer plants. This will for the first time in our history, result in effective monetization of our abundant natural gas resources while at the same time, creating over a million jobs.

We have the requisite market volume.

We have a youthful, energetic, and hardworking population.

The structural and managerial bottlenecks, that have obstructed our economic growth, are being addressed, to unleash the energy and potentials of this nation.

To achieve this, I am determined to ensure that Nigerians have reliable electricity. Our economy will grow faster, and our hard working small businesses will thrive, when we finally fix the power challenges we face. We are fast tracking power reforms, to improve the generation and distribution of electricity.

Already, we are beginning to do things differently. I believe that integrity, honour, patriotism, selfless service and fear of God, must be the hallmarks of leadership at all levels.

A nation is sustained by its institutions and systems. I have taken strong measures to improve on governance.  It is in this regard, that I signed into law, the Freedom of Information Act. I will further strengthen all institutions, to ensure greater transparency, probity, and accountability at all levels.

Last year, I promised to restore confidence in our electoral system and pledged to deliver free and fair elections. To achieve that, we initiated some electoral reforms and strengthened INEC and other related agencies.

As a result, our April 2011 general elections was adjudged by Nigerians and the international community as the most transparent and credible elections, ever conducted in our country. Indeed, post-election petitions reduced by over 50%.
Let me assure all Nigerians of my resolve to lead our nation into a safer, more peaceful, and prosperous future for our children.

For the time has come, to rise above ethnic and religious divisions;

The time has come, to unite against violence, in all its ramifications;

The time has come, to secure our peace, and unite against suffering, and deprivation;
I see a new Nigeria rising. A Nigeria, that is economically strong. A Nigeria, that takes its rightful place of leadership in the world. A Nigeria, that uses its diversity to reinforce its strength. A Nigeria, we all can be proud of.

This is the Nigeria we need and this is the Nigeria, we all must build.

As we celebrate today, let us resolve to build the Nigeria of our future.

Infrastructure: Delta Seeks N100 Bn Bond ***As Uduaghan Vows To Make Delta Economic Hub

Delta State Government has sought for N100 billion bond from the Nigeria Stock Exchange (NSE) to enable it accelerate Infrastructural development in the State.

The State Governor, Dr. Emmanuel Uduaghan who announced this when the Chief Executive Officer of the Exchange, Mr Oscar Onyema paid him a courtesy visit in Asaba said the bond was in two tranches and the transaction on the first N50 billion tranche was already on.

He commended the Nigeria Stock Exchange (NSE) for its support so far in fast-tracking the transaction and promised to use the bond to actualize the infrastructural dream of the State Government.

Governor Uduaghan explained that the State Government decided to seek for bond from the Nigeria Stock Exchange (NSE) because of its low interest rate saying “we decided to seek for bond since to get such loan from the bank attracts higher interest rate”.

Explaining further, he said the strategic plan of the State was to ensure there was economic benefit in all developmental projects embarked upon by the Government.

The Governor said that businessmen in the State would be encouraged by the state Government to patronize the Nigeria Stock Exchange (NSE) when sourcing for funds to invest in the State because the business community would find it difficult to borrow from the banks at high interest rate.

“We are encouraging businessmen investing in the State to patronize you (NSE) don’t look at the State as a rich one, make your interest rate to be very low so that we can patronize you the more.”

In a brief address, the Chief Executive Officer of the Nigeria Stock Exchange, Mr. Oscar Onyema stated that the Exchange was ready to give the necessary support to Delta State Government to enable it get the N100 billion bond.

Explaining that it would be issued in two tranches, the first tranche would be N50 billion while the second phase of N50 billion would come up later.

“The Nigeria Stock Exchange is ready to facilitate the transaction to ensure that Delta State Government gets this bond soonest in order to enable the government fast-track development in the State.”

Meanwhile, Delta State Governor, Dr. Emmanuel Uduaghan has said that his administration would put machinery in motion to surmount all challenges in order to make Delta State the Economic Hub of the Nation.

Dr. Uduaghan who disclosed this while briefing the press on the 20th anniversary celebration of the creation of Delta State in Asaba said the goal of his administration was to build a State, that was less dependent on oil.

He observed that Delta State has been faced with a lot of Challenges since its creation especially in the area of peace and was happy to note saying “This peace that we now enjoy will fast-track development that peace has eventually returned to the State.”

The Governor commended all those who contributed to his administration’s success in achieving peace in the State and promised to sustain the achievements order to enhance development in the State.

Explaining further, he stated that it was necessary to celebrate the 20th anniversary of the State because of the achievements recorded so far and called on all to join hands with his administration in realizing the dream of making the State the Economic Hub of the Nation.

“I have called you to intimate you of our 20th anniversary celebration for the creation of Delta State. It is worth celebrating after all the challenges we have fought (ethnic crisis, etc). We are now enjoying peace. Our goal is to build Delta State to become the Economic Hub of this Nation and we need the co-operation of every Deltan.”

He commended the press for its support to the Government in especially the development in the State.
The Governor urged them to be part of the 20th anniversary celebration and continue to contribute their quota in enabling the State Government achieve its goal.

“I thank the press for their support in ensuring development in the State. I want to urge you to continue to carry out balance reporting.”

Responding the Delta State Chairman of Nigeria Union of Journalist, Comrade Nobert Chiazor congratulated the Governor for his achievements in the State and promised that journalists in the State will continually co-operate with his administration in achieving its dream of making the State the Economic Hub of the Nation.

“I want to assure his Excellency, that journalists in the State will do all they can to help your administration actualize its goals.”

He thanked the Governor for the land given to the State chapter of NUJ for the building of its secretariat and assured him that the press would actively participate in the 20th anniversary celebration of the creation of Delta State.

Building Plans Approval: Uduaghan To Punish Erring Officers

Delta State government is to punish officers in the state Civil Service who approve building plans in unauthorized places in the state.

The state governor Dr Emmanuel Uduaghan who announced this at the 2nd edition of state climate change dialogue in Asaba regretted that people have built structures on natural water ways and promised to weed out all those who approved the building plans that facilitated the construction of such buildings.

His words “There are illegal structures blocking the natural water ways thereby causing flooding. People approved plans for such structures and we are going to weed out all those who approved plans for people to build in those places”

Dr. Uduaghan who said civil servants involved in such deals would be punished to serve a deterrent to others directed those involved in the approval of building plans to be meticulous the and diligent in their duties.

“We are going to mete out the same level of punishment which owner of illegal structures are given to the civil servants who approve the building plans”.

He however called for joint effort in combating the effect of climate change explaining that the issue of flooding and other biting effects of climate change is not restricted to only one state.

Explaining further, Dr. Uduaghan said “The issue of flooding has no boundary and what happened states such as Beyalsa, Anambra, Edo and even Rivers will have effect in our state”.

The governor disclosed that he has started a major drainage construction work in the state and when completed would check erosion and flooding problems in the state.

Dr. Uduaghan who cautioned against the politicization of the removal of illegal structures described the climate change dialogue as a wakeup call for action.

He reminded all stakeholders that climate change has affected the image of governors in some states of the federation and enjoined them to strategize.

The Deputy Country Director of UNDP Thamos Armstring in his remarks called on various governments in the country to lay solid foundation for eliminating the effect of environmental change.

Mr. Thamos promised that UNDP will partner with the federal government to check climate change.

He said no state especially in the coastal areas of the country could go it alone and enjoined them to work together to achieve enduring solution.

The Deputy Country Director explained that UNDP participated in organizing the dialogue because of its desire in checkmating climate change.

An environmentalist Dr. Newton Jibuno warned about the consequences of climate change and the danger it poses to costal states in the Federation.

Dr. Jibuno said if neglected it would affect the supply of food potable water and social life especially recreation.

DELTA TO RENOVATE FACILITIES IN 45 SECONDARY SCHOOLS

The State Government has given approval for the renovation of 45 secondary schools in various parts of the state.

This information was given in Asaba by the State commissioner for Basic and Secondary Education, Professor Patrick Muoboghare when the headmistress and staff of the staff school Delta State University Abraka, visited him to felicitate with him on his appointment.

Professor Muoboghare stated that the 45 schools formed the first phase of the State Government resolve to face lift all public schools in the state.

He said that due to the contending demands from the various sectors of the economy, construction and renovation of infrastructures in the schools would be taken in phases and therefore appealed to schools that did not benefit from this phase to be patient as they would receive attention later.

The Commissioner commended the headmistress and staff for their dedication to duty and sued for its sustenance saying it was necessary for the production of qualified and competent students.

Professor Muoboghare stated that in spite of the fact that the school was the university property, the teachers would benefit from the re-training workshop being organized by the ministry.

He assured them that he would continue to identify with the school and admonished them to always seek for the true position of issues in order to avoid misrepresentation.

Earlier in a speech, the Headmistress of the School, Mrs. Rachael Ugbenu implored the commissioner not to deviate from those principles that endeared him to the people and wished him a successful tenure in office.

She used the occasion to appeal to him to prevail on the State Government to come to the aid of the school in the areas of perimeter fencing and checking of flooding.

UDUAGHAN MOURNS AIKHOMU

Governor Emmanuel Uduaghan has condoled with the Aikhomu family and the government and people of Edo state over the death of former military vice president, Admiral Augustus Aikhomu (rtd).

In his condolence, Dr. Uduaghan expressed shock at the sudden death of the naval chief at a time when the country needs wise and elderly counsels to forge ahead in unity and love.

According to him, late Aikhomu was not only dedicated, diligent and faithful to his professional calling (the Armed forces) but to the country which he served at the topmost level.

Besides, the Governor eulogized Aikhomu for his loyalty and commitment to a united Nigeria as exhibited in his firm believe in one indivisible Nigeria.

“As a politician, Admiral Aikhomu was a moderator whose mein distanced him from the extremists fold.  He was a peace maker that would be missed by all”, he stated.

He prayed God Almighty to grant the family, the government and people of Edo state, the fortitude to bear the loss.

POLIO: Delta Kicks Off Campaign

Delta State governor Dr. Emmanuel Uduaghan has kicked off the campaign for immunization against polio with a call on Deltans to be alert and sensitive as the decease carried the burden of lifelong disability.

Dr. Uduaghan who immunized children at Asaba as part of the quarterly sensitization campaign also called on Local Government Councils and Primary care development agency to organize and fund special teams that would provide supportive supervision during immunization campaigns.

He tasked the Ministry of health, the Primary Care Development Agency as well Government teams to ensure that all non compliance cases were properly managed to totally eliminate the phenomenon.

The governor who also charged the Primary Health care Development Agency to redouble effort in order to make the state polio free promised to make the Health Agencies more functional to be alive to the current challenges.

Alerting Deltans that the state was not yet polio free he enjoined health agencies to properly protect available vaccines so that outdated ones were not used.

His words “Polio is deadly and has paralyzed children and it is our responsibility to guard against such misfortune. Follow your regime of treatment religiously”.

Asking mothers whether they ever saw a polio patient the governor said “It is always a useless case and no one should out of carelessness allow their children suffer such a terrible fate”.

Dr. Uduaghan charged fathers to take more interest in the immunization of their children and not leave the responsibility of treatment and immunization to their wives alone.

He cautioned against the politicization of the exercise even as he explained that the quarterly campaign was aimed at reminding people that the country was not yet free from polio”.

His words “Anywhere you are please help to eradicate polio. This is not an issue that should be politicized because polio is deadly and should be eradicated”.

In his speech the state Commissioner for Health Dr. Joseph Otumara appealed to Local governments to dedicate more resources to primary health care.

He charged the local governments to fund primary health care more robust to compliment the effort of the state government.

Dr Joseph Otumara disclosed that the state government has taken stringent steps to strength the cold chain system to preserve vaccines in the state.
The Commissioner also disclosed that the state government has deplored community health extension workers to health centres in the rural areas to speed up immunization process.

He announced that officers of the primary care development agency could henceforth adopt one local government at a time and provide the required technical support.

He appealed to community leaders and religious bodies to help mobilize mothers so that they would embrace the programme.

Welcoming guests to the ceremony the HPM Oshimili South Local Government Mr. Phillip Agbeyeke described poliomyelitis as a menace which should be promptly checked.

Mr. Agbeyeke said the decease has created social problems in the society and reminded parents the need to urgently embrace the programme.

Highlight of the programme was the immunization of children by the governor.
The Senator representing Delta North and Senator representing Delta South participated in immunizing children.

Other dignitaries who assisted in immunizing children include the Deputy Speaker state house of Assembly Hon. Basil Ganagana, Head of Service Oke Ofili, Chief of Staff Governmentt House Dr. Festus Okubor, Commissioners and other top government functionaries.

LG Poll: Ebireri Seeks Creation Of More LGs

Frontline contestant for the chairmanship position in Sapele Local Government Council, Delta state, Honourable Anthony Ebireri, has called on President Goodluck Jonathan and Senator David Mark to focus more on creation of local governments in the country.

Ebireri is contesting for the position on the platform of the Democratic People’s Party (DPP), believed to be popular in the area of the state.

“I will prefer the creation of more local governments because the more local government you create gives more opportunity to a large number of Nigerians to participate in the governance of the community.

“By the time you are able to develop the grassroots, you are developing the nation, so I think we need more local governments than states because more states will be beneficial to few elites that comprises of small numbers of the entire population compared to a local government that is meant for every young, old, rich and poor”.

Ebireri further noted that if Nigeria is seriously in the need for proper development, the local governments in each state as currently constituted is not enough to really accomplish that. He stressed that if governance can be brought closer to the people, the country’s development will jump.

The aspirant also believes that the current move by President Goodluck Jonathan to put in place structures to make local government autonomous in terms of getting their allocation directly from the federal government is laudable.

“Thank God for the president we have today, he is somebody that came out from a local community and went through the local politics to become president of this country and he has been able to understand that we must have autonomy when it comes to grassroots development so that there won’t be continuation of imposition and development will be hastened in our respective local government area”.

New Face Of DESOPADEC

Delta state government has appointed a new Management Board for the Delta State Oil Producing Areas Development Commission (DESOPADEC).

Members of new Board, screened and cleared by the State House of Assembly on August 11, 2011, following their nominated by Governor Emmanuel Uduaghan are to take over from the Care-taker Committee headed by Mr. Reginald Bayoko, which was appointed by Governor Emmanuel Uduaghan to take over the affairs of the Commission when the tenure of the former Board led by Chief Wellington Okirika expired in July 2010.

The new Chairman of the Board, Mr. Oritsua Kpogho, former Head of Finance in the Commission, is from the Itsekiri Ethnic Nationality and entitled by law to 50% of the 13% derivation allocation from the Federal Government.

The amended constitution of the Commission states that the Secretary of the Board, who would be a thorough-bred bureaucrat with a status a Director will be sourced from the Delta state civil service.

It will be recalled that the Constitution of DESOPADEC was amended in July 2010, following widespread speculations that there was a sinister plot to extend the tenure of the old Board led by Chief Okirika by a couple of years to accommodate the 2011 general elections and the emergence of a new administration.

Employment: IFAD Urges States On Partnership

The International Fund for Agricultural Development (IFAD) has charged states in the Federation to partner with it and NDDC to grow cassava and rice in a large scale as part of measures to check unemployment and food crisis in the country.

The Country Programme Manager of the organization, Abdul Wahab who gave the charge when he paid Delta state governor Dr Emmanuel Uduaghan a courtesy visit in Asaba, said the agricultural programme was a new initiative carefully designed to boost the production of rice and cassava in the country.

He said NDDC states and local governments were expected to contribute towards the execution of the programme not only to ensure massive participation but to hit the target envisaged.

The programme manager however said that it was only states and local governments already doing well in other programmes of the organization and paying their counterpart fund that would be allowed to participate in the new programme.

He therefore called on states in the Federation to pay their counterpart fund to enable them qualify for the new programme.

The Country Manager called on communities in states benefiting from IFAD programmes to be resourceful and ready for more responsibilities as the selection of location would fall on them.

In his remarks the state governor Dr Emmanuel Uduaghan called on IFAD not to force its programmes on states.

Dr Uduaghan enjoined IFAD to allow states to have the benefit of choice instead of making it mandatory for states to participate.

He explained that each state has its programmes and scale of preferences and has the right to enter or refrain from any relationship or partnership.

The governor who said his administration would participate only in IFAD programme based on its relevance to the people promised to assess the present programme and take action.

Explaining further he said “This is supposed to be a partnership and you cannot force us into it. We should discuss the relationship and based on the anticipated benefits, participate in such programmes”.

He disclosed that his administration created the Ministry of Poverty Alleviation to improve the living standard of Deltans and empower the less privileged.

The governor who promised to ensure that the counterpart funds on other programmes for 2010 and 2011 were paid said, “We are serious on counterpart fund on other programmes and we are going to pay. We are already benefiting and we believe that it is imparting on our people positively”.

April 26 Guber Poll: Tribunal Halts Uduaghan’s Bid To Stop Ogboru

The election petition tribunal for the April 26, 2011 governorship election in Delta state has struck out two of Governor Emmanuel Uduaghan’s applications, seeking for the dismissal of Chief Great Ovedje Ogboru’s petition.

Ogboru, a governorship candidate of the Democratic People’s Party (DPP) is challenging the return of Dr. Emmanuel Uduaghan of the Peoples Democratic Party (PDP) as governor in the April 26 governorship poll.

While striking out the application, the tribunal chairman, Justice Ayo Abisoye stated that the petition was in order and not an abuse of court process and that the petitioners acted within the rights allowed them by the constitution and Electoral Act.

Uduaghan’s counsel had argued that the filing of the petition by the Ogboru was an abuse of court process since he filed a similar petition at the re-run tribunal.

The tribunal therefore maintained that the two petitions came from separate and distinct actions and cannot be said to be same as the respondents are claiming, adding that Uduaghan’s request to strike out paragraphs 24, 26 and 28 of the petition, where Ogboru had indicted the PDP and security agents of gross election malpractice was a matter for evidence at the trial stage of the case before the tribunal.

UDUAGHAN CONDOLES SAM LOCO’S FAMILY ***As RMD Cautions Actors On Medical Checks

Delta State Governor, Dr. Emmanuel Uduaghan has condoled with the family of famous actor, Sam Loco-Efe and the government and people of Edo State over the death of the actor, last Sunday.

Reacting to news of the death of the actor, the Governor said it was shocking and saddening because Nigerians and the entertainment industry worldwide still looked forward to more and better performance from the actor.

He said that the actor would be greatly missed given that he was a bundle of talents and experience having practiced for about 47 years, adding that he was a true Nigerian whose acting predated Nollywood.

“We would not forget in a hurry Sam Loco’s ability to get our ribs cracking with laughter with his hilarious performances … Besides; he was a polyglot who did not only speak the major languages in Nigeria but could easily have passed as an indigene of any of the regions of the country”, Uduaghan Stated.

In the condolence message signed by Sunny Ogefere, Chief Press Secretary and made available to Blank NEWS Online, the Governor enjoined his colleagues and Nigerians in general to emulate the late actor’s diligence and commitment to duty.

Meanwhile, Delta state Commissioner for Culture and Tourism, Mr Richard Mofe-Damijo, described intense pressure in acting as likely cause of the death of the veteran actor, recalling that most Nigerian actors worked for endless hours without food or rest during production.

“Sam Loco’s death should make actors in the country to re-examine the condition under which they work. We rush to complete a whole load of work in a short period, doing so without food or rest. We stay in hunger, working for long periods and without even an hour break and after all that, actors don’t bother to go for medical checks.”

He said that Sam Loco brought joy to many homes through his acting, but regretted that he did not live long enough to enjoy his fame and goodwill.

“I grew up watching him and Jimi Solanke in drama programmes on television and indeed, Sam Loco was one of the models that made me to study Theatres Arts so I can be like him. I was lucky to have, after graduating from the university, shared acting moments with him. He was dedicated to acting and was a great influence on younger actors. He loved the theatre and his life was that of total dedication to the theatre.”

The Day Comedy Died: Adieu! Sam Loco-Efe

The death of Nigeria’s veteran actor and comedian, Sam Loco-Efe has come as a rude shock to lovers of comedy and Nollywood mind boggling films. He is one of the most talented actors in the Nigerian Movie Industry and has for many years distinguished himself as a rare talent for both television and stage drama. He died on location while taking a break.

Sam Loco-Efe, who was on Sunday August 7, 2011 found dead in his hotel room, on Orlu Road, Owerri, capital of Imo State is reported to have been convalescing and recuperating from an undisclosed illness before the cold hands of death gripped him. He was aged 66 years.

Although the cause of death has not been disclosed, the Imo State Commissioner of Police, Mohammed Jingiri Abubakar, confirmed that the famous actor had been ill for some time and had only come to the hotel to recuperate before continuing his entertainment business, before he suddenly died.

“It is true. He died in Rapour Hotel in Owerri. We are in the process of going to mortuary now. We heard he had been sick for one week and he had just been discharged. He died last night. We will give you other details latter”. The body of the deceased has been deposited at the morgue of the Federal Medical Centre, Owerri.

The President, Actors guild of Nigeria (AGN), Segun Arinze and Secretary, Chuma Onwudiwe said: “Yes, it is true that Sam Loco passed away tragically in his hotel room. Today is indeed a very sad day in Nollywood. We can confirm that the great Sam Loco is dead.”

The multitalented and multilingual actor, the late Efe speaks Igbo, Yoruba and Hausa fluently even though he hails from Benin, Edo State in Nigeria’s South-South geo-political zone.

The death of Efe marks another depletion in the ranks Nollywood family. A few months ago, one the veteran actors, Ashley Nwosu, who had been ill for sometime died, and about a month ago, another legendary entertainer Christy Essien-Igbokwe died.

My Biography –By Sam Loco Efe

“I am Sam Loco from Benin in Edo State. Many people misplace my surname for a Delta man. Efe is a Benin name although the Urhobo people popularised it. Efe means Wealth in Benin as it also means in Urhobo but it means Cloth in Ibo. My surname is fully pronounced Efeeimwonkiyeke, meaning wealth has no time limit. One can be wealthy at 90 when people must have lost hope. What actually happened was that my grandmother was having only female children and after so many years, she gave birth to my father at an old age and when he arrived, the name given to him is “you see now my wealth has finally arrived.” I later inherited this from my father as I was the last of my parents’ children and the only male child.”

Beginning

I was born in Enugu, but I spent my childhood in Abakaliki and a modest attempt at becoming an actor was what triggered my passion for the stage. There was a time, Government College; Umuahia came to Abakaliki with a production. We all got so excited and I said to myself that if these men can stay on stage before a large audience and render their lines without looking into any book or script, there must be something magical about it.

“A few bold ones among us asked them some questions after the production and they said it was a matter of training and perseverance. So, when they left, I attempted a play that was larger than our collegiate level. I decided to produce William Shakespeare’s Julius Caesar. I acted Caesar and also directed it without any formal training.”

Education

“Going to school in the East then was tough. It was not like the Western Region where students got everything free. It was tough for us, so my nephew and I alternated street trading on a yearly basis to enable the other acquire education. But because of the staccato arrangement, I must confess that I had to attend so many primary schools.

“I was a very good footballer and so I went to almost ten secondary schools playing football and getting scholarships here and there and I was stubborn as well. As I was being admitted into one, I was being expelled from another.”

Nollywood

“I can say that the movie industry began with genuine theatre and movie people. As soon as things started getting better, charlatans found their ways into it. In their legion now there is a mixture of purpose, some are in Nollywood not because of the urge to be neither a Thespian nor the willingness to learn but I believe that as time goes on, we shall flush such people out. This is a house I helped to build and it would be madness for me to allow people with no history to rubbish the much that has been achieved.”

Story lines

“I would not say that I am satisfied but I would rather say that I am happy with the progress made so far. Critics in Nigeria like to jump the gun. How old is Nollywood? We cannot deny that the story lines are getting better, even as we cannot deny that the performers are also helping to make things get better. However, there is a need for continued training by the stakeholders in the industry. But we shouldn’t deny that progress is been made.”

Bin Laden’s Killers Meet Waterloo?

Over 20 Navy Seals from the unit that killed Osama bin Laden in Pakistan have been killed in a helicopter crash in Afghanistan after the Taliban allegedly shot down a Nato helicopter conveying them.

They were attached to the US special force (Seal Team Six) but met their waterloo as they were being flown by a crew of the 160th Special Operations Aviation Regiment.

The team include 22 Seals, three Air Force air controllers, seven Afghan Army troops, a dog and his handler, and a civilian interpreter, plus the helicopter crew.

Hamid Karzai, President of the Islamic Republic of Afghanistan in a statement expressed condolences over the Nato helicopter crash and the deaths of members of the US special forces just as a senior US official confirmed the helicopter was shot down by insurgents.

Meanwhile, the Taliban has claimed responsibility for the incident as its spokesman Zabiullah Mujahid said it was responsible for shooting down the helicopter and acknowledged that eight insurgents had been killed.

“GDP is 6.4%, inflation down by 2%” -Central Bank

Nigeria’s Central Bank Governor, Mallam Sanusi Lamido Sanusi, has said that the country’s Gross Domestic Product (GDP) stands at 6.4 per cent, expecting to hit 7.85 per cent by end of year.
Sanusi told the Federal Executive Council (FEC), presided over by Goodluck Jonathan at Aso Villa, Abuja that headline inflation picked up at 12.8 per cent in the first quarter of 2011 but decelerated to 10.2 per cent in the second quarter; while core inflation fell from 12.8 per cent in the first quarter of 2011 to 11.5 per cent in June 2011. Food inflation declined sharply from 12.2 per cent in May, 2011 to 9.2 per cent in June 2011.
Real GDP is estimated at 7.43 per cent and 7.93 per cent for the first and second quarter of 2011, with the oil sector growing at 2.90 per cent and 3.4 per cent, respectively. The non-oil sector growth is estimated at 8.4 per cent and 8.77 per cent respectively for the first and second quarters.
Largely driven by agriculture, wholesale and retail trade and services contributed 1.92%, 2.13% and 2.39% respectively. The spot price of Nigeria’s reference crude oil, Bonny light, rose from $93.37per barrel at the end of December 2010 to $118.99 in the first and $116.66 in the second quarter of 2011.
Crude oil production in condensates and natural gas liquids has also increased by 8.76% to 2.11million barrels per-day; while the manufacturing GDP growth is estimated at 6.02% and 7.3% in the first and second quarter of 2011 respectively, just as the share of manufacturing turned low at not more than 6% of the total GDP.
Capacity utilisation in estimate jumps by minor at 1.56% to 57.87% with appreciable overall growth in 2010 while GDP growth in 2010 stood at 7.85 percent. But non oil GDP growth in 2010 was higher as it stood at 8.5 percent.
In a bid to restore economic confidence and stabilize the exchange rate in 2010, CBN reports that in the first quarter of 2011, the economy has grown at the rate of 6.4 percent and overall growth projection for this year is put at 7.8 percent.
On inflationary movement the CBN report said that headline inflation in the first and second quarter of this year stood at 12.8 percent but generally the inflation trends has been coming downwards and this is very good for the economy and he said the CBN will continue to maintain those policies that stabilised inflation.
The CBN governor further disclosed that deadline for the recapitalisation of distressed banks is September 30. “Some international investors have already shown interest and agreements have been signed for three of these distressed banks efforts are not spared to ensure the banks are recapitalised.
Meanwhile, Minister of Communications, Labaran Maku, in a breakdown of FEC meeting said that “Oil production has gone up to 2.4 million barrels a day and this will be on the upward swing as we maintain those policies and work hard to stabilise the national economy”.
He harped on CBN’s efforts to transform the credit system in agriculture. “This initiative is to transform credit system in agriculture, and shut up state governments, banks and federal government issuance of loans to farmers to produce crops”.

“Agriculture Will Be Biggest Employer Of Labour In Delta” -Uduaghan

Delta state Government is to reorganise farm settlements in the state as a step towards making Agriculture the biggest employer of labour in the state.

The state governor Dr. Emmanuel Uduaghan who announced this at a meeting with residents of Mbiri Farm Settlement in Ika North-East local government area of the state promised to provide loan to farmers, access roads as well as construct hospitals in the farm settlements.

He also promised to make the farm settlements comfortable for the farmers through the provision of intercity bus services, electricity, consultancy services and highly subsidies fertilizers.

Dr Uduaghan who said that Agriculture will become an alternative to oil production in the state disclosed that the sector will be reinvigorated to become the economy main-stay of the state.

He said : “I want Direct Labour Agency and Ministry of Works to rehabilitate the road as a palliative measure until the rain season is over. Besides I also want the Ministry of Water resources to provide portable water in the farms”.

He promised to carry out feasibility study at the Mbiri farm settlement and encourage farmers to expand and become exporters of raw materials and finished products.

Explaining that Agriculture has high revenue profile the Governor appealed to settlers in the farm not to allow the legacy established by the founding fathers to die.

His words “Farming has huge financial benefits and I want to encourage you to continue to improve your method of farming especially the youths who have the potential to sustain the legacy already established”.

Dr. Uduaghan who promised to spread the youth Empowerment programme on Agriculture to all farm settlements in the state also promised to use the Mbiri farm settlement as a practical industrial training centre for students of Agriculture.

The Governor expressed happiness that most of the farmers in the settlements were trained and experienced and expressed the hope that they will pass on their expertise on Agriculture to young students who are studying agriculture in tertiary Institutions.

He however enjoined the farmers to keep their farms tidy explaining that weeds were dangerous to crops and could affect negatively the expected high yields of crops.

The state Commissioner for Agriculture Barrister Misan Kubeinje in his speech said the Mbiri farm settlement which was established in 1960 has 1000 farming families.

Hon. Kubeinje said the Ministry supplied 3,500 oil palm seedlings to the farm and trained farmers in bee farming recently.

He however appealed to the State Governor to provide a vehicle for movement in the farm as well as renovate settler’s quarters.

A spokesman for the farmers Mr. Christopher Okubor appealed to the Governor to rehabilitate the farm settlement because it was in a deplorable condition.

Mr. Okubor also appealed to the Governor to build a health centre that will cater for the health needs of people.

Emphasizing the importance of the farm settlement and the need to increase food production in the state he requested the state Governor to give farmers in the settlement loan to enable them buy enough fertilizers, seeds and seedlings.

 

Coastal threat: Uduaghan inaugurates committee on climate change

As environmental pollution and degradation threaten coastal states, Delta State governor, Dr. Emmanuel Uduaghan has inaugurated a 14 man committee that will find solution to the challenges posed by climate change.

Inaugurating the committee in Asaba, Dr. Uduaghan charged members of the committee to be serious and adopt mechanisms that would check flooding, pollution and ocean surge as issues concerning the preservation of the environment of the state were no longer sentimental.

Promising that his administration will deepen its capacity to regulate environmental issues he disclosed that the committee was mainly composed of civil servants to ensure continuity.

His words “we are setting up an inter-ministerial and departmental committee to start serious work on the best solution to adopt in confronting challenges posed by climate change.”

The governor who warned that the state government would no longer tolerate individuals who put the lives and properties of others in danger directed the committee to remove all structure that impedes water flow.

Dr. Uduaghan also warned owners of illegal structures to remove them or face the consequence.

He explained that the state has already embarked on the campaign for the removal of illegal structures stressing that when owners of such structures failed to remove them, the state government would pull them down.

Reminding Deltans that the Task Force on Flood Control and Removal of illegal structures was already on course the governor said the present exercise would touch all nooks and crannies of the state.

Emphasing further he said “The task force is out to clean up the state and no one no matter how highly or lowly placed will be spared”.

Responding the chairman of the committee Mrs. Felicia Adun said the state was facing serious environmental challenges and promised that her committee would adopt measures to prevent disaster.

Mrs. Adun said the state was vulnerable explaining that flood and pollution were already serious threats which should be tackled.

While promising that her committee would be totally committed to the assignment she expressed appreciation to the governor for giving them the appointment.

The committee which is headed by Mrs. Felicia Adun has the following members, Engr. Anaro Benedcit, Egwunatum Anslem, Itejere Pius, Miss Edemaidide Laura, Dr. Ofili C.C., Mrs. Ohwerho Rose, Ekakite Ufuoma, Mr Orowovo C.E., Engr. Odiete A.R while Mr. Ogirsen Felix would serve as Secretary.

Meanwhile, Commissioner for environment and chairman, task force of demolition of illegal structures, Mr. Frank Omare has assured residents of First Marine Gate in Warri south local government that the state government has stepped up action to remove all illegal structures standing on water ways as well as clear drainages to check flooding.

Residents of First Marine Gate had appealed to the state government to come to their aid them in the control of flooding in the area since the rains set in.

Delta Rerun Verdict: Uduaghan Wins, Ogboru Appeals ***Deltans Praise Judgement

THE Delta state re-run election petition tribunal sitting in Asaba, has dismissed the petition filed by Chief Great Ogboru of the Democratic Peoples party (DPP), challenging the declaration of Dr. Emmanuel Uduaghan of Peoples Democratic Party (PDP) as winner of the January 6, 2011 re-run governorship election in the state by the Independent National Electoral Commission (INEC).

The three and half hour judgement was delivered amid very tight security checks and heavy presence of bomb disposal experts on Monday, July 25, 2011.
Justice Uzoamaka Doris Ogwurike, in her judgement dismissed Ogboru’s petition on the grounds that the evidences of proof by the respondents overrides that of the petitioners.
She ruled that: “The Independent National Electoral Commission (INEC) substantially complied with the provisions of the 2006 Electoral Act and the constitution of the Federal Republic of Nigeria as amended in the conduct of the January 6, 2011 re-run election.
“The petitioners are not entitled to any of the reliefs being sought.
“The petioner did not score the highest number of lawful votes or the total of the lawful votes cast in the contended eight local governments of Delta state for their return at the election.
While ruling further, Justice Ogwurike asserted that all the witnesses and evidences presented by the petitioner that elections were not conducted in eight local government areas of the state were rebutted by the respondents’ witnesses and documentary evidences, which outweighed the petitioner’s claims.
She therefore ruled that “Accordingly, this petition is thereby dismissed.”

Reacting to the judgment, Governor Uduaghan in a statement by his media aide, Phrank Shaibu described the ruling as “a cast-iron victory for truth and a clear cut expression of the electoral wishes of the good people of Delta State”.

“I am proud of the courageous judgement. Truth and electoral wishes of the people have prevailed. I congratulate the judges on the tribunal who acted like   modern day Daniels, for their courageous judgement.”

“Despite the victory at the tribunal, there is no victor no vanquished. Deltans should put aside their political differences and join him in the task of building a new Delta state that will be the envy”.

But, younger brother of Chief Ogboru, Turner said “The petition has only been kept in suspense. The petition is alive and we will go to the Court of Appeal.
“In the judgement that has just been delivered, there is a misconception in the burden of proof to no voting instead of no election. That was where the judges got it wrong and when that is corrected at the Court of Appeal, like it was corrected on the November 9, 2011, they will lose again.”
Mr. Ken Mozia (SAN), Counsel to Governor Emmanuel Uduaghan described the judgement as painstakingly prepared, adding that the legal team are prepared to meet Ogboru at the Appeal Court in Benin and the ongoing April 26, 2011 election petition tribunal in the state.
“The issue really is that they have to make up their mind on what they really want. You cannot be fighting several battles on the same front. What is in issue is office of the governor of Delta state. You cannot be pursuing in the Tribunal, Federal High Court and everywhere. You need to make up your mind which one you want to face and you face it diligently instead of dissipating too much energy.”
In his reaction, the state commissioner for information, Barr. Christopher Chike Ogeah lamented that the legal battle has caused a lot of distractions to the development agenda of Governor Emmanuel Uduaghan.
“Whether you like it or not, these distractions are all over the place and once this is going on, it departs from what we, in the executive are trying to do for the people of Delta state, who we believe deserve and must get the best form of government”.
Governor Uduaghan is still grappling with one of Ogboru’s petitions at another election petition tribunal sitting in Asaba over the April 26, 2011 governorship election in Delta state.
Meanwhile, the Okpe Union Worldwide has congratulated Governor Emmanuel Uduaghan on the declaration by the Governorship Election Tribunal sitting in Asaba that he was duly elected as Governor of Delta State in the rerun election of January, 2011.
The union in a statement signed by its Secretary General, Mr. Henry Ebireri assured Governor Uduaghan of the full support and cooperation of the Okpe people in the performance of his duties.
The union also asked Governor Uduaghan to settle down and focus on the agenda of transforming the oil rich Delta State.

Also the state Deputy Governor, Prof. Amos Utuama (SAN) said the “Opposition should see the hand of God in the victory at the Tribunal and should join Governor Uduaghan to build our state”, disclosing that Governor Uduaghan has been extending the olive leaf to the opposition for them to join him in ensuring that the series of court cases becomes a thing of the past for all efforts to be geared towards the development of the state.

On whether the opposition will go to Court of Appeal, the Deputy Governor said such would amount to unnecessary venture but that the present administration is ready for them, should they Appeal.
