Oborevwori moves to boost food production in Delta

pledges sustainable agriculture reforms

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Wednesday, said his administration would continue to improve on the agricultural value chain to ensure food security and job creation in the state.

Governor Oborevwori disclosed this while speaking to journalists after inspecting the Accelerated Agricultural Development Scheme (AADS) at Mbiri Farm Settlement with 30 greenhouses for the cultivation of tomatoes and other vegetables, and the Agro-Industrial Park, Aboh-Ogwashi for
rice milling and others, in Ika North-East and Aniocha South local government areas, respectively.

According to him, “If you go through my MORE agenda, I said that there is going to be sustainable agriculture sector reforms. I also said that the agricultural value chain will be sustained.

“And seeing what the immediate past administration has done here, it gladdens my heart. The Honourable Commissioner for Agriculture has briefed me that we have this kind of farm settlement in the three senatorial districts.

“We are going to support them because we have N2 billion Special Agricultural Intervention Fund and we will disburse that money within this month”.

On the state of the access road to the farm settlement, Governor Oborevwori said: “We will work with the Ministry of Works to see how we will manage this road to enable us take these produce out.

“I asked a question on how many tonnes of tomatoes we can get in each of the green houses and I was told that it’s about three tonnes. So, you see that out of the thirty green houses we have here, eleven are already cultivated and that will give us about thirty-three tonnes.

“You see, our people go to the North to get tomatoes and this place has been existing for some decades now. So, this farm settlement is a very good choice to do this green house planting for the production of tomatoes and other vegetables.

“People erroneously think that we are an oil- producing state and so we can depend on only the oil. No, we cannot depend on oil alone.

“With the removal of oil subsidy, we should also encourage our people to go into farming because it will help us. Food security is very important. Our people consume alot: so, we must make food available and that’s why I have come here”.

At the Agro-Industrial Park, Aboh-Ogwashi, where rice would be milled, Governor Oborevwori said that aside road construction, his administration would also concentrate on other key infrastructures aimed at boosting food security and job creation for the people.

He added that his administration would work with the project Consultant to ensure its prompt completion for the benefit of the state and country.

The State Commissioner for Agricultural Development, Mr. Perez Omoun, had said under the Accelerated Agricultural Development Scheme, AADS, the State Government had established three greenhouse farms at Mbiri, Kpakiama and Deghele.

Welcoming the Governor earlier, the Obi of Mbiri Kingdom, HRM Obi Ifeanyichukwu Alekwe II, commended Governor Oborevwori for personally coming to visit the community and appealed for the construction of the farm settlement road and for the establishment of a College of Agriculture in the community.

DELTA: Deaconess Oborevwori Visits Baby of the Year 2024, Pays Bills of Indigent Patients

Wife of Delta State Governor, Deaconess Tobore Oborevwori, and the founder of You Matter Charity Foundation, on Monday, visited the Asaba Specialist Hospital, Asaba to welcome the first baby of the year born in the state.

Deaconess Oborevwori congratulated the baby, Master Destiny Onuoha, who was born at 12:05 am to Mr and Mrs Martins Onuoha. She proclaimed the promises of 1 Kings 5:4 over baby Destiny, emphasizing that he would be a shining blessing to his family.

The governor’s wife, accompanied by the You Matter Charity Foundation team, visited the maternity complex, neonatal unit, and the labour and pediatric wards, where she showered gift items, including cash sums, to babies and mothers.

She also paid off a total medical bill of One million, six hundred and eighty-one thousand naira (N1,681,000) for indigent adults and children, including the bill of a child booked for surgery.

In response, Mr Onuoha Martins, a private school teacher and an indigene of Ndokwa East local government area, expressed his excitement and appreciation to Deaconess Tobore Oborevwori for the gifts showered on his son. He described the visit as historic, noting that his joy knows no bounds with the honour God showed him.

The Chief Medical Director of Asaba Specialist Hospital, Dr Peace Ighosewe, commended the gesture of the governor’s wife and her team, especially on the offsetting of medical bills of five critical patients.

Qatar-based bizman in NDLEA Custody Over Drug Trafficking

Operatives of the National Drug Law Enforcement Agency (NDLEA) have intercepted at the Murtala Muhammed International Airport, Lagos, a Qatar-based businessman, Agu Amobi, and one other, Uchegbu Obi with consignments of psychoactive substances.

A statement on Sunday by the spokesman of the anti-narcotics agency, Femi Babafemi said while Amobi was arrested last Saturday at the departure point of Terminal 2 of the MMIA on his way to Doha, Qatar on a Qatar Airways flight, Obi was taken into custody same day following the seizure of a consignment of 72,000 pills of tramadol 225mg, which he attempted shipping to Kano on a local flight.

According to Babafemi, Amobi who claimed he has been living and working in Doha, Qatar for over 10 years was caught with 1.3 kilogrammes cannabis sativa concealed in a bag of foodstuff. He claimed he bought the substance in Enugu to deliver in Doha to enable him raise enough funds to pay his rents in Doha and Nigeria and school fees of his three children.

In the same vein, NDLEA operatives at the domestic wing of the airport intercepted
a carton containing a total of 72,000 pills of tramadol 250mg with a gross weight of 38.5 kilogrammes. This was closely followed with the arrest of Uchegbu Obi who brought the consignment to the airport for shipment to Kano.

On Christmas day 25th December in Yobe state, NDLEA officers on patrol along Nguru-Gashua road intercepted the trio of Musa Sani, Mohammed Ibrahim and Adamu Usman in a truck conveying 39 blocks of cannabis sativa weighing 15.7 kilogrammes and 128,500 pills of opioids.

According to Babafemi, follow up operations the following day 26th December led to the arrest of the actual owner of the cannabis consignment, Ali Ibrahim (a.k.a Ramos) in Geidam where additional 208 blocks of the same substance were recovered from his house, bringing the total to 247 blocks weighing 94.74 kilogrammes, while the owner of the seized opioids, Mustapha Goni (a.k.a Lolo) was equally arrested.

In Imo state, NDLEA operatives on Christmas eve, while on patrol along Owerri – Onitsha expressway intercepted a commercial bus driven by Peter Orji, 42, with 400 bottles of codeine syrup; 7,590 pills of opioids including tramadol 225mg heading to Port-Harcourt, Rivers State.
While David Michael, 52, was arrested at Unguwa Ukku area of Kano on Sunday 24th December with 49 blocks of cannabis weighing 42.6 kilogrammes, Umar Abdullahi, 27, was nabbed with 27,350 pills of opioids at Gadar Tamburawa area of the city same day.

A 45-year-old Yusuf Yahaya was arrested same Christmas eve along Lagos-Ilorin expressway with 31 kilogrammes of compressed cannabis in a commercial bus coming from Ibadan, Oyo state to Kebbi State. Preliminary investigation revealed that he supplies illicit drugs to bandits in Kebbi and Zamfara axis.

Babafemi said the NDLEA Commands across the country balanced their drug supply reduction operations with War Against Drug Abuse (WADA) advocacy campaigns to schools, markets, worship centres and communities.

Meanwhile, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd) has tasked officers and men of the agency nationwide not to rest on the achievements of 2023 but continue to raise the bar in their offensive action against drug barons and cartels with an equal intensive WADA advocacy campaigns in the new year.

He took the occasion to wish all officers and men as well as their families, stakeholders and the general public a rewarding and fulfilling new year.

Guterres: Make 2024, A Year of Building Trust and Hope

The United Nations Secretary-General, António Guterres has said the UN will keep rallying the world for peace, sustainable development and human rights in 2024, calling on everyone to make the new year, “a year of building trust and hope in all that we can accomplish together.”

Guterres, in a video message released on the eve of 2024, reflected on the tumultuous events of the past year while urgently calling for unity and concerted efforts to overcome the pressing challenges that lie ahead.

He noted that the year 2023 was marked by unprecedented suffering, escalating violence, and climate-related crises, and left humanity in a state of profound distress.

He said: “2023 has been a year of enormous suffering, violence, and climate chaos. Humanity is in pain. Our planet is in peril.

“2023 is the hottest year on record. People are getting crushed by growing poverty and hunger. Wars are growing in number and ferocity. And trust is in short supply. But pointing fingers and pointing guns lead nowhere.”

He however noted that: “Humanity is strongest when we stand together,” insisting that: “2024 must be a year for rebuilding trust and restoring hope.”

He said: “We must come together across divides for shared solutions. For climate action. For economic opportunity and a fairer global financial system that delivers for all.”

Guterres added that: “Together, we must stand up against the discrimination and hatred that are poisoning relations between countries and communities.

“And we must make sure new technologies such as artificial intelligence are a force for good.”

He promised that: “The United Nations will keep rallying the world for peace, sustainable development and human rights.

“Let’s resolve to make 2024 a year of building trust and hope in all that we can accomplish together.”

Major General Abdussalam urges newly promoted officers to align with CoAS command philosophy

In a ceremonial event held at the Lieutenant General F Yahaya Badminton Court, Port Harcourt Barracks, the General Officer Commanding (GOC) of the 6 Division, Nigerian Army, Major General JH Abdussalam, urged the recently promoted senior officers to embrace the Command Philosophy of the Chief of Army Staff (COAS), Lieutenant General Taoreed Lagbaja, as they assume their elevated roles.
According to Acting Deputy Director 6 Division Army Public Relations Lieutenant Colonel Danjuma Jonah Danjuma, the occasion marked the decoration ceremony for five Colonels who were promoted to the rank of Brigadier Generals in the recently released promotions for the year 2023.
Addressing the newly decorated officers, Major General Abdussalam underscored the significance of aligning with the COAS Command Philosophy, emphasizing the principles of sound administration focused on the welfare, training, and motivation of troops. He asserted that such alignment is imperative for effective command responsibility and successful task accomplishment, further highlighting the pivotal role of troop welfare in the command structure.
Congratulating the newly promoted Generals, Major General Abdussalam urged them to reflect on the honor bestowed upon them and encouraged a deep understanding of the COAS Command Philosophy. He stressed the importance of core values, such as patience, hard work, dedication, loyalty, and humility, not just as officers but as essential elements of humanity.
Expressing gratitude for the promotion, Major General Jamal commended the grace of God that made the ceremony possible, affirming that the new ranks were well deserved. He charged the officers to dedicate themselves to their added responsibilities, emphasizing that the rank of General demands nothing but the best.
Major General Abdussalam highlighted the strategic role of the 6 Division in safeguarding the Niger Delta region, with a primary focus on ensuring the continuous increase in oil production to meet and exceed national expectations. He emphasized the Division’s critical role in enabling the Federal Government to fulfill its duties to citizens.
During the event, Brigadier General Babatunde Omopariola, Chief of Staff, 6 Division, and Brigadier Sanusi Aliyu, Commander, 63 Brigade, conveyed goodwill messages, congratulating the newly promoted officers on their achievements. They welcomed the officers to the rank of Generals, acknowledging their familiarity with the duties expected of them based on their current appointments. Both officers encouraged the newly promoted Generals to earn the trust of their subordinates and emphasized the importance of mentorship.
Brigadier General Chiedozie Amorha, speaking on behalf of the newly decorated Generals, expressed gratitude to the COAS for recognizing their worthiness for promotion. He also thanked the GOC for creating an enabling environment for their service and appreciated other senior officers for their support.
The officers who benefitted from the promotions under the 6 Division include Brigadier Generals Chiedozie Amorha, Adamu Kitchener, Kingsley Inyang, Effiong Nse, and Ibrahim Gambari.

Promotion Can Only Be Justified By Improved Commitment, Loyalty, Odumosu Tells Newly Promoted Officers

Federal Capital Territory (FCT), Commandant of the Nigeria Security and Civil Defence Corps (NSCDC), Olusola Odumosu has said the only way for a newly promoted officer to justify his or her promotion is by displaying more commitment and loyalty to duty, insisting that a drop in productivity would be a betrayal of trust of promoting body.

Odumosu, therefore charged newly promoted and decorated officers and men of the Abuja Command of the Corps at a decoration ceremony on Friday to display more loyalty and committed to service as justification for their promotion.

About 1,000 personnel of the Command were among the 21,000 officers and men of the NSCDC that were recently promoted in the recent promotion exercise by the Ministry of Interior.

Odumosu, while reminding the officers that for every promotion, there is requisite responsibility, said that for being found worthy to be promoted, officers must show uncommon loyalty in serving their fatherland and ensure not to disappoint the Commandant General, Dr. Ahmed Audi who is working hard toward clearing backlog promotions in the agency.

He said: “Your promotion is a testament of your hardwork but you should also know that you are expected to do more through your service and loyalty to justify this promotion.

“Our father, the Commandant General is working tirelessly to ensure that those who should be promoted get their promotion and we can only show our appreciation to the government by rededicating ourselves to service of our fatherland.”

The Commandant appreciated support of the Kwali Area Council Chairman, Danladi Chiya to the Corps, as well as the support of royal fathers in the FCT whom he said have been strong allies of the NSCDC in carrying out it’s mandate in area, among others

On his part, the Commandant General, NSCDC, Dr. Ahmed Audi who was represented by Commandant Peter Obiora, said that the agency fought so hard to ensure that available promotion ensure the promotion of 28, 0000 officers who sat for the promotion examination and so far 21,000 made it, this he said is a record breaker.

He said: “When we came on board, some of our priority areas were promotion and staff welfare because we discovered that there is a lot of promotion backlog and we have since been doing that. This promotion is outstanding for us as a Corps.”

Group urges Aiyedatiwa to seek for experience hands as Deputy…Suggest former Speaker, Olabimtan

As the search for a new Deputy Governor for Ondo State is ongoing, a group, Ondo state Positive Thinkers on Friday urged Governor Lucky Aiyedatiwa to seek for an experience hand that would help him stabilise the state.

Aiyedatiwa was sworn-in as the governor of the state following the demise of Governor Olurotimi Akeredolu who lost the battle against prostrate cancer on Wednesday morning.

The governor had been reported to have started consultations across the state and outside the state.

He was in Lagos on Thursday where he had a close door meeting with President Bola Tinubu.

Though, he has promised the president to mobilise all stakeholders in his domain to move the state forward, the group said the governor would however need to achieve this by the calibre of choices he made first hid Deputy Governor and also members of his Executive Cabinet.

The group in a statement signed by its President, Balogun Bodeola and made available to journalists in Abuja stressed, that “the challenge before Aiyedatiwa right now is how to reconcile the already fractured state following the political crisis that engulfed the state in the last three months or also.

“We therefore call on Governor Lucky Aiyedatiwa to avoid picking a deputy that would not add value to governance in the state.

“Mr. Governor needs a deputy that understands the political dynamics in the state and also a political stabilizer, a bridge builder that would help rebuild the already broken bridges in the state.

“Though some names have been thrown up and also behind the scene lobbying have been ongoing, we feel that the governor needs a grassroot politician who would help him settle down to work and also humble enough to help Mr. Governor galvernise the people of the state behind him.

“In this wise, we want to suggest Hon. Victor Olabimtan who is not new to the Akeredolu-Aiyedatiwa camp.

“The 66 years old graduate of History, University of Lagos, is currently the Executive Chairman of State Universal Basic Education Board since 2022, hails from Supare-Akoko in Akoko South West Local Government Area of Ondo State.

“Olabimtan was the Director General for Akete in 2016 and he also played the same role during Akete re-election in 2020.

“A former Speaker of the State House of Assembly and one time governorahip aspirant, Olabimtan has political contact across the state, which puts him in a better position to help the governor reconcile the already divided state.

“Olabitan, an astute politician and a grassroot mobiliser is the kind of person that the governor needs right now to help stabilise the state because of his reach and contacts.

ActionAid Blames Plateau Killings on Govts Glaring Incompetence, Insensitivity

ActionAid Nigeria has laid the blame of the massacre in Bokkos and Barkin-Ladi Local Government Areas of Plateau State, which claimed the lives of over 150 innocent individuals and left thousands displaced, at the doorstep of state and federal governments, insisting that governments at both levels are glaringly incompetent and insensitivity.

The non-governmental agency in a statement on Thursday signed by its country director, Andrew Mamedu while
vehemently condemning the brutal massacre, said: “This horrific incident lays bare the glaring incompetence and insensitivity of both the federal and state governments, as well as security agencies in responding to human rights violations swiftly.”

Mamedu said: “The security agencies have failed woefully in their fundamental duty to protect citizens and the tardiness in responding to critical situations must be promptly addressed and rectified.”

ActionAid Nigeria called for the following immediate, resolute action from the Federal and State governments, security agents, and relevant ministries, departments, and agencies: “The security agencies must ensure that the perpetrators behind this heinous crime are promptly identified, apprehended, and subjected to the full extent of the law. The government’s duty is to demonstrate that such atrocities will be met with unwavering justice.

“The federal government must urgently deploy a substantial military presence in vulnerable areas to prevent further bloodshed, reprisal attacks and guarantee the safety of citizens.

“The Federal Ministry of Humanitarian Affairs and state emergency management agency (SEMA) must expedite the delivery of humanitarian aid to the displaced, addressing their immediate needs for safe shelter, quality food, and accessible medical care. A lackadaisical approach to this humanitarian crisis will not be tolerated as this will exacerbates the suffering of already traumatised families.

“The State government must confront and resolve the longstanding causes of ethno-religious conflicts in Plateau State through comprehensive community engagement, dialogue, and reconciliation efforts. The recurrence of the same tragic events is a damning indictment of governmental failure.”

Action Aid also added that: “The state government must also coordinate with FEMA and SEMA to address the persisting issue of discrepancies in the numbers reported dead during the incidents. The lack of accurate and consistent data poses a significant challenge, hindering effective response and accountability. The provision of accurate information is crucial for providing justice to the victims and their families, as well as maintaining public confidence in crisis management.”

It warned that it would not hesitate to engage citizens to vehemently demand an end to the government’s apathy and the tardiness of security agencies that blatantly disregard human rights, adding that: “We demand a paradigm shift in all tiers of government from a reactive stance to a proactive approach in addressing security challenges. It is imperative to prioritize preventive measures over reactionary responses to ensure the safety and well-being of citizens, fostering the creation of a resilient and secure nation.”

Coalition Tackles Ndume on Niger Sanctions, Praises ECOWAS, Tinubu’s Mediation Efforts

A coalition of peace groups under the aegis of Africans Against Conflict For Peace has criticized Senator Ali Ndume’s position calling for an end to the sanctions on Niger by the Economic Community of West African States (ECOWAS).

It would be recalled that ECOWAS under the leadership of President Bola Tinubu had placed economic sanctions and travel bans on Niger following the coup led by General Abdourahamane Tchiani, the president of the National Council for the Safeguard of the Homeland, against the democratically elected government of Mohammed Bazoum.

The sanctions have been variously condemned by Senator Ali Ndume, a Nigerian senator who is also in the ECOWAS Parliament.

Ndume had called for the ending of the sanctions, insisting that it was illegal and against the interest of generalities of people of troubled Niger Republic even as he claimed that the sanctions have equally adversely affected people of neighbouring towns to Niger whose businesses, he said have been put on hold.

In a reaction to Ndume’s criticism, a coalition led by Dr Jibrilla Gwadabe, the convener, in a statement made available to newsmen on Wednesday in Abuja, asserted that Senator Ndume was ill informed going by his position in the press against the sanction of the Nigerien military junta by ECOWAS.

Gwadabe said: “Distinguished Senator Ali Ndume does not understand the concept of coercive diplomacy, his constituency is the greatest beneficiary of the misfortune of terrorism that has led to the loss of thousands of lives and property more than anywhere else in the North East of Nigeria and Lake Chad Basin.

“The Military in Niger have now turned their attention to governance which is not their forte and have left their flanks open. Which is detrimental to the people that Ndume represents. Ndume should note that continued military rule in Niger will continue to increase challenges of insecurity and instability in the region that has already been engendered by terrorism, violent extremism, transnational organised crime, as well as recent attempts at unconstitutional Changes of Government”

Gwadabe added that: “ECOWAS is not at fault here, Niger Republic is also a signatory to the protocol that allows for the protection of civil constitutional rule. The truth Ndume has refused to mention is that ECOWAS Heads of State and Government are concerned over the dire humanitarian situation in the region and have noted its impact on education, livelihood and wellbeing of Nigeriens, especially children and women.

He explained that: “The ECOWAS Commission has already approved the provision of resources and support to the population to address the serious humanitarian situations in the region,” noting that: “It will be recalled too, that worsening humanitarian situation was exacerbated by the junta’s blockade of much needed humanitarian assistance from United Nations agencies.”

He however advised Senator Ndume to rather assert more efforts in calling for the release of Bazoum and an expedited transition to constitutional rule rather than laying blames at the wrong place.

He said the ECOWAS Commission and President Bola Ahmed Tinubu deserve much praise and support not condemnation.

Edo backs NIPR in fight against quackery

The Edo State government has said it will back the state chapter of the Nigeria Institute of Public Relations’ fight against quackery noting that the institute should be persuasive in its approach rather than confrontational.

The Commissioner for Communication and Orientation, Chris Nehikhare, who stated this while hosting the state officials of the NIPR at the weekend, said the government would also look at other areas it can collaborate and support the body.

Nehikhare assured the institute of a conducive area to hold its meeting, noting that the visit has shed more light on the operation of the NIPR.

He said, “The state government would provide the NIPR a place to hold its meeting and I will urge the leadership of the NIPR in the state to apply the principle of persuasion on the unregistered and unlicensed practitioners rather being confrontational in the course of enforcing the law guiding the practice of Public Relations, he added.

Speaking earlier, the state chairman of the NIPR, Dr. James-Wisdom Abhulimen,
said that the public relations practice, over the years has evolved as critical component of corporate governance and leadership in Nigeria.

He also notef that NIPR is empowered by law to regulate the practice and direct the development of Public Relations as a profession in Nigeria, while commending the state government for the provision of enabling environment for workers in the state, which he said, has positively impacted in the discharge of workers’ duties.

He said, “The law also makes it illegal to practice Public Relations, under any title, in Nigeria without NIPR certification and since the assumption of office of this current NIPR Executive in Edo, we have been working assiduously to reinvent the institute in the state through various programmes and initiatives.

“As a pragmatic step to achieve our agenda, the exco deemed it necessary to set up five Standing Committee: Advocacy an Professional Practice, Educational and Conference, Publicity, Finance and Development Committees”, he said.

He said that there is an existential symbolic relationship and synergy between the Ministry of Information and Communication NIPR, being the key government institution responsible for the coordinating and executing of Public Relations functions in government at all levels.

Dr Abhulimen maintained the synergy underscored the need for collaboration between NIPR and the Ministry in the strive to building relationship, influence opinion, manage reputation and project the activities and actions of government to critical stakeholders and the public.

“We do hereby solicit the Ministry’s support and commitment to the growth of NIPR. We implore the Ministry to support the development of NIPR in advocating of Public Relations professionals into key strategic decision-making processes within the state government.

“Explore potential areas of collaboration, such as elimination of quackery, capacity building, training, knowledge sharing and professional development initiatives

‘The NIPR criminalises the practice of Public Relations by non licensed persons including employees of government, information officers, spoke-persons , PROs, Medical/Corporate Communications Heads, no matter the nomenclature’, he said.

Soludo, Anambra Governor Assents To 2024 Budget

The Governor of Anambra State, Professor Chukwuma Soludo has signed the 2024 Appropriation Bill into Law.

By signing the bill into law, the state government is now empowered to the implement its provisions in the allowed fiscal year.

Recall that on November 21, 2023, Governor Soludo presented a budget proposal of N410, 132, 225, 272 for the 2024 fiscal year to the State House of Assembly.

The budget, which is 57.8% higher than that of the 2023 budget, is focused on infrastructure development, education, and healthcare.

Performing the function, Governor Soludo thanked all stakeholders who have been involved in the entire process, pointing out that Anambra State House of Assembly worked very hard to see that the Law meets the needs and aspirations of Ndi Anambra.

The Governor revealed that with the budget in hand, the real transformation of the state using the five pillars of his administration will now begin.

He noted that infrastructure and human capital are among the front burners of the budget plan.

Also, the Governor signed into Law the bill that repealed the Anambra State Publishing and Newspaper Printing Corporation.

Nigerian Oil Magnate Prince Arthur Eze has reconciled with his two nephews, Prince Olisa Eze and Prince Onyeka Eze, whom he claimed had offended him for an extended period.

He announced that he had forgiven his nephews at the 40th memorial service of his late father, Prince Michael Anekwe Eze at St. Mary’s Anglican Church, Oranto, Ukpo, Dunukofia Local Government Area, Anambra State.

The billionaire had accused his nephews of fraudulently diverting money from his business for their personal use.

It was gathered that Prince Arthur used the occasion to extend an olive branch to his nephews and they made peace.

Pictures obtained show Arthur blessing Prince Olisa and Prince Onyeka who are on their knees before him at the event.

Prince Olisa and Prince Onyeka described Prince Arthur as a “monumental institution which can be forever emulated due to his large heart.

“He is a lover of peace, downtrodden, helper of the needy and his wealth has no boundaries. Indeed, he’s a unifier of this generation and astute billionaire for many decades,” they said.

According to them, the billionaire showed that he is a lover of peace and unity. They noted that Prince Arthur had been a symbol of peace and unity over the years. They therefore prayed to God to sustain him with good health, sound mind, long life and prosperity.

The event was attended by members of the family including Igwe Dr. Robert Eze, Okofia the 6th of the clan, their elder sister, Princess (Mrs.) Dorathy Okeke, grandchildren and great-grandchildren.

The board chairman of OML30 Community Development Board (CDB), high Chief Iduh Amadhe has urged youths from area B clusters in OML30 to desist from promoting crisis in Heritage Energy Operational Services Limited (HEOSL), JV Partner (NPDC) and Shoreline

Amadhe gave the advice while reacting to protest by youths of the area over infield surveillance contract allegedly awarded to two Isoko contractors by Heritage oil Company, operators of OML30.

He stated that his role as leader in the CDB Board of OML30 in the infield surveillance contract, is to recommend contractors, adding that the recommendation was done in June 2023.

Amadhe maintained that 15 contractors were recommended, 7 from Isoko area B and 8 from Urhobo area A, stressing that the board has no power to determine the contractor who should be awarded contract as it goes through so many processes.

“The due process is that after Heritage has finished their own part of the process, they prepare reports and send to Joint Venture partners (NPDC) and Shoreline who then give concurrence. The CDB board don’t have powers to give contract to anybody”.

Amadhe emphasize that the work of the board is to appropriate funds made available from the Gmou for projects into various clusters in OML30 communities, adding that the board inspects and evaluate projects in each cluster.

He noted that Community Development Board (CDB) cannot award infield surveillance contract except Heritage Energy Operational Services Limited.

Amadhe said, let the protesters bring evidence of contract awarded to Henry Ojogho which he hajacked for Zino Onaemor, noting that if they cannot provide evidence of witch hunt against anyone, it means campaign of calumny and destruction of character, a situation that may lead to litigation.

The Nigerian Bar Association (NBA) Women Forum, Asaba Branch has commended the Solicitor-General and Permanent Secretary in the Delta State Ministry of Justice, Mr. Omamuzo Erebe for his supportive role to the forum and the entire Ministry of Justice.

The Chairman/Facilitator of the forum, Mrs. Elvon Ezie gave the commendation in Asaba during their 2023 end of year party, tagged: Let’s do it together Ankara party.

She said that the event is geared towards celebrating womanhood, adding that the NBA Women Forum was a constitutional part of the Nigeria Bar Association.

Mrs. Ezie urged women lawyers to always create time to add value to themselves by celebrating themselves with their family as a deliberate measure to ease the stress associated with the nature of their work.

She said that as lawyers , they always appear in court in black attire hence they decided to put on ankara to celebrate themselves, stressing that their choice of the attire was to make a difference.

While describing Erebe as a father , their role model and part finder in the State Ministry of Justice, Mrs. Ezie also appreciated the Executive members of the Nigerian Bar Association for giving them a platform to come together and celebrate themselves.

Yuletide: We will continue to increase surveillance – CG National Park Service

The Conservator General, National Park Service, Dr Ibrahim Goni has said the service will continue to improve on its surveillance to protect the parks and it’s visitors especially during this yuletide.

Goni who gave the assurance in his Christmas message encouraged members of the public to visit any of the parks to celebrate their Christmas and new year.

He said the park will continue to take steps to keep the national parks safe and free of criminals.

“This year alone, the service has made 646 arrests across the country”.

Goni, however, expressed sadness that in-spite of the plethora of resources, unique features and the enormous potential that abound in the park, activities of criminals are hindering the harnessing of such potentials for national development.

“The Park possesses great potential to enhance the country’s GDP through tourism, but it is sad that the park like many other aspects of our national life are faced with the annoying challenges of these criminals”.

He called on all Nigerians to be vigilant, even as they celebrate, and also help the security agencies in their efforts to keep our country safe.

“The service cannot tackle this menace alone, hence, the need to collaborate with well meaning Nigerians in protecting our parks.

“As we celebrate this Christmas, if you see something suspicious please say something, talk to the nearest security agent near you.

“We must stem the tide of insecurity in our National Parks and guarantee the protection and preservation of our natural heritage,” he said.

The Chairman of Isoko South local government area, hon. Victor Asasa says, the people of Isoko South should expect more developmental projects towards human capital and infrastructural development of the area.

Asasa gave the remark when he laid the foundation of the primary health care center permanent building for Oleh Ward 2, at the Local Education Authority office Oleh, Isoko South local government area of Delta State.

He stated that the project will be completed in two months if funds are available, adding that the good health of the people is paramount and will be sustained in his administration.

To further make health care accessable to the people, the local government boss provided temporary health care center at Oleh Ward 2, a sick bay for immediate health needs of staff in the council area and free periodical health programs across the local government area.

Hon. Asasa renovated the Oleh market lock up shops, provided solar powered lights in many communities of Isoko South and furnitures for primary schools in the area.

As part of his campaign promises to impact on the people, Asasa provided 200 pieces of Knapsack weed control equipment for women farmers, renovated Oleh community main abattoir, purchased sienna bus for members of the Nigeria Union of Local Government Employees (NULGE) and Isoko South Nigeria Union of Teacher’s (NUT) amongst other people oriented projects in the area.

Tinubu’s 4D Foreign Policy Initiative Commended

Director-General, Nigerian Technical Aid Corps (NTAC), Rt. Hon. (Dr.) Yusuf Buba Yakub, has again commended the 4-D Foreign Policy initiative of President Bola Tinubu, insisting that it has the capacity to change the foreign policy narrative of Nigeria in the comity of nations.

Yakub, who stated this at the weekend in Abuja, at an occasion held for the certificate-presentation and debriefing exercise in honour of returning Technic Aid Corps (TAC) Volunteers from Guinea Bissau, also acknowledged the sterling performance of the 13 Medical Doctors, who participated in the programme for two years.

Yakub, while commending them for doing the nation proud in their place of service,
assured that the Corps would do everything in its powers to support them in their next endeavours.

He said: ” I welcome you back with joy. As parents, when you send your children out and they go and conquer, like you have done, you cannot help but be proud of such children. On behalf of Mr. President and the Honourable Minister of Foreign Affairs, we commend you for your exceptional performance in Guinea Bissau and assure you of our support in your next service to our nation.”

Earlier speaking, the Director of Programmes at NTAC, Amb. Mohammed Mohammed, congratulated the volunteers on the successful completion of the programme, while informing that the certificate-presentation and debriefing exercise, which had been a rare event for sometime at the agency had now become the third in the series since late November this year.

Also speaking on the occasion, Amb. Alexander Tope Ajayi, Director, Planning, Research and Statistics at the Ministry of Foreign Affairs, lauded the giant strides the TAC Scheme has continued to make as an instrument of the nation’s Foreign Policy conduct since its inception. He said the Ministry was proud of the strings of successes made at the Agency.

Among the volunteers who received their Certificates of Participation was Dr. Adama Samuel John, a Consultant Pediatrician and Team Leader of the group. Dr.Adama, who thanked the Nigerian Technical Aid Corps and its management for their care for the group, also informed that the medical professionals gave nothing short of their best in all the departments where they served in Guinea Bissau, while stressing that the group was pressed upon by the recipient country to continue at their job after the two-year service.

The infield surveillance workers from OML30 cluster 5,6,,8 and 9 area B, at the weekend staged a peaceful protest over infield covert surveillance contract won by CMD LTD, an indigenous contractors from Oleh community Oml 30, an unlawful act by Heritage energy operational services limited (HEOSL) to manipulate an indigenous contractors.

The workers in their numbers blocked the entrance of Heritage energy operational services limited Field logistics Base (FLB) Oleh, chanting songs of Manipulation and deprivation with placards having inscription as, “NEPL/Shoreline Order Heritage to release the award letter to CMD LTD An indigenous contractor from Oleh community Cluster 5, OML30”, “Heritage “C&P” Department, “We have not seen were a kick up meeting was held with a winning contractor after two to three weeks, and the same mail was also given to another contractor who is not from Oml 30 AND DID NOT EVEN BID FOR AREA B.

Others are ” NEPL Manager/ shoreline natural resources LTD and Heritage Energy operational services limited,TEZINO NIG LTD is from Oml 26 NOT OML 30″

In line with OML30 “GMOU” Signed by all parties, All surveillance contracts are for indigenous contractors which powered the host communities president General from AREA B ISOKO to recommend host communities Contractors for the infield surveillance contract for the company to select the capable one among them, But the Controversial CDB Board chairman, High Chief Iduh Amadhe and Others Hijacked the contract to a non indigenous contractors from OFAGBE Community OML 26.

Speaking to newsmen, Chief Efe Olunata from Cluster 8 OML30 Otor Owhe community said,
HEOSL sent ITT to only contractors from area A (Urhobo) and B ( Isoko), and the contractors were screened by HESOL, NEPL and Shoreline natural resources LTD, after due Diligence by HEOSL and his JVs partners NEPLand shoreline natural resources LTD.

A Counteroffer with congratulations mail was sent by Chuks from C&P department HESOL to CMD LTD on the 27th of November 2023 who is an indigenous contractors from Oleh community OML 30 To accept HESOL conteroffer for the contract.

Chief Efe Olunata posited that CMD LTD immediately sent an acceptance mail to the HESOL C&P department,C&P department HEOSL also used the same mail to invite CMD LTD management for a kick off meeting with HEOSL security manager at heritage energy operational services limited office Edjeba Warri delta state, which CMD LTD management attended where C&P department Engr chuks introduced CMD LTD to HESOL security manager as the winner of infeild surveillance contract AREA B ISOKO

He noted that CMD LTD preferred former contract staff that have experience,

He further stated that the company’s rules of engagement contradict counteroffer of contract to two contractors for the same contracts.

Chief Efe Olunata added that the infield covert surveillance host community workers for AREA B will resist the double contract counteroffer by C&P department of Heritage energy operational services limited, emphasizing that the JVs partners HEPL and shoreline natural resources LTD should order Heritage energy operational services limited, operators of OML 30 oil firm to resolve their grievance, failure to do so within one week, the company facilities will be shut down in AREA B.

Also speaking, Prince Ogologo Meshach from Uzere cluster 9 OML30 said, on April 2023, HESOL and JVs partners HEPL/Shoreline asked all infield contract staff to leave the field as the former contractor Morma marine owned the workers backlog of salaries, noting that Heritage management promised to engage a competent contractor that will carry all the coordinators and workers along without oweing them

He further stated that letters were sent to HEOSL at Ejeba office, DSS Asaba and NEPL Benin to notify the company over the unlawful act of HEOSL in OML 30 over INFIELD SURVEILLANCE CONTRACT.

On his part, Prince Collins Idama from Cluster 5 Oleh community corroborated saying Vice chairman / CEO CMD LTD who won the contract is from Oleh community Cluster 5, adding that the kick-off meeting was scheduled for 27th of December 2023 as confirmed by the security manager Mr. Hemman of Heritage Energy Operational Services limited.

He further stated that at the kick off meeting with HESOL C&P personnel Engr Chuks and security manager, fixed a meeting to meet with CMD LTD management at their operational office Oleh Isoko south local government area of Delta State on how workers can move to the field to protect every day valving and vandalisation.

Responding DSS Denis Okeh of HEOSL promised to transmit the protest message to Heritage Energy Operational Services Limited management, noting that subsequent copies of protest letters be given to them for early response.

The workers also took the protest to Isoko Development Union secretariat, just as the president general, Prof. Chris Akpotu assured of amicable resolution of by the issues at the ongoing 2023 delegate conference.

Christmas: IPCR Charges Nigerians On The Need For Peace, National Cohesion, Security

As Nigerians join the rest of the world to celebrate this year Christmas, the Institute for Peace and Conflict Resolution (IPCR) has enjoined citizens to strive for peace and unity.

The Institute urged citizens to note that Christmas is the celebration of the birth of Jesus Christ and should emulate his teachings anchored on peaceful co-existence.

The Director-General of IPCR, Dr. Joseph Ochogwu, in his Christmas and New Year message to Nigerians, charged them to be ambassador of peace anywhere they find themselves, adding that peaceful coexistence enhances development.

The DG urged Nigerians to keep the flag of unity high, noting that unity and peace are the hallmarks of a progressive nation. He advised travellers to be cautious of the time we are in and take the message of peace home.

He said that peace, unity and security have the potential to break the vicious circle of underdevelopment and therefore appealed to Nigerians to use this yuletide period to pray for the peace, unity and progress of the nation.

He reminded fellow citizens that nation-building is the responsibility of all and therefore, every Nigerian should rise up to the occasion to build the Nigeria of our dream.

He said: “As an Institute, we are aware of the enormous challenges bedevilling our country, nevertheless, we should keep hope alive and continue to have faith that a new Nigeria will rise from the ashes of these challenges.

“Let our thoughts and actions be peaceful, tolerant, and receptive towards one another as this is the only organic means to change the dangerous narrative that has eaten deep into our social fabrics and national cohesion.”

He also urged Nigerians to have a sober reflection, and connect their hearts to God in the spirit of the season for the restoration of our dear country.

The Director-General observed that if over 200 million Nigerians will stand for peace henceforth, then the implication is that a circle of peace would encircle the nation and fill up not only the violent spaces but also, reposition the country on the path of peace and progress.

He implored Nigerians to continue supporting the effort of President Bola Tinubu and his Renewed Hope Agenda, by providing the right and timely information to the relevant agencies of government in order to mitigate violence.

He wished all Christians Happy Christmas Celebration and appealed for more interfaith connections and sharing of love during and after the yuletide.

Operatives of the National Drug Law Enforcement Agency (NDLEA) has thwarted desperate attempts by transnational criminal organisations to flood Nigerian communities with large quantities of assorted illicit drugs during the yuletide season with the interception of millions of tramadol 225mg pills, thousands of codeine syrup bottles and bags of Canadian Loud in consignments arriving the country ahead of the Christmas celebration.

A statement on Sunday by the spokesman of the anti-narcotics agency, Femi Babafemi read that at the Murtala Muhammed International Airport, Lagos, all tricks employed by the drug syndicates to smuggle into the country 7.5 million pills of tramadol 225mg through the NAHCO import shed of the airport were frustrated by NDLEA officers with the cooperation of men of the Nigeria Customs and other stakeholders.

Babafemi said the consignment which was taken into custody last Friday came onboard Turkish airline with no country of manufacture or origin, adding that apart from being the first time such shipment would be seized on the airline’s flight, it was equally the first of such coming from Hamburg, Germany.

He said the 7.5 million tramadol 225mg pills were also specially designed and packaged as tamol-x concealed in 100 big cartons weighing 7,150 kilogrammes, which arrived the country on 11th December and placed under surveillance until last Friday, stating that preliminary test of the tablets proved positive to tramadol hydrochloride.

Babafemi said operatives of the Lagos Command of the agency last Wednesday conducted a search operation on two shops marked Chex Mat Global Link Limited at Trade Fair complex in Ojo area of Lagos where 258 cartons of codeine-based cough syrup and eight cartons of codeine tablets were recovered. The cartons contain: 49,200 bottles of codeine syrup and 46,200 tablets of same opioid.

He said the following day Thursday, NDLEA operatives raided a house in Mushin area of Lagos where a 70-year-old grandma, Selifat Cole and her son, Babajide Cole were arrested with 117.9 kilogrammes of cannabis sativa, adding a consignment of spare parts that originated from Asaba, Delta state and going to Malviya Nagar, New Delhi, India was intercepted at the cargo terminal of the Lagos airport last Wednesday with the help of NDLEA sniffer dogs.

Babafemi said the dogs were able to identify the particular shipment containing illicit drug concealment, which a physical examination later confirmed to be cocaine measuring 200 grammes.

The spokesman said not less than 70 parcels of Canadian Loud, a strong strain of cannabis, with a gross weight of 35 kilogrammes were seized by operatives of the Tincan Command of NDLEA from a container, marked BEAU 4993525 coming from Toronto via Montreal, Canada. He noted that the container contained four used vehicles, including a Honda CRV 2006 model, where bags of the psychoactive substance were concealed.

He said in Abuja, NDLEA operatives last Monday intercepted a waybill consignment of 25,000 pills of tramadol, while their counterparts in Anambra arrested two suspects at Onitsha head bridge, Ejiro Emmanuel was driving a bus marked EFR 31 XB conveying 61,100 tramadol capsules; 1,025 bottles of codeine; 1,350 tablets of rohypnol and 46 grammes of designer drug, while Daniel Ogbiyoyo was caught in a bus marked SAP 540 YK conveying 55,950 tramadol capsules; 3,117 bottles of codeine; 1,530 tablets of swinol and 1,350 tablets of rohypnol.

Operatives in Delta state last Monday in a joint operation with the military raided the home of a drug kingpin, Chukwuma Eneriku at Okanaro street, Abbi town, where bags of cannabis weighing 353 kilogrammes were recovered. Same day, NDLEA operatives in Enugu recovered bags of cannabis sativa weighing 435.1 kilogrammes in a warehouse located at Trans Ekulu, Enugu East local government area.

In Edo state, Babafemi said five persons dressed in NDLEA operational jackets were arrested with a fabricated gun and pistol carved from wood following intelligence that they were impersonating as officers of the agency and conducting illegal operations. The suspects include: Sebastine Asekiamhe, 22; Raymond Otaru, 28; Emmanuel Wisdom, 23; Solomon Edogamhe, 27; and Bonaventure Oghibui, 22. While some others in NDLEA jackets escaped, a bottle of codeine-based syrup was found with those arrested.

He said the ongoing War Against Drug Abuse (WADA) advocacy campaigns to schools, markets, worship centres and communities took place at Ikuduru local government area, Imo; with advocacy visits to Fuji music maestro, Alhaji Wasiu Ayinde Marshal, Kwara First Lady and Chairperson Nigeria Governors Wives Forum, Prof. Olufolake Abdulrazak, Oba of Lagos, Oba Rilwan Akiolu; and sensitisation lecture to members of Jama’atu Fitayanul Islam at Aliyu Mustafa College, Yola.

Meanwhile, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd), while commending the efforts of the officers and men of MMIA, Lagos, Edo, Anambra, Enugu, Delta, FCT and Tincan Commands of the agency as well as the K-9 Unit for jobs well done in the past week, urged them and their compatriots across the country to remain vigilant and get ready for the next phase of operations in the new year.

Security: 646 Arrests Made Across National Parks- Conservator General

As the Federal Government continues to take step to keep the national parks safe and free of criminals, the National Park Service during the year 2023 has made 646 arrests across the country.

Addressing the media at the weekend on successes made in 2023, the Conservator General of the National Park Service, Dr. Ibrahim Goni gave the break down of the arrest to include 44 hunters, 222 grazers, 131 loggers, and 249 others, noting that these arrests were made in all the national parks, with Gashaka-Gumti recording the highest number.

He said in relation to banditry incidents, 37 suspects were apprehended in connection with mining/banditry in Old Oyo National Park, while Kainji Lake National Park arrested three suspected bandits and neutralized five others.

Goni added that four victims were rescued during these operations conducted within the year, and various items such as motorcycles, phones, and machetes were recovered.

He also revealed that a total of 646 cases were prosecuted in the National Parks during the year, with breakdown of the prosecution cases showing 161 convictions, 215 fines, 119 warnings and discharges, and 151 cases pending. Cross River and Gashaka-Gumti National Parks recorded the highest number of convictions.

The Conservator General also disclosed that total revenue generated for the Service from January to date stands at N83.2 million, noting that the revenue was derived from various sources, including ecotourism, compoundment, compensation, and others.

He said all revenue has been remitted to the Federal Government’s coffers

Goni said within the year, the National Park Service signed several Memoranda of Understanding (MoUs) with different organisations, with the MoUs aim to support and strengthen the capacities of the National Park Service in addressing conservation challenges, disclosing that some of the organisations MOUs were signed with include the Safe Nature and Humanity Club, Sayari Dunia Sustainable Tourism Foundation, West African Conservation Network, and Sterling Oil Exploration & Energy Production Co. Ltd.

He noted that the signed MoUs have had a significant impact on park protection, capacity building, and support zone development.

He said within the year, the National Park Service collaborates with relevant stakeholders to combat wildlife trafficking in Nigeria, revealing that: “Seizures have been made, and efforts have been made to release live animals back into the wild. The Nigerian Customs Service recently confiscated 81 parrots among other bird species, galagos (bush babies) which were handed over to the National Park Service for rehabilitation and reintroduction to the wild. Additionally, the National Park Service has developed a policy document on combating wildlife and forest crime in Nigeria in collaboration with the United Nations Office for Drugs and Crime.”

Gov. Oborevwori assents 2024 Appropriation Bill of N724bn

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Wednesday, in Asaba, assented to the state’s 2024 Appropriation Bill of N724,979,313,867 billion.

The approved budget is made up of N316,624,462,711 recurrent expenditure while the sum of N408,354,851,156 is for capital expenditure.

While signing the budget tagged “Budget of Hope and Optimism”, Governor Oborevwori said the 2024 budget is geared towards putting the economy of the state on the path of sustainable growth.

He remarked that the budget would boost both domestic and direct foreign investments and productivity and enhance the ease of doing business in the state.

He underscored the significance of the budget, adding that “the law provides a veritable foundation for the sustainable delivery of our social and economic pact – the MORE Agenda to the good people of Delta State.

He said: “I am happy to welcome you to this budget signing. I am happy because this time last year I stood here to present the 2023 budget for assent as Speaker, but by the grace of God I am sitting here as Governor of Delta to asent to the bill.

“We have allocated 44% and 56% of the budget to recurrent and capital expenditure amounting to N724,979,313,867 billion total budget size.

“The budget is very key to the developmental programme of the state and the budget we signed today is less by 12 percent compared to that of 2023.

“In preparing these estimates, we were very mindful of the current economic realities thus the evident 12% reduction in the size of this budget when compared to that of 2023.

“We are cutting down on recurring expenditure to free up much needed funds for the sustainable financing of our critical infrastructure and human capital.

“These would allow for the ease of doing business, attract domestic & direct foreign investments, and improve productivity thus sustaining the growth of our domestic economy.

“By the grace of God since the commencement of our administration in the last six months we have not borrowed and we are paying our contractors and meeting all our obligations.”

He commended the Speaker and members of the House of Assembly for their support and cooperation in the interest of the state.

“The Objectives of the 2024 budget include: To control the effects of inflation through fiscal discipline and judicious allocation of resources, accelerated infrastructural development; stimulate growth of the non-oil sector and make the economy more resilient to external shocks.

“The budget will further enhance the business competitiveness of the state by nurturing and promoting the growth of Micro, Small, and Medium Enterprises; create employment for the state’s teeming youth population and raise the productivity of the state’s land, labour, and capital assets.

“We appreciate the Delta State House of Assembly for the passage of this Bill and previous Administrations for entrenching the core values of service through partnerships, innovation, transparency, accountability, inclusiveness and fiscal responsibility.

“Let me assure our people of faithful implementation of the 2024 Budget. This administration is focused, process driven, and result-oriented in its governance style.

“The progress that we have made in the last six months should give hope to our people that the goals we have set in this budget will be pursued with similar zeal and dedication”.

Presenting the Appropriation Bill, the Speaker of the Assembly, Rt. Hon. Emomotimi Guwor, said that the Bill was presented to the House on November 29 and passed on December 14 after passing through all legislative processes.

Guwor said the Budget as passed by the House aligned with the state’s policy direction of fiscal discipline, sustainable growth, investment and productivity, transparency, accountability, and efficient and effective service delivery.

He added that the report of the Finance and Appropriation’s Committee on the Appropriation Bill, 2024 encapsulated consensus view points of the MDAs and the Standing Committees of the House.

Gaza War Have No Winner, But Leaves Everyone A Loser- Palestinian Ambassador

The Palestinian Ambassador to Nigeria, Abdullah Shawesh has said the war on Gaza by the Israeli force should be immediately put to an end as no one is a winner but everyone is a loser.

Addressing journalists in Abuja on Wednesday at a forum organised by the Nigerian Supreme Council for Islamic Affairs (NSCIA), said: “In this war all of us are losers, but Israel is a bigger loser.”

He noted that it would be a mistake to take the ongoing hostilities as an Israel/Palestine problem, insisting that the entire world is interconnected and what affect one affects all.

Shawesh, who said Palestine is definitely not seeking support of anyone in the ongoing attack on Gaza, insisted that the Palestine’s position deserved to be heard.

He said: “We are not looking for support but we are seeking to be listened to. We are owed the moral duty of being listened to.”

The envoy said: “No one is safe until everyone is safe. The international community should ensure peace return to Gaza and Palestine.”

He insisted that: “All resolutions at the UN concerning Palestine should be enforced. And no more lip service should be pain to decisions taken concerning Palestine.”

On Israel being a bigger loser in the ongoing standoff, Shawesh said the original plan of Israel to exterminate Palestine is yet unachieved and can never be achieved.

He equally added that since the start of the present hostilities, Israel has not been able to get any hostage released, noting that it is time for the Israeli force to lay down their arms and come to the round table for a resolution of the age long crisis.

The NSCIA has always called for immediate stop of the siege of Gaza, insisting that the attack by Hamas on Israel was reactionary, stressing that: “The recent attack on Israel by Hamas -an original creation of Israel which was turned against it by conscience- was just a ring in a long chain of incidents that should have been addressed given that actions and reactions are always in a state of flux. We should also remember that Israel staged the coup against the democratically elected Hamas in Palestine. When people are pushed to the wall, they fight back and that was what Hamas did. However, an all-out war and complete siege on two million defenceless people is atrocious, abhorrent and unjustified.”

SIM FUBARA: THE ROAD AFTER THE RIFT

It came as a pleasant surprise to many, the way the hitherto smoking swords were put back into their ploughshares, anger dissipated and good or evil machinations abandoned by both parties in the ongoing political slugfest in Rivers state.

The peace which was brokered by President Tinubu after an earlier attempt, has helped to simmer down the turbulent ocean of mischief, hate, anger and political animosity brewing in the oil-rich state, or so it seems.

So many questions are popping up than answers in the aftermath of this brokered peace by President Tinubu.

On which legal ground or constitutional provision does the President stand to broker peace between his appointee and the erstwhile godson and executive governor of Rivers state, Sir Siminilayi Fubara?

Which among the eight points in the reconciliation document favours Fubara directly in the long run?

Where’s the guarantee that there will be sustainable peace between the state executive and the House of Assembly with 25 “unfriendly” members breathing down on the handful rest?

Why does everything look like one party is being rewarded and feared and another berated? What makes Fubara wrong and Wike right?

This type of undemocratic peace-making may make peace-building difficult in the long run, which could lead to another round of chaos. The road after the rift must be seen to be democratic, free and fair with no victors or vanquishers. And this is what the political solution offered by President Tinubu could have helped us to achieve.

It is this perceived lopsidedness of the eight-point resolution that brings in the displayed dissatisfaction of some ethnic chieftains like Chief Edwin Clark, who vehemently call for its rejection.

We must be careful not to slaughter justice on the altar of political expediency.

NSCDC Arrests Railway Infrastructure Vandals, Illegal Vandals in Abuja

Operatives of the Nigeria Security and Civil Defence Corp (NSCDC) have arrested two vandals of railway infrastructure and 11 illegal miners in the Federal Capital Territory, Abuja and environs.

According to the FCT Commandant of the NSCDC, Olusola Odumosu, whose men clampdown on the criminal elements, the two railway vandals were arrested by the Operatives of the Critical National Assets and Infrastructure unit of the command for willfully vandalizing rail tracks and traffic lights in Wuye Area of the territory.

He said the Command in collaboration with the Nigerian Army arrested 11 suspects involved in illegal mining activities at Izom, a community located at the boundary of FCT and Niger State.

Parading the suspects the FCT Commandant, Olusola Odumosu informed that the proactive measures taken by the Command would serve as a deterrence to other criminals within the territory.

Odumosu stated that: “Our effort is geared towards combating various forms of criminality, particularly vandalism of Critical National Assets and other public infrastructure, illegal mining activities and among others within the FCT.

“We will continue to demonstrate zero tolerance to vandalism and there is no plan to retreat on this mission as they must all be brought to book.

“I have vowed that there is no hiding place for evil perpetrators, so in this vein, active efforts are underway to apprehend their masterminds who are still at large.”

He reiterated that economic sabotage through illegal exploitation of the nation’s mineral resources not only poses serious threats to the ecosystem, and the well-being of the host communities, the nation also loses billions of naira to these illegal operators.

He noted that the apprehended suspects are being investigated and would be subsequently charged to court as they are currently assisting with useful information that would determine their level of culpability or affiliation with other criminal syndicates notorious for illegal mining operations within the FCT.

The Commandant used the occasion to warn vandals of critical national assets such as the railways, illegal miners, one chance syndicate, scavengers, and kidnappers that such crimes activities will not be tolerated within the FCT jurisdiction again.

He said: “We remains committed and dedicated to ridding FCT of criminalities and we are working tirelessly to identify and apprehend individuals or groups engaged in criminal activities that undermine the safety and prosperity of the citizens.”

For over a decade, Dr Azemhe Azena has been a packaged answer to the cry of many distressed widows, students, prison inmates, ex-prisoners, hospital patients and indigent communities, especially in Edo state.

Giving him the mandate to govern Edo state will be nothing else but an amplified continuation of the many and countless humanitarian gestures and community development that have become his daily goals and aspirations. Let us all aspire to his inspiration. With him, a better Edo state is possible!

Delta 1st Lady, Deaconess Oborevwori Hosts First Christmas Party for Delta Children

As part of the yuletide celebrations, the wife of the Delta Governor and Founder of the You Matter Charity Foundation,  Deaconess Tobore Oborevwori on Monday, December 18, 2023, hosted a Christmas party for children in the state.

The heartwarming celebration which took place at Government House Asaba, was the first party organized by Deaconess Oborevwori since her assumption of office as First Lady and was attended by over 500 children from the 25 local government areas of the state.

Addressing the children, Deaconess Oborevwori and urged them to be of good morals and show commitment to their education to make their parents and the state proud.

She reiterated the vision of her foundation, ‘creating a world where everybody is somebody’, and implored the children to be good ambassadors by honouring their parents and elders.

The Governor’s wife further encouraged the spirit of sharing during the festive season, especially with vulnerable individuals and members of immediate communities.

She offered prayers of safety, prosperity, and good health for the children and wished them a prosperous 2024 while looking forward to future celebrations in the coming years.

Welcoming the children and other guests to the party, the Director General of the You Matter Charity Foundation, Barr Lawrentta Ogbedo emphasized the need to give during the yuletide. In a sermon, Mrs Nkechi Onianwa urged all to draw close to God in this festive season and value one another, which is the core of the You Matter Charity Foundation.

The event was filled with fun activities, including various games, dancing competitions, entertainment by Santa Claus, Television cartoon characters, and bouncing castles.

Sustainable growth, building resilience in Africa require structural transformation – Economic Report on Africa (ERA 2023)

The Economic Report on Africa 2023 (ERA 2023) has said: “Achieving sustainable growth and building resilience requires structural transformation.”

It also said: “Successful industrial policy requires both sectoral focus as well as getting the basics right. It is essential for countries to identify optimal combinations of policy actions to nurture an industrial programme.”

The report with title: “Building Africa’s Resilience to Global Economic Shocks”, and presented by the Director, Macroeconomics and Governance Division at the United Nations Economic Commission for Africa (UNECA), Adam Elhiraika, was launched in Abuja on Monday.

The report showed that the current global economic architecture affords opportunities for African countries to leapfrog and accelerate industrialization through careful experimentation of what has worked elsewhere and adapting it to local conditions.

Elhiraika explained that firm survival and growth in Africa were closely linked with exporting, working with international capital and international or global firms, adopting international managerial norms and standards as well as developing industrial clusters.

These elements, according to ERA 2023, come in different shades depending on the type of firms and their technology intensity. Broadly, however, three economic fundamental gaps require attention to get the basics right: skill gaps; infrastructure gaps and overall institutional quality gaps.

On Promoting regional value chains, the report states that countries can collaborate in creating, for example, regional agricultural commodity markets that will help to connect surplus economies with net importers for wheat, sugar and rice. This will reduce dependence on Russia and Ukraine.

The report also explained that: “Financial integration could also protect the continent from the vicious cycle of debt distress and liquidity crunches through regional bond markets that would enhance savings mobilization, risk pooling and funding for regional and national infrastructure.”

UN Resident and Humanitarian Coordinator, Matthias Schmale, represented by the Economist in the Resident Coordinator’s Office, Nonso Obikili, noted that the convergence of many crises, such as the shocks generated by the consequences of the COVID-19 epidemic, the ripple effects of the Russian invasion of Ukraine, and climate change had resulted in Africa experiencing a setback or lack of progress in achieving the targets set by the Sustainable Development Goals (SDGs).

He cited an example of the impact of shocks on poverty, in 2021, when almost 30 million Africans experienced severe poverty, and the loss of 22 million employment occurred.

“The top ten countries with the highest number of poor people account for 64.7% of the continent’s poor population. The first four countries—Nigeria (100 million), the DR Congo (67 million), Tanzania (36 million) and Ethiopia (33 million)—account for 42% of the poor population.” Schmale said.

The ERA 2023 therefore called for new approaches for African countries to address challenges of global economic shocks. The report calls for improving risk management and building resilience strategies through well-designed national development plans and good governance, as well as structural transformation through equitable green growth and smart industrial strategies.

Special Adviser to the President on Economic Matters, Dr Tope Fasua, highlighted economic recessions that Nigeria had experienced in the past: Commodity price crashes of early 1970s after the oil boom in 1973; recession of the 1980s due to fall in commodity prices; and another crash in the mid-2000s due to crude oil crash. “We live life of volatility in terms of our finances, and most of Africa is still tethered to these kinds of risks.” He said.
At the launch were representatives of the United States Embassy, European Union, USAID, Federal Ministry of Budget and Economic Planning; Federal Ministry of Finance; Central Bank; and UN Agencies.

Convicted Drug Baron Forfeits VGC Mansion, Jeep to FG

A multi-million-naira mansion used as clandestine laboratory for the production of methamphetamine by a convicted drug baron, Okenwa Nzewi, has been forfeited to the federal government.

The property is located at K-5A/2 Road 14, Victoria Garden City (VGC) Estate, Lekki area of Lagos used. The forfeiture followed a court ruling secured by the National Drug Law Enforcement Agency, NDLEA.

Okenwa was arrested along with his associate, Sunny Ukah on 30th July 2022 and subsequently arraigned on four counts in charge number FHC/L/527C/2022 at the Federal High Court, Lagos. They both pleaded guilty on 17th July, 2023, while they were convicted and sentenced to four and three years imprisonment with an option of fine of N4 million and N3 million respectively in addition to community service for four and three weeks each.

Okenwa’s vehicle marked EKY 496 DJ was equally forfeited to the Federal Government.

The NDLEA To further deny him enjoyment of proceeds of crime, filing a civil forfeiture charge against the building used as clandestine laboratory at the Federal High Court Lagos which initially granted an interim forfeiture order that elapsed on 6th December before the final forfeiture on 7th December 2023.

Meanwhile, NDLEA operatives in Lagos on Friday 15th December arrested a 75-year-old grandma, Mrs. Sekinat Soremekun for dealing in illicit drugs. At the time of her arrest in Oshodi area of Lagos, quantities of cannabis and litres of codeine syrup were recovered from her. In Imo, operatives on patrol along Owerri-Onitsha expressway last Thursday
intercepted a way-billed consignment containing cocaine weighing 2.287 kilogrammes . The shipment coming from Lagos was concealed in cellophane condoms, and heading to Port Harcourt, Rivers State.

A suspect, Isaac Okoh, 45, has already been arrested. No fewer than 10 jumbo bags of cannabis weighing 100 kilogrammes were recovered from the ceiling of a dealer, Ibrahim Yahaya, 35, when his house was raided in the Tudun Kofa area of Lafia, Nasarawa State last Friday while he was also arrested.

At the SAHCO export shed of the Murtala Muhammed International Airport, Lagos, over 1.5 million pills of tramadol 225mg and rohypnol were intercepted in a cargo going to South Africa by NDLEA operatives in collaboration with personnel of the Federal Airports Authority of Nigeria (FAAN).

Two suspects: Bada Akorede, and Amusan Sharafadeen have so far been taken into custody in connection with the consignment, which consists: 1,050,000 pills of tramadol 225mg and 510,000 tablets of rohypnol.

At the Federal Capital Territory, FCT Abuja, operatives last Friday intercepted a consignment of 1,496 bottles of codeine syrup at A.Y.A area of the city while a suspect, Ozioma Enoja, 31, was arrested in a follow up operation. Another consignment of 400 bottles of the same opioid coming from Port Harcourt, Rivers state was also seized along Abaji-Abuja highway on Saturday 16th December after which a suspect, Bala Ishaq was arrested during a follow up operation at Zuba motor park.

While 17 bags of cannabis sativa weighing 195.8 kilogrammes stored in a bush at Gbanke village, Orhionmwon LGA, Edo state were recovered by NDLEA operatives last Wednesday, anti-narcotic officers in Ogun state intercepted two suspects: Edun Olowokou and Tunde Elijah at Alamutu roundabout area of Abeokuta with bags of same psychoactive substance weighing 279kg.

In Borno state, NDLEA officers last Tuesday arrested Bukar Ali, 29, and Abacha Alhaji Fantami, 20, with 171 kilogrammes of cannabis at Ngamdu, Kaga local government area, while three suspects: Jamilu Haruna, 22; Mohammed Hassan, 23; and Aminu Umar, 50, were nabbed with 57 kilogrammes cannabis on last Wednesday at Tsafe checkpoint, Zamfara state, when they were on their way to Zurumi, a village known as bandits’ enclave.

At least four suspects: Ezekiel Monday Thompson, 56; Hezekiah Ime, 20; Nsikak Okon Jonah, 39; and Chidi Kalu, 44, were arrested with a total of 121 kilogrammes cannabis and 5.1 grammes of methamphetamine in parts of Cross River state on Monday 10th December.

The War Against Drug Abuse, WADA, advocacy campaign of the agency continued in equal measure in schools, markets, worship places and others across the country in the past week. Some of them include: WADA advocacy lecture for students of St. Margaret High School, Ilesa, Osun; students of Federal Government Girls College, Shagamu, Ogun; students of Wesley Model Primary and Secondary School, Badagry, Lagos; students and staff of Government Junior Secondary School and Government Girls Senior Secondary School, Yaryasa, Tudun Wada LGA, Kano state.

While commending the officers and men of the MMIA, Lagos, FCT, Imo, Edo, Borno, Ogun, Zamfara, and Cross River Commands for the arrests and seizures of the past week, as well as those of the Directorate of Prosecution and Legal Services for their diligent prosecution of cases in court, Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd) urged them and their compatriots across all formations of the Agency to intensify the offensive action tempo against drug cartels as the yuletide season approaches while maintaining an equal balance with their drug demand reduction efforts.

UN Women Asks for Prioritization of Funding for War Against SGBV

United Nations Women has called for prioritization of investment by all stakeholders in financing development plans towards ending violence against women and girls, even as it pleaded for strategic policy development aimed at putting a stop to the scourge.

The call was made at the weekend by the UN Women Deputy Country Represntative to Nigeria. Mr. Lansana Wonneh at a Joint Symposium on Prevention of Violence Against Special Need Groups in Nigeria; with the theme: “Tackling Multi-forms of Vulnerability and Violence through Improved Policies, Programmatic and Funding Mechanisms”.

Wonneh, who was represented by the National Programme Officer UN Women, Mrs. Patience Ekeoba, said that despite many countries passing laws to combat violence against women, weak enforcement and discriminatory social norms remain a significant problems.

He said: “Being able to stop violence from occurring in the first place is critical to achieving the goal of ending violence against women and girls (VAWG) because if violence does not occur all the other GBV responses will not be necessary. VAWG is preventable; we need to continue to invest in transforming social norms, addressing unequal gender power relations, strengthening essential services for survivors, and enabling safer environments. I call for more attention to gender responsive budgeting, ensuring that budget circulars have definite allocations to gender equality and women empowerment including budget for addressing violence against women and girls.”

Wonneh explained that women with special needs and other groups experience violence differently because of their vulnerability and special needs, hence the need for stakeholders engagements to mobilize support and raise awareness to end the menace.

He added that: “The symposium provides opportunity for ASWHAN and the other special need groups to share their experiences of violences, their survivor stories and make demand for increased prevention interventions and response. It will also allow all relevant government agencies, the UN System, development partners, civil society gather here today to listen, discuss and advance prevention strategies and funding mechanism to enhance prevention and mitigation services and actions for the targets groups. So I call on you to participate actively so that at the end of today’s interactions we will all come up with practical strategies towards reducing and eliminating violence that affect this critical groups in our society.”

Also speaking, the Acting Director, Policy Planning and Coordination, Nation Agency for the Control Aids (NACA), Dr. Yinka Anoemuah, noted that the agency will continue to work with partners to achieve the desired goal of ending all forms of violence.

“We have so many vulnerable population that experience vulnerabilities and that is why we will continue to partner with the UN system and partners to find ways to bring an end to all the challenges that people are facing in the communities. We recognize very much the relationships between Gender Based Violence (GBV) and HIV, and that is why to the key area of strategic engagement that we have over the years, because if we want to control the virus, and end the epidemy by 2030, we need to bring to a stop all forms of violence, be it emotional, psychological, physical, then we have to work together to make that happen. Without resources, without people, without investment we will not be able to do it, but with collaborations and partnerships we will achieve a lot”. She noted

On behalf of people with disabilities, the President Women With Disabilities, Lois Auta, called for an increase in budget allocation on disabilities issues.
“Women with disabilities are much more vulnerable to issues of GBV, these violence could be in different forms such as issues of economic empowerment, issues of health, issues of institutional barriers and infrastructural Barriers. We have legal frameworks and these frame works are not implemented. The big issues is lack of funding, with need to come together and collaborate and activate the goal 17 of SDG, by working together. We need to insert a budget plan in all the MDAs for issues of women and girls with disabilities.
She said: “We need to talk to National Assembly to increase the budgets allocation on issues of disability as well as increase awareness on GBV in the rural areas.”

According to the Head Health Desk, Ministry of Women Affairs, Mrs Marian Shuaibu, the ministry takes priority in the wellbeing of all women. Noting that approval to establish a mobile court to deal with the perpetrators of GBV has been gotten, as well as development of a policy on mental health.

This year theme, “UNiTE!; Invest to Prevent Violence Against Women & Girls” is apt as it focusses on investment and financing of strategies and programmes that will help prevent violence from happening in the first place against women and girls.

The symposium was put together by UN Women, NACA, UNAIDS, Association of Women with HIV/AIDS in Nigeria, (ASWHAN) and the Ministry of Women Affairs.

GOV. FUBARA PROMISES TO MAKE RIVERS STATE UNIVERSITY ONE OF THE BEST UNIVERSITIES IN NIGERIA

Governor of Rivers State, Sir Siminalayi Fubara has promised to provide necessary financial and other levels of support that will strengthen the capacity of the Rivers State University (RSU) to rank as one of the best in Nigeria.

Sir Fubara made the promise at the 35th convocation ceremony of the Rivers State University that took place at the Convocation Arena of the institution in Nkpolu-Oroworukwo, Port Harcourt on Saturday.

The governor said the promised support is borne out of the fact that education serves as the cornerstone for a firm, equitable and progressive society that is desired by Rivers State.

“Bear in mind that funding is a problem, not just to this university system but also to governance. But as you all know, education is the cornerstone of a firm, equitable and progressive society.

“Therefore, we will continue to do our best to finance our university. Our commitment to make RSU one of the best in this country is a target and a process we have just started today.”

Governor Fubara noted with delight the result-oriented approach adopted by the leadership of RSU to achieving the record of successes being celebrated including securing full accreditation for all programmes in the institution despite the challenges.

“Let me commend the VC for his innovation, and result-oriented approach to the administration of this university. Let me promise this university community that the grant approved but not released will be released by Monday, 18th Dec. 2023.

“The essence of our commitment to education development is reflected in our 2024 budget where it received the third highest allocation.

“Let me, therefore, assure you that we will disburse a fair share of these resources to address the University’s most critical challenges, including support for the full and effective development of the new campuses, the provision of a stable power supply, the building of student hostels, and effective CCTV coverage to enhance safety and security in the campuses.”

Giving his address, Vice Chancellor of the Rivers State University, Prof Nlerum Okogbule said a total of 6,326 graduates were conferred with first degrees, postgraduate diplomas, Masters and Doctor of Philosophy.

Prof. Okogbule informed that all 24 programmes in the university have full accreditation, the admission quota for the medicine and surgery programmes increased from 100 to 200 students; that of nursing and midwifery also increased from 50 to 100 and that all of the university’s four satellite campuses are in full operation.

In his remark, the Chancellor of the University, Justice Sidi Bage Muhammad 1, who is also the Emir of Lafia Bare-Bari and Chairman of Nassarawa State Council of Chiefs, demanded adequate funding of tertiary institutions so as to strengthen them to undertake research that addresses the developmental needs of Nigeria.

GOV. FUBARA DECLARES, WE ARE NOT FIGHTING ANYBODY

Sir Fubara made the declaration while flagging off the twenty thousand (20,000) housing units for low-income earners in the State, along the Obiri -Ikwerre- International Airport road on Friday.

Governor Fubara said, that in protecting the interest of the State, his administration will continue to do what is right before God and men while encouraging a robust participation of the people in governance.

“For our people, I want to assure you, our government has nothing to do with fighting anybody. Our governance is to take care of and defend our people. I can assure you here, that this is the beginning of our service to the people of Rivers State.

“It is not service to the elites, but to the poor and low-income earners. Those are the people we want to stand with and we are standing with them from today.”

Governor Fubara noted that his administration has started a new history with the 20,000 units of housing by giving new hope to Rivers people particularly the poor.

He assured that in a few months, the first phase of the project will be completed and the housing units allocated to the low-income earners through a transparent process.

“I want to also say it here, let it also be my commitment that this facility, once it commences and gets to the stage of allotment, will go to the rightful people and not one big man to allocate to his family. It will be transparent so that the targeted people will access and benefit from it.”

Governor Fubara remarked that his administration has started reaping from its open door policy because opportunities like economic empowerment, access to housing and other benefits are now in the offing for the people.

“First of all, we need to give our people hope and today, I believe that everybody in our dear State has seen that light. How did we come about this magic? We opened our doors for negotiation and opportunities, knowing that the government cannot do it alone. We had to invite people that are ready to invest in our State.

“I make bold to say it, Rivers State is a safe haven for investment. What we are doing today is to let the world know it, and not what you hear in the media. I tell you that Rivers State is safe and secure for anybody anywhere to come and invest. Your investment is safe in our hands.”

In his remark, the Acting Administrator of New City Development Authority, Mr Aaron Obelley said the 20,000 units of housing will sit on 1000 hectares of land.

The first phase, now started, on 100 hectares of land, Mr. Obelley stated will provide affordable houses in a striving and inclusive community for the people to live in.

On his part, the Managing Director and Chief Executive Officer of TAF Africa Global explained that the project is the largest housing initiative on a public-private partnership in Africa and the Rivers State government will not incur any financial cost in accomplishing the project.

He assured that his company will be diligent in speeding up work to deliver it in good time, while also creating economic opportunities for the people.

United Kingdom has appointed Mrs Gill Lever OBE as the British Deputy High Commissioner (DHC) in Abuja, Nigeria. She takes over from Ms Gill Atkinson who recently concluded four years as Deputy High Commissioner in Abuja.

According to a statement on Thursday from the British High Commissioner,
Gill Lever is an experienced career diplomat who has worked in different parts of the world including Romania, India and Japan, and prior to becoming the British Deputy High Commissioner (DHC) in Abuja had served as the UK Deputy Head of Mission to Juba, South Sudan from 2022 – 2023.

The statement also added that before then, she served as the Head of Overseas Health and Welfare at the Foreign, Commonwealth & Development Office (FCDO) in London. In the UK, and worked in a diverse range of roles including as Head of the Peacekeeping Team in the UN Department, Deputy Head of Southeast Asia Department and as a Human Resources Business Partner.

Gill was awarded the Order of the British Empire (OBE) by HM Queen Elizabeth II in 2021 for services to Health and Welfare and British Nationals while working on the front line of the Covid-19 pandemic response.

She has also worked in the voluntary sector, establishing child drowning prevention programmes, and raising funds for women’s and children’s projects in Vietnam.

Gill is married to Giles and together they have two children, according to the statement.

To mark her arrival, Gill Lever said:
“I am delighted to be back in Nigeria. I was posted to Abuja 10 years ago with my husband and son and have such fond memories. I always knew I’d be back! I am excited about my new role as Deputy High Commissioner. ECOWAS Court Says It Lacks Jurisdiction to Transfer Nigerian Serving Jail Term in America to Nigeria’s Prison

The ECOWAS Court of Justice has declared it lacks jurisdiction and dismissed all the requests made by one Richard Ugbah, a Nigerian who asked the Court to order his transfer from the United States, where he is serving a 12-year imprisonment for wire fraud, in order to complete the remainder of his sentence in his home country.

In the suit No: ECW/CCJ/ APP/ 18/21, filed in the Court, the Applicant, Richard Ugbah, who was sentenced to 12 years imprisonment having been found guilty of wire fraud by a US Court on 14/2/2017 asked the ECOWAS Court to order for his transfer to Nigeria, having satisfied the requirements for such a transfer.

In its judgment delivered on Thursday by Justice Sengu Mohamed Koroma, Judge Rapporteur, the Court declared that it lacks jurisdiction to hear the matter.

In dispensing with the issues, the Court held as to admissibility, that the Second Respondent, the Ministry of justice of the Federal Republic of Nigeria is not a proper party before this Court. However, it upheld the Preliminary Objection raised by the First Respondent, the Federal Republic of Nigeria and declared the claims before it as unfounded and without legal basis. Consequently, it dismissed all the reliefs sought by the Applicant.

In the Initiating Application, the Applicant averred that he is Nigerian citizen resident in the US who was convicted by District Court for the Western District of Wisconsin after he pleaded guilty on one count of wire fraud on 14/2/17 and was sentenced to twelve (12) years imprisonment.

He had also pleaded guilty on 15th November 2017 on another count of conspiracy to commit fraud and judgment was entered on 22/11/17.

The Applicant further stated that having served eight years of the sentence, he is due for release on 8th May, 2026.

He urged the Court to issue the orders having satisfied the conditions for transfer to complete the term in Nigeria in line with the provision of the United Nations Office on Drugs and Crime Handbook on the International Transfer of Sentenced Persons.

He also averred that the transfer of sentenced persons is seen to be an important means of co-operation to prevent and combat crimes, which is the purpose of the United Nations convention against illicit traffic in Narcotic drugs and psychotic substances of 1998, the United Nations Convention against corruption and the United Nations Convention against Transnational organized crime.

The Applicant further asserted that all three conventions mentioned above, refer to the possibility of concluding agreements to facilitate the transfer of persons convicted abroad for the offences covered by the conventions to another state to complete their sentence.

The Respondent, Federal Republic of Nigeria, filed a Preliminary Objection contending that the Applicant’s Initiating Application is incompetent having regard to Article 9 and 10 of the Supplementary Protocol (A/SP./01/05). They added that the 2nd Respondent, the Ministry of Justice is neither a Community Institution nor a signatory to the Economic Community of the West African States Treaty.

The Respondent further claimed that the Honourable Court lacks the Jurisdiction to entertain the suit, and therefore urged the Court to strike out the notice of registration for want of jurisdiction and lack of cause of action.

In its decision, the Court recognized that both parties wanted to remove the Second Respondent from the case, arguing that it was an improper party. The Court struck out the Second Respondent on this basis.
The Court also stated that the Applicant hasn’t shown a valid reason for their complaint against the Respondent.

The Court also found that the matter of competence is a legal issue and the argument presented by the Applicant has no legal basis vesting the Court with the authority to hear and determine the case. As a result, it dismissed the claim and upheld the Respondent’s Preliminary Objection.

The other judges on the panel were Justices Dupe Atoki (Presiding) and Ricardo Claúdio Monteiro Gonçalves (Member).

The Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) has said that ensuring justice and fairness for every citizen, irrespective of their tribe, occupation, religion, political beliefs, or geographical background, is the cornerstone for promoting peace, mutual understanding, unity, brotherhood, genuine affection, and progress in any society.

“For pastoralists, nothing is more concerning than the massive encroachment or complete blockage of cattle routes across the country. Such encroachment has become a major cause of insecurity in the nation. Preventing this encroachment is crucial for fostering lasting peace between farmers and herders, who are partners in progress.

“Governor Buni’s stern warning to herders to allow farmers to access their farmlands is another significant step towards maintaining peace in the state. Peace and understanding can only be achieved when herders stop destroying farmers’ lands and farmers refrain from encroaching on grazing reserves dedicated to cattle rearing and livestock movement between grazing areas and water points.

“Considering Governor Mai Mala Buni’s noteworthy efforts, which have brought joy to both farmers and herders in Yobe State, we, the Kulen Allah Cattle Rearers Association of Nigeria (KACRAN), as direct beneficiaries of these positive actions, earnestly implore all Northern Governors and the Federal Government to learn from his leadership. It is our sincere belief that by doing so, justice and fairness will prevail for all Nigerians. This will greatly contribute to the nation’s security and development, as every Nigerian will be motivated to actively participate in nation-building.”

US, ASR Hand Over 10 Tuberculosis Facilities to Nigeria

The United State government, through the U.S. Agency for International Development (USAID) and in partnership with the Abdul Samad Rabiu Africa Initiative (ASR) handed over 10 renovated tuberculosis (TB) facilities and diagnostic equipment to the Government of Nigeria.

These renovated facilities, located in Lagos, Anambra, Oyo, Rivers, Kano, Bauchi and Katsina states, according to a statement, will provide life-saving services to patients for TB screening and treatment.

The statement said Nigeria faces a significant health challenge with a triple burden of TB, drug-resistant TB, and HIV-associated TB, placing it among the top 10 countries globally with the highest number of undetected TB cases globally. Ranking first in Africa and sixth worldwide, Nigeria accounts for 4.6 percent of the global TB burden.

It added that the country witnesses approximately 11 deaths every hour due to TB, amounting to nearly 264 deaths daily, over 8,160 monthly, and reaching 98,000 annually.

In 2022, USAID addressed Nigeria’s needs in TB care by accepting a $500,000 contribution from ASR Africa, focusing on TB control and gender-based violence. This contribution aligns with USAID’s broader $78 million, five-year TB Local Organization Network Activity, aimed at detecting, treating, and reporting TB cases. Utilizing ASR Africa’s funds, USAID provided 11 TB Lamp diagnostic machines, along with laboratory supplies. ASR Africa renovated 10 Tuberculosis Directly Observed Therapy (DOT) centers; and distributed over 2,000 dignity kits to gender-based violence (GBV) survivors across seven selected Nigerian states, including Kano, Katsina, Bauchi, Lagos, Oyo, Rivers, and Anambra.

The TB-LAMP diagnostic machines have enabled facilities to effectively diagnose TB and all individuals diagnosed with these machines have been placed on treatment for TB at the TB DOT centers renovated by ASR Africa. The contribution of dignity kits has also strengthened services for GBV survivors that are supported through USAID’s President’s Emergency Plan for AIDS Relief (PEPFAR) programme.

USAID has partnered with the Government of Nigeria and private sector on the TB response since 2003. Through these efforts, USAID has contributed to a reduction in tuberculosis related deaths by nearly 50 percent.

Speaking at the newly renovated Akinyele Primary Health Center, in Alimosho, Lagos, USAID/Nigeria Deputy Director HIV/AIDS and TB Office, Omosalewa Oyelaran remarked, “This partnership demonstrates how the private sector holds immense potential to catalyze sustainable results. USAID actively engages with private sector partners in Nigeria in the drive towards mobilizing resources to counter diseases of public concern such as TB and to improve quality of life among affected populations.”

ASR Managing Director/CEO Dr. Ubon Udoh also delivered remarks at Wednesday’s handover ceremony. Speaking on behalf of the Chairman of ASR Africa Abdul Samad Rabiu, Dr. Udoh applauded the USAID team for their intervention and their partnership with the Government of Nigeria in the eradication of tuberculosis in the country.

He noted that with the installation of the TB machines, over 22,100 samples have already been taken in all the centres combined, out of which confirmed positive cases are receiving expert treatment.

Udoh reiterated the commitment of the Chairman of ASR Africa in investing resources towards tackling pressing developmental issues in health, education and social development in Africa.
