Security Challenges: Senate C’ttee Seeks To Up Budgetary Allocation To Interior Ministry

THE Senate Committee on Interior has requested for increased budgetary allocation for the Ministry of Interior in order to perform it’s mandates and position it towards combating the present insecurity in the country.

A statement by the spokesman of the Ministry of Interior, Mrs. Blessing Lere-Adams said the Chairman of the Senate Committee on Interior, Senator Kashim Shettima had during the defence of the allocation to the ministry by Ogbeni Rauf Aregbesola on Thursday, strongly advocated for the urgent need of increased budgetary allocation for the Interior Ministry, considering the importance of the mandate of internal security of the over 200 million Nigerians and the nation’s vast land and water borders spanning over 400,000 kilometres.

Shettima, who made the call for the very urgent need of increased budgetary allocation to the Interior Ministry when the Minister, Ogbeni Rauf Aregbesola and Management team led by the Permanent Secretary of the Ministry, Dr Shuaib Belgore appeared before the Senate Committee on Interior for the 2021 Budget Performance and 2022 Budget Defence at the National Assembly, added that comparatively in other cline, MDAs responsible for internal security of any nation have very huge budget which to a large extent enhances the enthronement of appreciable peace and security.

He noted that the budgetary allocation to the internal security sector assist nations to properly strategize and plan for needed activities of monitoring and surveillance arrangements for checking timely movement of both human aliens who come into nations illegally with dangerous arms and ammunition, headers and their cattles, miners with fake travel document.

He said all of these come in through porous, unmanned and unprotected borders creating numerable insecurities and chaos to our dear country, Nigeria.

According to the statement, other members of the Committee, also submitted that for effective monitoring and surveillance of the Nigerian borders as it obtains in ideal society, the Police and Custom Services aught to be under the supervision and coordination of the Interior Ministry, insisting that this will most likely go a long way to ensure the much desired concerted efforts envisaged to achieving internal security which is the only panacea for peace and tranquility in Nigeria.

The statement added that other members of the Committee agreed that there must be synergy with other arms of the Nigerian Security architecture like the Army, the SSS and the Nigerian Air Force that has suitable surveillance equipment like aircrafts to assist the Ministry in regular surveillance activities, while the Interior Ministry should be seen to be coordinating all these activities as well.

Earlier, the Minister of Interior, Ogbeni Rauf Aregbesola when asked about the Policy Thrust of the Ministry, said the Ministry is Primarily responsible for broadly Security, Integrity and Citizenship of the citizenry.

He said further that the Ministry addresses directly citizenship, Travel Document, Residence Permit , Insurance of Expatriate Quota, Marriages and Inter- Marriages, while superintending over it’s Four Services of the Nigerian Immigration Service, Federal Fire Service, Nigeria Correctional Service Facility and the Nigeria Security and Civil Defense Corps.

The Senators expressed great appreciation to the Minister and the Ministry in their efforts at achieving the results of their mandate despite the very lean budgetary allocation and unanimously said the Minister deserves their empathy.

The Chairman thereafter asked the Minister to lay the Budget Document before the Committee with a bow.

Anambra Poll: NSCDC Deploys 20,000 Personnel

TWENTY thousand (20,000) members of the Nigeria Security and Civil Defence Corps (NSCDC) are to be deployed towards a hitch-free election in Anambra State.

Speaking in Abuja on Thursday during the Opening Ceremony of a 3-day train-the-trainers capacity building and electoral workshop ahead of the November 6, Anambra State Governorship Election, the Commandant General of NSCDC, Dr. Ahmed Audi disclosed that 20,000 officers and men of the Corps mainly from the Southern States Commands are going to be deployed to ensure that the election is without hitches.

Those to be deployed include personnel of the NSCDC Arms Squad Unit, Counter-Terrorism Unit, and the Chemical, Biological, Radiological and Explosives Unit.

He said the officers would be drafted to key points in the State, where they will be saddled with the responsibility of protecting lives and property, sensitive and non-sensitive election materials, INEC officials and all critical assets against vandalism, damage or arsonist attacks.

He said the NSCDC in collaboration with other security agencies have developed strategies to checkmate any act of electoral violence and other nefarious activities capable of undermining the electoral process.

He disclosed that the personnel to be deployed for the assignment will be drafted from all the South-south and South-east State Commands to join their counterparts in Anambra State.

He said: “In addition, personnel from Kogi, Ekiti, Ondo, and Benue have been placed on standby in case there is need for reinforcement.”

The CG also warned the officers to strictly adhere to the ethics of the Corps and comply with the principles of rule of law in the discharge of their duties.

He said: “Let me warn, and I mean it, that any conduct of an officer of the NSCDC that undermines the rule of law will be seriously dealt with in accordance with the public service rule.”

Audi said: “Officers and men of the Corps are to display professionalism and maintain a high sense of discipline, humility and integrity in service delivery throughout the election period. Above all, officers are to acquaint themselves with the provisions of the Electoral Act as regards the Rules of Engagement and also be fully mindful of the electoral offences as contained in Section 29 of the Act.

He lamented that: “The risk factors associated with election has been aggravated by other security threats such as, Separatist agitators (IPOB, ESN) kidnapping, thuggery, ballot box snatching and electoral frauds. To ensure effective monitoring before, during and after the election, the NSCDC will be deploying 20,000 officers and men for the conduct of the election.”

NDLEA To Establish Standard Rehab Centres In Geopolitical Zones

THE National Drug Law Enforcement Agency (NDLEA) said it would be establishing a standard rehabilitation centre in each of the six geo-political zones to treat the high number of persons suffering drug addiction across the country.

This was disclosed in Abuja on Wednesday by the Chairman/Chief Executive of the NDLEA, Brig. Gen. Buba Marwa (Retd) at the 5th Biennial National Symposium on Drugs and Drug Policy in Nigeria organised by the Centre for Research and Information on Substance Abuse (CRISA).

Speaking as the Special Guest of Honour at the symposium, Marwa said
“Substance use and abuse around the world including Nigeria is on the increase in terms of the proportion of the world’s population. Findings from the National Drug Use Survey (2018) conducted by the UNODC revealed that 14.4% or 14.3 million Nigerians aged 15 – 64 years had used a psychoactive substance in the past year for non-medical purposes, meaning that One in Seven persons has used some substances other than alcohol and tobacco.

“More worrisome is the finding that among every four drug users in Nigeria, one is a woman. Above findings of the survey by UNODC give a troubling portrait of drug abuse in Nigeria and we can no longer live in denial that Nigeria has a thriving illicit drug culture.”

Marwa said as part of efforts to stem the tide, the agency has proposed the construction of six standard rehabilitation centres across the six geo-political zones in the country beginning from next year.

He said three of the centres would start next year as already proposed in the 2022 budget.

He said: “There is no doubt that substance use impacts negatively on the individual, family and the society in general. substance abuse affects the physical, social and psychological levels of the user and family members. Evidence has shown that COVID-19 infections are higher or more common with people diagnosed with Substance Use Disorders (SUD) hence addiction care must be reinforced in order to avoid complications of SUD and COVID-19.

“Reducing the demand for illicit drugs in the society depends to a large extent on the successful treatment of existing drug users. This fact accounts for the shift in global drug policy viz the treatment of drug problems as a public health issue. Consequently, we have operationalised our Standard Practice and Policy Guidelines, a treatment and rehabilitation document developed in conjunction with UNODC. The document, like a field manual, provides synergy among our counsellors and further boosts our capability at treatment and rehabilitation.”

Other dignitaries who spoke at the event include Hon. Onofiok Luke, Chairman House of Reps Committee on Judiciary; Prof Isidore Obot, Executive Director, CRISA; Representatives of EU, UNODC and Prof. Ibrahim Abdu Wakawa who delivered the keynote address among others.

COP 26: Nigeria Asks Developed Countries To Honour $100Bn Pledge On Climate Support

NIGERIA has asked developed countries to honour the pledge of $100 billion annually to support climate action in developing countries.

Addressing a press conference on Wednesday in Abuja on the position Nigeria would be presenting at the 2021 United Nations Climate Change Conference (COP 26) holding in Glasgow between 31 October-12 November 2021, co-hosted by United Kingdom and Italy, the Minister of State for Environment, Chief Sharon Ikeazor said: “We require the developed countries to honour the word given made back in 2009 of mobilizing $100 billion per year by 2020 to support climate action in developing countries.”

Ikeazor while lamenting that developing countries especially those on the Africa continent bear the brunt of carbon dioxide (CO2) emission, noted that: “Recent announcements, including President Joe Biden’s pledge to double US climate finance, have brought developed countries closer to honoring the pledge.”

She however said more needed to be done to restore credibility and strengthen trust between developing and developed nations.

Ikeazor noted that “considering that Africa is at the receiving end of climate change impacts, our focus will be to strengthen our ability to adapt to climate change impacts.

“Also, another important element for discussion at COP26, is the question of how to deal with economic and non-economic harms caused by climate change impacts which cannot be avoided through adaptation or mitigation, known as ‘loss and damage’. As we look towards the firming up of increased finance for adaptation, we also look forward for progress in the operationalization of the Paris Agreement’s ‘Global Goal on Adaptation’.

She disclosed that: “The Prime Minister of the United Kingdom of Britain and Northern Ireland, His Excellency Boris Johnson has invited Heads of States and Government to participate in the World Leaders Summit (WSL) and High Level segment scheduled for Monday 1st and Tuesday 2nd November 2021, during which the World leaders will have the opportunity to make national statements.

“HE President Muhammadu Buhari will be attending the WLS and will read Nigeria’s Statement at the event. Mr President is to attend alongside a high-powered delegation consisting of some State Governors, Ministers and other select government functionaries.”

She noted that: “Climate change will transform the way we live, causing water shortages and making it harder to produce food. Some regions could become dangerously hot and others uninhabitable because of rising sea levels. Extreme weather events – like heatwaves, downpours and storms – will become more frequent and intense, threatening lives and livelihoods. People in poorer countries, which are least able to adapt, will suffer most. The past decade was the warmest on record, and governments agree urgent collective action is needed.”

The Minister said Nigeria has on hand negotiators who would assist the country in getting good deals.

She said: “The UNFCCC negotiations provide a forum through which all parties openly communicate their interest and challenges on climate change issues and then reach consensuses on how to move forward. A country party delegation consisting of one or more officials empowered to represent and negotiate on behalf of their government.

“Based on the tradition of the United Nations, Parties are organized into five regional groups, mainly for the purposes of electing the Bureau, namely:
African States, Asian States, Eastern European States, Latin American and the Caribbean States, and the Western European and Other States (Australia, Canada, Iceland, New Zealand, Norway, Switzerland and the United States of America). Developing country Parties generally work through the Group of 77 to establish common negotiating positions through the African Group of Negotiators (African Group) which Nigeria belongs to.”

Two Hospitalized As Fuel Dispenser Explodes In Delta

A 44 years old man and his wife narrowly escaped death as Fuel Dispenser explodes while dispensing fuel into a motorcycle at Kioyer Energy Services Nig. LTD Oleh, Isoko South local government area of Delta State.

Narrating the incident, Mr. Joshua Egeme now receiving treatment at a private hospital in Oleh said, he and the wife went to buy fuel at Kioyer Energy Services Nig. LTD filling station and as the dispenser was dispensing fuel into his motorcycle, the meter exploded, leaving both of them severely burnt.

He stated that the fuel attendant had dispensed some quality of fuel into a container before the meter was programed to dispense fuel to his motorcycle. According to him, the meter immediately exploded and splashed the fuel in the container to their body, engulfed both of them, the motorcycle and got them burnt unexpectedly.

It was gathered that the fire was put off by men of Delta State Fire Service Oleh, Isoko South local government area, who timely arrived at the scene to salvage the situation. The fire only affected the man, his wife, the meter and the motorcycle that was burnt beyond recognition.

Accordingly, the man is responding to treatment at an undisclosed private hospital in Oleh, just as the wife was referred to another private hospital in Warri for immediate attention and treatment as her burns was more severe.

The Divisional Police Officer of Isoko South local government area, SP Paul Oboware confirmed the report, just as Kioyer Energy Services Nig. LTD, was under lock and key when our correspondent visited the area.

THE SUDANESE CRISIS: AN UNHOLY ALLIANCE

THE fragile peace and the mutual suspicion that has led to the loudest silence, between the military and their civilian counterparts in a novel power- sharing sovereign transition council, headed by General Abder Fattah al- Burhan in Khartoum, has broken down.

The Soldiers have unwittingly shut the ever yawning doors against their civilian colleagues, while grabbing the full power to rule, by fiat, to their utmost consternation.

For anyone who cares to know, that unequal yoking of the “cat versus rat” administrative formula adopted to bring about a peaceful transition to the embattled people of Sudan only needed enough time to give way.

This is so especially against the backdrop of frequent distrust amongst the parties (the civilians and the military) that made up the transition council. Who can trust even the benignest of a lion to be able to keep the goat in her custody for a long time?

One can recall that just last month of September, there was an attempted coup by elements loyal to the last President Omar Bashir, to upturn the immediate past arrangement.

That the crisis-ridden transition council was expected to deliver peace and stability that will usher in a responsible and representative government was an ambitious task. You cannot give what you don’t have.

The return of military coups in recent times in Africa is quite worrisome but not inexplicable. For the past two decades, democracy and democratisation have been smoothly entrenched in Africa, unhindered.

But while democracy hold sway, the problems of the people and society remained unchanged. This has successfully given the military the same reasons and opportunities adduced for their frequent interregnum in our democratic space.

As long as there is no change or development in Africa brought about by our elected leaders, the temptation of the messianic instinct of the military to test the waters every so often, cannot be wished away.

For Sudan and her new rulers, it is time to listen to and accept the worldwide condemnation of your actions by quickly putting in place, an acceptable and representative arrangement to put Sudan on the road to enduring peace and development. The earlier this is done, the better for the troubled nation.

Nigeria’s Drug Addiction Three Times More Than Global Average- Marwa

CHAIRMAN/Chief Executive of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (Retd) has lamented that Nigeria’s drug addiction is thrice the global average.

Marwa who ordered for the rooting out of drug barons and cartels from their various hideouts across the country, said: “The drug scourge in Nigeria is unacceptable with almost 15 million Nigerians abusing substances, 20 percent of who are addicted, which is three times the global average.”

The NDLEA boss, said: “We are conscious of our job to block and prevent availability of narcotic drugs, and that necessitated the formation of the Strike Force to enhance our capability for complex operations. The Strike Force is the tip of our spear in our interdiction efforts and as such we must keep the tip sharpened and always ready to strike because we need to be two steps ahead of drug barons and cartels operating in the country.”

Marwa who gave the charge for the rooting out of the drug barons and cartels on Monday to officers and men of the agency’s Strike Force Corps at the Graduation Ceremony of 143 officers from the Special Operations Training at the Nigerian Army School of Infantry, NASI, Jaji, Kaduna State.

He said: “With the training and graduation of these officers and men today, we serve a notice to the drug barons and cartels who are yet to get the message to quit the criminal trade that these well trained officers and men are coming to smoke them out as a formidable force anywhere in the country. As we equip and arm you well, be ruthless with the criminal gangs and merchants of death. Equally, I will implore you to display professionalism, discipline and respect for human rights in your operations.”

Marwa while disclosing that another batch of officers and men of NDLEA would be sent to NASI for similar training in the coming weeks, commended the Chief of Army Staff, Lt Gen. Farouk Yahaya, and the Armed Forces for the successes recorded so far in the fight against insecurity in the country.

He however tasked them not to rest on their oars, noting that “fighting insecurity is not like a football match that ends at the end of 90 minutes.”

Marwa, while reminding the new graduands of their position within the agency, said: “Note that the special nature of your training will require you to serve as a force multiplier to the conventional NDLEA officers in the field.”

He said: Let me warn you of the hazard along the way. It will come in various forms, ranging from physical assaults to stupendous temptations by traders and traffickers of illicit drugs. When the tempests arise, rise above them. Let your sense of duty remain uncompromised. Let patriotism prevail over pecuniary interest. Let no temptation prevent you from discharging your duties to the best of your ability. In whatever situation you find yourself, remember to not forgo your training about the rules of engagement, especially the respect for human rights.”

He added that: “It is also important that you always bear in mind that there is little or no margin of error in the execution of your task as the safety of all NDLEA officers on assignment, including yourself, will, at times, depend on the speed, accuracy and efficiency of the Strike Force team providing cover for the mission. On such occasion, your training will be called to test.”

In his remarks, Commandant, Nigerian Army School of Infantry, Maj. Gen. M.G. Ali, commended Marwa for repositioning NDLEA for efficiency and relevance within the country’s security architecture. He said the training, as the first of its kind will enhance the Agency’s capability to handle more complex challenges in its task of tackling drug barons and cartels.

Other top Army Chiefs at the ceremony include the Commander, Nigerian Army Infantry Corps, Maj. Gen. Victor Ezeugwu and Commandant, Martins Luther Agwai International Leadership and Peace Keeping Centre, Maj. Gen. A.J. Fagae among others.

Attack On Oyo Custodial Centre: We’ll Recapture All Inmates That Escaped – Aregbesola

MINISTER of Interior, Ogbeni Rauf Aregbesola, has vowed to pursue and recapture all inmates who escaped from the Abolongo, Oyo, Oyo State, Custodial Centre of the Nigeria Correctional Service (NCoS) on Friday night, 22 October, 2021 when the facility came under attack of gunmen.

The Minister gave the assurance whilst making an inspection visit to the facility on Sunday morning, 24 October, 2021 in Oyo, Oyo State.

“I’m assuring Nigerians that the Federal Government will pursue not just those who attacked our facility, but those who have escaped lawful custody.

“The attack was unconscionable. I commend officers of the Nigeria Correctional Service and other members of sister security agencies who provided perimeter security for our facility for fighting gallantly and holding the fort before the attackers were able to gain access to the awaiting trial section of the facility. However, those who escaped are already being pursued. Some have been rearrested, many more will still be captured,” the Minister stated.

Giving more details about those who escaped, Ogbeni Rauf Aregbesola noted that, 446 out of 907 escapees have been recaptured, whilst 69 never left the facility.

“As at the last count, 446 of the escapees have been recaptured, leaving 392 still at large. We want to assure Nigerians that the service have an updated database of the escapees which includes their biometrics. We are sharing the database with all security agencies in the country, including the Interpol, so those who escaped our recapture efforts can be nabbed.

“To those on the run, be assured you have nowhere to hide. You can run, but you can’t hide. We’ll fish you out! We are publishing details of those who escaped in the mass media so the public can assist in that effort,” the Minister reiterated.

On the effort to rebuild the damaged part of the facility, the Minister noted that he has directed the NCoS, to immediately begin remediation work.

“I have instructed the CG of NCoS to immediately begin the reconstruction of the damaged parts of the building. We hope to make the facility better secured and more habitable for the inmates.

Also speaking during the inspection, the Controller General of the Nigeria Correctional Service, NCoS, Haliru Nababa, noted that so far, the service has successfully prevented internal jailbreaks in all her facilities.

“The NCoS have so far prevented internal jailbreaks in the country. What we have reoccurring in recent times are external attacks on our facilities. We have been retraining our officers not just on securing those in lawful custody, but prevent external attacks.

“We are collaborating with other security agencies in the country to make such attacks near impossible and where they do occur, the attackers will not live to regret it,” the CG stated.

On the instruction given by the Minister of Interior to immediately begin remediation work on the facility, CG Nababa noted that work has begun already.

“As you can see, workers are already on site fixing damaged doors, broken windows and mounting walls. Before the end of today, work would have been completed on it,” Nababa stated.

Before leaving Oyo, the Minister’s entourage paid a courtesy visit to the Alaafin of Oyo, Oba Lamidi Adeyemi III, and commiserated with him over the attack of the FG facility in his town.

“We are here to commiserate with your majesty over the attack in your town less than 72hours ago. Oyo is known as a peaceful town and with the measures we are putting in place, you can be assured nothing of such will take place again,” Ogbeni Aregbesola assured the monarch.

Southern Africa Embassies Want Unconditional Lifting Of Economic Sanctions On Zimbabwe

EMBASSIES of countries in the Southern Africa Development Community (SADC) in Nigeria has again called for the immediate and unconditional lifting of the prolonged economic sanctions placed on Zimbabwe by the United States of America (USA) in 2001 and the European Union (EU) in 2002.

The Embassies in Nigeria, of countries of Angola, Botswana, Democratic Republic of Congo (DRC), Namibia, South-Africa, Tanzania, Zambia and Zimbabwe in a joint statement released on Sunday in Abuja to mark the 20th years of imposition of the sanctions, said: “Despite efforts made by Zimbabwean authorities towards engagement and rapprochement with estranged countries, guided by the belief that the country should be a “Friend to All and Enemy to None”, the United States of America (USA) and the European Union (EU) have not reciprocated the same hand of friendship. Instead, at the beginning of each year, they have unjustifiably extended the illegal sanctions which have adverse consequences on the lives of ordinary people in Zimbabwe.”

The Embassies said: “Far from the narrative in the western media that the sanctions on Zimbabwe are ring-fenced and targeted at a few individuals, the impact of the sanctions is felt throughout the economy and the region beyond. The sanctions limit Zimbabwe’s access to lines of credit, in the process weakening the country’s balance of payment position. Sanctions have also impacted on Zimbabwe’s ability to attract Foreign Direct Investment (FDI) which is essential for economic growth. As such, many Zimbabwean companies have crumbled after failing to access much needed capital resulting in large-scale retrenchment of workers and high rate of unemployment. Subsequently, Zimbabwe has suffered from brain drain as most of its skilled workers move to neighbouring countries and beyond in search of job opportunities. The sanctions also have adverse downstream effects on key socio-economic sectors including health. They have created a vicious circle of poverty in Zimbabwe that has led to poverty-related deaths from failed healthcare and other systems, and even hunger.”

They added that: “Despite the debilitating effects of these punitive measures, the Zimbabwe Government has made tremendous efforts to implement political, economic, and other reforms for the betterment of Zimbabwean society. The Government and the people of Zimbabwe have shown great resilience and fortitude, with the support of their SADC neighbours and other friendly and well-meaning nations to survive the near two decades of western imposed sanctions. The Government of Zimbabwe has also embarked on an ambitious development agenda, in line with the SADC Region’s development plans, but finds its initiatives hampered by the sanctions.”

The Embassies claimed the sanctions in themselves are outdated and irrelevant to the situation prevailing in Zimbabwe which is why SADC Missions in Abuja join our brother and sisters in the region and around the world on 25 October each year to unequivocally call for the immediate and unconditional lifting of the illegal sanctions against Zimbabwe.

They however called on the government and people of Nigeria to lend their voices and support to the noble cause, noting that: “An injustice to one of us is injustice to all of us.”

OPERATIVES of the National Drug Law Enforcement Agency (NDLEA) have intercepted over 2,060 kilogrammes of assorted drugs including heroin, methamphetamine, cannabis, tramadol and rohypnol.

The interceptions were made in operations at the Murtala Muhammed International Airport (MMIA) Lagos as well as Ondo, Edo, Kano, Kaduna, Plateau and some courier companies.

A statement on Sunday by the spokesman of NDLEA, Femi Babafemi said two consignments of heroin weighing 4.4 kilogrammes and 550 grammes were intercepted on October 6 and 15 respectively at the cargo shed of the MMIA, Ikeja.

The 4.4 kilogrammes was seized at the SAHCO import shed of the airport when it was discovered inside bags of granulated sugar and flour from Johannesburg, South Africa via Addis Ababa to Lagos on an Ethiopian Airlines flight. Two suspects; Chukwuemeka Ugochukwu, a freight agent that cleared the consignment and one Kabiru Aminu, a stock keeper that was to collect the cargo for onward distribution to recipients were arrested for further investigation.

Babafemi said in a follow up operation on 9th October, one Adeoya Joy who was to collect the luggage from Kabiru Aminu was arrested at Ajao estate while Enahoro Annointing who was also assigned to collect the consignment was nabbed in Abule-Egba area of Lagos, both arrested suspected were believed to be acting on instructions from their partners in South Africa.

The second consignment of 550 grammes discovered at the SAHCO export shed and concealed in walls of 10 cartons laced with tailoring materials, was heading to Malaysia via Addis Ababa on Ethiopian cargo airline, while a freight forwarding agent, Ekpe Samson was arrested in connection with the illegal export.
Attempts by another freight agent, Okoye Onwukwe to export two consignments of cannabis to the United Kingdom have been foiled by NDLEA operatives.

Babafemi said the first attempt was made on October 15, when Okoye Onwukwe presented a carton of 16.55 kilogrammes cannabis for export to UK at the NAHCO export shed where he was promptly arrested, but curiously another consignment of 15.85 kilogrammes cannabis also heading to UK and intercepted on 20th October, was traced to Onwukwe as the owner even while still undergoing investigation in custody.

In Ondo state, two persons; Uchenna Obodo, 22, and Tochukwu Eno, 20, were arrested with 302 kilogrammes of cannabis when operatives raided a warehouse in Emure forest, Owo local government area on Friday 22nd October.

In Kano, a 45-year-old driver Mohammed Haruna was arrested with 10,161 sachets of Tramadol and Rohypnol tablets and capsules while conveying the illicit drugs in a bus for distribution. Likewise in Kaduna, another suspected fake soldier, Abiodun Ademoya, from Akure south local government area in Ondo state was arrested in Zaria with 11.6 kilogrammes of cannabis.

In Plateau State, operatives intercepted a Yola bound mass transit bus, with registration number FKY 341 ZA belonging to Gombe Express coming from Lagos, along Jos-Abuja Road, within Riyom local government area. One of the passengers, Ahmad Musa, 32, was found in possession of 22 pellets of compressed Cannabis Sativa with a total weight of 15 kilogrammes concealed inside a black bag.

According to Babafemi, in a most audacious move, a nursing mother, 35-year-old Mariam Drissu was arrested at the Edo State Command headquarters of the agency on Thursday 21st October while trying to smuggle drugs into the cell for a suspect in custody, officers on duty had while searching the food brought by Mariam for her relation in custody discovered two cups of “Loud” cannabis weighing 13 grammes buried inside the food (akpu) meant for the suspect in custody.

In the same vein, officers of the Edo State Command also on Thursday raided a Cannabis farm measuring 3.2 hectares, in Ayegunle forest, Akoko Edo area of the state, destroyed the plantation and evacuated 100 bags of harvested cannabis weighing 1,639 kilogrammes, while a suspect, Samuel Ochonogor was arrested in the forest with 66.7 kilogrammes of cannabis.

Babafemi said at some courier companies in Lagos, over 4.5 kilogrammes of methamphetamine concealed in palm fruit tins, artwork, bottles of cashew nuts, auto spare parts, and picture frame going to Australia, New Zealand, Hong Kong, and Qatar were intercepted by operatives of the Directorate of Operation and General Investigations, DOGI, of the agency.

Meanwhile, the Chairman/Chief Executive of NDLEA, Brig. Gen. Buba Marwa (Retd)
while commending the officers and men of the MMIA, Ondo, Edo, Kano, Kaduna and Plateau Commands as well as DOGI, for their resilience and tenacity, urged them and others across the country to continue to keep their eyes on the goal until all the drug cartels in the country are totally dismantled.

Election: Soludo Mocks Andy Uba, Says He’s Afraid Of Meeting Anambra People

THE candidate of the All Progressives Grand Alliance (APGA), Prof. Chukwuma Soludo has mocked his All Progressives Congress (APC) counterpart, Senator Andy Uba, over his inability to flag off his Governorship election campaign.

Prof. Soludo in a press release by the Director of Media of his campaign organization, Mr. C-Don Adinuba said the delay for the flag off of Uba’s campaign was because he was afraid of meeting the people of Anambra State to answer questions about his past actions.

Recall that Senator Uba had twice rescheduled the flag off of his campaign, citing the insecurity in the State, and on one occasion, suspended it in honour of the killing of Dr. Chike Akunyili, husband of former Information Minister, Prof. Dora Akunyili.

Prof. Soludo Campaign organization had dismissed Uba’s claim for suspending the campaign, saying the suspension had nothing to do with the State of security. It said Uba rather suspended the campaign because he was frustrated that President Muhammadu Buhari had refused to attend the rally, and there were no indication that the Vice President, Prof Yemi Osinbajo would attend either.

Mocking Senator Uba on Wednesday, Prof. Soludo in the release said: “The APC purported candidate has been running away from the good people of Anambra State for weeks because he is afraid of his own shadow in the State.

“Senator Uba is very afraid of Anambra people, the very people he wants to rule by all means.

“In fact, his fear of ndi Anambra borders on phobia because of what he has done to the State since his days in the President Olusegun Obasanjo administration when the State witnessed abduction of the sitting Governor and his so-called resignation from office.

“The forced movement of the Governor to the Okija shrine in the dead of the night to swear an oath of critical and perpetual allegiance to a tiny clique of so-called godfathers, the mayhem of November, 2003, are part of the reason he doesn’t want to meet the people.”

Prof. Soludo said by claiming that the security situation is not good, Senator Uba and his group are passing a vote of no confidence in President Muhammadu Buhari who is the Commander in Chief of the Armed Forces and to whom all security and intelligence services in the country are answerable.

“Senator Uba’s inability to hold rallies springs from his growing unpopularity and outright rejection not only by the people of Anambra State but also by top members of his own party, including President Buhari, Vice President Yemi Osinbajo, Labour and Employment Minister Chris Ngige who is the APC founder in the State and National Inland Waterways Authority Chief Executive, Chief  George Moghalu.

“After all, Professor Soludo, who was attacked on March 31 in his hometown of Isuofia in Aguata Local Government Area is holding huge rallies all over the State, touring two Local Government Areas daily, together with the fearless Anambra State Governor, Chief Willie Obiano.”

The release also added that it was unfair for Senator Uba to claim that he scored a whole 320,201 votes to win the primary election of his party on June 26, 2021, when the entire APC membership in the State was not up to that, nor did anyone come out to vote on that day.

DOPF Annual Lecture: Emmanuel Uduaghan’s Antidotes On Niger Delta Challenge

IN a piece entitled; Banters in Lagos, Poverty and Disease in the Niger Delta, posted about four years ago, precisely in February 2018.  Aside from spreading out the needs, interests, aspirations and even their problems were critically reviewed against solution plans and implementation, it among other concerns posited the following comparative scrutiny/conclusions; namely, first, that while the Executives of Oil Companies in Nigeria daily exchange banter/pleasantries in Lagos and Abuja, poverty, disease and illiteracy orchestrated by crude oil exploration and production activities walk the creeks, rivers and estuaries of the Niger Delta.

Secondly and very important, at the same time as the oil giants look into the future with high hopes, the people of the region where the crude oil is domiciled  bemoan their fate in their sorrows and their hardship.  Thirdly and most fundamental, that whereas the Oil Chiefs who are predominantly resident in Lagos/Abuja, daily sing the songs of praise and claims the ‘wisdom of Solomon’, the real owners of the ‘black gold’ in the creeks and coastal areas of Niger Delta, not only study the ‘book of lamentation’ but manifests hopelessness and economic powerlessness as majority of these organizations operating in their locations neither believe in the principle of ‘equal sorrow’ nor abide by the tenets of the corporate social responsibility (CSR).

The said piece, however, concluded that though faced with interminable socioeconomic and environmental challenges, one thing is sure. Niger Deltans are troubled but not despondent. A situation that makes it easy for them to be managed and contained if only the federal government could come up with a plan and political will to tackle the challenges as currently faced by the people of the region.

After about four years of that piece, a thorough examination of a recent keynote speech presented by the immediate past Governor of Delta state, Dr. Emmanuel Eweta Udughan, on Thursday October 21, 2021, at the Delta Online Publisher Forum (DOPF) annual lecture held at Banquet Hall, Orchids Hotel, Asaba, Delta state shows that each of them has something in common.

Speaking on the topic; Niger Delta Economy; Building a New Face for the Region, the former Governor  called on the region handlers to invest more on human capital development programmes/initiatives on prospective youths and women as a way of ensuring sustainable socioeconomic development of the region. Noting that this can be achieved via fostering of collaboration/inter/intra-regional trades among  Niger Delta people as well as diversification of Niger Delta Economy.

In his words, Niger Delta is well geographically positioned and endowed with human and natural resources.  But we need investments in/for infrastructural development, peace and security. Human capital, he explained, refers to the economic value of knowledge, experience and skills of a group of people in a state, Local Government or an entire region as the Niger Delta. There is a strong relationship between human capital and economic growth.

He argued that it is in the interest of each administrative state within the Niger Delta to purposely invest in skills and knowledge through education, competence training and health. Any financial investments made on human capital development do have a direct relationship with socioeconomic growth of the Niger region. He concluded.

To buttress his claim, the former Delta state Governor added that the Delta state Micro Credit Programme (DCMP) was a financial empowerment programme, under his administration, aimed at providing interest free loans and mentorship to prospective and entrepreneurial youth including women in agro-processing, diverse business start ups, fintech, agriculture and other creative activities. He told the gathering that the initiative produced 21, 000 entrepreneurs and artisans in 730 clusters from 25 Local Governments of the state.

Now, this piece will spread its wings on the particulars adduced by Uduaghan as to why the region urgently needs to wear a new face.

On the urgent need to diversify the Niger Delta economy through adoption of the mantra ‘ Niger Delta Beyond Oil”, Udughan stated that 85 percent of the population, informal enterprises are the primary sources of livelihood , but these are characterized by low productivity and wages.  “Nigeria ranks fourth among cocoa producers in the world, and the Niger Delta region produces 53% of the country’s output. It is an important crop-earning non-oil foreign exchange. Cross River, Ondo and Edo states are leading producers in the Niger Delta region, producing about 97% of the region’s cocoa. The major processing for cocoa is in Western Nigeria, around Lagos, so major value addition takes place outside of the Niger Delta region’’. On the way forward, the former governor advised that improving rural competitiveness in nontraditional agricultural products through value added export could be one major source of economic diversification.  The region he said can readily produce rice, sugar, cocoa, roots and tubers, citrus fruits, plantains, rubber and rubber products

He said something else that has to do with imperatives for economic improvement.

Beginning with biodiversity, the region he said is home to the largest contiguous mangrove forest or wetlands in Africa and third largest in the world with an extensive freshwater swamp forest and rich biological diversity. This factor makes the region key to agriculture/agro-processing with capacities in areas such as wholesale/retail commerce, manufacturing, aquaculture, transportation, construction and other creative activities.

Away from possession of biodiversity to its geographical and population advantages, Udughan observed that the region is bounded by the Atlantic Ocean  and blessed with a coastline extending from the mouth of Benin River to the Imo River Estuary and spans about 500km. He added that over 62% of the region’s population are 30 years or younger and are growing youths. With an estimated population of 31 million, the region accounts for approximately 24% of the total population of Nigeria.

From the above realities, particularly the availability of coastline, it is obvious that the Niger Delta seaports, if developed, are very key infrastructure that will support and facilitate manufacturing process and business development.  As sea ports are globally acknowledged as development agents and growth drivers, it goes without saying that making the existing seaports in the region to function in their full operating capacities will only reverse their fortunes as sea-land interface structure but will once again revive the once active but now dying market outpost which the port towns of Warri, Sapele, Burutu, Port Harcourt, Onne and Calabar.

Having said all these, Udughan concluded that there is no doubt that for us to build a new face for the Niger Delta region, there has to be emphasis on activities  that will lead to the economic development of the region,  And this will require all hands on deck and all brains devoid of insanity coming into. To catalyze the process, he, therefore, called on the leaders of the region to urgently work in collaboration with the Federal Government to ensure that there are good road networks connecting states and communities.

I pray that those in the position of authority will listen.

Goronyo Attack: Zulum, Yahaya Visit Sokoto As NEGF’s Reps Donate N20m

GOVERNOR Babagana Umara Zulum who is the Chairman of the Northeast Governors’ Forum, alongside Governor Inuwa Yahaya of Gombe State, were in Sokoto on Saturday, for condolence and solidarity visit to Governor Aminu Waziri Tambuwal over a recent attack on Goronyo market by bandits, which left about 40 dead.

Zulum led the visit on behalf of the Northeast Governors Forum and donated N20m as solidarity humanitarian support.

Speaking to Tambuwal during the visit, Zulum said the Northeast Governors share the grief of families affected by the attack hence the delegation, to register condolence and express solidarity.

Zulum prayed for the return of peace in Sokoto and all parts of Nigeria, noting his doors are always open to exchange of experiences given from challenges faced by Borno State, and steps being adopted on the way forward.

In his response, Governor Aminu Waziri Tambuwal expressed profound gratitude to the Northeast Governors Forum which was represented by Zulum and Yahaya.

He noted that the visit was a soothing balm to victims and affected families, and to the entire people of Sokoto State.

Tambuwal further described the coming of Governors Zulum and Yahaya as a clear manifestation of love and brotherhood between the Northeast and the Northwest in general, and between Borno, Gombe and Sokoto States.

Governor Tambuwal acknowledged the many efforts of Zulum in Borno since becoming Governor two years ago.

The two Governors were accompanied to Sokoto by Borno’s Commissioners for Agriculture, Bukar Talba, Works, Architect Yerima Saleh, Adviser on Special Duties, Bakari Ali Kotoko, and Adviser on Local Government and Emirate Affairs, Abba Kawu Shehu Garbai.

Child Rights Act Will Open Vista To Devt Initiatives -Borno Women Affairs Commissioner

THE Commissioner for women affairs in Borno state, Haijiya Gambo Zuwaira has said that the Child’s Right Act bill will give the children of Borno state especially coming out of the 12 years of insurgency the right to education, good health, water, live and justice.

Zuwaira, who was part of the five days workshop organised by the Borno State House of Assembly at REIZ Continental Hotel, Abuja to look into the bill and domesticate it for the Borno child, also observed that even though there are many rights before now, which are from the religious and societal perspectives but such rights cannot be implemented without the backing of the law.

According to Zuwaira, “For us in Borno state it has been a wonderful experience and a very good opportunity for the children of Borno state. This Child Rights Acts is necessary and the time is now especially as we are returning back to full time peace in Borno state.

“You can see that our internally displaced persons are going back to their homes. There has been general peace. So, what next? A normal life and opportunity for the children to be part of the developmental initiative of the Zulum administration in the state. And so, putting these child’s right act into being domesticated is the best thing that has happened to Borno state throughout this year.

“You can see that the entire leadership of the Borno state House of Assembly is here. You could see that the dedication and the zeal to see that this act or bill is passed or is being domesticated is on everyone’s face.”

The Commissioner said this is the first time such an act is being domesticated, adding that without the backing of the law the act cannot be implemented.

“So, by passing this bill automatically every child of Borno will benefit from the developmental success that came with such a law”. She said.

50 Years Nigeria/China Bilateral Relation: Segun Adeniyi, 49 Others Given Award By Chinese Embassy

THE Chinese Embassy in Nigeria has given an award the Chair of the Editorial Board, ThisDay Newspapers, Mr.Olusegun Adeniyi and 49 other Nigerians for their contributions toward building the relationship between China and Nigeria.

Among other prominent individuals awarded are Director, Centre for China Studies, Mr. Charles Onunaiju; Editor In Chief, Afri-China Media Centre, Mr. Ikenna Emewu; Professor of Political Science, University of Abuja, Mr. Sheriff Ghali Ibrahim; Head of Protocol , News Agency of Nigeria, Mr. Lawal Sale; Chief Operating Officer, Peoples Daily Newspaper, Mr. Hamid Bello; Editor in Chief Diplomats Extra Magazine, Mr. Raphael Oni and Editor-in- Chief Summit Post Newspapers, Mr. Nelson Omonu.

The award is given to commemorate the 50th Anniversary of the establishment of bilateral relations between China and Nigeria.

Speaking during the presentation of the awards in Abuja, the Chinese Ambassador to Nigeria, Cui Jianchun said: “Over the past 50 years, political mutual trust between China and Nigeria has been greatly enhanced, traditional friendship between China and Nigeria has been significantly improved, substantial progress in our win-win cooperation has been made, commercial, cultural and educational exchanges have been further promoted, we are very delighted to see that we have made tremendous achievements in all fields which have greatly benefited our two peoples.”

He said: “There is a saying in English: No Pain, No Gain. Success comes from hard work, commitment turns good wishes into reality. While tasting the sweet fruits of our mutually beneficial cooperation, we should never forget those who worked tirelessly and made valuable contribution to our brotherly relationship. For this reason, the Chinese Embassy specially set up “The Oct. 1st Award of China-Nigeria Friendship” to recognize those outstanding Nigerians for their excellent performance and contributions to strengthening diplomatic ties between both countries.

“Since 2021 witnesses the 50th Anniversary of bilateral ties, the Chinese Embassy will honour 50 “Oct 1st ” Award winners. Aregbesola Confirms Attack On Oyo Correctional Centre

MINISTER of Interior, Ogbeni Rauf Aregbesola has confirmed the attack on a custodial centre in Oyo State.

A statement on Saturday by the Media Adviser to the Minister. Sola Fasure said: “At about 10.00 pm yesterday (Friday), October 22, 2021, a large number of heavily-armed gunmen attacked the Abolongo Custodial Centre, in Oyo, Oyo State.

“Armed squad unit members of the Nigerian Correctional Service and other security agencies on guard at the facility engaged the attackers in a gun duel that lasted for 20 minutes before they were overpowered.

“The attackers subsequently used grenades and other explosives to gain access into the awaiting trial section of the facility and set free many of the awaiting trial inmates. Other sections of the facilities were left untouched.”

Fasure revealed that the Controller General of the Nigerian Correctional Service has been on the situation immediately the incident occurred.

He said the Minister of Interior has been briefed on the attack and he is monitoring the situation.

He, meanwhile, has assured members of the public to go about their normal businesses as the situation is under control, while requiring members of the public to report any suspicious movement or any sign of the escaped inmates and the gunmenin and around the vicinity to the nearest security post around them.

The Minister said security agencies are on the trail of the escaped inmates, while a joint security services manhunt has been launched immediately for the apprehension of the assailants.

He disclosed that this has led to the capture of some of the inmates while others returned voluntarily.

He however advised those who are on the run to turn themselves in, warning that as escape from lawful custody is a serious offense, threatening to bring the full weight of the law on them when arrested.

Chinese Envoy Wants Nigerian Political Parties To Learn From Communist Party Of China

THE Chinese Ambassador to Nigeria, Cui Jianchun has asked political parties to learn from Communist Party of China by making the well-being of Nigerians their priority.

Speaking at the Public Presentation of a book with title, “A century of the Communist Party of China: Why Africa should engage its experience written by Charles Onunaiju, Director, Centre for China Studies, the Chinese Ambassador said: “As you may know, this year 2021 marks the 100th anniversary of the founding of CPC, 100 years ago, the CPChad only 58 members; 109 years later, the membership has grown up to more than 95 million nowadays.

“The CPC has developed into the largest ruling party in the world, and brought tremendous changes to China.”

He said the key to the brilliant achievements of CPC lies in the lofty ideals and missions born by it, which could be summarized as everything the CPC does is for the well-being of the Chinese people, for the rejuvenation of the Chinese nation as well as for the peace and development of mankind.

The Ambassador said the CPC was chosen by history and the people. Over the past 100 years, the CPC has united and led the Chinese people through tenacious struggle to achieve great success in the new-democratic revolution, to achieve great success in reform, opening up, and socialist modernization. “ Pertaining the hot phenomena related to China, such as the economic miracle, the tremendous transformation of society, as well as great achievement in containing COVID-19 pandemic which is still devastating other parts of the world, and so on, all of them could find answers from the study on the governing experience of the CPC.”

He said the success of CPC hinges on 6L- Love, Liberate, Learn, Lead, Listen and Live, noting that “China has realized the first centenary goal of building a moderately prosperous society in all respects. Nowadays, the CPC is rallying and leading the Chinese people on a new journey toward realizing the second centenary goal of building China into a great modern socialist country in all respects. SERVICOM: NSCDC Set To Enhance Capacity For Effective Service Delivery

THE Commandant General of Nigeria Security and Civil Defence Corps, Dr Ahmed Audi, PhD, mni, has called to action, management and staff of NSCDC for a continuous journey to meet the needs of Nigerians and to justify their reasons for earning salaries from tax payers money.

He made this statement during the opening ceremony of a two day capacity building workshop organized by the Servicom unit of the Corps on the theme “Restoring a Culture of Excellence in Service Delivery” at the Corps National Headquarters, Abuja with participants drawn from zonal and state Commands of the Corps .

According to a Press Release signed by DCC Olusola Odumosu, Director Public Relations, NHQ NSCDC, Abuja, the CG averred that the Servicom workshop could not have come at a better time as the Corps is on the path to charting a new course and drawing up programs to ensure it delivers on the local charter of the unit in line with the revamping and restructuring agenda of the service. He charged all participants to level up, gain knowledge and add value to the Corps by making their presence felt in their different formations.

The Servicom unit of the Corps under the supervision of Servicom Presidency was set up in 2004 to drive service effeciency in all MDAs in the country and has since been striving to position the Corps as the ‘Defender of the Defenceless’ while at the same time upholding its vision to build a positive culture that would create a unique identity for the Corps in the security architecture of the country.

Speaking at the opening ceremony, the National Coordinator of Servicom under the Presidency, Mrs Nnenna Akajemeli said the yearning of Nigerians to get excellent service has presented the need for review of the Servicom charter while projecting innovative ideas to update knowledge and enhance capacity and networking for more robust service.

Mrs Akajemeli stated that with the current security challenges in the country, there is need for proper segmentation between the organisation and the citizens towards ensuring that footsoldiers who put their lives on the line are not only commended but protected, equipped and better positioned to serve Nigerians optimally.

While declaring the workshop opened, the CG who was represented by the Acting Deputy Commandant General in charge of Crisis Management, Nnamdi Nwinyi called on all Officers and men of the Corps to be more committed to the mandate of the Corps like never before and charged the Servicom unit at all levels to ensure compliance of personnel with extant rules as it beholds on them the responsibility of ensuring that NSCDC is in good standing with all it’s stakeholders.

Another high point of the opening ceremony was the unveiling of the Servicom suggestions boxes which would be positioned in strategic places within the office for anyone to freely drop useful information, observations and suggestions that will help the growth of the service for the management. Special recognition awards were also presented to outstanding formations such as Imo and Borno state Command and some deserving officers for their exceptional inputs and commitment to service.

UNODC, EU, NIALS Launch User Guide To Tackle Terrorism

THE United Nations Office on Drugs and Crime, in collaboration with the European Union Delegation and the Nigerian Institute of Advanced Legal Studies (NIALS) have launched the User’s Guide to counter terrorism in Nigeria.

A statement on Thursday by United Nations Office on Drugs and Crime said the three organisations have worked on a User’s Guide to the Terrorism (Prevention) Act, 2011 (TPA) as amended by the Terrorism (Prevention) (Amendment) Act, 2013 (TPAA) for use by law enforcement, security and judicial officials in their work to counter terrorism in Nigeria.

The statement explained that the materials assembled by UN and Nigerian experts for the User’s Guide are designed to serve as a quick and practical reference work for investigators, prosecutors, public defenders and judges working in this complex field.

The statement said: “The Guide sets out clearly the elements of each offence and the evidential standards that must be met to successfully secure a conviction under the provisions of the Act. It also explains in detail all of the ancillary powers set out in the Act.”

It read that: “Within the context of the EU-Nigeria-UNODC-CTED Partnership Project to Assist Nigeria to Strengthen Rule of Law-based Criminal Justice Responses to Terrorism and Violent Extremism, UNODC has been actively supporting the work of the Complex Case Group of the Federal Ministry of Justice to help prosecutors prepare cases against suspected members of Boko Haram currently held in custody that can be presented before the Federal High Court. It has also been working with the Legal Aid Council of Nigeria (LACON) to ensure that these defendants have opportunity to mount a proper defence, and with the judges of the Federal High Court who will adjudicate these cases. Promoting further legal education is an important aspect of this support.

Speaking on the new innovation, Head of Cooperation in the EU Delegation to Nigeria and ECOWAS, Cécile Tassin-Pelzer, commented that: “The criminal justice system in Nigeria has made great strides in the past few years in bringing suspected members of terrorist organisations to justice, but there is always room for improvement in this most challenging of arenas. It is our earnest hope that the User’s Guide will greatly assist criminal justice professionals as they prepare their cases for court, and thus help to advance the swift and effective administration of justice for victims of terrorism.”

On his part, Director General, Nigerian Institute of Advanced Legal Studies, Professor Muhammed Ladan, added that: “The risks and threats posed by terrorist activities require the adoption of proactive, integrated, multisectoral and multidimensional approaches to effectively combat it. It is, therefore, imperative for prosecutors, investigators and the Courts to understand and familiarise themselves with the provisions of the TPA, as amended.”

Mr. Oliver Stolpe, reacting to the latest development, welcomed the launch of the User’s Guide, noting that: “UNODC has been partnering with the European Union for almost ten years now to support the Nigerian’s government’s efforts to hold terrorists to account for their crimes, and the publication of this User’s Guide is just one more in a series of initiatives to support that goal. We hope that the Guide we are launching today will help in the administration of swift and effective justice in this most critical of public arenas.”

Delta Budget Presentation: 2022 Fiscal Year To Gulp N469.5bn

SENATOR (Dr) Ifeanyi Okowa, governor of oil and gas producing Delta state in Nigeria on Thursday, presented Appropriation Bill of N469.5 billion for 2022 to the state’s House of Assembly.

The 2022 Budget is N85.5 billion higher than the N383.95 billion revised approved budget of 2020.

Christened “Budget of Inclusive Growth and Accelerated Development”, the governor told the lawmakers that the Bill was made up of N284.14 billion for Capital Expenditure and N185.36 billion for Recurrent Expenditure.

He said that capital expenditure constituted 60.5 per cent of the Budget while 39.5 per cent represented recurrent expenditure, and explained that the allocations were targeted at completion of all ongoing projects and new projects in critical areas of needs.

The governor said that the 2022 budget proposal was also targeted at greater transparency and proper accountability in public expenditure to enable citizens get value for money in all projects and programmes of government.

According to him, N158 billion, representing 59 per cent of the capital budget is allocated to the economic sector while N55.18 billion is allocated to the social sector, administration sector got 13.35 billion and regional sector, N49 billion.

“In 2022, we propose to spend N105.3 billion on road and bridges infrastructure – Delta State Capital Territory Development Agency, N7.5 billion and Warri Uvwie and Environs Development Agency, N7.5 billion, for road infrastructure and storm water/flood control.

“Others include N10.30 billion on Health; Education N34.6 billion; Agriculture, N2 billion and Water Sector, N2.9 billion.

“In other to continue tackling unemployment by creating jobs and wealth for our youths, we are proposing the sum of N4.85 billion to improve the success rate of beneficiaries of the entrepreneurship development programmes of the Job and Wealth Creation Bureau, Ministry of Youth Development as well as GEST, WESAP and microcredit of Delta State Micro, Small and Medium Enterprises Agency,” the governor said.

He said that the budget, which was derived from the state’s 2022-2024 FSP/MTEF, was anchored on crude oil production benchmark of 1.88 million barrels per day, oil price of 57 dollars per barrel, exchange rate of N410 per dollar, National Real Gross Domestic Product (GDP) growth of 4.20 per cent and 13 per cent national inflation rate.

He disclosed that in spite of the vagaries of the economy, his administration had continued to invest in road and physical infrastructure.

Okowa pointed out that economic activity had continued to contract domestically and impacting negatively on the cost of living and employment levels.

He added that revenue collections had been lower than projected, resulting in expenditure realignments, explaining that the resultant macroeconomic evolutions had adversely impacted the Nigerian economy for which Delta was not spared.

“With an expanding tax base and conducive business environment, the State Government is getting more tax revenues without overtaxing the economy and businesses.

“With fiscal discipline, efficiency and delivering value through prudent spending, we are now progressing within our means and driving our economy towards achieving our long-term vision of economic diversification, self-reliance, and inclusivity,” the governor said.

Welcoming Okowa earlier to the House of Assembly’s chamber, the Speaker, Chief Sheriff Oborevwori, had said that with the feat achieved by the current administration in the state in six years, the House would continue to support the government through passage of people-oriented and development-driven legislations.

He commended the governor for the unprecedented establishment of three new universities in the state.

“Delta State enjoys enormous peace because your administration is running a transparent and accountable system of government where everybody is important no matter his or her status.

“Your choice of dialogue as a tool in the development and growth of the state is highly commendable.

“I want to assure you that the Legislature will continue to support your policies and programmes for the sustained development of the State, we will continue to cooperate with the Executive while also maintaining our powers as a House,” the speaker assured.

Motion to accept the Appropriation Bill for consideration was later moved by the Majority Leader, Mr Ferguson Onwo and was seconded by member representing Ethiope West, Mrs Erhiateke Ibori-Suenu.

The lawmakers also approved a motion, slating the second reading of the Bill for Oct. 26, 2021.

Responding, the chairman of Isoko South traditional rulers Council, HRM Johnson Eweri 11, the Ovie of Emede Community who received the New King, demanded for the traditional items required to formalize the process.

The monarch prayed for the New King and urged the people to maintain existing peace in the area, just as the documents for the coronation of HRM Ebobo Imoh 1, Ovie of Aviara Kingdom was signed by the Monarchs.

Speaking to Journalists, Prince Moses Alakpa and Prince Mesh Okpeva commended the Isoko South Monarchs and expressed appreciation to God, noting that the event marks the end to the kingship tussle and return of peace in Aviara Kingdom.

Also speaking, High Chief Iduh Amadhe said, the New King brought jubilation, peace and unity to Aviara Kingdom and commended the leaders, men, women and youths of the kingdom for unity of purpose, even as he urged the people to sustain the peace and move the Community forward.

Insecurity: US Expresses Readiness To Lend Support to Nigeria

THE United States (US) has told Nigeria of her readiness to lend support towards the country’s bid to contain insecurity.

The assurance was given during a meeting between the visiting US Deputy Security Adviser, Jonathan Finer and Nigeria’s Minister of Foreign Affiars, Geoffrey Onyeama, where security issues were discussed.

The US Deputy National Security Adviser said his country was willing to support Nigeria in every area.

Speaking to journalists after a closed door meeting, Finer said: “Going forward, the security issues are very pretty whether it’s terrorism or piracy, the US can support.

“You mentioned democracy. The President is very much looking forward to conveying the summit for democracy in December. The pillar of this summit is going to be issues relating to election, corruption.”

He added that: “Nigeria is not just a partner of the US but also a friend which is much appreciated. The time that we spent and the conversations we had are very constructive and the partnership over all.

“I will not repeat all of the Minister’s briefing but it does speak the enormous agenda that the two countries share. We talked about the pandemic and the delivery of vaccines and the next phase of this which is actually making sure that those vaccines are administered and get into peoples arms which is something we want to support”.

On climate change, Finer said U.S “welcome Nigeria’s committments to increase its ambition when it comes to climate change and we hope that it continues.”

“There are no significant issues on our mutual agenda that can be addressed without working together. So we are committed to continue doing that.”

Onyeama who received the US Deputy Security Adviser who is on a working visit to the country on Monday, said discussion was a broad range.

He said, “We talked about the security situation of the country; banditry, Boko Haram, Sessionist groups and other acts and challenges to insecurity including that of Guinea and how we can cooperate with the US in addressing all the issues.

“While acknowledging the tremendous support from the US in the area of security. The recent delivery of A29 fighters and supporting other areas.

“We assessed the situation in the Sahel beyond Nigeria right up to Libya and how we can work closely together to address the terrorist challenges and the security situation in Nigeria.”

On twitter, the minister said, “We talked about the suspension of Twitter in Nigeria and how that is progressing. “

The Minister also said that the issue of COVID-19 came up at the meeting.

“We talked about the COVID-19 context and the US has been very generous. Just very recent, last week, they provided again vaccines to Nigeria, 5.0 and then another vaccine of 3.5 million that were delivered to Nigerian Government. We are grateful to the US government for this generosity.”

The Minister added that the meeting discussed the issues of democracy, democracy in Nigeria and the importance of US to Nigeria as big democracies.

He said: “I gave an overview of the Democratic process and election process here in Nigeria. President Biden of the US will be conveying meeting/summit on democracy in December and I hope Mr. President will be invited.

“The issue of good governance, and corruption also came up for discussion.”

On trade, Onyeama said, “We talked about trade and the importance of facilitating market access to Nigeria especially in the agricultural sector and how to fix trade between Nigeria and the US. The US has the Africa Growth Opportunities Act which facilitates and encourages market access for African countries to the US and we also looked at how this can be further strengthened and improved.

“We also talked about consulate matters and visas; challenges that are been faced by Nigerians in terms of obtaining US visas.”

The minister who said the meeting covered human right, also commended Mr. Finer for “identify areas where we can strengthen and increase cooperation between the two countries.”

UK False Alarm Not Reflective Of Situation In Delta *Govt Flays Travel Advisory *Urges Int’l Community To Shun Report

DELTA Government on Monday, expressed dismay over the recent travel advisory reportedly issued by the United Kingdom to its citizens in Nigeria.

The Commissioner for Information in the state, Mr Charles Aniagwu, who expressed the state’s concern at a news conference in Asaba, urged the public and the international community to disregard the advisory report because it was not in tandem with the situation in the state.

He said that Governor Ifeanyi Okowa’s administration in the state put high premium in the security of lives and property of citizens because it was the primary purpose of government.

“In our five-point agenda security is the second item which involves meaningful peace-building and harmonious living among Deltans and their neighbours.

“In the last six and half years, we have tried as an administration to ensure that we have reasonable peace in our state. Fortunately, God has helped us because our people have cooperated with us and that has helped us in ensuring that we sustained the building of relevant infrastructure even as many persons are trooping into the state.

“Those of you who have been in our state capital and of course, Warri the commercial nerve centre of the state and indeed all the other local communities in Delta, can attest to the fact that Delta has been quite peaceful and that is why you have seen the influx of persons coming in to invest.

“We were taken aback as to why the British Foreign, Commonwealth and Development Office (FCDO) in their latest travel advisory report included Delta in the list of 12 states where they are asking their citizens not to visit on account of possible attack by Boko Haram.

“We want to believe that it was an error because just last month, precisely on September 21, the British High Commissioner to Nigeria, Ms Catriona Laing, was here in Delta.

“She lauded the state government in what we are doing and appreciated the fact that she was warmly welcomed and even visited some communities without any hitch or element of any report that points to the fact that her life was threatened. So, we couldn’t have imagined where this particular advisory came from.

“For the records, Delta is very safe; Delta is welcoming and we are available for both local and foreign investors. Delta is much more conducive for anybody to operate whether in terms of business, leisure, work or whatever is worth doing and justifiable in any reasonable human society.

“We have tried to build a very peaceful state because we realise that peace is the bedrock of whatever form of development you are bringing to bear and to add value to the lives of the people.

“As an administration we have continued along that trajectory to ensure that we evolve policies and programmes that will help us to ensure that there is peace all the way,” he said.

“We encourage the British authorities and indeed any other foreign national to continue to see reason to do business with Delta, travel down to Delta in terms of business, leisure and any other form of interaction.

“The state government will continue to ensure that there is peace and all of you who live in Delta can testify to the fact that Delta is one of the very few states in Nigeria today where there is night life.

“The reason why we have night life here is because there is a very high level of security in our state and apart from the efforts we have put in, we have enjoyed the grace of God and indeed the very unconditional support of the different segment of our society,” he said.

He restated his call on the public and the international community to discountenance the UK government’s advisory because it was not reflective of the situation in the state.

Gumel Promises Nigerians Better Outing At Commonwealth Games

PRESIDENT, Commonwealth Games Nigeria, Habu Gumel has promised Nigerians to expect a better performance at the next Commonwealth Games in Birmingham.

Gumel, gave this promise at the weekend in Abuja when the Commonwealth Games Baton was hosted by the British High Commissioner to Nigeria, Catriona Laing.

Gumel said Nigeria Team to the 2022 Commonwealth Games in Birmingham will do better than the last outing at Gold Coast.

He said: “Nigeria Team will do well and make the nation pride while in Birmingham, already we have started training. Some of the sports are qualifiers and some of them are not. I have already sent the list of about 22 sports that we are going to participate at the Games, arrangement with the organizers are on about accommodation and so many other preparations are on.

“All arrangement is in top gear, training has started and even training outside the country will soon start. Nigeria has been doing well at the Commonwealth Games and we will surely continue in that tradition. We did very well at the Gold Coast Games and this time around we will do better than that.”

He said there need not be fear about funding of the Nigerian contingent to the Games, noting that. “The government of the day is assisting with the fund and the private sector are doing their best with the funding.”

He said the introduction by the minister for adoption of an athlete is also working, adding that: “It worked well before we went to the Olympic and we believe it is equally going to work now.”

Gumel said: “I am however appealing to our multinationals to please come out and donate for sport development for you cannot leave everything to government because government has a lot to do and we are appealing to corporate bodies to donate part of their profit to sport.”

On her part, the British High Commissioner to Nigeria, Catriona Laing said Nigeria is the third country to receive the baton, which moves across the globe in 294 days before arriving back in Birmingham, covering 72 nations of the Commonwealth in the spirit of friendship, solidarity and values of the Commonwealth.

She noted that the Commonwealth is essentially about three principles; humanity, equality and diversity. We are in this game having diversity and inclusion by not having a separate disability game and parallel game as we have done with the Olympic, it is completely integrated, if you win a medal it counts exactly the same whether you are on the wheel chair or you are fully able.

She added that one important thing is that there are more medals for the women than the men at the Birmingham Games. 136 medals for the women and 130 for the men, and that best shows that the Commonwealth signifies the principles of diversity, inclusion and humanity.

Heavy Deployment of Security During Elections Shows Democracy Not Fully Entrenched -Ghana’s IGP

GHANA’S Inspector General of Police (IGP), George Dampare has punched holes in heavy deployment of security forces during in some West African countries, insisting that it only paints the picture that democracy is still yet to be fully entrenched in the sub-region.

Dampare stated this on Friday during the panel of discussion on “Security Forces and Inclusive, Peaceful Democratic Elections in the ECOWAS Region Consolidation” at the ongoing ECOWAS Parliament High-level Seminar in Winneba, Ghana.

He urged political office contestants in West Africa to accept results at the end of elections to prevent violence that leads to political instability.

The Police Chief warned politicians against holding on to power against all odds, noting that the phenomenon is the major reason for post-election violence which has led to political instability in some countries of the sub-region.

He said: “I will urge politicians in the ECOWAS Sub-region, and you Parliamentarians to always accept results to avoid any form of crisis or violence.

“Holding on to power as if it is do or die, has created a big challenge. Losing elections is not the end of the world.

“It is better to let go of power that will destroy your country because there will always be another opportunity.”

Dampare insisted that all actors involved in the election process have a role to play in ensuring the peaceful and credible conducts of elections, advising them to live up to their responsibilities.

He said: “Electoral Commissions of Member Statesmust conduct credible elections to avoid contestants doubting outcomes and results.”

He added that once all actors carry out their responsibilities and effectively, the provisions for security during elections will not be so necessary.

“All the actors have a role to play for a peaceful election, and they are all aware of their responsibilities.

“If Political parties, candidates, the electoral commissioner and his officers carry it to the later, then we will get to the point that provision for security during elections becomes irrelevant.

“That will be the point where we will say we have matured as democratic countries and a democratic sub-region.

“But if we keep depending on the security agencies to give you hope for the purpose of ensuring a successful election, then our democracy is still at its infancy.

“We need to get to the point where elections will be held without thinking of security and we will get there,” He said.

The Ghana’s Police Chief also warned against the misuse of social media during elections which he said has become a major trigger to the post-election crisis.

He charged Electoral Commissions to announce results within the shortest time possible to avoid inconsistencies in fake results announcements on social media.

Dampare said that announcements of results on social media makes citizens doubt the integrity of the electoral process when it does not favor them.

“There has always been a challenge especially when it comes to the period of counting, and therefore after the period of counting.

“Then the collation of results at the various constitutional levels and thereafter, the escalation of those constituencies results in the national results being aggregated and announced.

“With social media, people start dishing out results that compromise the integrity of the whole election process in the form of fake news if I may use that word.

“That period becomes so critical, and therefore, if there is no clear timeline for the official announcement of results, then the space is given for anybody to fill in anything then apprehension.

“Then tension develops to a level that affects the very survival of the country in terms of what is going to happen next.

“So in that context, we also do our best to provide security at that political party’s office, commission and any other place we consider to be vulnerable at that time.

“And ensure that the Electoral Commission does the needful as soon as possible,” Dampare said.

Dampare noted the police continue on policing the state, a month, two months or more, until it is satisfied with the situation, depending on the dynamics of the election.

On his part, the Inspector General of Police in Sierra Leone, Ambrose Sovula suggested that ECOWAS should find a way to regulate the misuse of social media platforms, especially as it relates to the announcement of election results.

Soluva said that social media was designed to bring development but unfortunately, it is being used by some others to destroy.

“This social media thing is being misused; it is being created for us to be developed but today we are using it to destroy the gains we have made.

“We should look at the ECOWAS level to see how this can be addressed. Social media is used as a platform for incitements, ill motivated individuals for political gains.

“Election will be on and social media has announced the result and both parties will be celebrating, and when one result differs from the other, in the end they will dispute the results,” Soluva said.

He urged political office holders to serve their electorates very well to avoid using fraudulent means to hold on to power at all cost.

Sovula said politicians who serve their electorates will always have an express win at the polls without fear.

He also called on the ECOWAS Parliament to make provisions for policing at intra-party politics level, adding that the process of picking candidates at party level comes with some level of crisis.

The IGP also recommended that political rallies should be held as town hall meetings and not on the street with marmot crowds which makes policing more difficult.

“You should serve your electorate well so that when it comes time for elections it should not be a do or die issue.

“When you have served your electorate, you do not have to take it by force and at all means.

“Intra-party politics, this can be addressed by this parliament because those in this parliament are responsible to pick their Presidential candidates.

“They will be able to talk to themselves on how such processes will not amount to violence.

“Political party rallies, especially major political parties that attract large crowds, is a challenge, I will recommend town hall meetings rather than taking to the street,” Soluva said.

The ECOWAS Parliament’s High-level meeting is with the theme “Two Decades of Democratic Elections in ECOWAS Member States: Achievements, Challenges and the Way Forward.

The Seminar seeks to make recommendations for new frameworks and mechanisms to improve existing legal, institutional and material frameworks for conducting elections in Member States.

Bashorun Askia Seeks Best Legal Practices For Nigerian Lawyers

NIGERIAN lawyers have been urged to appliy international best practices to distinguish themselves as legal practitioners of repute.

Managing Director/Chief Executive Officer of Delta State Oil Producing Areas Development Commission, DESOPADEC, Bashorun Askia Ogieh, FCNA, CrFA, said this at the Annual Law Week of the Nigeria Bar Association, NBA, Oleh Branch on Thursday, October 14, 2021.

Bashorun Askia, while evaluating the legal profession on the topic, “An Appraisal of The Contemporary Nigerian Lawyer: Development or Regression”, disclosed that despite the flaws that had been its bane, there was still need to explore new frontiers and devise new methodologies of achieving result.

He listed faulty foundation in legal education, trust deficit in honesty and integrity, undue delay in courts, jack of all legal trades as major bane in the legal practice but encouraged that innovation and legal dexterity, maintaining the code of conduct of the profession as well as welfare of the lawyers would put the Nigerian lawyer on top of his game.

The Certified and Licensed Forensic Accountant, however, enjoined the contemporary Nigerian lawyer to defend and protect the profession at all times, especially by organizing meaningful resistances against acts inimical to effective, standard best legal practices and justice delivery.

According to him, “The Nigerian legal profession has undoubtedly undergone significant changes since the era of colonialism when it encountered the British legal system. At inception, it did seem to be a sign of progress against the backdrop of the need to bring the justice system at par with international best practices.

“No doubt the contemporary lawyer has been on an evolutionary trajectory since the first indigenous set of law graduates was churned out of the Nigerian Law School way back in October 1963. Quite a lot in advocacy, social engineering, fundamental rights enforcement and administrative justice have been recorded by him, which is salutary. Without sounding immodest, the place and import of the lawyer in the Nigerian society has been remarkable.

“Development, we are told, is an organic concept measured in tangible and intangible. The criteria for determining whether the lawyer is progressing or receding will depend on what is required as his roles and responsibilities toward society. For me, I am of the opinion that the contemporary Nigerian lawyer can improve his current performance by taking cognizance of and electing to be guided by the rules of professional conduct.

“He must not be tired of innovating and resetting his engagement mode in sync with international best practices. Law is dynamic and the practitioner must not be so different. The challenges imposed by the COVID-19 pandemic that upended the entire world system – economy, all tiers of government, sport, entertainment, politics – have of necessity birthed new ways and means of doing things. The Nigerian lawyer must therefore be on top of his game, else he may blur off the radar.

“It is all about exploring new frontiers and devising new methodologies of achieving result. If the Nigerian lawyer takes these snippets highlighted above to heart and applies them in his practice, knowing that the market is already getting choked up, perhaps he can easily distinguish himself as a practitioner of repute.”

KACRAN Calls On Southern State Govts To Reconsider Ban On Open Grazing

A pastoralist association, Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) has called on governments of southern states of the country to reconsider their decision to ban open grazing in their domain, insisting that they stand to lose more from the action.

The association in a statement on Thursday signed by its’ National President, Hon. Khalil Mohammed Bello said the enactment of the anti-grazing law in the south of the country should be a direct signal to the people living in that part of the country that meat prices may soon be so high.

Bello said KACRAN has observed that pastoral business just like any other business in the world have some factors to be carefully considered which include nearness to raw materials, power supply, cheap labour, market, among others and in this regard, “the southern part of this country has fulfilled all the factors named to be considered for running pastoral occupation including security which is a most vital factor in the Nigeria of nowadays, because not all parts of the country are safe even for ordinary living talk less of operating any business.”

He said KACRAN strongly believe that the southerners will be the great losers on any decision making that has to do with forceful expulsion of herders from their domain because, when they are moving they will move away with their animals.

Bello said after carefully studying and critically assessing the situation in most of the Southern States. KACRAN has come to understand that the major reason that led to the enforcement of the said controversial law is mainly associated with conflicts and clashes happen between Cattle rearers and farmers who in many instances accuses herders for destroying their farms due to reckless animal rearing by some herders.

He said for every legitimate business or occupation there are challenges associated with it, “for example oil exploration is always associated with problems of environmental pollution and destruction of farming lands due to oil spillage. Likewise in areas where mining activities take place; there are problems peculiar to such activity. So if this is the case, we want the southern states governments to kindly consider the security challenges associated with running pastoral occupation in their State as a phenomenal challenges to be administratively and diplomatically addressed.”

He advised that herders must live peacefully and nicely as they used to do several years ago with their southern host communities, must stop destroying people’s farms and if it accidentally happen they must pay compensation equal to what they destroyed; they must play a leading role in fishing out the bad eggs among them regardless of myopic thinking that these people are our brothers, because criminal is criminal who must treated harshly; they must fully cooperate with southern authorities and security agencies to pinpoint the hide outs of any gang of criminals in their environment and surrounding regardless of from which tribe or religion, the members of such gangs belongs to without fear, or prejudice.

He also advised that they must be fully submissive to the existing laws and regulations that with the exception of the Anti open grazing law, must conduct themselves in a way and manner in which they would be so useful and helpful to the Government and their host communities.

He said: “​We advise them to remain peaceful and friendly when doing their business or in their usual interaction with the people in the area under reference. They must return to their normal way of decent life which earned them love and acceptability in the olden days. They must stop taking law into their hands if their animals are being beaten or killed by their host communities instead let them be reporting such type of incidences whenever they occur to the constituted authorities, such as Obas, Chiefs Kings and other securities Agencies.

“​They should be observing newly herders coming to the South for animal rearing and if they see any unacceptable behaviours, they immediately report them to the law authorities.

He said the Southern Governments are hereby advised to kindly have a rethink over their decisions to enforce Anti Open Grazing Law and Instead they should allow the herders to continue freely with their lawful pastoral occupation in their domain, adding that “In areas where they have abundance of vegetations let them provide animal grazing areas and water points where hundred thousands of animals will be kept, so that they will be able to establish meat processing, milk, leather, Chalk and other companies relaying on livestock at the source of their raw materials.

He also advised that: “They should introduce cattle tax yearly payable for each head of animal by the herders so that they will get billions of Naira yearly which can be used for the development of their States, at the case was in the North during the 60’s.”

Coups, Tenure Elongations Attracting Bad Image To West Africa -Speaker ECOWAS Parliament

THE Speaker of the Parliament of the Economic Community of West African States (ECOWAS), Sidie Mohammed Tunis has lamented that the sub region is attracting bad image with recent military putsches, tenure elongations and undemocratic constitutional amendments in some countries.

The Speaker said this in Winneba, Ghana in his opening address at the high-level parliamentary seminar on 20 years of democratic elections in West Africa.

Recently there was coup d’etat in Mali and Guinea, where the nations armies took power as a reaction to plan elongation of tenures by democratic governments.

The theme of the Seminar is: “Evaluating Two Decades Of Democratic Elections In The ECOWAS Region: Achievements, Challenges And The Way Forward.”

Tunis said that while governments in the region condemn coup d’etats, it is important that they give serious attention to the new phenomenon of amending the constitution of a state before an election or before the expiration of the tenure of an incumbent President.

He said: “Amending a constitution to conform to current realities is not in itself a problem. When the proposed amendments to the constitution protect the governing elite at the expense of citizens or will undermine the very nature of constitutional democracy, thereby granting an incumbent undue advantage to extend his mandate, then we have a problem,”

He said the truth, is that “this practice is eroding the gains we have made as a community, sinking the region into more chaos, and creating a serious reputational risk tar ECOWAS as an institution.”

He added that: “If we do not take firm and very decisive actions against this ugly trend, ECOWAS will not only be perceived as a body of failed States but will indeed fail.”

Tunis identified hijacking of electoral processes, voters’ fraud and disenfranchisement, attack on free speech and the press, as vices that attack a country’s electoral system and take away from the core of democracy.

He said: “Considering the effect these have caused us and the toil they continue to have on the region, it has become necessary that we go beyond statements that merely condemns these actions and consider imposing harsher penalties on would be perpetrators.”

According to the ECOWAS Speaker, the anticipation is that at the end of this seminar, Members of Parliament and all participants would have a better understanding of the dynamics of the electoral process and laws as they impact on democratic practices in the ECOWAS region.

He said: “The seminar would ensure that they have greater appreciation of the practices that are enhancing and deepening participatory democracy and elections. This will set the seal on recommendations for policy frameworks and corrective ethos based on best practices for future for adaptation for elections and participatory democracy.

““The weight of the expectations of the people we serve rests on our shoulders. One of the major ways we can protect the interest of the people is by ensuring that the policies and frameworks that emanate from our decision-making process are people centered. As leaders, we must ensure that the will of the people is not subverted. The choice they make during elections is sacrosanct and must be treated as such.”

Majority of Deltans, who benefited from the programme in the past and presently, have continuously applauded the Delta First Lady, Her Excellency Dame Dame Edith Okowa for using her pet project, 05 Initiative to attract medical support for them.

The train of the four-day free Grassroots Medical Outreach for Delta South Senatorial District were at the General Hospital, Oleh.on Wednesday 13th October, 2021.

The essence of the Medical Outreach which coincided with the World Sight Day with the theme “Love your sight”.was to create more enlightenment among the people at the Grassroots level, across the state.

According to her,, “The essence is to raise awareness of visual impairment and give attention to proper care of the eyes because the eye is the light of the body.
Blindness is a life threatening condition, it brings depression and hinders movement. Many persons suffer due to lack of affordable medical care, illiteracy and poverty. That is why we have brought this outreach to your doorstep in order to increase accessibility and remove the barrier of cost.

She recalled that “In 2018, the O5 team went round the 25 LGAs where a total of 26,304 were attended to and we are still celebrating the testimonies from men, women and Children till now.

“For this phase, the O5 Initiative in partnership with Restore Sight Africa and the Ministry of Health is focusing on the three Senatorial districts.

“Last week, we commenced with Delta Central where we recorded a large turnout; over 1000 patients were seen. 108 surgeries were done, 537 glasses given and 676 eye drops dispensed. We are now in Delta South (Oleh). Next week, the train will be in Delta North (Asaba) for the grand finale.

The First Lady reaffirmed that “Provision has been made for COVID 19 tests as well as free eye screening, Surgery, distribution of free glasses and free medication.

She therefore urged all Deltans to be part of the programme, emphasizing that “The need for every Deltan to be healthy and enjoy the benefit of the Prosperity Agenda is of utmost importance to this administration

While thanking the Chairmen of the eight Local Government Areas and people of Delta South Senatorial District for the massive turnout, she expressed hope that at the end of the programme, the testimony will be “I was blind now I can see”.

She also commended the Coordinator of the Restore Sight Africa Initiative, Dr Ernest Ogbedo for partnering with the O5 Initiative to bring eye care to the grassroots.

“This is God’s project, be among those who will Change Our World One Person at a time.”

The need to diversify her enterprise to increase her streams of income motivated her to acquire another skill in Hairdressing, Braiding and Makeover. At present, she is the CEO of Sofina STEP Salon & Spa located in Asaba. She has trained over 50 persons and is a job creation trainer. Six years on, she shares her story:

“As we speak, I have trained over 50 persons and have clients all over Asaba. I have diversified to sale beauty products and jewelry and, also, to the production of Sofina Beauty Products. I make wigs too. I am making great impact in my family by assisting my husband in the upkeep of my home.

Akume Accused Of Fueling Crisis At NLRC *As Board Insists Minister Undermining HOS, SGF

SOME members of the Governing Board of the National Lottery Regulatory Commission (NLRC) are warning that the activities of the Minister of Special Duties and Intergovernmental Affairs, Senator George Akume are beginning to impede the smooth day-to-day operations of the NLRC.

The Governing Board members are particularly miffed that the Minister’s actions, while breeding indiscipline and insubordination at the National Lottery Regulatory Commission, are at variance with the directives of the Head of Service, Dr. (Mrs.) FolashadeYemi-Esan and an extant public service circular issued by the Secretary to the Government of the Federation, Mr. Boss Mustapha.

It could be recalled that the management of the National Lottery Commission recently confirmed that following the preliminary indictment of two Directors at the Commission, Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna, by both the Code of Conduct Bureau and the ICPC, for sundry infractions, including alleged corruption and breach of Civil Service rules, the Governing Board of the Commission brought the notice of their indictment to the attention of the Head of Service, as stipulated in Civil Service rules.

On her part, the Head of Service of the Federation in a letter, with reference number: HCSF/CMO/EMO/CPA/140/46, dated 2nd February, 2021, directed the Governing Board of the Commission to constitute a Committee which should include representatives of the Employee Mobility Department and Organisational Design and Development department – both being relevant arms in the Office of the Head of the Civil Service of the Federation to thoroughly look into the allegations against the two directors and make recommendations.

Consequently, the Chairman of the Board of the Governing Council of NLRC constituted a four-man committee, headed by Chief (Mrs.) Yemisi Oni-Hassan, to carry out the investigation and forward their findings and recommendations. The Committee was inaugurated on Tuesday 13th April 2021 and tasked to work with the following clear objective/mandate: “To review all allegations of infractions surrounding the employment, improper placement of the affected officers and submit the report of findings and recommendations to the Board Chairman for implementation”

After weeks of sitting and taking depositions from all parties concerned, especially from the duo of Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna, the Committee made the following recommendations: “that in view of the fact that Mr. Robert Blessing Bolokor did not fulfill one of the statutory conditions of eligibility for permanent and pensionable appointment by possessing the NYSC discharge or exemption/exclusion certificate, where applicable, as provided for in part II, Paragraph 1(ix) of the Guidelines for Appointments, promotions and Discipline (Revised August, 2004), issued by the Federal Civil Service Commission, his appointment should be revoked and the Board should summarily dismiss him forthwith,  in line with due process”

On Mr. Okechukwu Josiah Odunna, the Committee recommended that “the Governing Board should immediately commence administrative disciplinary proceedings against Mr. Okechukwu Josiah Odunna, in line with the provisions of PSR 030302 TO 030306, for suppression of records (by wittingly) refusing to disclose to the Board and Management of NLRC his indictment and subsequent disbarment by the Florida Bar, in with PSR030402(b).”

The Committee further recommended that pending the conclusion by the ICPC, and in the consideration of his being declared a fugitive of justice, Mr. Okechukwu Josiah Odunna should forthwith be prohibited from carrying out his duties at the Commission. The Director General should therefore be directed to suspend him, in line with the provisions of PSR030406.”

Following the Committee’s recommendations and the directive of the Governing Board of the NLRC, the Director General of the Commission, Mr. Lanre Gbajbiamila proceeded to issue both Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna letters of suspension.

However, in a shocking move, the Minister of Special Duties and Intergovernmental Affairs, whose Ministry has supervisory role over the Commission, is said to have directed the two indicted Directors to return to their respective duty posts at the Commission and disregard the suspension letters they were issued by the Management of the NLRC on the orders of the Governing Board.

“As we speak, there is uncertainty in the Commission as the Minister has unilaterally overruled the Governing Board, the Head of Service and in fact an existing circular from the Secretary to the Government of the Federation, cautioning Ministers against meddling in the day-to-day running of Departments, Agencies and Commissions under their Ministries,” a member of the Governing Board of the NLRC confided in a chat with Journalists in Abuja.

In a May 19, 2020 circular, the SGF reiterated to Ministers that pursuant to Public Service Rules, disciplinary powers in Agencies, Department and Commissions resided with the governing boards of affected agencies and not the Ministers, “in line with enabling law and chapters three and 16 of the public service rules on discipline in government parastatals” 

“The rule is that all Civil Servants in the Federal Civil Service of Nigeria, technically speaking, are all staff of the Office of the Head of Service of the Federation. The affected Directors in the National Lottery Regulatory Commission are staff of the Office of the Head of Service. So, the Head of Service has so far been doing what is within the purview of her Office and in line with enabling laws and public service rules. So the Minister of Special Duties, Senator Akuma, cannot arbitrarily overrule the decision of the Governing Council of the Commission without due recourse to the Head of Service. There is no record anywhere that he is acting in consonance with the Head of Service. It is not done and we will not allow it,” the board member said.

It has also been found out that in order to force their way back to the Commission, the two suspended Directors have been instigating some of the staff of the Commission against the Management and the Governing Board. Acting under the aegis of the Association of Senior Civil Servants of Nigeria, some of the workers have been conducting protests and have even picketed the Commission at some point, purportedly clamouring for the recall of the two indicted Directors.

However, the Director General of the Commission, Lanre Gbajabiamila, frowned at the recent picketing and the distraction of the workforce at the Commission, alleging that the picketing was “corruption fighting back.”According to him, the Management of the Commission, which he heads, issued the suspension letters to the two indicted Directors in compliance with the recommendation of the Independent Corrupt Practices and Other Related Offences Commission and the Code of Conduct Bureau as well as the recommendations of the Governing Board of the Commission, based on the findings and recommendations of the Committee set up to probe the allegations against the two Directors.

“The main reason for the picketing was as a result of the management implementing the directives of the commission’s Governing Board as obtained in public service. The board, after due consideration of recommendations of a committee set up by the Head of the Civil Service of the Federation to investigate the allegations against two directors of the commission, directed management to implement the prescribed sanctions in accordance with the Public Service Rules.

“I wish to state that the management of the commission was never involved in the process of investigation of the said directors. We only acted in compliance with the directives of the Governing Board. The picketing can therefore only be described as illegality fighting back by using a few highly ignorant and misled staff of the commission hiding under the guise of the staff union membership and paying touts who by the way are not staff of the commission to carry placards,” Mr. Gbajabiamila said.

While calling on President Muhammadu Buhari to call the Minister of Special Duties and Intergovernmental Affairs to order, a member of the Governing Board of the NLRC who spoke to the media, contended that it would be most unethical for any of the two indicted Directors to be given access to their offices or sensitive government documents at the Commission.

“It would interest you all to note that one of the indicted Directors, being fully aware of a pending Court case between the Commission and 24 other Defendants and Western Lotto Nigeria Limited (the Plaintiff), issued a signed and unauthorized opinion to the plaintiff, which was contrary to the position of the Commission. The unauthorized opinion of this said Director has been further submitted by the plaintiff as a supporting document in court and before the House of Representatives Committee investigating the matter. So why does the Minister want this kind of persons back at the Commission,” the board member disclosed.

The Seven-Member Governing Board of the National Lottery Regulatory Commission is: Alh. Fatai Ibikunle, Chairman; Hon. Bode Ogunleye, Member; Abubakar Y. Rajab, Member; Boniface Waziri, Member; Abdulbasit Abdallah, Member; Chief (Mrs.) Yemi Oni, Member and Obo Awusa, Member.

NDLEA Dismantles Drug Joints In Nine States, Arrests 110 Dealers

NO fewer than 110 drug dealers were arrested in a raid on hideouts in nine states across the country in the past one week.

A statement on Sunday by the spokesman of the National Drug Law Enforcement Agency (NDLEA), Femi Babafemi said during the raids by operatives of the agency many of the notorious hideouts of drug dealers were dismantled and assorted illicit substances seized.

He said in Lagos, notorious drug joints in Maza Maza, Alakija, Festac town, Amuwo Odofin, Oluti, Isheri roundabout, and Igando were raided on Thursday 7th October, 2021, when at least 16 suspects were arrested.

The arrested suspects, according to him, include: Lucky Elibe; Abdullahi Jabir; Amos Kalli; Nweke ThankGod; Tukwosi Arowolu; Odinaka Oramu; Jeremiah Ishaya; Maxwell John; Usman Garba; Christian Okibe; Mba Peter; Sarah Offiri; Wasiu Adeniji; Bode Olaitan; Yetunde Ahmed; and Abdullahi Jibril.

He said seven others were also arrested in different locations in Lekki area of the state. They are: Emmanuel Sunday; Buhari Ibrahim; Kudus Taiwa; Samuel Jeremiah; Adebayo Adams; Joshua Madube and Mary Jane Nweke.

One Okoropo Mathew was arrested in Obalende area of the state, with four others, Sulaiman Hammadu; Olalekan Abiodun; Lukman Kamarudeen and Toyeeb Isa nabbed in Agege area of Lagos.

Babafemi revealed that no fewer than 17 suspects arrested by men of the 149 Battalion (Rear), Nigerian Army Cantonment, Ojo, were also transfered to the agency for further investigation.

Seized from the suspects are different quantities of Cocaine, Heroin, Tramadol, Methamphetamine, Diazepam, Cannabis and other psychoactive substances.

According to the spokesman, the arrest of a 19-year-old female drug dealer, Mngunengen Achir in Aliade area of Benue State with 5.5 kilogrammes of Cannabis and 112 grammes of Diazepam on Wednesday 6th October took a disturbing twist when other members of her cartel abducted a retired NDLEA personnel from that community who they assumed was still a serving officer, took him to a forest and demanded for the release of the suspect in custody before their victim would be freed.

Another raid of the house of a drug kingpin in Ruga area of Mararaba, Karu local government area of Nasarawa State, led to the recovery of 30 bags of cannabis weighing 362.5 kilogrammes, while in Akwa Ibom State, three male suspects were arrested on Wednesday 6th October during a raid of drug joints in Oron area with over 25 kilogrammes of drugs seized.

In Ondo, a notorious drug dealer at Ogbani-Oja Okitipupa, Okitipupa local government area, Adedugba Adeyemi, a.k.a Oyinbo, was arrested in his fortified den, where different quantities of Cocaine, Heroin and Skunk were recovered.

Seven other suspects were arrested in some drug joints in other parts of the state, including Shasha market, Akure North local government; Asolo camp, Usho, Owo local government, Albert Link Street, Finger Licking hotel and Shittu street, all in Akure, the state capital.

In Kano State, one Shamsuddeen Muhammad was arrested with 21.6 kilogrammes of cannabis, well concealed inside empty cartons, while in Oyo state, no fewer than 12 persons were arrested at drug joints raided and dismantled across the state.

He said some of the destroyed black spots include: Alfa area, Sabo motor park, Idisin Ijeru area, Odo Oba, Gambari in Oyo area; Igboro joint in Saki town, Agberele forest joint in Saki west local government area, Ago Are market in Atisbo local government area, Eleyele motorpark, Eleyele forest, Apete complex, Sabo garage, Ojoo, all in Ibadan as well as Odo Oba, Ogo Oluwa local government area.

He said in Kwara State no fewer than 38 suspects were arrested and 29.585 kilogrammes assorted drugs including Cocaine, Meth, Tramadol, Diazepam and others recovered from them across seven drug joints in Lafiagi, while in Rivers State, at least three persons were arrested from drug joints in Oyigbo and Kara oil mill area of the state on 9th October.

In a related development, more than 5 kilogrammes of Methamphetamine and Cannabis concealed in soles of ladies shoes, body cream and auto spare parts heading to Australia, Pakistan, South Korea, and Hong Kong have been intercepted in four courier firms in Lagos by narcotic officers in the Directorate of Operation and General Investigations, DOGI, of the Agency.

In his reaction to the latest clampdown, Chairman/Chief Executive of NDLEA, Brig. Gen. Buba Marwa (Retd) commended the officers and men of the nine state Commands for taking the battle to the doorsteps of the drug cartels within the communities and in the forests.

He said their contributions towards saving the lives of innocent youths; women and adults from the merchants of death would never be forgotten, while charging them and their colleagues in other commands to remain resilient as they continue with the offensive action against the narco-syndicates.

Delta Attorney-General Seeks Cooperation With Assembly C’ttee On Rules, Biz, Other Matters

DELTA State Attorney-General and Commissioner for Justice, Isaiah Bozimo Esq, has appealed to the members of the state House of Assembly Committee On Rules, Business, Legal And Judicial Matters for a cordial working relationship with the Justice Ministry in the state.

Bozimo, who played host to the committee members in his office, commended them for the role they played during his screening in the House and subsequent swearing in as the commissioner in charge of the ministry.

He told them that with the kind of support and cooperation they had already extended to him, the tone had been set for effective collaboration and a cordial working relationships, particularly now that he had assumed office in the Ministry of Justice.

He sought further cooperation from the members during the budgetary period and other important areas of jurisdiction of the ministry to enhance smooth operations.

The commissioner explained that ” other than the budgetary process, we need a close working relationship with you, given the intentions of this ministry to introduce certain legislations affecting the administration of criminal and civil justice.”

He told the members that their intention would be to consult with relevant stakeholders in that regard to facilitate its smooth processes and continually seek their advice until it sailed through.

“Once we are able to introduce that memorandum which we are hopeful His Excellency will pass for legislative action, we will keep members of the committee informed as to how the process is going and at the appropriate time, we will also seek advice from you as to how far we approach certain matters and your support in this legislation to ensure it get
smooth passage in the house,” he stated.

Head Of Service Of Federation Backs Reforms At NLRC *Orders Senior Staff Audit

The Head of Service of the Federation, Dr.FolashadeYemi-Esan, in a move to deepen on-going reforms and the streamlining of operations at the National Lottery Regulatory Commission (NLRC), has instructed the Governing Board and Management to commence this week, a thorough audit of the Senior Staff of the Commission.

The Head of Service’s directive which was conveyed to the Chairman of the Governing Board of the NLRC in a memo signed by M. Mamman, Permanent Secretary (CMO) in the office of the Head of Service, is said to be sequel to the detailed findings by the Code of Conduct Bureau, the Independent Corrupt Practices and other Related Offences Commission (ICPC) as well as a Committee constituted by the Chairman of the Governing Board of the Commission, which glaringly indicated breaches in public service rules in the employment and placement of a number of very senior staff in the commission.

Interestingly these breaches by previous Management of the NLRC where first noticed and frowned at by the current Director General of the Commission, Mr. Lanre Gbajabiamila, who has been insisting that the breaches be rectified in order to instill discipline, efficiency and probity in the Commission.

It was gathered that Mr. Gbajabiamila on assumption of office at the National Lottery Regulatory Commission in 2018, inherited staff strength of over 1,500, nationwide. At the time, the Commission was barely generating paltry yearly revenue of N400 Million Naira, far lower than almost N8 Billion being generated by the Lagos State Lottery Commission, where Gbajabiamila headed for eight years, prior to his appointment as the DG of the NLRC.

Mr. Lanre Gbajabiamila, who has since raised the revenue profile of the NLRC, believes that the Commission could do way better if the place is freed from the shackles of the poor staff and organisational structure he inherited from previous management of the Commission.

Findings have shown that in blatant breach of public service rules, previous managements of the Commission allegedly illegally recruited unqualified persons and placed them in very high offices at the Commission. “More than half of the Senior Staff do not have the requisite qualifications and certifications. They mostly have either police reports or phony affidavits to show as evidence of their qualifications and job experience,” a senior staff at the Commission said.

However, the matters of two senior staff of the Commission; Mr. Robert Blessing Bolokor, Director (Human Resources) and Mr. Okechukwu Josiah Odunna, Director (Monitoring and Enforcement) caught the attention of both the Code of Bureau and the ICPC, following series of petitions indicating that both men were not qualified for, and have continued to abuse the position they currently occupy.

Following the findings and recommendations by both the Code of Conduct Bureau and the ICPC that the two senior officers – Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna be disciplined and possibly dismissed from the service of the National Lottery Regulatory Commission, the Head of Service of the Federation in a letter with reference number: HCSF/CMO/EMO/CPA/140/46, dated 2nd February, 2021, directed the Governing Board of the Commission to constitute a Committee which should include representatives of the Employee Mobility Department and Organisational Design and Development department – both being relevant arms in the Office of the Head of the Civil Service of the Federation.

The Committee was mandated to work with the following clear objective/mandate: “To review all allegations of infractions surrounding the employment, improper placement of the affected officers and submit the report of findings and recommendations to the Board Chairman for implementation”

Consequently, the Chairman of the Board of the Governing Council of NLRC constituted a four-man committee, headed by Chief (Mrs.) Yemisi Oni-Hassan, to carry out the investigation and forward their findings and recommendations.

After weeks of sitting and taking depositions from all parties concerned, especially from the duo of Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna, the Committee made the following recommendations: “that in view of the fact that Mr. Robert Blessing Bolokor did not fulfill one of the statutory conditions of eligibility for permanent and pensionable appointment by possessing the NYSC discharge or exemption/exclusion certificate, where applicable, as provided for in part II, Paragraph 1(ix) of the Guidelines for Appointments, promotions and Discipline (Revised August, 2004), issued by the Federal Civil Service Commission, his appointment should be revoked and the Board should summarily dismiss him forthwith, in line with due process”

On Mr. Okechukwu Josiah Odunna, the Committee recommended that “the Governing Board should immediately commence administrative disciplinary proceedings against Mr. Okechukwu Josiah Odunna, in line with the provisions of PSR 030302 TO 030306, for suppression of records (by wittingly) refusing to disclose to the Board and Management of NLRC his indictment and subsequent disbarment by the Florida Bar, in with PSR030402 (b).”

The Committee further recommended that pending the conclusion by the ICPC, and in the consideration of his being declared a fugitive of justice, Mr. Okechukwu Josiah Odunna should forthwith be prohibited from carrying out his duties at the Commission. The Director General should therefore be directed to suspend him, in line with the provisions of PSR030406.”

Following the Committee’s recommendations and the directive of the Governing Board of the NLRC, the Director General of the Commission, Mr. Lanre Gbajbiamila proceeded to issue both Mr. Robert Blessing Bolokor and Mr. Okechukwu Josiah Odunna letters of suspension.

However, as gathered, since their suspension, both men have been fanning embers of discord in the Commission, largely by spreading falsehood about the DG, Mr. Lanre Gbajbiamila. The Commission has also said that both men have been instigating the Senior Staff Union in the Commission against the Governing Board and Management

In fact, the Director General of the Commission, Lanre Gbajabiamila, has described the recent picketing of the headquarters of the commission located at the Jabi area of Abuja as illegality fighting back.

Some workers of the commission, under the aegis of the Association of Senior Civil Servants of Nigeria, had accused the management of maladministration and introducing unfriendly policies. The protesters blocked and prevented the management and staff from gaining entry into the building.

According to Mr. Gbajabiamila, the Commission only acted in compliance with the recommendation of the Independent Corrupt Practices and Other Related Offences Commission and the Code of Conduct Bureau based on the allegations against them.

He said, “The main reason for the picketing was as a result of the management implementing the directives of the commission’s Governing Board as obtained in public service. The board, after due consideration of recommendations of a committee set up by the Head of the Civil Service of the Federation to investigate the allegations against two directors of the commission, directed management to implement the prescribed sanctions in accordance with the Public Service Rules.

Cannabis Sativa Can’t Be Legalised Under Prevailing Security Situation In Nigeria -Marwa

CHAIRMAN/CHIEF EXECUTIVE of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (Retd) has said that legalization of cannabis sativa as propounded by few Nigerians cannot be allowed under the prevailing security situation in the country.

Marwa made this assertion as guest speaker at the 2021 Ulefunta annual public lecture organised by the Deji of Akure kingdom in Akure, the Ondo state capital,

The occasion was hosted by His Imperial Majesty, Oba Aladetoyinbo Ogunlade Aladelusi and chaired by the former Secretary to the Government of the Federation, Chief Olu Falae.

The NDLEA Chief Executive said, “the proliferation of illicit drugs often engenders a pattern of crime, chaos and conflict. In the advanced world, it is the driver of high crime rate and violent killings in the inner cities. In developing or Third World countries, it is the escalator of strife, pogroms and civil war, and has played a big role in countries torn to pieces by tribal war, such as it is playing out in Syria, which has become the hotbed of Captagon, and Afghanistan, which controls the opium trade.”

He added that: “We have seen narco-terrorism in countries like Colombia and Mexico where drug cartels are law unto themselves and are as powerful, if not more powerful, than the State. So, there are real cases, not scenarios, of where and how illicit substances played a role in a society’s rapid descent into chaos and tettering on the brink of a failed state.

“So the pertinent question for us today is: Has drugs played any role in the festering insecurity in Nigeria? The answer is yes. Of this we have ample evidence.”

Marwa who was represented by his Special Adviser on National Drug Control Master Plan, NDCMP, Otunba Lanre Ipinmisho, stated that considering the intractable burden of insecurity facing the country, “we do not have the luxury of allowing a narcotic economy to take root and thrive in our society. Africa, nay, Nigeria has enough problems without adding the burden of narco-terrorism.

“Of all the known illicit substances, Cannabis sativa is the only one that is native to Nigeria and it is the most abused of all illicit drugs, and from the findings of the National Drug Survey of 2018, cannabis is becoming a national albatross”

He revealed that the population of Nigerians hooked on cannabis alone is more than the population of countries like Portugal, Greece or the Republic of Benin, insisting that the nation cannot afford to toy with the grim reality of the danger of legalising cannabis when all the needed infrastructure to monitor and control that are still far from being in place.”

Marwa said: “Where cannabis is concerned, we should not by any argument allow ourselves to become the proverbial fool that rushed in where angels fear to tread. Countries like Canada, that are pro-cannabis have strong and efficient institutions that are way ahead of ours by long mileages.

“Given the reality of our law enforcement, controlled cultivation of cannabis is a mirage. Aren’t pharmaceutical opioids controlled? Tramadol, codeine, rohypnol, benzopam, they are all controlled, yet, their trafficking and abuse is causing us unquantifiable human and economic loss. And for those who point at the inherent economic benefit that could accrue from legalisation of cultivation, in accordance with our reality, would you be comfortable, if by tomorrow, your 13-year-old son can easily access marijuana, or you find some wraps of weed in his pocket, or you learnt that someone has introduced your 16-year-old daughter to smoking Igbo under the pretext that it has medicinal value?
Our individual answer to that question will give us a public opinion of where we should stand as a country in the cannabis debate.”

He warned that “We should stop treating cannabis like some sweet candy without any side effects. Its repercussions outweigh the vaunted benefits. And legalising its cultivation for a country like Nigeria, is a shortcut to illicit drug Armageddon. At a time we are taking a forward march in the fight against drug abuse, attempting to paint cannabis in a favourable light is akin to taking backward steps.”

The anti-drug czar said: “As far as NDLEA is concerned, cannabis remains an illicit substance. The Agency shall always canvass against its cultivation, possession, trafficking and sales, and use. And offenders will face the wrath of the law. And, if I may add, our conviction rate is 90% successful.”

Pandora Papers: I Broke No Law, Says Peter Obi

FORMER Anambra State Governor and Peoples Democratic Party, PDP’s Vice Presidential Candidate in 2019 election, Mr. Peter Obi, has reacted to a media report that he breached Nigerian laws by engaging in secret businesses set up in tax havens, declaring that he broke no law.

An online publication, Premium Times, quoting Pandora Papers, had listed Mr. Obi as one of those personalities who clandestinely set up and operated businesses overseas, including in notorious tax and secrecy havens in ways that breached Nigerian laws.

The Pandora Papers is a leak of about 12 million documents that revealed hidden wealth and tax avoidance by some of the world’s rich and powerful.

But reacting to this Thursday, Mr. Obi said it was exhilarating that nowhere in the article was he accused of any form of corruption, whether in the form of diversion of public funds or in any other manner during and after his stewardship as the Governor of Anambra State.

He added that the publication did not also allege that he had been engaged in unlawful business ventures at any time whatsoever.

Mr. Obi said his understanding was that the allegation bordered more on tax avoidance and non-declaration of some jointly owned assets.

He then wondered if a thorough scrutiny and appreciation of all the facts and circumstances surrounding the alleged transactions were made by the writers.

“On the allegation that I violated the Nigerian Code of Conduct Bureau and Tribunal Act, as well as sections of the 5th Schedule to the Constitution of the Federal Republic of Nigeria 1999 (as amended), by not declaring any alleged assets in Companies registered outside the Nigerian Federation, I think that the authors displayed ignorance on matters of Trust and International Investment Practices,” he said.

The former Governor said he did not in any respect whatsoever violate any law before, during and after his stewardship as the Governor of Anambra State.

He said that in all matters relating to his investments and declaration of his personal assets, wherever they may be found, he proceeded, pursuant to professional opinions and advice of investment experts both locally and internationally.

Mr. Obi said he also engaged and acted on solicited advice by reputable legal practitioners on whose opinion he relied.

He urged all well-meaning persons to see through what he called “the hopeless sleight, and ignore the publication.

Recall that, the Federal Ministry of Youth and Sports Development recently released 2021 National Sports Federations Elections result which was conducted on September 30, 2021 at the Sports Hall, Package B of the National Stadium Abuja, after elections of other institutions and the six-geopolitical zones were conducted.
