Delta state Commissioner for Information, Barr. Chike C. Ogeah, has disclosed that the State Government is determined to resume the restoration of the landscape in Asaba, the state capital, as well as in Warri, Ughelli, Agbor and Sapele, following the end of the year’s unusual rainy season that reached record levels.

Ogeah, in a statement made available to Blank NEWS Online, said, “With the end of this year’s unusual rainy season that reached record levels, the Delta State Government has resumed the restoration of the landscape in Asaba, the state capital, as well as in Warri, Ughelli, Agbor and Sapele.

“The Task force on Flood Control and Removal set up earlier in the year has mobilized its personnel to enforce environmental laws in nine towns in the state. The activities of the task force include the clearing of all drainage channels and natural waterways; demolition and removal of all illegal structures; clearing of refuse heaps and regulation of street trading.

“The exercise is a direct reaction to the record rainfall this year that led to extensive flooding in all the major towns in Delta State. The Nigeria Meteorological Agency (NIMET) had predicted high rainfall in Delta State in 2011.

“Asaba was projected to have 1,784mm, Warri 2,590mm and Sapele 1,993mm, figures that were even outstripped by the unusual rains. The heavy downpour had led to high surface runoffs, water surpluses in rivers which led to higher incidences of flood, erosion and sediment deposition.

“At the peak of the rainy season when the greater part of Delta State recorded over 16 hours continuous downpour, many of the towns were almost submerged.

“The taskforce has collated Drains Master Plans for Asaba, Warri Ughelli, Agbor and other major towns where notices have been served by town planning officers for the removal of illegal and makeshift structures.

“With the challenges posed by the yet unfolding impact of climate change, the Delta State Government has decided to enforce all relevant extant laws on urban planning by clearing all drainage channels, improving waste management and removal of all illegal structures.

“Research had shown that the flooding witnessed during the peak of the rainy season was due mainly to illegal structures built on drainage channels and conversion of property for purposes other than that for which approval was initially given.

“As a result, illegal structures in the major towns in Delta State, including Asaba, the state capital, will be demolished in the coming weeks as a crucial aspect of the restoration of the urban landscape. In addition, more environmental sanitation marshals will be recruited to improve the monitoring and enforcement of environmental laws and regulations.

“It must be stated that the ongoing push to enforce environment and urban planning laws is devoid of any political considerations. The near disaster that attended the record rains of this year are clear warning signs that except precautionary measures are taken, a major environmental crisis is inevitable in the coming years.

“In undertaking the exercise, however, due process will be observed as only properties that defy environmental laws will be affected while adequate notice will be given to defaulting property owners.

“Members of the 17-man Task force on Flood Control and Removal of Illegal Structures in Delta State include the commissioners of environment, lands and survey, special duties and information. Representatives of five local government areas and general manager of Urban and Regional Planning are also on the task force,” the statement said.

Delta State governor Dr. Emmanuel Uduaghan has expressed shock and sadness over the death of the NLC Chairman of the state, Comrade Mike Akusu who passed away recently.

Dr. Uduaghan who spoke at Delta State Labour House while signing the condolence register described the deceased as a resourceful unionist who stood firm and contributed immensely to the welfare of teachers.

He regretted that people misunderstood the late NLC Chairman because of the feat he achieved especially the various welfare packages he garnered for his constituency.

Emphasizing that it was difficult to understand the timing of his death, the governor said “this loss is a big one and it is difficult to say anything. Indeed he was clearly misunderstood and his death is painful”.

Dr. Uduaghan said issues bordering on the welfare of teachers created a lot of jealousy and sentiment in the entire main stream of the teaching profession even as he explained that other states in the federation were envious of his achievements.

He therefore charged the NLC and NUT and indeed his immediate family to sustain his legacies especially what he stood for so that his philosophy and dreams would not vanish with his death.

The governor who sympathized with the NLC over the death prayed God to give the Akusu family the fortitude to bear the loss.

Responding the state acting Chairman of NLC Comrade Williams Akporiehe expressed gratitude to the governor for the visit and promised to continue to promote the legacies he left behind.

Comrade Akporiehe regretted the untimely death of the deceased stressing that the late Akusu came, saw but could not conquer.

The leadership of the Okpe Union Worldwide has condemned the purported suspension of a member of the union’s secretariat by some individuals. The union warned that such plan would precipitate a crisis of epic proportions, the end of which no one can predict.

In a statement issued in Lagos on Sunday by the Secretary General, Mr. Henry Ebireri, the union said the President General, Mr. Ralph Karieren, is the key player of the suspension plot, which he sees as his only avenue to further misappropriate the union’s funds.

It said Karieren is alleged to be working in collusion with some Okpe elders to suspend some members of the executive committee, so that they can have the required number of yes men in the executive committee to take decisions that will further enhance their selfish and wicked agenda.

“But we have every reason to believe that Okpe people are peace-loving people, who will resist any attempt by anyone, no matter how highly placed or what dirty carrot he is dangling, to destabilise a union that is over eighty years. We also expect that Okpe elders and the members of the traditional council will resist any cheap attempt to compromise them.

“However, for those who will allow themselves to be used to set the union on fire and return it to the era of corruption and lack of focus, we have a warning for them: Don’t try it, because it will end up consuming you!” the statement said.
It condemned the use of the union’s name by a major player to extort money from Okpe and Urhobo leaders at home and abroad.

“Okpe people are not ready to succumb to the antics of a character, whose only claim to the union’s highest seat is to realise his inordinate ambition. Okpe people do not want the bloodbath that this top dog is threatening,” the union said.

The union’s secretariat while sympathizing with those supporting corrupt elements, urged the members to be at the union’s headquarters on Sunday, November 20, 2011 where funds collected for voters’ registration, Okpe Terminus, Rerun/General Elections, Visit of UPU leader to Lagos, Research on state of schools in Okpe land and others will be accounted for by the kingpin.

The Delta state Election Petition Tribunal for the April 26 governorship election, sitting in Asaba has upheld the earlier victory of Dr. Emmanuel Uduaghan of the Peoples Democratic Party (PDP) as governor of the state.

Recall that Chief Great Ogboru of the Democratic Peoples Party (PDP) had dragged the incumbent governor, Dr. Emmanuel Uduaghan of the Peoples Democratic Party (PDP) to court to challenge Uduaghan’s declaration by the Independent National Electoral Commission (INEC) as winner of the said April 26 governorship election.

Dismissing the petition brought against him by Chief Ogboru, the Tribunal chairman, Justice Joy Nwanna ruled in her over 3 hours judgement that the return of Uduaghan in the April 26 election was lawful.

According to her, after the accurate compilation of votes from the 25 local governments including the contested six local government areas, Uduaghan still won with majority votes.

The contested local government areas are Warri North, Warri South, Warri South West, Burutu, Bomadi and Ethiope West where the petitioner, Great Ogboru said election did not hold.

Justice Nwanna said the figures did not substantially affect the result of the election.

Although Justice Nwanna agreed with Ogboru, that proper election was not held in some places in the six contested local government areas but the said petitioner failed to prove the respondents wrong.

Nwanna likewise invalidated results in some wards in Warri North, South, Southwest and Ethiope West LGAs for non-compliance with the Electoral Act. She however upheld the election of the governor with 422, 509 votes as against 410, 552 votes got by Great Ovedje Ogboru.

Ogboru had urged the court in his prayers to return the certificate of return issued to Uduaghan to him having scored 2/3 of the total votes cast.

Reacting after the judgement, Ken Mozia, counsel to Governor Uduaghan (1^st Respondent) said that the judgement has given validity to his client’s victory at the April 26 poll and shows that the election was credible.

“The judgement shows that Governor Uduaghan got the majority of lawful votes cast and still retains his position of validated declaration by INEC.”

Counsel to Chief Great Ogboru of the Democratic Peoples Party (DPP) Ichekor Nicholas faulted the Tribunal’s judgement even when the EC 25 B and EC 40 A forms were not competently tendered to the Tribunal by the 1^st Respondent.

He submitted that INEC could not produce critical forms EC25B in 245 units of the disputed six council areas which means that election did not hold in those units as the result sheets (form EC8A) cannot exist independently without materials upon which the results were declared while forms EC8A-E that were tendered in evidence which have no bearing to form EC25B, EC40A and EC40C ought not to be allowed to stand, adding that INEC failed to produce voters registers for 243 units, EC40C for 820 units, EC40A in 770 units but declared results in the affected units.

Reacting to the verdict, Chairman of DPP in the state, Chief Tony Ezeagwu said the party would appeal against the judgement.

According to him petitioner’s prayers to cancel the result of Warri North local government where the governor comes from was not looked into deeply by the tribunal.

In the last election, Uduaghan scored 58,634 votes while Ogboru got 1920 in Warri North.

The State Commissioner for Information, Barr. Chike Ogeah, who commended the verdict, enjoined the opposition to join the administration to move the state forward.

Journalists at the tribunal yesterday had an ugly experience as security barred them from entering the court hall with their phones while lawyers and other chieftains were allowed.

Also in his reaction, the Deputy Governor, Prof. Amos Utuama (SAN) has said series of litigations as a result of the gubernatorial elections would not deter Governor Emmanuel Uduaghan from executing his well-thought out 3-point agenda for the benefits of Deltans.

Speaking at an interdenominational thanksgiving service to mark the victory of Governor Uduaghan at the Gubernatorial Election Petition Tribunal yesterday in Asaba, the Deputy Governor observed that Governor Uduaghan will not relent in ensuring quality service delivery to the people of the state.

He however, stated that the litigants as Deltans should join hands with Governor Uduaghan in moving the state forward, emphasizing that it was important for the state to continuously live in peace with one another and work in the interest of the state.

The Deputy Governor reiterated that the thanksgiving service that followed every electoral victory was important, noting that it was important to thank God for His blessings especially for having a well-focused person as Governor of Delta State.

“We prayed to God that after giving us this victory at the polls, He should sustain it,” the Deputy Governor said, observing that it was important to have a tenure devoid of all forms of distractions.

Those who attended the church service included the Secretary to the Delta State Government, Comrade Ovuozorie Macaulay, members of the state executive council, top government officials, civil servants and politicians.

The Delta State Executive Council has approved the sum of N569,316,355.00 for the supply and installation of medical equipment and furniture at the Mother and Child Healthcare Complex (MCHC) at the central Hospital Warri.

The State Commissioner for Information, Chike Ogeah (Esq), who stated this in a press statement at the end of the State Executive Council Meeting, held in Asaba today Wednesday, November 2011, said that the measure was in realization of the state government’s desire to provide qualitative and affordable health care services to the people of the state.

According to him, the Mother and Child Health Care Complex (MCHC) still under construction, has been specifically designed to provide integrated health care services for mothers and children and the complex will be equipped  with facilities to provide Anti-Natal Care, Labour and Delivery Care, Post- Natal Care, Immunization for Children, Nutrition Clinic for Malnourished Children, HIV prevention and treatment for both Children and Pregnant women, Emergency Obstetric Care,  Neo-Natal and Paediatric Care and Family Planning.

He said that the project will include the provision of a 4- floor mother and child healthcare complex with 100 beds for the admission and care of adolescent girls, pregnant women, mothers, infants and children.

Ogeah disclosed that the executive council has approved the sum of N971, 449,580.00 for the supply and installation of medical equipment and furniture at the Eku Baptist Hospital which was taken over by the state government.

The Information Commissioner said that this project will be executed through selective tendering and with down payment of fifty percent (50%) of the contract sum to the contractor upon the presentation of a performance bond.

Ogeah also revealed that the Executive Council approved the relocation of the construction of a Model Primary School at Ikengbuwa Primary School, Ajaminmogha Warri, to Esisi road in Warri at the cost of N323, 037,707.65. The relocation was occasion by the need to provide adequate space that will enable government provide adequate facilities in the school.

The Senior Adviser on Foreign Relations (SAFRE) to the Governor and Government of Delta state, Mr. Oma Djebah has outlined his policy blueprint on how he will market Delta State and her rich potentials to the global community across the world.

Mr Djebah, a frontline Nigerian Global Journalist, former Delta State Commissioner for Information (2007-2011) and Harvard-trained Policy entrepreneur revealed that the dynamics of today’s global environment necessitated the establishment of the office with a mission to ensure that a better and enhanced foreign image is built and sustained.

Bringing his vast experience in both the private and public sectors of the global community which he has traversed in the last two decades as a top range technocrat, to bear on this new office, Djebah explained that he will use and leverage all the positive global linkages and network available to him to partner and impact on the development of the administration of Governor Emmanuel Eweta Uduaghan for the good of the State and the overall benefits of all Deltans.

He said the “enormous possibility of using the international market place to bring attention to the growing demand of a state like Delta to be a dominant player among foreign governments, international institutions and agencies for the positive development of the state will be engaged to its fullest possibility in order to maximize the potential of a government that is desirous of bringing Delta state to the world and the world to Delta state”.

Djebah, who made history as the first and only Nigerian Journalist till date to have addressed the United Nations (UN) on the invitation of the UN Leadership in New York in 2006 maintained that it has become a well-established tradition in Nigeria and other Federal government systems across the world for these government levels to assume the initiatives to foster active, positive and productive relations and linkages with foreign governments, international institutions, agencies and organizations either through its indigenes in foreign countries or through foreign sub-national states with enormous strength in economic, development and technological resources that can promote the development of that given unit or state.

Highlighting the strategy for achieving the mandate of SAFRE, the astute administrator who transformed the Delta State Ministry of Information from that of lowly rated establishment to a first line ministry said he is relying on three critical pillars of international and inter-governmental frameworks to reposition Delta State as Africa’s leading sub-national government in the world. He identified the three pillars as the Delta State’s Outreach/Partnership Unit, the Delta State Diaspora Direct Unit and the Delta State’s Direct Global Programmes Unit to bring deliverables to the people and government of the state.

Reacting to questions about how he was able to transform the Delta State information machinery and position the State as global brand, Djebah   who said he would want the past to remain as history until his forthcoming book is published, however alluded to his exemplary and outstanding service as the Commissioner for Information as one of the crucial reason why he is confident that having conquered the local scene where he transformed the almost moribund state information service into a shining example of digital innovation he will definitely succeed at the international level.

Enumerating the contributions he made to revitalizing and ensuring that the state information ministry becomes one of the most vibrant since the creation of the state, Djebah spoke about his  famous THREE R’s ministerial initiative-  Revamp, Re-oraganize and Reposition- noting that the creation of the True Face of Delta State to rebrand the state and project its people as peaceful, united, resourceful, overtly accommodating and developing was the holistic brand that launched the state from its traditional enclaves.

“My tenure as the Commissioner for Information in Delta state is a watershed of innovations, improvement and the creation of an enabling environment that has provided an unprecedented leeway for whosoever shall be appointed as Commissioner of Information in the state. It gives me the confidence and the assurance that having conquered at the local level I am prepared and fully empowered to take Delta state to the world and bringing the world to Delta state.

“On my assumption of duty we set out to position the Ministry as an organization which will proactively manage information within the Delta Government and between the State Government and its various publics especially the citizens of the state. We came on board in August 2007, together with my team by the end of the year we have launched the best and most aesthetically outstanding newspaper in the history of publishing in Delta state.

“We will long be remembered for hosting the first ever Information Summit in Delta state which brought about a series of events that revolutionized the future of the Ministry culminating in a synergy of civil society, Deltans in Diaspora, the media and other stakeholders in Delta. It produced a cluster of activities which positioned the ministry as the most vibrant and innovative in the state. It provided a veritable platform for publicizing holistically the mission, vision and achievements of the administration of Dr. Emmanuel Eweta Uduaghan at the local level. We are set to replicate those ground-breaking achievements at the international level.”

In its determination to improve the moral and intellectual standard of education, Delta State government has officially handed over 40 schools to the mission and former owners

The state governor Dr. Emmanuel Uduaghan who formally presented the handing-over letters to the missionaries assured teachers and non-teaching staff of the affected schools that their monthly salaries and pensions was guaranteed by the state government.

He said that his administration was determined to ensure that schools were returned to their original owners as it would help improve on the standard of education saying “This exercise is intended to improve on the standard of education. The mission has done this before and can still do it.”

The governor noted that government schools would compete with mission schools in providing quality and standard education in the state. “I believe the mission will provide a standard for government schools. We shall strive to match this standard.”

Governor Unduaghan lamented the moral decadence in the society stressing that education was gradually declining because teachers and students were no longer dedicated to their responsibilities.

Speaking further, he said the situation was different in mission schools “Society is gradually declining morally. Schools have lived up to expectation in this aspect because the students and teachers are dedicated”.

He commended the mission for their patience with government over the handing-over process adding that the process took over 10 years and promised that all issues arising from the handing over would be amicably resolved.

In a brief response, the Bishop of Anglican Dioceses of Oleh, Bishop Jonathan Edewor  who spoke on behalf of the mission expressed appreciation to the state government for formally handing over schools to the mission.

He promised that the mission would do its best to build a high educational standard in the state and called on the co-operation of all Deltans in achieving this goal.

“We will not disappoint you as long as you co-operate with the mission. The mission will co-operate with the government in achieving this goal”.

Bishop Edewor commended the Commissioner for Basic and Secondary Education, Prof. Patrick Muoboghare for accelerating the handing over process and appealed to government to give the mission the free hand to run the schools.

Highpoint of the ceremony was the presentation of handing-over letters to representatives of the mission which comprised of the Anglican, Catholic, Africa and Baptist Churches.

Meanwhile, the Delta State Government had earlier approved the construction of new schools in communities that had only missionary schools as replacement for those handed over to the mission to enable them have choice over which to attend.

The State Governor, Dr. Emmanuel Uduaghan who announced this during the inauguration ceremony of the State Bursary and Scholarship Board in Asaba, said two schools had already been established in Ozoro and Ororokpe to kick start the programme.

Dr. Uduaghan therefore appealed to communities in the state having issues with the handing over of schools to bear with the state government as such issues would be addressed.

The governor explained that modalities for the return of schools to the mission had been completed, adding that the interest of all stakeholders in the issue would be addressed.

Explaining further, he said that the committee that handled the return of schools did a thorough job and all fears both from the teachers, communities and religious organization were taken care of to ensure that the exercise satisfied

He said that the handing over of schools was done in the interest of the government and the people of the state, explaining that it would go a long way in promoting academic excellence and discipline.

“My administration has approved the return of 40 schools to the missionary. The state government has also approved the establishment of two new government schools in Ozoro and Ororokpe as the only school in the community were mission schools,” he said.

He announced that the state government pays the highest amount on bursary and scholarship in the country.

The governor explained that his administration was committed towards assisting students in the state to achieve their potentials, especially through functional education.

He expressed optimism that the new board would do its best in promoting his administration’s three point agenda; “We believe that every arm of government has a touch of Christianity, we hope that the members of different boards in the state will bring religious touch into their activities in order to help the state grow.”

Responding, the Chairman of the board, Rev. Fr. Buchi Aninye thanked the state government for giving him the opportunity to serve the state and promised that he would do his best in improving the image of the state.

He called on Deltans to give the board the necessary support, especially through prayers in order to enable them excel in their assignment.

Members of the board are Rev. Fr. Buchi Aninye as Chairman, Rev. Napolean Agbikimi, Barrister Kennedy Uwabiti, Barrister William Etibiebi and Mrs Margaret Anyanka as members.

The Delta State Police Command has debunked the rumour making the round that there was a bomb blast in Asaba, saying the alleged explosion was from dynamite.

The Personal Assistant to the Commissioner of Police who is also the Acting Police Public Relations Officer, ASP Monday Onaiwu Osayi said that it was rather an explosion emanating from a GSM Network Provider Mast formally erected in a compound along Nnebisi road beside UBA and Access Banks.

ASP Osayi stated that the owner of the place who had earlier contracted the land to one of the network providers wanted to develop the land, adding that he contracted two men whom the ASP gave their names as Cyprian Idoko of No 2, Ezemu Street, Onitsha and Cornelius Nweke of Nwaki Street, also of Onicha to remove the concrete where the mast was built.

He said that the two men ignorantly used a dynamite to detonate the concrete.

The Acting Police Image Maker said that the detonation led to the explosion, saying that the wind screen of one Mrs. Oduah’s car, a staff of UBA Bank was destroyed in the process.

ASP Osayi said that the police command had earlier received information that there was a robbery attack at Nnebisi Road, adding that the command immediately mobilised its men to the scene, only to discover that it was not an armed robbery incident rather it was an explosion.

He stated that the command quickly deployed its anti-bomb squad in the place, adding that investigation was still on, just as he said that the two suspects, Cyprian Idoko and Cornelius  Nweke has been in police custody.

ASP Osayi enjoined all residents in the state to be calm, saying that it was not a bomb explosion, even as he urged them to be security conscious at all times.

The Acting Police Image Maker however called for community policing in the state, adding that everyone should assist the police and other security agents to combat crimes in the state.

It is very easy to be a critic. Also it is not difficult to find a band of followers when you are a critic. But when you crave relevance, simply pitch tent with the opposition as a critic, you can be assured of being treated as a celebrity. “What is the government doing?”, “Does this governor know what he is doing?”, “Who are the advisers?” and “Are they expecting us to endure this rubbish?” are some of the catch phrases you must learn how to deploy once you set out to be a critic.

And at a time like this, a time when family, friends and well wishers of Delta State Governor, Dr Emmanuel Uduaghan are likely to roll out the drums, probably seek to outdo themselves in celebration of his birthday, it is to be expected that critics and the so called opposition would be poised to play the spoiler. Of interest to them would be the role of perceived sycophants, likely amount spent on the celebration(s), and at what cost. The most important question that would be asked is rather predictable: “What has the governor done to deserve this jamboree?”

Of course, there is no doubt that talk is cheap. And for the critic and the so called opposition, the swan song has predictably resulted almost like a cracked record. I don’t see them changing strategy at this stage. Perhaps, they don’t need to, giving the fact that without an alternative voice, governments tend to relapse into avoidable inertia.

Unfortunately, the impression would be created that government funded the celebrations. Either so or those celebrating are direct beneficiaries of government’s largesse. “So what about the huge crowd that would turn out?” one may ask and the quick reply is that they were definitely hired to give a semblance of acceptance. It is a predictable refrain.

For the critics in Delta, the measure of achievement is confined to a discourse on physical structures and public infrastructure. How many roads have been built by the Uduaghan administration? How many new schools built and old ones renovated? Are there massive bridges being constructed? How many transformers have been procured and distributed to communities? What of industries? A tragic reflection of our limited perception of what development is all about in this part of the world.

It is no wonder that so much money and fun fare accompany the commissioning of projects by our chief executives. And some of them have indeed elevated the weird practice to the level of the obscene, such that they are on live television to celebrate so called “Festival of Projects” every other week. A clear descent into the mundane.

But it is to the seeming “intangibles” of the Uduaghan administration that I avert my mind to as Deltans devote today to celebrate the governor’s birthday. I am talking of the innocuous, easily forgotten initiatives and temperament of a man whose tenure has made the state more united, peaceful and irrevocably hoisted on a path of identifiable progress and development. I do so conscious of the fact that this is the best way to explain the relentless love and commitment of majority of the people to the three point agenda of the administration. It is the same reason for which Uduaghan seems to have triumphed above his traducers.

Indeed, one must ask why the governor has consistently won elections, even when all odds are staked against him? Is it a case of a cat with nine lives, or simply because the man has mastered how to win elections? Why is the opposition unable to displace him even after enlisting conspiracies at the highest level? Why has he become an enigma even to his accusers?

Giving that there is no controversy as to the circumstance of his taking over the helm of affairs, it is appropriate at this stage to recall that Uduaghan took over the reins of administration against the backdrop of insecurity and threat to lives and property, particularly in Asaba, the state capital and Warri the oil city. Armed robbery, hostage taking, assassinations and unbridled ethnic rivalry were the order of the day. Life could be said to be worth less than a farthing as one could get killed for the flimsiest of reasons. This was compounded by the larger than life role of so called militants, with the largest militant camp located in Delta State.

Conscious of people’s expectations, the governor within hours of being sworn-in promptly inaugurated the Delta Waterways Security and Monitoring Committee resulting in the release of 23 Philippines abducted and kept in militant camps before he took over. He thereafter unleashed a regime of political engagement that also saw a drastic reduction in militancy to the barest minimum, following this up by advocating that the Federal Government should offer amnesty to the aggrieved youths in the creeks as a way of restoring total peace in the Niger Delta.

While it is still a matter of debate as to whether Uduaghan, acting alone or in collaboration with other leaders in the region helped sell the prospect of the amnesty programme to the late President Musa Yar’Adua, there is no doubt that the rapprochement initiated by the governor has paid off greatly in his state. And today, oil exploration and exploitation go on almost unimpeded except for the criminal activities of oil bunkerers which are being tackled by the Joint Task Force (JTF) of the military. Till date, neither the Excravos Gas To Liquid (EGTL) project and Excravos Gas Project (EGP) being undertaken by the multinational oil company, Chevron have been disrupted. So also are the interests of other oil giants, including Shell Petroleum Development Corporation (SPDC). And oil bearing communities have subsisting agreements that enables them benefit from contracts and other development projects.

Relatedly, Dr Uduaghan’s bold and courageous decision to allocate 50 % accruable from the derivation fund to the Delta State Oil Producing And Development Commission (DESOPADEC) buoyed the oil bearing communities to lay down arms and desist from their confrontational nature. Despite initial challenges, DESOPADEC has become a rallying point and vehicle of solidarity to these communities which had hitherto suffered untold neglect and marginalization from successive administrations.

The initiative of the government in providing street lights in major towns and cities has further cut down crime, such that other states contiguous to Delta record higher rate of crime. Whereas kidnapping, robbery, car snatching and political assassinations are rampant in neighbouring states, the reverse is the case since the advent of the street lights, apart from serving to beautify the towns and cities. Asaba and Warri in particular have witnessed unusual influx of migrants as direct consequence.

Neither must it be forgotten that the maternal mortality rate in Delta was quite high before the medical doctor turned politician took over the helm of affairs. Same was the case of infant mortality.

Many women and children died from avoidable and treatable diseases. This was because they could not afford medical expenses or had no access to modern healthcare facilities, such that several pregnant women had to rely on local birth attendants that were ill trained and lacked the capacity to handle complications or emergencies. Today, Delta has been applauded by the Federal Government and other multilateral agencies for introducing free medical treatment for pregnant women from the day of conception to delivery, including caesarian operation. Children from zero to age five also benefit from th free medicare. Avoidable deaths have thus been averted among these category of people regarded as vulnerable.

Perhaps of greater significance was the resolve of the State Government to bear the cost of examination fees from primary school to junior secondary and then to senior secondary level, including the National Examinations Council (NECO) and the West African Examinations Council (WAEC) fees. Students in tertiary institutions also enjoy enhanced bursary, while first class graduates are giving a scholarship to pursue their masters and doctorate programmes in any part of the world, thus engendering competition and strive for excellence among the youths.

The award winning micro credit scheme of the Uduaghan administration, mass deployment of buses for transportation in all the nooks and cranny of the state as well as the engagement of our youths through the Youths Empowered Through Agriculture (YETA) programme has endured the governor to a majority of the people, providing succour in place of despair that was their lot in the past, undoubtedly a fulfillment of the human capital development component of the three point agenda of the government.

Today, as the drums beat and horns blare, the most noise would not come from the contractors seeking to arm twist government to return to the old order of doing business as usual. Neither will it come from those expecting the governor to out rightly “share the money”, which he has bluntly turned down. It may well be that some government officials may be at the forefront of the celebrations. But Dr Uduaghan would wish that those who have benefited from the so called intangibles or seeming inanities are those who walk the streets and shout for joy in appreciation of what he has done for them. And why not? After all, they belong to the majority that voted him into office.

As for the critics and the opposition, I dare them to deny these “intangibles”. Definitely, the creeks affirm, the urban centers resonate and our mothers, wives and children attest to the reality of these inanities. To deny their existence is to stand truth on its head. But for the governor, this testament would always stand to his credit and for posterity to accord him a right of place. No birthday gift can be most apt.

The speaker of Delta State House of Assembly, Rt. Hon. Victor Onyekachi Ochei, has commended the State Executive Council for the harmonious relationship that has been existing between the executive and the legislature, adding that the State Governor Dr. Emmanuel Uduaghan had made it possible through his love for Deltans irrespective of their ethnic or political background.

Hon Ochei gave this commendation at Issele- Uku at a civic reception organized in his honour by the people of Aniocha.

The spearker thanked his people and friends who came from far and wide to honour him, ‘’saying that God will as well honour them’’.

Ochei said that he was overwhelmed by the unprecedented responds by the people just to celebrate him, and commended the people for their peaceful disposition. He urged them to maintain the tempo saying that it was one of the critical elements that would usher in development for the people.

Earlier in an opening speech, the chairman   of the occasion, Chief Dr. Nweton C. Jibunor described Hon. Ochei as a builder who had distinguished himself in various capacities and therefore called on the people to support him in his guest to become the governor of Delta State come 2015.

Chief Jibunor added that the people of Delta North, has all it takes to occupy the seat of the Governor in 2015, saying that the people had continued to show commitment and enthusiasm in all sectors of the Nigerian Economy.

Dr. Jibunor finally urged the people to be united and reason together so that the seat would not elude them.

Also speaking at the occasion, the Chairman Organizing Committee/Chief Nkem Okwuofu who is also the Chairman Local Government Service Commission expressed confidence in Ochei, who she said had the interest of his people at heart.

The Delta State Commissioner for Information, Chike Ogeah Esq., has sued for continued support for Governor Emmanuel Uduaghan from Deltans so as to engender more development across the state.

Commissioner Ogeah made this appeal while receiving members of Uduaghan Ladies Vanguard, who paid him a courtesy visit in his office Asaba.

The Commissioner, who was represented by the Permanent Secretary in the Ministry, Mr Ben Igo, said that the ministry would not  hesitate to give them the needed support, especially as it concern the  publicity of their activities whenever such was required.

He state that the Commissioner’s appointment  was in recognition of his track records during the Uduaghan campaign era, adding that he had given the people genuine, accuracy and precis information about the policies and programmes of government adding that his appointment was well deserved.

Earlier in an address, the President of the Association, Hon. Bridget Mmakwe who congratulated the commissioner on his appointment, said that the group had been following his activities since his appointment, saying that he had distinguished himself so far.

She used the opportunity to commend Governor Uduaghan for the commissioner’s appointment.

Hon. Mmakwe, however, solicited with government to come to their aid, especially in the area of transportation to ease the transport challenges confronting the organization.

In another development, the State Commissioner for Information, Chike Ogeah Esq., has assured non indigenes living in the State of Governor Emmanuel Uduaghan’s readiness to touch their lives positively.

Barr. Ogeah, who gave the assurance while receiving Members of Yoruba Community in Delta State, led by its President, Rev. Dr. M.A Ajenogboju in Asaba, said that the present government would continue to accord them the needed attention in the scheme of things.

He said that they had already become worthy citizens of the state, adding that they should continue to support Dr. Emmanuel Uduaghan in his drive to actualize his 3 point agenda, even as he stated that their appreciation of the Governor’s effort at ensuring their welfare would engender him to do more for them as well as the state in general.

Earlier, the leader of the group, Rev. Dr. M. A. Ajenigboja, said that they were in his office to congratulate him on his well deserved appointment, saying that his credibility over the years was a factor that led to his appointment.

Rev. Ajenogboja commended the Governor for his appointment, stressing that the Commissioner’s appointment showed that the Governor was sensitive to the needs of the people.

He said that the governor had done a lot for the state, saying that he should not be deterred by the actions of the opposition since he had been piloting the affairs of the state creditably well.

In a related development, the commissioner also played host to the members of the Asaba Christian Believers Association, who paid him a courtesy visit.

The commissioner urged them to pray fervently for Governor Emmanuel Uduaghan in his desire to give the state good governance.

He said that government would provide an enabling environment for job creation for the teeming youths in the state, adding that the governor in his own wisdom, created the Ministry of Youths Development and Poverty Alleviation Ministry to serve as veritable platforms for job creation for the jobless youths in the state.

Barr. Ogeah stated that the Ministry of Youths Development had the mandate of sourcing and training of youths in order to make them self reliant, stressing that government alone could not offer employment for them.

He said that the Asaba International Airport, Liaison Park in Udu as well as the Petro-Chemical Company in Warri among others, would help boost employment generation in the state.

Earlier in an address, the leader of the association, Dr. Geoffrey Onyeanwali said that their objectives included fostering unity among their people, building a good will and peace in the land, as well as provides the spiritual and humanitarian services to the less privilege in the society among others.

Children have been described as precious gift from God and should be treated with love, respect and honour at all times.

The Commissioner for Women Affairs and Community Development, Chief (Mrs.) Betty Efekodha, stated this in Okpanam during a sensitization and educational support programme, specially packaged for orphans and vulnerable children by the Best Sister’s Association for Health, Nigeria (BSAN).

Chief Efekodha called for love, care and support for one another, mostly for the Orphans and vulnerable children in the society and highlighted on some of the State Government health care programmes like the free education and free medical health scheme emphasizing that such programmes were geared at enhancing the lives of children, saying that such gesture goes a long way to show that Governor Emmanuel Uduaghan had great love and support for the child Right law.

She advised parents and guidance not to take offence if their wards and children are being corrected in school and outside the home because the moulding of any child is a collective responsibility.

Commissioner Efekodha commended the association for organising the programme and promised to partner with it at all times.

Earlier in an address, the project co-ordinator (BSAHN), Mrs. P. A. Ideh commended Her Excellency, Mrs. Roli Uduaghan for her I Care Project and the campaign on early detection of cancer, HIV/AIDS and for the care of the widows, noting that the main aim of the association was to create awareness on the increase of orphans and vulnerable children in the society and find solutions to checkmate the trend which she said could be traced to premature deaths among Parents.

She noted that seven of the children in the orphanage had educational support in 2008 with assistant from World Bank projects, adding that such educational support programmes should be a regular event so as to make the children have a sense of belonging and settle down early in their various schools, stressing that it would also satisfy their psychosocial needs.

Mrs. Ideh appealed to the state government to allocate and approve skill acquisition and development centres in Okpanam community to prepare the beneficiaries for self-reliance, empowerment, poverty alleviation, dignity to labour which she said would add more values to their lives.

She listed the challenges of the association to include empowerment of widows, girl child sex education and others.

Lecture on the Right of the child was presented by the executive director of International Centre for Women Empowerment and Child Development (ICWECD), Barr. Bridget Anyafulu.

About fifty four (54) children from different schools were given educational materials during the lecture.

High point of the occasion was the formal decoration of the Commissioner for Women Affairs and Community Development with the native “akwa-ocha”, white cloth.

Teachers in the public schools who absent themselves from school without permission and perpetual late comers will be sanctioned henceforth.

This directive was given in Warri by the State Commissioner for Basic and Secondary Education, Prof. Patrick Muoboghara when he paid an unscheduled visit to Uwangue College, Warri.

Prof. Muoboghara stated that principals that convince with some teachers to perpetuate the act would equally be sanctioned.

He said that the era when some schools heads connive with some teachers to perpetuate acts that negate the principle of good education was over and therefore advised those who were not ready to abide by the rules to find other things to do saying that the ministry would no longer tolerate such acts.

The commissioner also called on the teachers to always to always prepare their lessons notes adding that there was no better way effective teaching could take place in the classroom if teachers failed to prepare for such lessons.

Prof. Muoboghara frowned seriously at the altitude of teachers in both junior and senior secondary schools to their duties, stressing that should see their own children deserved the best from them.

He said that it was ironical that most teachers in public schools took their children to private schools where they expect the best for their children but failed to do same for their children entrusted into their care.

The commissioner told the teachers that the ministry had put in place functional machinery to monitor teachers in public Schools across the State ,warning the defaulters would have themselves to blame when caught .

While appreciating the challenges facing the schools Professor Muoboghara promised to look into the issues with a view to solving them.

The commissioner also visited Nana College to inspect the ongoing building of the complex where he commended the contractor for doing a good job. He appealed to him to ensure that the job was completed on schedule.

The Permanent Secretary, Dr Maureen Obi-Adakpo, the Special Assistant to the Commissioner, Mr Jonathan Erekata and some Directors, accompanied the commissioner on the inspection tour.

Delta State government has assured the people of Aniocha North Local Government Area of the speedy completion of the on-going Isele-Uku – Oniocha-Uku – Okunzu-Obomkpa road.

The Commissioner for Works, Rt. Hon Funkekeme Solomon, stated this yesterday during an inspection of the 33 kilometres road project.

Hon Funkekeme reiterated that the present administration was desirous to complete all on-going civil engineering projects and ensure high quality projects that would meet set standards and specifications. He directed the contractor handling the project; Woksons Nigeria Limited, to adhere to the drainage design and excavate the side earth before backfilling so as to avoid siltation of the drains. He charged the contractor to quicken the pace of work on the project so that it can be completed before the end of the year.

While restating the State Government’s resolve to execute projects that would improve the socio-economic lives of the people of the state, Rt. Hon. Funkekeme stressed the importance of the project to the economic development of the area and promised that the remaining sections of the road would be completed soon.

He warned contractors handling civil engineering projects to return back to site and make use of the approaching dry season to complete all on-going projects, adding that government was interested in quick delivery of projects according to specification and set standards.

He restated the ministry’s resolve to inspect and monitor projects across the state to improve the infrastructural development of the state and disclosed that the ministry would pay unscheduled visits to project sites.

Also speaking, the Chairman of the State Local Government Service Commission, Chief Mrs. Patience Okwuofu thanked the state government for sitting the project. She commended the Commissioner for his zeal and commitment to duty.

While noting the benefits the project would bring to the community, she appealed to the state government to ensure that the contractor keeps to his promise to complete the project before the end of the year.

Delta State Government has approved the construction of a modern Olympic Swimming Pool at Oghara in Ethiope East Local Government Area of the state at the contract sum of N463, 366,961.21.

The State Commissioner for Information, Chike Ogeah Esq., disclosed this while briefing the press at the end of the state Executive Council meeting in Asaba.

Barr. Ogeah said that the initiative was in line with the 3 point agenda of Governor Emmanuel Uduaghan administration.

He stated that the council also approved the appointment of Mathew Igere as the Okobaro of Otujeremi Kingdom, adding that his appointment took effect from May 31, 2011.

Barr. Ogeah also disclosed that the total sum of N100, 474,416.94 million was approved for the provision of medical equipment in some selected hospitals in Aniocha South  local government council of  the state, saying that over N109 million was equally approved to equip of some hospitals and health centres in Ethiope East  Local Government Area.

Also briefing, the Commissioner for Heath, Dr. Joseph Otumara said that the hospitals and health centres to be equipped in the two local government areas included the general hospital, Ogwashi-uku, health centre in Ubulu- uku as well as the Federal Hospital, Eku among others, adding that Government had previously embarked on similar equipping of hospitals in Ika South, Oshimili South, Warri South and two other local government areas in the state.

Dr. Otumara stated that about 15 doctors who had not been confirmed had been sacked following their participation in the on-going strike embarked upon by their colleagues in the medical profession, saying that government had already replaced them, even as he said that the new doctors would start work as soon as possible.

He said that those who had already proceeded on their annual leave as well as other doctors, who were on maternity leave, had been exempted from the strict penalty.

Delta State Governor, Dr. Emmanuel Uduaghan has assured intending investors that President Goodluck Jonathan is poised to use the Gas Base Industrialisation agenda to harness the utilization of the country’s gas resources to boost industrial growth.

Uduaghan told Nargarjuna Fertilizer and Chemicals Company Limited, the firm proposing to build the biggest fertilizer and fertilizer blending plant in Africa at the Koko Export Free zone, at the corporate headquarters of the company at Hyderabad, India.

He said the state government is also committed to the success of this gas based industrialization agenda explaining that everything will be done to remove any bottleneck the company is experiencing as he explained that the company has reached financial closure and is at advanced stage of its preparation to commence site work at Koko.
The Governor who was received by the Managing Director of the company, Mr. Rahul Raji had led a joint team of NNPC and Delta state government to the Fertilizer Company in India.

According to him, “Nargarjuna has the zeal and commitment and we are willing to match this speed. Nigeria depends on oil for the majority of its income, but we want to diversify and agriculture gives us the best chance to do so. And so President Jonathan has launched the gas revolution and we want that vision to succeed. We have the market and the potential for the plant is very good. From what I know gas is not an issue anymore, there is enough gas being produced as feedstock for the plant, so we are ready to work and ensure the success of this project.”

In his response, the Managing Director of the company, Mr. Rahul Raji confirmed that “We are at advanced state of preparation to invest and begin site work. Unlike any other project we are close to finalizing with EPC contractors, we have global companies in Japan, South Korea and Europe waiting for this project. Our plan is to sell majority of the products in Nigeria and West Africa. This project is real. We have all the components on the plate and we are determined to close this deal and with your support we will do that.”

Governor Emmanuel Uduaghan of Delta State has condoled the Otobo family and the entire people of Isoko on the death of Pa James Augustine Ekpre Otobo who died recently at the age of 86.

The governor attended the funeral alongside Chief Edwin Kiagbodo Clark among other prominent Deltans and Nigerians.

In a statement issued by his Chief Press Secretary, Mr Sunny Ogefere, the Governor said that the death of Pa Otobo, the patriarch of the Otobo family of Uzere, was a great loss to the Nigerian nation being one of the founding fathers of Nigeria.

Dr Uduaghan noted that Pa Otobo, a former Deputy Premier of the defunct Midwest Region, was a member of the delegation that handled Nigeria’s Independence talks in London.

Similarly, he said that as leader of Opposition in Midwest Region, Pa Otobo through constructive criticisms and contributions, promoted peace, unity and progress of the Region.

His words: “All along, Pa Otobo remained resolute for an indivisible one Nigeria with equal treatment for the federating units … even within Delta State; he brought to bear his elderly role on oneness and togetherness of the people”.

Besides, the Governor recalled that though Pa Otobo fought to give the Isoko an identity in the country, he was a pan-Nigerian who actively and doggedly stood for the peace and unity of Delta State even to death.

“Pa Otobo was a pillar of support, who stood not just by me and my family in trying times but ensured through his wise counsels that there was stability in my administration and the polity of the State”, he stated.

Furthermore, he said: “Pa Otobo’s death is a personal loss to me as I will greatly miss his absence. I pray God Almighty to grant all of us especially the family and the Isoko the fortitude to bear the loss”.

Recall that, Pa Otobo, former deputy premier in the defunct Mid-Western Region, passed on at the age of 86 at St. Mary’s Hospital, London after a brief illness.

The late patriarch has also been mourned by the Isoko Political Class, who have condoled with the family of Late Chief James Otobo and the people of Isoko South Local Government Area of Delta State over the demise of their political leader and father of Isoko Ethnic Nationality.

In a condolence message endorsed by the Secretary to Delta State Government (SSG), Comrade Ovuozourie Macaulay and secretary, Delta state chapter of the Peoples’ Democratic Party (PDP), Chief Solomon Ogba, the group noted that the contribution of Late Chief Otobo to national development cannot be forgotten in a hurry.

Eulogizing Chief Otobo post-humously, the group stressed that the late politician would be remembered as one who fought tirelessly to give Isoko people self-identity from the Urhobo as well as the founding father of the Isoko Development Union (IDU).

“The contributions of Chief Otobo in the area of fiscal federalism, minority right and the political growth of the Isoko nation in particular, marked him out as a great leader whose legacies would ever remain in the minds of all people of goodwill”.

Chief Otobo would be remembered primarily as the Deputy Premier of the defunct Midwest region in 1965 after he served as a member of the Western House of Assembly from 1951-1963.

He also served as Minister of Midwest Affairs, Western Region (1960-63), General Secretary, Midwest state Movement, Deputy Administrator and Commissioner for Finance and Economic Development in the interim Administration Council, as well as Minister of Development and Economic Planning, Midwest region.

On this day 51 years ago, the British Union Jack was lowered and replaced by our national Green-White-Green flag, heralding the independence of our nation. The 1st of October remains a special day for us, for Africa, and indeed the world.

As we celebrate today, we remember with pride, the nationalism and patriotism that inspired our founding fathers and the Nigerian people. They set aside their differences, to secure the unity and independence of our great country.

That is the Nigerian spirit! For the Nigerian spirit cannot be broken. We are a resilient nation, determined to chart a course, through the turbulent waters of nation building. The Nigerian spirit is vibrant today in the world.

Our citizens at home and abroad, are making their mark in all fields of human endeavour. These hard-working and committed Nigerians, remain a source of pride to us and a beacon of what is achievable, if we remain focused and determined.

I know that a great number of you are joining hands with me and the Administration, in the great task ahead.

I value all Nigerians. I see our youth who are looking for jobs and yet remain hopeful. I see the farmer, and fisherman, toiling everyday to earn a living. I see the teacher, working hard, to train our future generations, with much sacrifice. I see the market women whose entrepreneurial spirit helps to generate income for their children and families. I see our sportsmen and women training hard to bring glory to our nation.  I see our resilience and commitment, as a nation, to defend our democracy and secure our future.

I see every single profession and vocation, making positive contributions to national progress. I value you all!

Together, we shall work for a Nigeria in which democracy and the rule of law are sacrosanct.

A country where corruption and its attendant vices, are banished. A country where human life is sacred and respected, and where the rights of the individual are protected.
Nigeria is a young entity in the comity of nations and yet in her 51 years, she has made significant strides in making her presence felt all over the world. Our diplomatic and peacekeeping efforts, in various parts of the continent, have helped to end conflict and avert crises. In sustaining global security, our intervention has been crucial to peace, progress and democracy for the citizens of the affected countries.

The journey to nationhood always has its own challenges. Nigeria has had her own share. Our growing pains as a nation have included the civil war, the June 12 election crisis and restlessness in the Niger Delta. But Nigeria has always overcome each of these challenges. We overcame before. We will overcome yet again

Today, as a nation, there is much for us to celebrate. We celebrate our diversity. We celebrate our entrepreneurial spirit.

We celebrate our resilience and ability to turn adversity into hope. We celebrate our culture. For the labours of our heroes past, shall never be in vain.

As your President, let me reassure all Nigerians that I remain resolutely committed to the ideals and dreams of our founding fathers. Let me also reassure Nigerians that I will strongly defend the peace and stability of our nation.

My administration will spare no effort in fighting crime, building peace, and securing our homeland against internal threats and infiltration by violent groups, from outside our borders.

We condemn all acts of violence and declare that such acts of mindless savagery shall not be allowed to define our country. We will not be deterred. Our resolve is strong.
I have put in place a new and reinvigorated national security strategy, to combat the threat to our safety. Yet, no matter what I do as your President and no matter what we do as your elected leaders, at all levels, the peace and security of our nation rest also on our collective efforts as citizens, in our various communities.

All leaders and citizens, in every community, must therefore make peace the number one priority of their daily routine.  This is because, without peace, no community can realize its objectives or achieve a happy and productive life for its members.

The current incidents of violence and terror, in parts of the country, will surely be overcome. We will secure the safety of our citizens for only when we do this, will we be able to build the needed peace and tranquility in all parts of the federation.

Securing our peace and stability will ensure economic growth and prosperity for all.
Since I assumed office, as the President of our great country, I have continued to focus my attention on the economy.  I have taken several measures to address structural weaknesses which stand between us and economic growth and prosperity for all.
We are growing our economy, to generate employment opportunities for our teeming youth and enhanced prosperity for every citizen. This remains the main focus of my administration.

In a few days time, I shall launch an innovative competition for our young entrepreneurs to come up with ways to expand their businesses, create more jobs, and sharpen their business skills.

Now, it is very clear that without fundamental reforms in the key sectors of our economy, we will not be able to fully unlock our potential as a nation. We must manage our resources more prudently and efficiently. We must provide stable electricity to our citizens to help drive economic activity.

I call on our political leaders to put aside partisan politics, for united action towards the advancement of our nation. We must build together.

Because of the measures we have taken on the economy, our GDP is today one of the fastest growing in Africa.  We are currently growing the economy at 7.8%. We expect to sustain an 8% growth rate and a better GDP in the medium term, on our journey towards realizing our Vision 20:2020 goal.

We shall strive to make this growth, job creating and inclusive.

Growth in agriculture and other non-oil sectors are crucial, to help diversify the economy and to generate much needed jobs. Agriculture remains one of the highest priorities in my government’s Agenda for National Transformation. We have set out clear, agricultural, transformation action plans and policy measures, to achieve self-sufficiency in the production of rice, cassava, maize, sorghum and other staple foods.
Self-sufficiency in rice alone will save us the 356 Billion Naira that we currently spend annually importing rice. We will revamp the way we distribute fertilizers, taking government out of distribution of fertilizers.

We plan to reach 20 million farmers with private-sector distributed fertilizers over the next four years. We will improve the investment environment and incentives for the private sector across the agricultural value chains. Our agricultural transformation plan will generate 3.5 million jobs and an additional 20 million metric tons of food.

But we must all show pride in our farmers. We should eat what we produce. The increasing popularity of local products, like ‘Ofada Rice’, ‘Badegi rice’, and ‘Abakaliki Rice’, attest to the fact, that the populace will readily embrace locally grown produce.
We must also take pride in our scientists. This week, Nigeria released 8 new high yielding cocoa varieties. This will help to transform cocoa production, across the 14 cocoa producing states in the nation.

We have put in place implementable programmes to transform our Nation from an importer of petroleum products, to the regional  hub for exportation of value-added petroleum and petrochemical products. We are revamping existing refineries and building three new ones.

We are effectively supporting the private-sector led construction of world scale petrochemical and fertilizer plants. This will for the first time in our history, result in effective monetization of our abundant natural gas resources while at the same time, creating over a million jobs.

We have the requisite market volume.

We have a youthful, energetic, and hardworking population.

The structural and managerial bottlenecks, that have obstructed our economic growth, are being addressed, to unleash the energy and potentials of this nation.

To achieve this, I am determined to ensure that Nigerians have reliable electricity. Our economy will grow faster, and our hard working small businesses will thrive, when we finally fix the power challenges we face. We are fast tracking power reforms, to improve the generation and distribution of electricity.

Already, we are beginning to do things differently. I believe that integrity, honour, patriotism, selfless service and fear of God, must be the hallmarks of leadership at all levels.

A nation is sustained by its institutions and systems. I have taken strong measures to improve on governance.  It is in this regard, that I signed into law, the Freedom of Information Act. I will further strengthen all institutions, to ensure greater transparency, probity, and accountability at all levels.

Last year, I promised to restore confidence in our electoral system and pledged to deliver free and fair elections. To achieve that, we initiated some electoral reforms and strengthened INEC and other related agencies.

As a result, our April 2011 general elections was adjudged by Nigerians and the international community as the most transparent and credible elections, ever conducted in our country. Indeed, post-election petitions reduced by over 50%.
Let me assure all Nigerians of my resolve to lead our nation into a safer, more peaceful, and prosperous future for our children.

For the time has come, to rise above ethnic and religious divisions;

The time has come, to unite against violence, in all its ramifications;

The time has come, to secure our peace, and unite against suffering, and deprivation;
I see a new Nigeria rising. A Nigeria, that is economically strong. A Nigeria, that takes its rightful place of leadership in the world. A Nigeria, that uses its diversity to reinforce its strength. A Nigeria, we all can be proud of.

This is the Nigeria we need and this is the Nigeria, we all must build.

As we celebrate today, let us resolve to build the Nigeria of our future.
