Sponsored Hoodlums Allegedly Attack Philip Shaibu’s Campaign Vehicle in Edo State

Today, a disturbing incident unfolded in Ekpoma, Esan West Local Government Area of Edo State, as individuals reportedly affiliated with a PDP aspirant allegedly attacked allegedly a Sienna vehicle belonging to the Philip Shaibu Campaign driven by the Coordinator of the campaign in Esan West, Mr. Otoide Abas.

The coordinator had just concluded a meeting with Ward 10 (Illeh) PDP faithful when the incident occurred. The meeting commenced at 5:00 pm and concluded an hour later, after which Mr. Otoide left Illeh for Ekpoma to meet with other supporters. Upon completing his engagements in Ekpoma, he decided to make a quick stop at the local market square in Ekpoma to purchase some beef barbecue (Suya). It was during this time that he noticed a white Hummer bus, labeled “Ameosa Motors,” parked nearby. Suddenly, several hoodlums emerged from the bus, shooting sporadically to create fear and panic among the crowd. Mr. Otoide reported that the same vehicle and occupants had earlier visited Illeh after the meeting, where they vandalized the chairs and canopies used for the gathering.

As Mr Otoide and other occupants of the Philip Shaibu Campaign vehicle scrambled for safety, the hoodlums took their time to thoroughly destroy the vehicle, firing multiple shots at it.

Subsequent investigations revealed that the bus used by the assailants was the same one that transported thugs accompanying the said PDP aspirant to the Uchi Day celebration in Auchi last week.

As of press time, the Coordinator of Philip Shaibu Campaign Organization in Esan West Local Government Area remains at the Ekpoma Police station, providing his statement while the vehicle is being held as evidence.

Philip Shaibu, the Deputy Governor of Edo State and a prominent contender in the Edo 2024 gubernatorial election under the Peoples Democratic Party (PDP) platform, has experienced numerous attempts to impede his campaign. State-sponsored thugs have repeatedly vandalized his billboards, targeting his candidacy.

Comrade Philip Shaibu remains committed to his mission of reclaiming the state from business-oriented individuals who prioritize personal gains over the welfare of the people. Consequently, it is unsurprising that government agents are resorting to violent acts against his campaign.

In light of these distressing events, the security agencies in the state must heed the call and compel the government to reign in their agents. Such acts not only undermine the democratic process but also betray the peaceful people of Edo State, who have chosen to participate in a democratic election to liberate their state from conniving capitalists masquerading as statesmen. The safety and security of all participants in the election must be ensured, and those responsible for these attacks must face the full force of the law.

Centre Advises Tinubu on How to Tame Soaring Inflation

President Bola Tinubu has been advised to take a holistic approach at taming the soaring inflation in the country.

A press statement on Tuesday by the Lead Director of the Centre for Social Justice, Eze Onyekpere said it has become imperative that Nigeria’s economic managers adopt a holistic approach to improving the economy/decelerate inflation.

Among the advised given for a leeway out of the present economic doldrums include “Increased productivity especially in the tradable and export-oriented sectors (including oil and gas as well as removing export trade barriers in the agriculture sector in the short run) can shore up our foreign exchange earnings which will improve the value for the Naira against major international currencies thereby limiting import induced inflation.

“Improving security of lives and property through the right political will that guarantee value for money in the provision of security services in Nigeria. It should be recalled that security has been given the highest budgetary allocations at the federal level in the last ten years. This will also improve agriculture’s contribution to the GDP and food production thereby limiting food inflation which has been the major driver of inflation over the last one year. Improved security will further lead to increased oil and gas production for export and local refining.

“Limit ways and means of funding of the federal budget to the statutory limit of not more than 5 percent of previous years’ actual revenue in accordance with S.38 of the Central Bank of Nigeria’s Act 2007.

“Implement a Nigeria First Local Content Policy in Federal and State Public Procurement to ensure that capital budget implementation do not put undue pressure on the Naira. Rather, capital budget implementation should create jobs, enhance local productivity and grow the economy, and

“Stop denying Nigerians access to their money, vis cash in banks as a means of mopping up what is considered excess liquidity. This is a fundamentally flawed measure for the reduction of inflation.”

Centre for Social Justice noted that rising prices is a symptom of the overall negative macroeconomic fundamentals and strong headwinds besetting the Nigerian economy, adding that beyond inflation, the Naira is losing value, poverty and unemployment is increasing; there have been massive factory closures, increasing insecurity and population growth figures that almost outpaced economic growth.

The Centre said that: “Furthermore, the short term and medium-term impact of economic reform measures (fuel subsidy removal and exchange rate unification) have not been properly articulated. The reforms were not accompanied by an evaluation/projection of their impact on the economy as well as countervailing measures necessary to limit their harsh effects on prices and other macroeconomic indicators.”

CSJ: Current Insecurity Shows Government May Have Abandoned Constitutional Duty

Centre for Social Justice (CSJ) has lamented that the country’s security situation has degenerated to the extent that it can be categorically stated that the government has abandoned, failed, refused or neglected to enforce its primary and constitutional duty of guaranteeing the security of Nigerians and residents in Nigeria

The Centre, in a statement signed on Tuesday by its Lead Director, Eze Onyekpere said it is regrettable that there is recent upsurge of insecurity exemplified by the late December 2023 killings in Plateau State, incessant killings in Katsina State, 45 passengers kidnapped as gunmen attacked transporters along Otukpo-Enugu Road and the ongoing kidnap and murder of innocent Nigerians in Abuja, the Federal Capital Territory.

CSJ lamented that: “In all the foregoing, Nigerians are yet to hear concrete and reassuring words from the president and commander-in-chief of the armed forces or high-level officers of state on the way forward. In FCT, the minister in charge, instead of addressing the challenge seems more interested in continued fueling of a political crisis in his home state, Rivers State.  

It recalled that in the last ten years, security has enjoyed the highest allocation in federal budgets to cater for the armada of security agencies maintained at the tax payers expense, adding that: “Budgetary allocations have been proposed and spent on personnel, arms and ammunition, aircrafts and vessels, vehicles, equipment including intelligence gadgets. We are worried at the seeming cluelessness and inability of the security agencies to deploy intelligence to prevent and nip in the bud the insensitive acts of criminal elements who have no regard for human lives. We are further worried that when these crimes have been committed, the security agencies have been unable to investigate, arrest and bring the perpetrators to justice.”

The Centre noted that under Muhammadu Buhari’s administration, GSM SIM card numbers were linked to national identity numbers of Nigerians and the authorities indicated that it would provide a foolproof link and clue to any crimes committed using GSM phones as it will be easy to find the criminals since all identity information is already available with the state, insisting that: “This raises the critical question on why the perpetrators of these high level crimes where GSM phones have been used to make contact are not brought to justice.”

The Centre lamented that: “There have been several mop-up of light arms in the possession of law-abiding citizens and only very few Nigerians have been licensed to carry weapons. Nigerians are made vulnerable because they do not have access to arms to defend themselves and the state that should legally and legitimately defend them has failed in the discharge of this duty.,” stating that: “The critical question is; why take away the arms needed for self-defence if the state is not ready to defend citizens and residents of Nigeria?”

It decried that: “The insecurity is heightened at a time Nigeria has launched a global campaign for foreign investors to come and invest in the country. News of crowdfunding for the purpose of meeting the ransom demands of kidnappers is clearly not the way to attract foreign investors.”

The Centre however made some recommendations, including that the federal government should expeditiously take steps for the amendment of the 1999 Constitution and enactment of new laws for the establishment and activation of State Police; Intelligence should be mainstreamed and prioritized in policing and security work. The activation and routine deployment of the SIM GSM database and inventory for investigations and tracking of criminals is long overdue.
 
It also recommended for the liberalisation of the processing of gun licenses for responsible law-abiding tax paying citizens for the purpose of self defence; rewarding of hard working and result oriented security and police personnel who diligently discharge their duties and impose sanctions on personnel whose negligence, failure or refusal to act contributes to insecurity and general security lapses, insisting that the financial resources to implement this could come from more prudent management of existing security resources.

The Centre added that Nigerians need to be reassured through concrete security action on the ability of the state to protect lives and property.

NSCDC Arrests Father at the Point of Selling 8 Years Old Son for N20 million

Operatives of the Nigeria Security and Civil Defence Corps (NSCDC) has arrested in Abuja one Chinana Tali at the point of selling his eight year old son, Ushafa Tali for N20 million.

Speaking during the parade of the suspect in Abuja the NSCDC FCT Commandant, Olusola Odumosu said that the child trafficking suspect was arrested after being lured to Abuja from Benue.

He said the arrest of Chinana who was with his son, followed an intelligence tip-off of his quest to get the highest bidder to sell off Ushafa to.

Odumosu said: “We booked an appointment with the suspect at a garden where we had one of our men pose as a buyer while we had our men surround them.

“He came all the way from Benue to sell his supposed child to a buyer without caring about what might befall the child afterwards.

“To arrest his accomplice, we had to send transport fare to him after he was being deceived that the deal had been settled.”

He said that the father who was initially offered N12 million refused and insisted that the boy who he referred to as a “He-goat” during his conversation on phone be bought at the rate of N20 million.

“He also offered to sell his girl child whom he referred to as a She-goat for N15 million, if he didn’t get a buyer for the boy.

“We are not sure of the paternity yet but more will be uncovered during further investigation as he claimed that the mother, his wife, had no idea of the transaction.”

The Commandant said that the Corps was dedicated to ensure the protection of lives and property and will continue to take drastic measures in ensuring that crimes were nip in the bud.

He however warned persons who may have such evil intentions as that of Tali and his accomplices to desist as child trafficking was a serious offence.

Odumosu said he would be handing over the father, son and one accomplice to representatives of National Agency for the Prohibition of Trafficking in Persons (NAPTIP) for further investigation and possible prosecution.

Chinana while being interrogated said that he is a father of six children and had decided to sell one of his children to help raise money to take care of his large family.

He said: “It is because of hardship and no money so I needed to find a way to train my other children.”

NAPTIP Senior Intelligence Assistant, Mrs Chinyere Oseafiama, who was on hand to take possession of the father and son and the other suspect assured that the case will be thoroughly investigated for appropriately actions.

“We are happy for what the NSCDC has done and we are assuring that NAPTIP will do the needful and get back to the public with a positive report regarding the case,” Oseafiama said.

The Commandant also said a young man was recently arrested after being caught vandalising armored cables along Idu Railway Line in the territory.

He said that, the suspect had in his possession a hoe used in digging out the cables and a saw which he used in cutting the dug out cables.

“The suspect will be arraigned and prosecuted according to the law to serve as a deterrent to other vandals,” Odumosu said.

Obi Of Onitsha Breaks Silence Over Suspension Of Igwe Damian Ezeani, Picks Holes In Process

The Traditional Rulers Council of Anambra State has officially responded to the Anambra State government, on the recent suspension of Igwe Damian O. Ezeani of Neni.

In a press release made available to our correspondent through the State Chairman of the Council of Traditional Rulers in the State, Igwe Nnaemeka Alfred Achebe, the Council in a 14 point letter bemoaned the dimension that was taken by the State government in the suspension of Igwe Damian O Ezeani.

He said he was suspect that the suspension letter was an after thought as it was already trending on social media for over 24 hours prior to their receipt of the letter. “I was embarrassingly inundated with phone calls and messages from traditional rulers and other persons seeking clarification from me as Chairman of ASTRC regarding a situation to which I was not privy. Your letter to Igwe Damian O Ezeani was copied to the Commissioner of Police, and Director DSS, Anambra State, bit not to the Chairman of the ASTRC.”

The revered traditional ruler however stated that the action of the State government has indeed shown, amongst many others acts, how traditional rulers of Anambra State are being treated and the measure of the worth the traditional institution has with the present State government.

Continuing, Igwe Achebe said that it’s unfortunate that the State government can apply this code of conduct without the involvement or reference to ASTRC, a body that worked so hard to ensure that the law stands following the 2013 annual seminar of Anambra State traditional rulers where it was presented and adopted.

The Obi of Onitsha also retraced how he had on 04 October 2023 communicated the Governor on the subsisting code of conduct which served previous administration and the need for it’s review to have adequate efficacy. He however stressed that since then he has not received any feedback from the Commissioner or Mr Governor, and as such he assumed that the same order with the previous administrations would continue to prevail.

He said it was out of place, for the Commissioner to have discussed with him on 7th of January 2024 on the code of conduct for traditional rulers who conferred honorary chieftancy titles in violation of the code, as he said that the Commissioner specifically mentioned Igwe Ojoto, who conferred an honorary chieftancy title on Senator Ifeanyi Ubah on 30th December, 2023 and the self acclaimed traditional ruler of Nawfia, who also conferred honorary chieftancy titles on 40 persons on the January 4th 2024.

The Chairman ASTRC said that “in the conversation, you categorically, did not mention, in any regard whatsoever, Igwe Menu who celebrated his ofala on the 29th of December 2023.”

Igwe Achebe further stressed that, “Nevertheless, it’s is very manifestly presented that no written directives from your Ministry on conferment of Chieftaincy titles existed before 08 January 2024 when Igwe Neni was suspended,” stressing that the referenced letter to a second term Right Honorable Distinguished Senator of the Federal Republic of Nigeria, as “one Senator Ifeanyi Ubah” is most disrespectful, offensive, and unbecoming of one holding a political office as a Commissioner the traditional ruler thundered in his release.

The Obi of Onitsha also stressed that it unfortunate that the Commissioner used such words on the Senator as its noteworthy that a person can only qualify to contest elections after scaling through the highest level of security checks at the Federal level. He however stressed that Senator Ubah can’t be wished away as he hold a Chieftaincy title of his hometown, Nnewi, conferred on him by his Monarch and Grand Patron of the Anambra State traditional Institution, Igwe K.O.N Orizu. Besides, he is also a well known business investor in Anambra and a generous Philanthropist to say the least.

Igwe Achebe therefore maintained that the issue of code of conduct on Igwe Neni and the conferment of Chieftaincy title to Senator Ubah suggests that there may be other issues with either the Igwe or Senator Ubah, as is being stealthy ventilated in this present circumstance.

He however conculded that the way the State government has handled the matter of the honorary chieftancy titles is the apogee of the progressive dehumanization and dismantling of the traditional institution of Anambra by the present administration, and however informed the State government that the institution comprises the finest sons of Anambra State, who achieved sterling academic heights and professional/vocational attainments before been called to serve the people.

The Chairman ASTRC however reminded the State government that at the behest of their Communities they took up the role of traditional rulers and as shining examples for selflessly giving back to their Communities in particular and the society at large, and as custodians of culture and tradition of their people, their livelihood does not depend on selling chieftancy titles of the N175,000 monthly stipend from the State government, but on their own hard earned modest personal resources.

He further stated that, “By their office, age, attainment and standing in society, they deserve far better respect and dignity, than being publicly bullied and unfairly shamed at every opportunity by people in the State government.

“He further reminded them also, that the Federal government and other State government’s hold the traditional institutions in high esteem, and wondered what has gone wrong in Anambra State.”

My friend, Isa Gusau — A Tribute, By Kashim Shettima

There couldn’t have been a more poignant last chapter to a man’s life than my final text exchange with him. He reached out on December 31, 2023, to draw my attention to a Qur’an recital competition in Damaturu, Yobe State, stating that it transpired without deserving prizes. In his typical fashion, he outlined interventions that could align with the noble ambitions of the reciters and organisers. What he didn’t say this time around, while preferring the cloak he wore to redirect our concerns away from his health and towards others, was that he was on the brink of existence. He was in a hospital bed far away from home.

About a year earlier, Mallam Isa Gusau visited me at home in Abuja, and I couldn’t help but notice his sickly physical transformation. He opened up about his health struggle only when I insisted. I disagreed with his philosophy of not wanting his health to be the subject of interest in his line of work. However, he followed the direction we suggested for medical intervention and returned to prioritizing his job. With him, it’s always duty first, and that drive for excellence was once a source of trouble for us when we were on opposite sides of the table.

In 2007, when I assumed the role of Commissioner of Finance in Governor Ali Modu Sheriff’s government in Borno State, Mallam Gusau was the Daily Trust correspondent and later Bureau Chief covering the Borno-Yobe axis. He had been a problem for the government before my arrival. Fresh out of the private sector, I conducted sentiment analysis of my new station, and this inviolable reporter was a recurring problem in our efforts to manage the perception of the state and the government’s commitment to the people, especially during the critical phase of an ideological invasion in the North-East by a group that has since become the global calamity known as Boko Haram.

I had always admired objective contrarians and critics, and it didn’t take long to understand why Mallam Gusau’s journalistic overtures had been a nightmare for the government. His principles were as unyielding as ancient mountains, deeply rooted in the bedrock of his conviction as a chronicler of state affairs. I found myself compelled to acquaint with the fearless man.

Ms. Kwapchi Bata Hamman, who was then a reporter at NTA Maiduguri, became our eyes on him and eventually our bridge to him. She, along with the late Zubairu Maina Shani, a fellow Commissioner in Governor Sherrif’s government, formed our troika to untie the Gordian knot that was Isa Gusau. That one man could stir us this much, stand up to us with no fear or susceptibility to compromise, was a credential like no other. So, I knew just then that I wanted to be friends with such a man, a rebel with a noble cause.

Our destinies aligned sooner than I had expected. In 2011, when I was sworn into office as the Executive Governor of Borno State, I knew immediately that I must be surrounded by perceived trouble-makers if I were to make a difference, and Gusau easily came to mind. I was unconcerned about his origin, only what he was bringing to the table. I have always seen a leader who functions in an echo chamber as a tragedy.

Mallam Gusau agreed to be my spokesperson, testing the political divide that his path had crossed as a journalist. He mastered the art of shaping perceptions, traversing lengths unknown to me at the time. He was invested in the well-being of his colleagues and those he serves, and distinguished himself as a mediator and bridge builder in resolving office conflicts. Only many years later did I discover the depths to which he went to protect me, skilfully managing or quashing crosses without seeking the spotlight or credit.

Along with his team, he breathed life into the communication of government policies in Borno State, making us realize that even the finest idea or policy by the government is doomed to fail without strategic communications. Their legacy turned Borno State into a viable landmark on the topography of governance in Nigeria. He explored traditional and new media to dispel every attempt to caricature the state, whether in mischief or honest ignorance.
Gusau’s loyalty to friends, matched only by his competence and devotion to duty, sets him apart. This sense of responsibility led him to decline an invitation to serve as a commissioner in his home state, Zamfara, choosing instead to stay with his friends in Borno State. He played a central role among the multicultural aides that we assembled, contributing to our service to the people.

In that inclusive team of ours, where Borno State was warmly embraced as home, was Lanre Obadiah from Kwara State. Kester Ogualili and Victor Izekor were from Anambra and Abia State respectively. Christopher Godwin Akaba, an Urhobo man from Delta State, and Jack Vicent Fidelis, an Igala man from Kogi State, were also valuable members. Expanding our connections to neighboring states, Ahmed Ishaq Ningi from Bauchi State and Usman Majidadi Kumo from Gombe State were part of this dedicated ensemble.

The team was valorised by Mallam Gusau, who also served as my Special Adviser on Strategy while overseeing communications. It’s not surprising that he’s the longest-serving adviser in the history of the state. He praised your triumphs and intervened when you erred, always having the perfect books for every scenario he painted. This book-exchanging culture made him a refuge and a mirror. So, I had no speck of scepticism in recommending him for employment as an adviser to Governor Babagana Umara Zulum, whom he served for four and a half years after advising me for eight years.

Until three weeks ago, when I brought this up, Governor Zulum himself had no idea that Gusau was a leading voice advocating and justifying my choice of him as a successor. He never mentioned this to his new principal, just as he was always reluctant to divulge his health history. This lifestyle, which we opposed and came to acknowledge as the depth of his fidelity to duty, was, to him, a way to never curry favour and pity.

In a twist of fate, Isa Gusau, once perceived as a provocateur during his radical years, found himself forging unexpected alliances in a profound display of irony. Without accommodating compromises, he reconciled with those who had once deemed him a problem. The crescendo of this surprising journey was reached when he, against all odds, entered into matrimony with the sister of none other than Sen. Ali Modu Sheriff. This unexpected union not only symbolised the mellowing of Gusau’s feuds or differences with others but also cast a vivid contrast onto the canvas of his life.

What also never made the news was his philanthropy, reaching from the younger generation to the elderly. His generosity extended to the procurement of vehicles for media personnel and correspondents working in the hinterlands of Southern Borno. There was a poignant moment when he generously handed over his only vehicle to an indigent journalist colleague. I became aware of this act of kindness when I witnessed him trekking to his residence, a stone’s throw away from the Borno State Government House.

This incident invoked thoughts of Adam Grant’s acclaimed work, “Give and Take,” which categorises humanity into two reciprocity styles: Givers and Takers. Givers, characterized by their altruism, quietly assist others without seeking the spotlight, while Takers are driven by greed, desiring more than they contribute. The book celebrates legendary figures like C.J. Skender, the late Stu Inman, and George Meyer as quintessential Givers. Undoubtedly, my dear friend, Isa Umar Gusau, belongs to the distinguished category of these selfless and beautiful souls.

The void left by Gusau’s demise, as he departed from the sphere of his influence, transcends Borno State. It even extends beyond those who had feared his honesty. His loss is immense for the entire nation, which requires courageous advisors around our public office-holders, and for the humanity he served until his last breath on Thursday, January 11, 2024. May Allah repose his soul and comfort all those he left behind. Ameen.

Oil Theft: President Commends Tantita Security Services, others On Recorded Successes

President Bola Tinubu on Monday commended Tantita Security Services Limited and the other security agencies for combating oil theft and hailed their collaborative efforts yeilding results.

Chief of Defence Staff, Major General Christopher Musa gave the commendation on behalf of the President while inspecting the impounded MT. Kali and paraded suspects by Tantita and other security agencies at Oporoza, Delta State.

The CDS flanked by top officials of Nigerian National Petroleum Company Limited, NNPCL and top military brass promised to deal ruthlessly with oil thieves and their sponsors.

He noted that the arrested vessel will be destroyed in line with standard practice to serve as deterrent to others.

Musa urged the media to stop creating disaffection between government and Private security agencies working together to achieve better results.

He said, “We are here based on the report of the arrest of this ship, and I think it’s a major achievement. It shows that we’re committed in ensuring that we stop this criminality within the maritime environment.

“This is a collaborative effort and it will continue to collaborate with the NNPC, the others, private security agencies, the main federal government agencies are also working together. I don’t want a situation where we create the impression as if there’s enmity between this group and that group.

“We’re working for the same team, we’re all Nigerians, this is our country. Whatever is happening here is an act of criminality that must be stopped by all means. So, I want to make it very clear that all Nigerians must put hands on deck to ensure that we stop these acts.

“The country is bleeding. We need all the funds we need so that this country can grow and develop and it is just by stopping these criminals like this, that will make that very possible.

“So why we’re here, is to come and see to identify them. The chief of Defense Intelligence is going to go straight into investigation as to who is involved, what was taken, who sent them, and this is because we want to catch the perpetrators.

“These ones are just the ground troops that are being used, the main actors are behind, and I want to use this opportunity to warn all those that don’t want to stop this, that enough is enough.

“The Armed Forces, the security agencies, the communities, private security agencies, wherever they are, they are contracted as long as they’re contracted by the federal government, we’re going to work together as a team.

“There’s not going to be any competition between us, and please, the media should stop making it look as if there’s a fight, there is no fight.

“Whatever arrest that has been done, it is done collaboratively, and we’re going to continue to do that. And so that is very important.

“We’re happy that these have been arrested. We’re going to take it off from here, and we’re going to do more, because, henceforth, we’re going to enhance our collaboration and our jointness in ensuring that we check these menace.

“Nigeria must grow, and individuals can not hold us to ransom. There are very few individuals who are making profit from this. And they don’t want to stop because I would have expected that by now, from all the actions have been taken to discourage people from doing it. But you can see that people are still hell-bent to steal our crude for their own selfish gains, and that must stop.

“So, I want to thank you for this opportunity that we’re here. And to make it very clear that we are all working together as a team.

“We will enhance this capacity, and this year, we will ensure that Nigeria oil production goes up, as much as possible, so that we can all benefit as Nigerians.

“The crude inside the vessel will going to be treated as standard operating procedure, including the ship.

“I know those ships that are very new will not want to commit crime. They want to go look for those ones that are almost dead. So that if they succeed, they have gained and if they lose it, they don’t lose anything. This will follow the standard operating procedure.” He stated.

OgheneOchuko Advises Governor Oborevwori/Trad Rulers On Urhobo Unity, Says Urhobo Language Should Be Revived.

The President, Urhobo Rebirth Congress Comrade OgheneOchuko Stephen, Alias Udu re’ Urhobo has appealed to the Governor of Delta, Elder Sheriff Oborevwori to do all he can by ensuring that the Urhobo Language which (he claimed) is going into extinction is Revived in his time as the leader of the state.

Comrade OgheneOchuko in a telephone chat, says the Governor should urge the education Ministry to inculcate the Urhobo language into the school curriculum at all levels to enable our children learn and speak the language adequately .

He bemoaned the present situation with most of the Urhobo children who could not speak nor understand the language.

” The Governor , our son, our father, UPU, Traditional Rulers and other prominent Urhobo people , let us come together and ensure our language is protected, our culture should be preserved for our future generation. We should do the needful so that Urhobo land could progress faster,” he appealed.

The President of Urhobo Rebirth Congress who explained that many things have gone wrong in the land noted that the status quo ante ( Urhobo ovouvo,) meaning all Urhobos are one, be maintained , stressing that they are no longer together as it were in the days of old when, if anything touches one Urhobo man, then it was a fight for all.

He added that it is practically wrong for any Urhobo person to be likened to a stranger in another part of Urhobo land even though he may not have been born in such a place.

” An Urhobo man from Sapele should not be tagged a stranger in Uvwie land since collectively they are one in nature,it is non Urhobo person who could be called a stranger in any part of Urhobo land. I am particularly greeting the Governor, UPU, Traditional Rulers and all Urhobo people” he stated .

While expressing his appreciation to the leadership of the Urhobo Progress Union Under the leadership of Chief Barr. Ese Gams , Alias, (The Ezezekeze of Eku land,) The Youth Wing of UPU and their excos, for doing well in their respective assignments, he emphasised that their roles in (Urhobo Rebirth Congress which he founded) was to complement the activities of the umbrella Urhobo body but never to usurp their authority.

He pointed out that many things which needed urgent solutions and corrections are happening in Urhobo land , while appealing to UPU that these should be corrected to save Urhobo land from mishaps by rewriting the constitution.

“Comrade OgheneOchuko added that, for instance, many Urhobos can not speak the language yet they take good positions in government with the name of Urhobo and by the time they go back to their home towns, to the surprise of all, they will be speaking English instead by addressing their people with Urhobo. This is so because they do not understand their own language. So said ” he said.

He frawned at the idea of people taking positions in UPU when such people can not speak Urhobo at all, remarking that he has seen many Urhobos vying for positions in the land where they are completely deficient in the language of their forebears

OgheneOchuko told his people that for anyone to be accepted as a leader in Urhobo land, he should be someone who has the interest of Urhobos at heart but not the man who is going there for his selfish interest , appealing that UPU should not be tied to the apron string of any political party nor government and must live above board for the overall interest of the entire Urhobos.

Anambra State CP Confirms Burning Of Igwe Isseke Palace, Kidnap of Former Gov’s Driver

The Commissioner of Police Anambra State Command, Mr Aderemi Adeoye has confirmed the raising of the Palace of Igwe Emmanuel Nnabuife of Isseke Community in Ihiala Local Government Area.

He explained that the Gunmen were those fleeing from Ihiala town following the security operatives by the joint task force on security in the State.

Commissioner Adeoye noted that Isseke is closer to Imo State a neighboring State stating that officers and men of the Command are on top of the situation to fish out the perpetrators.

It would be recalled that the
Palace of the Traditional Ruler of Isseke Community in Ihiala local government area of Anambra State Igwe Emmanuel Nnabuife was burnt down by suspected gunmen in the area, our correspondent learnt.

This is coming about one week after a former convoy driver to late Governor Chinwoke Mbadinuju was allegedly kidnapped by gunmen after performing the funeral ceremony of his brother at the same Isseke Community.

Reports has it that the said former driver failed to settle the gunmen before burying his brother and shortly after the funeral the gunmen stormed his home firing gun shots in the air and took him away to an unknown destination.

As at the time of this report the driver who they gave his name as CY have not been found and his wereabout is yet unknown.

Also, confirming the arson perpetrated on his palace Igwe Nnabuife said that the house was burnt by the gunmen stressing that he had no problem with anyone in his Community before the incident.

“It is true that my palace was burnt down by these boys and I have lost everything that I laboured all my life to achieve and as it is now I am homeless.

“Everything was razed down but I thank God that no life was lost and nobody was harmed by those boys and this is the way it is in my town Isseke,” the Igwe said.

Zulum leads Borno delegation to funeral of his spokesperson

Borno State Governor, Babagana Zulum on Sunday led a delegation of Borno people to attend the funeral prayer of his spokesperson, Mallam Isa Gusau, which was held at the National Mosque in the Federal Capital Territory, Abuja.

The delegation comprises the senators representing Borno Central, Barrister Kaka Shehu Lawan, Borno North, Barr. Mohammed Monguno, members of the House of Representatives from Borno, Secretary to the State Government, Hon. Bukar Tijjani and the Group Chief Executive Officer of NNPC, Mele Kyari.

Before the prayers, accompanied by the Vice President President, Kashim Shettima, Zulum personally conveyed the remains of his late spokesperson from Nnamdi Azikwe International Airport to the National Mosque in Abuja where the funeral prayer was observed.

Isa Gusau died on Thursday evening at a hospital in India after a protracted illness.

Until his death, Gusau served as Special Adviser on Public Relations and Strategy to the incumbent Governor Babagana Zulum. He had also served in the same capacity to the then Governor of Borno State, now Vice President, Senator Kashim Shettima.

Gusau died at the age of 47 and is survived by two wives, three children, and many brothers and sisters.

The governor’s delegation also has Borno’s Head of Service, Barrister Mallam Fannami, commissioners, and several heads of government agencies and parastatals.

Meanwhile, in a message after the funeral prayers, Zulum noted that the death of Gusau has thrown the entire Borno State into grief.

While praying for the repose of the soul of his late spokesperson, Zulum expressed gratitude to all those that have sent messages of condolence and prayed for the soul of the deceased.

Zulum said: “Inna lillahi wa Inna ilaihi raji’un, it’s a very sad moment, indeed every soul shall taste death. May Almighty Allah admit him into Jannatul Firdaus. The demise of Alhaji Isa Gusau has created a very big vacuum in the annals of Borno State, the entire people of Borno State are in grief and we pray for Almighty Allah to forgive him.”

Nigeria, Cuba to sign bilateral agreements on Education, Science, Technology

Nigeria and Cuba are to sign bilateral agreements that will cover Education, Science and Technoligy and other sectors.

The Cuban Ambassador to Nigeria, Mrs. Miriam Morales Palmero disclosed this at the weekend during the celebration of 65th Anniversary of the triumph of Cuban Revolution and 50th years bilateral relations with Nigeria.

The envoy said: “We have an agreement on education and about 300 Nigerians are studying in Cuba and more in the nearest future.

“We are signing another Memorandum of Understanding in Science and technology, Cutural and agriculture amongst others.

“We want to collaborate with Nigeria. This is my second home and I want to increase our relations economically and in other areas.”

She noted that Nigeria and Cuba share common values and are committed to the education of their citizens.

Also speaking at the occasion, the Minister of Education, Prof. Tahir Mamman solicited for Cuban support to revive the education agreement between both countries.

The Minister of Education, who was represented at the occasion by Ruqayatu Gurin, a Director in the Ministry, said: “Let me use this unique opportunity to solicit the support of the Cuban Government to revive our bilateral relationship on education with renewed vigor in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu. Therefore, I call on the Government of Cuba to extend hands of fellowship to explore academic exchange, scholarships, research, cultural interactions, and other areas of mutual benefit with Nigeria.”

The Minister also added that: “The diplomatic relations between the two countries have impacted several young Nigerian doctors as well as contributed to the development of the Nigerian Education Sector under a legal framework and a protocol of implementation signed on 24th March, 1981 within the existing Omnibus Agreement.

“Through the existing bilateral agreement on education between Nigeria and Cuba, about 100 Nigerian students benefitted from scholarship programmes in the fields of medicine and engineering offered by the Cuban government between 2000 and 2012. I extend our gratitude to the Government of Cuba and I hope that this cooperation is sustained. “

NDLEA intercepts large consignment of UK, Italy-bound opioids. Seizes 300,000 tramadol pills from Pakistan; busts skuchies factory in Ibadan

Operatives of the National Drug Law Enforcement Agency (NDLEA) have intercepted a large consignment of Canadian Loud, an imported strong synthetic strain of cannabis, packaged in 324 bags with a gross weight of 111.2 kilogrammes in Onikan area of Lagos State.

According to a statement on Sunday by the spokesman of the anti-narcotics agency, Femi Babafemi, the interception happened while the consignment was being conveyed for distribution in an unregistered Grand Caravan vehicle by a 42-year-old suspect, Taofeek Yusuf.

He added that Yusuf was arrested The and the seizure of the imported consignment was late in the night last following credible intelligence which came on the heels of the arrest of another drug trafficking suspect, Godwin ThankGod the previous day Thursday by NDLEA officers at the Murtala Muhammed International Airport, Lagos.

He noted that the Milan, Italy-bound Godwin was intercepted while attempting to board a Royal Air Maroc flight with quantities of codeine-based syrup and rohypnol concealed in his luggage.

Babafemi said the suspect who is a regular flyer was arrested during a search of his luggage at the Departure Gate of Terminal 2 of the airport, which revealed that he was in possession of five cartons consisting 50 bottles of codeine syrup and 300 tablets of rohypnol.

The spokesman said in the same vein, NDLEA operatives at the SAHCO import shed of the airport last Friday recovered 30,000 packs of tramadol 225mg consisting 300,000 pills after a search of a consignment, which came from Karachi, Pakistan on KLM Royal Dutch Airline, with airway bill number 074-62674964, it was taken into custody following a joint examination with other security agencies at the airport.

He said various quantities of tramadol and cannabis sativa concealed in soles of sports canvas shoes going to Oman as well as another consignment of tramadol and rohypnol hidden in spices heading to the United Kingdom were also intercepted at two courier firms in Lagos by NDLEA operatives of the Directorate of Operation and General Investigation, DOGI last Tuesday.

Babafemi also disclosed that operatives in Oyo state last Thursday raided a clandestine skuchies factory operated by Oyadeji Dimeji, 28, in Moniya area of Ibadan where 76.6 kilogrammes of cannabis sativa, 134 grammes of tramadol, 93 grammes of rophynol and 50 litres of already produced skuchies, a liquid mixture containing various types of psychoactive substances, were recovered.

In Ondo state, four suspects: David Iyoragie, 34; Adams Idowu, 28; Ibrahim Audu Abdullahi,54; and Ayomide Ayuba, 20, were arrested at De – Rock View Hotel, Gadson Junction off Ado- Ekiti Road, Igoba, Akure North local government area last Friday with 524.5 kilogrammes cannabis.

Another suspect, Aniekeme Eyibio, 26, was also nabbed at Ala forest, Akure North local government area where 293.5 kilogrammes of the same psychoactive substance and a Dane gun were recovered from him, while 67-year-old Franklin Eze was arrested at Otuo, Owan East local government area, Edo state last Thursday with 454 blocks of cannabis weighing 311 kilogrammes loaded in his Lexus salon car marked EBM 812 AA.

Abdullahi Shuaibu, 43, was nabbed by NDLEA operatives last Tuesday at Ayangba, Dekina local government area, Kogi state with 43 blocks of compressed cannabis, weighing 22 kilogrammes and three pinches of methamphetamine.

In Katsina state, a suspect, Danladi Adamu aged 24 was nabbed last Wednesday with 25.5 kilogrammes cannabis sativa during a buy and bust operation at Kurmi Primary School in Malumfashi metropolis, while operatives in Gombe arrested Sulaiman Mohammed at Lapandimtai, Kaltungo, with 47 blocks of same substance weighing 30 kilogrammes concealed in two sacks of groundnut.

Babafemi noted that the War Against Drug Abuse (WADA) advocacy campaign of the agency continued in equal measure in schools, markets, worship places and others across the country in the past week.

Meanwhile, the Chairman/Chief Executive Officer of NDLEA, Brig. Gen.Buba Marwa (Retd) while commending the officers and men of the MMIA, Ondo, Edo, Oyo, Lagos, Kogi, Katsina and Gombe Commands as well as those of DOGI for the arrests and seizures of the past week, urged them and their compatriots across all formations of the agency to maintain the offensive action tempo and strive to surpass previous records while maintaining a balance with their drug demand reduction efforts.

It was an eventful and fun-packed three days as the Sapele Main Branch of Ambrose Alli University Alumni Association had their end-of-year activities in grand style. The three-day end-of-year activities started Friday, January 5, 2024, with a courtesy visit to the Sapele Area Commander at the Sapele Area Command of the Nigerian Police Force in Sapele.

The Area Commander, ACP Innocent Umerie who was ably represented by the Divisional Police Officer CSP Harrison Nwabuisi, received the branch members with enthusiasm and accorded them a very warm reception.

The Worldwide President informed his host that the visit was to appreciate the command in keeping Sapele peaceful as well as to urge them to do more in terms of security in Sapele and its environs. In his words; the President charged them to deploy a community policing strategy to ensure they fetch out the bad eggs from amongst the people of Sapele. On his part, the Chairman of the Branch, Hon. Barr. Odiete Arierhie added that the Sapele Main Branch of the Ambrose Alli University Alumni Association is ready to collaborate with the command to ensure that Sapele is peaceful.

The high point of the visit was the presentation of a standing fan and some security touch lights to the command. This was followed by a group photograph. Zulum assents 2024 appropriation bill of N358.7b into law

Borno State Governor, Prof. Babagana Zulum has assented to the 2024 appropriation bill of N358.7 billion passed by Borno State House of Assembly with an adjustment amounting to N18.1 billion

With the increase in the budget size, the revised capital expenditure now stands at over N208.4 billion while the revised recurrent expenditure is N150.4 billion.

The revised appropriation bill was presented by the speaker of Borno State House of Assembly, Abdulkarim Lawan, to the governor at the council chamber of the Government House in Maiduguri on Wednesday.

Speaking at the event, Zulum charged heads of agencies and members of the state executive council to comply strictly with the provisions of the appropriation bill while presenting their memos for approval.

The governor also commended the leadership and members of Borno State House of Assembly for approving the budget on time.

He said: “We have to commend the leadership of the House of Assembly, we also have to commend the maturity of the house.”

Zulum also expressed his optimism regarding the potential impact of the appropriation bill, emphasizing that with capital expenditure standing at N208.7 billion, it is designed to provide dividends of democracy to the people of Borno State.

Earlier, the speaker commended the governor for the quality projects he has executed across the state in the last five years.

The speaker noted that the upward review of the appropriation bill was to capture some areas of critical significance to the lives of the people.

Zulum brockers truce between Fulani herders, farmers in Borno town

Borno State Governor, Prof Babagana Zulum has facilitated a truce between Fulani herders and farmers in Gamboru Ngala town in the central part of Borno State to foster peace and harmony.

The truce, was brokered after weeks of tension and uncertainty during a peace meeting convened by Governor Zulum on Monday.

The governor, while commending all parties for reaching a consensus during the meeting, urged people to shun all acts that could lead to violence.

He said: “Borno is a state with agrarian communities. We have Fulanis, we have Shuwas, and we have Kanuris who are nomads as well. We have the same culture and the same tradition. Therefore, I urge all the people of Borno to be law-abiding and to ensure they live in peace with one another.”

The governor also assured that the state government is taking all necessary measures to prevent clashes between Fulani herders and farmers in the state.

The meeting was attended by representatives of Fulani herders and the farming community, as well as the senator representing Borno Central, Barrister Kaka Shehu Lawan, a House of Representative member, Engr Bukwr Talba, the Local Government Council Chairman, a House of Assembly member representing Ngala, and traditional and community leaders.

Meanwhile, the governor has announced the constitution of a committee to investigate the causes of conflicts between farmers and herders in Borno State.

The governor made the announcement in Gamboru town on Monday while addressing the press after the distribution of food items and N221.7m to over 67,454 families.

He said: “Let me use this opportunity to announce a committee that will look into the farmers and herders conflicts in all 27 Local Government Areas of Borno State,” said Zulum.

The committee among other issues will re-establish the defunct cattle routes and identify grazing reserves which have not been adequately utilized. He emphasized that the committee’s recommendations will guide the government in addressing the root causes that lead to conflicts between farmers and herders.

The committee which will be chaired by Hon. Tijjani Guzamala, Special Adviser designate, includes representatives from the Nigerian Police, DSS, all emirate councils, Miyetti Allah, Alhaya Association and the Governor’s Office.

Zulum Boosts Agriculture in Borno, Reactivates South Chad Irrigation Scheme

Borno State Governor, Prof. Babagana Zulum has announced a plan to reactivate the South Chad Irrigation Scheme aimed at providing a livelihood for the resettled communities of people affected by age long Boko Haram insurgency.

The governor made the announcement on Monday in Wulgo, a community in Ngala Local Government Area.

He said: “Borno State Government will see how to open up and expand the irrigation activities on the shores of Lake Chad. We will resettle new communities and we shall reactivate the South Chad Irrigation Scheme in order to address food crises in Borno State.”

The South Chad Irrigation Scheme comprising of communities along the water shores of Lake Chad, including Gamboru, Dambore, Wulgo, Marte, and Kirenuwa is expected to create employment opportunities and enhance food security for the people in the region.

The governor noted that the State Ministry of Agriculture has mapped out a strategy for the reactivation of irrigation schemes across the state.

He said that the reactivation of the irrigation scheme would provide the resettled communities with livelihoods without relying on food aid for survival.

Zulum said: “You can see the quantum of food that is being distributed here, it is not sustainable to continue with such distribution. It is imperative, therefore, to look for medium- and longer-term sustainable solutions that will completely address food crises in the state. The State Ministry of Agriculture has taken a far-reaching decision that will address the food crises. Among them is the reactivation of the irrigation scheme across Borno State.”

The governor, accompanied by the senator representing Borno Central, Barrister Kaka Shehu Lawan, a member of the House of Representatives, Bukar Talba, a member representing Ngala at the State Assembly, Hon. Bukar Abatcha and the Local Government Chairman of Ngala, visited Gamboru, Wulgo and Dambore irrigation sites.

Niger: Bazoum’s Wife and Son Released from House Arrest

Nigeria’s Minister of Foreign Affairs, Ambassador Yusuf Tuggar has commended the release of former Nigerien President Mohammad Bazoum’s wife and son from house arrest.

The Nigerien President and members of his family were committed to house by the National Council for the Safeguard of the Homeland, the ruling military junta in Niger after he was overthrown sometimes last year.

After months of being held in house arrest, the wife and the son were released, according to a statement by the Minister of Foreign Affairs on Tuesday.

Tuggar, who is also the Chairperson of the Mediation and Security Council of ECOWAS, said “it is a logical step in bringing normalcy back to the country and the region in general.”

He reiterated the call to the government led by General Abdourahamane Tchiani to hasten the release of Mohammed Bazoum from its custody and allow him to fly to a third country as a step towards further talks on lifting sanctions and to initiate the transition to constitutional rule in the interest of the people, peace and stability of Niger and the region.

The group which was led by its Edo state Chapter Coordinator, Prophetess Frances N. Nwibe, said that they came to give the ebullient televangelist and politician, their support as he embarked on the political journey to rescue Edo state.

A WOMAN CALLED FUNKE

For the past few weeks up until now, something nice and aromatic has been oozing out of our shores to the rest of the world for the right reason.

It is nothing other than the cinematic feat that a woman called Funke Akindele, a popular thespian of Nollywood fame, served on our collective table with her box-office breaker movie titled ” A Tribe Called Judah”.

This has become so significant against the backdrop of the usual and familiar bad news associated with Nigeria and Nigerians as a people all the time.

Throughout the yuletide up until now, even amid the news of accusations and counter-accusations of grafts and misappropriation of public funds by our public officeholders, Funke Akindele’s record-breaking comedy has helped in no small measure, to sustain the smile on our shared faces at a time the value of our local currency is going up and down like a thermometer.

What interests me the most is not only the commercial success that now makes Funke the highest-grossing Nollywood Director but also the captivating storyline that showcases the present contradiction and struggles within the average less-privileged Nigerian family.

It has always been my desire to see our thriving film industry project the positive and capture the truth about our society and the struggle for survival, away from the monotonous ritualistic and inhumane scenes that grace our tubes all the time.

In Funke’s “A Tribe Called Judah”, a Daniel has come to judgment. There’s no doubt she has done a great work of art. It behooves the government of the day to encourage more of such work to make the industry one of our biggest foreign exchange-earners.

All hands must be on deck to make Nigeria a better place while telling our own story to the world. Kudos again, to Funke Akindele for giving us something good to shout about.

Even though bad news is always good news to the press, Funke has chosen to give us something different from the usual bad news of terrorism, violence, banditry, kidnapping, snatched ballot boxes, warp judgments from our courts, etc. May this woman called Funke continue to excel.

The situation in Gaza is getting worse daily and the human condition is getting more pathetic every minute, and the involvement of different countries, including China, can have significant implications.
 
The Israeli-Palestinian conflict, particularly the situation in Gaza, has been a longstanding and contentious issue in international relations. The conflict involves political, territorial, and humanitarian dimensions, and it has drawn attention from various countries and international organizations.
 
Recently, I had the opportunity to translate Chinese President Xi Jinping’s speeches in Persian Language. It is evident that China, a major global actor, holds an interest in the Israeli-Palestinian conflict and is advocating for a peaceful resolution that respects the Palestinians’ right to establish a state of their own. President Xi has regularly highlighted the importance of humanity, justice, equality, fairness and the right of all nations to live in peace in his speeches.
 
In recent years, China has increasingly sought to play a more active role in global affairs, including in the Middle East. While China has historically maintained a policy of non-interference in the internal affairs of other countries, it has also expressed concern for humanitarian issues and the rights of the Palestinian people.
All these human values and principles that Mr. Xi Jinping has been emphasizing on all these years are now related to the situation in Gaza Strip. Given President Xi Jinping’s emphasis on human rights and equality, some analysts and observers have suggested that China could take a firmer stance on the developments in Gaza. This could involve advocating for greater humanitarian assistance, supporting diplomatic efforts to address the conflict, and reaffirming the rights of Palestinians.
China’s position on the Israeli-Palestinian conflict is influenced by various factors, including its diplomatic and economic relations with Israel, its growing economic ties with the Middle East, especially Arab states, and its broader foreign policy objectives. As such, any China’s firmer stance on Gaza would be considered very effective on the context of these factors.
Xi Jinping personally has made several comments about the Israeli-Palestinian conflict and the rights of the Palestinian people. His comments have emphasized the need for a peaceful resolution, and serious attention to the inalienable rights of Palestinians. Here are three important comments made by Xi Jinping related to Palestinian rights and the Israeli-Palestinian conflict:
 

  1. In a speech at the United Nations General Assembly in 2015, Xi Jinping expressed China’s support for the establishment of a fully sovereign and independent Palestinian state. He emphasized the need for a comprehensive, just, and lasting settlement to the Israeli-Palestinian conflict.
     
  2. During a meeting with Palestinian President Mahmoud Abbas in 2017, Xi Jinping reaffirmed China’s support for the Palestinian people’s legitimate rights and interests. He stressed the importance of achieving a political solution to the conflict and reiterated China’s commitment to promoting peace in the Middle East.
     
  3. In a message to the Arab League in 2018, Xi Jinping reiterated China’s support for the Palestinian cause and emphasized the need for a political settlement based on relevant United Nations resolutions and the principle of “land for peace.”
     
    Though Xi Jinping’s comments have consistently emphasized China’s support for the Palestinian people’s rights and the need for a peaceful resolution to the Israeli-Palestinian conflict, they have not explicitly mentioned a two-state solution. However, China has consistently called for the establishment of an independent Palestinian state, which aligns with the broader concept of a two-state solution.
     
    In light of Xi Jinping’s statements on human values and the country’s ambition to lead the world during this transitional period, and taking into account its positive stances on the right of Palestinians and having good relations with both sides of the conflict, it is imperative for this country to take more decisive actions and adopt stronger and clearer positions to put an end to the Israelis ongoing violence in Gaza, rather than allowing more innocent lives to be lost.

Centre for Social Justice (CSJ) notes with deep regret the controversy on the mismanagement of funds, abuse of financial due process and clear and manifest intention to defraud the treasury by the Minister of Humanitarian Affairs, Betta Edu.

There was a request from the Honourable Minister to the Accountant General for the transfer of the sum of N585.2million from the National Social Investment Office account to the United Bank for Africa account of Bridget Oniyelu, being a private account. A number of fundamental issues have arisen from this scenario. ▪ The first is that in accordance with Federal Government’s Financial Regulation (Regulations) 713, it is clearly stated that: Personal money shall in no circumstances be paid into a government bank account, nor shall any public money be paid into a private bank account. An officer who pays public money into a private account is deemed to have done so with fraudulent intention. Therefore, the Regulation establishes a strict liability offence which cannot be explained away under any circumstances. ▪ The second is that the Honourable Minister’s defence that this practice is legal indicates that this may not have been the first-time public money is being transferred into private accounts on the instruction of the Minister. Thus, investigations are imperative to establish the full extent of the rot under the direction of the Honourable Minister. ▪ The third is that the way and manner the memo for the release of this money was generated and dispatched to the Accountant General shows that the Hon Minister has usurped the functions of the Accounting Officer being the Permanent Secretary (See Regulations 111 and 112) and other relevant accounting and finance staff of the Ministry (Regulations 114 for Head of Finance and Accounts). It is not the duty of the Honourable Minister to be generating memos for payment of beneficiaries.

The fourth is that the generation of the memo and the direct request for the Accountant General to pay public money to a private account indicates one or two things. It is either the Honourable Minister is ignorant of the procedure for release, disbursement of funds and payment of beneficiaries or she deliberately decided to violate the Regulations.
 
The Regulations (3127, 3128 and 3129) further require that public money should be transferred through e-payment to the direct beneficiaries unless the Ministry, Department or Agency has an exemption from the e-payment policy. Only a qualified person, duly entitled under the law or a contract is qualified to be a beneficiary of public funds and not a meddlesome third party (Financial Regulation 601 inter alia states: Vouchers be made out in favour of the person or persons to whom the money is actually due. Financial Regulation 603 states inter alia (i) All vouchers shall contain full particulars of each service, such as dates, numbers, quantities, distances and rates, so as to enable them to be checked without reference to any other documents and will invariably be supported by relevant documents such as local purchase orders, invoices. special letters of authority, time sheets, etc.
 
CSJ recalls that Halima Shehu, Chief Executive Officer and National Coordinator of the National Social Investment Programme Agency (NSIPA) has been suspended following allegations of high-level abuse of public resources. We further recall that the former Minister of Humanitarian Affairs, Disaster Management, and Social Development, Sadiya Umar-Farouk, is being questioned by the Economic and Financial Crimes Commission in an ongoing probe into the N37.170billion allegedly laundered during her tenure in office, through a contractor, James Okwete. We also recall the false claim by Buhari’s Minister, of feeding Nigerian children who were all at home during the COVID-19 pandemic. Another memo circulating from the same Ministry shows approvals for airfare and airport taxi to a city without an airport.
 
From the foregoing, it is manifestly clear that the Regulations and internal controls for accountability and transparency in the Ministry of Humanitarian Affairs are not followed as they are obeyed more in the breach. There have been clear violations of laid down rules and procedures. The funds available to the Ministry and its agencies have been treated like a slush fund. Against the background of the foregoing, CSJ demands the following.
 
▪ The immediate resignation of Minister Betta Edu from office and where she fails to resign, President Bola Ahmed Tinubu should suspend her from office pending the conclusion of investigations. Treat like cases alike; what is applicable to Halima Shehu should also be applicable to Betta Edu.
 
▪ Reform the Ministry of Humanitarian Affairs, the Social Investment Programme and similar programmes to ensure that the criteria for selection of beneficiaries, the

names, locations, details of beneficiaries and the sums disbursed to them are put up on a publicly available web portal. This will facilitate public monitoring and evaluation.
 
▪ The expeditious prosecution of all persons who have participated in the mismanagement/looting of public resources or the attempt to do so under the Ministry.

Zulum shares N221.7m, food items, others to 67,454 households in Ngala

Borno State Governor, Babagana Zulum has supervised the distribution of N221,760,000 in cash, food items and wrappers to over 67,454 vulnerable residents of Ngala Local Government Area.

Zulum was in Ngala last weekend where he spent two nights coordinating humanitarian and developmental activities in the local government area.

The distribution took place at five centres in Gamboru, Wulgo and Ngala, the major communities housing thousands of internally displaced persons from two local government areas that fled due to activities of Boko Haram insurgents.

The exercise started on Sunday with 44,352 women beneficiaries each receiving N5,000 in cash and a wrapper, while 23,102 male heads of households each got one bag of rice and one bag of maize grain on Monday.

A statement on Monday by the spokesman of the governor, Mallam Isa Gusau, quoted his boss as saying: “Yesterday (Sunday), we distributed non-food items to about 44,352 women in Ngala Local Government Area. Each of them received N5,000 and a wrapper. This morning (Monday), we are distributing food items to 23,103 male heads of households. Each of them will receive one bag of rice and one bag of maize to cushion their hardship.”

The governor expressed gratitude to President Bola Ahmed Tinubu for supporting Borno State Government with donation of about 10,000 bags of rice through the Nigerian Customs Service.

The governor was accompanied by the senator representing Borno Central, Barrister Kaka Shehu Lawan, a member House of Representatives, Engr Bukar Talba and a member of the House of Assembly representing Ngala constituency, Hon Bukar Abatcha.

Others on the governor’s entourage include commissioners, special advisers and special advisers designated, heads of agencies in charge of humanitarian activities and some top officials of the government.

State of the Nation: Group Calls on FG to Convene a National Conference

An online coalition of Muslim Professionals, the No Dull Moment in Islam World wide (NDMIWW), has strongly advised President Bola Ahmed Tinubu to convoke another national conference where Nigerians across all sentiments will discuss the state of the nation.

The group stated this after a one-day discourse on issues affecting the polity and resolved to advice the Federal Government to put together the committee.

A communique signed by its spokesperson, Pharmacist Hassan Sulayman, stated that the committee should consist of a representatives of all ethnic, political and religious groups in the country.

According to the communique, such conference will have only one agenda, “Nigeria: To Live or To Leave”.

Apparently disturbed by the situation in the country, the group noted with concern that the level of conflicts, insecurity, and their concomitant confusion has reached an all-time peak which must be nipped in the bud.

The group said a situation where the country continues to be milked dry as resources grow with unacceptable commensurate poverty of the majority should not be tolerated.

“It is our strong view that if religious groups are allowed to rule themselves according to the tenets of their religion, penalties for crimes, especially corruption and brigandage would deter potential criminals and the consequent competition for sanity in either the neighbouring nations or federating units would not only produce peaceful progress and development but also deter potential criminals from vying for political offices.”, it added.

The group, however, added that the conference being advocated for will not in any way obstruct the parliamentary processes of the National Assembly nor will be another jamboree National Political Reform conference of 2005/2006 nor that of 2014 National Conference whose reports have been put in dustbin of history.

General Abdussalam assures stakeholders of sustained enabling environment for oil production in Niger Delta

Major General Jamal Abdussalam, the General Officer Commanding (GOC) of the 6th Division, Nigerian Army, and Land Component Commander of Joint Task Force, South South, Operation DELTA SAFE, has reassured stakeholders of the continuous provision of an enabling environment to ensure seamless oil production in the Niger Delta region (NDR).

The assurance was conveyed during the 6 Division Combined West African Social Activities (WASA) held at Port Harcourt Barracks.

According to Acting Deputy Director of 6 Division Army Public Relations, Lieutenant Colonel Danjuma Jonah Danjuma, Major General Abdussalam emphasized that the sustained enabling environment aimed to facilitate the Federal Government of Nigeria in achieving and possibly surpassing its oil production targets for the year 2024.

He called on all stakeholders to collaborate to realize this goal.

Major General Abdussalam highlighted the significance of WASA, describing it as a platform meant to strengthen social relationships among officers, soldiers, and their families.

Additionally, he noted that it provided an avenue for informal social interaction and a forum for the barracks community to showcase its rich and diverse cultural heritage.

The event also marks the conclusion of the training year and the beginning of a new year.

The GOC reaffirmed the success of the 2023 training exercises, particularly underscoring the impact of the annual Exercise STILL WATERS III in curtailing criminal activities in the NDR.

He detailed the achievements during the exercise, including over 1,112 arrests, the destruction of 233 illegal refineries, seizures of 1,111,900 liters of illegally refined products, the arrest of 72 trucks/vehicles, and the capture of over 356 arms and ammunition.

Major General Abdussalam emphasized that these accomplishments align with the Chief of Army Staff (CoAS), Lieutenant General Toareed Lagbaja’s command philosophy.

The Governor of Rivers State, His Excellency Sir Siminalayi Fubara, acknowledged WASA as an age-old tradition in the Nigerian Army, fostering bonds among officers, soldiers, their families, and friends.

Represented by the Secretary to the State Government, Dr. Tammy Wenike Danagogo, Governor Fubara commended the selfless efforts of the Nigerian Army, particularly the 6th Division, in confronting criminality in the state and the nation.

He assured the people of continuous support of the State Government to the Nigerian Army.

During the vote of thanks, Brigadier General Eddet Effiong, the Commander of 6 Division Garrison and Chairman of the Central Organizing Committee, expressed gratitude for the success of the event.

Nigeria, Saudi Arabia ratifies 2024 Hajj Agreement

The Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, has ratified the agreement between the government of Nigeria and Saudi Arabia for the 2024 Hajj operations; the signing took place Sunday in Jeddah, Saudi Arabia.
Tuggar, in a bilateral meeting with the Saudi Arabian Minister of Hajj and Umrah Dr Taofiq bin Fawzan AlRabiah, also affirmed that the 2024 Hajj Operations will be guided by a new culture of precision that will ensure that pre-Hajj, Hajj and Umrah activities are carried out on time. The bilateral meeting also touched on the areas of airlifting pilgrims, Nigerian government-endorsed airlines, Hajj accommodations, and the feeding of pilgrims.
“We discussed ways of improving services of Hajj and Umra on both sides; this is a process that is always being reviewed, and from what was discussed, there will be improvements in this year’s Hajj. Nigeria contributes the 4th largest number of pilgrims to Saudi Arabia and the 5th largest when it comes to Umrah,” Tuggar said.
Amb Tuggar further noted, with satisfaction, the arrangements the Kingdom of Saudi Arabia had put in place to improve the 2023 Hajj operations and ensure the safety and comfort of Nigerian pilgrims.
In his reaction, AlRabiah said the Saudi authorities will review all issues raised by the Minister of Foreign Affairs and assured the Nigerian delegation of the cooperation of the Saudi Hajj authorities to work closely with Nigerian authorities to ensure a seamless 2024 Hajj and Umrah operation.

Operatives of the National Drug Law Enforcement Agency (NDLEA) on New Year day, Monday 1st January 2024 intercepted at the Murtala Muhammed International Airport, Lagos a consignment of Colorado, a very strong strain of cannabis, concealed in boxing kits imported from the United States of America.

A statement on Sunday by the spokesman of the anti-narcotics agency, Femi Babafemi said a weeklong intelligence-led operation to get the receiver arrested was consummated last Saturday following the successful tracking and arrest of 38-year-old Olorunfunmi Olakunle who distributes the dangerous psychoactive substance to dealers across Lagos state.

Babafemi said the consignment had arrived the country last Monday via Cairo on Egypt Airlines flight marked as boxing kits.

Olakunle during interrogation, disclosed that he has been delivering such consignments to different recipients whenever his childhood friend, US-based Sagir Salami sent them. The latest shipment has a total weight of 1.8 kilogrammes.

Meanwhile, a 28-year-old female supplier of ammunition to bandits, Bilkisu Suleiman came top on the list of 12 other suspects arrested by NDLEA operatives in new year interdiction operations in Kaduna, Lagos, Niger, Kogi, Kano, Borno, and Osun states.

Suleiman, according to the statement, was arrested last Wednesday by NDLEA officers on patrol along Zaria – Kano expressway in possession of 249 rounds of 7.62 mm live ammunition concealed in a black nylon bag kept in her lady’s handbag.

She was on her way to deliver the ammunition to an identified bandit in Kakumi village, Katsina state when she was nabbed after which she was transferred to the Kaduna state command of the Nigeria Police Force for further investigation.

The military authorities at the Bonny camp cantonment in Lagos last Tuesday transferred a suspect, Francis Suru, 37 and 63 jumbo bags of Ghana Loud, a strain of cannabis, weighing 2,104.2 kilogrammes and a truck to the Lagos state command of NDLEA.

Babafemi said the suspect and the drug exhibits were earlier intercepted by NDLEA officers on 12th December 2023 close to the gate of the military cantonment in Bonny Camp, Victoria Island.

According to him, some armed escorts resorted to sporadic shooting to obstruct the operation, a development which attracted soldiers from the cantonment, who eventually intervened and took custody of the consignment and suspect before transferring them to the agency.

In the same vein, NDLEA operatives in Niger state last Thursday during a stop and search operation along Suleja-Kaduna road intercepted a J5 bus coming from Ondo state to Zaria, Kaduna state with 23 bags of cannabis sativa weighing 219.5 kilogrammes. Two suspects: Umar Musa, 26 and Isachiru Abubakar were arrested in connection with the seizure.

Babafemi also disclosed that a female drug trafficker, Queen Onyema, 27, was arrested on Saturday 6th January in a commercial bus enroute Abuja along Okene-Lokoja expressway with 12 compressed blocks of cannabis weighing 4.6 kilogrammes and 0.046 kilogrammes designer drugs concealed in an indomie carton, another suspect Mubarak Sani, 20, was nabbed at Gadar Tamburawa area of Kano last Monday with 445.9 kilogrammes of the same psychoactive substance.

In Borno, four suspects: Zanna Alhaji Dala, 32; Musa Umar, 21; Mushe Ibrahim, 23, and Shehu Idris, 19 were arrested at Pomponari bye pass area of the state with 60 kilogrammes cannabis.

Also, in Osun, NDLEA operatives on patrol along Osogbo-Ode Omu road on new year day, intercepted a consignment of illicit drugs sent through waybill from Lagos to Osogbo. A follow-up operation led to the arrest of Ibrahim Olawale, 43. The drugs recovered include: cannabis sativa 10.8 kilogrammes; Loud 150 grammes; Colorado 19 grammes; Molly 5 grammes totalling 10.974 kilogrammes. A digital scale, N18,000 monetary exhibit and customized wrapping papers for Colorado were also seized.

Babafemi said NDLEA Commands across the 36 states and the FCT equally continued their War Against Drug Abuse, WADA, sensitisation lectures in schools, communities, work places and others.

N585M Payment into Private Account: NEFGAD Asks for Suspension and Investigation of Beta Edu

Network for the Actualisation of Social Growth and Viable Development (NEFGAD) a public procurement advocacy group has urged President Bola Tinubu to be impatial in the face of massive corruption allegations rocking the Federal Ministry of Humanitarian Affairs and Poverty Alleviation and the National Social Investment Programme (NSIP), insisting that the Minister of Humanitarian Affairs and Poverty Alleviation, Dr. Beta Edu should equally be suspended and investigated just as NSIP CEO, Mrs Halima Shehu was treated.

A section of the media has reported how the Minister of Humanitarian Affiars and Poverty Alleviation through a memo dated 20th December, 2023 with reference number fmhapa/hq/ohm/s.208 directed the Accountant General of the Federation to make payments of N585,189,500 into a private UBA account 2003682151 belonging to one Oniyelu Bridget Mojisola.

In a statement signed and released to the press in Abuja on Saturday through its head of office, Mr Akingunola Omoniyi, NEFGAD said ‘’the recent development in the Humanitarian office has provided president Tinubu a golden opportunity to tell Nigerians and the whole world that he is ready and willing to tackle corruption in a fair, just and impartial manner by also applying same disciplinary measure (suspension) metted on NSIP CEO, Mrs Halima Shehu on the Minister for Humanitarian affairs and poverty alleviation, Mrs Beta Edu’’

Akingunola noted that ‘’apart from the fact that Dr. Edu and Mrs. Halima Shehu are from different geographical divide of the country, the tendency and pattern of the allegations involving the duo are too identical and should not have attracted diffrent approaches and measures in dealing with them by the president.

‘’Directing payment of public fund into private account by a public officer is a serious procurent and fiscal malfeasance that attracts serious penalty under extant laws, regulations and rules including the public procurement, Fiscal Responsibility, Independent Corrupt Practices and other offences (ICPC), Code of Conduct Acts and the Anti-mobey Laundering (prevention and prohibition) Act.

Akingunola further stated that the Minister has serious questions to answer by Instructing payment of public fund into private accounts other than that of a legal entity who have duly participated in a competitive selection process and or are direct beneficiaries of a conditional grant scheme (in the case of vulnerable people as captured in the Ministry’s mandate).

The act depicts pure nepotism, favouritism, undue advantage conferment and criminal diversion, he averred. Hence, the group implored president Bola Tinubu to direct the suspension of the Dr. Beta Edu for thorough investigation by relevant anticorruption agencies with immediate effect failure which may call for massive advocacy and court action.
NSCDC to Educate Students on Addressing Security Threats

The Nigeria Security and Civil Defence Corps (NSCDC) has concluded plans to educate and enlighten school children on identifying potential threats and criminal elements that can cause them any harm within and outside their school premises.

The new Commander of the National Safe School Response Coordination Centre ( NSSRCC); Commandant Hammed Abodunrin said thatNSCDC as the lead agency in the protection of critical national assets and infrastructure with schools and institutions inclusive; all hands must be on deck in ensuring that school children are safe both at the learning environment and in their respective domain.

He noted that having served as the Ondo and Ogun State Commandant; he is fully aware of the enormous responsibility attached to his new appointment.

He further pointed out that the school children and their teachers would be properly sensitized and enlightened so that they would be able to detect imminent dangers and take necessary actions to avoid being victims.

Abodurin said: “The best form of security is the one you provide for yourselves and it requires a collective effort to empower and educate the school children regardless of their ages on the need to protect themselves and also to be able to identify potential danger when they see one.”

The New NSSRCC Commander appreciated the Commandant General of NSCDC, Dr Ahmed Audi, for giving him a great opportunity to serve adding that the CG as a resourceful and exemplary leader has truly repositioned the Corps for better efficiency and performance.

He said: “the Commandant General hit the ground running when he came on board in 2021 and has brought lots of unprecedented transformation to the NSCDC and till date, he is not tired.

” As a formidable and focused leader, the CG has set a great standard and we must all key into his excellent and impactful agenda.”

Back After Kashim Shettima Sent Us ‘Packing’

The mood at the Vice President’s wing of the Presidential Villa on Friday December 22, 2023, was different from what it used to be during preparations for festivities in the yuletide. On the faces of the aides and staff working in the VP’s office was a concatenation of excitement and incredulity. Even an amateur telepath would effortlessly sense the relief and exhilaration coursing through them as they discussed among themselves.

What was the excitement all about? The Vice President, Senator Kashim Shettima, had just directed that all his aides and staff who are Christians should proceed on Christmas holidays and resume after the New Year celebrations. It was a big relief for them, especially those who had already been slated for advanced movements ahead of the VP’s official visits to some states.

The thrilling sensation in the VP’s office that weekend was however not unexpected. Such a gesture from a leader pertaining to the welfare of his workers is quite rare in this part of the globe, especially in Nigeria where aides and staff of Aso Rock Villa would have to work round the clock to maintain and sustain presidential schedules.

As an aide or staff in the seat of power, your life is no longer your own. Work-life balance doesn’t exist. You hardly have a weekend planned, entailing that you must have to cope with events of close friends and family members you will have to miss. This is apart from not seeing them more often, as you would not be at liberty to frequently take a vacation.

However, it was a completely different ball game for the 2023 yuletide, as the workers were asked to go home and celebrate the Christmas holiday with their families, courtesy of the VP’s human side of officialdom and bureaucracy. That is Vice President Shettima for you – a boss who takes the welfare of his workers seriously. He cares about life outside of work and is conscious about the things that are important to those working with him, irrespective of class and religious affiliations. He would check in to see how things are going for them.

A true example of what it means to be a servant leader, the Vice President is one of the most humble, compassionate leaders that I have personally met. He is a man who leads by example and is committed to creating a better future for the next generation.

His approach to work and style of leadership which treats the ‘ordinary’ man with the same delight as those of the ruling class are fundamentally both humane and democratic. At work, he gives you ample time to explain your expectations, as he patiently answers your questions, and he is available if you need help. He also encourages all his staff to work together, help one another and be a true team.

Yet, for himself, state governors and other top government officials, Vice President Shettima did not see the need to go on vacation when, according to him, a lot needed to be done to save the nation’s economy. At the 138th meeting of the National Economic Council (NEC) which was held on December 21, 2023, he told council members to shelve the idea of vacation and concentrate on issues of governance with a view to easing the burden of the citizens.

“As the year draws to a close, none of us in this chamber should anticipate a vacation. I tend to think so because upon our shoulders rests the weight of responsibilities from which we cannot escape. We are returning to be judged by the promises we made to be here,” he told the NEC members suggestively.

The message here was simple and direct: as public office holders, members of NEC should realise that there is no time for revelries and merriment because ‘to whom much is given, much is expected.’

At the national level alongside his principal, President Bola Ahmed Tinubu, a seasoned democrat, Kashim Shettima is replicating the same leadership direction required by his Boss as manifested during his visit to Bende in Abia State last Friday where he unveiled the Peace in South East Project (PISE-P) initiated by the Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu.

The VP declared the readiness of the Tinubu administration to put an end to the reign of terror in the South East region by those he designated as self-serving criminals working in cahoots with certain persons taking advantage of the security situation to foster their dangerous political agenda. He vowed that the administration will deploy all available resources to eliminate the purveyors of falsehoods and propaganda that have become weapons against Nigeria’s unity.

And to confirm the confidence the people of the South East have in the VP and his boss, the duo were given traditional titles. President Tinubu was conferred with Omeziri Igbo 1, while VP Shettima got the traditional title of Enyioma Ndigbo by the Chairman of the Abia State Council of Traditional Rulers, Eze Linus Mbah.

Tacitly justifying the traditional titles conferred on the VP and his principal, chairman of the South East Governor’s Forum, Governor Hope Uzodimma of Imo State, said Senator Shettima has demonstrated sufficient goodwill to the people of the region. “Our Vice President has shown sufficient goodwill to the people of the South East. From this part of the country, we will continue to work with the rest of Nigeria to make the country a prosperous nation for the interest of all of us for service to God and humanity,” the governor stated.

Indeed, in a country where religion, tribalism and regionalism are often used to divide and conquer, Vice President Shettima remains a staunch believer in the unity and progress of Nigeria. He has consistently demonstrated his commitment to a united Nigeria where every citizen is treated equally, regardless of their religion, tribe or ethnicity.

As we return to work following his ‘henlele dey go’ directive, one cannot but see the freshness amongst fellow colleagues who clearly are more invigorated and focused to support the Vice President in achieving the monumental set goals, targets and visions of the Tinubu administration.

Re: Towards Utmost Freedom and Less of Sloganeering on Nigeria’s Foreign Policy in 2024 By Bashir Aliyu

I read a lopsided article by Babafemi A. Badejo who called into question the new foreign policy concepts under President Bola Ahmed Tinubu, singling out the 4D principles that now underpin the tenets of Nigeria’s foreign policy as the butt of his blurred outlook over how Nigeria’s diplomatic engagements should look like.

Without bandying words, Dr Babafemi raised key issues that if left unanswered may end up confusing many a reader given his position as a reputable lecturer on international relations.

While Mr Babafemi tried to juxtapose the Tinubu Doctrine or specifically the 4D foreign policy concepts with the Monroe Doctrine that the US adopted in 1823 (not 1843 as stated by the author) as a measure to deter European powers from further recolonizing countries in the Western Hemisphere, Nigeria’s new foreign policy direction is never meant to mimic any foreign power nor is it meant to exert its diplomatic cloud on any sovereign state. The geopolitical reality in our region coupled with the urgency for Nigeria to play more active roles in safeguarding not only our national interest and security but also the stability of our region by citizens who are unarguably the largest diaspora population in Africa. Ambassador Yusuf Maitama Tuggar repeatedly made it clear that the 4D Foreign Policy is not just mere sloganeering but a strategy to scrunch down “action plans of programmes into more manageable and comprehensible headlines.”

Another point that needs clarification is the solipsistic suggestion that Nigeria should prioritize economic development at the expense of democracy, alluding to the spate of military coups in West Africa and the diplomatic stand-off that strained relationship between Nigeria/ECOWAS and Niger junta. But for the avoidance of doubt, Nigeria never unilaterally planned to take military action against Niger as most of its policies are coordinated with the ECOWAS member states. Nigeria is in favour of a diplomatic solution, and the economic sanctions imposed on the junta are meant to pressure them to release Bazoum Muhammad and provide a clear pathway for the restoration of democracy in the country.

As noted by Nigeria’s Minister of Foreign Affairs, Nigeria as the largest democracy in Africa cannot continue to fold its hands as West Africa descends into constitutional crises with six successful coups in just two years. The coups were a huge setback for the fight against terrorism in West Africa as many international partners withdrew or froze their cooperations with the military juntas which are critical to both the fight against terrorism and humanitarian support. Peace and good governance are an integral part of the development of any nation. The development in Niger, Mali, and Burkina Faso is a watershed moment for the ECOWAS member states like Nigeria who have invested so much in multinational cooperation, regional integration, and international commitment only to be disrupted by military coups.

According to Mr. Omar Alieu Touray, the President of the ECOWAS Commission, a series of military coups in West Africa is a huge setback for the fight against terror, noting that there were 1503 incidences of terrorist attacks recorded in Burkina Faso from 1st to October 22, 2023, 1044 in Mali, and 376 in Niger since the coup. Furthermore, Ambassador Tuggar revealed during his speech that Burkina Faso, being one of the poorest countries in the world, now only control about 40% of its country.

Democracy in West Africa is under assault and Nigeria has what it takes to help reverse the trend which poses an existential threat not only to our national security but to the stability of the entire region. The problem with military juntas is they are not known for respecting human rights, law and order, and lack of transparency when it comes to their obligation to international law and regional treaties is often responsible for worsening instability that often hampers our fight against organized crimes and terrorism. As a democratic nation, Nigeria has a vital role to play in entrenching democracy in Africa, and military coup in the region especially West Africa is an anathema to economic growth and international cooperation.

Moreover, as a matter of national interest, prioritizing democracy provides Nigeria with a clear direction to assert its interests on the global stage as evidenced by the recent success of Nigeria’s diplomatic overture at the G2O Summit in Delhi which saw the inclusion of the African Union as a full member.

As for Development, which is another key tenet of Nigeria’s foreign policy priority under President Bola Ahmed Tinubu, Nigeria’s foreign policy seeks to use diplomacy in line with the Nigerian constitution to enhance economic growth, agricultural value chain and technology to provide Nigerians with job opportunities. Nigeria with its teeming population of over 220 million people has a lot to benefit from the ongoing efforts to attract investment from international investors. As stated by Ambassador Yusuf Maitama Tuggar, infrastructure alone can add 10-12% to our GDP which is enough to lift millions of Nigerians out of poverty. When it comes to international diplomacy, our population is a huge advantage as we have sufficient manpower and human resources to collaborate with countries such as India in the areas of ICT, movie industry, agriculture and bilateral trade which are sure to have an immediate impact on the wellbeing of Nigerians as a whole.

It is noteworthy that Ambassador Yusuf Maitama Tuggar is a veteran diplomat whose years of experience can enable our country to engage in more achievable goals. Nigeria is in throes of transition, and the urgency caused by rapidly changing world with competing interests, and Tuggar will continue to fight for what is best for Nigeria in terms of its national interests and the development of its people in line with the international law.

The Tinubu Doctrine is here to stay, and I am sure, and the rest of the world would sooner or later come to see the impact of the 4D foreign policy.

To this end, I call on Dr Babafemi A. Badejo not to be pessimistic about Nigeria’s foreign policy direction. The Tinubu Doctrine is borne out of the urgency to help Nigeria overcome many of its challenges such as development and the welfare of Nigerians abroad.

UN Report: 2024 Could Errand Protracted Period of Low Growth

A United Nations flagship economic report has raised an alarm that protracted period of low growth looms large, and could undermine progress on sustainable development.

According to the report released on Friday, weakening global trade, high borrowing costs, elevated public debt, persistently low investment, and mounting geopolitical tensions put global growth at risk.

The global economic growth is projected to slow from an estimated 2.7 per cent in 2023 to 2.4 per cent in 2024, trending below the pre-pandemic growth rate of 3.0 per cent, according to the United Nations World Economic Situation and Prospects (WESP) 2024, launched on Friday.

This latest forecast comes on the heels of global economic performance exceeding expectations in 2023. However, last year’s stronger-than-expected GDP growth masked short-term risks and structural vulnerabilities, according to the report.

The UN’s flagship economic report presents a sombre economic outlook for the near term. Persistently high interest rates, further escalation of conflicts, sluggish international trade, and increasing climate disasters, pose significant challenges to global growth.

The report stated that the prospects of a prolonged period of tighter credit conditions and higher borrowing costs present strong headwinds for a world economy saddled with debt, while in need of more investments to resuscitate growth, fight climate change and accelerate progress towards the Sustainable Development Goals (SDGs).

Reacting to the report, the United Nations Secretary- General, António Guterres, said: “2024 must be the year when we break out of this quagmire. By unlocking big, bold investments we can drive sustainable development and climate action, and put the global economy on a stronger growth path for all,” adding that:
“We must build on the progress made in the past year towards an SDG Stimulus of at least $500 billion per year in affordable long-term financing for investments in sustainable development and climate action.”

The report stated that growth in several large, developed economies, especially the United States, is projected to decelerate in 2024 given high interest rates, slowing consumer spending and weaker labour markets. The short-term growth prospects for many developing countries – particularly in East Asia, Western Asia and Latin America and the Caribbean – are also deteriorating because of tighter financial conditions, shrinking fiscal space and sluggish external demand.

Low-income and vulnerable economies are facing increasing balance-of-payments pressures and debt sustainability risks. Economic prospects for small island developing States, in particular, will be constrained by heavy debt burdens, high interest rates and increasing climate-related vulnerabilities, which threaten to undermine, and in some cases, even reverse gains made on the SDGs, according to the report.

The report further showed that global inflation is projected to decline further, from an estimated 5.7 per cent in 2023 to 3.9 per cent in 2024. Price pressures are, however, still elevated in many countries and any further escalation of geopolitical conflicts risks renewed increases in inflation.

In about a quarter of all developing countries, annual inflation is projected to exceed 10 per cent in 2024, the report highlighted, showing that since January 2021, consumer prices in developing economies have increased by a cumulative 21.1 per cent, significantly eroding the economic gains made following the COVID-19 recovery. Amid supply-side disruptions, conflicts and extreme weather events, local food price inflation remained high in many developing economies, disproportionately affecting the poorest households.

“Persistently high inflation has further set back progress in poverty eradication, with especially severe impacts in the least developed countries,” said United Nations Under- Secretary-General for Economic and Social Affairs, Li Junhua,.

He said: “It is absolutely imperative that we strengthen global cooperation and the multilateral trading system, reform development finance, address debt challenges and scale up climate financing to help vulnerable countries accelerate towards a path of sustainable and inclusive growth.”

According to the report, the global labour markets have seen an uneven recovery from the pandemic crisis. In developed economies, labour markets have remained resilient despite a slowdown in growth. However, in many developing countries, particularly in Western Asia and Africa, key employment indicators, including unemployment rates, are yet to return to pre- pandemic levels. The global gender employment gap remains high, and gender pay gaps not only persist but have even widened in some occupations.
Stronger international cooperation needed to stimulate growth and promote green transition.

It advised that Governments will need to avoid self-defeating fiscal consolidations and expand fiscal support to stimulate growth at a time when global monetary conditions will remain tight, adding that Central banks around the world continue to face difficult trade-offs in striking a balance between inflation, growth and financial stability objectives. Developing country central banks, in particular, will need to deploy a broad range of macroeconomic and macroprudential policy tools to minimize the adverse spillover effects of monetary tightening in developed economies.

Furthermore, the report emphasized that robust and effective global cooperation initiatives are urgently needed to avoid debt crises and provide adequate financing to developing countries. Low-income countries and middle-income countries with vulnerable fiscal situations need debt relief and debt restructuring to avoid a protracted cycle of weak investment, slow growth and high debt-servicing burdens.

It added that in addition, global climate finance must be massively scaled up. Reducing – and eventually eliminating – fossil fuel subsidies, following through on international financing commitments, such as the $100 billion pledge to support developing countries, and promoting technology transfer are critical for strengthening climate action worldwide. It also underscores the ever- increasing role of industrial policies to bolster innovation and productive capacity, build resilience and accelerate a green transition.

NIDCOM Promises to Ensure Justice in Alleged Police Killing of Nigerian Student in Canada

Chairman/CEO, Nigerians in Diaspora Commission (NIDCOM), Hon. Abike Dabiri-Erewa has promised that the commission will ensure that justice is served in the case of alleged killing of Afolabi Stephen, a 19- year old Nigerian student in Manitoba, Canada, even as she described the incident as wicked.

Dabiri-Erewa, in a condolence message issued by the Director of Media and Public Relations and Protocols of NIDCOM, Abdur-Rahman Balogun, received the news with shock.

The statement read: “We are in touch with the Nigerians mission in Ottawa who have the assurances of the Canadian authorities that investigations into the unfortunate incident has begun and will be thorough.

‘We offer our deepest condolences to the family and friends of Afolabi and pray unto God to allow his gentle and innocent soul rest in perfect peace.”

Reports has it that a 19-year-old Nigerian, Afolabi Stephen, was allegedly killed by policemen on December 31, 2023 in Manitoba, Canada.

Though the details of his death are still sketchy, the Winnipeg, Manitoba Police Department, in a statement posted on its website via Winnipeg.ca, said its officers responded to a call about a young male who was acting “erratically”.

The police noted that upon arrival, efforts to calm the young man proved abortive which led to the discharge of a firearm by the police which ultimately led to his death.

The Delta State Solicitor-General and Permanent Secretary in the Ministry of
Justice, Mr. Omamuzo Erebe, has eulogised the impacts of Mr. Louis Umuze , a Chief State Counsel that retired from service voluntarily, describing him as a great asset to the Ministry.

Erebe stated this in Asaba during a sentforth organized for him by the State Ministry of Justice after 11 years in the State Civil Service.

He said that Mr. Umuze was a dedicated staff of the Ministry, whose impact on the Ministry of Justice was commendable , adding that as an officer that worked with him directly, Mr. Umuze assisted him in handling most pressing official issues.

While saying that Mr. Umuze was always punctual to work and was one of the last to leave the office , Erebe recalled how he decided to take him along when he was made acting Solicitor-General and Permanent Secretary.

Erebe stated that the vacuum created by his voluntary retirement would be difficult to replace, stressing that the 11 years spent in service of Delta State Government and the State Ministry of Justice in particular by Mr. Umuze counts for something.

In their various remarks , some staff of the Ministry including the the Director of the office of the Public Defender, Mr Ernest Edonwonyi, Director of Peoples Rights , Mrs . Juliet Ojefia, the Director of Legal Drafting, Mrs. Ekpemina , Mr. Solomon Funkekeme a staff in the Chambers of the Solicitor- General and the Public Relations Officer of the Ministry , Mr. Onoriode Etatsemi among others said that Mr. Umuze was a generous man who rendered one assistance or the other to anybody that came around him .

They said that he impacted on them in the course of working together and described him as a hard working staff with uncommon gifts of identifying any undiscovered error in any documents given to him for a review.

Mrs. Ojefia particularly recalled how Mr. Umuze hinted to her that she should try as much as possible to be more friendly with the junior officers working under her, reminding her that once she understands their feelings, they tend to work better.

Responding, Mr. Umuze lauded the Solicitor-General and Permanent Secretary, the various Directors and staff of the Ministry for their kind gesture to him throughout his 11 years of service in the Ministry.

NGO Commends Nigerian govt intervention in getting staff from war-torn Gaza

Mercy Corps, an international humanitarian organisation, has commended the Nigerian government for ensuring the free passage of one of its senior staff, Joel Onyeke, serving in the war torn Gaza.

The organisation particularly made mentioned of the contribution of the Minister of Foreign Affairs, Amb. Yusuf Tuggar for facilitating the swift and safe passage of the said personnel.

Chief Executive Officer, Mercy Corps Tjada D’ oyen McKenna in an appreciation letter to the minister thanked him for his prompt and professional response to their distress call.

“We want to thank you sincerely for your attention and swift action after our recent request for your advocacy and assistance in facilitating the safe passage of our team member, Mr. Joel Onyeke out of Gaza.

“After three harrowing weeks in a United Nations Development Programme bunker, on November 1st Onyeke safely crossed the Rafah border crossing from Gaza into Egypt and by November 3rd he was reunited with his family in Abuja.”

Onyeke, a cash advisor with Mercy Corps, was the only foreign national team member employed in Gaza.

Mercy Corps also thanked the Federal Government for the support while stressing on the need for a humanitarian corridor for aid delivery to Gaza as well as for the safe passage of foreign nationals out of Gaza.

McKenna said: “There is more work to be done to ensure the safety of all citizens in Palestine and Israel.

“We are hopeful for an end to this crises soon so that communities can begin to rebuild, humanitarian actors can continue to work for a stronger and more inclusive economy.”

KACRAN Reiterates Appreciation For Establishment of NEDC, Advocates Equity and Justice for Pastoralists

Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) has reiterated its profound joy and appreciation to the federal government for establishing the North East Development Commission (NEDC).

A press statement signed by the National President of the association, Hon. Khalil Bello read that the pastoral communities of the Northeast were initially filled with great enthusiasm and hope upon the establishment of the NEDC. They were led to believe that the commission was established with the specific purpose of reconstructing the region after the devastating impact of Boko Haram activities, providing support to vulnerable and internally displaced individuals, and revitalizing communities that have suffered tremendously from these tragic events.

The statement read that: “The pastoralists’ highest excitement was innocently based on these promises, and they celebrated the establishment of the NEDC with the anticipation of much-needed assistance.

“However, KACRAN has been disheartened to find that, despite the high regard in which they hold the members of the NEDC’s governing board, the pastoralists’interests seem to have been overlooked as the commission commenced its operations. It has become apparent that the focus of the NEDC’s efforts has been on the urban centers and refugee camps, which are more visible to the presidency and the international community, rather than on the rural areas and villages that have been severely impacted by the aforementioned calamities.

“Representing a significant number of pastoralists who have been ravaged by the Boko Haram insurgency and cattle rustling, KACRAN has voiced its grievances and concerns to the NEDC and the presidency through national media outlets, including print, electronic, and social platforms.

“KACRAN’s primary concerns include the marginalization and neglect by the Commission, the dire need for access to potable water for both people and livestock, the provision of animal feed during the dry season, inclusion in the periodic distribution of relief materials, and the integration of its members’ urgent needs into the Commission’s policies and programmes, including annual budget allocations.”

The statement added that: “It is encouraging to note that during a meeting facilitated by the NEDC Head of Operation at the Oasis Hotel in Damaturu, Yobe State, KACRAN was assured that the commission would attentively consider its valid concerns and act accordingly.This meeting, followed by the distribution of relief materials to our communities, fortified their optimism that the NEDC would indeed address their critical needs, such as the provision of potable water.

“Regrettably, till the NEDC’s first tenure drew to a close, these assurances have yet to be fully realized. KACRAN remains hopeful and prays earnestly for the fulfillment of these commitments.

“KACRAN calls upon the NEDC to uphold the principles of justice and equity and to ensure that the pastoralists of the Northeast are not forgotten but are actively included in the region’s recovery and development efforts.”

NIDCOM Disowns Nigeria Diaspora Forum, Warns MDAs, Embassies Against Activities of Phoney Groups

The Nigerians in Diaspora Commission (NIDCOM) has warned all government Ministries , Agencies, Embassies and High Commissions as well as Diaspora groups to beware of phoney groups with apparent sinister and political ulterior motives, parading as authentic diaspora group.

A statement by the Director of Media, Public Relations and Protocols Unit of NIDCOM, Abdur-Rahman Balogun on Tuesday in Abuja specifically mentioned a group, Nigeria Diaspora Forum (NDF) who claimed it has established an office in Abuja for the welfare of Nigerians in the Diaspora.

He alleged that the so-called Forum, “an arm of Labour Party, masquerading as a diaspora group , is not even registered with the Corporate Affairs Commission.”

Balogun said: “We are aware that all registered political parties including the ruling party, APC, PDP, SDP, NNPP and even LP, etc have diaspora chapters and support groups outside the country and do work to promote and champion their party ideals.

“It is equally sinister that an unregistered body with the Corporate Affairs Commission will fraudulently and boldly announce the setting up of an office to oversee the welfare of Nigerians in Diaspora in Abuja.

“This is no doubt an attempt to fraudulently hoodwink unsuspecting members of the public , ministries, departments and agencies, embassies, high commissions as well as state and local governments.

“We hereby advise all government agencies at both the federal and state levels as well as the diplomatic community to always double check with NIDCOM the status of such groups as NIDCOM has a data base of all registered diaspora groups.”

Balogun added that: “NIDCOM is using this opportunity to also remind all that States have diaspora focal persons who are readily available to handle issues relating to their diaspora.

“NIDCOM is the only Commission mandated by an act of the Parliament to oversee the welfare of Nigerians in the diaspora, in the last four years.

“It has been, and will continue to fulfill its mandate, while also working with genuine Nigerian diaspora groups, associations and individuals.”
