-Blank NEWS Online (NIGERIA) –From Mike SOGBOLA, Maiduguri:

The two COVID-19 positive persons that were reported to have been on the run in Maiduguri, on Monday resurfaced.

One of the two, Abbas Hassan, a 24 year-old male, who tested positive was found after he was traced to a resident in Maiduguri at about 2am, the Commissioner for Health, Dr. Salisu Kwaya-Bura revealed.

The Commissioner said a combined team of health surveillance and investigation team, backed by a police escort traced the patient who was in a critical state to his family house in Gwange II.

He said he was immediately moved on stretcher and is now on ventilator at an isolation centre.

He said health workers are doing everything humanly possible to revive the patient while a contact tracing and surveillance team has been deployed to identify persons who may have had direct and indirect contacts with him for risk assessment, isolation advice and collection of samples for tests.

The second, Hauwa Mohammed, 42 year-old female, who was declared at large after testing positive to COVID-19 is said to have reported herself to the University of Maiduguri Teaching Hospital (UMTH)

An apology was given by officials of UMTH laboratory and the Borno Commissioner of Health for declared are to be at large.

The apology was given after Hauwa protested that she did not receive communication from the COVID-19 lab at UMTH or from officials of the state response team.

She disclosed that she had been on self isolation since her sample was taken for test due to exposure of a confirmed case days back.

Borno’s commissioner of health and secretary of the state’s high powered response team told journalists that Hauwa brought herself in a very responsible and medically professional manner which was highly commendable.

She said even though Hauwa was on self isolation since her sample was taken, a surveillance and investigation team has been deployed to assess risks of infection in line with the protocol of dealing with epidemics and pandemics.

With Hauwa’s return, all COVID-19 patients in Borno state are now fully accounted for.

It would be recalled that at about 2am today, 24-year old male was traced and moved to hospital isolation, hours after he was at large.

EXPERT DISCLOSES PATTERNS OF TRANSMISSION OF COVID-19 IN NIGERIA *Predicts New Cases To Hit 3,000 In May

-Blank NEWS Online (NIGERIA) –By Albert OGRAKA:

A renowned Delta State based Biometrician Geneticist and member of International Biometrician Geneticist Convention (MIBGC), Olisemeka Isiekwe PhD, has predicted that Covid-19 flu infections, would rise, hitting a 3,000 high in May.

He also said that, “The trend line equation of treated patients shows that by 25th of May, a thousand (1,000) patients would have been treated. Similarly, about 150 patients would die by same date.”

Dr. Isiekwe, who applied some models to ascertain the transmission and fatality rates of the spread in Nigeria, revealed that the patterns of transmission of Covid-19 in the country has proven that 3,000 new cases are expected by May, 25, 2020.

In a statement made exclusively available to Blank NEWS Online, the Biometrician Geneticist, said that recent government’s effort to flatten the transmission curve have been unsuccessful.

He noted that although the government was lackadaisical to act at the onset, the governed also were skeptical of the authenticity of the malaise because they were full of disbelief.

According to Dr. Isiekwe, “The worse has been the level of disbelief within the 200 million public until what seemed to be the truth started to emerge. Persons are now seeing known loved ones being infected.”

He regretted that Nigeria has gone beyond the incubation period and reached the community transmission level.

“Unfortunately, the transmission level has passed the incubation period. It has reached the community transmission level. The curve is no so vertically steeped that a 100% previous day infection is gradually becoming real.”

While describing Nigeria’s health personnel as best in Africa, despite the inadequate infrastructure, he warned government that the intermittent relaxation of the lockdown is a dangerous trend in fighting the global pandemic.

Read Statement:

PATTERNS OF TRANSMISSION OF COVID-19 IN NIGERIA NOW KNOWN, AS 3000 NEW CASES ARE EXPECTED BY 25TH MAY 2020.

When the world was taken aback by Covid-19 flu infections in early 2020, different models where postulated on its transmission and fatality.

The transmission of 2n=y weekly model and the 3% fatality rates where the most common. Till now, the models are in great use for the management of the disease and the outcomes.

In Nigeria, the attempts of the government have been to flatten the transmission curve without success. The rate of failure to achieve this has been a double pronged issue. Whereas the government was not quick to act at the onset, the governed where skeptical of the authenticity of the malaise and full of disbelief. The worse has been the level of disbelieve within the 200 million public until what seemed to be the truth started to emerge. Persons are now seeing known loved ones being infected.

Unfortunately, the transmission level has passed the incubation period. It has reached the community transmission level. The curve is now so vertically steeped that a 100% previous day infection is gradually becoming real.

Transmission Curve:

Y= 0,498×2-9.514x or y = 0.017×2.448 both with R-square values of 0.933 and 0.783 respectively. Both yield an over 80 multipliers thus capable of producing about 2000 new cases in 25 days to come. With a very high R=Square value accordingly, the new figures could exceed 3000 by the 25th of May.

This result is real as Nigeria has entered the community transmission phase of Covid-19 spread. The situation in Kano state currently will worsen the whole situation in Nigeria.

Similar trend line is also noticed with the level of treatment of Covid-19 patients in Nigeria. This shows that it is not all grim after all. The tenacity of purpose of Nigeria’s health personnel amidst low level infrastructure is better than those of other African countries. Nigeria’s treatment level is quite higher than the rest.

The trend line equation of treated patients shows that by 25th of May, a thousand (1000) patients would have been treated. Similarly, about 150 patients would die by same date.

The management of Covid-19 in Nigeria should be taken seriously to avoid the Spanish and the Italian experience. Aside the normal hygienic campaign, more effort should be geared towards more Nigerians believing on the existence of the disease. Most people are still at the level of disbelieve and they are more dangerous than the infected.

Better lockdown should be established nationwide. The idea of intermittent relaxation of the lockdown is a dangerous trend and very inimical to the growth of the infection.

The establishment of more molecular laboratories should immediately be looked into. The infrastructure in Nigeria is very inadequate. With just 15 centres for over 200million people is a difficult omen.
PPE for our medics should be improved just like the need for better machines and employment of more hands.

Two COVID-19 Patients On The Run In Maiduguri, As Fear Grips Residents

–Blank NEWS Online (NIGERIA): From Mike SOGBOLA, North East Correspondent:

Fear has gripped Maiduguri, the Borno State capital as two patients, Abbas Hassan, a 24 year-old male and Hauwa Mohammed, 42 year-old female, are on the run after testing positive to COVID-19 at the University of Maiduguri Teaching Hospital (UMTH)

The man is said to be residing at Layin Tanki in Gwange II while the woman lives in Shuwari ward, both in Maiduguri.

The Borno Commissioner of Health and Secretary to the state’s high powered response team for the prevention and control of COVID-19, Dr. Salisu Kwaya-Bura alerted the public at the team’s daily media briefing held on Sunday.

The commissioner said the male patient (Abbas) was in initial telephone contact with the response team after his sample was collected, but eventually switched off his phone when he learnt he tested positive.

He also said a phone number through which the patient’s mother was in touch with the team was also been switched off.

“When samples of patients with contacts to index cases are collected, they are normally advised to go on self-isolation. They give their contacts so they can be reached when results are out. This is the standard medical procedure. You cannot detain someone with suspected contact.

“We do not have the lawful powers to do that. Other patients were also allowed to leave but they came into isolation centres and we have 19 of them in two isolation centres. However, the young man in question, chose to go into hiding”.

He noted that a diligent surveillance and investigation team is working very hard to track the patient.

Kwaya-Bura called on anyone who test positive to the disease not to regard it as a death sentence, noting that majority of those who test positive have recovered.

The Commissioner disclosed that 16 of Borno’s COVID-19 cases emanated from community transmission, while 14 others were connected with the index and another case.

He advised residents to take serious preventive measures across the state.

He announced that the response team plans to ensure that anyone entering major markets at the relaxation of lockdown on Monday must wear a face mask which can be made of cloth material if one does not have the medical mask.

He said the response team will be making masks available while hand washing points will also be increased to ensure hands are washed at entry and exit points.

COVID-19: Borno Positive Cases Stabilize At 15 In 24 Hours

–Blank NEWS Online (NIGERIA): From Mike Sogbola, North East Correspondent:

There has been no increase in incident of COVID-19 in Borno state in the last 24 hours despite the testing of 17 persons believed to have had contact with the index case.

Briefing journalists on Saturday, the Borno State Commissioner of Health and Secretary of the High Powered Response Team for the Prevention and Control of COVID-19, Dr. Salisu Kwaya-Bura, said within the last 24 hours, no positive case was recorded in the state.

He said contrary to the fear of many, 17 persons in Pulka, Gwoza local government area, identified to have had close contact with the first (index) case have all tested negative to the virus.

He explained that a surveillance and investigation team had initially identified 35 individuals with contacts to the index case, but from further analysis, only 17 persons met the medical criteria for tests to be carried out on them.

He however lamented that the state recorded one more death from the 15 positive cases recorded on Thursday.

The Commissioner also said that there was no cause for alarm over the disease breaking out at the camp, disclosing that the positive case which was early arrested at Bakasi IDP camp but mysteriously escaped was later found in the camp and had been taken to an isolation centre.

He said of the 15 cases reported in Borno, seven patients are receiving medical attention at the University of Maiduguri Teaching Hospital and 5 patients are at Brigadier General Abba Kyari Isolation centre, managed by the state government, also in Maiduguri.

He noted that the remaining three cases are the deaths recorded.

Meanwhile, the lockdown is to be relaxed on Monday and Thursday to allow for restocking by the residents of the state.

The Commissioner of Information, Babakura Abba-Jatto said the COVID-19 Response Team has accepted and approved a recommendation by the governor asking for lockdown to be relaxed on Monday and Thursday for residents to shop for food,

He however explained that the committee is taking measures to ensure strict social distancing during the days and part of the measures is to enforce the use of face masks as conditions for entrance into major markets, particularly in Maiduguri metropolis which is highly populated.

He said the Response Team plans to make face masks available at market entry points alongside hand sanitizers to be applied by shoppers at entry and exit points at major markets.

COVID-19: Why it took time to discover Borno’s index case- UMTH, CMD

Blank NEWS Online (NIGERIA) – From Mike SOGBOLA- Maiduguri:

The Chief Medical Director of the University of Maiduguri Teaching Hospital ( UMTH  ), Professor Ahmed Ahidjo has revealed why it took time to discovered the COVID-19 index case in Borno State.

The positive test to COVID-19 of the index case, came out after he had already been killed by the pandemic and he may not have had the opportunity to be isolated and treated in line with the regulations binding the disease.

Ahidjo speaking to journalists on Friday, said the index case had no record of travel outside the state and had been battling  with respiratory related problem before his admission and eventual death.

The CMD gave the clarification while responding on issues of what went wrong and why the COVID-19 status of the index case was not discovered until after his death.

Ahidjo said if not for the professional knowledge and ethics of UMTH staff, who out of high index of suspicion, went beyond the National Centre for Disease Control recommendations and tested the patient which became positive, more casualty would have been recorded beyond what is on ground.

He explained that since the patient is previously known with chest problem and haven been admitted in the past at the hospital, had UMTH staff not acted swiftly by picking the case outside the main box of diagnosis, the contacts of the index case would have not been known, which could lead to explosion of the COVID-19 pandemic in the state.

He disclosed that UMTH sadly had a share out of the over 40 health workers said by minister of health to have tested positive to COVID-19 as six health workers from the hospital have tested positive and are presently doing well at the hospital’s isolation centre.

The CMD said:” The Index case is a patient that was already having respiratory problem, he was admitted previously here in UMTH with a chest problem. So he is a known patient with a chest problem.  And also , he has no history of travel outside Borno state for the past three months .

” And he came from Pulka where there was no recorded case of COVID-19.  So he would not fit into the criteria for being a suspected COVID-19 patient.  So despite that, our Staff having high index of suspicion went beyond the NCDC recommendations and they tested him , which become positive.

” If not for the professional knowledge and ethics of our staff, it would have gone unchecked.  And you can imagine what would happen, if the patient had died and all the contacts we are seeing now remained untraced.  I think UMTH needs to be commended for picking this case outside the main box of diagnosis,” Ahidjo said.

He however assured that the pressure from  handling of the COVID-19 issues will not affect the hospital’s tackling of other emergency cases.

The CMD appealed to security agencies to allow health workers have free passage to work.

He said when they come in contact with health workers coming to work, they should know that they are rendering essential services.  They should also understand the plight of patients on emergency situation.  End

RETRENCHMENT LOOMS: HERITAGE OIL FIRM MARGINALIZES ISOKO HOST COMMUNITIES IN OML 30 *IDU Seeks Okowa’s Intervention

-Blank NEWS Online (NIGERIA) –By Michael EKOKORUWE:

Isoko nation is constrained to unravel the hidden intentions of the management of Heritage Energy Operational Services Limited, manager of the Oil Mining Lease 30 Isoko cluster groups, as the company writes to send hosts communities staffs to compulsory leave and employ new staffs in the area.

The President General of Isoko Development Union (IDU), High Chief Iduh Amadhe disclosed that, Isoko nation is grossly marginalized and to further shortchange the host communities of OML 30, the apex body of Isoko ethnic nationality has been reliably informed of the preposterous retrenchment plans of the oil firm.

High Chief Amadhe

He maintained that, Isoko oil and gas host leadership gave the hint recently, describing the plan as evil and ludicrous, culpable of creating tension and civil unrest among indigenous staffs of the company. He noted that in spite of OML 30 clusters, high quantum of 65 % crude oil production, Isoko Communities cluster groups have been marginalized in employment.

Amadhe stated that, Isoko host communities of OML 30 have been sidelined as Heritage management records indicate that, Isoko host Communities’ 65% oil production work force is 148 staff, other host communities’ work force is 221 staff while none indigenes from other tribes work force is 304 staffs.

The president general noted that, the above records reveal that the company does not employ qualified sons and daughters of Isoko extraction and never value the peaceful disposition and cordial relationship enjoyed since they took over the management of OML 30 in the area.

Amadhe added that, it is on record that Isoko host communities of OML 30 are the most peaceful in the entire Niger Delta region, stressing that it is a fit that the people have struggled to maintain with Heritage oil film over the years.

He stated that, the oil company is currently sending indigenous staff on compulsory leave to be replaced by none indigenes which according to him is unacceptable to the people of OML 30 host communities.

Amadhe appealed to Senator Dr. Infeanyi Okowa, governor of Delta State to intervene and call Heritage Energy Operational Services Limited to order by laying – off none indigenes and reduce the employment ratio to 70% and 30% accordingly as stipulated by the G.M.O.U and respect the derivation policy.

Government should also direct the company to patronize indigenous contractors to execute contracts in OML 30 as stated in article 13 of the G.M.O.U and maintain the existing peace between the company and host communities, he said.

Bashorun (Hon.) Askia Ogieh (JP)

Bashorun Askia in a Ramadan message Friday in Warri to mark the beginning of the holy month said, “There is no better time than now to show compassion and love towards others, faced with the current Coronavirus pandemic which has rendered many to be helpless and in dire need. Abstinence from worldly pleasures without giving needed assistance to our suffering people, especially the less privilege will be contrary and at variance to the teachings of the Holy Prophet Mohammed.”

But it is a silent war we have to wage and win by strictly maintaining all hygienic procedures and obeying the social distancing directives put in place by the government to control the spread of COVID-19.

“Let us enter into this blessed month of Ramadan in hope and assurance that God in His merciful ways will heal the land as He has always done in times of crisis like the one we face now.

“I pray that as the Fourth Pillar of Islam commences, may God give all the faithful the strength to fulfill the needs of this month and to hear and reward all supplications to Him in faith. Amen.”

THE PANDEMIC: IMPERIALISM OF THE BAD SAMARITANS -By Austen Akhagbeme

Blank NEWS Online (NIGERIA) – By Austen AKHAGBEME:

It is often very worrisome to think that Africa ,over the years, have always been the victim of foreign negative machinations and the extra externalities of factors (clothed in various euphemisms) that often helped to undermine and unmake Africa.

The story of ancient mercantilism, chattel slavery, colonialism, imperialism and lately globalization, is well known to be the chequered road that gave birth to the impoverished African continent of today.

Even the very natural resources that Africa is endowed with has morphed into internecine wars, orchestrated by these same “external variables ” to see to it that Africa remains a perpetual Junior partner in the international division of labour.

These imperialistic tendencies has refused to let Africa be as they appear to be more and more carnivorous by the day as the continent trudges and groops in utmost darkness. This is the very reason why ” the helpers of Africa “often think Africa as a huge and ready laboratory to carry out their nefarious experiments in all facets of western endeavour.

Today, as the world battles with covid 19 and its devastating effects on mankind, Africa has once again become the target of those whose morbid desires it is to depopulate the world to make it habitable, enjoyable and convenient to a self chosen ‘superior ‘ beings to inherit.

While the origin of the Pandemic and its purpose is still shrouded in mystery, permutation and theories, the mad rush to suggest that Africa should be the testing ground for a vaccine yet to be discovered is a rude pointer to the sinister motives of those who often profess to love Africa more than Africans themselves.

It is still a ridiculous paradox, to independent minded public health experts, that the first line of action for an outbreak of a pandemic is Vaccine and not the often hurriedly suggested solution of a curative therapy. The fact that the almighty World Health Organisation is in sink with this suggestion leaves much to be desired and smacks of complicity and liability.

The age-old scale is gradually falling off the eyes of the American establishment as they seem to be asking the right questions and making the much needed moves to stop the Bad Samaritans in their tracks. This is ably demonstrated by the withdrawal of the usual funding of this conspiratorial behemoth by the American government recently.

Questions upon questions are being asked daily as covid 19 takes its death toll on humanity. Where did this strain of Virus comes from? Is it truly from the Chinese wet market in Wuhan as Beijing owned up to or is it a chemically engineered weapon from a laboratory as Washington alleged? Where is Dr Fauci and Mr Bill Gates in this knotty equation? Why is the emphasis more on vaccine for a disease that has “no known cure “? What is the correlation between America,Spain, Italy that was badly hit by the pandemic with China on one hand and the major cities of China like Beijing that were free, on the other?

Until and unless credible answers are provided for the above questions and some others, the secret desires of the deep state and their wide spread dragnet of collaborators will never be known or be nipped in the board.

The Power theorists are not left out in this melee. They’re of the opinion that covid 19 is a miscalculated effort by the Chinese to square up with American economically without firing a shot. But unfortunately, it has escaped to the rest of the world and therefore has successfully exposed Beijing’s to global acrimony and disrepute.

Nevertheless, the pandemic is nothing but an imperialistic tool aimed at depopulating the world, especially Africa, by the new imperialists lovers of Africa (The bad samaritans) with a selfish collaborative synergy of the world Shadow government, made up of the few who have arrogated to themselves, the responsibility of ‘saving’ the world.

They’re not difficult to identify. They have their fingers on every pie in the world especially amongst developing Economies all around the world. They give aids, grants, loans and more often than not, gives unsolicited advice on population growth, global warming, Vaccines and life expectancy to peripheral states. They choose to love Africa more than Africans. These are the Bad Samaritans.

ADDRESS BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE EXTENSION OF COVID- 19 PANDEMIC LOCKDOWN AT THE STATE HOUSE, ABUJA
MONDAY, 13TH APRIL, 2020

  1. Fellow Nigerians
  2. In my address on Sunday, 29th March, 2020, I asked the residents of Lagos and Ogun States as well as the Federal Capital Territory to stay at home for an initial period of fourteen days starting from Monday, 30th March 2020.
  3. Many State Governments also introduced similar restrictions.
  4. As your democratically elected leaders, we made this very difficult decision knowing fully well it will severely disrupt your livelihoods and bring undue hardship to you, your loved ones and your communities.
  5. However, such sacrifices are needed to limit the spread of COVID-19 in our country. They were necessary to save lives.
  6. Our objective was, and still remains, to contain the spread of the Coronavirus and to provide space, time and resources for an aggressive and collective action.
  7. The level of compliance to the COVID-19 guidelines issued has been generally good across the country. I wish to thank you all most sincerely for the great sacrifice you are making for each other at this critical time.
  8. I will take this opportunity to recognise the massive support from our traditional rulers, the Christian Association of Nigeria (CAN) and the Nigerian Supreme Council for Islamic Affairs (NSCIA) during this pandemic.
  9. I also acknowledge the support and contributions received from public spirited individuals, the business community and our international partners and friends.
  10. I must also thank the media houses, celebrities and other public figures for the great work they are doing in sensitizing our citizens on hygienic practices, social distancing and issues associated with social gatherings.
  11. As a result of the overwhelming support and cooperation received, we were able to achieve a lot during these 14 days of initial lockdown.
  12. We implemented comprehensive public health measures that intensified our case identification, testing, isolation and contact tracing capabilities.
  13. To date, we have identified 92% of all identified contacts while doubling the number of testing laboratories in the country and raising our testing capacity to 1,500 tests per day.
  14. We also trained over 7,000 Healthcare workers on infection prevention and control while deploying NCDC teams to 19 states of the federation.
  15. Lagos and Abuja today have the capacity to admit some 1,000 patients each across several treatment centres.
  16. Many State Governments have also made provisions for isolation wards and treatment centres. We will also build similar centers near our airports and land borders.
  17. Using our resources and those provided through donations, we will adequately equip and man these centres in the coming weeks. Already, health care workers across all the treatment centers have been provided with the personal protective equipment that they need to safely carry out the care they provide.
  18. Our hope and prayers are that we do not have to use all these centres. But we will be ready for all eventualities.
  19. At this point, I must recognise the incredible work being done by our healthcare workers and volunteers across the country especially in frontline areas of Lagos and Ogun States as well as the Federal Capital Territory.
  20. You are our heroes and as a nation, we will forever remain grateful for your sacrifice during this very difficult time. More measures to motivate our health care workers are being introduced which we will announce in the coming weeks.
  21. As a nation, we are on the right track to win the fight against COVID-19.
  22. However, I remain concerned about the increase in number of confirmed cases and deaths being reported across the world and in Nigeria specifically.
  23. On 30th March 2020, when we started our lockdown in conforming with medical and scientific advice, the total number of confirmed cases across the world was over 780,000.
  24. Yesterday, the number of confirmed COVID-19 cases globally was over one million, eight hundred and fifty thousand. This figure is more than double in two weeks!
  25. In the last fourteen days alone, over 70,000 people have died due to this disease.
  26. In the same period, we have seen the health system of even the most developed nations being overwhelmed by this virus.
  27. Here in Nigeria, we had 131 confirmed cases of COVID-19 in 12 States on 30th March 2020. We had two fatalities then.
  28. This morning, Nigeria had 323 confirmed cases in twenty States. Unfortunately we now have ten fatalities. Lagos State remains the center and accounts for 54% of the confirmed cases in Nigeria. When combined with the FCT, the two locations represent over 71% of the confirmed cases in Nigeria.
  29. Most of our efforts will continue to focus in these two locations.
  30. Majority of the confirmed cases in Lagos and the FCT are individuals with recent international travel history or those that came into contact with returnees from international trips.
  31. By closing our airports and land borders and putting strict conditions for seaport activities, we have reduced the impact of external factors on our country. However, the increase in the number of States with positive cases is alarming.
  32. The National Centre for Disease Control has informed me that, a large proportion of new infections are now occurring in our communities, through person-to-person contacts. So we must pay attention to the danger of close contact between person to person.
  33. At this point, I will remind all Nigerians to continue to take responsibility for the recommended measures to prevent transmission, including maintaining physical distancing, good personal hygiene and staying at home.
  34. In addition, I have signed the Quarantine Order in this regard and additional regulations to provide clarity in respect of the control measures for the COVID-19 pandemic which will be released soon.
  35. The public health response to COVID-19 is built on our ability to detect, test and admit cases as well as trace all their contacts. While I note some appreciable progress, we can achieve a lot more.
  36. Today, the cessation of movement, physical distancing measures and the prohibition of mass gatherings remain the most efficient and effective way of reducing the transmission of the virus. By sustaining these measures, combined with extensive testing and contact tracing, we can take control and limit the spread of the disease.
  37. Our approach to the virus remains in 2 steps – First, to protect the lives of our fellow Nigerians and residents living here and second, to preserve the livelihoods of workers and business owners.
  38. With this in mind and having carefully considered the briefings and Report from the Presidential Task Force and the various options offered, it has become necessary to extend the current restriction of movement in Lagos and Ogun States as well as the FCT for another 14 days effective from 11:59 pm on Monday, 13th of April, 2020. I am therefore once again asking you all to work with Government in this fight.
  39. This is not a joke. It is a matter of life and death. Mosques in Makkah and Madina have been closed. The Pope celebrated Mass on an empty St. Peter’s Square. The famous Notre Dame cathedral in Paris held Easter Mass with less than 10 people. India, Italy and France are in complete lockdown. Other countries are in the process of following suit. We cannot be lax.
  40. The previously issued guidelines on exempted services shall remain.
  41. This is a difficult decision to take, but I am convinced that this is the right decision. The evidence is clear.
  42. The repercussions of any premature end to the lockdown action are unimaginable.
  43. We must not lose the gains achieved thus far. We must not allow a rapid increase in community transmission. We must endure a little longer.
  44. I will therefore take this opportunity to urge you all to notify the relevant authorities if you or your loved ones develop any symptoms. I will also ask our health care professionals to redouble their efforts to identify all suspected cases, bring them into care and prevent transmission to others.
  45. No country can afford the full impact of a sustained restriction of movement on its economy. I am fully aware of the great difficulties experienced especially by those who earn a daily wage such as traders, day-workers, artisans and manual workers.
  46. For this group, their sustenance depends on their ability to go out. Their livelihoods depend on them mingling with others and about seeking work. But despite these realities we must not change the restrictions.
  47. In the past two weeks, we announced palliative measures such as food distribution, cash transfers and loans repayment waivers to ease the pains of our restrictive policies during this difficult time. These palliatives will be sustained.
  48. I have also directed that the current social register be expanded from 2.6 million households to 3.6 million households in the next two weeks. This means we will support an additional one million homes with our social investment programs. A technical committee is working on this and will submit a report to me by the end of this week.
  49. The Security Agencies have risen to the challenges posed by this unprecedented situation with gallantry and I commend them. I urge them to continue to maintain utmost vigilance, firmness as well as restraint in enforcing the restriction orders while not neglecting statutory security responsibilities.
  50. Fellow Nigerians, follow the instructions on social distancing. The irresponsibility of the few can lead to the death of the many. Your freedom ends where other people’s rights begin.
  51. The response of our State Governors has been particularly impressive, especially in aligning their policies and actions to those of the Federal Government.
  52. In the coming weeks, I want to assure you that the Federal Government, through the Presidential Task Force, will do whatever it takes to support you in this very difficult period. I have no doubt that, by working together and carefully following the rules, we shall get over this pandemic.
  53. I must also thank the Legislative arm of Government for all its support and donations in this very difficult period. This collaboration is critical to the short and long-term success of all the measures that we have instituted in response to the pandemic.
  54. As a result of this pandemic, the world as we know it has changed. The way we interact with each other, conduct our businesses and trade, travel, educate our children and earn our livelihoods will be different.
  55. To ensure our economy adapts to this new reality, I am directing the Ministers of Industry, Trade and Investment, Communication and Digital Economy, Science and Technology, Transportation, Aviation, Interior, Health, Works and Housing, Labour and Employment and Education to jointly develop a comprehensive policy for a “Nigerian economy functioning with COVID-19”.
  56. The Ministers will be supported by the Presidential Economic Advisory Council and Economic Sustainability Committee in executing this mandate.
  57. I am also directing the Minister of Agriculture and Rural Development, the National Security Adviser, the Vice Chairman, National Food Security Council and the Chairman, Presidential Fertiliser Initiative to work with the Presidential Task Force on COVID-19 to ensure the impact of this pandemic on our 2020 farming season is minimized.
  58. Finally, I want to thank the members of the Presidential Task Force on COVID-19 for all their hard work so far. Indeed, the patriotism shown in your work is exemplary and highly commendable.
  59. Fellow Nigerians, I have no doubt that by working together and carefully following the rules, we shall get over this pandemic and emerge stronger in the end.
  60. I thank you all for listening and may God bless the Federal Republic of Nigeria.

THE PANDEMIC, THE PALLIATIVE AND THE DISASTER CAPITALISTS

  • -Blank NEWS Online (NIGERIA) –By Austen AKHAGBEME:

It was the renown Canadian scholar, Naomi Klein who first drew the world’s attention to the concept of Disaster Capitalism in her book,THE SHOCK DOCTRINE, where she scholarly observed and narrated the underbelly of evil pervading the world of Disaster management and state cum individual profiteering motives, initiatives and misadventures.

In her treatise, she exhumed the political manoeuvres by some profiteering interest group to hoodwink the State of Louisiana over hurricane Katrina that swept away and destroy New Orleans city. Instead of rehabilitating the ruined city to favour the less privileged, it became an economic opportunity for the Disaster Capitalists(the contractors) to achieve a privately beneficial ambition.

Fast track to Nigeria; the threatening scourge of the Pandemic and the fear that accompanied it led to the Federal government, Private Sector and Public spirited individuals donating huge funds to help in assisting the people while fighting the pandemic.

No sooner did the funds came than the people started shouting for the Federal government to put a transparent and workable structure in place for disbursement and accountability.

Because of the fast pace things were moving coupled with the negative press flying in from every corner of the globe, such cry by the people didn’t gather any dust. The story was that every corporate and individual donation will be kept in custody of the apex bank. This was okay by all.

As the heat of the novel lockdown takes its toll from the people, the government without a comprehensive and detailed plan, rushed to distribute food items and cash to the people in their homes. Not only was the activity not well coordinated from the beginning, the food package being dished out was inadequate and vexatious. Videos were rife on the internet depicting government officials distributing as small as two loaves of bread etc to more than three households of not less than twelve people. Ridiculous!

In places where cash was distributed, the same hue and cry ensued. But the alarming aspect that burst their bubble was the careless declaration that within a week and few days, they have given out cash to the tune of Billions of Naira without the names of the beneficiaries and their geographical spread, adequately captured and accounted for. This drew the irk of the Legislators and led to pertinent questions being asked today about such ‘herculean feat’.

Naomi Klein described Disaster Capitalism as the practice of making profits from a crisis situation to the detriment of the intended target. It is simulating situations to create panics and calls for help and later turn around to be the executioner and beneficiary of such created circumstances .

It is against this backdrop that we should vehemently berate these new crops of “Disaster Capitalists” and prevent them from mismanaging, misappropriating or stealing whatever palliative given to them for the people. The Boko Haram unending war, the emergency millionaires it helped to create and the plight of the IDPs is still indelibly a yawning puzzle, looking for an answer in our hearts.

COVID-19: REPS MINORITY CAUCUS WANTS EVEN DISBURSEMENT OF PALLIATIVES TO STATES

Blank NEWS Online (NIGERIA):

The Minority Caucus in the House of Representatives has urged the Federal Government to adopt an even disbursement and distribution of palliative funds and other essential materials to all states of the federation to cushion the effect  of COVID-19 pandemic in the country.

The opposition lawmakers in a statement issued by the Minority Leader of the House of Representatives, Hon. According to the lawmakers “the selective approach is already sending wrong signals, fuelling avoidable divisiveness, allegations and counter-allegations of political and sectional marginalization in the polity and such must be checked immediately”.

Elumelu urged the Federal Government to note that “Nigerians are united in the fight against the COVID-19 pandemic and anything that will divide them at this moment must be avoided.

“The Federal Government should bear in mind that the social and economic challenges posed by COVID-19 pandemic cut across all the states of the federation. It affects all Nigerians because they operate under the same economy and lockdown directives. Therefore, the selective approach in dissemination of aids and palliatives is not in the best interest of our nation. It will only send a very wrong signal and exacerbate the situation.

“What is expected at the moment is an even distribution of aids and palliatives to all states of the federation in a manner that extensively addresses the needs of the masses at this critical time”

Elumelu however commended the contributions of well-meaning citizens as well as the organized private sector in the national effort to check the spread of the COVID-19 pandemic in Nigeria.
