Hon. Aniegbuna Commiserates With Governor Soludo Over Father’s Death

The Transition Committee Chairman of Ogbaru Local Government Area, Hon. Pascal Aniegbuna has commiserated with the Anambra State Governor, Prof. Chukwuma Soludo over the loss of his father, Pa Simeon Nwankwo Soludo (Akukananwa) at the ripped age of 92.

In his condolence message to the Soludo family of Isuofia, Aguata Local Government Area, Hon. Aniegbuna described the late PA Soludo as a man who lived a fulfilled and righteous life worthy of emulation.

The Ogbaru TC Chairman on behalf of himself, family and Ndi Ogbaru prayed God to give the Anambra’s first family the fortitude to bear the irreplaceable loss as well as for God to grant his soul an eternal rest.

He described the late Governor’s father’s peaceful death as a transition to glory which calls for celebration of life rather than mourning.

ECOWAS Court Adjourns Hearing in Case of Unjust Decision of Conference of Heads of States, Govt on Niger

The ECOWAS Court of Justice has adjourned the hearing in the case between the State of Niger, six Nigerien organisations, and a Nigerien national, and the Conference of Heads of State and Government, the Mediation and Security Council and the ECOWAS Commission.

The applicants asked the Court to note the illegality tainting the measures taken by the Conference of Heads of State and Government of ECOWAS during its extraordinary sessions of July 30 and August 10, 2023, aimed at restoring constitutional order in the Republic of Niger. They urged the Court to annul all decisions, including the decision to resort to armed intervention against the Republic of Niger.

An additional application seeking the directive of the Court on interim measures was filed in support of the main application. The applicants requested, on a provisional basis, the suspension of all binding political and economic sanctions as well as the decision to activate and deploy the ECOWAS Standby Force against Niger.

During the hearing, the respondent informed the Court that he had sent a letter to the Court registry requesting an extension of time to file his pleadings. The adjournment will allow the respondent’s lawyer to file its response.

On their part, the applicants refuted the existence of such correspondence, explaining that in the interim, they had written to the Court to inquire about the existence of the respondents’ submissions, and that they had not received a response.

The Court noted that on October 9, 2023, the respondents’ lawyer sent a correspondence marked Exhibit No. 3 in which he requested an extension of time. It granted the request and adjourned the case to November 21, 2023 for hearing on both the interim measures and the substance of the case.

Maj. Gen. Abdussalam tasks troops on enabling environment for peaceful election in Bayelsa

• Cautions trouble makers to stay clear

The General Officer Commanding (GOC), 6 Division, Nigerian Army/Land Component Commander, Joint Task Force, South South, Operation DELTA SAFE, Major General Jamal Abdussalam has charged troops to ensure they create an enabling environment for the smooth conduct of a peaceful election in Bayelsa State.
According to Acting Deputy Director 6 Division Army Public Relations Major Danjuma Jonah Danjuma, he gave the charge, while addressing troops and members of other security agencies for the conduct of Exercise SAFE CONDUCT 2023 in Bayelsa State today, Monday, November 2023.
While addressing the troops, Major General Abdussalam charged them to ensure the good people of Bayelsa State come out in their numbers to vote for candidates of their choice without any fear of intimidation. This he said is one of the ways the Nigerian Army (NA) will support democracy to thrive in Nigeria. “We must ensure that everywhere is safe and people are able to see sufficiently that we are fully on the ground to boost public confidence in the electoral process,” he said.
He further maintained that troops have been adequately briefed on the subsisting Code of Conduct and Rules of Engagement for the Elections, adding that they must conduct themselves in the most professional manner before, during and after the election.
Major General Abdussalam warned that no form of complacency would be tolerated at all levels, calling on all the participating troops to ensure they do the needful as duty calls. He also used the medium to call on would be trouble makers to desist as troops are determined to close up on them during the election.


The GOC maintained that no stone would be left unturned to deal decisively with any individual or group, whose stock in trade is to cause mayhem or snatch ballot boxes during the elections. “If the trouble makers feel they have 2 heads, they must be ready with the second head because the first head would surely be taken off,” he re-echoed. The era of snatching ballot boxes, stuffing them, and indeed any form of electoral violence are gone. Adequate arrangements have been put in place to deal decisively with such threats, reassuring that in the days ahead, trouble makers would be positively identified, isolated, and dealt with.
Major General Abdussalam also said that flash points have been identified, and anything that will deny the electorates to exercise their franchise freely will be met with proportionate force. He called on those thinking a long that line to bury their thoughts, as security forces will go all out to ensure the election is conducted in a peaceful manner.
The GOC was particularly pleased with the level of synergy existing between the NA and sister Services, which he said culminated into a joint route march, climaxing with a joint show of force in Yenagoa and environs today. This, he further said, essentially sends a clear message to those who are bent on causing trouble before, during, and after the poll to have a rethink. He assured the good people of Bayelsa State that adequate security has been put in place to ensure a peaceful poll.

Gaza War: Israeli Envoy Accuses Hamas of Using Civilian as Human Shield

The Israeli Ambassador to Nigeria, Michael Freeman has alleged that:
“Hamas is cynically using the Palestinian population of Gaza as human shields, and continues to show a total disregard for the welfare of the Palestinian population.

The Ambassador in a statement on Monday, said while “Israel looks to limit civilian deaths, Hamas wants to maximize civilian deaths – it is why they put their command-and-control centers under hospitals, and fire their rockets from next to schools, mosques and playgrounds. The sooner that Hamas is vanquished, the sooner there can be a better life for Israelis and Palestinians alike.”

Israel has revealed new evidence that Hamas, is using hospitals, medical facilities, and children’s playgrounds as terror bases in the Gaza strip in clear breach of international law.

Israel Defense Forces Spokesman Rear Adm. Daniel Hagari provided video footage of Hamas gunmen emerging from a tunnel under Sheikh Hamad Hospital, as well firing at Israelis forces from within the building itself.

In addition, Hagari presented a video showing an underground entrance from Sheikh Hamad Hospital, which he said connects to a Hamas tunnel networks believed to run for hundreds of kilometers under the Gaza Strip, and has been built over many years.

Hagari added that the IDF has intelligence of a tunnel network under the so-called Indonesian Hospital, as well as aerial imagery showing rocket launchers a few dozen meters from the complex.

Hagari said: “Hamas systematically built the Indonesian Hospital to disguise its underground terror infrastructure.”

The Israel Defense Forces also provided evidence that the Hamas terror group’s main base of operations is under Shifa Hospital in Gaza City, providing visuals and intercepted audio as evidence of the Hamas’ activities.

IDF Spokesman Rear Adm. Daniel Hagari said Hamas has several underground complexes under the Shifa hospital in the Gaza Strip — that are used by the their leaders to direct attacks against Israel.

Hagari said Israel has intelligence that there are several tunnels leading to the underground base from outside the hospital so that Hamas officials do not need to enter the hospital to reach it. But added that there is also an entrance to the underground complex from within one of the wards.

Separately, the IDF shared footage of its troops locating rocket-launching positions in civilian areas, amid efforts to uncover and destroy Hamas’s infrastructure. The group was alleged to have used such sites to fire rockets at Israeli population centres.

Hagari said troops found four underground launchers some five meters (16 feet) from a children’s swimming pool, and around 30 meters from residential homes in the northern Gaza Strip, footage showed. Another clip showed troops locating a number of rocket launchers within a children’s playground and amusement park compound. They also fire from next to water desalination plants.

Since his assumption of office as the Chief of Air Staff about 140 days, Air Marshal (AVM) Hassan Bala Abubakar have been marked by significant accomplishments, underscoring his commitment to transforming the Nigerian Air Force (NAF) and fortifying the nation’s security. Born on September 11, 1970, hailing from Shanono Local Government Area of Kano State, his journey from enlisting in the NAF as a member of Nigerian Defence Academy Regular Course 39 to becoming a commissioned Pilot Officer on September 19, 1992, epitomises a career of dedication and excellence.
Appointed by President Bola Ahmed Tinubu on June 19, 2023, Air Marshal (AVM) Hassan Bala Abubakar’s ascendancy to the helms of the Nigerian Air Force (NAF) was more than a mere change in command; it heralded a new era of strategic vision and transformation for the institution.


AM Abubakar’s prolific military service is underscored by an extensive array of educational and professional accomplishments. His diverse training, encompassing courses in flying, infantry operations, amphibious operations, command, and staff courses, as well as experiences in various critical appointments, has equipped him with a comprehensive understanding of the multifaceted demands within the Air Force.

Oborevwori, Marwa say Nigerians must rise in unison to defeat drug scourge

Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Brig. Gen. Buba Marwa (Retd) and Governor Sheriff Oborevwori of Delta state have stated that for Nigeria to defeat the twin evil of substance abuse and illicit drug trafficking, Nigerians must rise in unison to stamp out the scourge from communities and cities across the country.

They agreed on this in their remarks when the NDLEA boss paid the governor a courtesy visit at the Government House in Asaba during his three-day working visit which ended on Friday.

A statement on Friday by the spokesman of the anti-narcotics agency, Femi Babafemi said Marwa while explaining his mission to the governor and members of his executive council at the executive chamber of the Government House where he was received along with senior NDLEA officials who accompanied him.

Marwa said he was visiting Delta to personally condole the family of Mr. Fidelis Omhonrina over the tragedy of the unintended death of young Ivan and the wounding of his brother, Eromosele, as a result of a ricocheted bullet that strayed 600 metres away from the scene of an NDLEA encounter with some notorious drug dealers on 13th July in Asaba.

He said he was equally in the state to assess the operational needs of the Delta state command and Delta Ports command of the Agency with a view to mobilizing officers and men of the two formations to go all out for drug cartels operating in the state. He also added that his third mission was to rally stakeholders key to a successful fight against the drug menace in Delta with a 2018 prevalence rate of 18%.

He said with a projected rate of 40% rise in drug abuse in Africa by 2030, all well meaning Nigerians and organisations must unite behind the anti-narcotics agency in its ongoing renewed efforts in drug supply reduction and drug demand reduction.

Marwa, while encouraging the governor to intensify his poverty alleviation programmes to address youth unemployment, which is a major trigger for substance abuse, asked for logistics support for the two Commands in the state, setting up of drug control committees from state, to local government and community levels as well as provision of rehabilitation centres in each of the three senatorial zones of the state.

He commended the governor for his good works within a short time in office and his commitment to the fight against substance abuse and illicit drug trafficking in the state.

In his response, Oborevwori celebrated Marwa for always providing quality leadership and unflinching dedication to duty in all national assignments assigned to him.

According to him, “We know your antecedents as military governor in Borno and Lagos state. And under your leadership, NDLEA has recorded successes, going after drug cartels. This momentum must be sustained if we have to win the war against illicit drugs.”
While saying the drug scourge has become a public health issue globally and in Nigeria, which needs urgent and proactive actions, the governor assured the agency of his support and partnership to rid the state of the menace. He thanked Marwa for showing empathy and prompt response to the July fatal incident. The governor said “Nigerians are appreciative of what you’re doing in NDLEA, please don’t relent and don’t be discouraged. Those involved in the illicit drug business must be dealt with.”

The NDLEA had earlier in a separate meeting with chairmen of local government councils in the state sought their support and collaboration as the agency was preparing to deploy personnel to LGs across the country beginning from the first quarter of 2024. He urged them to set up drug control committees in their councils and down to communities and wards for the purpose of cascading war against drug abuse, WADA, advocacy messages to the grassroots.

Responding on behalf of his colleagues, Chairman of Ughelli South local council, Dr. Koffi Richard told the NDLEA boss “we’ll give you any level of support at the LGs because you’re someone we’ve been looking up to for years. We’re willing to collaborate with you and your officers because we want peace and security in our respective LGs.”

In another meeting with the Asagba of Asaba, Prof. Chike Edozien and other traditional rulers and chiefs in his palace, Marwa urged them to set up drug control committees in their domains while asking for their partnership in the fight against illicit drugs. The respected monarch assured the NDLEA chairman of the readiness of the traditional institution to support his efforts because “the subject matter of your visit is of great importance to us and Nigeria as a whole.”

The NDLEA boss and his team also visited the home of Mr. Fidelis Omhonrina where he again assured the family of continued support over the death of Ivan and the plan to fly Eromosele abroad for further treatment. The family expressed appreciation for the visit and support.

France to repatraite $150m Abacha loot- French Minister

France on Friday said it would be returning $150 million General Sani Abacha loot back to Nigeria.

Abacha reign over Nigeria between 1993 and 1998 when his rule was terminated as a result of untimely death.

Twenty years after his reign, loot stacked abroad continued to surface with Nigerian government already recovered hundred of millions of dollars.

The visiting France Minister for Europe and Foreign Affairs, Ms. Catherine Colonna while addressing a press conference, said she has informed President Bola Tinubu about the planned return of the seized fund.

She noted that the stolen fund will be returned to the country in form of grant, while revealing that discussion will soon be opened with the Nigerian government on the areas to invest the fund.

She said: “I also informed President Tinubu that in response to the request submitted by the Nigerian Federal Ministry of Justice, and in agreement with the US
Administration, France will return to Nigeria the assets stolen from the Nigerian
people by General Sani Abacha and his family, that have been frozen in France
since 2021. We will start discussions with the Nigerian administration in order to allocate these 150 million US dollars to development projects benefiting the
population, according to the priorities of the Nigerian government.”

She said France has invested over €10 billion in Nigeria in the last ten years while over 100 French Companies doing business in the country, creating over 10,000 jobs.

She said: “Over the last ten years and now exceed 10 billion euros. More than 100 French companies are already working here. They do not simply sell French products: they invest in Nigeria’s economy, creating jobs (10 000 jobs as we speak), factories, farms and vocational training centers. Our goal for the coming years is to further increase these investments in Nigeria, but also the investments of Nigerian companies in France.

“The French Government also invests directly in Nigeria, through financing from
the French Development Agency (AFD, Agence française de développement).

“Since 2010, we have mobilized close to 3 billion euros to support the emergence of Nigeria. AFD is carrying out projects in 26 out of the 36 States of Nigeria. We are financing infrastructure, rural roads, marketplaces, urban transportation and water supply, but also a large number of SMEs and local start-up incubators. We are also investing more and more in vocational training for the youth.

“Our main priority for the coming years is to support even further cultural and creative industries in Nigeria.

“They are already recognized worldwide, and have a huge potential to be developed. We support creators and entrepreneurs in the fields of animation, video games, music, fashion and design, to help them tap into international markets. l signed this morning with the Minister of Finance an investment agreement for an amount of 100 million euros, for the l- Dice program, through which AFD is going to support Nigerian entrepreneurs in digital and creative industries, We provide financing, expertise, but also exposure in France and in our outstanding Cultural network in Nigeria, including the French Institute in Abuja and 10 Alliances Francaises.”

Gaza war: Envoy Calls for Immediate Ceasefire, Address of Root Cause of Crisis

The Palestinian Ambassador to Nigeria, Abdullah Shawesh has asked Nigeria and other countries to call for immediate ceasefire in Gaza, even as he insisted that the only acceptable solution to the ongoing war is to address the root cause of the conflict between the Palestine and Israel.

Shawesh while noting that the attack on Israeli territory on October 7, 2023 was a smoke as the fire was long ignited by United Kingdom who handed over Palestinian land to European Jews in 1917, noted that to have a lasting truce it has become imperative to institute the two state solution backed by United Nations.

He also declared the two sides should be made to return hostages in their custody, noting that apart from Palestinian hostages held by the Israeli government before the ongoing impasse over 1,600 hostages have been taken from Palestinian soil by Israeli military, adding that while Hamas is being asked to return the hostages, Israel should also be told to do same.

The envoy while addressing journalists in Abuja on Wednesday said the two-state solution calls for establishing an independent state for Palestinians alongside that of Israel, while insisting that the underlining issue in the present crisis was not the October 7 attack on Israel by Hamas but rather the occupation of Gaza Strip, West Bank and East Jerusalem.

He claimed that the 7 October attack on Israeli territory was a natural reaction against the oppression of the Israeli forces, who he alleged has incessantly arrest, torture and detained Palestinians without any provocations.

The envoy who gave a historic perspective to the issue, blamed the Western world, especially United Kingdom who he said handed over their land to European Jews in 1917.

He also accused the Western world of playing lip service to the call for ceasefire, alleging that without the support of the West the Israeli would not have been able to sustain the war.

The envoy also accused the media of cover-up, saying most of the atrocities against the people of Palestinians are not reported, noting that the urgent need right now is cessation of hostility and not the humanitarian.

He said: “This current war would not have continued without the unconditional and unequivocal support of the Western countries to Israel. We all witnessed the mass visits by Western leaders not only to provide their full military and political support for the current genocide, but also have used extremely unbalanced language in commenting on the current ongoing war against the Palestinian people, which was interpreted by the Israeli as the green light to commit more massacres.

“One of the goals of this war is to forcefully transfer the Palestinian people to Sinai Peninsula, to implement the old Israeli dream, that we have been fighting against since 1956.

“Many are still trying to divert the discussion from the unconditional ceasefire to the humanitarian aids and how many trucks need to enter to Gaza and many other logistical details, this is a trap to pave the way to the Israeli occupation to continue with their genocidal and war crimes.

“No one should be trapped, we all should address the roots of the current humanitarian crises in Gaza, which is the frenzy Israeli war, what we need urgently is the ceasefire.

“All the world streets are flooded of the decent demonstrators calling for an immediate ceasefire.”

The envoy also added that there should be equality in the application of international law, insisting that: “All human being are born free and equal in dignity and rights.
The applicability of the international law should not be selective.”

Israel has been bombing Gaza since the 7 October Hamas attacks that killed 1,400 people with 239 people kidnapped as hostages.

ECOWAS Court Takes Decision on Mali Versus Société Damou-So SARL Case

The ECOWAS Court of Justice, on Tuesday October 31, 2023, delivered its decision in the case between the State of Mali and Société Damou-So SARL in which the applicant requested a review of Judgment No. ECW/ CCJ/JUD/22/21 rendered on June 25, 2021 by the Court in case no. ECW/CCJ/APP/10/18.

The applicant, Republic of Mali mentioned that Société Damou-So SARL, a real estate development company registered in Mali, acquired plots of land from the government of Mali, but irregularities were discovered in the records of these land transactions. In 2015, the National Directorate of Lands and Cadastre canceled these transactions, including those of Damou-So SARL.
The applicant explained that Hamady Kindy, manager of several companies, including Damou-So SARL, contested the revocations by bringing the case before the Supreme Court of Mali. In October 2015, the Supreme Court annulled the revocations made by the National Directorate of Lands and Cadastre, thus restoring the property rights of Damou-So SARL.
Nevertheless, a case was brought by Damou-So SARL before the ECOWAS Court and in the judgment:
It declared that the applicant’s property rights had been violated by the respondent.
It dismissed other allegations of violation of the applicant’s rights.
It ordered the respondent to pay compensation to the applicant for seven expropriated lands.
Also, it ordered the respondent to submit a report on the measures taken to implement the Court’s orders.
The applicant now (Republic of Mali) sought a review of the decision of the ECOWAS Court citing two new facts discovered after the Court’s decision.
In its response, the defendant, La Société Damou-So SARL, explained that although it held copies of the land titles, they were no longer useful because the land to which these titles relate are no longer in its possession. According to Société Damou-So SARL, a bailiff noted in January 2017 that the plots had been divided and inhabited by occupants and construction sites. Despite warnings from local authorities, the new occupants continue to occupy these plots.
The defendant indicated that another bailiff noted in January 2018 the presence of houses under construction, completed houses, construction materials, and bricks on its land. It claimed that the local mayor justified these divisions, based on decisions to cancel administrative acts of transfer.
According to the defendant, it is evident that its land has been expropriated, which, in its view, prevented the applicant from requesting and obtaining a review of the decision under Article 25(2) of the July 1991 Protocol relating to the Court.
By its decision of October 31, 2023, the Court retained its jurisdiction to hear the request for review explaining that the contested decision – judgment no. ECW/CCJ/JUD/22/21 of June 25, 2021 – was rendered by the Court at its seat, and it is the only one authorised to rule on the request for review.
However, it declared the applicant inadmissible in its request for review of judgment no. ECW/CCJ/JUD/22/21 of June 25, 2021. It explained that the facts invoked by the applicant did not exist at the time of the pronouncement of the contested judgment and that it cannot therefore validly serve as a basis for an appeal for review.
The Court emphasised that both facts relied on by the applicant to support its request for review of judgment no. ECW/CCJ/JUD/22/21 of June 25, 2021 do not meet the criteria set by Article 25 of Protocol A /P1/07/91 relating to the Court which provides that “The request for review of a decision is only opened before the Court when it is based on the discovery of a fact likely to exercise a decisive influence and which, at the time of the decision, was unknown to the Court and the applicant, provided, however, that such ignorance is not the result of negligence. »
It added that in the absence of such a fact in the present case, the request for review filed by the applicant in violation of the relevant provisions of article 25 of Protocol A/P.1/07/91 of 6 July 1991 must be declared inadmissible.

CDS inaugurates multiple projects in 6 Division, reassures Nigerians of stable democracy

The Chief of Defence Staff (CDS), General Christopher Musa, in a notable show of commitment to Nigeria’s democratic stability, recently inaugurated a series of vital projects within the 6 Division, Nigerian Army.

This action took place during his inaugural operational visit to the Division’s Area of Responsibility, where he emphasized the enduring strength of democracy in the nation.

Acting Deputy Director of 6 Division Army Public Relations, Major Danjuma Jonah Danjuma, reported that General Musa reasserted the resilience of Nigeria’s democracy in the face of various challenges confronting the nation.

The CDS unequivocally assured Nigerians that the Armed Forces of Nigeria (AFN) would play a crucial role in safeguarding and preserving the democratic principles that the nation held dear.

General Musa further reaffirmed this commitment in a brief interaction with the press, where he stressed that the AFN would persistently protect the country’s democratic values.

The General allayed any fears stemming from past coup attempts in neighboring countries, emphasizing that there was no cause for alarm in Nigeria.

In an expression of gratitude, General Musa acknowledged the unwavering support of the Commander in Chief of the Armed Forces, His Excellency, Bola Ahmed Tinubu.

He disclosed that President Tinubu had approved the allocation of funds for the procurement of essential resources to combat illegal oil theft and other criminal activities.

The CDS took the opportunity to commend the officers and soldiers of 6 Division, Nigerian Army, for their remarkable efforts in maintaining security and combating illegalities in the Niger Delta region.

He also urged those involved in criminal activities to abandon their actions.

Among the projects commissioned by General Musa were the 46 Engineer Brigade Counter Improvised Explosive Device Squadron office complex, a range of vehicles, motorbikes, and equipment, newly constructed Corporal and Below quarters for the 26 Support Engineer Regiment, the 29 Battalion Magazine, as well as a tree planting initiative and the unveiling of a street named after General CG Musa.

Earlier in the day, Major General Jamal Abdussalam, the General Officer Commanding 6 Division, Nigerian Army, and Land Component Commander of the Joint Task Force, South South, Operation DELTA SAFE, briefed the CDS on the operational activities within the Division at its headquarters.

An interactive session also took place between General Musa and the Division’s officers.

The high point of the visit included the signing of the visitor’s register, the presentation of souvenirs, and a group photograph, symbolizing the unity and commitment to safeguarding Nigeria’s democracy.

ASHIBOGWU SOLICITS PARTNERSHIP WITH COALITION ON EDUCATIONAL DEVELOPMENT IN DELTA

Delta State Commissioner for Primary Education, Dr. Kingsley Ashibogwu has sued for more rubust partnership with relevant educational bodies and organisations geared towards upscaling meaningful educational development in the state.

Dr. Ashibogwu stated this in Asaba when the Delta/ South -South Coordinator of Civil Society Action Coalition Education For All (CSACEFA) led members of the organization on an advocacy visit to the Commissioner.

He lauded the organization for their proposed intervention in the education system.

Dr. Ashibogwu said that as a foremost Non Governmental organization, it should in the course of monitoring government activities be able to advise on areas that needed to be improved upon especially in the area of increasing the education budget allocation.

In their separate remarks, the Directors of Administration in the Ministry, Mr. Henry Odum, Director of Science Education, Mrs. Hope Igumbor , Director of Planning, Research and Statistics, Mr. Anthony Akponovo, their counterpart in charge of Schools Department, Mrs. Ighavbota Winifred as well as the Director of Finance and Accounts, , Mr. Daniel Akiri urged the organization to be more specific of areas the Ministry could benefit holistically in terms of technical and financial support from the donor agencies.

Earlier, the State Coordinator of CSACEFA, Augusta Impact Keneboh, who doubles as the South-South Coordinator of the organization, said that CSACEFA had been in existence in all states and the Federal Capital Territory, Abuja, over 2 decades , adding that the organization has international partners .

Keneboh , who said that CSACEFA worked to support Ministries of Education and other related Ministries , hinted that it has been enjoying good working relationship with the State Universal Basic Education (SUBEB), and Ministry of Women Affairs especially in the area of girl child development.

She noted that the mandate of CSACEFA was based on advocating for quality education for all by looking at policies of Gender in Education, Safety, Security and Violence free Schools, UBEC Act 2004 as well as Agenda 2030 goal 4 of the Sustainable Development Goals that has to do with access to Inclusive, equitable and quality education for girls and boys.

Keneboh also stated that the organization usually saddled with the responsibility of monitoring the education budget implementation, fund utilization and the success of various interventions of the state by going to schools to ascertain the impacts of such interventions .

She stressed the need for the Ministry to domesticate the relevant policies documents and strengthen implementations for the overall benefits of the school aged children of the state.

The State CSACEFA boss explained that the organization key focused areas were to provide support and collaborate with the governments to see how to contribute in driving critical sectors of governance to a greater height.

RIVERS CRISIS: FUBARA AND THE VOICE OF JACOB

Governor Siminalayi Fubara of the oil-rich River State passes for a harmless dove in the eyes of the unsuspecting public.

His boyish looks, quiet mien, and seemingly unalloyed loyalty to his boss, Nyesom Wike over the years deceived many including Wike that the embattled governor could not bite. But the events of the last two days have shown that when push comes to shove, people opt for living.

With the ongoing crisis in Rivers State, the biggest challenge to Democracy and the leadership recruitment process in Nigeria, which is Godfatherism and cronyism, is again brought to the forefront of our national discourse.

It happened in Anambra when a Godfather damned all decency and kidnapped a “deviant” godson, a sitting governor, with all the paraphernalia of office, to the consternation of all. But the governor survived temporarily until he was officially thrown out by the courts.

The Edo episode was another. The godson had to jump parties to survive. Only in Lagos did a godfather succeed and ensure that his “rude boy” never came back.

The monetization of our electoral process and the expensive campaign activities make political godfatherism inevitable. How will a young vibrant and sagacious young man or woman aspire to leadership in our clime without a deep pocket?

Back to the Melo-drama in River State: what is Fubara’s sin? Why would anyone want him removed only after a 5-month sojourn in the government house? Why will a “good boy” suddenly become disobedient to the wishes of the powers that made him? Was he supposed to be made by any power other than that of the ballot that comes from the people in the first place? Questions heaped upon questions, you may say.

It is in the public domain that the appointment of his executive cabinet, especially his commissioners by Governor Fubara, drew the irk of his predecessor who felt that his impact wasn’t brought to bear enough in the process. This was one of the immediate causes of this fight.

Meanwhile, Nyesom Wike has for a long time been seething with discontent over Fubara’s planned resuscitation of the abandoned former governor Amaechi’s pet project, Songhai farms, which is capable of creating mass employment for the teeming youths in the state.

His mass promotion of the state civil servants who were long overdue and concomitant payment of the backlog of allowances was like an effort taken too far to discredit the former governor and his regime.

Ignatius Ajuru University, where Wike employed 90% of the staff from his Ikwerre ethnic group was being reviewed by Governor Fubara. Unconfirmed sources equally had it that the former governor demanded 25% of the state allocation from Governor Fubara which was turned down. These were the many “sins” of the sitting governor against his ruthless and bossy boss.

Nevertheless, there should be a call for peace while Fubara watches his back. His compromised security system needs to be reviewed and rejigged. Former governor Wike should kindly let Rivers State be. Governor Sim may not have committed any sin. He only recognized the voice of Jacob.

Coups: International IDEA, regional envoys lead the way for inclusive governance, constitutional transition in Africa

•Jonathan, Chambas, ECOWAS, AU, IGAD harps on strengthening democracy 
The International Institute for Democracy and Electoral Assistance (International IDEA), Regional Economic Communities (RECs), special envoys, and other key stakeholders are leading the way for inclusive governance and constitutional transition in Africa.

This was the main focus of the just concluded two-day “2nd Annual Retreat for Special Envoys and High Officials representing the RECs on Constitutional Transitions and Unconstitutional Changes of Governments” in Abuja, organized by International IDEA in collaboration with the ECOWAS Commission and Foreign Ministry of the Netherlands.
Speaking at the event in response to the resurgent Coup in parts of Africa, former President and ECOWAS Special Envoy, Goodluck Jonathan, stressed the need for inclusivity and constitutional transition of government to maintain stability in the society. 
Jonathan stressed that the dialogue on inclusivity should delve into how RECs and Special Envoys respond to constitutional transitions and unconstitutional government changes in alignment with democratic principles.
He said: “I have always said that there is a strong connection between democracy and development, hence the need to deepen democracy, make it more inclusive, and strengthen the institutions of governance, towards building a stable and prosperous society.”


He urged the stakeholders to place more emphasis on strengthening structures for credible elections, peace meditations, and good governance. He said discussions should explore the monitoring of responses to crises, and their adaptability in a rapidly evolving context due to factors such as security, climate change, and humanitarian challenges.
In his remarks, Secretary-General International IDEA, Dr Kevin Casas-Zamora,  stated its commitment to promoting Constitutional Transitions in Africa noting that it’s a pivotal opportunity for inclusive reform and democratic consolidation. 
He said, “History teaches a crucial lesson: a significant portion of the population must feel they have a stake in the political system to prevent challenges, often violent, from those feeling excluded. Constitutional transitions, particularly following unconstitutional changes of government, are critical junctures in which all stakeholders must have a vested interest. 
“Ensuring broad-based trust and ownership during these times fortifies public and stakeholder confidence in the new political order, creating safeguards against future attempts to undermine the transition,” he explained.
Zamora noted that key findings emanating from the International IDEA’s “Global State of Democracy Report” revealed that “this is a challenging time for democracy globally”. 

According to him, their data showed that this is the sixth consecutive year of democratic deterioration globally, the longest such sequence since our records started in 1975. 

The International IDEA scribe lamented that over two-thirds of the world’s population now lives in non-democratic regimes or in countries where democracy is visibly retreating. 

“Our report documents the considerable pressures faced by democratic governments everywhere: rising populism; declining trust in institutions; runaway polarization; unmet social expectations; pressing environmental challenges; and an increasingly toxic information environment,” Zamora disclosed.

In the same vein, Ambassador Muhammad Yonis, representing the Intergovernmental Authority on Development (IGAD), emphasized the perils associated with a lack of inclusivity, underlining the potential for unrest or tribal discord. He acknowledged that, in some instances, disillusionment with corrupt governments may lead some to favor a military takeover. 
However, Yonis stressed the importance of engaging with such forces through open dialogue and public involvement.
The IGAD Senior Advisor to Chief Negotiator,  also cautioned against the adoption of colonial-era constitutions, asserting that this approach may not be suitable for contemporary contexts.
Drawing from his experience in Somalia, he pointed to the structural deficiencies that had led to political instability, where presidents hung prisoners multiple times within a single term, and some leaders remained in power for extended periods, ranging from eight to twenty years.
While acknowledging that the IGAD region is not entirely immune to the potential for unconstitutional government changes, Yonis highlighted that such instances are relatively rare within the region.
Ambassador Addel-Fatau Musah, the ECOWAS Commissioner for Political Affairs, Peace, and Security, pointed out that while the African Union, ECOWAS, and other regional organizations possess documents designed to fortify democracy, they continue to grapple with challenges.
Musah highlighted the necessity of examining factors such as poverty and exclusive politics, questioning the root causes behind the surge in coups. He urged for a deeper exploration of whether poverty plays a significant role in these events, emphasizing the relevance of the digital advancements that characterize the era.
The Ambassador said, “We need to talk about poverty, exclusive politics. There must be a reason why there is an epidemic of coups. Is it poverty? We are in an era where we have to look at digital advancement.
“There is organized labor but the military is now abandoning its primary role and taking over power. In West Africa, we had 9 coups. Unsuccessful coups have been there. On the day of the inauguration, Bazoum faced a coup,” he lamented.
Musah urged for a nuanced understanding of these situations, emphasizing that the blame should not be solely placed on governance issues. While concerns about insecurity are raised, he highlighted the crucial role of the environment in these circumstances. The military, he noted, is traditionally tasked with providing security, making it pertinent for them to fulfill this duty.
In a stark portrayal of the situation, the ECOWAS  Commissioner shared alarming statistics, stating that over two million people are displaced in Burkina Faso, and more than one million children are deprived of education. He underscored that the security situation is deteriorating in Mali and Niger.
To ensure a smooth and inclusive transition, Musah implored the international community to exercise patience, recognizing the complexity of these challenges.
Also speaking, the African Union (AU) High Representative for Silencing the Guns, Amb. Mohammed ibn Chambas said the Union is in solidarity with International IDEA.
“Violation of human rights, violation of African rights, and our resources are often exploited to our disadvantage,” Chambas said.
“We must abide by the principle of non-differentness. We must push forward the agenda for conflict resolution through the African peace architecture,” he stressed, adding that “we must ensure that African standby forces work”.
On his part, Netherlands Ambassador to Nigeria, Amb Williams Wouter Plomp, said African countries are facing a rise in unconstitutional government transition without constitutional reforms.
“We want inclusion. ECOWAS and others must devise mechanisms to help entrench constitutional government.”
Also speaking, Nigeria’s Minister of Foreign Affairs, Amb. Yusuf Maitama Tuggar, who was represented by the Director of African Affairs, Amb. Salisu Umar decried what he described as an “avoidable crisis of unconstitutional change of governments in Mali, Burkina Faso, Guinea, Niger, Gabon, and others”.
“This has to be reversed. These unconstitutional changes are taking place despite things that are supposed to deter the actors. Africa is signatory to treaties and conventions but the reasons why the continent is still where it needs to be interrogated,”the minister said.
The gathering which epitomizes the spirit of collaboration and commitment to democratic values, was championed by IDEA. The annual retreat offers a platform for experts and political leaders to explore the critical themes surrounding democracy’s sustainability, making it an apt demonstration of International IDEA’s multifaceted contributions.
International IDEA, established in 1995 as an intergovernmental organization, is dedicated to promoting sustainable democracy worldwide. The organization specializes in policy-friendly research and analysis related to elections, parliaments, constitutions, digitalization, climate change, inclusion, and political representation, all aligned with the United Nations’ Sustainable Development Goals.

Hong Kong, France, Oman-bound traffickers arrested at Abuja, Lagos airports with illicit drugs

Operatives of the National Drug Law Enforcement Agency (NDLEA) have arrested two businessmen at the Nnamdi Azikiwe International Airport, Abuja with consignments of cocaine and heroin going to Hong Kong and France concealed in their bellies.

A statement on Sunday by spokesman of the anti-narcotics agency, Femi Babafemi read that while 38-year-old ThankGod Emenike was arrested at the boarding gate of the Abuja airport on Friday 20th October during the outward clearance of passengers on Air France flight 818 to Paris, another passenger, 41-year-old Agbo Chidike was taken into NDLEA custody on Saturday 21st October while attempting to board an Ethiopian Airlines flight ET 950 to Hong Kong via Addis Ababa.

He said they were both arrested and detained after their body scan revealed they ingested illicit drugs, adding that after days in custody and a number of excretions, Emenike excreted 72 wraps of heroin weighing 1.171 kilogrammes, while Chidike discharged 49 pellets of cocaine with a total weight of 998.53 grammes.

Babafemi said in his statement, Chidike claimed he is a businessman dealing in spare parts at the Alaba International market in Ojo area of Lagos, even as he added that he was to be paid N3.5 million which he intended to use to import goods from Hong Kong.

The spokesman also revealed that NDLEA operatives at the Murtala Muhammed International Airport, Lagos last Wednesday intercepted a Qatar Airways flight passenger going to Oman, Agbo Tochukwu with a consignment of 58 parcels of skunk weighing 29.1 kilogrammes while undergoing processes to board his flight at the Terminal 11 of the airport. Tochukwu, in his statement was said to have claimed he relocated to Oman on 6th May and has been working as hotel attendant there before venturing into drug trafficking.

Babafemi equally disclosed that a total of 2,197 kilogrammes of skunk were recovered in four interdiction operations in parts of Ondo state within four days. He said while 1,165.5 kilogrammes were seized in Uso, Owo local government area last Wednesday, a consignment of 691 kilogrammes were recovered from Ukugu forest in Ipele the previous day, Tuesday . He said a suspect, Ifeanyi Abuguja, 32, was arrested with 87 kilogrammes of same substance last Monday at Agula Road, Ogbese, Akure North local government area, while 253.5 kilogrammes were recovered at Ogbese market in Akure North local government area last Thursday.

In Oyo state, two suspects: Ayo Dele, 19, and Olaitan Ahmed, 23, were arrested with 160 grammes of cannabis at a drug joint at Nalende area of Ibadan metropolis on Sunday 22nd October while a follow up operation at their warehouse in the same area led to the recovery of 332 kilogrammes of the same substance.

He said operatives of the Lagos Command of the agency intercepted and recovered a vehicle loaded with 209 kilogrammes of Loud at Okun Ajah area of the state last Monday, their counterparts in Gombe last Saturday recovered an abandoned consignment of 401 blocks of cannabis sativa weighing 392 kilogrammes and 21,000 capsules of tramadol at Tumfure area of the state.

In the early hours of today Sunday (yesterday), NDLEA operatives in Edo state stormed the Utese forest in Ovia North East local government area where they evacuated a total of 2,931.3 kilogrammes of cannabis sativa from a warehouse in the forest.

The spokesman said the War Against Drug Abuse (WADA) advocacy campaign of the agency continued in equal measure in schools, markets, worship places and others across the country in the past week. He noted that some of them include: WADA town hall sensitization lecture by Zone E command in collaboration with Kano and Jigawa commands of the agency for 108 principals of secondary schools in Dutse Emirate; same lecture for students and teachers of Nkpoghoro community secondary school, Afikpo, Ebonyi state; students and teachers of Government Secondary School and Community Comprehensive School, both in Abua/Odual local government area, Rivers state as well as WADA sensitisation lecture at Durbar Grammar School, Durbar, Oyo state.

Meanwhile, while commending the officers and men of the NAIA, MMIA, Ondo, Oyo, Lagos, Edo and Gombe Commands for the arrests and seizures of the past week, Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Buba Marwa (Retd) urged them and their compatriots across all formations of the agency to maintain the offensive action tempo and strive to surpass previous records while maintaining a balance with their drug demand reduction efforts.

Ex-Militant Group Calls All Presidential Candidates to Cooperate with Tinubu to Move Nigeria Ahead

Ilaje ex – militant group, the Niger Delta Coastline Vanguard (NDCV) has made an appeal to the People’s Democratic Party (PDP)‘s presidential candidate at the last general election, Alhaji Atiku Abubakar, his Labour Party (LP) counterpart, Mr. Peter Obi and the presidential candidates of other political parties to join hands with President Bola Tinubu to move the country forward politically, economically and socially in the interest of all Nigerians.

The group, in a statement on Saturday, made the appeal while congratulating President Bola Tinubu, on the affirmation of his Presidential election victory by the Supreme Court, in Abuja on Thursday.

The leader of ex-militants Akogun Job Omotuwa described the triumph of the President at the apex court as “the ultimate judicial stamp on the landslide victory of the All Progressives Congress (APC) flag bearer at the 2023 presidential poll held on February 25, 2023.”

He described the decision of the Supreme Court validating President Tinubu’s win as victory for democracy, the rule of law and a landmark judgement in the nation’s electoral jurisprudence that has become a reference point for generations to come.”
Omotuwa, also described the latest judicial victory of President Tinubu as the confirmation of the electoral wishes of the majority of Nigerians who massively voted the APC as the party of their choice.

Omotunwa said the affirmation of Tinubu’s victory by both the Presidential Election Petition Court and the Supreme Court has laid to rest all doubts and controversies raised by the opposition about the presidential election.

The ex-militant however advised the People’s Democratic Party (PDP) flag bearer, Alhaji Atiku Abubakar, his Labour Party (LP) counterpart, Mr. Peter Obi and
the presidential candidates of other political parties to join hands with President Tinubu to move the country forward politically, economically and socially in the interest of Nigerians.

He also advised the candidates and parties whose petitions and appeals were not successful at the courts to accept the hand of fellowship earlier extended to them by President Tinubu since there must be an end to litigation after the electorate had spoken with their votes.

Omotuwa enjoined Nigerians irrespective of their political, ethnic and religious leanings to support President Tinubu’s vision to positively turn aro und the fortunes of Nigeria through his Renewed Hope agenda now that his election has been confirmed as legitimate by the apex court.

He said: @This is victory for democracy and rule of law. On behalf of the ex – militants, I congratulate the President Bola Ahmed Tinubu, the leadership of the party, APC and Nigerians as a whole on this victory. Let’s all join hands with the President in it’s determined efforts to take our country to a new level of development and prosperity.”

Omotunwa equally urged President Tinubu to allow Ilaje ex – militants to handle the contracts of surveillance and monitoring to cover Ondo, Ogun and Lagos states littoral corridors.

He claimed that the NDCV has the capability, capacity, the required intelligence and human resources to work with federal government security agencies in the surveillance systems, stressing that illegal oil bunkering, vandalism and sabotage would be a thing of the past.

Ebonyi State Govt has political will, commitment to make Spotlight Initiative 2.0 successful 

As the EU-UN Spotlight Initiative to End Violence Against Women and Girls closed out and was handed over to Ebonyi State Government, the State Governor, H.E. Francis Nwifuru, has reassured partners and other stakeholders, of his government’s political will and commitment to ensure the success of the second phase of the Spotlight project.

Represented by the Speaker of the Ebonyi State House of Assembly, Rt. Hon. Moses Odunwa at the event held on 26 October 2023, the Governor informed that “the state is well prepared to take up the second phase of the SI project. The state government is well equipped to support the relevant Ministries, Departments and Agncies, and other partners to make the second phase a success.”

Nwifuru reassured all stakeholders and the people of Ebonyi that the signing of the Violence Against Persons (Prohibition) Act, was not a joke, emphasizing that the law would be implemented and enforced. “The state government is committed to the full actualization of the VAPP Act. If there is any gap in the implementation of the VAPP law, the state government stand ready to address such gaps.” He pointed out, and later declared the project closed and committed to continuing its second phase.

The joint EU-UN Spotlight Initiative, aimed at eliminating violence against women and girls and harmful practices was launched in 2019, with implementation focusing on five states: Adamawa, Cross-River, Ebonyi, Lagos, and Sokoto, plus the Federal Capital Territory (FCT).  
UNESCO representative at the event, Ms Regine Priso, urged the Ebonyi State Government to take active steps to sustain the gains of the first phase of the Spotlight project. “The state performed well, the next phase can only be better considering the enabling environment provided by the Governor and the First Lady of the state.

She highlighted some of the achievements of the Spotlight project in Ebonyi State: Establishment of the National Gender-Based Violence Data Situation Room and Dashboard; One-stop Centre; Safe spaces; and the Second Chance Education programme which reached 25,000 girls and young women, including boys and men in the state; among many others.

National Spotlight Coordinator Ms Anu John, noted that the Spotlight Initiative project had led to notable progress towards gender equality in Nigeria. “In 2020, the country saw a significant reduction in gender-based violence (GBV) cases, as well as an increase in reporting of such cases.” She said.

According Ms John, this progress is reflected in the Global Gender Gap reports, with Nigeria rising to 128 out of 153 countries in 2020. “Furthermore, Nigeria has climbed 16 places in the 2022 global gender gap index, reaching the 123rd position out of 146 countries. This represents a substantial improvement from its ranking of 139th out of 156 countries in 2021.” She added.

The hand-over ceremony featured screening of a TV Documentary on the achievements and impacts of Spotlight Initiative in Ebonyi State, and beneficiaries testimonials, while the State Cultural troupe also presented a stage performance on ending GBV.

British High Commissioner, Sultan of Sokoto Discuss Prospect of Mediation in Niger Republic Impasse

The British High Commissioner to Nigeria, Dr. Richard Montgomery and the Sultan of Sokoto, His Eminence Muhammadu Sa’adu Abubakar III have had discussion on the prospects for a mediated resolution of the Niger Republic impasse.

The High Commissioner, who visited Sokoto State on 25 and 26 October, had
during his discussions with the Sultan, acknowledged His Eminence’s role in promoting peace between people of different faiths in Nigeria, including through his positions as President-General of the Nigerian Supreme Council for Islamic Affairs (NSCIA) and Co-Chair of the Nigeria Inter-Religious Council (NIREC). They also discussed the situation in Niger Republic and the prospects for a mediated resolution.

A statement on Friday by the Senior Communications & Public Diplomacy Officer, Foreign Commonwealth and Development Office, the British High Commission, Atinuke Akande-Alegbe revealed that other engagements during the High Commissioner’s visit included a thought-provoking meeting with representatives of civil society organisations, traditional leaders and academics who shared their insights on social, religious, economic and security issues.

Akande-Alegbe said to understand more about the state’s history the High Commissioner visited the Waziri Junaidu History and Culture Bureau, during which he described their archives of correspondence and official documents from Shehu Usman Dan Fodio’s time as a “treasure trove for historians”.

She noted that ahead of Remembrance Day, the High Commissioner paid his respects at the graves of 12 soldiers, British and Nigerian, who fell in the Second World War.

At the end of the visit, the British High Commissioner, Dr. Richard Montgomery, said: “It was an honour to be received by His Eminence the Sultan in Sokoto. We reflected on the deep and historical ties between the UK and Sokoto, including the links between the Sultanate and the British Royal Family. We had an insightful discussion on traditional leadership and social progress; inter-faith dialogue; national peace initiatives; and regional mediation. My visit was also an opportunity to deepen my understanding of the state’s contribution to the history of Nigeria, including by seeing the remarkable archives of the Sokoto Caliphate at the Waziri Junaidu History and Culture Bureau; a real treasure trove for historians. I had an engaging discussion with representatives of civil society, academia and traditional leaders, who shared their insights on issues including gender equality, insecurity and the economy. Ahead of Remembrance Day, it was important to pay my respects at the graves of 12 soldiers, British and Nigerian, who gave their lives in the Second World War.”

We have Successfully Repaired 6,000 VVF in Jigawa- MSF

Médecins Sans Frontières (MSF) has carried out 90,000 deliveries, and 6,000 successful Vesico Vaginal Fistula (VVF) repairs in Jigawa State towards reducing maternal morbidity and mortality in the state.

Medical Operations Senior Manager of MSF, Dr Marie-Hortense Koudika, at a press conference in Abuja after a workshop in collaboration with the Jigawa state government.

MSF, which is also known as Doctors Without Borders, is an international non-governmental organisation that provides humanitarian medical care.

Koudika said the organisation also carried out 18,000 C-sections, 143,000 hospitalizations and 19,000 newborn admissions at the Jahun General Hospital in Jigawa State in collaboration with the Jigawa State government in the last 15 years.

Head of mission MSF, Abdel Kader Issaly, said only half of pregnant women in Jigawa State attend antenatal with most of them delivering at home thereby making them susceptible to complications.

The Commissioner of Health Jigawa State, Dr Muhammed Adbullahi Kainuwa said the Jigawa State government was working towards scaling up maternal health services across all facilities in the 27 local government areas of the state.

He said as a result of MSF intervention, patients come from neighbouring states like Kano, Katsina and even Niger Republic to access maternal care services.

MSF started its fistula repair project at the Jahub General Hospital in 2008, according to a statement, which added that: “However, over the years, the project evolved to provide comprehensive emergency maternal obstetrics and neonatal care (CEmONC) and support to the ministry of health in the hospital. MSF is also intervening by supporting basic emergency maternal obstetrics and neonatal care (BEmONCs) in four primary health facilities in Jahun, Aujara, Miga and Taura.

“From January to June, MSF team provides 19,894 women with ante-natal care, recorded 143 vesico-vaginal fistula (VVF) patient admissions and conducted 162 VVF surgeries.”

The international medical aid group, Medecins Sans Frontières (MSF), hosted a three-day workshop between Monday, October 23 and Wednesday October 25 in Nigeria’s federal capital territory, Abuja, on ‘Reducing Maternal Morbidity and Mortality in Jigawa State, Northwest Nigeria.’

The event brought together major stakeholders to dissect the impact the 15-year Jahun project has had in Jigawa state, and to draw a roadmap on the way forward.

Over 60 representatives from MSF, the Jigawa state, and federal government officials, as well as members of other humanitarian organisations, were in attendance to brainstorm ways to expand access to healthcare and improve maternal and neonatal outcomes in the state.

During one of the sessions, Dr Muhammad Abdullahi Kainuwa, the Jigawa state Commissioner of Health, highlighted how limited resources had put a great strain on the quality of healthcare, stating that a health budget of upto ₦75 million allocated in the state per month still isn’t enough to cover the needs of the state.

Kainuwa said that: “We have to look at how the funds are being used in line with policies and frameworks put in place to prevent wastage and to ensure it is spent accordingly. The money is to be used judiciously and appropriately,” he said.
He also mentioned limited human resources, in terms of qualified medical personnel on the ground in rural areas.

“The burden of diseases is mostly in the rural areas. 70 per cent of Jigawa state are living in rural areas. More needs to be done, such as sending more medical staff to rural areas with improvement of welfare, pay and living situations. We need to find how to retain qualified medical staff to remain in the rural areas.”

NHRC Commends FG on Rights of Older Persons

The National Human Rights Commission (NHRC) has commended the Federal Government for ratifying the Protocol to the African Charter on Human and Peoples’ Rights of Older Persons.

The Executive Secretary of the Commission, Dr. Tony Ojukwu handed down this commendation in Abuja, saying the ratification of this important Protocol underscores the Federal Government’s unwavering commitment to the protection and promotion of human rights, specifically those of older persons, in the country.

Ojukwu further highlighted that the ratification of the Protocol reaffirms the country’s pledge to upholding the dignity, security, participation, independence, autonomy, and long-term care of older persons. He said It is a testament to the government’s dedication to providing older citizens with equal opportunities and equity across generations.

According to him, “with this formal ratification, Nigeria has positioned itself as a member-state in the African region committed to safeguarding these rights through a binding regional legal instrument”. This action he said is a testament to Nigeria’s determination to ensure older persons are guaranteed their fundamental rights and well-being.

He said the Commission is pleased to see Nigeria’s continued commitment to human rights on the African continent and beyond.

He recounted that in its role as a member of the Global Allaince of National Human Rights Institutions ( GANHRI) Working Group on Ageing, Nigeria has actively supported the Open Ended Working Group on Aging mandate to develop the best possible document for an internationally binding instrument on the rights of older persons. This reflects Nigeria’s proactive engagement with global human rights issues he stressed.

Speaking further, Ojukwu said Nigeria’s ratification of this protocol not only provides tangible support for a regional instrument but also underscores the region’s desire to support a United Nations Convention that would be developed on the protection of rights of older persons.

“We firmly believe that this ratification will lead to improved protection and promotion of the rights of older persons in our country as the NHRC remains steadfast in its commitment to working with relevant Stakeholders to ensure the realization of human rights for all citizens” he added.

NIGERIA: LONGER WALK TO FREEDOM (1)

To be born a citizen of Nigeria is not anybody’s making and therefore should not be a disadvantage. After all, most of us alive today were never part of the bargain for nationhood and therefore, weren’t allowed to decide otherwise. And this is deep.

But that we are here together, gives us the right and privilege to air our view by contributing to the conversation on our collective destiny as a nation today, drawing lessons from our chequered history while interrogating stark but palpable realities dispassionately.

Understanding a functional society is a herculean task. How much more of a dysfunctional society, especially the heterogeneous type, where everything and anything is primarily viewed and understood from the ethnic prism coupled with a rent-seeking disposition?

This is why I will not lay claim to any form of superior intellection or clairvoyance of understanding in analyzing the bugs that are biting us silly as a people.

As a stern observer of the Nigerian socio-economic and political space and history, I have concluded that Nigeria’s biggest challenge is squarely that of leadership. And this, more often than not, has consciously and unconsciously formed a clandestine mental framework for my analyses all the time.

We are the way we are because of the way our leaders are. Our problems are a reflection of the thoughtfulness or thoughtlessness of our leaders. We are corrupt because our leaders “taught” us so by their actions or inaction. We play ethnic politics because our founding fathers were tribal chieftains and openly gave it expression in political associations and the eventual Party formations.

Our leadership recruitment process at every level is fraught with dishonesty and irregularities because only through such a compromised disposition that the evil status quo be lubricated and maintained.

Electioneering processes have become war zones where only the fittest, not in the brain but in brawn, survive. Here, money is everything and everyone with his or her price tag, dangling on their neck.

Everything purchasable and deplorable is used to enthrone cronies into power and political godfathers and godsons’ relationships and clientele are understandably brokered. We truly have a long way to go; a longer walk to the freedom that has eluded us from the very beginning.

N78BN JBN CONTRACT: Oborevwori’s giant step in Delta

Since his emergence as Governor of Delta State, Rt. Hon. Sheriff Oborevwori has never hidden his intention to develop the twin cities of Warri and Effurun alongside other parts of the state.

During the maiden State Executive Council (EXCO) meeting under his watch, the Governor announced his intention to engage construction giant, Julius Berger Nigeria Plc, to construct three flyovers, a cloverleaf and road expansion in Warri and Effurun.

After months of vigorous planning, meetings, reviews and tough negotiations, Delta State Government, Tuesday, signed the contract worth N78 billion. The projects which are expected to be completed within 27 months, would see the State Government making a down payment of 25 percent of the total project cost which amounts to N19.5 billion.

Speaking during the signing of the agreement at the Government House, Asaba, Governor Oborevwori said the ceremony was a culmination of days and months of critical planning and deft negotiations and a major step forward in his administration’s plan to start an infrastructural revolution that would change the face of Warri and its environs.

The Governor, who said the choice of Julius Berger was informed not only by its excellent record, but also by its experience in road construction in riverine terrains, tasked the contractor to deliver the projects on schedule.

He urged the contractor to replicate what it had done in other states, adding that upon completion, the projects would not only change the face of Warri and its environs, but also ease the traffic congestion in the area and alleviate the hardship faced by the commuters.

Governor Oborevwori assured Deltans and residents of the state that the M.O.R.E agenda was on course, adding that they should expect more landmark projects across the different senatorial districts in fulfillment of his pledge to make life more meaningful for the people.

The Managing Director of Julius Berger Nigeria Plc, Dr Lars Richter, while thanking Delta State Government for giving the company the opportunity to deliver on the projects, commended Governor Oborevwori for the vision and foresight in the huge investment and for the commencement of a new era for the people of the state.

In a related development, South-South Chairman of the Peoples Democratic Party (PDP), Chief Dan Orbih, has described Governor Sheriff Oborevwori as an enviable leader showing the way for others to emulate.

Orbih, who stated this during a visit to Governor Oborevwori, also said they were in the state to formally congratulate him on his victory at the governorship poll and its subsequent affirmation at the election petitions tribunal.

He described Governor Oborevwori as a product and symbol of loyalty and commitment to the party and commended him for his outstanding accomplishments in just a few months of being in office as governor. He commended the Governor for building roads and bridges and for being an exemplary leader.

He lamented the poor state of federal roads in the region and commended Governor Oborevwori for not abandoning critical federal roads in the state and urged other state governments to emulate the Governor’s leadership example.

Orbih said the South South remained the stronghold of the party in the country and assured that from the steps taken so far by Oborevwori as Governor of Delta State, the people stood to gain immensely from his M.O.R.E Agenda.

Responding, Governor Oborevwori thanked the party hierarchy for their support, assuring that he would continue to do his best to provide sterling leadership for the people of the state who trusted him with their mandate. He said his administration had done quite a lot in the past few months, assuring that better days awaited Deltans in terms of infrastructural development across the state.

Earlier on Monday, Governor Oborevwori had lamented that flood and water pollution were hampering food production in Nigeria and called on the Federal Government and the United Nations (UN) to tackle the menace to ensure food sufficiency in the country.

Governor Oborevwori made the call in his remarks at the 2023 World Food Day Celebration with the theme: “Water is life, water is food, leave no one behind” held at the Cenotaph, Asaba.

Represented by his Deputy, Sir Monday Onyeme, Oborevwori said the aim of the day was to promote global awareness and action for those who suffer from hunger, and to highlight the need to ensure healthy diets for all. He said although water makes up over 50 percent of the human body and covers about 71 percent of the Earth’s surface, only 2.5 percent of water is fresh, suitable for drinking, agriculture, and for most industrial uses.

He said Delta State was blessed with an environment suitable for agriculture, fish production and its value chain but regretted that flooding and water pollution had become a recurring decimal in Delta and most other states of the country.

He expressed delight at the high demand for agricultural produce from Delta State in different parts of the world, from oil palm, maize, cassava, yam, fruits, vegetables, tomatoes, pepper, poultry and fish from both freshwater and brackish water to tapioca, spices, among other agricultural products and by-products.

In his speech earlier, the Commissioner for Agriculture and Natural Resources, Mr Perez Omoun, said that through the Delta State Accelerated Agricultural Development Scheme (AADS), the State Government was developing three sites for greenhouse farming across the three agro ecological zones at Mbiri in Ika North-East Local Government Area, LGA; Deghele in Sapele LGA, and Kpakiama in Bomadi LGA.

He remarked that over 300 Cassava Farmers had been empowered to cultivate 330 hectares of farmland across the state and the government was working assiduously to increase this figure through direct investment and partnership.

Under oil palm production, Omoun said over 1,490,000 oil palm seedlings have been raised across the three oil palm nursery sites at Ejeme-Unor, Oleh and Aragba-Okpe in the past six years to establish an additional 9,933 hectares of oil palm plantation in the state.

He said because of the suitable environment and incentives provided for aquaculture and its value chain in the state, over 5,000 youths have engaged themselves in Aquaculture in cluster fish farms managed by cooperative societies across the state.

Similarly, Governor Oborevwori has pledged his administration’s commitment to make functional healthcare systems readily available to Deltans, no matter where they reside.

Oborevwori gave the pledge on Thursday when he received on an advocacy visit, the State Coordinator of the World Health Organisation, WHO, Dr (Mrs) Faith Ireye, and her delegation at Government House, Asaba.

He commended the WHO and all other health partners for their consistent support to the growth and development of the health sector in the state and country, assuring that he would continue to support their operations to ensure health and overall well being of all Deltans.

He said his administration had sustained the free maternal and children-under-five healthcare programme in recognition of the importance 9attached to their wellbeing and survival.

Earlier, Dr. Ireye, lauded the state government for its free medical treatment for children under the age of five years and pregnant women and for providing free supplements and nutrients for under-nourished children in the state, stressing that the noble initiative should be sustained.

While acknowledging the support of the state government towards the organisation in the realisation of its core mandate, she noted that healthcare workers in the state had started the integration of primary health care service.

OMATENE URGES CHRISTIANS TO EMBRACE GOD WITH SINCERITY OF PURPOSE

The resident Pastor of Winners ‘ Chapel, Obi-Ugbe , Asaba, Pastor Godstime Omatene gave the advice in Asaba while speaking with newsmen shortly after his birthday celebration with his family and members of the church.

Pastor Omatene said that there were numerous blessings for those that served God with clean heart, adding that genuine worship centres were places where solutions could be gotten.

The clergyman stated that God has used him to impact on lives since he became a pastor, stressing that many of his members in the church had continued to witness success and breakthroughs in their lives .

Pastor Omatene, who stressed the need for men of God to enter into contract with God and seek direction from Him whenever they were called upon, hinted that by April, 2024 he would have spent 5 years as the resident Pastor of the church.

While appreciating his family and members of his church for celebrating his birthday with him , Pastor Omatene said that he was overwhelmed by the show of love for him and described Winners’ Chapel, Obi-Ugbe Asaba as a centre of solution.

In their separate remarks, some members of the church including the men’s leader of the church, Mr. Shadrach Oghenemario Avele , Mr. Kayode Ajayi , who is also of the leaders in the church and the Personal Assistant (PA) to the resident Pastor, Mr. Ogwu Jeremiah described the Omatene as a great servant of God with so much anointing to transform peoples ‘ lives .

They said that God had been using Pastor Omatene to touch lives and congratulated him on his birthday just as they wished him more grace and good health.

Avele and Ajayi , however, pledged their continued support for the pastor for the overall benefits and growth of the church.

FG Seeks Private Sector Support On Poverty Alleviation, Economic Devt

The Lift Above Poverty Organization (LAPO) has reiterated the position of the Federal Ministry of Budget and National Economic Planning that the private sector is critical to driving the economic growth and overall development of Nigeria.

The organization declared that the Minister of Budget and National Economic Planning, Senator Abubakar Atiku Bagudu was quoted out of context by a section of the media at the just concluded 30th Annual LAPO Development Forum, adding that the Minister stressed the need for sustained partnership with the private sector to drive the development agenda in the face of dwindling government revenue.

In a statement by the Head of Programme and Corporate Communications, Dr James-Wisdom Abhulimen, LAPO said the Honourable Minister emphasized the need for non-state actors to complement government efforts in promoting national and economic development as government cannot bear the burden alone.

Represented by the Director of International (Bilateral Economic) Cooperation, Dr. Sampson Ebimaro, Dr Bagudu stated: “Essentially, NGOs exist to cover the space not covered by the government by seeking propositions on issues such as health care, environment, economy, public policy, empowerment and support to vulnerable citizens. The government’s policy objectives are very critical for both state and non-state actors, like the NGOs.

“The role of NGOs is to work with the government through its national development plan. The chairman has already mentioned and talked about our national development plan for 2021–2025. In doing that, the actors must be very inclusive in that it has to be non-selective and non-discriminatory, and you must stick to the overall needs of various areas of society.

“The growth rate is very slow and the population growth is fast pacing and increasing. unemployment is surging amid high inflation. These are issues which non-governmental organisations must take on board in helping government to cover the space government could not cover”, he said.

Oborevwori, Okowa not in ‘cold war’

Delta State Government, Friday, said there were no disagreements between the incumbent Governor, Rt. Hon. Sheriff Oborevwori, and his predecessor, Senator Ifeanyi Okowa.

Chief Press Secretary to the Governor, Sir Festus Ahon, in a statement in Asaba, said the purported disagreement as published by Daily Times was a figment of the imagination of the writer as no cold war exists between the two leaders.

The Governor’s spokesman said that Oborevwori and Okowa “enjoy the warmest of relationships”, describing the publication as total falsehood and a futile, unnecessary effort at undue sensationalism. He maintained that the Governor would appoint both remaining Commissioners at the appropriate time.

“We have read with great dismay, the unsavoury and sensational report on an imaginary cold war between Governor Sheriff Oborevwori and his predecessor, Senator Ifeanyi Okowa, as published by Daily Times Newspapers.

“We condemn the hatchet job and its unappetising and distasteful content as it is a clear imagination concocted by the reporter.

“The report in itself woefully fell short of journalism ethics as no attempt was made by the reporter to seek clarification on the alleged cold war between both leaders.

“While Governor Oborevwori holds his predecessor, Senator Okowa and other leaders in high esteem, reports of imaginary disagreements over appointments of two Commissioners are untrue.

“As professional journalists, the ethics of the profession demand that the newspaper should have sought the opinion of the dramatis personnae before going to the press but that was not the case.

“We, therefore, call on the said newspaper to withdraw the said publication as it is a clear misrepresentation of facts,” Ahon stated.

30th Annual LAPO Development Forum: Communiqué

A communiqué issued at the end of the 30th Annual LAPO Development Forum held on Thursday, October 19th, 2023 at the Shehu Musa Yar’Adua International Conference Centre, Abuja.

Theme: “The Role Of Non-State Actors In National Development: A Case Study Of Lift Above Poverty Organization (LAPO)”.

Preamble

The 30th edition of the Annual LAPO Development Forum was organized by the Lift Above Poverty Organisation (LAPO) on Thursday, October 19th, 2023 at the Shehu Musa Yar’Adua International Conference Centre, Abuja with the theme: “The Role Of Non-State Actors In National Development: A Case Study Of Lift Above Poverty Organization (LAPO).”

The Forum was chaired by Dr Sarah Alade, a former Acting Governor of the Central Bank of Nigeria (CBN) and Special Adviser to the President on Finance and Economy. Dr. Felix O. U. Oriakhi, an Associate Professor of International Relations at the Federal University, Otuoke, Bayelsa State, Nigeria delivered the keynote address with Dr. Godwin Ehigiamusoe, CEO, LAPO as host.

The forum drew participants from the public and private sectors including members of the civil society, government representatives and policymakers, entrepreneurs, development partners, trade groups and professional associations, members of the diplomatic corps, political and religious bodies, academic institutions, the media and other critical stakeholders joining the event online.

The occasion was declared open by the Honourable Minister of Budget and National Planning, Senator Abubakar Atiku Bagudu, represented by Dr. Sampson Ebimaro.

After a diligent deliberation of the keynote paper with far reaching contributions from delegates, the Forum came up with the following 10-point communiqué as follows:po

The participants congratulated LAPO for sustaining the Annual LAPO Development Forum since 1994, addressing human development challenges through the establishment of mutually reinforcing institutions in microfinance; health; micro-leasing; micro insurance, and the employment of 10,212 Nigerians.
  2. The forum applauded LAPO, a non-state actor for its contributions to national development and commitment to the social, health and economic empowerment of the poor and the vulnerable, with over 1.8 million people benefiting directly from its health interventions including health education and basic cancer, malaria, HIV, Hepatitis Blood sugar and blood pressure screening and referral services.
  3. The delegates commended LAPO Microfinance Bank and other financial institutions in the ecosystem for the provision of over N1.2trn as loans to female owners of micro and small businesses across the country.
  4. The forum observed that Non State Actors (NSAs) represent a socially, economically and politically stable and conscious social segment that complements and checkmates state power when necessary, noting that they exist as a vehicle for profitably harnessing the benefits of globalization in terms of skills, knowledge, networking and resources.
  5. The forum urged the ruling elites to eschew greed and avarice and wisely invest public funds under their supervision for the benefit of the masses, adding that it is possible to take Nigerians out of the poverty loop.
  6. The forum called on the Federal government of Nigeria to identify leading and well-organized NSAs such as LAPO operating in the microfinance industry and deepen relationship with them to increase the number of Nigerians who can access credit facilities to grow small and medium scale enterprises.
  7. The delegates urged government at all levels to create social safety nets and enabling environment for peace, security and stability to reign in Nigeria, to enable NSAs operate smoothly in the polity, thereby complementing government’s efforts at building a virile Nigerian polity where poverty among the citizen is reduced considerably.
  8. The forum enjoined the country’s leadership to take advantage of the opportunities provided by the African Continental Free Trade Agreement (AfCFTA) through policies and programmes to promote NSAs’ greater involvement in the economy.
  9. The delegates’ urged NSAs to improve on their operations and activities which can help Nigeria come out from the woods in the coming years, adding that like LAPO, they should complement government efforts in fighting poverty in the country and transforming the economy.
  10. The forum called on the private sector to key into the Global Compact launched by the United Nations’ Secretary General at the 1999 annual meeting of the World Economic Forum (WEP) which challenges Individual Corporations, representative businesses and associations to support the Nine Principles which relate to human rights, labour, environment and anti-corruption.

Warri: A New Beginning with Julius Berger’s Contract Signing

Warri, the once thriving oil-rich city in Delta State, has been plagued by neglect and disorganization in recent years. The departure of multinational companies left the city in a state of decay, with its young population struggling with homelessness and unemployment. However, hope is on the horizon as the new Governor of Delta State, Rt Hon.Sheriff Oborevwori, has promised to rejuvenate Warri. And he is making good on his word.

On October 18th, 2023, history was made as the Delta State Government and German construction giant, Julius Berger Nigeria Plc, signed a N78 billion contract for the construction of flyovers, cloverleaf, and road expansion projects in Effurun and Warri metropolis. This partnership marks the first time Julius Berger will be involved in the development of Warri, and it is expected to bring about a much-needed facelift for the neglected city.

The contracts include the expansion of a section of DSC/NPA Expressway, the construction of a Cloverleaf Interchange at the existing Effurun flyover, and the addition of pedestrian bridges. Flyover bridges will also be built at Enerhen junction, Marine Gate, DSC roundabout, and PTI junction. The signing ceremony took place at the Government House in Asaba, with representatives from both the State Government and Julius Berger Nigeria Plc in attendance.

The Governor, Rt Hon Sheriff Oborevwori, who has witnessed the rise and fall of Warri, expressed his excitement about the signing ceremony, stating that it represents a major step forward in his administration’s plan to revolutionize the city’s infrastructure.

He commended the efforts of everyone involved in the planning and negotiation process, emphasizing the significance of engaging Julius Berger for the first time in construction projects in Delta State.

The Governor also highlighted the importance of choosing Julius Berger based on their excellent track record and experience in road construction in challenging terrains.

He urged the contractor to complete the projects within 27 months, emphasizing the positive impact they will have on easing traffic congestion and improving the lives of commuters.

Furthermore, the construction projects are expected to create employment opportunities for engineers, artisans, and others in the construction value chain.

BAYELSA GUBER POLL: GROUP ALLEGES PLOT TO RIG ELECTION THROUGH VIOLENCE IN OPU NEMBE

The Bayelsa Political Watch has alerted the Independent National Electoral Commission and security agencies of a plot to rig the next gubernatorial election in the state.

The group called on the security agencies and the Independent National Electoral Commission (INEC) to avoid any inducement and not become complicit in the odious plot designed to sabotage the election in the state.

The group also called on the security chiefs in the country to prevent further violence in Nembe Bassambiri, Nembe Local Government Area of the State.

The Coordinator of the group, Nadione Harrison also called on the State Government to collaborate with security agencies irrespective of political differences to protect lives and property on Election Day.

The group also called on the candidates in the November 11 polls to ensure that innocent Bayelsa citizens are not murdered because of the desperation for political power.

Nadione noted that emphasis must be placed on the sanctity of the lives and property of Bayelsans at all time including the day of the governorship poll.

He stated that the group finds it pertinent to raise the alarm in view of the increasing possibility of repeated violence in Nembe Bassabiri as shown by the political violence and killings in the area on August 12.

He recalled that over 22 people were killed during the pre Election Day violence in the same Opu Nembe (Bassambiri) in 2019.

Nadione said that more worrisome was the fact that those who carried out the violence that led to the mindless killings and incapacitation of innocent Bayelans have not been brought to book.

He urged those who desire to win elections to appeal to voters through intensified political campaigns and not through the deployment of arms and ammunition and the slaughter of innocent people as orchestrated in Opu Nembe.

He said that every reasonable parent would be concerned about deployment of innocent Corpers to areas with records of violence without reassurance from the security agencies and INEC.

The group commended the decision of the State Government to halt further aggravation of the political violence in the area by banning the activities of the Council of Chiefs and Youths’ Council in Opu-Nembe on September 2.

The group said that the decision which was taken to restore public peace and order in Opu-Nembe indicated clearly that the government placed emphasis on the protection of lives and properties.

“As the governorship election in Bayelsa draws closer, we find it necessary to call on the security agencies and the Indepedent national election commission to focus special attention on violence prone areas in the state.

“The recent politically related killings in Opu Nembe on August 12, a few months to the election makes it necessary for the appropriate agencies to take proactive measures to prevent further loss of lives.

“This state cannot forget in a hurry the mindless slaughter of 22 persons in the last gubernatorial election in the state. We are of the view that such heinous crimes committed under the cover of politics can be prevented.

“We commend the state Governor, Senator Douye Diri, for the proactive step of of banning activities of Council of Chiefs and Youths’ Counci in the volatile area.

“It is important to note that no parent would readily allow his ward to be deployed as corp members to carry out election duties in areas where desperate politicians can cut short their lives.”

Hospital Bombardment: Envoy Calls for Inquiry into Israeli’s Attacks on Palestine… Claims Over 3,000 Persons, Mostly Children, Women Killed Since Retaliatory Attacks

The Palestinian Ambassador to Nigeria, Abdullah Shawesh has called for the setting up of an inquiry into ongoing attack by Israel on Palestine on the claim of searching for members of Hamas group.

Israel while claiming that she is not in war with Palestine, had claim that the ongoing attack is aimed at fishing out members of Hamas that recently invaded her territory killing men and taking several others hostage.

As a fallout of the Israeli siege, a Baptist Hospital was hit by a rocket with over 500 Palestinian taking refuge killed.

The Palestinian Envoy while seeking a global condemnation of the Israeli siege on Palestine especially the killing at the hospital on Tuesday, said a body of inquiry on the said bomb which killed mostly women and children that took refuge in the hospital should be immediately be set up.

Shawesh, who spoke in Abuja on Wednesday, said the excesses of Israel cannot continuously be overlooked

He said no fewer than 3,000 people have died in Gaza since Israeli bombardment on Gaza following the surprise attack on Israel by the Hamas, the arm wing of the Palestinian country.

He expressed his country’s willingness to return to the round table on the land dispute with Israel so as to reach an amicable resolution.

He also defended the Hamas, saying it is a natural law for someone to resist occupation of one’s land.

The envoy also noted that his country was not surprise that United States is supporting Israel, lamenting that US had used their veto power on the Security Council 80 times, with more than half of it against the Palestinian people.

He argued that it was obvious that the attack on the hospital was from the Israeli force, noting that the denial was a second thought.

He said “it is very important for us to wait and to at least acknowledge that there was a bombardment from the Israeli occupation themselves,” adding that: “Let us create an international inquiry Commission to be established by the United Nations, Human Right Council and African Union to determine where the bombardment came from”.

He said that all the evidence on ground pointed to Israel, noting that Israel is in control of the airspace and are monitoring all the movements of the people in Gaza .

He therefore maintained that “International law must be respected, especially international humanitarian law and human rights law. “There should be no exception or impunity for Israel, and it should not be above the law.

“It is time for the international community to stand firm and united in support of the international law.”

He said: “For everyone around the world, raise your voice loudly at this historical juncture. If not you, then who? If not now, when?”

CSJ Describes Purchase of SUV to Lawmakers in this Time as Insensitive

Centre for Social Justice (CSJ) has described as insensitive the purchase of Toyota SUVs worth about N130 million each as official vehicles to members of House of Representatives against the background of Nigeria’s perilous fiscal position, insisting that from all indications money was borrowed to buy the exotic cars for the lawmakers

A statement jointly signed by the NGO Good Governance Manager, Victor Emejuiwe, and Public Finance Management, Sundayson Chidi said the organisation noted “with regret the confirmation by the House of Representatives, that it is taking delivery of Toyota SUVs worth about N130 million each as official vehicles.

“According to the Chairman, House Committee on Media, Akin Rotimi, the vehicles allocated to the Honourable Members was in accordance with extant procurement law and this has been the practice in previous Assemblies.

“He justified the purchase of the vehicle stating that this is not peculiar to the legislature as unelected government officials in the executive, precisely from the level of Director and above have official vehicles attached to their offices.”

The statement said: “Furthermore, the committee chairman asserted that the vehicles which will be allocated to the offices of the honourable members are utility operational vehicles tied to their oversight functions in the discharge of their duties in standing committees; they are not personal vehicles gifted to honourable members.”

The statement added that: “CSJ and indeed all right-thinking Nigerians are extremely troubled about this development against the background of Nigeria’s perilous fiscal position. The 2022 year-to-end budget implementation report confirmed that 96 percent of Nigeria’s revenue was used for debt service, thus implying that only 4 percent was available for personnel, overheads and capital expenditures and this trajectory has worsened in 2023.

“The implication of this is that Nigeria is borrowing to buy these vehicles at a time we are unable to meet foreign exchange obligations to service providers like airline operators and manufacturers who can no longer secure foreign exchange for the purchase of raw materials.”

The CSJ said “Nigerians expected reduction in cost of governance but instead the Honourable Members in an insensitive manner increased the burden on the people. Even if the legislators have to drive SUVs, they could as well have bought same from local manufacturers.

“By their action, the Representatives have not only exported jobs, denied government of personal income tax and corporate income tax of the workers and companies respectively; they have put further pressure on the exchange rate of the Naira which is currently trading at its lowest ebb since independence. By their actions, they have contributed in no small measure to the economic adversity of Nigeria.

“The legislators have failed to realize that it is part of their duty to stop public office holders from abusing public resources, rather they have chosen to justify their SUVs acquisition on the grounds that other officials are acquiring SUVs. If legislators cannot improve the living conditions of Nigerians, they have no right and it is not part of their duty to worsen the living standards of the majority who stayed under the sun and rain to cast their votes for them.”

“In the light of the foregoing, we are demanding that these vehicles be returned to wherever they were bought from and the treasury reimbursed,” the CSJ asked.

Drop Inordinate Ambition, Support Tantita to Secure Pipeline in Niger Delta- IYN

The Ijaw Youths Network has called on stakeholders in the Niger Delta to support Tantita Security Services in the crucial task of reducing the harrowing theft of the nation’s crude oil resources, instead of promoting individual inordinate ambitious to upstage the company which would do the people of the region no good.

The IYN urged all sons and daughters of the oil rich Niger Delta who indicated interest in the execution of the pipeline protection contract to show the requisite spirit of sportsmanship by providing the necessary support to Tantita.

The youth organization with branches across the Ijaw nation noted that the Niger Delta and indeed Nigeria would have more to gain than any recourse to strife, protest, sabotage and any untoward action.

The IYN Coordinator, Frank Ebikabo and Secretary, Federal Ebiaridor, noted that the award and renewal of the contract went through a competitive bidding process in strict adherence to the laws of the land.

They noted further that the award of a critical contract for the protection of pipelines which is central to the nation’s economy cannot be subject of sentiments.

The duo recalled that Tantita which convincingly executed the first phase of the security contract was able to engage 17,500 youths in the Niger Delta in the fight against oil thieves.

The IYN said that it is seriously inclined to believe that Tantita Security Services Limited will not deviate from its record of engaging the youths of the Niger Delta in the patriotic duty to rid the nation of oil thieves in this second phase.

The IYN leadership also called on the leadership of Tantita to extend the hand of fellowship once again to all stakeholders including those who opposed the company’s bid for the renewed contract.

Ebikabo and Ebiaridor, also urged the company to ensure effective justification of the huge confidence reposed in it by the President and the leadership of the NNPC by increasing crude oil production in the country….

Exporters seek reinstatement of sacked NEPC Executive Director

Exporters have called on the Federal Government to reinstate the Executive Director Nigerian Export Promotion Council (NEPC), Dr. Ezra Yakusak as a reward for his tireless work towards putting Nigerian exporters on world map.

Some exporters while speaking to journalists in Abuja on Tuesday, expressed disappoinment in the recent appointment by the Federal Government.

Among those who spoke to the press is an exporter, Chief Executive Officer, Rosemary Akwashiki Limited, Mrs. Rosemary Akwashiki who said the Nigerian Export Promotion Council through the ED Ezra Yakusak has brought Nigerian products on world map, said his removal is completely untimely.

According to her, Yakusak was not just a Chief Executive, “he held us by the hand, worked with the women in export on the right steps to take to export our products. We are appealing to the government to please look at the plight of Nigerian exporters and return the ED considering the fact that his tenure is not close to finishing. I believe good work speaks and Dr. Yakusak has done well in export”.

The Chief Executive Officer of Lelooks bags, Chief Mrs. Chinwe Ezenwa said she is not comfortable with the appointment even though the government reserve the right to do what they feel is best, but with this removal of the Executive Director NEPC, I must express my disappointment.

She said: “This kind of appointment does not give room for stability in government, it does not even give room for stakeholders to understand what is happening. Dr. Ezra is really doing well why remove him, he has not even spent two years, yet has done much and achieved much for the Government. Just when he is settling down, please the government should reconsider and bring him back.

For Kokomiere another exporter lamented that this is where the Government gets it wrong, when Government is making policies especially on delicate sectors like export, exporters should be carried along. Dr. Ezra should be returned please , he has done so much and is doing more. When the Head of any parastatal is working they should be allowed continuity.

Dr Ezra Yakusak took over as Executive Director CEO NEPC on 27th November, , 2021 and in two years has achieved what the Council has not achieved since it was created in 1977.

The non export sector had the highest revenue turnover in the two year Dr. Yakusak took over. The
Non-oil export rose to $4.8billion in less than two years, the Council had its first and 2nd National Conference on Non-oil Export which had never been done before. There was the first ever Exporters Award, Certification of 354 SMEs. First National Summit on Non-oil Export all these took place in less than two years.

The Council had established Export Trade House in different countries of the world, this is an initiative by Dr Ezra and his team to have a central location where Made-in Nigeria products can be shipped, displayed and distributed to different parts of the world. The export trade houses are in China, Togo, Cairo and Egypt with the intent to set up Export Trade House in Dubai soon.

Because of these achievements, he was given a commendation letter by the former Minister of Industry Trade and Investment, Richard Adeniyi Adebayo.

He was also given a National Productivity Order of Merit Award by President. Mohammadu Buhari. He is the first Executive Director and only staff of the NEPC to be so honoured. The award was instituted by the Federal Government of Nigeria to recognize and honor productive individuals and organizations in Nigeria in the year of the award for achievements made in the preceding years.

Nigeria to Benefit from US$500 million Development Plan

Nigeria is one of the country to benefit from a Memorandum of Understanding (MoU) signed for the co-financing of up to US$500 million of debt transactions to facilitate long-term sustainable development across developing economies and low-income countries in Africa, Asia, and the Caribbean.

The MoU was signed between British International Investment (BII), the UK’s Development Finance Institution (DFI) and impact investor with Amsterdam-based ILX Management (ILX), an SDG and Climate-Focused Emerging Market Private Debt Fund.

According to a statement jointly signed by Clare Murray of British International Investment and Simone Boes of ILX Management, BII and ILX will invest across a broad range of sectors including renewable energy, infrastructure, financial services, manufacturing and agribusiness to increase the flow of capital into impactful businesses and projects.

The statement added that this new partnership will enable both parties to leverage each other’s expertise and provide additional financial firepower across Africa, Asia and the Caribbean. ILX and BII will share information on prospective projects, emerging technologies, and financial innovation. They will also establish a roadmap to mobilise private sector capital, specifically focusing on providing institutional investors with greater access to high-impact private debt investment opportunities in scalable businesses driving productive, sustainable and inclusive growth.

CEO, BII, Nick O’Donohoe said: “This partnership has been driven by our shared view of the need to invest to meet the SDGs. It furthers our ambition to create new job opportunities in developing economies and will provide private credit to help bridge the finance gap faced by many businesses. This asset class remains nascent, comprising of just 3 per cent of private credit globally, and is the natural next step for allocators of global private credit.”

A: I was elected as president almost a year ago. The Convention that brought the current executive led by my humble self was held on 29th October, 2022. In that election, there was a tie in the office of the General Secretary and the President. Consequently, in line with our Constitution, the Board of Trustees of our Prestigious Association led by an erudite scholar in the person of Prof. A. D. Badaiki (SAN), midwifed a rerun election for the office of the General Secretary and that of the President on the 17th of December, 2022, where I emerged as the Worldwide President.

Q: It therefore means your administration is ten months old?
A. I say my administration as the Worldwide President is about a year. This is because, by our Constitution, our annual calendar is November 1st to October 31st. As I speak, we are already preparing for our 2023 convention, which has been slated for 20th and 21st of October 2023 in the main campus of Ambrose Alli University, Ekpoma, Edo State, Nigeria as enshrined in our constitution.

Q: Can you highlight some of your achievements in the last one year?

A: A lot has been achieved during this period. First, we have been able to establish a very robust relationship with all the relevant stakeholders in the University including the Edo State Governor, His Excellency, Governor Godwin Obaseki, the Special Intervention Team, and the University Management with a view to establishing best practices in the governance of the university as well as making the products of the University highly marketable. We have been very concerned about the crisis that had bedeviled the University on account of the School fees adjustments during this period and our intervention has helped in no small measure in restoring peace and order in the University through positive engagements with all the stakeholders, particularly the students.
Secondly, on my assumption of office, the executive committee of the Global body of the Association saw the need to review the constitution to effectively accommodate diaspora Branches in the affairs of the Association, particularly, to allow their participation in future elections as well as to bridge some other observed lacuna in our Constitution. We immediately set up a committee to look at the various areas. Their reports are ready and will be ratified during the convention slated for October 2023.
Within this short period, we established two new branches; Sapele Main Branch and Ikeja Branch. Akoko Edo and Bayesa Branches will be created in the shortest possible time.
By the grace of God, I am determined to establish an unbeatable legacy during my tenure as the Worldwide President of Ambrose Alli University Alumni Association.

Q: You said your 2023 National Convention is slated for the 20 and 21st October, 2023. What are the programs for the convention?
A: The convention is also regarded as homecoming. All registered branches of the Association both at home and in diaspora are expected to be part of the Convention. There will be a tour of the university to see the state of the current facilities in the University. Also, there will be a pre-convention National Executive Council (NEC) meeting in the evening of day one for the NEC to review some policies and matters that would be referred to the convention for consideration and approval since the convention is the highest approving authority of the Association.
Day two will witness the convention lecture, secretariat report, and the annual financial report. During the Convention, I shall seize the opportunity to donate some Law books to the University for the Faculty of Law Library. Also, the Ambrose Alli University Litrary and Debate Society will be doing a round of the British Parliamentary Style of Debate in the course of the convention, and the climax will be the Presidential Dinner night.

Q: What is your message to Alumni members?
A: Well, my message to our Alumni members is to be good ambassadors of the university at all times in all their endeavours. They must help in the crusade to positively launder the image of our University. Secondly, I call on all well-meaning Alumni of our university to come to the aid of our great school through donations, support for the ongoing infrastructural project embarked upon by my predeccessor which I intend to complete as soon as possible, mentorship for our students as well as endowment of Professorial chairs in the University. I therefore seize this opportunity to call on all well-meaning Alumni and Alumnae of the university to support my leadership as well as the University.

Q: What message do you have for the students of the University?

A: Yes, I forgot to inform you that as part of my administration achievement, we have started a mentorship program aimed at providing mentorship for students of the University. Like I said during the last orientation program organized for the newly admitted students of the University, I implored them to be good ambassadors of the university at all times. I urge them to shun cultism and other vices that will hinder their academic pursuit. Thank you very much.

NHRC Seeks AGF’s Support to Booster Human Rights Work

The Executive Secretary, National Human Rights Commission (NHRC), Dr. Tony Ojukwu has sought the support of the federal government to strengthen the Commission’s efforts in the promotion, protection and enforcement of human rights in the country.

He made this request when he led the Commission’s management team on a courtesy visit to the Attorney General of the Federation and Minister of Justice, Mr. Lateef Fagbemi at his office in Abuja on Wednesday.

During the visit, Ojukwu provided a comprehensive overview of the NHRC’s history, mandate, functions, powers, organisational structure, and management since its inception. He discussed the Commission’s growth, the challenges it has faced, and its struggle for independence in recent years.

He emphasized the Commission’s role in holding government accountable for policies and laws that promote human rights while mitigating human rights violations in the country. He highlighted several key issues in the Commission to include: governing council appointments,
financial constraints, staffing challenges,
budgetary allocations.

He however highlighted some significant achievements, including the thorough investigation and resolution of 1,640,018 complaints, with notable compensations of N350 million to the families of eight victims of the Apo killings (Okada riders) by the Department of State Services in 2013 and 450 million naira in compensation paid to victims of the ENDSARS protests by the Commission.

Responding to these concerns, the Attorney General of Federation assured that the present administration has prioritized the National Human Rights Commission as an institution that could ensure peace, stability and the respect for and human rights in the country.

The Minister acknowledged the financial hardships confronting the Commission, urging for patience while the government addresses their needs, particularly with respect to acquiring vehicles.

He expressed his satisfaction with the Commission’s independence and its commendable commitment to non-interference from the government and other bodies.

IJAW ETHNIC NATIONALITY FLAYS NON-INCLUSION IN TINUBU-LED GOVT *** We Demand Equity, Justice In Federal Appointments – INC

The Ijaw National Congress (INC) has expressed disappointment over the continued neglect of indigenes of the IJAW ethnic nationality in the President Bola Ahmed Tinubu-led administration. 

The INC decried the supposedly appointment of a non- Ijaw as the Managing Director of the Nigerian Ports Authority. 

A statement signed by the President of IJAW NATIONAL CONGRESS (INC), Prof. Benjamin O. Okaba, asserted that “The Ijaw nation has the dominant population in five coastal states of Nigeria and contribute disproportionately to the revenue of the country.”

The statement further reads: “We are constrained by the exigencies of the recent federal political developments, especially in terms of appointments, which are skewed in favour of one ethnic nationality to make the following assertions:”

He exclaimed that the Ijaw have been left out of the present government of Asiwaju Bola Ahmed Tinubu and have no representation in the entire executive branch of the Federal Government of Nigeria, except for only one federal Ministerial position. 

“We assert that this is not acceptable to the Ijaw people who are major contributors to the Nigerian economy. The Ijaw nation has the dominant population in five coastal states of Nigeria and contribute disproportionately to the revenue of the country.

“That we the Ijaw live in and occupy no less than 65% of Nigeria’s coastal lands but have no representation in government ministries charged with the development of our region and homeland economy. 

“These ministries include but not limited to the Ministries of Marine and Blue Economy and its parastatals, Transportation and its agencies, etc. 

“The Ijaw people have been precluded from participating in matters of the development of their own territory even when the resources of these territories contribute immeasurably to the revenue sustaining the entire nation.”

The aggrieved INC vowed not to accept the current practice of exploitation and  under-representation being served the people of Ijaw ethnic nationality.

The INC therefore, demands inclusion in the Federal Government, particularly the executive branch, and insist that Ijaw be adequately represented in policy formulation, planning and implementation of development projects and programmes in Nigeria’s marine economy and associated ministries, parastatals and agencies. 

“We demand without equivocation that an Ijaw person be appointed Managing Director of the Nigerian Ports Authority. This is because no Ijaw person has occupied that office since the establishment of organization in 1955.

“We demand representation on every board or parastatals related to the marine economy in Nigeria. We insist that Government should not be exploiting the resources of our land, seafront and territory without representatives appointed from among our people who own the territory.

“We demand immediate actions to be taken and corrections made on the issues raised above.

“We insist that the acceptance of amnesty by our people, which has drastically reduced the multifaceted and multidimensional agitations, some of which occasionally injure the national economy, should not be seen as an instrument of subjugating and cowing the Ijaw people.

“We state unequivocally that the only way to allow sleeping dogs lie is for the Federal Government to be fair, equitable and just to the Ijaw who are the real owners of the marine economy.”

FG Laments Disinterest in Hand Washing After COVID-19 Epidemic

The federal government has lamented that many structures put in place, especially the culture of hand washing during the COVID-19 epidemic has not be sustained.

Speaking at the celebration of the Global Hand Washing Day in Abuja, the Deputy Director, Sport and Health Department, Ministry of Education, Akinba Omolewa said: “With what we experienced, one would have expected that after the COVID-19 experience that this hand washing should have continued, but we see that all the structures that were kept during the time has been dismantled.”

She disclosed that the ministry is fully committed to this programme because it has to do with the Nigeria children, noting that: “Though parents are teaching their children to wash their hands but once they get to school, the teacher in the classroom have to take the task of reinforcing the importance of students washing their hands regularly to prevent them from diseases like cholera, respiratory diseases and others”.

She said “the education ministry is trying by all means to sensitize both teachers and students. On their health grounds that they should learn how to keep the environment clean, and wash their hands regularly”.

In his remarks the Director, Pollution Control and Environmental Health Department, Ministry of Environment, Olubunmi Olusayan said: “We are dedicated to promote awareness and understanding of the importance of hand washing as an effective and affordable ways of preventing diseases and to save lives.

“In other to kick start this year event , we started with our children, true to the fact that children as we know are agent of change. Once you imbibed the principle of hand washing, we can be sure that it will spread and that is why today we are happy to bring our children from selected schools in Abuja, first of all, to assess their knowledge of the importance of washing, to assess when do they need to wash their hands in acceptable way that will lead to disease prevention”.

This year’s Global Hand washing Day is themed “Clean hands are within reach”. The campaign says, “Through strong leadership and collective efforts, we can close gaps in access and practice to achieve hand hygiene for all. Everyone has a role to play to ensure clean hands are within reach.”
