THE rise of discontent and dissatisfaction as a result of crass carelessness, clumsiness and cluelessness on the part of our leaders to finding a solution to our Security challenges is taking a deeper step towards the precipice.
Age long ethnic thoughts and ideas, hitherto jettisoned (both real and imagined, genuine or selfish) are being dusted and projected with a reckless abandon. Everyone wants to take a supposed favorable chunk of the embattled territory, of what seems to appeal to their sense of ethnic nationalism and nationhood, where peace, justice and security can be guaranteed.
There’s no denying the fact that Nigeria has become an unanswered puzzle, riddled with knotty contradictions that often helps to confuse the more, her self imposed confusion.
These tensions, coupled with forlorn hope for a possible solution in a shortest possible time has given rise to bottled anger, ethnic distrust and mutual suspicion which culminates into separatism and emancipation cry that we hear today.
The inalienable right to self determination is flagrantly being brandished on our faces at the slightest provocation by ethnocentric jingoists and ethnic ” freedom fighters”. How did we get here?
The political elites, who plays on our gullible intelligence, using religion and ethnicism as canon folders, are unperturbed as they go about their evil permutations and politicking for power in preparation for 2023.
Is there anything they know that the agitators for secession do not understand? Why are the political elites so comfortable with their business in the face of mounted ethnic determinism and discontent all over the Nigerian political space?
As someone rightly said, could these politicians know and have come to realise that Separatists agitation in Nigeria are more often than not, hollow, noisy and just like the tale told by an idiot, full of fury but no substance? If not, why would they be too sure that the enclave they so much desire to govern will still be there and intact against the morbid desires of the daredevil separatists and their collaborators?
These two sets of Nigerians have no doubt, put the rest of us in a not too admirably ambivalent position; those who wants to go their separate ways and those who wants to maintain the status quo so as to cleverly negotiate their turn for Presidency in the next elections, that is.
It is time to stop the anger and give peace a chance to a much more mutually beneficial alternative like true federalism as we were promised from the beginning. Those who promised us true federalism must be bold enough to own up to their inefficiency and make amends swiftly and quickly to stem the tide and the drift to lawlessness and anarchy.

The Bishop in a short exhortation admonished the people to sow good seeds, emphasising that the edifice will be a blessing to many people. THE Federal Government of Nigeria has been urged to constitute the Niger Delta Development Commission (NDDC) Board without further delay to fast track development and reduce hostilities caused by under development of the Niger Delta region.
High Chief Iduh Amadhe, Patron of Isoko Development Union, made the statement while speaking to news men at Oleh, Isoko South local government area of Delta State. Amadhe stated that the forensic audit is a ploy to deprive the Niger Delta region of development.
He decried the long period of eighteen months that the audit has taken, noting that the people of the region has been denied dividends of democracy and urged the federal government to complete the forensic audit within the next two weeks as most projects have been abandoned.
Amadhe further bemoaned insecurity and bad roads accross the states of the Niger Delta, emphasising that the present interim administrator system of government has delayed the resources accruable to the Niger Delta people. He urged the federal government to without delay inaugurate the new board of NDDC.
The former President General of Isoko Nation maintained that, for the past eitheen months, new projects have not been awarded and old project abandoned. He noted that the interim administrator has not done anything to improve the development of the region as only notable expenditures amounting to billions was on COVID-19 palliatives and payment of staff salaries.
He stated that such billions would have been used for priority projects in the region. Amadhe condemned the rate of kidnapping at the East-West road due to bad roads, stressing that if the new board is constituted, corruption will be reduced and projects meant for the development of the Niger Delta region enhanced.
According to Amadhe, some of the abandoned projects in Isoko and other ethnic nationalities are, Uzere – Patani road to Ijaw communities, Emevor – Orogun road to Urhobo communities, Ozoro township road and other priority projects. He urged the federal government to complete the projects without delay.
Amadhe noted that further delay in the Constitution of the NDDC board will impede the development of the region and give impression that the Minister of Niger Delta, Hon. Godswill Akpabio brought the sole administrator to manage the commission and frustrate the people of the region.
The Isoko Nation leader urged the South South governors to convey the message to the President, Mohammadu Buhari, and ensure that effective monitoring of Niger Delta projects are allotted to governors of the region, just as he decried that fund’s meant for the development of the region have become proceeds of corruption.
He noted that the idea of keeping the commission’s money in a single account is not enough, adding that further delay in the constitution of the new board may curse tension and frustration which according him can lead to militancy in the region.
Amadhe further stated that the issues surrounding the passage of the Petroleum Industrial Bill (PIB) for the past six years should be resolved, just as he appealed to the federal government and the legislature to consider the pains and suffering of the Niger Delta people and pass the PIB bill without further Delay.

–Blank NEWS Online(NIGERIA): From Mike SOGBOLO, (Edited By Albert OGRAKA):
THE Nigerian Air Force (NAF) has reacted to claims allegedly made by the Book Haram terrorists, which videos are being circulated on Social Media, and other news media reports, that he NAF Alpha Jet aircraft, which was reported missing in Borno State on 31 March 2021 after losing radar contact, was shot down by terrorists.
A PRESS RELEASE signed by the Director of Public Relations and Information, Air Commodore Edward Gabkwet and made available to Blank NEWS Online on Friday, April 2, 2021, reads:
CRASHED NAF ALPHA JET AIRCRAFT WAS NOT SHOT DOWN BY BOKO HARAM
The attention of the Nigerian Air Force (NAF) has been drawn to some videos being circulated on Social Media, as well as media reports drawn therefrom, alleging that the NAF Alpha Jet aircraft, which was reported missing in Borno State on 31 March 2021 after losing radar contact, was shot down by terrorists. One of such videos, in particular, began with sporadic shooting by several terrorists, including underaged children on motorcycles and vehicles. It later skipped abruptly to a scene depicting an aircraft exploding mid-air, supposedly as a result of enemy action. Another part of the video showed a terrorist, who, while standing by the wreckage, claimed that they had shot down the NAF aircraft.
Although the video is still being thoroughly analysed, it is evident that most parts of the video were deliberately doctored to give the false impression that the aircraft was shot down. For instance, the video clip failed to show the correlation between the sporadic shooting, which even from casual observation was obviously aimed at ground targets, and the sudden mid-air aircraft explosion. In addition, it is almost impossible for an aircraft to have exploded mid-air, in the manner depicted in the video, and still have a good part of its fuselage, including its tail, intact. Indeed, an explosive impact of that nature would have scattered the debris of the aircraft across several miles.
It is obvious that the Boko Haram Sect, in its characteristic manner of employing false propaganda, is seeking to claim credit for what was obviously an air accident that could have been caused by several other reasons; particularly at a time when the capability of the group to inflict mayhem has been significantly degraded by the Armed Forces of Nigeria.
Consequently, Nigerians are please advised to ignore the contents of the videos making the rounds until all investigations as to how the aircraft crashed are completed. The NAF, on its part, remains resolute and will continue to work assiduously, in synergy with sister Services and other security agencies, to rid the North East of all terrorist elements.
You are please requested to disseminate this information through your medium for the awareness of the general public. Thank you for your usual support and cooperation.

THE blood-thirsty, unrepentant Boko Haram terrorist group has claimed it shot down a Nigerian fighter jet that went missing earlier this week and which the air force said may have crashed, according to an unverified militant video released on Friday. The Alpha light attack jet was on a mission to support ground troops fighting the terrorists in northeastern Borno state when it lost radar contact on Wednesday, the Nigerian Air Force (NAF) said.
Nigeria’s military have been battling jihadists in the northeast of the country for more than a decade and have recently been fighting them in their stronghold in Sambisa forest in Borno state.
The video, which could not be verified by AFP, was released on a Boko Haram social media channel showing a militant standing on what the group claims is the wreckage of the jet. It shows the Nigerian flag and number NAF 475 on its fuselage.
“Nigeria air force jet fighter… was sent to Sambisa to fight the Mujahideen,” the militant said.
The air force said on Friday that the jet may have crashed. It said the cause of the crash and the whereabouts of the two crew onboard were unknown.
“Search and rescue efforts are still ongoing by NAF surveillance aircraft as well as NAF Special Forces and Nigerian Army troops on ground,” its statement said.
“At this point, the NAF is not ruling out anything regarding the incident. It however remains hopeful that the crew would soon be found and rescued.”
It did not respond immediately to a request for an update on the search.
In 2014, Boko Haram said it shot down another Nigerian air force jet and showed a video claiming to have beheaded its pilot.
Since the Islamist insurgency broke out in 2009, the conflict has killed around 36,000 people in the region and displaced some two million from their homes.
The violence has also spread to neighbouring Niger, Chad and Cameroon.

According to the Commander, Taraba state Command of the NDLEA, Suleiman Jadi, the suspect cannot speak English but French and Arabic. He claimed he was taking the illicit substances to Chad Republic before he was intercepted in Jalingo.
Jadi said Investigations have however shown that he is a major supplier of illicit drugs to Boko Haram insurgents.
He says that at the point of interdiction, the drugs, which he bought from Onitsha in Anambra state, were concealed inside new ladies’ handbags and shoes.
In a related development, operatives of the anti-drug law enforcement agency have raided drug joints in Warri Street, Kaduna, where 29.5 grammes of cocaine and heroin were recovered along with 456 grammes of rophynol tablets.

OPERATIVES of the National Drug Law Enforcement Agency, NDLEA, have intercepted illicit drugs worth over N2billion at the Murtala Mohammed International Airport, MMIA, Lagos.
The Agency also arrested three suspected traffickers.
This is just as the Chairman/CEO of NDLEA, Brig. Gen. Buba Marwa (Retd) along with directors, men and officers at the national headquarters of the Agency in Abuja have undergone a surprise drug integrity test.

He said the illicit substance with street value of over N2 billion was bound for Spain.
The Commander, MMIA Command of the NDLEA, Ahmadu Garba said: “Unarguably, the closure of borders occasioned by COVID-19 pandemic is responsible for the surge in the price of these drugs. For instance, the price of meth in Australia had increased from 200 dollars to 600 dollars per gramme due to supply cut, hence the desperation by the traffickers and barons alike.”
In a related development, the Command also intercepted one Bamidele Adeyemo at SAHCO Export Shed of the airport with 800 grammes of cannabis sativa while operatives also seized 19.95 kilogrammes of green leaves suspected to be khat, the cannabis was cleverly concealed in foodstuff bound for Dubai, UAE.

Meanwhile, Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency, NDLEA, Brig. Gen. Buba Marwa (Retd) along with directors, men and officers at the national headquarters of the Agency in Abuja on Monday undergo a surprise drug integrity test.
According to a statement on Monday by the Director, Media & Advocacy, NDLEA, Femi Babafemi, officials were taken unawares when upon resumption to duty, the gates to the headquarters office were ordered shut and everyone asked to gather in batches at the conference hall where a team of medical doctors led by the Medical Director of Synapse Services, Dr. Vincent Udenze, a consultant in addiction psychiatry, was already assembled with their equipment for urine drug test.
He said In a brief remark shortly before he took his own test, Marwa said the impromptu test was necessary to ensure that charity begins at home.
He said: “We cannot be asking others to undergo drug test without submitting ourselves for the same. Coming out clean and negative gives us the moral authority to conduct the test on others. The essence of also taking everyone by surprise and inviting external medical personnel to conduct the test is to further strengthen the validity of the exercise.”
Babafemi said the test results already released by the medical team showed that Marwa returned negative along with the Secretary to the Agency, Barrister Shadrack Haruna and other Directors at the national headquarters of the NDLEA.
✓✓Organizer Sets Over One Million Naira For Traditional Dancing Competition Winners
-Blank NEWS Online (NIGERIA):
As the Peace General, Icon of Niger Delta and Freedom Fighter, High Chief Government Oweizide Ekpemupolo AKA Tompolo, the Ibe Ebidouwei of Ijaw Nation, marks his Golden Jubilee Birthday Anniversary, the Gbaramaru Youth Development Association AKA Gbaramatu Youth Council, GYC, has congratulated the Niger Delta revered leader saying he is exceptionally made for Niger Delta’s advancement.
President of GYC, Comrade Shadrach Onitsha Ebikeme described High Chief Ekpemupolo also known as Tompolo, as an astute leader with a big heart for development and freedom of his people from any form of deprivation or oppression from any quarters.
While expressing gratitude to God for good health and for the 50th Birthday of High Chief Ekpemupolo as organised by Engr. Matthew Tonlagha, the GYC President stated that Sunday April 4, 2021 has been slated for the celebration at Oporoza town, the traditional headquarters of Gbaramatu Kingdom in the Warri South-West Local Government Area of Delta State.
According to the GYC President, activities lined up by 10am to mark the Birthday Anniversary of their great leader include dancing competition among the various cultural groups in Gbaramatu Kingdom, for the first, second and third prizes of N700,000k, N500,000k and N300,000k to be won.

THE Federal Ministry of Education has been enjoined to respect the relevant laws that grants autonomy to Federal Universities.
In a communique issued and signed by the Publicity Secretary of the Association, Comrade Lambert Iwueke at the end of her 186th Executive Council Meeting of the University of Ibadan Alumni Association, Worldwide, held at Dame Edith Okowa Auditorium, University of Ibadan, the association noted with angst the decision by the Ministry of Education to oust the powers of the institution’s Governing Council in the performance of her statutory function in formulating policies for the University .
It was the position of the council that such unbriddled intervention in the affairs of the University, especially her interference in determining when council could hold her statutory meeting, as is now the case in the University, was inimical to the progress of the universities.
The body appealed to the Minister of Education to exercise utmost restraint in interfering in the operations of the universities positing and that doing so effectively negates the Sacred autonomy of the universities especially that of University of Ibadan, as enshrined in the Universities (Miscellaneous Provisions) Act No.11 of 1983 and as amended in Act No.55, 1993, Act No.25, 1996, the University Autonomy Act No.1, 2007 and the Universities (Miscellaneous Provisions) Amendment Act, 2012.
The Alumni Association further urged the Ministry of Education to respect the tradition and ethos of the University of Ibadan garnered over 70 years.
The body equally expressed deep concern that it appears the ministry was determined to foist a candidate on the university and called on the ministry to have a rethink on the issue for the purpose of peace in the 72 year old citadel of learning.
On the very vexed issue of appointment of a substantive Vice Chancellor for the University, the body passionately appealed to all the contending interests for the vacant position to exercise restraint in their hot pursuit for the job.
They reminded the contenders to think more of the interest of the University than their own, pointing out that the University was greater than any one of them.
It was also the considered view of the Alumni Association that in considering who leads the University at this critical time, great care must be taken that such choice is not based on primodial issues of religion and ethnicity as the University is of universal nature and should therefore not be bogged down by elemental consideration in her choice.
According to the body, the only condition necessary was excellence. They therefore enjoined those involved in the selection process, i.e the Governing Council and senate to painstakinly choose the best in the pack especially someone who is well placed to move the University in terms of learning and research forward and place the University where it ought to rightly belong amongst the league of universities in the world.
On the increased security concerns in the country, the body expressed concern that with the spate of killings, it appears that human life is no longer worth anything and called for the immediate halt in the diminishing value for human life in the country.

FEW hours to the 2021 edition of Maris Annual Public Service Lecture, the Maris Trust Council has revealed the reason behind the choice of the Holy Week as the date for the annual Lecture.

He noted that it was the week that Jesus Christ faced the most agonizing part of His trial and made the supreme sacrifice.
Egugbo noted, “There are lots of factors why the Maris Annual Public Service Lecture holds every Wednesday before Easter Sunday. Apart from the fact that it falls within the period when Stella-Maris in whose memory the lecture was instituted was born, it is the most serious or solemn week in the Christian calendar, following the passion of Christ.
“It is a week you reflect on Man as God’s creation, a week that you reflect on life in a special way and a week that you have to take decision on several issues about life considering what Jesus went through within that week
“It was the week that Jesus Christ was betrayed by His trusted disciple, a week that He prayed so much that sweat came out in form of blood; a week that He was found innocent, yet He was crucified. So, Maris Lecture holds every Wednesday of the Holy Week for us to look at the challenges of our society and proffer solutions to them.
“To the glory of God, it is a solemn and serious period and, every year, He gives us topical issues and serious-minded persons to discuss the topic in the interest of all.
“For this year’s edition, we shall be discussing the topic, “Effective Tax Administration For The Delivery Of Democratic Dividends,” and a tax expert, Chief (Sir) Monday Onyeme who is Chairman, Delta State Internal Revenue Service, will be delivering the lecture.

THE 92 female councilors across the 25 Local Government Areas of Delta State have been charged to ensure that they live and act true to the loyalty they profess, especially to their political leaders.
The wife of the state Governor, Dame Edith Okowa gave the advice during an interactive session with the female councilors at the Unity Hall, Government House, Asaba.
Addressing the women, she said, “Never forget where you are coming from and ensure your loyalty is true, especially to your leaders.
“Anyone who is of a double standard cannot receive anything good. Remain loyal to those you have identified as your leaders, let humility be your cloak of office as you relate with others”, she admonished. The wife of the Governor used the opportunity to speak to the women on the importance of their relationships with God in order to stand tall in their endeavours.
“Attacks will come, there will be conspiracies, no matter how little you see your position to be, you will always have people who will envy you.
“And as such, you will need God to fight for you and to protect you from the schemes of both the enemies you know and the ones you are not sure of. “I need you to see your positions as a privilege from God. Thus you should by no means abuse the grace and gift of God upon your life. See yourselves as being on an assignment for God Himself.
“With this mindset, you will be successful at carving a niche for yourselves as female political leaders and by so doing, you can enjoy the possibility of being promoted to a higher level”, she said.
Responding to possible criticisms to her constant mention of God in her meetings, the wife of the Governor emphasized that there was no life outside God.
“We are all nothing without God, no matter the positions we occupy. If He does not keep us alive, there is nothing we can do about our plans and aspirations, no matter how lofty they are.
“I have seen persons taking drugs to enable them sleep but I have never seen anyone take any drug to wake up. This is the reason I keep living to please this God who is the giver of life.
“Honouring God has been of a huge blessing to me and I would be wicked, ungrateful and selfish not to tell you to follow Him as well”, she explained.
Dame Okowa prayed for the women and presented clothing gifts to all of them, while assuring them that they would work as her foot soldiers across the various LGAs.
The women on their part extended their appreciation to the wife of the Governor for always extending her hand of charity through her pet project, the O5 Initiative.

“I never planned to join APC, but I received a call one day from His Excellency, the Deputy Senate President, Senator Ovie Omo-Agege, who said that he wanted someone like me , who has been committed and holding the party faithful together, and that he wanted me to join the APC.

The Acting Chairman of All Progressives Congress (APC), Alhaji Mai-Mala Buni has said he had at no time alleged that some judges of the Supreme Court met with opposition Peoples’ Democratic Party to subvert the course of justice in the case of Imo North Senatorial election.
Buni, who is also the Governor of Yobe State, in a press release on Tuesday by his spokesman, Mallam Mamman Mohammed said he also did not sanction anyone or group of people to speak on his behalf on the issue relating to Imo North Senatorial election.
The press release read: “It has come to my knowledge that an allegation was made against some Supreme court judges claiming that there was a meeting between their Lordships with the PDP to subvert the cause of Justice in the case of the Imo North Senatorial election.
“I want to make my position abundantly clear and in an unambiguous terms that, l Hon. Mai Mala Buni, the Executive Governor of Yobe state and Chairman APC Caretaker Extraordinary Convention Planning Committee, had at no time personally said, written nor directed anyone to write on my behalf or the party to allege or claim that their Lordships met with members of the PDP or any political party on any matter.
“I must say l am conscious of the positions their Lordships occupy, and would not be a party or associated to such reckless statements against their Lordships.”
He added that: “As Leader of APC, l am saddened by such weighty allegation said to be emanating from our party obviously without my consent. On behalf of every member of the party we distance ourselves from this allegation and sincerely regret the injury and hard feelings this might have caused their Lordships.”
He said the party would do the everything to uncover those behind the accusation.
The National Drug Law Enforcement Agency, NDLEA, has listed the eight countries which require that it gives a mandatory visa clearance to those intending to travel to their land.
The countries are: Thailand, Malaysia, Indonesia, India, Brazil, Pakistan, Philipines and Russia.
The NDLEA disclosed the name of the countries to debunk claims that it was introducing a levy to belabour travelers, insisting that the requirement from the eight countries was not new as it has been in existence for 24 years.
A statement on Wednesday by Director, Media & Advocacy, NDLEA, Femi Babafemi said: “The attention of the National Drug Law Enforcement Agency, NDLEA, has been drawn to some misinformation and misconceptions about a 24-year-old visa clearance policy, which requires Nigerians travelling to some countries to meet certain requirements before getting clearance from the NDLEA.
“The anti-drug law enforcement agency wishes to state as follows: that the policy was not newly created to impose levies on Nigerians travelling abroad but has been in existence for over 24 years.”
He added that: “The policy does not apply to all Nigerians seeking to travel overseas but only those travelling to eight countries, usually referred to as ‘source countries’. The countries include: Thailand, Malaysia, Indonesia, India, Brazil, Pakistan, Philipines and Russia.”
He said the policy was at the behest of the ‘source countries’, and not that of the NDLEA or Nigeria, and was designed as part of global efforts to fight the menace of drug trafficking.
He noted that the requirements for the visa clearance being mischiveously circulated on social media are just a part of a three-page document, which provides other detailed information on the policy.
He said: “Nigerians can rest assured that NDLEA remains committed to its core goal of ridding Nigeria of illicit drugs and will not deviate from its constitutionally assigned duties.”
MORE than 500,000 people are lost in Africa to tuberculosis yearly, the World Health Organisation said on Wednesday.
The WHO Regional Director for Africa, Dr. Matshidiso Moeti, who gave the figure in a message to mark the World TB Day 2021 with theme: “the clock is ticking”, said that this inglorious statistics is “inexcusable.”
He lamented that across Africa, the challenges in TB prevention and control are significant with only 56% of people with TB are on treatment and TB control budgets continue to be drastically underfunded.
He said: “Governments in the African Region are contributing 24% of these budgets on average and international organizations like the Global Fund are providing 34%, leaving a 42% funding gap. South Africa has the highest domestic funding in the Region, at 77%.”
He further decried that the COVID-19 pandemic has compounded difficulties in accessing TB services.
He said: “For instance, in South Africa, monthly notifications of new TB cases fell by more than 50% between March and June 2020. In some countries, TB staff and testing equipment were reallocated to the COVID-19 response. At the same time, some mitigation measures were introduced, such as limiting the need for TB patients to visit health facilities by providing one month’s worth of TB medicines and using video messaging to continue with directly observed treatment.”
He noted that: “There is also the rising challenge of drug-resistant TB, which is estimated to affect 77,000 Africans each year. Among these, only one in three are diagnosed, and around 20,000 are put on treatment.”
He said collective action across sectors is crucial to address the challenges and accelerate progress towards ending TB by 2030.
He said WHO has developed the multisectoral accountability framework and is supporting all countries to update their TB policies and to implement WHO guidelines, and working with countries to monitor programmes in real-time, to identify challenges and advise on strategies to address them.
He said this year’s theme, “the clock is ticking” is chosen because the TB response urgently needs to be accelerated to reach the targets set in the Sustainable Development Goals and to realize the commitments made by Heads of State at the first-ever UN High Level Meeting on TB in 2018.
He lamented that there were an estimated 2.5 million TB cases in the African Region in 2019, accounting for 25% of the global burden.
He said: “Today, I call upon governments and partners to bridge the financial gap for the TB response in Africa so that the Region can get on track to reach the SDG targets for this disease, for the benefit of African populations and future generations.”

THE U.S. Agency for International Development (USAID) has announced an additional $168.5 million in development assistance to Nigeria.
The latest assistance brings the total U.S. assistance to the Nigerian people to $2.16 billion under the five-year Development Objectives Assistance Agreement (DOAG) signed between USAID and the Ministry of Finance.
A statement from USAID on Monday said the agency recently announced notification of an additional $168.5 million in development assistance to continue support for the goals outlined in a 2015 bilateral agreement between the U.S. and Nigerian governments.
The statement said with this funding the total U.S. assistance to the Nigerian people has been increased to $2.16 billion under the five-year Development Objectives Assistance Agreement (DOAG) signed between USAID and the Ministry of Finance.
USAID Acting Mission Director, Katie Donohoe said: “With this notification, the United States deepens its commitment to Nigeria in meeting its development challenges,” promising that: “We will continue to support improved health, nutrition, economic growth, good governance, and human rights.”
The statement disclosed that most of the new funding, more than $115 million, will finance new and existing activities to improve public health in Nigeria, including $40 million for maternal and child health, $28 million to control malaria, as well as significant boosts in family planning, tuberculosis control, nutrition, and pandemic relief.
It revealed that another $32 million will be for economic growth, including $19 million to help Nigeria increase agricultural productivity and access to nutritious foods, $10.5 million for cleaner water, and two million to facilitate trade and investment.
It added that an additional $15.5 million in basic education funds will expand states’ abilities to provide early grade reading programmes and alternative education opportunities for out-of-school children and youth while addressing the marginalization and educational needs of Nigeria’s hearing-impaired community.

As Nigeria grapples with rising insecurity on multiple fronts, the International Institute of Professional Security (IIPS) has been urged to make its expertise available in resolving the crisis.
The Managing Director/Chief Executive Officer of Delta State Oil Producing Areas Development Commission (DESOPADEC), Bashorun Askia Ogieh, gave the charge in an address at the 15th anniversary of the Institute in Lagos, at the weekend.
Bashorun Askia who was chairman of the occasion noted that Nigeria is contending with a serious security challenge that requires the input of experts on security issues.
Represented by Barrister Yinka Kotoye,, Bashorun Askia said: “We must and should go to the institute in security matters. We must be innovative as we design ways and means, including effective security communication strategies to tackle our security challenges.”
Given the progressive slide towards breakdown of law and order, the DESOPADEC boss said the Institute as a front line body of security professionals, must put its expertise at the disposal of the country’s security agencies to help secure the nation.
“We should now position the Institute to an enviable level to engender patronage by corporate bodies, thereby enhancing our status and standards, comparable to our contemporaries in the world”, he told the Institute.
In addressing the nation’s security challenges, he said the safety of industrial infrastructure which, according to him, is critical to economic growth should not be ignored.
“There should be more collaborative effort between our Institute and the manufacturing and other industrial sectors in enhancing industrial security and safety. Efficient protection of companies’ assets has a way of improving profit generation, which in the long term has a multiplier effect on the economy”, he noted.
The DESOPADEC chief executive said experts in security matters should provide guidance in the effort to curb rising insecurity in Nigeria, stating that members of the Institute can do more to help safeguard and secure Nigeria.

Delta State government has confirmed the receipt of N1 billion upfront fee as part of the proceeds deal from the concessioning of Asaba Airport.
Delta State Commissioner for Finance, Sir Okemur Fidelis Tilije, who confirmed the receipt of the funds, disclosed that the money was paid, based on the agreement that the concessionaire would pay an upfront fee of N1 billion on or before close of business on the 15th day after signing the agreement.
The commissioner stated this while fielding questions from members of the Asaba Correspondent Chapel of the Nigeria Union of Journalists (NUJ), who paid him a courtesy visit in his office in Asaba, the state capital.
Recall that the state had on February 23, signed a concession deal with First Investment/Menzes Consortium for the development and management of various sections of the airport for the next 30 years.
The Commissioner said, “I hereby confirm that the N1 billion has already be received by the state government, and it is sitting in our account with Zenith Bank. It was received last Friday.”
According to him, “We are very happy with the business arrangement; it took us more than nine months to go through the concession agreement so that it would be a win win situation because if you are partnering in business with any business organisation, you must allow your partner benefit too. We are grateful to God for the opportunity to concession the airport.”
Sir Tilije however, commended the decision by the Governor Ifeanyi Okowa-led administration to concession the airport and assured Deltans that in the next few years, Asaba would become the hub of business in the South South geopolitical zone of Nigeria.
He explained that more than 75% percent of cargos that came into Nigeria landed first in Lagos, as the state housed most of the major air and sea ports in the country, adding that with the need to decongest the cargo traffic in Lagos to the South East and South South regions in the country, which would in turn boost trade and business activities in the region, the recent concession of the Asaba International Airport would boost economic activities in the capital territory.
He said that the state government was mindful of the kind of businesses in the state; hence, it had embarked on the overhauling of the Warri and Koko ports which were being upgraded to export goods through the Asaba Airport or Warri Sea Port.
He further said that for the ease of transportation of goods, the Okowa administration had embarked on fixing of the intra state roads, connecting Asaba, Ogwashi Uku, Ughelli and Warri which, he said, would be ready before the end of the 2021 fiscal year.
While repudiating various critics’ queries, he said, “We know there are people who are not knowledgeable about governance that questioned that decision to concession the airport.
“Government was spending so much on the airport, and it was not yielding returns. So, you needed to get the private sector to properly manage it, develop it and make it profit-oriented.
“As a government, it was a smart and painstaking decision to concession the airport to reduce government influence in the management. In the next few years, you will not believe what that airport would be turned into because it is centrally located.”
The Chairman of Asaba Correspondent Chapel, Ogbeni Dominic Adewole in his response thanked the commissioner for his warmth reception.
He said that he was pleased with the great job the commissioner was doing by prudently managing the finances of the state, adding that as the watchdogs of the society, journalists would be very professional in their reportage by balancing their stories at all times.
He said that a robust working relationship between the commissioner and the journalists would be sustained.

MANAGING Director, Delta State Oil Producing Areas Development Commission, DESOPADEC, Bashorun Askia Ogieh, has said early warning and response systems are vital tools for conflict prevention in the country.
The DESOPADEC boss was speaking at Uzere on Wednesday, during a stakeholders sensitisation workshop on enhancing violent conflict prevention through community early warning and early response for sustainable peace in Delta State.
Represented by the Executive Director, Planning, Research and Statistics, DESOPADEC, Comrade Shadrack Agediga, Bashorun Askia lamented what he described as the disturbing failure of law enforcement agencies especially state intelligence agencies to nip nascent issues in the bud.
He noted that the events of the past six months in all parts of the country is a pointer to the disturbing failure of these agencies, adding that there was need to unbundle the Nigeria Police Force through the provision of state police in the constitution.
While commending the organizers of the workshop for their foresight, he said that communities and the country at large are plagued by recurring violence and internal conflicts that have resulted in avoidable casualties.
He stressed further that a growing phenomenon is the prevalence of conflicts orchestrated by external forces, stating that whether it is incursions by cattle herders or attacks by kidnappers, a common denominator is the absence of early warning to and by inhabitants of the communities.
According to him, “In any multiethnic society, the maintenance of peace is not necessarily the absence of disagreement but the product of a proactive system that promptly detects the covert, overt and subtle signs of discontent and looming conflict.
“Early warning and early response systems are vital tools for conflict prevention and initiating timely responses to keep civilians safe.
“Conflict prevention is possible, but only if the civil society, religious bodies, and policymakers are sensitive to early conflict indicators and coordinate a unified response.
“Early warning and early response systems form critical mechanisms designed to stop violence before it starts and minimize the impact of conflict on civilians.

Hearing in the case of kidnap and murder of late Obi Akaeze Ofulue III of Ubulu-Uku in Aniocha South Local Government of Delta State on Tuesday was stalled by the absence of the defence counsel. This is coming as the trial judge, Justice M.O. Omovie of the High Court, Ibusa, Delta State, inexplicably prevented journalists from covering the kidnap and murder case in his court.
In the suit A/20C/2017 and A/198/2017 between the State versus Jamilo Ahmed and three others, Justice Omovie had to adjourn to April 28, 2021 for the next hearing due to the failure of the defence counsel to appear for the accused persons.
Four suspects are standing trial for the murder of the late monarch who was kidnapped and then murdered in 2016.
The suspects were apprehended by security operatives in various parts of the country with the recovery of the monarch’s stolen phone leading to the arrest of the suspects. Before the commencement of the proceedings, Justice Omoke ordered journalists to leave the court.
The court Registrar came to inform journalists that their presence in the court was deemed detrimental y the presiding judge and should they leave or get permit from the Chief Judge of the State before they can be allowed to cover the proceedings.
The dozens of journalists who were in the court to cover the hearing in the kidnap and murder case of late Obi Akaeze Ofulue III of Ubulu-Uku, were bewildered at the judge’s decision to prevent them from covering the proceedings for the day.
Lawyers and members of the public at the court premises were equally shocked at the decision of Justice Omovie.
Those who spoke on account of anonymity expressed their disbelief that a judge of the High Court could descend so low as to give such an order. They noted that journalists are very important in dissemination of information to the general public and court proceedings are not left out.
They urged the Chief Judge of Delta State, Justice Marshall Umukoro, to call Justice Omovie to order, noting that his action amounted to impeding the dispensation of justice. According to them, the case is high profile one involving the kidnap and murder of a prominent traditional ruler. “The case has been going on for four years and I wonder the judge should be uncomfortable with the presence of media practitioners”, one of the journalists said. Speaking to newsmen at the court premises, Chief Ojeigwu of Ubulu-Uku Kingdom, Dr. Samuel Nwabuoke lamented the gruesome murder of the late monarch, adding that the incident still torments the entire community till date.
He expressed the belief that justice would be served at the end.

GOVERNMENTS of United States and United Kingdom have expressed their readiness to offer more support to the drug war in Nigeria.
The two countries said they were impressed with the latest zeal with which the war is waged as shown with the successes recorded in recent times by the National Drug Law Enforcement Agency, NDLEA.
The NDLEA since the turn of 2021 has witnessed great successes with the appointment of Maj. Gen. Buba Marwa as it’s Chairman/CEO.
Consul General of the US Consulate in Lagos, Claire Pierangelo and the British Deputy High Commissioner in Nigeria, Ben Llewellyn-Jones in Lagos on Tuesday during the donation of a speedboat to the NDLEA, expressed the readiness of the countries to assist in the ongoing war on drugs in Nigeria.
Pierangelo expressed satisfaction with the performance of the NDLEA helmsman in just eight weeks on the seat, assuring that the US government would be willing to collaborate and give more support to the lead anti-drug agency in Nigeria in view of the dynamism and efficiency that have been brought into the operations of the Agency.
In his remarks, the Deputy British High Commissioner, Llewellyn-Jones said the UK government is pleased with the series of illicit drugs seizures by the NDLEA at the Murtala Mohammed International Airport, the Tincan seaport and the Apapa seaport, all in Lagos soon after Gen. Marwa came on board as the Chairman of the NDLEA.
He said with the renewed vigour brought into the war against illicit drugs in Nigeria and the successes recorded between January and now, the UK would be glad to offer more support to the Agency.
He said the handing over of the patrol boat is a significant indication of that, noting that/ “Since your appointment, there has been a flurry of activities. There have been huge seizures across commands. The cocaine seizure at the Murtala Mohammed International Airport was massive and for this, NDLEA must be recognised and commended. We’ll continue to give you all the necessary support. We must continue to work on our relationship to make sure that the current situation continues.”
In his response, Marwa assured the British government that the boat would be put into good use, while thanking them for their investment and support for the war against illicit drugs in the country.
He said: “I want to appreciate the American and the British government for the support given to the NDLEA over the years in terms of intelligence sharing, training, equipment and other logistics, and most especially since my assumption of duty as the Chairman of the NDLEA.
“Let me state categorically that with the new vigour and vigilance of our men and officers at the seaports, airports and land borders which recently resulted in huge seizures, I am aware that drug traffickers have now turned to our waterways across the borders to bring in drugs. With the donation of this boat today, I’ll like to warn that the time is up for them also on our waterways because from now they have the NDLEA to contend with there and we’ll deal decisively with them if they fail to back out of the criminal trade.”
According to a statement by the Head, Media and Advocacy of the Agency, Femi Babafemi, the NDLEA boss had earlier led his team of officials on a courtesy visit to the Oba of Lagos, Oba Rilwan Akiolu who received them with his white cap chiefs.
Marwa had said he was at the palace to seek the support of the monarch and the state’s traditional institution for the war against drugs, and appeal to the royal father to set up drug control committees in Lagos and also add his influential voice to the campaign against drug abuse in the state and the country at large.
In his response, Oba Akiolu said he has always known Marwa as an achiever and has no doubt that he would use his global network to impact positively on Nigeria’s fight against drug abuse and trafficking. He called for more funding for the Agency to be able to achieve its objectives.
He also commended Marwa for the noticeable impact he has made within the short time he took over the leadership of NDLEA.
